Netanyahu urges Obama to ‘think different’ on Golan Heights annexation

Israeli Prime Minister Benjamin Netanyahu is reportedly seeking US recognition of Israel’s annexation of the Golan Heights due to the Syrian conflict. Netanyahu allegedly wanted a “different thinking” regarding the issue during talks with Barack Obama.

The possibility of Israel’s annexation of the Golan Heights in 1981 being recognized was raised during Netanyahu’s meeting with US President Obama, according to Haaretz sources close to the discussions. The publication mentioned that Netanyahu believes the absence of a functioning Syrian government “allows for different thinking” concerning the future status of the strategically important area.

Netanyahu also reportedly said he was doubtful that peace talks taking place in Vienna between the world powers and various Syrian fractions involved in the war would result in peace. During the meeting, Netanyahu also clarified Israel’s red lines in regards to Syria.

“We won’t tolerate attacks from Syrian territory, we won’t allow Iran to open a front [against us] on the Golan Heights, and we will disrupt the transfer of deadly weaponry from Syria to Lebanon,” Netanyahu told the president.

President Obama did not respond to the proposal from Netanyahu, while the Israeli prime minister failed to elaborate on the issue with reporters.

At a press conference following the meeting, Netanyahu mentioned any international deal regarding Syria would have to “take into account Israel’s interests.”

Speaking later in the day at the American Enterprise Institute think tank, Netanyahu reiterated that Israel will do everything to prevent Iran from using Syrian territory to threaten Israel.

“The defense of Israel is what concerns me in Syria first and foremost, and on that we’ll continue to act forcefully,” Netanyahu said.

Israel seized the Golan Heights from Syria after the 1967 Six-Day War, which created an armistice line under Israeli military control. Syria unsuccessfully tried to retake the Golan Heights during the 1973 War. An armistice was concluded in 1974 resulting in a UN observer force being deployed along the ceasefire line.

In 1981 Israel unilaterally annexed the Golan Heights, a move that is not recognized internationally. Over the last three and a half decades, Israel has built more than 30 Jewish settlements in the area. Since the start of the Syrian conflict, Israel has carried out a number of military operations as fighting reached the Golan ceasefire lines.

As the armed struggle in Syria continues, a few high ranking officials in Israel have recently voiced the need to gain full international recognition of Israel’s claims to the Golan Heights.

Netanyahu’s former ambassador to Washington Michael Oren, earlier this week, urged Netanyahu “to ask for American recognition of full Israeli sovereignty on the Golan Heights through a presidential declaration and accompanying letter,” the Times of Israel states.

“Syria as we knew it has ceased to exist,” Oren claimed, stressing that Israeli recognition would result in the “stabilization and rehabilitation of the area.”

In July, Netanyahu’s former cabinet secretary Zvi Hauser also urged the Israelis to seize the “historic opportunity” and seek international recognition of its presence on the Golan.

“Forty years on, in light of Syria’s collapse, Islamic State’s takeover of huge areas in the Middle East and the ‘rotten compromise’ expected with the Islamic Republic of Iran, the achievement that Israel needs and can attain is to update the international stance, and ratify and upgrade the US stance on the Golan,” Hauser wrote in an article published in Haaretz.

US needs boots on the ground to ‘occupy & govern’ Syrian territories – Air Force secretary

Washington needs “boots on the ground” in Syria in addition to its air campaign against ISIS, which is not fruitful despite some progress. US Air Force secretary has admitted that “ground forces” is a must in order to “occupy” and “govern” parts of Syria.

In her comments, Secretary Deborah Lee James stressed the importance of the US-led air campaign, but admitted that airstrikes need to be backed by ground forces.

“Air power is extremely important. It can do a lot but it can’t do everything,” James said, just two days after Secretary of Defense Ash Carter supported President Obama’s “willingness to do more” in terms of US troops on Syrian ground.

“Ultimately it cannot occupy territory and very importantly it cannot govern territory,” James told reporters at the Dubai Airshow. “This is where we need to have boots on the ground. We do need to have ground forces in this campaign.”

When it comes to support, the US should assist the “Iraqi army, the Free Syrians and the Kurds” in the fight against Islamic State (IS, also known as ISIS or ISIL), James said.

Joined at the news conference by the head of Air Force’s Central Command, Lt. Gen. Charles Q. Brown Jr, the civilian chief of the US Air Force also said that the US sought to speed up the resupply of munitions used by its allies in campaigns against IS militants in Syria and Iraq.

“That’s a key message that I’m going to be taking back to Washington, and it’s one that we are working pretty hard,” she told reporters, stressing that the Air Force is committed to a quicker process of approving foreign military sales.

“We need to redouble our efforts and get the message delivered back home that it is important to give much more quick consideration if at all possible,” she said.

Last week, Secretary Carter said that the US needed “much more than airstrikes” to defeat the Islamic State (ISIS/ISIL) in Iraq and Syria.

“I don’t think it’s enough. I think we’re looking to do more. But the fundamental strategy in Iraq and Syria for dealing with ISIL and dealing a lasting defeat to ISIL is to identify then train, equip, and enable local forces that can keep the peace,” Carter said.

On October 30 the White House announced that it is planning to send up no “more than 50 troops” [special forces] to advise “moderate opposition” in Syria on the ground.

The White House spokesman Josh Earnest stressed that “these forces do not have a combat mission” while telling the reporters that the US has shown “a desire to intensify those elements of our strategy that have shown the most promise.”

According to a report from Lebanon’s satellite television channel, Al Mayadeen, American military advisors already arrived in Syria last week and started training “moderate rebels” near the city of Salma, located in the western province of Latakia.

The recent development contradicts President Obama’s 2013 promise not to put any “American boots on the ground in Syria” while also bringing up the issues concerning the previous failures of the US train and equip program.

The Pentagon gave up on the training part of the project in October, after senior Obama administration officials admitted that the US had only trained a handful of fighters, despite the program’s $500 million budget.

In September, it was revealed that one group of trainees had surrendered one quarter of their US-supplied weapons, ammunition, and vehicles in exchange for safe passage through territory held by another rebel group affiliated with Al-Qaeda.

The rebel training program’s $500 million budget in 2015 was in addition to the $42 million the Pentagon had already spent in 2014 to set it up.

How Ukraine’s Finance Chief Got Rich

Before becoming Ukraine’s Finance Minister last December, Natalie Jaresko collected $1.77 million in bonuses from a U.S.-taxpayer-financed investment fund where her annual compensation was supposed to be limited to $150,000, according to financial documents filed with the U.S. Internal Revenue Service this year.

The near 12-fold discrepancy between the compensation ceiling and Jaresko’s bonuses, paid in 2013, was justified in the IRS filing from the Jaresko-led Western NIS Enterprise Fund (WNISEF) by drawing a distinction between getting paid directly from the $150 million U.S. government grant that created the fund and the money from the fund’s “investment sales proceeds,” which were treated as fair game for extracting bonuses far beyond the prescribed compensation level.

Using this supposed loophole, Jaresko and some of her associates enriched themselves by claiming money generated from U.S. taxpayers’ dollars while avoiding any personal financial risks. She and other WNISEF officers collected the bonuses from what they deemed “profitable” exits from some investments even if the overall fund was losing money and shrinking, as it apparently was in recent years.

According to WNISEF’s filing for the 2013 tax year, submitted to the IRS on Aug. 11, 2015, the value of the investment fund had shrunk from $150 million at its start to $93.9 million in the fund’s 2012 tax year and to $89.8 million in the 2013 tax year. (WNISEF’s tax years end on Sept. 30.)

So, Jaresko’s arrangement was something like taking someone else’s money to a roulette table, placing it on black, and claiming a share of the winnings if the ball stopped on black. However, if the ball landed on red, then the someone else absorbed the loss, except in this case the winners were Jaresko and her associates and the losers were the American taxpayers.

The purpose cited by the U.S. Congress in starting the non-profit WNISEF with $150 million in the 1990s was to help jumpstart an investment economy in Ukraine and Moldova for the benefit of the people of those countries. The project was administered by the U.S. Agency for International Development (USAID), which selected Jaresko, a former U.S. diplomat of Ukrainian heritage, to run the project.

Last December, Ukrainian President Petro Poroshenko named Jaresko Finance Minister after awarding her instant Ukrainian citizenship. At that point, she quit WNISEF and has since become the face of Ukrainian “reform,” representing the U.S.-backed government at international banking events at Davos, Switzerland, and elsewhere while appealing for billions of dollars in Western financial aid which she oversees.

Thus, Jaresko’s standards for handling public moneys are relevant to judging whether the new regime is just a reshuffling of who gets to plunder Ukraine or a serious effort at reform. The overthrow of the previous Ukrainian government of President Viktor Yanukovych was largely justified in February 2014 because of allegations about corruption. The new regime has presented itself as committed to reform, even though some outside observers contend that corruption is as bad or worse than under the old government.

Self-Interest v. Public Interest

There is also the question of whether Jaresko is more interested in getting rich than in serving the people of Ukraine. As WNISEF’s chief executive officer, Jaresko seemed to grow dissatisfied with her $150,000 salary. For instance, in 2004, she earned more than double the prescribed amount, paid $383,259 along with $67,415 in expenses, according to WNISEF’s IRS filing for that year.

According to audit documents that I obtained from USAID, an “Expense Analysis” for 2004 showed $1,282,782 being paid out as “Exit-based incentive expense-equity incentive plan” and another $478,195 being paid for “Exit-based incentive expense-financial participation rights.” That suggested that Jaresko was already claiming bonuses from WNISEF’s investments (bought with U.S. taxpayers’ money) and sold during 2004.

In 2006, Jaresko’s compensation for her work with WNISEF was removed from public disclosure altogether after she co-founded two related entities – Horizon Capital Associates (HCA) to manage WNISEF’s investments (and collect around $1 million a year in fees) and Emerging Europe Growth Fund (EEGF), a private entity to collaborate with WNISEF on investment deals.

Jaresko formed HCA and EEGF with two other WNISEF officers, Mark Iwashko and Lenna Koszarny. They also started a third firm, Horizon Capital Advisors, which “serves as a sub-advisor to the Investment Manager, HCA,” according to WNISEF’s IRS filing for 2006.

According to the USAID’s expense analyses for 2004-06, the taxpayer-financed WNISEF spent $1,049,987 to establish EEGF as a privately owned investment fund for Jaresko and her colleagues. USAID apparently found nothing suspicious about these tangled business relationships despite the potential conflicts of interest involving Jaresko, the other WNISEF officers and their affiliated companies.

For instance, WNISEF’s 2012 annual report devoted two pages to “related party transactions,” including the management fees to Jaresko’s Horizon Capital ($1,037,603 in 2011 and $1,023,689 in 2012) and WNISEF’s co-investments in projects with the EEGF. Though the IRS forms have a line for earnings from “related organizations,” WNISEF listed nothing, apparently treating compensation from Horizon Capital and EEGF as “unrelated” for the purposes of reporting compensation for Jaresko and other officers.

So, the scale of how much Jaresko was making from her association with WNISEF was unclear until last week when the IRS released WNISEF’s 2013 tax filing of Aug. 11, 2015, in response to a request from Consortiumnews.com. Though the filing still did not disclose all of Jaresko’s WNISEF-related compensation, it did list her $1.77 million share of the $4.5 million in bonuses awarded to her and two other WNISEF officers, Iwashko and Koszarny.

WNISEF filings also said the bonuses were paid regardless of whether the overall fund was making money, noting that this “compensation was not contingent on revenues or net earnings, but rather on a profitable exit of a portfolio company that exceeds the baseline value set by the board of directors and approved by USAID” – with Jaresko also serving as a director on the board responsible for setting those baseline values.

Though compensation for Jaresko and other officers was shifted outside public view after 2006 – as their pay was moved to the affiliated entities – the 2006 IRS filing said: “It should be noted that as long as HCA earns a management fee from WNISEF, HCA and HCAD [the two Horizon Capital entities] must ensure that a salary cap of $150,000 is adhered to for the proportion of salary attributable to WNISEF funds managed relative to aggregate funds under management.”

Audit Gaps

KPMG auditors, who reviewed WNISEF finances, also took a narrow view of how to define income for Jaresko and other officers, only confirming that no “salary” exceeded $150,000, apparently not looking at bonuses and other forms of compensation. Neither USAID officials nor Jaresko responded to specific questions about WNISEF’s possible conflicts of interest, how much money Jaresko made from her involvement with WNISEF and its connected companies, and whether she had fully complied with IRS reporting requirements.

After Jaresko’s appointment as Finance Minister — and her resignation from WNISEF — I reviewed WNISEF’s available public records and detected a pattern of insider dealings and enrichment benefiting Jaresko and her colleagues. That prompted me in February to file a Freedom of Information Act request for USAID’s audits of the investment fund.

Though the relevant records were identified by June, USAID dragged its feet on releasing the 34 pages to me until Aug. 28 when the agency claimed nothing was being withheld, saying “all 34 pages are releasable in their entirety.” However, when I examined the documents, it became clear that a number of pages were missing from the financial records, including a total of three years of “expense analysis” – in three-, six- and nine-month gaps – since 2007.

Part of KPMG’s “Independent Auditors’ Report” for 2013 and 2014 was also missing. The report stated that “except as discussed in the third paragraph below, we conducted our audits in accordance with auditing standards generally accepted in the United States of America,” accountant-speak that suggests that “the third paragraph below” would reveal some factor that did not comply with generally accepted accounting principles (or GAAP).

But three paragraphs below was only white space and there was no next page in what USAID released. After I pointed out the discrepancies to USAID on Aug. 31, I was told on Sept. 15 that “we are in the process of locating documents to address your concern. We expect a response from the bureau and/or mission by Monday, September 28, 2015.”

After the Sept. 28 deadline passed, I contacted USAID again and was told on Oct. 2 that officials were “still working with the respective mission to obtain the missing documents.” On Oct. 22, USAID sent me one additional page from KPMG’s audit report stating that its review of WNISEF’s books lacked “an external quality control review by an unaffiliated audit organization” – as required by the U.S. government’s auditing standards – because no such program is offered in Ukraine. Other pages are still missing.

An earlier effort by Jaresko’s ex-husband Ihor Figlus to blow the whistle on what he considered improper business practices related to WNISEF was met by disinterest inside USAID, according to Figlus, and then led to Jaresko suing him in a Delaware court in 2012, using a confidentiality clause to silence Figlus and getting a court order to redact references to the abuses he was trying to expose.

Figlus’s complaints related to what he saw as improper loans that Jaresko had taken from Horizon Capital Associates to buy and expand her stake in EEGF, the privately held follow-on fund to WNISEF. After Figlus discussed this issue with a Ukrainian journalist, Jaresko sent her lawyers to court to silence him and, according to his lawyer, bankrupt him.

The filings in Delaware’s Chancery Court are remarkable not only because Jaresko succeeded in getting the Court to gag her ex-husband through enforcement of a non-disclosure agreement but the Court agreed to redact nearly all the business details, even the confidentiality language at the center of the case. Shared Values

Earlier this year, I sent detailed questions to USAID and to Jaresko via several of her associates. Those questions included how much of the $150 million in U.S. taxpayers’ money remained in WNISEF, why Jaresko reported no compensation from “related organizations,” whether she received bonus money, how much money she made in total from her association with WNISEF, what AID officials did in response to Figlus’s whistle-blower complaint, and whether Jaresko’s legal campaign to silence her ex-husband was appropriate given her current position and Ukraine’s history of secretive financial dealings.

USAID press officer Annette Y. Aulton got back to me with a response that was unresponsive to my specific questions. Rather than answering about the performance of WNISEF and Jaresko’s compensation, Aulton commented on the relative success of 10 “Enterprise Funds” that USAID has sponsored in Eastern Europe, adding:

“There is a twenty year history of oversight of WNISEF operations. Enterprise funds must undergo an annual independent financial audit, submit annual reports to USAID and the IRS, and USAID staff conduct field visits and semi-annual reviews. At the time Horizon Capital assumed management of WNISEF, USAID received disclosures from Natalie Jaresko regarding the change in management structure and at the time USAID found no impropriety during its review.”

One Jaresko associate, Tanya Bega, Horizon Capital’s investor relations manager, said she forwarded my questions to Jaresko, but Jaresko did not respond.

Despite concerns that Jaresko may have enriched herself at the expense of U.S. taxpayers and then used a Delaware court to prevent disclosure of possible abuses, Jaresko has been hailed by the U.S. mainstream media as a paragon of reform in the U.S.-backed Ukrainian regime.

Last January, New York Times columnist Thomas L. Friedman cited Jaresko as an exemplar of the new Ukrainian leaders who “share our values” and deserve unqualified American support. Friedman uncritically quoted Jaresko’s speech to international financial leaders at Davos, in which she castigated Russian President Vladimir Putin:

“Putin fears a Ukraine that demands to live and wants to live and insists on living on European values — with a robust civil society and freedom of speech and religion [and] with a system of values the Ukrainian people have chosen and laid down their lives for.”

Exactly which Western “values” Jaresko actually shares remains unclear because of the fog surrounding her actions at WNISEF and her unwillingness to reveal how much she made from her association with a U.S.–taxpayer funded project. However, if those Western “values” include putting citizens’ interests before self-interest and believing that transparency is critical for a democracy, Jaresko may need some remedial training.

According to the U.S. State Government 2013-2015 Foreign Assistance report, an estimated $5.9 billion was spent on foreign military funding alone in fiscal year 2014. This is equivalent to 17% of the estimated $35 billion spent on total global aid discussed in our previous article. U.S. foreign military aid to countries ranged from $200,000 to $3.1 billion. Of the top 10 recipients, two countries received 75% of the $5.9 billion. Take a look on the map below to see who is getting the most foreign military financing from the U.S.

Research conducted by the World Bank shows that the on average, countries spend approximately 2.2% of GDP on the military. Israel, Iraq, Jordan and Pakistan allocated above average spending towards their military in 2014. The data shows that each country spent approximately 5.2%, 4.3%, 3.5%, and 3.4% of GDP, respectively, on military expenditures. These countries are also part of the top 5 recipients of U.S. foreign military financing, totaling $4.0 billion. … Full article

Let us also remember the victims of Canada’s wars

Trudeau “unveils most diverse Cabinet in Canada’s history”, was how one media outlet described the new Liberal cabinet. It includes a Muslim woman, four Sikhs, an indigenous woman, two differently abled individuals and an equal number of women and men. Half even refused any reference to God at Wednesday’s swearing in ceremony.

But in one respect there was no diversity at all. Every single person wore a Remembrance Day poppy. Even Justin Trudeau’s young children were made to publicly commemorate Canadians (and allies) who died at war.

As we approach the 11th hour of the 11th day of the 11th month expect politicians of every stripe to praise Canadian military valour. At last year’s Remembrance Day commemoration Stephen Harper suggested that Canada was “forged in the fires of First World War”. The former Prime Minister described “the values for which they fought … Justice and freedom; democracy and the rule of law; human rights and human dignity.”

On Remembrance Day what is it we are supposed to remember? The valour, sacrifice and glory of soldiers — and no more?

What about the victims of Canadian troops? Should we abandon the search for truth and learning from our past on this day that is supposedly devoted to remembering?

Why not a diversity of recollection? An honest accounting of what really happened and why — isn’t that the best way to remember?

For example, World War I had no clear and compelling purpose other than rivalry between up-and-coming Germany and the lead imperial powers of the day, Britain and France. In fact, support for the British Empire was Ottawa’s primary motive in joining the war. As Canada’s Prime Minister Robert Borden saw it, the fight was “to put forth every effort and to make every sacrifice necessary to ensure the integrity and maintain the honour of our empire.”

To honour Canada’s diversity, how about this year we remember some of the victims of that empire?

For Africans World War I represented the final chapter in the violent European scramble for their territory. Since the 1880s the European powers had competed to carve up the continent.

Canada was modestly involved in two African theatres of World War I. A handful of Canadian airmen fought in East Africa, including naval air serviceman H. J. Arnold who helped destroy a major German naval vessel, the Königsberg, during the British/Belgian/South African conquest of German East Africa. Commandant of Canada’s Royal Military College from 1909 to 1913, Colonel J.H.V. Crowe commanded an artillery division for famed South African General Jan Christiaan Smuts and later published General Smuts’ Campaign in East Africa.

About one million people died as a direct result of the war in East Africa. Fighting raged for four years with many dying from direct violence and others from the widespread disease and misery it caused. Hundreds of thousands of Africans were conscripted by the colonial authorities to fight both in Africa and Europe.

J.H.V. Crowe was English born, but an individual with deeper roots in Canada, commanded the force that extended Britain’s control over the other side of the continent.

The son of a Québec City MP and grandson of a senator, Sir Charles MacPherson Dobell, commanded an 18,000 man Anglo-French force that captured the Cameroons and Togoland. Gazetted as Inspector General of the West African Frontier Force in 1913, the Royal Military College grad’s force defeated the Germans in fighting that destroyed many villages and left thousands of West Africans dead. Early in the two-year campaign Dobell’s force captured the main centres of Lomé and Douala and he became de factogovernor over large parts of today’s Togo and Cameroon. A telegram from London said “General Dobell should assume Government with full powers in all matters military and civil.”

British officials justified seizing the German colony as a response to the war in Europe, but to a large extent World War I was the outgrowth of intra-imperial competition in Africa and elsewhere. In The Anglo-French “Condominium” in Cameroon, 1914-1916 Lovett Elango points to “the imperialist motives of the campaign”, which saw the two allies clash over their territorial ambition. Elango concludes, “the war merely provided Britain and France a pretext for further colonial conquest and annexation.” After the German defeat the colony was partitioned between the two European colonial powers.

Canada’s massive contribution to World War I propped up British (as well as French, Belgian and South African) rule in Africa. It also added to it. Similar to the Berlin Conference of 1885, which effectively divided Africa among the European powers, after World War I European leaders gathered to redraw Africa’s borders. But this time the Canadian prime minister attended.

World War I reshaped colonial borders in Africa. Germany lost what is now Tanzania, Rwanda, Burundi and part of Mozambique (German East Africa) as well as Namibia (German West Africa), Cameroon and Togoland. South Africa gained Namibia, Britain gained Tanzania and part of Cameroon, France gained Togo and part of Cameroon while Belgium took Burundi and Rwanda.

The other British Dominions (Australia, New Zealand and South Africa) that fought alongside London were compensated with German properties. With no German colonies nearby Ottawa asked the Imperial War Cabinet if it could take possession of the British West Indies as compensation for Canada’s defence of the Empire. London balked.

Ottawa was unsuccessful in securing the British Caribbean partly because the request did not find unanimous domestic support. Prime Minister Borden was of two minds on the issue. From London he dispatched a cable noting, “the responsibilities of governing subject races would probably exercise a broadening influence upon our people as the dominion thus constituted would closely resemble in its problems and its duties the empire as a whole.” But, on the other hand, Borden feared that the Caribbean’s black population might want to vote. He remarked upon “the difficulty of dealing with the coloured population, who would probably be more restless under Canadian law than under British control and would desire and perhaps insist upon representation in Parliament.”

Our racist and colonial past, as well as Canada’s role in exploiting people of colour all over the world, must also be included in our remembrance if we are to build a nation of respect for all people — the essence of real diversity.

Russia’s S-300 for Iran: What Got Washington So Scared?

The Russian-made S-300 missile defense systems in Iran will prevent the US from exerting political pressure on Tehran and will strengthen Russia’s positions in the region, especially at a time when Moscow is leading a successful counterterrorism campaign in Syria, TV Channel Zvezda reported.

The United States fully understands that “Russian and Chinese weapons in the Middle East dramatically alter the balance of power in the region and beyond,” the media outlet quoted Ruslan Pukhov, who heads the Moscow-based Centre for Analysis of Strategies and Technologies, as saying.

The S-300, believed to be one of the best missile defense systems in the world, has already demonstrated what it is capable of –not in military, but rather political terms.

For instance, the S-300 served as a potent deterrent in Syria in 2012, the media outlet stated. Three years ago Washington decided not to strike Damascus-led forces among other things because the Syrian Army had a number of these surface-to-air missile batteries in service. The Americans, according to Zvezda, did not want to see the S-300 in action.

American experts say that S-300 systems in Iran will ultimately create a no-fly zone for the F-16s and F/A-18s over the country, the media outlet noted. The B-2s and F-22s are capable of operating in areas guarded by the S-300 for a limited amount of time since the Russian-made missile defense system can easily change its location within hours.

“This missile defense system could deny access to the airspace over the Persian Gulf. … It could almost completely neutralize Turkey’s military capabilities. Israel and Saudi Arabia will automatically lose their air supremacy and will be unable to carry out airstrikes in the region as well as some parts of Syria,” he noted.

Moscow and Tehran signed an $800-million deal for the delivery of five S-300 missile systems in 2007. In 2011, Iran sued Russia in the Geneva Arbitration Court after Moscow suspended the contract in 2010, citing a UN Security Council resolution that placed an arms embargo on Tehran.

Russian President Vladimir Putin lifted the S-300 delivery ban in April 2015, shortly after the P5+1 group of international negotiators and Iran reached a framework nuclear agreement to remove all economic sanctions against Tehran in exchange for its pledge to ensure that all nuclear research in the country will be for peaceful purposes.

Punished for his work: medic Ahmad Nasser describes his recent arrest

Ramallah, Occupied Palestine – In the early morning of November 2nd 2015, Ahmad Nasser was kidnapped by Israeli forces from his home near Ramallah. He was accused of attempting to kill soldiers by throwing stones and molotov cocktails, and was released without charge 15 hours later. He was repeatedly assaulted during his arrest and suffered broken ribs and further injuries.

It is Ahmad’s belief that the arrest was directly related to his work as a medic and humanitarian activist at demonstrations.

Just 60 hours before his arrest he was acting as a medic in a private ambulance service, administering medical aid to demonstrators injured at a Friday clash in Beit El. Along with journalists and other medics, he was directly targeted in his work on that day and prevented from tending to a demonstrator run over by an army jeep. Israeli forces threw a sound grenade at the group, teargassed the ambulances and then proceeded to viciously pepperspray press and medics.

The media surrounding this, coupled with his work in previous weeks tending to those shot with live ammunition in clashes near Ramallah, are likely reasons he was chosen for arrest as another victim of the recent increase in intimidation tactics being used against Palestinians, especially young men. As he states: “they try to accuse me of some charges but they cannot – if they had some real evidence that I threw stones they would never release me, but they didn’t – they just want to punish me for my work.” This is his account of his arrest and assault: just one story in the daily narrative of the occupation.

On the night of the 2nd of November I got home around 2 in the morning. Five minutes later I heard the Israeli army jeeps stopped outside my house and I took a look from my window to see what was going on. I didn’t know they were looking for me, and I saw the soldiers go to my neighbor’s house and start to knock on the door. When someone answered they questioned him and asked about who is living in the building. The neighbor, an old man, said that he didn’t know, so they started to beat him – they struck him with the end of the gun and they hit him and they took him with them to check the other houses and they entered his house with his family inside.

Then they knocked on my door and I opened it for them and I saw a lot of soldiers, about 60, standing there with their guns and ready to shoot. I saw the hatred and anger in their eyes and one of them asked me “who are you?” so I told him my name is Ahmad so he asked me “Ahmad what?” so I said “Ahmad Nasser.” He checked his phone and asked me for my I.D. but I didn’t have it at the time so I gave him the number of my I.D. He told me to stand on the side outside our front door, and to take my jacket off and give it to my mother. My mother and my brother, who was recently released from prison, were both in the room. My mother was very scared – you know, she is a mother. They kicked my kitten because she was playing around them, and they started to check me and he asked me again about my I.D. number to confirm it.

After that they went through my house and started to look and search for something and the soldiers outside were asking me if I have guns so I told them I do not. One of them asked me to take my shoes off and he checked it and after that asked me to put them on again. He told me to face the wall again and put the zip-tie hand-cuffs on my hands, behind my back. I told him that I have a problem in my right hand from an old injury and he said okay, but he tightened it more. They blindfolded me and asked me to sit on the stairs, with my arms back behind me, and after a few minutes they came out of my house with some personal things they had taken, and they told my family not to move or they will shoot them. They told me to walk and one of the soldiers grabbed me in a bad way and told me “MOVE!” and I told him that there is stairs but he pushed me down the stairs so that I fell onto my knee and slid down.

He started to say bad things about me and my family and started to beat me up until we arrived to the jeep and he shoved me into the edge of the front door. After that they pushed me against the side of the jeep and then against the back door and another soldier told him that there is no space in that car, so he took me to another jeep and hit me on the back door and started to punch me and hit me with something metal, I think the end of the gun. This is when they broke my ribs. There were many soldiers around. I heard one shout at my brother “GO! Or I will shoot you!” because he was trying to film from inside.

I was on my knees in front of the back step and a soldier put all his weight on me and after that he tightened the zip-tie (hand-cuffs) again but this time more strong. He told me to sit but I couldn’t do that because I don’t see a thing so they just pushed me inside the jeep and after a few seconds grabbed me out again so that the soldiers can sit and pushed me again inside the jeep on the ground. I was in a bad position until we arrived to the Ofer military base near to that area. After that he opened the door and grabbed me again and one of them helped me to stand and he was holding me in a bad way and another one came to me and he started to ask me if I throw stones at the Israeli soldiers. I said no and he told me that I am lying and said bad things to me and hit me in my stomach again and pushed me until we got to the arrest truck and he told me there are steps. I got into the truck and a female soldier asked me to sit and to shut up so I told them that they should take the hand-cuffs off, because they were so tight that my hands were swollen, but they didn’t listen to me.

When we arrived to the clinic to check me one of the soldiers was fighting with the zip-tie trying to take it off and that hurt me more but in the end he took it and the doctor checked me. They took the blindfold off inside the closed room and asked me questions, like if I am sick, if I am taking medication, if I have had any surgery, if I have any problems with my health. He checked where I was sore but said “you are fine.” They put the blindfold back on me and they took me out and I was waiting for 20 minutes until some soldiers came and took me to the truck again. I was waiting in the truck for a few minutes and they brought another prisoner from my town. I knew he was there because I heard them say “watch your head” but it hit against the truck, and I knew him from his voice. When we tried to talk to each other the soldiers shouted at us to shut up and they start to move and they took us somewhere, we didn’t know where. After a while driving they stopped and we got out and they told us to sit and it was so cold and windy, and we just had to sit out like that for a few hours.

When I was talking to the other prisoner, a female soldier came and told us to shut up and said we couldn’t talk. I asked why and she said “I am treating you as a human being, just stop talking.” So I told her “it’s boring for us! So I will talk to him… and if you are treating me like a human being, for the first place I shouldn’t be here, and second, you should bring me a jacket and a blanket and water and we should be sitting in a warm room, not outside.” So she didn’t know what to say and she said, “just stop talking,” and she left. After about one hour, they brought me a jacket and a blanket and they left. After about 3 hours, another soldier came and took the blankets from us. A few hours later again, around 7am, he came again with the blanket, put it on us, and he left. In the morning, around 8.30, we told the soldier who was guarding the gate that we wanted to go to the toilet, but he didn’t listen to us, and after we hassled him for a few minutes he went to check whether there was another soldier to take us. He came back and said there is no-one to take you, so you can’t go. So, we kept annoying him for one hour, and after that, a female soldier came and she said “the toilet is closed, so there is no toilet” and she took me to a spot, behind the jeep. She would not give us any privacy. After that, they put us both on chairs and they left again for about half an hour.

Another jeep came with three soldiers, they put us in the jeep, and they took us to the Ofer military prison again. We stayed there for half an hour, and then they took us to Sha’ar Binyamin [illegal settlement] police station. They put us in a room with another 2 prisoners and we stayed there for a while, sitting on the ground until the investigator (police) came and took us to interrogate us. It was only at this point that the blindfold and handcuffs were taken off… all the time before that, I was blind. He started to ask me questions. He told me “we suspect you – you were throwing stones and molotovs, and you tried to kill soldiers with stones. What do you say about that?” So, I said “about what exactly?” He said “about what I told you” I told him “you are imagining that…. nothing like this could happen” And he said “OK but we have evidence.” I asked him “who told you that?” He said “just, we have evidence” so I demanded that they show it to me. They showed me a photo of another guy, someone I don’t know. I told him “this one is not me and I deny what you are saying and I want to talk to my lawyer,” so he called my lawyer. This was the first time I had been allowed to contact my lawyer, so many hours after I was arrested.

I talked to my lawyer for a while and after that he told me “stop talking and give me the phone.” He started to ask me if I have ever thrown stones or molotovs, and do I know people who throw stones or molotovs and if I join demonstrations against the soldiers or if I am thinking to join a demonstration. So, I told him “I don’t join demonstrations, and I would not do that, because when I go to a demonstration I go as a medic and work as a humanitarian mission.” And they said “but you still don’t want to tell me if you know anything.” So I told him, “I don’t know anything, and I deny everything that you have, and your evidence is fake.” So he decided to take my DNA and fingerprints and they also took photos of me. Another investigator, he asked to see my hands, so I showed them to him and he said “these hands are not throwing stones… these hands are throwing molotovs.” I started to laugh and told him “you are dreaming” and he said “OK, what is your name” so I gave him my name and he told me “we have been looking for you for a long time.” I said “really? I am in Ramallah… and you are 10 minutes away, and you could take me any time.. so don’t make fun of me.” He said “OK, go down” and when I was about to go into the elevator, he showed me his hand, with 4 fingers, and he asked me “how much is it?” So I told him “it’s four.” He said “no, it is five.” I told him, “no it’s four.” He flipped his hand around, and said “no, like this it’s 4,” he flipped his hand again, “and like this [with a bent thumb on the palm side], its five.” I told him “if it’s four or five it’s your problem, I see four.” They told me “OK, just go.”

So, the other policeman took me to the room where I was sitting with the soldiers and the other 3 prisoners and they kept us there for about 2 hours. It must have been about 3pm by then. Three policeman came, and they said “these 2 guys [pointing at the others, from Jalazon camp] – to Ofer.” And me and the other guy, “to the custody room.” We stayed there around one hour before the policeman came and opened the door for us. He said “we have nothing against you. So, you can leave. And, do you know how to go out from here [the police station]?” I told him yes, but when I got to the main door I said to him “you didn’t charge us, but you release us inside a settlement, and we might get killed here” He said “no, you are fine, just leave,” so we left. They try to accuse me of some charges but they cannot – if they had some real evidence that I threw stones they would never release me, but they didn’t – they just want to punish me for my work. And I am free now. Thanks for everyone who tried to help me, in any way. I appreciate it.

The Women’s Center for Legal Aid and Counseling (WCLAC) estimates that approximately 1,350 night raids are occurring annually in the West Bank, with that number having escalated in the tensions of recent months. Most of these raids occur between 2:00 and 4:00am “and commence with aggressive banging on the front door. In some cases the door is simply kicked in or blown off its hinges.” While night raids are used extensively as an arrest tactic, the WCLAC explains that in fact in the majority of cases no arrests are made, and it is moreover a “strategy of mass intimidation of the Palestinian civilian population.” According to the Addameer Prisoner Support and Human Rights Association, in October alone, Israeli occupation forces arrested 1,195 Palestinians including 177 children, 16 females and  23 after they were injured. Among those arrested, 128 were placed under administrative detention, 31 of whom were arrested for alleged “incitement” including through social media, 3 of whom were children from Jerusalem. This brought the total number of Palestinian political prisoners to 6,700 by the end of October. They state that the “Israeli occupation  authorities have publicly declared that these mass arrests as well as other measures taken against Palestinians in the occupied territory are aimed at suppressing the recent uprising, clearly indicating that the mass arrests are a form of collective punishment and political oppression aimed at forcing Palestinians to submission.”

UK Regime Boycotts Palestinian Academics and Mental Health Specialists

The Independent reported today that “a decision by Britain to refuse a group of Palestinian medical experts from Gaza permission to participate in an international conference at Kingston University on trauma in war zones has been condemned by campaigners.”

I guess that someone in the British Government is convinced that the Palestinians  know little about Trauma or living in a war zone.

Three doctors and a nurse who work for the Ministry of Health in Gaza, and were due to give presentations at the conference taking place this weekend, have had their visa requests refused by British authorities. Interestingly enough, some Israeli academics are invited to attend the conference.  I guess that the British government is buying into the primacy of Jewish trauma.

In addition to the four mental health specialists refused entry, Dr Nahida Al-Arja, a psychologist from Bethlehem University, has had her visa application rejected.

A letter by the UK Palestine Mental Health Network, co-organisers of the conference, published in the Independent, says: “It is beyond our comprehension how such an interference with intellectual and clinical discussion on such an important topic could be justified. This is a measure that further isolates clinicians from Gaza, already struggling under the impact of military assaults and siege,”

It adds: “We urge the UK authorities to reverse this decision immediately, and to resolve to nurture, rather than undermine, urgently needed psycho-social support services for the people of Gaza.”

Former Palestinian ambassador refutes Abbas’s statements on Sinai land cession

CAIRO -The former Palestinian ambassador Adli Sadeq denied Monday PA Chairman Mahmoud Abbas’s statements in which he said that Egypt’s ousted president Mohammed Morsi had offered some 1,000 square kilometers of Sinai to expand the Gaza Strip.

In a Facebook statement, the former Palestinian ambassador to India said that Abbas had made a political mistake when he said that Morsi offered him a land from Sinai.

Cairo knows very well each word said by Morsi, and it is not in need for Abbas’s statements, Adli wrote in his Facebook page.

“Why didn’t he [Abbas] reveal such a story during Morsi’s mandate and why didn’t he play the role of the Egyptian soil’s protector at that time?”

Abbas has made such statements in this particular time because he knows that Morsi is imprisoned and cannot deny or confirm his allegations, Adli added.

On Sunday evening, Abbas claimed in a press conference in Cairo that Israel and Hamas had been conducting direct negotiations to expand the Gaza Strip so that it would include some 1,000 square kilometers of Sinai.

The idea of slicing off land from Sinai to expand the Gaza Strip was first proposed by ousted Egyptian President Mohamed Morsi, according to Abbas’s allegations.

Commenting on the issue, former Egyptian Minister of Investment Mohamed Hamed accused Abbas of lying over the Sinai story.

Abbas cannot and will never provide any evidence to his fabricated stories, the minister underlined.

What Obama Should Have Told Bibi

And also the World Jewish Congress

Israeli Prime Minister Benjamin Netanyahu is currently making one of his periodic devastating plundering raids on Washington and New York. During his visit he discreetly picked up a bunch of large checks from the Wall Street crowd, benefited from the plaudits dutifully delivered by the media and chattering class and has even met with President Barack Obama, whom he quite openly despises. Netanyahu and Obama carefully concealed their mutual dislike when in front of the cameras but the president also made all the right noises about Israel’s security “needs.” Apparently all the violence occurring in Israel-Palestine is the fault of the Palestinians and Israel always has the right to do whatever it wants to defend itself. Obama will follow up on the meeting by throwing billions of dollars of additional Danegeld at Netanyahu as a token of America’s undying love and fealty to Israel’s interests.

One wonders if Obama had his fingers crossed behind his back to indicate that he was lying to Bibi except for the intention to come up with more money, which is always an easy way out for America’s ruling class. It is generally convenient to pay off blackmailers like Netanyahu in hopes that they will stop whining. The president will in any event have to prepare himself to endure the usual firestorm coming from GOP presidential candidates later this week over his less than enthusiastic support for America’s greatest ally and best friend, which would have been a consequence of the visit no matter how it had turned out.

Last Thursday a full page ad placed by the World Jewish Congress appeared in the Washington Post, New York Times and the Wall Street Journal. The group’s president Ronald Lauder, the cosmetics company heir, provided the White House with suggestions for how to deal with the visiting Israeli leader. Predictably, he delivered some debatable assertions in constructing his argument as to why the president and prime minister should kiss and make up.

Lauder wants to “reinvigorate” the relationship with Israel because “never has this relationship been more important.” Wrong Ron, the Israeli connection is an enormous liability for the United States strategically speaking that has cost well in excess of $100 billion to the American taxpayer and has done untold political damage. Compared to other strategic partners in the region including Turkey and Egypt Israel is of little or no importance but for the fact that it has an enthusiastic, politically powerful and extremely wealthy domestic lobby conniving on its behalf. Which includes you, Ron.

Lauder goes on to cite “human disaster in Syria, ISIS moving on Iraq, [and] Iran’s bid to destabilize the region.” Well Ron, the human disaster in Syria and ISIS in Iraq have been caused by policies pushed by Israel and carried out by the United States, all starting with the Iraq war which was initiated at least in part for Israel by a cadre of neocons in the Bush Administration. Iran may not be a friend of the United States, but its support is desperately needed to eliminate ISIS and help stabilize Iraq. As always, Israel sees a U.S. led military solution to each and every problem dealing with Muslims. That might provide a comfort zone for Israeli politicians but it is bad for the United States and to be completely honest it is not even good for the Israeli people.

The ad also cites “the ongoing violent attacks against Jews in Israel” and that Israel is the “only democracy” in the Middle East. Ron, more than seven Palestinians have been killed for each dead Israeli, many of them shot execution style, but you seem to have forgotten that. The simple solution to the attacks would be for Israel to give up its endless and endlessly brutal occupation of the West Bank as well as its siege of Gaza. The knifings would end.

And what about democracy when it only applies to Jews? Netanyahu has proposed expelling thousands of Palestinians from East Jerusalem, where they and their ancestors have lived for centuries. And the continuous theft of Arab land and destruction of their livelihoods proceeds at an accelerated pace. If Ron Lauder and his friends really cared about suffering humanity instead of only the Jewish subset he would be using his considerable leverage to complain directly to Netanyahu and ask him to reverse his policies.

And how to fix things? Lauder claims that Netanyahu has “the greatness, the vision and the courage to move this relationship forward on a positive path.” Sure. And pigs have wings. Let’s face it Ron, Bibi is quite likely clinically insane. Even many Israelis are saying so, though they still vote for him based on his government’s relentlessly implemented and self-fulfilling program of inciting fear of Arabs.

For what it’s worth, this is what I propose Obama should have said to Bibi but didn’t, with a transcript of the conversation also faxed over to Ron Lauder at the World Jewish Congress:

  • “Nice to have you back Prime Minister, but not really as it’s close to lunchtime, to which, incidentally, you are not invited. Why don’t you stay home? You have been interfering in our politics and denigrating both me personally and my office for far too long. How would you like it if I were to go to Israel and endorse one of your opponents? If you keep up this crap I will revoke your visa and you’ll never visit here again.”
  • “And by the way, your plan to expel thousands of Arabs from East Jerusalem and to shoot kids throwing stones at your occupying army is not acceptable to us. And then there are new reports of your harvesting organs and other medical transplant material from the bodies of Palestinians that you have killed. There’s a long history of that in your country, but it’s a bit much even by your standards, isn’t it, and it begs the question whether there is anything that you won’t do. Next time a motion comes up in the United Nations condemning your brutality we will support it. Maybe we’ll co-sponsor or even propose it to show that we’re serious.”
  • “We are running out of money here in Washington and are thinking of cutting benefits to our own people. I note that Israelis have free medical care and university education, which means that we are subsidizing things that we Americans do not have so it hardly seems fair. We have been giving you more than $3 billion in aid every year and also looking the other way when you benefit from tax free charitable contributions that actually are illegal under American law. By executive order, I am stopping the cash flow and asking the IRS to look at your friends over here.”
  • “And speaking of Israel’s many friends, your good buddy at the State Department Victoria Nuland is now working down in the mail room. And I am asking the Justice Department to register the American Israel Public Affairs Committee (AIPAC) as a foreign agent, subject to having its finances and operations monitored by U.S. authorities. Oh, and your spy Jonathan Pollard will be denied parole later this month and will be the guest of a federal prison for the next twenty years.”
  • “I cannot see where you have done anything for us except complain. As you are now pledging Israel to continue its occupation of Palestinian land and ‘live by the sword’, meaning the killing of Arabs will accelerate, I am suspending all military cooperation with you until you come up with a plan to remove most of your settlers from the West Bank. Come back when you have something to show me. Don’t let the door hit you in the ass on the way out.”

Well, okay, it was never bloody likely to happen that way, but I can dream, can’t I? If you think Obama is spineless when confronted by Ron Lauder and the usual suspects, just think of how bad it will be when we have President Clinton or President Rubio, proxies for their Israel firster donors Haim Saban and Paul Singer respectively. The new president and his or her staff will have to learn how to perform proskynesis whenever Netanyahu enters the oval office.

Arab Allies Have No Wish to Support Washington’s ‘Game’ in Syria

Arab nations, who initially took part in the US-led airstrikes against ISIL, have grown wary of Washington’s scheming in the Middle East and have switched their efforts to tackle what they perceive as real threats, military expert Vladimir Prohvatilov told Radio Sputnik.

“Many know perfectly well that the US is not really interested in defeating ISIL. Washington’s true aim is to create a zone of controlled chaos in the Middle East to deal with geopolitical and geo-economic issues. America’s task is to spark a bloody conflict and drag others into it,” the analyst asserted.

Washington’s plans for the Middle East, according to Prohvatilov, prompted Canada’s newly elected prime minister to pull out of the anti-ISIL bombing campaign. Delivering on this promise would mean that Justin Trudeau does not view the operation led by the US as beneficial for Canada.

This stance is not exclusive to Ottawa, the expert maintains. Many Arab countries which nominally take part in the US-led efforts share this position.

“People [in Saudi Arabia, Jordan and Qatar] are used to high living standards and do not want to take part in a war. The Saudi Army is essentially manned by Pakistani mercenaries. Saudi nationals have no wish to fight,” he asserted.

Washington’s Arab allies have switched their attention to Yemen and see tackling the Houthis as a priority.

“Riyadh views the Houthis as a threat since they are capable of calling to arms as many as 200,000 seasoned fighters. The same goes for Jordan and Qatar. They perceive Yemen as a real threat while ISIL is a subtle game engineered by the US,” Prohvatilov noted.

Washington’s stance towards Moscow’s counterterrorism efforts in Syria is also a part of this game.

“The Americans want the Russians either to stop the campaign (so that Washington could accuse Moscow of a military defeat or cowardice) or to expand it so that Russia would bear all the cost” of a major military engagement, he added.
