Saudi Arabia teams up with Israel in anti-Qatar lobbying in the US Congress

US proposed  legislation – Palestinian International Terrorism Support Prevention Act of 2017 – threatening to sanction Qatar for its support of the so-called “Palestinian terror” was sponsored by 10 lawmakers who received more than $1m over the last 18 months from lobbyists and groups linked to Israel, Saudi Arabia, and the United Arab Emirates, Al Jazeera reported Friday.

The HR 2712 bill was introduced to the US House of Representatives on May 25, but the text wasn’t available until Friday morning, hours after Saudi Arabia, UAE, and Egypt put 59 people and 12 institutions linked to Qatar on a “terror list”, Al Jazeera said.

HR 2712’s sponsors received donations totaling $1,009,796 from pro-Israel individuals and groups for the 2016 election cycle alone, according data collected by the Center for Responsive Politics, an independent research group tracking money in US politics and its effect on elections and public policy, and then compiled by Al Jazeera.

Sponsors of the bill are: Congressmen Brian Mast (FL-18), Josh Gottheimer (NJ-5), Foreign Affairs Committee Chairman Ed Royce (CA-39) and Foreign Affairs Committee Ranking Member Eliot Engel (NY-16). The bill is co-sponsored by Congressmen Brad Sherman (CA-30), Ileana Ros-Lehtinen (FL-27), Ted Poe (TX-2), Ted Lieu (CA-33), Ted Deutch (FL-22) and Thomas Suozzi (NY-3).

Al Jazeera reported that Royce received $242,143 from pro-Israel sources for the 2016 election cycle, $190,150 went to Engel. Mast, who volunteered with the Israeli military after he finished serving in the US Army, received $90,178.

“Following my service in the U.S. Army, I chose to volunteer alongside the Israeli Defense Forces because our countries share the common ideals of freedom, democracy and mutual respect for all people. Hamas preaches destruction to Israel and death to the values we hold dear in the United States. They have murdered more than 400 Israelis and at least 25 American citizens.” Rep. Mast was quoted as saying.

According to Trita Parsi, the founder of the National Iranian American Council (NIAC), a nonprofit that aims to strengthen the voice of US citizens of Iranian descent, there are similarities between the US-allied Arab nations’ “terror list” and HR 2712 show[ing] growing cooperation between Gulf Arab states and Israel.

“The coordination between hawkish pro-Israel groups and UAE and Saudi Arabia has been going on for quite some time,” Parsi told Al Jazeera. What is new, he continued, is pro-Israel groups such as the Foundation for Defense of Democracies “coming out with pro-Saudi [articles] and lobbying for them on Capitol Hill”.

Parsi was quoted as saying that the sponsors of the bill are traditional pro-Saudi lawmakers, however they are in the pro-Likud camp. Likud  is the party of Israeli PM Benjamin Netanyahu.

President is required

The Palestinian International Terrorism Support Prevention Act requires the President to submit to Congress an annual report for the next three years identifying foreign persons, agencies or instrumentalities of a foreign state who knowingly and materially assist Hamas, the Palestinian Islamic Jihad, or an affiliate or successor of one of those organizations.

After identifying the organizations, the President must impose two or more sanctions, including denying

a) Export-Import guarantees,
b) defense support under the Arms Export Control Act,
c) export of munitions to any agreement to which a person identified is a part,
d) export of goods or technology controlled for national security reasons,
e) loans more than $10 million, or
f) seizure of property held within the United States.

The bill also requires the President to report to Congress on each government that provides support for acts of terrorism and provides material support to Hamas, the Palestinian Islamic Jihad, or any affiliate or successor organization, or the President determines to have engaged in a significant transaction to knowingly and materially provide support to Hamas, the Palestinian Islamic Jihad or any affiliate or successor organization.

After identifying the governments, the President must suspend U.S. assistance to that government for one year, instruct the executive directors of each international finance institution to vote against any loan or technical assistance to that government and prohibit any munitions export to that government for one year.

Additionally, the President must prohibit that government’s transactions in foreign exchanges that are subject to the jurisdiction of the United States and prevent that government’s transfers of credits or payments between financial institutions subject to the jurisdiction of the United States.

Important Sections of the HR 2712 Bill

Section 2: Findings and Statement of Policy

Subsections (a)(3) and (4) state that “Hamas has received significant financial and military support” from Qatar and that the Under Secretary of Treasury for Terrorism and Financial Intelligence confirmed that “Qatar, a longtime US ally has for many years openly financed Hamas.” The bill also finds that Qatar hosts a number of high-ranking Hamas officials, including Khaled Mashal.

Subsections (a)(5) through (7) outline Iran’s material and financial support and subsections (8) through (10) detail Iranian support to the PIJ.

Section 3: Imposition of Sanctions with Respect to Foreign Persons and Agencies and Instrumentalities of Foreign States Supporting Hamas, the PIJ, or Any Affiliate or Successor Group

No later than 120 days after H.R. 2712 is enacted—then once a year for no more than three years—the president must report to Congress the foreign persons, agencies, and instrumentalities of foreign states that provide support to the aforementioned groups. Two exceptions are reserved for the president, however. If the president notifies Congress 15 days prior to completing a “significant transaction” with a foreign entity or agency that is in the “national interest” of the United States, the foreign entity or agency may be exempt from sanctions. The other exception is reserved for the president to issue waivers that would exempt a foreign entity or agency from sanctions for 120 days, as long as Congress is notified seven days prior.

Set forth in this bill are sanctions on the following:

  • Banking and financing (e.g., extensions of credit, guarantees, insurance, etc.)
  • Defense-related sales (including munitions, defense services, and construction services)
  • Goods and technologies regulated through the Export Administration or included in the US Munitions List
  • Medical, agricultural, and humanitarian goods and services are not included among sanctioned items.

Section 4: Imposition of Sanctions with Respect to Foreign Governments That Provide Material Support to Hamas, the PIJ, or Any Affiliate or Successor Thereof

Much like Section 3, Section 4 sets a 120-day deadline after enactment for the president to report to Congress any governments the Secretary of State has determined “repeatedly provided support for acts of international terrorism.” This report must be resubmitted, with relevant information, every 180 days.

The sanctions set forth in this section include the prohibition or suspension of the following for one year:

  • US aid to the foreign government
  • Extension of loans and financial or technical services
  • Export of items on the US Munitions List or Commerce Control List
  • Transactions in foreign exchanges in which the United States has jurisdiction
  • Transfers of credit or payments between one or more financial institutions subject to US jurisdiction
  • Should the president determine it is in US security interests and notify Congress seven days in advance, he can waive any foreign government sanctions for 180 days.

Section 5: Report on Activities of Foreign Countries to Disrupt Global Fundraising, Financing, and Money Laundering Activities of Hamas, the PIJ, or Any Successor or Affiliate Thereof

This bill outlines a reporting requirement for the president, no later than 180 days after the bill’s enactment. The president must report a list of foreign countries providing support for the aforementioned organizations and further assessments including:

  • Steps the foreign government is taking to freeze assets of these groups
  • Any reasons the government is not taking adequate steps to freeze assets
  • Measures taken by the United States to freeze assets
  • List of countries where the aforementioned groups fundraise and steps those countries are taking to disrupt the fundraising efforts
  • List of countries from which the groups receive surveillance equipment and what measures are being taken to disrupt the acquisition.

To borrow from Marcus Montgomery, an Analyst at the Washington DC-based Arab Center, the language of HR 2712 is interesting since it introduces sanctions for actions likely already covered under existing legislation. Hamas and the PIJ are both designated Foreign Terrorist Organizations (FTOs) and Specially Designated Global Terrorists (SDGTs) by the State and Treasury Departments, respectively. With that in mind, it is already illegal for US entities or institutions to support such groups. Thus, the sanctions proposed in this bill that pertain to US jurisdiction are redundant.

Formally targeting Iran is redundant as well because Tehran has been declared a state sponsor of terror by the State Department and prohibitions against exports of arms, financial and technical services, and US aid to Iran are already in place.

For Marcus Montgomery, Qatar would be the truly new target under this legislation, but as an ally with which the United States has economic and military ties, it is tough to see many in the Senate agreeing to label Qatar a de facto state sponsor of terror.

Erdogan vows to stand by ‘Qatari brothers’

Interestingly, Turkish President Tayyip Erdogan Friday called for full removal of a Saudi-led blockade of Qatar after approving the deployment of Turkish troops there, saying Riyadh needed to put brotherhood ahead of animosity.

Erdogan said isolating Qatar would not resolve any regional problems and vowed to do everything in his power to help end the regional crisis. “We will not abandon our Qatari brothers,” Erdogan told members of his ruling Justice and Development (AK) Party at a fast-breaking meal on Friday in Istanbul during the Muslim holy month of Ramadan.

“I also have a special request from the Saudi administration. You are the largest and most powerful state in the Gulf. We call you the Custodian of the Holy Places. You especially should work for brotherhood, not animosity. You have to work for bringing brothers together. This is what we expect from Saudi, the Custodian of the Holy Mosques,” Erdogan was quoted by Al Jazeera as saying.

“I say it should be lifted completely,” Erdogan said of the embargo.

Turkey, which has maintained good relations with Qatar, as well as several of its Gulf Arab neighbors, offered food and water supplies to stave off possible shortages. “There are those who are uncomfortable with us standing by our Qatari brothers, providing them with food. I’m sorry, we will continue to give Qatar every kind of support,” Erdogan said, adding that he had never witnessed Doha supporting “terrorism”.

On Wednesday, Turkey’s parliament ratified two deals on deploying troops to Qatar and training the Gulf nation’s security forces. The deal to send Turkish soldiers in Qatar, aimed at improving the country’s army and boosting military cooperation, was signed in April 2016 in Doha.

After an initial deployment of Turkish soldiers at a base in Doha, Turkish fighter jets and ships will also be sent, the mass-circulation Hurriyet newspaper said on its website on Friday.

“The number of Turkish warplanes and Turkish warships going to the base will become clear after the preparation of a report based on an initial assessment at the base,” Hurriyet said.

A Turkish delegation will go to Qatar in the coming days to assess the situation at the base, where about 90 Turkish soldiers are currently based, Hurriyet said adding: there were plans send some 200 to 250 soldiers within two months in the initial stage.

Qatar crisis sets in motion realignments

Four days have passed since the terrorist strikes in Tehran but Iran has not retaliated with any “surgical strike” against Saudi Arabia – and, typically, there isn’t going to be any. The political leadership pointed the accusing finger at Saudi Arabia, US and Israel. Supreme Leader Ali Khamenei said that the terror strikes “will only increase hatred for the governments of the United States and their stooges in the region like the Saudis.” However, Iran will not react in a hurry, given the crisis over the Saudi-Qatar standoff that is fraught with profound consequences for regional politics.

Interestingly, Iran signed another agreement on Saturday with Boeing, the American aircraft manufacturer, to buy 30 passenger planes in a $3 billion deal, with an option to buy another 30 aircraft at a later stage. This is on top of the $16.6 billion deal with Boeing negotiated in December. Tehran is piling pressure on the Trump administration because Boeing needed the approval of the US Treasury for the deal with Iran. Put simply, Tehran hopes to draw the US into an engagement process that incrementally deepens and broadens, which derails the Saudi-Israeli agenda to incite a US-Iran confrontation.

Iran is generating export business for American companies, which holds the potential to create jobs in their thousands in the US economy. This becomes a template, ironically enough, of President Trump’s ‘America First’ doctrine. It is a ‘win-win’ formula, because Iran’s economy also badly needs western investments and capital, especially the oil industry. Over and above, if American companies begin operating in the Iranian market, it will give impetus to European business and industry too.

Having said that, Iran’s regional policies remain on track, no matter the Trump administration’s pressure tactic and rhetoric. Iran scored a signal victory in the weekend with Syrian government forces supported by Iran-backed militia reaching the strategic border crossing with Iraq at Al-Tanf. (See my blog The scramble for control of Syrian-Iraqi border.) In immediate terms, the route for the US-backed fighters in the south to move into the strategically important Deir Ezzur province (which is also rich in oil deposits) now comes under the control of the Syrian government forces.

Meanwhile, Tehran is re-establishing high-level contacts with the leadership of Hamas. On Saturday, Hamas announced that a delegation led by its newly-elected leader Ismail Haniyeh (who recently replaced Khaled Meshaal) will be visiting Tehran. Iran’s ties with Hamas came under strain after Meshaal left Damascus (where he was living in exile for several years) to relocate himself in Doha, by way of displaying his solidarity with Qatar and Turkey in the Syrian conflict.

Hamas’ reunion with Tehran’s ‘axis of resistance’ is significant, since Hamas is an offshoot of the Muslim Brotherhood and Qatar has come under pressure from Saudi Arabia to snap its links with the Brothers. It meshes with Iran’s support for Qatar in its rift with Saudi Arabia as well as promotes Iran’s desire for partnership with Turkey. Turkish President Recep Erdogan continues to patronise Hamas, despite that being the principal discord in Turkish-Israeli relations.

On the other hand, Iran’s warming of ties with Hamas puts pressure on Saudi Arabia and Israel at a time when the mutual comfort level between Riyadh and Tel Aviv has been rising lately, with the Trump administration actively promoting the idea of an Arab-Israeli normalization.

Jared Kushner’s (Trump’s Orthodox Jew son-in-law and top advisor on foreign policy) thesis, which is the current US policy in the Middle East, is that a “from the outside-in” approach to Middle East peace – namely, signing of peace treaties between the Arab states and Israel to generate goodwill and new diplomatic relations, which in turn will help advance Palestine-Israel settlement – as against the traditional “inside-out” approach that gives primacy to peace between the Palestinians and Israelis as the necessary first step that will facilitate an end to the Arab-Israeli conflict.

Trump’s mission to Riyadh last month was at the behest of Israel, which has been pushing the narrative that the existential fear of Iran is bringing the Gulf Arab monarchies and Israel closer together. Of course, Israeli calculation is that peace treaties between the Gulf Arab regimes and Israel (on the pattern of Israel’s peace treaties with Egypt and Jordan) will ultimately render the Palestinian cause obsolete and completely ease the pressure on Israel to accommodate Palestinian aspirations and demand for a fully independent state.

Significantly, while reporting on Hamas leader Haniyeh’s forthcoming visit to Iran, the influential Tehran Times newspaper made the following observation:

  • While the Syrian crisis has driven a wedge between Tehran and Turkey since 2011, the rift between Arab caliphates have led them into an ad-hoc alliance that some believe represents the best chance to mend fences.  
  • Turkey and Iran back Qatar and have links with the Muslim Brotherhood. 

Suffice to say, Iran’s move to bring Hamas into the ‘axis of resistance’ threatens to undermine the game plan that Israel has been working on (via Kushner and Jason Greenblatt, fellow Orthodox Jew, associated with Trump’s organization.) All three countries – Qatar, Turkey and Iran – sense that the current US-Israeli-Saudi offensive against “terrorism” is actually the metaphor for an all-out assault on the Muslim Brotherhood, branding it as a “terrorist” organization, which in turn is ultimately aimed at driving Hamas into the political wilderness and thereby scattering the Palestinian resistance movement once for all.

To be sure, both Turkey and Iran have taken note that at the end of the day, the Muslim Middle East has shown reluctance to join Saudi Arabia’s ant-Qatar front — including Jordan, which is sitting on the fence, merely resorting to the cosmetic move of downgrading the diplomatic ties with Qatar, despite its need for Saudi goodwill. Of course, Turkey, Iraq, Lebanon, Jordan, Kuwait, Oman, Algeria, Morocco, Sudan and Tunisia have ostentatiously dissociated themselves from the Saudi strategy to isolate Qatar. Indeed, Turkey has forcefully rejected the Saudi embargo against Qatar — “We will not abandon our Qatari brothers,” said Erdogan at an Iftar meal in Istanbul on Friday, while addressing his party colleagues.

Hamas pledges not to intervene in the affairs of Arab countries amid Qatar crisis

BETHLEHEM – Days after Saudi Arabia, Bahrain, the United Arab Emirates, and Egypt severed diplomatic ties with Qatar, accusing the Gulf state of supporting “terrorism,” the Hamas movement — named as one of the groups allegedly receiving Qatari sponsorship — pledged Saturday it would not intervene in the affairs of any Arab countries “regardless of the pressures.”

“Hamas’ weapons will be directed only at the enemy (Israel), and Hamas will maintain its policy of not intervening in Arab countries’ affairs regardless of pressures or events,” Deputy Hamas chief Mousa Abu Marzouk was quoted in an official Hamas statement as saying.

Disagreements among Arab countries, “are their own business,” he said, though the question of Palestine “will remain the core issue for everybody, and support for the Palestinian plight should be indisputable regardless of any situation that may arise.”

Abu Marzouk added that Hamas has come under pressure in the past from the Arab world and internationally, and said “we will always deal with such pressures responsibly. We won’t be in disagreement with any country.”

In a similar statement Friday, member of Hamas’ politburo Khalil Al-Hayya that “the Palestinian armed resistance is directed only towards the Israeli occupation, and that the Palestinian resistance will not deviate from this track,” he said, reiterating the faction’s rejection of its designation as a terrorist organization by the US, Israel, and several other countries. Hamas identifies as a Islamist national resistance movement.

Meanwhile, Qatari Foreign Minister Sheikh Muhammed bin Abd al-Rahman al-Thani reportedly said Saturday that, “The US views Hamas as a terror organization, but to the rest of the Arab nations it is a legitimate resistance movement. We do not support Hamas, we support the Palestinian people.”

“Hamas’s presence in Qatar doesn’t mean there’s support for Hamas in Qatar,” he said, highlighting the fact that Qatar also cooperates with the occupied West Bank-based Palestinian Authority to promote Palestinian reconciliation between Hamas and Fatah.

Following the abrupt severing of political ties with Qatar, Hamas slammed the development as a “politicized” attempt to force Qatar to abide by the interests of Israel and the United States.

Ahmad Yousif, a former senior Hamas figure who remains close to the movement’s leadership, described the political developments as part of an “American-Israeli-Saudi coalition” in the region — a sentiment expressed by other commentators owing to US President Donald Trump’s visit to Saudi Arabia and Israel in recent weeks and Saudi Arabia’s growing ties with Israel over the years.

Saudi Arabia’s Minister of Foreign Affairs Adel al-Jubeir had stated that Qatar would have to cut support to Hamas and the Muslim Brotherhood if the country wanted to restore diplomatic relations.

Qatar has also reportedly expelled members of Hamas from the country owing to the pressure, however, Hamas denied these claims, saying several leaders left Qatar “willingly” in order to avoid adding to Qatar’s difficulties.

Is Qatar paying the price for its pro-Palestine stance?

Qatar’s support for Palestinians seems to be one of the key causes of the Saudi-led blockade on Doha, amid increasing convergence between Riyadh and Abu Dhabi, and the administration of US President Donald Trump – the president most supportive of Israel in recent decades.

On Tuesday, Adel al-Jubeir, the Saudi foreign minister, made it clear that a key demand of his government in return for restoring ties with Doha was for Qatar to end its “support” for Palestinian group Hamas, which champions armed resistance against Israel and was the winner of the last general election held in the occupied Palestinian territories.

Jubeir, for the first time in Saudi history, suggested Hamas was an “extremist” group. During Trump’s visit to Riyadh in late May, the US president proclaimed the group a terrorist outfit akin to the Islamic State group and al-Qaeda, and Riyadh did not object.

Saudi Arabia previously provided support to Hamas and welcomed its leaders as recently as 2015. However, on the back of the Iranian nuclear deal, both the kingdom and its ally, the UAE, have been making increasing offers of normalisation with Israel – with whom they share Iran as a common foe.

Since the events of the Arab Spring, both Saudi Arabia and the UAE have also become hostile to the Muslim Brotherhood, to which Hamas is affiliated, seeing it as an imminent threat to their regimes.

Qatar, by contrast, has maintained good relations with most Palestinian factions, including Hamas and Fatah, and invested tens of millions of dollars in the reconstruction of besieged Gaza, decimated by years of Israeli war.

Qatar, although closely allied to the United States, has maintained an independent policy on Palestine, which has often caused it problems with pro-Israel officials in the West.

Now, Qatar’s neighbours seem to have joined the fray, inching closer to fully endorsing Israel’s narrative on groups such as Hamas, in the name of fighting extremism and terrorism, without defining either.

It is worth noting that the UAE hosts and supports Hamas’ arch-rival, exiled Fatah leader Mohammed Dahlan, whom it hopes to install as the next Palestinian president.

“Qatar is being punished for its role and influence in the Palestinian arena, with both President Mahmoud Abbas and Hamas,” Ibrahim al-Madhoun, political analyst, told The New Arab.

“Qatar’s role is one of the causes of the Gulf crisis, as its balanced position and influence has become a source of annoyance for its rivals,” he added.

Taysir Muhaisen, political commentator, agrees. “All the parties, in light of the emergence of a new US administration, have decided to pressure Qatar, which has had a different approach to many issues including the Palestinian issue, dealing with Hamas and all Palestinian factions… and helping Gaza weather the blockade,” he said.

Disaster for Gaza

Qatar is one of the few foreign backers of Hamas, and faces massive pressure from its Gulf neighbours to cut ties with the Islamic militant group. If it does, the result could be disastrous for Hamas-ruled Gaza, according to an AP analysis.

Qatar has invested hundreds of millions of dollars in roads, housing and a major hospital in the tiny territory. Its infrastructure projects are one of the few job-creators in a devastated economy.

Gaza already suffers from an Israeli-Egyptian blockade, widespread destruction from a string of Israel-Hamas wars, economic misery and chronic electricity shortages. For Hamas, Qatar’s money pumping into the economy is a vital lifeline bolstering its rule.

The mere prospect of losing Qatari support prompted Hamas on Wednesday to issue rare criticism of Saudi Arabia, which has been leading the campaign against its tiny Gulf neighbour.

Hamas official Mushir al-Masri said the Saudi call for Qatar to cut ties with the Palestinian group was “regrettable”, and contradicts traditional Arab support for the Palestinian cause. He accused Saudi Arabia of siding with “American and Zionist calls to put Hamas on the terrorism list”.

Qatar has denied the allegations made against it by Riyadh. But its small size and reliance on food imports from Saudi Arabia could make it susceptible to pressure.

This could spell trouble for Hamas. The group – which calls for Israel’s destruction, even if it has offered long-term interim cease-fires – is considered a terrorist organisation by Israel and its Western allies. Israel and Hamas have fought three cross-border wars that caused large-scale damage in Gaza.

Qatar doesn’t support Hamas directly, but its large-scale projects have significantly eased the burden on Hamas authorities and given it some credit for bringing this money to Gaza.

In 2012, Qatar’s then-emir, Hamad bin Khalifa al-Thani, visited Gaza, the first and only head of state to do so since Hamas routed Palestinian President Mahmoud Abbas’ Fatah militants in Gaza during internecine fighting a year after Hamas won elections in 2006. The emir announced a grant of $407 million for humanitarian projects.

The grant is being used to build a housing complex of 3,000 units. Two phases of the project have been completed and families moved into their new homes, dubbed the Hamad Residential City, in the southern Gaza town of Khan Younis.

Last month, Palestinian contractors and Qatari envoys signed deals to start the third and final phase of Hamad City. Now, those deals could be in question.

Using that grant, Qatar also built a specialist prosthetic centre, the first of its kind in Gaza. Qatar paved roads, repaired or rebuilt mosques and oversaw dozens of other infrastructure projects.

Following a 50-day war between Israel and Hamas in 2014, Qatar was the largest single donor to the reconstruction of Gaza, pledging $1 billion at a Cairo-hosted international conference.

Qatar also helped pay for fuel and electricity deliveries from neighbouring Israel, which, despite its enmity to Hamas, supplies energy to Gaza for what it says are humanitarian reasons.

On Wednesday, bulldozers with Qatari flags were seen leveling land overlooking Gaza City’s coastal road. The spot is supposed to house the headquarters of Qatar’s Gaza reconstruction mission and a residence for an envoy.

In Hamad City, new shops and stores are opening, including a pharmacy named Qatar, barber shops and a video gaming cafe as more families move in. The complex is the largest in Gaza.

Wael al-Naqla, a contractor, has won a bid to build several buildings in the final phase. Thanks to Qatari money, he is one of the few business owners who can hire workers in today’s Gaza.

“Without these projects, we would have been idled a long time ago,” he said, voicing fears that the funding could soon dry up. “We are afraid I won’t be able to keep paying for my 20 workers and they will not be able to eat.”

The construction here is one of the few bright spots in Gaza.

The situation here is grim. The territory suffers from rolling power cuts, with just four hours of electricity at a time, followed by 14-18 hours of blackout. Tap water is undrinkable, youth unemployment is estimated at 60 percent. Thousands wait for a rare chance to exit the blockaded territory.

Mkhaimar Abusada, an independent Gaza political analyst, said the pressure on Qatar could increase Hamas’ political and financial isolation.

This week, a high-level Hamas delegation was summoned to neighbouring Egypt, which has had cooling relations with Hamas. “If these talks don’t lead to new understandings getting Hamas out of its difficult political situation, I think there will be more crises,” said Abusada.

Lieberman urges US to pressure for expelling Hamas leaders from Beirut

OCCUPIED JERUSALEM – The Israeli war minister, Avigdor Lieberman, on Friday urged the visiting American UN ambassador Nikki Haley to pressure Beirut to expel Hamas anti-occupation leaders.

According to the Hebrew-language Walla news site, Lieberman launched calls to expel prominent Hamas leaders from Lebanon following a meeting with the American UN ambassador Nikki Haley.

“Hamas leaders in Lebanon should be banished because they are working against Israel,” claimed Lieberman.

Over recent weeks, an ad hominem campaign has been waged against Palestinian anti-occupation leaders affiliated with Hamas resistance movement in an attempt to deport them from their countries of residency.

Hamas: Israel will exploit Arab rift to kill our people

Hamas today criticised statements made by Saudi Foreign Minister Adel Al-Jubeir that Qatar should stop backing the Palestinian resistance movement as a condition to ending the rift with its neighbours.

In a statement the movement said: “Hamas is a legitimate resistance movement against the Zionist occupation, which represents the central enemy of the Arab and Islamic nations, especially Hamas.”

Yesterday evening, Al-Jubeir told journalists on a visit to France that Qatar was undermining the Palestinian Authority and Egypt in its support of Hamas and the Muslim Brotherhood. “We don’t think this is good. Qatar has to stop these policies so that it can contribute to stability in the Middle East.”

In response, Hamas said: “It is no secret to anyone how the Zionist enemy exploits such statements to commit more violations and crimes against our people and our land and our sanctities and the right of Jerusalem and the Al-Aqsa Mosque.”

The movement stressed that Al-Jubeir’s statements violate international laws and Arab and Islamic positions which emphasise the right of the Palestinian people to resist and struggle to liberate their land and holy sites. Hamas called on the brothers in Saudi Arabia to stop these statements that harm the kingdom and its positions on the issue of the Palestinian people and their legitimate rights.

Riyadh Requires From Doha to Expel Hamas, Muslim Brotherhood Members

Saudi Arabia set out several conditions for Qatar to normalize the bilateral relations amid the diplomatic rift and gave Doha 24 hours for the implementation of the conditions, local media reported Wednesday.

According to Akhbar Al Aan news outlet, the conditions included the expulsion of all the members of the Muslim Brotherhood terror group (outlawed in Russia) and the Palestinian Hamas movement from the country, freezing of their bank accounts and the suspension of any interrelations with these groups. The immediate break of the diplomatic ties with Iran was also reportedly one of the conditions laid down by Riyadh.

Apart from this, Saudi Arabia required from Doha to immediately change the policies of Qatar’s Al Jazeera broadcaster and as well as its administration staff so that the broadcasting would not contradict the interests of the Persian Gulf countries and the Arab world, the same reports added.

On Monday, Saudi Arabia, Bahrain, the United Arab Emirates and Egypt announced a break in diplomatic relations with Qatar, accusing Doha of supporting terrorist organizations and destabilizing the situation in the Middle East. The authorities of eastern Libya, Yemen, as well as the Maldives and Mauritius, later also announced the severance of relations with Qatar. On Tuesday, the Jordanian authorities announced lowering the level of diplomatic contacts with Qatar and closing the office of Al Jazeera operating in the country.

The Qatari Foreign Ministry rejected the accusations of Doha’s interference in other countries’ domestic affairs and expressed regret over the decision of the Gulf States to cut off the diplomatic ties with it.

Saudi tells Israel: No place for Hamas in Middle East

A Saudi expert has for the first time been interviewed on Israeli television. Abdel Hamid Hakim, who heads the Jeddah-based Institute for Middle East Studies, told Israel’s Channel 2 via Skype that the decision by three Gulf countries to sever relations to Qatar “comes in the framework of a new policy in which there is no room for terrorism.”

Asked what the aim of the Saudi, Egyptian, Bahraini, Emirati step regarding Qatar was, Hakim replied:

“There is a political stance which Saudi, Egypt and the Emirates agreed to, especially after the Riyadh Summit which was the first visit by the new American administration to the Kingdom of Saudi Arabia, that there is no place in the political arena of these countries for terrorism or for groups who use religion for political gains like Hamas and [Islamic] Jihad.”

“I believe these countries took a decision in a step towards peace, and achieving piece in the Middle East.”

He added:

“The first for this is to weed out terrorism. There is no place for any religious group, be it the [Muslim] Brotherhood or any other, which uses religion for political gain or commits terrorism in the name of religion, in the name of resistance or in the name of jihad.”

Remembering the Naksa

Fifty years ago this month, Israel launched a war against its neighbours and took control of the parts of Palestine which it had failed to capture during its 1948 “War of Independence”.

What Happened?

On 5 June 1967, Israel launched a pre-emptive strike against Egypt, Jordan, Iraq and Syria. After knocking out the air defences of these countries, it occupied East Jerusalem, the West Bank and the Gaza Strip, as well as the Syrian Golan Heights and Egypt’s Sinai Peninsula. Thus, it had taken control of the final 22 per cent of historic Palestine that it wasn’t able to occupy in 1948.

Nearly 400,000 Palestinians were added to the hundreds of thousands of refugees displaced in 1948 and their homes and villages were razed to the ground by the Israelis. Around half were being displaced for the second time in less than 20 years. Israel’s ethnic cleansing of Palestine was ongoing (as it is to this day).

The number of Palestinian refugees in the camps operated by the UN Relief and Works Agency (UNRWA) in the West Bank, Gaza Strip, Jordan, Syria and Lebanon grew.

The Naksa commemorates this tragic setback in the Palestinian struggle for freedom and self-determination.

What Happened Next?

The outcome of the war launched by Israel was, for many of its citizens and supporters, the fulfilment of God’s promise. Adding 44 per cent of the territory allocated by the 1947 UN Partition Plan for a Palestinian state, to the 56 per cent set aside for a Jewish state, marked a new beginning for both Israel and stateless Palestinians.

Within 20 years of being recognised as an independent state, Israel began an occupation that would become the longest in modern history, at 50 years and counting. Palestinians in the “occupied Palestinian territories” were subjected to a brutal Israeli military occupation as well as the activities of armed, right-wing Jewish settlers, for whom Israel’s victory was God’s handiwork and a licence to colonise the land which they believed was promised to them and them alone.

Israel’s already repressive military rule over Palestinians living within its undeclared borders was transferred to the West Bank and Gaza. Very soon, a matrix of control and domination, that included checkpoints, permits and home demolitions, was imposed on the lives of millions of Palestinians under Israeli occupation.

For the Palestinians, the combination of the Arab defeat during the “Six-Day War”, the repeated failure of the international community to protect their human rights, and Israel’s total colonisation of Palestine, prompted a serious re-evaluation of their situation. Having witnessed the futility of relying on others to end the indignity from which they had suffered for decades, they began to organise politically in an attempt to reverse the losses of 1948 and end their misery and statelessness.

In the years following the Naksa, Palestinian communities in the refugee camps and diaspora began to organise themselves politically and socially. A number of setbacks against the Palestine Liberation Organisation (PLO) did not deter them. Such civil society activities led to the formation of the Islamic Resistance Movement (Hamas) in the late eighties; the popular uprising now known as the First Intifada; and the PLO under the control of the secular Fatah movement gaining recognition by Israel and its allies as the “sole representative of the Palestinian people”. This phase of the political process ended with the signing of the Oslo Accords in 1994, providing the Palestinians in the West Bank and Gaza Strip with “interim self-governing arrangements”.

Hamas leader in Egypt for rare talks after spat

A delegation from the Palestinian resistance movement Hamas, headed by the newly chosen leader in Gaza Yehiya Sinwar, has arrived in Cairo to hold the first high-level meeting with the country’s security officials after months of tensions.

Salah Bardaweel, an official within Hamas, said the three-member delegation crossed into Egypt on Sunday via the Rafah border crossing, the only passageway to the outside world for the besieged Gaza Strip which is mostly closed as part of an Israeli and Egyptian blockade.

Israel has been blockading Gaza since 2007 as a way of punishing its residents who voted for a Hamas administration. The blockade has caused a decline in the standard of living as well as unprecedented levels of unemployment and unrelenting poverty in the Palestinian coastal enclave.

Bardaweel said the Palestinian and Egyptian officials will discuss the humanitarian situation in the besieged Gaza Strip, Egypt’s role in making conditions better and the need to open Rafah crossing for Palestinian travelers.

Sinwar, a senior commander of Hamas’ military wing, was elected to head the movement’s political office in Gaza on February 13. He is second in rank only to the new chairman of Hamas political bureau, Ismail Haniyeh, who is also based in Gaza.

Ties between Hamas and Egypt have been tense in recent years as Cairo accuses the Palestinian resistance group of backing militants in Sinai Peninsula, an allegation strongly rejected by the movement.

Last month, Hamas dispatched forces to the Gaza Strip’s frontier with Egypt in a confidence-building measure aimed at boosting security in the border area. The deployment came as part of an agreement reached between the two sides in March.

Abbas cuts stipends for Hamas ex-prisoners

In the Palestinian territories, however, a Gaza-based official said the Palestinian Authority had cut this month’s support payments for dozens of Hamas activists once imprisoned by Israel.

“The prisoners went to the banks today and found no salaries in their accounts,” Abdelrahman Shadid, who runs a Hamas-linked prisoner advocacy group in Gaza, said.

He said that those affected had been freed along with over 1,000 other Palestinian inmates in a 2011 prison swap deal with Israel.

The development comes nearly two weeks after a visit by US President Donald Trump to the occupied territories.

The US and Israel are exerting pressure on Abbas to halt the monthly payments to thousands of current and former detainees who were jailed for actions linked to the Israeli-Palestinian conflict.

Some 6,500 Palestinians are currently being held in Israeli jails, 536 of them arbitrarily, according to figures provided by the Palestinian prisoners’ rights group Addameer in January. Palestinian inmates complain that they have been subjected to assault and torture at Israeli prisons.

Rethinking Iran’s Terrorism Designation

Some ideas take on a character akin to sacred texts whose validity is rarely questioned. One such belief is that the Islamic Republic of Iran is the biggest threat to the Middle East and the United States. The threat narrative has become required foreign policy catechism in Washington, D.C.

Menacing stereotypes and bellicose rhetoric are the standards by which Iran has come to be judged. It has continually been in the crosshairs of American administrations since the Iranian Revolution of 1979. The process by which a country is determined to be a terrorist state is highly subjective and politicized. The United States has assumed the singular role of terrorism arbiter.

After only weeks in office, the Trump administration “officially put Iran on notice” for a ballistic missile test, and imposed new sanctions. It was only a matter of time before the Trump administration would resurrect the “Iran the terrorist state” mantra to deflect attention from its internal chaos.

The unpredictability of the Trump White House and volatility of the Middle East make it vital to understand the nature of Washington’s anti-Iran bias, how and why Iran has come to be cast as an international sponsor of terrorism, and most importantly, examine why the characterization is false.

The 1979 revolution and overthrow of the shah freed the country from its obsequious relationship to Washington. Iran’s regional influence spread not in terms of conquered territory; instead, its revolutionary ideology gave voice to Shi’ites living in oppressive Sunni majority-ruled countries.

The Islamic Republic presented a dilemma for Washington, accustomed to dealing with the ruling families and autocrats of the Middle East. To curtail the revolution’s influence, Washington manufactured a narrative depicting Iran’s leaders as irrational religious fanatics in charge of a dangerous state that acted contrary to traditional state behavior. America’s attitude was hardened with the takeover of the U.S. embassy in 1979, shaping the negative lens through which Iran’s policies and actions would be viewed thereafter.

The trauma inflicted by the Iran-Iraq War (1980-88) deepened Iran’s distrust of Washington. From Tehran’s perspective, America’s support for Saddam’s aggression was Washington’s attempt to restore the monarchy and to destabilize the government. The post-revolution 1980s were filled with uncertainties and excesses as Tehran struggled to survive its war with Iraq—a war largely subsidized by Saudi Arabia and supported by the United States.

In the 1990s, Iran’s foreign policy shifted toward integrating into the international community and shedding its hard-line image. Tehran attempted to develop closer relations with Saudi Arabia and build constructive ties to the West. Although Iran opposed the 2001 U.S. attack on Afghanistan, the goal of fighting terrorism and toppling the Taliban regime—-driven from power in November 2001—united the two countries in perhaps the most constructive period of U.S.-Iranian diplomacy.

At a December 2001 meeting in Bonn, Germany, Secretary of State Colin Powell credited Iran with being particularly helpful in establishing an interim Afghan government, following the American invasion. It was Javad Zarif, then Iran’s U.N. ambassador and current foreign minister, who mediated a compromise over the composition of Afghanistan’s post-Taliban government, ultimately leading to an agreement. And it was Iran that insisted that the agreement include a commitment to hold democratic elections in Afghanistan.

A burst of diplomatic talks between Iranian and American officials took place from 2001 through May 2003. Topics included cooperative activities against their mutual enemies: Saddam, the Taliban and al-Qaeda. Meetings resumed even after President George W. Bush listed Iran among the “axis of evil” countries in his 2002 State of the Union address.

Tehran’s final attempt to normalize relations came in May of 2003 in what became known as the “grand bargain.” Calling for broad dialogue “in mutual respect,” Iran suggested that everything was on the table, including full cooperation on Iran’s nuclear program, ending material support to Palestinian opposition groups and assistance in helping stabilize Iraq.

Convinced that the Iranian government was on the brink of collapse, and emboldened by its perceived victory in Iraq in March 2003, Bush administration officials belittled the initiative. The administration’s imperious posture and failure to build on Iran’s cooperation in Afghanistan, led senior officials in Tehran to conclude that Washington’s goal was regime change.

Bush strategists had another objective in ousting Saddam—-to isolate and increase the military and political pressure on Iran, and to a lesser extent, on Syrian President Bashar al-Assad’s government. Repeated often by administration officials was the refrain, “Today Baghdad, tomorrow Damascus, and then on to Tehran.”

To curb Tehran’s growing influence in Iraq after the 2003 invasion, Bush launched an unprecedented financial war against Iran. A list of strategies developed in 2006 by Stuart Levy—-the first under-secretary for terrorism and financial intelligence at the Treasury Department—-were implemented to drive Iran out of the global economy.

Where Washington sees terrorism, the Iranian government sees itself combating a power structure in the Middle East that benefits the United States, Israel and Sunni Arab regimes.

Congress defines an international sponsor of terrorism as a country whose government supports acts of international terrorism. Tehran does not support “international” terrorism, but it does provide material support to regional movements that it calls the oppressed, whose battle is directed toward the state of Israel—Hezbollah, Hamas, Palestinian Islamic Jihad and the Popular Front for the Liberation of Palestine. These groups have used violence against Israel to end the brutal occupation of their land.

Tehran regards as legitimate its support for national liberation movements that fight against Israeli occupation and aggression, insisting it is not terrorism. Iran’s leaders believe that Israel’s long-term goal is to weaken the Islamic world, eliminating all resistance, in order to carry out its expansionist designs.

From the perspective of the people of the region, Israel has a long history of occupation, invasion and state terrorism. Interestingly, the Arab media has accused Washington of sponsoring terrorism because of its support for Israel.

The Israeli government has relentlessly pushed the perception that Iran, specifically a nuclear-armed Iran, is the greatest threat to peace and stability in the region and world, and has successfully sold this provocative idea in the United States. Senior Israeli security officials have refuted the assertion that an Iranian nuclear weapon would threaten Israel. Their claims are poignant considering the fact that Israel enjoys a huge military and technical advantage in the region, and possesses an arsenal capable of deterring any nuclear aggression.

Prime Minister Benjamin Netanyahu’s motives for vilifying Iran are many, but primarily it serves to distract international attention as Israel continues settlement expansion in the occupied West Bank, Jerusalem and Syrian Golan Heights.

Saudi Arabia, like Israel, is doing everything in its power to make sure the United States remains engaged in the Middle East. Riyadh relies on Washington to do its heavy lifting, and anti-Iran propaganda helps in its campaign. Saudi rulers believe that the Assad government is pivotal to Iranian influence in the region, and have been encouraging Washington to get rid of him for years. They were buoyed by Trump’s missile attack on Syria and recent state visit as a sign that Washington is pivoting away from Obama’s policy of rapprochement with Iran, and renewing its ties to the kingdom.

The intense focus on Iran as a menace does not correspond to its capabilities, intent or danger. A 2017 Congressional Research Service report stated that Iran’s national security policy involves protecting itself from American or others’ efforts to intimidate or change the regime. According to the 2014 U.S. Defense Department Annual Review of Iran, “Iran’s military doctrine is defensive. It is designed to deter an attack….”

Forty-five U.S. military bases encircle Iran, with over 125,000 troops in close proximity. The Congressional Research Service asserted that Tehran allocates about 3 percent of GDP to military spending, far less than what its Persian Gulf neighbors spend.

Iran’s nuclear program has cultivated scientific innovation and national pride. It required pragmatic leadership to accept the constraints of the Joint Comprehensive Plan of Action. The agreement subjects Iran to greater restrictions and more intrusive monitoring than any state with nuclear programs, while its neighbors possess unlimited nuclear programs and, in the case of Pakistan and Israel, nuclear weapons.

Intelligence agencies and the International Atomic Energy Agency agree that Iran has not been attempting to develop nuclear weapons. According to the IAEA and the U.S. State Department, Iran has been fulfilling its obligations under the JCPOA.

Toughness on Iran has become a litmus test for American politicians to demonstrate their support for Israel. Congress overwhelmingly passed a ten-year extension of the Iran Sanctions Act, which was set to expire on December 31, 2016. The renewal makes it easier for the Trump administration to reimpose sanctions that Obama lifted under the JCPOA.

Unlike other countries in the Middle East that have integrated missiles into their conventional armed forces, Iran has been singled out for the same behavior. Iran’s recent missile test did not violate the JCPOA. It has no long-range missiles, no nuclear warheads for its missiles, and has not threatened their use. Without nuclear weapons, missiles are of negligible importance. Unlike the Saudis and Israelis, Iran does not have a large or modern air force.

A February 26, 2015, report by the director of national intelligence, titled “Worldwide Threat Assessment of the U.S. Intelligence Communities,” stated that Iran is not the chief sponsor of terrorism, and removed Iran and Hezbollah from its list of terrorism threats. The report asserted Tehran’s intentions are to “dampen sectarianism, build responsive partners and deescalate tensions with Saudi Arabia…, and combat Sunni extremists, including the Islamic State.”

Yet there are countless examples of aggression against Iran.

The Saudi government has sought for decades to motivate Sunnis to fear and resist Iran. To that end, it has spent billions on a campaign to expand Salafism (an ultra-conservative, austere form of Islam) as a major counterforce in the Muslim world.

In 2007, Congress agreed to a Bush administration request of $400 million to escalate covert operations to destabilize Iran’s government, with regime change the ultimate goal. The funding request came at the same time that a National Intelligence Estimate—-the collective work of America’s sixteen spy agencies—concluded that Iran had ceased its efforts to develop nuclear weapons in 2003.

Both the Bush and Obama administrations employed some of the most draconian financial methods ever used against a state, including crippling sanctions on Iran’s entire banking, transportation and energy sectors.

The first known use of cyber warfare against a sovereign state was launched against Iran by the United States and Israel in 2009. The Stuxnet virus crippled Iranian centrifuges used to produce nuclear fuel.

Beginning in 2008, four of Iran’s nuclear scientists were assassinated on the streets of Tehran; the evidence pointed to Israeli agents. In 2011, a military arms depot was blown up, killing 17 people. The incident was similar to a blast in October 2010 at an Iranian

Revolutionary Guard Corps missile base in Khorrambad. Both acts of sabotage were attributed to Israel.

American organizations such as the jingoistic United Against a Nuclear Iran, chaired by former Senator Joseph Lieberman, D-Conn., have called for attacks on Iranian ships in the

Persian Gulf and on Iranian military forces fighting the Islamic State in Syria, and are pressuring the Trump administration to increase sanctions and to cancel the JCPOA.

These acts of aggression are justified in Washington and elsewhere by the standard rhetoric of the Iranian terrorism myth, but there is scant intelligence to support the claim. In a 2011 poll conducted in twelve Arab countries by The Arab Center for Research and Policy Studies (based on face-to-face interviews of 16,731 individuals), 73 percent of those surveyed saw Israel and the United States as the most threatening countries, with 5 percent seeing Iran as such.

Most U.S. officials quietly acknowledge that Saudi Arabia and the Sunni-ruled Gulf monarchies are the major supporters of al-Qaeda and the Islamic State, not Shi’ite Iran. Vice President Joseph Biden concluded just that during a foreign policy speech at Harvard in October of 2014. A recently released classified State Department cable dated December 30, 2009, stated, “…donors in Saudi Arabia constitute the most significant source of funding to Sunni terrorist groups worldwide.”

It is Iran that is helping to fight the Islamic State in Iraq. Its offensive in the Syrian war was at the request of the country’s sovereign government. Iran lives in the neighborhood and relies on regional allies, such as Hezbollah in Lebanon and Assad in Syria, to bolster its security if attacked. Syria was the only country to support Iran during the Iraq war. Tehran is keenly aware that the outcome of the Syrian war may have major consequences for the region’s Shi’ites, and could reshape the Middle East.

Saudi Arabia and Israel have made Iran their major regional adversary, and to that end have built a formidable alliance. Syria has become the theater for competing regional interests. Both the Saudis and Israelis are aiding al-Qaeda affiliated forces in Syria. Washington has partnered with Saudi Arabia in the war to achieve its long-established goal of regime change, while Riyadh seeks to end what the Saudis see as the power emerging from the Shi’ite Crescent—Iran, Iraq, Lebanon and Syria.

Israel, for example, has been pressuring the United States and Russia to restrict and ultimately expel Iranian-backed militias from Syria, and has continued to attack pro-Iranian forces in southern Syria. From Israel’s perspective, Syria—ally of Iran and supporter of Hezbollah—has been one of the few remaining Arab states capable of standing in the way of its regional ambitions. Israel would like to see Syria fractured into small, sectarian enclaves, so weakened as to be no threat.

Israel has partnered with al-Qaeda’s franchise in Syria, Jabhat al-Nusra (also called the al-Nusra Front). Al-Nusra’s goal, like the Islamic State, is to overthrow Assad’s secular government and establish a radical Salafist regime. United Nations observers have documented the delivery of material aid and ongoing coordination between Israeli military personnel and al-Nusra armed groups. Al-Nusra terrorists are being cared for in Israeli hospitals.

By supporting al-Nusra, Israel has effectively sided with America’s enemy and has, therefore, emerged as a state sponsor of terrorism.

In the wake of the 9-11 attacks, President Bush, in his September 20, 2001, speech to Congress declared, “Every nation now has a decision to make. Either you are with us, or you are with the terrorists….From this day forward, any nation that continues to harbor or support terrorism will be regarded by the United States as a hostile regime.”

Iran has been fighting terrorism since 9-11. Its national security depends on stable borders and a stable region. To that end, it is fighting in Syria and aiding the Iraqi government to recapture territories held by the Islamic State, at great cost to its military.

Iranians know all too well the egregious effects of terrorism. For decades, U.S. and Israeli intelligence agencies have covertly financed, equipped and trained opposition groups that have fomented and carried out terrorist attacks inside Iran. Thousands of civilians and political figures, including Supreme Leader Ayatollah Khamenei, have suffered injury at the hands of terrorists. U.S. intelligence agencies have supported the acts of violence committed by the Mujahedin-e Khalq—listed by the State Department as a terrorist group (now delisted) that advocates the overthrow of the Islamic Republic—as well as the Baluchi militant Salafi group Jundullah. An Iranian ethnic minority, Jundullah is a Sunni group aligned with the thinking of al-Qaeda.

Terrorism is a cudgel used to engender fear. And fear, grounded in erroneous information, can result in destructive government policies, and in the worst case, war. This is especially true of the U.S.-Iran relationship. After almost four decades, Iran and the Middle East have substantially changed, while American policy has not. Iran’s evolving and nuanced political system does not fit into Washington’s outdated, hegemonic good guy-bad guy worldview.

American, Israeli and Saudi regional objectives depend on the existence of an enemy; and to that aim, Iran’s terrorism designation has proven a potent rhetorical weapon.

Washington’s hardline rhetoric and policies toward Iran merely strengthens the power of the country’s hardliners . Given the circumstances, Tehran will continue its defensive, cautious strategy, cooperating with the West on issues such as the fight against the Islamic State, while asserting what it sees as its historical role in the region.

Hamas rejects US president’s description of terror group

Hamas has roundly dismissed US President Donald Trump’s allegations against the Palestinian resistance movement, stating his description of the anti-Israel group exhibits his “complete bias” in favor of the Israel regime.

“The statements describing Hamas as a terror group are rejected. They are a distortion of the image of our popular resistance and cause, and show full bias towards the Israeli Occupation,” Hamas spokesman Fawzi Barhoum said in a statement posted on his Facebook page on Sunday, Arabic-language Safa news agency reported.

He added, “Hamas is a national liberation movement that is legitimately defending the rights of the Palestinian nation and fighting against terrorism.”

“It is the Zionist entity that is practicing mass murder against our people and committing crimes against humanity, particularly the siege of the Gaza Strip, through the support of US officials,” Barhoum pointed out.

The statement came hours after Trump addressed the leaders of 55 Muslim countries in the Saudi capital city of Riyadh, and described Hamas as a terror organization.

The Israeli military frequently targets the Gaza Strip, which Hamas controls, with civilians being the main victims of such attacks.

Israel has also launched several wars on the Palestinian sliver, the last of which began in early July 2014. The 50-day military aggression, which ended on August 26, 2014, killed nearly 2,200 Palestinians, including 577 children. Over 11,100 others – including 3,374 children, 2,088 women and 410 elderly people – were also wounded in the war.

The Gaza Strip has been under an Israeli siege since June 2007. The blockade has caused a decline in living standards as well as unprecedented unemployment and poverty in the coastal enclave.
