The conclusion of a report of a Japanese parliamentary panel issued last week that the Fukushima Daiichi nuclear power plant disaster was rooted in government-industry “collusion” and thus was “man-made” is mirrored throughout the world. The “regulatory capture” cited by the panel is the pattern among nuclear agencies right up to the International Atomic Energy Agency.
“The Fukushima nuclear power plant accident was the result of collusion between the government, the regulators and Tepco [Tokyo Electric Power Company, the owner of the six Fukushima plants] and the lack of governance by said parties,” said the 641-page report of The Fukushima Nuclear Accident Independent Investigation Commission released on July 5.
“They effectively betrayed the nation’s right to be safe from nuclear accidents. Therefore, we conclude that the accident was clearly ‘man-made,’” said the report of the panel established by the National Diet or parliament of Japan.
“We believe the root causes were the organizational and regulatory system that supported faulty rationales for decisions and actions,” it went on. “Across the board, the commission found ignorance and arrogance unforgivable for anyone or any organization that deals with nuclear power.” It said nuclear regulators in Japan and Tepco “all failed to correctly develop the most basic safety requirements.”
The chairman of the 10-member panel, Kiyoshi Kurokawa, a medical doctor, declared in the report’s introduction: “It was a profoundly man-made disaster—that could and should have been foreseen and prevented.”
He also placed blame on cultural traits in Japan. “What must be admitted—very painfully,” wrote Dr. Kurokawa, “is that this was a disaster ‘Made in Japan.’ Its fundamental causes are to be found in the ingrained conventions of Japanese culture; our reflexive obedience; our reluctance to question authority; our devotion to ‘sticking with the programme’; our groupism; and our insularity.”
In fact, the nuclear regulatory situation in Japan is the rule globally.
In the United States, for example, the U.S. Nuclear Regulatory Commission and its predecessor agency, the Atomic Energy Commission, never denied a construction or operating license for a nuclear power plant anywhere, anytime. The NRC has been busy in recent times not only giving the go-ahead to new nuclear power plant construction in the U.S. but extending the operating licenses of most of the 104 existing plants from 40 to 60 years—although they were only designed to run for 40 years. That’s because radioactivity embrittles their metal components and degrades other parts after 40 years making the plants unsafe to operate. And the NRC is now considering extending their licenses for 80 years.
Moreover, the NRC’s chairman, Gregory Jaczko, recently resigned in the face of an assault on him by the nuclear industry and his four fellow NRC members led by William D. Magwood, IV. Magwood is typical of most NRC and AEC commissioners through the decades—a zealous promoter of nuclear power. He came to the NRC after running Advanced Energy Strategies through which he served as a consultant to various companies involved with nuclear power including many in Japan—among them Tepco.
Before that, Magwood served as director of nuclear energy for the U.S. Department of Energy. He “led the creation,” according to his NRC biography, of DOE programs pushing nuclear power, “Nuclear Power 2010” and “Generation IV.” Prior to that, he worked for the Edison Electric Institute and Westinghouse, a major nuclear power plant manufacturer.
Jaczko, although a supporter of nuclear power, with a Ph.D. in physics, repeatedly called for the NRC to apply “lessons learned” from the Fukushima disaster to its rules and actions—upsetting the industry and the other four NRC commissioners. As Jaczko declared in February as the other four NRC commissioners first approved the construction of new nuclear plants since Fukushima, giving the go-ahead to two plants in Georgia: “I cannot support issuing this license as if Fukushima had never happened.”
The NRC was set up to be an independent regulator of nuclear power to replace the AEC which was established by Congress under the Atomic Energy Act of 1946. The AEC was given the dual missions of promoting and regulating nuclear power—a conflict of interest, Congress realized in 1974, so it eliminated the AEC and created the NRC as regulator and, later, the Department of Energy as promoter of nuclear power. But both the NRC and DOE have ended up pushing nuclear power with revolving doors between them and the government’s national nuclear laboratories—and the nuclear industry.
The International Atomic Energy Agency was established as an international version of the AEC by the United Nations after a speech made at it by President Dwight Eisenhower in 1953 in which he espoused “Atoms for Peace.” Its dual missions are serving as a monitor of nuclear technology globally while also seeking “to accelerate and enlarge the contribution of atomic energy to peace, health and prosperity throughout the world.”
Its first director general was Sterling Cole who as a U.S. congressman was a big booster of nuclear power. Later came Hans Blix after he led a move in his native Sweden against an effort to close nuclear plants there. Blix was outspoken in seeking to spread nuclear power internationally calling for “resolute response by government, acting individually or together as in the [IAE] Agency.”
Blix’s long-time IAEA second-in command was Morris Rosen—formerly of the AEC and before that the nuclear division of General Electric (which manufactured the Fukushima plants)—who said after the 1986 Chernobyl nuclear plant disaster: “There is very little doubt that nuclear power is a rather benign industrial enterprise and we may have to expect catastrophic accidents from time to time.”
Mohamed ElBaradei of Egypt followed Blix, and as he told an “International Conference on Nuclear Power for the 21st Century” organized by the IAEA in 2005: “There is clearly a sense of rising expectations for nuclear power.”
The current IAEA director general is Yukiya Amano of Japan. In Vienna at the heaquarters of the IAEA, marking the first anniversary of the Fukushima disaster in March, Amano said: “Nuclear power is now safer than it was a year ago.”
Really?
Shuya Nomura, a member of the Japanese investigation commission and a professor at the Chuo Law School, was quoted in the New York Times as saying that the panel’s report tried to “shed light on Japan’s wider structural problems, on the pus that pervades Japanese society.” And, noted the Times, he added, “This report contains hints on how Japanese society needs to change.”
Those “wider structural problems” are far wider than Japan—they are global. The “regulatory capture” cited in the Japanese panel’s report has occurred all over the world—with the nuclear industry and those promoting nuclear power in governments making sure that the nuclear foxes are in charge of the nuclear hen houses. The “pus that pervades Japanese society” is international. With some very important exceptions, people have not adequately taken on the nuclear authorities. And we all must. The nuclear promoters have set up a corrupt system to enable them to get their way with their deadly technology. They have lied, they have connived, they have distorted governments. The nuclear industry is thus allowed to do whatever it wants. The nuclear pushers must be firmly challenged and they and nuclear power must be stopped.

Britain’s nuclear industry is again the center of controversy. The UK has the biggest stockpile of Plutonium in the world, but there are no definite plans for how to get rid of it – and the delays are costing the UK taxpayer billions.
A record number of radioactive particles have been found on beaches near the Sellafield nuclear plant, in North West England. The authorities who run it admit it’s the most radioactive place in Western Europe but insist it’s safe.
Sellafield is where all storage of radioactive materials and nuclear reprocessing in the UK takes place. It was once at the heart of plutonium manufacturing for the British atomic weapons program.
Despite the controversy that surrounds the plant, there are plans to build new reactors at Sellafield. The government has approved initial plans to build a fast PRISM reactor on the site. Most locals are against it. They want the UK government to commission a safety study into Sellafield’s effects on the health of the local population.
Janine Allis-Smith has a lot of experience of dealing with the fallout from Sellafield. She is a senior campaigner from Cumbrians Opposed to a Radioactive Environment (CORE) and lives only a few miles from the plant. Her son was diagnosed with Leukaemia and she blames Sellafield.
She told RT, “Kids play on the beaches, they get sand in their clothes.” This sand, she explains, could contain dangerous radioactive particles released from the nuclear complex and “Parents have a right to know the risks”.
Anti-nuclear campaigners are demanding the beaches be closed or at least signs put up warning the public of the potential danger.
Sellafield has been monitoring a number of beaches near the plant since 2006, when it was ordered to do so by the UK government’s Environment Agency after the discovery of a highly radioactive particles. Between 2010 and 2011, 383 radioactive particles were found and removed.
However, locals claim they are not sufficiently informed about the pollution at the site. Allis-Smith explained that they are fulfilling the legal minimum requirement, so that although information is available, no-one knows about it. The local council has refused to become involved.
A study in the 1980’s found that over ten times the national average of childhood Leukaemias occurred near Sellafield. Thirty families tried to take the company who then ran the site to court and lost.
“There has never been a proper investigation into the environmental impact of the plant and there should be.” Allis-Smith said.
Cold war legacy
It is not surprising that people like Allis-Smith are worried. Behind the razor wire, security guards and public relations campaigns, Sellafield is home to some of the most radioactive buildings in Europe.
The UK has the largest stockpile of Plutonium anywhere in the world and it’s all stored at Sellafield. Plutonium is used for the manufacture of nuclear weapons and is extremely radioactive with a half-life of 25,000 years.
According to Francis Livons, research director of the Dalton Nuclear Institute in Manchester, this 113 tonne Plutonium mountain is the historical consequence of the British nuclear weapons programme in the 1950’s and 60’s and of over 60 years of reprocessing nuclear fuel. Since the late 1980’s the plant has been plagued by technical failures and, according to Livons, and a lack of political will to invest in new technology that works. He also said a vast amount of other nuclear waste stored at Sellafield “is not in a good state at-all.”
It is the task of the Nuclear Decommissioning Authority (NDA) to clean all this up. The plans are to pay the French company Areva, who have proved their technology works, to build a new mixed oxide fuel (MOX) plant.
The other option is to let the US-Japanese GE-Hitachi build a new fast PRISM reactor on the site to burn the plutonium and produce electricity. This is a more elegant engineering option but the reactor is totally unproven and is decades away from completion.
The GE-Hitachi plans have been met with dismay by many locals, despite the prospects of large scale job creation in the area. Martin Fullwood, campaign co-ordinator at CORE has branded the proposals “absolute nonsense”.
Livons admits that the fast reactor plans are extremely ambitious, given that this type of reactor has never been built anywhere in the world before.
Fullwood says Sellfield is “A can of worms” and believes “The NDA are clutching at straws”. However, he concedes that something must be done about the nuclear waste. But Livons says “The NDA is finally beginning to get to grips with what is a really nasty problem that lots of governments have tried to run away from. Things are finally starting to happen.”
Sellafield is a legacy of cold war decision making and will remain a problem for decades, and will cost the UK taxpayer tens of billions of pounds to clear up. The British public are worried new reactors built in the UK will also be mismanaged. The government and scientists maintain that modern nuclear power stations are much cleaner and more efficient than the old ones.
If new nuclear does go ahead in the UK then the technology will be French, Japanese or American. Britain’s post war dreams of being a world leader in nuclear energy lie in radioactive ruins in Sellafield.
Douglas Parr, the head scientist at Greenpeace, told RT, “Sellafield is a monument to the huge failings of the British nuclear industry.”

San Onofre Nuclear (Waste) Generating Station has been shut down for nearly six months, ever since one of the heat transfer tubes inside their new steam generators in Reactor Unit 3 ruptured suddenly and unexpectedly.
The normal pressure difference from one side of the tube to the other is enormous: About 1,000 pounds per square inch, so even a tiny leak spews many gallons of “primary coolant” (which is highly radioactive) into the “secondary coolant loop” (which, ideally, is not radioactive at all). When a leak occurs, the primary coolant flashes to steam as it exits the broken tube, and the steam is so hot it can cut through the tube like a welder’s torch, eventually cutting a complete circle around the tube, releasing it to fling around and damage other tubes.
There are nearly 10,000 U-shaped heat transfer tubes inside each steam generator. They are about the thickness of a credit card and the diameter of your thumb.
Reactor Unit 2 was already shut down for massive repairs and refueling when Unit 3 sprang a leak. Neither unit has operated since then (and the lights have remained on. We do not need San Onofre). An older reactor, Reactor Unit 1, was retired 20 years ago for basically the same reason, and has since been dismantled. It’s time to dismantle Units 2 and 3, too.
SanO’s majority owner and operator, Southern California Edison, recently claimed to have identified the cause of Unit 3′s current problem as “fluid elastic instability”. And although Unit 2 is of identical design and also has two new steam generators which are also experiencing excessive wear, SCE claims Unit 2 will not suffer the same problem if they restart it at reduced power. SCE wants to do that next month, probably at half power, which does NOT mean the pressure differences and flow rates are half as much, because efficiency drops off substantially when the plant is not run at its maximum practical output (and so do profits for SCE!).
If Unit 2 runs without problems, they’ll bump the power up to 60%, then 70% and then 80%. (So far that’s as high as they’ve said they’ll dare to go.) Then they’ll start talking about restarting Unit 3 at reduced power as well.
If nothing ruptures, they’ll shut the reactor down periodically to check for wear, since they can’t tell what’s happening inside the steam generators while the reactor is operating. The extra shutdowns are costly and hold additional dangers. (The Nuclear Regulatory Commission keeps carefully track of how many times a reactor is cycled on and off.)
Restarting either SanO unit should be opposed by everyone in Southern California. It’s not worth the risk.
Fluid elastic instability was first identified around 1970 and occurs when a fluid — usually a steam/water mixture (in this case mostly steam) flows across a bundle of tubes. In the case of San Onofre, the steam/water mixture traverses the tubes at the U-portion of the tubes at their top.
A cascade of tube failures is substantially more likely under fluid elastic instability conditions than most other tube-rupture scenarios. If a cascading tube failure occurs, the fact that SanO’s design has only two steam generators (whereas most Pressurized Water Reactors (PWRs) have three or four) becomes an additional serious liability: The second (only remaining) steam generator has to remove ALL the heat from the reactor. Debris from the first steam generator failure may further complicate matters.
SCE was very reluctant to admit they’ve got a fluid elastic instability problem, and when they made a presentation to the Southern California Association of Governments (SCAG) last week, they didn’t try to explain what fluid elastic instability is. They just said that it was apparently the problem.
However, the phenomenon is described in a 2001 ASME handbook on flow induced vibrations by M. K. Au-Yang: Upon crossing the “critical velocity” the tube vibrations “suddenly rapidly increase without bound, until tube-to-tube impacting or other non-linear effects limit the tube motions.” The vibrations: “become correlated and bear definite phase relationship to one another…”
In other words, the tubes rock back and forth together like people doing “the wave” or some other motion in a stadium.
Fluid elastic instability is difficult to model using computer simulations and SCE did not do full-scale modeling of the new steam generator design. They also skipped full-scale hot testing after installing the new steam generators in 2010 and 2011.
When a tube started to leak in January 2012, the reactor operators did NOT suspect fluid elastic instability, and did NOT do the immediate prudent thing: Shut down the reactor.
Instead, they kept running at full power until it was determined that the leak was growing — always a bad sign. Permitted leakage rates, and total amounts, would have both soon been exceeded. Normally, when the reactor is shut down for routine maintenance, faulty tubes are plugged. This process continues for the life of the plant or until so many tubes are plugged that the steam generators have to be replaced. When the plant was built, it was believed that the steam generators would last the full life expectancy of the plant. But throughout the nuclear industry, replacing steam generators has become a huge business.
Fluid elastic instability is relatively rare but is much more frightening than a typical steam generator tube leak. Some leaks are left to spew, because rather than grow, they clog up with crud and stop spreading. But growing leaks cannot be ignored.
Of the nearly 40,000 tubes inside the four new steam generators in the two operating reactors at San Onofre, more than 1,300 were found to have excessive wear to such a degree that they needed to be plugged. About 10% of those were pressure-tested before being plugged, and eight failed the pressure tests — some failed at pressures BELOW standard operating pressure!
SCE officials are very reluctant to say how many tubes have failed in Unit 2, stressing that “only two” tubes indicated tube-to-tube wear, which, they feel, was probably caused by turbulence, not fluid elastic instability. They aren’t certain, though, and just because fluid elastic instability hasn’t been experienced in Unit 2 yet, doesn’t mean it can’t happen there, either under normal operating conditions or during an emergency.
SCE has no idea when fluid elastic instability might occur. Their computer models are known to have been off by 300 to 400 percent. Flow rates are known to be way too high, and there is way too much steam and not nearly enough water at the top of the tubes (a mixture with more water would have been much better at dampening vibration).
Maybe SCE is right that lowering the power output will ensure safe operation. But what if they’re wrong? SCE wants to experiment with all our lives.
And let’s say they succeed. Let’s say they get the reactors operating again. Then, they will just go back to producing more spent fuel nuclear waste, a growing problem for which there is still no solution. It will mean the next time there is an earthquake or a tsunami, San Onofre will threaten our farmlands, our cities, and our lives once again. It will mean San Onofre will continue to threaten SoCal at least until the NRC relicenses the plant in 2022/2023, and then for 20 more years after that (and so on ad infinitum). The NRC has never denied a nuclear power plant a license renewal in its history, and is especially unlikely to do so in California where new nuclear power plants are forbidden by state law.
San Onofre is shut down today because it was poorly designed, poorly constructed, and poorly operated. Let’s keep it shut down. It’s not going to get any better.

The Department of Energy wants to give the Southern Company a nuclear power loan guarantee at better interest rates than you can get on a student loan. And unlike a home mortgage, there may be no down payment.
Why?
The terms DOE is offering the builders of the Vogtle atomic reactors have only become partially public through a Freedom of Information Act lawsuit filed by the Southern Alliance for Clean Energy.
We still may not know all the details.
SACE has challenged the $8.33 billion loan guarantee package announced by President Obama in 2010.
The documents show the DOE has intended to charge the Southern a credit subsidy fee of one to 1.5%, far below the rates you would be required to pay for buying a house or financing an education.
On a package 15 times bigger than what the federal government gave the failed solar company Solyndra, Southern would be required to pay somewhere between $17 million and $52 million. Advocates argue the fee is so low that it fails to adequately take into account the financial risks of the project. Numerous financial experts have estimated the likely fail rate for new nuclear construction to be at 50% or greater.
Furthermore, since a primary lender would be the Federal Financing Bank, the taxpayer is directly on the hook. Guaranteed borrowings are not supposed to exceed 70% of the project’s projected costs, but it’s unclear what those costs will actually turn out to be, as the public has been given no firm price tag on the project.
There is apparently no cash down payment being required of Southern as it seems the loan is designed to be secured with the value of the reactors themselves, whatever that turns out to be. In the unlikely event they are finished, liability from any catastrophe will revert to the public once a small private fund is exhausted.
Southern wanted the terms of the DOE offer kept secret, and we still don’t know everything about it. But in March, a federal circuit court judge ordered that the public had a right to know at least some of the details.
Apparently no final documents have actually been signed between Southern and the DOE. The Office of Management & Budget has reportedly balked at offering the nuke builder such generous terms. Southern has reportedly balked at paying even a tiny credit fee.
Construction at the Vogtle site has already brought on delays focused on the use of sub-standard concrete and rebar steel. The projected price tag—whatever it may be—has risen as much as $900 million in less than a year.
Southern and its Vogtle partners are in dispute with Westinghouse and the Shaw Company, two of the reactors’ primary contractors. Georgia ratepayers have already been stuck with $1.4 billion in advance payments being charged to their electric bills. Far more overruns are on their way.
The Vogtle project is running somewhat parallel with two reactors being built at V.C. Summer in South Carolina, where $1.4 billion was already spent by the end of 2011. Delays are mounting and cost overruns are also apparently in the hundreds of millions.
Southern and Summer’s builders both claim they can finance these projects without federal guarantees. But exactly how they would do that remains unclear.
Two older reactors now licensed at the Vogtle site were originally promised to cost $150 million each, but came in at $8.9 billion for the pair. The project’s environmental permits are being challenged in court over claims the Nuclear Regulatory Commission failed to account for safety lessons from the Fukushima disaster.
The terms of the guarantees are now apparently being scrutinized by the Office of Management & Budget, which reports to a White House that may be gun-shy over new construction guarantees due to bad publicity from the Solyndra fiasco.
Numerous petitions are circulating in opposition to this package.
The Nuclear Information & Resource Service has already facilitated more than 10,500 e-mails sent directly to DOE Secretary Chu.
You might ask: why should the builders of nuclear power reactors get better terms than students struggling to pay for college or working families trying to buy a home?
At least the home buyers can get private liability insurance, which the nuke builders can’t.
If mounting grassroots opposition can stop this package, it’s possible no new reactors will ever be built in the US.
So send the OMB and DOE a copy of your mortgage or student loan statement.
Demand that before they finance any more nukes, they drop your own payment to 1%, just like they’re offering the reactor pushers. Also demand the right to buy a home without a down payment.
See how far you get, and then make sure Vogtle goes no farther.

Having the Energy Department manage radiation health research makes as much sense as giving tobacco companies the authority to see if smoking is safe
The U.S. government is going out of its way to downplay radiation hazards in the aftermath of one of the world’s worst nuclear accidents.
Last month, the Massachusetts Institute of Technology (MIT) heralded an Energy Department-funded study indicating that evacuation zones around nuclear power stations might not be needed after a major nuclear accident. The study, which exposed mice to radiation levels comparable to those near the Fukushima nuclear disaster, found no evidence of genetic harm. “There are no data that say that’s a dangerous level,” says Jacquelyn Yanch, a leader of the study.
“Current U.S. regulations require that residents of any area that reaches radiation levels eight times higher than background should be evacuated,” according to MIT’s press release. “However, the financial and emotional cost of such relocation may not be worthwhile, the researchers say.”
It’s quite a leap to claim that evacuation zones around nuclear power plants might not be needed based on the chromosomes of 112 irradiated mice.
In a devastating critique, blogger Ian Goddard points out that the MIT study excluded extensive evidence of genetic damage to humans living in a radiation-contaminated environment. Although doses in a peer-reviewed study of 19 groups of children living near Chernobyl were consistently lower than the MIT mouse study, most showed lasting genetic damage. “MIT’s presentation of its study as the first scientific examination of the genetic risks of living in a nuclear disaster zone is pure science fiction, not fact,” Goddard concludes.
Even more troubling, the Obama administration reduced emergency preparedness in case of a major nuclear accident in a quiet announcement made six months ago, right before Christmas — virtually guaranteeing minimal media attention. Given that the number of people living near nuclear stations has grown four-and-a-half times larger since 1980, a move in the opposite direction would make more sense.
What’s going on? The United States remains a major pillar of nuclear support here and around the world. About 70 percent of the Energy Department’s $26.3-billion budget covers nuclear activities — and that’s not including $18.5 billion in loan guarantees for new reactors that are slated for construction in South Carolina and Georgia. Japan’s failing nuclear industry is supposed to build them.
The Energy Department is also the main source of funding for radiation health research. That’s like having the tobacco industry determine if smoking is bad for your health. And this conflict of interest is nothing new. Several prominent scientists on the nuclear payroll in the 1950s and 60s vigorously claimed that radioactive fallout from atmospheric nuclear weapons tests was harmless. Some went so far as to claim that fallout might be beneficial because increased radiation-induced genetic mutations could weed out the weak.
This problem was not lost on congressional investigators over the past 35 years. They revealed the government’s suppression of incriminating data, blacklisting of uncooperative researchers, unethical human experiments, and submission of fraudulent research in federal court. By the late 1980s, the agency was forced to move funding for radiation research to public health agencies. This all changed a decade later, when the Republican-controlled Congress restored the Energy Department’s monopoly over radiation health research.
Things have gotten so bad that the agency gave MIT a $1.7-million grant last month to research, among other things, the “difficulties in gaining the broad social acceptance” of nuclear power. MIT also receives millions of dollars from Tokyo Electric Power Co., the company responsible for the Fukushima nuclear disaster.
This conflict of interest has tragic dimensions. The government and nuclear industry still have yet to deal with the costly disposal of enormous amounts of radioactive waste and profoundly contaminated “sacrifice zones” at the Energy Department’s nuclear sites. Or to resolve the issue of the tens of thousands of sick nuclear workers, uranium miners, military veterans, experiment victims, and nuclear test “down-winders,” who are receiving billions of dollars in compensation after being put in harm’s way on behalf of splitting the atom.

Zealots of the Atom
Nuclear scientists and engineers embrace nuclear power like a religion. The term “nuclear priesthood” was coined by Dr. Alvin Weinberg, long director of Oak Ridge National Laboratory, and the laboratory’s website proudly notes this. It’s not unusual for scientists at Oak Ridge and other U.S. national nuclear laboratories to refer to themselves as “nukies.” The Oak Ridge website describes Weinberg as a “prophet” of “nuclear energy.”
This religious, cultish element is integral to a report done for the U.S. Department of Energy in 1984 by Battelle Memorial Institute about how the location of nuclear waste sites can be communicated over the ages. An “atomic priesthood,” it recommends, could impart the locations in a “legend-and-ritual…retold year-by-year.” Titled “Communications Measures to Bridge Ten Millennia,” the taxpayer-funded report says: “Membership in this ‘priesthood’ would be self-selective over time.”
Currently, Allison Macfarlane, nominated to be the new head of the U.S. Nuclear Regulatory Commission, says she is an “agnostic” on nuclear power—as if support or opposition to atomic energy falls on a religious spectrum. Meanwhile, Gregory Jaczko, the outgoing NRC chairman, with a Ph.D. in physics, was politically crucified because he repeatedly raised safety concerns, thus not revering nuclear power enough.
Years ago, while I was working on a book about toxic chemicals, the publisher asked that I find someone who worked for a chemical company and get his or her rationale. I found someone who had been at American Cyanamid, the pesticide manufacturer, who said he worked there to better support his growing family financially.
But when it comes to nuclear power, it’s more than that—it’s a religious adherence. Why? Does it have to do with nuclear scientists and engineers being in such close proximity to power, literally? Is it about the process through which they are trained—in the U.S., many in the nuclear navy and/or in the insular culture of the government’s national nuclear laboratories? These laboratories, originally under the Atomic Energy Commission and now the Department of Energy and managed by corporations, universities and scientific entities including Battelle Memorial Institute, grew out of the World War II Manhattan Project crash program to build atomic bombs. After the war, the laboratories expanded to pursue the development of all things nuclear. And is it about nuclear physics programs at universities serving as echo chambers?
Whatever the causes, the outcome is nuclear worship.
And this is despite the Chernobyl or Fukushima Daiichi catastrophes. It’s despite the radioactive messes exposed at the Rocky Flats nuclear weapons production facility and at Los Alamos and other national nuclear laboratories most of which have been declared high-pollution Superfund sites where cancer on-site and in adjoining areas is widespread. It’s despite the continuing threat of nuclear war and the horrific loss of life it would bring and nuclear proliferation spreading the potential for atomic weapons globally. Still, they press on with religious fervor.
“Most of them are not educated about radiation biology or genetics, so they are fundamentally ignorant,” says Dr. Helen Caldicott, a founder of Physicians for Social Responsibility whose books include Nuclear Madness. “They are ‘brought up’ in an environment where they are conditioned to support the concept of all things nuclear.” Further, “nuclear power evokes enormous forces of the universe, and as Henry Kissinger said, ‘Power is the ultimate aphrodisiac.” And “they practice denial because I think many of them in their heart really know that what they are doing is evil but they will defend it assiduously, unless they themselves or their child is diagnosed with cancer. Then many of them recant.”
Linking the “nuclear priesthood” to the Manhattan Project is Michael Mariotte, executive director of Nuclear Information and Resource Service. “The scientists involved weren’t really sure what they were unleashing, and had to have a certain amount of faith that it would work and it would not destroy the world in the process. After they saw the destructive power of the bomb, they were both proud and horrified at what they had done, and believed they had to use this technology for ‘good.’ Thus nuclear power was born,” says Mariotte. “The problem is when you have this messianic vision that you are creating good out of evil, it is very difficult to turn around and realize that the ‘good’ you have created is, in fact, also evil.”
Kevin Kamps, radioactive waste watchdog at Beyond Nuclear, says ever since the first test of an atomic device, “the diabolically-named ‘Trinity’ atomic blast, when Manhattan Project scientists placed bets on whether or not it would ignite the Earth’s atmosphere, it’s been clear something pathological afflicts many in the ‘nuclear priesthood.’ Perhaps it’s a form of ‘Faustian fission’—splitting the atom gave the U.S. superpower status with the Bomb and then over a 100 commercial atomic reactors, so the ‘downsides’ have been entirely downplayed to the point of downright denial. Perhaps the power, prestige and greed swirling around the ‘nuclear enterprise’ explains why so many in industry, government, the military, and even apologists in academia and mainstream media, engage in Orwellian ‘Nukespeak’ and monumental cover ups….The ‘cult of the atom’ has caused untold numbers of deaths and disease downstream, downwind, up the food chain, and down the generations from ‘our friend the atom’ gone bad.”
A parallel situation exists in Russia, the other nuclear superpower. Dr. Alexey Yablokov, a biologist, member of the Russian Academy of Sciences and environmental advisor to Presidents Yeltsin and Gorbachev, says the nuclear scientists there refer to themselves as “atomschiky” or “nuclearists” and “think and act as a separate, isolated caste.” From the beginning of nuclear technology in the Soviet Union, they “were enthusiastic about the great, the fantastic discoveries of splitting the atom and developing enormous power. This ‘secret knowledge’ was magnified by state secrecy and a deep belief—in the Soviet Union as in the United States—of atomic energy ‘saving the globe’… There is a remarkable similarity in the argumentation of these groups here and in the United States. Step-by-step, they turned to an atomic religion, closed societies, a ‘state inside a state.’”
Dr. Heidi Huttner, who teaches sustainability at Stony Brook University, explains:
“As in so many parts of our industrialized and mechanized culture, there is no thought of consequences, or connections to the larger web of science, health, and human and nonhuman life… The nuclear culture becomes absolutely caught up in its own language and story. This self-enclosure feeds, validates and perpetuates itself. Without an outside critique or ‘objective’ third eye, any such culture loses the ability to self-regulate and self-monitor. This is where things become dangerous.”
Russell Ace Hoffman, author of The Code Killers, Why DNA and Ionizing Radiation Are a Dangerous Mix, says: “It is a cult. It fits all the classic definitions of a cult. It’s an elitist, war-mongering, closed society of inbred, inwardly-thinking, aggressively xenophobic, arrogant pseudo-nerds stuck in ideas that are at least half a century out of date… Another cult-like behavior is they don’t care about the suffering of their victims. Not one bit.”
Dr. Barbara Rose Johnston, an anthropologist and senior research fellow at the Center for Political Ecology in Santa Cruz, recounts spending three days at a U.S. Department of Energy-sponsored conference for people involved in the atmospheric monitoring program at the nuclear weapons test site in Nevada. “Many of the scientists and technicians in attendance were from southern Utah and St. Georges County area where the heaviest atomic fallout from the Nevada test site occurred… I did not find a single man who saw a connection between fallout and cancer rates, despite the fact that most had suffered. My initial reaction was that these folks truly ‘drank the Kool-Aid’—true believers through and through.”
“The nuclear industry requires buying into an orthodoxy,” explains nuclear engineer Arnie Gunderson. “I know, as I was in it as a senior VP.” He tells of how, after he voiced concerns and criticism, an industry lawyer “told me, ‘Arnie, in this industry, you are either for us or against us, and you just crossed the line.’ The same thing happened to [outgoing NRC Chairman] Jaczko I know of one nuclear engineer with 40 years of experience who committed suicide five days after Fukushima because he simply could not accept that his life’s work was based on erroneous assumptions. He had worked on the Mark 1 design [the GE design of the Fukushima Daicchi plants].”
Alice Slater, New York representative of the Nuclear Age Peace Foundation, says the “nuclear scientists are out of touch with reality. They talk about ‘risk assessment’—as though the dreadful, disastrous events at Chernobyl and Fukushima are capable of being weighed on a scale of ‘risks and benefits.’ They’re constantly refining their nuclear weapons—Congress has budgeted $84 billion for over the next 10 years to maintain the … ’reliability of the nuclear arsenal,’ and $100 billion for new ‘delivery systems’—missiles, submarines and airplanes. After the horrendous effects on Hiroshima and Nagasaki, everyone knows these catastrophic weapons are unusable and yet we’re pouring all this money into perpetuating the national nuclear weapons laboratories. They’re not including the Earth in their calculations and the enormous damage they are doing. They’re involved in the worst possible inventions with lethal consequences that last for eternity. Still, they continue on. They’re holding our planet hostage while they tinker in their labs without regard to the risks they are creating for the very future of life on Earth.”
Dr. Chris Busby of the Health and Life Sciences faculty at the University of Ulster in Northern Ireland and author of Wings of Death, Nuclear Pollution and Human Health, says:
“What we are seeing with nuclear scientists is a desperate need to control their environment and their lives and the forces that may affect their lives by creating a virtual universe which they can deal with by mathematics and by drawing straight lines on paper.”
It’s the “cult of the nuclearists,” says Busby. And this construct of the nuclear scientists seeking to “control nature with mathematical equations that make them feel safe” sets up a “collision with reality”—and a “way we are going to destroy ourselves.” The belief in nuclear power is “far beyond anything scientific or rational,” says Busby, who has a Ph.D. in chemical physics.
Joseph Mangano, executive director of the Radiation and Public Health Project, says the “religious passion for nuclear technology” started with the “guilt” of those in the Manhattan Project. “Those in the ‘nuclear priesthood’ knew that these horrible bombs dropped on Hiroshima and Nagasaki destroyed hundreds of thousands of lives and they wanted to make up for that… They developed atomic energy for warfare and then thought it had other uses—and they would do anything to make that work.” But the civilian nuclear technology they devised was also deadly, and this realization was too “devastating to be accepted” by the “nuclear originators” or those who followed who “spend their days with their buddies, their colleagues, all thinking the same way.”
Dr. J. Robert Oppenheimer, scientific director of the Manhattan Project, in his 1955 book The Open Mind, wrote: “The physicists felt a peculiarly intimate responsibility for suggesting, for supporting, and in the end, in large measure, for achieving the realization of atomic weapons…. In some sort of crude sense…the physicists have known sin.”
Whether out of indoctrination, misguided belief, an obsession to “control nature,” the lure of the cult, closeness to power, job security, or their seeking to perpetuate a vested interest, the “nuclearists” have a religious allegiance to their technology. On a moral level, they have indeed sinned—and continue to do so. On a political level, they have corrupted and distorted energy policy in the U.S. and elsewhere in the world. On an economic level, they are wasting a gargantuan portion of our tax dollars.
Choices of energy technology should be based on the technology being safe, clean, economic and in harmony with life. Instead, we are up against nuclear scientists and engineers pushing their deadly technology in the manner of religious zealots.

For more than a generation, in the last third of the twentieth century, black America was the immovable rock that anchored the left side American political life. Places like Detroit, New Orleans and St. Louis were literally and figuratively where the left lived.
It was a time when civil rights organizations and African American politicians could reasonably be expected to object, to protest, to publicly resist blatant crimes against their constituents on the part of governments and corporations. But by the turn of the 21st century, corporations had begun to finance the rise of a new class of elite black political leaders, politicians like Atlanta’s Kasim Reed and Shirley Franklin, Philadelphia’s Michael Nutter, and Newark’s Corey Booker, and of course President Barack Obama. At the same time, those corporations became the major funders of what used to be called civil rights organizations like the Urban League, the NAACP and the Southern Christian Leadership Council.
Except for ceremonial bows and obeisances like Black History Month and pleas to vote for them on election day, Black America’s political leaders are now free from most obligations to black people, and what used to be vigilant, vocal civil rights organizations are silent in the face of corporate crimes like environmental racism against black communities, let alone the wider implications of these crimes for all Americans.
One of the best examples of this is in Georgia, where the Obama administration in 2009 granted Southern Companies $800 million to underwrite the construction of two nuclear reactors next to a pair of leaky existing nukes in a poor, mostly black Georgia town where almost every family has a cancer case or two. But who would raise the cry? The Southern Christian Leadership Council, perhaps, based in nearby Atlanta? No way. The CEO of Southern Companies headed up SCLC’s building fund, raising millions to pay for its Auburn St. headquarters. So SCLC is silent.
Although poor rural black people are the first to pay the price of this atrocity, they won’t be the only ones. Georgia’s Public Service Commission, which is supposed to look out for consumers has allowed the power company to add $10 to $20 per month to hundreds of thousands, perhaps millions of utility bills to underwrite construction costs of this deadly monstrosity. Even officials of the Nuclear Regulatory Commission have noted that the reactor design is similar to those of the ill-fated Fukushima reactors in Japan, and ought to be re-evaluated in the light of that disaster.
This is a textbook example of how the cutting loose of the black political class from black people has affected the entire American polity. The radioactive poisoning of poor black communities alone should have roused SCLC and the black political class to action defending its supposed constituency. If the Bush-Cheney gang had done such a thing, cries of “environmental racism” would ring across the country. But corporate-funded black leaders, who should be the canaries in the coal mine, don’t allow themselves to criticize the corporate-funded black president. So the silence of the black political class enables the theft of hundreds of millions, perhaps billions from ratepayers statewide and permit the construction of the first of a new and hazardous generation nuclear plants that threaten the safety of millions.

In Washington DC, a recent Senate subcommittee hearing was held on nuclear waste. It stretched on and on for several hours. Only “experts” and Senators spoke. It was chaired by Senator Tom Carper (D, DE), who not-too-subtly confessed to possessing not a whit of knowledge about the issues: At every turn he would say things like, “I want to thank you for your report, which the experts tell me is very good.”
He did admit that his “tiny little state” is much too small to have the opportunity to bid for the privilege and PROFIT of having a federal jail facility built within its borders, let alone a nuclear waste dump.
But please come visit Rehoboth Bay when you get a chance! It hasn’t been Fukushima’d yet by Hope Creek or Salem Units 1 or 2, chugging away, rusting away, vulnerable to earthquakes and liquefaction as they sit on their manmade islands in the middle of the Delaware River, along Delaware’s northeastern edge. Essentially all of Delaware would be wiped out by an accident at these decrepit old power plants.
So of course, he wants a centralized storage facility, or several “decentralized” storage facilities scattered in “less densely populated” areas. He didn’t name a state he prefers.
The trick to getting a nuclear waste dump built, apparently, is a simple three-fold process, which, they claim, has been successfully done in other countries, but which they can’t seem to pull off here. They’ll keep trying. Here are the steps:
First, stop calling it a dump. Nuclear waste was referred to by one “expert” as a “resource”.
Second, narrow down the area which can decide yea or nay on the project. The area should be far smaller than a state or county, preferably it will be just a hole in the ground, the top of which is in somebody’s back yard. That would be the ideal situation.
And third: Pay the local community buckets full of money to get them to like the idea. This is not known as bribery, it’s called “incentive-based site location.” France added a twist the Senators liked: Start by building an underground “research facility” which everyone knows will “eventually” (read: Next generation, decades from now) be turned into a nuclear waste dump. ”We can make it attractive” announced one Senator confidently.
And sure, it sounds easy. But so far Americans apparently haven’t been dumb enough to accept the strategy. One Senator asked an “expert” if he thought the solution to get Yucca Mountain going was to pour more bribery money into Nevada (he called it “incentives”). That would probably work, was the answer.
And therefore, it was considered the right thing do to.
In the entire session, there was not one word about what processes might be studied, that had never been tried before, that had some promise… because there really aren’t any such processes being studied, and everything’s been tried before… and failed. Nuclear waste is an eternal problem. Scientific American pegs it at “250,000 years”, so that’s close enough to eternity for me.

Are you wondering about the disconcerting contradictions in the nuclear news in recent weeks?
Following the release of a May 2012 report, newspapers around the world posted headlines announcing that the World Health Organization concludes that Fukushima radiation emissions pose minimal health risk. Based on an assessment of reported emissions of radioiodine and cesium up through September 2011, Japan’s nuclear meltdown poses no serious cancer risk, except for localized exposures around Fukushima prefecture, which may result in increased risk of thyroid cancer.
In the same week, Japanese press reported the alarming news that TEPCO’s assessments of total radioiodine releases were some 1.6 times greater than the Japanese Government’s assessment while, on the same day, the Japanese government issued a reassuring statement that “while gross releases of iodine-131 and cesium-137 are actually far greater than originally estimated, the public can rest assured, as releases to the sea have not resulted in contamination beyond the plant’s immediate area because the mixing power of ocean currents has dispersed the substances beyond the limits of detection in seawater samples”
Meanwhile, the US press reported findings from a study published in The Proceedings of the National Academy of Sciences demonstrating that by August 2011, cesium-134 and cesium-137 from Fukushima was present in the tissue of Pacific blue fin tuna, as evidenced samples taken off the coast of San Diego, in Southern California. In the media storm that followed this report, government experts with the US Food and Drug Administration proclaimed no need for public panic, as radiation levels were detectable but simply too low to be hazardous and independent scientists explained why the presence, even at small levels, was so alarming and noted the need for additional monitoring.
As has been the norm in this most recent nuclear disaster, contradictory information abounds, with alarming news countered or contradicted by reassurances that muddy the water, yet achieve the goal of containing and controlling an impotent public.
We have been here before, in a world blanketed with nuclear fallout, where massive amounts of iodine, cesium, strontium and other radioactive isotopes moved through the marine and terrestrial food chain and the human body, in well-documented ways, with degenerative and at times deadly outcomes. Yet, for many reasons, while the environmental and biomedical trajectory of such exposures are well documented, the human experience and associated public health risks are largely suppressed, classified, or simply and persistently denied.
Sometimes clarity is best achieved by stepping back, taking pause, and considering the historical antecedents and experiences that have brought us to these chaotic times. A new documentary film by Adam Horowitz offers an opportunity to do just that.
Premiering June 2, at 6:30 pm at the Lincoln Center in New York City, Nuclear Savage: The Islands of Secret Project 4.1 is a poignant, provocative, and deeply troubling look at lingering and lasting effects of nuclear disaster and the human consequences of US government efforts to define, contain, and control public awareness and concern. Nuclear Savage recounts the experiences of the Marshallese nation in the years following World War II, as they played host to the US’s Pacific Proving Grounds and served as human subjects in the classified, abusive pseudoscience that characterized the US government medical response to civilian exposures from the 1954 Bravo Test, the largest and dirtiest hydrogen bomb detonated by the United States. Detonated in the populated nation of the Marshall Islands.
Here is the story: Following World War II, the Marshall Islands became part of the Trusteeship of the Pacific, and in 1946 after the detonation of two atomic bombs in the Bikini lagoon, the United States was given the authority to administer the islands as a Strategic Trusteeship. The terms of this agreement included the US obligation to “Protect the inhabitants against the loss of their lands and resources” and “Protect the health of the inhabitants of the Trust Territory.”
Between 1946 and 1958 the United States tested 66 nuclear weapons on or near Bikini and Enewetok atolls, atomizing entire islands and, according to records declassified in 1994, blanketing the entire Marshallese nation with measurable levels of radioactive fallout from 20 of these tests. To consider the gravity of this history: the total explosive yield of nuclear militarism in the Marshall Islands was 93 times that of all US atmospheric tests in Nevada, and more than 7,000 Hiroshima bombs. Hydrogen bomb tests were especially destructive, generating intense fallout containing an array of isotopes, including radioactive iodine, which concentrates in the thyroid and can cause both cancer and other medical conditions.
All told, by US estimates, some 6.3 BILLION curies of radioactive Iodine‐131 were released to the atmosphere as a result of the nuclear testing in the Marshall Islands: 42 times greater than the 150 million curies released as a result of the testing in Nevada, 150 times greater than the 40 million curies released as a result of the Chernobyl nuclear disaster. And, while comparison to the ongoing Fukushima meltdown is difficult as emissions continue, estimates to date have ranged from 2.4 to 24 million curies. Simply put, radioactive contamination in the Marshall Islands was, and is, immense.
Radioactive fallout from the 1954 Bravo Test not only blanketed a populated nation, but also severely harmed the 23 Japanese crew members of Daigo Fukuryu Maru (No. 5 Lucky Dragon) who were in Marshallese waters harvesting a school of tuna when fallout blanketed their vessel. The US provided antibiotics to treating doctors at the Atomic Bomb Casualty Commission in Japan. One of the crew members, Kuboyama Aikichi, died a few weeks later. In the Marshall Islands, residents of Rongelap and Rongerik Atolls who were evacuated in earlier weapons test but not informed nor moved before this largest of all detonations, experienced near fatal exposures.
News of the disastrous exposure of Japanese fishermen and Marshallese island residents fueled international outrage, prompting demands in the United Nations for a nuclear weapons test ban, a series of pacifying news releases from the US about the rapid return to health of exposed civilians.
What was not reported to an interested world public, is the news that the heavily exposed people of Rongelap, once evacuated, were immediately enrolled as human subjects in a top-secret study, Project 4.1, which documented the array of health outcomes from their acute exposures, but did not treat the pain or discomfort of radiation burns, nor utilize antibiotics to offset any potential infection.
Nor did the US make public the full array of findings from their extensive documentation of the character and extent of radioactive fallout during the 1954 and other nuclear weapons tests, which demonstrated the deposition, movement, and accumulation of radioisotopes in the marine and terrestrial environment of Rongelap and other northern atolls.
In 1957, the people of Rongelap were returned to their homelands with great fanfare, moving into newly built homes on islands still dangerously contaminated from prior nuclear weapons tests and clearly vulnerable to the fallout from the 33 bombs detonated in 1958. This repatriation of the Rongelap community was both planned and celebrated by scientists and officials at the US Department of Defense and the Atomic Energy Commission, who saw a significant opportunity to place a human population in a controlled setting to document how radiation moves through the food chain and human body. Annually, and then as the years progressed and degenerative health symptoms increased, biannually, the US medical teams visited by ship to examine, with x-ray, photos, blood, urine and tissue samples, the relative health of the community.
It is this story of human subject experimentation with unwitting subjects that forms the core of the Nuclear Savage film, illustrating both the abusive disregard and human consequences of experiments that violate US law, the Nuremburg Code, and Article 7 of the International Covenant on Civil and Political Rights which states that “no one shall be subject without his free consent to medical or scientific experimentation.”
Research conducted for the Marshall Islands Nuclear Claims Tribunal and recently submitted to a UN Special Rapporteur on toxics and human rights adds more detail to narrative played out in Horowitz’s Nuclear Savage film.
The long term study of the human health effects of exposure to fallout and remaining nuclear waste in the Marshallese environment extended over four decades with a total of 72 research excursions to the Marshall Islands involving Marshallese citizens from Rongelap, Utrik, Likiep, Enewetak and Majuro Atolls. Some 539 men, women, and children were subject to studies documenting and monitoring the varied late effects of radiation. In addition to the purposeful exposure of humans to the toxic and radioactive waste from nuclear weapons, some Marshallese received radioisotope injections, underwent experimental surgery, and were subject to other procedures in experiments addressing scientific questions which, at times, had little or no relevance to medical treatment needs and in some instances involved procedures that were detrimental to their health. The United States Department of Energy acknowledged in 1994 administration of Cr-51 and tritiated water, and in at least three instances, Cr-51 was injected in three young women of child-bearing age. A 2004 review of declassified research proposals, exam reports, and published articles in support of a Marshall Islands Nuclear Claims Tribunal proceeding found that a broader array of radioisotopes were used — radioactive iodine, iron, zinc, carbon-14 — for a wide array of experiments including research demonstrating the linkages between radiation exposure, metabolic disorders, and the onset of type-2 diabetes.
Arguably, while these experiences were abusive, a broader public health interest was being served, as the results of such science could potentially influence government policy and actions to protect humanity from the adverse health outcomes of nuclear fallout. And indeed, significant scientific knowledge was accumulated. However, the bulk of these findings demonstrated varied degenerative health effects resulting from chronic exposure to low-level radiation in the environment, findings which threatened political (nuclear proliferation) and economic (nuclear energy) agendas. Such findings were buried in the classified files.
For example, the presence and bioaccumulation of radioiron (Fe-55) in fallout from the 1958 detonations of nuclear bombs was documented in terrestrial and marine environments, including lagoon sediments, coral reefs, and reef fish, with alarming levels in goat fish liver, but this knowledge was not shared with the larger scientific world until 1972, nor shared with Marshallese until the declassification process supporting an Advisory Commission on Human Radiation investigation forced bilateral disclosure to the Marshall Islands Government in the 1990s. The movement of cesium through the soils, and bioaccumulation in coconut crabs, trees, and fruit – primary sources of food and liquid in the Marshallese diet — was also documented, with restrictions on the consumption of coconut crab periodically issued, without explanation. The movement through the food chain, bioaccumulation, and biological behavior of radioiodine in the human body was documented, and when thyroid nodules, cancers, and disease resulted, these conditions were studied and treated through various experimental means, though the relationship between nuclear weapons testing, fallout, contamination of the environment, and human subsistence in that environment was not explained until decades had passed.
In short, a wide array of other degenerative health outcomes were documented, including changes in red blood cell production and subsequent anemia, metabolic and related disorders; immune system vulnerabilities; muscoskeletal degeneration; cataracts; cancers and leukemia; miscarriages, congenital defects, and infertility…
However, when Marshallese residents suggested to US scientists that these and other unusual health problems were linked to the environmental contamination from nuclear fallout, their concerns were repeatedly and, because of the classified nature of the science, easily dismissed then. And, because time and the US power over the radiation health effects narrative is so immense and entrenched, they continue to be dismissed now.
The experiences of the Marshallese are particularly relevant to a world still coming to terms with the ulcerating disaster that is Fukushima, a point that is not lost to the members of United Nations Human Rights Council, which has been engaged in an effort over the past number of years to explore the varied means by which humans are unable to enjoy their right to a healthy environment, including the human rights abuses associated with movement and dumping of toxic and dangerous products and wastes.
Mr. Calin Georgescu (Romania), the UN Special Rapporteur for toxics and human rights, has a mandate that includes, among other directives, a country-specific mission to investigate these concerns in the Marshall Islands, especially the human rights consequences of environmental contamination pertains from nuclear weapons testing and other US military activities. In March 2012, Mr. Georgescu visited the RMI, interviewing displaced members of the Bikini, Enewetak, and Rongelap Atolls and other Marshallese citizens whose health and other rights have been severely impacted by living in a contaminated environment.
In April he traveled to Washington DC where he interviewed US government officials, met with independent experts such as myself, and discussed his investigation with the Marshall Islands Ambassador and the RMI UN representative. The Special Rapporteur is now preparing a report that will be presented to the United Nations Human Rights Council meeting in Geneva during their September 2012 meeting.
Why should a world community care about Cold War nuclear militarism in the Marshall Islands and its varied ulcerating consequences, especially given the many urgent and all to current crises we now face?
The US knowingly and willfully exposed a vulnerable population to toxic radioactive waste as a means to document the movement and degenerative health outcomes of radiation as it moves through the food chain and human body. This human subject experiment extended over the decades with profound consequences for individual subjects and the Marshallese nation as a whole. The Marshallese have become a nation whose experience as nuclear nomads, medical subjects, citizen advocates and innovators is shared by many citizens, communities and indigenous peoples around the world. Their experiences, consequential damages, and their struggles to restore cultural ways of life, quality of life, inter-generational health, and long term sustainability, are especially salient to a nation and to a world concerned with the lingering, persistent, and invasive dangers of a nuclear world.
With both the US and RMI participating in the UN Special Rapporteur’s investigation, there is an obligation for both governments to receive and respond to the report recommendations in a timely fashion, and in subsequent reviews, to demonstrate truly meaningful remediation and reparation for their nuclear legacies in the Marshall Islands.
Furthermore, given the timing of the Human Rights Council review – when the US Presidential election cycle is in full swing – international scrutiny of Marshallese nuclear legacy issues may provide further fuel for the fires now raging over such questions as the effects of chronic exposure to low-level radiation, radiation monitoring, permissibility levels, who pays for the long term public health costs of nuclear energy, and the absurd notion that a tactical strategic nuclear military is a sustainable and viable option.
And, finally, given the historical role of the United Nations in designating the Marshall Islands as a strategic trust, there is a moral and legal obligation for the United Nations community to assist in the remediation, restoration and reparation due to the environment, health, and dignity of the Marshallese nation. International attention to this history and experience is long overdue, and sadly and sorely relevant to a post-Fukushima world.

“Shut it down! Shut it down! Shut it down!” rang through the cavernous grand ballroom of the Doubletree Hotel in Tarrytown, NY, last week when the Nuclear Regulatory Commission staged an Orwellian charade promoted as an “open house” held to reassure the public that the Indian Point nuclear power plant was, as the New York Post headlined the following day, “Still Safe!”
The NRC’s annual “safety assessment” of the plant, which sits on the Hudson River 30 miles north of New York City, was based on 11,000 hours of ”inspection activities.” It found that Indian Point performed “within expected regulatory bounds” and the 25 matters that do require attention but “no additional NRC oversight,” are ‘low risk’, or have “very low safety significance.”
“So,” the Post mused, “will this finally silence the ‘shut it down’ crowd? … Don’t hold your breath.”
But do keep your fingers crossed…if you’re one of the 17.5 million people living within 50 miles of the plant…
“The NRC’s annual assessment completely fails to address the public’s primary concerns about Indian Point — evacuation planning, earthquake risk and nuclear waste storage post-Fukushima,” said Phillip Musegaas, a lawyer with Riverkeeper, an environmental group based in Ossining, NY.
Those concerns were addressed in Riverkeeper’s briefing held in the rear of the ballroom prior to the NRC’s hearing that night. Some highlights:
Manna Jo Green, a member of the town council of Rosendale and Environmental Director of Clearwater, who recently toured the plant with the Atomic Safety and Licensing Board: “We are calling for expansion of the evacuation plan from 10 miles to 50 miles and hardening of the fuel pools. There is no protection for those fuel pools…You couldn’t see the fuel rods in fuel pool 2 because the water was so murky… it is so densely crowded with fuel rods, you can’t even get equipment in to fully inspect it …”
Like Riverkeeper, Clearwater in Beacon, NY has filed multiple contentions with the NRC in the legal fight to deny Entergy Corporation a 20-year license extension for Indian Point. Current licenses for the two operating reactors expire in 2013 and 2015. Relicensing hearings are expected to begin in October.
John Armbruster, a seismologist with Lamont Doherty Earth Observatory of Columbia University, cited the study, published in 2008, that revealed there was a second fault line passing near Indian Point in addition to the Ramapo fault line.
“We believe this is a significant new development in what might happen to Indian point. We have been asking since 2008 for our new results to be incorporated into the hearings for the relicensing of Indian Point – and that has been rejected as ‘outside of scope’. What was done when Indian Point was designed 40 years ago is obsolete and Fukushima tells us we have to prepare for the things that are very unlikely.”
Peter Rugh of Occupy Wall Street’s Environmental Solidarity Work Group: “The NRC has issued untold numbers of exemptions to Indian point – untold because they don’t keep track of the safety exemptions they grant to this corporation and to other nuclear operators. Entergy took in 11 billion in 2011 so they can afford to take every possible safety measure here, including shutting down…We want the workers at these plants to be retrained in the green energy sector. We must offer them better employment opportunities than being the gravediggers for New York City, for Westchester County, and for New Jersey.”
Paul Gallay, Executive Director of Riverkeeper, countered claims that shutting down Indian Point would cause an energy shortage and lead to blackouts. Results of a study commissioned by Riverkeeper and the National Resources Defense Council published earlier this year concluded otherwise.
“There’s enough surplus power in this region to turn off Indian Point tomorrow and we won’t have any kind of shortage if we don’t do another thing until 2020,” Gallay said. “In the meantime, you can build two Indian Point’s worth of replacement power. You can save 30 percent of our power needs just by energy efficiency… We do not need the power — they want to fool you into believing we do.”
During the open session, an NRC panel sat at the front of the room but no presentation was made to the public and no explanation of the safety “assessment” was given. NRC posters were on display in the hallway outside the ballroom, and Indian Point inspectors were available for questions. But not for answers.
Stepping up to the mike, Mark Jacobson, a co-founder of the Indian Point Safe Energy Coalition (IPSEC), asked, “Where is Entergy? Why isn’t Entergy in the room? We want to ask them questions.”
Getting no reply, Jacobson told the panel that he had questioned inspectors about the status of the radioactive leak under Unit 2’s transformer yard. “They said they didn’t know. It’s a leak that’s been likened to the size of the Central Park reservoir… and we can’t find out about it at this annual meeting. Who are we supposed to ask?”
Indian Point’s leaks are contaminating groundwater and the nearby Hudson River with radioactive carcinogens including strontium-90, cesium 137, and iodine 131.
The impossibility of evacuation in the event of an accident at Indian Point stirred the loudest protest of the night.
Citing the recent news report from the Associated Press that revised – and watered down – emergency planning and evacuation procedures had been adopted late last year without broad public input, Marilyn Elie, also of IPSEC, said, “Nobody has known about this and you dare, in post-Fukushima, you dare to weaken and have fewer evacuation drills.
“Region 1 could not even tell the commissioners this is not a good idea to secretly pass a new evacuation plan, to not let the stakeholders know…We need to call right now for a whole new NRC – all the commissioners need to be withdrawn – and it needs to go right down the line until it gets to Region 1.”

Apollo is a small town in western Pennsylvania, part of the old coal and steel belt that surrounds Pittsburgh. The shallow Kiskiminitas River, a tributary of the Allegheny, flows through the borough. Although it is close to my hometown, I never knew much about it, except that my artist uncle once made a glass carving for the town to commemorate the Apollo astronauts the community had embraced.
I remember passing through Apollo and noticing a large industrial complex at the edge of town. Years later, I learned that this plant was owned by the Babcock & Wilcox Corporation, and it produced uranium fuel. Babcock & Wilcox, a global conglomerate, has been involved in nuclear-related industrial production ever since the Manhattan Project, designing, fabricating, and supplying components for nuclear power plants, ships, submarines, and weapons.
The facility in Apollo and another one in nearby Parks Township, initially built by the Nuclear Materials and Equipment Corporation (NUMEC) in 1957 and later bought by the Atlantic Richfield Company (ARCO) and then by Babcock & Wilcox, closed in 1986. Left behind were contaminated land and water and sick and dead residents.
Victims and their families sued the companies in the mid-1990s for damages suffered, and ARCO and Babcock & Wilcox were forced to pay $80 million to compensate victims for cancers and loss of property value. Sadly, by the time the lawsuits were settled, in 2008 and 2009, 40 percent of the claimants had died.
Meanwhile, Babcock & Wilcox declared bankruptcy in 2000 to avoid liability in thousands of lawsuits by employees subjected to asbestos, a substance that businesses have known since the 1930s causes cancer. As a condition of exiting bankruptcy, it set up a trust fund to pay asbestos claimants; the amount of money put aside was far less than the company would very likely have had to pay if it had faced those lawsuits.
Recently, nearly one hundred new lawsuits against ARCO and Babcock & Wilcox were filed by scores of people claiming that they got cancer as a result of exposure to radiation. A report to the federal court by an expert witness stated that the two companies “knew about worst-in-the-nation releases of radioactive materials that spanned decades, but opted not to do enough to protect neighbors from cancer-causing dust.” NUMEC showed an almost wanton disregard for safety. “In the first few years, the company lost so much uranium—enough to build several nuclear bombs—that the FBI investigated whether someone was actually stealing the material and selling it to a foreign country!” At the Parks Township facility, which produced plutonium and enriched uranium, NUMEC buried radioactive waste in an open unfenced field close to where children played. It is implausible that Babcock & Wilcox, with its many nuclear projects over a long period of time, did not know about the problems with the entities it was buying. Yet, it did nothing to protect its workers or the community. According to the Pittsburgh Post-Gazette,
A top official in 1974 viewed memos on the facility [which Babcock Wilcox bought in 1971] and wrote that if they were accurate, ‘we are guilty of gross irresponsibility in continuing to operate our uranium facilities.’ He threatened to shut them down, but the company didn’t stop making highly enriched uranium there until 1978, and it ended all production in 1984.
The actions of these corporations helped to destroy a town and its people, and it appears they knew what they were doing. They not only located a nuclear plant in a town, but then failed to shut it down when they knew that workers and residents were being poisoned. “ ‘A lot of people have lost not only their entire savings but their homes,’ due to the health effects and loss of property value caused by the plants, said Patricia Ameno, of Leechburg, who sued the companies in a previous round of litigation . . . . ‘Their families have been torn apart by illnesses and deaths.’” Ms. Ameno, whose body has been wracked by cancer and brain tumors, added, “I saw the town I grew up in … disintegrating, just like the bricks on that plant.” One of the persons who posted a comment on the Post-Gazette article noted that a 1999 piece in the same newspaper showed that one-sixth of Apollo’s population had some type of cancer!
I posted the Post-Gazette story on a facebook page dedicated to men and women who grew up in my hometown in the 1950s and 1960s. Most know about the Apollo plant. And they all lived in a town dominated by the Pittsburgh Plate Glass Company, which poisoned its own employees with asbestos and silica dust and whose now abandoned property is so full of harmful chemicals that it cannot even donate it to the town. Outside town, near the company-owned fields on which I used to play baseball, “waste lagoons” built by the company and fed by pipes that went under the river have been leaking “arsenic, chromium, lead, manganese, copper, zinc, mercury and other toxic compounds into the river.” Despite this, only two persons commented on what I posted. If a post concerns some ancient bit of trivia or the local hoagie shop, members of the group fall all over themselves to make some meaningless remark. But something so important is met with silence.
Sadly, a family member is a manager at Babcock & Wilcox. I have always wondered how he could do this. The division of the company in which he works is knee-deep in the bowels of the military-industrial system. It “manages complex, high-consequence nuclear and national security operations, including nuclear production facilities and the nation’s Strategic Petroleum Reserve.” In others words, it is part of the U.S. war machine, making money by helping the government kill people, just like it killed people more directly in Apollo.
Thousands of people grew up in and near Apollo. They have learned what harm the corporations who employed them and their relatives and friends have done and continue to do. Men, women, and children were poisoned by that uranium fuel plant and that glass plant. Yet, for the most part, they ignore this, content to contemplate instead their “warm and fuzzy” memories, as one person put it on my hometown facebook page. And many hundreds of thousands of men and women work as managers for horrendous corporate criminals like Babcock & Wilcox without ever questioning their actions. Perhaps this tells us something about what those who raise their voices in protest are up against. Including the plaintiffs challenging Babcock & Wilcox. I wish them success.

A year can be a long time in politics. But for the radioactive particles released from Fukushima’s damaged nuclear reactor, a year is just a moment in their life of hundreds or thousands of years.
So, what is the radiological situation at Fukushima one year after the disaster?
Thankfully, despite more than 9,000 aftershocks since the disaster – including more than 10 rating above seven on the Richter scale – there have been no major fires or explosions since March 2011 that could cause further catastrophic releases of radioactivity.
But the extensively damaged plants are still unstable and highly radioactive. This has restricted access and clean-up efforts, which will need to go on for many decades.
Though Japanese authorities declared they’d achieved a “cold shutdown” in December, an arbitrary definition was used: coolant water temperature was less than boiling, pressure inside the reactors was not raised, and the release of radioactive materials from the first layer of containment was below a specified level. But it didn’t mean the nuclear reaction inside the reactors had been stably shut down.
Investigations
A number of investigations (some of which are still ongoing) have highlighted inadequacies in the design, prevention and response measures to deal with such a disaster. There is also a high level of dysfunction, cover-up, collusion and corruption in the nuclear industry – including its regulation and oversight.
How, for example, could sea walls designed to withstand a tsunami of only 5.5 metres be acceptable on a coast battered by a 38 metre tsunami in 1896 and a 29 metre tsunami in 1933?
How could cooling pumps, back-up generators and control systems not be required to be located on high ground?
How could spent fuel ponds, filled with vast amounts of long-lived radioactivity, safely be placed right of top of reactors? And without any special containment structures?
Independent, peer-reviewed research provides strong evidence that radioactive emissions from the Fukushima plants began after the earthquake and well before the tsunami struck. This is contrary to claims by TEPCO, the power company involved, and the Japanese government that it was the tsunami and not the earthquake that irrevocably damaged the Fukushima nuclear plant.
If leaks did begin as a result of the earthquake, as the evidence strongly indicates, this has profound implications for nuclear reactors everywhere – not only those located on coasts, within reach of tsunamis.
Poor protection
Serious gaps in measures to protect the population have also become evident.
One of the important protective health measures, which should be taken for those who have been or are likely to be exposed to significant reactor fallout, is the administration of stable iodine shortly before exposure, or within 24 hours. This blocks the uptake of radioactive iodine into the body, which causes thyroid cancer.
Yet the government admitted, in its June 2011 report to the IAEA, that because of dysfunctional decision-making, iodine was not administered to anyone in Fukushima, despite supplies reportedly being available.
Exposure to radiation
We now know the computer-based system designed to guide evacuations and sheltering (known as the System for Prediction of Environmental Emergency Dose Information or SPEEDI system) correctly predicted the initial path of the heaviest Fukushima fallout. The results were delivered to the government but not acted on, resulting in the people of some towns moving right into the path of the fallout.
Detailed mapping of the population’s radiation doses (from contaminants in the air, water and food) is still not publicly available. But hundreds of thousands of people still live in areas where they will receive doses higher – in some case several tens of times higher – than the world-wide recommended levels of no more than 1 milliSievert (mSv) of additional exposure per year.
The most contaminated areas were re-categorised by the Japanese government in December 2011. Residence is not precluded in areas where inhabitants would face radiation doses between 20 and 50 mSv per year.
Astonishingly, evacuation is not recommended from areas where residents are likely to be exposed to doses of up to 20 mSv per year. Even in the “bad old days” of the Soviet Union, those anticipated to receive more than 5 mSv annually after the Chernobyl disaster were resettled as a matter of priority. And those likely to receive more than 1 mSv annually had resettlement rights.
What happens next?
On January 26, 2012 the Japanese government released a roadmap of planned environmental remediation activities, to be completed over the following two years.
But the value of such measures has likely been oversold. Plans to remove the topsoil of farmland, for instance, will erode the viability of farming. And the problem of where to store, and how to isolate, vast amounts of contaminated material remains a major challenge.
One group particularly at risk of health harm is the large and growing number of workers required to help control, shut down and clean up the damaged nuclear plants.
By early December, more than 18,000 men had participated in clean-up work in Fukushima. These largely unskilled, inadequately trained, ill-equipped and poorly monitored day labourers performed the bulk of the dirty and dangerous work. Much of the contracting of these workers is dominated by criminal “yakuza” networks.
Even before the disaster, the Fukushima Daiichi complex was staffed by 1,108 regular employees and 9,195 day labourers. On average, the contracted day labourers receive two- to three-times the radiation dose of a regular worker but are not included in utility statistics. And there is no compulsory, centralised system for tracking cumulative radiation exposure or health outcomes of these workers.
Radiation levels are not always monitored. But when they are, and a labourer is known to be near the maximal permitted dose for workers, they may be sent away. The maximum dose is normally 20 mSv per year, but this was raised to 250 mSv after the Fukushima disaster. After the workers are despatched, there’s nothing stopping them from then going to work another nuclear plant.
On top of the many other health problems that the Fukushima disaster has caused, thousands of additional cancer cases will likely be diagnosed, but these will take some years to emerge.
This means, of course, that much of the radioactive fallout from Fukushima will continue to indiscriminately harm health for many generations to come.
