UN Delegation Arrives in Syria Wednesday

Syrian Foreign Ministry Spokesman Jihad Maqdissi confirmed Tuesday that a United Nations delegation will arrive to Syria tomorrow to discuss the mechanisms for implementing International Envoy Kofi Annan’s peace plan.

As he reiterated Syria’s commitment and concern to implement Annan’s plan successfully, he criticized some Gulf countries’ decision to arm the so-called opposition, considering that this “targets Syria’s national security on one hand, and obstructs Annan’s mission on another hand”.

In parallel, international envoy Kofi Annan’s spokesman announced Tuesday that an advance UN team is expected in Damascus within the next two days.

“We expect the UN advance team on the deployment of monitors to arrive in Syria in the next 48 hours. They are there to work on the modalities of the deployment of monitors,” the spokesman told AFP.

Israel Boycotts UN Rights Council over Settlement Investigation Decision

Israel decided on Monday to cut contact with the United Nations Human Rights Council after last week’s decision to establish an international investigative committee on the settlements that the occupation is building in the West Bank, Haaretz reported Monday.

According to the Zionist website, “the Israeli foreign ministry ordered the Israeli ambassador to Geneva to cut off contact immediately, instructing him to ignore phone calls from the commissioner.”

Quoting an un-named official, Haaretz pointed out that this step would enable the Zionist entity to “bar any fact-finding team dispatched by the council from entering Israel and the West Bank to investigate settlement construction.”

“We will not permit members of the human rights council to visit Israel and our ambassador has been instructed to not even answer phone calls,” the official said.

US Soldier Kills 16 Afghan Civilians including Children, Women

A US soldier opened fire on Afghan civilians in the southern province of Kandahar, killing 16 of them. […]

Agence France Press said its correspondent has counted the bodies of the killed, saying they were 16 people.

“Today at around 3:00 am a US soldier walked off his base and started shooting at civilians”, Ahmad Jawed Faysal, a spokesman for the Kandahar governor, told AFP.

“What we know at this stage is that there have been casualties in two villages, Alokozai and Garrambai villages (in Panjwayi district)”, he said.

“A delegation has been sent to find out how this has happened as well as to determine the dead and injured”, Faysal added. […]

Lebanese Defense Minister: Iran Playing Vital Role in Region

Lebanese Defense Minister Fayez Ghosn said on Saturday that Iran was playing an important role in the region.

Before leaving Beirut’s airport for Tehran on an official visit, Ghosn said he is scheduled to exchange views with Iranian officials on expansion of mutual ties as well as cooperation between the two countries’ defense ministries. He praised Iran’s progress in different scientific, technological and industrial fields.

He added that Iran and Lebanon enjoy amicable and historical relations and Beirut favors reinforcement of mutual relations to serve the two nations.

The Lebanese defense minister said he is also to discuss with his Iranian counterpart Brigadier General Ahmad Vahidi who invited him, the existing agreement between Iranian and Lebanese defense ministries and ways of implementing it.

Syria Opposition Group Boycotts Tunis Meeting, Rejects Escalated Militarization

A Syrian opposition group announced it was boycotting the international “Friends of Syria” conference in Tunis, as it complained of exclusion and fearing escalated militarization.

The National Coordination Committee for Democratic Change (NCCDC) denounced “attempts to leave the door open to militaries” the unrest in Syria.

“We have seen a dangerous trend towards … specifying who represents the Syrian people … leaving the issue of armament vague and opening the door to accept the idea of foreign military intervention,” a statement said.

All that came “despite assurances from the Tunisian President (Moncef Marzouki) that opposition groups will be treated equally and that there will not be recognition of one party at the expense of the others, and that foreign military intervention is a red line and that increasing militarization is dangerous.”

The NCCDC had already sent a delegation to Tunis, headed by prominent Paris-based figure Haitham Manna.

Headed by Hassan Abdel Azim, the NCCDC strongly opposes a Libya-style military intervention in Syria to topple the Assad regime.

A draft final declaration of the Tunis meeting calls for the Arab League to convene a meeting of the Syrian opposition and praises the Syrian National Council (SNC), formed in exile.

But it does not appear to give the SNC exclusive recognition, calling it only “a legitimate representative of Syrians seeking peaceful democratic change.”

Row with US Widens, Egypt Sets Date for Trial of NGO Activists

In an escalating move with the United States, Egypt on Saturday announced it would go ahead with a trial of foreign NGO activists, including nineteen Americans.

A court set February 26 as a date for the trial of 43 suspects — who also include Serbs, Norwegians, Germans, Egyptians, Palestinians and Jordanians — in a crackdown on NGOs accused of receiving illegal foreign aid, state media announced. Officials had previously said 44 suspects would face trial.

The defendants are charged with “establishing unlicensed chapters of international organizations and accepting foreign funding to finance these groups in a manner that breached the Egyptian state’s sovereignty,” official MENA news agency reported.

Several of the American suspects have sought refuge in their embassy in Cairo as Washington hinted that the crackdown could harm its longstanding ties with the Egyptian government.

Earlier, the US said it would cut off the aid to the country, in a clear sign of protesting the Egyptian act against the activists.

In response, Muslim Brotherhood which emerged in the lead of the parliamentary elections, threatened on Friday to review the 1979 peace deal between Cairo and Tel Aviv if Washington cut the aid to the country.

President Assad Sets Date for Constitution Referendum, Russia Welcomes

Syrian President Bashar Assad set Wednesday February 26 as the date for  a referendum on the draft Constitution.

The proposed constitution does away with Article 8 of the old charter which declared the Baath Party, in power since 1963, as the “leader of the state and society.”

Earlier on Sunday, a committee tasked with drafting the new constitution, handed a copy of the draft to the Syrian president.

“The Committee’s members stressed their determination… to prepare an integrated formula of a constitution that guarantees the dignity of the Syrian citizen and secures his basic rights”, the agency added.

“When the new constitution is approved, Syria will have passed the most important stage of laying down the constitutional and legal structure through the reforms and laws that have already been issued to take the country to a new era in cooperation with the full spectrum of the Syrian people to achieve what we all aspire for in terms of developing our country to draw a brilliant future for next generations”, the agency quoted Assad as saying during a meeting with committee members.

In January, Assad said a new constitution was being drawn up by a committee set up in October to replace the current one. At the time, he said it could be put to a popular vote as early as March.

For its part, Russia welcomed the move, saying the new constitution is seen as a step forward.

“We certainly believe a new constitution to end one-party rule in Syria is a step forward. It is a welcome idea and we hope the constitution will be adopted,” Russian Foreign Minister Sergei Lavrov said in The Hague.

Lavrov was speaking after talks with his Dutch counterpart Uri Rosenthal during a two-day visit to the Netherlands.

Syria Rejects Arab Peacekeeping Plan as “Flagrant” Interference

Syria rejected an Arab League plan to send international forces to Syria, saying it was determined to restore security.

“Syria rejects decisions that are a flagrant interference in the country’s internal affairs and a violation of its national sovereignty”, government official said, in a report Monday by SANA state news agency.

“This decision will not prevent the Syrian government from fulfilling its responsibilities in protecting its citizens and restoring security and stability”.

The Arab League on Sunday urged the United Nations to a joint peacekeeping force to Syria, and said it had “agreed to open contacts” with the opposition.

Arab League diplomats “will ask the UN Security Council to issue a decision on the formation of a joint UN-Arab peacekeeping force to oversee the implementation of a ceasefire,” said a League statement.

They would also “open channels of communication with the Syrian opposition and offer full political and financial support, urging (the opposition) to unify its ranks”.

Syria’s ambassador to Cairo denounced the measures, with Algeria and Lebanon expressing reservations about them.

“The Syrian Arab Republic categorically rejects the decisions of the Arab League,” which “reflects the hysteria of these governments” after failing to get foreign intervention at the UN Security Council, said Yusef Ahmed.

Lavrov Cheered by Syrians, Holds Talks with Assad

The Russian Foreign Minister Sergey Lavrov held talks with Syrian President Bashar Assad, shortly after he arrived in Damascus and was received by thousands of regime supporters.

“Every leader in every country should be aware of his share of responsibility. You are aware of yours,” Lavrov said to Assad as they kicked off the talks, according to English-language reports by Russian news agencies.

“We hope that the Arab people can live in peace and understanding,” the Russian envoy added.

The Syrian state news agency SANA said that the foreign minister arrived in Damascus amid a huge popular reception in appreciation of Russia’s support to Syria, it’s people and its reform program.

“Huge crowds flocked to … greet Minister Lavrov and express appreciation of Russia’s stances,” it said.

State television showed footage of a sea of people waving Syrian and Russian flags as they lined the streets of the capital, many chanting: “Thank you Russia, thank you China.”

“I want to thank Russia and China for their stand in support of the Syrian people,” one woman said, before crowds swarmed to greet Lavrov’s convoy.

Lavrov’s trip comes days after Russia vetoed along with China against a UN Security Council resolution condemning Syria.

The mission is taking place on the orders of Russian President Dmitry Medvedev and Russian state media have said Lavrov is bearing a message from the Kremlin for Assad.

The foreign ministry said on Sunday the trip aimed to stabilize the escalating crisis in Syria by winning the “rapid implementation of much-needed democratic reforms” by the Assad regime.

Speaking to reporters on Monday, Lavrov refused to divulge the purpose of the mission.

“When you go on a mission on the order of the head of state then the purpose of the mission is usually only revealed to the person it is addressed to. If I tell you everything now, then what is the point?” he said.

Barak Warns that Iran’s Nuclear Program could Reach Immunity Stage

Israeli Defense Minister Ehud Barak warned that the Islamic Republic of Iran’s nuclear program is reaching an immunity stage when no armed intervention could stop it, the Guardian reported.

According to the British daily, Barak indicated that the Zionist state is closer than ever to authorizing a military action, but said there is an “extent of debate and disagreement within Israel’s political and military echelons over the merits of a military strike.”

Speaking at the Herzliya conference Thursday, Barak said that “the world today has no doubt that the Iranian military nuclear program … will enter the immunity stage, from which point the Iranian regime will be able to complete the program without any effective intervention and at its convenience.”

“Dealing with a nuclearised Iran will be far more complex, far more dangerous and far more costly in blood and money than stopping it today. In other words, those who say later may find that later is too late…” he added.

The Zionist Defense Minister further called upon the international community to intensify sanctions on the Islamic Republic so that it stops its nuclear program, and noted that if these did not achieve the desired effect, a different kind of action must be considered.

Arab Observer Chief Satisfied: “Allegations against Syria Mission Untrue”

The head of Syria Arab observer delegation voiced satisfaction with the monitors’ effort on Thursday, stressing there was a campaign against the mission.

“I swear by God, I am fully satisfied with myself and with all those on the mission in Syria,” Sudanese General Mohammed Ahmed Mustafa al-Dabi told reporters on a brief return to his homeland.

“There is a campaign against the mission and against the head of the mission and there are some allegations against it, but all of this is untrue,” Dabi said, adding critics did not understand the observers’ role.

The 165 monitors were deployed in December after Syria agreed to an Arab League plan for a halt to the violence, for prisoners to be freed, tanks withdrawn from towns and on the free movement of observers and foreign media.

On Saturday, the Arab League said it was suspending its mission because of an “upsurge in violence”.

Earlier last week the six Gulf Arab states announced they would withdraw their observers because “the bloodshed and killings there continue (and after) the Syrian regime did not comply with implementing the Arab League decisions.” Dabi called it “war” and said he had seen “some evidence of torture”.

He declined comment on talks at the United Nations, which moved closer to agreement on action to halt the regime’s crackdown.

Arab ministers will meet February 11 to review the suspended observer mission to Syria.

Russia Slams Halt of Arab Observer Mission in Syria

Russia condemned on Sunday the suspension of Arab monitoring mission in Syria, saying it was surprised by the decision taken by the Arab League.

The condemnation was announced by the Foreign Minister Sergei Lavrov who said: “We would like to know why they are treating such a useful instrument in this way”.

“We are surprised that after a decision was taken on prolonging the observers’ mission for another month, some countries, particularly Persian Gulf countries, recalled their observers from the mission”, Lavrov said on a visit to Brunei.

“I would support an increased number of observers”, Lavrov was quoted by the Russian ITAR-TASS news agency.

Lavrov said that he did not back those Western countries that said the mission was pointless and that it was impossible to hold dialogue with Syrian President Bashar al-Assad’s regime.

“I think these are very irresponsible statements because trying to sabotage a chance to calm the situation is absolutely unforgivable,” Lavrov said, cited by the Interfax news agency.

The Arab League Secretary General Nabil al-Arabi announced on Saturday the halt of Syria observers’ mission because of escalating violence in the country.

Russian has repeatedly said it would oppose any UN Security Council resolution against Syria, stressing that such resolution would surpass the “red lines” it has drawn.
