The White Helmets Ride Again
How easy it is to give awards to terrorists

I am often asked to explain why countries like Iran appear to be so aggressive, involving themselves in foreign wars and seeking to create alliances that they know will provoke the worst and most paranoid responses from some of their neighbors. My response is invariably that perceptions of threat depend very much on which side of the fence you are standing on. Saudi Arabia and Israel might well perceive Iranian actions as aggressive given the fact that all three countries are competing for dominance in the same region, but Iran, which is surrounded by powerful enemies, could equally explain its activity as defensive, seeking to create a belt of allies that can be called upon if needed if a real shooting war breaks out.
The United States and Israel are, of course, masters at seeing everything as a threat, justifying doing whatever is deemed necessary to defend against what are perceived to be enemies. They even exercise extraterritoriality, with Washington claiming a right to go after certain categories of “terrorists” in countries with which it is not at war, most particularly Afghanistan, Yemen and Somalia. Israel does likewise in its attacks on Lebanon and Syria. Both Tel Aviv and Washington have regularly crossed the line drawn by international legal authorities in terms of what constitutes initiating a “just” or “legal” war, i.e. an imminent threat to use force by a hostile power. Neither Israel nor the United States has really been threatened by an enemy or enemies in the past seventy years, so the definition of threat has been expanded to include after-the-fact as with 9/11 and potential as in the case of Israel and Iran.
The “which side of the fence” formulation has also had some interesting spin-offs in terms of how so-called non-state players that use violence are perceived and portrayed. Nearly all widely accepted definitions of terrorism include language that condemns the “use of politically motivated violence against non-combatants to provoke a state of terror.”
It is quite easy to identify some groups that are unambiguously “terrorist.” Islamic State in Syria (ISIS) and its various affiliates fit the definition perfectly, but even in that case there is some ambiguity by those state actors who are ostensibly pledged to eradicate terrorists. There have been credible claims that the United States has been protecting the last enclaves of ISIS in order to maintain its “right” to stay in Syria, allegedly based on the stated objective of completely destroying the group before withdrawal. As long as ISIS is still around in Syria, Washington will have an admittedly illegal justification for doing likewise.
There are two notable groups that should be universally condemned as terrorists but are not for political reasons. They are the Mujaheddin e Khalq (MEK), Iranian dissidents that are based in Paris and Washington, and the so-called White Helmets who have been active in Syria. MEK is particularly liked by Israel and its friends inside the Beltway because it retains resources inside Iran that enable it to carry out assassinations and sabotage, and if it is only Iranians that are dying, that’s okay.
MEK has been on the State Department roster of foreign terrorist organizations since the list was established in 1997. Its inclusion derives from its having killed six Americans in the 1970s and from its record of violence both inside and outside Iran since that time. The group was driven out of Iran, denied refuge in France, and eventually armed and given a military base by Iraq’s leader Saddam Hussein. Saddam used the group to carry out terrorist acts inside Iran. MEK is widely regarded as a cult headed by a husband and wife team Massoud and Maryam Rajavi. Its members were required to be celibate and there are reports that they are subjected to extensive brainwashing, physical torture, severe beatings even unto death, and prolonged solitary confinement if they question the leadership. One scholar who has studied them describes their beliefs as a “weird combination of Marxism and Islamic fundamentalism.” Like many other terrorist groups MEK has a political wing that operates openly referred to as the National Council of Resistance of Iran (NCRI), which is based in Paris, and another front organization called Executive Action which operates in Washington.
MEK was regarded as a terrorist group until 2012, when it was taken off the Special Designation list by Secretary of State Hillary Clinton. It was removed because multi-million dollar contracts with Washington lobbying firms experienced at “working” congress backed up by handsome speaking fees had induced many prominent Americans to join the chorus supporting NCRI. Prior to 2012, speaking fees for the group started at $15,000 and went up from there. Former Pennsylvania governor Ed Rendell reported more than $150,000 in honoraria. Rudy Giuliani has been paid generously for years at $20,000 per appearance for brief, twenty-minute speeches. Bear in mind that MEK was a listed terrorist group at the time and accepting money from it to promote its interests should have constituted material support of terrorism.
The group’s well-connected friends have included prominent neocons like current National Security Advisor John Bolton and ex-CIA Directors James Woolsey, Michael Hayden and Porter Goss as well as former Generals Anthony Zinni, Peter Pace, Wesley Clark, and Hugh Shelton. Traditional conservatives close to the Trump Administration like Newt Gingrich, Fran Townsend and Secretary of Transportation Elaine Chao are also fans of NCRI. Townsend in particular, as a self-proclaimed national security specialist, has appeared on television to denounce Iran, calling its actions “acts of war” without indicating that she has received money from an opposition group.
MEK’s formula for success in removing itself from the terrorism lift involved paying its way through a corrupt political system. More interesting perhaps is the tale of the White Helmets, who have just been given the 2019 Elie Wiesel Award by the National Holocaust Museum, with the citation “These volunteer rescue workers have saved lives on all sides of the conflict in Syria. Their motto is ‘To save one life is to save all of humanity.’”
The White Helmets have been praised by those who hate the government of President Bashar al-Asad in Syria and want to see it removed because of its role as a leading element in the propaganda campaign that seeks to instigate violence or use fabricated information to depict the Damascus government as guilty of slaughtering its own citizens. The propaganda is intended to terrorize the civilian population, which is part of the definition of terrorism.
Favorable media coverage derives from the documentary The White Helmets, which was produced by the group itself and tells a very convincing tale promoted as “the story of real-life heroes and impossible hope.” It is a very impressive piece of propaganda, so much so that it has won numerous awards including the Oscar for Best Documentary Short last year and the White Helmets themselves were nominated for the Nobel Peace Prize. More to the point, however, is the undeniable fact that the documentary has helped shape the public understanding of what is going on in Syria, describing the government in Damascus in purely negative terms.
Recently, with the Syrian Army closing in on the last White Helmet affiliates still operating in the country, the Israeli government, assisted by the United States, staged an emergency humanitarian evacuation of the group’s members and their families to Israel and then on to Jordan. It was described in a BBC article that included “The IDF said they had ‘completed a humanitarian effort to rescue members of a Syrian civil organization and their families’, saying there was an ‘immediate threat to their lives.’ The transfer of the displaced Syrians through Israel was an exceptional humanitarian gesture. Although Israel is not directly involved in the Syria conflict, the two countries have been in a state of war for decades. Despite the intervention, the IDF said that ‘Israel continues to maintain a non-intervention policy regarding the Syrian conflict.’”
All of the Israeli assertions are nonsense, including its claimed “humanitarianism” and “non-intervention” in the Syrian war, where it has been bombing almost daily. The carefully edited scenes of heroism under fire that have been filmed and released worldwide conceal the White Helmets’ relationship with the al-Qaeda affiliated group Jabhat al-Nusra and its participation in the torture and execution of “rebel” opponents. Indeed, the White Helmets only operate in rebel held territory, which enables them to shape the narrative both regarding who they are and what is occurring on the ground.
The White Helmets travelled to bombing sites with their film crews trailing behind them. Once at the sites, with no independent observers, they are able to arrange or even stage what is filmed to conform to their selected narrative. Exploiting their access to the western media, the White Helmets thereby de facto became a major source of “eyewitness” news regarding what was going on in those many parts of Syria where European and American journalists were quite rightly afraid to go, all part of a broader largely successful “rebel” effort to manufacture fake news that depicts the Damascus government as engaging in war crimes directed against civilians, an effort that has led to several attacks on government forces and facilities by the U.S. military. This is precisely the propaganda that has been supported both by Tel Aviv and Washington.
Perhaps the most serious charge against the White Helmets consists of the evidence that they actively participated in the atrocities, to include torture and murder, carried out by their al-Nusra hosts. There have been numerous photos of the White Helmets operating directly with armed terrorists and also celebrating over the bodies of execution victims and murdered Iraqi soldiers. The group’s jihadi associates regard the White Helmets as fellow “mujahideen” and “soldiers of the revolution.”
So, the National Holocaust Museum, which is taxpayer funded, has given an apparently prestigious award to a terrorist group, something which could have been discerned with even a little fact checking. And the museum also might have been sensitive to how the White Helmets have been used in support of Israeli propaganda vis-à-vis Syria. Perhaps, while they are at it, the museum’s board just might also want to check out Elie Wiesel, for whom the award is named. Wiesel, who was a chronicler of Jewish victimhood while persistently refusing to acknowledge what Israel was doing to the Palestinians, notoriously mixed fact and fiction in his best-selling holocaust memoir Night. Ironically, the award and recipient are well matched in this case as mixing fact and fiction is what both Elie Wiesel and the White Helmets are all about.

Russia swats away Israeli bluster on Syria

The Russian version of the visit by Foreign Minister Sergey Lavrov and Chief of Staff General Valery Gerasimov to West Jerusalem on July 23 became available, finally, on Wednesday in the nature of a terse TASS report quoting a ‘military-diplomatic’ source in Moscow as saying that the visiting Russian officials “looked into the tasks of completing the anti-terrorist operation in Syria’s South.”
An unnamed Israeli official had earlier floated a story that Prime Minister Benjamin Netanyahu did some tough talking with Lavrov and “rebuffed” a Russian offer to create a 100-kilometre buffer zone adjacent to Golan Heights. Netanyahu reportedly insisted that he won’t be satisfied with anything short of Iran ending its presence in Syria conclusively.
The first indication that the talks didn’t go well came when Israel shot down a Syrian jet on July 24 in Quneitra bordering Golan. It was a calculated act of belligerence by Israel. (The Islamic State fighters who are present in the region have since released the photograph of the wreckage and the mutilated body of the Syrian pilot.)
The TASS report today punctures the Israeli version that the two Russian officials were deputed by President Vladimir Putin specially to discuss with Netanyahu the future of Iranian presence in Syria. (It now transpires that the Russian officials were on a tour of Israel, Germany and France.) The Israeli bravado can only be seen as a desperate ploy to cover up its humiliating defeat in Syria with the terrorist groups that were its proxies surrendering lock, stock and barrel in Daraa and Quneitra to the Syrian-Russian forces – especially the hasty exfiltration of the controversial group known as the White Helmets to Jordan via Golan Heights with the logistical help from the Israeli military.
Quite obviously, Moscow does not want to get entangled in the Israel-Iran tensions. This is also the American assessment of the Russian thinking, as articulated by the Director of the National Intelligence Agency Daniel Coats on Thursday:
“We have assessed that it’s unlikely Russia has the will or the capability to fully implement and counter Iranian decisions and influence (in Syria.) Russia would have to make significantly greater commitments [in Syria] from a military standpoint, from an economic standpoint. We don’t assess that they’re keen to do that.”
Nonetheless, the Israeli propaganda has gone overboard in attempting to create a wedge between Russia and Iran. (Read a fine piece, here, by Moon of Alabama on the Israeli disinformation campaign.) This couldn’t have gone down well in Moscow. At any rate, the Russian Foreign Ministry came out on July 24 with some sharp criticism of the move by the Israeli parliament (six days earlier) to adopt a bill known as Basic Law: Israel as the Nation-State of the Jewish People.
The operation by the Syrian forces (backed by Russian allies) to liberate Quneitra succeeded beyond expectations once Washington signaled that the extremist groups entrenched in the southern provinces bordering Jordan and Israel should not expect any American intervention to bail them out.
Damascus is now turning its attention to the liberation of the northwestern province of Idlib. It will be a major confrontation due to the presence of a large number of foreign terrorists in Northwestern Syria. The Iranian media reported that a Russian flag ship Ro-Ro Sparta was spotted crossing the Bosporus en route to Syria’s Tartus, carrying military cargo mostly ammunition, shells and missiles and that the reinforcements are meant for the Syrian Army’s “upcoming assault” on Idlib province.
Western States Salvage Terror Assets in Syria

Western states made a dramatic intervention in the Syrian war earlier this week to extricate hundreds of terrorist militants. The militants are to be fast-tracked for resettlement in Europe and Canada.
But in saving their terror assets, Western governments are risking future public safety as well as sowing seeds for increasing multicultural strife.
In a stunning revelation of the foreign links to the extremists in Syria, Israeli Prime Minister Benjamin Netanyahu ordered his military forces to evacuate up to 800 militants belonging to the so-called White Helmets. They are the propaganda merchants for Nusra Front and other al-Qaeda-linked terror organizations.
Netanyahu announced that the blatant intervention to rescue the jihadists in southwest Syria was made at the personal request of US President Donald Trump and the Canadian premier Justin Trudeau, “among others”.
Separately, there were reports of four senior jihadist commanders being given safe passage by Israeli forces out of Syria as the Syrian army closed in on the last-remaining militant strongholds around the southwest city of Daraa and Quneitra province.
Nor was it coincidental that the evacuation operations were accompanied by Israeli air strikes on Syrian government facilities in Hama province.
Damascus condemned the extraction of hundreds of jihadists by Israel and its Western allies as a “criminal operation” and further proof of the foreign sponsoring that has fomented the nearly eight-year war.
Of course, Netanyahu, Western governments and news media sought to portray the evacuation of the “White Helmets” as a “humanitarian gesture”. This was at the same time that Israeli warplanes and snipers were stepping up the killing of medics and civilians in Gaza.
Britain’s newly appointed foreign secretary Jeremy Hunt described the Israeli “rescue” of “White Helmets” as “fantastic news”, saying that the militants were the “bravest of the brave”.
We won’t delay too much here on this fraud. The so-called first responders of the “White Helmets” are a CIA, MI6-backed propaganda outfit working hand-in-hand with the terrorist militia. Their fake videos of chemical weapons attacks and air strikes have been a key propaganda device aided and abetted by the Western news media to demonize the Syrian armed forces and its Russian ally.
The fictitious propaganda stunt alleging a chemical weapon attack in Douma on April 7 this year resulted in a barrage of air strikes by the US, Britain and France.
Created in 2013 by a British MI6 agent and former British army officer James Le Mesurier, the so-called White Helmets have been funded with hundreds of millions of dollars by the governments of the US, Britain and other NATO states.
There is abundant video evidence showing members of this fake rescue group participating in gruesome executions by the al Qaeda-aligned militants with whom they associate. One such video shows an execution of a Syrian army soldier in Daraa, the city from where the latest evacuation of jihadists by Israel took place. Daraa is also, by the way, mendaciously referred to in the Western media as the “cradle of the revolution” or the “birthplace of the uprising” against President Assad’s government back in March 2011. The only thing that Daraa was a birthplace of was the US-led foreign covert war for regime change in Syria.
Now here’s a curious thing about the latest salvaging of terror assets in Syria. The United States and Israel are not taking any of the 800 militants for resettlement. Independent investigative journalist Vanessa Beeley, who has done much to expose the real macabre nature of the White Helmets and their terror links, says that both the US and Israeli no doubt realize that by taking in such “war refugees” they are inviting terrorists into their own societies.
Which makes you wonder why Britain, Germany and Canada are stepping up to the plate to offer the 800 White Helmets a home?
The case of Germany is particularly odd. Interior minister Horst Seehofer has personally authorized the resettlement of White Helmets spirited out of Syria by Israel. This is the same Seehofer who has mounted such a strong challenge to Chancellor Angela Merkel’s “open door” policy towards immigrants.
What we are witnessing is a suicidal ignorance by Western governments to take in these cadres of White Helmets. Perhaps Seehofer and other government ministers like Britain’s Jeremy Hunt are simply woefully misinformed. But surely the state security agencies of their respective countries know all too well the criminal, psychotic nature of the people whom they are allowing into their societies.
Such a callous disregard for public safety is not unprecedented. In his well-researched book, My Fight For Syrian Freedom, Irish peace activist Dr Declan Hayes details numerous cases of how jihadist assets were knowingly cultivated by British and French state security services for the purpose of waging the covert war for regime change in Syria and Libya. These assets have been allowed to return to Britain and France under the cover of being “refugees”, with the security services turning a blind eye to their true identity.
The nefarious relationship has resulted in these terror assets committing atrocities in Europe. For example, as Hayes points out, the Manchester concert bomb attack that killed 22 people in May last year was carried out by operatives belonging to a Libyan jihad cell that MI5 and MI6 had previously overseen for their objective of prosecuting the regime-change war in Libya against Muammar Gaddafi.
Similar murky connections between jihadists “blooded in Syria” and state secret services have been uncovered in terror attacks in France and Belgium. It is not clear if these terror assets go rogue or whether they are being used by British, French and other military intelligence as a deliberate provocation in order to promote tighter national security laws and greater surveillance powers over their citizens.
Declan Hayes reckons that the problem of Western-sponsored terrorists returning to Britain and other European countries under the cover of claiming to be “war refugees” is much greater than Western governments or their media are admitting.
Hayes says that in his experience of visiting Syria many times during the war, most families loyal to the government were adamantly defiant about staying in the country and defending their communities. He reckons that there is a legitimate concern that many of the refugees fleeing from formerly militant-held cities like Aleppo and Daraa are jihadists and their families.
This view supports the right of some European governments to be wary about taking in large numbers of refugees from Syria and other war-torn countries. There is a case for rigorous vetting, but such a case is often emotionally blackmailed by naive media commentary as being “heartless” or “racist”.
There is no doubt that Western government agencies have fomented terrorist groups in Syria and elsewhere to do their dirty work for destabilizing target governments.
Now that the war in Syria is all but over with the Syrian army, backed by Russia, Iran and Hezbollah, rooting out the last jihadist remnants, we are seeing Western states taking in their terror assets. Maybe as a desperate intervention to stop them from revealing the dirty secrets of Western government collusion.
The repatriation of the White Helmets terrorist propagandists to the UK, Germany and Canada is a classic illustration.
Western authorities are playing with fire. Not only are they running the risk of public safety from future terrorist incidents. They are also stoking the flames of xenophobia, racism and culture wars against many innocent refugees who have been given shelter in Western countries.

On Tuesday April 10th, 2018 at approximately 2pm EST, 21stCenturyWire.com sustained a heavy Denial of Service (DDoS) cyber attack and were only able to restore our systems yesterday afternoon.
We were not the only ones. Other leading alternative news websites were also hit at this exact time, including South Front, Hands Off Syria (Australia-based antiwar organisation), Fort-Russ, Syria News and others – each covering the situation in Syria closely and truthfully.
Based on the number of page requests or ‘bots’ that were hitting us each hour, this seemed similar to what happened to Craig Murray’s blog two weeks prior. In addition to the online attacks on alternative media outlets, Facebook was blocking similar content on their platform – including South Front, until they appealed and were eventually reinstated.
Based on these facts, we believe that it’s not “highly likely” but 100% certain that the party(s) attacking us and other similar platforms did so on behalf of a state actor – and in the interests of prosecuting another illegal war by way of deception based on a false pretext.
The entire false case for this latest US, UK and French missile strike relied on spurious claims made by US-funded ‘opposition’ group called the Syrian American Medical Society (SAMS), and more importantly – by videos produced and uploaded by the White Helmets, a pseudo NGO funded mainly by the UK government, as well as millions from US and EU member states, and who operate exclusively in terror-held areas of Syria. Their raison d’etre is precisely what took place this week – to manufacture and fabricate a case for western military intervention in Syria.
On this basis, we believe that it was no coincidence that this website, 21stCenturyWire.com, was attacked in part because we happen to house the largest White Helmets research archive on the web, thanks to the hard work of our associate editor Vanessa Beeley currently reporting from on the ground in Syria – bravely working to tell the truth not only about this week’s events, but also about the last seven years of the West’s dirty war on Syria.
In 2015, we blew open the White Helmets story and proceeded to keep digging through their rubble of lies to get a true picture of what this western construct was all about. Many mainstream bodies were not happy about our coverage, including a supposed ‘free press’ organisation, Reporters Without Borders who tried to block Vanessa’s testimony at the Swiss Press Club this past fall.
The establishment’s campaign continued, with defamatory and sloppy hit-pieces by leading mainstream media publications like the The Guardian and Rupert Murdoch’s The Times and various other media outlets – all designed to harass, intimidate and silence us, or anyone who dares to challenge the official western corporate narrative on the White Helmets and Syria.
This week the world saw the White Helmets in all their glory – serving the necessary propaganda to create a false pretext for another regime change war in the Middle East. What we are witnessing here is truly a criminal enterprise, made possible by western governments, their Gulf and NATO allies and their loyal battalions of proxy militants and terrorists, paid for by our public money and oil profits from Saudi Arabia, Qatar and others. And they have resources to prosecute war on many fronts including the information sphere, where they wage their war on truth from the fortified ivory towers of the mainstream media and the Silicon Valley, and in the cyber sphere through various government programs attempting to mute, shut down and censor in the name of ‘national security’ or worse, claiming that they are somehow ‘combating fake news’ by suppressing the truth. And yet, despite all this, we found their Achilles heel, hiding in plain sight.

SWEDHR Board of Directors ref. misattributed statements on White Helmets and alleged gas attacks in Syria

SWEDHR have performed several analyses around reports on alleged chemical attacks in Syria, which mostly have been originated from claims by the White Helmets and associates. In the main, our conclusions were that the alleged evidence appear clinically and epidemiological flawed. For instance, in regard to the Khan Shaykhun incident, as put forward in a document by the SWEDHR chair recently published by the United Nations Security Council. [1] We have also asked for independent, non-biased investigations done by meritorious scientists, instead of politically appointed investigators. In spite that was all we have centrally said on the ‘gas attacks’ issue, we have been unjustifiably attacked by some mainstream media in Sweden, led by Dagens Nyheter, [2] and elsewhere by Der Spiegel, [3] Le Figaro, [4] etc., and in social media –including deleterious references to our organization by Mr Kenneth Roth, [5] president of Human Rights Watch.
However, in recent weeks, the United States Defence Secretary, General (Ret.) Jim Mattis, announced in a press conference that they do not possess evidence of a sarin attack in Syria. [6] Days after, the French Defence Minister, Ms Florence Perly, declared that France has not confirmed evidence of chlorine attacks in Syria attributed to the government forces. [7] Both statements bring unequivocal support, and further credibility, to the conclusions on the very same issues we achieved at SWEDHR, published in April, May and November 2017, respectively (See Notes & References).
Concomitantly, our firm stance about the probe-issue regarding allegations on gas attacks in Syria, by no means contradicts our equally solid stance of considering the eventual perpetration of such attacks a hideous war crime. Neither our demand for a beyond-doubt evidence regarding the alleged responsibility of the Syrian government represents a per-default political endorsement. SWEDHR is by definition opposed to the notion of war. [8] Unlike HRW, we have not advocated for the bombing of Syrians, [9] or for a No-Fly Zone, such as the White Helmets and associates do [10] – which in practical terms would only enable the intensification of belligerent input from jihadists fighting for an Islamic State in Syria. [11] We have instead repeatedly advocated for a prompt settlement of the Syrian conflict via negotiations. We view the Sochi peace talks as positive and crucial in those regards, and we concur with UN Special Envoy Staffan de Mistura, that the progress made in Sochi may be also seen as contributing to the Geneva process. [12]
SWEDHR stances are absolutely independent, [13] we are not bounded to any political or financial interest; we do not receive any support, financial or otherwise, from any government, company or institution –as is the case of ‘stream human rights organizations’ such as Human Rights Watch or Amnesty. We demand respect for SWEDHR authentically independent commitment, and we will held in the future zero tolerance to libelous accusations in the mainstream media and social media which would contend otherwise. To this end, we are working for establishing the means for eventual legal actions.
As an example, the organization Reporters Without Borders, RSF, called the cancellation of the Swiss Press Club conference on the White Helmets of November 2017, referring SWEDHR as an “organization that, according with our information, acts as a tool of Russian propaganda.” [14] We openly challenged RSF to either publish the evidence for such an allegation they made in a public letter, or otherwise “to shame”. [15] RSF did not reply.

SWEDHR doctors analyzed in March-April 2017 video material posted by the organization White Helmets on alleged life-saving procedures of infants [16] [17]. The conclusions of these analyses or whereabouts of its authors have unfortunately been distorted, as in the case of an article in Codastory.com propagated by Kennet Roth, [5] or a publication by Veterans Today, which we have already refuted. [18]
In recent weeks further misquotes of the SWEDHR doctors’ conclusions on the above-mentioned videos recirculated in social media. This quote, wrongly attributed to SWEDHR says, “Quote: The implication is that the White Helmets may have actually killed children and/or were using already-dead children ‘as propaganda props’.” Which is something SWEDHR doctors never have affirmed.
Instead, the conclusion by the SWEDHR doctors was:
“Lifesaving procedures on the children showed in the White Helmets videos were found to be fake, and ultimately performed on dead children… Which is not the same than affirming that the personnel seen in the videos caused the dead of the infant. In forensic terms, the actual cause of death, as well as the mode and the issue of intent, refer to different items than those treated in our analysis.” [17]
We would like to detail our stance on the White Helmets issue, in order to avoid further misuse or misreading of our investigations:
Even if we have contributed to expose fake life-rescuing episodes as shown in materials posted by the White Helmets themselves, our criticism differs from other authors or news platforms. As the SWEDHR chairman conveyed expressly on behalf of this board of directors at the Swiss Press Club conference of November 2017:
“The point for us has not been to demonise the individual participation of some well-minded volunteers deploying natural solidarity with civilians, which in a given moment are –tragically as in all wars– victims of a collateral damage. Neither is the case to criticise the humanitarian rescue-activity per se, in those cases in which that activity has been real. Instead, our analyses on the White Helmets materials aim to focus on two mayor issues pertaining the White Helmets as institution: a) The geopolitical significance of the White Helmets as an international construction in the propaganda war, and b) The using of this organization as a main source of information by UN investigative commissions.” [20]
We mean that although we do not deny that its individual ranks may have occasionally performed rescue maneuvers, we consider the organization White Helmets as mainly a political organization, with self-declared political aims, and with a war-propaganda purpose which coincides with the geopolitical interests of the powers that finance its operations. We find highly demonstrative that the White Helmets operate solely in territories in the main under the governance of militant jihadists formations, fighting for replace a secular government for a Sharia fundamentalist rule. [11] Which makes even more incomprehensible the support given to this organization by democratic, secular European countries such as Sweden. [21]
We hope the above clarifications will help to a more objective analysis about SWEDHR participation in this principal human rights debate, done in the context of a war which have costed nearly half million lives, and further risks a tragic geopolitical enhancing.

Same Old: Notorious White Helmets Report a Chemical Attack, Blame Damascus Again

An infamous NGO that was repeatedly accused of falsifying information about its operations and essentially working as a propaganda outlet for anti-government militants in Syria, now claims that Damascus deployed chemical weapons in Eastern Ghouta.
The notorious White Helmets group claims that the Syrian government deployed chlorine gas against the town of Al-Shifoniya town in Eastern Ghouta, killing one child and causing “widespread suffocation” among the local civilians, Anadolu Agency reports.
The White Helmets, a group that styles itself as an NGO seeking to ease the plight of civilians in Syria suffering from the ongoing conflict in the country, has previously been accused of falsifying information about its work in Syria and staging “rescue” attempts in its propaganda videos.
Earlier the Russian Defense Ministry warned that militant groups in Eastern Ghouta were preparing a false flag attack in an attempt to blame Damascus for using chemical weapons against civilians.
“Evidence has shown that the leaders of illegal armed formations in Eastern Ghouta are preparing a provocation using poisonous agents in order to accuse the government forces of using chemical weapons against its civilians,” a statement issued by the ministry said.
The Arabic-language news channel al-Manar, citing al-Ikhbariya, has also reported that White Helmets were distributing protective masks in Eastern Ghouta in preparation for a new plot to blame another chemical attack on the Syrian government, while the Russian center for Syrian Reconciliation’s representative said they were tipped by a resident of Idlib province about Nusra Front militants delivering “more than 20 bottles of chlorine and personal protective equipment in three cars” for an upcoming provocation.
As Syria’s Information Minister Imad Sarah told Sputnik, while Syrian armed forces and their allies battle terrorist groups in the field, it is equally important to counter the efforts of groups seeking to distort facts and to mislead the international community about the real state of affairs in the country — “to refute endless fake reports that mangle the actual state of affairs in the country and play with terms,” as he put it.
The minister also remarked that members of the White Helmets have been awarded for their exceptional action, which says a lot about the scale of the conspiracy against Syria and its people.
Syria has repeatedly denied allegations of chemical weapons use, underscoring that it had no weapons of mass destruction, which was confirmed by the Organization for the Prohibition of Chemical Weapons (OPCW).
On April 4, 2017, the National Coalition for Syrian Revolutionary and Opposition Forces, supported by the United States, accused Damascus of the Khan Sheikhoun incident in Idlib province, which that left 80 people dead and 200 injured. Western governments blamed Bashar al-Assad for being responsible for the use of Sarin gas, an allegation he has firmly denied.
Moscow, in turn, also demanded a thorough investigation of the incident.

Who Is James Le Mesurier? – The Former British Army Officer Who Founded The White Helmets

Who is James Le Mesurier, the former British army officer and military contractor who founded the White Helmets, the civil defence organisation which operates exclusively in opposition-held parts of Syria? It is a question more and more people are asking as their role and function comes under increasing scrutiny.
Le Mesurier carries about him the inescapable whiff of Britain’s malign legacy and history of dirty wars, waged in Kenya, Aden, Ireland, Iraq, Libya, in other words wherever London’s blood-soaked imperialist foot has tread around the world. A product of Britain’s prestigious Royal Military Academy of officer training at Sandhurst, he served in various UK military/NATO military deployments over the past three decades, specifically Bosnia, Kosovo, Iraq and Lebanon.
In a short bio describing Le Mesurier’s work with the White Helmets, we are informed, “In addition to the White Helmets in Syria, Mayday is active in Mogadishu, developing the city’s emergency services network, and exploring the development of similar community-based resilience initiatives in other fragile and failing states (my emphasis).”
The question of why a given state becomes fragile and failing is of course neither asked nor explored, for doing so would dredge up the subject of imperialism, which for Western ideologues such as Mr Le Mesurier would be akin to a vampire being exposed to daylight.
In a wide ranging 2016 article, former US marine and UN weapons inspector, Scott Ritter, provides a forensic account of Le Mesurier’s background, including the time he spent in and around the murky world of private military contractors, who exist in the cracks of Western military deployments, able to operate beyond the inconvenient glare of public scrutiny and accountability.
Ritter writes:
“the organizational underpinnings of the White Helmets can be sourced to a March 2013 meeting in Istanbul between a retired British military officer, James Le Mesurier—who had experience in the murky world of private security companies and the shadowy confluence between national security and intelligence operations and international organizations—and representatives of the Syrian National Council (SNC) and the Qatari Red Crescent Society. Earlier that month, the SNC was given Syria’s seat in the Arab League at a meeting of the league held in Qatar.”
So here we have a civil defence organisation being established in Syria by an ex-British army officer, a man with a background in the shadowy world of private security, in conjunction with a Syrian opposition group in exile. This civil defence organization, the White Helmets, receives funding from an array of states with a clear agenda of regime change in Syria, evidenced in the material, financial and political support they have given various armed opposition groups involved in the conflict.
In a 2015 speech Le Mesurier provides a précis of the roots of the conflict in Syria, starting with in 2011 a “volunteer uprising against the ruthless dictator, Bashar al-Assad,” before going on the assert that in 2012 the Syrian state turned its weapons on its “own people.”
Glaringly absent from this Manichean narrative is the fact that by 2012 various Salafi-jihadi groups, their ranks filled by thousands of extremists from outwith Syria, were rampaging across the country slaughtering and raping and terrorizing the very “own people” the Syrian army and its allies have been fighting to protect, save and liberate from the clutches of this latter day Khmer Rouge. And lest anyone has forgotten, the Syrian Arab Army is indistinguishable from the Syrian people, considering that its soldiers are drawn from the non-sectarian and multi-religious mosaic that makes up Syrian society.
Returning to Scott Ritter: “In this day of social media, it didn’t take long for photographs and video clips of known White Helmet members, in their distinctive uniform, openly celebrating with Al Nusra fighters in the aftermath of Syrian government defeats, and even carrying weapons, something their status as neutral first responders strictly prohibits.”
From the White Helmets’ own website, the lack of neutrality Ritter asserts is unambiguously expressed with the statement posted on its front page by Raed Saleh, the operational head of the organisation and himself a figure of some controversy. Saleh writes, “the UN Security Council must follow on its demand to stop the barrel bombs, by introducing a ‘no-fly zone’ if necessary.”
The barrel bombs referred to by Saleh, and emphasised by Le Mesurier as emblematic of the brutality of the ‘Assad regime,’ are inarguably indiscriminate and illegal under international law. But if we are judging the merits or demerits of a given side in a given conflict based on the use of indiscriminate weapons alone then regime change in Washington, Tel Aviv and Riyadh is long overdue.
The brutality of the conflict in Syria is a reflection of the monumental stakes involved in the outcome. The conflict is in itself is a crime, but are we seriously suggesting that Libya is better, safer and more stable seven years on from the toppling and murder of its leader Muammar Gaddafi, courtesy of NATO aligning with various Libyan opposition factions, prime among them Islamists, in 2011? And are we seriously arguing that Syria’s fate would not be Libya’s fate in the event of the toppling of Bashar al-Assad? And, too, is anybody able to maintain with a straight face that Bashar al-Assad does not enjoy the solid support of the majority of the Syrian people, who understand that the conflict is not about saving their government but saving their country?
Scott Ritter again:
“the White Helmets function as an effective propaganda arm of the anti-Assad movement…With their training, equipment and logistical sustainment underwritten exclusively by donations from Western governments (primarily the U.S. and U.K.), the White Helmets serve as a virtual echo chamber for American and British politicians and officials.”
Given Le Mesurier’s background, along with the evidence of how the White Helmets operate, it is reasonable to assume that what we have is the cultivation of the very Third Force Washington and London have been extending themselves in trying to locate and sell as the ‘good guys’ since the conflict began, doing so with the objective of enlisting domestic public support for intervention and regime change in Damascus.
Of course, there is always the possibility that Mr Le Mesurier is sincere in his desire to alleviate the undoubted suffering of the Syrian people – though in his case clearly not all the Syrian people, what with White Helmets only functioning and operating in opposition controlled territory, places where neither he nor any Western supporter of the White Helmets would dare set foot, knowing the moment they did they would be abducted, tortured, and brutally murdered.
But if so, if Mr Le Mesurier is sincere, then he is Britain’s answer to Pyle, the idealistic and naïve American interventionist in French-occupied Vietnam created by Graham Greene in his classic novel The Quiet American. To wit:
“He was young and ignorant and silly and he got involved. He had no more of a notion than any of you what the whole affair’s about, and you gave him money and York Harding’s books on the East and said, ‘Go ahead. Win the East for democracy.’ He never saw anything he hadn’t heard in a lecture hall, and his writers and his lecturers made a fool of him.”
The Guardian, White Helmets, and Silenced Comment

The Guardian recently published an article claiming that critical discussion of the White Helmets in Syria has been ‘propagated online by a network of anti-imperialist activists, conspiracy theorists and trolls with the support of the Russian government’. Many readers were dismayed at this crude defence of a – presumably – pro-imperialist perspective, and at the unwarranted smearing of reasoned questioning based on evidence from independent journalists.
What The Guardian did next:
- quickly closed its comments section;
- did not allow a right of reply to those journalists singled out for denigration in the piece;
- did not allow publication of the considered response from a group of concerned academics (posted in full below);
- did not respond to the group’s subsequent Letter,[1] or a follow up email to it;
- prevaricated in response to telephone inquiries as to whether a decision against publishing either communication from the group had or had not been taken;
- failed to respond to a message to its Readers’ Editor from Vanessa Beeley, one of the journalists criticised in the article.
Meanwhile, the article’s author, Olivia Solon, tweeting from California, allowed herself to promote her piece while simply blocking critical voices.
Conduct hardly more becoming was that of The Guardian’s George Monbiot who joined in, tweeting smears against critics and suggesting they read up about ‘the Russian-backed disinformation campaign against Syria’s heroic rescue workers’. Judging by the tenor of responses to this, the journalist misjudged his surprising intervention. It seems that people who follow these matters are able to decide for themselves who and what they find credible.
As for allowing a fair hearing to independent researchers like Vanessa Beeley, it is poignant to observe that while The Guardian’s journalists were tweeting away, she was actually on the ground in Syria, again putting herself at personal risk of bombs and mortars despatched by the fighters that the White Helmets provide support to; she was there meeting – and filming – Syrian people who provide grave witness statements concerning those that The Guardian uncritically commends as ‘heroic rescue workers’.
A growing number of us believe that it is high time the critical questions raised by independent investigators be treated with the seriousness and scrupulousness they warrant. That is why the academic Working Group on Syria, Propaganda, and the Media offered the following response to The Guardian under its ‘Comment is Free’ rubric. Since it was not published there, I post it on behalf of the group here.

Seeking Truth About White Helmets In Syria
The recent Guardian article by Olivia Solon attacks those investigating and questioning the role of the White Helmets in Syria and attributes all such questioning to Russian propaganda, conspiracy theorizing and deliberate disinformation. The article does little, however, to address the legitimate questions which have been raised about the nature of the White Helmets and their role in the Syrian conflict. In addition, academics such as Professors Tim Hayward and Piers Robinson have been subjected to intemperate attacks from mainstream media columnists such as George Monbiot through social media for questioning official narratives. More broadly, as Louis Allday described in 2016 with regard to the war in Syria, to express ‘even a mildly dissenting opinion … has seen many people ridiculed and attacked … These attacks are rarely, if ever, reasoned critiques of opposing views: instead they frequently descend into personal, often hysterical, insults and baseless, vitriolic allegations’. These are indeed difficult times in which to ask serious and probing questions. It should be possible for public debate to proceed without resort to ad hominem attacks and smears.
It is possible to evaluate the White Helmets through analysis of verifiable government and corporate documents which describe their funding and purpose. So, what do we know about the White Helmets? First, the ‘Syria Civil Defence’, the ‘official title’ given to the White Helmets, is supported by US and UK funding. Here it is important to note that the real Syria Civil Defence already exists and is the only such agency recognised by the International Civil Defence Organisation (ICDO). The White Helmets receive funding from the UK government’s Conflict, Stability and Security Fund (CSSF) and the US government’s USAID, Office of Transition Initiatives programme – the Syria Regional Program II. The UK and US governments do not provide direct training and support to the White Helmets. Instead, private contractors bid for the funding from the CSSF and USAID. Mayday Rescue won the CSSF contract, and Chemonics won the USAID contract. As such, Chemonics and Mayday Rescue train and support the White Helmets on behalf of the US and UK governments.
Second, the CSSF is directly controlled by the UK National Security Council, which is chaired by the Prime Minister, while USAID is controlled by the US National Security Council, the Secretary of State and the President. The CSSF is guided by the Strategic Defence and Security Review (SDSR) which incorporates UK National Security Objectives. Specifically, the White Helmets funding from the CSSF falls under National Security Objective “2d: Tackling conflict and building stability overseas”. This is a constituent part of the broader “National Security Objective 2: Project our Global Influence”.
The funding background of the White Helmets raises important questions regarding their purpose. A summary document published online indicates that the CSSF funding for the White Helmets is currently coordinated by the Syria Resilience Programme. This document highlights that the core objective of the programme is to support “the moderate opposition to provide services for their communities and to contest new space”, as to empower “legitimate local governance structures to deliver services gives credibility to the moderate opposition”. The document goes on to state that the White Helmets (‘Syria Civil Defence’) “provide an invaluable reporting and advocacy role”, which “has provided confidence to statements made by UK and other international leaders made in condemnation of Russian actions”. The ‘Syria Resilience CSSF Programme Summary’ is a draft document and not official government policy. However, the summary indicates the potential dual use of the White Helmets by the UK government: first, as a means of supporting and lending credibility to opposition structures within Syria; second, as an apparently impartial organisation that can corroborate UK accusations against the Russian state.
In a context in which both the US and UK governments have been actively supporting attempts to overthrow the Syrian government for many years, this material casts doubt on the status of the White Helmets as an impartial humanitarian organization. It is therefore essential that investigators such as Vanessa Beeley, who raise substantive questions about the White Helmets, are engaged with in a serious and intellectually honest fashion. The White Helmets do not appear to be the independent agency that some have claimed them to be. Rather, their funding background, and the strategic objectives of those funders, provide strong prima facie grounds for considering the White Helmets as part of a US/UK information operation designed to underpin regime change in Syria as other independent journalists have argued. It is time for the smears and personal attacks to stop, allowing full and open investigation by academics and journalists into UK policy toward Syria, including the role of the White Helmets, leading to a better-informed public debate.

This article asserted that those who have questioned the ostensible role of the White Helmets as an impartial humanitarian organization, including the experienced journalists Vanessa Beeley and Eva Bartlett, are part of “a network of anti-imperialist activists, conspiracy theorists and trolls with the support of the Russian government “.
We sent on 23 December a request (reproduced below) to Comment is Free requesting that they consider for publication a brief (800-word) response to Solon’s article. This article set out the grounds for a more serious engagement with the questions that arise from UK and US government support for media-related operations in Syria. The text of this article is reproduced below. The original is attached as a Word document, in case the embedded links do not work in the unformatted text.

The lies about the 1967 war are still more powerful than the truth

In retrospect it can be seen that the 1967 war, the Six Days War, was the turning point in the relationship between the Zionist state of Israel and the Jews of the world (the majority of Jews who prefer to live not in Israel but as citizens of many other nations). Until the 1967 war, and with the exception of a minority of who were politically active, most non-Israeli Jews did not have – how can I put it? – a great empathy with Zionism’s child. Israel was there and, in the sub-consciousness, a refuge of last resort; but the Jewish nationalism it represented had not generated the overtly enthusiastic support of the Jews of the world. The Jews of Israel were in their chosen place and the Jews of the world were in their chosen places. There was not, so to speak, a great feeling of togetherness. At a point David Ben-Gurion, Israel’s founding father and first prime minister, was so disillusioned by the indifference of world Jewry that he went public with his criticism – not enough Jews were coming to live in Israel.
