Could US face ‘criminal liability’ for torture program? ICC greenlights inquiry into Afghan war crimes

The International Criminal Court (ICC) has approved a probe into alleged war crimes committed in Afghanistan by the US and other parties, potentially exposing Washington to legal repercussions for its nearly 20-year occupation.

Hailed as a landmark ruling, the panel of judges at The Hague reversed a decision by the court’s Pre-Trial Chamber denying the ICC prosecutor’s request to open a formal inquiry into crimes committed in connection with the conflict in Afghanistan. The previous decision not to pursue an investigation was reportedly influenced by the belief that the United States would not cooperate with the proceedings.

ICC prosecutor Fatou Bensouda said that there were ample grounds to begin an investigation into Taliban crimes, as well as an alleged torture program operated by Afghan authorities, the US military and the CIA. The court agreed on Thursday, authorizing the investigation.

The court’s decision was applauded by many – but some warned that expectations should be tempered.

Mark MacKinnon, a correspondent for Canada’s Globe and Mail, said that the ICC had done the “right thing” by pushing forward with the investigation.

“Powerful nations can’t be above international law, or the whole concept collapses,” he wrote.

The Center for Constitutional Rights described the ruling as “the first time senior US officials may face criminal liability for their involvement in the torture program” in Afghanistan.

The ruling marks a “good day” for the ICC, but it’s far from certain that the investigation will lead to formal charges, cautioned Kevin Jon Heller, an associate professor of international law at the University of Amsterdam.

The United States is not a member of the ICC, but Afghanistan is – leaving open the possibility that US crimes committed on Afghan soil could be prosecuted by the court.

Even if the inquiry exposes serious wrongdoing, it’s unclear how the ICC would proceed. US President Donald Trump has been an outspoken opponent of the Hague-based court, and even imposed travel restrictions and other sanctions against ICC employees.

Trump has slammed the ICC for its “broad” and “unaccountable” prosecutorial powers, and has repeatedly scoffed at the idea of US soldiers being charged with war crimes. In November, he pardoned two army officers facing war crimes charges for their actions in Afghanistan, and reinstated the rank of Edward Gallagher, a Navy SEAL who was accused of similar atrocities during his deployment in Iraq, but was ultimately cleared of most wrongdoing.

Who Made Coronavirus? Was It the U.S., Israel or China Itself?

The most commonly reported mainstream media account of the creation of the Coronavirus suggests that it was derived from an animal borne microorganism found in a wild bat that was consumed by an ethnic Chinese resident of Wuhan. But there appears to be some evidence to dispute that in the adjacent provinces in China, where wild bats are more numerous,  yet have not experienced major outbreaks of the disease. Because of that and other factors, there has also been considerable speculation that the Coronavirus did not occur naturally through mutation but rather was produced in a laboratory, possibly as a biological warfare agent.

Several reports suggest that there are components of the virus that are related to HIV that could not have occurred naturally. If it is correct that the virus had either been developed or even produced to be weaponized it would further suggest that its escape from the Wuhan Institute of Virology Lab and into the animal and human population could have been accidental. Technicians who work in such environments are aware that “leaks” from laboratories occur frequently.

There is, of course and inevitably, another theory. There has been some speculation that as the Trump Administration has been constantly raising the issue of growing Chinese global competitiveness as a direct threat to American national security and economic dominance, it must might be possible that Washington has created and unleashed the virus in a bid to bring Beijing’s growing economy and military might down a few notches. It is, to be sure, hard to believe that even the Trump White House would do something so reckless, but there are precedents for that type of behavior. In 2005-9 the American and Israeli governments secretly developed a computer virus called Stuxnet, which was intended to damage the control and operating systems of Iranian computers being used in that country’s nuclear research program. Admittedly Stuxnet was intended to damage computers, not to infect or kill human beings, but concerns that it would propagate and move to infect computers outside Iran proved to be accurate as it spread to thousands of PCs outside Iran, in countries as far flung as China, Germany, Kazakhstan and Indonesia.

Inevitably there is an Israeli story that just might shed some light on what has been going on in China. Scientists at Israel’s Galilee Research Institute are now claiming that they will have a vaccine against coronavirus in a few weeks which will be ready for distribution and use within 90 days. The institute is claiming that it has been engaged in four years of research on avian coronavirus funded by Israel’s Ministries of Science & Technology and Agriculture. They are claiming that the virus is similar to the version that has infected humans, which has led to breakthroughs in development through genetic manipulation, but some scientists are skeptical that a new vaccine could be produced so quickly to prevent a virus that existed only recently. They also have warned that even if a vaccine is developed it would normally have to be tested for side effects, a process that normally takes over a year and includes using it on infected humans.

If one even considers it possible that the United States had a hand in creating the coronavirus at what remains of its once extensive biological weapons research center in Ft Detrick Maryland, it is very likely that Israel was a partner in the project. Helping to develop the virus would also explain how Israeli scientists have been able to claim success at creating a vaccine so quickly, possibly because the virus and a treatment for it were developed simultaneously.

In any event, there are definite political ramifications to the appearance of the coronavirus, and not only in China. In the United States President Donald Trump is already being blamed for lying about the virus and there are various scenarios in mainstream publications speculating over the possible impact on the election in 2020. If the economy sinks together with the stock market, it will reflect badly on Trump whether or not he is actually at fault. If containment and treatment of the disease itself in the United States does not go well, there could also be a considerable backlash, particularly as the Democrats have been promoting improving health care. One pundit argues, however, that disease and a sinking economy will not matter as long as there is a turnaround before the election, but a lot can happen in the next eight months.

And then there is the national security/foreign policy issue as seen from both Jerusalem and Washington. It is difficult to explain why coronavirus has hit one country in particular other than China very severely. That country is Iran, the often-cited enemy of both the U.S. and Israel. The number of Iran’s coronavirus cases continues to increase, with more positive tests confirmed among government officials last Saturday. There were 205 new coronavirus cases, bringing the government claimed total to 593 with 43 fatalities, though unofficial hospital reports suggest that the deaths are actually well over 100. That’s the highest number of deaths from the virus outside of China.

No less than five Iranian Members of Parliament have also tested positive amid a growing number of officials that have contracted the disease. Iran’s vice president Masoumeh Ebtekar and deputy health minister Iraj Harirchi had also previously been confirmed with the virus.

The usual suspects in the United States are delighted to learn of the Iranian deaths. Mark Dubowitz, Executive Director of the Washington-based but Israeli government connected Foundation for Defense of Democracies (FDD) boasted on twitter Tuesday that “Coronavirus has done what American economic sanctions could not: shut down non-oil exports.” An Iranian government spokesman responded that “It’s shameful and downright inhuman to cheer for a deadly Virus to spread – and enjoy seeing people suffer for it…” Dubowitz followed up with an additional taunt, that Tehran has “spread terrorism” in the Middle East and “now it’s spreading the coronavirus.”

So, you have your choice. Coronavirus occurred naturally, or it came out of a lab in China itself or even from Israel or the United States. If one suspects Israel and/or the United States, the intent clearly would have been to create a biological weapon that would damage two nations that have been designated as enemies. But the coronavirus cannot be contained easily and it is clear that many thousands of people will die from it. Unfortunately, as with Stuxnet, once the genie is out of the bottled it is devilishly hard to induce it to go back in.

Coronavirus: People are left alone in the face of a rapidly growing virus pandemic – some thoughts out of Germany

Germany’s Federal Minister of Health, Jens Spahn (CDU), is a professional politician and a bureaucrat, so it can be assumed that Spahn may have learned a lot from Jean-Claude Juncker, who recently resigned as the EU´s Commission President.

“When things get serious, you have to lie,” Juncker once blatantly said in public when looking back at the euro crisis in the year 2011. It is easy to understand that, in addition to statements like these, it is the adapting behavior patterns of bureaucrats and professional politicians that have led to a steady decline in trust among citiziens in their European institutions over the past few years.

The fact that Jens Spahn seemed to be using the motto of Jean-Claude Juncker on the evening of January 31st was probably noticed by anyone who, based on good observation skills, developed a feeling for making an assessment for himself or herself of when and whether someone is lying.

This impression came to viewers on the evening of a TV program called “Maybrit Illner”, which is broadcast once a week on the Second German Television (ZDF), during which the discussions among the invited guests was the “novel Coronavirus” and its possibly associated dangers and risks for the German population.

According to data officially reported by the National Health Department of China (NHS), it should be noted that the number of novel Coronavirus infections in mainland China had – at this point of time – already exceeded the SARS infections registered in 2002 and 2003 over a period of nine months.

The city of Wuhan and the province of Hubei were already under lockdown enforced by the members of the People’s Liberation Army. At the same time, first cases of infection became known in Germany in the free state of Bavaria, where a Chinese woman infected at least four employees of the Bavarian automotive supplier Webasto with the new corona virus.

The afore mentioned TV program developed into a clash between Federal Minister of Health, Jens Spahn, look for yourself at the tense impression the guy made during the program, and Dr. Johannes Wimmer. Statements and warnings from Dr. Wimmer, according to whom the prospect of an aggravation of the situation in Germany should also be expected and a  possibly deteriorating mood among the population, was answered by Spahn with occassional aggressive rejections.

The official narrative of the German federal government at this very early point in time was that only a handful of infection cases with the novel Coronavirus or SARS-CoV-2 had been identified in Germany, whereas in the course of a seasonal flu, far more people were statistically at risk from contagion and / or could find death. The Coronavirus would be more harmless than a normal flu. At this time, there was no reason for scaremongering, according to Spahn. And it would be counterproductive.

Spahn also pointed out that the German health care system was well prepared if there was an increase in the number of infections in the country, whereas according to his statement at the time, five of the people suffering from the novel Coronavirus were already doing well and were cheerfully happy.

Not just Dr. Johannes Wimmer, but also other German doctors and virologists see the statements made by Spahn in a contrary way. Spahn was often faced with the illusion that Germany’s hospitals were well prepared for such a crisis.

Many people who work in German hospitals or care facilities have complained for years that there is a lack of personnel and important resources in this area. At this point in time, doctors and nursing staff are completely overwhelmed with their daily amount of patients.

As a result, it cannot be ruled out that, in the event of a pandemic and a massive increase in the number of affected patients, the German health system could collapse due to a lack of staff and permanent austerity measures – if it got really bad like in China.

In the face of a drastically worsening situation in mainland China following this television discussion, the Chinese government, whose officially transmitted infection data cannot be believed for a variety of reasons, Chinese travelers – despite many demands from various associations – were not refused entry to Germany by the German government.

Infection clusters were also growing in other regions of the world, particularly in Thailand, Iran, Japan, South Korea and Malaysia. From the point of view of the German federal government, this also gave no reason to protect the country’s home airports from travelers from the most affected countries by simply banning them from entry.

What was done was to introduce the taking of temperatures at German airports and set up various information boards to alert arriving travelers from all over the world to the dangers associated with the new coronavirus.

Since it had long been established at the time based on the results of a study that people infected with the novel Coronavirus could be asymptomatic for up to 24 days, which means without showing any signs of symptoms or illness, this behavior of the German federal government has already been negligent and over the past few weeks completely incomprehensible.

At the same time, the official narrative, according to which normal influenza was more dangerous and resulted in more fatalities over the course of a season, was maintained by the Federal Government and Federal Health Minister Jens Spahn, with which, from today’s perspective, the German population was misled and misinformed by its own government.

Officials such as Federal Minister of Health, Spahn, constantly downplayed possible dangers and risks, while increasingly critical reporting on the Internet was of course defamed under the category “conspiracy theories”.

From this point of view, the question arose how an interview by health expert Karl Lauterbach from the SPD party ruling the country in a coalition with the CDU with Springer press medium Die Welt from February 3 fitted into this narrative, which was officially maintained by the federal government, in which Lauterbach announced as follows: “We are dealing with a very dangerous pest.”

Now it should be looked at whether the time since the beginning of February has been used by the German government to initiate any preventive or containment measures of SARS-CoV-2 from spreading in the home country in the face of constantly increasing infection numbers in the rest of the world.

In this regard, nothing happened over the entire month of February. Rather, the risk of contagion and the health risk associated with SARS-CoV-2 were still downplayed by the German Minister of Health, Jens Spahn, in public appearances, with the help of Germany´s National Center for Infections and Disease Control, namely the Robert Koch-Institute (RKI).

The Robert Koch-Institute even issued the recommendation not to wear face masks. The question arises whether this recommendation could have something to do with the fact that German Foreign Minister Heiko Maas sent protective clothing, sprayers and disinfectants in abundance to China after the German government made the statement to the Chinese authorities to support them in their struggle against their local epidemic.

The result is that mouth and face masks have been sold out in almost all German pharmacies for some time. Some pharmacies that still have face masks in stock now sell a pack of 100 pieces for up to 90 euros. The German government is countering a buying panic by notifying the public that mouth protection against the virus is of no use.

Let´s see how things are seen in China, where Global Times editor Hu Xijin twittered as follows on March 2, 2020:

And this at a time when a great deal of uncertainty was and is even more so spreading among the German population despite the attempt by government officials to calm down everyone, the German Chancellor Angela Merkel would have been expected to turn to the citizenry in terms of addressing the threat that is associated with SARS-CoV-2.

But in this emerging crisis, Merkel can hardly be heard or seen at all. Anyone who has followed the news formats on Germany´s public channels such as the first channel (ARD) over the month of February, especially the daily news broadcast every evening at 8:00 p.m. (Tagesschau), could not help but become aware of it, to become a “victim” of a propaganda and disinformation campaign that seemed to be focused on suppressing what´s going on in the rest of the world.

The more the number of infections with SARS-CoV-2 increased abroad – and especially in Asia – the calmer it became in the reporting by Germany´s public media. In some news programs such as ARD Tagesschau, the global development around SARS-CoV-2 was increasingly not even mentioned in one word. Such reporting can be described as ignoring propaganda.

Otherwise, most of the news programs on public channels, for whose reception German citizens have to pay an annual compulsory levy, dedicated its news stories in particular to the regional election in the eastern German state of Thuringia (Thüringen), the interference of the Berlin government with regard to its election result and a supposedly reviving right-wing radicalism in the country.

Once there was talk of the spread of SARS-CoV-2, it was in most cases about an establishment of quarantine stations in the country, in which German citizens brought home from Wuhan were taken in over a period of 14 days. It has also been reported that members of the German Red Cross will volunteer to help those affected in these quarantine facilities.

The fact that a 14-day quarantine period, based on current studies showing that the incubation period can be up to 27 days before infected people start developing disease symptoms, turns out to be too short, is neither mentioned nor addressed in the official planning of the various government authorities.

Furthermore, German airports remained open to travelers from high-risk areas such as China, Iran, South Korea, Thailand, etc. throughout the entire month of February – and this is still the case at present time.

A responsible government would have ensured that risks, threats, and dangers were communicated openly to the citizenry!

In my view, a responsible government would have ensured that risks and dangers were communicated openly to an increasingly insecure population. This would have included the temporary suspension of major events such as Carnival, Bundesliga soccer matches or the like in order to prevent a massive spread of infections. However, none of this has happened so far.

After such decisions have long been made in Italy, France and Switzerland, the German government is still not doing anything. The result is that weekend after weekend tens of thousands of visitors flock to the Bundesliga soccer stadiums to enjoy the matches.

The whole thing gets even more incredible. Despite the significant increase in confirmed novel Coronavirus cases in Germany, the Robert Koch-Institute does still not seem to see any increased risk to the general health of the German population.

“The risk can be assessed as low to moderate,” said RKI Vice President Lars Schaade recently at a press conference in Berlin. The RKI also advises: “Please receive your informatiom from reliable sources.” This statement is intended to insinuate that in the case of a “reliable source” it is solely the Robert Koch-Institute to advise people what to do and what not do.

Are people listening what the RKI is publicly recommending? It does not seem so. And there must be a valid reason why people choose not to listen.

For example the RKI  explicitly does not recommend “the use of disinfectants in everyday life, even in this current situation. It is neither recommended to use face masks or any other kind of mouth-nose protection in the general public or in everyday life. ”

It is already known among people that the RKI advises against mouth-nose protection like a mantra. Reason seems to be, as more and more local politicians from several states warn, that there is by far not enough equipment stored at German warehouses for which the health minister of the Western state Nothrine-Westphalia not only openly apologized recently but also said in a TV discussion to feel ashamed that things like this would be possible in a developed nation  like Germany.

Hygiene expert Professor Dr. Klaus-Dieter Zastrow contrastingly believes that the hand disinfection among people is now actively talked down by the RKI, which Zastrow finds “extremely dangerous”.

“This is a kind of misinformation that does neither help the population nor the country a yota in containing the local epidemic,” says Zastrow. Mouth and nose protection is the only effective protection against droplet infection. ”

The expert repeatedly criticized the incorrect information being published by the RKI. Since mouth and nose protection as well as hand disinfection were discouraged from the onset, the result is that a spread of the virus is even promoted and there would be no way to contain it.

Over the past few years things like this have unfortunately become quite normal in Germany. The fact that eleven cities in the two Northern Italian provinces of Lombardy and Veneto are now under lockdown by police and military forces does not change the perspective of the German government and the Robert Koch-Institute at all.

Considering the dramatically increasing number of confirmed cases, it is still pretended that an even greater spread of the novel Coronavirus in Germany could be managed by itself, although Federal Health Minister Jens Spahn has meanwhile announced that individual infection chains can no longer be traced back.

From “Coronavirus is more harmless than flu” to “We are at the beginning of a serious epidemic” – Despite the fact, Spahn is still doing nothing while Merkel is nowhere to be seen or heard!

After all, the basic general opinion of the German Federal Minister of Health changed at least once after the events in Northern Italy, since Spahn all of a sudden sees Germany “at the beginning of a Coronavirus epidemic”. It’s hard to believe! In a conference call, he (Spahn) asked the Federal Health Ministers of the 16 German states to “activate their pandemic plans and prepare for their possible entry into force”.

Despite his fears of an epidemic outbreak, Mr. Spahn still does not want to consider closing the German borders to other – and highly affected – European nations or to take into consideration a set up of police controls at the inner German borders of the individual states!

What kind of political “leadership” is that? Mr. Spahn seems to be waiting for the novel Coronavirus to spread throughout Germany, what is happening anyway at the moment. The failure to act by this federal government does not only leave you with the impression of negligence, but almost with the bitter impression of sabotaging the interests of the own population!

And what does the Brussels EU have to say in terms of this development: We exactly got what had to be expected.

Even in the wake of the rapid spread of the novel Coronavirus in Europe, EU officials are vehemently opposed to finally implementing border closures. Rather, in the face of current developments, it seems  more important from their perspective to maintain the policy of open borders among the 28 European Union member states.

Meanwhile, the number of confirmed infections in Italy has risen to more than 2,300 and a death toll of 52 persons as of today. Please keep in mind that this increase from three to more than 2,300 officially confirmed cases occurred within just a little more than one week. But the EU Health ministers, including Mr. Jens Spahn, still insist on their viewpoint that the Schengen agreement must remain untouched.

In the meantime, 50,000 citizens in Northern Italy still see themselves under lockdown in the two provinces of Lombardy and Veneto. From this point of view, why is it so difficult to close the borders in order to prevent an infiltration from Italy to the neighbouring nations on the continent? !! According to published information many cases being recently confirmed show that the affected German persons had been on vaccation or a business trip to Italy. Or they contracted the novel Coronavirus while being out for Carnival as if no one could have seen this coming.

Infiltration has already happened in Switzerland and Austria, too. The Italian Prime Minister Giuseppe Conti refuses to consider border closures as well, arguing that such a decision would not prevent the novel Coronavirus spreading to other European nations – what?!

Do you understand this logic? To minimize the spread of the highly infectious Coronavirus, far more drastic measures are likely to be needed soon, when you look at China and what the Chinese government was willing to be doing to bring the R0 or reproductive value of this virus down to one or below that level.

Former Italian Minister of the Interior, Matteo Salvini, has in the meantime called for the resignation of Conte  in response to Conte’s statements, because Conte obviously seems to be “unable to defend Italy and its citizens against a great danger”.

French Transport Minister Jean-Baptiste Djebbari also refuses to close borders between France and Italy – not even temporarily. Germany´s Federal Minister of Health, Spahn, who has so far turned out to be a total failure in view of the crisis – and above all from a German perspective – seems to see things the same way.

EU Health Commissioner Stella Kyriakides naturally sees things in the light of a common European market. Why wonder about Ms. Kyriakides being worried, when according to her own statement she sees “risks of a disinformation campaign”.

Statements like this are just echoing “concerns” over at the WHO, whose general director Dr Ghebreyesus is still not willing to declare a global pandemic by obviously keeping a close eye on the development of the so called catastrophe bonds formerly issued by the Worldbank. All these side shows seem to be more of importance than the health issues being associated with the Coronavirus outbreak. Or just name it corruption.

The question arises whether it is perhaps not just those people who are in leading political positions who, due to their ideologically coloured glasses, seem to be no longer aware of what is happening in the world. At what point will it become more important to stop a global and highly dangerous pandemic instead of putting one’s own economic ideology of open borders above the well-being of all people on our continent and the rest of the world?

A recent article in The Epoch Times, stated with reference to Deutschlandfunk, (in extracts) as follows:

Virologist criticizes “very slow” government reaction – Coronavirus “at least ten times more dangerous” than flu

The German virologist Alexander Kekulé has criticized the reactions of the European Union authorities regarding the outbreak of the novel Coronavirus. The approach of the responsible authorities would be far too “slow, relaxed, and leisurely”, Kekulé told Deutschlandfunk.

He called for “early” entry controls and “area-wide screenings” to protect populations against the epidemic, but it did not happen with the result that “infiltrations from country to country occurred”. Kekulé holds the academic Chair for Medical Microbiology and Virology at the Martin Luther University Halle-Wittenberg and is Director of the Institute for Medical Microbiology at the University Hospital Halle.

On the occasion of the outbreak in Northern Italy, he now called for extensive testing of “every case” in Europe that can be associated with “serious respiratory infections”. The virologist had already suggested this to the European Health ministers two weeks ago. “The EU Health ministers did not agree with my suggestion, and now we observe things unfolding in Italy.”

Meanwhile, he also criticized the assessment of Germany´s Health Minister Jens Spahn and his authority in terms of the danger that is associated with the novel Coronavirus. “Above all, it is still the case that his authorities try to pretend as if the novel Coronavirus would be more harmless than flu.”

According to the virologist, the novel Coronavirus is “at least ten times more dangerous than flu” for those who get infected. In contrast to a normal flu, the risk groups being associated with the novel Coronavirus are still unknown.

“It’s a very different situation,” says Kekulé. The novel Coronavirus is not only fatal from the perspective of older or very young people, but for middle-aged people, too. On top there is no existing vaccine for the novel Coronavirus and “that’s why I do not understand why they’ve taken things so lightly thus far”.

If the German population is learning one thing these days, it is that they are alone in the face of a rapidly growing virus pandemic. At least it should be said with chancellor Merkel hiding in the shadow that the Berlin government has managed to set up a “crisis team” that includes the same government figures who have so far reportedly played down the emerging crisis and – for whatever reason – have taken things very lightly. This endangers people’s trust in the authorities.

So, my American fellows, and now look at your “crisis team”: Health Czar Mike Pence, Steven Mnuchin and Larry Kudlow. Jikes! Similar to the German perspective, this is certainly a “dream team” to fight dangerous viruses! An ex-Goldman investment banker and a former cocaine addict whose economic assessments were often nothing more than smoke and mirrors in the past.

A mini mutiny in Kabul against the US-Taliban deal has been nipped in the bud and it should sound warning bells in Washington that the real threat to peacemaking in Afghanistan comes from one principal source — the interest groups that monopolise state agencies and are loathe to transfer power. Isolating the Kabul clique amidst the country’s hopeless fragmentation becomes complicated and only the US can do it.

A powerful metaphor used by Peter Tomsen, President Ronald Reagan’s special envoy for Afghanistan during the jihad against the Soviets in the eighties, comes to mind. Ambassador Tomsen, despairing from his futile efforts to forge consensus among the squabbling Mujahideen groups (“Peshawar Seven”) even as the Soviet withdrawal was looming ahead said the whole exercise was turning out to be like a futile attempt to assemble frogs on a scale — when you put one, another already on the scale jump out, and so on.

No sooner than the US-Taliban agreement was signed in Doha on February 29, Afghan President Ashraf Ghani jumped out of the scale where the US special representative for Afghan reconciliation Zalmay Khalilzad had put him after months of persuasion.

Ghani sprang a surprise by saying he refused to countenance the release of Taliban prisoners, a key demand of the Taliban during the Doha negotiations and something which was written in black and white in the document signed on Feb. 29 with his prior knowledge and concurrence.

In fact, he had even dispatched officials from Kabul to Doha who met with the Taliban and had discussed the modalities of release of the prisoners. But then he changed his mind.

Ghani’s calculation was that his volte-face on the release of Taliban prisoners could be a deal breaker that would scuttle the intra-Afghan dialogue slated to begin on March 10.

Ghani was in a rebellious mood, goaded by the hardliners in his clique, and he almost succeeded. The Taliban retaliated by ending the reduction in violence agreement. Fighting resumed and as can be expected, Afghan government forces, unable to withstand the Taliban onslaught, sought US air cover, which led to US air attacks on the insurgents.

The detractors of the US-Taliban deal abroad promptly began celebrating that the US and Taliban were once again clashing and the Doha pact was unraveling within three days of its signing.

However, in a bold initiative, Trump called Mullah Abdul Ghani Baradar, the de-facto Taliban leader who conducted the negotiations in Doha with Khalilzad and shored up the fragile mutual confidence between the two sides.

Indeed, beyond the Doha pact, there is a matrix of mutual understanding that was painstakingly reached between the US and Taliban, with the strong support of Pakistan. Trump dwelt on it. (See my blog Afghan peace comes with caveats but can’t be snuffed out.)

From available accounts, Trump assured the Taliban that the US Secretary of State Mike Pompeo would intervene with Ghani and the prisoners will be released as the US had committed and that Washington expected the Taliban to continue to abide by the ‘reduction in violence’.

Trump has since publicly expressed the confidence that the violence will come down.

Quite obviously, Washington continues to place trust in the constructive role Pakistan has been playing.

Looking back, this war of nerves is directly linked to Ghani’s aversion to intra-Afghan dialogue, which he fears will inevitably lead to the formation of an interim government at some point in the near future necessitating his stepping down. The US is yet to congratulate Ghani on his recent victory in the rigged presidential election and prevailed upon him to defer his swearing-in ceremony.

We have curious line-up today — the (non-Taliban) Afghan opposition to Ghani and his clique (which is by far the majority opinion in the country) looks forward to the inter-Afghan dialogue and reconciliation with the Taliban and is supportive of the US-Taliban deal and the peace process envisaged under it, while Ghani and his circle undermine the entire process that Khalilzad painstakingly negotiated.

Ghani is biding time and hopes to insert Afghan reconciliation as a controversial issue in the US presidential election campaign ahead and hopes to get support from the Democrats who would be inclined to demand the centrality of human rights issues in any deal with the Taliban.

Ghani is overreaching. The plain truth is that his regime has no popular support among Afghans and he still remains a creation of the Americans, which is why the international community learned to live with him in the first instance.

His henchmen also have no political base. Ghani has no political base among Pashtuns. As for Amrullah Saleh, his main associate, he was originally trained and groomed by the Americans as an intelligence officer, and although notionally a Panjshiri, he is no successor to Ahmed Shah Massoud. These are the stark realities.

Clearly, the main threat to the Afghan peace process comes from the rejectionist Afghan faction of time-servers in the Ghani government. It is about time the Americans crack the whip and read the riot act to them.

An interview on March 2 by the US Secretary of State Mike Pompeo with Bret Baier of Special Report suggests that Washington is willing to do just that. Khalilzad is back in Kabul.

The good part is that the opposition to Ghani led by Abdullah is rallying behind the US-Taliban pact. Khalilzad has met with former president Hamid Karzai, Abdullah Abdullah and other opposition leaders (erstwhile Northern Alliance resistance figures), all of whom have thrown their weight behind the US-Taliban pact.

Pompeo’s interview gives us a feel of Trump’s phone conversation with Mullah Baradar. The US Defence Secretary Mark Esper said on Monday that the drawdown of troops in Afghanistan will begin before March 10. For the present, things are back on track. As Pompeo put it,

“I met with them (Mullah Baradar) myself when I was in Doha.  I looked them in the eye. They revalidated that commitment (to renounce al-Qaeda and reduce violence). Now they’ve got to execute it.  Now we’ll be able to see, the world will be able to see, if they truly live up to that obligation. It’s important because that’s the reason we went there, Bret.”

The fact that Trump took time out amidst all the excitement over “Super Tuesday” to personally intervene with the Taliban leadership at the highest level underscores that this is one foreign-policy achievement of his administration to which he attaches the greatest importance. And that is the best guarantee of its success.

Human shield tactics again? ‘Israeli jets’ striking Syria force TWO civilian planes to change course

Two civilian airplanes bound for Qatar were reportedly used as cover by Israeli jets launching missiles from Lebanese airspace against targets near the Syrian cities of Homs and Quneitra.

Syrian air defenses engaged incoming missiles shortly after midnight local time on Thursday, both near Homs in central Syria and Quneitra in the south, on the armistice line with Israeli-occupied Golan Heights. Following the attack, reports appeared that at least two flights – one passenger, one cargo – had to change course to avoid getting struck by air defense missiles.

The flights were tentatively identified as a Qatar cargo flight QR8294, bound for Doha from Basel, Switzerland. The other was QR419, a passenger plane that had taken off for Doha from Beirut, Lebanon and made a loop around Tripoli before continuing course south of Homs.

Israel regularly strikes targets within Syria claiming that it is bombing “Iranian” targets. When asked about it last month, PM Benjamin Netanyahu said he knew nothing, wouldn’t comment on military operations one way or another, and laughed it off as maybe the work of the “Belgian Air Force.”

This is not the first time Israeli jets bombing Syria have endangered civilian airplanes. Most recently, an Airbus A320 flying from Tehran to Damascus was forced to make an emergency landing in early February, after a near-miss during an Israeli strike on the Syrian capital.

The Russian Defense Ministry afterward described it as “commonplace” for Israeli Air Force pilots to use civilian aircraft as a “shield” in their operations.

Russia has had bitter experience with the tactic, notably when a RUAF scouting plane was shot down in September 2018 during an Israeli strike on Latakia, and all 14 people on board were killed. It was later revealed that Syrian air defenses had struck the plane because an Israeli F-16 was using it as a shield. Israeli PM Benjamin Netanyahu later traveled to Moscow to offer an apology.

The Skripal Case – Two Years On

It’s been two years to the day since disgraced former military intelligence officer Sergei Skripal, and his daughter Yulia, were allegedly found on a park bench in Salisbury, near unconscious and apparently very unwell.

A lot has been said about the unanswered questions revolving around the incident. But perhaps the best of way of demonstrating the peculiarity of the alleged situation is to simply relate, in full, the “official version”.

Here it is:

  • Sergei Skripal, a Russian military intelligence officer, was found guilty of spying for the UK in 2006, and sentenced to 13 years in prison.
  • In 2010 he was released and traded to the United Kingdom as part of a spy swap. Having settled in the UK Sergei lived a quiet and comfortable life of retirement, so far as we know
  • Eight years later, in early 2018, with a Presidential election looming and just weeks before Russia was due to host the FIFA World Cup, Vladimir Putin decided to assassinate him for as yet obscure reasons.
  • The GU, Russia’s military intelligence unit, dispatched two of their elite officers, who proceeded to fly direct from Moscow under aliases they had allegedly already employed and using Russian passports.
  • These alleged assassins carried with them two perfume bottles full of “Novichok”, allegedly one of the deadliest nerve agents ever devised. This would be enough to kill around 800,000 people.
  • On arriving in the UK these highly-trained covert agents book a hotel with a CCTV camera on the front door, and the next day, March 3, they travel to Salisbury by train, allegedly to recon the area, then return to London. They are apparently observed by CCTV camera’s the entire time.
  • The day following, March 4, they again travel to Salisbury, this time the master assassins walk to Skripal’s house and somehow “smear” the liquid Novichok on the handle of his front door.
  • No eye-witness, photograph or piece of CCTV footage has ever been made publicly available to show either of these two men anywhere in the area of Sergei Skripal’s house.
  • The whereabouts of the opened bottle of poison have never been established.
  • Having applied the poison, the two highly trained assassins do two things before returning to London. 1) They drop their second, unopened, bottle of novichok (presumably enough to kill approx 400,000 people) in a charity donation bin, rather than destroying it or taking it back to Russia. 2) They stop by an antiques store to browse.
  • The two assassins leave the country that afternoon, flying direct to Moscow, without knowing if their alleged target is dead, and again making no effort to conceal their origins.
  • Despite both handling the poison, and somehow carrying enough of it back to contaminate their hotel room, neither of the men – nor any of the staff, train passengers or passersby who come into contact with them – ever become sick, even though only 0.2mg of Novichok is an allegedly lethal dose.
  • Later that afternoon, Sergei and Yulia Skripal are found “almost unconscious”on a park bench in Salisbury town centre. It is claimed this was due to contact with the Novichok smeared on Sergei’s door handle, though reports originally stated neither he nor his daughter had returned to the house, and the timing seems to make it unlikely they did
  • The person who found them was the most senior nurse in the British Army (likely in the area as part of Toxic Dagger, the British Military’s landmark chemical weapons training exercise which began Feb 20th and ran on until March 12th).
  • The nurse and her family administer “emergency aid” to the two alleged poisoning victims. Neither she nor anyone else on the scene, nor any of the first responders, ever experience any symptoms of nerve agent poisoning. Neither do any of the other people the Skripal’s came into contact with that day.
  • DS Nick Bailey, a CID officer is in contact with the Skripals or their home at this time and subsequently becomes ill. It has never been stated how exactly he was exposed. It was initially reported he was a first responder to the scene, but that story was changed and it was later claimed he visited the Skripal hpouse. Despite the alleged lethality of novichok in even very minute doses, Bailey is fit to return home after 18 days.
  • Porton Down, the British government’s chemical weapons research centre, is brought in to help identify what chemical – if any – the Skripals/Bailey were exposed to.
  • Within a month they release a statement claiming the poison was “a novichok like agent”, but that they could not pinpoint its origin. How they were able to test for a (at the time) theoretical chemical without having a sample to test against, has never been explained.
  • Porton Down is 8 minutes away from Salisbury by car.
  • Nearly four months later, in late June of 2018, Charlie Rowley finds the unopened perfume bottle a full of novichok (whether he bought it from a charity shop or found it in a bin is unclear, both stories have been reported). Upon using the perfume Rowley’s partner, Dawn Sturgess, falls ill. Later that day Rowley also falls ill. Sturgess dies in hospital two weeks later. But Rowley survives. Making him the fourth person in this narrative to survive exposure to an agent lethal in doses as small as 0.2mg.
  • Sergei Skripal and Julia both recovered and allegedly chose to live secluded lives. Sergei has not appeared in public at all since allegedly being found on that park bench. Yulia made one brief press statement. Their current whereabouts are totally unknown. Their family in Russia have apparently been denied all access to them. DS Bailey was initially also keen to maintain his privacy but has subsequently given at least one interview some while after the event.

This is the UK government’s version of what happened. Unvarnished and unsatirised. None of it is disputed, exaggerated or speculative.

If you can see any unanswered questions, logical gaps or peculiar coincidences…you are likely a Russian bot.

Salisbury poisoning unleashed Russian bogeyman … but where are the Skripals 2 years on?

Forget Where’s Wally, what we really want to know is where are the Skripals? It’s exactly two years to the day since the Russian spy and his daughter were novichoked in Salisbury, and we’ve still not seen hide nor hair of them.

Former double agent Sergei has been completely off-grid, while Yulia Skripal was seen in a highly staged video in 2018, filmed in an anonymous but pleasant leafy glade shortly after recovering from her poisoning ordeal; but, apart from that, there have been no statements or updates about them at all.

The most recent piece of ‘information’, and I use that term loosely, to leak out about their whereabouts came this weekend from Britain’s Mail on Sunday, courtesy of a source which became ubiquitous throughout the Skripal saga, the reliably unreliable “security insiders.” It’s always amazing how willing these apparent insiders are to release top-level secrets to the home of the “sidebar of shame.”

The latest speculation from ‘security insiders’ is that the Skripals are hoping to head for a new life down under in Australia after “effectively living under house arrest since the attack.” This means either those insiders are the leakiest spies in the world, or the Skripals are going to be nowhere near Australia anytime soon.

The house arrest must be at Julian Assange in Belmarsh levels of security, because even the Skripals’ family in Russia say they haven’t heard from them in months.

So all quiet on the Skripal front and, frankly speaking, it’s all quiet on the geopolitical front, too, and in the media. The disputed events of March 4, 2018, over poisoned spies and their aftermath formed the biggest story on the planet, and not just because the whole world finally started paying attention to the majesty of Salisbury cathedral’s glorious 123-metre spire.

This incident seemed like it might have genuine life-changing political consequences. Britain entered the phrase “highly likely” into the lexicon of geopolitics, and [then-PM] Theresa May’s declaration that it was “highly likely” that the Kremlin was to blame was deemed strong enough to see the West turn en masse against Moscow, and Russian diplomats and ‘diplomats’ were expelled by the dozen, by London and its allies across the world. It seemed the bar for state-to-state accusations had been lowered.

Russia to this day denies involvement in what happened in Salisbury.

So what has changed? If anything, all that has changed over the last two years is a desire to get back to business, to rebuild ties and move on. Some of those expelled diplomats have reportedly moved back.

French leader Emmanuel Macron is pushing hard for relations between the West and Moscow to be repaired, something Germany needs little encouragement for.

Britain is still pretending to be in a huff, but British imports of Russian oil were up 57 percent last year, so realpolitik reigns supreme in London, as ever.

Boris Johnson is now the prime minister and with a thumping majority doesn’t need to use bogeyman Russia as a tool to look strong quite as much as his predecessor did. Johnson and Putin even met in January and there are reports the prime minister is considering an invitation to attend a second world war commemoration parade in Moscow this May.

And as for the media, it’s all gone quiet there, too. Skripal coverage is about as common in the mainstream now as coverage of Julian Assange’s imprisonment. He’s a journalist whose supporters say is ‘highly likely’ a victim of a demonstrable state campaign against him because he attempted to uncover the misdeeds of power. However, a boring attack on free speech is nowhere near as exciting as a poisoned spy, is it?!

On the ICC and Canadian Government Hypocrisy

Just when you think Canadian government hypocrisy could hit no greater heights, the Liberals launch a double standards rocket to the stars.

The Trudeau government recently pressed the International Criminal Court to stop investigating Israeli war crimes. Ottawa sent a letter to the ICC saying it didn’t believe the court had jurisdiction over Palestine.

Canada’s longstanding position is that it does not recognize a Palestinian state and therefore does not recognize the accession of such a state to international treaties, including the Rome Statute.

In the absence of a Palestinian state, it is Canada’s view that the Court does not have jurisdiction in this matter,” a Global Affairs official told the Jerusalem Post. But, it doesn’t matter if Canada recognizes Palestine. The vast majority of UN member states recognized Palestine and it joined the ICC in 2015.

In response to Ottawa’s letter to the ICC, PLO Secretary-General Saeb Erekat tweeted that Canada supported “Israel’s campaign for impunity.” Erekat added, “it is not about jurisdiction: It’s about war crimes. This is an encouragement to continue the war crimes.”

Canada’s letter to the ICC implies it could sever funding if the ICC pursued an investigation of Israeli crimes. Reportedly, it reminds the court that Canada’s “financial contribution to the ICC will be $10.6 million this year.”

Ottawa’s letter was a response to ICC chief prosecutor Fatou Bensouda’s statement in December that “I am satisfied that war crimes have been or are being committed in the West Bank, including East Jerusalem and the Gaza Strip.” At the time Bensouda called for a full-fledged investigation into Israeli war crimes, which could lead to arrest warrants being issued for Israeli officials.

Since then Tel Aviv has unleashed a vicious campaign against the ICC. Prime Minister Benjamin Netanyahu labeled the court’s investigation “pure anti-Semitism”. Israel has pushed other countries to join their attacks. Netanyahu sent a letter to Justin Trudeau calling on Canada to condemn any ICC investigation of Israeli war crimes.

Trudeau’s willingness to bow to Israeli pressure on the issue is remarkable. Not only does it claim to support the ICC, but the institution is also closely linked to how it markets its foreign policy.

In his recent mandate letter to the foreign minister, Trudeau told Francois-Philippe Champagne to “reinforce international institutions like the International Criminal Court.” In March Global Affairs noted, “we are proud to support the International Criminal Court and the important work that it does.”

The press release boasted that Canada helped “bring the ICC into existence” and was “the first country in the world to adopt comprehensive legislation implementing the Rome Statute” that created the ICC. The statement adds that “Canada firmly supports the rules-based international order and the multilateral institutions that underpin it.‎

When Trudeau addressed the UN General Assembly in September 2018, the ICC was central to his talk. The government announced Canada was taking Venezuela to the ICC and the prime minister described the court as a “useful and important way of promoting an international rules-based order.”

On dozens of occasions, former foreign minister Chrystia Freeland, Trudeau and other Liberal officials have referred to the “international rules-based order”, “international order based on rules” or “international system based on rules”. The top stated “aim” laid out in Freeland’s major June 2017 foreign policy pronouncement was: “First, we will robustly support the rules-based international order, and all its institutions, and seek ways to strengthen and improve them.” The number one priority on Global Affairs website is “revitalizing the rules-based international order.”

By threatening the ICC on behalf of Israel the Trudeau government is not simply enabling Palestinian dispossession. The Liberals are also making a mockery of their foreign policy rhetoric.

Thousands of shekels stolen from Palestinian homes in occupied West Bank

Israel security forces stole thousands of shekels from Palestinians in Al-Zawiya in the Salfit district of the occupied West Bank last night.

According to the Palestinian news agency WAFA, around 50,000 shekels ($14,500) were seized during raids that were carried out overnight in the houses of Palestinian citizens and former prisoners.

The Israeli authorities often claim that money has been “confiscated” because the Palestinians “supported acts of terror” and received the money from unknown sources. As a result, soldiers are rarely charged with such thefts.

This is not the first time that Israel has taken money from Palestinian homes during night raids condemned by the Palestinian Authority and international rights bodies.

Such accusations have been made on hundreds of occasions, with soldiers pocketing Palestinians’ cash and valuables during the raids that take place nightly across the West Bank.

A similar raid was carried out in December, for example, when Israeli soldiers used dogs to ransack the family home of Mohammed Rayhan in the town of Yabod, south-west of Jenin.

After the soldiers had left without making any arrests, the family realised that money and gold jewellery were missing, he told Wafa. The family accused the soldiers of stealing the money and valuables.

Heavily armed Israeli soldiers, often with large dogs, regularly raid Palestinian homes, wake the children and arrest one or more family members.

The occupation state’s policy of night raids against the people of occupied Palestine has been condemned repeatedly by international rights bodies as it leaves victims feeling unsafe in their own homes.

US, Israel pressuring IAEA to act outside its purview, warns Iran

Iran says the US and Israel are seeking to undermine the “constructive cooperation” between the country and the UN nuclear agency by forcing the latter to act outside its purview.

“Unfortunately once again, the US and the Israeli regime are trying to sabotage the dynamic and constructive relations and cooperation between the International Atomic Energy Agency and Iran by exerting pressure on the agency to act beyond its functions enshrined in the [IAEA] Statute,” Kazem Gharib-Abadi, Iran’s permanent representative to Vienna-based international organizations, told reporters on Wednesday in reaction to a recent report on Tehran’s nuclear program.

He said that Iran is trying to prevent bids by certain sides to set “an illegal and dangerous precedent” in the IAEA that would recognize fabricated claims by some intelligence services.

He added that such fabricated information will create no obligation for Iran to grant the IAEA access to certain sites inside the country.

“Making any request for further clarification or complementary access to [certain sites] by the IAEA based on fabricated information provided by espionage services, including that of the Zionist regime, is not only against the IAEA founding documents and its verification regime, but it does not also create any obligation for Iran to meet such demands,” the diplomat noted.

The envoy warned that countries will see their national sovereignty violated if they fail to take fundamental measures to foil such plots.

The remarks came a day after the IAEA issued two reports — one regular report on Iran’s current nuclear program and the other detailing what it claims to be Tehran’s denial of access to locations the agency says could be connected to the country’s nuclear program.

In one of its reports, the IAEA claimed that Iran had not answered questions about possible undeclared nuclear material and nuclear-related activities at three locations.

The IAEA has not specified the origin of the allegation, but since April 2018, the US and Israel have been busy making a fuss about unsubstantiated Israeli-sourced allegations about undeclared nuclear activity by Tehran.

The IAEA is tasked with monitoring the technical implementation of a 2015 nuclear deal signed between Iran and six major world powers — the United States, Britain, France, China, Russia and Germany.

The future of the historic deal has been in limbo since the US’ unilateral withdrawal from the accord in 2018 and Washington’s re-imposition of sanctions against Tehran.

Iran gradually reduced its commitments to the accord in retaliation for the US move, but stressed that the measures were reversible upon effective implementation of reciprocal obligations by the other parties.

The West Ignores Turkey’s Illegal Deployment of Troops to Syria’s Idlib – Russian Military

MOSCOW – The West continues to ignore the deployment of troops by Turkey to Syria’s Idlib in violation of international law, spokesman for the Russian Defence Ministry Maj. Gen. Igor Konashenkov said.

“No one in the West notices the actions of the Turkish side, which, in violation of international law, has deployed a strike force the size of a mechanised division to Syria’s Idlib in order to ‘enforce the Sochi agreements at any cost'”, Konashenkov said in a statement.

The spokesman stressed that public threats to destroy all units of the Syrian government forces and return the M5 highway to terrorist control are viewed by the United States and Europe as “Ankara’s legitimate right to defence”.

Meanwhile, Damascus has been unfairly accused by the West of alleged “war crimes”, “humanitarian catastrophe”, and “flows of millions of refugees” in Idlib, Konashenkov added.

The Russian Defence Ministry’s spokesman also slammed Western nations’ claims about their concerns over the humanitarian situation in the Syrian province of Idlib as “total cynicism”, adding that the Russian military is providing all the necessary assistance to Syrians.

“Amid the total cynicism and the West’s fake concerns over the humanitarian situation in the Idlib de-escalation zone, only the Russian centre for reconciliation of the opposing sides and the legitimate Syrian government deliver to the liberated areas all the needed assistance for local residents daily”, Konashenkov said.

“Syrians, tormented by terrorists, were not even aware of the existence of numerous pseudo-protectors in Europe and the United States, and of the prodigal humanitarian assistance, which was allegedly delivered over the past years”, the Defence Ministry’s spokesman went on to say.

Under the 2018 agreements, also known as the Sochi accords, the Turkish military was given the right to establish a dozen observation posts in the militant-controlled Idlib region and obliged to separate jihadist militias from other armed anti-government groups willing to engage in peace talks with Damascus. The agreements also stipulated the need for Turkey to take “effective measures” to ensure a lasting ceasefire in the region. Russia has recently accused Turkey of failing to live up to these commitments.

Presidents Putin and Erdogan are expected to meet in Moscow on Thursday to discuss the Idlib crisis.
