Lieberman: Not a single Palestinian refugee will return to their lands in Israel

Ma’an – June 23, 2017

BETHLEHEM – During a speech at Israel’s Herzliya conference, aimed at discussing the country’s national policies, ultraright Israeli Defense Minister Avigdor Lieberman rejected the possibility of Palestinian refugees from historic Palestine, which Israel was built on, being able to return to their lands within the 1967 borders, a right that is upheld by United Nations Resolution 194.

“We will not agree to the return of a single refugee to within the ‘67 borders,” Lieberman reportedly said. “There will never be another Prime Minister who makes propositions to Palestinians like Ehud Olmert did,” he added, referring to a 2008 peace proposal introduced by the former prime minister.

The right of return for Palestinian refugees is a central demand among Palestinians and their leadership. The demand also represents a powerful symbolic connection to their lands and homes they were displaced from, as many Palestinians still possess original keys to their homes that were consumed by the state of Israel 69 years ago.

According to Israeli media, Lieberman also said that an end to the decades-long Israeli-Palestinian conflict would “not solve the problems – it will make them worse,” and noted that Israel should first “reach a regional agreement with moderate Sunni states, and only then an agreement with the Palestinians.”

He also went on to question the legitimacy of Palestinian citizens of Israel being part of the Israeli parliament, the Knesset, noting that the Joint List political bloc — representing parties led by Palestinian citizens of Israel in the Knesset — refused to acquiesce to Zionist ideologies.

“The only place they don’t want to leave is Israel. Why? Because it’s good for them here,” he said, referring to Palestinian citizens of Israel, making up approximately 20 percent of the population, whose families lived on the lands of historic Palestine before the creation of the state of Israel.

According to the Palestinian Central Bureau of Statistics (PCBS), 66 percent of Palestinians who were living in British-Mandate Palestine in 1948 were expelled from historic Palestine and displaced from their homes and lands during the creation of Israel, referred to as the Nakba, or catastrophe, among Palestinians.

On the topic of Gaza, Lieberman reportedly said “I don’t think we need to get into it. It won’t end soon,” before calling the dire humanitarian situation in the besieged Palestinian territory an “intra-Palestinian crisis,” echoing statements made by US Ambassador to the UN Nikki Haley who placed full blame of the dire humanitarian situation in the besieged Gaza Strip on Hamas, and absolved Israel of any responsibility for the ongoing crisis.

Lieberman also accused Palestinian President Mahmoud Abbas of attempting to influence Hamas to go to war with Israel by exacerbating the crisis in Gaza by cutting Palestinian Authority (PA) payments for electricity supplied to Gaza from Israel.

“Abbas is going to increase cuts and soon stop the payment of salaries in Gaza and the transfer of fuel to the strip as a two-pronged strategy: Hurt Hamas and drag it to war with Israel,” he reportedly said.

Lieberman’s statements came amid an attempted renewal of the Israeli-Palestinian peace process by right-wing US President Donald Trump.

Most recently, on Wednesday evening, a meeting was held between Abbas and Trump’s son-in-law and senior advisor Jared Kushner in the central occupied West Bank city of Ramallah to discuss reviving peace talks with Israel.

Executive Committee Member of the Palestine Liberation Organization (PLO) Wasel Abu Yousif said in statement at the time that reviving a political process requires certain determinants based on international law: a time limit for ending the 50-year Israeli occupation of the Palestinian territory must be set to establish a Palestinian state along the 1967 borders with East Jerusalem as its capital, and Palestinian refugees must be granted the right of return to the homes and villages from which they were expelled.

However, Israeli leaders have been public on their rejection of the Palestinian Authority (PA) taking over East Jerusalem, which was officially annexed by Israel in 1980, and have regularly voiced their opposition to the return of Palestinian refugees or even the halting of illegal Israeli settlement expansions in the occupied Palestinian territory.

Naftali Bennett, Israel’s right-wing education minister, has also introduced a bill in the Israeli parliament that would prevent any future divisions of Jerusalem, by mending Israel’s Basic Law on Jerusalem to necessitate the approval of 80 of the 120 Knesset members to make any changes to the law, instead of the regular majority vote.

“The purpose of this law is to unify Jerusalem forever,” Bennett reportedly said, adding that his legislation would make it “impossible” to divide Jerusalem.

While the PA and the international community do not recognize the legality of the occupation of East Jerusalem, Gaza, and the West Bank since 1967, many Palestinians consider that all historic Palestine has been occupied since the creation of the state of Israel in 1948.

A growing number of activists have criticized a two-state solution to the Israeli-Palestinian conflict as unsustainable and unlikely to bring durable peace given the existing political context, proposing instead a binational state with equal rights for Israelis and Palestinians.

Palestine: Another Desperate Cry for Help

Palestinian Christians 48eb2

By Stuart Littlewood | American Herald tribune | June 23, 2017

The National Coalition of Christian Organizations in Palestine (NCCOP) has just issued a final plea for help in the form of an open letter to the World Council of Churches and the ecumenical movement. It is signed by over 30 organisations in Jerusalem, the West Bank and Gaza and can be read in full here.

The problem is well known to everyone who’s paying attention. The letter recaps for us: “We are still suffering from 100 years of injustice and oppression that were inflicted on the Palestinian people beginning with the unlawful Balfour declaration, intensified through the Nakba [Palestinian ‘catastrophe’] and the influx of refugees, followed by the Israeli occupation of the West Bank including East Jerusalem and Gaza and the fragmentation of our people and our land through policies of isolation and confiscation, and the building of Jewish-only settlements and the Apartheid Wall.

“A hundred years later and there is still no justice! Discrimination and inequality, military occupation and systematic oppression are the rule…. Despite all the promises, endless summits, UN resolutions, religious and lay leader’s callings – Palestinians are still yearning for their freedom and independence, and seeking justice and equality.”

The letter harks back to the Amman Call of 2007. “We are concerned that ten years later the situation is worse…. the Amman Call did not achieve its goal of a just peace and we must ask ourselves today – why?”

Concern is also expressed at Israel’s “systemic assault on Palestinian creative resistance” (by which they mean BDS – boycott, divestment and sanctions), and on their partners worldwide who use BDS to persuade Israel to end the occupation.

“While we are grateful for the ‘costly solidarity’ articulated in the Amman Call and exercised by many churches around the world, we are concerned that some churches have weakened their positions in the last ten years as a result of pressure. Many still hide behind the cover of political neutrality, not wishing to offend their religious dialogue partners.”

So now they ask us to do the following:

1. Call things as they are: recognize Israel as an apartheid state in terms of international law and the UN ESCWA report which said: “Israel is guilty of imposing an apartheid regime on the Palestinian people”. They are concerned that States and churches continue dealing with Israel as if the situation were normal, ignoring the reality of occupation, discrimination and daily deaths. Churches united to end apartheid in South Africa, the WCC playing a pivotal role, and they are expected to do the same again in Palestine

2. Unequivocally condemn the Balfour declaration as unjust, and demand the UK asks forgiveness and compensates the Palestinian people for their losses. Unfortunately Zionist stooges in high places, like Theresa May, have said they will be celebrating the centenary of the Balfour Declaration “with pride” and inviting Mr Netanyahu along for the fun.

3. Take the strongest possible stand against any theology or Christian group that justifies the occupation and favours one nation over the other based on ethnicity or a covenant.

4. Take a stand against religious extremism and any attempt to create a religious state in Palestine or the region.

5. Challenge our religious dialogue partners, and withdraw from the partnership if they won’t condemn the occupation.

6. Encourage church leaders and pilgrims to visit Bethlehem and other Palestinian cities using Palestinian travel agencies, not Israeli.

7. In response to Israel’s war on BDS, defend the Palestinians’ right to resist non-violently, and support economic measures that pressure Israel to stop the occupation.  Go further and include sport, cultural and academic measures until Israel complies with international law and UN resolutions.

8. Create lobby groups in defence of Palestinian Christians.

9. Urgently create a strategy within the WCC, like the programme “To Combat Racism”, to co-ordinate lobbying, advocacy and other activities aimed at achieving justice and peace and maintaining the presence of the Palestinian Christians.

“We fully grasp the pressure church leaders are facing here and abroad not to speak the truth, and it is because of this that we are raising this call,” says the NCCOP.

Their message ends with these ominous words: “Things are beyond urgent. We are on the verge of a catastrophic collapse. The current status-quo is unsustainable. This could be our last chance to achieve a just peace. As a Palestinian Christian community, this could be our last opportunity to save the Christian presence in this land.”

As I’m writing news has come in of a legal victory against the UK Government for trying to stifle BDS. The Government recently issued guidance to stop divestment campaigns against Israeli and international firms implicated in Israel’s violations of international law, and to protect the UK’s defence industry. Pension holders, for example, could have been forced into investing in companies complicit in human rights abuses contrary to their conscience and beliefs.

Thanks to action by the Palestine Solidarity Campaign the court held that the Government had acted improperly by seeking to use pension law to pursue its own foreign and defence policy.  Parts of the guidance are now held to be unlawful and no longer applicable local government in their pension decisions.

Other last-gasp appeals

The Amman Call mentioned earlier was issued exactly ten years ago at the WCC’s International Peace Conference “Churches together for Peace and Justice in the Middle East” held in Amman, Jordan. It contained a number of imperatives.

  • Enough is enough. No more words without deeds. It is time for action.
  • The Churches are part of the conflict, because they cannot remain silent while there is still suffering.
  • There is no military solution to the conflict, UN resolutions are the basis for peace and the Geneva conventions are applicable to the rights and responsibilities of the affected people.
  • Palestinians have the right of self-determination and the right of return.
  • Jerusalem must be an open, accessible, inclusive and shared city for the two peoples and three religions.
  • Israeli settlements in the occupied Palestinian territories are illegal, and constitute an obstacle to peace, and Israel’s “Separation Barrier” is a grave breach of international law and must be removed.

The Kairos Document of 2009 called itself a “cry of hope in the absence of all hope”. They said they had “reached a dead end” in the tragedy of the Palestinian people and the decision-makers “content themselves with managing the crisis rather than committing themselves to the serious task of finding a way to resolve it”. The faithful were asking: What is the international community doing? What are the political leaders in Palestine, in Israel and in the Arab world doing? What is the Church doing? “The problem is not just a political one. It is a policy in which human beings are destroyed, and this must be of concern to the Church.”

Kairos told the international community to stop practising “double standards” and start implementing international resolutions. “Selective application of international law threatens to leave us vulnerable to a law of the jungle. It legitimizes the claims by certain armed groups and states that the international community only understands the logic of force.” So Kairos was calling for a system of economic sanctions and boycott to be applied against Israel – not as a revenge tactic but action to reach a just and definitive peace.

It also urged churches to revisit the fundamentalist positions that support the evil policies imposed on the Palestinian people, and to stop providing theological cover for the injustices they suffer.

Local action

These heart-rending pleas are all very well but churches are hard to mobilise. Some have flirted with BDS but only after much internal wrangling. Others have allowed themselves to be put off by interference from their interfaith partners.

What can we ordinary mortals do?

Well, I pop into churches randomly and ask what links they have with the Holy Land. They usually stare at me in blank amazement and an awkward silence follows. I therefore recommend a national campaign to visit all churches throughout the land and ask that same question. Shame them.

But you never quite know when you’re up against the ‘enemy within’ – the Christian Zionist. Many readers will remember The Jerusalem Declaration on Christian Zionism by the Patriarch and Local Heads of Churches in Jerusalem in 2006.

It says among other things:

  • We categorically reject Christian Zionist doctrines as false teaching that corrupts the biblical message.
  • We reject the alliance of Christian Zionist leaders and organizations with elements in the governments of Israel and the United States [add the UK] that are presently imposing their unilateral pre-emptive borders and domination over Palestine.
  • We reject the teachings of Christian Zionism that support these policies as they promote racial exclusivity and perpetual war.
  • We call upon all Churches that remain silent, to break their silence and speak for reconciliation with justice in the Holy Land.
  • We call upon all people to reject Christian Zionism and other ideologies that privilege one people at the expense of others.
  • We are committed to non-violent resistance as the most effective means to end the illegal occupation.
  • And, of course, Palestinians are one people, both Muslim and Christian. Don’t anyone forget that.

Memorise it.

Did you ever hear any of the 26 Church of England bishops sitting in the House of Lords roundly condemn the British government’s unshakable support for the rogue regime in Israel that’s causing all this misery? No, they’re scared to death of ruffling the feathers of their ‘inter-faith dialogue’ partners and being branded antisemitic. And yes, the Church does have its fearless heroes but they are few and far between and not always tolerated. The Anglican Church by and large doesn’t give a damn about their brethren in the Holy Land or the military jackboot on their necks. And, by extension, they don’t give a four-x whether, in another 10 years, there will be any Christians left in the place where Christianity was born. No, maybe they will care, but by then it will be too late.

If I had my way every clergyman and every political leader calling him/herself a Christian would have the Jerusalem Declaration tattooed on their rump.

I’d like to invite some of them to spend a week with priests in the front line in Jenin, Nablus or Hebron for a real taste of life under brutal Israeli occupation; then queue for hours at daybreak with Palestinian workers in the obscene human holding pens at the Bethlehem checkpoint as they struggle to get to work… and home again; then watch Israeli bulldozers evict Palestinian families and destroy their homes for no good reason; then join Gaza fishermen as they try to earn a living while getting shot at in their own waters by Israeli gunboats; then stay with a Gaza family in the rubble, experience living with only 2 hours’ electricity a day, with the kids going to school in shifts and studying by candlelight; then sit down with Hamas ministers to learn what it’s like running this tiny, overcrowded enclave after 10 years of cruel blockade; then visit Gaza’s hospitals to see first-hand the crisis in medical equipment and spares; then watch the groups of young, uniformed Israeli gunslingers swaggering through the Old City of Jerusalem making that beautiful place so ugly….

The opportunities to learn the nasty truth about today’s Holy Land are endless.

And when they return home…. who knows, they might just feel pricked to do something about it. At least they could ensure every parish in England twins itself with a parish in the West Bank to offer solidarity and provide moral and material support.

Largest Israeli Public Transportation Company Loses Netherlands Contract Worth 190 Million Euros Following Campaign by BDS Activists

IMEMC News & Agencies – June 23, 2017

Last month, Egged Bus Systems (EBS), a subsidiary of Egged Israel Transport Cooperative Society, Israel’s largest public transportation operator, lost a bid for a decade-long contract to run public transportation in the North-Holland region of the Netherlands, which includes the country’s capital, Amsterdam. This contract was valued at 19.1 million euros a year, with a total worth of 190.1 million euros.

Egged Bus Systems lost this lucrative bid after Dutch BDS activists launched a campaign charging its Israeli parent company with facilitating grave violations of Palestinian human rights and international humanitarian law.

Specifically, Egged Cooperative operates Jewish-only buses to and between almost all of Israel’s illegal settlements built on stolen Palestinian land in the militarily occupied West Bank, including remote outposts and East Jerusalem.

Egged buses traveling on Israeli settlement bus routes bar access to Palestinians. They use an extensive network of roads built to seamlessly connect illegal settlements on both sides of the illegal Israeli separation Wall to cities within present-day Israel.

The company thus supports and profits from a racist, segregated bus system that actively facilitates the maintenance and expansion of Israel’s illegal settlements, which are themselves considered war crimes under international law.

A spokesperson for DocP, a coalition of Dutch BDS activists for Palestinian rights, said,

We are very happy with this result, with the fact that our regional government rejected Egged’s bid to run North-Holland’s public transportation system.

People can now step into a bus in Amsterdam without helping pay for Israeli apartheid buses that discriminate against Palestinians. Without helping normalize coming and going from Tel Aviv to illegal Jewish-only settlements built on stolen Palestinian land.

There is nothing normal about the daily oppression faced by Palestinians, and I’m heartened that our Dutch BDS campaigns are growing in popular support and showing results.

Riya Hassan, Europe’s campaigns officer for the Palestinian Boycott, Divestment and Sanctions National Committee (BNC) said:

Congratulations to all the activists, organizations and collectives in the Netherlands who successfully built on their earlier BDS campaigns to exclude from their communities a powerful Israeli transportation company that profits from segregated busing, segregated roads and segregated Israeli settlements illegally built on stolen Palestinian land.

You have helped ensure that the regional council of North-Holland adheres to its own obligations under international law by not aiding and abetting Israel’s serious violations of Palestinian rights.

Egged Cooperative has also been accused of putting its Palestinian drivers in harm’s way, and not doing enough to protect them from violent Israeli extremists. In 2014, 100 Palestinian Egged bus drivers resigned fearing attacks by Israeli settlers and after Palestinian Jerusalem-line bus driver Yusuf Hassan al-Ramouni was found dead and hanging in an Egged bus.

Egged Bus Systems was one of four companies bidding for the lucrative public transportation contract in the Netherlands. The winning company Connexxion, a Dutch public transportation company, will provide buses and run public transportation in North-Holland for the next 10-years, beginning in July 2018.

Connexxion is itself owned by Veolia, a French corporate giant which was complicit in the Israeli occupation until an extensive BDS campaign cost it tenders around the world estimated to be worth over $20 billion, causing it to exit the Israeli market. Veolia and Connexxion have ended their complicity with Israel’s violations of Palestinian human rights, but have yet to pay reparations to the Palestinian communities they harmed, and campaigners are still demanding that they do so.

Regional crises serve Israeli interests: Nasrallah

Press TV – June 23, 2017

Hezbollah Secretary General Sayyed Hassan Nasrallah says the crises in Middle East and North Africa serve the interests of the Israeli regime.

Nasrallah made the remarks in a speech on the occasion of the International Quds Day, which falls on the last Friday of the Muslim fasting month of Ramadan.

He noted that the commemoration of the International Quds Day is spreading across the world, saying more countries are observing the event since it was announced by the late founder of the Islamic Republic, Imam Khomeini.

Nasrallah said the main goal of the latest developments and wars in the region was to make regional countries accept Tel Aviv’s conditions. He added that the Israeli regime was taking advantage of the status quo in the region to marginalize the issue of Palestine.

‘Takfiri terrorists were born to topple Syrian government’

Also in his remarks, he said the Takfiri terrorist groups of Daesh and al-Nusra Front were formed by the United States and other countries to topple Syria’s government, which he described as an obstacle to any compromise that aimed to bring down the issue of Palestine.

He added that Daesh was sent to Iraq after the Baghdad government expressed unwavering support for resistance groups.

He said the Saudi war on Yemen was launched because Yemenis stood by the Palestinian people. Nasrallah added that the regime in Riyadh launched the war as there were movements in Yemen against Israel.

The Hezbollah secretary general praised Iran’s role as the main supporter of Palestine and resistance groups. He said Saudi Arabia was trying to isolate Iran in the region and take the war into Iran’s territory. He, however, said Riyadh was too weak and scared to launch such a war against Iran.

Nasrallah said Iran’s power and influence on regional issues were increasing.

He said Iran’s presence in Syria would be bolder, referring to its recent missile attack against Daesh targets in eastern Syria that killed many terrorists and destroyed their positions.

Nasrallah said Syria was steadfast in the axis of resistance.

‘Israel in no position to launch a new war’

Nasrallah also stated that Israel was participating in the war on Yemen, adding that its air force had conducted airstrikes on the impoverished country.

He said the Israeli regime sought to achieve its goal by launching proxy wars in the region.

The Hezbollah chief said Israel avoids a war on Lebanon or the Gaza Strip as it knows it will be expensive.

Elsewhere in his remarks, Nasrallah said the regimes that conspire against the resistance axis must know that they will fail to achieve anything.

Resist This: The United States Is At War With Syria

By Jim Kavanaugh | The Polemicist |June 20, 2017

The United States is at war with Syria. Though few Americans wanted to face it, this has been the case implicitly since the Obama administration began building bases and sending Special Ops, really-not-there, American troops, and it has been the case explicitly since August 3, 2015, when the Obama administration announced that it would “allow airstrikes to defend Syrian rebels trained by the U.S. military from any attackers, even if the enemies hail from forces loyal to Syrian President Bashar al-Assad.” With the U.S. Air Force—under Trump, following Obama’s declared policy—shooting down a Syrian plane in Syrian airspace, this is now undeniable.  The United States is overtly engaged in another aggression against a sovereign country that poses no conceivable, let alone actual or imminent, threat to the nation. This is an act of war.

As an act of war, this is unconstitutional, and would demand a congressional declaration. The claim, touted by Joint Chiefs’ Chairman, Gen. Dunford, that the 2001 Authorization for the Use of Military Force (AUMF) against al-Qaeda provides constitutional justification for attacking the Syrian government is patently false and particularly precious. In the Syrian conflict, it’s the Syrian government that is the enemy and target of al-Qaeda affiliates; it’s the U.S. and its allies who are supporting al Qaeda. The authorization to fight al-Qaeda has been turned into an authorization to help al-Qaeda by attacking and weakening its prime target!

Will President Trump ask for a relevant congressional authorization? Will any Democratic or Republican congresscritter demand it? Is the Pope a Hindu?

Would it make any difference? Why should Trump bother? Obama set the stage when he completely ignored the War Powers Act, the Constitution, Congress, and his own Attorney General and legal advisers, and went right ahead with a war on Libya, under the theory that, if we pretend no American troops are on the ground, it isn’t really a war or “hostilities” at all. Which I guess means if the Chinese Air Force starts shooting down American planes in American airspace in defense of Black Lives Matter’s assault on the White House, it wouldn’t really be engaging in an act of war.

It’s impossible to overstate the danger in these executive war-making prerogatives that Obama normalized—with the irresponsible connivance of his progressive groupies, who pretend not to know where this would lead. In 2012, referring to the precedent of Obama’s policies, Mitt Romney said: “I don’t believe at this stage, therefore, if I’m president that we need to have a war powers approval or special authorization for military force. The president has that capacity now.” Following Obama, for Trump, and every Republican and Democratic president, it now goes without saying.

In terms of international law, as an aggressive, unprovoked aggression against a country that makes no threat of attack on the U.S., it is also patently illegal, and all the political and military authorities undertaking it are war criminals, who would be prosecuted as such, if there were an international legal regime that had not already been undermined by the United States.

Syria is now under explicit attack by the armed forces of the U.S., Turkey, and other NATO states. Sixteen countries have combat aircraft buzzing around Syrian airspace under the effective command of the United States, and a number of them have attacked Syria’s army.

Americans, and certainly self-identified “progressives,” have to be crystal clear about this: American armed forces have no right to be in Syria, have no right to restrict the Syrian government from using any of its airspace, or to prevent it from regaining control of any of its own territory from foreign-backed jihadi armies.

The Syrian state and its allies (Iran and Russia), on the other hand, are engaged in the legitimate self-defense of a sovereign state, and have the right to respond with full military force to any attack on Syrian forces or any attempt by the United States to balkanize or occupy Syrian territory, or to overthrow the Syrian government. Whether and how they do respond will depend on their own military/political calculus, about which they have so far been quite careful and restrained. It would be the height of foolishness, as well as arrogance, for Americans to presume they can bully these actors into submission with an infinite series of discrete aggressions, with no sharp counterattack. Unfortunately, the world has not yet seen the limits of American arrogance.

So please, do not pretend to be shocked, shocked, if Syria and its allies fight back, inflicting American casualties. Don’t pose as the morally superior victim when Americans are killed by the people they are attacking. And don’t be preaching about how everyone has to support our troops in a criminal, unconstitutional, aggressive attack on a country that has not threatened ours in any way. American soldiers and pilots executing this policy are not heroes, and are not fighting to protect America or advance democracy; they are the international equivalent of home invaders, and as such are legitimate targets with no claim to “self-defense.” The only heroic act they could do is refuse their superiors’ illegitimate orders to engage in this aggression.

In response to American attacks, the Syrian Army has every right to strike back at the American military apparatus, everywhere. Every casualty of this war, however big it gets, is the ethico-political responsibility of the attacking party – US. The first responsibility of every American is not to “support our troops,” but to stop this war. Right now. Before it gets worse.

It’s quite obvious, in fact, that the United States regime is deliberately making targets of its military personnel, in the hopes of provoking a response from Syrian or allied armed forces that will kill some Americans, and be used to gin up popular support for exactly the kind of major military attack on Syria and/or Russia and/or Iran that the American people would otherwise reject with disgust. Anyone who professes concern for “our troops” should be screaming to stop that.

It’s also quite clear now that the War on ISIS is a sham, that ISIS was always just a pretext to get the American military directly involved in attacking the Syrian army and destroying the coherence of the Syrian state. If the U.S. wanted to defeat ISIS, it could do so easily by coordinating their actions with, and not against, the forces who have been most effectively fighting it: the Syrian Arab Army, Russia, Iran, and Hezbollah.

Instead, it’s attacking the Syrian army precisely because it has been defeating ISIS and other jihadi forces, and regaining its own territory and control of its own border with Iraq. The U.S. does not want that to happen. At the very least—if it cannot immediately engender that massive offensive to overthrow the Baathist government—the U.S. wants to control part of the border with Iraq and to occupy a swath of eastern Syria. It wants to establish permanent bases from which to provision and protect jihadi armies, achieving a de facto partitioning of the Syrian state, maintaining a constant state of armed attack against the Damascus government, and reducing Syria to a weakened, rump state that can never present any effective resistance to American, Israeli, or Saudi designs on the region.

This is extremely dangerous, since the Syrians, Russians, and Iranians seem determined not to let this happen. Consistent with his own incompetence and his admiration for tough guys, Trump seems to have abrogated authority to his generals to make decisions of enormous political consequence. Perhaps that’s why aggressive actions like the shoot-down of the Syrian plane have been occurring more frequently, and why it’s not likely they’ll abate. There’s a dynamic in motion that will inevitably lead each side to confront a choice of whether to back down, in a way that’s obvious, or escalate. Generals aren’t good at backing down. A regional or global war is a real possibility and becomes more likely with every such incident.

Though most American politicians and media outlets do not want to say it (and therefore, most citizens cannot see it clearly enough), such a war is the objective of a powerful faction of the Deep State which has been persistent and determined in seeking it. If the generals are loath to back down in a battle, the neocons are adamant about not backing down on their plans for the Middle East. They will not be stopped by anything less than overwhelming popular resistance and international pushback.

The upside of these attacks on Syrian forces is that they wipe the lipstick off the pig of the American project in Syria. It’s a regime-change, nation-destroying war that has nothing to do with democracy or human rights, and everything to do with the anti-democratic, chaos-creating designs of the most nefarious regimes in the region and the world. Everyone—European countries who profess concern for international law and stability, and the American people who are fed up with constant wars that have no benefit for them—can see exactly what kind of blatant aggression is unfolding, and decide whether they want to go along with it.

In that regard, any self-identified “liberal” or “progressive” American—and particularly any such American politician—who spent (and may still spend) their political energy attacking Bush, et. al., for that crazy war in Iraq, and who goes along with, or hesitates to immediately and energetically denounce this war, which is already underway, is a political hypocrite, resisting nothing but the obvious.

UN raises alarm over rise in contacts between Israel troops, Syria militants

Press TV – June 21, 2017

United Nations UN Secretary General Antonio Guterres has expressed concerns about a spike in contacts between Israeli armed forces and Syria militants in recent months.

In a report released recently, Guterres warned that the growing interactions between the two sides could lead to escalation and cause harm to members of the UN Disengagement Observer Force deployed to the Golan Heights.

According to the report, UN observers listed 16 meetings between the Israel forces and the Syria militants in the border area, including on Mount Hermon, in proximity to UN outposts in Syria’s Quneitra Province and the Golan Heights, from March 2 to May 16.

“Relative to the previous reporting period, there has been a significant increase in interaction” between Israeli soldiers and individuals from the Syrian side of the Israeli-occupied Golan Heights, “occurring on four occasions in February, three in March, eight in April and on one occasion in May,” the report said.

In its previous report released in March, the UN listed at least 17 interactions between the two sides between November 18, 2016, and March 1, 2017.

The figures show a significant increase when compared with only two such meetings recorded between August 30 and November 16, 2016.

The report said people likely affiliated with the militant groups, some of them armed, arrived at an Israeli outpost accompanied by mules and were greeted by the soldiers.

“In some instances, personnel and supplies were observed to have been transferred in both directions. On all occasions, the unknown individuals and mules returned to the Bravo (Syrian) side,” it added.

The UN chief said such interactions have “the potential to lead to clashes between armed elements and the Syrian Arab Armed Forces.”

“All military activities in the area of separation conducted by any actor pose a risk to the ceasefire and to the local civilian population, in addition to the United Nations personnel on the ground,” he wrote.

Earlier this week, The Wall Street Journal reported that Israel has been providing Takfiri terrorists in Syria’s Golan Heights with a steady flow of funds and medical supplies.

Citing militant commanders and people familiar with Israel’s thinking, the paper said Israel’s “secret engagement” in the war aims to install a buffer zone on the Syrian border with elements friendly to Tel Aviv.

The Tel Aviv regime regularly attacks positions held by pro-Damascus forces in Syria, claiming that the attacks are retaliatory.

The Syrian army has on several occasions confiscated Israeli-made arms and military equipment from terrorists fighting the government forces. There are also reports that Israel has been providing medical treatment to the extremists wounded in Syria.

In April, Israel’s former minister of military affairs Moshe Ya’alon admitted to a tacit alliance with Daesh, saying the terrorist group had “immediately apologized” to Tel Aviv after firing “once” into Israel.

Spoiling for a Wider War in Syria

By Robert Parry | Consortium News | June 20, 2017

The U.S. mainstream media’s near universal demonization of Syrian President Bashar al-Assad and Russian President Vladimir Putin – along with similar hatred directed toward Iran and Hezbollah – has put the world on a path toward World War III.

Ironically, the best hope for averting a dangerous escalation into a global conflict is to rely on Assad, Putin, Iran and Hezbollah to show restraint in the face of illegal military attacks by the United States and its Mideast allies inside Syria.

In other words, after the U.S. military has bombed Syrian government forces on their own territory and shot down a Syrian warplane on Sunday – and after Israel has launched its own strikes inside Syria and after Saudi Arabia and its Gulf allies have financed and armed jihadists to overthrow Assad – it is now up to the Syrian government and its allies to turn the other cheek.

Of course, there is also a danger that comes from such self-control, in that it may encourage the aggressors to test the limits even further, seeing restraint as an acceptance of their impunity and a reason to ignore whatever warnings are issued and red lines drawn.

Indeed, if you follow The New York Times, The Washington Post, The Wall Street Journal and other big U.S. news outlets, perhaps the most striking groupthink that they all share is that the U.S. government and its allies have the right to intervene militarily anywhere in the world. Their slogan could be summed up as: “International law – that’s for the other guy!”

In this upside-down world of American hegemony, Assad becomes the “aggressor” when he seeks to regain control of Syrian territory against armed insurgents, dominated by Al Qaeda and Islamic State (ISIS), or when he protests the invasion of Syrian territory by foreign forces.

When Assad legally seeks help from Russia and Iran to defeat these foreign-armed and foreign-backed jihadists, the U.S. mainstream media and politicians treat his alliances as improper and troublemaking. Yet, the uninvited interventions into Syria by the United States and its various allies, including Turkey and Israel, are treated as normal and expected.

Demanding Escalation

The preponderance of U.S. media criticism about U.S. policy in Syria comes from neoconservatives and liberal interventionists who have favored a much more ambitious and vigorous “regime change” war, albeit cloaked in prettier phrases such as “safe zones” and “no-fly zones.”

So, you have Tuesday’s Wall Street Journal editorial, which praises Sunday’s U.S. shoot-down of a Syrian military plane because it allegedly was dropping bombs “near” one of the U.S.-backed rebel groups – though the Syrians say they were targeting an Islamic State position.

Although it was the U.S. that shot down the Syrian plane over Syria, the Journal’s editorial portrays the Russians and Syrians as the hotheads for denouncing the U.S. attack as a provocation and warning that similar air strikes will not be tolerated.

In response, the Journal’s neocon editors called for more U.S. military might hurled against Syria and Russia:

“The risk of escalation is real, but this isn’t a skirmish the U.S. can easily avoid. Mr. Assad and his allies in Moscow and Tehran know that ISIS’s days are numbered. They want to assert control over as much territory as possible in the interim, and that means crushing the SDF [the U.S.-backed Syrian Democratic Forces].

“The Russian threat on Monday to target with anti-aircraft missiles any U.S. aircraft flying west of the Euphrates River in Syria is part of the same intimidation strategy. Russia also suspended a hotline between the two armed forces designed to reduce the risk of a military mistake. Iran, which arms and assists Mr. Assad on the ground, vowed further Syrian regime attacks against SDF, all but daring U.S. planes to respond amid the Russian threat.

“The White House and Pentagon reacted with restraint on Monday, calling for a de-escalation and open lines of communication. But if Syria and its allies are determined to escalate, the U.S. will either have to back down or prepare a more concerted effort to protect its allies and now U.S. aircraft.

“This is a predicament President Obama put the U.S. in when his Syrian abdication created an opening for Vladimir Putin to intervene. Had the U.S. established a no-fly or other safe zone to protect refugees, the Kremlin might have been more cautious.”

As senior U.S. commanders have explained, however, the notion of a sweet-sounding “no-fly or other safe zone” would require a massive U.S. military campaign inside Syria that would devastate government forces and result in thousands of civilian deaths because many air defenses are located in urban areas. It also could lead to a victory for Al Qaeda and/or its spinoff, Islamic State, a grisly fate for most Syrians.

Propaganda Value

But the “safe zone” illusion has great propaganda value, essentially a new packaging for another “regime change” war, which the neocons lusted for in Syria as the follow-on to the Iraq invasion in 2003 but couldn’t achieve immediately because the Iraq War turned into a bloody disaster.

Instead, the neocons had to settle for a proxy war on Syria, funded and armed by the U.S. government and its regional allies, relying on violent jihadists to carry out the brunt of the fighting and killing. When Assad’s government reacted clumsily to this challenge, the U.S. mainstream media depicted Assad as the villain and the “rebels” as the heroes.

In 2012, the Defense Intelligence Agency, then under the direction of Lt. Gen. Michael Flynn, warned that the U.S. strategy would give rise to “a declared or undeclared Salafist principality in eastern Syria.”

Flynn went further in a 2015 interview when he said the intelligence was “very clear” that the Obama administration made a “willful decision” to back these jihadists in league with Middle East allies. (Flynn briefly served as President Trump’s national security adviser but was ousted amid the growing Russia-gate “scandal.”)

Only in 2014, when Islamic State militants began decapitating American hostages and capturing cities in Iraq, did the Obama administration reverse course and begin attacking ISIS while continuing to turn a blind-eye to the havoc caused by other rebel groups allied with Al Qaeda’s Nusra Front, including many outfits deemed “moderate” in the U.S. lexicon.

But the problem is that almost none of this history exists within the U.S. mainstream narrative, which – as the Journal’s neocon editors did on Tuesday – simply depicts Obama as weak and then baits President Trump to show more military muscle.

What U.S. National Interests?

The Journal editorial criticized Trump for having no strategy beyond eradicating ISIS and adding: “Now is the time for thinking through such a strategy because Syria, Russia and Iran know what they want. Mr. Assad wants to reassert control over all of Syria, not a country divided into Alawite, Sunni and Kurdish parts. Iran wants a Shiite arc of influence from Tehran to Beirut. Mr. Putin will settle for a Mediterranean port and a demonstration that Russia can be trusted to stand by its allies, while America is unreliable. None of this is in the U.S. national interests.”

But why isn’t this in U.S. national interests? What’s wrong with a unified secular Syria that can begin to rebuild its shattered infrastructure and repatriate refugees who have fled into Europe, destabilizing the Continent?

What’s the big problem with “a Shiite arc of influence”? The Shiites aren’t a threat to the United States or the West. The principal terror groups – Al Qaeda and ISIS – spring from the extremist Saudi version of Sunni Islam, known as Wahhabism. I realize that Israel and Saudi Arabia took aim at Syria in part to shatter “the Shiite arc,” but we have seen the horrific consequences of that strategy. How has the chaos that the Syrian war has unleashed benefited U.S. national interests?

And so what that Russia has a naval base on the Mediterranean Sea? That is no threat to the United States, either.

But what is the alternative prescription from the Journal’s neocon editors? The editorial concludes: “The alternative would be to demonstrate that Mr. Assad, Iran and Russia will pay a higher price for their ambitions. This means refusing to back down from defending U.S. allies on the ground and responding if Russia aircraft or missiles attempt to take down U.S. planes. Our guess is that Russia doesn’t want a military engagement with the U.S. any more than the U.S. wants one with Russia, but Russia will keep pressing for advantage unless President Trump shows more firmness than his predecessor.”

So, rather than allow the Syrian government to restore some form of order across Syria, the neocons want the Trump administration to continue violating international law, which forbids military invasions of sovereign countries, and keep the bloodshed flowing. Beyond that, the neocons want the U.S. military to play chicken with the other nuclear-armed superpower on the assumption that Russia will back down.

As usual, the neocon armchair warriors don’t reflect much on what could happen if U.S. warplanes attacking inside Syria are shot down. One supposes that would require President Trump to authorize a powerful counterstrike against Russian targets with the possibility of these escalations spinning out of control. But such craziness is where a steady diet of neocon/liberal-hawk propaganda has taken America.

We are ready to risk nuclear war and end all life on the planet, so Israel and Saudi Arabia can shatter a “Shiite arc of influence” and so American politicians don’t have to feel the rhetorical lash of the neocons and their liberal-hawk sidekicks.

On World Refugee Day, estimates show 66% of Palestinians became refugees in 1948

Ma’an – June 20, 2017

BETHLEHEM – On the anniversary of World Refugee Day, and one month after the 69th anniversary of the Palestinian Nakba, or “catastrophe,” it is estimated that 66 percent of Palestinians who were living in British-Mandate Palestine in 1948 were expelled from historic Palestine and displaced, according to the Palestinian Central Bureau of Statistics (PCBS).

“The human plight and tragedy that has befallen on the Palestinian people” resulted in approximately 957,000 Palestinian refugees — 66 percent of the total population of Palestinian who were living in historic Palestine on the eve of the war in 1948, PCBS said in a statement Tuesday.

Today, the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), the UN agency responsible for providing services to millions of Palestinian refugees, estimates that the number of registered Palestinian refugees in 2016 amounted to about 5.9 million, PCBS noted, highlighting that this figure was representative of a minimum number.

Palestinian legal NGO BADIL has previously estimated the number to be around 7.2 million.

As of 2016, Palestinian refugees in the West Bank registered with UNRWA accounted for 17 percent of the total refugees registered with the organization, while refugees in Gaza accounted for 24.5 percent.

According to UNRWA, 42 percent of the total population of the occupied West Bank and besieged Gaza Strip are internally displaced refugees from historic Palestine, with data indicated that Palestinian refugees living in the occupied territory and Gaza have an overall unemployment rate of 33.3 percent in 2016, compared to 22.3 percent among non-refugees.

Meanwhile, Gaza, which has often been compared to an “open air prison” for its 1.9 million inhabitants crowded into 365 square kilometers, has suffered from a decade of isolation and deprivation, made all the worse by three devastating Israeli military operations, and persistent intra-Palestinian political strife.

Touting one of the world’s highest unemployment rates at 44 percent, an estimated 80 percent of Gaza’s population is dependent on humanitarian assistance.

Across the diaspora, the percentage of Palestinian refugees registered with UNRWA in Jordan amounted to 39.1 percent of the total refugees registered, while the percentage of Palestinian refugees registered in Lebanon and Syria numbered at 8.8 percent and 10.6 percent, respectively.

According to UNRWA, while Palestinian refugees in Lebanon represent an estimated 10 percent of the population of Lebanon, they lack many basic rights, as they are not formally citizens of another state and are unable to claim the same rights as other foreigners living in Lebanon. Palestinian refugees in Lebanon, for example, are prevented from working in up to 20 highly-skilled professions.

As a result, “among the five UNRWA fields, Lebanon has the highest percentage of Palestine refugees living in abject poverty,” the group said, adding that around 53 percent of the Palestinian refugees in Lebanon live in 12 recognized refugee camps, “all of which suffer from serious problems, including poverty, overcrowding, unemployment, poor housing conditions and lack of infrastructure.”

Meanwhile, the ongoing conflict in Syria has forced hundreds of thousands of Palestinian refugees from the country, including men, women and children, to flee to surrounding countries and other areas in Syria in search of safety.

The Hamas movement’s Office for Refugees’ Affairs in Lebanon released a statement Tuesday, saying that the “Right to Return is a basic human right issue stated by international resolutions and guaranteed by heavenly laws.”

The office lauded UNRWA for its work with Palestinian refugees across the Middle East, but highlighted the dire and deteriorating humanitarian conditions of Palestinian refugees grows as UNRWA cannot adequately service nearly all 5.9 million registered refugees.

In the statement, the group called upon the international community to “uphold its responsibilities towards the refugees’ cause” and called upon the hosting Arab countries, especially Lebanon, “to provide decent living to Palestinian refugees by giving them their civil, social and humanitarian rights without connecting those to localization.”

Last week, Israeli Prime Minister Benjamin Netanyahu called for the dismantlement of UNRWA, saying “UNRWA, to a large degree, by its very existence, perpetuates — and does not solve — the Palestinian refugee problem.”

Palestine Liberation Organization (PLO) Executive Committee Member Dr. Hanan Ashrawi condemned Netanyahu, saying his statements were “the epitome of arrogance, particularly since Israel itself is responsible for creating the Palestinian refugee problem.”

“Israel should not be allowed to dictate how to change the legal system and to persist with its unlawful unilateralism,” Ashrawi said, adding that the Israeli government “bears a moral and legal responsibility for Palestinian refugees and the serious injustices of the past.”

UNRWA spokesman Chris Gunness responded to Netanyahu’s comments at the time, saying that the issue of Palestinian refugees could only be resolved through a negotiated end to the Israeli-Palestinian refugee conflict, instead of shuttering an aid agency catering to their humanitarian needs.

While UNRWA has been the target of Palestinian criticism on a number of occasions, Palestinian refugees, notably in the occupied Palestinian territory, see the preservation of their status as refugees as maintaining their claim to their right of return to the villages in historic Palestine from which their ancestors fled during the creation of the state of Israel.

Israel’s Dirty Little Secret

How it drives US policies exploiting a spineless Congress and White House

By Philip Giraldi • Unz Review • June 20, 2017

At a recent panel discussion in Washington, screenwriter, film director and producer Oliver Stone briefly addressed the issue of alleged Russian interference in the recent national election, observing that “Israel interfered in the U.S. election far more than Russia and nobody is investigating them.” A few days later, in an interview with Stephen Colbert on the Late Show, Stone returned to the theme, responding to an aggressive claim that Russia had interfered in the election by challenging Colbert with “Israel had far more involvement in the U.S. election than Russia. Why don’t you ask me about that?”

Don’t look for the exchange with Colbert on YouTube. CBS deleted it from its broadcast and website, demonstrating once again that the “I” word cannot be disparaged on national television. Stone was, of course, referring to the fact that the Israel Lobby, most notably acting through its American Israel Public Affairs Committee (AIPAC), is undeniably a foreign lobby, no less so than anyone representing the presumed interests of Russia or China. It operates with complete impunity on Capitol Hill and also at state and local levels and no one dares to require it to register under the Foreign Agents Registration Act of 1938, which would permit scrutiny of its finances and also end its tax-exempt “educational” status. Nor does Congress or the media see fit to inquire into AIPAC’s empowerment of candidates based on their fidelity to Israel, not to mention the direct interference in the American electoral process which surfaced most visibly in its support of candidate Mitt Romney in 2012.

The last president that sought to compel the predecessor organization of AIPAC to register was John F. Kennedy, who also was about to take steps to rein in Israel’s secret nuclear weapons program when he was assassinated, which was a lucky break for Israel, particularly as Kennedy was replaced by the passionate Zionist Lyndon Baines Johnson. Funny how things sometimes work out. The Warren Commission looked deeply into a possible Cuban connection in the shooting and came up with nothing but one has to wonder if they also investigated the possible roles of other countries. Likewise, the 9/11 Commission Report failed to examine the possible involvement of Israel in the terrorist attack in spite of a considerable body of evidence suggesting that there were a number of Israeli-sourced covert operations running in the U.S. at that time.

Looking back from the perspective of his more than 40 years of military service, former Chairman of the Joint Chiefs of Staff Admiral Thomas Moorer described the consequences of Jewish power vis-à-vis U.S. policy towards Israel, stating that “I’ve never seen a president – I don’t care who he is – stand up to them [the Israelis]. It just boggles your mind. They always get what they want. The Israelis know what is going on all the time. I got to the point where I wasn’t writing anything down. If the American people understood what a grip those people have got on our government, they would rise up in arms. Our citizens don’t have any idea what goes on.”

He also addressed the 1967 Israeli assault on the USS Liberty, saying “Israel attempted to prevent the Liberty’s radio operators from sending a call for help by jamming American emergency radio channels. [And that] Israeli torpedo boats machine-gunned lifeboats at close range that had been lowered to rescue the most-seriously wounded.” He concluded with “our government put Israel’s interests ahead of our own? If so, Why? Does our government continue to subordinate American interests to Israeli interests?”

It is a question that might well be asked today, as the subservience to Israeli interests is, if anything, more pervasive in 2017 Washington than it was in 2002 when Moorer spoke up. And, as in Moorer’s day, much of the partiality towards Israel makes its way through congress with little or no media coverage lest anyone begin to wonder whose tail is wagging which dog. To put it succinctly, there is an Israeli hand in much of what the United States does internationally, and the involvement is not intended to do anything good for the American people.

During the past several weeks alone there has been a flurry of legislation backed by Israel and its Lobby. One bill might actually have been written by AIPAC. It is called Senate 722, Countering Iran’s Destabilizing Activities Act of 2017. The bill has 63 co-sponsors, most of whom are the usual suspects, but it also included an astonishingly large number of Democrats who describe themselves as progressive, including Corey Booker and Kamila Harris, both of whom are apparently terrified lest they say “no” to Israel. With 63 co-sponsors out of 100 senators the bill was certain to pass overwhelmingly, and it was indeed approved 98 to 2, with only Rand Paul and Bernie Sanders voting “no.”

And there’s more to S.722 than Iran – it’s subtitle is “An act to provide congressional review and to counter Iranian and Russian governments’ aggression.” Much of it is designed to increase sanctions on both Iran and Russia while also limiting the White House’s ability to relieve any sanctions without approval by congress. Regarding Iran, the bill mandates that “Not later than 180 days after the date of the enactment of this Act, and every 2 years thereafter, the Secretary of State, the Secretary of Defense, the Secretary of the Treasury, and the Director of National Intelligence shall jointly develop and submit to the appropriate congressional committees a strategy for deterring conventional and asymmetric Iranian activities and threats that directly threaten the United States and key allies in the Middle East, North Africa, and beyond.”

The premise is of course nonsensical as Iran’s ability to threaten anyone, least of all the United States, is limited. It is far outgunned by its neighbors and even more so by the U.S., but it has become the enemy of choice for congress as well as for the former generals who serve as White House advisers. The animus against Iran comes directly from Israel and from the Saudi Arabians, who have managed to sell their version of developments in their part of the world through a completely acquiescent and heavily Jewish influenced western media.

And there’s more. A bill has surfaced in the House of Representatives that will require the United States to “consult” with Israel regarding any prospective arms sales to Arab countries in the Middle East. In other words, Israel will have a say, backed up undoubtedly by Congress and the media, over what the United States does in terms of its weapons sales abroad. The sponsors of the bill, one Brad Schneider of Illinois, and Claudia Tenney of New York, want “closer scrutiny of future military arms sales” to maintain the “qualitative military edge” that Israel currently enjoys.

Schneider is, of course, Jewish and a life member of AIPAC, so it is hardly as if he is a disinterested party. Tenny runs for office in New York State, so it is hardly as if she is disinterested either, but the net result of all this is that American jobs and U.S. international security arrangements through weapons sales will be at least in part subject to Israeli veto. And you know that is precisely what will happen as Israel could give a damn what happens to the struggling American entity that it so successfully feeds off of.

And there’s still more. Bill HR 672 Combating European Anti-Semitism Act of 2017 was passed unanimously by the House of Representatives on June 14th. Yes, I said “unanimously.” The bill requires the State Department of monitor what European nations and their police forces are doing about anti-Semitism and encourages them to adopt “a uniform definition of anti-Semitism.” That means that criticism of Israel must be considered anti-Semitism and will therefore be a hate crime and prosecutable, a status that is already de facto true in Britain and France. If the Europeans don’t play ball, there is the possibility of repercussions in trade negotiations. The bill was co-sponsored by Ileana Ros-Lehtinen from Florida and Nita Lowey of New York, both of whom are Jewish.

There is also a Senate companion bill on offer in the Special Envoy to Monitor and Combat Anti-Semitism Act of 2017. The bill will make the Anti-Semitism Envoy a full American Ambassador and will empower him or her with a full staff and a budget permitting meddling worldwide. The bill is sponsored by Kirsten Gillibrand of New York and Marco Rubio of Florida. Gillibrand is unlikely to miss co-sponsoring anything relating to Israel due to her own self-interest and Rubio wants to be president real bad so he is following the money.

And finally, the U.S. Senate has also approved a resolution celebrating the 50th anniversary of Israel’s conquest of East Jerusalem. Again, the vote was unanimous. The resolution was co-sponsored by Senators Charles Schumer and Mitch McConnell, two reptiles who give snakes a bad name and about whom the less said the better. Schumer is Jewish and has described himself as the “shomer” or guardian of Israel in the Senate. That the resolution opposes long established U.S. government policy that the occupation of East Jerusalem and the West Bank by Israel is in contravention of international law and is an impediment to any peace process with the Palestinians apparently bothered not even one Senator.

I might note in passing that there has been no Senate resolution commemorating the 50th anniversary of the bravery exhibited by the officers and crew of the USS Liberty as they were being slaughtered by the Israelis at the same time as Jerusalem was being “liberated.” There is probably even more to say, to include secret agreements with the Pentagon and intelligence agencies, but I will stop at this point with one final observation. President Donald Trump traveled to the Middle East claiming to be desirous of starting serious negotiations between Israel and the Palestinians, but it was all a sham. Benjamin Netanyahu took him aside and came out with the usual Israeli bullshit about the Palestinians “inciting” violence and hatred of Jews and Trump bought into it. He then went to see Palestinian President Mahmoud Abbas and shouted at him for being a liar and opposed to peace based on what Netanyahu had told him. That is what passes for even-handed in the U.S. government, no matter who is president. A few days later the Israelis announced the building of the largest bloc of illegal new settlements on the West Bank since 1992, an action that they claim is being coordinated with Washington.

Former Israeli Prime Minister Ariel Sharon once boasted about owning the United States. I guess he was right.

All of Saudi Arabia’s moves benefit Israel: Iran’s parliament speaker

Press TV – June 20, 2017

Iranian Parliament Speaker Ali Larijani has slammed Saudi Arabia for working covertly with Israel, saying all Riyadh’s actions in the region serve the Tel Aviv regime’s interests and are to the detriment of Muslim nations.

Larijani made the remarks in a meeting with ambassadors of Muslim countries to Tehran on Monday.

“We have tried hard to make the Saudis understand that their measures are to the detriment of the Muslim Ummah, but they only make harsher remarks every day and engage Muslim countries,” he said.

Larijani further pointed to Saudi Arabia’s “very unpleasant” policies in dealing with regional countries, saying the Saudis exert force in Syria, attack Yemen to make it their own backyard, fuel tensions in Bahrain, and have now targeted Qatar.

“Eventually, all Saudi moves are in favor of Israel,” said Larijani, adding that they want to keep terrorists on their feet and even provide support to some terror groups such as al-Nusra Front.

The top Iranian parliamentarian further warned Muslims “not to be trapped in a bigger plot.”

Iran had obtained documents showing that the Saudis provided Israel with intelligence during the 33-day war on Lebanon in the summer of 2006, he added.

“The dependence of some Muslim countries on Israel is catastrophic and a stain of shame, while the Muslim Ummah should be sensitive to the fate of Palestine,” Larijani said.

As a result, he said, International Quds Day is of great importance, expressing hope that Muslims would demonstrate their unity on this day.

The late founder of the Islamic Republic of Iran, Imam Khomeini, named the last Friday of the lunar fasting month of Ramadan as the International Quds Day, which falls on June 23 this year.

The day is commemorated each year by worldwide rallies, with participants voicing their support for the Palestinian nation and calling for an end to the Tel Aviv regime’s atrocities and its occupation of Palestinian lands.

Elsewhere in his remarks, the Iranian parliament speaker stressed that the Islamic Republic pursues the policy of creating consensus and unity.

He further thanked the Muslim ambassadors for expressing sympathy over the twin terrorist attacks in the Iranian capital, which killed 17 people and injured over 50 others.

On June 7, gunmen mounted almost simultaneous assaults on Iran’s Parliament and the Mausoleum of Imam Khomeini. The Daesh Takfiri terrorist group claimed responsibility for the assaults.

Additionally, Larijani said that the Islamic Republic has been grappling with terrorism for years and in recent years the scourge has affected the Muslim world.

The Legitimacy of Family Compensation for Palestinians Killed, Injured, and Imprisoned

The Legitimacy of Family Compensation for Palestinians Killed, Injured, and Imprisoned

By Kathryn Shihadah | If Americans Knew | June 19, 2017

JTA reports on what would seem to be a no-brainer: a bill requiring that aid money to the PA be withheld if the PA continues its Martyrs Fund or “pay to slay” policy. Of course nothing is quite as simple as meets the eye.

WASHINGTON (JTA) — Top Senate Democrats said they were closer to signing on to a Republican-backed bill that would slash aid to the Palestinian Authority if it did not stop subsidizing Palestinians jailed for attacks on Israel. [Ed. note: Info on bill is here]

Senate Minority Leader Charles Schumer told attendants at the Orthodox Union’s annual Washington action day on Thursday that he would support the Taylor Force Act or legislation similar to it if the Trump administration is unable to get the Palestinian Authority to stop the payments. [Ed. note: Senator Schumer is a major advocate for Israel; see video.]

“Abbas has to stop making payments to terrorists and their families, and all elected officials should call them out,” Schumer said.

Also edging closer to endorsing the legislation was Senator Ben Cardin, top Democrat on the Senate Foreign Relations Committee.

The United States now gives the Palestinian Authority about $500 million in annual aid. The bill, which was introduced by Republican Senators Ted Cruz and Lindsey Graham, would only leave the portion for security assistance — about $60 million in 2013. Cruz also attended the Orthodox Union event.

“We’re going to find a way to pass the Taylor Force Act,” Senator Cardin said, suggesting that he wanted changes to the bill before he could fully endorse it. The measure was named for the American killed in a 2016 stabbing attack in Tel Aviv.

The Taylor Force Bill “prohibits certain assistance…from being made available for the West Bank and Gaza” unless the State Department is satisfied that the PA is working to end violence against US and Israeli citizens, is publicly condemning such acts and cooperating in investigating them, and has “terminated payments for acts of terrorism.” (Here is a list of cosponsors of the bill.)

If the bill becomes law, the US may withhold 88% of aid to the Palestinian Authority until it complies.

Economics of occupation

Israel has also withheld money from the PA in the past—tax revenues that are collected by Israel but that actually belong to the Palestinians, about $125 million per month. For example, funds were held back by Israel in November 2012 as a punishment for the UN vote which brought de facto recognition of Palestine’s statehood, and again in January 2015 as a penalty for Palestine’s application to join the ICC.

The transfers are an important revenue source for the cash-strapped Palestinian government.

Palestinians already suffer economically from the hardship of a brutal fifty-year occupation. According to a study by the UN Conference on Trade and Development, agriculture and industry have suffered huge losses. One reason is the inaccessibility of “Area C,” which accounts for over 60% of West Bank land (66% of its grazing land) and is off-limits to Palestinians. The report estimates that “the occupation of Area C costs the Palestinian economy the equivalent of 35% OF GDP.”

Gaza is also barred from half of its farmland and 85% of its fishery resources. Over 2.5 million productive trees have been vandalized or uprooted since 1967; 82% of Palestinian groundwater has been confiscated by Israel, and must be bought back by Palestinians at inflated prices.

Even tourism has been “annexed”: Israel has “rebranded” popular West Bank sites as being in the “Holy Land,” obscuring their Palestinian identity. Israeli tour guides control most visitors, making it easy to take a day trip to Bethlehem, but then stay in an Israeli hotel.

Adding to its many economic advantages, Israel garners $10 million a day in aid from the United States, compared to the $500 million per year that Palestine receives now and is in danger of losing.

Israel uses its huge aid budget to finance the occupation and fight wars with Gaza—both of which are illegal according to international law and condemned by almost every country in the world. Its assaults on women and children, as well as noncombatant men, is well documented. For example, the Middle East Children’s Alliance reported that “1,518 Palestinian children were killed by Israel’s occupation forces from the outbreak of the second Intifada in September 2000 up to April 2013… meanwhile the number of children injured by the Israelis since the start of the Second Intifada against Israel’s occupation has now reached 6,000. That number means that one Palestinian child was killed by Israel every 3 days for almost 13 years.”

However, Israeli leaders argue that the “hate-filled climate” against Israel was created not by occupation and war, but by “fiery speeches” by Palestinian leaders and “venomous” Facebook posts.

Compensation in the event of death or injury

Payment to the family of a service member killed or injured in the line of duty is a common practice. In America, for example, families receive a one-time payment to help surviving members deal with financial hardships connected with the loss of their loved one. This “death gratuity” is currently $100K.

Israel too has a compensation program for families of IDF soldiers killed or injured in the line of duty.

Because the Palestinian Territories are forbidden from having armed forces, their resistance against the occupation is carried out by civilians. In the event of their death, injury, or imprisonment their families face the same type of struggles that any service member’s family would face, and the Palestinian Authority provides for them through the so-called “Martyrs Fund.”

Prime Minister Benjamin Netanyahu plans to withhold revenue from the PA until the fund is dismantled, as he considers these payments “an incentive for murder.”

Republican Senator Lindsey Graham, leading sponsor of the Taylor Force bill, fails to make the connection between the US and Israeli compensation programs and the Palestinian Martyrs Fund, declaring that “the practice is inconsistent with American values, inconsistent with peace, and inconsistent with decency.”

Not a reward for violence

Nasser Tarayreh, whose son was killed after stabbing an Israeli girl, explains, “I don’t think anyone is willing to sacrifice his life for money. And for us as a family, all the money in the world won’t replace my son.” In fact, the money would be needed to provide shelter soon, as their home was scheduled for demolition—an Israeli practice in retribution against the families of attackers. Nasser will receive $350 a month from the Martyr’s Fund.

Many “martyrs” were not killers or attackers, but were themselves killed while walking to school, participating in a peaceful demonstration, or sleeping in their beds. If they died as a result of Israel’s brutality, they bear the title of martyr.

The fund also compensates families of prisoners and detainees. Samidoun Palestinian Prisoner Solidarity Network reported that “the Israeli occupation arrested 6,440 Palestinians in 2016, including 1,332 children and 164 women,” in addition to members of the Palestinian Legislative Council and journalists.

The fund had a budget of $170 million in 2016 and makes monthly payments to about 35,000 Palestinian families. Qadora Fares, who works with the system, explains, “This is a kind of social protection for the family. The children of the prisoners and martyrs and wounded have the right to go to schools, hospitals and get food.”

Fox News reported that the Washington Post strongly condemned the support of victims’ families in the Palestinian resistance. Fox quoted the WP as saying, “The PA is running a bounty system. Payments to terrorists and their families are enshrined in Palestinian law, provided for in the PA budget, and indirectly supported by foreign aid…incentivizing the murder of civilians is barbarism…”

It should be noted that this quote is not from a WP journalist, but part of an opinion piece by Israel partisan Thane Rosenbaum. Ironically, Rosenbaum authored Payback: The Case for Revenge, a book presenting the theory that “if the law won’t set things right, which it so often fails to do, then it’s ok, indeed moral, for us to do so ourselves”—a theory with which many Palestinians would, to Rosenbaum’s dismay, agree. Rosenbaum has elsewhere implied that a child whose father works for Hamas is actually a target by association, and that therefore it is morally acceptable to kill children.

Daniel Larison of the American Conservative said in his review of Payback, “Rosenbaum’s argument is extremely similar to the justifications that terrorist groups use when they target civilians in their own attacks…It is very important to reject this logic no matter where it comes from or whose cause in a conflict it is being used to advance, because this is the logic that has been used to justify countless atrocities down through the years.”

Origin of violence

In an interview for the Institute for Palestine Studies, Palestinian psychiatrist Eyad al Sarraj explained that many Palestinians who turn to violence have themselves witnessed great violence perpetrated on their families. “During the first intifada, studies showed that 55 percent of the children had witnessed their fathers being humiliated or beaten by Israeli soldiers.

“The psychological impact of this is stunning. The father, normally the authority figure, comes to be seen as somebody who is helpless, who can’t even protect himself–let alone his children. So children became more militant, more violent… The militant ones believe that if they die as suicide fighters in the struggle for justice, they are conquering defeat and death itself.” Sarraj continued, “they wouldn’t turn their bodies into bombs if they had F-16s, Apache helicopters, tanks, or a tiny fraction of the weapons Israel gets from the United States.”

Sarraj describes violence as a manifestation of a deep-seated issue: “Suicide bombings and all these forms of violence–I’m talking as a doctor here–are only the symptoms, the reaction to this chronic and systematic process of humiliating people in effort to destroy their hope and dignity. That is the illness, and unless it is resolved and treated, there will be more and more symptoms of the pathology.”

Sarraj expressed deep opposition to Palestinian violence, but distinguished between the martyrs and their families: “As a Palestinian, as an Arab, as a Muslim, and as a human being, I feel obliged to support them. I cannot leave their children in poverty–I have to do what I can to leave them some hope and dignity.”

The face of the Fund

One story that illustrates both the tragedy that qualifies Palestinians for the Martyrs Fund and the experience that produces even more martyrs, is that of Abu Jameh. At dinnertime on July 20th 2014, Israeli planes bombed an apartment building in Gaza, killing 24 members of a family—a woman, her son, four of her daughters-in-law, and 18 of her grandchildren. One member of Hamas was also present for the meal. Abu Jameh who survived but was injured, lost his pregnant wife and six of his seven children. He reflected, “there is nothing left. It is the end for us,” and added later, “I will marry again four times, and I will have 10 sons with each wife, and they will all be in the resistance.”

Emmanuel Nahshon, Israeli Foreign Ministry spokesman got it wrong when he stated, “Terror has become a comfortable business for families.”

Israel revisits Qalqilya expansion plan

MEMO June 19, 2017

Israel’s Channel 2 said the Israeli government will reconsider a previous decision to allow the expansion of the occupied Palestinian city of Qalqilya in the north of the West Bank.

The plan would see 14,000 new apartments built on 2,500 dunams (2.5 square kilometres) in Israeli-controlled Area C surrounding the city and would potentially double the city’s population from 50,000 to 110,000.

The Israeli Prime Minister’s Office said the plan was proposed during the visit of US President Donald Trump to the region in May.

Qalqilya, which is surrounded by illegal Israeli settlements, is overcrowded.

Channel 2 reported that the plan has stirred widespread controversy in Tel Aviv, especially among settlers who claimed it would “harm the settlers’ quality of life and security”.

The area owned by the people of Qalqilya is classified as Area C under the Oslo agreement signed between Israel and the PLO in 1992. Under this classification, the land is under Israeli security and administrative control.
