Kids in Fukushima Prefecture are becoming increasingly overweight, as they are denied daily exercise in schoolyards due to the risk posed by exposure to nuclear radiation in the area, governments’ health report reveals.
The report argues that an increasing number of kids are weighing 20 per cent more than their standard based on their height, reported Kyodo News.
The study was released by the Ministry of Education, Culture, Sports, Science and Technology.
Since June 2011 more than half the public institutions in Fukushima, which is just under 450 schools, have limited their outdoor activities during school hours. As of September 2012, 71 elementary and junior high schools still adhere to such restrictions, according to the prefectural education board.
Their main concern is fear of exposure to radiation released from the Fukushima Daiichi complex.
Earlier, alarming reports of children developing potentially cancerous abnormalities have been making news as early as July.
A report by Fukushima Medical University first published this April and updated in July revealed that 36 per cent of Fukushima children have unusually overgrown thyroid glands, and could be prone to cancer.
Of 38,000 children examined, 13,000 had cysts or nodules as large as five millimeters, the Health Management Survey stated, which made doctors around the globe rate Japan’s reaction to the aftermath of the Fukushima disaster as “ultimately medical irresponsibility.”
On top of that, fish caught off the coast of Japan following the Fukushima nuclear disaster are still contaminated, bringing speculation that leakage from the reactors has not been fully stopped. If true, it could threaten area marine life for decades to come.
The long-term consequences of the Fukushima disaster have yet to be estimated, and the possible radiation spread has been a subject of continuous dispute, with official and independent sources providing contrasting figures.
Since the day of the tragedy, Japan has seen many anti-nuclear demonstrations.
The Fukushima nuclear plant was hit in 2011 by a powerful earthquake and subsequent tsunami, the worst-ever disaster of its kind in Japan.
The disaster triggered a strong reaction in Japan itself and from May, 2011 to July, 2012 Japan managed to function without nuclear power plants, but later despite widespread protests, Ōi Nuclear Power Plant was restarted.
The disaster also had an awakening effect on several nations worldwide, with some deciding to shelve the use of nuclear energy, including European powerhouse Germany.

When the Fukushima-1 reactor complex in Japan went into radioactive apoplexy on March 11, 2011, the Japanese government and the Tokyo Electric Power Co. — like the Russians at Chernobyl before them — began minimizing the risks of radiation and the known and potential effects of radiological disasters.
The principle mouthpiece for this well-rehearsed minstrel show was Chief Cabinet Secretary Yukio Edano who told the world that evening, “Let me repeat that there is no radiation leak, nor will there be a leak.”(1) Edano is now the Trade and Industry Minister and oversees federal cleanup and recovery efforts.
Independent observers like Dr. Chris Busby, scientific secretary of the European Committee on Radiation Risk and a founder of the Low-Level Radiation Campaign in England, warned four days into the disaster: “Reassurances about radiation exposures issued by the Japanese government cannot be believed.” Likewise, physicist Nils Bøhmer, with the Oslo-based environmental foundation Bellona, insists that throughout the crisis Japan has been withholding information about radiation dangers.
Even the New York Times reported Nov. 30 on “The gap between the initial assurances given by company and government officials, and the ultimate scale of the nuclear disaster…”
Deception confirmed by UN
Now 20 months later, the United Nations Special Rapporteur on the right to health has issued a draft report charging that Japan “has adopted overly optimistic views of radiation risks and has conducted only limited health checks” among contaminated populations, the AP and CBC reported. According to Anand Grover, the UN investigator, “Japan hasn’t done enough to protect the health of residents and workers affected.”(2)
Previous investigations found that monitoring data from the federal system that tracks plumes of radiation during disasters — called “Speedi,” for System for Prediction of Environmental Emergency Dose Information — was kept secret when it was needed most. News reports in August 2011 said that the system forecast that Karino Elementary School in the town of Namie would be directly in the path of the radiation plume spewing from the smashed reactors. Yet the warning never reached decision-makers and neither the school nor the town was evacuated. Instead, they became evacuation centers where families even cooked and ate meals outdoors.
Bellona reports that documents obtained by the AP and the New York Times, its own interviews with key officials, and a review of other newly released data and parliamentary transcripts show that “… Japan’s system to forecast radiation threats was working from the moment its nuclear crisis began on March 11, after an earthquake and tsunami pummeled the Fukushima” reactor site.
The UN’s Grover severely criticized the government’s commitment to health care for exposed workers and people in contaminated areas, and complained that its ongoing health checks are “too narrow in scope because they are only intended to cover Fukushima’s two million people.” Surveys of health effects should extend to “all radiation-affected zones” Grover said, a vast area including much of the north-eastern half of Honshu, Japan’s main island.
But so far, only one-fourth of Fukushima’s population has been surveyed. Grover thinks it’s unwise to check only children for thyroid damage. Indeed, Dr. Helen Caldicott told Business Insider last summer that even when lesions are found on a child’s thyroid, they aren’t being biopsied. The lesions “should all be biopsied,” Caldicott warned.
Further minimizing the actual numbers of affected persons, thousands of reactor site workers with short-term contractors “have no access to permanent health checks,” Grover said, and Fukushima residents complain that they have not been allowed access to their own health-check results.
Last March, Human Rights Watch leveled the same charge.(3) “We are really not seeing basic health services being offered in an accessible way and we are not seeing accurate, consistent, non-contradictory information being disclosed to people on a regular basis” Jane Cohen, a researcher at the New York-based rights group, told Reuters. Of the 24,228 workers who risk radiation exposure at the reactor complex, only a mere 904 are eligible for free cancer screenings being provided by the government and Tepco, the daily Asahi Shimbun reported November 22nd. The authorities have limited the scope of the $600 checkups to workers who were exposed to over 50 millisieverts between March 11 and mid-December 2011, but thousands of workers are demanding that the time limit be abolished.
Disinformation and denials confounded by science
Official lullabies, denials and attempted cover-ups are desperate shields against the enormous economic and legal liability that would follow any acknowledgment of the depth and breadth of radiation’s likely effects. Tepco said November 6th that it may need 11 trillion yen, or $137 billion, to cover its damages. Tokyo already set aside ¥9 trillion in July as part of the federal bailout and takeover of the utility. Minister Edano hinted last May that the government may cover some of the costs of decontaminating certain limited areas. Comprehensive decontamination is not even being considered because, as the science ministry reported in November 2011, radioactive fallout from the triple meltdowns was found in every one of its 57 prefectures.(4)
The journal Science reported this fall that 40% of the fish caught off the coast of NE Japan are contaminated with radioactive cesium at levels well above what the government allows.(5) Author Ken Buesseler of the Woods Hole Oceanographic Institution concluded that there is either a source of cesium on the seafloor, or it is still being dumped into the ocean by Tepco.
Referring to the millions of gallons of cooling water still being poured into the three destroyed reactors and their waste fuel pools, Buesseler told Radio Australia Nov. 20, “Some of that water is getting back into the ocean, either actively being pumped out after some decontamination or through leaks in the building, so [Tepco’s] not able to contain all of the water that they use to cool.”
The government and Tepco moved quickly to deny Science. The federal fisheries ministry claimed that cesium from Fukushima’s wrecked cooling systems — about 16,000-trillion becquerels, what Science called “by far the largest discharge of radioactivity into the ocean ever seen”— is “sinking into the seabed” and no longer entering the food chain. (A becquerel is one subatomic disintegration per second) Tepco representatives just said contaminated water was not leaking from any of its wreckage.
Oceanographer Kanda at Tokyo University told the journal Nature that his analysis indicates the site itself is leaking about 300 billion becquerels into the sea every month.

Industry leaders will have no problem closing nuclear reactors that don’t generate expected profits. Exelon, the Chicago-based company that owns 17 of the 104 U.S. reactors, recently saw its stock price drop below $30 a share, the same level as mid-2003, and a whopping 70% below its peak of over $92 a share in mid-2008.
The standard explanation for this reversal is cost. In particular, electricity from growing natural gas and wind sources costs less to produce than that from nuclear reactors. The famous 1954 promise by Atomic Energy Commission head Lewis Strauss that the atom would create energy “too cheap to meter” has failed miserably. But while cost is the reason why utilities will be closing reactors, most reports fail to look beneath the surface and understand WHY nukes are so expensive.
The answer is that nuclear power poses great danger to safety and health. This danger means that reactors must comply with numerous safety regulations; must be built with many safety features; and must be manned by a large and highly trained work force – each a high-ticket item. In addition, the fleet of 104 U.S. reactors in operation is aging – most over 30 years old – requiring that corroding parts be replaced, pushing costs even higher.
Another element in the high cost of nukes won’t be faced until they are decommissioned (after closing). Decommissioning costs run hundreds of millions of dollars per reactor. Utilities are forced by federal law to keep a large decommissioning fund while operating reactors, to prevent them from simply closing reactors, not securing them, and sticking taxpayers with the bill.
Even with all these extensive and expensive efforts to protect the public, nukes still aren’t safe. The chance of a meltdown exists every day, from human error, natural disaster, or terrorist act. The disasters at Chernobyl in 1986 and at Fukushima last year remind us that catastrophic meltdowns that affect thousands to millions are a sobering reality. In addition to meltdowns, there is the matter of routine emissions from reactors and elevated cancer rates near reactors, demonstrated in many studies. Finally, the U. S. and other nations still have no long-term plans to store the massive amounts of hazardous nuclear waste.
Dominion Nuclear recently announced that the Kewaunee reactor in Wisconsin will permanently shut down in the spring. This action is a milestone. Not only will this be the first U.S. reactor closed since 1998, but it will likely be followed by numerous other shutdowns. An October 23 New York Times article was headlined “Reactors Face Mothballs.”
Kewaunee’s closing also represents a turning point. For over a decade, nuclear leaders steadily proclaimed an era of a revival, after years of no growth. But the word “renaissance” has vanished, and nuclear power is now in full retreat.
So which reactors will join Kewaunee and be the next to close? Nobody knows for sure, but there are a number of reactors that are faring poorly, and are candidates for shutdown:
– Crystal River (Florida), closed for over three years, needs considerable funds to replace defective parts
– San Onofre (California, two reactors), closed for nearly one year due to faulty steam generators, will require millions to repair.
– Oyster Creek (New Jersey), which must shut down by 2019, may close sooner according to Exelon executives who cite costs and market forces
– Vermont Yankee (Vermont), up for sale (and like Kewaunee with no buyers), along with stiff opposition from local citizens and elected officials
– Clinton (Illinois), another Exelon reactor, has been hit hard by cheaper alternatives
– Indian Point (New York, two reactors), faced considerable citizen and political opposition ever since a plane hijacked by terrorists on 9/11 flew directly over it on its way to the World Trade Center.
This autumn has been the worst period for U.S. nuclear reactors in a long time. Hurricane Sandy caused six reactors to close temporarily, while others were shut to change fuel, and others closed due to mechanical problems. From mid-October to late November, U.S. reactors operated at just 70-75% of capacity, down sharply from the 90% figure of the past decade.
Shrinking nuclear power is even more pronounced overseas. In Japan, nearly two years after Fukushima, only 2 of 54 reactors are operating, and the majority of Japanese are fiercely opposed to restarting any reactors. Soon after Fukushima, governments in Germany, Belgium, and Switzerland announced plans to phase out nuclear power, and Germany has already closed half a dozen reactors.
The business troubles facing reactors are nothing new – historical construction costs far exceeded original estimates, and Wall Street executives stopped lending money for new reactors in the 1970s. Fewer reactors will mean reduced threats to health but also reduced costs – proving what’s good for the environment is also good for business.

A couple of days ago, I wrote about an article in The National Interest magazine by a visiting fellow at a pro-Israel think tank that argued that the United Arab Emirates may be violating the Foreign Agent Registration Act by its funding of ostensibly environmental anti-drilling films. As might be expected, Susan Schmidt’s piece entitled “Lobbying through the Silver Screen” appears to be part of a broader campaign by the Foundation for the Defense of Democracies to end America’s energy dependence on Israel’s recalcitrant neighbors.
On October 15, the Foundation for the Defense of Democracies (FDD) website published an op-ed piece by FDD senior fellow John Hannah tellingly entitled “How Oil Dependence Undermines America’s Effort to Stop the Iranian Bomb.” Citing the neocon-mentored Mitt Romney campaign promise of achieving “North American energy independence,” Hannah goes on to argue that dependence on Middle East oil not only endangers U.S. economic security but also serves as a constraint on its strategic freedom of movement in the region. “Concerns about oil prices,” claims Hannah, “have often badly distorted U.S. policy toward the Middle East.” As the title of his piece suggests, however, the “distortion” that most troubles the FDD is how this energy dependence makes Washington think twice before doing Israel’s bidding in the region:
The most acute example is the effort to pressure Iran to give up its nuclear weapons ambitions. U.S. policymakers have long known that the most effective step we could take against the mullahs is to cut off Iran’s oil sales and starve them of the enormous revenues they need to keep their repressive regime afloat. Yet for years, first President Bush and then President Obama fiercely resisted sanctioning the Islamic Republic’s petroleum sector. The reason? Because they quite legitimately feared that removing Iranian crude from the market would disrupt global supplies and trigger a devastating price shock. Only in late 2011, with Iran rapidly approaching the nuclear threshold, did Congress finally steamroll the administration by forcing through legislation that targeted Iranian oil.
Even then, implementation of the sanctions was watered down. The administration was given a six-month grace period to assess the possible impact that sanctions would have on the global oil market. And rather than demanding that customers of Iranian oil end their purchases entirely, countries were granted waivers from U.S. sanctions if they only “significantly reduced” their buy — which in practice required them to cut back between 15 and 20 percent. While the U.S. effort, together with complimentary EU sanctions, have no doubt had a major effect on Iran’s economy — reducing its oil exports by as much as 50 percent — a full embargo would have been far more impactful and the obvious course of action for Washington to pursue if not for the countervailing concern about oil markets. In the meantime, the Iranian regime continues to pocket perhaps $3 billion per month from the million or so barrels of oil that it still exports daily, all the while pressing ahead with its nuclear program.
America doesn’t have a higher national security priority than stopping the world’s most dangerous regime from going nuclear. And yet the sad reality is that our dependence on oil has for years, and to our great peril, systematically deterred us from fully deploying the most powerful tool in our arsenal — all-out sanctions on Iran’s petroleum sector — for resolving the crisis peacefully. Not surprisingly, that underlying logic applies in spades when it comes to any discussion about the possible use of force against Iran, where predictions of oil spiking to an economy-crippling $200 per barrel are commonplace.
The fact that our oil vulnerability has put such severe constraints on our freedom-of-maneuver to address the most pressing national security threat we face is deeply troubling.
Fortunately, there is a solution to the think tank’s concerns about U.S. “freedom” to address what it and other pro-Israel groups have worked so hard to convince Americans is their latest “most pressing national security threat.” As Hannah points out, “the United States is experiencing an oil and gas boom that promises to transform our energy landscape in very fundamental ways”:
Thanks to American ingenuity and technology, U.S. production is poised to increase dramatically over the next decade, after years of steep decline. As Governor Romney has correctly emphasized, through close cooperation with democratic allies in Canada and Mexico, the goal of energy self-sufficiency for North America may well be within reach — an unthinkable prospect just a few years ago, and one whose benefits in terms of job creation and economic growth could be quite profound.
Presumably more important — at least from a pro-Israel perspective — than the “potential economic windfall” for Americans is, as Hannah puts it, “how we can best exploit the coming energy boom to really enhance U.S. national security.” For him, enhancing U.S. security seems to be synonymous with going to war with Iran — notwithstanding the view of more objective analysts that this would seriously, if not fatally, exacerbate American insecurity. Nevertheless, according to the FDD fellow, the major obstacle to this supposedly security-enhancing military action are fears that it would lead to rocketing oil prices. To remove this problematic impediment in the way of another war for Israel, Hannah proposes:
It seems that what really needs to be part of the mix is a viable, bipartisan, market-driven strategy for reducing the monopoly that oil has over our transportation sector. If a sensible way could be found to begin moving some significant portion of U.S. cars and trucks to run on cheaper, domestically produced alternative fuels — natural gas, methanol, electric — it would largely eliminate the sword of Damocles that Middle Eastern tyrannies like Iran now hold over the West’s economic wellbeing and its strategic decision-making. That would put us on the path toward true energy independence, and restore to the United States a degree of flexibility, leverage, and strength to pursue its interests and values abroad, especially in the Middle East, that we have not known for at least a generation.
While acknowledging the difficulty of the task ahead, Hannah is cautiously optimistic:
Perhaps once the upcoming election is over, a new administration will be prepared to look seriously at developing a bipartisan, comprehensive energy strategy that both fully exploits America’s new oil and gas bonanza while taking meaningful steps to reduce our vulnerability to extortion by hostile, repressive dictatorships in unstable parts of the world.
And as luck would have it, there is already “one place that a new president should definitely look to mobilize ideas as well as political support.” Explains the FDD fellow:
Securing America’s Future Energy (an organization that I’m proud to advise), […] has brought together an extraordinary group of American business and military leaders to highlight both the economic as well as national security dangers posed by our dependence on oil, and to recommend possible solutions. Co-chaired by Fred Smith, CEO of FedEx and General P.X. Kelley, former commandant of the Marine Corps, the group includes such luminaries as General Jack Keane, former vice chief of the Army; Admiral Dennis Blair, former director of national intelligence; David Steiner, CEO of Waste Management; Herb Kelleher, founder of Southwest Airlines; and John Lehman, former undersecretary of the Navy.
So there you have it. America’s energy dependence on the Jewish state’s regional rivals may soon by a thing of the past thanks to the ingenuity of the new environmentally-friendly Israel lobby.

Chinese and French investors have dealt a blow to the British nuclear projects pulling out of a bid for buying a company that will be constructing two nuclear power reactors in Britain.
French nuclear engineering group Areva said it is no longer interested in buying into Horizon Nuclear Power that was supposed to build Wylfa reactor in Wales and Oldbury reactor in Gloucestershire.
Areva added that its Chinese partner the China Guangdong Nuclear Power Group (CGNPC) has also withdrawn its bid for the contract.
“Areva and CGNPC have suspended their interest in the planned sale of Horizon Nuclear Power and did not submit a bid,” an Areva spokeswoman said.
The news is a blow to the British government as Areva has the latest technology in line with European Pressurized Reactor (EPR) regulations needed for the project.
The withdrawals come amid other reports that another Chinese company China National Nuclear Power Corporation, which is the main backer of a US engineering group also bidding for the contract, is no more interested in the project.
The situation leaves London with a single bidder that is a consortium led by the Japanese Hitachi.
Horizon Nuclear Power was formerly run by German utilities E. ON and RWE that suddenly announced they want to drop out of their contracts on a short deadline last week.

It was always a terrible name – The Nuclear Waste Confidence Decision. Ever since the first cupful of deadly nuclear waste was generated at Chicago’s Fermi reactor, on December 2, 1942, no one has ever had the slightest ounce of confidence about what to do with it. It was the ultimate kick-the-can-down-the-road decision. Make radioactive waste now. Worry about the disposal problem later.
Now it’s later and no permanent, safe location or technology has ever been found – and may never be found – to isolate even that first cupful of radioactive waste from the biosphere. Instead, we have a mountain of radioactive waste 70 years high.
Yet the Nuclear Waste Confidence Decision (NWCD), first established in 1984 and last updated in 2010, held that the US Nuclear Regulatory Commission (NRC) – the agency responsible for licensing reactors – had “confidence” that an acceptable plan would someday be found.
Even after the proposed Yucca Mountain high-level radioactive waste dump plan was abandoned, the NRC still maintained that a suitable repository would be found “when necessary.”
This, despite the fact that all of the high-level commercial radioactive waste generated by US reactors sits at the reactor sites, either in indoor pools while it waits at least five years to cool, or in what are known as outdoor “dry casks,” stored on site, effectively in parking lots.
On June 8, the US Court of Appeals in DC put an end to such bullish “confidence.” In vacating the NWCD, the Court ruled that the NRC has to re-evaluate the environmental impacts of the storage and disposal of nuclear waste, effectively forcing the agency to examine the environmental consequences of producing highly radioactive nuclear waste without a long-term disposal solution. The Court’s decision also questioned whether irradiated fuel can safely be stored on site at nuclear plants for an additional 60 years after the expiration of a plant’s 60-year license.
The ruling opens several important doors. It allows the public to challenge the environmental integrity of storing radioactive waste at reactor sites. It puts a freeze on the final issuance of extended or new reactor licenses – for those still operating and for those not yet built. And it presents an opportunity to once again push for securing radioactive waste on site, at least temporarily, but in a more protective and robust manner.
Reactor fuel pools are so tightly packed with fuel rods that extraordinary precautions must be taken to prevent an inadvertent chain reaction. US reactor fuel pools still contain at least 75% of all the irradiated fuel generated since 1957, the year of the first commercial reactor at Shippingport, in Pa. The Fermi-One reactor in Michigan, that produced weapons-grade material from 1966-1972, still contains more than 10,000 tons of waste with permanent disposal solution.
As fuel pools filled up, fuel rods at some of the nation’s commercial nuclear power plants were transferred to concrete and/or metal casks, stored outdoors. But the casks are of questionable quality. Some have experienced hydrogen explosions and fires. The NRC does not require the casks to be directly monitored for over-heating, radiological releases and other safety issues. During the August 2011 5.8 magnitude earthquake with an epicenter near the North Anna reactors in Virginia, 115-ton outdoor casks there shifted precariously and suffered damage.
Close to 200 environmental groups have urged for years that fuel pools at US reactors be emptied and the waste stored in casks that are hardened and bunkered behind security fortifications. The technology is known as Hardened On-Site Storage (HOSS), but the federal government has never required such modifications, even after 9/11 and now, Fukushima.
Instead, while the NRC seeks to fulfill the orders of the court, the US Department of Energy and its allies in Congress, are embarked on a different path to move radioactive waste from reactor sites. The concept – an old idea that has already been debunked and rejected multiple times – is “Centralized Interim Storage (CIS).” An effort to dump radioactive waste “temporarily” on the Skull Valley Goshute Indian reservation in Utah was defeated in 2006 by an alliance of Goshute tribe members, environmental advocates and political allies.
If a CIS facility were to be sited, it would mean transporting the country’s radioactive waste hundreds, even thousands of miles on roads, railway lines and waterways, past the homes, schools, and businesses of at least 50 million Americans – to be deposited at a parking lot site “temporarily.” The most likely targets would be low-income communities with the weakest economic, political, or social resistance, or Native American reservations.
Severe transport accidents – such as high-speed crashes, long-duration, high-temperature fires, or underwater submersions – or even intentional attacks, could unleash disastrous quantities of hazardous radioactivity as these shipments pass through major metro areas.
With no suitable permanent repository location in sight, these “temporary” dumps could easily become permanent. In addition, stacking un-hardened radioactive waste casks outside, like bowling pins, represents an obvious security threat. Finally, if CIS sites were, in fact, temporary, transportation risks would be doubled, by moving the waste first to a CIS site and then, again, to the nation’s illusory, final dump site.
Many silver linings have a dark cloud encircling them. The DC Circuit’s decision in June, to stay the issuance of new or extended reactor licenses, is a major, hard-won victory. But we must remain ever-vigilant to prevent the development of scientifically unsound, environmentally racist,”interim” radioactive waste storage options that could endanger millions. Instead of perpetuating the unsustainable habit of continued waste generation, we should stop making it in the first place. That is the most essential step toward managing our ever-mounting radioactive waste disaster.

A pair of fish captured near Japan’s crippled Fukushima nuclear plant have shown to be carrying record levels of radiation. The pair of greenlings are contaminated with 258 times the level government deems safe for consumption.
The fish, which were captured just 12 miles from the nuclear plant, registered 25,800 becquerels of caesium per kilo, according to Tokyo Electric Power Company (TEPCO).
TEPCO says the high levels may be due to the fish feeding in radioactive hotspots. The company plans on capturing and testing more of the fish, as well as their feed, and the seabed soil to determine the exact cause of the high radiation.
The findings were surprising for officials, who had previously seen much lower levels of radiation in contaminated fish.
Fishermen been allowed to cast their reels in the nearby waters on an experimental basis since June – but only in areas more than 31 miles from the plant.
Previously, the highest recorded radiation seen in the captured wildlife was 18,700 becquerels per kilo in cherry salmons, according to the Japanese Fisheries Agency.
The radiation was caused by a meltdown of three reactors at the Fukushima power plant after it was damaged by an earthquake and tsunami in March 2011.
The disaster was so intense that contaminated fish were caught all the way across the Pacific Ocean, on the California coast.
But it’s not only aquatic life that is suffering from side effects of the leaked radiation.
According to researchers, the radiation has caused mutations in some butterflies, giving them dented eyes, malformed legs and antennae, and stunted wings.
The results show the butterflies were deteriorating both physically and genetically.
But the harmful risks don’t stop with butterflies. The radioactivity which seeped into the region’s air and water has left humans facing potentially life threatening health issues.
Over a third of Fukushima children are at risk of developing cancer, according to the Sixth Report of Fukushima Prefecture Health Management Survey.
The report shows that nearly 36 per cent of children in the Fukushima Prefecture have abnormal thyroid growths which pose a risk of becoming cancerous.
The World Health Organization warns that young people are particularly prone to radiation poisoning in the thyroid gland. Infants are most at risk because their cells divide at a higher rate.

It’s been nearly 18 months since the disastrous nuclear meltdown at Fukushima. There have been many reports on the huge amounts of radioactivity escaping into the air and water, unusually high levels in air, water, and soil – along with atypically high levels of toxic chemicals in food – that actually “passed” government inspection and wasn’t banned like some other food.
Conspicuously absent are reports on effects of radiation exposure on the health of the Japanese people. Have any health officials publicly announced post-March 2011 numbers on fetal deaths, infant deaths, premature births, birth defects, cancer, or other health conditions? The answer so far is an emphatic “no.”
The prolonged silence doesn’t mean data doesn’t exist. Japanese health officials have been busy with their usual duties of collecting and posting statistics on the Internet for public inspection. It’s just that they aren’t calling the public’s attention to these numbers. Thus, it is the public who must find the information and figure out what it means. After locating web sites, translating from Japanese, adding data for each of 12 months, and making some calculations, mortality trends in Japan after Fukushima are emerging.
The Japanese government health ministry has posted monthly estimated deaths for the 12 months before and after Fukushima, for the entire nation of Japan. These are preliminary figures, but they have historically been very good estimates of final numbers. A further look is in order.
Total deaths increased 4.8%, compared to the normal 1.5% annual rise. Since about 1.2 million Japanese people die each year, this computes to an excess of 57,900 deaths. The rise in deaths from accidents is given as 19,200, close to estimates of those killed directly by the earthquake and tsunami. But this still leaves an excess of 38,700 Japanese deaths, with no obvious cause.
The reports provide mortality numbers for 12 common causes, making up about 80% of all deaths in Japan, including heart disease, stroke, cancer, and pneumonia. Each increased in the past year, with the exception of homicide and suicide. The category “other,” which is a collection of all other causes, rose 5.9%. The sharpest increases occurred immediately after the meltdowns, in March-June 2011 (vs. the same period 2010), a finding consistent with that found in preliminary mortality in the U.S. in a December 2011 article I co-authored with Dr. Janette Sherman in the International Journal of Health Services.
Nobody should yet race to conclusions that 38,700 Japanese died from Fukushima exposure in the first year after the disaster. Several activities must occur. The final death statistics must first be posted, which will occur sometime next year. Counts of deaths and diseases among infants who are most susceptible to radiation exposure must be made public. Numbers for each area of Japan must be made public – radiation exposure from Fukushima would likely result in the highest rises in mortality in areas closest to the damaged plant. Numbers of deaths must be converted into rates, to account for any change in population.
Other potential factors accounting for increased mortality must be considered. For example, were there any fatal epidemics post-March 2011? Was access to medical services reduced in the aftermath of the earthquake and tsunami? Changes in morbidity and mortality rates often have more than one contributing cause.
The final element needed before conclusions are made is patience; vital statistics must continue to be tracked, and compared with radiation exposures to the Japanese people. One year after the 1986 nuclear meltdown at Chernobyl, which joins Fukushima as the two worst nuclear disasters in history, no examinations of deaths among nearby Soviet citizens had been done. In fact, data was suppressed, and the standard line from the Soviet government – and for years after – was that 31 emergency workers who died putting out the fire at the stricken reactor were the only casualties.
Fast forward 20-plus years, with the publication of a 2009 book by the New York Academy of Sciences. A team of Russian researchers, led by Dr. Alexey Yablokov, published results of 5,000 reports and articles on Chernobyl – many in Russian languages never before made public. Yahlokov’s team concluded that near Chernobyl, increases in diseases and deaths were observed for nearly every human organ system. They estimated that 985,000 persons died as a result of Chernobyl exposures by 2004 – and that many more were to follow.
There is no question that even if Fukushima studies proceed and are conducted in an objective manner, it will take years before the true extent of casualties are known. However, an early estimate of 38,700 additional unexplained deaths in Japan in just one year must be taken seriously, and underline the need for Fukushima health studies to be made a top priority, in Japan and in other affected nations.

Decision Follows 24 Groups’ June Petition in Wake of Major Waste Confidence Rule Decision; Most Reactor Projects Already Stymied by Bad Economics and Cheaper Fuel Alternatives
WASHINGTON, D.C. – The U.S. Nuclear Regulatory Commission (NRC) acted today to put a hold on at least 19 final reactor licensing decisions – nine construction & operating licenses (COLS), eight license renewals, one operating license, and one early site permit – in response to the landmark Waste Confidence Rule decision of June 8th by the U.S. Court of Appeals for the D.C. Circuit.
The NRC action was sought in a June 18, 2012 petition filed by 24 groups urging the NRC to respond to the court ruling by freezing final licensing decisions until it has completed a rulemaking action on the environmental impacts of highly radioactive nuclear waste in the form of spent, or ‘used’, reactor fuel storage and disposal.
In hailing the NRC action, the groups also noted that most of the U.S. reactor projects were already essentially sidetracked by the huge problems facing the nuclear industry, including an inability to control runaway costs, and the availability of far less expensive energy alternatives.
Diane Curran, an attorney representing some of the groups in the Court of Appeals case, said:
“This Commission decision halts all final licensing decisions — but not the licensing proceedings themselves — until NRC completes a thorough study of the environmental impacts of storing and disposing of spent nuclear fuel. That study should have been done years ago, but NRC just kept kicking the can down the road. When the Federal Appeals Court ordered NRC to stop and consider the impacts of generating spent nuclear fuel for which it has found no safe means of disposal, the agency could choose to appeal the decision by August 22nd or choose to do the serious work of analyzing the environmental impacts over the next few years. With today’s Commission decision, we are hopeful that the agency will undertake the serious work.”
Stephen Smith, executive director of Southern Alliance for Clean Energy, petitioner to the Court, said:
“We’re pleased with the Nuclear Regulatory Commission’s ruling; it is long overdue. Nuclear power is not a clean generating source when it creates long-lived radioactive and toxic waste that has no long-term safe disposal technology in place. We believe it is appropriate to halt nuclear licensing decisions and stop creating an inter-generational debt of nuclear waste that will burden our children and grandchildren for centuries to come.”
Lou Zeller, executive director of Blue Ridge Environmental Defense League, another petitioner to the Court, said:
“It appears that the Commissioners have, at least initially, grasped the magnitude of the Court’s ruling and we are optimistic that it will set up a fundamentally transparent, fair process under the National Environmental Policy Act to examine the serious environmental impacts of spent nuclear fuel storage and disposal prior to licensing or relicensing nuclear reactors.”
Former NRC Commissioner Peter Bradford said:
“It is important to recognize that the reactors awaiting construction licenses weren’t going to be built anytime soon even without the Court decision or today’s NRC action. Falling demand, cheaper alternatives and runaway nuclear costs had doomed their near term prospects well before the recent Court decision. Important though the Court decision is in modifying the NRC’s historic push-the-power-plants-but-postpone-the-problems approach to generic safety and environmental issues, it cannot be blamed for ongoing descent into fiasco of the bubble once known as ‘the nuclear renaissance’.”

On June 8th, the Court threw out the NRC rule that permitted licensing and re-licensing of nuclear reactors based on the supposition that (a) the NRC will find a way to dispose of spent reactor fuel to be generated by reactors at some time in the future when it becomes “necessary” and (b) in the mean time, spent fuel can be stored safely at reactor sites.
The Court noted that, after decades of failure to site a repository, including twenty years of working on the now-abandoned Yucca Mountain repository, the NRC “has no long-term plan other than hoping for a geologic repository.” Therefore it is possible that spent fuel will be stored at reactor sites “on a permanent basis.” Under the circumstances, the NRC must examine the environmental consequences of failing to establish a repository when one is needed.
The Court also rejected NRC’s decision minimizing the risks of leaks or fires from spent fuel stored in reactor pools during future storage, because the NRC had not demonstrated that these future impacts would be insignificant. The Court found that past experience with pool leaks was not an adequate predictor of future experience. It also concluded that the NRC had not shown that catastrophic fires in spent fuel pools were so unlikely that their risks could be ignored.

World Nuclear News, the information arm of the World Nuclear Association which seeks to boost the use of atomic energy, last week heralded a NASA Mars rover slated to land on Mars on Monday, the first Mars rover fueled with plutonium.
“A new era of space exploration is dawning through the application of nuclear energy for rovers on Mars and the Moon, power generation at future bases on the surfaces of both and soon for rockets that enable interplanetary travel,” began a dispatch from World Nuclear News. It was headed: “Nuclear ‘a stepping stone’ to space exploration.”
In fact, in space as on Earth there are safe, clean alternatives to nuclear power. Indeed, right now a NASA space probe energized by solar energy is on its way to Jupiter, a mission which for years NASA claimed could not be accomplished without nuclear power providing on board electricity. Solar propulsion of spacecraft has begun. And also, scientists, including those at NASA, have been working on using solar energy and other safe power sources for human colonies on Mars and the Moon.
The World Nuclear Association describes itself as “representing the people and organizations of the global nuclear profession.” World Nuclear News says it “is supported administratively and with technical advice by the World Nuclear Association and is based within its London Secretariat.”
Its July 27th dispatch notes that the Mars rover that NASA calls Curiosity and intends to land on August 6th, is “powered by a large radioisotope thermal generator instead of solar cells” as previous NASA Mars rovers had been. It is fueled with 10.6 pounds of plutonium.
“Next year,” said World Nuclear News, “China is to launch a rover for the Moon” that also will be “powered by a nuclear battery.” And “most significant of all” in terms of nuclear power in space, continued World Nuclear News, “could be the Russian project for a ‘megawatt-class’ nuclear-powered rocket.” It cites Anatoly Koroteev, chief of Russia’s Keldysh Research Centre, as saying the system being developed could provide “thrust… 20 times that of current chemical rockets, enabling heavier craft with greater capabilities to travel further and faster than ever before.” There would be a “launch in 2018.”
The problem—a huge one and not mentioned whatsoever by World Nuclear News—involves accidents with space nuclear power systems releasing radioactivity impacting on people and other life on Earth. That has already happened. With more space nuclear operations, more atomic mishaps would be ahead.
NASA, before last November’s launch of Curiosity, acknowledged that if the rocket lofting it exploded at launch in Florida, plutonium could be released affecting an area as far as 62 miles away—highly-populated and including Orlando. Further, if the rocket didn’t break out of the Earth’s gravitational field, it and the rover would fall back into the atmosphere and break up, potentially releasing plutonium over a massive area. In its Final Environmental Impact Statement for the mission, NASA said in this situation plutonium could impact on “Earth surfaces between approximately 28-degrees north latitude and 28-degrees south latitude.” That includes Central America and much of South America, Asia, Africa and Australia.
The EIS said the costs of decontamination of plutonium in areas would be $267 million for each square mile of farmland, $478 million for each square mile of forests and $1.5 billion for each square mile of “mixed-use urban areas.” The Curiosity mission itself, because of $900 million in cost overruns, now has a price of $2.5 billion.
NASA set the odds very low for a plutonium release for Curiosity. The EIS said “overall” on the mission, the likelihood of plutonium being released was 1-in-220.
Bruce Gagnon, coordinator of the Global Network Against Weapons & Nuclear Power in Space, for more than 20 years the leading opposition group to space nuclear missions, declared that “NASA sadly appears committed to maintaining its dangerous alliance with the nuclear industry. Both entities view space as a new market for the deadly plutonium fuel… Have we not learned anything from Chernobyl and Fukushima? We don’t need to be launching nukes into space. It’s not a gamble we can afford to take.”
Plutonium has long been described as the most lethal radioactive substance. And the plutonium isotope used in the space nuclear program, and on the Curiosity rover, is significantly more radioactive than the type of plutonium used as fuel in nuclear weapons or built up as a waste product in nuclear power plants. It is Plutonium-238 as distinct from Plutonium-239. Plutonium-238 has a far shorter half-life–87.8 years compared to Plutonium-239 with a half-life of 24,500 years. An isotope’s half-life is the period in which half of its radioactivity is expended.
Dr. Arjun Makhijani, a nuclear physicist and president of the Institute for Energy and Environmental Research, explains that Plutonium-238 “is about 270 times more radioactive than Plutonium-239 per unit of weight.” Thus in radioactivity, the 10.6 pounds of Plutonium-238 being used on Curiosity is the equivalent of 2,862 pounds of Plutonium-239. The atomic bomb dropped on Nagasaki used 15 pounds of Plutonium-239.
The far shorter half-life of Plutonium-238 compared to Plutonium-239 results in it being extremely hot. This heat is translated in a radioisotope thermoelectric generator into electricity.
The pathway of greatest health concern for plutonium is breathing in a particle leading to lung cancer. A millionth of a gram of plutonium can be a fatal dose. The EIS for Curiosity speaks of particles that would be “transported to and remain in the trachea, bronchi, or deep lung regions.” The particles “would continuously irradiate lung tissue.”
There hasn’t been an accident on the Curiosity mission. But the EIS acknowledged that there have been mishaps previously—in this space borne game of nuclear Russian roulette. Of the 26 earlier U.S. space missions that have used plutonium listed in the EIS, three underwent accidents, it admitted. The worst occurred in 1964 and involved, it noted, the SNAP-9A plutonium system aboard a satellite that failed to achieve orbit and dropped to Earth, disintegrating as it fell. The 2.1 pounds of Plutonium-238 fuel on board dispersed widely over the Earth. Dr. John Gofman, professor of medical physics at the University of California at Berkeley, long linked this accident to an increase in global lung cancer. With the SNAP-9A accident, NASA switched to solar energy on satellites. Now all satellites and the International Space Station are solar powered.
The worst accident of several involving a Soviet or Russian nuclear space systems was the fall from orbit in 1978 of the Cosmos 954 satellite powered by a nuclear reactor. It also broke up in the atmosphere as it fell, spreading radioactive debris over 77,000 square miles of the Northwest Territories of Canada.
In 1996, the Russian Mars 96 space probe, energized with a half-pound of Plutonium-238 fuel, failed to break out of the Earth’s gravity and came down—as a fireball—over northern Chile. There was fall-out in Chile and neighboring Bolivia.
Initiatives in recent years to power spacecraft safely and cleanly include the launch by NASA last August 8th of a solar-powered space probe it calls Juno to Jupiter. NASA’s Juno website currently reports: “The spacecraft is in excellent health and is operating nominally.” It is flying at 35,200 miles per hour and is to reach Jupiter in 2016. Even at Jupiter, “nearly 500 million miles from the Sun,” notes NASA, its solar panels will be providing electricity.
Solar power has also begun to be utilized to propel spacecraft through the friction-less vacuum of space. The Japan Aerospace Exploration Agency in 2010 launched what it termed a “space yacht” called Ikaros which got propulsion from the pressure on its large sails from ionizing particles emitted by the Sun. The sails also feature “thin-film solar cells to generate electricity and creating,” said Yuichi Tsuda of the agency, “a hybrid technology of electricity and pressure.”
As to power for colonies on Mars and the Moon, on Mars, not only the sun is considered as a power source but also energy from the Martian winds. And, on the Moon, as The Daily Galaxy has reported: “NASA is eying the Moon’s south polar region as a possible site for future outposts. The location has many advantages; for one thing, there is evidence of water frozen in deep dark south polar craters. Water can be split into oxygen to breathe and hydrogen to burn as rocket fuel—or astronauts could simply drink it. NASA’s lunar architects are also looking for what they call ‘peaks of eternal light’—polar mountains where the sun never sets, which might be perfect settings for a solar power station.”
Still, the pressure by promoters of nuclear energy on NASA and space agencies around the world to use atomic energy in space is intense—as is the drive of nuclear promoters on governments and the public for atomic energy on Earth.
Critically, nuclear power systems for space use must be fabricated on Earth—with all the dangers that involves, and launched from Earth—with all the dangers that involves (1 out of 100 rockets destruct on launch), and are subject to falling back to Earth and raining deadly radioactivity on human beings and other life on this planet.

Germany’s environment minister has admitted that the government faces an uphill climb if it is to achieve the targets it has set out for reducing carbon emissions while simultaneously stopping nuclear energy production.
Germany’s environment minister raised eyebrows on Sunday by conceding that some of the targets that are part of the government’s policy of phasing out the use of nuclear energy, while at the same time cutting emissions of greenhouse gases, may not be achievable.
“It has to be questioned whether we’ll really succeed in reducing electricity use by 10 per cent by 2020,” Peter Altmaier said in an interview with the Bild am Sonntag newspaper.
“If we are going to somehow achieve this, it will take tremendous effort, ” he said.
Altmaier also admitted that the government had a long way to go in efforts to convince a large number of Germans to switch from vehicles powered by internal combustion engines to electric cars.
There may be “significantly fewer” electric cars on the road by 2020 than the government had previously assumed, the minister said.
Chancellor Angela Merkel’s center-right coalition had previously said that it was on track to put a million electric cars on the road by 2020. Official figures put that number at just over 4,500 at the start of 2012.
Rising consumer costs a possibility
Altmaier also warned of the danger of rising energy costs for consumers.
“If we aren’t careful, the energy reforms could develop into a social problem,” he said, admitting that in efforts to replace nuclear energy with renewables, “the question of energy affordability had been overlooked.”

Costs and scrutiny continue to mount
Federal regulators have released the most detailed information to date on damage at California’s idled San Onofre nuclear power plant, according to KFI-AM in Los Angeles reporting an Associated Press story. (Via Drudge)
“Records posted Thursday show the extent of wear in 3,400 tubes that carry radioactive water in the plant’s troubled steam generators. The tube wear caused by vibration and friction was found in 15,000 places at varying degrees of erosion. The report has implications for the fate of the plant shut down since January.”
A fuller version of the story at the AP site said: ”The steam generators, which resemble massive steel fire hydrants, are one of the central pieces of equipment in a nuclear plant. At San Onofre, each one stands 65 feet high, weighs 1.3 million pounds, with 9,727 U-shaped tubes inside, each three-quarters of an inch in diameter.
“The alloy tubes represent a critical safety barrier – if one breaks, there is the potential that radioactivity could escape into the atmosphere. Also, serious leaks can drain protective cooling water from a reactor.
“Gradual wear is common in such tubing, but the rate of erosion at San Onofre startled officials since the equipment is relatively new. The generators were replaced in a $670 million overhaul and began operating in April 2010 in Unit 2 and February 2011 in Unit 3.
“Tubes have to be taken out of service if 35 percent – roughly a third – of the wall wears away, and each of the four generators at the plant is designed to operate with a maximum of 778 retired tubes.
“In one troubled generator in Unit 3, 420 tubes have been retired. The records show another 197 tubes in that generator have between 20 percent and 34 percent wear, meaning they are close to reaching the point when they would be at risk of breaking.
“More than 500 others in that generator have between 10 percent and 19 percent wear in the tube wall.”
