The Used Car Salesman, a Mexican Drug Cartel and the Saudi Ambassador

An Anatomy of Sanctioning Iran’s Central Bank

By SASAN FAYAZMANESH | CounterPunch | November 2, 2011

When on October 11, 2011, the Obama Administration claimed that the Iranian Revolutionary Guard Corps-Qods Force (IRGC-QF) had attempted to kill Saudi Arabia’s ambassador to the US, many commentators expressed skepticism. Why would IRGC-QF, supposedly a professional organization, hire a used-car salesman, with a dubious background, to carry out such a delicate task on the US soil, knowing full well that if the plot is uncovered, there would be severe consequences for Iran? Why would those involved in the plot converse on the phone, knowing full well that such phone calls might be monitored? Why would they wire money for the plot via a foreign bank to a US bank, knowing full well that Iran is under severe US financial sanctions and any transaction originating from Iran will be scrutinized? These and a number of other anomalies made the story hard to believe. Indeed the story was so bizarre that in announcing the case FBI Director Robert Mueller stated that it “reads like the pages of a Hollywood script” (Reuters, October 11, 2011).  Others, of course, saw it more as a Keystone Kops script.

The comical nature of the case made it appear so implausible that President Obama became defensive when he was asked about the issue in a press conference on October 13, 2011. In answering the question, Obama referred to the Attorney General’s “specific set of facts” and stated: “those facts are there for all to see.  And we would not be bringing forward a case unless we knew exactly how to support all the allegations that are contained in the indictment.”

Even though comical, it is difficult, at least in the short run, to prove or disprove the US allegation against Iran. After all, when invading Iraq in 2003 the US government showed a set of evidence that at first was hard to disprove. It was only later that the set of evidence was shown to be fabricated.

In the absence of evidence to prove or disprove the US allegation, one might approach the issue from a different angle. If the plot was somehow concocted by the US—for example, the used-car salesman was entrapped—what was the US motivation? This question is much easier to answer.

On the same day that the US Attorney General and FBI Director went public with the alleged plot, the Department of Treasury issued a press release announcing the “designation” of not only the used-car salesman but four “senior” IRGC-QF officers connected to the plot. Among the four individuals was IRGC-QF commander Qasem Soleimani. As the press release stated, the Treasury Department had designated Soleimani twice before, once for “his relationship to the IRGC” and again for his connection to “human rights abuses in Syria.” Soleimani’s name was also mentioned as a “key person” involved in “nuclear or ballistic missile activities” in the United Nations Security Council Resolution 1747, issued on March 24, 2007. In addition, on June 23, 2011, the European council had announced that it is banning travel and freezing the assets of some Syrian individuals and companies and targeting three commanders of IRGC for supporting the Syrian government. Among these was Qasem Soleimani. Thus, it appears that the US was connecting a high profile character, such as Soleimani, to the assassination plot in order to make the case more significant and ominous. But why was the Treasury Department involved in what appeared to be a criminal case in the first place?

There was a partial answer to the above question in the Treasury Department’s announcement. The press release quoted David S. Cohen, Under Secretary for Terrorism and Financial Intelligence, as saying: “Iran once again has used the Qods Force and the international financial system to pursue an act of international terrorism, this time aimed against a Saudi diplomat. . . The financial transactions at the heart of this plot lay bare the risk that banks and other institutions face in doing business with Iran.” In his press conference on October 13, 2011, President Obama also gave a hint as to why the Department of Treasury was involved in dealing with the alleged terror plot and what the US intended to do about it. He stated that we will “apply the toughest sanctions [against Iran] and continue to mobilize the international community to make sure that Iran is further and further isolated and that it pays a price for this kind of behavior.”

A more specific answer became available on October 13, 2011, when Cohen gave his testimony before the Senate Banking Committee. Cohen announced that the Department of Treasury is “weighing more sanctions against Iran’s central bank to tighten the financial screws and deepen the country’s estrangement from the international financial community” (Reuters, October 13, 2011). After this testimony, many news sources correctly realized that the US Treasury Department was intent to use the alleged plot to sanction Iran’s Central Bank or Bank Markazi. Some also realized that such a sanction might paralyze the Iranian economy, since Bank Markazi is the bank of banks in Iran, and sanctioning it is equivalent to immobilizing the US Federal Reserve System.  Indeed, one AFP headline on October 14, 2011, read “US mulls Iran ‘sanction of mass destruction’”.  The news report correctly pointed out that after “three decades of blanket US sanctions against Iran, it has become received wisdom that the United States has few financial tools left to bend Iran’s will.” One of those tools, the report went on to say, was sanctioning “Bank Markazi—which sits at the center of Iran’s financial and energy interests.” The report quoted Avi Jorisch, a former advisor at the Treasury Department’s office of terrorism and financial intelligence, as saying: “Essentially financial institutions around the world would have to choose between doing business with the United States and with the central bank [of Iran].”

What was missing from the above reports, however, was the history of the attempt by the US to sanction the Central Bank of Iran. Also missing, was the host of characters and institutions behind the attempt. Below, I will provide a brief account of the missing pieces.

After decades of sanctioning Iran and not bringing about the intended “regime change,” the neoconservatives, Israeli lobby groups and their conduits in the US government came up with a novel idea: sanctioning the Central Bank of Iran. In late May and early June of 2008, two resolutions were introduced in the House and Senate, which effectively called, among other things, for a US blockade of Iran and sanctioning of Bank Markazi. The American Israel Public Affairs Committee (AIPAC) summarized the two resolutions on its website under “Stop Iran’s Nuclear Program” and called for action:

Members of the House and Senate have introduced resolutions (H. Con. Res. 362 and S. Res. 580) calling on the administration to focus on the urgency of the Iranian nuclear threat and to impose tougher sanctions on Tehran. The resolutions, introduced in the House by Reps. Gary Ackerman (D-NY) and Mike Pence (R-IN) and in the Senate by Sens. Evan Bayh (D-IN) and John Thune (R-SD), urge the president to sanction Iran’s Central Bank and other international banks and energy companies investing in the country. They also demand that the United States lead an international effort to increase pressure on Iran by curtailing Iran’s ability to import refined petroleum products. Please urge your representatives to cosponsor this critical resolution.

The Bush Administration, however, realized that the rest of the world would not go along with sanctioning Iran’s Central Bank. Instead, the Administration relied on the Treasury Department to sanction major banks in Iran and prepare the ground for sanctioning Bank Markazi at some later date. Stuart Levey, the Treasury Department’s Under Secretary for Terrorism and Financial Intelligence, who was well known for his connection to Israeli lobby groups and his personal war against Iran, was given the task [1].  Levey did succeed, and under his tenure, which lasted well into the Obama Administration, major banks in Iran were sanctioned. Yet, the neoconservatives, Israeli lobby groups and their conduits in the US government wanted more.

Sanctioning Bank Markazi became a campaign issue in the 2008 presidential election.  As I mentioned in my pre-election essay, “What the Future has in Store for Iran,” in spring of 2008 John McCain, who was being advised by the neoconservatives, delivered a speech at the AIPAC conference in which he mentioned sanctioning Bank Markazi. “Central Bank of Iran,” McCain stated, “aids in Iran’s terrorism and weapons proliferation.”

He further stated that the Europeans “can help by imposing targeted sanctions that will impose a heavy cost on the regime’s leaders, including the denial of visas and freezing of assets; as a further measure to contain and deter Iran, the United States should impose financial sanctions on the Central Bank of Iran which aids in Iran’s terrorism and weapons proliferation. We must apply the full force of law to prevent business dealings with Iran’s Revolutionary Guard Corps.”

The push to sanction the Central Bank of Iran continued during the campaign season, and just prior to the presidential election of 2008 Senator Charles Schumer pressed the Bush Administration to impose financial sanctions on Bank Markazi (AP, November 6, 2008). Yet, the Bush Administration remained unconvinced that other countries would go along with the sanction and left the matter to be handled by the next administration. Stuart Levey, who stayed in his post in the Obama Administration, continued to lead the sanction campaign against the financial sector of Iran and waited for an opportunity to sanction Bank Markazi.  Once he left office in March of 2011, the campaign was carried on by Levey’s deputy, David S. Cohen.

On August 8, 2011, the Wall Street Journal reported that more “than 90 U.S. senators signed a letter to President Barack Obama pressing him to sanction Iran’s central bank, with some threatening legislation to force the move, an outcome that would represent a stark escalation in tensions between the two countries.” This, as the report noted, would be a drastic action, a “nuclear option” that if implemented, “could potentially freeze Iran out of the global financial system and make it nearly impossible for Tehran to clear billions of dollars in oil sales.” The letter, as the report stated, was co-sponsored by Senators Mark Kirk and Charles Schumer.  It told the President:

We must do more to increase the economic pressure on the regime. In our view, the United States should embark on a comprehensive strategy to pressure Iran’s financial system by imposing sanctions on the Central Bank of Iran (CBI), or Bank Markazi. If our key allies are willing to join, we believe this step can be even more effective.

As you know, the Iranian regime continues to pursue avenues to circumvent both U.S. and multilateral sanctions. In the banking sector, the Central Bank of Iran lies at the center of Iran’s circumvention strategy. In May, Under Secretary of the Treasury for Terrorism and Financial Intelligence David Cohen stated that “the activities of the Central Bank of Iran (CBI) have been, and continue to be, a focus of the Treasury Department. Treasury has noted previously that the CBI and Iranian commercial banks have requested that their names be removed from international payment messages to make it more difficult for intermediary financial institutions to determine the true parties to the transaction, and we remain concerned that the CBI may be facilitating transactions for sanctioned Iranian banks.”

The time has come to impose crippling sanctions on Iran’s financial system by cutting off the CBI. There is strong bipartisan support in Congress for the imposition of sanctions on the CBI. As recently as consideration of the FY10 National Defense Authorization Act, the Senate unanimously supported an amendment urging you to impose such sanctions. We urge you to strongly consider imposing U.S. sanctions against the CBI and to encourage key allies to join us in this important action.

According to the above report, in an interview Kirk stated that “he would introduce a law by year’s end to enforce sanctions on Bank Markazi if the White House doesn’t move independently.” The report quoted Kirk as saying: “The administration will face a choice of whether it wants to lead this effort or be forced to act.” It also quoted Schumer as saying: “It’s time for the administration to use the tools Congress has provided and choke off the money spigot.”

The pressure was on and Under Secretary David S. Cohen had to find a plot to push for sanctioning the Central Bank of Iran. The used-car salesman, hired by IRGC-QF to arrange for the assassination of Saudi Arabia’s ambassador, was just that plot. It was now time to bring on board the rest of the world.

Immediately after the alleged plot, US officials, particularly Under Secretary Cohen, were travelling around the world, trying to convince other countries, especially those that were reluctant to sanction Bank Markazi, that the plot was real. On October 14, 2011, Harakah Daily reported from Ankara that a “US team will travel to Turkey soon to brief Turkish authorities on what the US says a clumsy plot to assassinate the Saudi ambassador to the United States on American soil.” On October 21, AP reported that following the visit by two US officials to Turkey to “brief the country on evidence they have in the alleged plot,” Turkey’s foreign minister urged Iran to cooperate with the US. On October 24, 2011, the headline of a news item published by Radio Free Europe/Radio Liberty read: “Top U.S. Treasury Official [Cohen] in Europe for Talks on Sanctioning Iranian Central Bank.” After his stop in London, the report stated, Cohen will take his message to Berlin, Paris and Rome. On the same day, AP reported the same news and quoted Cohen as saying: “Iran needs to be held accountable for this plot. . . We are going to continue to look at those financial institutions that are involved with proliferation activity for Iran and continue to try to isolate them from the international financial sector.” According to the report Cohen added: “Any further sanctions would also be part of efforts to deter Iran from pursuing nuclear capabilities . . . and could target the country’s central bank.”

In sum, the bizarre story of the used-car salesman, Mexican drug cartel, and the Saudi Ambassador is inextricably linked to the US-Israeli desire to sanction Bank Markazi. It is expected that this “sanction of mass destruction,” or “nuclear option,” will do the trick and will help to paralyze the Iranian economy. Down the line, it is hoped, the shattered economy will create the right conditions for the overthrow of the “Iranian regime” and its replacement by a US-Israeli friendly government.

What a way to bring about regime change!

Leaving Iraq?

By Ron Paul | November 1, 2011

It is not too often I am pleased by the foreign policy announcements from this administration, but last week’s announcement that the war in Iraq was in its final stage and all the troops may be home for Christmas did sound promising. I have long said that we should simply declare victory and come home. It should not have taken us nearly a decade to do so, and it was supposed to be a priority for the new administration. Instead, it will be one of the last things done before the critical re-election campaign gets into full swing. Better late than never, but, examining the fine print, is there really much here to get excited about? Are all of our men and women really coming home, and is Iraq now to regain its sovereignty? And in this time of economic crisis, are we going to stop hemorrhaging money in Iraq? Sadly, it doesn’t look that way.

First and foremost, any form of withdrawal that is happening is not simply because the administration realized it was the right thing to do. This is not the fulfillment of a campaign promise, or because suddenly the training of their police and military is complete and Iraq is now safe and secure, but because of disagreements with the new government over a Status of Forces Agreement (SOFA). The current agreement was set up by the previous administration to expire at the end of 2011. Apparently the Iraqis refused to allow continued immunity from prosecution for our forces for any crimes our soldiers might commit on Iraqi soil. Can you imagine having foreign soldiers here, with immunity from our laws and Constitution, with access to your neighborhood?

Some 39,000 American troops will supposedly be headed home by the end of the year. However, the US embassy in Iraq, which is the largest and most expensive in the world, is not being abandoned. Upwards of 17,000 military personnel and private security contractors will remain in Iraq to guard diplomatic personnel, continue training Iraqi forces, maintain “situational awareness” and other functions. This is still a significant American footprint in the country. And considering that a private security contractor costs the US taxpayer about three times as much as a soldier, we’re not going to see any real cost savings. Sadly, these contractors are covered under diplomatic immunity, meaning the Iraqi people will not get the accountability that they were hoping for.

While I applaud the spirit of this announcement – since all our troops should come home from overseas – I have strong reservations about any actual improvements in the situation in Iraq, since plans are already being made to increase the number of troops in surrounding regions. What we really need is a new foreign policy and there is no indication that that is what we have gotten. On the contrary, the administration fully intends to keep troops in Iraq, indefinitely, under a new agreement, while the Iraqis are doing their best to assert their sovereignty and kick us out. Neither are we going to be saving any significant amount of money. My greatest fear, however, is that this troop withdrawal from Iraq will simply pave the way for more endless, wasteful, needless wars.

Obama Justice Dept. Battles against Freedom of Information Act

By Noel Brinkerhoff | AllGov | October 31, 2011

The Obama administration wants to make it tougher for Americans to obtain government records by offering agencies more opportunities to deny Freedom of Information Act (FOIA) requests.

The Department of Justice has proposed 15 rule changes to the FOIA, which collectively represent a “huge step back for transparency,” says the Sunlight Foundation.

Among the amendments are changes that would allow federal offices to:

·       deny requests that aren’t addressed to precisely the correct department (16.3 (a))
·       summarily dismiss requests if they deem the wording too vague (16.3 (c))
·       hide what part of the agency is responsible for filling requests (16.4 (e))
·       reset their deadlines for responses any time they refer requests among departments (16.5 (a))
·       make it more difficult for requests to be deemed urgent (16.5 (e))
·       lie, and claim records do not exist, when they do (16.6 (f))
·       make it easier for businesses to declare that information is a trade secret (16.7)
·       disqualify most schools from getting FOIA fees waived (16.9(a)(4))

Was Liam Fox a Mossad Agent, a ‘Useful Idiot’ or Just another CFI member?

Introduction by Gilad Atzmon, October 31, 2011

Once again, it is a Jewish media outlet that provides us with the ‘news’ the British press insists to hide. When it comes to Israel and its lobby, the British press is extremely ‘careful’ (on the verge of dishonest). But the truth seems to come out anyway. I guess that Liam Fox was ‘kicked’ out because he was advocating an action against Iran. Someone out there was clever enough to grasp that Britain better stay out of the next Israeli blunder.

Resignation of Defense Secretary Linked to Shadowy Pal’s Trips

The Jewish Daily Forward | October 28, 2011

… Werritty’s travels included forays to Iran, where he reportedly met with opposition activists, and to Israel, where he is said to have met with Israeli intelligence agents, including the director of the Mossad. …

… In fact, his travel was funded by a nongovernmental organization he established in which three of the six principal donors are linked to pro-Israel organizations. …

… Last February, Werritty arranged a dinner attended by Fox, Matthew Gould, who is Britain’s ambassador to Israel, and senior Israeli political figures at a security conference in Herzliya, Israel. Sanctions against Iran were reportedly discussed at the dinner. Crucially, it is understood that Israeli intelligence agents, including then-Mossad chief Meir Dagan, also attended the meeting.

Murkier still, Britain’s intelligence service, MI6, apparently warned Werritty that his multiple visits to Iran’s capital, Tehran, and contacts with Iranian dissident groups could be misconstrued, given his close ties to Fox, as suggesting official British support for an Iranian regime change. Foreign Secretary William Hague has taken pains to describe the notion that Werritty was running a parallel foreign policy as “fanciful.” … Read full article

U.S. Defense Dept. paid Israel lobby’s think tank director $77,883 for one-day conference on Iran

By Maidhc Ó Cathail | The Passionate Attachment | October 31, 2011

In his Truth in Testimony disclosure form submitted to the U.S. House of Representatives Homeland Security Committee before giving testimony to its “Iranian Terror Operations on American Soil” hearing, Dr. Matthew Levitt reveals that he had received a

Contract from U.S. Central Command and the U.S. Army Directed Studies Office for $77,883 to conduct a day long conference on Iran in January, 2010.

Levitt is the director of the Stein Program on Counterterrorism & Intelligence at the Washington Institute for Near East Policy, a think tank created by AIPAC, the American Israel Public Affairs Committee, to “do AIPAC’s work but appear independent.”

Not only can Israel get the Pentagon to swallow its anti-Iranian propaganda — it gets them to pay through the nose for it too.

US apology demanded for anti-Iran ploy

Press TV – October 31, 2011

Iran has demanded an official apology from the US over its recent anti-Iran allegations and media hype, falsely claiming that Tehran plotted to assassinate the Saudi Arabian envoy to Washington, Press TV reports.

In a recent letter to the US government, Iran has insisted that American authorities must publicly apologize to the Iranian government and its citizens for the false accusations they publicized against Tehran in violation of international norms and regulations.

In the letter, the Iranian government also demanded compensation for material and moral damages caused by the American anti-Iran publicity campaign.

The letter has been handed over to the Swiss Embassy in Tehran which represents US interests in Iran since Tehran and Washington severed diplomatic relations in 1980.

According to the letter, the manufacture of such deceitful scenarios [against Iran] has become a permanent component of US policies against Iran.

The letter further cited the US invasion of Iraq in 2003 as another clear instance of US warmongering based on the dissemination of entirely false allegations.

After killing hundreds of thousands of innocent Iraqis and US soldiers and wasting billions of dollars out of the pockets of American citizens, said the letter, the US has no other way out except to withdraw its military forces from Iraq.

On October 11, the US Justice Department accused Iran of plotting to assassinate Saudi Arabia’s Ambassador to Washington Adel al-Jubeir, with help from a man suspected of being a member of a Mexican drug cartel.

‘NYT”s Gordon (who gave us Saddam’s ‘mushroom cloud’) relies on Israeli expert to interpret Saddam

By Philip Weiss on October 28, 2011

Call me conspiratorial, but here’s a story about the Israeli presence in our discourse that makes me want to take a bath. Wednesday’s New York Times ran a story about a collection of Saddam Hussein’s confidential documents that show him to have a conspiratorial turn of mind regarding Israel’s machinations in the Middle East.

But deep in that very story, the reporter, Michael Gordon, says that he relied on an Israeli expert who has access to the archive.

And–surprise—the article is highly favorable to Israel. It paints Saddam Hussein as an anti-semite who routinely misread other leaders and mistakenly saw an American-Israeli conspiracy in several actions of western governments in the 1980s and 90s, and particularly during the Iran-Iraq war.

I know: those Arab conspiracy theorists! But why is the New York Times turning to an Israeli expert? And doing so with so little transparency.

Near the top, the article says that the “voluminous” archive, seized by the Americans when they invaded Iraq in 2003, landed at the National Defense University, that some “outside researchers” examined a “small portion” of the documents, and that 20 documents were made public Tuesday in conjunction with a conference of the Woodrow Wilson International Center for Scholars.

It is not till the tenth paragraph that reporter Michael Gordon states his reliance on an Israeli expert to interpret the documents. Gordon writes that Saddam grievously miscalculated Iranian intentions in 1980, “according to Amatzia Baram, an Israeli expert on Iraq who has studied the documents.” (The article later identifies Hal Brands, an assistant professor at Duke, as another expert who has seen them.)

Here are those 20 documents that the Wilson Center released, on line. I’m guessing it’s a few hundred pages. A lot for a busy reporter to go through.

It is not clear from the article how much of the archive Gordon has gone through himself. It’s not clear how many nuggets Baram found for him. Call me conspiratorial, but I’d like to know.

Just who sent Michael Gordon to Saddam Hussein’s description of New York as a “Jewish city” that brainwashes UN officials? Who sent him to Saddam’s boast from 1982, during the Iran-Iraq war, “Once Iraq emerges victorious, there will not be any Israel… Technically, they are right in all of their attempts to harm Iraq”?

Who is Amatzia Baram? He gave a couple of interviews in the AIPAC newsletter Near East Report in 2002, making the case for ousting Saddam. Look at The Israel Lobby by Walt and Mearsheimer (pp. 259-260); Baram recanted in 2007, saying “If I knew then what I know today, I would not have recommend going to war, because Saddam was far less dangerous than I thought.”

And who is Michael Gordon? A guy with a famous episode of piping bad information about Saddam. In 2002 he paved the way to the Iraq war with an article saying that Saddam was getting nukes– the famous “aluminum tubes… mushroom cloud” piece in 2002, based on brilliant inside sources that proved to be hogwash.

Read Michael Massing’s devastating piece on Gordon’s reporting in the New York Review of Books.

Administration “hard-liners,” Gordon and [Judith] Miller added, worried that “the first sign of a ‘smoking gun’… may be a mushroom cloud.” The piece concluded with a section on Iraq’s chemical and biological weapons, relying heavily on the information supplied by Ahmed al-Shemri. “All of Iraq is one large storage facility,” he was quoted as saying…

Gordon and Miller argue that the information about the aluminum tubes was not a leak. “The administration wasn’t really ready to make its case publicly at the time,” Gordon told me. “Somebody mentioned to me this tubes thing. It took a lot to check it out.” Perhaps so, but administration officials were clearly delighted with the story.

An “Open Door” tour for Israeli apartheid

By Hannah Mermelstein – The Electronic Intifada – 28 October 2011

“We certainly see ourselves as ambassadors of Israel in the world, cultural ambassadors, hasbara ambassadors, also in regards to the political conflict.” – Idan Raichel, 2008 (“An interview with Idan Raichel,” translated from Hebrew in online magazine To Australia).

On Tuesday, 18 October, I and eight other Adalah-NY members stood in front of the Beacon Theatre in Manhattan, holding signs, singing songs, and handing flyers to passersby and concert-goers. The concert: Grammy Award-winning singer/songwriter India.Arie, and “Israel’s most popular dread-locked musician” (according to the Israeli Ministry of Foreign Affairs), Idan Raichel.

Despite one India.Arie fan’s claim that “I’m sure she doesn’t even know who the other performer is tonight; that’s how concerts get planned,” the show was actually part of a larger tour the two musicians have planned together to promote their joint album “Open Door.”

“Does ‘Open Door’ include Palestinians?” asked one of our signs, while another demanded, “Don’t entertain apartheid.”

“Idan Raichel can’t support apartheid,” countered one concert-goer. “He sleeps with a black woman!”

While this claim is as laughable as it is offensive, the more prevalent objection to cultural boycott actions is the idea that culture and politics are somehow separate. But as long as the Israeli government uses art and culture to cover up Israeli war crimes, culture and politics are clearly intertwined.

As is evident in Idan Raichel’s quotation above, the musician is willingly part of the Brand Israel campaign, which aims to bring arts to the world in order to, in the words of an Israeli foreign ministry official, “show Israel’s prettier face, so we are not thought of purely in the context of war” (“After Gaza, Israel grapples with crisis of isolation,” The New York Times, 18 March 2009).

The moral case for cultural boycotts

Adalah-NY stated in a recent press release that beyond Raichel’s collusion with the Israeli government’s cynical use of art, he has served in and performed for the Israeli army and actively expressed support for the Israel military during its brutal attacks on Gaza in the winter of 2008-09 and criticized Israelis who refused to serve in the army.

Raichel’s performance in 2007 in the Israeli settlement Nokdim led to a call for boycott by the Israeli organization Gush Shalom for collaborating with settlements that prevent any possibility of peace (“New Yorkers protest India.Arie concert with Israeli superstar Idan Raichel,” 18 October 2011).

In 2004, the Palestinian Campaign for the Academic and Cultural Boycott of Israel (PACBI) called on global civil society to boycott Israeli cultural institutions, products, and events that normalize Israel’s multi-layered system of oppression against Palestinian people. Many international artists have heeded the call and have refused to perform in Israel, including Elvis Costello, Gil Scott-Heron, Devendra Banhart and The Pixies.

Cultural boycott actions can be fairly simple, and provide an opportunity for people to work together nationally. Our friends in Seattle alerted us and their friends in Olympia to Raichel’s tour and sent us the flyer they would be using on the tour’s opening night. We revised the flyer for a New York audience and sent it to our friends in Burlington and Boston. With minimal effort, we had coordinated a five-city protest action.

The moral case for cultural boycott should be clear, yet there are still some who question it on tactical grounds. Why focus on cultural boycott, they ask, when it is arguably the hardest case to make to a non-politically minded public? Over and over again, I have found cultural boycott actions to yield some of the richest dialogue I have seen about Palestine.

Holding peace-loving, liberal-seeming artists and audiences accountable

People who attend cultural events, particularly peace-loving liberal-seeming concerts such as India.Arie and Idan Raichel, are often quite receptive to arguments about social justice. They do not want to be accused of supporting racism, and they do not want to cross a picket line.

On 18 October, some people merely read our signs and moved on. Some questioned the connection between Raichel and the government. Some thanked us for being there. Some sneered and tore our flyers in half. One person took extra flyers to pass out inside. One debated whether to give up her $200 ticket, and then decided instead to yell “Free Palestine” during the show.

People engage in different ways, but they engage. They are pushed beyond their comfort zones. They begin to question, or, in the case of committed Zionists, they are at least reminded that they cannot get away with using culture to whitewash apartheid.

Shifting the discourse

Perhaps the most important gain of the cultural boycott in the United States so far has been the way in which it has shifted the discourse about Palestine. One of our first cultural boycott actions in New York was a small protest of the Batsheva Dance Company, who we discovered with very little notice was to perform at the Brooklyn Academy of Music in March 2009.

The show happened to coincide with Israeli Apartheid Week, the annual week of actions around the world to bring attention to Israeli apartheid policy and to support the growing boycott, divestment and sanctions (BDS) movement, so we brought people together to sing, chant and distribute flyers.

Our press release garnered media attention, and a number of articles were written which questioned the tactic of cultural boycott. In so doing, however, these articles took for granted the idea that Israel can be called an apartheid state that should be protested against, and even at times boycotted. It was simply the cultural boycott that was being questioned. We had successfully shifted the discourse and opened an important conversation within the mainstream media.

Israel is desperate to salvage its global image and promote itself as a liberal democracy, but it is not working. As Idan Raichel and India.Arie continue their “Open Door” tour, people with conscience the world over are heeding the Palestinian civil society call for BDS. Cultural boycott actions highlight cultural workers’ complicity in Israel’s violations of international law and human rights, thereby opening the door to justice a little wider each day.

Leaked emails show Israel role in UK plot to ban Raed Salah

By Asa Winstanley | The Electronic Intifada | 27 October 2011

London – A UK immigration court ruled yesterday that popular Palestinian leader Sheikh Raed Salah could be deported from the country, after being banned by Home Secretary Theresa May in June.

The Electronic Intifada can now also exclusively reveal new details of an Israeli government role in the UK plot to exclude Salah.

Following yesterday’s decision, Salah could now take his appeal to a higher court, and meanwhile will remain in the UK on bail. Salah’s lawyer told The Electronic Intifada yesterday that his legal team were considering the judgment very carefully and could not comment further for the time being.

The judgment that Salah could be deported for “unacceptable behavior” comes as The Electronic Intifada reveals new details of the Israeli role in Salah’s June-July detention by the UK government. Government emails obtained by The Electronic Intifada contain evidence that the Israeli embassy in London gave information to the British government later used in an attempt to deport him from the country.

“Victim of unfairness and procedural irregularity”

In their ruling the First Tier Tribunal judges accepted that Salah “has behaved lawfully throughout this matter, and that he has been the victim of unfairness and procedural irregularity … [and] was detained unlawfully for a period of time.”

The judges wrote that their decision was a “balancing exercise” between the public interest and the interests of Salah. The ruling addresses each of five main points the government used to ban Salah, reiterating the case on each side, but for the most part it does not rule on the central facts, agreeing with the government’s argument that the five points did not need to be proven.

But on one of the five points, the judges wrote that a poem by Salah “is not directed to the Jewish people as a whole but only at those among them who aim at Israeli territorial expansion and control at the expense of the Palestinians.”

The Electronic Intifada previously published private documents proving that this accusation of anti-Semitism was fabricated, as it rested on what seemed to be a malicious mistranslation of Salah’s original words. But the judges have neglected the point that it was not just a mistaken quote, but a deliberate Israeli attempt to smear Salah. They state that video evidence shown in court proved that Salah was “the victim of serious [Israeli] police harassment” but that this was “not a matter which is relevant to the central issues in this appeal.”

Opaque criteria for “unacceptable behavior”

The judges concluded that Salah’s words came within the government’s anti-terrorist “Prevent” policy, because he “engaged in the unacceptable behavior of fostering hatred.”

They did not specify on this point, saying they had reached the decision from the evidence “viewed in the round.” They elaborated: “it is not necessary to satisfy the criteria of unacceptable behavior for words and actions to be racist as such … This might be achieved by words and actions which are not necessarily racist.” They also explain that the list of “unacceptable behavior” specified by the government (including racism) was indicative and not exhaustive.

In a striking turn of phrase, the judges wrote that “although it is not our task to rubber stamp a decision by the Secretary of State [Theresa May]” it was nevertheless her decision to make rather than the court’s.

From the beginning, Salah claimed Israel had a hand in the exclusion, arrest, unlawful detention and attempt to deport him from the UK. “Israel carries the full responsibility for his detention in the United Kingdom,” a press release said at the time.

Haneen Zoabi, a Palestinian member of the Israeli Knesset (parliament), at the time said to the press: “The primary cause for the arrest is Israeli pressure and the pressure of Zionist elements inside Britain” (“Raed Salah arrested after UK appearance,” Ynet, 29 June 2011).

Concerns that Israel using UK case against Salah

Salah refused to consent to voluntary deportation — the UK Border Agency (UKBA) tried to persuade him to drop his in-country appeal. Salah was concerned that, once he returns home, the Israeli authorities would use a successful deportation from Britain in their long-standing campaign against him.

In June, right-wing Israeli parliamentarian Alex Miller used Salah’s arrest to build support for his so-called Raed Salah bill, according to daily Israel Hayom. “If the British government refuses entry for this individual because of his extreme views and the fear that he might use public and academic venues to incite violence and racism, there is no reason why Israel should allow him and his kind to enjoy such activities either,” he is reported to have said (“MK Ben-Ari urges Britain not to release Sheikh Salah,” 20 June). Miller is a member of the extreme right-wing Yisrael Beiteinu party, and lives on an illegal Israeli settlement in the occupied West Bank.

Relying on dubious Israeli sources, elements of the British press accused Salah of anti-Semitism — an allegation now ruled false by the court which also formed the basis of the exclusion order. Three days after legally entering the UK on 25 June for a well-publicized speaking tour, Salah was abruptly arrested in his hotel room. This prevented him from attending a public meeting in Parliament the next day, organized by the Palestine Solidarity Campaign.

At the police station, UKBA officials served an exclusion order on Salah dated 23 June. The letter cited a 2009 Jerusalem Post editorial which attributed a fabricated anti-Semitic comment to Salah. The editorial said Salah wrote a poem including the comment “You Jews are criminal bombers of mosques” but the original Arabic text of the poem was in fact addressed at the Israeli occupation forces. The words “You Jews” were not in the poem and The Jerusalem Post appears to have added them.

In a July High Court hearing for bail, significant doubt was cast on this and other statements attributed to Salah in the Israeli and British press. The judge, Justice Nicholas Stadlen then freed Salah on restrictive bail. Conditions included a ban on public speaking. In September, the High Court ruled in a separate judicial review that the first few days of detention had been unlawful, and Salah was entitled to compensation.

Details of the plot against Salah emerged as the case went on. The Electronic Intifada uncovered evidence that the government had acted in collusion with pro-Israel lobbying groups in the UK.

But today, The Electronic Intifada can reveal new details of an Israeli government role in the plot.

Israeli government’s role

In a 22 June UKBA advice document used by Home Secretary Theresa May to justify her ban of Salah, case worker Jonathan Rosenorn-Lanng stated that although “this case is very finely balanced,” Salah’s alleged views had the potential to foster “inter-community violence” in the UK. Rosenorn-Lanng also said the British Embassy in Tel Aviv had been consulted: “The FCO [Foreign and Commonwealth Office] in Israel has also confirmed that SALAH is considered to be an extremist.” Presumably, this view was based on Israeli press reports, or on consultation with Israeli officials.

Only one day before Salah flew to London’s Heathrow Airport on 25 June, a UKBA official emailed Alan Stewart, an official with the British Embassy in Tel Aviv, telling him about the ban and detailing British-Israeli efforts to collaborate on the case.

UKBA official Rebecca Hadlow attached a copy of the exclusion, along with a border warning from the Risk and Liaison Overseas Network (RALON), part of the UKBA’s International Group. Hadlow said the RALON notice had been issued to airlines flying direct from Tel Aviv to the UK: “If they identify him, they will not carry him.”

The alert was disseminated to the Israeli state airline El Al in Tel Aviv. But it turned out that Salah traveled on a British Airways flight.

Even then, on 24 June, the British government had still not been able to serve the exclusion order on Salah: “we did not until this morning have an address for him (I am grateful for the assistance of the Israeli Embassy in London for this).” Hadlow then gave Salah’s address and asked Stewart to arrange for the exclusion order to be couriered to him, while acknowledging that “he may not receive it before he travels.”

The same email was copied to Philip Boyle, an official at the British Embassy in Amman, who replied to Hadlow that he had “passed details of the exclusion notice to a contact in the Israeli Immigration Intelligence [sic – there is no known organization by that name] and asked to be notified if they encounter the subject leaving for the UK on an indirect route.”

The text of the RALON border warning makes it clear Salah did not know he was banned — “He has not yet been notified of his exclusion.” The UKBA knew his passport number, therefore it is logical to assume they got this information from the Israeli government, perhaps via the Israeli embassy in London. Yet somehow, the UKBA got his full name wrong, mixing up two of his names.

On 5 July, Claire Lawrence, Head of the “Middle East Peace Process/Palestine/Israel” desk at the Foreign and Commonwealth Office, wrote to Rosenorn-Lanng, saying: “Our Embassy in Tel Aviv have just let us know that a very high level delegation intend to call on our Ambassador early tomorrow, to discuss the Salah case amongst other issues.” Who exactly was part of this delegation was not revealed, although it seems a likely reference to Israeli government ministers or security officials.

Salah and his legal team are due to meet and will decide whether or not to pursue his appeal against deportation further. It remains to be seen if any higher court would act as anything other than a “rubber stamp” of the political decision to expel Salah from the UK, apparently with the cooperation of Israel.

Mahmoud Jibril and Qaddafi’s Wealth Redistribution Project

By Mahdi Darius Nazemroaya | The Passionate Attachment | October 25, 2011

Colonel Muammar Qaddafi symbolizes many things to many different people around the world. Love or hate the Libyan leader, under his rule Libya transformed from one of the poorest countries on the face of the planet into the country with the highest living standards in Africa. In the words of Professor Henri Habibi:

When Libya was granted its independence by the United Nations on December 24, 1951, it was described as one of the poorest and most backward nations of the world. The population at the time was not more than 1.5 million, was over 90% illiterate, and had no political experience or know how. There were no universities, and only a limited number of high schools which had been established seven years before independence. [1]

Qaddafi had many grand plans. Many of them were of a pan-African nature. This included the formation of a United States of Africa.

Qaddafi’s Pan-African Projects

Colonel Qaddafi started the Great Man-Made River. The Great Man-Made River is a massive project to transform the Sahara Desert and reverse the desertification of Africa. The Great Man-Made River with its irrigation plans was also intended to help the agricultural sector in other parts of Africa. This project was one of the victims of NATO’s attacks on Libya.

Qaddafi also envisioned independent pan-African financial institutions. The Libyan Investment Authority and the Libyan Foreign Bank were important players in setting up these institutions. Qaddafi, through the Libyan Foreign Bank and the Libyan Investment Authority, was instrumental in setting up Africa’s first satellite network, the Regional African Satellite Communication Organization (RASCOM), to reduce African dependence on external powers. [2]

It is believed that his crowning achievement would have been the creation of the United States of Africa. The supranational entity would have been created through the African Investment Bank, the African Monetary Fund, and finally the African Central Bank. These institutions were all viewed with animosity by the European Union, United States, International Monetary Fund (IMF), and World Bank.

Qaddafi’s Wealth Redistribution Project

Qaddafi had a wealth redistribution project inside Libya. U.S. Congressional sources in a report to the U.S. Congress even acknowledge this. On February 18, 2011 the report stated:

In March 2008, [Colonel Qaddafi] announced his intention to dissolve most government administrative bodies and institute a Wealth Distribution Program whereby state oil revenues would be distributed to citizens on a monthly basis for them to administer personally, in cooperation, and via local committees. Citing popular criticism of government performance in a long, wide ranging speech, [he] repeatedly stated that the traditional state would soon be “dead” in Libya and that direct rule by citizens would be accomplished through the distribution of oil revenues. [The military], foreign affairs, security, and oil production arrangements reportedly would remain national government responsibilities, while other bodies would be phased out. In early 2009, Libya’s Basic People’s Congresses considered variations of the proposals, and the General People’s Congress voted to delay implementation. [3]

The Wealth Redistribution Project, along with the establishment of an anarchist political system, was viewed as a very serious threat by the U.S., the E.U., and a group of corrupt Libyan officials. If successful it could have created political unrest amongst many domestic populations around the world. Internally, many Libyan officials were working to delay the project.

Why Mahmoud Jibril Joined the Transitional Council

Amongst the Libyan officials who was opposed to this project and viewed it with horror was Mahmoud Jibril. Jibril was put into place by Saif Al-Islam Qaddafi. Because of strong influence and advice from the U.S. and the E.U., Saif Al-Islam selected Jibril to transform the Libyan economy and impose neo-liberal economic reforms.

Jibril would become the head of two bodies in the Libyan Arab Jamahiriya, the National Planning Council of Libya and National Economic Development Board of Libya. While the National Economic Development Board was a regular ministry, the National Planning Council would actually put Jibril in a government position above that of the equivalent of the prime minister–the Office of the General-Secretary of the People’s Committee of Libya. Jibril actually was one of the forces that opened the doors for privatization and poverty in Libya.

About six months before the conflict erupted in Libya, Mahmoud Jibiril actually met with Bernard-Henri Lévy in Australia to discuss forming the Transitional Council and deposing Qaddafi. [4] He described Qaddafi’s Wealth Redistribution Project as “crazy” in minutes and documents from the National Economic Development Board of the Libyan Arab Jamahiriya. [5] Jibril believed that the masses were not fit to govern themselves and that an elite should control the fate and wealth of any nation. What Jibril wanted to do is downsize the government and layoff a large segment of the public sector, but in exchange increase government regulations in Libya. He would also always cite Singapore as the perfect example of a neo-liberal state. While in Singapore, which he regularly visited, it is likely that he meet with Bernard-Henri Lévy.

When the problems erupted in Benghazi, Mahmoud Jibril immediately went to Cairo, Egypt. He told his colleagues that he would be back in Tripoli soon, but he had no intention of returning. In reality, he went to Cairo to meet the leaders of the Syrian National Council and Lévy. They were all waiting for him to coordinate the events in Libya and Syria. This is one of the reasons that the Transitional Council has recognized the Syrian National Council as the legitimate government of Syria.

Mahmoud Jibril is now the prime minister of the Transitional Council of Libya. The opposition of Jibril to Qaddafi’s Wealth Redistribution Project and his elitist attitude are amongst the reasons he conspired against Qaddafi and helped form the Transitional Council. Is this ex-regime official, who has always been an open supporter of the Arab dictators in the Persian Gulf, really a representative of the people?

Radiation Reporting

By JOHN LaFORGE | CounterPunch | October 26, 2011

The ongoing radiation catastrophe stemming from three out-of-control nuclear reactors in Fukushima, Japan has taken a back seat to far graver news events of late: Michael Jackson’s doctor, fund-raising by presidential hopefuls, the World Series, and Netflix stock.

Meanwhile, reporting about the on-going disaster relentlessly repeats the minimization and trivialization of radiation risk that began March 11, with the largest earthquake in Japanese history and the unprecedented tsunami that left over 26,000 people dead or missing and 80,000 still living in shelters.

Radioactive contamination of soil, tap water, rain water, groundwater, beef, fish, vegetables, animal feed and incinerator ash are almost always said to be of little or “no immediate” danger, which helps explain why Fukushima has faded from public consciousness.

“An exposure of 100 millisieverts per year is considered the lowest level at which any increase in cancer risk is evident,” the French Press Agency reported Oct. 6. But the U.S. Nuclear Regulatory Commission’s official published position on radiation risk is that, “any amount of radiation may pose some risk for causing cancer and hereditary effect, [and] … any increase in dose, no matter how small, results in an incremental increase in risk.”

Contaminated spinach and milk “do not pose an immediate health threat,” reported Giles Snyder of NPR’s Weekend Edition, April 19. Yet the National Council on Radiation Protection declares that “every increment of radiation exposure produces an incremental increase in the risk of cancer.”

“The nuclear crisis caused the worst radiation leak since Chernobyl,” the AP said Oct. 7, as if the accident were over. The same news agency said Sept. 22 that “radiation leaks continue.”

An April 11 Forbes news report grossly misstated the U.S. Environmental Protection Agency’s (EPA) official public warning about radiation. Noting that a Phoenix, Arizona drinking water sample contained 3.2 pico-curies-per-liter of radioactive iodine-131 from Fukushima, and that the EPA’s maximum contaminant level is 3.0, the writer concluded: “EPA does not consider these levels to pose a health threat.” In fact, the EPA officially warns that “there is no level below which we can say an exposure poses no risk.”

In spite of evidence of far flung and ominous levels of contamination, the International Atomic Energy Agency, IAEA, had the nerve to tell Japan to be less conservative in its cleanup program planning. The removal of layers of topsoil is being considered by the government, but an IAEA team this month said that would be impractical. About 29 million cubic meters of surface soil, an area the size of Luxemburg, may need to be removed but, “We want the Japanese government to avoid becoming too conservative” in its cleanup plans,” IAEA inspectors said. The IAEA is chartered to work worldwide “to promote nuclear technologies,” while finding a disposal location for its mountains of radioactive waste is Japan’s problem. The government recently approved “temporary” storage of millions of tons of contaminated soil and rice straw in state-owned forests.

Japan’s health minister declared Sept. 20 that the beef supply was safe and claimed that the government had improved its testing of food for radioactive contamination. In August the minister, Yoko Komiyama, lifted a ban on shipments of beef contaminated with radioactive cesium.

“The government was saying everything sold in the market was safe before the beef incident, then it turned out to be untrue,” Mariko Sano, secretary of the Tokyo-based consumer group Shufuren told the Wall St. Journal. “It’s hard to believe that now.”
