Children at risk of radicalization monitored, taken into state care

RT | July 27, 2015

This troubling trend was uncovered by the Times on Monday, after it obtained figures from an undisclosed high profile source.

Over thirty children in the past twelve months were found to have been subject to court orders because they were categorized extremist or thought to be at risk of radicalization.

Some have been put under temporary care orders, with UK courts increasingly intervening when family members seek to indoctrinate youngsters with radical ideologies.

Civil courts are also taking action when impressionable youngsters express a desire to join forces with Islamic State. The vast majority of these youngsters are lured into this extremist mindset after being exposed to a barrage of online propaganda.

The percentage of young people referred to government counter-extremism program “Channel” has soared by almost 50 percent in the last year, according to the Times.

The program’s organizers say it aims to offer support to those who are at risk of being lured into “violent extremism.”

Channel draws on collaborative links between councils, police, statutory bodies and local communities.

Its stated aim is threefold: to identify people at risk of being drawn into violent extremism, to consider the extent of that risk and to develop suitable support for such individuals.

In cases where youngsters are deemed at risk of radicalization, British judges are issuing court orders to stop them traveling to Syria. This measure means the High Court alone holds responsibility for these children and their movements.

Temporary care orders, which pave the way for fostering, have also been filed against youngsters feared to be in jeopardy of extremist brainwashing by family members.

Between April 2012 and June 2014, over 2,300 people were placed on the government’s Channel program. Some 834 were under 18 years of age, while 84 were younger than 12.

More than 360 Londoners have been referred to Channel since April 2012, and more than 300 referred to the scheme come from the northeast.

The Times investigation was published shortly after it emerged advocacy group CAGE is seeking legal advice on whether Prime Minister David Cameron is guilty of defamation after calling the organization a non-violent ‘extremist’ group.

Cameron made the remarks during the unveiling of his new anti-extremism policy, when he noted CAGE’s ties with the National Union of Students (NUS).
CAGE denies any links with terrorism and insist claims otherwise are “simply false.”

As the government continues to ramp up its counter-terror response with a fusion of policy, legal changes and surveillance, a growing chorus of critics warn of high levels of Islamophobia in the UK.

Racial equality think tank Runnymede says Islamophobia is a form of racism. It summarizes the effects of this discrimination as a mixture of socio-economic exclusion, prejudice, and violence. The think tank argues Islamophobia remains a serious challenge for any government dedicated to maintaining a just, equal and democratic society.

Number of administrative detainees doubles in Israeli jails

Palestine Information Center – July 27, 2015

RAMALLAH – The number of Palestinian administrative detainees held in Israeli jails without charge or trial has doubled within a year, Haaretz (Hebrew) newspaper reported Monday.

Since the kidnapping and killing of three Israeli soldiers in al-Khalil last summer, Israeli authorities notably intensified the use of administrative detention policy against Palestinians “due to the Military Advocate General’s decision to lower the requirements in such cases for holding people involved in terrorism.”

Israeli administrative detention order, based on a secret file which neither the detainee nor his lawyer are allowed to see, can be renewed more than once.

More than 1,000 administrative detainees were documented in 2003. The number had fallen significantly to 134 in August 2013, only to rise again to reach 473 in 2014 after the kidnapping and killing of three Israeli soldiers.

There are currently 391 administrative detainees in Israeli jails … twice as many as were being held before the kidnapping process.

Choctaw medicine man, civil rights activist dies after being booked into historically infamous Mississippi jail

PrivacySOS | July 26, 2015

CKwrH_RWIAAO2t-_t670Just weeks after Sandra Bland died in a Texas jail cell after having been arrested during a traffic stop, another activist is dead in eerily similar circumstances. The day after Bland died, long-time Choctaw civil rights activist Rexdale Henry was found dead in a jail cell in Neshoba County Jail in Philadelphia, Mississippi, after a traffic stop that also led to his arrest.

Henry’s family and friends, including Student Non-Violent Coordinating Committee (SNCC) co-founder Diane Nash, have raised money to pay for an independent autopsy.

The Jackson Free Press reports that this isn’t the first time an activist has died after being booked into Neshoba County Jail:

Henry’s arrest came one day after 39-year-old Jonathan Sanders died after a police stop in nearby Clarke County…. Information from a SNCC email listserv states of Henry: “His family wants to know what or who caused their healthy, fifty-three year old loved one to die in that cell.”

Activists also point to the death of Michael Deangelo McDougle, also in the Neshoba County Jail, less than a year ago, in November 2014, and invoke the Mississippi Burning murders that took place during Freedom Summer of 1964.

On June 21 of that year, local authorities took three civil-rights activists—James Chaney, Andrew Goodman and Mickey Schwerner—to the Neshoba County Jail (it has since been moved) on minor charges before the trio disappeared; the activists’ bodies were discovered in an earthen dam 44 days after they went missing.

According to Newsone, a site catering to Black Americans, Native Americans “are killed by police at a higher rate than any other demographic in this country.”

The American Nightmare: The Tyranny of the Criminal Justice System

By John W. Whitehead | Rutherford Institute | July 21, 2015

battlefieldHow can the life of such a man

Be in the palm of some fool’s hand?

To see him obviously framed

Couldn’t help but make me feel ashamed to live in a land

Where justice is a game.

—Bob Dylan, “Hurricane”

Justice in America is not all it’s cracked up to be.

Just ask Jeffrey Deskovic, who spent 16 years in prison for a rape and murder he did not commit. Despite the fact that Deskovic’s DNA did not match what was found at the murder scene, he was singled out by police as a suspect because he wept at the victim’s funeral (he was 16 years old at the time), then badgered over the course of two months into confessing his guilt. He was eventually paid $6.5 million in reparation.

James Bain spent 35 years in prison for the kidnapping and rape of a 9-year-old boy, but he too was innocent of the crime. Despite the fact that the prosecutor’s case was flimsy—it hinged on the similarity of Bain’s first name to the rapist’s, Bain’s ownership of a red motorcycle, and a misidentification of Bain in a lineup by a hysterical 9-year-old boy—Bain was sentenced to life in prison. He was finally freed after DNA testing proved his innocence, and was paid $1.7 million.

Mark Weiner got off relatively easy when you compare his experience to the thousands of individuals who are spending lifetimes behind bars for crimes they did not commit. Weiner was wrongfully arrested, convicted, and jailed for more than two years for a crime he too did not commit. In his case, a young woman claimed Weiner had abducted her, knocked her out and then sent taunting text messages to her boyfriend about his plans to rape her. Despite the fact that cell phone signals, eyewitness accounts and expert testimony indicated the young woman had fabricated the entire incident, the prosecutor and judge repeatedly rejected any evidence contradicting the woman’s far-fetched account, sentencing Weiner to eight more years in jail. Weiner was only released after his accuser was caught selling cocaine to undercover cops.

In the meantime, Weiner lost his job, his home, and his savings, and time with his wife and young son. As Slate reporter journalist Dahlia Lithwick warned, “If anyone suggests that the fact that Mark Weiner was released this week means ‘the system works,’ I fear that I will have to punch him in the neck. Because at every single turn, the system that should have worked to consider proof of Weiner’s innocence failed him.”

The system that should have worked didn’t, because the system is broken, almost beyond repair.

In courtroom thrillers like 12 Angry Men and To Kill a Mockingbird, justice is served in the end because someone—whether it’s Juror #8 or Atticus Finch—chooses to stand on principle and challenge wrongdoing, and truth wins.

Unfortunately, in the real world, justice is harder to come by, fairness is almost unheard of, and truth rarely wins.

On paper, you may be innocent until proven guilty, but in actuality, you’ve already been tried, found guilty and convicted by police officers, prosecutors and judges long before you ever appear in a courtroom. Chronic injustice has turned the American dream into a nightmare. At every step along the way, whether it’s encounters with the police, dealings with prosecutors, hearings in court before judges and juries, or jail terms in one of the nation’s many prisons, the system is riddled with corruption, abuse and an appalling disregard for the rights of the citizenry.

Due process rights afforded to a person accused of a crime—the right to remain silent, the right to be informed of the charges against you, the right to representation by counsel, the right to a fair trial, the right to a speedy trial, the right to prove your innocence with witnesses and evidence, the right to a reasonable bail, the right to not languish in jail before being tried, the right to confront your accusers, etc.—mean nothing when the government is allowed to sidestep those safeguards against abuse whenever convenient.

It’s telling that while President Obama said all the right things about the broken state of our criminal justice system—that we jail too many Americans for nonviolent crimes (we make up 5 percent of the world’s population, but our prison population constitutes nearly 25% of the world’s prisoners), that we spend more money on incarceration than any other nation ($80 billion a year), that we sentence people for longer jail terms than their crimes merit, that our criminal justice system is far from color-blind, that the nation’s school-to-prison pipeline is contributing to overcrowded jails, and that we need to focus on rehabilitation of criminals rather than retribution—he failed to own up to the government’s major role in contributing to this injustice in America.

Indeed, while Obama placed the responsibility for reform squarely in the hands of prosecutors, judges and police, he failed to acknowledge that they bear the burden of our failed justice system, along with the legislatures and corporations who have worked with them to create an environment that is hostile to the rights of the accused.

In such a climate, we are all the accused, the guilty and the suspect. As I document in my book Battlefield America: The War on the American People, we’re operating in a new paradigm where the citizenry are presumed guilty and treated as suspects, our movements tracked, our communications monitored, our property seized and searched, our bodily integrity disregarded, and our inalienable rights to “life, liberty and the pursuit of happiness” rendered insignificant when measured against the government’s priorities.

Every American is now in jeopardy of being targeted and punished for a crime he did not commit thanks to an overabundance of arcane laws. Making matters worse, by allowing government agents to operate above the law, immune from wrongdoing, we have created a situation in which the law is one-sided and top-down, used as a hammer to oppress the populace, while useless in protecting us against government abuse.

Add to the mix a profit-driven system of incarceration in which state and federal governments agree to keep the jails full in exchange for having private corporations run the prisons, and you will find the only word to describe such a state of abject corruption is “evil.”

How else do you explain a system that allows police officers to shoot first and ask questions later, without any real consequences for their misdeeds? Despite the initial outcry over the shootings of unarmed individuals in Ferguson and Baltimore, the pace of police shootings has yet to slow.

For those who survive an encounter with the police only to end up on the inside of a jail cell, waiting for a “fair and speedy trial,” it’s often a long wait. Consider that 60 percent of the people in the nation’s jails have yet to be convicted of a crime. There are 2.3 million people in jails or prisons in America. Those who can’t afford bail, “some of them innocent, most of them nonviolent and a vast majority of them impoverished,” will spend about four months in jail before they even get a trial.

Not even that promised “day in court” is a guarantee that justice will be served.

As Judge Alex Kozinski of the Ninth Circuit Court of Appeals points out, there are an endless number of factors that can render an innocent man or woman a criminal and caged for life: unreliable eyewitnesses, fallible forensic evidence, flawed memories, coerced confessions, harsh interrogation tactics, uninformed jurors, prosecutorial misconduct, falsified evidence, and overly harsh sentences, to name just a few.

In early 2015, the Justice Department and FBI “formally acknowledged that nearly every examiner in an elite FBI forensic unit gave flawed testimony in almost all trials in which they offered evidence against criminal defendants over more than a two-decade period…. The admissions mark a watershed in one of the country’s largest forensic scandals, highlighting the failure of the nation’s courts for decades to keep bogus scientific information from juries, legal analysts said.”

“How do rogue forensic scientists and other bad cops thrive in our criminal justice system?” asks Judge Kozinski. “The simple answer is that some prosecutors turn a blind eye to such misconduct because they’re more interested in gaining a conviction than achieving a just result.”

The power of prosecutors is not to be underestimated. Increasingly, when we talk about innocent people being jailed for crimes they did not commit, the prosecutor plays a critical role in bringing about that injustice. As The Washington Post reports, “Prosecutors win 95 percent of their cases, 90 percent of them without ever having to go to trial…. Are American prosecutors that much better? No… it is because of the plea bargain, a system of bullying and intimidation by government lawyers for which they ‘would be disbarred in most other serious countries….’”

This phenomenon of innocent people pleading guilty makes a mockery of everything the criminal justice system is supposed to stand for: fairness, equality and justice. As Judge Jed S. Rakoff concludes, “our criminal justice system is almost exclusively a system of plea bargaining, negotiated behind closed doors and with no judicial oversight. The outcome is very largely determined by the prosecutor alone.”

It’s estimated that between 2 and 8 percent of convicted felons who have agreed to a prosecutor’s plea bargain (remember, there are 2.3 million prisoners in America) are in prison for crimes they did not commit.

Clearly, the Coalition for Public Safety was right when it concluded, “You don’t need to be a criminal to have your life destroyed by the U.S. criminal justice system.”

It wasn’t always this way. As Judge Rakoff recounts, the Founding Fathers envisioned a criminal justice system in which the critical element “was the jury trial, which served not only as a truth-seeking mechanism and a means of achieving fairness, but also as a shield against tyranny.”

That shield against tyranny has long since been shattered, leaving Americans vulnerable to the cruelties, vanities, errors, ambitions and greed of the government and its partners in crime.

There is not enough money in the world to make reparation to those whose lives have been disrupted by wrongful convictions.

Over the past quarter century, more than 1500 Americans have been released from prison after being cleared of crimes they did not commit. These are the fortunate ones. For every exonerated convict who is able to prove his innocence after 10, 20 or 30 years behind bars, Judge Kozinski estimates there may be dozens who are innocent but cannot prove it, lacking access to lawyers, evidence, money and avenues of appeal.

For those who have yet to fully experience the injustice of the American system of justice, it’s only a matter of time. America no longer operates under a system of justice characterized by due process, an assumption of innocence, probable cause, and clear prohibitions on government overreach and police abuse. Instead, our courts of justice have been transformed into courts of order, advocating for the government’s interests, rather than championing the rights of the citizenry, as enshrined in the Constitution.

Without courts willing to uphold the Constitution’s provisions when government officials disregard them, and a citizenry knowledgeable enough to be outraged when those provisions are undermined, the Constitution provides little protection against the police state.

Philly Cop Punches Handcuffed Suspect in Face, Social Media Catches Officer Planting Weapon

philly-cop-plants-gun

By Cassandra Fairbanks | PINAC | July 24, 2015

Social Media is ablaze with allegations that a Philadelphia police officer can be seen planting a weapon on a man he had just punched in the face while handcuffed.

Philly cops charged the suspect with a firearms violation in 2010 but it was dismissed in 2013.

The pair of officers were well aware that they were being filmed, as they proceeded to punch the detained man, twice.

The video shown below was originally posted to social media in 2010, but has resurfaced with people claiming that the officer can be seen pulling a weapon from his pocket approximately 30 seconds into the video- before waving it before the camera and telling the witness to get that on film.

“Watch very carefully from seconds 32 to 36 the officer reaches into his right pocket and pulls out a small silver handgun. Watch it in slow motion. Planted it right on him. I shared this to my wall the other day but I just noticed that a few minutes ago,” Facebook user Tony Soto wrote.

“Did I just watch that cop pull a small gun out of his pocket, then try to act like he found it???” Another user, Meredith Goerlich asked.

Those commentators are referring to a portion of the video where it appears that the officer wearing a tie is trying to plant the weapon and the man yells.

Philly Cop rests his plant weapon on part

Philly Cop rests his plant weapon on partner’s back

While the suspect’s hands are bound behind his back by the first officer’s cuffs, the Philly cop wearing his black tie can be seen sucker punching the suspect.

At the sudden noise, his partner tosses him to the ground.

That’s when the dandy officer in his black tie pulled a weapon from his police pants pocket and began rubbing it all over his partner’s back to keep balance.

The weapon then vanishes behind his partner conducting the collar on the suspect.

Magically, the gun conspicuously reappears at that moment and if you weren’t sure what was happening, even longtime cop watchers at PINAC were shocked by the brazen move the officer in the black tie pulled next.

The officer in question then waves the gun around and shows the weapon to the camera guy, “like he caught a fish in a barrel,” PINAC editor Grant Stern noted.

Following the resurfacing of the video, the Philadelphia Police Department issued a statement, which reads in full:

“Many citizens have sent our department inquires about the attached video (screenshot below), and we do appreciate the concern regarding the video.

We would just like to inform all concerned citizens that this video was originally posted on April 19, 2010, involving an incident in which a male was arrested for Violation of Uniforms Firearm act- VUFA (illegal .22 caliber handgun).

Five (5) years ago when this video was posted, our department was notified and conducted an Internal Affairs investigation into the incident. Internal Affairs sustained the allegations of verbal and physical abuse against the Officer.

In accordance with the collective bargaining agreement between the City and the FOP; the department’s Internal Affairs Unit sent this case to the Police Board of Inquiry with the recommendation for disciplinary action against the officer.

Once this case was heard before the PBI, they concluded that no disciplinary action should be given. The original arrest against the male was dismissed in July 2013.

This department maintains the commitment to address these types of incidents. We will continue to educate our officers to conduct themselves in a professional manner and provide them with the training to treat all citizens fairly and impartially.”

If there was no wrong-doing on the part of the officers, why were charges dismissed against the man who allegedly had an illegal weapon?

30 Reasons Why Saying “Don’t Want to Get Hurt By Cops? Don’t Break the Law” is an EPIC FAIL

031312_hn_militarytech_640

By Matt Agorist | The Free Thought Project | July 26, 2015

… In an attempt to break through to the apologist crowd, we have gathered 30 stories from our archives of examples in which police hurt innocent people, who never broke the law. Tragically, some of those hurt or killed were children; some were even disabled and mentally ill.

Jonathan Sanders had broken no law before he was chased down by a Mississippi cop who threw him to the ground and strangled him to death in front of family members.

Esmeralda Rossi was getting into the shower when two Arizona cops illegally entered her home, pulled her towel off, assaulted and arrested her as she screamed in horror — completely naked. Rossi had broken no law.

Eric Wilson was on his way home from his job at Lighthouse for the Blind when he was stopped by two Little Rock Police officers alleging he “fit the description” of a suspect. The fact that Wilson is legally blind did not stop these officers from assaulting a man who could not even see them.

Dillon Taylor had just walked out of a convenience store after purchasing a drink when police mistook him for a suspect. Taylor, who had in headphones at the time, did not hear the officer’s commands clearly. Officer Bron Cruz murdered then this innocent man, in broad daylight, despite Dillon Taylor not having committed a crime.

Daniel Chong was kidnapped by police and held in a pitch black cell for five days without food or water. He had broken no law and the officers who nearly killed him simply said that he had been at the wrong place at the wrong time.

Floyd Dent, a retired grandfather, was pulled over by cops who alleged he was a drug dealer. He was pulled from his vehicle and severely beaten on the side of the road by multiple cops. Video evidence later showed him to be innocent as well as implicating an officer for planting drugs on his vehicle.

Antonio Martinez was 22-years-old when he was brutally attacked, pepper sprayed and arrested by officer Jeffrey Guy. Martinez, who has down syndrome and the mental capacity of a 7-year-old, had committed no crime. After realizing their idiocy, the Sheriff offered his family a frozen turkey as compensation.

Sureshbhai Patel was left paralyzed after officer Eric Parker brutalized this 57-year-old grandfather who was in America to visit his children. He had committed no crime. Days after this thug was seen on video attacking an innocent man, apologists set up a fundraiser for officer Eric Parker.

Parker Mansell Jr. is in a wheelchair due to health complications. When police came to his house to serve a warrant to his son, they deployed a taser into the stomach of this immobile senior citizen, on purpose.

Dustin Theoharis was asleep in his bed when two cops busted into his bedroom and began to unload their pistols on this unarmed man. It is estimated that the two officers fired over 20 rounds of which 16 landed in Mr. Theoharis. Theoharis was not the man police were looking for and had committed no crime.

Sharod Kindell was on his way home from delivering baby formula to a relative when he pulled over to answer a cell phone call. He was not committing any crime. When police saw this “suspicious activity,” they pulled Kindell out of his vehicle before he could put it in gear. Instead of telling Kindell to put the vehicle back into park, an officer opened fire. Kindell received inadequate treatment for his gunshots and was held in torturous conditions for weeks, still bleeding out.

Roger Carlos was photographing a building of what was soon to be home to his wife’s medical practice when all of the sudden he was ransacked by an undercover drug task force officer and two SAPD SWAT members. He was beaten to the point of hospitalization after cops mistook him for another suspect, who happened to already be in police custody when Carlos was beaten.

Chad Chadwick was completely innocent when he was shot, tasered, brutally beaten, and had stun grenades thrown at him by vicious and incompetent SWAT officers. Then, those same officers tried to cover up their mistake by charging him with six criminal offenses including felony assault on a police officer.

David Hooks was killed by police as he lay face down in his own home. Police mistakenly raided the home of Hooks based on a bogus tip from a car thief about methamphetamine. This beloved father and grandfather never broke the law.

Akai Gurley was walking to his apartment with his girlfriend when he startled a pair of rookie cops. Instead of saying, “hello” or “hi,” NYPD officer Peter Liang put a bullet through this young father.

Maria Fernada Godinez was having a night out at an Orlando club when a cop fired his weapon at someone outside the club, instantly killing Godinez inside. The police charged the man who never fired a shot with her murder.

Henry Davis was mistaken by incompetent police for another man. He was then brutally beaten by Ferguson cops. Despite being completely innocent, the Ferguson PD charged him with property damage for getting his blood on their uniforms.

Jody Kozma is a 25-year-old woman who is mentally impaired. Police accused this innocent woman of shoplifting before assaulting her and throwing her to the ground. After they had reviewed the tapes, they discovered that Kozma hadn’t stolen anything.

Jerry Waller was asleep in his bed when incompetent police mistakenly burst into his home. Thinking he was being robbed, Waller went for his gun. This senior citizen was gunned down in his own bed and the officers responsible for his death were never disciplined.

Spencer Koptis was a toddler, who was suffering from inoperable brain cancer. A selfless medicinal marijuana grower was dialing in a strand of cannabis that was actually improving Koptis’ condition and giving it to him for free. However, police raided the medicinal grow farm and arrested the owner. Koptis, unable to get the medicine he needed, died months later.

Juan Ortiz, who is a 4′ 11″ Hispanic teen with down syndrome, was mistaken by two veteran cops for a 5′ 8″ white man. In front of his parents, police violently assaulted this young man in his front yard. He had harmed no one.

Najee Rivera was run over by two criminal officers after they pulled him over, leaving him severely injured. Police lied and said Rivera attempted to run away from them and that he “went for their batons.” However, months later, a surveillance tape from a nearby store showed that everything the officers said was a lie.

Robert Saylor was a young man with down syndrome who threw a bit of a tantrum after watching a movie and refused to leave the theater. Three off-duty cops, moonlighting as security, killed him. Saylor had not committed a crime, and the officers were never charged with one.

Gilberto Powell is another down syndrome man who was beaten within an inch of his life after cops saw a “bulge in his pants.” Incompetent cops mistook his colostomy bag for an erection and severely beat him.

Kelly Thomas was a schizophrenic homeless man whose case became widely known. He was detained by several officers who then beat him to death, on camera. Thomas had not committed a crime.

Luis Rodriguez was an innocent man who was killed by multiple officers after leaving a movie theater with his wife and daughter. The heart-wrenching murder was captured on video.

Douglas Zerby was finishing up watering his lawn when neighbors, completely brainwashed by the police state, called the cops because they saw Zerby holding what they thought was a gun. It was actually a water hose nozzle. Officers approached the position of Doug Zerby and without any warning whatsoever, fired upon Zerby, fatally wounding him with 12 rounds that entered his chest arms and lower legs.

Tamir Rice is another famous case of a child being gunned down by police. Rice was playing with a BB gun at a park when officer Timothy Loehmann pulled up and immediately shot the boy, without ever giving him a chance.

John Crawford was looking to purchase a BB gun at an Ohio Walmart when multiple officers rushed in and shot him on sight. He committed no crime and harmed no one.

Lastly is the innocent Baby Bou, whose face was blown apart after officers threw a stun grenade into his crib as he slept.

China’s NGO Law: Countering Western Soft Power and Subversion

By Eric Draitser – New Eastern Outlook – 25.07.2015

China has recently taken an important step in more tightly regulating foreign non-governmental organizations (NGOs) inside the country. Despite condemnation from so called human rights groups in the West, China’s move should be understood as a critical decision to assert sovereignty over its own political space. Naturally, the shrill cries of “repression” and “hostility toward civil society” from western NGOs have done little to shake the resolve of Beijing as the government has recognized the critical importance of cutting off all avenues for political and social destabilization.

The predictable argument, once again being made against China’s Overseas NGO Management Law, is that it is a restriction on freedom of association and expression, and a means of stifling the burgeoning civil society sector in China. The NGO advocates portray this proposed legislation as another example of the violation of human rights in China, and further evidence of Beijing’s lack of commitment to them. They posit that China is moving to further entrench an authoritarian government by closing off the democratic space which has emerged in recent years.

However, amid all the hand-wringing about human rights and democracy, what is conveniently left out of the narrative is the simple fact that foreign NGOs, and domestic ones funded by foreign money, are, to a large extent, agents of foreign interests, and are quite used as soft power weapons for destabilization. And this is no mere conspiracy theory as the documented record of the role of NGOs in recent political unrest in China is voluminous. It would not be a stretch to say that Beijing has finally recognized, just as Russia has before it, that in order to maintain political stability and true sovereignty, it must be able to control the civil society space otherwise manipulated by the US and its allies.

‘Soft Power’ and the Destabilization of China

Joseph Nye famously defined ‘soft power’ as the ability of a country to persuade others and/or manipulate events without force or coercion in order to achieve politically desirable outcomes. And one of the main tools of modern soft power is civil society and the NGOs that dominate it. With financial backing from some of the most powerful individuals and institutions in the world, these NGOs use the cover of “democracy promotion” and human rights to further the agenda of their patrons. And China has been particularly victimized by precisely this sort of strategy.

Human Rights Watch, and the NGO complex at large, has condemned China’s Overseas NGO Management Law because they quite rightly believe that it will severely hamper their efforts to act independently of Beijing. However, contrary to the irreproachable expression of innocence that such organizations masquerade behind, the reality is that they act as a de facto arm of western intelligence agencies and governments, and they have played a central role in the destabilization of China in recent years.

Undoubtedly the most highly publicized example of just such political meddling took place in 2014 with the much hyped “Occupy Central” movement in Hong Kong, also known as the Umbrella Movement. The Western media fed uninformed news consumers story after story about a “pro-democracy” movement seeking to give voice to, as White House spokesman Josh Earnest cynically articulated, “…the aspirations of the Hong Kong people.” But such vacuous rhetoric was only part of the story.

What the corporate media in the West failed to mention were the deeply rooted connections between the Occupy Central movement and key organs of US soft power. The oft touted leader of Occupy Central was a pro-Western academic named Benny Tai, a law professor at the University of Hong Kong. Though he presented himself as the leader of a grassroots mass movement, Mr. Tai has for years been partnered with the National Democratic Institute (NDI), a nominal NGO which is actually directly funded by the US State Department via the National Endowment for Democracy (NED). In fact, the NDI has been one of the leading advocates (and financial backers presumably) of the Center for Comparative and Public Law at the University of Hong Kong, a program with which Benny Tai has been intimately connected, including as a board member since 2006. So, far from being merely an emerging leader, Tai was a carefully selected point person for a US-sponsored color revolution-style movement.

Two other high profile figures involved with Occupy Central were Audrey Eu, founder of the Civic Party in Hong Kong, and Martin Lee, founding chairman of the Democrat Party of Hong Kong. Both Eu and Lee have long-standing ties to the US government through the NED and NDI, with Eu having been a frequent contributor to NDI sponsored panels and programs, and Lee having the glorious distinction of having both been a recipient of awards from NED and NDI, as well as meeting with US Vice President Joe Biden in 2014 along with anti-Beijing advocate Anson Chan.

It does not take exceptional powers of deduction to see that, to varying degrees, Tai, Eu, Lee, and Chan each act as the public face of a US Government-sponsored initiative to destabilize the political situation in Hong Kong, one of China’s most economically and politically important regions. Through the intermediary of the NGO, Washington is able to promote an anti-Beijing line under the auspices of “democracy promotion,” just as it has done everywhere from Ukraine to Venezuela. Luckily for China, the movement was not supported by either the bulk of the working class in Hong Kong and China, or even by many of the middle class who saw it as little more than an inconvenience at best. However, it required swift government action to contain the public relations and media fiasco that could have resulted from the movement, a fact of which Beijing, no doubt, took note.

As a spokesperson for the National People’s Congress explained in April, the NGO law is necessary for “safeguarding national security and maintaining social stability.” Indeed, in late 2014, in the wake of the Occupy Central protests, Chinese President Xi Jinping traveled to Macau and spoke of the need to ensure that Macau walked on the “right path.” In a thinly veiled reference to Hong Kong, Xi praised Macau for continuing to follow the “one country, two systems” policy under which the special administrative regions of Macau and Hong Kong have greater autonomy but are still subject to Chinese law. Essentially, Xi made it quite clear that, despite the foreign NGO-manufactured movement in Hong Kong, Beijing remained firmly in control. And this is precisely the issue: control.

NGOs, Soft Power, and Terror in Xinjiang

The NGO ‘soft power’ weapon is not relegated solely to Hong Kong however. In fact, the western Chinese province of Xinjiang, one of the most volatile regions in the country, has seen active destabilization and subversion by soft power elements consistently over recent years. Home to the majority Muslim Uighur ethnic group, Xinjiang has been repeatedly attacked both with terrorism and vile propaganda that has sought to paint to China as the oppressor and enemy of Uighurs, and Muslims generally.

Xinjiang has been victim to a number of deadly terrorist attacks in recent years, including the heinous drive-by bombings that killed dozens and injured over 100 people in May 2014, the mass stabbings and bombings of November 2014, and the deadly attack by Uighur terrorists on a traffic checkpoint just last month which left 18 people dead. Were such attacks, which claimed the lives of scores of innocent Chinese citizens, to have been carried out against, say, Americans, the western media would be all but declaring holy jihad against the entire world. However, since they’ve happened in China, these are merely isolated incidents that are due to the “marginalization” and “oppression” of the Uighur people by the big bad Chinese authorities.

Such a sickeningly biased narrative is in no small part due to the NGO penetration of the Uighur community and a vast public relations network funded directly by the US Government. The same National Endowment for Democracy (NED) which has disbursed funds to the NDI and other organizations involved in the Hong Kong destabilization of “Occupy Central,” has been a primary funder of the Uighur NGO complex.

The following organizations have each received significant financial support from the NED through the years: World Uighur Congress, Uighur American Association, International Uighur Human rights and Democracy Foundation, and the International Uighur PEN Club, among others. These NGOs are quite often the sources cited by western media for comments on anything related to Xinjiang and are almost always quick to demonize Beijing for all problems in the region, including terrorism.

Perhaps the best example of just such propaganda and dishonesty came in the last few weeks as western media was flooded with stories making the spurious allegation that China had banned the observance of Ramadan in Xinjiang. Indeed, there were literally hundreds of articles condemning China for this “restriction of religious freedom,” portraying the Chinese government as repressive and a violator of human rights. Interestingly, the primary source for the claim was none other than the NED-funded World Uighur Congress.

Moreover, in mid July, on the day of Eid al-Fitr (the final day of Ramadan), the Wall Street Journal ran a story covering the media push-back from China which has sought in recent weeks to publicize the fact that Xinjiang, and all of China, has celebrated openly for Ramadan. And, as one should come to expect, the anti-China source cited is, as usual, a representative of the World Uighur Congress. It seems that this organization, far from being merely a human rights advocate, is in fact a mouthpiece for US propaganda against China. And when the propaganda is challenged and discredited by China, well that just invites new and more blistering propaganda.

The Geopolitical Footprints

All of this demonization has taken on a clear geopolitical and strategic significance as Turkey has stepped into the fray condemning China for its alleged “persecution” of Uighur Muslims, whom Ankara sees as Turks from its neo-Ottoman revanchist perspective. The Turkish Foreign ministry said in a statement that “Our people have been saddened over the news that Uighur Turks have been banned from fasting or carrying out other religious duties in the Xinjiang region… Our deep concern over these reports have been conveyed to China’s ambassador in Ankara.”

China responded to what it deemed to be inappropriate comments from Turkey’s Foreign Ministry, especially in light of Turkey’s absurd characterization of the Uighurs (who are Chinese citizens) as “Turks.” China’s Foreign Ministry Spokeswoman Hua Chunying stated, “China has already demanded that Turkey clarify these reports and we have expressed concern about the statement from the Turkish foreign ministry… You should know that all the people of Xinjiang enjoy the freedom of religious belief accorded to them by the Chinese constitution.”

While the Chinese government, as it almost always does, used decidedly muted language to express its displeasure, the implications of the statement were not lost on keen political observers with some understanding of the China-Turkey relationship. Although the two countries have many aligned interests, as evidenced by Turkey’s repeatedly expressed desire to join the Shanghai Cooperation Organization (SCO), the little known fact is that Turkey is one of the major facilitators of terrorism in China.

Though it received almost no fanfare from international media, in January 2015 Chinese authorities arrested at least ten Turkish suspects alleged to have organized and facilitated the illegal border crossings of a number of Uighur extremists. It has further been revealed that these extremists were planning to travel to Syria, Afghanistan, and Pakistan to train and fight with fellow jihadis.

The story is still further evidence of a well-funded, well-organized international terror network operated and/or facilitated by Turkish intelligence. According to the Turkish Foreign Ministry, the ten Turkish citizens were arrested in Shanghai on November 17, 2014 for facilitating illegal immigration. While the formal charges against them range from forging documents to actually aiding illegal migration, it is the larger question of international terrorism that lurks beneath the surface. Because of course, as the evidence seems to indicate, these Uighur immigrants were not merely traveling to see loved ones in another country. On the contrary, they were likely part of a previously documented trend of Uighur extremists traveling to the Middle East to train and fight with the Islamic State or other terror groups.

It is these same extremist networks that carried out the aforementioned deadly bombing in Urumqi, capital of Xinjiang. In fact, precisely this trend was exposed two months earlier in September 2014 when Reuters reported that Beijing formally accused militant Uighurs from Xinjiang of having traveled to Islamic State-controlled territory to receive training. Further corroborating these accusations, the Jakarta Post of Indonesia reported that four Chinese Uighur jihadists had been arrested in Indonesia after having travelled from Xinjiang through Malaysia. Other, similar reports have also surfaced in recent months, painting a picture of a concerted campaign to help Uighur extremists travel throughout Asia, communicating and collaborating with transnational terror groups such as the Islamic State.

So, Uighur terrorists with forged documents provided by sources inside Turkey are implicated as being part of the same terror networks that carried out a series of deadly attacks on Chinese citizens and police. No wonder China is not exactly bending over backwards to dry Erdogan’s and the Turkish government’s crocodile tears. And yet, despite the terror war, the US-funded Uighur NGOs continue to portray China as responsible for the terrorism.

The destabilization of China takes many forms. From a manufactured protest movement in Hong Kong sponsored by NGOs connected to the US government, to a fabricated propaganda war peddled by other NGOs sponsored by the US government, to a terror war fomented by a NATO member, China is a nation under assault by soft and hard power. That Beijing is finally taking steps to curb the pernicious influence of such NGOs, and the forces they represent, is not only a positive step, it’s an absolutely necessary one. The national security and national sovereignty of the People’s Republic of China requires nothing less.

The War on Conspiracy Realists Continues

By Brandon Martinez | Non-Aligned Media | July 24, 2015

Do you believe that governments occasionally conspire to undermine the public good? Do you believe that governments manipulate people through fear to achieve nefarious ends such as war and intervention abroad? Do you believe that ‘elected’ officials serve rich and powerful special interests rather than the majority population?

If you answered yes to any of the above, and you are a British citizen, then you could be the target of a new ‘counter-extremism’ initiative spearheaded by that country’s perverse Prime Minister David Cameron. As part of his Orwellian ‘counter-extremism’ effort, Cameron has instituted a number of truly despotic measures intent on stifling free speech and extirpating ‘heretical’ viewpoints about false flag terrorism and the undue influence of Zionists on Western foreign policy.

While self-evident to most clear thinking people, the notion that the West is deliberately targeting Muslims and their countries in accordance with an intricately fashioned master plan of divide and conquer will now be a prohibited opinion that could put the British police state on your trail.

“Muslim conspiracy theorists,” Cameron proclaimed in a recent speech outlining his ‘five year strategy’ to combat extremism, who believe that “Jews exercise a ‘malevolent’ power, that [the] Israeli intelligence agency Mossad inspired 9/11 and that the UK allowed 7/7 because it wanted an anti-Muslim backlash” are to be singled out for suppression.[1]

Cameron’s 1984-style designs will give parents the ability to revoke their children’s passports if suspected of holding ‘extremist’ beliefs. Police will be given new surveillance powers as well as the authority to vet what certain ‘extremists’ and ‘conspiracy theorists’ post on social media. Additionally, Ofcom – Britain’s communications regulatory body – will also be empowered to “crack down on television channels broadcasting extremist messages.” ‘Extremist messages’ appears to be a thinly disguised euphemism for anything not consonant with Western and Zionist propaganda.

Cameron’s aggressive moves against free expression were not unforeseen. During a speech at the United Nations last September, the British leader decried “conspiracy theorists” as “non-violent extremists” who should be confronted with the “full force” of the British state.[2] The theory that Israel and Western intelligence agencies were involved in the fabrication of 9/11 and other false flag attacks was specifically mentioned by Cameron as one of those “dangerous ideas” that needs to be eliminated from public discourse. Inferences about Jewish-Zionist manipulation of Western foreign policy towards the Islamic world should also be combatted, said Cameron in the speech.

Distracting the Public from Western Sponsorship of ISIS

All of this disingenuous bluster rings hollow when one considers the fact that Western governments and their allies have supported, and many would argue created, ISIS to serve their duplicitous agenda in the Middle East.

The CIA, MI6 and Mossad, in conjunction with the oppressive autocrats of Saudi Arabia, have long worked with Wahhabi-Salafist extremist elements in the Middle East and North Africa to counter other more formidable, non-sectarian adversaries in the region such as Libya’s Gaddafi, Syria’s Assad, Lebanon’s Hezbollah and the Islamic Republic of Iran. A re-run of the CIA’s “Operation Cyclone” which empowered Mujahideen forces in Afghanistan against the Soviets in the 1980s is currently unfolding in the Middle East under the auspices of many of the same players.

Award winning reporter Seymour Hersh revealed in a 2007 report titled “The Redirection” that the Bush administration launched a joint covert operation with Israel and Saudi Arabia to augment “Sunni extremist groups” and other fanatics to weaken the influence of Syria, Iran and Hezbollah.[3] Obama picked up where Bush left off, flooding Syrian and Libyan insurgent groups with untold largesse and arms, using the corrupted Arab Gulf kingdoms as conduits for weapons transfers for the sake of plausible deniability.

Hersh’s sources close to the US government told him that the Saudis assured Washington that they exercised control over the extremist Wahhabi and Salafist groups, and would steer their fanaticism towards the Shiites. “It’s not that we don’t want the Salafis to throw bombs; it’s who they throw them at—Hezbollah, Moqtada al-Sadr, Iran, and at the Syrians, if they continue to work with Hezbollah and Iran,” Prince Bandar bin Sultan, Saudi Arabia’s then-National Security Advisor, purportedly told his American counterparts in the Bush administration. “We’ve created this movement, and we can control it.”[4]

Part of the arrangement, Hersh explained, was a guarantee from the Saudis that Israel’s security interests would be safeguarded, which clarifies why ISIS and its affiliates have not attacked Israel despite the country’s close proximity to the terrorists’ strongholds in Syria and Iraq. “Israel would be assured that its security was paramount and that Washington and Saudi Arabia and other Sunni states shared its concern about Iran,” Hersh noted was the first point in a series of “informal understandings about their new strategic direction” to combat Shiite influence led by Iran.[5]

ISIS themselves have mostly eschewed hostility towards Israel, posting an official statement on social media in July 2014 saying that they’re more interested in fighting “Muslim infidels” than the Zionist state.[6] Israeli officials have expressed similar sentiments, with Israel’s former envoy to the US, Michael Oren, stating in a September 2013 interview that Tel Aviv “prefers” ISIS and al-Qaeda over the “bad guys backed by Iran,” namely Syria’s Assad and Hezbollah. Oren forthrightly conceded that Israel is committed to defeating through terrorist violence “the strategic arc that extends from Tehran, to Damascus to Beirut” with Assad in Syria functioning as the “keystone in that arc.” “That is a position we had well before the outbreak of hostilities in Syria,” Oren told the Jerusalem Post. “With the outbreak of hostilities we continued to want Assad to go.”[7]

The unholy alliance between Israel and the Salafist jihadists came right out in the open in June 2015 when ISIS released a video threatening to topple Hamas in Gaza[8], promising to bring bloodshed and ruin to the Strip. Salafist elements tied to ISIS have in fact attacked Hamas havens in Gaza on multiple occasions over the past few months, showcasing their utility as pawns of Israel.[9][10][11] There are also well-documented direct connections between ISIS-linked militants and Israel. A 2014 report compiled by United Nations observers stationed in the area revealed that the Israeli military has provided anti-Assad militants with sanctuary on the Israeli side of the Golan region, ostensibly treating wounded fighters in Israeli field hospitals and even giving them caches of weapons and other supplies.[12] On top of material support for the terrorists that have besieged Syria, Israel has aided their onslaught through numerous air strikes against Syrian military targets since the turmoil began in earnest in 2012, effectively attempting to tip the tide of the war in the Takfiris’ favour.[13] In January 2015 Israel conducted an airstrike that wiped out a brigade of Hezbollah fighters on the Syrian side of the Golan Heights, once again highlighting the Takfiri-Tel Aviv nexus.[14]

In light of such treachery against Arabs and Muslims trying to liberate themselves from oppression and domination, ISIS’s primary function as an acquiescent tool of US-Israeli imperialism cannot be overstated.

Perfidious Albion

As Prime Minister Cameron feigns outrage and opposition to Islamic extremism, the British government under his watch has been an active and willing partner in the Machiavellian strategy of divide and rule in the Middle East spearheaded by the US and Israel.

The 2015 trial of Swedish national Bherlin Gildo – who fought for a militant group in Syria – confirmed London’s role in backing Takfiri insurgents battling Damascus. In his defense, Gildo’s lawyers introduced evidence that British intelligence agencies “were supporting the same Syrian opposition groups as he was, and were party to a secret operation providing weapons and non-lethal help to the groups, including the Free Syrian Army.” Confronted with this contradiction, the British court dropped all charges against Gildo, fearing more embarrassing evidence showcasing British complicity with Syrian rebels could surface during proceedings.[15]

In 2013, Roland Dumas, France’s former foreign minister, told a French television station that during a visit to Britain two years before the Syrian crisis began in 2011, British officials informed him of a secret plan to spark a rebel invasion of Syria.[16] “Britain was preparing gunmen to invade Syria,” Dumas said, pinpointing the origins of the scheme to Israel which, according to Dumas, sought to oust a neighbouring regime hostile to its imperial ambitions in the Levant. Dumas then recounted a conversation he had with an unnamed Israeli prime minister who allegedly told him that the countries in the Middle East that get in the way of Zionist objectives for the region would be swiftly eliminated.

In an April 2014 report entitled “The Red Line and the Rat Line,”[17] journalist Seymour Hersh uncovered British involvement with a CIA-led covert operation in Benghazi, Libya, wherein the Agency was secretly channeling the looted weapons stockpiles of the fallen Gaddafi regime to Western-backed Syrian rebels through a “rat line.” Commenting on Hersh’s report, The Independent’s Patrick Cockburn described the CIA/MI6 “rat line” project in Benghazi as a “supply chain for the Syrian rebels overseen by the US in covert cooperation with Turkey, Saudi Arabia and Qatar.”[18] He summarized Hersh’s findings in more detail as follows:

“The information about this comes from a highly classified and hitherto secret annex to the report by the US Senate Intelligence Committee on the attack by Libyan militiamen on the US consulate in Benghazi on 11 September 2012 in which US ambassador Christopher Stevens was killed. The annex deals with an operation in which the CIA, in cooperation with MI6, arranged the dispatch of arms from Mu’ammer Gaddafi’s arsenals to Turkey and then across the 500-mile long Turkish southern frontier with Syria. The annex refers to an agreement reached in early 2012 between Obama and Erdogan with Turkey, Saudi Arabia and Qatar supplying funding. Front companies, purporting to be Australian, were set up, employing former US soldiers who were in charge of obtaining and transporting the weapons. According to Hersh, the MI6 presence enabled the CIA to avoid reporting the operation to Congress, as required by law, since it could be presented as a liaison mission.”

In addition to conniving with the US and Israel to arm Takfiri rebel gangs that eventually overran Gaddafi and continue to menace Syria, the British government has also covertly collaborated with Wahhabi extremists in its own country who serve as cartoonish fodder for anti-Muslim war on terror propaganda. In a May 2013 report for the Asia Times, security scholar Nafeez Ahmed disclosed that the British-based Salafist group Al Muhajiroun has been secretly supported by the British intelligence services since its inception in 1996.[19] That group has spawned nearly all of the supposed Islamic extremists implicated in (and perhaps framed for) various attacks in Britain, including the alleged ‘shoe bomber’ Richard Reid, the alleged Woolwich killers of British soldier Lee Rigby, the alleged 7/7 bombers and many others accused or convicted of terrorism-related offenses. Ahmed contends that various dubious personalities acting as leaders of Al Muhajiroun over the years – including Abu Hamza, Omar Bakri, Haroon Rashid Aswat and Anjem Choudary – have been clandestine agents of British intelligence fronting as ‘Islamic radicals.’

Despite his vocal support for al-Qaeda and ISIS, outwardly championing their grotesque bloodletting in Syria and Iraq today, Anjem Choudary (the current leader of Al Muhajiroun which has re-branded and re-named itself several times) is left untouched by British authorities and appears frequently on mainstream media. How can this impunity be explained if Choudary and his organization are operating independently without state protection? “Almost every major terrorist attack and plot in the UK has in some way been linked to Choudary’s extremist network,” noted Ahmed in the aforesaid piece, yet the radical preacher and his organization “[continues] to function with impunity in new incarnations.”

“[T]hrough Al Muhajiroun,” Ahmed explained, “MI5 is spawning many of the plots it lays claim to successfully foiling – as the FBI is also doing.” The MI5-controlled front group essentially serves a dual purpose: 1) it functions as a repository for Muslim patsies used in US-Israeli-British false flag operations, and 2) it acts as a recruiting hub for Wahhabi-Salafist mercenaries wielded as cannon fodder in various battle zones where Western/Zionist geopolitical and economic interests are at stake.

Unraveling the Web of Intrigue

Those not learned in the dark arts of black operations will likely be confused by all of this. “The West is fighting a war on Islamic extremism,” the indoctrinated lemmings will proclaim with confidence, completely unaware that they are being played for fools by professional spooks trained to employ artifices against the masses.

The surface rhetoric that politicians employ is merely a pack of daft lies intended to divert attention from the real agendas that drive policy. The public is fed a steady diet of cover stories and feel-good rationales – fanciful tales of good vs. evil – to pacify adverse reactions to and deflect unwanted attention from nefarious plots designed to benefit rich people and their interests.

David Cameron himself inadvertently identified whom some of these wealthy string-pullers are: Jewish Zionists committed to overturning every regime in the Middle East that is not yet subordinated to Tel Aviv. The other half of that equation includes an assortment of profiteering Anglos, Americans, Europeans, Arabs, Russians, Chinese and other money-mad opportunists. The Cameron’s, Obama’s, Harper’s, Hollande’s and Merkel’s of the world are mere screens or dummies for the real power behind the throne: the unscrupulous financiers, oligarchs and speculators who dominate Wall Street and the City of London, and to a lesser extent Shanghai and Moscow.

The Zionists, however, seem to be the most organized, the most aggressive and the most committed to living out their grandiose messianic dreams. Whether that vision entails a “New Middle East” in which “Greater Israel” rules the roost or a global government headquartered in Jerusalem remains to be seen. Either way it spells disaster for most of the world’s peoples.

New York Times: Outcry Over Susiya Nothing but Clever PR

By Barbara Erickson | Times Warp | July 24, 2015

Susiya, a West Bank village under threat of demolition, has now made it into the pages of The New York Times news section, and we are permitted a view of how Israel wants us to see this disturbing story: All the fuss about Susiya is little more than the result of clever marketing on the part of the villagers.

Thus we find a story today by Diaa Hadid titled (in the online version) “How a Palestinian Hamlet of 340 Drew Global Attention.” This primes readers from the start to expect a tale of simple villagers who devised a winning media strategy, and it distracts from the real issue, which is nothing less than ethnic cleansing: Susiya is to be destroyed to make way for Jewish settlers.

High in her story Hadid writes, in a telling phrase, that “the cause of [this] tiny village” has become “outsized,” in other words overblown, as if Susiya, with its population of 300 or so, is not worth the fuss.

The village first got notice when “sympathetic” foreigners visited Susiya some 20 years ago and took up its cause, Hadid states. By that time the residents had been forced out of their original homes and were living near the centuries-old site that had belonged to their ancestors.

Jewish settlers had taken over the original village in 1986, she writes, and Israeli forces made them move on again them in 1990 “for unknown reasons.” They were expelled once more in 2001, according to Hadid, “as collective punishment over the shooting death of a Jewish settler.”

Her story omits a crucial detail: The authorities knew that the villagers were innocent of the killing but used the incident as an excuse to harass the Susiya residents once more. The Times account leaves the impression that a Susiya resident was responsible for the settler’s death.

Hadid quotes a staff member of B’Tselem, an Israeli rights group, who notes that residents “have managed to place Susiya on the international agenda in ways that other villages have not managed to do,” and her story goes on to say that “years of advocacy appeared to pay off when Susiya’s residents began warning early this month that their village was under threat.”

As a result, the story reports, Susiya received visits from a European Union delegation, Israeli activists and American consular officials. Then, a week ago, the U.S. State Department mentioned Susiya in a press briefing and urged Israel to spare the village.

The Times story suggests that Susiya has received this backing because of its skill in winning attention, and by imposing this angle on the story, the newspaper is attempting to divert readers from the real issues at play: the fact that Israel’s treatment of the villagers is blatantly racist and defies the norms of international and humanitarian law.

Also missing is the context of occupation and dispossession that is crushing Susiya and other villages. Hadid fails to give any sense of this. She writes only that activists have used the village as a symbol of how Israel “has sought to maintain control over large parts of the occupied West Bank.”

We find the word “occupied” here, as usual in Times reporting, but it is devoid of meaning. Readers do not hear that the West Bank is Palestinian territory; that Israel is there as an invading military force; and that the settlements violate international law, which forbids an occupying power from transferring its own population into the foreign territory.

The Times story makes no reference to international law, but it does quote an Israeli military spokesman who says Susiya “was built illegally.” Thus Hadid emphasizes the pretext of legality Israel draws over its defiance of international norms while she ignores the flagrant breaches of the Geneva Convention and other standards.

Readers can pick up some revealing details in the story: the ousted villagers’ descriptions of sleeping outside “in the wild, in the rain,” the fact that they can no longer access two- thirds of their original land because of the settlers, the expectation that if Susiya goes, other vulnerable villages will also fall to Israel’s greed for Palestinian land.

But the story glosses over these details to present the Susiya’s case as above all a successful publicity effort. The Times would have us believe that the real story here is how the village became an “outsized” international cause, through “years of advocacy.”

Susiya is just one of many villages in Israel’s Negev and in the occupied West Bank where Israel is determined to ethnically cleanse certain areas of their indigenous inhabitants and install Jewish residents in their place. Times readers are finally learning about Susiya only because international attention has forced the newspaper to acknowledge the issue.

The village should have been known to readers long before now, just as they should also know of dozens more facing annihilation: Al Araqib, Umm Al Kher and Khirbet Yarza, to name just a few. In the South Hebron Hills alone, where Susiya is located, some 30 villages are faced with demolition.

But even now the Times can’t just tell the story of a village nearly helpless under the weight of Israeli might, a community faced with extinction after centuries of living on the land. Instead we find an effort to play down the tragedy, to present it as an overblown cause, not really worth our concern.

UN lists 3,200 children arrested in Egypt since 2013 coup

MEMO – July 25, 2015

egyptian-protestor-getting-arrested-teenagerThe UN Working Group on Arbitrary Detention has said in a report that the arbitrary detention of minors by the Egyptian regime is “systematic and widespread.” Rassd.com published the findings of the report on Friday.

According to the working group, 3,200 children have been arrested since the end of June 2013, when the military carried out a coup against the first ever freely-elected Egyptian President, Mohamed Morsi. The UN claims that minors have been tortured inside state detention centres. Around 800 are still in prison, it reports, 200 of whom are in the Central Security Camp in Banha, north of Cairo.

“These minors are subject to ill treatment, including physical torture and sexual violence,” the report points out. “They are prevented from having any visits.”

The working group called on the Egyptian authorities to release all of the detained minors and compensate them proportionally for the harm they have suffered.

The report was produced following a complaint to the UN Working Group by Al-Karama, a Geneva-based, independent human rights organisation.

The U.S. Aids and Abets War Crimes in the Philippines

By Marjorie Cohn | TruthDig | July 22, 2015

After Sept. 11, 2001, President George W. Bush declared the Philippines a second front in the war on terror (“Operation Enduring Freedom-Philippines”). The Philippine government used this as an opportunity to escalate its war against Muslim separatists and other individuals and organizations opposing the policies of the government. The egregious human rights violations committed by the Philippine military and paramilitary forces are some of the most underreported atrocities in the media today.

The International Peoples’ Tribunal on Crimes Against the Filipino People, held July 16-18 in Washington, D.C., drew upward of 300 people. An international panel of seven jurors heard two days of testimony from 32 witnesses, many of whom had been tortured, arbitrarily detained and forcibly evicted from their land.

Some testified to being present when their loved ones, including children, were gunned down by the Philippine military or paramilitary. I testified as an expert witness on international human rights violations in the Philippines, many of which were aided and abetted by the U.S. government.

Thirty-one-year-old Melissa Roxas was a community health adviser who went to the Philippines in 2009 to conduct health surveys in central Luzon, where people were dying from cholera and diarrhea. In May of that year, 15 men in civilian clothes with high-powered rifles and wearing bonnets and ski masks forced her into a van and handcuffed and blindfolded her. They beat her, suffocated her and used other forms of torture on her until releasing her six days later. Roxas was continually interrogated and even threatened with death during her horrific torture. She was likely released because she is a U.S. citizen (she has dual citizenship).

But WikiLeaks revealed that although the U.S. Embassy was aware of Roxas’s torture and abduction, it did nothing to secure her release. Roxas convinced the Philippines Court of Appeals to grant her petition for writ of amparo, which confirmed she had been abducted and tortured. Nevertheless, the Philippine government refuses to mount an investigation into her ordeal. And although she lives in the United States, Roxas remains under surveillance.

“Whenever you work with communities,” Roxas testified, “[the Philippine government] vilifies you as a member of the New Peoples Army [NPA].” Ironically, the Philippine military claimed it was the NPA, the armed wing of the Philippine Communist Party, that abducted Roxas. Her physical and emotional scars remain. But, Roxas told the tribunal, “I have the privilege of being in the United States,” unlike many other Filipino victims of human rights violations.

People and groups have been labeled “terrorists” by the Philippine government, the U.S. government and other countries at the behest of the U.S. government. The Philippine government engages in “red tagging” — political vilification. Targets are frequently human rights activists and advocates, political opponents, community organizers or groups struggling for national liberation. Those targeted for assassination are placed on the “order of battle” list.

The tribunal documented 262 cases of extrajudicial killings, 27 cases of forced disappearances, 125 cases of torture, 1,016 cases of illegal arrest, and 60,155 incidents of forced evacuation — many to make way for extraction by mining companies — from July 2010 to June 30 of this year by Philippine police, military, paramilitary or other state agents operating within the chain of command.

As part of the U.S. “war on terror,” in 2002 the Gloria Macapagal-Arroyo government created the Oplan Bantay Laya, a counterinsurgency program modeled on U.S. strategies, ostensibly to fight communist guerrillas. After 9/11, the Bush administration gave Arroyo $100 million to fund the campaign in the Philippines.

The government of Benigno Aquino III continued the program in 2011 under the name Oplan Bayanihan. It does not distinguish between civilians and combatants, which is considered a war crime under the Rome Statute and the Geneva Conventions.

Oplan Bayanihan has led to tremendous repression, including large numbers of extrajudicial killings, forced disappearances, torture and cruel treatment. Many civilians, including children, have been killed. Hundreds of members of progressive organizations were murdered by Philippine military and paramilitary death squads. Communities and leaders opposed to large-scale and invasive mining have been targeted. Even ordinary people with no political affiliation have not escaped the government’s campaign of terror.

One witness testified that although the counterinsurgency program was presented in the guise of “peace and development,” it was really an “operational guide to crush any resistance by those who work for social justice and support the poor and oppressed.”

Philippine military and paramilitary forces apparently rationalize their harsh treatment as necessary to maintain national security against people and organizations that seek to challenge, or even overthrow, the government.

However, the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT) says, “No exceptional circumstances whatsoever, whether a state of war or a threat of war, internal political instability or any other public emergency, may be invoked as justification for torture.” Both the Philippines and the United States are parties to the convention on torture.

A 14-year-old boy testified that as he was walking with family members to harvest their crops, “We were fired upon” by soldiers. “We said, ‘We are children, sir.’ ” But the soldiers killed his 8-year-old brother. “I embraced him. The soldier said we were enemies. He was bleeding, the bullet exited in the back. He was dead when my mother saw him. We made an affidavit against the soldiers but it was dismissed by the prosecutor.”

Raymond Manalo was an eyewitness to kidnapping, torture, rape and forced disappearances. He testified that he saw civilians burned alive by soldiers and paramilitary forces. Two women were hit with wooden sticks and burned with a cigarette. Sticks were inserted into their genitals. The two women disappeared and have not been seen since. Although a case was filed, there has been no resolution.

Cynthia Jaramillo testified that her husband, Arnold, was one of nine unarmed men killed in a massive military operation that lasted almost a month. Although Arnold was a member of the NPA, “They were not killed during a legitimate running battle,” she said. “The state of their bodies when recovered clearly indicated the torture, willful killing and desecration of the remains.”

Arnold was taken alive and killed at close range by multiple gunshot wounds, his internal organs lacerated, his jaws and teeth shattered. This violates the Geneva Conventions and constitutes illegal extrajudicial killing off the battlefield.

Continuing the Bush policy of the pivot to Asia-Pacific, as a counterweight to China, President Barack Obama enlisted the Aquino government last year to negotiate the Enhanced Defense Cooperation Agreement. While paying lip service to the Philippines’ maintaining sovereignty over the military bases in their country, it actually grants tremendous powers to U.S. forces.

The United States also wants to return to its two former military bases at Subic Bay and Clark, which it left in 1992. Those bases were critical to the U.S. imperial war in Vietnam. A U.S. return would violate the well-established right of peoples to self-determination enshrined in the International Covenant on Civil and Political Rights (ICCPR).

The Rome Statute of the International Criminal Court (ICC) includes a prohibition on aiding and abetting liability for war crimes. An individual can be convicted of a war crime in the ICC if he or she “aids, abets or otherwise assists” in the commission or attempted commission of the crime. This includes “providing the means for its commission.”

Between 2001 and 2010, the U.S. government furnished more than $507 million in military aid to the Philippine government, enabling it to commit war crimes. U.S. political and military leaders could be liable in the ICC for war crimes as aiders and abettors.

The United States planned and helped carry out the botched Mamasapano raid on Jan. 25, 2015. Dozens died when commandos from the Special Action Force of the Philippine National Police entered Mamasapano, where the separatist Moro Islamic Liberation Front had a stronghold.

The Obama administration had put a $5 million bounty on terror suspect Marwan’s head. According to the Philippine Daily Inquirer, U.S. drones identified Marwan’s hiding place, led the commandos to it, and provided real-time management capacity for the operation off the battlefield. Marwan was killed but his finger was severed and disappeared. It then appeared at an FBI lab in the United States a few days later. DNA tests on the finger confirmed it was Marwan who had been killed.

Murder, torture and cruel treatment constitute war crimes under the Rome Statute and the Geneva Conventions. Both the United States and the Philippines are parties to the Geneva Conventions. But although the Philippines is a party to the Rome Statute, the United States is not. In fact, the U.S. government offered the Philippine government $30 million in additional military aid to secure an agreement that U.S. soldiers in the Philippines would not be turned over to the ICC.

The jury in the tribunal found defendant Aquino and defendant Government of the United States of America, represented by Obama, guilty of war crimes and crimes against humanity. “Indeed,” the panel wrote, “the Prosecution has satisfied the burden of proving satisfactorily that the Defendants, in concert with each other, willfully and feloniously committed gross and systematic violations of Filipino people’s basic human rights.”

The jurors decided, “The killings and disappearances follow a pattern. The victims are vilified as members of the Communist Party of the Philippines, and subjected to red tagging … after vilification, the victims are subjected to surveillance and then later killed or abducted.”

The panel noted, “These are not random violations.” They are “not isolated, but state-sponsored, part of a policy deliberately adopted to silence the critics of the government.” The jurors called it “state terror,” drawing an analogy with the military and authoritarian regimes in Latin America in the 1970s and 1980s, which were also supported by the United States.

“Terrorist tagging,” according to the jurors, is not just intended to define military targets but also to “sabotage the peace process between the National Democratic Front (NDF) and the Philippine government.”

In fact, Jose Maria Sison, the NDF’s chief political consultant, has been classified by the United States as a “person supporting terrorism.” Sison’s assets have been frozen and he is forbidden to travel, in violation of the ICCPR. The European Union’s second-highest court ruled to delist Sison as a “person supporting terrorism” and reversed a decision by member governments to freeze assets. Yet he remains on the U.S. terrorism list.

Moreover, the jury determined, “the failure of the Philippine government through Defendant Aquino to identify, investigate and/or prosecute the perpetrators of these violations is among the contributing factors to the prevailing impunity in the Philippines.”

The jury urged the defendants to undertake “proper remedial measures to prevent the commission or continuance of such illegal and criminal acts, to repair the damages done to the Filipino people and their environment, compensate the victims and their families for their atrocities, and to rehabilitate the communities, especially indigenous communities that have been destroyed by the criminal acts of the Defendants.”

The panel concluded, “We also encourage the peoples of the world to seek redress, to pursue justice [under universal jurisdiction], and to transform this oppressive, exploitative and repressive global state of affairs exemplified by the experience and plight of the Filipino people, to challenge the international ‘rule of law,’ and to construct a global order founded on full respect for the rights of all peoples, everywhere.”

With New Spy Bill, France OKs Mass Surveillance

By Nadia Prupis | Common Dreams | July 24, 2015

France’s highest constitutional authority on Thursday approved a sweeping, controversial new surveillance law that greatly expands the government’s spying powers, despite widespread human rights concerns.

Making only minor changes to the legislation, which was approved by Parliament in May, the Constitutional Council ruled on Thursday that the bill generally aligns with the French constitution—even as privacy and civil liberties groups continue to call attention to its egregious rights violations.

“By validating almost all surveillance measures provided in the Surveillance Law adopted on 25 June, the French Constitutional Council legalizes mass surveillance and endorses a historical decline in fundamental rights,” said La Quadrature du Net, a Paris-based digital rights and civil liberties organization. “Only international surveillance has been deemed to be non compliant to the Constitution.”

The law gives French intelligence agencies power to tap phones and hack into computers; sweep up and analyze metadata of millions of civilians; and plant secret microphones, cameras, and ‘keystroke loggers’ in the homes of “suspected terrorists”—all without approval from a judge.

It also gives the government the power to authorize surveillance for reasons as vague as “major foreign policy interests” and preventing “organized delinquency.”

The government justified the bill by invoking recent attacks in Paris, which saw 17 people killed by gunmen in January at the satirical newspaper Charlie Hebdo and a kosher deli. President Francois Hollande’s move to have the law approved by the Constitutional Council is “unusual,” the Guardian writes. But while it is rare, Hollande’s motives are clear—the decision by the Council ensures that the law will not be challenged as illegal in the future.

By approving the bill, the Council “has disavowed its role as protector of fundamental rights and liberties,” La Quadrature continued. “By refusing to implement effective control over the intelligence services, it is rubber-stamping a historic step back for privacy and freedom of communication, thus undermining the very foundations of democracy. This evening the reason of state was brutally imposed over the rule of law.”

One of the most controversial provisions in the bill requires internet service providers and telecommunications companies to install equipment, referred to in previous debates as “algorithmic black boxes,” that sift through internet traffic and metadata for so-called “terrorist” activity and alert authorities when flagged. Opponents have warned that portion of the bill will “create permanent surveillance,” as Communist Senator Cécile Cukierman said during a June debate—a charge which officials deny.

The law comes into effect just two days after the United Nations Committee for Human Rights released a report warning that the bill “grants overly broad powers for very intrusive surveillance on the basis of vast and badly defined objectives” and calling on France to “guarantee that any interference in private life must conform to principles of legality, proportionality and necessity.”

[…] Privacy International, which submitted recommendations this month to the UNHCR on the right to privacy in France, said the bill legalized hacking. “Its use by any state authorities, particularly intelligence agencies, must be highly regulated to protect against abuses of power. Yet the bill makes no provision for judicial authorisation or oversight of hacking powers,” the organization wrote.
