Hamas: The Beijing Declaration is an important step towards national unity

BEIJING – The head of the Hamas National Relations Office and a member of its political bureau, Husam Badran, said the Beijing Declaration is an important positive step to achieve Palestinian national unity.

In a press statement on Tuesday, Badran expressed his appreciation for China’s efforts to reach this declaration, stressing the Palestinians’ need for confronting the US solo policy in the Palestinian issue file and its complete bias to and partnership with Israel.

Badran explained that during the Beijing meetings, it has been agreed on the Palestinian demands related to ending the Israeli genocide war and aggression on Gaza, a permanent ceasefire, a complete withdrawal from the Gaza Strip, and starting Gaza reconstruction.

He said that the most important point of the agreement is the formation of a national consensus government with specific tasks to confront regional and international interventions that seek to impose facts against the interests of the Palestinian people, and to supervise Gaza reconstruction and prepare for holding elections.

Badran reported that the Beijing meeting stressed the need for confronting the Israeli occupation’s conspiracies and its ongoing violations at Al-Aqsa Mosque and its attempts to Judaize Jerusalem as well as the necessary need for the support of Palestinian prisoners in Israeli jails.

Hamas calls on PLO to withdraw recognition of Israel after Knesset rejects Palestinian statehood

DOHA – The Hamas Movement and the Palestinian Islamic Jihad (PIJ) called on the leadership of the Palestine Liberation Organization (PLO) to withdraw its recognition of Israel.

The announcement was made during a meeting between head of Hamas’s political bureau Ismail Haneyya and the PIJ Secretary-General Ziyad Al-Nakhaleh and his deputy Dr Mohammad Al-Hindi in Doha.

The leaders of the two movements discussed the overall political and field developments related to the Israeli genocide war on the Gaza Strip.

They also hailed the heroic steadfastness of the Palestinian people in the face of the Israeli bloody massacres in the Gaza Strip.

“The leaderships viewed that, in light of the Knesset’s declared position rejecting the Palestinian people’s right to establish their independent state, the national forces are required today to take a unified stance to confront these attempts to erase the Palestinian cause,” they said in a joint statement.

The joint statement also called on the leadership of the PLO “to withdraw its recognition of the Zionist entity, reaffirming at the same time our people’s right to establish their independent state with Jerusalem as its capital, and the right of return for refugees.”

Earlier Wednesday, Israel’s Knesset voted overwhelmingly in favor of a resolution rejecting the establishment of a Palestinian state.

The resolution garnered support from 68 Knesset members, including those from Benny Gantz’s National Unity Party. Nine Knesset members from Arab parties opposed the proposal, and members of the Labor Party abstained from voting.

Palestinian steadfastness and Hamas tactics have thwarted Israel’s goals

There is no dispute about Hamas’ ability to survive, despite more than nine months of fighting against Israel. The occupation state has to admit that it has not achieved any of its goals.

More than 38,000 Palestinians have been killed, and almost 100,000 more have been wounded. Nevertheless, Hamas and the factions fighting alongside it remain steadfast, and even take the war to the so-called invincible army occasionally.

It has become clear that Benjamin Netanyahu’s stated objective of eliminating Hamas is pure vanity. Now we see statements from Israeli officials which are clearly intended to prepare the general public that this objective may not really be possible, even as Hamas and its allies have adopted a new strategy targeting Israeli forces inside Gaza, instead of launching rockets towards Israel.

The Israeli prime minister is trying to limit the threats of the Palestinian resistance factions through the ongoing military offensive against the Palestinians in Gaza. However, he faces major challenges in achieving his two main goals of “eradicating” the Islamic Resistance Movement and returning the Israelis held as prisoners in the enclave.

Time is no longer on Israel’s side.

International pressure is increasing for it to “limit its operations”. The longer that Hamas holds out, the more difficult it becomes for Israel to achieve its goals.

Nine months into its war, Israel has failed to destroy Hamas as a military and political force, and even if it has succeeded in killing key leaders who planned the 7 October cross-border incursion, battle-hardened replacements are emerging in their stead.

The resilience of the resistance groups reflects their effective use of guerrilla tactics, the extent of their arsenal and the regrouping of their fighters. Led by the Hamas military wing, Al-Qassam Brigades, the factions are engaged in confrontations that reflect a high level of preparation and implementation, despite the technological imbalance favouring the Israeli army. The objective of the resistance groups is to inflict losses on the Israeli war machine so that it pays the price for its brutal offensive which has targeted and killed so many innocent civilians and destroyed essential infrastructure in Gaza. If and when Israel realises the extent of its failures, it may open the way for an end to the war.

Hamas has had to cope with 18 years of siege imposed on the Gaza Strip, but has nevertheless been able to develop militarily. Its fighting capabilities have grown, with locally-produced weapons and munitions produced using technology provided by supporters. The movement’s strategic, operational and tactical options are hugely varied compared with those of its early days.

The steadfastness of the Palestinians in Gaza in the face of the bloody massacres of the Zionist entity, meanwhile, has attracted global attention and admiration. It is a mistake to think that the Palestinians can be defeated through military means; they may be bloodied, but they are unbowed. On many occasions throughout the 20th century societies retreated in the face of brutal crimes and terrorism, even though they knew themselves to be in the right, but what we are witnessing in Gaza is the steadfastness of an entire people.

It may not be clear who are the victors and who are the defeated, but what is clear is that Israel has not achieved its goals: Hamas still very much exists, and Israelis are still held as prisoners in Gaza.

The Gaza Strip has now become a thorn in the side of the Israeli occupation army. It is at a loss about what it can do. I am sure that the Gaza experience will — if it has not already — become a special case study for military academies around the world.

Palestinian steadfastness in Gaza and, increasingly, in the occupied West Bank and Jerusalem, is the password in the current phase of the struggle to end the Israeli occupation and establish an independent, sovereign Palestinian state in which Palestinians can live in safety.

Israel refuses Hamas demand for written ceasefire assurances

Israel will not accept Hamas’ request for written assurances regarding negotiations in the second phase of a proposed deal for a ceasefire and prisoner exchange agreement in Gaza.

The Palestinian resistance group is demanding that a cessation of hostilities outlined in the first phase of the proposal be ongoing throughout negotiations in the second phase. However, Israel is insistent on the option to resume the war if negotiations falter.

During David Barnea’s visit to the Qatari capital, Doha, last week, the Mossad chief conveyed the message to mediators that Israel “does not accept Hamas’ demand for a written commitment regarding negotiations for the second phase of the agreement,” Axios reported on 6 July, citing Israeli officials.

The main issues revolve around Articles 8 and 14 of the proposal. Article 8 of the proposal refers to talks between Israel and Hamas that would be held during phase one and would last for six weeks of the agreement, while Article 14 refers to the transition between phase one and phase two.

The proposal was reportedly updated recently with “new language” by CIA chief William Burns and other officials, Lebanese media reported on 4 July. Hamas presented its proposed amendments to the plan on 3 July.

The proposal calls to “make every effort” to ensure the negotiations end in agreement. Hamas’ response called for the phrase “make every effort” to be replaced with the word “ensure.”

“In effect, Hamas wants to ensure that it does not turn over many of the hostages only for Israel to restart the war,” an informed official told the New York Times (NYT) on 6 July.

Another official confirms to NYT that Israel has rejected Hamas’ request. “Israel wants the option to resume fighting if it deems it necessary. Without such leverage, Hamas might drag its feet, effectively obtaining an undeclared permanent cease-fire.”

There are other outstanding issues besides Articles 8 and 14 of the proposal.

In its response, Hamas refused Israel’s veto over releasing Palestinians with life sentences as part of an exchange, a source told Al-Mayadeen on 4 July. The source also said Hamas is insisting on an Israeli withdrawal from the Rafah border crossing and the Philadelphi Corridor.

Israel seized the Rafah crossing on 7 May and began pushing into the southernmost city in defiance of months of international warnings, displacing around one million Palestinians. The Philadelphi corridor, the vital strip bordering Egypt that serves as a lifeline to both the resistance and the people of Gaza, was then seized by Israeli forces later that month.

In mid-June, the Israeli army set fire to and destroyed the Rafah crossing. According to reports at the time, this was part of a US–Israeli plan to transfer the Rafah land crossing to the Kerem Shalom area – where another border crossing that leads from the strip to Israel lies – to tighten supervision and obstruct Hamas members from entering and leaving the enclave.

Tel Aviv has long been calling to establish a permanent presence along the southern Gaza border. Hamas has stuck to its terms in the talks for a complete Israeli withdrawal from Gaza.

Speaking to Al-Arabi, the head of Hamas’ national relations office, Hussam Badran, said on 6 July: “There is a positive outlook from the mediators regarding the movement’s recent stance on the exchange deal. The only obstacle to reaching an agreement is Netanyahu.”

Hamas denies Israeli allegations of presence in UNRWA school

The Palestinian resistance movement Hamas has condemned a deadly Israeli attack on a UNRWA-affiliated school in central Gaza, dismissing as “pure lies and deception” Israel’s claim that resistance fighters had been present in the building.

Hamas in a statement on Saturday called the Israeli airstrike on Al-Jaouni school, a UN-run school sheltering 7,000 displaced people at Nuseirat refugee camp in central Gaza, a “horrific massacre” in which 16 Palestinians were killed and many others wounded.

The Palestinian group’s statement came after the Israeli forces claimed the UNRWA-run school was used by Hamas fighters as a command center.

“This criminal enemy is trying to pass and market its crimes to public opinion, and hide its clear objectives, which it seeks to implement by exterminating our Palestinian people and destroying all the components of life in the Gaza Strip,” Hamas said in the statement.

Hamas’s statement noted that shelters, schools, and UNRWA facilities have been systematically targeted and destroyed, resulting in the killings of hundreds of displaced individuals, including children, women, and the elderly.

“The number of UNRWA facilities targeted has reached one hundred and ninety centers, confirming the criminal intentions of the fascist occupation government and its pursuit of destruction and inflicting the maximum number of unarmed civilians inside, in a continuation of the war against our people,” the statement added.

Hamas labeled the Israeli attacks as war crimes and blatant violations of international law, urging the international community to take a firm stand in denouncing these attacks, taking action to stop them, and ensuring that those responsible, including occupation leaders, are held accountable for their actions.

Moreover, the Popular Front for the Liberation of Palestine in a statement strongly condemned the Israeli assault on Al-Jaouni school, describing it as a new chapter of Zionist brutality that highlights a surge in Zionist aggression backed by the American government.

“These massacres will not undermine the determination and steadfastness of our people, who refuse to succumb to oppression, massacres, and aggression. The enemy will certainly pay the price for its crimes,” the statement added.

The United Nations agency for Palestinian refugees (UNRWA) announced that 250,000 people have been impacted by Israel’s latest evacuation order for parts of southern Gaza.

The mass displacement of Gaza in the war-torn territory comes amid the World Health Organization’s warning of a public health catastrophe as it says diarrhea, chickenpox and jaundice are spreading fast among Gaza’s displaced population due to lack of clean water and personal hygiene materials.

More than 38,098 Palestinians, mostly women and children, have been killed and 87,705 wounded so far throughout Israel’s brutal military onslaught.

Hamas, other factions reject deployment of foreign troops in Gaza

Palestinian Resistance factions opposed any plans or proposals for the governance of the Gaza Strip that go beyond a solely Palestinian administration of the besieged territory.

The Islamic Resistance Movement – Hamas released a strong-worded statement rejecting any proposals or remarks that support plans for the deployment of foreign troops in the Gaza Strip “under any justification.”

The movement said that the administration of affairs in the Gaza Strip, after the war on Gaza ends, is solely a Palestinian matter, which only the Palestinian people will determine.

Hamas stressed, “We will not allow any guardianship or the imposition of any external solutions or [plans] that detract from [the Palestinian people’s] principles,” which are based on their right to freedom and self-determination.

It invited all Islamic and Arab nations to press for an end to the Israeli genocidal war on the Palestinian people and to assist the besieged people of the Gaza Strip.

The statement also called upon Islamic and Arab states to “fulfill their obligations toward [the Palestinian] people, their land, and the Islamic and Christian sanctities,” which have been desecrated by “fascist settler criminal gangs.”

Saudi Foreign Minister remarks stir up controversy

On Thursday, the Saudi Arabian Foreign Minister, Faisal Bin Farhan, said that Riyadh would back the deployment of an international force in Gaza, via a United Nations Security Council (UNSC) decision aimed at assisting the Palestinian Authority.

Bin Farhan made the remark while participating in a panel discussion at the European Council on Foreign Relations conference in Madrid.

Talks for the deployment of forces to manage affairs in the Gaza Strip, after the war on the besieged territory ends, have long been circulating in Israeli circles and international media outlets.

Israeli Prime Minister Benjamin Netanyahu has also suggested that “friendly” Arab states take on the responsibility of security and cultural affairs in the Gaza Strip. Among the top candidates to complete such tasks are Saudi Arabia and the United Arab Emirates.

However, there has been no official confirmation by both states on whether they are willing to participate in such a plan. The only public announcement backing the deployment of international peacekeeping forces came via the final statement of the 33rd Arab Summit in Bahrain.

Bin Farhan’s remarks are of importance as it marks the first public support of Riyadh for the deployment of international forces in the Gaza Strip.

PFLP, Popular Resistance Committees warn against international forces plot

The Popular Front for the Liberation of Palestine (PFLP) also put out a statement condemning the remarks of the Saudi foreign minister, reiterating the Palestinian people’s indisputable right to self-determination.

The PFLP expressed its “outright rejection” of the remarks, adding that any attempt to deploy troops, whether via an international decision or not, would constitute a new occupation of the Gaza Strip.

It stressed that Resistance fighters will confront any foreign plot to undermine the Palestinian people.

Moreover, the Popular Resistance Committees affirmed positions similar to those expressed by Hamas and the PFLP, underlining that such a move would constitute an aggression against the Palestinian people.

It emphasized that it would deal with such foreign troops the way it dealt with Israeli occupation forces.

Israel Again Targets Family Of Ismael Haniyya, Killing 10

Earlier this week, the Israeli military again targeted the family of the senior political leader of Hamas, Ismail Haniya, killing ten civilians, including his elderly sister.

This is the second time during this current nine-month long invasion that the Israeli military targeted Haniyeh’s family for assassination by missile.

The first time, on April 10, 2024, on the first day of the Al-Fitr Muslim feast that marks the end of the holy month of Ramadan, an Israeli drone fired a missile at a car carrying members of Haniyya’s family in the Shati’ refugee camp, in Gaza City, killing three of his sons, Hazem, Amir and Mohammad, and two of his grandchildren.

It is worth mentioning that, on November 21, 2023, the army killed Haniyya’s oldest grandson, Jamal Mohmmad Haniyya, and his daughter. On November 10, the army killed Haniyya’s grandchild, Ro’a Hammad, after firing missiles at their homes.

At the time, Haniyya, in Doha – Qatar, told Al-Jazeera that that Israel has already killed at least sixty members of his family, including cousins, nephews, and nieces, and added that all Palestinians in Gaza have paid a heavy price, but is determined to create a better future, achieve liberation and independence.

In an earlier Israeli assault on Gaza, in 2014, Israeli forces had targeted Haniyeh’s family home with a missile, destroying the home but causing no casualties.

The targeting of Haniyeh’s family comes, just like the previous time, as the Palestinian Prime Minister had agreed to the terms of a peace agreement after careful negotiations between the Qatari and Egyptian mediators. Some analysts have called these assassinations an attempt by the Israeli government to undermine and subvert the ceasefire negotiations.

According to the Palestine Chronicle, some family members remain under the rubble, with most of the victims being women.

According to Al-Jazeera, search efforts for survivors are ongoing, and the death toll is expected to rise.

The attack came at a time when the Israeli army has intensified its raids on the Shati camp, also targeting a United Nations Relief and Works Agency for Palestine Refugees (UNRWA) shelter school, killing dozens, including children.

On April 10, three of Haniyeh’s sons and several grandchildren were killed in an Israeli raid on a civilian car in the Beach Camp, Gaza City.

The Israeli army acknowledged responsibility for the raids on the Shati camp, claiming they bombed buildings used by Hamas.

Although they did not directly mention targeting Haniyeh’s family, the Israeli Army Radio commented on the attack in which family members, including Haniyeh’s sister, were killed.

Currently on trial before the International Court of Justice for genocide against Palestinians, Israel has been waging a devastating war on Gaza since October 7.

According to Gaza’s Ministry of Health, 37,626 Palestinians have been killed, and 86,098 wounded in Israel’s ongoing genocide in Gaza starting on October 7.

Moreover, at least 7,000 people are unaccounted for, presumed dead under the rubble of their homes throughout the Strip.

Palestinian and international organizations say that the majority of those killed and wounded are women and children.

The Israeli war has resulted in an acute famine, mostly in northern Gaza, resulting in the death of many Palestinians, mostly children.

The Israeli aggression has also resulted in the forceful displacement of nearly two million people from all over the Gaza Strip, with the vast majority of the displaced forced into the densely crowded southern city of Rafah near the border with Egypt – in what has become Palestine’s largest mass exodus since the 1948 Nakba.

Israel says that 1,200 soldiers and civilians were killed during the Al-Aqsa Flood Operation on October 7. Israeli media published reports suggesting that many Israelis were killed on that day by ‘friendly fire’.

Hamas slams Biden regime for political, military support of Israel’s Gaza genocide

Hamas says US President Joe Biden’s administration is responsible for the genocidal campaign in the Gaza Strip.

The Palestinian resistance movement said Washington continues to lend political and military support to Israel to carry out further destruction and carnage in the besieged territory.

In a statement released on Tuesday, the Gaza-based resistance movement also lamented the death of family members of Ismail Haniyeh, the head of the Hamas political bureau, including his sister, in an Israeli airstrike on their home in western Gaza City.

“We in the Hamas movement hold the Biden administration accountable for the unrelenting genocide war against our Palestinian brethren and sisters in the Gaza Strip, as it continues to offer the Zionist regime and its criminal army unconditional political and military support to press ahead with its destruction and genocide in the Strip,” the statement read.

“In light of the continuation and escalation of these horrific massacres, we call on Arab and Muslim nations as well as freedom-loving people of the world to step up their actions, and push for an end to the aggression.”

Hamas urged the international community and the United Nations to assume responsibility for the crimes of Israel in Gaza, protect innocent civilians, and hold the leaders of the terrorist Zionist regime accountable for their crimes.

One of the sisters of Haniyeh was killed in Gaza City’s Shati refugee camp on Tuesday morning.

Palestinian sources say an airstrike on a building belonging to Haniyeh’s extended family claimed the lives of 13 people.

Earlier in April, Israel had targeted and killed three of Haniyeh’s sons, along with four grandchildren — three girls and a boy.

Israel launched the atrocious onslaught on Gaza, targeting hospitals, residences, and houses of worship after Palestinian resistance movements conducted surprise Operation al-Aqsa Storm against the usurping regime on October 7, 2023.

Israel has killed more than 37,650 Palestinians, most of them women and children, and injured nearly 86,240 in Gaza since that October day.

More than 1.7 million people have also been internally displaced.

Hamas Insists on Russia Being One of Gaza Ceasefire Guarantors

MOSCOW – The Palestinian movement Hamas insists that Russia should be one of the guarantors of the ceasefire in the Gaza Strip, Hamas political bureau deputy head Musa Abu Marzouk told Sputnik.

“We still insist that Russia be the guarantor of such a ceasefire agreement, because obviously the United States is on the side of Israel … Russia’s position is fairer, more acceptable to all sides, and it is ready to act in this direction. We want to put an end to the hegemony of the United States and its one-sided influence on the Palestinian issue,” Marzouk said.

There is no progress in negotiations on a ceasefire agreement in the Gaza Strip, and Palestinian movement Hamas has not received a response to its amendments to the text of the document, Marzouk said.

“The efforts of our friends in Qatar are continuing, they are trying to break the freeze on the process, but there is no progress … We have made several changes that Israel has not agreed to. Therefore, they remained unanswered,” Marzouk said.

Hamas does not ask Russia for military assistance, Hamas political bureau deputy head Musa Abu Marzouk added.

“No, we did not ask for military assistance. The war is going on in Gaza, Gaza is producing its own weapons for close combat, and, so far, we believe that we can manage on our own for this kind of fighting,” Marzouk said.

Marzouk has arrived in Russia for meetings at the Russian Ministry of Foreign Affairs.

US magazine: ‘Hamas is winning’

US Foreign Affairs magazine confirmed on Friday: “Hamas is stronger today than it was on October 7. Its cause is more popular and its appeal stronger than before October 7.”

The magazine wrote in a report: “After nine months of gruelling war, it is time to recognize the stark reality: there is no military-only solution to defeat Hamas,” adding that “Hamas is neither defeated nor on the verge of defeat.”

It also noted: “Israel has invaded northern and southern Gaza with approximately 40,000 combat troops, forcibly displaced 80 percent of the population, killed over 37,000 people, dropped at least 70,000 tons of bombs on the territory (surpassing the combined weight of bombs dropped on London, Dresden, and Hamburg in all of World War II), destroyed or damaged over half of all buildings in Gaza, and limited the territory’s access to water, food, and electricity, leaving the entire population on the brink of famine.”

According to the magazine: “Although many observers have highlighted the immorality of Israel’s conduct, Israeli leaders have consistently claimed that the goal of defeating Hamas and weakening its ability to launch new attacks against Israeli civilians must take precedence over any concerns about Palestinian lives. The punishment of the population of Gaza must be accepted as necessary to destroy the power of Hamas.”

However, Foreign Affairs states: “The central flaw in Israel’s strategy is not a failure of tactics or the imposition of constraints on military force—just as the failure of the United States’ military strategy in Vietnam had little to do with the technical proficiency of its troops or political and moral limits on the uses of military power. Rather, the overarching failure has been a gross misunderstanding of the sources of Hamas’s power. To its great detriment, Israel has failed to realize that the carnage and devastation it has unleashed in Gaza has only made its enemy stronger.”

“Despite its losses, Hamas remains in de facto control of large swaths of Gaza, including those areas where the territory’s civilians are now concentrated,” it added. “According to a recent Israeli assessment, Hamas now has more fighters in the northern areas of Gaza, which the IDF seized in the fall at the cost of hundreds of soldiers, than it does in Rafah in the south.”

The report also pointed out that Hamas: “Could still strike in Israel; Hamas likely has some 15,000 mobilized fighters—roughly ten times the number of fighters who carried out the October 7 attacks. Further, more than 80 percent of the group’s underground tunnel network remains usable for planning, storing weapons, and evading Israeli surveillance, capture, and attacks. Most of Hamas’s top leadership in Gaza remains intact.”

The magazine explained that the Israeli bombing and ground invasion of the Gaza Strip did not lead to a decline in Palestinian popular support, and: “Support for armed attacks against Israeli civilians appears to have risen especially among Palestinians in the West Bank, which is now rightly on par with the consistently high levels of support for these attacks in Gaza, showing that Hamas has made extensive gains across Palestinian society since October 7.”

A US official told television broadcasting company CBS that Israel is not close to achieving its goal of destroying Hamas, given the lack of an Israeli plan for the day after the war in Gaza.

According to Israeli army spokesperson Daniel Hagari: “This business of destroying Hamas, making Hamas disappear — it’s simply throwing sand in the eyes of the public,” adding that the group will remain in control of the Gaza Strip unless Israel “develops something else to replace it.”

Hamas plans a legal response to ICC arrest warrants

GAZA – The Hamas Movement declared that it is planning a legal response against the International Criminal Court (ICC) chief prosecutor’s request for arrest warrants against three of its top leaders.

Calling the war crimes accusations against three of its top leaders – Yahya Sinwar, Ismail Haneyya and Mohammed Deif – “baseless”, Hamas said it would argue Palestinians have “the right, indeed the duty, to resist occupation by all means available, including armed resistance.”

The ICC’s chief prosecutor Karim Khan said in May the three Hamas leaders bore responsibility for the attack on southern Israel on October 7, 2023, which killed at least 1,139 people with 250 captives taken to Gaza.

The same day, Khan announced he was seeking arrest warrants against Israeli Prime Minister Benjamin Netanyahu and his war minister Yoav Gallant.

In its statement, Hamas described Khan as biased in Israel’s favor.

It said the prosecutor “erred in considering that the state of conflict began on October 7,” asserting it began in 1948 with Israel’s establishment.

The Movement pointed out that the Public Prosecutor believed the Israeli sexual assault accusations, although the occupation was unable to provide a single piece of evidence for its claims.

“The bias of the Public Prosecutor appeared blatantly when he brought charges and requested the issuance of an arrest warrant against the head of the Movement, who is a political figure residing outside Gaza.,” the statement reads.

However, the Public Prosecutor, the statement continued, did not direct any charges against the Israeli Chief of Staff, who ordered all killing, destruction, and genocide operations in the Gaza Strip.

The Movement further affirmed its respect for international law, while the Israeli occupation rebels against it and against the resolutions of international legitimacy.

The Public Prosecutor and the International Criminal Court are facing a historical test of their credibility, it concluded.
