Brazilian megaproject in Mozambique set to displace millions of peasants

The Brazilian government and private sector are collaborating with Japan to push a large-scale agribusiness project in Northern Mozambique. The project, called ProSavana, will make 14 million hectares of land available to Brazilian agribusiness companies for the production of soybeans, maize and other commodity crops that will be exported by Japanese multinationals. This area of Mozambique, known as the Nacala Corridor, is home to millions of farming families who are at risk of losing their lands in the process.

The Nacala Corridor stretches along a rail line that runs from the port of Nacala, in Nampula Province, into the two northern districts of Zambézia Province and ends in Lichinga, in Niassa Province. It is the most densely populated region of the country. With its fertile soils and its consistent and generous rainfall, millions of small farmers work these lands to produce food for their families and for local and regional markets.

But now ProSavana proposes to make these same lands available to Japanese and Brazilian companies to establish large industrial farms and produce low cost commodity crops for export. Through ProSavana, they intend to transform the Nacala Corridor into an African version of the Brazilian cerrado, where savannah lands were converted to vast soybean and sugar cane plantations.

Large numbers of Brazilian investors have already been surveying lands in northern Mozambique under the ProSavana project. They are being offered massive areas of land on a long-term lease basis for about US$1/ha per year.

GV Agro, a subsidiary of Brazil’s Fundação Getulio Vargas directed by the former minister of agriculture, Roberto Rodriguez, is coordinating the Brazilian investors.

Charles Hefner of GV Agro dismisses the idea that the project will displace Mozambican peasants. He says ProSavana is targeting “abandoned areas” where “there is no agriculture being practiced”.

“Mozambique has a tremendous area available for agriculture,” says Hefner.  “There is room for mega projects of 30-40,000 ha without major social impacts.”

But land surveys by Mozambique’s national research institute clearly show that nearly all the agricultural land in the area is being used by local communities.

“It is not true that there is abandoned land in the Nacala Corridor,” says Jacinto Mafalacusser, a researcher at the Instituto de Investigação Agrária de Moçambique (IIAM).

Peasants in the area also say there is no room for large-scale farms. On October 11, 2012, local leaders from the National Peasants’ Union (UNAC) met in Nampula City to discuss ProSavana. In a declaration from the meeting, the local UNAC leaders say they “are extremely concerned that ProSavana requires millions of hectares of land along the Nacala Corridor, when the local reality shows that such vast areas of land are not available and are currently used by peasants practicing shifting cultivation.”

The declaration condemns “any initiative which aims to resettle communities and expropriate the land of peasants to give way to mega farming projects for monocrop production”, as well as “the arrival of masses of Brazilian farmers seeking to establish agribusinesses that will transform Mozambican peasant farmers into their employees and rural labourers.”

This was the first time the peasant leaders from the areas affected by the ProSavana project had met to discuss it, and for many, it was the first time that they had received any information about what is involved.

“The government invited us to participate in a couple of meetings, but all we were presented was a power point presentation, with no chance to raise questions,” says Gregorio A. Abudo, the President of the União Provincial das Cooperativas de Nampula. “We want transparency. We want to know the details.”

The governments of Mozambique, Brazil and Japan are now ploughing ahead behind closed doors with a Master Plan for the ProSavana project that they intend to finalise by July 2013. Japan will be funding the construction of infrastructure in the  Nacala Corridor while a representative of the Brazilian Cooperation Agency (ABC) says that GV Agro has secured “lots and lots of money” for a fund that it is managing that will invest in large-scale farms in the area. The ABC representative also says there is a second fund of similar size being managed by others who he would not name. Brazil’s national research institute, Embrapa, is building up the capacities of the national research stations in Nampula and Lichinga and bringing in varieties of soybeans, maize and cotton from Brazil to test their adaptability to conditions in the Nacala Corridor.

UNAC says ProSavana is the result of a top-down policy that does not take into consideration the demands, dreams and basic concerns of peasants. UNAC warns that the project will generate landlessness, social upheaval, poverty, corruption and environmental destruction.

For UNAC, if there is to be investment in the Nacala Corridor, or in Mozambique in general, it must be made in developing peasant farming and the peasant economy. This is the only kind of farming capable of creating dignified and lasting livelihoods, of stemming rural exodus, and of producing high-quality foods in sufficient quantities for the entire Mozambican nation.

‘US deploys six Ospreys on Okinawa despite popular protests’

The US has reportedly deployed six MV-22 Osprey helicopter-plane hybrids on the southern Japanese island of Okinawa in the face of widespread opposition on the part of the Japanese people against the deployment.

On Monday, the aircraft were flown from Marine Corps Air Station Iwakuni in western Japan to Marine Corps Air Station Futenma in Okinawa, DPA reported.

Six such aircraft remain in the Iwakuni base. The 12 aircraft had been transferred from the US to Japan in July.

Okinawa has become known as the site of enduring tensions with the US forces deployed there, and hence a lasting source of conflict between Washington and Tokyo. Pacifist inclinations as well as security and safety concerns have prompted the Japanese to protest against the deployment.

On September 9, tens of thousands of people rallied in the country against the prospect.

The Osprey is equipped with rotors that facilitate take-off like a helicopter and engines that can tilt forward, powering it to fly like an airplane at much faster speed than a chopper.

It is considered pivotal to Washington’s ambitions of force realignment in Asia-Pacific, and enables the US marines to fly farther and with bigger loads from Okinawa to remote islands in Japan.

The aircraft, however, has had multiple malfunctions and many accidents since its early years in 1990s. Osprey crashes killed two in Morocco and an entire crew in Florida this year.

Okinawa Governor Hirokazu Nakaima has also argued against the Osprey’s safety, and warned that the Futenma base is located in residential areas.

Fukushima’s Nuclear Casualties

It’s been nearly 18 months since the disastrous nuclear meltdown at Fukushima.  There have been many reports on the huge amounts of radioactivity escaping into the air and water, unusually high levels in air, water, and soil – along with atypically high levels of toxic chemicals in food – that actually “passed” government inspection and wasn’t banned like some other food.

Conspicuously absent are reports on effects of radiation exposure on the health of the Japanese people.  Have any health officials publicly announced post-March 2011 numbers on fetal deaths, infant deaths, premature births, birth defects, cancer, or other health conditions?  The answer so far is an emphatic “no.”

The prolonged silence doesn’t mean data doesn’t exist.  Japanese health officials have been busy with their usual duties of collecting and posting statistics on the Internet for public inspection.  It’s just that they aren’t calling the public’s attention to these numbers.  Thus, it is the public who must find the information and figure out what it means.  After locating web sites, translating from Japanese, adding data for each of 12 months, and making some calculations, mortality trends in Japan after Fukushima are emerging.

The Japanese government health ministry has posted monthly estimated deaths for the 12 months before and after Fukushima, for the entire nation of Japan.  These are preliminary figures, but they have historically been very good estimates of final numbers.  A further look is in order.

Total deaths increased 4.8%, compared to the normal 1.5% annual rise.  Since about 1.2 million Japanese people die each year, this computes to an excess of 57,900 deaths.  The rise in deaths from accidents is given as 19,200, close to estimates of those killed directly by the earthquake and tsunami.  But this still leaves an excess of 38,700 Japanese deaths, with no obvious cause.

The reports provide mortality numbers for 12 common causes, making up about 80% of all deaths in Japan, including heart disease, stroke, cancer, and pneumonia.  Each increased in the past year, with the exception of homicide and suicide.  The category “other,” which is a collection of all other causes, rose 5.9%.   The sharpest increases occurred immediately after the meltdowns, in March-June 2011 (vs. the same period 2010), a finding consistent with that found in preliminary mortality in the U.S. in a December 2011 article I co-authored with Dr. Janette Sherman in the International Journal of Health Services.

Nobody should yet race to conclusions that 38,700 Japanese died from Fukushima exposure in the first year after the disaster.  Several activities must occur.  The final death statistics must first be posted, which will occur sometime next year.  Counts of deaths and diseases among infants who are most susceptible to radiation exposure must be made public.  Numbers for each area of Japan must be made public – radiation exposure from Fukushima would likely result in the highest rises in mortality in areas closest to the damaged plant.  Numbers of deaths must be converted into rates, to account for any change in population.

Other potential factors accounting for increased mortality must be considered.  For example, were there any fatal epidemics post-March 2011?  Was access to medical services reduced in the aftermath of the earthquake and tsunami?  Changes in morbidity and mortality rates often have more than one contributing cause.

The final element needed before conclusions are made is patience; vital statistics must continue to be tracked, and compared with radiation exposures to the Japanese people.  One year after the 1986 nuclear meltdown at Chernobyl, which joins Fukushima as the two worst nuclear disasters in history, no examinations of deaths among nearby Soviet citizens had been done.  In fact, data was suppressed, and the standard line from the Soviet government – and for years after – was that 31 emergency workers who died putting out the fire at the stricken reactor were the only casualties.

Fast forward 20-plus years, with the publication of a 2009 book by the New York Academy of Sciences.  A team of Russian researchers, led by Dr. Alexey Yablokov, published results of 5,000 reports and articles on Chernobyl – many in Russian languages never before made public.  Yahlokov’s team concluded that near Chernobyl, increases in diseases and deaths were observed for nearly every human organ system.  They estimated that 985,000 persons died as a result of Chernobyl exposures by 2004 – and that many more were to follow.

There is no question that even if Fukushima studies proceed and are conducted in an objective manner, it will take years before the true extent of casualties are known.  However, an early estimate of 38,700 additional unexplained deaths in Japan in just one year must be taken seriously, and underline the need for Fukushima health studies to be made a top priority, in Japan and in other affected nations.

Nagasaki: The Worst War Crime Ever

It was just short of eleven in the morning of a mild late summer day. The streets of the city were teeming with people going to work, while children played in the parks and in the medical college, professors were lecturing to their students on medicine and surgery.

High over the city, above the layer of clouds in the sky, a silver aeroplane was flying along on four throbbing motors. The crew had already been in the air for many hours and was growing tense and weary. They had flown to another city, where they were to deliver their cargo, but that had been obscured by smog and cloud, so they had come to this, their secondary destination. Getting low on fuel and experiencing some engine trouble, they were looking for a break in the cloud cover so that they could see where to release their cargo, a gift for the two hundred thousand people below.

A sudden hole opened in the cloud cover, and the B-29 started its bombing run.

It was the ninth of August, 1945, and the city below was about to become a funeral pyre.

When the accounts are written of the atom bomb, one name, and one alone, stands out in the histories – Hiroshima. It’s as though the atomic age is symbolised by that city. Tagged on, sometimes, to the end of it, is another name – Nagasaki – as though it were no more than an afterthought, ignored by most people except as a footnote. But Nagasaki was a city in its own right, bombed separately from Hiroshima, and with its own personalised tragedy.

In order to understand the tragedy of Nagasaki, it’s necessary first to examine the decision to use the atom bomb and the reasoning behind the bombing of Hiroshima.

The prelude to the atom bombing:

I have written previously[1] and in detail about why I consider the bombing of Hiroshima to have been an inexcusable war crime, not only in hindsight, but even given the information available at the time to the people involved. I’ll repeat a point I made earlier:

Japan was finished, and was all ready to sue for peace; the only condition it made was that the position of the Emperor should be protected. The Japanese government under Kantaro Suzuki that took office in April 1945 did so with the one single objective of ending the war. All this was known to the Western Allies, since the Japanese codes had long since been broken.

By May 1945, the Japanese were suing for peace through Switzerland and Moscow – peace on any terms, just so long as the position of the Emperor was protected.

These are the terms the Japanese offered as early as 20 January 1945, and repeated through the USSR in July[1,3]:

* Complete surrender of all Japanese forces and arms, at home, on island possessions, and in occupied countries.
* Occupation of Japan and its possessions by Allied troops under American direction.
* Japanese relinquishment of all territory seized during the war, as well as Manchuria, Korea and Taiwan.
* Regulation of Japanese industry to halt production of any weapons and other tools of war.
* Release of all prisoners of war and internees.
* Surrender of designated war criminals.

These are the exact same terms that the Americans accepted at the official Japanese surrender in September 1945. The war could have been over as early as January 1945 – if the US government had wanted it so.

The justification for the bombing:

The rationale for the atom-bombing of Hiroshima (and Nagasaki) rests on these ideas:

First claim: that the atom bomb was necessary to end the war.

In reality[1,2,3], the Japanese were suing for peace long before the A Bombing. Also, the fact is that wars are fought by militaries, and in this case the actual military forces involved (who would have been in a position to decide if they needed the Bomb to end the war) were kept completely out of the picture. Even General Douglas MacArthur, the theatre commander in the Pacific, was told of the Bomb’s existence a mere five days before it was used on Hiroshima[2]. And European theatre commander General Dwight Eisenhower (later US President) was strongly opposed to its use, and was to comment in an interview to Newsweek in 1963, “We didn’t have to hit them with that awful thing.”

In 1945 the Japanese were in desperate circumstances. Japan

… already had been defeated militarily by June 1945. Almost nothing was left of the once mighty Imperial Navy, and Japan’s air force had been all but totally destroyed. Against only token opposition, American war planes ranged at will over the country, and US bombers rained down devastation on her cities, steadily reducing them to rubble.

What was left of Japan’s factories and workshops struggled fitfully to turn out weapons and other goods from inadequate raw materials. (Oil supplies had not been available since April.) By July about a quarter of all the houses in Japan had been destroyed, and her transportation system was near collapse. Food had become so scarce that most Japanese were subsisting on a sub-starvation diet .[3]

While it is true that for public consumption the Japanese government was calling on its people to resist to the end, as any adult knows, the public statements of governments are to be treated with circumspection. Starving Japanese civilians armed with bamboo spears[6] would have had little impact on the kind of invasion fleet the Allies could have summoned by 1 November 1945, the projected date for the invasion, if any invasion had actually been required. But

(t)he United States Strategic Bombing Survey concluded that,”… certainly prior to 31 December, 1945, and in all probability prior to 1 November, 1945, Japan would have surrendered even if the atomic bombs had not been dropped, even if Russia had not entered the war, and even if no invasion had been planned or contemplated.” [4]

It’s also true that the atom-bombings of Hiroshima and Nagasaki were not the last major bombing raids on Japan during the Second World War. In a broadcast from Tokyo the day after the Nagasaki bombing, 10th August (and also two days after the USSR invaded Manchuria), the Japanese government announced its readiness to accept the joint American-British “unconditional surrender” declaration of Potsdam, “with the understanding that the said declaration does not compromise any demand which prejudices the prerogatives of His Majesty as a Sovereign Ruler.”[3]

Yet, on the day and evening of the 14th August, while Japan was preparing for the announcement of the unconditional surrender, General Henry Harley “Hap” Arnold dispatched over a thousand planes to fire-bomb Tokyo. Not even one was lost, and the official Japanese surrender was announced before the last one landed back at its base[5]. If the A-Bombing had actually ended the war, what was the necessity for this act, unless one wants to call it deliberate terrorism?

At the same time, there’s the fact that, as I said, the USSR entered the war on 8th August, as it was treaty bound to do three months after the end of the war in Europe. In many ways, it was this decision that forced the Japanese surrender, not the A-Bombing[6]. They did not want the Communists to occupy parts of their homeland.

Also –

American leaders who were in a position to know the facts did not believe, either at the time or later, that the atomic bombings were needed to end the war…

Shortly after “V-J Day,” the end of the Pacific war, Brig. General Bonnie Fellers summed up in a memo for General MacArthur: “Neither the atomic bombing nor the entry of the Soviet Union into the war forced Japan’s unconditional surrender. She was defeated before either these events took place.”

Similarly, Admiral Leahy, Chief of Staff to presidents Roosevelt and Truman, later commented:

It is my opinion that the use of the barbarous weapon at Hiroshima and Nagasaki was of no material assistance in our war against Japan … The Japanese were already defeated and ready to surrender because of the effective sea blockade and the successful bombing with conventional weapons … My own feeling was that in being the first to use it, we had adopted an ethical standard common to the barbarians of the Dark Ages. I was not taught to make war in that fashion, and wars cannot be won by destroying women and children.

If the United States had been willing to wait, said Admiral Ernest King, US Chief of Naval Operations, “the effective naval blockade would, in the course of time, have starved the Japanese into submission through lack of oil, rice, medicines, and other essential materials.” [3]

Besides, unlike the standard version of the story, the Japanese leaders of the time weren’t particularly impressed by the A-Bomb. Nobody knew much about these weapons at the time, and the initial number of casualties was less than those inflicted during the fire-bombing of Tokyo on the night of 9th March 1945 when over a hundred thousand Japanese were burned alive and boiled to death in the city’s canals[3]. It was just another enemy weapon[3], and the murder of a few hundreds of thousand civilians was passé by that stage of the war, when 67 Japanese cities had been destroyed by fire-bombing[7].

Therefore, it’s certain that the claim that the A-Bombing was necessary to end the war was false, and was known to be false even when the decision was being made.

Second claim : That the atom bomb was required to save a million American lives.

This claim rides piggyback on the first, and is predicated on an invasion and prolonged fighting for the Japanese home islands. However, as we’ve seen, no invasion would have been necessary, and the people in power were well aware that no invasion would have been necessary. Even so, the figure of a million American dead is widely inflated.

(T)he worst-case scenario for a full-scale invasion of the Japanese home islands was forty-six thousand American lives lost.[7]

Even if it were true that a million American soldiers would have died in the invasion of the Japanese home islands, did that justify nuking over a quarter of a million civilians[7]? How is that different from torturing and massacring the inhabitants of a city to break the will of their fighting men to resist[8]? And in what way does that qualify as not terrorism, if we define “terrorism” as the use of applied fear to influence the actions of a target government or populace?

Third claim: That Hiroshima and Nagasaki were heavily-defended military bases and hence legitimate targets.

This is actually one of the more transparent myths of the entire episode. Hiroshima was chosen as a target of the atom-bombing because it had never been bombed[9]; and it had never been bombed because it was not militarily significant (about 95% of the casualties in the city were civilian). In fact,

… almost all of the victims were civilians, and the United States Strategic Bombing Survey (issued in 1946) stated in its official report: “Hiroshima and Nagasaki were chosen as targets because of their concentration of activities and population.” [3] 

As we shall see, Nagasaki was a third-hand choice for the bomb; it was meant to be used elsewhere, because Nagasaki had already been bombed five times before and wasn’t thought to be a prime target.

Fourth claim: The Japanese somehow “deserved” Hiroshima (and Nagasaki) because of the attack on Pearl Harbour.

This is part of the justification put out by Truman himself, [4]

“Having found the bomb we have used it. We have used it against those who attacked us without warning at Pearl Harbor (sic), against those who have starved and beaten and executed American prisoners of war, and against those who have abandoned all pretense (sic) of obeying international law of warfare.”

The simple fact is that the Japanese people were not, at the time, ruled by anything resembling a democracy. They had no part in the decisions that were taken in their name, and are no more to blame, collectively, than the people of the United States are collectively to blame for the invasion of Iraq – less so, indeed, because the US is (on the surface of it) a democracy.

The attack on Pearl Harbour, in any case, was far from the simple story of an unexpected and illegal attack on the US as is usually claimed. In reality, the attack had been made inevitable by a game of political brinkmanship and pushing Japan to the point where it had no option but to strike back. It was a pre-emptive strike… a strike the US celebrates to this day. The purpose of this article is not to get diverted into a discussion of the attack on Pearl Harbour; but it will note that while the official story is of a vicious and unprovoked attack, there are excellent reasons to believe that it was not.[10]

But even if the attack on Pearl Harbour had been a vicious and unprovoked attack, it was a military attack on a military base, and any civilians killed were accidental casualties (“collateral damage” in the words of the same people who decry the attack while occupying Iraq and Afghanistan and bombing Pakistan and Libya). The attacks on Hiroshima and Nagasaki were designed to kill civilians[3], and therefore were not a proportionate, legal or moral response to the attack on Pearl Harbour.

Therefore, none of these four justifications for the bombing stands up to examination.

Some words about the Atom Bomb:

This would probably be the right place to briefly discuss the atom bomb itself – as it was used in Hiroshima and then at Nagasaki. (You’ll see the point of this digression in a minute.)

With apologies to those to whom this is hardly news, there are two distinct types of nuclear bomb. Both depend on bringing together an unstable mass of radioactive metal, known as the critical mass, which then spontaneously undergoes change into a smaller mass of other materials with the missing mass converted into energy. This energy is gigantic compared to the amount of missing mass, because it follows Einstein’s famous equation E=mc2where E is the energy obtained from converting a mass m and c is the speed of light. Since the speed of light is 300,000 kilometres per second, the energy obtained by converting just one gram of material is huge indeed. That’s why nuclear bombs are so powerful; the Hiroshima bomb had a yield of 13.5 kilotons (the equivalent of 13,500 tons – not kilograms, tons – of TNT), and Nagasaki suffered 21 kilotons. And these were small bombs by today’s standards.

Now, there are two metals that can be used to construct an atom bomb. One is Uranium 235, and the other, Plutonium 239. In the case of Uranium 235, the technique used is relatively simple, and is called the gun type device. A “bullet” of the metal, weighing less than the critical mass, is fired by explosives into a sphere of the same metal, also weighing less than the critical mass, but the two together weigh more than the critical mass and “nuclear fission” occurs as the atoms split to release the above-mentioned energy. The gun-type device is simple and can be expected to work without testing, and this was the design of the (untested) bomb dropped over Hiroshima.

The plutonium bomb is a different matter. Because of certain inherent problems with the presence of Plutonium 240 as an impurity, the gun type device is unusable. Instead, the technique used is the implosion device, where explosives are used to compress a sphere of plutonium from all sides until it achieves a mass greater than the critical level, and explodes. This method happens to be both more efficient and safer than the gun-type device, and is used for most modern nuclear weapons.[11]

The thing about the implosion device is that it could not be reliably expected to work without testing, because its utility was still entirely theoretical at the time of construction and because of the fact that a highly complex triggering device has to be used to compress the sphere evenly and quickly into a supercritical mass. Therefore, it required a test – and this was the device that was tested at Alamogordo in New Mexico on 16th July 1945, which was called the “Trinity” test and was the world’s first nuclear explosion.

While the uranium bomb (“Little Boy”) was used on Hiroshima, the far more complex and expensive plutonium bomb (“Fat Man”) was used on Nagasaki.

Which leads us to one possible reason why the bomb was used…

The possible real reasons for the use of the atom bomb:

  1. The political reason: By 1945, the alliance between the USSR and the Western Allies was fast breaking down. It was little more than a formality which would obviously end once the war was over. Before the Germans were even defeated, American pilots flying close to the Eastern front with secret equipment in their aircraft were ordered by their superiors to bail out over German territory in case of emergency rather than land on the Soviet side of the lines (vide John Toland, The Last Hundred Days)[12]. The Western Allies were more concerned about their ally, the USSR, laying hands on their equipment than their enemies, the Germans, capturing it.

While at Yalta in February 1945, Stalin agreed to enter the war against Japan three months after the end of the war in Europe, which would mean the USSR’s declaring war on Japan on 8th August (since the European war ended on 8th May). The Americans and British were well aware of this, and Truman himself had written to his wife that the Soviet Union’s entry into the war would hasten Japan’s downfall[13]. Obviously, once the war ended, the two competing systems – communism and capitalism – would be scrambling for the prize of ruling the post-war world. The atom bombing was the first shot in the Cold War. [17]

Truman, in fact, postponed the July Potsdam conference with Stalin until he was certain that the Alamogordo test was successful, and his Secretary of State and advisor Byrnes’

… general viewpoint is consistent and clear. He saw the atomic bomb as a way to impress the Soviets. [14]

Also, as William Craig describes in The Fall Of Japan, by 25th August OSS (the organisation that is now the CIA) agents in China were openly threatening the Chinese Communists, still their official allies against the Japanese, with the use of the nuclear bomb unless they fell into line and stopped their “banditry”.[15]

The political factor behind the bombing is therefore pretty clear.

  1. The revenge factor: Throughout the war, the Western nations had categorised the Japanese as something less than human, and Western propaganda had consistently portrayed them as monstrous rats or monkeys. The use of the atom bomb on them was a nice, satisfying way of exacting revenge, as Truman himself said (see above).

  1. Scientific curiosity: Just because scientists are scientists we can’t expect them to be necessarily ethical or moral. The scientists wanted to know which bomb was more powerful, and one important reason for the atom-bombing of Nagasaki was merely to see if the implosion device would cause more devastation than the Hiroshima bomb.[16] The fact that the programme had cost two thousand million dollars (at the then value) was also a powerful incentive to use the bomb – to justify the money spent.

Hiroshima, in fact, was chosen as a target for two reasons: first, because it was a “virgin” city, never having been bombed[17], and therefore would provide an excellent test-bed for the Bomb; and also because of its topography (surrounded on three sides by hills) which would allow the blast to be focused back on the city and cause even greater destruction.

Could the Bomb have been used otherwise?

Let’s – for the sake of argument – assume that the atom bomb really ended the war. What were the alternatives to dropping the bomb on Hiroshima and Nagasaki?

Alternative No 1: Warning the Japanese through neutral nations of the existence of the bomb and the willingness to use it. Whether this would have been effective of not, it certainly wasn’t tried.

Alternative No 2: Making a “demonstration” – dropping the bomb over an isolated Japanese military base, over an unpopulated area, or over the sea within sight of the Japanese coast. This, too, was never tried, and never, apparently, contemplated.

The argument usually goes that the bomb actually had to be used for the Japanese to appreciate its true destructive power, and without that they wouldn’t have surrendered. The argument further goes that the use of only one bomb wouldn’t be effective, because the hardliners in the Japanese military and government wouldn’t believe that the US had more than one of the bombs.

Again, for the sake of argument, let’s assume that this line of thinking has merit – that the Japanese would have not surrendered unless the Bomb was actually used on one or more of their cities.

This raises some questions:
1. If the Hiroshima bomb was used on 6th August, why was the Nagasaki bomb used just three days later? It was an impossibly short time for the Japanese government to assimilate information about the bomb, given the utterly destroyed state of Japanese communications, and decide on surrender.  Besides, it was only at Nagasaki (vide Craig, The Fall Of Japan) that a message was dropped (taped to an instrument package parachuted to study the explosion) to a Japanese nuclear scientist – a Professor Sagane – who had earlier studied in the US, informing him of the nature of the atom bomb. So, the Japanese were not even given the time to know of their danger and think of surrender – before both bombs had been used.
2. Let’s for the sake of argument assume that Hiroshima had to be destroyed to force a Japanese surrender, and a second bomb had to be dropped to make the point that the US had more than one bomb. If that is so, why wasn’t the second bomb used as a demonstration, and dropped somewhere the Japanese could see its effect for themselves, and not on civilians? What possible justification can there have been for destroying a city?

And this is why I consider Nagasaki to have been an even worse war crime than Hiroshima – because, following the arguments of the pro-bomb lobby to their logical conclusion, the bombing of the latter city comes across as even more wanton and pointless, even more of a war crime and a terrorist act.

While I am on the subject, as I’ve written elsewhere [18]

I view the atom-bombing of Hiroshima and Nagasaki as a complete and despicable war crime. I view it as such because – like using Agent Orange in Vietnam or depleted uranium today everywhere from Kosovo to Libya – the effects extend to future generations, meaning people who are not only not guilty of any part  in the conflict, but weren’t even born when it took place. No amount of self-justification can excuse that.

Secondly, I view nuclear weapons as the closest thing we have to an absolute evil, because it gives its possessors the choice to wipe out virtually all life on earth in defence of a political or economic ideology; a way of wiping out everything in some kind of universal Gotterdammerung. Just as you wouldn’t let a petulant child get its hands on a firearm, you wouldn’t want a nation – any nation – to have the means to blow everything away in a fit of temper. Don’t think it can’t happen – it very nearly has.

It is true (as I shall discuss in a moment) that the bombing of Nagasaki killed far fewer people than the bombing of Hiroshima even though the bomb was far more powerful[19]; but that was more by accident than by intent, and surely in these situations intent is what matters. Is a man who kills a hundred people more of a criminal than one who kills merely fifty? And is the latter guiltier than one who has dispatched only five or so?

The targeting of Nagasaki:

Let’s say something here that a lot of people don’t know: Nagasaki was not a primary target for the Bomb. The list of potential Japanese targets had at first four names on it – Kyoto, the ancient Japanese capital; Kokura, Hiroshima and Nagasaki. Kyoto was scratched early on because of its cultural and religious significance to the Japanese people, and Niigata substituted. That city was subsequently scratched because it was considered too far to be reliably attacked, what with having to fly there carrying the immense weight of the atom bomb, and the target list came down to three – Hiroshima and Kokura, with Nagasaki (which had already been bombed five times[20] and therefore wasn’t a “virgin” city like Hiroshima) as the alternate target.

When the B 29 bomber (Bockscar) carrying “Fat Man” took off from Tinian, it was supposed to bomb Kokura, but the target was covered by smog and cloud[20]. The crew were under strict orders not to bomb by radar, but only after visually identifying the aiming point. Despite three passes over the target, they were unable to do so, and by this time the Japanese below had opened up with some anti-aircraft fire (the only occasion during the two atom bombings that any opposition at all was encountered. That a tiny number of unescorted and unarmed bombers – three at Hiroshima, two at Kokura/Nagasaki – could fly over Japanese cities in broad daylight unmolested is clear proof of the utterly parlous nature of Japanese defences at the time). The plane then flew to Nagasaki, which was covered by cloud and smog as well. By then, fuel was getting low, and there was just enough for one pass over the target. There was only one hole in the cloud which afforded some view of the city, and “Fat Man” was dropped through that hole, with a racetrack as the makeshift aiming point.

The bombing of Nagasaki:

As Fat Man fell through the air over Nagasaki, arming wires were extracted, barometric switches were closed, and electrical switches were triggered at a pre-set altitude of 500 metres. The detonators arranged around the plutonium core exploded, driving the metal ball on itself until it reached a supercritical mass. A moment later, with an intense bluish-white light, the bomb exploded over the city. People below simply vanished, vaporised in an instant. Further from the blast site, they were blinded, their skin burned away, their bodies blasted with radiation, and all of them died. Many who were not killed by the blast or radiation were crushed under falling buildings, and yet others roasted alive by the mass fires that followed. Those further from the blast and fires soon began to suffer the effects of radiation sickness: diarrhea, weakness and fever, agonising pain, their urinary flow stopping as the inner lining of their bladders came away. Most of them soon died. Those who survived lost their hair and teeth, followed by a lifetime of health problems, frequently involving cancer and passing on mutations to their children.

Everything happened as it had happened at Hiroshima, in fact; but, as I’ve mentioned, the casualty toll was

As the  fireball from the explosion rose, it sucked up superheated air along with moisture, smoke and soot from the incinerated city, and condensed it all in a tower of cloud that spread out at the top – into the image of the mushroom cloud that is familiar to us all. And the moisture condensed and fell along with the soot and dirt as a black rain, just as it had done at Hiroshima.

The reason for the lower casualty toll is as follows: the implosion type plutonium device was far more powerful than the gun-type bomb used on Hiroshima. It was, however, dropped far off-centre (towards the north-west) and failed to hit the middle of the city as planned. Nagasaki is also, unlike Hiroshima, a hilly city broken up by stretches of water  Large portions of the city were protected from blast by the hilly terrain, and the mass fires that started could not cross open stretches of water to ignite a firestorm as in Hiroshima. That is why “only” some 87000 died[20] – as opposed to more than twice that number at Hiroshima. (It’s a different matter that an even higher proportion of them were civilians, including a number of Western prisoners of war whose presence was known to the US – but the bombing went ahead anyway.[21])

When you remember that the most notorious “terrorist” strike in history killed fewer than 3000 people, and that that strike became the reason for wars that have to date destroyed two nations and devastated several others, it brings the crimes of Hiroshima and Nagasaki even more into focus.

The whitewash:

It’s worth noting that by 1947, Harry Truman had apparently begun feeling a need to whitewash his own part in the decision to use the bomb. He had the first film on Hiroshima censored extensively, falsifying history and reinventing his and every other major participant’s role in it[22]. It’s difficult to see this effort as anything but an admission of guilt, yet it established the modern myth of how the Bomb had to be used, most reluctantly, to end the war. It wasn’t a very effective propaganda device, of course, but the people of the US were eager to believe that the bombing was not a crime – so they took the opportunity to believe it.

The modern government of Japan is hardly free of guilt either. It made no effort to help the hibakusha – the survivors of the atomic bombing – until the 1950s, and to this day said help is far from adequate[23]. Besides, Japan till today operates on a US-written constitution and has a government that cannot exert full sovereignty over its own territory – no government which cannot ask an allegedly allied nation to remove its troops from its own territory[24] can be said to be sovereign – and cannot be expected to annoy the Americans. Therefore, the whitewash tends to be bilateral.

Conclusion:
Obviously, I believe that the atom bombing of the two cities was a war crime, and that the people who ordered the bombings were war criminals. However, were the people who actually carried out the bombings – the pilots and crew of the two planes, and the pilots and crew of the observation planes that accompanied them – war criminals?

Under normal circumstances, one would have said they weren’t. In a war that had crossed all limits of savagery, I’d have said that they were soldiers carrying out their orders. But there’s what happened afterward.

In 1995, the Smithsonian Institution wanted to hold an exhibition showing the effect of the atom-bombing of Hiroshima. One of the most strident opponents of the exhibition (which ultimately was aborted) was an old man who claimed it was a “damned big insult”. This old man was someone who had – in 1975 – flown a recreation of the attack of Hiroshima at an air show, complete with mushroom cloud, and claimed he had not intended it to be offensive. Yet, obviously, he found showing the effects of the bomb itself offensive to himself.[7]

Who was he? His name was Paul Tibbets, and he was the man who had flown the B 29, Enola Gay, which had dropped the Hiroshima bomb. His bombardier, too, went to his grave declaring he would do it again if the opportunity arose.

Whether Tibbets was a war criminal or not, therefore, at least in retrospect, might be a matter of opinion. However, I’d like to point out one thing:

After returning from a mission where they had just barbecued over a hundred thousand human beings, the crew of the Enola Gay celebrated with a barbecue.[25]

So what can be done? I believe that  an apology is a good place to begin. It’s necessary because even though an apology won’t help the victims of the Bomb, it will acknowledge that bombing them was wrong; and only if one admits wrong will one begin to guard against the tendency to do it again. After the end of the Second World War, the USA has threatened the use of nuclear weapons many times – against Korea, China, Cuba and Vietnam, against Iraq, North Korea and now against Iran. If the only nation ever to use nuclear weapons and threaten their use apologised for doing so, it might guard against the tendency to use these weapons or threaten their use – and in the modern world, if one country can use them, another can; and once there’s a major exchange, no matter who is guilty of starting it, there can be no turning back from the road to utter global ruin.

Not that any apology will ever be forthcoming, of course, but there’s no harm dreaming.

South Korea resumes Iranian oil supplies

South Korea, the fourth largest importer of Iranian crude, plans to resume purchases after a two-month pause due to a European Union embargo.

­South Korean refiners and the National Iranian Tanker Company (NITC) are negotiating the details of a deal, which would allow supplies to restart from September, Reuters reported citing government sources. Tehran offered to deliver crude in its own tankers and provide up to $1 billion shipment insurance cover.

SK Energy and Hyundai Oilbank – the only two South Korean refiners that import Iranian crude, have confirmed that they are involved in negotiations with NITC. Though it’s unclear whether Iran had offered South Korea a discount for crude.

South Korea, India, Japan and China are the biggest importers of Iranian crude, accounting for more than half of its oil exports. In May, Seoul announced it would halt crude import from the Islamic Republic, becoming the first major importer of Iranian oil to give up supplies due to the EU sanctions.

EU sanctions banning Iranian oil as well as insurance affect Asian customers as they rely on EU companies to insure their shipments. Nearly 90% of the world’s tanker fleets are covered by 13 international P&I clubs from the EU.

Meanwhile Japan approved providing $7.6 billion insurance coverage for Iranian tankers, while China offered to use its own vessels for delivery. India has given permission to its state-run refiners to import Iranian oil on condition Tehran arranges insurance.

Japan bans U.S. Osprey war planes over safety concerns

Japan’s prime minister says that he will not allow the U.S. military to fly its newest transport aircraft in his country until safety concerns are first addressed.

Yoshihiko Noda told parliament on Tuesday that no flights of the MV-22 Osprey aircraft would be allowed to take place until investigations into two recent crashes were completed.

The crashes took place in April and June, and Japan says that it will not allow them to operate over its airspace and from its soil until the government is satisfied that safety checks have been completed.

The deployment of the MV-22s to a U.S. military base on the island of Okinawa has become a political headache for the Japanese government due to intense local opposition.

Okinawa hosts more than half of the roughly 50,000 U.S. troops in Japan. The deployment of the aircraft has become an issue for anti-U.S. protesters to rally around.

The first 12 Ospreys headed for Okinawa arrived in Japan on Monday.

The Osprey is a hybrid aircraft with rotors that allow it to take off like a helicopter and engines that can tilt forward, enabling it to fly like an airplane at higher speed than helicopters.

The aircraft’s development was plagued with issues in its early years in the 1990s, but U.S. officials say the technical glitches have been cleared up.

It is used by the U.S. marines, primarily as a troop transport aircraft, allowing soldiers on the ground greater range than current transport helicopters offer.

Nuclear Savages

Are you wondering about the disconcerting contradictions in the nuclear news in recent weeks?

Following the release of a May 2012 report, newspapers around the world posted headlines announcing that the World Health Organization concludes that Fukushima radiation emissions pose minimal health risk. Based on an assessment of reported emissions of radioiodine and cesium up through September 2011, Japan’s nuclear meltdown poses no serious cancer risk, except for localized exposures around Fukushima prefecture, which may result in increased risk of thyroid cancer.

In the same week, Japanese press reported the alarming news that TEPCO’s assessments of total radioiodine releases were some 1.6 times greater than the Japanese Government’s assessment while, on the same day, the Japanese government issued a reassuring statement that “while gross releases of iodine-131 and cesium-137 are actually far greater than originally estimated, the public can rest assured, as  releases to the sea have not resulted in contamination beyond the plant’s immediate area because the mixing power of ocean currents has dispersed the substances beyond the limits of detection in seawater samples”

Meanwhile, the US press reported findings from a study published in The Proceedings of the National Academy of Sciences demonstrating that by August 2011, cesium-134 and cesium-137 from Fukushima was present in the tissue of Pacific blue fin tuna, as evidenced samples taken off the coast of San Diego, in Southern California. In the media storm that followed this report, government experts with the US Food and Drug Administration proclaimed no need for public panic, as radiation levels were detectable but simply too low to be hazardous and independent scientists explained why the presence, even at small levels, was so alarming and noted the need for additional monitoring.

As has been the norm in this most recent nuclear disaster, contradictory information abounds, with alarming news countered or contradicted by reassurances that muddy the water, yet achieve the goal of containing and controlling an impotent public.

We have been here before, in a world blanketed with nuclear fallout, where massive amounts of iodine, cesium, strontium and other radioactive isotopes moved through the marine and terrestrial food chain and the human body, in well-documented ways, with degenerative and at times deadly outcomes.  Yet, for many reasons, while the environmental and biomedical trajectory of such exposures are well documented, the human experience and associated public health risks are largely suppressed, classified, or simply and persistently denied.

Sometimes clarity is best achieved by stepping back, taking pause, and considering the historical antecedents and experiences that have brought us to these chaotic times.  A new documentary film by Adam Horowitz offers an opportunity to do just that.

Premiering June 2, at 6:30 pm at the Lincoln Center in New York City, Nuclear Savage: The Islands of Secret Project 4.1  is a poignant, provocative, and deeply troubling look at lingering and lasting effects of nuclear disaster and the human consequences of US government efforts to define, contain, and control public awareness and concern. Nuclear Savage recounts the experiences of the Marshallese nation in the years following World War II, as they played host to the US’s Pacific Proving Grounds and served as human subjects in the classified, abusive pseudoscience that characterized the US government medical response to civilian exposures from the 1954 Bravo Test, the largest and dirtiest hydrogen bomb detonated by the United States. Detonated in the populated nation of the Marshall Islands.

Here is the story: Following World War II, the Marshall Islands became part of the Trusteeship of the Pacific, and in 1946 after the detonation of two atomic bombs in the Bikini lagoon, the United States was given the authority to administer the islands as a Strategic Trusteeship. The terms of this agreement included the US obligation to “Protect the inhabitants against the loss of their lands and resources” and “Protect the health of the inhabitants of the Trust Territory.”

Between 1946 and 1958 the United States tested 66 nuclear weapons on or near Bikini and Enewetok atolls, atomizing entire islands and, according to records declassified in 1994, blanketing the entire Marshallese nation with measurable levels of radioactive fallout from 20 of these tests. To consider the gravity of this history: the total explosive yield of nuclear militarism in the Marshall Islands was 93 times that of all US atmospheric tests in Nevada, and more than 7,000 Hiroshima bombs. Hydrogen bomb tests were especially destructive, generating intense fallout containing an array of isotopes, including radioactive iodine, which concentrates in the thyroid and can cause both cancer and other medical conditions.

All told, by US estimates, some 6.3 BILLION curies of radioactive Iodine‐131 were released to the atmosphere as a result of the nuclear testing in the Marshall Islands: 42 times greater than the 150 million curies released as a result of the testing in Nevada, 150 times greater than the 40 million curies released as a result of the Chernobyl nuclear disaster. And, while comparison to the ongoing Fukushima meltdown is difficult as emissions continue, estimates to date have ranged from 2.4 to 24 million curies. Simply put, radioactive contamination in the Marshall Islands was, and is, immense.

Radioactive fallout from the 1954 Bravo Test not only blanketed a populated nation, but also severely harmed the 23 Japanese crew members of Daigo Fukuryu Maru (No. 5 Lucky Dragon) who were in Marshallese waters harvesting a school of tuna when fallout blanketed their vessel. The US provided antibiotics to treating doctors at the Atomic Bomb Casualty Commission in Japan. One of the crew members,  Kuboyama Aikichi, died a few weeks later. In the Marshall Islands, residents of Rongelap and Rongerik Atolls who were evacuated in earlier weapons test but not informed nor moved before this largest of all detonations, experienced near fatal exposures.

News of the disastrous exposure of Japanese fishermen and Marshallese island residents fueled international outrage, prompting demands in the United Nations for a nuclear weapons test ban, a series of pacifying news releases from the US about the rapid return to health of exposed civilians.

What was not reported to an interested world public, is the news that the heavily exposed people of Rongelap, once evacuated, were immediately enrolled as human subjects in a top-secret study, Project 4.1, which documented the array of health outcomes from their acute exposures, but did not treat the pain or discomfort of radiation burns, nor utilize antibiotics to offset any potential infection.

Nor did the US make public the full array of findings from their extensive documentation of the character and extent of radioactive fallout during the 1954 and other nuclear weapons tests, which demonstrated the deposition, movement, and accumulation of radioisotopes in the marine and terrestrial environment of Rongelap and other northern atolls.

In 1957, the people of Rongelap were returned to their homelands with great fanfare, moving into newly built homes on islands still dangerously contaminated from prior nuclear weapons tests and clearly vulnerable to the fallout from the 33 bombs detonated in 1958. This repatriation of the Rongelap community was both planned and celebrated by scientists and officials at the US Department of Defense and the Atomic Energy Commission, who saw a significant opportunity to place a human population in a controlled setting to document how radiation moves through the food chain and human body. Annually, and then as the years progressed and degenerative health symptoms increased, biannually, the US medical teams visited by ship to examine, with x-ray, photos, blood, urine and tissue samples, the relative health of the community.

It is this story of human subject experimentation with unwitting subjects that forms the core of the Nuclear Savage film, illustrating both the abusive disregard and human consequences of experiments that violate US law, the Nuremburg Code, and Article 7 of the International Covenant on Civil and Political Rights which states that “no one shall be subject without his free consent to medical or scientific experimentation.”

Research conducted for the Marshall Islands Nuclear Claims Tribunal and recently submitted to a UN Special Rapporteur on toxics and human rights adds more detail to narrative played out in Horowitz’s Nuclear Savage film.

The long term study of the human health effects of exposure to fallout and remaining nuclear waste in the Marshallese environment extended over four decades with a total of 72 research excursions to the Marshall Islands involving Marshallese citizens from Rongelap, Utrik, Likiep, Enewetak and Majuro Atolls. Some 539 men, women, and children were subject to studies documenting and monitoring the varied late effects of radiation. In addition to the purposeful exposure of humans to the toxic and radioactive waste from nuclear weapons, some Marshallese received radioisotope injections, underwent experimental surgery, and were subject to other procedures in experiments addressing scientific questions which, at times, had little or no relevance to medical treatment needs and in some instances involved procedures that were detrimental to their health. The United States Department of Energy acknowledged in 1994 administration of Cr-51 and tritiated water, and in at least three instances, Cr-51 was injected in three young women of child-bearing age. A 2004 review of declassified research proposals, exam reports, and published articles in support of a Marshall Islands Nuclear Claims Tribunal proceeding found that a broader array of radioisotopes were used — radioactive iodine, iron, zinc, carbon-14 — for a wide array of experiments including research demonstrating the linkages between radiation exposure, metabolic disorders, and the onset of type-2 diabetes.

Arguably, while these experiences were abusive, a broader public health interest was being served, as the results of such science could potentially influence government policy and actions to protect humanity from the adverse health outcomes of nuclear fallout. And indeed, significant scientific knowledge was accumulated. However, the bulk of these findings demonstrated varied degenerative health effects resulting from chronic exposure to low-level radiation in the environment, findings which threatened political (nuclear proliferation) and economic (nuclear energy) agendas. Such findings were buried in the classified files.

For example, the presence and bioaccumulation of radioiron (Fe-55) in fallout from the 1958 detonations of nuclear bombs was documented in terrestrial and marine environments, including lagoon sediments, coral reefs, and reef fish, with alarming levels in goat fish liver, but this knowledge was not shared with the larger scientific world until 1972, nor shared with Marshallese until the declassification process supporting an Advisory Commission on Human Radiation investigation forced bilateral disclosure to the Marshall Islands Government in the 1990s. The movement of cesium through the soils, and bioaccumulation in coconut crabs, trees, and fruit – primary sources of food and liquid in the Marshallese diet — was also documented, with restrictions on the consumption of coconut crab periodically issued, without explanation. The movement through the food chain, bioaccumulation, and biological behavior of radioiodine in the human body was documented, and when thyroid nodules, cancers, and disease resulted, these conditions were studied and treated through various experimental means, though the relationship between nuclear weapons testing, fallout, contamination of the environment, and human subsistence in that environment was not explained until decades had passed.

In short, a wide array of other degenerative health outcomes were documented, including changes in red blood cell production and subsequent anemia, metabolic and related disorders; immune system vulnerabilities; muscoskeletal degeneration; cataracts; cancers and leukemia; miscarriages, congenital defects, and infertility…

However, when Marshallese residents suggested to US scientists that these and other unusual health problems were linked to the environmental contamination from nuclear fallout, their concerns were repeatedly and, because of the classified nature of the science, easily dismissed then. And, because time and the US power over the radiation health effects narrative is so immense and entrenched, they continue to be dismissed now.

The experiences of the Marshallese are particularly relevant to a world still coming to terms with the ulcerating disaster that is Fukushima, a point that is not lost to the members of United Nations Human Rights Council, which has been engaged in an effort over the past number of years to explore the varied means by which humans are unable to enjoy their right to a healthy environment, including the human rights abuses associated with movement and dumping of toxic and dangerous products and wastes.

Mr. Calin Georgescu (Romania), the UN Special Rapporteur for toxics and human rights, has a mandate that includes, among other directives, a country-specific mission to investigate these concerns in the Marshall Islands, especially the human rights consequences of environmental contamination pertains from nuclear weapons testing and other US military activities.  In March 2012, Mr. Georgescu visited the RMI, interviewing displaced members of the Bikini, Enewetak, and Rongelap Atolls and other Marshallese citizens whose health and other rights have been severely impacted by living in a contaminated environment.

In April he traveled to Washington DC where he interviewed US government officials, met with independent experts such as myself, and discussed his investigation with the Marshall Islands Ambassador and the RMI UN representative. The Special Rapporteur is now preparing a report that will be presented to the United Nations Human Rights Council meeting in Geneva during their September 2012 meeting.

Why should a world community care about Cold War nuclear militarism in the Marshall Islands and its varied ulcerating consequences, especially given the many urgent and all to current crises we now face?

The US knowingly and willfully exposed a vulnerable population to toxic radioactive waste as a means to document the movement and degenerative health outcomes of radiation as it moves through the food chain and human body. This human subject experiment extended over the decades with profound consequences for individual subjects and the Marshallese nation as a whole. The Marshallese have become a nation whose experience as nuclear nomads, medical subjects, citizen advocates and innovators is shared by many citizens, communities and indigenous peoples around the world. Their experiences, consequential damages, and their struggles to  restore cultural ways of life, quality of life, inter-generational health, and long term sustainability, are especially salient to a nation and to a world concerned with the lingering, persistent, and invasive dangers of a nuclear world.

With both the US and RMI participating in the UN Special Rapporteur’s investigation, there is an obligation for both governments to receive and respond to the report recommendations in a timely fashion, and in subsequent reviews, to demonstrate truly meaningful remediation and reparation for their nuclear legacies in the Marshall Islands.

Furthermore, given the timing of the Human Rights Council review – when the US Presidential election cycle is in full swing – international scrutiny of Marshallese nuclear legacy issues may provide further fuel for the fires now raging over such questions as the effects of chronic exposure to low-level radiation, radiation monitoring, permissibility levels, who pays for the long term public health costs of nuclear energy, and the absurd notion that a tactical strategic nuclear military is a sustainable and viable option.

And, finally, given the historical role of the United Nations in designating the Marshall Islands as a strategic trust, there is a moral and legal obligation for the United Nations community to assist in the remediation, restoration and reparation due to the environment, health, and dignity of the Marshallese nation. International attention to this history and experience is long overdue, and sadly and sorely relevant to a post-Fukushima world.

US “not impressed” with India over Iran oil ties

The United States is not impressed with India’s efforts to cut its oil imports from Iran, a top US diplomat said on Tuesday, despite New Delhi pledging to slash imports by 11 percent.

As a major buyer of Iranian crude, India is crucial to US efforts to squeeze Iran’s economy. The issue has become an irritant in ties between India and the United States.

Carlos Pascual, the US special envoy who has been negotiating with Iranian oil importers to cut their imports, met Indian foreign ministry officials on Tuesday.

“We are not too impressed today,” Pascual said when asked by Reuters how likely India was to get a waiver. Pascual was speaking before meeting the foreign ministry officials.

“We’re really going to talk about the broad developments of global energy. How we work together on these issues. It’s a great relationship,” he said.

The United States in March granted exemptions to Japan and 10 European Union nations. India and China, Iran’s biggest crude importer, remain at risk.

Washington has held up Japan as an example, saying it had cut imports despite having suffered an earthquake and tsunami that crippled its Fukushima nuclear reactor.

Japan cut volumes by almost 80 percent in April compared with the first two months of 2012. The cuts, amounting to 250,000 barrels per day, are the steepest yet by the four Asian nations that buy most of Iran’s 2.2 million bpd of exports.

India’s crude oil imports from Iran declined by about 34 percent in April compared with March, tanker discharge data showed last week.

Washington has not stated specifically what cuts it expects from each country, only that they must be substantial.

US Secretary of State Hillary Clinton leaned on India last week to cut its imports of Iranian oil further, and said Washington may not make a decision on whether to exempt New Delhi from financial sanctions for another two months.

Clinton, who was on a visit to India, said the United States was encouraged by the steps its ally had taken to reduce its reliance on Iranian oil, but that “even more” was needed.

India supposedly responded to US pressure on Tuesday by agreeing to cut its imports from Iran by a further 11 percent.

“To reduce its dependence on any particular region of the world, India has been consciously trying to diversify its sources of crude oil imports to strengthen the country’s energy security,” junior oil minister R.P.N. Singh said.

The size of imports from various sources depends on technical, commercial and other considerations, Singh added.

It was not immediately known whether the move by India would be enough avert US sanctions.

Why Fukushima Is a Greater Disaster than Chernobyl and a Warning Sign for the U.S.

The radioactive inventory of all the irradiated nuclear fuel stored in spent fuel pools at Fukushima is far greater and even more problematic than the molten cores.

In the aftermath of the world’s worst nuclear power disaster, the news media is just beginning to grasp that the dangers to Japan and the rest of the world posed by the Fukushima-Dai-Ichi site are far from over.   After repeated warnings by former senior Japanese officials, nuclear experts, and now a U.S. Senator, it is sinking in that the irradiated nuclear fuel stored in spent fuel pools amidst the reactor ruins may have far greater potential offsite consequences  than the molten cores.

After visiting the site recently, Senator Ron Wyden (D-OR) wrote to Japan’s ambassador to the U.S. stating that, “loss of containment in any of these pools could result in an even greater release than the initial accident.”

This is why:

  • Each pool contains irradiated fuel from several years of operation, making for an extremely large radioactive inventory without a strong containment structure that encloses the  reactor cores;
  • Several  pools are now completely open to the atmosphere because the reactor buildings were  demolished by explosions; they are about 100 feet above ground and could possibly topple or collapse from structural damage coupled with another powerful earthquake;
  • The loss of water exposing the spent fuel will result in overheating [which] can cause melting and ignite its zirconium metal cladding – resulting in a fire that could deposit large amounts of radioactive materials over hundreds of miles.

Irradiated nuclear fuel, also called “spent fuel,” is extraordinarily radioactive.  In a matter of seconds, an unprotected human one foot away from a single freshly removed spent fuel assembly would receive a lethal dose of radiation within seconds. As one of the most dangerous materials in the world, spent reactor fuel poses significant long-term risks, requiring isolation in a geological disposal site that can protect the human environment for tens of thousands of years.

It’s almost 26 years since the Chernobyl reactor exploded and caught fire releasing enormous amounts of radioactive debris. The Chernobyl accident revealed the folly of not having an extra barrier of thick concrete and steel surrounding the reactor core that is required for modern plants in the U.S., Japan and elsewhere. The Fukushima Dai-Ichi accident revealed the folly of storing huge amounts of highly radioactive spent fuel in vulnerable pools, high above the ground.

What both accidents have in common is widespread environmental contamination from cesium-137.  With a half-life of 30, years, Cs-137 gives off penetrating radiation, as it decays.  Once in the environment, it mimics potassium as it accumulates in biota and the human food chain for many decades.  When it enters the human body, about 75 percent lodges in muscle tissue, with perhaps the most important muscle being the heart.  Studies of chronic exposure  to Cs-137 among  the people living near Chernobyl show an alarming rate of heart problems, particularly among children. As more information is made available, we now know that the Fukushima Dai-Ichi site is storing 10,833 spent fuel assemblies (SNF) containing roughly 327 million curies of long-lived radioactivity About 132 million curies is cesium-137 or nearly  85 times the amount estimated to have been released at Chernobyl.

The overall problem we face is that nearly all of the spent fuel at the Dai-Ichi site is in vulnerable pools in a high risk/consequence earthquake zone. The urgency of the situation is underscored by the ongoing seismic activity around NE Japan in which 13 earthquakes of magnitude 4.0 – 5.7 have occurred off the NE coast of Honshu in the last 4 days between 4/14 and 4/17.  This has been the norm since the first quake and tsunami hit the site on March 11th of last year. Larger quakes are expected closer to the power plant.

Last week, Tokyo Electric Power Company (TEPCO) revealed plans to remove 2,274 spent fuel assemblies from the damaged reactors that will probably take at least a decade to accomplish. The first priority will be removal of the contents in Pool No. 4. This pool is structurally damaged and contains about 10 times more cesium-137 than released at Chernobyl. Removal of SNF from the No. 4 reactor is optimistically expected to begin at the end of 2013. A significant amount of construction to remove debris and reinforce the structurally-damaged reactor buildings, especially the fuel- handling areas, will be required.

Also, it is not safe to keep 1,882 spent fuel assemblies containing ~57 million curies of long-lived radioactivity, including nearly 15 times more cs-137 than released at Chernobyl  in the elevated pools at reactors 5, 6, and 7, which did not experience melt-downs and explosions.

The main reason why there is so much spent fuel at the Da-Ichi site, is that it was supposed to be sent to the Rokkasho reprocessing plant, which has experienced 18 lengthy delays throughout its construction history.  Plutonium and uranium was to be extracted from the spent fuel there, with the plutonium to be used as fuel at the Monju fast reactor.

After several decades and billions of dollars, the United States effectively abandoned the “closed” nuclear fuel cycle 30 years ago for cost and nuclear non-proliferation reasons. Over the past 60 years, the history of fast reactors using plutonium is littered with failures the most recent being the Monju project in Japan. Monju was cancelled in November of last year, dealing a fatal blow to the dream of a “closed” nuclear fuel cycle in Japan.

The stark reality, if TEPCO’s plan is realized, is that nearly all of the spent fuel at the Da-Ichi containing some of the largest concentrations of radioactivity on the planet will remain indefinitely in vulnerable pools. TEPCO wants to store the spent fuel from the damaged reactors in the common pool, and only to resort to dry, cask storage when the common pool’s capacity is exceeded. At this time, the common pool is at 80 percent storage capacity and will require removal of  SNF to make room. TEPCO’s plan is to minimize dry cask storage as much as possible and to rely indefinitely on vulnerable pool storage.  Senator Wyden finds that TEPCO’s plan for remediation carries extraordinary and continuing risk. He sensibly recommends that retrieval of spent fuel in existing on-site spent fuel pools to safer storage in dry casks should be a priority.

Given these circumstances, a key goal for the stabilization of the Fukushima-Daichi site is to place all of its spent reactor fuel into dry, hardened storage casks. This will require about 244 additional casks at a cost of about $1 mllion per cask. To accomplish this goal, an international effort is required – something that Senator Ron Wyden (D-OR) has called for. As we have learned, despite the enormous destruction from the earthquake and tsunami at the Dai-Ich Site, the nine dry casks and their contents were unscathed.  This is an important lesson we should not ignore.

End of the nuclear illusion

A year after the nuclear catastrophe began at the Fukushima Daiichi station in Japan, the world has a historic chance to put an end to one of the biggest frauds ever played on the global public to promote a patently unsafe, accident-prone, expensive and centralised form of energy generation based upon splitting the uranium atom to produce heat, boil water, and spin a turbine. Candidly, that’s what nuclear power generation is all about.

The lofty promise of boundless material progress and universal prosperity based on cheap, safe and abundant energy through “Atoms for Peace”, held out by US President Dwight D Eisenhower in 1953, was mired in deception and meant to temper the prevalent perception of atomic energy as a malign force following the horrors of Hiroshima and Nagasaki.

Eisenhower was a hawk committed to building up the US nuclear arsenal from under 1,500 to over 20,000 warheads and sought to “compensate” for this by dressing up nuclear energy as a positive force. “Atoms for Peace” camouflaged the huge US military build-up in the 1950s.

The nuclear promise was also based on untested, unrealistic assumptions about atomic electricity being safe and “too cheap even to meter”. The projection sat ill at ease with the subsidies, worth scores of billions, which nuclear received. The US navy transferred reactor designs developed for its nuclear-propelled submarines to General Electric and Westinghouse for free. The US also passed a law to limit the nuclear industry’s accident liability to a ludicrously low level.

Fifty-five years on, the world has lost over $1,000 billion in subsidies, cash losses, abandoned projects and other damage from nuclear power. Decontaminating the Fukushima site alone is estimated to cost $623 billion, not counting the medical treatment costs for the thousands of likely cancers.

All of the world’s 400-odd reactors are capable of undergoing a catastrophic accident similar to Fukushima. They will remain a liability until decommissioned (entombed in concrete) at huge public expense, which is one-third to one-half of what it cost to build them. They will also leave behind nuclear waste, which remains hazardous for thousands of years, and which science has no way of storing safely.

All this for a technology which contributes just two percent of the world’s final energy consumption! Nuclear power has turned out worse than a “Faustian bargain” – a deal with the devil. Even the conservative Economist magazine, which long backed nuclear power, calls it “the dream that failed.”

Nuclear power experienced decline on its home ground because it became too risky and “too costly to hook to a meter”. The US hasn’t ordered a single new reactor since 1973, even before the Three Mile Island meltdown (1979). Western Europe hasn’t completed a new reactor since Chernobyl (1986). As a former member of the US Nuclear Regulatory Commission put it: “The abiding lesson that Three Mile Island taught Wall Street was that a group of NRC-licensed reactor operators, as good as any others, could turn a $2 billion asset into a $1 billion cleanup job in about 90 minutes.”

Nuclear power is now on the run globally. The number of reactors operating worldwide fell from the historic peak of 444 in 2002 to 429 this past March 1. Their share in global electricity supply has shrunk from 17 to 13 percent. And it’s likely to fall further as some 180-plus 30 years-old or older reactors are retired. Just about 60 new ones are planned.

After Fukushima, nobody is going to build nuclear reactors unless they get a big subsidy or high returns guaranteed by the state – or unless they are China, India or Pakistan. China’s rulers don’t have to bother about democracy, public opinion, or safety standards.

Nor are India’s rulers moved by these considerations. They are desperate to deliver on the reactor contracts promised to the US, France and Russia for lobbying for the US-India nuclear deal in the International Atomic Energy Agency. Manmohan Singh has even stooped to maligning Indian anti-nuclear protesters as foreign-funded, as if they had no minds of their own, and as if the government’s own priority wasn’t to hitch India’s energy economy to imported reactors. Pakistan’s nuclear czars are shamefully complacent about nuclear safety.

Nuclear power is bound up with secrecy, deception and opacity, which clash with democracy. It evokes fear and loathing in many countries, and can only be promoted by force. It will increasingly pit governments against their own public, with terrible consequences for civil liberties. A recent BBC-GlobeScan poll shows that 69 percent of the people surveyed in 23 countries oppose building new reactors, including 90 percent in Germany, 84 percent in Japan, 80 percent in Russia and 83 percent in France. This proportion has sharply risen since 2005. Only 22 percent of people in the 12 countries which operate nuclear plants favour building new ones.

Nuclear reactors are intrinsically hazardous high-pressure high-temperature systems, in which a fission chain-reaction is barely checked from getting out of control. But control mechanisms can fail for many reasons, including a short circuit, faulty valve, operator error, fire, loss of auxiliary power, or an earthquake or tsunami.

No technology is 100 percent safe. High-risk technologies demand a meticulous, self-critical and highly alert safety culture which assumes that accidents will happen despite precautions. The world has witnessed five core meltdowns in 15,000 reactor-years (number of reactors multiplied by duration of operations). At this rate, we can expect one core meltdown every eight years in the world’s 400-odd reactors. This is simply unacceptable.

Fukushima whitewash betrayed trust of NPR listeners

Last week, National Public Radio (NPR) broadcast a report on the Fukushima Daichi nuclear power plant meltdowns. The report whitewashed failures of the utility and government by ignoring essential facts of the disaster and its impact on health.

Sunday was the first anniversary of the March 11, 2011 disaster at Fukushima Daiichi nuclear power plant. For months, utility and government officials held back the truth, but finally admitted that three meltdowns had occurred. Those truths—potentially poisonous to industry plans to build more nuclear plants, — may not enjoy the sunlight for long. Propagandistic op-eds and reports in U.S. news media are attempting to sweep Fukushima’s history under the rug and, sadly, NPR is one of those wielding a broom.

The following claims were presented in NPR’s March 9 report by science reporter Richard Harris.

(1) Health risks are “too small to measure”

[H]ealth effects from radiation turn out to be minor compared with the other issues the people of Fukushima prefecture now face. {snip} We all watched frightening TV images, and clouds of radioactive steam and gas did erupt from the plant. That material did sometimes move over the countryside and into populated areas, so it looked like a horrible disaster. But, in the case of radiation, the dose matters. It’s true, there is no bright line that separates a safe dose of radiation from a dangerous dose, but at some point, a dose is so small that any potential health risk is simply too small to measure.

Harris does not identify the source of that conclusion, but it’s a long-time favorite of the industry that promoted the fantasy of “too cheap to meter.” (The bill for Fukushima is estimated at $77 billion and counting.) Listeners are kept blissfully ignorant of dissenting views, including those of the National Academies of Science. However, it’s well known that cancers due to radiation exposure may take decades to develop. Equating a low rate of illness in the first year with a negligible health risk is decidedly premature.

(2) “Quick actions” were taken by Japanese officials”

Harris quotes John Boice, “a cancer epidemiologist at Vanderbilt University,” in assessing the Japanese government’s actions to protect the public from radiation, including measures like evacuation.

One big cloud did blow inland, up toward the northwest. But most of the 170,000 residents in the area were quickly evacuated. Boice says that helped limit dangerous doses. So did other quick actions by the Japanese government.

A “quick” evacuation is one where authorities get the public out of the area as soon as a situation arises that might result in a radioactive release. Japanese authorities instead delayed evacuation until May 15 for residents of the area around Itate, where the cumulative radiation (the estimated first year dose) was 20 millisieverts (2000 millirem) or higher. Japanese officials also failed miserably in implementing another protection action, the distribution of potassium iodide pills.

(3) “Release of “any” food with excessive radiation was “prohibited”

They prohibited the release of any food that had had increased levels of radiation in them,” [Boice] says.

In fact, the Japanese government failed to keep radiation-contaminated food out of the marketplace. Bloomberg Business News reported that officials failed to ban cattle shipments from Fukushima until July 19–after some beef from the area had been shipped to shipped to supermarkets. At that time, the government reported finding beef with “as much 2,300 becquerels of cesium a kilogram,” well over the government’s limit of 500 becquerels per kilogram.

Rice contaminated with cesium also made it into the marketplace, and inspectors in Singapore detected radiation “nine times the limit in cabbages imported from Japan” (Reuters). “Spinach, mushrooms, bamboo shoots, tea, milk, plums and fish have been found contaminated with cesium and iodine as far as 360 kilometers from Dai-Ichi” (Bloomberg). Those, surely, were just the tip of the iceberg because Japan had no central system for checking food for radioactive contamination. It left that task to farmers and local officials–on a voluntary basis.

(4) Smoking is “a far bigger risk to their health”

According to the NPR report, “If you smoke a pack of cigarettes a day for a year, you’re getting an internal radiation dose of about 30 millisieverts.

That’s more than half the dose they got through occupational exposure. But cigarette smoke is also filled with cancer-causing chemicals, so smoking is a far bigger risk to their health.”

A graphic in the report shows that the radiation dose from cigarettes exceeds the expected dose from some CT (computed tomography) scans. Thus, the occupational exposure at Fukushima (which likely was greater due to poor dosimetry) also exceeded the dose from CT scans. This is noteworthy because the U.S. Food and Drug Administration has been urging caution in ordering CT scans due to the associated cancer risk.

The effective doses from diagnostic CT procedures are typically estimated to be in the range of 1 to 10 mSv (millisieverts). This range is not much less than the lowest doses of 5 to 20 mSv received by some of the Japanese survivors of the atomic bombs. These survivors, who are estimated to have experienced doses only slightly larger than those encountered in CT, have demonstrated a small but increased radiation-related excess relative risk for cancer mortality.”

Harris reference to cigarettes is a bit of a red herring but appears to be tied to his earlier claim that the health risk is too small to measure. That resembles a claim, popular with the nuclear industry, that FDA addressed in its discussion of CT scans.

There are some that question whether there is adequate evidence for a risk of cancer induction at low doses. However, this position has not been adopted by most authoritative bodies in the radiation protection and medical arenas.

(5) “Trauma, not radiation” is the key concern

Harris correctly acknowledges the importance of recognizing and treating stress and mental health impacts that may accompany a disaster. But, it is equally important to recognize why radiation is stress inducing.

Radiation is invisible. The average person has no means to detect it and lacks the training to understand the results. He/she must rely on a profit-minded utility and government agencies—typically captured by industry–to reveal facts that could be lethal to the corporate bottom line. As one would expect in such circumstances, deception is common.

Arguably, the most primary public health concern is not, as Harris suggests, the trauma of radiation. It is the abuse of public trust that undermines every effort to properly assess, communicate and mitigate health risks. Fukushima Roulette

One Year and Counting

It’s been a year since the reactor meltdowns and catastrophic radiation releases from Japan’s Fukushima Daiichi nuclear reactor complex, and news of their far-reaching consequences still makes headlines the world over. Radioactive hot spots are still being discovered far beyond the official 13-mile “exclusion” and 18-mile “cautionary” zones surrounding the 6-reactor compound.

Recalculated estimates of massive radiation releases are repeatedly doubled, tripled or quadrupled. The National Science Foundation has said, “The release of radioactivity from Fukushima — both as atmospheric fallout and direct discharges to the ocean — represents the largest accidental release of radiation to the ocean in history.”

The list of radioactively contaminated foods, waters, soils, vegetation and export goods continues to grow longer, and government-established allowable contamination rates appear wildly arbitrary. For example, Japan intends in April to lower its permissible level of cesium in milk to 50 becquerels per kilogram from the 200 Bq/Kg that is permitted now. Evidently, an amount of contamination deemed permissible for both robust and vulnerable populations for the past year, will become four times too dangerous to consume — on April Fool’s Day.

Unprecedented and seemingly chaotic efforts to limit the spread of radiation are announced every few days. Contaminated topsoil and detritus from the forest are to be placed in metal boxes which may be stored “temporarily” in wooded areas. A plasticized wind barrier may be placed like a giant tent over the entire Fukushima Daiichi complex to retard further release of radiation to the air. The Tokyo Electric Power Co. (Tepco) began in March pouring tons of concrete from ships onto the seabed outside the destroyed reactors in an attempt to slow the spread of radionuclides that were dumped into the sea in the panicky early days of the crisis.

Broadly accepted but faulty government explanations for the meltdowns leave 400 reactors operating worldwide vulnerable to similar failures of emergency generators. Tepco is still dumping hundreds of thousands of gallons of water on the three uncontrolled reactors, and the waste fuel pool of reactor 4, all with extremely hot and ferociously radioactive fuel wreckage at the bottom of what used to be called “containments.” The unprecedented earthquake turned them into cracked and leaking sieves that are still vulnerable to Japan’s daily earthquakes.

A selective review of the news is all that space allows:

July 12-18: Beef contaminated, consumed, banned

Beef contaminated with cesium was sold at markets before a ban and recall was issued. Tests on straw at a farm in Koriyama city in Fukushima Prefecture showed cesium levels as high as 378 times the legal limit. Tokyo’s metropolitan government said high levels of cesium, nearly five times what’s permitted, were detected in meat from a cow shipped to a packing plant in Tokyo from a farm in Koriyama. 

Sept. 9: Japan triples its radiation release estimate

Japan’s Atomic Energy Agency reported that radioactive cesium-137 and iodine-131 released into the Pacific Ocean by Fukushima’s operators between March 21 and April 30 amounted to 15,000 trillion becquerels, or “terabecquerels” — more than triple the amount (4,720 terabecquerels) earlier estimated by the Tepco. Oct. 2: Plutonium fell far beyond evacuation zone

Plutonium, was been detected 24 miles from Fukushima according to government researchers. The official exclusion zone is only 12.4 miles wide.

Oct. 15: Hot spots in Tokyo

Independent groups found 20 radioactive “hot spots” inside Tokyo, 150 miles from the disaster zone, that were contaminated with cesium as heavily as parts of the exclusion zone around Chernobyl, in Ukraine, site of a similar radiation disaster in 1986. Kiyoshi Toda, a radiation expert and medical doctor at Nagasaki University told the New York Times, “Radioactive substances are entering people’s bodies from the air, from the food. It’s everywhere.”

Oct. 27: Worst oceanic contamination ever recorded

France’s Institute for Radiological Protection and Nuclear Safety reported that the amount of cesium-137 dispersed to the Pacific Ocean was the greatest single radioactive contamination of the sea “ever observed.” The institute estimated that 27 “petabecquerels” (27 million billion becquerels) of cesium-137 poured into the sea. This is equal to a staggering 729,000 curies.

Nov. 17: Sale of contaminated rice banned

The sale of rice from 154 farms in Fukushima Prefecture was banned after it was found contaminated with cesium exceeding

government limits. The same week, the journal of the National Academy of Sciences said that levels of cesium in the region’s soil would “severely impair” food production in all of eastern Fukushima and even neighboring areas.

Nov. 26: Cesium in fallout fell all over Japan

Radioactive cesium dispersed by Fukushima fell over the entire territory of Honshu, Japan’s largest and most heavily populated island, the major daily Asahi Shimbun reported.

Dec. 6: Cesium in baby food on shelves 7 months

The giant food company Neji Holdings announced the recall of 400,000 cans of its powdered baby milk formula after it was found poisoned with cesium-137 and cesium-134. Packaged in April, toward the end of Fukushima’s worst radiation releases, the baby food was distributed mostly in May and could have been repeatedly consumed by infants for seven months.

Dec. 12: Tokyo schoolyard’s 9-month cesium hazard

The concentration of cesium found in a Tokyo schoolyard, 150 miles from Fukushima was over 10 times the government-established level requiring disposal. From April to December, highly contaminated tarps were evidently left in a heap beside the school’s gym. The Environment Ministry gave official permission to incinerate the covers, but tons of radioactively contaminated incinerator ash has caused broad public protest because of objections to its being disposed of in forested areas.

Dec. 12: Sea contamination 50 million times normal

A study by the Woods Hole Oceanographic Society published in Environmental Science & Technology found that concentrations of cesium-137 at Fukushima’s discharge points to the sea peaked at more than 50 million times expected levels. Concentrations 18 miles offshore were higher than those measured in the ocean after Chernobyl. Lead author and Woods Hole senior scientist Ken Buesseler told Forbes, “We don’t know how this might affect benthic [bottom dwelling and subsurface] marine life, and with a half-life of 30 years, any cesium-137 accumulating in sediments or groundwater could be a concern for decades to come.”

Dec. 19: Up to 14,000 U.S. deaths linked to fallout

The peer reviewed International Journal of Health Services reported that as many as 14,000 excess deaths in the United States appear linked to radioactive fallout from Fukushima. The rise in reported deaths after March 17 was largest among U.S. infants under age one. The 2010-2011 increase for infant deaths in the spring was 1.8 percent, compared to a decrease of 8.37 percent in the preceding 14 weeks. The study by Joseph Mangano and Janette Sherman, using data from the Centers for Disease Control and

Prevention’s weekly reports, was the first on Fukushima health hazards to be published in a scientific journal.

Feb. 11: Scouring fallout from 8,000 square miles

The New York Times reported in its business section that Japan intends to “rehabilitate” contaminated areas that total over 8,000 square miles — an area nearly as big as New Jersey.

Feb. 26: One-quarter of U.S. reactors can’t survive likely quakes

The Nuclear Regulatory Commission reported that 27 of 104 operating reactors in the United States face current earthquake magnitude predictions more powerful than the reactors were designed and built to withstand.

Feb. 28: Cesium limits for rice will not be enforced

The government said farmers would be allowed to plant rice on land with cesium contamination above the new 100 becquerels-per-kilogram limit for crop land. The new limit takes effect in April, long after Japan arbitrarily set a contamination limit of 500-Bq/Kg following last year’s massive radiation releases.

2011: Emergency backup generators ‘not designed to work’

The official explanation for Fukushima’s loss-of-coolant and radiation releases is that back-up diesel generators were wrecked by the March 11 tsunami. In his Nov. 2011 book Vulture’s Picnic (Dutton), Greg Palast smashes this theory — and highlights reactor vulnerability everywhere — writing that the diesels may have destroyed themselves just by being turned on. Since aerial photos now show that the buildings housing the diesels were not wrecked, Palast recounts that 30 years ago he and diesel expert R. D. Jacobs suspected problems with the diesels proposed for U.S. nukes. They forced the builder of New York’s Shoreham reactor to test its three generators under emergency conditions. One after another, all three failed when their crankshafts snapped, just ad Jacobs predicted. Shoreham never went online.

Interviewing another diesel engineer, Palast found that the diesels were “designed or even taken from, cruise ship engine rooms or old locomotives.” They need 30 minutes to warm up and time to build crankshaft speed, before adding the “load” of the generator. In a nuclear emergency, the diesels have to go from stationary to taking a full load in less than ten seconds, Palast reports. They’re not made for a “crash start.” He asked the expert, “You’re saying emergency diesels can’t work in an emergency?” His answer was, “Actually, they’re just not designed for it.”

An area far beyond the official 18-mile restriction zone around Fukushima has been declared in need of decontamination. Besides power washing urban areas, this will involve removing about 2 inches of topsoil from local farms as well as dead leaves and other debris from radiation-laden forest floors. The government has announced it intends to clear about 934 square miles of soil — an area larger than greater Tokyo (above). “So far, nobody has any idea where any contaminated soil will be dumped,” reported The Economist, in “Hot spots and blind spots: the mounting human costs of Japan’s nuclear disaster,” Oct. 8, 2011.
