Regime-Change in a Box

Soft-Powering Cuba

By ROBERT SANDELS | CounterPunch | July 6, 2011

In March, Sen. John Kerry (D-MA), chairman of the Senate Foreign Relations Committee, placed a hold on a $20 million appropriation for the US Agency for International Development (USAID). The money is for democracy promotion schemes in Cuba. Kerry’s purpose was to hold the funds hostage until the State Department responded to a series of questions he had about waste, mismanagement and the general ineffectiveness of the program to actually bring about democracy in Cuba.

USAID grantees in Cuba are soft-power agents engaged in covert subversion. Soft power, as described by its leading academic proponent Joseph E. Nye, Jr., is “getting others to want what you want.” His ideas, however, fell short of assisted regime change.

Here is an example of how USAID money can help Cuba:

Step 1. Give USAID money to grantees like Freedom House to help Cubans document human rights abuses.

Step 2. Send reports of abuses to international human rights organizations.

Step 3. The US Interests Section in Havana reports the discovery of abuses, cites human rights organization, sends information to the State Department.

Step 4. Alarmed, the State Department cites Interests Section, issues scathing report on human rights violations in Cuba.

Step 5. Congress and the Republic of Miami, in righteous indignation, demand more sanctions against Cuba.

Result: USAID money pays handsomely on its initial investment. Now, why would Sen. Kerry not think these programs are cost effective?

Regime-change in a box

In 2009, Alan Gross went to Cuba on USAID money with equipment to set up Broadband Global Area Networks (BGANs), briefcase-size satellite systems for Internet and cellphone communication networks outside of Cuban government control. The cover story was that he was delivering the equipment to the Cuban Jewish community. They never heard of him even though this was his sixth trip.

The New York Times reported that the United States has deployed this “shadow” communications system in Middle Eastern countries to help dissidents plan anti-government movements.

Kerry said that the Cuban programs in general and the BGAN program in particular only irk Cuban authorities and put taxpayers’ money into the hands of Cuban intelligence, which routinely penetrates the “civil society” organizations and dissident groups the money is supposed to support.

Recent covert attempts to flip Cuban officials, hand out communications gear and satellite antennas disguised as surfboards have been failures amply catalogued in a series of exposés broadcast on Cuban television.

Even as the US government and media gamely maintain that Gross, currently serving a 15-year prison sentence in Cuba, was running an innocent phones-for-Jews program, the State Department doesn’t want to identify USAID contractors for fear they might be arrested like Gross was.

However, there is little likelihood of being arrested for taking cell phones or other real gifts to Cuba.  And Miami Cubans can easily purchase cell phone minutes for users in Cuba from the state telephone company Empresa de Telecomunicaciones de Cuba S.A. (ETECSA). This can be done via the Internet from anywhere in the world using various foreign commercial service.

If the Obama administration was so keen on having Cubans communicate by cell phone, USAID could have used these services openly, cheaply and legally.

Trouble with the cover story

Anti-Castro fanatics accuse Kerry of aiding Cuban communism, revealing a touching belief that these programs actually work. To Kerry’s assertion that internet-in-a-box exploits landed Gross in prison, Sen. Robert Menendez (D-NJ) responded that Kerry was giving his approval to the Cuban government’s “iron-fisted tactics” against “defenders of democracy.”

Wait a minute Sen. Menendez. You’re forgetting the cover story about phones for Jews. Are you saying the Jewish community is a dissident organization?

Rep. Ileana Ros-Lehtinen (R-FL) turned on Kerry with particular fury, but if she had listened more carefully she might have seen that the two are not far apart. Kerry is not opposed to overthrowing the Cuban government. He is not against subversion. He has always reassured Miami’s Cuban voters that he supports the blockade against Cuba.

Besides, Kerry threw away highfalutin principles by offering to release all but $5 million of the funds.

The argument over the funding is valid only if we accept at face value the stated USAID goals of bringing democracy, freedom and justice to the Cuban people. Evidently, Kerry and Ros-Lehtinen think or pretend that these are the actual goals.

If we go along with the pretense, we have to conclude that the hapless Gross failed to realize that he could have gone to the Internet and loaded up Jewish cell phones with massive quantities of USAID money from the comfort of his home, avoiding prison and the much greater pretend failure of actually depriving them of telephone contact with Jews around the world; so, no more USAID money for him.

Soft power succeeds by failing

Setting aside the pretense, with Gross in prison his pretend failure is transformed into success because Obama and the lesser fanatics can say he was imprisoned for helping Jews exercise their freedom of speech.

Even better, Miami and Washington can argue that Cuba used Gross as an excuse to reject Obama’s generous peace gestures.  Far from failing, Gross forces Cuba to take the blame for US aggression. Liz Harper of the US Institute of Peace summed it up nicely writing that the Gross affair “…at best delayed advancements initially sought by the Obama administration.”

And of course, had Gross set up clandestine communication networks all over Havana and had the dissidents used them to plan demonstrations, pass around diatribes against the Cuban government and so on, there would likely be another victory for USAID when Cuban intelligence eventually shuts them down (“clamping down on free speech”) and arrests are made (“iron-fisted tactics” against “defenders of democracy”).

Even after it was widely reported that Gross delivered nothing to the Cuban Jewish community and that his luggage contained equipment to undermine the Cuban government, The Miami Herald stuck to the script. Gross was imprisoned, wrote the Herald, “for delivering communications equipment paid for by the U.S. government to Jewish groups on the island.”

If the Cubans were to sabotage every US gesture of friendship, that means they welcome US aggression and subversion. “The Cuban regime increasingly needs an external threat to blame for the country’s problems,” said an unnamed Pentagon official.

Moral: If a lemon gets arrested, make lemonade out of him.

No democracy promotion money for U.S.

For a few million in US taxpayer dollars, Cuba gets programs for “community improvement activities, identifying and addressing community needs,” expanded access “to uncensored information to help Cubans communicate amongst themselves and with the outside world.”

In the empathy-grant category, the State Department is currently seeking proposals to help the disabled, orphans and homosexuals achieve a better life in Cuba.

But while the United States delivers BGANs to Cubans, there is no government program to free its own people from government surveillance; there is no shadow network. Indeed, social media and internet systems in the United States are thoroughly penetrated by intelligence agencies. The FBI now has the capability to plant permanent spyware on personal computers. It can find out who you are with a Computer and Internet Protocol Address Verifier. It can access communications devices directly through internet service providers and cell towers, which is described as a “comprehensive wiretap system.”

If you worry that electoral democracy in the United States is slipping away, go to Cuba where USAID contractors are dedicated to “finding the legal impediments to democratic elections and suggesting the actions that would be necessary to remove these impediments.”

Concerned about the decline of education in the United States? The State Department has a program in Cuba to train “hundreds of students and young adults in critical thinking,” to help them become self-sufficient and to act “independent of government.”

Lockheed Martin: We fix roofs, audit your taxes

Lest it seem from all this spending for other peoples’ needs that US citizens are not getting a fair share of their own tax money, consider the benefits of soft power at home.

For several years, hard-power weapons makers have won Pentagon contracts to deliver soft-power abroad. The Wall Street Journal reported that Robert Stevens, Lockheed Martin’s CEO, wants the company “to become a central player in the U.S. campaign to use economic and political means to align countries with American strategic interests.”

Lockheed-Martin, the Pentagon’s largest weapons contractor, has diversified its portfolio buying companies involved in public relations, surveillance, auditing, and information systems. Many of these contracts have been in support of ongoing military actions in the Middle East and Africa. At the other end of the scale, one of its subsidiaries trained Liberian lawyers and repaired Monrovia’s court house roof.

Some of the same weapons manufacturers have lately been taking market positions in broad swaths of American life. Sandra I. Erwin, writing in the National Defense Magazine, explained that defense contractors were concerned about possible budget cuts and began looking to State Department and other non-defense budgets to diversify their portfolios.

Lockheed Martin has a $33 million contract with the Internal Revenue Service (IRS) for Webpage and e-services design, auditing and various taxpayer services. It also has a $1.2 billion contract with the Transportation Security Administration (TSA) for such services as “screener training and checkpoint reconfiguration.

William D. Hartung of the New America Foundation writes that Lockheed Martin has contracts to watch you, audit you, troll for information on you, scan your iris and pat you down at airports; all in a day’s work at the IRS, FBI, CIA, the Post Office, National Security Administration (NSA), the Census Bureau and the TSA.

“As a result, Lockheed Martin is now involved in nearly every interaction you have with the government,” said Hartung. “Paying your taxes? Lockheed Martin is all over it.  The company is even creating a system that provides comprehensive data on every contact taxpayers have with the IRS from phone calls to face-to-face meetings.”

The State Department maintains that it underwrites social programs in Cuba to make Cubans independent of oppressive government.

Meanwhile, other government departments are farming out some of their duties to weapons producers who are dependent on government contracts but independent of voter oversight.

This is enough to make a reasonable person conclude that in Cuba, the people need to be made independent of their government while in the United States the government needs to be made independent of its people.

Conspiracies

By Paul Craig Roberts | Intrepid Report | July 6, 2011

In a June column, I concluded that “conspiracy theory” is a term applied to any fact, analysis, or truth that is politically, ideologically, or emotionally unacceptable. This column is about how common real conspiracies are. Every happening cannot be explained by a conspiracy, but conspiracies are common everyday events. Therefore, it is paradoxical that “conspiracy theory” has become a synonym for “unbelievable.”

Conspiracies are commonly used in order to advance agendas. In the July issue of American Rifleman, a National Rifle Association publication, the organization’s executive vice president, Wayne Lapierre reports on a congressional investigation led by Senator Charles Grassley and Representative Darrell Issa of a Bureau of Alcohol, Tobacco, Firearms, and Explosives and Department of Justice conspiracy to further gun control measures by smuggling guns across the border to Mexican criminals and blaming it on American firearm sellers.

Lapierre writes:

“Thanks to federal agents coming forth with evidence on the gun smuggling operation, this government sanctioned criminal conspiracy has been exposed.

“Leading an administration-wide cover up—marked by an arrogant dismissal of Congress’ constitutional role—is Attorney General Eric Holder, who has blocked all efforts to get to the truth. His minions have directed federal employees with knowledge of the gun-running scam to refuse to cooperate with congressional investigators.” [We Need To Extinguish The Firewall Of Lies]

Many Americans will find the uncovered conspiracy hard to believe. The US federal agency, BATFE, with the DOJ’s participation, has been providing firearms to Mexico’s drug cartels in order to create “evidence” to support the charge that US gun dealers are the source of weapons for Mexican drug gangs. The purpose of the government’s conspiracy is to advance the gun control agenda.

Attorney General Eric Holder’s stonewalling of the congressional investigation has resulted in Rep. Issa’s warning to Holder: “We’re not looking at the straw buyers, Mr. Attorney General. We’re looking at you.”

The most likely outcome will be that Grassley and Issa will have accidents or be framed on sex charges.

Conspiracies are also a huge part of economic life. For example, the Wall Street firm, Goldman Sachs, is known to have shorted financial instruments that it was simultaneously selling as sound investments to its customers. The current bailouts of EU countries’ sovereign debt is a conspiracy to privatize public domain.

Economic conspiracies are endless, and most succeed. NAFTA is a conspiracy against American labor, as are H-1B and L-1 work visas. Globalism is a conspiracy against First World jobs.

The sex charge against Dominique Strauss-Kahn could turn out to have been a conspiracy. According to the New York Times, the hotel maid has bank accounts in four states, and someone has been putting thousands of dollars into them.

Sometimes governments are willing to kill large numbers of their own citizens in order to advance an agenda. For example, Operation Northwoods was a plan for false flag terrorist events drafted by the US Joint Chiefs of Staff and signed by General Lyman Lemnitzer. It called for the CIA and other “black op” elements to shoot down Americans in the streets of Miami and Washington, D.C., to hijack or shoot down airliners, to attack and sink boats carrying Cuban refugees to the US, and to fabricate evidence that implicated Castro. The agenda of the Joint Chiefs and the CIA was to stir up American fear and hatred of Castro in order to support regime change in Cuba.

Before the reader cries “conspiracy theory,” be apprised that the secret Operation Northwoods was made public on November 18, 1997, by the John F. Kennedy Assassination Records Review Board. When the plan was presented to President Kennedy in 1962, he rejected it and removed Lemnitzer as chairman of the Joint Chiefs.

Wikipedia quotes extensively from the plan’s menu of proposed false flag terrorist acts. Those who distrust Wikipedia can obtain a copy of the plan from the National Archives.

When I tell even highly educated people about Operation Northwoods, they react with disbelief—which goes to show that even US government-acknowledged conspiracies remain protected by disbelief a half century after they were hatched and 14 years after being revealed by the government.

An example of a conspiracy that is proven, but not officially acknowledged, is Israel’s attack on the USS Liberty in 1967. Captain Ward Boston, one of the two US Navy legal officers ordered to cover up the attack, not investigate it, revealed the Johnson Administration’s conspiracy, and that of every subsequent administration, to blame mistaken identity for what was an intentional attack. The unofficial Moorer Commission, led by Admiral Tom Moorer, former chief of Naval Operations and chairman of the Joint Chiefs of Staff, proved conclusively that the Israeli attack, which inflicted massive casualties on US servicemen, was an intentional attack. Yet, the US government will not acknowledge it, and few Americans even know about it.

Even the event Americans celebrate on July 4 was a conspiracy and was regarded as such by the British government and American colonials who remained loyal to King George. If we don’t believe in conspiracies, why do we celebrate one on July 4?

What Really Is the Operational Status of Shamsi?

Moon of Alabama | July 3, 2011

There was a public exchange between U.S. and Pakistan officials over the last days with contradicting claims about the operation of and from the airbase Shamsi in Baluchistan province in south-west Pakistan. Later on, both agreed on a status picture. But is it the true one?

The dispute started with the Pakistani defense minister saying on Wednesday in the Financial Times that Pakistan ordered the base to be shut down and evacuated and that operations there were halted:

Pakistan is pushing the US to abandon an airbase in Balochistan that the Central Intelligence Agency (CIA) has reportedly been using for years to undertake its drone campaign inside the country’s tribal areas, the defence minister said.Defence Minister Ahmed Mukhtar’s statement confirming that the US had been told to leave the Shamsi airbase is the latest indication of the simmering tensions between the key war-on-terror allies.

Pakistani commentators lauded this step which made it difficult to change that position:

The announcement of Defence Minister Chaudhary Ahmad Mukhtar that the United States has been asked to vacate the Shamsi airbase in Balochistan has widely been hailed by people of Pakistan, who consider it belated but still timely move as part of the efforts to restore national honour and dignity.
…
Shamsi had become subject of a heated national debate and disgust with people considering it as a stigma for the country and therefore, the move of the Government to get it vacated is a welcome development.

But someone in the U.S. did not like the Pakistani claim and on Thursday directly rebutted it via Reuters:

The United States is rejecting demands from Pakistani officials that American personnel abandon a military base used by the CIA to stage drone strikes against suspected militants, U.S. officials told Reuters.U.S. personnel have not left the remote Pakistani military installation known as Shamsi Air Base and there is no plan for them to do so, said a U.S. official familiar with the matter, who asked for anonymity to discuss sensitive material.

“That base is neither vacated nor being vacated,” the official said. The information was confirmed by a second U.S. official.
…
“They are vacating it,” the [senior Pakistani military] official insisted. “Shamsi base was for logistic purpose. They also used it for drones for some time but no drones have been flown from there.”

The official said no base in Pakistan was presently used by the Americans for drone operations. But he did not give a precise date for when drones supposedly stopped operating from Shamsi.

The U.S. officials disputed that account.

So what is it? It seems that there are at least two direct contradictions here. First the claim that the base is no longer used for drone strikes which the U.S. official refuted and second the claim that the base in being in the process of shutting down which the U.S. also disputes. Reuters didn’t err here as a McClatchy piece on Thursday confirmed its take:

The same day, Pakistani Defense Minister Ahmed Mukhtar was quoted as saying that Pakistan had ended CIA drone flights from Shamsi airfield in Baluchistan province. A senior U.S. official disputed that statement, saying, “That’s news to the United States,” and suggesting that Mukhtar was trying to assuage anti-American sentiment and deflect public anger over the bin Laden operation.
…
If the Pakistanis order the CIA to vacate Shamsi, “it would be a significant step and the wrong signal,” the senior U.S. official said.

But in a Washington Post piece on Saturday U.S. officials suddenly confirmed the Pakistani version:

The CIA three months ago suspended its long-standing use of an air base in Pakistan as a launch site for armed drones targeting members of al-Qaeda and other militant groups, according to U.S. and Pakistani officials.
…
U.S. personnel and Predator drones remain at the facility, in the southwestern province of Baluchistan, with security provided by the Pakistani military, officials from both countries said.
…
U.S. and Pakistani officials said the aircraft launches were halted in April, weeks before the bin Laden raid, after a dispute over a CIA contractor who fatally shot two Pakistani citizens in Lahore in January.
…
In the weeks immediately after Pakistan’s grudging release in March of the CIA contractor involved in the Lahore shooting, top Pakistani military and intelligence officials made “a formal, personal request . . . a demand . . . more than once” to their U.S. counterparts to end the flights and leave Pakistan, a senior Pakistani defense official said.In response, the official said, “there has been some thinning out at the base, and the drone missions suspended.”

I see two possible explanations for the contradicting claims here:

A) The Pakistani account is right and the U.S. rebuttal delivered on Thursday was wrong or misinformed or an attempt to put further pressure on the Pakistani leadership. Then, after a higher decision in the U.S., it was taken back in the Saturday story.

B) The Pakistani account was wrong but it was too hard to walk back after the Pakistani Defense Minister had publicly made the claim. Between Thursday and Friday the U.S. and Pakistan agreed to the Pakistan version as a new cover story for continued operation of and from that base.

I have no idea which explanation is the correct one.

Russian Media: NATO is an outlaw, the ICC is its accomplice

June 28, 2011

The International Criminal Court at The Hague is a pariah in the world of Justice and International Law; those who work for it are traitors to their cause, the Institution itself is an insult to every fibre of civilisation and a knife in the back of the notion that the law prevails and is applied without bias.

It is patently clear nowadays that the ICC is a tool in the hands of NATO – a cynical tool which bases itself on the pseudo-precept that it follows the law, a manipulative organism which twists legal principles and applies them with two weights and measures. What is amazing, is that those behind the ICC and NATO think that the public will believe them.

NATO has committed war crimes in Kosovo, in Afghanistan and in Iraq. NATO has committed terrorist attacks occasioning murder in all three theatres of war. Nothing happened, the ICC remained silent. Arrest warrants have been served for David Cameron and Barack Obama in police stations near their places of work and residence for the murder of Colonel Gaddafi’s three grandchildren and other civilians in Libya. Monitoring the situation, we see that nothing has yet happened.

NATO’s violation of the law

NATO’s remit in Libya were UNSC Resolutions 1970 and 1973 (2011) which, summarized, concentrated on no boots on the ground in Libya among NATO forces and this is not the case:

– violation 1; the enforcement of a no-fly zone, which does not include strafing civilian structures

– violation 2; measures to protect civilians from being attacked does not mean attacking government forces fighting hundreds of heavily armed terrorists

– violation 3; Under the UN Charter it is illegal to take sides in an internal conflict

– violation 4; it is illegal to murder or attempt to murder government officials

– violation 5; with no formal declaration of war, with no remit from the Military Committee of the UNSC, any action occasioning murder is illegal

– violation 6; ditto attempted murder

– violation 7; ditto actions occasioning grievous bodily harm

– violation 8; ditto actual bodily harm

– violation 9; ditto criminal damage

– violation 10; Under the Geneva Conventions it is illegal to attack civilian structures with military hardware

– violation 11; it is also illegal to deploy in theatres of conflict munitions and weaponry which will have an affect after such conflict. The alleged use of cluster bombs by NATO and of Depleted Uranium (there are several precedents) could provide violation 12.

At least eleven, possibly 12, violations of international law in Libya, countless others in other operations, and the ICC says nothing. The judges of the ICC receive their instructions and insult their academic area, the fundamental principles of law and their professional class with barefaced arrogance. I challenge Mr. Luis Moreno Ocampo to investigate the above charges and to pronounce himself.

The joke which is the ICC

Two international lawyers have exposed the joke which the ICC is. Within just a few hours, lawyers Themba Langa (South Africa – Counsel to Muammar al-Qathafi, Saif al-Islam al-Qathafi and Abdullah al-Senussi) and Fabio Maria Galiani (Italy – Legal advisor and member of the defence team) uncovered no less than eight points of law proving that the ICC is a kangaroo court without one iota of legal validity, yet again proved in this case. Their points are summarized as follows, my observations in brackets.

They point out that for a start the Court has no jurisdiction in Libya because it was never ratified there, that anyway notwithstanding this, under international customary law a Head of State has immunity (did they take Saddam Hussein to The Hague? Indeed the ICC has no jurisdiction in the USA, so why should it have any in Libya?)

Secondly they point out that the referral to the ICC by the UN Security Council is a violation of jurisdiction, independence and impartiality because it instructs the Court to exclude prosecution for certain persons and in following this directive, the ICC itself is in violation of its own constituent Statutes; thirdly the UNSC does not have the power to dictate terms over Libya to the ICC and anyway under international customary law, the ruling yesterday by the ICC is invalid in countries not signatories to the Rome Treaty which set up the Court.

Fourthly, if in the following instances, the Prosecutor has still not decided whether to open a case on Georgia (because the evidence is being considered) since 2008 (three years); on Guinea since 2009 (two years), on Colombia since 2006 (five years) why then was all the evidence on Libya read, digested and treated legally within just three days when the investigation was opened? (Where is the case against Abdel-Hakim al-Hasidi? Where are the cases against the Islamist terrorists who massacred Black Libyans and children? Where is the case against NATO, against Obama, against Cameron, against Sarkozy, against Berlusconi?)

Fifthly the ICC did not even notice that the referral by the UNSC violated the Court’s Statute; sixthly, if NATO respects the Court and its deliberation, (why is it continuing to perpetrate 100 terrorist attacks a day protecting terrorists?) then the defendants should have the right to defence themselves. Seventh, NATO is accountable for murder, destruction of property and injury to civilians (acts of terrorism) and eighth, the entire campaign has been based on manipulation through the media (rendering the legal tenets void under any normal court of law. But then again, the ICC is no court of law, is it?)

Next, on the impartiality of this “Court”, the lawyers mentioned above claim in their statement:

“One of the judges of the Pre-Trial Chamber I, Mr. Cuno Tarfusser, recently made statements to the Italian media on the situation in Libya which indicated that the ICC is not impartial.”

One last question, why do the USA, UK and France prohibit the delivery of baby food to Libyan children? Isn’t it enough for Obama, Cameron and Sarkozy to murder them by bombing? If they enjoy murdering children, why don’t they start at home? When they look at their children, do they hear the screams of Colonel Gaddafi’s grandchildren as they fried in their own blood?

So, Mr. Luis Moreno Ocampo, what, as a judge and a lawyer, do you have to say to THAT? Nothing, of course, because we know who and what you are.

Overthrow Inc.: Doing what the CIA used to do, and making it seem progressive

“When some of State’s desk officers don’t want to create international incidents by advising activists on how to overthrow governments, they gently suggest visiting Ackerman, who has fewer qualms about lending a helping hand.”  [1a]

“Gene Sharp [is] the author of a series of books on nonviolent conflict who is generally credited with being the first person to study rigorously the techniques of mass civil disobedience and place them in the context of traditional military strategy.” [1b]

Interviewer: (Some people say) a government cannot fund or sponsor the overthrow of another government!

Gene Sharp: Why not?…What do they prefer that the U.S. spend money on? [1c]

By Stephen Gowans | August 6, 2009

Peter Ackerman, an immensely wealthy investor and board member of the premier U.S. foreign policy think-tank, the Council on Foreign Relations, [2] and Robert Helvey, a 30 year veteran of the U.S. Army [3] who served two tours of duty in Vietnam [4], are the principal proponents of a nonviolent alternative to military intervention in the pursuit of U.S. foreign policy goals. Students of Gene Sharp, who developed a theory of how to destabilize governments through nonviolent means, Ackerman and Helvey have been at the head of a kind of Imperialist International, training “a modern type of mercenary,” who travel “the world, often in the pay of the U.S. government or NGOs, in order to train local groups” [5] in regime change. Ackerman and Helvey’s new type of mercenary are practitioners of what the CIA used to call destabilization. To escape the taint of its CIA past, destabilization has been rebranded as nonviolent resistance (NVR), shrewdly drawing upon the reputation of Martin Luther King Jr.’s nonviolent struggles for black civil rights in the 1960s. But where King sought to bring about change within the system, and in the United States, NVR is strictly a foreign affair, seeking to overturn governments abroad that operate outside the system of U.S. imperial domination. NVR is not about pursuing social, economic and political justice at home. It’s about taking power overseas, in order to bring resistant countries into the U.S. imperial fold. To make itself appear to be squeaky clean, NVR explicitly rejects overt CIA and U.S. military sponsorship. As Helvey explains, “The easiest way to destroy a movement is for the CIA to taint it.” [6] That, however, doesn’t make NVR any different in its aims and content from the destabilization campaigns the CIA used to plan, sponsor and implement. Indeed, Ackerman and Helvey have simply taken over a CIA function, made it semi-overt, and created the illusion that it’s progressive.

What is it?

Ackerman defines NVR as “the shrewd use of strikes, boycotts, civil disobedience” [7] in addition to mass protests [8] and even nonviolent sabotage, to disrupt the functioning of government [9] and make “a country ungovernable.”[10] Since strikes, boycotts and civil disobedience are traditional leftist techniques, NVR campaigns often garner the support of a large number of left-leaning people. But NVR isn’t holding a demonstration, listening to speakers, and then heading home for supper. Neither is it pressuring elites — what most Western leftists set as the limit of their political activism. It isn’t pacifism based on moral or religious principle, either. Former Harvard researcher Sharp, explains that NVR and principled nonviolence are not the same. Principled nonviolence is “abstention from violence based on ethical or religious beliefs.” NVR is a political technique for overthrowing foreign governments. [11] “It’s not about making a point, it’s about taking power.” [12]

Since the aim of NVR is to take political power abroad, NVR can be characterized as a form of Western warfare, employing nonviolent armies behind enemy lines. In fact, it was Sharp’s analysis of how regime change could be accomplished effectively that drew Helvey, the U.S. Army veteran, to the Clausewitz of nonviolence, as Sharp is known, after the Prussian military strategist, Carl von Clausewitz. [13]

Helvey had been the military attaché at the U.S. Embassy in Rangoon, where he witnessed armed opposition groups repeatedly fail in their attempts to overthrow the Myanmar government. [14] The trouble was that rebel groups were going up against a regular army that could exercise overwhelming force. Sharp’s analysis suggested an alternative. Drawing on social science literature on power, Sharp pointed out that governments have two sources of power: their ability to exact obedience coercively through their control of armies, police, courts and prisons; and their moral authority. Since a government can use overwhelming force to defeat most internal armed challenges, the key to taking power is to undermine the reason most people obey: because they believe their government is legitimate and has a right to rule. In Sharp’s view, most people obey, not because they’re compelled to, but because they want to. If a government’s legitimacy is undermined, people will no longer want to obey. That’s when they can be mobilized to participate in strikes, boycotts, acts of civil disobedience, even sabotage – anything that makes the country ungovernable. “Removing the authority of the ruler,” according to NVR advocates, “is the most important element in nonviolent struggle.” [15]

NVR holds that destabilization works best when the target government is not “supported by an entrenched party system that can claim a higher ideological purpose.” [16] This may explain why destabilizers have attacked the ideological basis of Zimbabwe’s Zanu-PF leadership, suggesting that the party’s leader and Zimbabwe’s president, Robert Mugabe, maintains a “hold on power (that) is…reliant on personal loyalties and their reinforcement by material rewards and mortal penalties,” not commitment to national independence. [17] In regime change discourse, Mugabe is said to have cronies, who he rewards with confiscated farms, to hold on to power. That Mugabe and his principals could be genuinely committed to investing Zimbabwe’s nominal post-colonial independence with real content, is dismissed by NVR promoters as out of the question. The same cynical arguments are used to challenge the moral authority of Cuba’s government. The Castros are accused of being motivated by an unquenchable thirst for power, not an ideological commitment to socialism and national independence. For destabilizers, breeding a cynical view of the leaders of countries in their cross-hairs is a necessary part of undermining their targets’ legitimacy.

To buttress their efforts to undermine the moral authority of target governments, the destabilizers depend critically on the frequent use of the words “dictatorial” (to denote the governments they seek to bring down) and “democratic” (to denote the target government’s opponents.) It doesn’t matter whether the target governments are truly dictatorial or whether their opponents are truly democratic. What matters is that these things are believed to be true. Getting people to believe target governments are dictatorial is done by repeating the charge incessantly, until the idea takes on the status of common knowledge, so widely accepted that proof is unnecessary.

But what if the “dictator” has been elected, as is often the case in destabilization efforts? The destabilizers’ solution is to claim the elected leader came to power illegitimately, by means of electoral fraud. For example, while widely denounced in the West as fraudulent, the recent re-election of Iranian president Mahmoud Ahmadinejad appears not to have been fraudulent at all. No compelling evidence of vote rigging was ever presented, and the only rigorous public opinion poll done in the weeks leading up to the election — sponsored by the Ahmadinejad-hating International Republican Institute — predicted the Iranian president would be re-elected by a handsome margin. Indeed, the poll foresaw Ahmadinejad winning by a greater margin that he actually did win. [18] Still, Western media and their governments’ propaganda apparatuses — Voice of America, Radio Free Liberty and the misnamed “independent” media that serve as fronts for the Western governments that finance them – repeated the opposition charge of electoral fraud over and over. Soon, the mass media and state propaganda apparatuses were singing out as one: the election was rigged.

In Zimbabwe, which for a number of years has been a target of the destabilizers, elections are routinely denounced as fraudulent, even before they’re held. This was true too of Zimbabwe’s last elections, which saw the opposition parties win more seats than the governing party, and the main opposition leader beat the sitting president in the first round of the presidential vote. While this is powerful evidence the elections weren’t rigged, the destabilizers continue to insist the presidential vote was illegitimate. This is so because the main opposition leader, Morgan Tsvangirai, dropped out at the 11th hour. Tsvangirai’s decision appears to have come straight from the destabilizers’ playbook. Had he stayed in the race, he might have lost, and relinquished any possibility of challenging Mugabe’s rule as illegitimate. (He couldn’t credibly say the vote was rigged because he had won the first round.) By dropping out, and blaming his decision on violence perpetrated by Mugabe’s supporters, Tsvangirai could challenge Mugabe’s moral authority to rule. After all, he could say that in the only contested election, he had won.

Likewise, an important part of the destabilizers’ efforts to overthrow Slobodan Milosevic was to declare well before the first vote was cast in the 2000 presidential election that the outcome was a foregone conclusion. Milosevic would win, illegitimately. In fact, Milosevic came second to the main opposition leader, who failed to win more than 50 percent of the vote. With no candidate commanding a clear majority, a run-off election was scheduled. The runoff never happened. Instead, Milosevic was overthrown with the help of forces trained by Helvey [19]…in the name of democracy.

To complement the branding of target governments as dictatorial, opposition forces are branded as democratic. It is no accident that the main opposition party in Serbia, formed under the guidance of U.S. advisers [20], was called the Democratic Opposition of Serbia, or that the main opposition party in Zimbabwe is called the Movement for Democratic Change, or that the main opposition party in Myanmar, Helvey’s pet project, is called the National League of Democracy. Western media reinforce this branding by frequently referring to opposition parties in countries undergoing destabilization as “the democratic opposition,” implying the governments they oppose are dictatorial. This invests the opposition, and its struggle to replace the government, with apparent legitimacy, while undermining the legitimacy of the government under attack. Likewise, the modern nonviolent mercenaries who travel the globe in the pay of the U.S. government and NGOs, are celebrated as “pro-democracy” activists, as are the armies of (typically) youth activists they train. Even some left scholars, out of ignorance or collaboration, refer to these groups as an “independent” democratic left, presumably because they use techniques traditionally associated with the left, though hardly with the same aims.

After absorbing Sharp’s teachings, Helvey became deeply involved in helping the National Council Union of Burma try to destabilize the Myanmar government, not by challenging it militarily, but by undermining its moral authority to govern. He took a detour along the way, to train Serb youth groups on how to destabilize the government of Slobodan Milosevic [21], an event Ackerman would celebrate in a documentary titled (with predictable NVR language distortion) “Bringing Down a Dictator.” With the socialist-leaning Milosevic safely out of the way, and Serbia opening its door to takeover by U.S. investors, Helvey jumped back into organizing the destabilization of Myanmar.

Over a number of years, Helvey’s mercenaries,

“trained an estimated 3,000 fellow Burmese from all walks of life – including several hundred Buddhist monks – in philosophies and strategies of non-violent resistance and community organizing. These workshops, held in border areas and drawing people from all over Burma, were seen as ‘training the trainers’ who would go home and share these ideas with others yearning for change.” [22]

“That preparation – along with material support such as mobile phones – helped lay the groundwork for dissident Buddhist monks in September (2007) to call for a religious boycott of the junta, precipitating the biggest anti-government protests in two decades. For 10 dramatic days, monks and lay citizens…poured into the streets in numbers that peaked at around 100,000 before the regime crushed the demonstrations…” [23]

The U.S. Navy would dearly love to lay its hands on Myanmar. The country lies strategically along the Strait of Malacca, a major shipping-lane linking China to the oil of Western Asia and Africa. Control of Myanmar would allow the U.S. Navy to choke off one of China’s major oil supply routes, bringing the behemoth to its knees, if ever Washington felt the need. The Myanmar government, however, has aligned itself with China, and is not ready to allow the Pentagon to use its ports as naval bases. What’s more, the country has a largely state-owned economy, closed to U.S. corporations, banks and investors. Washington would like to bring Myanmar under its control, and Helvey and Ackerman’s destabilization techniques offer the best chance of doing so.

“Burmese opposition activists acknowledge receiving technical and financial help for their cause.” The help came “from the Washington-based National Endowment for Democracy, George Soros’s Open Society Institute and several European countries. […] International donors and activists figure Burmese opposition groups received $8m-$10m in 2006 and again in 2007 from American and European funders… […] In 2006 and 2007, the (U.S.) congressionally funded NED…spent around $3.7M a year on its Burmese program…These funds were used to support opposition media, including the Democratic Voice of Burma, a radio station and satellite television channel to bolster dissidents’ information technology skills and to help exiles’ training of Buddhist monks and other dissident techniques of peaceful political resistance.” [24]

From 1992 to 1998, Helvey taught eight, six-week courses to more than 500 members of the National Council Union of Burma, on how to apply Sharp’s techniques to overthrow the Myanmar government [25]. More recently “some 600 Burmese have gone through both introductory and advanced courses” in destabilization taught by the Albert Einstein Institution [26]. Sharp is the organization’s scholar in residence.

Antiviolence, not antiwar

Antiwar activists will find no ideological soul mates in Ackerman, Helvey and Sharp, who are conditionally against the use of violence, not out of moral principle, but because they believe violence is often an ineffective method of achieving what political violence is normally intended to achieve: the seizure of power. As New Republic writer Franklin Foer points out, “Ackerman’s affection for nonviolence has nothing to do with the tactic’s moral superiority. Movements that make a strategic decision to eschew violence, he argues, have a far better record of” success. [27]

The destabilizers represent a faction within the U.S. ruling class that pushes for a nonmilitary means of achieving a goal all ruling class factions agree on: regime change in countries that resist integration into the U.S. imperial orbit. Ackerman, for example, argues that “It is not true that the only way to ‘take out’ (axis of evil regimes) is through U.S. military action.” [28] He opposes the faction led by Dick Cheney and Donald Rumsfeld, which favors a robustly militaristic imperialism, based on the overwhelming use of force. In the lead-up to the 2003 U.S. and British invasion of Iraq, Ackerman and DuVall wrote an article in Sojourner’s Magazine arguing that “anyone who opposes U.S. military action to dethrone (Saddam Hussein) has a responsibility to suggest how he might otherwise be ushered out the backdoor of Baghdad.” (Notice Ackerman and DuVall implicitly removed the option of leaving Saddam Hussein’s fate to Iraqis, to decide for themselves, without outside interference.) The answer, they contended, was to “use a panoply of forceful sanctions – strikes, boycotts, civil disobedience, disrupting the functions of government, even nonviolent sabotage…” [29]

Ackerman’s mentor, Sharp, expresses similar views. Asked what he thought of mass demonstrations in the United States against the war on Iraq, Sharp replied,

“I don’t think you can get rid of violence by protesting against it. I think you get rid of violence only if people see that you have a different way of acting, a different way of struggle. […] Part of my analysis is that if you don’t like violence, you have to develop a substitute. Then people have a choice. If they don’t see a choice, then violence is all that they really have. […] The thing that is most shocking is that the Bush Administration acted on the basis of the belief – dogma, ‘religion’ – in the omnipotence of violence. […] The assumption is an invading country can come in, remove its official leader, arrest some of the other people, and well, then, the dictatorship is gone.” [30]

In other words, Sharp’s contribution to the peace movement is showing the U.S. ruling class it can achieve its imperialist goals by nonmilitary means. Sharp and his disciples Ackerman and Helvey aren’t progressives at all. Nor are they advocates of the moral superiority of nonviolence. They’re imperialists who believe violence isn’t always the best policy in achieving imperial goals. The antiwar activists who have been misled by this trio, and by their publicist within the progressive community, Stephen Zunes, should be clear that NVR is a military technique yoked to political goals that serve the ruling class interests of the United States. It is not a moral position. It is a form of warfare with imperial political content. Helvey calls it “nonviolent war.” [31]

“It’s a form of warfare. And you’ve got to think of it in terms of a war. […] What is it that I want to accomplish? And how do I want to accomplish it? […] One option, of course, is an armed struggle. Another option is…a nonviolent struggle. And in some cases the ballot box is the way to bring about change. […] You’ve got to make a decision which is a strategic decision. And if you decide to accept nonviolent struggle, the same principles of war (apply.)” [32]

War can be waged in many ways: economically, through sanctions, blockade and financial isolation; militarily, through the use or threat of violence; electronically, through cyber attacks to freeze an enemy’s bank accounts and cripple its government and communication systems; and through other methods of destabilization, to make an enemy society ungovernable. It’s wrong to believe that war is limited to violence and that violence is always the most injurious form of warfare. Other forms can be just as devastating. For example, sanctions on Iraq during the 1990s were estimated to have led to the deaths through malnutrition and disease of well over one million people, an outcome Madeleine Albright, who sits on the board of the Council on Foreign Relations with Ackerman, said was worth it. [33] Political scientists John and Karl Mueller pointed out that more people have died from sanctions (an element of NVR, as we’ll see in a moment) than from weapons of mass destruction. [34] For these reasons, antiwar activists should ask: What am I against: Violence — or warfare (both violent and nonviolent) to achieve imperialist goals?

Outside assistance

In his earlier writings Ackerman was open about Western support for destabilization campaigns. But in more recent articles he has become circumspect, calling destabilization movements home-grown and arguing that “external aid can help, but it’s neither necessary nor sufficient.” [35] He was not so modest about the role played by the West when he boasted in a 2002 National Catholic Reporter article about Serb students bringing Milosevic down without a shot being fired. In that article he wrote about how “massive civilian opposition can be roused with the shrewd use of strikes, boycotts, civil disobedience and other forms of nonviolent resistance – all of which can be quietly assisted, even funded from abroad, as happened in Serbia.” [36] The reference to outside assistance being delivered quietly shows he’s aware that were it widely known that so-called “people power” movements are aided from abroad, their moral authority (and alleged home-grown character) would be called into question. That explains why “An iron rule for (the Milosevic opposition) was never to talk about Western financial or logistical support,” [37] and why, with the massive involvement of Western governments in “people power” movements having since become a matter of public record, Ackerman denies that outside aid is necessary. But only the incorrigibly gullible would believe Western governments and corporate foundations spend countless millions funding destabilization movements unnecessarily.

U.S. involvement in the hardly spontaneously erupting drive to dump Milosevic was massive. As the Washington Post’s Michael Dobbs reported,

“U.S.-funded consultants played a crucial role behind the scenes in virtually every facet of the anti-Milosevic drive, running tracking polls, training thousands of opposition activists and helping to organize a vitally important parallel vote count. U.S. taxpayers paid for 5,000 cans of spray paint used by student activists to scrawl anti-Milosevic graffiti on walls across Serbia, and 2.5 million stickers with the slogan “He’s Finished,” which became the revolution’s catchphrase.” [38]

Helvey was at the center. [39] “Behind the seeming spontaneity of the street uprising that forced Milosevic” from power “was a carefully researched strategy put together by (anti-Milosevic forces on the ground) with the active assistance of Western advisers and pollsters.” [40] The U.S. government “employed every element of Sharp’s nonviolent strategy for destroying” a foreign government. To assist, “sanctions were applied in a … targeted fashion. For example, they were not applied to municipalities that voted to support opposition politicians.” [41]

Washington spent $41 million to oust Milosevic, $10 million in 1999 and $31 million in 2000. “The lead role was taken by the State Department and the U.S. Agency for International Development…which channeled the funds through commercial contractors” [42] and the National Endowment for Democracy, established by the Reagan administration to overtly fund destabilization campaigns the CIA once funded covertly.

Helvey, the military strategist, might disagree with Ackerman about outside assistance being unnecessary. According to Helvey, in order to carry out a successful destabilization campaign,

“You need radios and the ability to produce and distribute information. You need to be able to train. You need to provide the activists with some income to take care of their families. When people get arrested, you need to take food to them in prison or the hospital.” [43]

Real grassroots activists — that is, those who aren’t dependent on lucre from philanthropic foundations — are unlikely to have the cash to pay for the inputs a campaign of nonviolent warfare requires. That’s where Western governments and corporate foundations come in. They’re often happy to furnish the needed material support, because the power-seizing aim of NVR has happy consequences for the bottom lines of their transnational business and investor patrons. If real grassroots activists think they’re going to secure foundation or government funding for genuinely democratic and socialist projects, they’re mistaken. Western governments and corporate foundations limit funding to activists who, whether they know it or not, act to advance corporate and imperialist goals.

Even Ackerman disagrees that outside help is unnecessary. In a Christian Science Monitor article written with Jack DuVall in 2002, Ackerman complained that Iranians didn’t have the “know-how” to take power from the government in Tehran and that the know-how should be delivered by Western “pro-democracy programs.” (He cautioned that aid should “not come from the CIA or Defense Department,” to keep the movement seemingly free from taint.)[44] He echoed this view in a New York Times article written with Ramin Ahmadi, pointing to the lack of “a clear strategic vision and steady leadership” among the anti-Ahmadinejad opposition. [45] At the same time, he advised readers to watch the streets of Tehran, seemingly confident the know-how and clear strategic vision and steady leadership would be delivered. And he called on,

“Nongovernmental organizations around the world (to) expand their efforts to assist Iranian civil society, women’s groups, unions and journalists. And the global news media should finally begin to cover the steady stream of strikes, protests and other acts of opposition…” [46]

This was a curious appeal from someone who believes outside aid is unnecessary.

The New Republic’s Franklin Foer wrote that “Ultimately, (Ackerman) envisions events (in Iran) unfolding as they did in Serbia, with a small, well-trained, nonviolent vanguard introducing the idea of resistance to the masses.” [47] Ackerman, of course, could be sure the vanguard would be helped by a substantial injection of money from outside, as happened in Serbia — aid Ackerman claims is unnecessary.

Whether necessary or not, Washington has delivered. Last June, The Washington Post reported that,

“The Bush administration told Congress last year of a secret plan to dramatically expand covert operations inside Iran as part of a long-running effort to destabilize the country’s ruling regime…The plan allowed up to $400 million in covert spending for activities ranging from spying on Iran’s nuclear program to supporting rebel groups opposed to the country’s ruling clerics…” [48]

Ackerman, Helvey and Sharp are part of the $400 million campaign. According to Sharp,

“Our work is available in Iran and has been since 2004. People from different political positions are saying that’s the way we need to go. […] If somebody doesn’t decide to use military means, then it is very likely there will be a peaceful national struggle there.” [49]

For his part, Ackerman has several ideas for ousting Ahmadinejad. His films on destabilizing governments have been translated into Farsi, and are broadcast repeatedly over the Los Angeles-based Iranian satellite networks. He has worked with Helvey to train Iranian Americans, many of them followers of Reza Pahlavi, the son of the deposed shah. And the International Center for Nonviolent Conflict (ICNC), which Ackerman founded, and which progressive Stephen Zunes is a part of, has made contacts with the referendum movement within Iran, which campaigns for a binding vote on the clerical state. [50]

“Events in Iran are reminiscent of Serbia just before a student-sparked movement removed Slobodan Milosevic,” write Ackerman and DuVall. “His regime had alienated not only students but most of the middle class, which the dismal economy had shattered.” [51]

Ah, the economy. What Ackerman and DuVall ignore is that Western sanctions were instrumental in crippling the Yugoslav economy, and therefore in alienating students and the middle class. Disorganizing an economy through sanctions is an important part of nonviolent strategic regime change, a point John Bacher made in a Peace Magazine article on Robert Helvey. Bacher describes the targeted sanctions employed by the U.S. government against municipalities that voted to support Milosevic as being one of the elements of Sharp’s nonviolent strategy. [52] Significantly, Washington applies multiple sanctions against and financially isolates countries that are the targets of NVR destabilization efforts: Zimbabwe, Belarus, Iran, Myanmar and Cuba. Economic warfare, though nonviolent, wreaks terrible devastation, while providing immeasurable help to the destabilizers.

An Imperialist International

In a Dissent Magazine article, Mark R. Beissinger remarks on how overthrowing governments

“has now become an international business. In addition to the millions of dollars of aid involved, numerous consulting operations have arisen, many of them led by former revolutionaries themselves. Since the Serbian revolution, for instance, Otpor (youth) activists (trained by Helvey) have become, as one Serbian analyst put it, ‘a modern type of mercenary,’ traveling the world, often in the pay of the U.S. government or NGOs, in order to train local groups in how to organize a democratic revolution. A number of leaders of the Ukrainian youth movement Pora were trained in Serbia at the Center for Nonviolent Resistance, a consulting organization set up by Otpor activists to instruct youth leaders from around the world in how to organize a movement, motivate voters, and develop mass actions. […] After the Rose and Orange Revolutions, Georgian and Ukrainian youth movements began to challenge Otpor’s consulting monopoly. Pora activists even joked about creating a new Comintern for democratic revolution.” [53]

Foer borrows Leninist terminology to describe destabilization activists as a vanguard. [54] Lenin, however, was never interested in promoting imperialism; this vanguard is. Consider Nini Gogiberidze. Every few months she is deployed abroad to teach activists how to destabilize their governments. She has traveled to Eastern Europe to train Belarusians and Turkey to instruct Iranians. She is employed by the Center for Applied Nonviolent Action and Strategies, or Canvas, one of the many organizations in the destabilizers’ network. “The group is funded in part by the International Republican Institute,” the international arm of the GOP “and Washington-based Freedom House, which receives most of its funding from the U.S. government.” [55] Freedom House is a CIA-interlocked [56] organization of which Ackerman was not too long ago chairman of the board.

But building an imperialist international is not solely the project of Freedom House. The ICNC, the organization Ackerman founded, is also heavily involved. Ackerman regularly holds conferences hosting new recruits into the destabilization vanguard from around the world. One recent summer “he brought activists from more than a dozen countries to a retreat in the Montreal suburbs for a week of solidarity and study.” ‘We can’t say where they are from,” Ackerman said. “’But think of the 20 biggest assholes in the world, and you can guess.’” [57]

I’m thinking of George W. Bush, Barack Obama, Tony Blair, Gordon Brown and Benjamin Netanyahu, but Ackerman isn’t training a vanguard to destabilize the United States, Britain and Israel. He benefits too much from their dominant positions. And yet these are the world’s principal purveyors of massive violence. You would think that proponents of nonviolence would surely set their sights on undermining violence’s biggest champions. Instead, Ackerman’s 20 biggest assholes seem to be the leaders of Iran, Cuba, Belarus, Zimbabwe, Myanmar, Gaza, and Venezuela, judging by where Ackerman, Helvey and Sharp have been active: countries that are charting their own course, outside the U.S. imperial orbit. The State Department has distributed Ackerman-produced destabilization videos to anti-Castro dissidents in Cuba. “When some of State’s desk officers don’t want to create international incidents by advising activists on how to overthrow governments, they gently suggest visiting Ackerman, who has fewer qualms about lending a helping hand.” [58] Ackerman has sent a trainer to Palestine “to spend twelve days creating a nonviolent vanguard to challenge Hamas.” [59] The list goes on.

Who is Peter Ackerman?

Ackerman is the managing director of Rockport Capital Incorporated, a private investment firm. He was chairman of the board of Freedom House and sits on the board of the Council on Foreign Relations, along with former U.S. Treasury Secretary Robert Rubin, former U.S. Secretary of State Madeleine Albright, former Chairman of the Joint Chiefs of Staff and former U.S. Secretary of State Colin Powell, and various other war criminals, CEOs, investment bankers, and highly placed media people.

As part of his Council on Foreign Relations role, Ackerman not too long ago participated in a task force headed by former U.S. National Security Advisor Zbigniew Brzezinski and former CIA Director and current U.S. Defense Secretary Robert Gates. The goal: to craft a new approach to Iran. [60] He is also a member of the U.S. Advisory Council of the United States Institute for Peace, a phoney U.S. government peace outfit headed by the U.S. secretaries of defense and state. And when he’s not hobnobbing with the U.S. foreign policy establishment and managing his investment firm, he’s building an Imperialist International through the offices of the ICNC, of which he is the founding chair.

Ackerman made his fortune working alongside junk-bond king Michael Milken. His “Prada parka and winter tan remind you that you’re not in tattered NGO-land anymore. You’re in the presence of wealth.” [61] After graduating from Colgate, he joined the graduate program at Tufts University Fletcher School, where he met Gene Sharp. “Ackerman spent eight on-and-off years at Tuft’s refining Sharp’s thesis.” [62] After obtaining a PhD in 1976, he joined investment bank Drexel Burnham Lambert, where, according to James B. Stewart’s Den of Thieves, he had his head so far up his boss’s ass, he was known as “the Sniff”. [63] Recruited by Milken to work as one of Drexel’s traders, Ackerman soon became the junk bond king’s highest-paid subordinate. In 1988, he made $165 million, after putting together the $26 billion KKR leveraged buyout of RJR Nabisco. One year later, his net worth having soared to about $500 million, he quit finance and turned to whittling down his 1,100 page PhD dissertation into a book, Strategic Nonviolent Conflict. [64]

It should come as no surprise that a man who reeks of wealth, heads a private investment firm, and sits on the board of the premier U.S. establishment think-tank, defines a central element of democracy as protecting “property rights.” [65] Indeed, the promotion of this central tenet of capitalist ideology is the reason Freedom House, the organization he formerly headed, exists. “You can’t,” Ackerman insists, “have government constantly expropriating the fruits of the labor of its citizens.” [66] Which citizens? Since property rights, in the words of Ackerman and other owners of productive property, are the rights of ownership to what other people have produced, Ackerman equates democracy with capitalism. What he really wants to protect is the right of investors (himself included) to expropriate the fruits of other peoples’ labor. That might explain why he thinks the United States, the world’s premier champion of capitalist exploitation, “has an awful lot to teach people around the world.” [67]

Conclusion

The destabilizers are clever marketers. They choose their words carefully. They draw on the reputation of nonviolent resistance, popularized in the United States by the civil rights struggle led by Martin Luther King Jr. And they repeat the words “democracy” and “dictator” endlessly. It’s all part of a clever marketing campaign, one that has deceived more than a few leftists in the Western countries whose financial and corporate elite profit from NVR. But then, you have to be clever to take on the former CIA function of destabilizing foreign governments, make it seem progressive, and get away with it.

Let’s be clear on what NVR is, what its goals are, and who’s behind it. It’s not nonviolence as a moral or ethical position; it’s a form of warfare, aimed at taking political power in other people’s countries. And while it’s based on nonviolence, it has, in its reliance on sanctions and financial isolation as an integral part of alienating people from target governments, devastating consequences, as real as those violence produces. It’s not used by grassroots organizations in the West to force their own governments to change reactionary policies, or to take political power at home. Instead, it is invariably aimed at foreign governments that have resisted integration into the U.S. imperial orbit. The major proponents of NVR are not independent grassroots organizers, socialists or anarchists. They are, instead, members of the U.S. financial and foreign policy establishment, or are linked to them in subordinate roles through organizational and funding ties. NVR is hardly progressive; it is an imperialist project whose only redeeming feature is the possibility that it may stimulate Western leftists to think about how they too might use the destabilizers’ techniques to take power in their own country to win the authentic battle for democracy.

Was it a Political Conspiracy? Prosecutors Back Off From Their ‘Iron-Clad’ Case Against Strauss-Kahn

By Paul Craig Roberts | Global Research | July 1, 2011

The New York prosecutor has had to tell the judge that the police and prosecutors have lost confidence in their sexual assault case against former IMF chief Dominique Strauss-Kahn. The judge has released DSK from house arrest and returned his bail and bond money.

The prosecutors say that the immigrant hotel maid lied to the police about the incident and about other things, and the police have revealed that the “victim” discussed with an imprisoned man the possibility of turning the case into extortion. According to the New York Times, the maid’s jailed confidant was among a number of people who had made multiple cash deposits totaling $100,000 to the maid’s bank account. The police now suspect that the maid has connections to illegal drugs and money laundering.

The prosecutor says that he will continue to investigate the case. What that means is that the prosecutor, a politically ambitious Cy Vance, is going for a misdemeanor plea from DSK to save the prosecutor’s face from injudiciously being drawn into an extortion/reputation-destroying plot against the man who French polls indicated was the public’s favorite in the upcoming French presidential election in which President Sarkozy, Washington’s puppet, is seeking reelection. The prosecutor is sending DSK’s legal team the message that the case is being kept open and could be reinstated unless DSK’s attorneys secure DSK’s permission to negotiate a deal on a minor charge, which essentially has no punishment, but saves the faces of the NY prosecutor and police.

We will probably never know whether the maid thought the scheme up on her own or whether it came from Sarkozy’s operatives and their US allies. One indication that DSK’s political enemies are implicated is the fact, made public by the French press, that Sarkozy’s political team in France knew about DSK’s arrest before the NY police announced it. This fact did not stop the NY prosecutor and police from painting DSK as guilty in numerous public statements and in unethical if not illegal leaks to reporters.

When police and prosecutors convict a suspect in the media before he is even charged, it typically means that there is no evidence against him and that demonization is serving as the substitute. Conviction is what is important to the system, not a determination of innocence or guilt.

On numerous Internet sites, I pointed out the problems with the case against DSK. For informing people of the obvious, I was denounced by the right-wing and the left-wing.

The right-wing gave me the finger for doubting the word and integrity of police and prosecutor. Didn’t I know that these are the honorable guardians who protect the public from crime? How dare I question anything the police and prosecutor did or do. What was I, some kind of pinko-liberal-commie?

The left-wing also gave me the finger and said that I had revealed my real self as nothing but an apologist for the rich and powerful and for men who seduce women. How much was I paid for my service to the rich and powerful and seducers of innocent women?

The feminist left denounced me as a misogynist. Only a woman-hater could take the side of a rapist against his victim.

It is all so tiresome to endure the stupidity of people. Little wonder they are losing their liberty, their jobs and incomes, and their country and self-respect.

With DSK’s reputation in tatters and DSK knocked out of the French presidential election and removed from the IMF, where he was beginning to raise questions about the establishment’s use of the IMF to bail out rich bankers on the backs of poor peasants, the “justice system” has done its work. It is now safer for the authorities to release him than to risk a trial. The shrill bleating of the maid’s legal team signifies their agony at having lost their share of the hoped-to-be extorted millions now that a monetary settlement would clearly indicate obstruction of justice and prison for them all.

Those few who actually care about justice, not only for DSK and everyman, but also for the Greek, Spanish, Irish, and Portuguese people, can find comfort in the fact that apparently DSK had come to New York in order to speak with Nobel economist Joe Stiglitz about a more humane and democratic way to resolve the sovereign debt crisis in Europe than the one imposed by the private creditor banks.

Obviously, anyone who would consult with Stiglitz is perceived by the rich and powerful as a threat to their interest.

However, this obvious fact has made no impression on the left-wing, which has issued its shrill cries that, once again, the money of the rich and powerful has prevailed over law and justice.

Acts of Entrapment Ruled OK in The War on Terror

Activist Post | July 1, 2011

In a chilling sign of what is sure to become more widespread, three of the Newburgh 4 — a group of Muslim ex-convicts and American citizens — were sentenced to 25 years in prison even after it was exposed that the government manufactured the threat, and entrapped the men into their participation in a false terror plot.

Welcome to counterterrorism operations inside the United States.

The case against the Newburgh 4 actually began to fall apart back in the middle of 2010 after White Plains, NY federal judge Colleen McMahon excoriated prosecutors for covering up evidence that the plot to bomb a Bronx synagogue and a Jewish community center, as well as to shoot down military planes at Stewart International airport was a “plot” by an FBI agent to entrap the four men.  She asked a rhetorical question:

Did the government locate some disaffected individuals, manufacture a phony terrorist plot that the individuals would (and could) never have dreamed up or carried out on their own, and then wrongfully induce them to participate in it? (Source)

No matter, in a supreme act of cowardice, she gave the most “lenient” sentence available to her without having the case overturned.  The ruling is a clear indication that the failure of any one of these patsy-driven cases threatens to bring down the new system of using entrapment to further counterterrorism efforts in the United States.

This certainly wasn’t the first time government agents have used patsies in order to assure a terrified public that disaster was averted yet again.

The very same agent involved in the Newburgh 4 incident, Robert Fuller, was also present in that of the Fort Dix 5 case, which was an egregious example of using paid informants, a de facto citizen spy, and the Patriot Act to issue trumped-up charges and finally gain a life + 30 years conviction for the five men.

Other high-profile cases of the FBI thwarting its own bombs include the Portland Patsy, Mohamed Osman Mahmoud, who was arrested in 2005 after trying to detonate an inert bomb supplied to him by the FBI, on the corner of Southwest Yamhill Street and Sixth Avenue in front of a Christmas tree lighting ceremony in Portland — engineered for full effect to show the divide between peaceful Christians and war-like Muslims, no doubt.

Then there was the drugged-out patsy without a passport, Farouk Abdulmutallab, who was led onto a plane by a U.S. government agent for the Christmas 2009 underwear bomb attempt.  It has since been proven beyond the shadow of a doubt that this was a staged event which, again, just happened to include the Christmas subplot for maximum terror and conditioning.  Now we have TSA tyranny and body scanners.

However, the whitewash here is that this is some type of war on Muslims.  This is merely the window dressing that has been presented to America in order to set a “reasonable” precedent amid the global war on terror currently centered on the Middle East and Africa.

When Obama advisor, John Brennan, recently announced that the shadowy world of overseas black ops, psych warfare, and renewed domestic COINTELPRO tactics would be landing on America’s doorstep, he was basically announcing a no-holds-barred policy that is permitted to work outside of the rule of law.   The real mission is to use the threat of terror as a strategy to empower the police state apparatus.

There are countless examples of government-manufactured terror having been used to sway the public into believing that real terror exists, so that even more freedom-smashing measures will be permitted . . . all to protect freedom.  For every justified case of entrapment, we find ourselves similarly entrapped into signing on to a war with only one end:  the means by which the strongest document ever written to protect a nation from tyrants can be burned beyond recognition.

Israel army uses fabrications to assert flotilla financial links to Hamas

By Ali Abunimah – Electronic Intifada – 06/30/2011

The Israeli military claimed today that it had “uncovered financial links” between the Gaza-bound flotilla and the Palestinian movement Hamas. But their claims are based on unsubstantiated assertions and outright fabrications.

In a press release, the Israeli military made the following sensational claim:

According to Israeli military intelligence, the terrorist organization Hamas and several organizations behind the 2011 Gaza flotilla have similar funding sources. Three Islamic charity funds from the Hamas-affiliated Charity Coalition directly fund Hamas and some of the organizations connected to the 2011 Gaza flotilla.

The press release focuses on the European Campaign to End the Siege of Gaza (ECESG) and asserts:

ECESG, one of the flotilla’s leading organizers, is a UK-based umbrella organization of more than thirty Europe-based organizations; it openly supports Hamas. Most of its organizations – founded as Muslim Brotherhood branches in Europe – are participating in the 2011 Gaza flotilla. Israeli military sources found that some of these umbrella organizations are sponsors of Hamas terror activity in the Gaza Strip.

Arafat Madi Mahmoud Shukri

Israel’s military presented absolutely no evidence to back its laundry list of familiar accusations, except for supposedly one damning connection:

ECESG Chairman Dr. Arafat Madi Mahmoud Shukri also serves as chairman of the Palestinian Return Centre (PRC). Due to PRC’s flagrant links to Hamas, it was declared illegal in Israel.

However, this information is false. PRC’s General Director Majed al-Zeer told The Electronic Intifada that Shukri is not and has never been chairman of PRC. Moreover, the connection – even if it were true – does not amount to evidence of anything.

Yesterday’s fabrications are today’s “evidence”

In January, The Electronic Intifada reported on Israel’s efforts to slander, sabotage and attack PRC:

The Palestinian Return Centre (PRC), a London-based advocacy organization, has become the latest target of defamation and attempted sabotage in Israel’s ongoing campaign against groups and individuals active in promoting the issue of Palestine and Palestinian human rights.

According to a 27 December 2010 statement by the Israeli Ministry of Defense, PRC “is involved in initiating and organizing radical and violent activity against Israel in Europe, while delegitimizing Israel’s status as a nation among the European community” (“European Hamas Affiliate Deemed Illegal by Minister of Defense,” 27 December 2010).

Israeli security agencies accused the PRC of being a “Hamas affiliate,” which was followed by a decree signed by Defense Minister Ehud Barak stating that the organization is “illegal” in Israel.

The attack on the PRC appears to be the latest installment in a campaign by supposed nongovernmental organizations (NGOs) in Israel, coordinated with the Israeli government, to accuse groups advocating for Palestinian rights in Europe, the US and elsewhere of “delegitimizing” Israel. Last month, two such organizations released reports accusing London, and the UK as a whole, of being hubs of “delegitimization.”

Israel never presented any evidence to support its lurid accusations against PRC either, and it continues to function as a legal organization doing normal educational and advocacy work as we reported.

Israel’s “evidence” of financial links between Hamas and the flotilla amounts to the alleged involvement of one person in an organization Israel baselessly defamed in the past, with another Palestine solidarity grouping that it is slandering now. In other words, Israel cites its own fabrications as “evidence.”

The Israeli military press release also claims – without presenting a shred of evidence – that two other European organizations “are openly and intimately involved in Hamas charity efforts as well as efforts to illegally break the lawfully enforced naval blockade on Gaza.”

If Israel had any actual evidence it would present it. Because it doesn’t it has to resort to this sort of laughable smear tactic backed only by its own fabrications.

Demystifying 9/11: Israel and the Tactics of Mistake

By Dr. Alan Sabrosky | Dissident Voice | June 29th, 2011

Many years ago I read a fascinating discussion of the “tactics of mistake.” This essentially entailed using a target’s prejudices and preconceptions to mislead them as to the origin and intent of the attack, entrapping them in a tactical situation that later worked to the attacker’s strategic advantage.

This is what unfolded in the 9/11 attacks that led us into the matrix of wars and conflicts, present (Afghanistan and Iraq), planned (Iran and Syria) and projected (Jordan and Egypt), that benefit Israel and no other country — although I concede that many private contractors and politicians are doing very well for themselves out of the death and misery of others.

I am also absolutely certain as a strategic analyst that 9/11 itself, from which all else flows, was a classic Mossad-orchestrated operation. But Mossad did not do it alone. They needed local help within America (and perhaps elsewhere) and they had it, principally from some alumni of PNAC (the misnamed Project for a New American Century) and their affiliates within and outside of the US Government (USG), who in the 9/11 attacks got the “catalytic event” they needed and craved to take the US to war on Israel’s behalf, only eight months after coming into office.

Genesis of the Deception

That was not how it seemed at first, of course. Lists of names and associations of the alleged hijackers quickly surfaced in official US accounts and mainstream media (MSM) reports, pointing to Osama bin Laden and his Al-Qaeda group, then largely in Afghanistan. Bin Laden denied responsibility, saying in effect that while he thanked Allah that the attacks had occurred, he had not done it, but the US demanded that the Taliban governing Afghanistan turn him over to the US. The Taliban response was reasonable: “Show us the evidence he did it and we’ll give him to you.” But the US brushed it off and attacked. Why? Because it had no convincing evidence, and never would — even on the eve of his public death in 2011, the FBI did not include 9/11 on his internet-based “Most Wanted” charge sheet.

As the war in Afghanistan for very dubious reasons extended into a war in Iraq for even more specious ones, the essential USG view of 9/11 became embedded in the public ethos. The 9/11 Commission Report, despite being handicapped when it was prepared and later revealed to have been deeply flawed, still appeared as the basic reference work on the attacks. Details may have been compromised, but the prevailing view was that 19 Arab hijackers had flown four planes into three buildings and one crash site, and that was the end of it. This was the position taken by the Bush Administration in 2001, and reaffirmed a decade later by the Obama Administration. Politicians of every stripe, most pundits and rafts of mainly Protestant pastors and evangelists added their endorsements.

Neither I nor most Americans had any particular reason to doubt the veracity of these claims, then or later. Nonetheless, I had strong suspicions that something was very wrong with the official US account of the tragedy only weeks after the incident, while responding to a request from a local journalist for background information. Too much made no sense whatsoever: warnings after the fact when there should have been no warnings, bizarre misbehavior by the alleged hijackers that ran counter to both the mission and their faith, skills required that far exceeded any skills the named hijackers themselves could ever have possessed for the mission, and especially the total absence of any recognition for what they had done from anyone except their supposed victims – something without precedent for actions of the sort that supposedly happened on 9/11. These and similar discontinuities reinforced my suspicion that something in the entire exercise was rotten to the core.

Potentially far more significant than individual musings was the gradual appearance of dissent that eventually crystallized in the so-called “9/11 Truth” movement, which rapidly proliferated into scores of major and many minor organizations and websites dissecting the attacks, the Commission report, the motivations and agendas of assorted elected and appointed officials, and alternatives to the orthodox view. But “9/11 Truthers” have been doing their version of the Maoist “Hundred Flowers” Campaign, throwing out so many different assessments of so many different aspects of so many different issues that the core message has been lost. Nor is it a matter of too little evidence invalidating the USG position on 9/11 being available, but too much to permit a clear focus on what happened (so many trees no one can really see the forest).

Mind you, it isn’t that what has been presented is irrelevant or even necessarily wrong, although some pretty bizarre theses have been tossed around along with a good deal of thoughtful and balanced work. A substantial segment also have resisted closure under any circumstances – especially when Israel came into the equation in any way – thus keeping the rhetorical pot boiling inconclusively, more than a few for reasons that could not withstand close scrutiny as to their affiliation and motivation.

Critiquing the 9/11 Critique

The real difficulty with much, but not all, of the effort to critique and question the official US position on 9/11 is that the “9/11 Truth” proponents have been unable to communicate their concerns – much less any conclusions – to the general public in any significant way. So much of the discussion is only partially comprehensible to some within the movement, largely unknown to the general US public, and so complicated in all its dimensions to those who do become aware of it that they fail to follow up on the arguments. It is as if critics of the official position on 9/11 have been attempting to try the case in court before they have even gotten an indictment – the analytical equivalent of putting the argumentative cart before the public horse of the need to rethink the issue, thereby creating an evidentiary Gordian Knot of sorts.

This analogy has long struck me as an appropriate way of rethinking our approach to the 9/11 controversy. It is not that the issue isn’t complex – it is, in ever so many ways, and that complexity would have to be addressed at some point, but there is no need to confuse the public with its complexity at the very beginning.

Remember that at least in the US, the evidence and voting requirements are very different in a grand jury which can issue an indictment, than they are in a petit jury that actually tries the case. The latter needs proof of guilt; but the former only needs sufficient indication that a specific crime may have been committed, and that the accused may have done it. That is where we need to go, and where I will take this argument: to focus on those essentials necessary for an indictment in a way that will be understandable and credible to a reasonably intelligent person without requiring them to have the skills of (e.g.) a civil engineer or an aviator.

Peeling Away the Layered Details

There are so many flaws in the official US Government’s position on 9/11 that it is sometimes difficult to know just where to start. For example, the miraculous survival of a passport, used to identify one of the hijackers, which somehow worked its way through the aircraft’s impact, explosion, fire, and an 800-plus foot free-fall to be found by a well-dressed man and given to a New York City police detective at the base of the twin towers is a standout. The superstar-like ability of named pilots to go from the controls of a single-engine propeller-driven light plane to the cockpit of a passenger airliner and do anything except put it into the ground within a minute of turning off the autopilot is another – who would ever have thought that the Microsoft Flight Simulator program was so superlative? And the explanations given for the multiple failures of NORAD (the North American Air Defense Command) to have fighters on all four planes within minutes of their straying off course are individually dubious and collectively preposterous – only in Hollywood would they have any credence, perhaps because that is where they originated.

The debate on these and many other points, and the implications thereof, has been extensive and sometimes ferocious, even if not particularly effective. What is not open to debate, however, is that WTC-7 — the third tower to collapse that day, and the only one not hit by a plane — absolutely was brought down by a controlled demolition, as anyone not trying to shield the attackers knows from a real-time video of its collapse. That is, WTC-7 went straight down into its own footprint in seconds without any visible catastrophic external trauma, which means only some catastrophic internal trauma could have brought it down. And if it had been wired for a controlled demolition, then so were the other towers (WTC-1 and WTC-2) that collapsed. That gives the plane impacts a gruesome cosmetic role, designed explicitly to conceal the true cause of the collapse of the buildings, while shocking the public into something akin to numbness.

The case of WTC-7 has long been known to critics of the US government position on 9/11. What does not seem to have been fully appreciated, at least at first (this is changing somewhat now), is that it is not merely “an” issue, but the single issue that can be used simply, directly to the American public, and effectively to discredit the US Government’s case, and thus its rationale for so many fallacies and misdeeds: not only needless foreign wars (Afghanistan being a “pump-priming” conflict to get the US into war in the region, and to lay the groundwork for later wars), but a substantial infringement of American civil liberties under the misbegotten “Patriot Act,” the unbelievably widespread acceptance of torture (including a technique openly named “Palestinian Hanging,” which assuredly did not originate in Boston and says something about Israeli habits), and the creation of known and secret prisons and detention centers in various countries.

Second only to the actual controlled demolition of WTC-7, and supplementing the thesis that with or without impacting aircraft the buildings were brought down by other means, is extensive audio-visual evidence on 9/11 while the Twin Towers were still standing from what became “Ground Zero.” This evidence includes real-time clips of secondary explosions at ground level in both WTC-1 and WTC-2 (you can hear the detonations and see smoke and debris billowing out), reports on many networks of those explosions and of strange vans inside and around those buildings prior to the secondary explosions, reports from EMTs (Emergency Medical Technicians) of the same thing and of people inside and around the lobbies of those buildings who were not emergency personal and were not fleeing the disaster – all of this on 9/11 and widely reported as it happened that same day.

And a third element, building on the above and adding its own dimension, is the presence of a number of (mostly white) vans owned – as far as can be determined, given the extent to which information on them and the people with them has disappeared from the public record – by an Israeli company (or rather a company owned by an Israeli, to be precise) in New Jersey. Some of these vans were regularly around the World Trade Center itself. But two stand out, and need to be examined in some detail for their significance to be appreciated.

First, Bergen, NJ residents saw five people on a white van filming the attacks and visibly celebrating. They had set up their cameras before the first plane hit. Police arrested them. All were Israelis (now referred to as the “dancing Israelis”). Bomb-sniffing dogs reacted as if they had detected explosives, although officers were unable to find anything. The FBI seized the van for further testing. All five were later released at the instigation of Israeli & American Jewish leaders, some in the US Government. Details are still classified. This incident quickly disappeared from the mainstream media, following a brief mention in the New York Times three days after the attacks, that was not followed up.

A second van was stopped on the approaches to the George Washington Bridge. As CBS’s Dan Rather said in his live report:

Two suspects are in FBI custody after a truckload of explosives were discovered around the George Washington Bridge. That bridge links New York to New Jersey over the Hudson River. Whether the discovery of those explosives had anything to do with other events today is unclear, but the FBI, has two suspects in hand, said the truckload of explosives, enough explosives were in the truck to do great damage to the George Washington Bridge…

[The final police report differs from the initial media account] Those suspects –also Israelis — and the incident then seem to have disappeared from the public record and mainstream media “examinations” of 9/11, just like discussions of the first van, the secondary explosions at ground level within WTC-1 and WTC-2, and the precipitous collapse into its own footprint of WTC-7.

The combined impact of these and many other factors is both chilling and compelling. Think of it: Secondary explosions at ground level where there should be no secondary explosions. The catastrophic collapse of the 47-story WTC-7 into its own footprint in seconds, without any significant external trauma, where by rights there should have been no collapse. Vans with targeting maps, explosives or traces thereof, cameras pre-positioned to film the World Trade Center, and especially Israelis with those vans where there should have been no Israelis present with any of those things in those places at that time.

Any of these matters ought to have been sufficient to stimulate a searching re-examination of the official USG interpretation of 9/11, and especially of the actual or putative role of Al-Qaeda in it. The vans alone pointed away from Al-Qaeda, unless one assumed that Al-Qaeda was an Israeli front, or that Mossad at a minimum had run a parallel and more murderous operation to whatever Al-Qaeda may have done. What is fascinating is how little impact it has had on public awareness of the details of 9/11, much less official US policy based on it. A “cloak of silence” had descended over any official or mainstream media discussions of 9/11 that did not conform to the official interpretation, thereby keeping such dissonance from the general public.

The Cloak of Silence Over 9/11

There have been three elements to the “cloak of silence” covering efforts to expose the failings of the official US position on 9/11 to the public. One is within the Executive Branch. Another is within the Congress. And the third is the mainstream media (MSM).

The first is not at all surprising, as so many of its key members (and especially its so-called “neo-conservatives”) were the authors of the “19 named Arabs in 4 planes” thesis, and its de facto apologists on the professional staff of the 9/11 Commission. Indeed, many of them had a vested personal and professional interest in maintaining the validity of the official position.

A surprising number had been on the strongly pro-Israel Project for a New American Century (PNAC) when it published a report asserting that some “catalytic event” akin to the Pearl Harbor would be needed to move the US in the direction they desired (and which would be of enormous benefit to Israel). The 9/11 attacks gave them their catalytic event, and they visibly capitalized on  that opportunity. Many were Jewish, often with dual US-Israeli citizenship and a controlling commitment to Israel. All were Israeli partisans. And it took no great inferential leap to understand that a US consumed with anti-Arab and anti-Muslim rage would inevitably and inexorably do things that would directly or indirectly benefit Israel – which, of course, is precisely what has happened over the past decade.

Overtly more surprising was Congressional acceptance of the official explanation, or rather the lack of searching inquiries into it and the events of 9/11, at least by the Democrats. But, in reality, that wasn’t at all surprising. It was not just that Administration officials were essentially “speaking with one voice” on this issue, or that the Republicans in the Senate at least could have kept Democrats from holding hearings, at least in the beginning. It is that while many (especially Democrats) came to question later the war in Iraq, and some more belatedly the war in Afghanistan, there was, and remains, no discernable legislative effort to delve into the details of 9/11 – and especially the numerous contradictions, inconsistencies and unbelievable aspects in the official explanation. This is a predictable outcome of a substantial lobbying effort by AIPAC (the American-Israel Public Affairs Committee) here, “encouraging” Senators and Representatives of both parties to do in this matter what they do best – nothing – and punishing the handful who balked by marginalizing their efforts while in office, and working successfully for their electoral defeat later.

Overlapping these two branches, and a critical element in the Zionist control of the US Government that is sometimes overlooked, is their domination of the political appointment and confirmation process. The White House Personnel Office has been largely dominated by them at least since 1980, and perhaps before, thereby reducing the likelihood that people unfriendly to Israel or unsupportive of its “ways and means” will be nominated in the first place. The vetting of nominees by key organized Jewish groups in the US before they go before the US Senate for their confirmation hearings has also been a fixture of this process for decades, as Ha’aretz (an Israeli newspaper) among many others has pointed out, and forces otherwise excellent nominees to withdraw if said Jewish groups find them to be unsuitable. And the leverage of AIPAC in the US Senate is in this respect crucial: anyone AIPAC wants confirmed will be confirmed, and anyone who manages to reach that point and is not acceptable to AIPAC doesn’t stand a chance.

This is why under both Republicans and Democrats, the staffs in and around the President and the Vice-President, the National Security Council, the State Department and the Defense Department (among others) look the way they do. Many are Jewish and actively Zionist, often with dual US-Israeli citizenship (not that the absence of an Israeli passport matters all that much to the others). Some are Christian Zionists who need no persuading to take the pro-Israel positions they do – I can only shudder to think of the type of a staff and appointments that would come from a president like Michele Bachmann or Mike Huckabee. Others are what the communists used to call “useful idiots,” frequently intelligent people like Condoleeza Rice or John Bolton who have made their own Faustian bargain in the furtherance of their own careers. And the rest of us live with the consequences of all of them, not least of which was 9/11 and the ensuing wars.

But it is the role of the largely Zionist-owned mainstream media (MSM) in allowing the official US government view of 9/11 to go virtually unchallenged that is most fascinating, and has been most effective in letting any possible public debate on 9/11 largely lie fallow. This was contrary to its entire post-Vietnam (and especially post-Pentagon Papers/post-Watergate) ethos, which put investigative journalism on a pedestal and made a fetish of investigating and exposing corporate and government wrong-doing, both for profits and for professional advancement. Remember, that at least since the publication of the so-called “Pentagon Papers” during the Vietnam War, the normal instinct of the MSM is to investigate and to reveal, unless that discloses Israeli misconduct or reflects negatively on Israel, in which case its virtually primeval instinct is to conceal and to protect.

The MSM’s normal inquisitorial impulse was not in evidence in the case of 9/11. This is because critical inquiries into 9/11 have been largely ignored or repressed by the MSM — which would not do that if its largely Zionist ownership did not know, suspect or fear that an exposed evidentiary trail would lead, in whole or in part, directly or indirectly to Israel. Indeed, if the evidentiary trail had seemed to lead to (e.g.) Iran instead of Israel, or if its provenance was even moderately uncertain, the MSM would have vociferously shredded the USG case long ago, and the “9/11 Truth” movement would find its views presented on the front pages of major newspapers and highlighted in favorable TV/radio broadcasts.

That this did not happen quickly becomes clear as one examines the MSM’s approach to 9/11. Its role has been threefold: : (a) disinformation – to affirm, or at least not openly question, the USG case; (b) distraction – to direct attention away from Israel and the PNAC/neo-cons; and (c) doubt – to ignore or ridicule those who question the official US case. What people choose to conceal speaks volumes about the dynamics of the situation, and the end result of MSM actions has been the fabrication of an aura of disbelief and doubt where there should be none.

This process began almost immediately. Dramatic and revealing real-time reports about the details of the attacks appeared on 9/11, including many that did not directly involve the hijacked airliners. Over the next few days, some local papers and stations in the area still were reporting dissonant events (e.g., the van with the “dancing Israelis”). But within a week, most dissonance was gone or relegated to inside pages and their electronic equivalents, especially anything pertaining to WTC-7, whose collapse became a non-event, or the presence of Israelis in the vans and elsewhere, as the US Government’s propaganda machine – aided actively by most of the MSM – went into high gear first against Al-Qaeda and then in support of the invasion of Afghanistan.

The Path to 9/11

The provenance of the 9/11 attacks becomes even clearer once they are examined as a classic exercise in covert operations. Generally speaking, there are three requirements for evaluating the origin and prospects for success of all covert intelligence operations: (a) motivation,  (b) expertise, and (c) local support for access to the target and post-attack evasion and escape.

Let us look first at motivation. It is a bitter commentary on how far the US has gone from its strategic requirements and its own principles that so many movements and governments around the world not only dislike and distrust the US, but hate it with a passion and with better cause than I care to think about. I recently came across a remark by a Jesuit priest to the effect that “Every time I hear that Israel is America’s only friend in the Middle East, I remember that before Israel, America had no enemies in the Middle East” – a point well worth remembering.

But the interesting thing about the assorted movements and governments that might have an actual or perceived reason to do harm to the US, is that all but one has had a negative incentive to do that: to punish the US for some actual or assumed failings or misdeeds. The one exception is Israel. It has no negative incentives at all (I exclude some real fringe fanatics), simply because without US aid and diplomatic support, it would find itself in even worse straits than did apartheid-era South Africa, and with better cause. But it is the one state with a positive incentive, if it believed it could get away with it, which is to enrage the American public against Muslims generally and Arabs in particular, and to make the US an active belligerent in the region – spending American lives and treasure in the service of Israel’s interests.

Expertise is different and more diffuse. There are many intelligence and special operations forces in the world with the expertise to wire large urban structures for a controlled demolition. There are many combat engineer units in many countries that could do the same thing. And there are many private firms that specialize in them as well. Yet neither Al-Qaeda as an organization, nor any of its known affiliates – much less the 19 named Arabs supposedly on those four planes – possessed that expertise, or anything even remotely close to it; had they done so, the Green Zone in Baghdad would have been a pile of rubble.

But it is local support that is the crucial determinant. All well-crafted covert operations require some measure of local support, official or unofficial, unless the target area is so irredeemably hostile that none is available. Any domestic or foreign intelligence agency targeting the WTC would absolutely have required it, and Mossad would be better placed than any other to access such support for entry, access, execution and escape.

This is especially true, given the security company overseeing the WTC. CIA and/or Defense Department personnel (which is not the same as the CIA or the Defense Department as organizations) could have had access, but only if that had Israeli endorsement – one does not casually cut open walls, implant explosives, run cables and wire everything together in buildings with state-of-the-art electronic surveillance and 24/7 on-site security. Mossad would have no such need for those niceties, given the ownership of the WTC and the management of the company overseeing its security. Remember that we are not talking about large numbers of people in any case: given time to prepare the three buildings and protection from detection, as few as a dozen could have sufficed, a number small enough to be effectively unnoticed in a large organization.

Retrospect and Prospect

So let us recapitulate the basic conclusions of this analysis. First, the core official US Government position on 9/11 is that any and all aspects of it are directly attributable to 19 named Arabs on 4 planes, conducting a terrorist operation planned and executed by Osama bin Laden’s Al-Qaeda. This position is at best incomplete, and at worst a complete fabrication engineered by those directly or indirectly responsible for what happened on 9/11, and the wars afterward.

Second, Al-Qaeda and many different countries and groups had negative reasons, real or contrived, to want to harm the US. But only Israel and its neoconservative wing in the US had a positive incentive to do so, which was to enrage Americans and make the US an active belligerent against Muslim countries, thereby cementing its bonding to Israel and Israel’s interests.

Third, there is no doubt that fully-loaded civilian airliners, especially with nearly-full fuel loads, impacting the Twin Towers (WTC-1 and WTC-2) would do great damage to those buildings, and might under a chain of extraordinary circumstances precipitate a chain of events leading to their collapse. But there is absolutely no way that those airliners impacting 800-1000 feet above the ground could have produced visible and audible secondary explosions in those buildings at ground level, nor precipitated the collapse of a third building (WTC-7)which was not hit by any aircraft and had no massive external trauma from debris produced by the Twin Towers.

Fourth, Al-Qaeda – and perhaps other groups as well – had the theoretical capability to carry out a simultaneous four-plane hijacking, perhaps flying the aircraft to Cuba (the four 9/11 aircraft should have been able to make a one-way flight there at the beginning of their operational day without difficulty, depending on their actual loads), which would have been spectacular in itself. But neither Al-Qaeda nor any of their affiliates had the expertise and local support necessary to allow them the needed access to any of the buildings at the World Trade Center, cut open the walls and wire them for controlled demolition, and then to escape and evade afterward.

Fifth and finally, in addition to being unique in having a positive incentive to make the 9/11 attacks, only Israel had the essential expertise and local support required to bring down the three World Trade Center buildings with controlled demolitions, and the leverage within and around the US Government to let their operatives evade detection, to be released without fanfare if apprehended unexpectedly, and to cloak their actions from public scrutiny – all of which happened on and after 9/11.

People often ask about some new evidence or proof tying 9/11, in whole or in part, to Israel. Now I understand that there can never be absolute proof for some people barring a public confession from one of the Israeli planners or their American supporters, and that, I suspect, we will never obtain – although some of the statements made later in Israel by three of the Israelis arrested in Bergen, NJ filming the burning Twin Towers comes very close to that: One stated categorically that “our purpose was to document the event,” which should leave little doubt that they knew in advance of the attacks, whether or not they themselves personally had any further role in them.

But it is not necessary to have such a confession, any more than it is necessary to have a confession in a criminal court to convict a person of murder, if the other evidence is sufficiently compelling. Here there is a mountain of physical, technical, analytical and circumstantial evidence, far more than any unprejudiced person needs to understand far beyond any reasonable doubt whatsoever, that (1) the USG case is fatally flawed, and (2) this was a Mossad-directed operation orchestrated at the highest levels of the Israeli government (because of the target) with local support within the US and elements of the US Government itself.

Given the pervasiveness of Zionist influence in the US government and its intelligence and security agencies (including, of course, the Defense Department), two broad scenarios are possible. One is that the neo-cons and their cohorts were in the driver’s seat with Israel in the passenger seat with a map and the baggage. The second sees Israel driving with the neo-cons and others handling the map and baggage. But they were both in the same car on the road to and from 9/11. Both were embedded in aspects of the planning and execution of the catastrophe, the wars it spawned and the wars its architects now want us to wage in Israel’s name, linking treason and treachery in tandem no matter where the emphasis is placed.

Unraveling that issue is something to be left for a future investigation, interrogations and trials, followed by punishments appropriate to the magnitude of the crimes for all of the participants. Bringing an awareness of these events to the American public and others abroad in a practical and actionable way is the subject of the final piece in this series: Riposte Against Zionism: Go Tell It To The People.

BRITAIN JOINS U.S. AND ISREALI HYPE OVER IRAN

By Damian Lataan | June 30, 2011

In a speech to the UK parliament yesterday British Foreign Secretary William Hague joined the US and Israel in rhetoric designed specifically to induce fear over Iran’s so-called ‘nuclear weapons program’.

Hague told parliament that the Iranians had tested missiles during their recent military exercises that are capable of carrying nuclear warheads. He also told parliament that Iran was enriching uranium beyond that which was required for electricity generation. Hague reportedly told parliament that Iran “has announced that it intends to triple its capacity to produce 20% enriched uranium. And that “these are enrichment levels far greater than is needed for peaceful nuclear energy”.William Hague is deliberately practicing deceit with these statements. He has ignored telling the parliament that having medium range missiles does not mean that nuclear warheads are available for them. All medium range missiles are capable of being adapted to carrying a nuclear warhead. Modern nuclear weapons are now so small that they can be fitted to most missiles. The US has even tested nuclear weapons in artillery shells.

Hague also attempts to deceive with his statement about Iran’s desire to enrich uranium to 20%. The fact is, Iran has been quite open about its enrichment of uranium to 20%; they’re not doing it covertly as Hague has tried to infer. Uranium enriched to 20% is required in order to manufacture medical isotopes for the treatment of cancer. Iran announced their intention to do this a long time ago yet Hague tells the British people about as though it has just been announced. Iran announced ages ago that it had an urgent need for isotopes and that it would be expediting enrichment to 20%.

Hague has joined with the US and Israel in their fear mongering just as both are upping the propaganda and rhetoric over Iran’s so-called ‘nuclear weapons program’.

The Hariri Indictment

Moon of Alabama | June 30, 2011

2005: Investigator Says Syria Was Behind Lebanon Assassination

The German prosecutor conducting the United Nations investigation into the assassination of former Prime Minister Rafik Hariri of Lebanon said today that fresh evidence reinforced his earlier judgment that Syria’s intelligence services were behind the killing and that Syrian officials were obstructing his investigation.

2009: Four Lebanese generals ‘to be handed to UN for Rafik Hariri tribunal’

Four army generals held in Lebanon over the assassination of former prime minister Rafik Hariri could be handed over within weeks to the special tribunal in The Hague that will put them on trial, the court registrar said today.

2011: UN court indicts four Hezbollah members over Hariri car bomb

Lebanon’s senior prosecutor has received criminal indictments for four members of the Shia militant group Hezbollah, who are accused of assassinating the country’s former prime minister Rafiq Hariri in a car bomb attack six years ago.

2015: …

Obviously they can’t make up their mind on who killed Hariri – Syria, some Lebanese generals, Hizbullah or whoever it will be convenient to indict during the next decade. The purpose of the UN kangaroo court is not to find the Hariri murder or to do justice. It is a political instrument in the hands of the USrael-Saudi alliance.

But let’s step back and take today’s indictment of Hizbullah members as an opportunity to again look at the person of Rafik Hariri. He was not the “good guy” the “western” media constructed but a neoliberal robber baron who defrauded the people of Lebanon.

From the 2005 BBC economic obituary of Hariri:

Former Lebanese Prime Minister Rafik Hariri used his business empire to rebuild Beirut after years of civil war.To do it, he deployed his own construction industry fortune, and a huge network of rich and powerful friends.
…
He was his country’s richest man, reckoned to be worth roughly $4bn (£2.1bn). But it is his corporate brain-child, Solidere, that best illustrates his central role in regenerating Lebanon’s economy.

Solidere bought up large chunks of central Beirut and turned the business district from a bullet-marked, rubble-strewn mess into a glitzy banking and tourist centre. Mr Hariri was its most influential shareholder.
…
As prime minister, Mr Hariri’s public works and rebuilding programmes ran up debts that threatened to overwhelm the public finances.

The budget deficit climbed to 17% of gross domestic product (GDP) by 2002, and debt repayments were costing the government 80% of revenue.
…
[F]or many Lebanese, the redevelopment of central Beirut meant dispossession of homes or property without adequate compensation, and the enrichment of Mr Hariri.
…
Mr Hariri’s vision for wealth creation of Lebanon was definitely of the trickle-down variety. In power, he cut social services, public sector wages and company taxes.

While Hariri ruled a law was implemented that essentially dispossessed all the property owners in central Beirut. Their land was put into Solidere, a joint stock company under Hariri’s control. Then huge amounts of public money was spent to build the new central Beirut owned by Hariri’s Solidere. Additionally to that fraud all the rebuilding was done at much too high costs by Hariri’s construction companies. It was a huge racket that made Hariri immensely rich and the Lebanese state very poor.

To indict Hariri and to get the stolen money back to the people of Lebanon and the defrauded property owners of central Beirut would be a worthy court case.

When Hariri got killed there were millions of Lebanese who had good reasons to wish the guy to be dead. Besides them many political entities, including Israel and the U.S., had plausible motives to kill Hariri if only to stick the murder to someone else. The current court case against Hizbullah is nonsense. Hariri’s real murderers will likely never be found.

Israeli Army can’t provide evidence of flotilla’s violent plans, story unravels

On 06.29.11 – By Max Blumenthal

Israelis woke up to a front page Jerusalem Post story claiming flotilla passengers planned violence against soldiers. The story has completely unraveled.

On June 27, the Israeli army released a highly suspect claim that passengers on the flotilla planned to kill and maim Israeli soldiers. The claim looks like yet another anti-flotilla hoax emanating from Israeli government channels.

Today, I reached an official from the IDF Spokesperson’s Unit after placing several calls and an email to the office requesting proof to support the army’s claim. The official was unable to supply me with one piece of evidence. Instead, she said, “Basically there’s a trust between the IDF and reporters. And like in any other army, you know, a senior IDF source says something, people are inclined to believe it because this is somebody high up, this is somebody that has a lifetime of experience and credibility and this is like any other army.”

When I asked why anyone would report such a claim without seeing any firm evidence, the army spokesperson said, “If there were something we probably would give it but because of sensitivities we can’t expand further.”

Listen to the whole interview here:

IDF Spokesperson 06-29-2011 by maxblumenthal

Despite an apparent lack of evidence, the army’s disinformation found its way into top Israeli newspapers through a select group of military correspondents including the Jerusalem Post’s Yaakov Katz. Katz reported that flotilla passengers planned to kill Israeli soldiers and that they were bringing “bags of sulfur” to attack the soldiers. “This is a chemical weapon, and if poured on a soldier it can paralyze him,” an unnamed army source told Katz. “If the sulfur is then lit on fire, the soldier will light up like a torch.” Yedioth Aharanot’s Hanan Greenberg also reported, “IDF fears flotilla activists will try to kill Israeli soldiers.” And Haaretz hyped the claim in Hebrew.

Today, the army’s story was exposed as disinformation. First, Yedioth Aharonot military correspondent Alex Fishman reported, “There is no information that there is going to be a group of radicals on board that will form a hard core of violent resistance against IDF soliders. Nor is there any clear information about live weapons that will be on board the ships.” Then, a group of Israeli government ministers accused the army of “media spin” and “public relations hysteria” for claiming the flotilla passengers planned to attack soldiers with chemical weapons.

And now, an Israeli army official (who curiously did not want to give me her name) has refused to supply me with any evidence to support the army’s wild claims. As I wrote during Israel’s disinformation spree in the wake of last year’s flotilla, nothing the Israeli army says can be trusted. Unfortunately, many reporters still accept the army’s claims on trust, while others do not even bother to investigate.
