OCHA Report: “370 Injured During Nakba Commemoration”

The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) recently issued its weekly report on Israeli violations in the occupied territory for the period between 9- 15 of May, revealing that Israeli soldiers shot at least 370 Palestinians during the Nakba commemoration, and continued their violations in the West bank and the Gaza Strip.
The report indicated that the number of Palestinians injured by Israeli fire since the beginning of this year has reached 1,339, adding that the rate of injuries is 69 a week, comparing to 28 a week last year.
Most of the injuries took place when the soldiers attacked Nakba protests on May 15, especially the protests that were held near the Qalandia terminal, north of Jerusalem, and the Ofer prison terminal near Ramallah.
OCHA further stated that Israel demolished seven Palestinian buildings under the claim that they were built without construction permits.
It said that 27 Palestinians were also injured during a weekly protest against Israeli restrictions preventing Palestinian farmers from reaching their lands near the Qadumim settlement, built on lands that belong to residents of Qalqilia, in the northern part of the West Bank.
OCHA also said that Israeli settlers carried out several attacks against the residents and their lands, leading to several injuries while Israeli settlers cut more than 430 trees, including at least 280 olive trees near Nablus, Salfit and Bethlehem.
The Office said that Israeli settlers cut at least 3,070 trees since the beginning of 2012 (most of them are olive trees), and injured 50 residents.
As for the destruction of property, OCHA stated that, during the reported period, Israel demolished seven Palestinian-owned livelihood structures affecting 40 Palestinians. The buildings are in Burqa in the Nablus district, Al-Jalama near Jenin, and Husan near Bethlehem, in addition to the destruction of a water cistern and the foundations of a house under construction in Beit Hanina neighborhood in East Jerusalem; Israel also issued demolition orders against Palestinian houses in Silwan, in occupied East Jerusalem.
According to OCHA, Israel demolished 285 Palestinian buildings displacing 477 Palestinians, which is a %25 increase comparing structures demolished in 2011.
Israeli soldiers also shot and wounded more than eight Palestinians near the border with Israel, in the Gaza Strip during the reported week. The residents were treated for the effects to teargas inhalation when the soldiers targeted them for “approaching the security fence”; the residents were working in their own lands.
OCHA said that 29 Palestinians were killed in the Gaza Strip and 155 were injured since the beginning of this year.
The Israeli Navy also continued its restrictions and attacks against Palestinian fishermen, as Israel continued to limit the fishing area allotted to Gaza fishermen for only three nautical miles. During the period of this weekly report, the Navy detained fishermen and confiscated their boats; the fishermen were released but the fishing boats remained with Israel.
Fuel shortages and power outages in Gaza continued to hinder the lives of 1.6 million Palestinians in Gaza, while the Gaza Power Plant is only producing 25 megawatts of the needed 80 megawatts.
Fuel smuggling into Gaza via siege-busting tunnels this week was less that %15 of the 800,000 – one million liters of diesel and benzene that used to enter Gaza regularly each day prior the onset of fuel crisis in 2011.
The Palestinian Fishermen Syndicate said that the number of fishing trips conducted in recent months witnessed a sharp decrease (less than four trips a month for each fishing boat) compared to 15 trips a month.
It is worth mentioning that more than 65,000 Palestinians depend on fishing as their only source of livelihood in the Gaza Strip but are suffering due to increased Israeli restrictions. In April, Gaza fishermen fished 99.6 Tons.

GAZA — Seven Palestinian citizens were wounded to the east of Gaza city on Thursday in Israeli artillery shelling of the area, medical sources reported.
Adham Abu Salmiya, the spokesman for emergency and ambulance services in Gaza, told the PIC reporter that two of the casualties were in serious condition.
He added that three of the wounded were old men, adding that the casualties were taken to Shifa hospital in moderate condition except the abovementioned two.
The Israeli occupation forces (IOF) fired a number of artillery shells at civilian neighborhoods and farmlands east of Shujaia suburb in Gaza city.
IOF soldiers earlier on Thursday raided southern and northern Gaza Strip areas, firing at random and bulldozing land.
Local sources in Khan Younis, south of the Strip, said that eight IOF armored vehicles infiltrated 800 meters into Fakhari area and bulldozed land amidst indiscriminate shooting.
Other IOF units raided northern Beit Lahia town to the north of the Strip while firing at farmers tending to their land.
Abu Salmiya said that no casualties were reported in the northern area despite earlier news of one casualty among the farmers.

Ma’an reports:
An Israeli army spokeswoman said forces opened fire toward “several suspects approaching the security fence.”
She said no hit was identified.
An Israeli army spokesman later added that “tank shells were fired towards the terrorists,” near the Karni crossing east of Gaza City.

Gaza Media Demand Action On Othman Case

Members of the Palestinian media today demonstrated in Gaza City to draw attention to violence against journalists, particularly the case of Mohammad Othman, shot by Israeli soldiers while covering the Al Nakba commemoration at the Erez crossing a year ago.
The protestors gathered outside the Palestinian Centre for Human Rights, where they held a press conference, then marched to the UNESCO Offices.
Mohammad Othman was targeted by Israeli soldiers at the Erez checkpoint while he was carrying out his professional duties as a journalist. He received severe wounds to his back, and required medical treatment in Turkey. He still suffers the effects of his injuries.
Despite attempts by the journalists union to have the person/s responsible for his injuries held to account, the Israeli authorities have not investigated the matter, or held anyone responsible.
The protestors called on the Palestinian Human Rights Centre and the United Nations to take up the matter, as the deliberate shooting by Israeli forces of a journalist carrying out his professional duties is a crime that must be investigated, and punished.
“Israeli impunity for such crimes against journalists must end,” they said. “Othman was only taking pictures in his professional capacity when he was brutally and deliberately shot.”

Israeli Army Closes Investigation Into A-Samuni Family Killings

The MAG (Military Advocate’s General) Corps informed B’Tselem today that it has closed the Military Police investigation file in the complaint submitted by B’Tselem into the killing of 21 members of the a-Samuni family in the Gaza Strip. The file was closed without taking any measures against those responsible. In a letter sent to B’Tselem and the Palestinian Center for Human Rights in Gaza (PCHR) that filed a complaint into the matter as well, major Dorit Tuval, from the MAG Corps for operational matters wrote that the investigation completely disproved any claim about deliberate harm to civilians, as well as haste and recklessness regarding possible harm to civilians, or criminal negligence. The military’s response does not detail the findings of the investigation, nor does it provide the reasons behind the decision to close the file or any new information about the circumstances.
In response, Adv. Yael Stein, B’Tselem’s head of research, said: it is unacceptable that no one is found responsible for an action of the army that led to the killing of 21 uninvolved civilians, inside the building they entered under soldiers’ orders, even if this was not done deliberately. The way the army has exempted itself of responsibility for this event, even if only to acknowledge its severity and clarify its circumstances, is intolerable. Shirking the responsibility for the deaths of hundreds of other civilians and the immense damage caused by operation Cast Lead demonstrates yet again the need for an Israeli investigation mechanism that is external to the army.
The a-Samuni Family
On 4 January 2009, soldiers gathered about 100 members of the extended a-Samuni family in the house of Wael a-Samuni, in the a-Zeitun neighborhood of Gaza City. The next morning, at 6:30 A.M., when a few members of the family tried to leave the house, the military fired a missile or shell at them, killing one person and wounding two other persons. A few seconds later, the military fired two more shells or missiles that hit the house directly. The house collapsed on its occupants, killing 21 persons, including 9 children and many women, and injuring dozens of other family members. Despite repeated requests by the Red Cross, B’Tselem, and other human rights organization, the army prevented removal of the injured people for two days, until 7 January. After the wounded persons were evacuated, the army demolished the house with the dead bodies inside. It was only possible to remove them from under the debris after the army withdrew, about two weeks later.
No accountability for the military’s actions during Operation Cast Lead
Three years after the end of the operation, the dozens of MPIU investigations opened into cases of harm to civilians have yet to yield results. The Military Advocate General Corps has created a haze around them, preventing any possibility of examining their effectiveness. The Corps’ responses to B’Tselem, combined with media reports, indicate that three indictments have been filed against soldiers who took part in the operation: for theft of a credit card from a Palestinian civilian, for use of a nine-year-old Palestinian child as a human shield, and for “manslaughter of an anonymous person.” In three other cases, disciplinary action alone was taken. Two officers were disciplined for firing explosive shells that struck an UNRWA facility; three officers were disciplined for shelling the al-Maqadmeh Mosque, in which 15 Palestinians were killed, nine of them civilians; and one officer was disciplined for the use of Palestinian civilian as a human shield,
These meager results are not surprising. The investigations were all opened at a very late stage – the first, to B’Tselem knowledge, in October 2009, a full ten months after the operation had ended. At present, three years after the operation, there is hardly a chance that investigations will lead to further indictments.
There has never been a serious investigation into the suspicions raised by B’Tselem and additional Israeli, Palestinian and international organizations regarding breaches of international humanitarian law by the military during the operation. Most of B’Tselem’s demands for investigation were not met. The investigations that were opened did not, to B’Tselem’s knowledge, address the responsibility of high-ranking commanders, but rather focused on the conduct of individual soldiers.

The International Solidarity Foundation for Human Rights (Tadamon) reported that Israeli soldiers shot and killed five Palestinians, including a 4 year old child, and kidnapped more than 285 Palestinians in April.
The child, Aseel Ara’ra, 4, from Anata, near the central west Bank city of Ramallah, was shot in the neck on October 25, 2011, and was left in a quadriplegic state before dying of her injuries last month.
Also in April, the army shot and killed Hashem Misbah Sa’ad, 17, after claiming that he approached the border fence. Sa’ad is from ash-Shujaeyya neighbourhood, east of Gaza city.
Soldiers also shot and killed Bilal Yousef As-Sa’ayda, 20, also after claiming the he approached the border fence.
Two more Palestinians were killed in the West Bank. One of the deceased, identified as Rashad Shoukha, 28, was seriously wounded after the under-cover forces of the Israeli army broke into his home in Rammoun town, near Ramallah, and died of his wounds a week after he was injured.
Resident Fadi Zeitoun, from Beta village, near Nablus, was killed after a group of extremist settlers of the Yitzhar illegal settlement, south of Nablus, chased him with their guns while he was driving his tractor.
Israeli soldiers conducted dozens of invasions into the occupied territories in April, and kidnapped more than 285 residents, including dozens of women and children, and a number of former political prisoners who previously spent years in Israeli prisons and detention centers.
In the West Bank, soldiers kidnapped 45 children, and three female university students from the southern West Bank city of Hebron.
Tadamon attorney, researcher Ahmad Tubassy, slammed the ongoing and escalating Israeli violations against the Palestinian people, especially the ongoing violations against the political prisoners currently holding an open-ended hunger-strike demanding their legitimate rights guaranteed under international Law.
He stated that targeting civilians, especially women and children, violates all international regulations, and the Fourth Geneva Conventions to which Israel is a signatory.

Israeli navy detains five Palestinian fishermen of one family

GAZA — Israeli occupation forces (IOF) detained five Palestinian fishermen to the west of Gaza harbor on Sunday morning, fishermen syndicate chairman said.
Nizar Ayash told the PIC that Israeli navy boats intercepted the fishing boat of the Shurafi family less than two nautical miles off the Gaza coast, which is a permissible area according to the Oslo accords.
He said that the fishermen are three brothers and two of their cousins, charging the Israeli occupation authority with fighting the Palestinian fishermen in their sustenance.
Ayash noted that the Israeli navy more often than not detains the fishermen for a while then returns them without their fishing kit with the sole goal of humiliating those fishermen and breaking their will.
The chairman said that his syndicate addressed messages to various world powers and institutions to check the Israeli violations against the Palestinian fishermen but to no avail.
He said that the Oslo accords allow fishing at a distance of 20 nautical miles but the Israeli navy does not implement that article.

ICC sides with Israel, rejects Gaza war crimes probe

Amnesty International accused the International Criminal Court (ICC) of “political bias” after it refused to investigate crimes carried out by Israelis during the 2008-9 Gaza War.
The court’s chief prosecutor on Tuesday rejected a bid by the Palestinian Authority to clear the way for the permanent war crimes tribunal to investigate the attacks, which left at least 1,300 Palestinians dead.
The UK-based rights group criticized the ruling, saying the ICC had risked its independence.
“This dangerous decision opens the ICC to accusations of political bias and is inconsistent with the independence of the ICC. It also breaches the Rome Statute which clearly states that such matters should be considered by the institution’s judges,” said Marek Marczyński, head of Amnesty International’s International Justice campaign.
The ICC based its decision on Palestine not being determined as a state by UN bodies and ICC states, but Amnesty insists the court has ruled in error.
“For the past three years, the prosecutor has been considering the question of whether the Palestinian Authority is a “state” that comes under the jurisdiction of the ICC and whether the ICC can investigate crimes committed during the 2008-9 conflict in Gaza and southern Israel.”
“Now, despite Amnesty International’s calls and a very clear requirement in the ICC’s statute that the judges should decide on such matters, the Prosecutor has erroneously dodged the question, passing it to other political bodies.”
The long-awaited written ruling by Luis Moreno-Ocampo is also a setback to the Palestinian campaign for international recognition as an independent state.
Israel launched a deadly war on the Gaza Strip at the end of 2008, carrying out a series of indiscriminate bombing raids and ground invasions on heavily populated civilian areas.
Israel also bombed UN compounds in Gaza during the war.
Palestinians have attempted to seek justice through the international criminal system, with attempted prosecutions of Israeli war criminals.
In December 2009, a British court issued an arrest warrant of former Israeli Foreign Minister Tzipi Livni for her role in the killings, but the ruling was later overturned.

Double Speak from Benjamin Netanyahu

The New York Times’ Isabel Kershner reporting from Jerusalem on March 20th described Israeli government rage at a comment made by the European Union’s foreign policy chief Catherine Ashton relating to the killing of three Jewish children in Toulouse France on the previous day. Ashton decried the killing but then tied it in to equally unfortunate deaths of children in other places, including Gaza. Her comment caused Netanyahu to explode, saying he was “infuriated” by the “comparison between a deliberate massacre of children and the defensive, surgical actions” of the Israeli Defense Forces hitting “…terrorists who use children as a human shield.” Israeli Foreign Minister Avigdor Lieberman quickly joined in, saying that Ashton should instead be thinking about the “children of southern Israel who live in constant fear of rocket attacks from Gaza.”
Where to begin? Israel’s surgical attacks have killed thousands of Gazans, including many children, and the stories about children as human shields comes from – you guessed it – Israeli government sources. The Goldstone report uncovered no evidence that there had been any use of civilians by Hamas militants. Israel has deliberately attacked schools and refugee camps, with little regard for who ends up dying. In its most recent bombings of Gaza, Israel has killed 26 Palestinians, including two children. No Israelis were injured when the Palestinians responded with homemade rockets. In 2011, 105 Palestinians were killed in Gaza, at least 37 of whom were undeniably civilians. This was up from 68 killed in 2010.
In Operation Cast Lead in January 2009, the Israelis killed at least 1,100 Palestinians, using phosphorous shells and other weapons considered to be forbidden under international law. Ten Israeli soldiers died as well as 3 civilians, a Palestinian-to-Israeli rate of mortality approaching 100 to one.
The fact that Netanyahu and Lieberman can be taken seriously and reported in the New York Times when they rant about how humane the Israeli Army is demonstrates that there is an operating assumption in the media that the American public can believe just about anything when it comes to Israel. It recalls the foppish French “philosopher” Bernard Henri-Levy’s assertion that the Israeli Army is the world’s most moral. After years of being subjected to intense propaganda, maybe it’s true that the public in Europe and America have been completely brainwashed when it comes to Israel’s bad behavior.

PA, Egypt sign gas deal to end Gaza crisis

CAIRO – The Palestine Electricity Company on Tuesday announced a deal with Egypt to provide gas to the Gaza Strip.
Palestine Electricity Company director in Gaza Walid Saad Sayil signed the agreement with the Egyptian General Petroleum Corporation in Cairo on behalf of the Ramallah-based Palestinian Authority.
Sayil told reporters that Egyptian technicians have been instructed to conduct geographical surveys to find the best route for a network of pipelines to transport gas from Sheikh Zweid to the Rafah crossing on Gaza’s border.
Meanwhile, technicians in Gaza will prepare to install a 30-kilometer pipeline from Rafah to the power plant in Gaza City, he said.
Sayil send the new agreement will increase the plant’s capacity from 40 to 180 Megawatts. The power station currently runs on diesel but generators will be converted to use gas, he added.
The sole power plant in Gaza has shut down four times since February due to chronic fuel shortages, causing rolling power outages of up to 18 hours a day.
Ambulances and firetrucks have been taken out of service and bakeries were forced to reduce their hours as petrol pumps ran dry across Gaza.
The latest crisis began after Egypt cracked down on tunnels smuggling fuel into Gaza. Egypt, which is also experiencing fuel shortages, urged Hamas to import fuel across its border with Israel.
Hamas refused, citing concerns that Israel would then have the power to block supplies. Meanwhile, Cairo was reluctant to transfer fuel through the Rafah crossing over fears it would exempt Israel from its responsibilities as an occupying power.
