Tayseer Khaled Calls for Boycott of US Goods

Amid controversy over the US decision to move their embassy to Jerusalem, PLO Executive Committee member, Tayseer Khaled, published a press release calling for an international campaign in the Arab, Islamic and Friendly States to boycott US goods.
The press release stated the following, according to the PNN :
“Tayseer Khaled , the PLO Executive Committee member, Head of the Palestinian Expatriate Affairs Department called on the Political Organizations, Trade Unions, Youth and Women Organizations and other Civil Society Organizations in Arab, Islamic and friendly countries to launch an international campaign to boycott American goods in support for Jerusalem, a response to the American insulting against our people, and for every unwise political step taken by the American Administration aimed to change the Legal and political Status of East Jerusalem, as an integral part of the occupied Palestinian Territories in June 1967, whether through moving the US Embassy from Tel Aviv to Jerusalem or recognize Jerusalem as the capital of the Israeli Occupation State.”
Khaled added that US President Trump’s administration acts viciously with the Arab and Islamic countries, and it neither gives attention to the Arab public opinion, nor to international law and the legitimacy resolutions related to the Palestinian – Israeli conflict.
Moreover, he said, it neglects the UN Security Council resolutions on Jerusalem, of which begins with resolution 215, issued on May 2nd, 1968, that denounces the Israeli Military Parade in Jerusalem, through resolution no. 476, issued on June 30th, 1980, which nullifies the Israeli measures to change the features of Jerusalem, then resolution no. 478 of Aug. 29th, 1980, which calls for non-recognition of the Israeli law on Jerusalem and the withdrawal of all the diplomatic missions from the city, as well as resolution no. 2334 on Dec. 23rd 2016, which affirms that the construction of settlements in the occupied Palestinian territories since June 4th, 1967, including East Jerusalem, is illegal, and demands it to ban all settlement activities. Furthermore, he stated that Israel doesn’t respect the advisory opinion of the International Court of Justice on the Apartheid Wall or its painful consequences on the occupied West Bank, the status quo in Jerusalem and its surroundings, and opposes the Israeli claims and annexation laws issued by the Knesset, and announced that East Jerusalem is, in fact, an occupied city, adding that Israel is obliged by international humanitarian law and international law, in general, to ensure free access to the holy sites under its control.
At the Palestinian level, Khaled called for uniting efforts to encounter any American step aimed at undermining the legal and political status of Jerusalem, and to stop dealing with the US administration as a qualified mediator to achieve a political settlement to the Palestinian – Israeli conflict. He insisted the US administration be informed that Palestinians are free of such obligations or understandings with, which propose discriminatory rules of conduct to the Palestinians that are restricting their right to go to the UN international bodies and agencies to apply for their membership, as is the case with the World Health Organization (WHO), the International Labor Organization (ILO), and the Food and Agriculture Organization (FAO) and others, or to apply to the International Criminal Court (ICC) to investigate Israel’s violations of Palestinian human rights under occupation, and to investigate war crimes and settlement crimes, which Article (8) of the Rome Statute regards as a war crime.

The cat is out of the bag – the Modi government will not condemn the US President Donald Trump’s announcement recognising Jerusalem as the capital of Israel. The European Union, Russia, China and the entire Muslim world are aghast. But India ducks by claiming it has “independent and consistent… views and interests” that are “not determined by any third country.” (here)
Why such cowardly prevarication? Either the Modi government should show the courage to acknowledge that India has a pro-Zionist West Asian policy or join the vehement international opinion. There’s nothing to hide, really. PM Modi after all went and paid homage at the tomb of the founder of Zionism in broad daylight when he visited Israel, accompanied by PM Benjamin Netanyahu.
Zionism and India’s freedom struggle are antithetical to each other. Period. There is no other way to frame the moral dilemma. But, inevitably, for the Modi government, political expediency trumps morality. It simply cannot bring itself to annoy Trump. Also, Netanyahu expects Modi to stand by – after all, Israeli and Indian companies are entering into co-production of advanced drone aircraft, finally.
But then, there is more to this than an intense family affair. The Modi government has high stakes in Trump’s announcement on Jerusalem. The point is, the Modi government is also preparing for its Jerusalem announcement – construction of a Hindu temple in Ayodhya. (Both are, ironically, “campaign pledges”.)
Circumstances may vary, but the powerful symbolism is quintessentially the same – bludgeoning the “other” party into submission by creating a fait accompli. Both Jerusalem and Ayodhya are explosive issues. In a world, which is barely coping with tensions and challenges of various kinds, it is illogical to inject more poison. The toxic act is unwarranted and risky unless based on consensus within a broader framework of reconciliation.
But, on the other hand, it has become necessary to placate the ‘core constituency’ at home as well as to address compulsions that exist or are expected shortly. Certainly, Trump must shore up his Christian support base and counts on the Jewish lobby to rescue him if the Congress attempts to impeach him – that is, if Michael Flynn implicates Trump’s son-in-law Jared Kushner (a Jew, ironically) by telling FBI special prosecutor Mueller’s team that he had contacted the Russians during the campaign itself while acting on Trump’s instructions.
In India, too, the “core constituency” of the ruling elite is no longer euphoric. Dawood Ibrahim is still in Pakistan; Article 370 remains in the book. Equally, Make in India isn’t taking off. The best option is to follow Trump’s footfalls to shore up the support base and distract public opinion. By a strange coincidence, Trump’s announcement on Jerusalem and the 25th anniversary of Babri Masjid in Ayodhya overlapped on November 6. (Indian Express )
Of course, Trump is going to be pilloried by the international opinion and the US’ Middle East policies will run into headwinds. Hopefully, Trump will reciprocate India’s support. Two is company, as they say.
The bottom line is, China is the winner. Beijing probably anticipates it. This is what the foreign ministry spokesman said in Beijing on November 6 even before Trump made the announcement:
- We have noted the report and are paying close attention to the relevant development. What we worry about is any potential flare-up of regional tensions. The status of Jerusalem is a complicated and sensitive issue. All parties shall bear in mind regional peace and tranquility, proceed with caution, and avoid impacting on the long-standing basis for the settlement of the Palestinian issue or triggering new rivalry in the region.
- China firmly supports and advances the Middle East peace process. We support the just cause of the Palestinian people to restore their legitimate national rights and stand behind Palestine in building an independent, full sovereignty state along the 1967 borders with East Jerusalem as its capital. We call on all parties to remain committed to resolving disputes through negotiations and promoting regional peace and stability in accordance with the relevant UN resolutions.
There is no daylight possible between China and the Muslim world. Whereas, from now onward, there is not only daylight but also moonlight possible between India and the Muslim world.
An illegitimate capital for a state without legitimacy

It should come as no surprise that Donald Trump has declared that the US is recognising Jerusalem as the capital of Israel. For seasoned US-Israel watchers, it merely confirms what we have been saying for decades: Washington is no honest broker in negotiations to end the Palestine-Israel conflict. Quite the opposite, in fact; it has ensured that the odds have been stacked in Israel’s favour and turned a blind eye to its contempt for international law — which Trump clearly shares — even while its brutal military occupation has stolen ever more Palestinian land throughout the seven decades since 1948.
US recognition of Israel’s self-declared capital has no legal basis. The 1947 UN Partition Plan for Palestine, upon which Israel largely bases its international legitimacy, had three components: “Independent Arab and Jewish States and the Special International Regime for the City of Jerusalem”. Only one of these has come into being, primarily because Israel and its backers haven’t allowed the others to happen. What’s more, although the borders of the “Arab and Jewish States” were set out clearly by the UN, Israel took possession of more than its allocation, including West Jerusalem. It took the rest of the city in 1967 along with the remaining land designated for the “Arab State”, and went on to annex the Holy City; this has never been recognised by the rest of the world and, legally, Jerusalem remains “occupied territory”, as do the West Bank and Gaza Strip.
Hence, if we are to be accurate, whenever we discuss the Israeli occupation, this should refer to the West Bank, Gaza Strip and other land now accepted to be part of Israel which it has occupied since the 1949 Armistice. While paying lip-service to the UN Partition Plan for its own legitimacy, Israel continues to ignore the terms of the resolution in almost every respect. A glance at the “Disappearing Palestine” maps confirms this unpleasant fact on the ground.
Ignoring the UN is the norm for Israel; it has violated 28 UN Security Council Resolutions — which are supposed to be binding on UN member states — and ignored at least 40 non-binding General Assembly Resolutions. There is a strong case for throwing Israel out of the UN, given such a record and the fact that its membership in the first place was dependent on allowing Palestinian refugees to return to their homes. This has never been permitted by Israel, and the UN has been unable or unwilling to enforce the will of the international community.
In part, of course, this is because of the diplomatic protection given to Israel by the United States, which has used its veto in the Security Council to block resolutions critical of Israel at least 40 times since 1972. It also reflects the impotence of Europe in the face of whatever power the pro-Israel lobby has over its politicians. European guilt over the Holocaust, perhaps? Or something more mundane, such as electoral influence and donations? Or maybe a combination of the two.
Whatever it is, we can’t pin the blame entirely on Trump and the US; European complicity has also played a role in allowing Israel to act with impunity, as has the collaboration of the Palestinian Authority in what President Mahmoud Abbas has called its “sacred” security cooperation with the occupying state. Indeed, as is now becoming clear, it seems as if major Arab countries have been involved in their own, under the radar, collaboration with Israel by establishing now very open links with the Zionist state.
It is hard to know at the moment if Trump actually understands what impact his move on Jerusalem will have on the people in the region. None of us knows for certain, of course, but it doesn’t take a genius to work out that the prospects for a just peace are now even more remote. A peace of sorts could be imposed by brute force, no doubt, but it would never be based on justice; and it would never last.
Do the US President and his right-wing supporters care about this? Probably not. America’s Christian Zionists largely back him to the hilt, and they aren’t interested in peace; they see the establishment of the state of Israel and the “incoming of the exiles” (the Jews) as an essential prelude to the second coming of Jesus and “the rapture”; ultimately, in fact, the end of the world. The late Grace Halsell explained this thinking in her 1999 book “Forcing God’s Hand”. Israel exploits this through its lobby groups around the world to gain political, military and economic support.
What effect will Trump’s declaration have on the Palestinians for whom Jerusalem is home? Will Israel complete the ethnic cleansing of the city by forcing them out and bringing their complete ethnic cleansing a step closer? With the US watching its back, it is perfectly feasible that the far-right government of Benjamin Netanyahu will feel emboldened enough to do this.
Another option would be for the Jerusalemite Palestinians to be offered Israeli citizenship, but that would upset those who already see Israel’s 20 per cent non-Jewish citizens as a democratic threat to the “Jewish State”. The likelihood, therefore, is that Israeli Apartheid will simply be entrenched further and those Palestinians left in occupied Jerusalem will face yet more discrimination at the hands of an overtly racist government.
Pro-Israel lobbyists are forever bleating that the campaign for justice for and by the Palestinians seeks to “de-legitimise” the state, but they have yet to explain with any credibility the validity of its credentials; in truth, there is none. Israel’s latest poodle in Washington has now recognised an illegitimate capital for a state without legitimacy.
Moreover, Israel has become a rogue state par excellence; not only is its star rising— for now — but it has also been incredibly successful in convincing the major powers in the world that it is the innocent victim in all of this. However, it is no longer surrounded by hostile states; the “self-defence and security” excuse for its vile occupation and military offensives against Palestinian civilians is unravelling as Saudi Arabia and the UAE join Jordan and Egypt in tying their camels and putting their trust in Tel Aviv.
Israel is ticking the boxes on its wish list. The battle for Jerusalem appears to have been won. After incessant Jewish colonial-settler incursions into the Noble Sanctuary — which will be viewed in the future as its initial skirmishes — the battle for Al-Aqsa Mosque, the heart of the Palestinian and Muslim presence in the Holy Land, may well be about to start in earnest. Recognition of Jerusalem as Israel’s capital is just the beginning. The next target will be to occupy and demolish Al-Aqsa and the Dome of the Rock Mosques and build a temple in their place. The blueprints for this are already prepared.
With the villain of the piece portrayed as the victim — poor little Israel — and those with international law and justice on their side demonised as wrongdoers, the days of the False Messiah may well be upon us. Anyone for Armageddon?

UN votes to nullify Israeli ‘jurisdiction’ over Jerusalem

The United Nations General Assembly has voted to declare as null any Israeli measure to practice jurisdiction over Jerusalem al-Quds, days before US President Donald Trump decides whether he would relocate the US embassy to the occupied city.
In a rare show of unity against the Tel Aviv regime, 151 countries voted on Thursday to adopt a resolution that denounced Israel as the “occupying power” of the Jerusalem al-Quds, a city that is holy to Muslims, Christians, and Jews alike.
“Any actions taken by Israel, the occupying Power, to impose its laws, jurisdiction and administration on the Holy City of Jerusalem are illegal and therefore null and void and have no validity whatsoever,” read the resolution.
The UN members also urged Tel Aviv to show “respect for the historic status quo at the holy places of Jerusalem, including the Haram al-Sharif, in word and practice,” referring to a hill in Jerusalem al-Quds where the al-Aqsa Mosque is located.
Israel lays claim to the entirety of Jerusalem al-Quds as its “capital” while Palestinians want its eastern part as the capital of a future state for themselves.
The city has seen tensions since 2015, when the Israeli military introduced restrictions on the entry of Palestinian worshipers into the al-Aqsa Mosque — Islam’s third holiest site. Over 300 Palestinians have lost their lives at the hands of Israeli soldiers ever since.
Last year, it was reported that Israel has been omitting from the city’s maps significant Muslim and Christian holy sites and entire neighborhoods in the area while highlighting dozens of sites with dubious historical importance.
Only five countries — the US, Canada, the Marshall Islands, Micronesia and Nauru — opposed the Thursday resolution at the UN, which was also voted down by Israel’s UN envoy. Nine countries also abstained.
US embassy relocation
The strong-worded statement by the UN came days before Trump has to make up his mind over moving the US embassy from Tel Aviv to Jerusalem.
Since US Congress ruled in 1995 that the embassy be relocated from Tel Aviv, every president has deferred the tough decision. The act contains a clause that allows the president to renew a six-month waiver on the decision.
US Vice President Mike Pence says his boss, Donald Trump, is considering “when and how” to move the US embassy to Jerusalem al-Quds as a Friday deadline approaches.
Palestinians have warned that the potential relocation would fuel strong reaction in the region and deliver a death blow to any prospect of resolving the Israeli- Palestinian conflict.
How Israel is ‘cleansing’ Palestinians from Greater Jewish Jerusalem
Measures aim to annex settlements to city and turn Palestinian areas into no-man’s land, warn rights groups

Israel is putting in place the final pieces of a Greater Jewish Jerusalem that will require “ethnically cleansing” tens of thousands of Palestinians from a city their families have lived and worked in for generations, human rights groups have warned.
The pace of physical and demographic changes in the city has accelerated dramatically since Israel began building a steel and concrete barrier through the city’s Palestinian neighbourhoods more than decade ago, according to the rights groups and Palestinian researchers.
Israel is preparing to cement these changes in law, they note. Two parliamentary bills with widespread backing among government ministers indicate the contours of Jerusalem’s future.
One bill intends to annex to Jerusalem some 150,000 Jews in illegal West Bank settlements surrounding the city. As well as bolstering the city’s Jewish population, the move will give these additional settlers a vote in Jerusalem’s municipal elections, pushing it politically even further to the right.
Another bill will deny more than 100,000 Palestinians on the “wrong” side of the barrier rights in the city. They will be assigned to a separate local council for Palestinians only, in what observers fear will be a prelude to stripping them of residency and barring them from Jerusalem.
Meanwhile, a web of harsh Israeli policies, including late-night arrests, land shortages, home demolitions and a denial of basic services, are intensifying the pressure on Palestinian inside the wall to move out.
These measures are designed to pre-empt any future peace efforts, and effectively nullify Palestinian ambitions for a state with East Jerusalem as its capital, said Aviv Tartasky, a field researcher with Ir Amim, an Israeli group advocating fair treatment for Palestinians in Jerusalem.
“What is going on is ethnic cleansing, without guns,” Tartasky told Middle East Eye. “Israel hopes to get rid of a third of Jerusalem’s Palestinian population through legislative moves alone.”
Demographic fears
Israel’s demographic concerns in Jerusalem date back to 1967, when it occupied and annexed East Jerusalem, combining the large Palestinian population there with West Jerusalem’s Jewish population. It also expanded the city’s municipal borders as a way to covertly annex West Bank land.
Israel initially set an upper limit of 30 per cent Palestinians to 70 per cent Jews in what it called its new “united, eternal capital”, but has been losing the battle to maintain that ratio ever since. Higher Palestinian birth rates mean that today there are more than 315,000 Palestinians in East Jerusalem, comprising nearly 40 per cent of the city’s total population. Projections suggest Palestinians could be a majority within a decade.
Although few Palestinians in Jerusalem have taken or been allowed Israeli citizenship, and almost none vote in municipal elections, Israel fears their growing numerical weight will increasingly make its rule in the city untenable.
“What we have in Jerusalem is an apartheid system in the making,” Mahdi Abd al-Hadi, a Palestinian academic in Jerusalem, told MEE.
“Israeli policies are dictated by demographic considerations and that has created a huge gulf between the two societies. Palestinians are being choked.”
‘Save Jewish Jerusalem’
Fear of the demographic loss of Jerusalem provoked the launch of a high-profile campaign by political and security leaders last year: “Save Jewish Jerusalem”. Fearful that Palestinians will soon be a majority and might start voting in municipal elections, the campaign warned Jewish residents they would “wake up to a Palestinian mayor in Jerusalem”.
Over the past year government ministers, including education minister Naftali Bennett, have aggressively pushed for the annexation of Maale Adumim, a large settlement outside Jerusalem, in the West Bank. Gradually, they appear to be winning the argument.
Late last month a ministerial committee was set to approve a Greater Jerusalem Bill, legislation intended to expand Jerusalem’s municipal borders to include Maale Adumim and several other large settlements in the West Bank. It won Netanyahu’s backing.
The settlements would have been annexed in all but name, and their 150,000 residents become eligible to vote in municipal elections.
De facto annexation
Yisrael Katz, the minister of transport and intelligence who helped introduce the bill, has said its purpose is to “safeguard a Jewish majority” in the city. A recent poll showed 58 per cent of Israeli Jews support the plan.
Under pressure from the administration of US President Donald Trump, Netanyahu has temporarily put the bill on the back burner. Washington is reportedly worried that the legislation will stymie a peace initiative it is reportedly about to unveil.
Ir Amim fears the legislation is likely to be revived when pressure dissipates. A position paper it published last week warned that the legislation was the “first practical move since the annexation of East Jerusalem in 1967 to implement the de facto annexation of areas in the West Bank to Israel”.
After decades of implanting Jewish settlers in the midst of Palestinian areas to prevent their development and growth, Israel is beginning the difficult process of disentangling the two populations, said Tartasky.
Eviction notices
The effects are being felt keenly on the ground.
Last Friday, Israeli forces stormed the Bedouin village of Jabal al-Baba and issued “eviction” notices to its 300 residents. In August the Israeli army demolished the village’s kindergarten school.
Jabal al-Baba stands between East Jerusalem and Maale Adumim.
“These Palestinian communities outside Jerusalem are like a bone in the throat for Israel,” said Tartasky. “Israel is trying to make their life as hard as possible to force them to leave, and so create a territorial continuity between Jerusalem and the settlements.”
The latest raid on Jabal al-Baba came immediately after Israel notified the hundreds of residents of Walaja that a military checkpoint would be relocated close to the entrance to their village. That will cut them off from ancient agricultural terraces on Jerusalem’s uplands their families have farmed for generations.
Although many of Walaja’s residents have Jerusalem identity papers issued by Israel, the new move will effectively seal them off from the city, as well as their lands. The terraces and a nearby spring, where the villagers water livestock, will become “attractions” in an expanded Jerusalem metropolitan park.
Chokehold tightening
Meanwhile, Israel is tightening its chokehold on Palestinians in East Jerusalem’s built-up areas.
Those on the far side of the concrete wall have been effectively abandoned by the Jerusalem municipality, and are finding it ever harder to access the rest of the city, said Daoud Alg’ol, a Palestinian researcher on Jerusalem.
A bill by Zeev Elkin, the Jerusalem affairs minister, is designed to disconnect from the Jerusalem municipality Palestinian neighbourhoods such as Walaja, Kafr Aqab, Shuafat refugee camp and Anata, which lie beyond the separation wall.
They would be hived off into a separate local council for Palestinians, instantly reducing the city’s Palestinian population by a third.
“Once Palestinians are in a separate local council, Israel will say the centre of their life is no longer in Jerusalem and their Jerusalem residency papers will be revoked,” said Alg’ol. “This already happens, but now it will be on a much larger scale.”
Since 1967, Israel has revoked the residency permits of more than 14,000 Palestinians, forcing them to leave Jerusalem.
Twilight zones of neglect
Even though their residents pay taxes to the Jerusalem municipality, Palestinian areas outside the barrier are already “twilight zones” of neglect and lawlessness.
In Kafr Aqab, for example, which is sealed off from the rest of East Jerusalem behind the wall and a military checkpoint, residents receive few services. Israel, however, has also denied the Palestinian Authority access.
“They are living in a no-man’s land,” said Alg’ol.
These areas have become a destination both for criminals and for Palestinian families caught out by Israel’s intricate web of strict residency regulations. Palestinians in the West Bank are denied access inside Jerusalem’s wall, while Palestinians in Jerusalem risk being stripped of their residency papers if they move out of the city.
Couples who have married across that residency divide have found a refuge in Kfar Aqab as Israel slowly disconnects the neighbourhood off from East Jerusalem. Residents say the population there has rocketed from a few thousand to tens of thousands in the past few years.
As a result, a building boom has taken place beyond the wall as Palestinians take advantage of a lack of enforcement by Israel of its building regulations. That has offered demographic gains for Israel too, said Alg’ol.
Housing crisis
“Planning restrictions and land shortages inside the wall have created a housing crisis for Palestinians, making it too expensive for them to live there,” he said. “They have been forced to move to areas outside the wall to find more affordable housing. Economic pressure is creating a silent transfer.”
Palestinians in neighbourhoods inside the wall are being driven out in other ways, noted Tartasky.
Traditionally, Israel has used a range of policies to strip Palestinians of land and prevent development in Jerusalem and justify house demolitions.
Those have included declaring Palestinian areas “national parks”, thereby criminalising the homes in them; confiscating the last green areas to build Jewish settlements; and allowing settlers to take over Palestinian properties in the Old City and surrounding neighbourhoods as israel seek to strengthen its hold over the city’s holy sites, especially al-Aqsa mosque.
There are now some 200,000 Jewish settlers living in East Jerusalem.
“Palestinians are never part of the planning in Jerusalem, and their interests are never taken into account – they are always an obstacle to be removed,” Alg’ol told MEE. “Israel wants the land but not the Palestinians on it.”
Late-night raids
Pressure has mounted on Palestinians in Jerusalem, noted Tartasky, as their communities have been denied schools and basic municipal services. More than 80 per cent of Palestinian children live below the poverty line.
The Jerusalem municipality and police have also begun stepping up “law enforcement” operations against Palestinians – or what residents term “collective punishment”. Under claims of “restoring order”, there has been a wave of recent late-night raids in areas like A-Tur and Issawiya. Large numbers of Palestinians have been arrested, demolition orders issued and businesses closed.
“Israel is using the same militarised methods as in the West Bank,” said Tartasky. “The assumption is these pressures will encourage them to move to areas outside the barrier, where sooner or later they will lose their residency rights.
“Israel has realised that is an opportunity it can exploit.”
The office of Jerusalem’s mayor, Nir Barkat, issued a statement to MEE denying that the situation of Palestinians in East Jerusalem was deteriorating. It said that there had been dramatic improvements in Palestinian areas in the provision of schools, community centres, sports fields, new roads, postal services and welfare.
It added that Barkat had “developed a plan unprecedented in scope and budget allocation to reduce gaps in East Jerusalem in order to address the 50 years of neglect he inherited from his municipal predecessors and successive Israeli governments.”
Alg’ol said the municipal claims were a denial of reality. “Israel wants to create a make-believe city free of Palestinians,” he said. “Where it can, it is ethnically cleansing them from the city. And where it can’t, it simply hides them from view.”
Palestinian demolishes own home in Jerusalem to avoid Israeli fines

JERUSALEM – A Palestinian from the occupied East Jerusalem neighborhood of Silwan was forced to destroy his own home on Saturday in order to avoid incurring a demolition fee from Israel’s Jerusalem Municipality, which was set to carry out the demolition.
According to the Wadi Hilweh Information Center, Abd al-Ghani Dweik, a resident of the al-Bustan area of Silwan, said that the Israeli municipality issued a demolition order against his house, along with a demolition fee of 80,000 shekels ($22,741).
Four people were residing in the home, which was built two years ago.
A spokesman of a Silwan-based committee formed to fight demolitions, Fakhri Abu Diab, previously told Ma’an that all 100 residential structures in the al-Bustan area are slated for demolition, and that the 1,570 residents of the area have exhausted all legal options.
The residents of al-Bustan have been embroiled in a decades-long battle that began in the 1970s after the Israeli government embarked on a plan to build a national park in the area, with the city’s master plan defining the area as an open space where construction was prohibited, according to Israeli rights group B’Tselem.
Due to the designation, residents have long faced great difficulties contending with demolition orders issued against the homes that were built there without permits — mostly in the 1980s — due to the increasing population in Silwan.
The municipality began issuing demolition orders and indictments to homes in al-Bustan in 2005 as part of the Israeli authorities’ plan to establish the Jewish site “King David’s Garden” in Silwan and around the “Holy Basin,” which includes many Christian and Muslim holy sites.
Silwan is one of many Palestinian neighborhoods in East Jerusalem that has seen an influx of Israeli settlers at the cost of home demolitions and the eviction of Palestinian families.
According to UN documentation, as of November 6, 119 Palestinian-owned structures were demolished by Israel in East Jerusalem since the beginning of the year, displacing at least 211 Palestinians. A total of 190 Palestinian buildings were demolished in East Jerusalem in 2016.
Palestinian elected as Rapporteur of UNESCO Cultural Committee

Palestine’s Ambassador to UNESCO, Mounir Anastas, has won the election for the post of Rapporteur for the organisation’s Cultural Committee, Quds Press has reported. The result was announced on Thursday.
An Italian official has been elected as President of the Committee, with representatives of Venezuela, Albania, the Philippines and Zambia taking positions as members.
During its meeting, the Committee agreed unanimously, without the need for a vote, on a resolution to maintain the cultural heritage of Jerusalem’s Old City. The resolution called for an interactive monitoring delegation to be sent to the Old City in order to evaluate the situation and carry out a work plan and prepare advice on the measures needed to be taken in cooperation with all interested parties.
Members of the committee expressed their concern about official procrastination over the implementation of UNESCO’s executive council decisions regarding Jerusalem’s Old City, which is still under Israeli occupation.
In October 2017, UNESCO’s largest donor, the US, confirmed that it would be withdrawing, explicitly citing the reason as UNESCO’s anti-Israel resolutions. It will instead establish an observer mission at the Paris-based organisation to replace its representation.
UN expert mulls sanctions on Israel over Palestine occupation

A UN human rights expert has accused Israel of violating a number of international laws and resolutions while suggesting legal action, including travel bans, against the Middle Eastern state. Tel Aviv countered by saying the UNHRC “has lost all touch with reality.”
“Israel’s role as occupier in the Palestinian Territory – the West Bank, including East Jerusalem, and Gaza – has crossed a red line into illegality,” said Canadian law professor Michael Lynk, who is the UN’s Special Rapporteur on the situation of human rights in the Occupied Palestinian Territories.
Presenting his latest report to the UN General Assembly in New York, the expert described Israel’s actions in the region as “the longest-lasting military occupation in the modern world.” He then suggested the UN proceed with relevant international legal processes to force Israel change its policy, which so far “shows no signs of ending.”
In order to do so, the UN should seek to proclaim the occupation of Palestine illegal. As a first step, he suggests that the UN request the International Court of Justice to offer its assessment of the situation.
As things stand, Israel is regarded “as the lawful occupant of the Palestinian territories,” he pointed out, saying that this position does not correspond with reality.
Israel’s actions are “in defiance of 40 plus resolutions of the [UN] Security Council, 100 plus resolutions of the General Assembly, and rulings of the International Court of Justice,” Lynk underlined. He added that the current “focus” on the Israeli-Palestinian issue “is not anti-Israel, it’s an anti-occupation.”
Once Israel’s actions are officially pronounced illegal, the international community could put pressure on Tel Aviv through suspending certain forms of cooperation.
“Only when the Israelis need visas to travel abroad and don’t receive them, only when the EU trade with Israel is limited and only when cooperation in academic, military and economic fields with Israel comes to an end – only then will we see a real change,” Lynk explained at a news conference Thursday.
Israel’s envoy to the UN, Danny Danon, strongly condemned the special rapporteur’s claims, saying the UN body Lynk represents “has lost its legitimacy.”
“[UNHRC] focuses obsessively on attacking Israel instead of working on resolving the real human rights problems plaguing the world,” Danon said in a statement as quoted by the Israeli media. “The Council has lost all touch with reality,” he added.
However, according to the UN special rapporteur, calls to end the occupation of Palestine also emanate from within Israel. The UN official in particular cited the publisher of Israel’s Haaretz newspaper, Amos Schocken, who said international pressure “is precisely the force” that can help change things in the crisis.
The UN has recently included some of the biggest Israeli and international firms operating in the West Bank, East Jerusalem and the Golan Heights on a blacklist of those violating “international law and UN resolutions.”
Some 130 Israeli companies as well as dozens of international firms and corporations have already received warnings from the UN High Commissioner for Human Rights, Zeid bin Ra’ad al-Hussein, on impending inclusion on the list, according to the Israeli outlet, Ynet News.
Earlier in October, Israel approved construction of over 30 new settlements in the UNESCO-protected city of Hebron, which is the largest Palestinian community in the West Bank.

Two Republican politicians have submitted a resolution to Congress condemning UNESCO, days after the US announced that it would be withdrawing from the organisation over its “anti-Israel bias”, according to the Times of Israel.
Senator Ted Cruz and Republican Matt Gaetz authored the resolution last Friday which condemns UNESCO for trying to delegitimise the Jewish state and “recognises and affirms the historical connection of the Jewish people to the ancient and sacred city of Jerusalem”.
Last year, UNESCO voted in favour of a resolution that denied any connection between Al-Aqsa Mosque and Judaism; Israel relies on such a claim in recognising the Muslim holy site as the “Temple Mount”.
“The Jewish people, and the people of Israel, have a deep and ancient connection to the holy city of Jerusalem,” Gaetz claimed. “Yet the United Nations Educational, Scientific and Cultural Organisation (UNESCO) … is actively trying to rewrite history.”
The proposed resolution also calls on the US to partner with its allies in preventing the group from passing similar measures in the future; a sentiment echoed by US ambassador to the UN, Nikki Haley, after the decision to exit was announced last week, when she warned that other UN agencies could face similar action if they did not reform.
Last week, Israel chose to follow the US and prepare for its exit from the international body, but appeared to leave the door open to reconciliation announcing that the change would take at least a year, and would be dependent on UNESCO’s future actions.
In May, UNESCO ruled that Israel is an “occupying power” and condemned illegal Israeli activity in occupied East Jerusalem a month later.
Israelis were angered once again in July following the designation of the Ibrahimi Mosque in occupied Hebron, a site which is stormed regularly by illegal Israeli settlers, as a Palestinian World Heritage Site under threat from Israel.
In response, Israel and the US have cut funding to UNESCO on multiple occasions, accusing it of “anti-Semitism”.
Israel Bans Children from Playing in Al-Aqsa Mosque Courtyard

Israeli occupation authorities have prohibited Muslim children from playing in the courtyards surrounding Al-Aqsa Mosque.
A report by the Israeli TV Channel 7 said that orders were issued to police units at Al-Aqsa in occupied Jerusalem not to allow children to play with balls in the courtyards.
It also reported, according to Days of Palestine, that the Israeli Supreme Court issued an order banning Jerusalemite children from playing in Al-Aqsa courtyards.
The order was issued after complaints filed, about a month ago, by settlers who stormed Al-Aqsa Mosque and claimed to have seen children playing football around the schools.
According to the Supreme Court ruling, “ball games on Temple Mount [Al-Aqsa Mosque] are prohibited as it violates its sanctity.”
According to the Israeli police, the order is aimed primarily at the areas adjacent to the Islamic schools located in the courtyards of Al-Aqsa Mosque.
Jewish organisations have demanded that such practices be banned and that those found doing so be prosecuted or at least have their balls confiscated.
They claim that playing football “is a violation of the law regarding holy areas. The maximum punishment for this is seven years of imprisonment.”
They also claimed that such practices are considered “a desecration of a holy site and cause emotional distress” to the Jews storming the mosque.
Israel To Commit War Crime Against West Bank Villagers

and forcible transfer is a war crime.”

These villages have been living for years without basic health, education, and welfare services, and without proper electricity or sewage systems. They are under constant surveillance for “illegal” construction—structures built without a permit from the Israeli government (permits are impossible to obtain in this region). These structures, many built of necessity to house growing families, are then quickly demolished by Israel’s Civil Administration.
Israel makes life almost unbearable for these Palestinians. Demolishing homes is just the beginning: grazing and farming land is confiscated, making it harder and harder for the residents to feed themselves and make a living; roads are nearly impassable; settlers and Israeli authorities harass them daily.
This is taking place not in Israel, but in the West Bank, on Palestinian land under full control of Israel.
One community that is at risk of imminent expulsion is Khan al-Ahmar. The Bedouin tribe has already been expelled twice since the 1950s.]

Israeli rights group B’Tselem said, on Monday afternoon, that Israeli government is to commit war crimes against Palestinian villagers in Khan al-Ahmar.
B’Tselem Executive Director Hagai el-Ad said, according to Days of Palestine: “Following the state’s response submitted earlier today to the [Israeli] High Court of Justice, that the state was asking the court to authorize a war crime.”
He explained: “No sanctimonious language about a ‘planning, proprietary and realistic’ alternate, or ‘time to prepare’ can erase the disgrace or hide the facts: the destruction of Khan al-Ahmar means the forcible transfer of protected persons, and forcible transfer is a war crime.”
El-Ad added: “Those responsible for it will bear personal criminal liability – exactly as B’Tselem stated two weeks ago, in a letter addressed to the prime minister, defence minister, justice minister, chief of staff and the head of the Civil Administration.”
According to updated data, Khan al-Ahmar community, which lives on land Israel has earmarked for settlement expansion in the area, is home to 32 families numbering 173 persons, including 92 minors.
It has a mosque and a school, which was established in 2009 and serves more than 150 children between the ages of six and fifteen – some of them from neighbouring communities.
Khan al-Ahmar is located around the illegal Israeli settlement of Ma’aleh Adumim, in the occupied Palestinian West Bank.
The Israeli occupation considers it strategic for building and expanding illegal settlements and establishing a territorial link between Ma’aleh Adumim and Jerusalem.
