Putin Tells Obama Russia Will Act In Case of Ukraine Violence

MOSCOW – Russian leader Vladimir Putin told US President Barack Obama in a telephone conversation Sunday that Moscow reserved the right to protect its own interests and those of Russian speakers in the event of violence breaking out in eastern Ukraine and Crimea.

The Kremlin press service said Putin responded to Obama’s expression of concern over possible Russian plans to deploy troops in Ukraine by drawing attention “to the provocative, criminal acts of ultranationalist elements being effectively encouraged by authorities in Kiev.”

Putin said that there was a real threat to the life of many Russians on Ukraine’s territory, the press service said.

Russia’s upper house of parliament voted Saturday to approve military action on Ukraine, citing the same motivations as those mentioned by Putin.

There is already a substantial Russian military presence in southern Ukraine, courtesy of the leased Black Sea Fleet naval base in the Crimean Peninsula.

Large movements of Russian troops have been reported around the peninsula, which is in defiance of express instructions from Ukrainian authorities this week for Russian soldiers to remain confined to their quarters.

In the 90-minute conversation with Putin, Obama condemned Russia’s military intervention, calling it a “clear violation of Ukrainian sovereignty and territorial integrity” and describing it as a breach of international law.

The US leader urged Russia to minimize tension by pulling back troops to bases in Crimea and refrain from any involvement in affairs anywhere else in Ukraine.

In a gesture aimed at signaling the degree of its distress over the course of events, the White House said it is suspending planned participation in preparatory meetings for a G-8 summit due to be held in June in the southern Russian city of Sochi, which last month hosted the Winter Olympics.

“Going forward, Russia’s continued violation of international law will lead to greater political and economic isolation,” the White House said in a read-out of the conversation between Obama and Putin.

Crimea is home to a large ethnic Russian community, which has reacted with alarm to what it sees as the aggressively nationalistic government that has taken hold since last month’s ouster of President Yanukovych. Eastern Ukraine, which was another political stronghold for Yanukovych, also has a substantial Russian-speaking population and saw many anti-government protests Saturday.

Obama said that the United States understood the need to protect the ethnic Russian minority in Ukraine and that it would push Kiev to ensure their rights weren’t hindered.

“The Ukrainian government has made clear its commitment to protect the rights of all Ukrainians and to abide by Ukraine’s international commitments, and we will continue to urge them to do so,” the White House said in the readout.

Russia’s Federal Migration Service said it has noted a sharp spike in applications from Ukrainian citizens seeking refuge.

The head of the migration service’s citizenship department, Valentina Kazakova, said 143,000 people had applied for asylum in the last two weeks of February alone.

“People are afraid for the fate of those close to them and are asking not just for protection, but also to help them receive fast-tracked Russian citizenship,” Kazakova said. “A large number of applications are from members of Ukrainian law enforcement bodies and government officials fearing reprisals from radically disposed groups.”

Nothing is quite as nauseating as watching the hypocrisy and hubris with which President Obama ‘warns’ the Russian president not to ‘interfere’ in Ukraine, telling the Russians there would be ‘costs to pay.’ It’s a surreal move, echoed by his equally creepy and out-of-touch consigliore and chief “diplomat,” the morally bankrupt John Kerry. Astonishing in its audacity and lack of regard for history, truth or facts, this bellicose blather seems aimed only at the idiots over whom he presides, the fools and tools in congress and the press, and his bought-and-paid-for lackeys in European capitals.

Outside the bubble, the sabre rattling is alarming and threatening. Having stood the issue completely on its head, No Drama Obama ignores how it looks to Russia, China and anyone with a skeptical mind. It is so jarring that it leaves only two options: is he crazy or does he really want war? That’s why the Russian Senate, offended to the core, asked President Putin to recall the US ambassador over Obama’s remarks.

How oblivious or arrogant do you have to be to spend $5 billion dollars destabilizing a country (the actual total is undoubtedly much higher), have your diplomats caught on tape planning a coup, bring a gang of fascist thugs to power on Russia’s doorstep–whose first order of business is to outlaw the Russian language, conduct a purge of opposing parties, threaten the Russian-speaking population, threaten to restore Ukraine’s nuclear status and provoke and threaten Russia non-stop… and have the *balls* to lecture anyone about interfering? Oh, add to the pot that you have done the same exact thing in several other countries in the past few years alone. It simply boggles the mind.

Continue poking Putin by suggesting he is being a “bully” when he moves to protect the Russian naval base, protect Russians, and listen to the wishes of the elected government of the region who ask for his support, as as new protests erupted across eastern Ukraine rejecting the putschists in Kiev, with Russian flags being raised over government buildings and protesters brandished signs saying “In Russia We Have Brothers. In Europe We Are Slaves” and “Where We Are, It is Also Russia.” This is called an ‘invasion’ by the people who bought and organized a fascist coup. Bizarro World.

But why do I focus on Obama? After all, he is little more than an irrelevant placeholder president, a sort of ventriloquist’s dummy for the vested interests and forces that put him where he is. Furthermore, I am not a fan of any Great Man theory of history that implies superhuman powers to people instead of historical forces. Accordingly, I don’t really go in for ad hominem attacks, which seems to be the only stock-in-trade of the western media, whose searing, eternal question seems to be who is the next Hitler.

Maybe it’s because I’m in the grip of the question the rest of the world is pondering: is he crazy or does he really want war? I can’t get past wondering whether he is sleepwalking through his presidency, having given over control of his administration to a foreign policy apparatus gone wild–or if he indeed believes the hypocritical warmongering crap that escapes his mouth. In short, Either he eats babies for breakfast or he has no clue that he is being led by the nose by psychopaths.

It’s important because in either case he is perhaps the most dangerous man who has ever held the office. His chief flaw is *exactly* the puzzle piece that is *least* amenable to being a leader at this historical juncture. It is a horrific perfect storm, and one that has allowed him to blunder disastrously close to World War III on at least two occasions.

The measure of the man has always told us he was an extremely glib politician. On watching an early speech of his, my wife was shocked at what all the fuss was about, and actually quoted King Herod out loud to the TV: “Take him away/ He’s got *nothing* to say!” Yeah, she’s funny like that. But still, glibness isn’t always hollowness. We got more of a glimpse when he joked casually about sending drones after any boys who had designs on his precious daughters. Later, referring to the boys he actual did mow down with his drones, he joked to aides–equally casually, we assume–that he never thought he ‘would wind up being so good at killing people.’

But the clincher for me is one memory which still haunts me from campaign 2008: a late rally in some Florida dump where Clinton explained (actually apologizing for going off script) that Obama was The Guy because he had said to the council of elders behind closed doors–you tell me what’s the right thing to do and I’ll sell it. At the time I did a double take, and it raised the hairs on the back of my neck. This is not a leader, a president, or even a thinker at all, but a glorified and willing Pitchman-in-Chief, a sort of real life Clayton Bigsby selling an ideology he is too blind to see.

It was a bit of the mask slipping… and it was incredibly ominous. I felt it and said so to my wife at the time, but she had checked out long before. Never thought he was anything more than a charlatan and a whore – from the first time she heard him, actually. Damn, I envy her clarity sometimes. It’s like they made a clone of Truman in a test tube, only this time not a hick… scary. Jimmy Burns led Truman around on a leash, and this misplaced trust in Wise Men led to war crimes such as Hiroshima and Nagasaki, among others.

In another famous example, Kennedy stupidly let the Bay of Pigs invasion proceed, as he was advised by ‘wiser men’ who told him it was already in the pipeline. However, he wisely vetoed air support, realizing that is was a stupid plan laid out by zealots. Obama has neither the balls nor the intelligence to pull off any such thing. There was a flicker over Syria in August, but it appears to have been a mirage brought on by Russian missiles and wiser generals. He has the fatal flaw which makes all smart men stupid: heeding the counsel of fools and those with their own secret agenda masquerading as Wise Men.

The zealots who have his ear have been in power for a long time, and they are the kind of fanatics who avoid scrutiny in public and accountability even to themselves, so stupid or proud that they still see chasing the Russians out of Afghanistan as their greatest triumph, and take no responsibility for having created, from the ground up, the very concept of militarized global jihad.

Even cutting him the most possible slack, he listens to them–and that makes him delusional, a hollow man issuing idle threats. As logic dictates, it is the US who should be worrying about costs, starting with billions to set the coup in motion. That will turn out to have been a pittance.

He is now a dangerous man being counseled by dangerous men. Just today, listening to his smug, arrogant self humiliate a heckler, someone trying to shout a tiny bit of truth through the noise, is truly chilling. The trouble is, Obama may not be lying. He really doesn’t know what the guy is talking about, and doesn’t know that this is the plan–at what may be the most dangerous moment in history–and will go along with whichever three loudest advisers tell him is the right thing. The saddest and scariest part is that he doesn’t even seem to know it–a true button pusher. Soulless.

But this is a measure of the man. At a friendly, fundraising event, with full control and no opposition, he could have said anything he wanted, could have made some sensible retort. Instead he chose to be mean and demeaning, calling the guy a drunk and implying that he is crazy. So now I have to add Bad Man to my list. No lie lives forever, and some day his uppance will come, as Stewie Griffin says. He richly deserves the place he has earned in history, and I have lost interest in splitting hairs: enabler, dupe or antichrist–take your pick.

Resolving Nuclear Arms Claims Hinges on Iran’s Demand for Documents

The Barack Obama administration has demanded that Iran resolve “past and present concerns” about the “possible military dimensions” of its nuclear program as a condition for signing a comprehensive nuclear agreement with Tehran.

Administration officials have suggested that Iran must satisfy the International Atomic Energy Agency (IAEA) regarding the allegations in the agency’s report that it has had a covert nuclear weapons program in the past.

But the record of negotiations between Iran and the IAEA shows Tehran has been ready for the past two years to provide detailed responses to all the charges of an Iranian nuclear weapons work, and that the problem has been the refusal of the IAEA to share with Iran the documentary evidence on which those allegations have been based.

The real obstacle to providing those documents, however, has long been a U.S. policy of refusing to share the documents on the assumption that Iran must confess to having had a weaponization program.

The head of Iran’s Atomic Energy Organisation, Ali Akbar Salehi, declared February 12, “The authenticity of each allegation should be proven first, then the person who submitted it to the agency should give us the genuine document. When we are assured of the authenticity, then we can talk to the agency.”

Neither the IAEA nor the Obama administration has responded publicly to Salehi’s statement. In response to a query from IPS, the spokesperson for the National Security Council, Bernadette Meehan, said the NSC officials would have no comment on the Iranian demand for access to the documents.

The spokesperson for IAEA Director Yukiya Amano did not answer a request from IPS Thursday for the agency’s comment.

But a draft text of an agreement being negotiated between the IAEA and Iran dated February 20, 2012, shows that the only difference between the two sides on resolving issues about allegations of Iranian nuclear weapons work was Iran’s demand to have the documents on which the allegations are based.

The draft text, which was later published on the website of the Arms Control Association, reflects Iran’s deletions and additions to the original IAEA proposal. It calls for Iran to provide a “conclusive technical assessment” of a set of six “topics”, which included 12 distinct charges in the report in a particular order that the IAEA desired.

Iran and the IAEA agreed that Iran would provide a “conclusive technical assessment” on a list of 10 issues in a particular order. The only topics that Iran proposed to delete from the list were “management structure” and “Procurement activities”, which did not involve charges of specifically nuclear weapons work.

The two sides had agreed in the draft that the IAEA would provide a “detailed explanation of its concerns”. But they had failed to agree on provision of documents to Iran by the IAEA. The IAEA had proposed language that the agency would provide Iran with the relevant documents only “where appropriate”. Iran was insisting on deletion of that qualifying phrase from the draft.

The first priority on the list of topics to which both sides had agreed in the draft was “Parchin” – referring to the claim of intelligence from an unnamed state that Iran had installed a large cylinder at the Parchin military reservation.

A November 2011 IAEA report suggested the cylinder was intended for testing nuclear weapons designs and had been built with the assistance of a “foreign expert”. Iran also agreed to respond in detail on the issue of the “foreign expert”, who has been identified as Vyacheslav Danilenko, a Ukrainian specialist on nanodiamonds.

The evidence associated with that claim and others published in the 2011 report shows that they were based on intelligence reports and documents given to the IAEA by Israel in 2008-09. Former IAEA Director General Mohamed ElBaradei referred to a series of documents provided by Israel in his 2012 memoirs.

Iran also agreed to respond in detail to allegations that Iran had sought to integrate a nuclear weapon into the reentry vehicle of the Shahab-3 missile, and that it had developed high explosives as a “detonator” for a nuclear weapon.

Both alleged activities had been depicted or described in documents reported in the U.S. news media in 2005-06 as having come from a covert Iranian nuclear weapons program.

Those documents, about whose authenticity ElBaradei and other senior IAEA officials have publicly expressed serious doubts, have now been revealed as having been given to Western intelligence by an anti-regime Iranian terrorist organization.

Former senior German foreign office official Karsten Voigt revealed in an interview last year for a newly published book by this writer that senior officials of the German intelligence agency BND had told him in November 2004 that the BND had gotten the entire collection of documents from a member of the Mujahedin-e-Khalq (MEK) who had been one of their sources, and that they did not consider the source to be reliable.

The MEK, considered by the United States and European states as a terrorist organization, had been used by Saddam Hussein’s regime to support the war against Iran and by Israel to issue intelligence and propaganda that Mossad did not want attributed to it.

ElBaradei, who retired from the IAEA in November 2009, had declared repeatedly that sharing the documents was necessary to ensure “due process” in resolving the issue, but the United States had prevented him from doing so.

In his final statement to the Board of Governors on September 7, 2009 he appealed to “those who provided the information related to the alleged weaponization studies to share with Iran as much information as possible.”

A former IAEA official, who asked not to be identified, told IPS that the United States had allowed only a very limited number of documents to be shown to Iran in the form of Power Point slides projected on a screen.

A May 2008 IAEA report described a number of documents purported to be from the Iranian weapons program but said that the IAEA “was not in possession of the documents and was therefore unfortunately unable to make them available to Iran.”

Around 100 pages of documents were given by the United States to the agency to share with Iran, the former official said, but none of the documents described in the report were among them.

The U.S. policy of denying Iranian access to the documents continued during the Obama administration, as shown by a U.S. diplomatic cable from Vienna dated April 29, 2009 and released by WikiLeaks. At a P5+1 technical meeting, both U.S. and IAEA officials were quoted as implying that the objective of the policy was to press Iran to confess to the activities portrayed in the papers.

U.S. officials said that a failure by Iran to “disclose any past weaponization-related work” would “suggest Iran wishes to hide and pursue its past work, perhaps to keep a future weapons option”.

IAEA Safeguards Chief Olli Heinonen made it clear that no copies of the relevant documents charging Iran with weaponization would be provided to Iran and complained that Iran had continued to claim that the documents were fabricated.

In its report of November 14, 2013, the IAEA said it had received more information – presumably from Israel – that “corroborates the analysis” in its 2011 report.

The past unwillingness of the Obama administration to entertain the possibility that the documents provided by the MEK were fabricated or to allow Iran the opportunity to prove that through close analysis of the documents, and the IAEA’s continued commitment to the weaponization information it has published suggest that the issue of past claims will be just as contentious as the technical issues to be negotiated, if not more so.

Costs which Obama is about to pay for Ukraine

Yesterday the United States lost the propaganda war on Ukraine. President Obama made a reluctant and senseless statement which Washington Post entitled “There will be costs”.

He pronounced standard phrases like “the Ukrainian people deserve the opportunity to determine their own future”, proposed that Russia be a “part of an international community’s effort to support the stability and success of a united Ukraine”, lamented over the alleged “violation of Ukraine’s sovereignty and territorial integrity” and assured that “the United States supports his government’s efforts and stands for the sovereignty, territorial integrity and democratic future of Ukraine”.

It looks like the United States administration was not mentally prepared for the development of the Ukrainian crisis. The synchronized actions of the new Crimean authorities and the press-conference of the expelled president Victor Yanukovych in Rostov-on-Don gave undeniable judicial advantage to the opposite side in Ukraine who are not ready to acknowledge the illegitimate “government” elected by the rowdy Euro-mob in Kiev three days ago. The United States has no tangible tools to destabilize Crimea, de facto controlled by the Ukrainian anti-putschist resistance forces, while the judicial status of Victor Yanukovych (whatever we think about him as a person and political figure) is indubitable.

Since the very beginning of the crisis in Ukraine it was clear that the US goal was not imposing a pro-American government in Kiev, but rather making Ukraine a sticking point for Russia-European relations. The bloody events on Independence Square were organized in order to pull Russia into the vortex of the chaos in Ukraine. The Washington strategists thought that Moscow would become recklessly involved in the dirty games with Poland, Hungary and Romania over “federalization of Ukraine” and the street battles against the fascist thugs in Kiev.

On Saturday the Kremlin unexpectedly broke its skillful political pause after last night’s attempted assault on the Crimea Interior Ministry in Simferopol by unidentified special units sent from Kiev. Until that moment the Russian ‘inaction’ was much more powerful than thousands of nervous actions in Kiev and statements from Washington. The Russian move is going to be even more impressive.

Among all “interested parties” in the Ukrainian crisis, Russia is the only global power that has demonstrated its ability to act within the framework of international law and to take responsible and sovereign decisions.

Ironically, today’s Crimea is probably the only region where the Constitution of Ukraine is still strictly implemented. The referendum on the issue of the wide autonomy, announced to be held on March 30, 2014, was initiated in full compliance with the national law. The Russian military presence in Crimea is also regulated by the 1997 Russian-Ukrainian agreement on the Russian Navy base in Sevastopol. The new Crimean government, unlike the central one in Kiev, was appointed by the local legislative body as a result of a properly performed legal procedure.

So Moscow’s message to President Obama is simple. We are the real guarantors of Ukrainian sovereignty. We are protecting the life of its incumbent president, elected by the people of Ukraine at the free and competitive poll in 2010, from the direct personal threat from illegitimate “new authorities”. For the last three months, unlike you, we were not interfering in the internal political process in Ukraine while your Assistant Secretary of State was handing buns to the “peaceful protesters” in Kiev and talking smut about your European dialogue partners. We followed the letter and spirit of the international law whether we liked it or not. And today we are giving hope to millions of the Russian Ukrainians who categorically reject banderist authorities in Kiev. We are defending their right to determine their future. Therefore you will be brought to account for the billions of dollars invested for years long into the chimera project of the Orange revolution in Ukraine, which in its second incarnation turned Brown. You will be charged for months of explicit incitements for riots and civilian disobedience to legitimate authorities in Ukraine, committed by your officials and congressmen. And you will be responsible for the recognition of the shady Kiev “cabinet”, not only lacking any public support in Ukraine, but also any real resources to secure minimal level of life and the rule of law in this 45-million strong nation, lost in a non-existent “transition”, invented by your insolvent foreign policy consultants. These are the costs you are about to pay in Ukraine, President Obama.

When Protests and Violence Are Important to the U.S. Media

In light of the recent political demonstrations that have swept the country, Venezuela has received considerable attention from both the US State Department and mainstream media. In recent days, President Obama, U.S. Secretary of State John Kerry and several others have issued numerous statements regarding the protests. In the US major media, The New York Times has published articles nearly every day since the protests began. Extensive reporting can also be found in the Wall Street Journal, USA Today and The Washington Post.

It is worth comparing the extent of this coverage to protests of similar importance next door to Venezuela. In August of last year, Colombian farmers launched large-scale demonstrations in opposition to Colombian trade policies that are strongly supported by the U.S. government.

Unlike the protests in Venezuela, the Colombian protests received very little coverage from mainstream media, as CEPR pointed out at the time. The graph below compares the amount of coverage, in total number of articles published, given by four of the United States’ most influential newspapers to the protests and violence in Colombia and Venezuela. The difference ranges from more than two times to 14 times as many articles devoted to the Venezuelan protests as compared with Colombia, despite the fact that the period covered for Colombia is twice as long.

This is especially remarkable if we consider the high levels of repression carried out by the Colombian police and military in response to these protests. The International Office for Human Rights Action in Colombia described the violence as “unprovoked” and “indiscriminate” and attributes all of the violence to state forces.

The incidence of deaths in both Colombia and Venezuela[i], so far, is only slightly higher in Venezuela, with 13 deaths versus 12 deaths in Colombia.[ii] Yet there was very little coverage, and almost no criticism of the Colombian government as compared to the harsh attacks on the Venezuelan government in the U.S. media.

As mentioned earlier, US Secretary of State John Kerry and President Obama made public statements regarding the protests in Venezuela. Both demanded that students arrested in Venezuela be released, without regard as to whether any had been arrested for allegedly committing crimes such as arson and assault. There were no such statements from U.S. officials regarding the hundreds arrested in Colombia.

It is possible that both the huge differences in the amount of media coverage, and the responses to these two sets of protests by both the media and U.S. government officials has to do with the protesters and their aims, and the respective governments. The Colombian farmers were protesting against policies strongly supported by the U.S. government; they were also protesting against a government that the U.S. sees as a strategic ally, home to U.S. military bases and receiving billions of dollars in U.S. aid. The Venezuelan protesters are demanding the ouster of a government that the U.S. government has [spent] millions of dollars trying to get rid of, including U.S. support for the 2002 military coup against the government.

Kerry proposes Beit Hanina as future capital of Palestine

US Secretary of State John Kerry is proposing for the Palestinians to establish the capital of a future Palestinian state in Beit Hanina instead of all of occupied East Jerusalem, which Israel captured in the 1967 war, Palestinian Al-Quds newspaper reported on Wednesday.

Beit Hanina is located to the north of the old city, on the road to Ramallah.

According to the newspaper, Kerry’s proposal for the Palestinian capital to be located in only a small part of East Jerusalem, along with his other suggestions, enraged Palestinian President Mahmoud Abbas, who left his meeting with Kerry last week furious, threatening to torpedo the framework agreement. Kerry is said to have adopted the Israeli positions completely, including demanding that the Palestinians recognise Israel as a Jewish state and retain the ten Israeli settlement blocs in the West Bank as part of a land swap. Kerry also hinted that the Jordan Valley will not be part of a future Palestinian state and refused having any international presence in the Palestinian territories when Israel pulls out.

Meanwhile, the New York Times reported that US President Barack Obama has decided to intervene in the talks and “pressure both sides” to reach a framework agreement within the set deadline. Obama is meeting with Israel’s Prime Minister Benjamin Netanyahu at the White House on Monday and has invited Abbas to visit Washington next month.

Regarding the possibility of extending the negotiations between the Palestinians and Israel after the April deadline, Kerry told reporters that the parties took seven months to reach an understanding on their positions and he did not believe that anyone would feel concerned if it took another nine months to reach a final agreement. “I very much hope we should be able to make both parties take what is necessary to enter the most important stage, that is the final stage. To negotiate the final status based on a clear and specific framework.”

With the predictable failure of the Syrian peace conference, the call for the Obama administration to wage a humanitarian war to save civilians in Syria is once again being championed by some elements of the mainstream media in the U.S. This shouldn’t be a surprise to anyone, since certain powerful voices in the U.S. corporate media have long been in lock-step with some of the most hawkish elements in the Obama administration regarding the use of force in Syria.

A sober, clear-eyed analysis of the logic of the decisions by the Obama administration suggest that the failure of the peace conference was a programmed outcome. The inescapable conclusion as to why the conference was even held, therefore, is that administration hawks saw the failure of the conference as a valuable public relations weapon to move public opinion in favor of more direct military involvement.

Before I am accused of being overly cynical or even conspiratorial, a review of the decisions made in the days and weeks leading up to the conference provides more than adequate evidence to support this contention.

If the Obama administration had been even remotely committed to brokering some kind of diplomatic solution, would it have insisted that all of the parties to the talks be bound by the terms of the Geneva communiqué that called for “regime change” in the form of a transitional government? Would the administration have excluded Iran or been committed to pretending that the “legitimate opposition” was represented by the Syrian National Coalition, a motley crew of slavish opportunist exiles who everyone knows have no real connection to the political and military situation on the ground?

The propaganda value of the talks seems to be the only plausible explanation for why the administration would engineer the elaborate charade in Geneva. The decision to hold the talks knowing that they were going to lead to failure is where the real cynicism lies.

As I have argued since the beginning of this manufactured conflict, peace and particularly the humanity of the Syrian people are the last things on the minds of U.S. policy-makers. The often-invoked concerns for the starving people of Homs and all of the other innocents in this brutal conflict continue to be no more than a crude subterfuge to allow the administration to pursue its broader regional geostrategic objective – the elimination of the Syrian state.

That is why the Islamic fundamentalist groups that U.S. intelligence services helped to arm, train and deploy with destructive efficiency (without much real concern if they were affiliated with al-Qaeda) have targeted all of the institutions of the Syrian state – schools, hospitals, government agencies, electrical stations, water and sanitation facilities, food distribution networks – as part of their strategy. Generalized mayhem, reducing the population to dependence on their networks and territorial dismemberment have all moved the administration toward realization of its strategic objective. But because of the successes of the Syrian armed forces and the uncertainties generated as a result of internal conflicts breaking out among Islamist forces in the country, Washington decision-makers want to make sure that the Syrian government is not able to retake or re-consolidate its influence in contested zones. This can only be assured as a result of more direct military intervention on the part of the U.S. and its allies.

So the next act in this macabre play is now centering on the very real sufferings of the Syrian people. The administration’s man at the U.N., Lakhor Brahimi, set this direction in motion by skillfully moving the peace talks toward the issue of humanitarian concerns. No longer needing the chemical weapons excuse, the administration along with its coterie of collaborationist human rights organizations and media apologists, are now demanding U.N. access to the areas where the Syrian governmental forces have hemmed in the armed groups.

Taking a page from its Libyan playbook on how to manipulate the public to support war, the Obama administration had a draft U.N. Security Council resolution circulated that placed the full blame on the Syrian government for the humanitarian situation in the country.

The language in the resolution was seen as so one-sided and belligerent by some U.N. members that it had no chance of being supported, which of course was the real objective. Orchestrated by U.S. Ambassador to the U.N. Samantha Power, the resolution appeared aimed at invoking a veto in the Security Council that would set the stage for another illegal NATO-led military assault on the Syrian armed forces. Instead, a resolution was passed over the weekend that some characterized as more balanced because it called on “all sides” to allow humanitarian aid to reach civilians and condemned acts of terror. But all of the delegations understand that this compromise resolution is primarily targeting the Syrian government.

This concern for the humanity of the Syrians is comical if it was not so deadly serious. Sen. John McCain – the same Vietnam-era war criminal who was silent on the uprising of the people in Bahrain, the slaughter of innocent civilians in the various military assaults by Israel in Gaza and who supported the illegal war against Iraq that resulted in the deaths of over a million Iraqi’s – loudly condemned the Obama administration for not doing more for people suffering in Syria.

McCain as well as the hawks in the Obama administration and in the media know that they have a powerful weapon with the imperial and racist notion of the U.S. government’s “responsibility to protect.” The New York Times, Washington Post and a number of other major newspapers are now on record suggesting that the “use of force” by the Obama administration to end the starvation of innocents trapped in besieged cities is morally justified.

No one can deny the reality of tens of thousands of innocents suffering from the savage brutality of war. And who can disagree with relieving the sufferings of innocent civilians trapped in the middle of warring factions? U.S. decision-makers are well aware that most polling data suggest that when issues of humanitarian concerns are introduced, public support for more direct involvement in Syria shifts from a majority that is opposed to a slight majority that would support it.

So the U.S. public has been saturated over the last two weeks with stories about the trapped civilians, the cruel al-Assad government opposing humanitarian access and the innocent American administration that only wants to help the suffering Syrian people. The sad part of all of this is that with the anti-war and anti-imperialist movement in shambles, suffering from a combination of institutional weakness, marginalization and the effects of the “liberal virus” that has confused and disarmed U.S. radicals, the administration may very well be successful in maneuvering the public into supporting more direct military involvement.

The consequence of all of this for the people of Syria will be more violent destruction, brutality and displacement. But I am sure that the pro-imperialist and pro-war Democrats in the Obama administration have concluded that for the Syrian people, freedom – as they define it – is “worth the price” in death and destruction. And they will not see any irony in this.

Why Does Ukraine Seem So Much Like Syria?

In Ukraine, US-backed rebels seize weapons from a military depot and begin firing on police — killing at least ten. The rebel groups occupy and torch government buildings, trade union headquarters, the central post office, and political party headquarters. They occupy local government facilities in other cities and physically attack local authorities. Their goal is to overthrow the elected government.

Reports of rebel reinforcements arriving, with “bulky backpacks near the scene of the latest protests,” are suspiciously reminiscent of the “Internet in a Suitcase” project funded by the US government to provide tools for “activists” in regime-change candidate countries. The US has similarly trained and equipped the Syrian rebels.

US-backed rebels are photographed all over Ukraine with weapons, sometimes photographed shooting at police. In Syria, the US covertly provided the weapons and approved Saudi Arabia, Qatar, and other “friends of Syria” to provide even more. A Russian official has accused the US of arming the Ukrainian opposition.

As in Syria, where US Ambassador Robert Ford adopted the rebels from the beginning of the insurrection, US officials have beat a steady path to the Ukrainian rebels to offer their support and assistance. Senator John McCain has even dined with Svoboda Party president Oleh Tyahnybok, shown here in a rather different pose. US Assistant Secretary of State Victoria Nuland was recorded plotting the overthrow and replacement of the Ukrainian government with the US Ambassador to Ukraine, Geoffrey Pyatt.

Pyatt, a man surely devoid of any sense of self-reflection, boldly proclaimed that his recorded plotting to overthrow of the Ukrainian government was merely “helping to build bridges between the government and the opposition.” Of course in a strict sense that is true: he is actively engaged in building a bridge to government power for the Ukrainian opposition.

The Syrian rebels are presented as a moderate group of would-be democrats seeking political reform; Ukrainian rebels are presented as a bunch of pro-Western, pro-EU “peaceful demonstrators.” In both cases the real power on the streets has been radical extremists with whom US officials have had considerable contact.

In Syria, President Assad responded early on to the unrest with offers of compromise, including agreeing to hold a constitutional referendum which put an end to generations of one-party rule. In Ukraine, President Yanukovich granted amnesty to violent protesters, rescinded legislation seen as inhibiting protest, fired his government at the request of the opposition and even offered to name opposition leaders to a new interim government. Each move toward compromise and appeasement of the opposition was met with increased violence and escalating demands on the part of the rebels, most recently in Ukraine after opposition leaders met with US and EU officials at a security conference in Munich.

President Obama sternly warns the Ukrainian government against restoring order: “We expect the Ukrainian government to show restraint, to not resort to violence in dealing with peaceful protesters.” He cryptically hinted at possible US escalation, stating: “We’ll be monitoring very carefully the situation, recognizing that, along with our European partners and the international community, there will be consequences if people step over the line.”

He similarly warned Syrian president Assad against taking action to defend the country against armed rebels fighting for its overthrow.

Another red line drawn? This time on Russia’s doorstep?

Here again is the million dollar question: What would Washington do if rebels intent on overthrowing the Obama regime raided military weapons depots, killed at least ten police officers and wounded dozens of others, set Washington D.C. on fire, occupied key government buildings including the US Capitol complex, and demanded a change in the Constitution favoring their ascendance to power?

Obama warned the Ukraine government to make sure the “Ukrainian military does not step in to resolve issues that could be resolved by civilians.” The US military was called in to quell a far less significant protest in Seattle over the World Trade Organization meeting there in 1999.

The US Capitol area has been on “lockdown” innumerable times over such “threats” as a mentally disturbed woman driving erratically — who was unarmed and shot dead by police.

One need not side with either opposing group in Ukraine to point out the choking hypocrisy of the US position.

But what is truly remarkable are the many similarities between what has been happening in Syria and what is now happening in Ukraine. It almost seems as if the same hand with the same playbook is plotting both regime change operations.

U.S. Adopts Israeli Demand to Bring Iran’s Missiles into Nuclear Talks

The Barack Obama administration’s insistence that Iran discuss its ballistic missile programme in the negotiations for a comprehensive nuclear agreement brings its position into line with that of Israel and senators who introduced legislation drafted by the pro-Israel lobby group AIPAC aimed at torpedoing the negotiations.

But the history of the issue suggests that the Obama administration knows that Iran will not accept the demand and that it is not necessary to a final agreement guaranteeing that Iran’s nuclear programme is not used for a weapon.

White House spokesman Jay Carney highlighted the new U.S. demand in a statement Wednesday that the Iranians “have to deal with matters related to their ballistic missile program.”

Carney cited United Nations Security Council resolution 1929, approved in 2010, which prohibited any activity related to ballistic missiles capable of delivering nuclear weapons, including missile launches. “So that’s completely agreed by Iran in the Joint Plan of Action,” he added.

Iranian Foreign Minister Mohammad Javad Zarif not only explicitly contradicted Carney’s claim that Iran had agreed to discuss ballistic missiles but warned that a U.S. demand for discussion of its missile programme would violate a red line for Iran.

“Nothing except Iran’s nuclear activities will be discussed in the talks with the [six powers known as the P5+1], and we have agreed on it,” he said, according to Iran’s IRNA.

The push back by Zarif implies that the U.S. position would seriously risk the breakdown of the negotiations if the Obama administration were to persist in making the demand.

Contrary to Carney’s statement, the topic of ballistic missiles is not part of the interim accord reached last November. The Joint Plan of Action refers only to “addressing the UN Security Council resolutions, with a view toward bringing to a satisfactory conclusion the UN Security Council’s consideration of this matter” and the formation of a “Joint Commission” which would “work with the IAEA to facilitate resolution of past and present issues of concern”.

It is not even clear that the U.S. side took the position in the talks last fall that Iran’s missile programme had to be on the table in order to complete a final agreement. But in any event it was not part of the Joint Plan of Action agreed on Nov. 24.

Past U.S. statements on the problem of the Security Council resolutions indicate that the administration had previously acknowledged that no agreement had been reached to negotiate on ballistic missiles and that it had not originally intended to press for discussions on the issue.

The “senior administration officials” who briefed journalists on the Joint Plan of Action last November made no reference to ballistic missiles at all. They referred only to “possible military dimensions” of the Iranian nuclear programme and to “Iranian activities at Parchin”.

The demand for negotiations on Iran’s missile programme originated with Israel, both directly and through Senate Foreign Relations Committee members committed to AIPAC’s agenda.

Citing an unnamed senior Israeli official, Ha’aretz reported Thursday that Israeli Minister of Strategic Affairs Yuval Steinitz had met with Sherman and senior French and British foreign ministry officials before the start of the February talks and had emphasised that Iran’s missile programme “must be part of the agenda” for negotiation of a final agreement.

By early December, however, Israel was engaged in an even more direct effort to pressure the administration to make that demand, drafting a bill that explicitly included among its provisions one that would have required new sanctions unless the president certified that “Iran has not conducted any tests for ballistic missiles with a range exceeding 500 kilometers.”

Since Iran had obviously tested missiles beyond that limit long ago, it would have made it impossible for Obama to make such a certification.

Although the bill was stopped, at least temporarily, in the Senate when enough Democratic members refused to support it, Republicans on the committee continued to attack the administration’s negotiating position, and began singling out the administration’s tolerance of Iranian missiles in particular.

At a Feb. 4 Senate Foreign Relations Committee hearing, the ranking Republican on the Committee, Sen. Robert Corker, ripped into Undersecretary of State Wendy Sherman, the chief U.S. negotiator in the nuclear talks with Iran.

After a highly distorted picture of Iran’s readiness to build a nuclear weapon, Corker asked, “Why did you all not in this agreement in any way address the delivery mechanisms, the militarizing of nuclear arms? Why was that left off since they breached a threshold everyone acknowledges?”

But instead of correcting Corker’s highly distorted characterisation of the situation, Sherman immediately reassured him that the administration would do just what he wanted them to do.

Sherman admitted that the November agreement covering the next months had not “shut down all the production of any ballistic missile that could have anything to do with delivery of a nuclear weapon.” Then she added, “But that is indeed something that has to be addressed as part of a comprehensive agreement.”

Sherman also suggested at one point that there would be no real need to prohibit any Iranian missile if the negotiations on the nuclear programme were successful. “Not having a nuclear weapon,” she said, “makes delivery systems almost — not wholly, but almost — irrelevant.”

That admission underlined the wholly political purpose of the administration’s apparent embrace of the Israeli demand that Iran negotiate limits on its ballistic missiles.

The Obama administration may be seeking to take political credit for a hard line on Iranian missiles in the knowledge that it will not be able to get a consensus for that negotiating position among the group of six powers negotiating with Iran.

Russia’s Deputy Foreign Minister Sergei Rybakov clearly implied that Moscow would not support such a demand in a statement Thursday that Russia “considers that a comprehensive agreement must concern only and exclusively the restoration of trust in a purely peaceful intention of Iran’s nuclear program.”

Although U.S., European and Israeli officials have asserted consistently over the years that Iran’s medium-range ballistic missiles are designed to carry nuclear weapons, Israel’s foremost expert on the Iranian nuclear programme, Uzi Rubin, who managed Israel’s missile defence programme throughout the 1990s, has argued that the conventional analysis was wrong.

In an interview with the hardline anti-Iran Wisconsin Project on Nuclear Arms Control in September 2009, Rubin said, “The Iranians believe in conventional missiles. Not just for saturation but also to take out specific targets…. Remember, they have practically no air force to do it. Their main striking power is based on missiles.”

Since 2008, the International Atomic Energy Agency has accused Iran of working on integrating a nuclear weapon into the Shahab-3 missile reentry vehicle in 2002-2003, based on a set of drawings in a set of purported Iranian documents. The documents were said by the George W. Bush administration to have come from the purloined laptop of a participant in an alleged Iranian nuclear weapons research programme.

But that account turned to be a falsehood, as were other variants on the origins of the document. The documents actually came from the Mujahedin-e-Khalq, the anti-regime organisation then listed as a terrorist organisation by the U.S. State Department, according to two German sources.

Karsten Voigt, who was the German foreign office coordinator, publicly warned about the MEK provenance of the papers in a November 2004 interview with the Wall Street Journal.

Voigt, who retired from the foreign office in 2010, recounted the story of how an MEK member delivered the papers to German intelligence in 2004 in an interview last year for a newly-published book by this writer.

Obama builds nuclear legacy

WASHINGTON, D.C. – At a press conference today, Secretary of Energy Ernest Moniz announced finalized government support for constructing the nation’s first new nuclear reactors in almost forty years. The $3.46 billion loan guarantee to Georgia Power and the $3.05 billion loan guarantee to Oglethorpe Power Company will enable the construction of two new nuclear reactors at the Plant Vogtle Nuclear Generating Station near Waynesboro, Ga. The U.S. Department of Energy currently has a July 31, 2014, deadline to finalize a separate loan guarantee for $1.8 billion with a third Vogtle partner, the Municipal Electric Authority of Georgia.

Below, is a statement of Friends of the Earth’s Nuclear Campaigner Katherine Fuchs, responding to the announcement:

“Fewer than three years have passed since the tragedy at Fukushima demonstrated that nuclear reactors can never be safe. Yet the president and Energy Secretary are ignoring its lessons. The tragedy forced more than 80,000 people from their homes and left an area, roughly the size of Connecticut, uninhabitable. Despite the dangers nuclear reactors pose and the lack of any sustainable solutions for nuclear waste disposal, President Obama’s commitment to nuclear energy succeeds only in condemning future generations to live with the fallout.

By insuring reactors American taxpayers are forced to underwrite a financial gamble that Wall Street deems too risky. A high rate of construction cancellation and history of massive cost overruns have caused Wall Street investors to shun reactor projects. Nuclear reactors are too risky to finance, too slow to build and too dangerous to be part of a meaningful energy solution.”

Syria’s Chemical Weapons Destruction

Chaos, Corruption, Grand Theft, and an Experiment

On September 12, 2013, Syria’s President al-Assad committed to surrender Syria’s chemical weapons, with the caveats that the United States must stop threatening his country and supplying weapons to the terrorists. He has been as good as his word. The same cannot be said for the US and its boot licking allies.

Three days earlier US Secretary of State John Kerry – who had been killing Vietnamese in the US onslaught on Vietnam as American ‘planes rained down 388,000 tons of chemical weapons on the Vietnamese people  – had threatened Syria with a military strike if the weapons stocks were not surrendered within a week, stating that President Assad “isn’t about to do it and it can’t be done.”

The ever trigger-happy Kerry was right on the second count.  It can’t be done for two reasons — extracting dangerous chemicals from a war zone is, to massively understate, a foolhardy and hazardous business. Additionally, it seems having received Syria’s agreement, the “international community” and the Nobel Peace Prize winning Organisation for the Prohibition of Chemical Weapons (OPCW) had no disposal plan in place and had not a clue what to do with them, whilst at every turn Syria is blamed.

As ever double standards and hypocrisy rule. According to CNN (October 10, 2013): “The United States estimates it will be at least another decade before it completes destruction of the remaining 10% of its chemical weapons, estimated at more than 3,100 tons.”  And Syria? “U.S. intelligence and other estimates put its chemical weapons stockpile at about 1,000 tons.”  They are believed to be “stored in dozens of sites”, in the circumstances a logistical nightmare and a massive danger to the public and those driving them to be insisting on transporting them anywhere.

CNN also quotes Wade Mathews who had worked on “the U.S. project to destroy its chemical stockpile” who doubted that Syria could meet the deadlines. The US operation, he said, “took billions of dollars, the cooperation of many levels of government – including the military – and a safe environment to make sure the destruction was done safely.  We had a coordinated effort, we had a government that insisted that it be done safely and that the community was protected … I don’t think those things are in place in Syria.”

Having received Syria’s compliance, the OPCW started shopping around for a country – any country it seems – to destroy the weapons. Norway, approached by the US, was first choice. They declined, since the country had no experience in dealing with chemical weapons, the Foreign Ministry website stating: “… Norway is not the most suitable location for this destruction.” The second country approached was Albania, a request which the country’s Prime Minister Edi Rama said also came direct from the United States.

According to the Berlin-based Regional Anti-Corruption Initiative, Albania is one of the most corrupt countries in Europe and the most corrupt in the Balkans, plummeting from a woeful 95 out of the 176 countries monitored in 2011, to 113 in 2012 and 116 in 2013, on their Corruption Perception Index.

In their end of year Report, the Initiative quotes Transparency International:

In Albania corruption is registering a new physiognomy in a favorable political environment, with characteristics like a new systems for money laundering, financing of political parties from illegal activities, the capture of the state through the control of procurement and privatization, human and narcotics trafficking and the impunity of high State officials before the justice system and the law.

Protestors against the weapons destruction took to the streets in thousands, some wearing gas masks and protective clothing. Protests also took place in neighbouring Macedonia, with rallying outside the Albanian Embassy.

Albania finally rejected with Rana apologetically grovelling to Washington: “Without the United States, Albanians would never have been free and independent in two countries that they are today”, he said referring to Albania and Kosovo and the massive March 24, 1999 – June 10, 1999 NATO and US assault on the former Yugoslavia with depleted uranium weapons which are, of course, both chemical and radioactive. A Science Applications International Report explains re the residue from the weapons:

Soluble forms present chemical hazards, primarily to the kidneys, while insoluble forms present hazards to the lungs from ionizing radiation … short term effects of high doses can result in death, while long term effects of low doses have been implicated in cancer.

In addition to concerns regarding corruption in Albania – terrorist groups would undoubtedly offer high sums for such weapons – safety might surely have been a consideration. In 2008 an explosion at an ammunition storage depot near Albania’s capitol Tirana, killed 26 people, wounded 300, and damaged or destroyed 5,100 homes. The disaster was said by investigators to be caused by a burning cigarette – in a depository for 1,400 tons of explosives.

Worse, when Albania was pressured to destroy its own chemical weapons stocks, some tons left over from the Cold War.

The U.S. offered to pay for their destruction and later hired some private company which destroyed the weapon capability of the chemicals but otherwise left a horrendous mess.

Hazardous waste was left in containers, on a concrete pad. Inevitably they started to leak.

“In late 2007-early 2008, the US hired an environmental remediation firm, Savant Environmental, who determined the problem was worse than originally thought. Many of the containers were leaking salts of heavy metals, primarily arsenic, lead and mercury.”

Moreover, the conexes – large, steel-reinforced shipping containers – were not waterproof, thus lethally contaminated condensation and water leakage dissolved some of the contaminants which leaked onto the ground.

“Savant Environmental repackaged the waste and placed it in twenty shipping containers. There it sits, visible from space”, on the concrete pad – in the open.

All in all, why was Albania considered?

It is surely coincidence that on October 3, 2013, Tony “dodgy Iraq dossier” Blair, also an enthusiastic backer of Washington and NATO in their Balkans blitz, was appointed as adviser to the Albanian government to advise the impoverished country how to get into the EU. Heaven forbid he might have advised that taking on lethal weapons no one else was prepared to touch, might tick quite a big approval box and made a call to someone somewhere in Washington. This is, of course, entirely speculation.

However, as Pravda TV opined at the time, apart from the sorely needed financial boost: “It will increase the status and prestige of a poor country in Europe, Albania is in Europe’s backyard, in this case it will be going foreground.”

Belgium and France also declined an invitation to dispose of Syria’s weapons, with Ralph Trapp, a consultant in disarming chemical weapons, quoted as saying that “there remain very few candidates” for the task; “the hunt continues” commented The Telegraph (November 18, 2013.)

The trail goes cold as to how many other governments may have been frantically begged to accept cargo loads of poisoned chalices as the US imposed clock ticked, but Italy caved in allowing around sixty containers to be transferred from a Danish cargo ship to a US ship in the Italian port of Giola Tauro, in Calabria, with further consignments also expected to arrive.

The permission caused widespread demonstrations in Southern Italy, the government accused of secrecy and one demonstrator summing up the prevailing mood: “They are telling us that the material carried is not dangerous, but, in fact, nobody knows what is inside those containers.” Not dangerous eh? Does any government, anywhere ever tell the truth?

The Giola Tauro port, which accounts for half the Calabria region’s economy “has been in crisis since 2011”, with 400 workers on temporary redundancies – out of a total workforce of 1300. Not too hard to arm twist, the cynic might think.

The port also suffers from allegations of being a “major hub for cocaine shipments to Europe by the Calabria-based ‘Ndrangheta mafia.” However, Domenico Bagala, head of the Medcenter/Contship terminal where the operation is planned, countered with: “Since Gioia Tauro handles around a third of the containers arriving in Italy, it is normal that it has more containers that are seized”, adding, “We operate in a difficult territory but we have hi-tech security measures in place.”

Calabria is, in fact, plagued by corruption and organized crime. A classfied cable from J. Patrick Truhn, US Consul General in Naples (February 2, 2008) obtained by Wikileaks stated:

If it were not part of Italy, Calabria would be a failed state.  The ‘Ndrangheta organized crime syndicate controls vast portions of its territory and economy, and accounts for at least three percent of Italy’s GDP (probably much more) through drug trafficking, extortion and usury.

Further:

During a November 17-20 visit to all five provinces, virtually every interlocutor painted a picture of a region … throttled by the iron grip of Western Europe’s largest and most powerful organized crime syndicate, the ‘Ndrangheta.

Moreover: “The ‘Ndrangheta is the most powerful criminal organization in the world with a revenue that stands at around fifty three billion Euros (seventy two billion U.S. dollars – forty four billion British pounds)” records Wikipedia, noting operations in nine countries, on four continents. Arguably, a less ideal transit point than Calabria for a stockpile of chemical weapons would be hard to find.

Of special concern to Carmelo Cozza of the SUL trade union is the port’s neighbouring village of San Ferdinando which has protested the operation: “The schools are right next door!”

However, when it comes to dodgy dealings, organized crime could seemingly learn a thing or two from the EU. Large amounts of Syria’s financial assets, frozen by the European Union, have simply been spirited from accounts, in what the Syrian Foreign Ministry slams as: “a flagrant violation of law.”

Last week the EU endorsed the raiding of Syria’a financial assets frozen across Europe and the the transfer of funds to    “ … the Organization for the Prohibition of Chemical Weapons (OPCW) … a flagrant violation of the international law and the UN Charter and understandings reached by the executive board of the OPCW”, commented a Foreign Ministry source, adding: “the European step violates the resolution of the OPCW executive board adopted on 15th November 2013 which acknowledged Syria’s stance which was conveyed to the Organization, officially stating the inability to shoulder the financial costs of destroying the chemical weapons.”

The theft of Syria’s monies was condemned as a “swindle policy practiced by some influential countries inside the EU at a time when they reject to release frozen assets to fund purchase of food and medicine which is considered the priority of the Syrian state … (meanwhile) the EU allowed its members to arm the terrorist groups which are responsible for bloodshed in Syria … ” the source added.”   It is hard to disagree.

The EU/UN/OPCW has apparently learned well from the UN weapons inspectors and other UN benefits from the Iraq embargo, which bled the country dry from “frozen” assets, to which they helped themselves, as the children died at an average of six thousand a month year after year, from “embargo related causes.” As the UN spent Iraq’s monies, Iraq’s water became a biological weapon, the lights went off and medical and educational facilities largely collapsed. Are UN embargoes the UN’s shameful new money spinner?

So, can things get worse in the black farce which is the chaotic, dangerous, disorganised disposal attempts of Syria’s chemical materials? You bet they can. The companies selected to destroy the chemicals are Finland’s Ekokem and the US subsiduary of the French giant Veolia.

“The most dangerous materials are to be neutralized at sea by the Cape Ray, an American naval vessel specially outfitted for that purpose, which departed its Norfolk, Va., home port on Jan. 27 for the Mediterranean.” (New York Times, February 14, 2014.) A method which has never been tried before, an experiment seemingly to take place in the Mediterranean, not in US territorial waters. “It’s Not Just a Job, It’s An Adventure”, was a US Navy recruiting slogan. Doubt the population of the countries bordering the near enclosed Mediterranean feel quite the same, from Europe to Anatolia, North Africa to the Levant.

Additionally, the inclusion of Veolia as a suitable partner in the whole dodgy venture is in a class of its own. The company has long been involved in waste management and vast transport projects in the illegal settlements in Israel.

In November 2012 Professor Richard Falk, wrote, on UN notepaper, to the (UK) North London Waste Authority who were considering awarding £4.7 billion worth of contracts to Veolia. His letter  quoted in part below, detailing his concerns regarding the company’s compliance with international legal norms, speaks for itself:

I am writing to you in my capacity as the United Nations Special Rapporteur on the situation of human rights in the Palestinian territories occupied since 1967 to urge you not to select Veolia for public contracts due to its active involvement in Israel’s grave violations of international law.

Due to its deep and ongoing complicity with Israeli violations of international law and the strength of concern of Palestinian, European and Israeli civil society about the role played by Veolia, I decided to select Veolia as one of the case studies to include in my report. I have attached the report for your consideration.

Veolia is a signatory to the UN Global Compact, a set of principles regarding business conduct. Yet its wide ranging and active involvement in Israel’s settlement regime and persistent failure to exercise due diligence show utter disregard for the human rights related principles of the Global Compact.

It is my view that Veolia’s violations of the UN Global Compact principles and its deep and protracted complicity with grave breaches of international law make it an inappropriate partner for any public institution, especially as a provider of public services.

Professor Falk concludes:

I urge you to follow the example set by public authorities and European banks that have chosen to disassociate themselves from Veolia and take the just and principled decision not to award Veolia any public service contracts. Such a measure would contribute to upholding the rule of law and advancing peace based on justice.

So a company in breach of international law is being awarded a contract to a UN body (the OPCW) in spite of being condemned by a distinguished UN legal expert and Special Rapporteur.

The final anomaly, for now, as Bob Rigg – former UN weapons inspector in Iraq, and former senior editor for the OCPW and former Chair of the New Zealand National Consultative Committee on Disarmament – points out:

At present, Israel has a monopoly on nuclear weapons in the middle east. Once the destruction of Syria’s chemical weapons is complete, Israel will enjoy a near regional monopoly over a second weapon of mass destruction -chemical weapons. In addition to Israel, Egypt is the only regional power with a chemical-weapons capability.

At all levels, lawbreakers rule supreme.
