‘Year late & bad info’: California says DHS falsely accused Russia of hacking its voting systems

It appears that in its eagerness to accuse Russian hackers of meddling in the US presidential election, the Department of Homeland Security (DHS) wrongly claimed California’s election systems had been breached.
California Secretary of State Alex Padilla released a statement in which he confirmed that DHS officials had told him that the state’s election system had been “scanned” by Russian hackers.
“Last Friday, my office was notified by the US Department of Homeland Security (DHS) that Russian cyber actors ‘scanned’ California’s Internet-facing systems in 2016, including Secretary of State websites. Following our request for further information, it became clear that DHS’ conclusions were wrong,” he wrote in a statement published on Wednesday.
He went on to stress that last Friday’s notification from the DHS wasn’t just “a year late,” but was also “bad information.”
Now the DHS instead maintains – without any stated evidence – that “Russian scanning activity… occurred on the California Department of Technology statewide network,” rather than Secretary of State websites.
California’s Secretary of State does not use the Department of Technology to provide IT services for its website, internet-facing applications, or the statewide voter registration database, according to Padilla’s office.
Padilla’s statement added that based on this additional information, “the California Secretary of State elections infrastructure and websites were not hacked or breached by Russian cyber actors.”
As for the Department of Technology allegedly being breached, the office said its security systems were able to block “suspect activity.” However, claims that Russians were behind any such attempt remain unsubstantiated.
Padilla’s statement comes after California – along with 20 other states – was told last week that its systems were targeted last year “by Russian government cyber actors seeking vulnerabilities and access to US election infrastructure.”
The DHS’ mistake in California is the second time in a week that the department’s credibility has come into question, as it was forced to backtrack earlier this week on its claim that Russian hackers attempted to hack Wisconsin’s election infrastructure.
Just as in the case of California, the DHS quickly pointed to another government department which the elusive Russians allegedly tried to hack – the Wisconsin Department of Workforce Development.
It is an interesting – and once again unproven – claim, considering the office merely oversees job training and unemployment benefits.
Despite ongoing claims and an investigation into Russian meddling in the US presidential election, no evidence has been provided to support the hysteria.
A congressional investigation into Russia’s alleged meddling in the US election has been dragging on 10 months, with any hard evidence explicitly pointing to the role of Russian authorities yet to be produced.
Moscow has repeatedly denied interfering in the election campaign.
Russian President Vladimir Putin has rebuffed the meddling claims, on one occasion noting that the US is not “a banana republic,” for others to interfere with its people’s choice.
In an interview with filmmaker Oliver Stone in June, Putin instead accused the US of meddling in Russia’s most recent presidential elections in 2012, by campaigning on the side of the Russian opposition.
Moreover, Russian Deputy Foreign Minister Sergey Ryabkov said in August that there is “no doubt” the US will again try to meddle in the 2018 presidential election.
That same month, US President Donald Trump told a rally in West Virginia that the Russia story is a “total fabrication” and an excuse used by Democrats for the “greatest loss in the history of American politics.”
He said that prosecutors should instead be focused on Hillary Clinton’s 33,000 deleted emails rather than alleged Russian meddling.

The US is already more than five years past its initial deadline for eliminating its chemical weapons arsenal, but doesn’t plan to complete the job before 2023. Russia, which had a similar amount of toxic agents, has just destroyed them all.
The US and Russia both declared some 40,000 tons of chemical weapons when they joined the Organization for the Prohibition of Chemical Weapons (OPCW) in the late 1990s
The Americans pledged to destroy their stockpile by the end of April 2012, but still have two sites storing toxic agents, the Pueblo Chemical Depot in Colorado and the Blue Grass Army Depot in Kentucky. As of 2015, the Colorado site had about 780,000 World War II-era artillery shells containing 2,611 tons of mustard agent. Their disposal is expected to be completed by 2019. The site in Kentucky stores over 500 tons of sarin, VX and mustard agents. A disposal facility there is scheduled to go online next year.
Washington’s failure to fulfill its obligation was highlighted on Wednesday by Russian President Vladimir Putin, as Russia eliminated the last few artillery shells filled with chemical weapons.
“Historically, Russia was one of the largest holders of chemical weapons and the US remains one. Unfortunately, the US is not observing the deadline for disposing of its chemical weapons. They have pushed the date back three times, citing a lack of funding. This, frankly, sounds strange,” Putin said.
Responding to the Russian president’s criticism, a US State Department spokesperson said the country is committed to completing the disposal of chemical weapons by 2023.
“The US government continues to focus on destroying the remaining portion of the chemical weapons stockpile stored in Pueblo, Colorado, and Richmond, Kentucky,” Sputnik cited the unnamed US official as saying. “The United States remains committed to the complete destruction of its declared chemical weapons stockpile by the end of 2023.”
The OPCH, the watchdog of the 1993 Chemical Weapons Convention (CWC), marks its 20th anniversary this year. Currently, 192 nations are parties to the convention, with the exceptions being UN members Egypt, Israel, North Korea and South Sudan. Myanmar was the latest nation to join in 2015.
Moscow calls on Washington to reconsider curb on Russian observation flights over US

Moscow has urged Washington to review its decision to curb Russian military observation flights over US territory as part of the Open Skies Treaty.
“Confrontation is never our choice. That’s why we offer our American partners not to crumble into another abyss of measures and countermeasures, but stop before the steps they’ve announced have gone into force,” Maria Zakharova, the Russian Foreign Ministry spokeswoman, said.
According to Zakharova, Moscow and Washington should “engage in a depoliticized search for a mutually acceptable solution to the problems of the [Open Skies] treaty.”
The Wall Street Journal earlier reported that the US delegation at the ongoing Open Skies Consultative Commission in Vienna intends to accuse Russia of being in violation of the Open Skies Treaty and announce restrictions on Russian flights.
The respective treaty is a multilateral arrangement stemming from the Cold War era, which allows member states to schedule observation flights over each other’s territory to monitor military deployments.
The accord was aimed at building confidence and removing suspicions between Russia and the NATO bloc.
Some US officials have recently argued that Russia benefits more from the deal, gaining detailed intelligence on the military infrastructure of NATO members, including the US.
Russia will evaluate the US restrictions on the Open Skies Treaty and then “make a decision on our own adequate steps,” Zakharova said, noting the principle of reciprocity in international relations.
Zakharova said she doubted that “the US will benefit” from restricting Russian flights over its territory.
“In any case, it won’t help Washington to achieve unilateral advantages,” she said.
The US claims that Russia is violating the Open Skies Treaty by restricting the length of observation flights over its western enclave region of Kaliningrad to 500km.
Zakharova has again explained Moscow’s decision and stressed that it was in line with the norms of the accord.
“Some of our partners – despite having the right to make observation flights ranging up to 5,500km – used a significant part of it in Kaliningrad region, crossing it back and forth and creating complications for the use of the region’s limited airspace and the operations of the international airport,” she said.
The 500km range doesn’t hamper the efficiency of observations as it allows every part of Kaliningrad Region to be monitored, she added.
Debunking the myth of Islamic State’s presence in Af-Pak

Recently, the Islamic State’s purported “terror franchises” in Afghanistan and Pakistan have claimed a spate of bombings against the Shi’a and Barelvi Muslims who are regarded as heretics by Takfiris. But to contend that the Islamic State is responsible for suicide blasts in Pakistan and Afghanistan is to declare that the Taliban are responsible for the sectarian war in Syria and Iraq.
Both are localized militant outfits and the Islamic State without its Baathist command structure and superior weaponry is just another ragtag, regional militant outfit. The distinction between the Taliban and the Islamic State lies in the fact that the Taliban follow Deobandi sect of Sunni Islam which is a sect native to South Asia and the jihadists of the Islamic State mostly belong to Wahhabi denomination.
Secondly, and more importantly, the insurgency in the border regions of Afghanistan and Pakistan is a Pashtun uprising which is an ethnic group native to Afghanistan and northwestern Pakistan, while the bulk of the Islamic State’s jihadists is comprised of Arab militants of Syria and Iraq.
The so-called “Khorasan Province” of the Islamic State in the Af-Pak region is nothing more than an alliance of several breakaway factions of the Taliban and a few other inconsequential local militant outfits that have adopted the name “Islamic State” to enhance their prestige, but that don’t have any organizational and operations association, whatsoever, with the Islamic State proper in Syria and Iraq.
Conflating the Islamic State either with Al-Qaeda, with the Taliban or with myriads of ragtag, local militant groups is a deliberate deception intended to mislead public opinion in order to exaggerate the threat posed by the Islamic State which serves the scaremongering agenda of security establishments.
Regardless, the only difference between the Afghan jihad back in the ‘80s that spawned Islamic jihadists such as the Taliban and Al-Qaeda for the first time in history and the Libyan and Syrian civil wars, 2011-onward, is that the Afghan jihad was an overt jihad: back then, the Western political establishments and their mouthpiece, the mainstream media, used to openly brag that the CIA provides all those AK-47s, rocket-propelled grenades and stingers to Pakistan’s intelligence agencies, which then distributes those deadly weapons amongst the Afghan so-called “freedom fighters” to combat the Soviet troops in Afghanistan.
After the 9/11 tragedy, however, the Western political establishments and corporate media have become a lot more circumspect, therefore this time around they have waged covert jihads against the Arab-nationalist Gaddafi regime in Libya and the anti-Zionist Assad regime in Syria, in which Islamic jihadists (aka terrorists) have been sold as “moderate rebels” with secular and nationalist ambitions to the Western audience.
Since the regime change objective in those hapless countries went against the mainstream narrative of ostensibly fighting a war against terrorism, therefore the Western political establishments and the mainstream media are now trying to muddle the reality by offering color-coded schemes to identify myriads of militant and terrorist outfits operating in Syria: such as the red militants of the Islamic State and Al-Nusra Front which the Western powers want to eliminate; the yellow Islamic jihadists, like Jaysh al-Islam and Ahrar al-Sham, with whom the Western powers can collaborate under desperate circumstances; and the green militants of the Free Syria Army (FSA) and a few other inconsequential outfits which together comprise the so-called “moderate” Syrian opposition.
If we were to draw parallels between the Soviet-Afghan jihad during the ‘80s and the Syrian civil war of today, the Western powers used the training camps located in the Af-Pak border regions to train and arm Afghan “Mujahideen” against the Soviet troops in Afghanistan.
Similarly, the training camps located in the border regions of Turkey and Jordan are being used to provide training and weapons to Sunni Arab militants to battle the Shi’a-dominated Syrian regime with the collaboration of Turkish, Jordanian and Saudi intelligence agencies.
During the Afghan jihad, it is a known historical fact that the bulk of the so-called “freedom fighters” was comprised of Pashtun Islamic jihadists, such as the factions of Jalaluddin Haqqani, Gulbuddin Hekmatyar, Abdul Rab Rasul Sayyaf and scores of other militant outfits, some of which later coalesced together to form the Taliban movement.
Similarly, in Syria, the majority of the so-called “moderate rebels” is comprised of Sunni Arab jihadists, such as Jaysh al-Islam, Ahrar al-Sham, al-Nusra Front, the Islamic State and myriads of other militant groups, including a small portion of defected Syrian soldiers who go by the name of Free Syria Army (FSA).
Moreover, apart from Pashtun Islamic jihadists, various factions of the Northern Alliance of Tajiks and Uzbeks constituted the relatively “moderate” segment of the Afghan rebellion, though those “moderate” warlords, like Ahmad Shah Massoud and Abul Rashid Dostum, were more ethnic and tribal in character than secular or nationalist, as such.
Similarly, the Kurds of the so-called “Syrian Democratic Forces” can be compared to the Northern Alliance of Afghanistan. The socialist PYD/YPG Kurds of Syria, however, were allied with the Baathist regime against the Sunni Arab jihadists for the first three years of the Syrian civil war, i.e. from August 2011 to August 2014.
At the behest of American stooge in Iraqi Kurdistan, Massoud Barzani, the Syrian Kurds have switched sides in the last three years after the United States policy reversal and declaration of war against one faction of the Syrian opposition, the Islamic State, when the latter overstepped its mandate in Syria and overran Mosul and Anbar in Iraq in June 2014, from where the US troops had withdrawn only a couple of years previously in December 2011.
Regarding the creation and composition of the Islamic State, apart from training and arms which have been provided to Syrian militants in the training camps located in the Turkish and Jordanian border regions adjacent to Syria by the CIA in collaboration with Turkish, Jordanian and Saudi intelligence agencies, another factor that has contributed to the stellar success of the Islamic State is that its top cadres are comprised of former Baathist military and intelligence officers from the Saddam era.
According to reports, hundreds of ex-Baathists constitute the top and mid-tier command structure of the Islamic State who plan all the operations and direct its military strategy. The only feature that differentiates Islamic State from all other insurgent groups is its command structure which is comprised of professional ex-Baathists and its state-of-the-art weaponry that has been provided to all the Sunni Arab militant outfits fighting in Syria by the intelligence agencies of the Western powers, Turkey, Jordan and the Gulf states.
Moreover, it is an indisputable fact that morale and ideology plays an important role in battle, and well-informed readers must also be aware that the Takfiri brand of most jihadists these days has been directly inspired by the puritanical Wahhabi-Salafi ideology of Saudi Arabia, but ideology alone is not sufficient to succeed in battle.
Looking at the Islamic State’s astounding gains in Syria and Iraq in 2014, a question arises, where do its recruits get all the training and state-of-the-art weapons that are imperative not only for hit-and-run guerrilla warfare but also for capturing and holding large swathes of territory?
According to a revelatory December 2013 news report [1] from The National newspaper affiliated with the UAE government which supports the Syrian opposition: it is clearly mentioned that along with AK-47s, rocket-propelled grenades and other military gear, the Saudi regime also provides machine gun-mounted Toyota pick-up trucks to every batch of five jihadists who have completed their training in the training camps located at the border regions of Jordan.
Once those militants cross over to Daraa and Quneitra in southern Syria from the Jordan-Syria border, then those Toyota pick-up trucks can easily travel all the way to Raqqa and Deir al-Zor and thence to Mosul and Anbar in Iraq.
Moreover, it is clearly spelled out in the report that Syrian militants get arms and training through a secret command center based in the intelligence headquarters’ building in Amman, Jordan, that has been staffed by high-ranking military officials from 14 countries, including the US, European nations, Israel and the Gulf Arab States to wage a covert war against the government in Syria.
Finally, unlike al Qaeda, which is a transnational terrorist organization that generally employs anti-colonial and anti-West rhetoric to draw funds and followers, the Islamic State and the majority of Sunni Arab militant groups fighting in Syria are basically anti-Shi’a sectarian outfits. By the designation “terrorism” it is generally implied and understood that an organization which has the intentions and capability of carrying out acts of terrorism on the Western soil.
Although the Islamic State has carried out a few acts of terrorism against the Western countries, such as the high profile Paris, Brussels and Manchester attacks, but if we look at the pattern of its subversive activities, especially in the Middle East, it generally targets the Shi’a Muslims in Syria and Iraq. A few acts of terrorism that it has carried out in the Gulf Arab states were also directed against the Shi’a Muslims in the Eastern province of Saudi Arabia and Shi’a mosques in Yemen and Kuwait.

Goods from Israel settlements granted preferential EU trade deals

Goods from illegal Israeli settlements in the occupied West Bank have been bypassing European Union (EU) laws and profiting from the preferential trade tariffs with the EU, MEMO has learnt.
The EU has admitted that it has become “impossible” to monitor the source of goods imported to Europe from Israel despite a legal obligation to implement a policy of differentiating between Israel and settlement activities within its multibillion dollar bilateral trade relations.
Documents obtained under EU freedom of information rules seen by MEMO revealed that it has become “impossible” for the EU to differentiate between Israel and the Green Line following the introduction of a “new 7 digit zip code system”.
Notes from a meeting in June between Israeli Minister of Economy, Eli Cohen, and Lars Faaborg-Andersen, then the EU’s ambassador in Tel Aviv, state that the new zip code is “impossible for the delegation to follow” and the “EU requested Israel’s input to address the issue”.
The EU delegation confirmed that the European side suggested using a different method to ensure that settlement products are not granted the same preferential treatment Israel gets under existing trade rules, but the reply from the Israeli side was that “the current system is very effective and that the arrangement operates in a very satisfactory manner”.
It’s unclear if the new zip code system introduced four years ago was intended to circumvent tariff rules that differentiate between Israel and the occupied territories. However “despite having rather fewer people than China” said the Israel’s Haaretz newspaper, “Israel [is] switching to a rather more complicated 7-digit postal code system”.
The EU delegation repeated its stance on the differentiation rules but the admission by the EU Ambassador Faaborg-Andersen indicates that under his term, EU trade rules have been flouted for four years.
The influential European Council on Foreign Relations (ECFR) explained to MEMO details of the trade agreement between the EU and Israel. The EU and its member states, like the rest of the international community, do not recognise any legal or de facto Israeli sovereignty over the Occupied Palestinian Territories. This duty of non-recognition is based on international law, resulting in a legal obligation to clearly differentiate between Israel and its activities beyond the Green Line within their bilateral relations.
Asked how far the EU could go to uphold its own trade rules, ECFR representative said that the EU will not be able to completely terminate its trade agreement with Tel Aviv but if it really insisted on being faithful to its rules, then Brussels could cancel all its preferential trade deals with Israel until it clearly distinguishes between itself and the territory beyond the Green Line. In the meantime the EU and Israel could maintain a non-preferential trade agreement.

Putin heads to Turkey to meet Erdogan

Russian President Vladimir Putin is heading to Turkey to meet his counterpart Recep Tayyip Erdogan as relations between the two states continue to thaw. The situation in Syria and de-escalation zones are expected to be the main issues on the table.
The leaders held a phone conversation on Monday in which they discussed Syria, including de-escalation zones – an initiative proposed by Russia and also brokered by Iran and Turkey – and political settlement of the crisis, according to the statement from the Kremlin.
The parties agreed to further discuss the Syria issue during Putin’s visit to Turkey on Thursday. The leaders will meet in the Presidential Complex in Ankara, Erdogan’s office said in a statement.
Bilateral relations between Turkey and Russia will also be on the table during the meeting, the statement added.
On Tuesday, Kremlin spokesman Dmitry Peskov confirmed that the presidents had discussed the independence referendum of Iraqi Kurdistan on Monday.
The topic of S-400, Russia’s most advanced missile systems which Ankara is planning to purchase, remains hotly-discussed in the media. It’s not yet clear whether Putin and Erdogan will discuss it.
Turkey confirms deposit on Russia’s state-of-the-art S-400 missile systems. Speaking about military cooperation between Moscow and Ankara, Peskov said on Wednesday that “no one has a right to criticize it.”
Moscow-Ankara cooperation is performed “in strict accordance with international law and in no way is directed against any third country,” he said.
Earlier in September, Putin’s aide on military-technical cooperation, Vladimir Kozhin, said that the contract has been “agreed upon,” and Ankara added that a deposit has been paid.
The deal signals closer cooperation with Moscow and a widening rift with its NATO allies, which have criticized the deal, claiming that the Russian system may be incompatible with those of NATO.
US Defense Secretary James Mattis said in July that S-400 anti-aircraft systems are “not going to be interoperable with NATO systems.”
Erdogan rebuffed the critics, saying Ankara had no intention of waiting for the protection of its NATO allies.
“They have gone crazy because we made a deal for S-400s,” Erdogan said.
“What do you expect? Should we wait for you? We take care of ourselves in every security point,” he added.
S-400 delivery to Turkey will start within two years, Defense Undersecretary Ismail Demir said on Monday, as cited by Anadolu news agency.
This is the second visit of the Russian leader to Turkey since the improvement in relations after downing of the Russian jet by Turkish forces in November 2015.
Relations between the two states began to thaw in June 2016 after Erdogan sent a letter to the Kremlin apologizing for the pilot’s death.
Putin visited Istanbul in October 2016 to discuss Syria, as well as stalled energy projects and bilateral trade.
US-Israeli Plot to Establish ‘Barzani State’ in Iraqi Kurdistan Doomed to Failure

Due to numerous reasons, the Middle East continues to witness the most disturbed geopolitical conditions in the entire world. When political analysts and thinkers scrutinize the region’s map they can simply and clearly realize the intersection of the civilizational, anthropological, and geopolitical givens, which cause continuous changes. The Kurdish endeavor to establish an ‘independent’ state in northern Iraq exacerbates the overall complicated image of the whole area. However, could the Kurdish ‘dream’ come true regardless of all the surrounding factors?
Iraqi Kurdistan authorities held a so-called ‘independence’ (separation) referendum on Monday aimed at establishing a Kurdish state.
According to the freshly announced results, more than 92 percent of Iraqi Kurds voted for the separation. Electoral commission officials told a news conference in the regional capital Arbil that 92.73 percent of the 3,305,925 people who cast ballots voted “yes” in Monday’s referendum, which had a turnout of 72.61 percent.
Iraqi Kurdistan
It is a northern area in Iraq, which comprises around 41,710 square kilometers and has a population of 4 million. It has borders with Iran (to the east), Syria (to the west), Turkey (to the north) and the rest of the Iraqi provinces (to the south). So, it is a closed area that can never economically interact with the world without concluding pacts with the neighboring countries.
Economic Facts
According to economic experts, Iraqi Kurdistan achieves an annual oil revenue which approaches $11bn, adding that this cannot be sufficient to pay the employees’ salaries and establish a well-built state in the future.

Furthermore, Kirkuk city which comprises 85% of the oil production will not be part of the autonomous area as the central government in Baghdad is not going to let the Kurdish authorities control it.
Although several international oil firms have signed contracts with the Kurdish authorities to invest in this vital field, the oil revenues will be unable to match the economic needs of the state.
Political Scene
Despite the clear US-Israeli support to the Kurdish leader Massoud Al-Barzani to establish a state in northern Iraq, the political conditions in Kurdistan indicate that the expected losses of the ‘independence’ will lead to several alterations in the domestic scene, which threatens the entire scheme of Al-Barzani.
The Iranian and Turkish opposition to the Kurdish ‘state’ represents a milestone political alliance which unifies the religious components in the area in face of the US-led plot to cause partition in Iraq and all the regional countries.
Furthermore, the US administration will no longer be able to keep its strong ties with Turkey, which is threatened with a similar scenario carried out by its own Kurds, while backing the Kurdish scheme. This is expected to push the Turks into intensifying their coordination and enhancing relations with Iran and all its axis in the Middle East and reducing those with the United States and its allies, including the Zionist entity.
In brief, the Kurdish ‘state’ is a closed area which can never move economically, politically and militarily without the aid of its neighbors.
The US-Israeli attempt to siege the victories achieved by the axis-of-resistance in the area is exposed, and the counter plans to frustrate the mentioned scheme and prepare for further victories over the vicious American policies are ready to be implemented.
Activist: Saudi’s 2030 Vision Coordinated by Washington, Tel Aviv

Saudi activist Mujtahid said that the inclusive change in Saudi Arabia (political, social and economic change) is coming, noting that the authorities will arrest all those who stand against this change,
On his Twitter account, Mujtahid quoted a US advisor, who takes part in Saudi Arabia’s Vision for 2030 project, as saying that the change is coming.
This change requires Crown Prince Mohamamd Bin Salman’s monopolization of power on the political level, secularizing the kingdom on the social level, and selling Aramco firm on the economical level, Mujtahid said, citing the US advisor.
He revealed that such plan is being coordinated with the US, Zionist entity, Egypt and UAE, noting that all these sides share the same stance regarding the arrest campaign which will target all those who reject this change.
In this context, Mujtahid, who is believed to be a member of or have a well-connected source in the royal family, pointed out that the arrests which were made recently represents an early stage of this plan of change.
UN warns to blacklist firms working in lands occupied by Israel: Report

The United Nations human rights office has reportedly threatened to blacklist nearly 150 Israeli and international companies for operating in the Israeli occupied territories, including the West Bank, East Jerusalem al-Quds and Golan Heights.
Israeli daily Haaretz cited anonymous Israeli officials as saying on Wednesday that UN High Commissioner for Human Rights chief Zeid Ra’ad al-Hussein notified the companies through letters two weeks ago.
In response, several of the companies assured Hussein that they do not plan to renew their current contracts or to enter into new ones.
The letter said that due to the companies’ activities in the occupied Palestinian territories, they may be added to the blacklist being compiled by the UN of companies “that operate in opposition to international law and in opposition of UN resolutions.”
According to an unnamed western diplomat, over half of the companies that received the letter were Israeli, nearly 30 were American and the rest were mainly from Germany, Norway and South Korea.
The copies of Hussein’s letter have reportedly been sent to the respective countries of the firms and seen by the Israeli cabinet.
The companies include giant international corporations such as Coca-Cola, TripAdvisor, Airbnb and Caterpillar as well as major Israeli firms, including pharmaceutical giant Teva, the national phone company Bezeq, bus company Egged, the national water company Mekorot and the regime’s two largest banks, Hapoalim and Leumi.
In 2016, the UN Human Rights Council voted, with 32 nations in favor and 15 abstentions, to a proposal by the Palestinian Authority and Arab states to compile a database of all businesses enabling or profiting from development of Israeli settlements in the occupied Palestinian territories.
The proposal also condemned Israeli settlement construction and urged companies not to do business with Israeli settlements.
In June, US Ambassador to the UN Nikki Haley slammed the blacklist as “the latest in this long line of shameful actions” adopted by the UNHRC, warning that the US may withdraw from the 47-member UN body unless it is reformed, end condemnation of Israel and cancel the membership of what she called notorious human rights violators from the council.
Since 2007, Israel has been the only entity whose human rights violations have been regularly discussed in the framework of a single permanent item on the Human Rights Council’s agenda.
Since the inauguration of US President Donald Trump in January, the regime in Tel Aviv has stepped up its construction of settler units on occupied Palestinian land in a blatant violation of international law.
Less than a month before Trump took office, the United Nations Security Council had adopted Resolution 2334, calling on Israel to “immediately and completely cease all settlement activities in the occupied Palestinian territories, including East Jerusalem” al-Quds.
About 600,000 Israelis live in over 230 illegal settlements built since the 1967 Israeli occupation of the Palestinian territories of the West Bank and East Jerusalem al-Quds.
Israel also seized the Golan Heights from Syria after the 1967 Six-Day War and later occupied it in a move that has never been recognized by the international community. The regime has built dozens of settlements in the area ever since and has used the region to carry out a number of military operations against the Syrian government.
Abbas Is No Arafat. He Must Go.

I’ve been writing about the plight of the amiable Palestinian people under Israel’s jackboot for the same length of time that Mahmoud Abbas has been Palestinian president. And that’s far too long. Abbas has also been chairman of the PLO (Palestine Liberation Organisation, which describes itself as the sole representative of the Palestinian people) for even longer.
A recent poll by the Palestinian Centre for Policy and Survey Research showed that the Palestinians have had enough. Two-thirds want Abbas out.
A majority are also dissatisfied with the decision at Fatah’s latest Convention to keep Abbas as head of Fatah for another 5 years. The poll found that most view the Palestinian Authority, which is also headed by Abbas, as a burden to the Palestinian people rather than an asset. An even larger majority feel they cannot criticise the PA without fear. Perception of corruption in the PA now stands at 76%.
What’s more, two-thirds of Palestinians believe a two-state solution is no longer possible due to Israel’s relentless expansion of illegal settlement and 53% support a return to an armed intifada.
And if presidential elections were held now, Hamas’s Ismail Haniyeh would probably win.
“As naked as the day that he was born”
Abbas has been a big noise in Palestinian affairs for decades. In 2003 Arafat appointed him prime minister of the Palestinian National Authority. Some say the West foisted Abbas on Arafat. A power struggle ensued, and after Arafat’s suspicious death in 2004 Abbas was seen as a natural successor. Hamas boycotted the presidential election of January 2005 and Israel arrested or restricted the movement of other candidates. So Abbas won easily in dubious circumstances.
Abbas’s term as President officially ended more than 8 years ago. It is long past clear-your-desk time. The Basic Law allowed him an extension of one year but he still clings to power. Increasingly he’s seen as the king with no clothes and, in the words of the Danny Kaye song, “altogether as naked as the day that he was born”.
The trouble with Abbas is that he’s always ‘behind the curve’. Illegal settlement building under the Allon Plan, effectively annexing Palestinian territory, began in 1967 and the Israelis’ dash to create as many irreversible ‘facts on the ground’ as possible in order to make their occupation permanent was clear from the start.
Abbas claims to be one of the architects of the Oslo Interim Agreement, which was supposed to ensure a start to negotiations on permanent status by 1996 and lead to the implementation of Security Council Resolutions 242 and 338 and the settling of all main issues. But ever since the beginning of the Oslo process back in 1993 the rights of the Palestinian people have been sacrificed on the altar of so-called political progress, the glittering prize being ‘peace and security’.
That was all smoke ‘n’ mirrors, of course. What we’ve seen is a continuous slide downhill for the Palestinians while the Israeli colonisation and expansion programme goes from strength to strength. Justice has never been allowed to play a part. Furthermore Abbas has repeatedly given the Israelis time to cement their ill-gotten gains, readily agreeing to more bogus negotiations arranged by the same dishonest brokers.
And he inexplicably dragged his feet over joining the International Criminal Court.
During his over-long tenure Abbas has failed to unite the Palestinians under a single purposeful voice with a clear mission. He has driven the factions further apart by letting rip the old Fatah-Hamas rivalry. His regime fails to keep the world informed or make proper use of media opportunities and behaves as if gagged.
He is not noted for tactical brilliance and his embassies in the West are lazy, uncommunicative and uncooperative towards journalists and writers, and probably under orders not to ‘make waves’. I myself have been branded an enemy of Palestine by Abbas’s London embassy, an insult I wear as a badge of honour.
The Palestinian Authority under Abbas is frequently accused of collaborating with Israel in its brutal oppression. Abbas seems to be the darling of the West and of Israel, and the Israelis are said to regard him as a strategic asset. They’d hate to lose him.
Hamas is usually blamed for any whiff of corruption but the PA is bursting with it. In 2015 a report by The Coalition for Accountability and Integrity (AMAN) titled Absolute Power, Total Corruption hit the headlines. AMAN was established by a number of Palestinian civil society organizations to combat corruption and enhance integrity, transparency and accountability in Palestinian society.
According to the Commissioner-General, Azmi Shuaibi, “the cancellation of elections and the absence of the Legislative Council led to the president’s monopolizing the three powers — legislative, judicial, executive — which has served as fertile soil for some cases of corruption.” Certain non-ministerial government institutions were still outside the scope of official accountability and had awarded salaries and privileges to officials that were inconsistent with financial reality.
But even this catalogue of misbehaviour didn’t hammer the final nail into Abbas’s political coffin. Today he’s increasingly busy cracking down on dissenters within his own Fatah party and outside organisations.
Peace process “a deceptive farce”
The confidential Palestinian Papers, leaked by Al-Jazeera in 2011, revealed the shambolic conduct of the so-called peace process and how the Palestinian team allowed the Israelis to walk all over them, with US help.
One of the leak’s sources, a French-Palestinian lawyer and former adviser to the PLO, Ziyad Clot, said in an article in The Guardian that the peace process was “an inequitable and destructive political process which had been based on the assumption that the Palestinians could in effect negotiate their rights and achieve self-determination while enduring the hardship of the Israeli occupation”. They were “a deceptive farce whereby biased terms were unilaterally imposed by Israel and systematically endorsed by the US and EU”. They “excluded for the most part the great majority of the Palestinian people: the seven million Palestinian refugees”. And, he said, “the PLO, given its structure, was not in a position to represent all Palestinian rights and interests”.
So why did the Palestinians’ chief negotiator since 1995, Saeb Erekat, still engage in it? Erekat was educated in political science in the US and conflict studies in England, so should have been savvy enough to see through it. Will no-one steer the Palestinians into a sane justice process and away from the ‘kangaroo’ peace negotiations that Erekat and Abbas seem addicted to?
Not long ago, in an interview, I asked law professor and former UN special rapporteur Richard Falk: “How acceptable is it for a weak, demoralized and captive people like the Palestinians to be forced into negotiating with their brutal occupier under the auspices of a US administration seen by many people as too dishonest to play the part of peace broker?
He replied: “Even if the United States was acting in good faith, for which there is no evidence, its dual role as Israel’s unconditional ally and as intermediary would subvert the credibility of a negotiating process. In fact, the US Government signals its partisanship by White House appointments of individuals overtly associated with the AIPAC lobbying group as Special Envoys to oversee the negotiations such as Dennis Ross and Martin Indyk… The unsatisfactory nature of the current framework of negotiations is further flawed by weighting the process in favor of Israel, which enjoys a position of hard power dominance.”
That the UK Government will shortly be celebrating 100 years of the infamous Balfour Declaration, and continuing to endorse its cruel legacy while refusing to support Palestinian statehood, is an indictment of Abbas’s dismal performance.
Face it, the guy is no Arafat. On Abbas’s watch the high hopes of ordinary Palestinians have turned to dust. As Oliver Cromwell told the English Parliament in 1653: “You have sat too long for any good you have been doing lately… Depart, I say; and let us have done with you. In the name of God, go!” Those same words are applicable also to Abbas, and indeed the entire PLO and Palestinian Authority.
What Palestinians need, but probably will never get, is leadership with style, wisdom and the will to make friends with the West. Their case is still not widely understood and any new leader must have the ability to outwit Israel’s absurdly successful propaganda. Yes, the Zionists may have a stranglehold on Western opinion, but the Palestinians possess a superior two-edged weapon which they have never used effectively: truth and a just cause.

James A Shannon, director of the US National Institutes of Health 1955-68, said: ‘No vaccination can be proven safe before it is given to children.’
When he made that statement, it was still possible in the US to sue vaccine manufacturers under tort law for vaccine-induced deaths and injuries, which is no longer the case.
Today the US has the world’s most aggressive vaccine schedule and ranks as the sickest country, with the highest infant mortality, in the developed world. The UK does not lag far behind.
Vaccines carry three separate areas of potential risk. Firstly, they artificially stimulate the immune system to produce antibodies, which temporarily inhibits another part of the body’s defence mechanism. In an infant, whose immune system is just developing, this high demand of energy can in some cases overwhelm its metabolic reserves, and cause brain inflammation. The brain is the highest energy-consuming tissue in the body, followed by the gastro-intestinal tract and the immune system.
Secondly, vaccines contain chemicals, metals and drugs. Thirdly, according to the former pharmaceutical R&D executive Sasha Latypova, traditional vaccines are consistently contaminated with plant and animal proteins which hyper-sensitise the body, especially in children, giving rise to allergies.
