A group that campaigns for stricter arms sales controls said on Monday that Western powers were breaking international law by selling vast amounts of weapons to Saudi Arabia that are being used to hit civilians in Yemen.
The Control Arms Coalition said Britain, France and the United States were flouting the 2014 Arms Trade Treaty (ATT), which bans exports of conventional weapons that fuel human rights violations or war crimes.
“It is extremely concerning that many transfers are still continuing, in particular the governments of the United States, the UK and France have authorized and are continuing to export very large quantities of weapons, including explosive weapons, bombs which are being used daily against civilians in Yemen,” said Anna MacDonald, director of the Control Arms Coalition.
She was speaking to a news briefing as week-long U.N. negotiations began in Geneva aimed at putting teeth into the ATT which lacks a mandatory public reporting system for the $100 billion global arms trade.
France authorized arms licenses worth $18 billion to Saudi Arabia last year, followed by the United States at $5.9 billion and Britain’s $4 billion, the group said in its latest study.
Nigeria’s ambassador Emmanuel Imohe, who chairs the conference, said: “The allegation is quite grave and it should be of concern to everyone including the ATT secretariat itself.”
Medecins Sans Frontieres (MSF) said last week it was evacuating its staff from six hospitals in northern Yemen after a Saudi-led coalition air strike hit one of its hospitals, killing 18 people.
Outcry over civilian casualties has led some members of the US Congress to push for restrictions on arms transfers. The Obama administration this month approved a potential $1.15 billion arms package for Saudi Arabia.
Last week, US Senator Chris Murphy slammed his country’s administration over bombing civilians in Yemen, saying “there is an American Imprint on Every Civilian Life Lost in Yemen.”
In a statement on Friday, the Pentagon cautioned that its support for Saudi Arabia in its campaign was not “a blank check,” however, and said it has pressed the coalition on the “need to minimize civilian casualties.”
Campaigners said arms exports also drove fighting in South Sudan last month that killed hundreds, prompting fears of a return to civil war.
“We think that governments of other countries have fueled this violence by repeatedly authorizing arms transfers to South Sudan,” said Geoffrey Duke, head of South Sudan Action Network on Small Arms. He named China, Ukraine and South Africa as the main suppliers to the Juba government.
To date, 87 countries have ratified the ATT, while another 46 – including the United States – have signed it, leaving important gaps, Imohe said.
“For example, in the Arab world only Mauritania is listed amongst states parties, while Asia Pacific has only three states parties,” he said, referring to Japan, Samoa and Tuvalu.
Iran’s media say German engineering giant Siemens has started talks to invest in the country’s petrochemical industry in a fresh sign of growing post-sanctions opening in the business environment of the Islamic Republic.
Mehr News Agency reported that Siemens is already engaged in serious negotiations with Iran’s Ministry of Petroleum over investing in a certain number of the country’s petrochemical projects.
The report added that a ranking delegation from Siemens had visited Tehran over the past few days to meet the related Iranian officials for investment talks.
It also said that another topic in the meetings of the German firm with Iranian officials was providing the advanced technology as well as the related technical and management solutions for Iran’s petrochemical projects.
In May, Siemens reported a rise in its second-quarter profit by €130 million in what it says was a result of the promising prospects of future activities in Iran.
The company announced in a statement that the resurgent business prospects in Iran after the removal of international sanctions has already increased its expectations of second-quarter revenues by €174 million.
The Munich-based company has always been one of the most active German enterprises in Iran. Even during the multiple years of sanctions that a majority of foreign companies left the Islamic Republic, Siemens kept its office in Tehran open to maintain its business in the country.
It has been mostly providing engineering services as well as technical parts including turbines to Iran’s gas projects. After the removal of the sanctions against Iran in January, it became even more active to pursue an ambitious Iran investment agenda.
In March, the company signed memoranda of understanding on rail infrastructure and gas equipment projects potentially worth billions of euros, as well as an energy agreement with Iranian power and infrastructure group MAPNA.
Samidoun Palestinian Prisoner Solidarity Network international coordinator Charlotte Kates was denied entry to Palestine at the King Hussein Bridge crossing from Jordan to occupied Palestine on Monday, 15 August, as she attempted to join a delegation of European parliamentarians and lawyers in support of Bilal Kayed and the Palestinian prisoners. Kayed, 34, has been on hunger strike for 69 days against his administrative detention without charge or trial; nearly 100 fellow prisoners have joined his strike against his imprisonment, imposed upon him immediately following his completion of a 14.5-year sentence in Israeli prisons.
When Kates presented her U.S. passport at the passport control line, it was taken from her and she was told to wait for further questioning. Along with multiple other travelers to Palestine and, especially, Palestinians holding international passports as well as those holding PA passports, she waited for hours at the bridge for a period interspersed with interrogations about her purpose in the country and participation in Palestine prisoner solidarity and BDS activism.
“I was asked about the websites I maintain, asked to allow the interrogator to access my email conversation with others, and asked to write up lists of names of people I know in Lebanon and in Palestine and lists of organizations with which I work. The interrogator attempted to look through my phone to find my contacts and to seek out WhatsApp chats and repeatedly demanded that I log in to my email or social media accounts and allow her access. As my phone was completely clear of any contact information and I refused to access any accounts or provide lists of names, this became a ‘reason’ to deny me entry. However, other travelers at the bridge were also subject to these searches and questioned about their personal photos and WhatsApp chats. In particular, people were questioned about wearing hijab in photos or being in contact with visibly Arab or Muslim friends,” said Kates.
“I was interrogated about my involvement with Samidoun and organizing around Palestinian political prisoners, and whether my visit to Palestine had anything to do with Bilal Kayed in particular, clearly a matter of concern to the Israeli interrogator,” said Kates. “Furthermore, in light of the recent announcements regarding ‘crackdowns’ on BDS activists entering Palestine, I was specifically interrogated regarding speeches and lectures I have given regarding boycott, divestment and sanctions against Israel, support for the BDS call and involvement with Israeli Apartheid Week.”
“This was not about personally targeting me; it was an attempt to target the growing international solidarity movement to support Palestinian prisoners and the Palestinian people’s liberation struggle, and an attempt to further isolate Palestinian prisoners from the people of the world,” Kates said. “Furthermore, my experience of prolonged interrogation and being held for hours at the bridge pales next to the experience of Palestinians being denied their basic right to enter their own homeland – part and parcel of the denial of the fundamental right of return – and subject to harsh interrogation, being deported for carrying international passports, and being subjected to cruel and degrading treatment at the border.”
“During just my own time at the bridge, I encountered numerous Palestinians facing enormous delays and aggressive interrogation, Palestinians denied entry to their own homeland, and Palestinians presented with ‘limited-access’ entry permits prohibiting them from visiting Jerusalem. I encountered a family from Gaza who had one of the rare permits to exit via Erez/Beit Hanoun and then the bridge to Jordan to see family members. As they had studied in the US and UK, they were questioned by border guards as to why they wished to return to Gaza at all, rather than staying in another country. Border control and interrogation is part and parcel of the system of Israeli colonization and dispossession separating Palestinians from their land and seeking to force even more Palestinians outside their homeland. It is part of the same system that denies millions of Palestinians their right to return and attempts to continue the Nakba on an ongoing basis,” said Kates.
“At the same time, I also witnessed numerous holders of international passports singled out for their names, visibly Muslim or Arab appearance, or travels to Arab countries, and subject to degrading and offensive interrogations regarding their religion and personal relationships,” Kates noted. … Full article

Now more documents, in the massive 2,500 leaked tranche, show the immense power and control Soros had over Ukraine immediately following the illegal Maidan government overthrow.
Soros and his NGO executives held detailed and extensive meetings with just about every actor involved in the Maidan coup… from US Ambassador Geoffrey Pyatt, to Ukraine’s Ministers of Foreign Affairs, Justice, Health, and Education.
The only person missing was Victoria Nuland, though we are sure those meeting minutes are waiting to see the light of day.
Plans to subvert and undermine Russian influence and cultural ties to Ukraine are a central focus of every conversation. US hard power, and EU soft power, is central towards bringing Ukraine into the neo-liberal model that Soros champions, while bringing Russia to its economic knees.
Soros NGO, International Renaissance Foundation (IRF) plays a key role in the formation of the “New Ukraine”… the term Soros frequently uses when referring to his Ukraine project.

The meeting took place on March 31, 2014, just a few months after the Maidan coup, and weeks before a full out civil war erupted, after Ukraine forces attacked the Donbass.
In the meeting, US Ambassador Pyatt outlines the general goal for fighting a PR war against Putin, for which GS is more than happy to assist.
Ambassador: The short term issue that needs to be addressed will be the problem in getting the message out from the government through professional PR tools, especially given Putin’s own professional smear campaigns.
GS: Agreement on the strategic communications issue—providing professional PR assistance to Ukrainian government would be very useful. Gave an overview of the Crisis Media Center set up by IRF and the need for Yatseniuk to do more interviews with them that address directly with journalists and the public the current criticisms of his decision making.
Pyatt pushes the idea of decentralization of power for the New Ukraine, without moving towards Lavrov’s recommendation for a federalized Ukraine.
GS notes that a federalization model would result in Russia gaining influence over eastern regions in Ukraine, something that GS strictly opposes.
Ambassador: Lavrov has been pushing the line about constitutional reform and the concept of federalization in Russia. The USG reaffirmed it will not negotiate over the heads of the Ukrainians on the constitutional reform issue and that Ukraine needs to decide on this issue for itself. He noted that there are templates for devolution that can be used in this context but that the struggle will be to figure out how to move forward with decentralization without feeding into Russian agenda.
GS: Federalization plan being marketed by Putin to Merkel and Obama would result in Russia gaining influence and de facto control over eastern regions in Ukraine. He noted Lavrov has clear instructions from Putin to push the line on federalization.
Ambassador: Secretary Kerry would be interested to hear GS’s views on the situation directly, upon return from his trip.
SF: There is no good positive model for federalization in region, even models of decentralization are very poor because the concept is not very common. The institutions need for decentralization do not yet exist and need to be built.
YB: Ukraine should pursue a decentralization policy based on the Polish decentralization model. IRF funded the development of a plan based on this model previously and those involved are now advisers to government on this issue.Noted it is also important to encourage the constitution council created y government to be more open and involve independent experts.
Ambassador: Constitutional reform issue as the most urgent issue facing Ukraine—there is a need to decentralize in order to push democracy down to the local level and break the systemic corruption that results from Kiev’s authority over the local governments.
Ambassador: Russian propaganda machine telling Kharkhiv and Donbass residents that the government in Western Ukraine is looking to take away their resources and rights through decentralization process, feeding into Lavrov’s line that the Ukrainian government is dysfunctional and not successful as a unitary state, making it a necessity to have federalization.
The participants cannot stop fixating on Russia and Putin throughout the meeting. The Ukraine project seems to be more about sticking it to Russia, then about saving a country about to fall into the abyss.
US Ambassador Pyatt hands over full control to GS, and point blank asks him, “what USG should be doing and what the USG is currently doing.”

Ambassador: Asked GS for a critique of US policy and his thoughts on what USG should be doing.
GS: Will send Ambassador Pyatt copies of correspondences he previously sent to others and his article in NY Review of Books. Obama has been too soft on Putin, and there is a need to impost potent smart sanctions. He noted the need for a division of labor between the US and the EU with the US playing the bad cop role. The USG should impose sanctions on Russia for 90 days or until the Russian government recognizes the results of the presidential elections. He noted that he is most concerned about transitional justice and lustration.
Ambassador: USG will organize conference with the British at the end of April on financial crimes that will bring together senior level government officials and representatives of the international community to discuss where money went. He noted his worries about the complete implosion of the Party of Regions and will be speaking to IRI and NDI about offering assistance to reconstruct the party for the post-Yanukovych era.
US Ambassador Pyatt decides to take out Tymoshenko from the New Ukraine equation.
She served her purpose as a poor and sick political prisoner while Yanukovich was in power, saying that “Tymoshenko is associated with everything undignified”…
Ambassador: Personal philosophy on the greatest need for Ukraine right now is the need for national unification. This will not happen under Tymoshenko because she is perceived as a hold over of the old regime and a very divisive personality. He calls the revolution a “revolution of dignity” and Tymoshenko is associated with everything undignified.
GS: Need to cleanse the “original sin” that all of the current presidential candidates are marked with in order for Ukraine to move forward.
Concern over the Pravy Sector, and how to disarm, or integrate, the muscle that was used to instigate much of the violence during the Maidan is debated.
Soros even throws out his suspicion that the Privy Sector has been infiltrated, and now is working under Russia’s FSB.
GS: Belief that the Pravy Sector is an FSB plot and has been funded to destabilize Ukraine
Ambassador: Agreed that this was at least partly true, but the problem now is that Pravy Sector has become organic and is still armed. There is a need for the government to figure out how to demobilize and disarm the Pravy Sector.
GS: How can we defend against Putin’s attempts to destabilize the May elections?
Ambassador: The international community should send in a flood of observers from the OSCE and other institutions. The US Embassy is also currently working with the local intelligence agencies to monitor the situation and they have already found Russian agents. He noted that a second ambassador, Cliff Bond, will be brought into the embassy to focus on the longer term questions such as decentralization, lustration, e-governance, and anti-corruption and will be coordinating with the donor community on these issues. Obama has instructed the embassy to focus primarily on economic support and assistance for Ukraine, avoiding military support or assistance.
GS: Hopes that going forward there will be close contact and cooperation between the US Embassy and the IRF.
The meeting minutes documented present a clear and conclusive case that George Soros and his International Renaissance Foundation (IRF) manipulated Ukraine into moving towards an untenable and self destructive direction.
In one meeting under the title, “Civil Society Roundtable Meeting”, Crimea fifth column schemes are advanced as viable solutions to those participating in the discussion.
Likewise we see how involved Soros was in making sure a Ukraine under federalisation is completely undermined at the highest levels, influencing Merkel and Obama to reject such initiatives.
In hindsight it has now become clear as day that the only way Ukraine was going to survive the coup in one piece was to move towards a federalised model of governance.
He [George Soros] noted that Ukraine is in grave danger because Putin knows he cannot allow the new Ukraine to succeed. He reiterated his points about the conversations Putin has had with Merkel and Obama about federalism and his concerns surrounding that development. He noted that he hasn’t had direct feedback yet regarding this issue and is basing his worries on second hand information about the reactions of Merkel and Obama. But he reiterated the need for the Ukrainian government to respond loudly and immediately.
Just when you thought US foreign policy could not get more absurd. Lt. Gen. Stephen Townsend, who is listed as “commander of US forces in Iraq and Syria,” has issued a warning to the Syrian military that if its counter-insurgency operations on Syrian soil leave US troops on Syrian soil “feeling threatened,” the US military would “defend itself.”
That needs to be broken down to even be believed.
The Syrian military is fighting an armed uprising on its own soil. The US government is training and equipping several factions of that armed insurgency, in this case the Kurdish YPG militia. The US military is also operating on Syrian soil alongside and in support of the YPG militia. Members of the YPG militia have, over the past several days, been firing on Syrian government forces. The Syrian air force returns fire on its own soil and the US military that is illegally operating on Syrian soil issues a warning to the Syrian government to stop firing on insurgents on Syrian soil!
The US government has a military “commander” commanding US forces operating illegally — according to US and international law — on a foreign country’s soil.
Logic might suggest that if the US military does not want its Special Forces to feel threatened by Syrian government counter-insurgency activities, perhaps it should remove them from that foreign territory in which they are illegally operating.
But the empire creates its own logic and it is not for we mere mortals to understand it. If the Pentagon and the military-industrial complex want to threaten war in Syria (which will be de facto war with Russia) it is not our place to question it. We just plug in to our television screens and feel that soothing sound of state propaganda telling us it’s all being done to keep us safe. There, that feels better…
In July 2016, while swearing in 105 Polish soldiers being promoted to the rank of podporucznik (roughly equivalent to the rank of second lieutenant and a junior officer rank of the Polish Army), the Minister of National Defence for Poland, Antoni Macierewicz, announced Warsaw’s military plans for the near future:
– to increase the number of Polish troops from 100,000 to 150,000 by 2017;
– to set up 17 brigades, one in each of Poland’s 16 provinces and two in Mazovia Province (where Warsaw is situated);
– to urgently deploy new brigades in the provinces of Podlaskie, Podkarpackie and Lubelskie and four battalions in Białystok (on the border with Belarus), Lublin and Rzeszów (both on the border with Ukraine), and Siedlce (90 kilometres from Warsaw); and
– to set up territorial defence forces consisting of 35,000 volunteers, or 164 units, to assist the army.
The territorial defence forces will be the fifth branch of the Polish Armed Forces (after the Land Forces, the Navy, the Air Force, and the Special Forces).
Antoni Macierewicz said that an army of 150,000 is the minimum required for cooperation between Poland and its allies «in the event of a real threat to our independence». And in order to justify this militaristic itch to the Polish people, the defence minister added: «This threat is real and it is coming from the Russian government».
It is impossible to deny the achievements of the Polish authorities in whipping up war hysteria in the country, of course, but their role is ultimately secondary. The root cause should be sought in the work of leading Western think tanks.
The authors of a report published in July (2016) by the European Council on Foreign Relations entitled «An unpredictable Russia: the impact on Poland» are trying to make the Polish people believe that the risk posed by Russia is comparable with the threat of terrorism to Europe (!), that «Central and eastern Europe represents the testing ground for Vladimir Putin’s project to create a new world order». And this statement is presented as an axiom.
On 11 August, an article was published on the BBC’s website under the headline «The Polish paramilitaries preparing for war» which states that nearly 100,000 people have now joined paramilitary organisations in Poland and others are learning how to survive a possible invasion. US National Guard units will serve as the prototype for the territorial defence forces, which are to be an integral part of the Polish Armed Forces, and US instructors are involved in their training and indoctrination.
On 19 July 2016, the Atlantic Council presented a 25-page report entitled «Arming for deterrence. How Poland and NATO should counter a resurgent Russia», which is a kind of postscript to the alliance’s summit in July. Calling for a large-scale military build-up in NATO’s zone of responsibility, the report suggests that Poland should be regarded as a front-line bastion in a war with Russia.
Half of the report deals with recommendations to the Polish government regarding the militarisation of the country, with the clear aim of creating war hysteria among the population.
Thus, the Atlantic Council recommends that Warsaw should:
– issue a statement declaring that Poland will come to the aid of the Baltic States and Romania should they be attacked by Russia;
– publish a list of potential targets for Polish strikes in Russia, primarily in the Kaliningrad Oblast;
– enable Polish F-16s to be carriers of tactical nuclear ordnance;
– declare that, if attacked, Poland reserves the right to dispatch Special Operations Forces deep into Russian territory to carry out acts of sabotage;
– be prepared to destroy Russian infrastructure facilities using missiles; and
– announce that, if attacked by Russia, Poland reserves the right to deploy offensive cyber operations against such targets as the Moscow metro, the St. Petersburg power network, and the TV news channel RT.
Generally speaking, the list of recommendations in the report can reasonably be considered the ravings of a madman. This feeling is intensified by the name of the report’s author – retired British General Sir Richard Shirreff, who served as NATO’s deputy supreme allied commander in Europe between 2011 and 2014 and who has recently gained renown as a novelist.
In May this year, Sir Shirreff presented his book «2017: War with Russia» in London, in which the author states that war between Russia and the West is inevitable. The book opens with a colourful description of the beginning of the war, and this heart-rending scene was written with the firm belief that it would capture anyone’s imagination: Russian troops attack a school in Donetsk and kill around a hundred innocent children in order to blame it on the Ukrainian military and thus create a pretext for large-scale aggression against Ukraine and Europe, which has dropped its guard. Sir Shirreff himself called his work a «prophesy novel».
The politicians currently in power in Poland can boast about their supposed independence in international affairs as much as they like, but in reality, immersed in an atmosphere of hatred with their Russian neighbour, they can only dance obediently to the tune of gentlemen like the retired British General and aspiring novelist Richard Shirreff. And dances like that will never end well.
During a weekend meeting with an Indian official, Syrian President Bashar al-Assad has invited India to play an active role in the reconstruction of the Syrian economy.
India’s junior Foreign Minister Mubashir Javed Akbar met Assad in Damascus on Saturday. The visit will boost Syrian President Assad’s efforts to highlight continued critical support for his government.
State media reports in both countries quoted sources as saying New Delhi and Damascus have reasserted their rejection of “foreign interference in the internal affairs of states”.
The two sides discussed terrorism, faith equality and the need to upgrade bilateral security consultations, the Press Trust of India quoted Indian government sources.
As a growing power, India has a role to play in meeting the challenge of terrorism, Assad has said as the two countries agreed to upgrade their security consultations.
BRICS are opposed to the ouster of Assad as sought by the US and its allies.
Earlier in May, South African junior Foreign Minister Nomaindia Mfeketo had also called on Assad in Damascus to discuss the crisis.
Assad had told the South African Minister that the BRICS countries have played a key role in decreasing western hegemony in global affairs.
During the Indian Minister’s visit on Saturday, Syrian Foreign Minister Walid Mouallem said terrorism is the common adversary of both Syria and India.
There was an agreement between both sides for further upgrading security consultations, sources said.
No details of the security cooperation has been provided by the Indian government yet.
On Saturday, Vikas Swarup, spokesperson of the Indian Foreign Ministry, tweeted a picture of Assad and the Indian Minister.
“During his official visit to Syria, MoS @mjakbar called on President Bashar Al Assad in Damascus today,” Swarup said.
The Indian Minister stressed that “India is ready to offer all that could help in alleviating the suffering of the Syrian people and contribute effectively to the development process and reconstruction in Syria”, Syrian state news agency SANA said.
During the meeting, Assad also welcomed India’s objective position on the conflict in Syria and both leaders acknowledged that terrorism was a global problem.
“As a growing power, India has a role to play in meeting the challenge of terrorism,” Assad said.
On his part, Akbar, during their meeting, said “the age of destruction” should give way to the age of “reconstruction” in Syria.
Russia, which is aiding the Syrian government’s fight against ISIL and the Al-Nusra front, said on Thursday it was willing to support weekly 48-hour ceasefires to allow aid to reach besieged areas.
Former U.S. ally and current ally of the Houthi rebels, Ali Abdullah Saleh, said his future government would be ready to open naval and air bases for Russia.
A newly-formed governing council in Yemen could work with Russia to “fight terrorism” by allowing Moscow use of the war-torn country’s military bases, Yemen’s former president said on Sunday.
Ali Abdullah Saleh, a former counterterrorism ally of the U.S. who was toppled by mass protests in 2011, told state-owned channel Russia 24 that Yemen was ready to grant Moscow access to air and naval bases.
“In the fight against terrorism we reach out and offer all facilities. Our airports, our ports… We are ready to provide this to the Russian Federation,” Saleh said in an interview in Sanaa.
The ex-strongman may lack the clout to implement such an offer. But officials from the party he heads now run a political council that controls much of the country along with the Houthi movement. For the first time last week Iran let Russian jets take off from its territory to bomb armed groups in Syria.
Russia is the only major country that maintains a diplomatic presence in Yemen where a 16-month war between a Saudi-led coalition and the Houthi rebels has killed over 6,500 people and raised the prospect of famine in the Arab World’s poorest country.
The war has allowed Islamist militants including al-Qaida and the Islamic State group to flourish, even though the United States has for years launched drone strikes against groups in Yemen.
Russia abstained from a United Nations Security Council resolution in 2015 that imposed an arms embargo on the Houthi rebels.
Moscow’s relations with Yemen date back decades and until the break-up of the USSR, thousands of Soviet military advisers and trainers worked in the formerly-independent south.
On Saturday tens of thousands of Yemenis rallied in the capital to show support for the Houthi-led bloc as the head of the group’s new governing council vowed to form a full government in the coming days.
Yemen’s former President Ali Abdullah Saleh says the new government in the country is ready to cooperate with Russia against terrorism by allowing Russian access to Yemeni military bases.
“Russia is the closest to us and we extend our hand to Russia to cooperate in the field of combating terrorism,” Saleh said in an interview with state-run Russia 24 TV channel on Sunday.
He said Yemen was ready to open the country’s military bases to Russia.
“We provide all the facilities in our bases, airports and sea ports. We are ready to provide all facilities to the Russian Federation,” he said.
He said, however, that such cooperation would not mean Russia would be fighting alongside Yemeni forces against Saudi forces waging war on Yemen.
‘Iran has no presence in Yemen’
Saleh also rejected claims that Iran is interfering in Yemen’s internal affairs.
He said Saudi Arabia has launched the war on Yemen under the pretext of defending Saudi national security against Iran, emphasizing that the pretext is “baseless.”
“Iran has no presence in Yemen at all,” he said, adding that, “The international intelligence services know that Iran is not present in Yemen.”
“We are not against Iran; Iran is an Islamic brotherly country. We don’t have any agreement or coalition with her currently,” he said, referring to Iran.
Yemen has seen almost daily military attacks by Saudi Arabia since late March 2015, with internal sources putting the toll from the bloody aggression at about 10,000.
In late July, Yemen’s Houthi Ansarullah movement and Saleh’s General People’s Congress party decided to establish the Supreme Political Council to run the country. It was formally launched on August 6, when the Houthis and Saleh’s faction announced that they both had an equal share in the 10-member body.
It’s a little strange to write a fact sheet about a term that actually has no meaning.
That’s right – there’s no real definition of a “run-of-river” hydro project. As our former director, Patrick McCully, once said of run-of-river hydro, “It’s a sort of Alice in Wonderland, ‘it means exactly what I want it to mean’ term.”
Simply put, run-of-river (ROR) hydro projects have limited storage capacity as compared to conventional storage dams. But there, the clarity ends. The term has been applied to everything from micro-hydro projects providing electricity in remote villages to the Belo Monte mega-dam in Brazil, which will devastate an extensive area of the Brazilian rainforest, displace over 20,000 people, and threaten the survival of indigenous tribes that depend on the river.
One World Bank insider told me that Bank officials often misuse the term as short-hand for “low-impact.” That kind of imprecision lulls officials and the public into thinking ROR projects are the silver (or green) bullet: hydro projects that produce power but without the negative impacts. Because the term sounds so innocuous, ROR projects usually don’t get the level of scrutiny they require. And the truth is, run-of-river dams are anything but low-impact.
Preparing our new fact sheet, “Swindling Rivers,” I’ve learned a lot about run-of-river hydro, the different forms it takes, and the significant impact ROR projects can have:
The Himalayas are perforated by run-of-river tunnels where river flows are diverted to powerhouses, bypassing river channels for often dozens of kilometers. India’s Teesta River is undergoing a ROR boom that, once complete, will see more of the river flow though tunnels than the river channel itself. These ROR schemes divert some, or even all, of a river’s flow, often causing changes to a river’s temperature, velocity and depth that can completely kill off the natural life in a river.
At the same time, so-called “peaking” ROR projects are wreaking havoc on communities and aquatic life. Unlike the diversion tunnels, these projects often store a river’s flows behind a dam during the day, only to be released all at once in the evening to generate power during peak energy demand. These daily fluctuations between drought and flood are incredibly disruptive to river ecology. More tragically, these unexpected releases have made drownings a common occurrence for downstream communities in India.
And just like traditional dams, all run-of-river projects stymie the life cycle of migratory fish.
A new feature in The Economist highlights the perils of dam construction on one of the world’s greatest waterways, the Mekong River, where Laos is currently building the Xayaburi and Don Sahong Dams. These would be the first two of eleven dams planned on the lower mainstream of the river, all of which are classified as “run-of-river” projects, despite sizeable reservoirs. Laos’ downstream neighbors fear the dams’ impacts on fish populations and agriculture that sustain the livelihoods and food security of millions and have voiced strong concerns over the projects. The Government of Laos, in return, has pointed to the fact these projects are run-of-river in an attempt to downplay concern over their impacts. If the full suite of dams is constructed, they would transform more than half of the vibrant river into a series of stagnant reservoirs.
But the concerns are not going away. In fact, they were recently echoed in an article in the prestigious magazine Science, which raised the alarm about the threat of major biodiversity losses by run-of-river projects on the world’s great rivers – the Mekong, the Amazon and the Congo.
In short, there’s nothing innately better about run-of-river projects. If anything, the term is a greenwash for some deeply destructive projects. The upshot? Don’t be fooled by the name: All ROR projects deserve the same exacting scrutiny as any other dam.
How many times have we seen this before? Western media selectively focusing on, or distorting, human suffering in order to fulfill a base political agenda – war – for powerful interests.
It is no coincidence Western media fevered with images of a five-year-old boy, pulled from rubble in Aleppo after an alleged air strike by Syrian government or Russian forces – and the very next day US warplanes were scrambled over northern Syria reportedly to ward off Syrian Su-24 fighter bombers.
American political analyst Randy Martin at crookedbough.com told this author: “This is a prelude to an all-out war in Syria – one that would inevitably bring American and Russian forces into direct confrontation.”
Martin says a warmongering cabal in Washington wants an “existential showdown” with Russia. This “war party” comprises hawkish think-tanks, military corporations, the Pentagon and CIA whose world view is predicated on American total domination. “They are counting on Hillary Clinton for president,” says the analyst. “And a war with Russia in Syria is an opportunity for this cabal which Clinton seems more than willing to accommodate.”
Perversely, the image of a suffering child is being exploited to solicit an outcome entailing many, many more children suffering.
It is no coincidence either that last week saw Western media reports alleging that thousands of detainees have died during incarceration in Syrian prisons.
There were also reports claiming that since President Vladimir Putin ordered Russian military intervention in Syria last September his forces have “killed more civilians than terrorists” belonging to the Islamic State and other extremists. The latter claim was based on figures from the so-called Syrian Network for Human Rights, which, according to reliable sources, is a political front for Western governments. Tellingly, the UK-registered network refers to Russia as the “Russian regime”.
The unmistakable context is to further discredit and demonize the elected government of Syria and its foreign allies, which then gives pretext for further Western intervention in the country – intervention that under any normal, rational perspective would be viewed as illegal aggression.
Several alternative media observers have questioned the validity of the now-iconic image of the five-year-old boy, named as Omran Daqneesh. Commentators at the OffGuardian site, for example, have pointed to anomalies in the video footage suggesting that it was staged for propaganda effect. The so-called Aleppo Media Center that fed the images to Western outlets is evidently embedded with the proscribed terror group, Fatah al Sham (previously Jabhat al Nusra).
Other observers noted that the self-declared “photojournalist” Mahmoud Raslan has also been spotted in selfies posted on social media in which he cheerfully enjoys the company of militants belonging to the Nour al Din al Zinki – the very same individuals who last month posted a video of themselves decapitating a 12-year-old boy near Aleppo.
The Russian Ministry of Defense refuted claims that its aircraft were involved in the Aleppo blast. Major General Igor Konashenkov said Russian forces were not operating in the eastern district of Qaterji on the day of the alleged strike. He also said that footage of the blast site indicated it most likely was caused by a mortar shell, which could have been fired by anti-government militants. This is consistent with claims that such militants are holding civilians in eastern Aleppo as hostages and human shields.
The politicization of an image purporting to show a little boy with bloodied head, covered in dust becomes obvious when we step back from this emotive singular focus. Why do Western media outlets not give the same prominence to thousands of children who have been killed or maimed by the anti-government militants or US warplanes?
Why, we should ask, is this particular image made “iconic”? What about the countless children suffering in Afghanistan, Iraq, Libya, Mali and elsewhere where Washington and its Western allies have waged dubious wars and invasions?
In the same week that the image of five-year-old Omran was plastered all over Western channels, in Yemen US-backed Saudi warplanes bombed a school killing 10 children. Where were their images on Western media?
Almost invariably, Western media focus on human suffering is hardly as simple as relaying the story that meets the eye. Russia was right this week to denounce the “cynical manipulation” of images as an attempt to score political points and orchestrate public sentiments.
Notorious incidents recall how Western media have actually engaged in not just “selective focus” and “omission” but fabrication. Recall the image of the emaciated girl whom Western media claimed was from an enclave in Syria besieged by “regime forces” in a policy of starving rebel-held populations. Turns out the little girl is Lebanese, unrelated to the Syrian conflict.
Or remember the Houla massacre that occurred in May 2012? Over 100 villagers were butchered in that attack and Western media rushed to assign blame on militia supporting the Assad government. Turned out that it was Western-backed mercenaries who perpetrated the atrocity, with the aim of incriminating the Syrian government.
Perhaps the most notorious “false flag” massacre was that of the chemical weapon attack on the Damascus suburb of East Ghouta in August 2014. Images of children suffocating were broadcast across the Western media. Again, it later emerged that it was US-backed Jaish al Islam militants who likely carried out the massacre in a deliberate attempt to prompt Obama’s “red line” for American air strikes on Syria.
Shameless Western media manipulation over Syria’s conflict – as with so many others, for example, Gaddafi’s “imminent butchering of Benghazi” which served as a pretext for NATO bombing of Libya and overthrow of its government in 2011 – is always correlated with a desired policy shift.
The Houla massacre back in 2012 happened only days before the UN security council was to meet on ramping up sanctions on the Assad government. The East Ghouta atrocity was around the time Washington was looking for a red line excuse to impose its military directly in Syria.
The image of the boy from Aleppo falls into the same pattern of expediting political objective.
The battle for Aleppo marks a last stand by the Western-backed militants. Their likely defeat by Syrian, Russian, Iranian and Hezbollah forces portends the end of a six-year war that Washington and its allies covertly embarked on for the illegal purpose of regime change. As many as 400,000 Syrians have died in this Western-fomented war.
Washington desperately wants to thwart the Russian-backed offensive, which is putting paid to its regime-change scheme.
Western outcry for ceasefires and No-Fly Zones are animated by emotive images of children suffering. But the real, underlying concern is to afford respite to the West’s proxies in Aleppo and to stave off terminal defeat.
Much more than this, however, is the perplexing sign that Washington wants to go to war in Syria, as US analyst Randy Martin and others point out.
Presidential candidate Hillary Clinton has already stated that she will escalate American involvement in Syria. Her backers in the CIA and Pentagon are also advocating “killing Russians” and supplying anti-aircraft missiles to their jihadist proxies.
In this prelude to war, we can therefore expect many more such images of children shamelessly exploited to condition the public to accept Washington’s despicable agenda.
It’s August, 2016 and the Western mainstream press is parading yet another injured child in front of a population of normally uncompassionate audiences in order to drum up support for some type of NATO military action against the secular government of Bashar al-Assad.
The picture of a little boy, seemingly injured in some type of bombing incident, sitting alone in an orange chair in the back of an ambulance, blood stains on his face and covered in dust from cracked concrete also comes in video form, footage that lasts for about two minutes, showing the boy being carried to a well-equipped ambulance (with English writing on some of the equipment). The boy’s story is also accompanied by “heart wrenching” stories from “activists” in east Aleppo alleging the crimes of the Syrian government and the horrific situation in the area.
The video shows a child after he was pulled from rubble in Aleppo, a Syrian city that has been devastated by constant bombardment. A man carried the boy away from the rubble after a suspected Russian or Syrian regime airstrike in the neighborhood of rebel-held Qaterji. He placed him in an orange seat, and the boy brushed his eye and face after the man walked away.
Looking dazed, he then wiped the blood and debris on the seat. After the airstrike, which reportedly shook the northern Syrian city Wednesday night during a call to prayer, the boy was rescued from the rubble that was once his home. Mahmoud Raslan, a photojournalist who captured the image, told the Associated Press that emergency workers and journalists tried to help the child, identified as 5-year-old Omran Daqneesh, along with his parents and his three siblings, who are 1, 6 and 11 years old. “We were passing them from one balcony to the other,” Raslan said, adding: “We sent the younger children immediately to the ambulance, but the 11-year-old girl waited for her mother to be rescued. Her ankle was pinned beneath the rubble.”
Omran was taken to a hospital for a wound on his head.

“This picture of a wounded Syrian boy captures just a fragment of the horrors of Aleppo,” read a Telegraph headline about the picture. The International Business Times said: “Heartbreaking video of little boy dragged from Aleppo rubble shows Syrian children’s suffering.”

The haunting image was also shared by David Miliband, former British foreign secretary and now president and chief executive of the International Rescue Committee. At least 400,000 people have died and millions have been displaced as the Syrian conflict has stretched on for years.
It is rather clear that the child is being used as a stage prop. After being passed to the medical “attendants,” little Omran is placed in an orange chair facing the camera and immediately left alone. He is not treated, no one else is being lifted into the ambulance, and no one is even in the vehicle with him. Instead, he is left to face the “activists” outside the vehicle and their cameras for what seems like too long a time to be anything other than a photo op for the “activists” videotaping him.
While some more discerning alternative media outlets are questioning the credibility of the footage – suggesting that the entire affair was simply staged by “activists” (meaning terrorists and terrorist supporters like the White Helmets) for propaganda purposes – one need not go so far in order to destroy the narrative being pushed by Western outlets. It is, of course, quite possible that the footage was simply created from beginning to end by propagandists but there is also no shortage of injured and dying children in Syria. Thus, the possibility that this footage is completely real and merely seized upon by the propagandists is incredibly real as well. It is even possible that the child was injured as a result of errant bombs dropped by Syrian or Russian planes. Generally, however, when children are killed or injured by American bombs or by bearded freaks receiving a paycheck from the U.S. government, those children are simply labeled “collateral damage” or “unfortunate realities of war.” Even if the bombing targets were intentionally civilian areas, the results are excused. When children are unintentionally injured by a Syrian or Russian plane – despite have taken all the appropriate measures to avoid these types of incidents – the Western press refers to the results as “crimes against humanity,” “intentional targeting of civilians,” and Assad “killing his own people.”
It should also be noted that, while all of the above may be the source of the child’s injuries, it is just as likely that his injuries came as a result of the men seen handling him. After all, America’s “rebels” have long killed children in the most grotesque manner, even beheading a young boy on camera in recent weeks.
But regardless of the nature of the child’s injuries, the photo and the footage is clearly a propaganda stunt. At best, it was seized by propagandists in the West and their foot soldiers in “rebel held” areas of Syria, ) i.e. terrorist support operations such as the White Helmets). One need only examine the “photographer” and this push by mainstream outlets to see that little Omran is being used as the latest bit of war porn propaganda, designed to create sympathy and moral outrage in an audience devoid of both until they are told to have one or the other by mass media outlets.
Raslan describes himself to be a “Syrian media activist,” which, in and of itself, is a red flag to anyone who has studied the Syrian crisis. In the world of Western media, anyone defining themselves as an “activist” in Syria should immediately be translated to mean “terrorist.” Calling “terrorists” “activists” has been an important mode of operation by the Western media since day one in Syria since “activists” can be quoted while actual terrorists are not seen as credible enough in the minds of the general public. In other words, “activist” is merely a moniker assumed by terrorists when propaganda outfits need “on the ground” confirmation of what they are already peddling.
Raslan, the “Syrian media activist” certainly fits the bill. Despite being hailed a true journalist or selfless “activist,” Raslan’s terror-supporting history is easily revealed via social media. Raslan has repeatedly made public statements praising terrorists and suicide bombers. In a post on Raslan’s facebook page (translated byThe Canary) reads:
With the suicide fighters, from the land of battles and butchery, from Aleppo of the martyrs, we bring you tidings of impending joy, with God’s permission
Another post reads:
Thousands of suicide fighters and tens of booby-traps are being prepared for the great battle in Aleppo, the first battle where I see men weeping because they can’t participate on account of the number of attackers.
Raslan’s Twitter page is full of pictures and footage of him standing next to captured Syrian tanks, marching with terrorists flying the French mandate flag (white, black, and green), taking selfies with terrorists, and celebrating terrorist victories. His Twitter page alone carries a cover photo that says “Stop Russia.” Why would anyone want to stop Russia from bombing terrorists unless they themselves were terrorists? This is a question more and more Americans should be asking themselves.
Videos on Raslan’s social media also show celebrations with other terrorists, praising suicide bombers on camera.
As Miri Wood writes in her article, “Oscar Nominations For War Porn With Child Has New Nomination,” “That one woman with a Twitter account can immediately expose this heinous relationship, while paid msm reporters cheer this scum, if further indictment of the criminal intentions of western media against the Syrian Arab Republic.”
Wood and Afraa Dagher continue by writing,
True, Gray Boy might not be the best competition for Aylan, but how many drowned babies’ bodies that have been desecrated by repositioning for maximum emotional impact are we to expect?
Besides,
Aylan’s defiled corpse was needed to propagate the myth of the external Syrian refugee — part of the plan to strategically depopulate the country (which is why msm neglected to mention Aylan’s father was the human trafficking boat ‘captain’) — while Gray Boy is to be used for an increased bombing campaign against Syria, by the same NATO forces which have funded terrorism in the SAR, and which obliterated Libya in 2011.
As Mnar A. Muhawesh of Mint Press News stated,
Since when does the corporate or mainstream media care about the people of Syria let alone the children of Syria? The answer is never. Watching CNN anchors cry crocodile tears over the Aleppo boy lifted from rubble serves one purpose only: to play with our emotions to justify more US intervention. MEDIA and their pundits are now calling for the US to help these people, as if our actions haven’t done enough damage. And by help, they mean bomb. But, I have been poking around to find the original source of this video of the heart-wrenching Syrian boy. It brought me to tears and I’m seeing everyone post about it. CNN cited the original source as coming from the Aleppo Media Center. The website is in Arabic but I read it, and it’s a pro rebel website referring to Al-qaeda rebels that behead civilians as “revolutionaries”. I doubt many people looked up the original source, but I did and it wasn’t hard to find. What the media is not telling us is that many parts of Aleppo is currently occupied by Al-qaeda rebels including al-Nusra Front and Noor alzinki — including the area this boy is from.

Consider this: CNN and other media and NGO’s that are funded by NATO county’s like the US and the UK have embedded reporters, rescue workers and doctors in al-Qaeda held areas like we see with the White Helmets. These are the sources the media is using for interviews and sources for information to control the narrative. But the Assad government is bombing the Al-qaeda held areas. Three years ago the media referred to these areas as al-qaeda held. Today, they’re referring to these same terrorists as “opposition” . These groups are starving the areas they occupy and hog up all aid sent into the areas set to them for civilians. This gives these institutions an opportunity to show the West how the Assad government and the Syrian army are airstriking “opposition” held areas without the context that these are al- qaeda held or that many times the Al-qaeda rebels are starving the population. Doesn’t the US want to get rid of Al-qaeda and ISIS? You’d think that but instead, they are defending them to the world and legitimizing them. These “sources” are simply controlling the narrative Indeed, the award-winning performance of CNN news anchor Kate Bolduan crying, hyperventilating, and indignantly insinuating that someone should “do something” to stop these airstrikes against terrorist forces has caught the attention of many people who couldn’t find Syria on a map before or after her report. But we haven’t see Bolduan crying for any other Syrian children over the course of the last five years. Did she cry over the young boy beheaded by America’s “moderate” rebels? Did she cry at any other child’s death at the hands of the “rebels?” There is no shortage of dead children in Syria and certainly no shortage of them killed in the most horrific and sadistic ways by the “activists” and “rebels” her employer has been pimping to the American people since day one. So why the tears for this child?
Bolduan’s carefully scripted performance and excellent follow-through should earn her a serious acting job one day. But we would kindly ask she leave journalism to someone else.
Little Omran is unfortunately the rehash of baby Aylan, a child for whom Western audiences wept and wailed for days, becoming more and more willing to allow the West to increase its intervention in Syria and allow hordes of non-Syrian immigrants into their country but who, only a year later, would scarcely warrant a head scratch at the familiarity of the name. But it would be virtually impossible to ask any American to recount the name of the little girl killed by Obama’s rebels in Lattakia, car bombed to death by “moderates” and democracy-loving Sharia fanatics, around the same time as baby Aylan. Why? Because not one mainstream media outlet reported her death.
Indeed, some children are more equal than others and children killed by America’s terrorists aren’t worthy of even a mention by the mainstream press. Forgive me if I am unconvinced and unmoved by CNN’s crying anchors or America’s temporary fickle and hypocritical moral outrage.
Is Crimea about to explode? The mainstream media reports that Russia has amassed troops on the border with Ukraine and may be spoiling for a fight. The Russians claim to have stopped a Ukrainian sabotage team that snuck into Crimea to attack key infrastructure. The Russian military is holding exercises in Crimea and Russian President Vladimir Putin made a visit to the peninsula at the end of the week.
The Ukrainians have complained to their western supporters that a full-scale Russian invasion is coming, and Ukrainian President Petro Poroshenko said he may have to rule by martial law due to the Russian threat.
Though the US media pins the blame exclusively on Russia for these tensions, in reality there is plenty of blame to go around. We do know that the US government has been involved with “regime change” in Ukraine repeatedly since the break up of the Soviet Union. The US was deeply involved with the “Orange Revolution” that overthrew elected president Viktor Yanukovych in 2005. And we know that the US government was heavily involved in another coup that overthrew the same elected Yanukovych again in 2014.
How do we know that the US was behind the 2014 coup? For one, we have the intercepted telephone call between US Assistant Secretary of State Victoria Nuland and US Ambassador to Ukraine, Geoffrey Pyatt. In the recording, the two US officials are plotting to remove the elected government and discussing which US puppet they will put in place.
You would think such undiplomatic behavior could get diplomats fired, but sadly in today’s State Department it can actually get you promoted! Nuland is widely expected to get a big promotion – perhaps to even Secretary of State – in a Hillary Clinton administration, and Geoffrey Pyatt has just moved up to an Ambassadorship in Athens.
Ambassador Pyatt can’t seem to control himself: Just as tensions were peaking between Russia and Ukraine over Crimea this month, he published a series of Tweets urging Ukraine to take back Crimea. Is this how our diplomats overseas should be acting? Should they be promoting actions they know will lead to war?
When the mainstream media discusses Crimea they are all lock-step: that’s the peninsula Putin annexed. Never do they mention that there was a referendum in which the vast majority of the population (who are mostly ethnic Russians) voted to join Russia. The US media never reports on this referendum because it produced results that Washington doesn’t like. How arrogant it must sound to the rest of the world that Washington reserves the right to approve or disapprove elections thousands of miles away – meanwhile we find out from the DNC hacked files that we don’t have a lot of room to criticize elections overseas.
What should we do about Ukraine and Russia? We should stop egging Ukraine on, we should stop subsidizing the government in Kiev, we should stop NATO exercises on the Russian border, we should end sanctions, we should return to diplomacy, we should send the policy of “regime change” to the dustbin of history. The idea that we would be facing the prospect of World War III over which flag flies above a tiny finger of land that most US politicians couldn’t find on a map is utterly ridiculous. When are we going to come to our senses?

Amidst his litany of condemnations, Jonathan Kay reserves some of his most vicious and vitriolic attacks for Kevin Barrett. For instance Kay harshly criticizes Dr. Barrett’s published E-Mail exchange in 2008 with Prof. Chomsky. In that exchange Barrett castigates Chomsky for not going to the roots of the event that “doubled the military budget overnight, stripped Americans of their liberties and destroyed their Constitution.” The original misrepresentations of 9/11, argues Barrett, led to further “false flag attacks to trigger wars, authoritarianism and genocide.”
In Among The Truthers Kay tries to defend Chomsky against Barrett’s alleged “personal obsession” with “vilifying” the MIT academic. Kay objects particularly to Barrett’s “final salvo” in the published exchange where the Wisconsin public intellectual accuses Prof. Chomsky of having “done more to keep the 9/11 blood libel alive, and cause the murder of more than a million Muslims than any other single person.” … continue
