Drone strikes threaten global security: UN report

A new UN report warns that the use of armed drones threatens global security and encourages more states to acquire unmanned weapons.

The report, which has been submitted to UN General Assembly by Christof Heyns — the organization’s special rapporteur on extrajudicial killings, summary or arbitrary executions — called for states that operate armed drones to be more transparent and publicly disclose how they use them, The Guardian reported on Thursday.

“The expansive use of armed drones by the first states to acquire them, if not challenged, can do structural damage to the cornerstones of international security and set precedents that undermine the protection of life across the globe in the longer term,” the report said.

“The use of drones by states to exercise essentially a global policing function to counter potential threats presents a danger to the protection of life, because the tools of domestic policing (such as capture) are not available, and the more permissive targeting framework of the laws of war is often used instead,” it pointed out.

The report also called for international laws to be respected rather than ignored.

“The view that mere past involvement in planning attacks is sufficient to render an individual targetable, even where there is no evidence of a specific and immediate attack, distorts the requirements established in international human rights law,” stated the report.

Countries cannot consent “to the violation of their obligations under international humanitarian law or international human rights law,” it added.

Heyns noted that “drones come from the sky but leave the heavy footprint of war on the communities they target.”

“The claims that drones are more precise in targeting cannot be accepted uncritically, not least because terms such as ‘terrorist’ or ‘militant’ are sometimes used to describe people who are in truth protected civilians,” he said.

The report is the first of two major papers on drone strikes due to be debated at the UN General Assembly on October25. The second, by Ben Emmerson, special rapporteur on counter-terrorism, will be published next week.

Although no state is identified in the report, the comments are clearly directed at the legal problems raised by the US program of aerial attacks against what it describes as militants in other countries.

Emmerson said that drone strikes have killed far more civilians than US officials have publicly acknowledged.

He said on Thursday that at least 400 in Pakistan and as many as 58 in Yemen have been killed by the CIA drone strikes, and censured the US for failing to aid the investigation by disclosing its own figures.

The report was welcomed by the London-based human rights group Reprieve, which represents several civilian victims of drone strikes in Pakistan and Yemen.

“This report rightly states that the US’s secretive drone war is a danger not only to innocent civilians on the ground but also to international security as a whole.

“The CIA’s campaign must be brought out of the shadows: we need to see real accountability for the hundreds of civilians who have been killed – and justice for their relatives. Among Reprieve’s clients are young Pakistani children who saw their grandmother killed in front of them – the CIA must not be allowed to continue to smear these people as ‘terrorists’,” said its legal director, Kat Craig.

Washington uses assassination drones in several countries, claiming that they target “terrorists”. According to witnesses, however, the attacks have mostly led to massive civilian casualties.

Iran says it has finished decoding downed CIA drone

Iranian officials say they have completed decoding the surveillance data and software extracted from the Central Intelligence Agency (CIA) drone that the United States lost possession of nearly two years ago near the city of Kashmar.

Hossein Salami, the lieutenant commander general of Iran’s Army of the Guardians of the Islamic Revolution, told the country’s Fars news agency that analysts have finally cracked the systems used within the RQ-170 Sentinel drone obtained in December 2011.

Iranians claimed previously that they brought the drone down after it entered Iranian airspace without permission. Roughly one week later, CIA officials admitted the drone was conducting a reconnaissance mission over Afghanistan when it went missing.

When the US asked Iran to return the unmanned aerial vehicle, Salami told Fars news agency, “No nation welcomes other countries’ spy drones in its territory, and no one sends back the spying equipment and its information back to the country of origin.”

Nearly two years later, Salami is now celebrating Iran’s latest accomplishment with regards to the UAV.

“All the memories and computer systems of this plane have been decoded and some good news will be announced in the near future not just about the RQ-170 and the optimizations that our forces have done on the reverse engineered model of this drone, but also in area of other important defense achievements,” Fars quoted him.

When the Iranian military gained control over the drone, the unmanned aerial vehicle’s (UAV) erase sequence allegedly failed to delete sensitive data from it. Since then, Iranian experts have been decoding the captured data, occasionally reporting their progress.

Although the CIA has not admitted the extent of the drone’s capabilities, experts have said previously that reverse engineering the Sentinel could be a significant event for any nation-state looking to learn more about the technologies utilized by American spy planes.

“It carries a variety of systems that wouldn’t be much of a benefit to Iran, but to its allies such as China and Russia, it’s a potential gold mine,” robotics author Peter Singer told the Los Angeles Times in 2011.

“It’s bad — they’ll have everything” an unnamed US official added to the Times then. “And the Chinese or the Russians will have it too.”

Meanwhile, a report in the New York Times this weekend suggested that Chinese researchers have been busy on their own attempting to emulate American drones. Edward Wong wrote in the Times on Friday that Chinese hackers working for the state-linked Comment Crew cybergroup have targeted no fewer than 20 foreign defense contractors during the last two years in hopes of pilfering secrets that would be useful in programming their own UAVs.

“I believe this is the largest campaign we’ve seen that has been focused on drone technology,” Darien Kindlund, manager of threat intelligence at California-based FireEye, told Wong. “It seems to align pretty well with the focus of the Chinese government to build up their own drone technology capabilities.”

Vice’s Motherboard website reported this week that at least 123 cyberattacks waged at American drone companies have been spotted by security researchers since 2011, and quoted Kindlund as saying the attacks have been “largely successful.”

The CIA, the Press and Black Propaganda

As soon as Kevin Drum at Mother Jones absolved the CIA of spewing poison gas as a provocation, many on the Liberal Left cautiously threw their weight behind Obama and the thrill of waging a punitive war on Syria.

“Perhaps regime change is a good idea,” Tom Hayden speculated in The Nation.

Left paterfamilias Noam Chomsky, who generally shows an appreciation for the subtleties of covert action, claimed that America is not supplying its Al Qaeda mercenary army with arms – even though Eric Schmidt at The New York Times reported over a year ago that CIA officers in Turkey were “helping allies decide which Syrian opposition fighters across the border will receive arm.”

As if Hayden fomenting war and Chomsky covering for the CIA isn’t irony enough, Drum cleared the CIA in response to allegations of a provocation made by Rush Limbaugh. Which raises the question, what are the facts about the CIA’s penchant for “provoked responses” like the one in the Tonkin Gulf that started the Vietnam War?

Simply stated, black propaganda is one of many criminal but legally deniable things the CIA does. It often involves committing a heinous crime and blaming it on an enemy by planting false evidence, and then getting a foreign newspaper to print the CIA’s scripted version of events, which sympathetic journalists in America broadcast to the gullible public.

In the case of Syria, the CIA is using cooked Israeli “intelligence” as a catalyst – which is why, as Johnstone and Bricmont explain, the “intelligence” is so “dubious.”

Black propaganda has other “intelligence” applications as well, and is often used to recruit informants, and create deserters and defectors.

In his autobiography Soldier, Anthony Herbert told how he reported for duty in 1965 in Saigon at the joint CIA-military Specials Operations Group.  The spooks asked him to join a secret psywar program. “What they wanted me to do was to take charge of execution teams that wiped out entire families and tried to make it look as though the VC themselves had done the killing. The rationale was that other Vietnamese would see that the VC had killed another VC and would be frightened away from becoming VC themselves. Of course, the villagers would then be inclined to some sort of allegiance to our side.”

As counter-terror guru David Galula explained, “Pseudo insurgents are a way to get intelligence and sow suspicion at the same time between the real guerrillas and the population.”

In a similar case in 1964, a famous CIA propaganda officer organized three armed “survey teams” which operated in neighboring hamlets simultaneously.  When Vietcong propaganda teams departed from a hamlet, his cut-throat cadre would move in and speak to one person from each household, so the VC “would have to punish everyone after we left.”

In other words the CIA’s mercenaries (like some the CIA’s mercenaries in Syria) were provocateurs, setting people up for recriminations, for intelligence and publicity purposes.

Here’s another example: in 1964, CIA officer Nelson Brickham worked in the Sino-Soviet Relations Branch, where he managed black propaganda operations designed to cause friction between the USSR and China.  At the heart of these black ops were false flag recruitments, in which CIA case officers posed as Soviet intelligence officers and, using actual Soviet cipher systems and methodology, recruited Chinese diplomats, who believed they were working for the Russians. The CIA case officers used the Chinese dupes to create all manner of mischief.

Brickham in 1967 created the Phoenix program in South Vietnam. The Phoenix program’s operations chief in 1970, Colonel Thomas McGrevey, had a “penetration agent” inside COSVN – the Central Office of South Vietnam. COSVN’s deputy finance director was the penetration agent. The deputy alerted McGrevey when the finance director was going on vacation, enabling McGrevey to mount a black propaganda campaign which framed the finance director for running off with embezzled funds.

A circular about the Phoenix program issued by the revolutionary Security Service in 1970, described how the nationalists viewed the CIA. As stated in the circular, “the most wicked maneuvers” of the CIA “have been to seek out every means by which to terrorize revolutionary families and force the people to disclose the location of our agents and join the People’s Self-Defense Force. They also spread false rumors. Their main purpose is to jeopardize the prestige of the revolutionary families, create dissension between them and the people, and destroy the people’s confidence in the revolution. In addition, they also try to bribe poor and miserable revolutionary families into working for them.”

Forged letters are a CIA specialty. Former CIA officer Philip Agee told how he mounted a successful operation using forged letters against Ecuadoran Antonio Flores Benitez, a key member of the Communist revolutionary movement. “By bugging Flores’ phone, we found out a lot of what he was doing. His wife was a blabbermouth. He made a secret trip to Havana and we decided to do a job on him when he landed back in Ecuador. With another officer, I worked all one weekend to compose a “report” from Flores to the Cubans. It was a masterpiece. The report implied that Flores’ group had already received funds from Cuba and was now asking for more money in order to launch guerrilla operations in Ecuador. My Quito station chief loved it so much he just had to get into the act. So he dropped the report on the floor and walked on it awhile to make it look pocket-worn. Then he folded it and stuffed it into a toothpaste tube-from which he had spent three hours carefully squeezing out all the toothpaste. He was like a kid with a new toy. So then I took the tube out to the minister of the treasury, who gave it to his customs inspector. When Flores came through customs, the inspector pretended to go rummaging through one of his suitcases. What he really did, of course, was slip the toothpaste tube into the bag and then pretend to find it there. When he opened the tube, he of course “discovered” the report. Flores was arrested and there was a tremendous scandal. This was one of a series of sensational events that we had a hand in during the first six months of 1963. By late July of that year, the climate of anti-Communist fear was so great that the military seized a pretext and took over the government, jailed all the Communists it could find and outlawed the Communist Party.”

Likewise the catalyst for the 1973 coup in Chile was a forged document-detailing a leftist plot to start a reign of terror – which was discovered by the enemies of President Salvador Allende Gossens.  The result was a violent military coup, which the CIA officers (who had set it in motion through disinformation in the Chilean press) sat back and watched from their hammocks in the shade.

And on and on it goes.

General Ed Lansdale formalized CIA black propaganda practices in the early 1950s in the Philippines. To vilify the Communists and win support of Americans, one of his Filipino commando units would dress as rebels and commit atrocities on civilians, and then another unit would magically arrive with cameras to record the staged scenes and chase the “terrorists” away. Cameras were the key.

The CIA also concocted lurid tales of Vietminh soldiers’ disemboweling pregnant Catholic women, castrating priests, and sticking bamboo slivers in the ears of children so they could not hear the Word of God. Lansdale’s henchman, CIA agent-cum-journalist Joseph Alsop, gleefully reported this black propaganda.

The American “press” is the vital, arrogant, fatal, dominant X in black propaganda. When it comes to the CIA and the American press, one black hand washes the other. To gain access to CIA officials, reporters suppress or distort stories. They sell their black souls for scoops.  In return, CIA officials leak stories to them. At its most incestuous, reporters and CIA officers are blood relatives. At one point, The New York Times correspondent in Vietnam, James Lemoyne, just happened to be the brother of the CIA’s counter-terror team chief in the Delta, Navy Commander Charles Lemoyne.

In a democratic society the media ought to investigate and report objectively on the government, which is under no obligation to inform the public of its activities and which, when it does, puts a “spin” on the news.  As part of the Faustian Pact, when government activities are conducted in secret, illegally, reporters look away rather than jeopardize profitable relationships. The intended result is that the unwitting public is robbed of its freedom of speech – for how can you speak freely if you don’t know what’s going on?

If Lansdale hadn’t had Alsop to print his black propaganda, there probably would have been no Vietnam War. Likewise, Judith Miller, disgraced facilitator of the war on Iraq and rehabilitated Fox KKK-TV correspondent, brought you the Iraq War through false documents provided by CIA analysts.

We rarely know who the Alsops and Millers are in our midst, until after the fact. The CIA has a strict policy of keeping its atrocities to itself. And it is aided, in its eternal quest to deceive the American public, by the fact that black propaganda validates the beliefs of the Kevin Dumbs among us, as it assures their imagined security and sense of being exceptional.

In fact, black propaganda operations, and the CIA itself, are antithetical to democratic institutions.

A big part of the CIA’s current success is its ability to deliver its message through Left publications, and the Left’s unstated policy of self-censorship in regard to CIA operations. Most insidious, perhaps, are the former CIA officers who claim to be anti-war, and seek a veil of immunity by claiming to have been “analysts.” This is akin to saying “I was a bookkeeper for the Mafia. I never killed anyone.”

Of course it’s the bookkeepers who tell the bosses the names and addresses of the delinquents who haven’t paid their extortion money this week. The Phoenix Directorate in Saigon had analysts performing the same assassination, kidnapping and torture function on an industrial scale.

Despite the popular portrayal of the CIA as patriotic guys and girls risking everything to do a dirty job, the typical CIA officer is a sociopath without the guts to go it alone in the underworld.  They gravitate to the CIA because they are protected there by the all-powerful Cult of Death that rules America.

The most dangerous facet of having former CIA officers slithering around is their uniform message that the CIA is necessary. These are not Phil Agees, revealing the ugly truth and calling for the CIA’s abolition. Like all the CIA’s political and psychological warfare experts, they are at the forefront of the war on terror, using psywar to achieve the goals of the Cult of Death that rules America. The result is a theatre of the absurd, a world of illusion.

Now we are told that the CIA Syrian mercenaries may launch a chemical attack on Israel from government-controlled territories as a “major provocation.”  What you can be sure of is that some provocation will be launched and that the press, including most of the Left, will cover it up.

Israel stockpiled chemical weapons decades ago – CIA document

Israel is believed to have secretly built up its own stockpile of chemical and biological weapons decades ago, reports Foreign Policy, citing a recently unearthed CIA document.

American surveillance satellites uncovered in 1982 “a probable CW [chemical weapon] nerve agent production facility and a storage facility… at the Dimona Sensitive Storage Area in the Negev Desert,” states the secret 1983 CIA intelligence estimate obtained by Foreign Policy (FP). “Other CW production is believed to exist within a well-developed Israeli chemical industry,” the document adds.

According to FP, US intelligence agencies are almost certain that Israel possesses a stockpile of nuclear weapons that the Middle Eastern country developed in the 1960s and 1970s as part of its defense against a possible attack from Arab neighbors.

The FP report is based on a page from a secret, Sept. 15, 1983, CIA Special National Intelligence Estimate entitled “Implications of Soviet Use of Chemical and Toxin Weapons for US Security Interests.” Part of the document was released in 2009 in the National Archives, but the piece on Israel was extracted from that version.

For years, arms control analysts have speculated that Israel built up a range of chemical and biological weapons to complement its alleged nuclear arsenal.

Experts’ attention, in particular, was focused on the Israel Institute for Biological Research (IIBR) at Ness Ziona, located 20 kilometers south of Tel Aviv. The highly-classified research center operated and funded by the Israel Ministry of Defense is alleged to be a military facility manufacturing chemical and biological weapons.  The IIBR was allegedly involved in several “accidents.” In one of them, according to the British Foreign Report in 1998, authorities were close to ordering evacuation of homes in the area before scientists discovered there was no threat to the population.

However, to date not much evidence has been published about Israel possessing chemical or nuclear weapons. The newly-discovered CIA memo may be the strongest indication yet, FP writes.

“While we cannot confirm whether the Israelis possess lethal chemical agents,” the CIA document is quoted as saying, “several indicators lead us to believe that they have available to them at least persistent and non-persistent nerve agents, a mustard agent, and several riot-control agents, marched with suitable delivery systems.”

The “non-persistent agent” mentioned in the secret document was likely sarin – a nerve gas that was allegedly used in the August 21 chemical weapons attack in a Damascus suburb, FP writes. The US blamed the Syrian government for the attack and threatened to launch a military strike in response.

The 1983 CIA memo reveals that US intelligence was aware of Israeli alleged chemical weapons-testing activities since the early 1970s – when they learned from intelligence sources about the existence of chemical weapons testing grounds. It is almost certain that these test areas were located in Negev Desert, in southern Israel, FP writes.

Israel stepped up its research and development work on chemical weapons following the end of the 1973 Arab-Israeli War, according to the CIA document. The war began when Egypt and Syria launched a joint surprise attack against Israel as the nation was celebrating Yom Kippur – the most sacred day in the Jewish calendar.

“Israel, finding itself surrounded by frontline Arab states with budding CW capabilities, became increasingly conscious of its vulnerability to chemical attack,” the document says. “Its sensitivities were galvanized by the capture of large quantities of Soviet CW-related equipment during both the 1967 Arab-Israeli and the 1973 Yom Kippur wars. As a result, Israel undertook a program of chemical warfare preparations in both offensive and protective areas.”

The report also claims that in January 1976, American intelligence detected “possible tests” of Israeli chemical weapons very likely to have taken place in the Negev Desert. FP cites a former US Air Force intelligence officer, who told the magazine that the National Security Agency intercepted communications indicating that Israeli air force fighter-bombers carried out a simulated low-level chemical weapons delivery missions at a bombing range in the Negev.

It is unknown whether Israel still keeps its alleged stockpile of chemical weapons. In 1992, the Israeli government signed the Chemical Weapons Convention, which outlaws such arms. Crucially, however,  Israel has not ratified the agreement.

The author of the FP article claims that after a search on Google Maps, he found what he believes to be “the location of the Israeli nerve agent production facility and its associated chemical weapons storage area” in the Negev Desert east of the village of al-Kilab, about 10 miles west of the city of Dimona.

The Israeli embassy in Washington did not respond to FP’s requests to comment on the article.

The CIA document emerged as the US mulls over a possible “limited” military strike against the Syrian regime that President Barack Obama was pushing for following the chemical weapons attack last month.

On Tuesday, Obama the urged the US Congress to postpone a vote to authorize military action, and said he was seeking a diplomatic solution to the ongoing Syrian war. Obama cited the Russian proposal to put Syria’s chemical weapons under international control among the reasons for the delay. Damascus has this week agreed to hand over its chemical weapons to international supervisors, and to sign the Chemical Weapons Convention.

You might also try, “Obamacare! Immigration reform! Climate change! Carbon tax! NSA! Surveillance State! Gun control! Drone attacks!”

Suddenly, they’re in. They were out, but now the Commander-in-Chief has his hand on the pulse of the nation. We’re off life support. Who cares about Fast&Furious, the IRS non-profit division, Benghazi? They’re in the rearview mirror and we’re accelerating down the superhighway to fame and fortune. Jobs? We can live off our own fumes!

Mind-controlled androids? This is who we are! Love it, live it, watch it, soak it in!

CIA and NSA’s ‘Black Budget’ Massive, Bloated, and Largely Ineffective at Stopping Terrorism

According to the Washington Post, documents released by Edward Snowden provide insight into the so-called “black budget” of the CIA, NSA, and other off-the-books funded entities. Since 9/11 hundreds of billions of dollars have been spent on building a massive intelligence machine that still cannot provide the president with adequate intelligence. It seems the “black budget” has a lot more to do with enriching contractors and building bureaucratic empires than fighting terrorism.

U.S. spy agencies have built an intelligence-gathering colossus since the attacks of Sept. 11, 2001, but remain unable to provide critical information to the president on a range of national security threats, according to the government’s top-secret budget.

The $52.6 billion “black budget” for fiscal 2013, obtained by The Washington Post from former ­intelligence contractor Edward Snowden, maps a bureaucratic and operational landscape that has never been subject to public scrutiny. Although the government has annually released its overall level of intelligence spending since 2007, it has not divulged how it uses the money or how it performs against the goals set by the president and Congress.

A time of austerity? Where were all these budget hawks during the votes for this? Austerity is just for kids who need food stamps, roads and bridges, and the long term unemployed. Disgusting.

The summary provides a detailed look at how the U.S. intelligence community has been reconfigured by the massive infusion of resources that followed the 2001 attacks. CIA admits role in 1953 Iran coup against democratically-elected Mosadeq

The US Central Intelligence Agency (CIA) has for the first time published a document that confirms Washington’s role in the 1953 coup d’état against the democratically-elected Iranian Prime Minister Mohammad Mosadeq.

The open acknowledgment by the US intelligence community comes some six decades after the British- and American-backed military overthrow.

“The military coup that overthrew Mosadeq and his National Front Cabinet was carried out under CIA direction as an act of US foreign policy,” read a brief segment from an internal report by an in-house CIA historian in the mid-1970s.

The document, published on the National Security Archive website, was initially released in 1981, but most of it was blacked out at the time, including an entire section on the coup.

On August 15, 1953, the British and US intelligence agencies initiated a coup by the Iranian military (known as 28 Mordad coup), setting off a chain of events including riots in the streets of Iran’s capital, Tehran, that led to the overthrow and arrest of Mosadeq four days later.

Mosadeq, convicted of treason, served three years in prison and died under house arrest in 1967.

The Iranian premier played a key role in the country’s 1951 movement that resulted in the nationalization of Iran’s oil industry, which had been mainly controlled by the British-owned Anglo-Iranian Oil Company (AIOC), now known as BP.

When worldwide sanctions against Iran’s oil industry failed to force Mosadeq to abandon the move, a plan was devised by Britain (codenamed ‘Operation Boot’) and the US (codenamed TPAJAX Project) to overthrow his government.

The coup saw the formation of an absolute US-backed monarchy under Iran’s last Shah, Mohammad Reza Pahlavi, who was overthrown by the 1979 Islamic Revolution.

5 decades later, JFK files still sealed

US President John F. Kennedy was assassinated on Nov. 22, 1963 in Dallas. Five decades after his death, thousands of pages of official documents over the case remain withheld from public view.

The contents of these files are only partially known and thousands of documents relating to the case remain confidential. What secrets do these documents hold? Why are they still off-limits to researchers?

Documents pertaining to Kennedy’s assassination are set to be released by 2017. But why then and why not sooner? This as researchers demand transparency urging the classified files be made public on eve of the fiftieth anniversary of the assassination.

The Associated Press reports that researchers demand the CIA to declassify documents detailing what the government knew about Kennedy’s accused assassin, Lee Harvey Oswald, before the assassination.

Several hundred of the still-classified pages, according to the AP, concern a CIA operative “George Joannides, whose activities just before the assassination and, fascinatingly, during a government investigation years later, have tantalized researchers for years.”

Joannides left the CIA in 1979 and died in March 1990.

Researchers believe Joannides played a key role in the case both before and after the assassination. Some critics believe that Joannides was involved in a conspiracy to link Oswald with the government of Fidel Castro.

The AP reports that “Joannides was the CIA case officer assigned to an anti-Castro group called the Student Revolutionary Directorate, which had an altercation in the streets of New Orleans with the Fair Play for Cuba Committee, a pro-Castro organization that counted Oswald as a member. After the fight, it was discovered that Oswald was passing out pamphlets that contained the address of a known anti-Castro operation, leading many to believe that Oswald was part of a CIA effort to sabotage the pro-Castro group from the inside.”

It was only after Joannides’ death that it came to light that he was in contact with the Directorate (Directorio Revolucionario Estudiantil of DRE) in 1963, the same year that JFK was assassinated. The CIA has so far refused to release files concerning the activities of Joannides in 1963 fueling suspicions that it might be covering up some secrets about the assassination. The agency was paying the anti-Castro group.

Author Anthony Summers states “By withholding Joannides material, the agency continues to encourage the public to believe they’re covering up something more sinister.”

The Warren Commission, assigned by President Johnson in 1963, concluded in 1964 that Oswald acted alone and was not part of a conspiracy. But an investigation by the House Select Committee on Assassinations (HSCA) which was established in 1976 to probe the Kennedy and Martin Luther King Jr. assassinations, concluded that Kennedy was very likely assassinated as a result of a conspiracy.

Most Americans believe Oswald conspired with others to kill JFK. In November of 1963 some 52% of Americans thought others were involved in the assassination. The percentage was 50% in 1966, 81% in 1976, 74% in 1983, 77% in 1992, 75% in 2001 and 75% in 2003. A 2004 Fox News poll found that 66% of Americans thought there had been a conspiracy while 74% thought there had been a cover-up in the case.

The Obama Regime’s Fabricated “Terror Conspiracy” in Defense of the Police State

Introduction

Representative democracies and autocratic dictatorships respond to profound internal crises in very distinctive ways: the former attempts to reason with citizens, explaining the causes, consequences and alternatives; dictatorships attempt to terrorize, intimidate and distract the public by evoking bogus external threats, to perpetuate and justify rule by police state methods and avoid facing up to the self-inflicted crises.

Such a bogus fabrication is evident in the Obama regime’s current announcements of an imminent global “terrorist threat”[1] in the face of multiple crises, policy failures and defeats throughout the Middle East, North Africa and Southwest Asia.

Internet ‘Chatter’ Evokes a Global Conspiracy and Revives the Global War on Terror

The entire terror conspiracy propaganda blitz, launched by the Obama regime and propagated by the mass media, is based on the flimsiest sources imaginable, the most laughable pretext. According to White House sources, the National Security Agency, the CIA and other spy agencies claimed to have monitored and intercepted unspecified Al-Qaeda threats, conversations by two Al Qaeda figures including Ayman al Zawahiri[2].

Most damaging, the Obama regime’s claim of a global threat by al-Qaeda, necessitating the shutdown of 19 embassies and consuls and a world-wide travelers alert, flies in the face of repeated public assertions over the past five years that Washington has dealt ‘mortal blows’ to the terrorist organization crippling its operative capacity[3] and citing the US “military successes” in Afghanistan and Iraq, its assassination of Bin Laden, the drone attacks in Yemen, Pakistan, Somalia and the US-backed invasion of Libya. Either the Obama regime was lying in the past or its current terror alert is a fabrication. If, as Obama and the NSA currently claim, Al Qaeda has re-emerged as a global terrorist threat, then twelve years of warfare in Afghanistan and eleven years of war in Iraq, the spending of $1.46 trillion dollars, the loss of over seven thousand US soldiers[4] and the physical and psychological maiming of over a hundred thousand US combatants has been a total and unmitigated disaster and the so-called war on terror is a failure.

The claim of a global terror threat, based on NSA surveillance of two Yemen-based Al Qaeda leaders, is as shallow as it is implausible. Every day throughout cyberspace one or another Islamist terrorist group or individual discuss terror plots, fantasies and plans of no great consequence.

The Obama regime fails to explain why, out of thousands of daily internet ‘conversations’, this particular one, at this particular moment, represents an ongoing viable terrorist operation. One does not need a million spies to pick up jihadist chatter about “attacking Satan”.

For over a decade, Al Qaeda operatives in Yemen have been engaging in a proxy war with Washington-backed regimes and over the same time the Obama regime has been engaged in drone and Special Forces assassination missions against Yemeni militants and opposition figures[5]. In other words, the Obama regime has magnified commonplace events, related to an ongoing conflict known to the public, into a new global terrorist threat as revealed by his spymasters because of their high powered espionage prowess!

It is more than obvious that the Obama regime is engaged in a global fabrication designed to distract world public opinion and, in particular, the majority of US citizens, from police state spying and violations of basic constitutional freedoms.

By evoking a phony “terrorist threat” and its detection by the NSA, Obama hopes to re-legitimate his discredited police state apparatus.

More important, by raising the specter of a global terrorist threat, the Obama regime seeks to cover-up the most disreputable policies, despicable “show trials” and harsh imprisonment of government whistle blowers and political, diplomatic and military defeats and failures which have befallen the empire in the present period.

The Timing of the Fabrication of the Global Terror Threat

In recent years the US public has grown weary of the cost and inconclusive nature of the ‘global war on terror’, or GWOT. Public opinion polls support the withdrawal of troops from overseas wars and back domestic social programs over military spending and new invasions. Yet the Obama regime, aided and abetted by the pro-Israel power configuration, in and out of the government, engages in constant pursuit of war policies aimed at Iran, Syria, Lebanon and any other Muslim country opposed to Israel’s erasure of Arab Palestine. The “brilliant” pro-war strategists and advisers in the Obama regime have pursued military and diplomatic policies which have led to political disasters, monstrous human rights violations and the gutting of US constitutional protections guaranteed to its citizens. To continue the pursuit of repeated failed policies, a gargantuan police state has been erected to spy, control and represses US citizens and overseas countries, allies and adversaries.

The “terror threat” fabrication occurs at a time and in response to the deepening international crisis and the political impasse facing the Obama regime – a time of deepening disenchantment among domestic and overseas public opinion and increasing pressure from the Israel Firsters to continue to press forward with the military agenda.

The single most devastating blow to the police state buildup are the documents made public by the NSA contractor, Edward Snowden, which revealed the vast worldwide network of NSA spying in violation of US constitutional freedoms and the sovereignty of countries. The revelations have discredited the Obama regime, provoked conflicts within and between allies, and strengthened the position of adversaries and critics of the US Empire.

Leading regional organizations, like MERCOSUR in Latin America, have attacked ‘cyber-imperialism’; the EU countries have questioned the notion of ‘intelligence cooperation’. Even dozens of US Congress people have called for reform and cutbacks in NSA funding.

The “terror threats” are timed by Obama to neutralize the Snowden revelations and justify the spy agency and its vast operations.

The Bradley Manning “show trial”, in which a soldier is tortured, often with forced nudity, in solitary confinement for almost a year, imprisoned for three years before his trial and publicly prejudged by President Obama, numerous legislators and mass media (precluding any semblance of ‘fairness’), for revealing US war crimes against Iraqi and Afghan civilians, evoked mass protests the world over. Obama’s “terror threat” is trotted out to coincide with the pre-determined conviction of Manning in this discredited judicial farce and to buttress the argument that his exposure of gross US war crimes “served the enemy” (rather than the American public who Manning repeatedly has said deserve to know about the atrocities committed in its name). By re-launching the “war on terror” and intimidating the US public, the Obama regime is trying to discredit Bradley Manning’s heroic revelations of documented US war crimes in Iraq and Afghanistan by focusing on nebulous Al Qaeda terror threats over the internet!

In the international political arena, Obama has suffered a series of repeated political and diplomatic defeats with far-reaching implications for his fanatical empire building project. The Obama-backed and Al Qaeda-led Islamist mercenary invasion of the sovereign nation of Syria has suffered a series of military defeats and his proxy jihadist ‘freedom-fighters’ have been denounced by most prestigious human rights groups for their massacres and ethnic cleansing of civilian populations in Syria (especially Christians, Kurds, Alevis and secular Syrians). Obama’s Syrian ‘adventure’ has backfired, and is clearly unleashing a new generation of Islamist terrorists, armed by the Gulf States – especially Saudi Arabia and Qatar, trained by Turkish and NATO Special Forces and now available for global terrorist “assignments” against US client states, Europe and the US itself. In turn the Syrian debacle has had a major impact on Obama’s NATO ally, Turkey, where mass protests are challenging Prime Minister Erdogan’s military support for Islamist mercenaries, based along the Turkish border with Syria. Erdogan’s savage repression of hundreds of thousands of peaceful protestors, the arbitrary arrest of thousands of pro-democracy activists and his own “show trials” of hundreds of journalists, military officials, students, intellectuals and trade unionists, has certainly discredited Obama’s main “democratic Islamist” ally and undermined Washington’s attempt to anchor its dominance via a triangular alliance of Israel, Turkey and the Gulf monarchies.

Further discredit of Obama’s foreign policy of co-opting Islamist “electoral regimes” has occurred in Egypt and is pending in Tunisia. Obama’s post-Mubarak policy in Egypt looked to a “power sharing” arrangement between the democratically elected President Morsi of the Muslim Brotherhood, the Mubarak-era military and neo-liberal politicians, like Mohamed El Baradei. Instead, General Sistani grabbed power via the army, overthrowing and jailing the civilian President Morsi. The Egyptian army under Sistani has massacred peaceful pro-democracy Muslim protestors and purged the parliament, press and independent voices. Forced to choose between the military dictatorship composed of the henchman of the former Mubarak dictatorship and the mass-based Muslim Brotherhood, US Secretary of State John Kerry backed the military take-over as a “transition to democracy” (steadfastly refusing to use the term ‘coup d’état’). This has opened wide the door to a period of mass repression and resistance in Egypt and severely weakened a key link in the “axis of reaction” in North Africa (Morocco, Algeria, Tunisia, Libya and Egypt).

Obama’s incapacity to deal with the new peace overtures by the recently elected President Rouhani in Iran was evident in the Administrations capitulation to a Congressional vote (420 – 20) in favor of further and more severe sanctions designed, according to the bill’s AIPAC authors, to “strangle the Iranian oil economy”. Secretary of State Kerry’s offer to “negotiate” with Iran, under a US-imposed blockade and economic sanctions, was seen in Teheran, and by most independent observers, as an empty theatrical gesture, of little consequence. Obama’s failure to check the Israeli-Zionist stranglehold on US foreign policy toward Iran and to strike a deal ensuring a nuclear-weapon-free Iran, ensures that the region will continue to be a political and military powder keg. Obama’s appointments of prominent Zionist zealots to strategic Middle East policy positions ensures that the US and the Obama regime have no options for Iran, Palestine, Syria or Lebanon– except to follow the options dictated by Tel Aviv directly to its US agents, the 52 Presidents of the Major American Jewish Organizations, who along with their insider Zionist collaborators, co-author the Middle East policy script for the US Congress and the White House.

The Obama regime’s Israeli-Palestine peace negotiations are seen by most observers as the most distorted and bizarre efforts to date in that cruel farce. Washington has purchased the leaders of the Palestinian ‘Authority’ with multi-million dollar handouts and given way to Israel’s accelerated land grabbing in the occupied West Bank and ‘Jews only’ settlement construction, as well as the mass eviction of 40,000 Bedouins within Israel itself.

To ensure the desired result – a total fiasco, Obama appointed one of the most fanatical of pro-Israeli zealots in Washington as its “mediator”, the tri-national Martin Indyk, known in diplomatic circles as “Israel’s lawyer” (and the first US Ambassador to be stripped of security clearance for mishandling documents.)

The breakdown of the negotiations is foretold. Obama, caught in the web of his own long-term reactionary alliances and loyalties and obsessed with military solutions, has developed a knack for engaging in prolonged losing wars, multiplying enemies and alienating allies.

Conclusion

The result of prolonged unpopular wars of aggression has been the massive build-up of a monstrous domestic police state, pervasive spying around the world and the commission of egregious violations of the US Constitution. This, in turn, has led to crudely concocted “terror plots” to cover-up the repeated foreign policy failures and to slander and persecute courageous whistle blowers and threaten other decent American patriots. The recent declaration of another vast ‘terror plot’, which served to justify the illegal activities of US spy agencies and ‘unify Congress’, produced hysteria lasting less than a week. Subsequently, reports began to trickle in, even in the obedient US mass media, discrediting the basis of the alleged global terror conspiracy. According to one report, the much-ballyhooed ‘Al Qaeda plot’ turned out to be a failed effort to blow-up an oil terminal and oil pipeline in Yemen. According to regional observers: “Pipelines are attacked nearly weekly in Yemen”[6] And so an unsuccessful jihadist attack against a pipeline in a marginal part of the poorest Arab state morphed into President Obama’s breathless announcement of a global terrorist threat! An outrageous joke has been played on the President, his Administration and his Congressional followers. But during this great orchestrated ‘joke’, Obama unleashed a dozen drone assassination attacks against human targets of his own choosing, killing dozens of Yemeni citizens, including many innocent bystanders.

What is even less jocular is that Obama, the Master of Deceit, just moves on. His proposed “reforms” are aimed to retrench NSA activities; he insists on continuing the “bulk collection” (hundreds of millions) of US citizens’ telephone communications (FT 8/12/13 p2). He retains intact the massive police state spy apparatus, keeps his pro-Israel policymakers in strategic positions, reaffirms his policy of confrontation with Iran and escalates tensions with Russia, China and Venezuela. Obama embraces a new wave of military dictatorships, starting, but not ending, with Egypt.

In the face of diminishing support at home and abroad and the declining credibility of his crude “terror” threats, one wonders if the ever-active clandestine apparatus would actually stage its own real-life bloody act of terror, a secret state supported ‘false-flag’ bombing, to convince an increasingly disenchanted and skeptical public? Such would be a desperate act for the State, but these are desperate times facing a failed Administration, pursuing losing wars in which the Masters of Defeat can now only rely on the Masters of Deceit.

The Obama regime is infested with the “toxic politics of terrorism” and this addiction has driven him to persecute, torture and imprison truth seekers, whistle blowers and true patriots who strive (and will continue to strive) to awaken the sleeping giant, in hopes that the people of America will arise again.

IRS gets help from DEA and NSA to collect data

The Internal Revenue Service reportedly received incriminating information on US citizens from the Drug Enforcement Agency, with the assistance of the National Security Agency, before concealing the paper trail from defendants.

Details of a Drug Enforcement Administration (DEA) program that provides tips to the Internal Revenue Service (IRS) and then advises them to “recreate the investigative trail” were published in a manual used by IRS agents for two years, Reuters revealed.

The practice of concealing the source of information has attracted the scrutiny of legal experts and is now under review by the US Justice Department.

A brief entry in the Internal Revenue Manual instructed agents of the US tax agency to omit any reference to information provided by the DEA’s Special Operations Division, especially with regard to “affidavits, court proceedings or investigative files.”

The entry was published and posted online in 2005 and 2006, and removed in early 2007.  An IRS spokesman had no comment on the entry or on why it was removed from the manual, Reuters reported.

The IRS publication provides some further detail on the parallel construction concept.

“Special Operations Division has the ability to collect, collate, analyze, evaluate, and disseminate information and intelligence derived from worldwide multi-agency sources, including classified projects,” the IRS manual says. “SOD converts extremely sensitive information into usable leads and tips which are then passed to the field offices for real-time enforcement activity against major international drug trafficking organizations.”

According to the document, IRS agents are directed to use the intelligence as a starting point for unearthing new, “independent” evidence: “Usable information regarding these leads must be developed from such independent sources as investigative files, subscriber and toll requests, physical surveillance, wire intercepts, and confidential source information. Information obtained from SOD in response to a search or query request cannot be used directly in any investigation (i.e. cannot be used in affidavits, court proceedings or maintained in investigative files).”

In addition to the IRS, the Special Operations Division cooperates with a number of government agencies, including the Federal Bureau of Investigation, the National Security Agency and the Central Intelligence Agency.

The way the intelligence-gathering system worked is as follows: The Special Operations Division of the DEA channels secret data from overseas NSA intercepts, domestic wiretaps, informants and a large DEA database of telephone records to authorities nationwide to assist them with criminal investigations of US citizens, according to the Reuters report.

The DEA telephone database is different from the NSA database that was revealed by former NSA contractor Edward Snowden, who is now living in Russia under asylum.

The DEA, which works behind the scenes to investigate drug dealers, money launderers and other criminals, argues that the practice does not violate the law and has been in “near-daily use since the 1990s.” The agency said the reason it directs federal agents to recreate the investigation trail is to “protect sources and methods, not to withhold evidence.”

Judicial hurdles ahead

Legal experts, however, say that concealing potential evidence from defendants violates the US Constitution. According to documents and interviews obtained by Reuters, federal agents use a procedure called “parallel construction” to conceal the tracks of the investigative trail. For example, agents could say that an investigation was launched due to a traffic violation as opposed to an SOD tip.

House Intelligence Committee Chairman Mike Rogers expressed concern with the parallel construction program.

“If they’re recreating a trail, that’s wrong and we’re going to have to do something about it,” Rogers, a former FBI agent, said on the Mike Huckabee Show radio program. “We’re working with the DEA and intelligence organizations to try to find out exactly what that story is.”

Spokespeople for the DEA and the Department of Justice declined to comment.

Sen. Rand Paul, a member of the Homeland Security and Government Affairs Committee, said he was troubled that DEA agents have been “trying to cover up a program that investigates Americans.”

“If the Constitution still has any sway, a government that is constantly overreaching on security while completely neglecting liberty is in grave violation of our founding doctrine,” Paul added

The NSA database contains data about every telephone call made inside of the United States. This information, according to a NSA official, as quoted by Reuters, “is not used for domestic criminal law enforcement.”

The DEA database, or DICE for short, consists largely of phone log and internet data gathered legally by the DEA through “subpoenas, arrests and search warrants nationwide.” DICE has on file “about 1 billion records,” which are stored for about one year before being destroyed, DEA officials said.

CIA targeted rescuers of drone victims in Pakistan: Report

The CIA unmanned aircraft deliberately targeted rescuers attempting to help victims of previous drone strikes in Pakistan’s tribal areas, the Bureau of Investigative Journalism has found.

A field investigation by the Bureau focuses on drone strikes in a single village in North Waziristan last year when the CIA was after Yahya al-Libi, an alleged senior al-Qeada member who was finally killed in one of the aerial attacks on June 4, 2012.

The CIA had at the time shown a video to Congressional aides in which only Libi is killed in a drone strike.

It was first in February 2012 that an investigation by the Bureau found that the CIA had conducted 11 drone attacks on rescuers of previous strikes in Pakistan’s tribal areas between 2009 and 2011.

The tactic, called “double-tap” strikes, apparently stopped in July 2011 but new reports show that the CIA had resumed the strikes a year later.

Five double-tap strikes took place in mid-2012, killing 53 people and injuring 57 others. One of the attacks targeted a mosque, a report by Pakistani journalist Mushtaq Yusufzai, commissioned by the Bureau, found.

The US has always escaped from admitting that civilians have been killed in drone strikes. However, in investigation by legal charity Reprieve indicated that eight civilians died in a double-tap strike on July 6 2012 with the possibility of further civilian deaths in a July 23 attack.

“On both occasions [in July] our independent investigation showed a high number of civilians who were rescuers were killed in the strikes,” Shahzad Akbar, Islamabad-based lawyer, says, confirming the findings of Reprieve’s investigation.

UN’s special rapporteur on extrajudicial executions Christof Heyns noted in June 2012 that double-tap strikes can be labeled as war crimes.

“If civilian ‘rescuers’ are indeed being intentionally targeted, there is no doubt about the law: those strikes are a war crime,” he said.

Ex-CIA Agent Accuses Top Bush Officials of Approving Kidnapping in Italy and then Abandoning those who Followed Orders

A former Central Intelligence Agency (CIA) officer has gone public with claims that the George W. Bush administration agreed to an Italian trial of CIA officials for abducting an Islamic cleric in 2003, so that the president and other senior leaders would be protected from prosecution.

Sabrina De Sousa told McClatchy Newspapers that administration officials inflated the threat posed by Osama Mustapha Hassan Nasr, who was kidnapped by a CIA team in Milan and flown to Egypt, where he was held for almost four years without charges and allegedly tortured.

In November 2009, an Italian court tried 23 Americans, including De Sousa, in absentia for the kidnapping. All of the convicted received jail sentences of seven years, except for Robert Seldon Lady, the former Milan CIA station chief, who had his sentence increased to nine years after appealing.

During the trial, Lady told an Italian newspaper he was not guilty—but also indicated he may have been involved in the abduction. “I’m only responsible for carrying out orders that I received from my superiors,” he told Il Giornale.

The U.S. government refused to turn over any of those convicted. Lady was arrested in Panama on an INTERPOL warrant on July 18, 2013, but was returned to the United States the next day.

In her interview, De Sousa told McClatchy:

–Jeffrey Castelli, former CIA station chief in Rome, was the mastermind of the operation, and that he exaggerated Nasr’s terrorist threat to win approval for the kidnapping and misled his superiors that Italian military intelligence had agreed to the operation.

–Senior CIA officials, including then-CIA Director George Tenet, approved the operation even though Nasr wasn’t wanted in Egypt and wasn’t on the U.S. list of top al-Qaeda terrorists.

–Condoleezza Rice, then the White House national security adviser, also had misgivings about the case, especially what Italy would do if the CIA were caught, but she eventually agreed to it and recommended that President Bush approve the abduction.

De Sousa said her claims are based on classified CIA cables that she read before resigning from the agency in February 2009, as well as on Italian legal documents and news reports.

She denied being involved in the kidnapping, although she acknowledged that she served as the interpreter for a CIA “snatch” team that visited Milan in 2002 to plan the abduction.

“I was being held accountable for decisions that someone else took and I wanted to see on what basis the decisions were made,” De Sousa told McClatchy, explaining why she had delved into the CIA archives. “And especially because I was willing to talk to the Hill [Congress] about this because I knew that the CIA would not be upfront with them.”

She added that she did not possess any of the cables, seemingly in an attempt to avoid the CIA going after her for stolen classified materials.

De Sousa is one of only several former CIA officers who have spoken publicly about the Bush administration’s secret rendition operations. It has been reported that more than 130 people were kidnapped, many of whom were tortured at “black sites” in specially selected countries.

Neither the Bush nor the Obama administration has admitted to involvement in the Nasr operation.

De Sousa accused the U.S. and Italy of collaborating in “scapegoating a bunch of people …while the ones who approved this stupid rendition are all free.” She also named the U.S. House and Senate intelligence companies as enablers of the cover-up, given their inaction in response to the information she gave them about the case, and their refusal to treat her as a whistleblower.

“Despite the scale of the human rights violations associated with the rendition program, the United States hasn’t held a single individual accountable,” she told McClatchy. “It’s always the minions of the federal government who are thrown under the bus by officials who consistently violate international law and sometimes domestic law and who are all immune from prosecution. Their lives are fine. They’re making millions of dollars sitting on [corporate] boards.”

De Sousa said she could face prosecution for speaking out. “You’ve seen what’s happened lately to anyone who has tried to disclose anything,” she said. “You have no protection whatsoever. Zero.”
