US Aggression Against Venezuela: Fact, Not Fiction

The U.S. has a substantial history of aggression toward Venezuela

Recently, several different spokespersons for the Obama administration have firmly claimed the United States government is not intervening in Venezuelan affairs. Department of State spokeswoman Jen Psaki went so far as to declare, “The allegations made by the Venezuelan government that the United States is involved in coup plotting and destabilization are baseless and false.” Psaki then reiterated a bizarrely erroneous statement she had made during a daily press briefing just a day before: “The United States does not support political transitions by non-constitutional means.”

Anyone with minimal knowlege of Latin America and world history knows Psaki’s claim is false, and calls into question the veracity of any of her prior statements. The U.S. government has backed, encouraged and supported coup d’etats in Latin America and around the world for over a century. Some of the more notorious ones that have been openly acknowledged by former U.S. presidents and high level officials include coup d’etats against Mohammed Mossadegh in Iran in 1953, Jacobo Arbenz in Guatemala in 1954, Patrice Lumumba in the Congo in 1960, Joao Goulart of Brazil in 1964 and Salvador Allende in Chile in 1973. More recently, in the twenty-first century, the U.S. government openly supported the coups against President Hugo Chavez in Venezuela in 2002, Jean Bertrand Aristide of Haiti in 2004 and Jose Manuel Zelaya of Honduras in 2009. Ample evidence of CIA and other U.S. agency involvement in all of these unconstitutional overthrows of democratically-elected governments abounds. What all of the overthrown leaders had in common was their unwillingness to bow to U.S. interests.

Despite bogus U.S. government claims, after Hugo Chavez was elected president of Venezuela by an overwhelming majority in 1998, and subsequently refused to take orders from Washington, he became a fast target of U.S. aggression. Though a U.S.-supported coup d’etat briefly overthrew Chavez in 2002, his subsequent rescue by millions of Venezuelans and loyal armed forces, and his return to power, only increased U.S. hostility towards the oil-rich nation. After Chavez’s death in 2013 from cancer, his democratically-elected successor, Nicolas Maduro, became the brunt of these attacks.

What follows is a brief summary of U.S. aggression towards Venezuela that clearly shows a one-sided war. Venezuela has never threatened or taken any kind of action to harm the United States or its interests. Nonetheless, Venezuela, under both Chavez and Maduro – two presidents who have exerted Venezuela’s sovereignty and right to self-determination – has been the ongoing victim of continuous, hostile and increasingly aggressive actions from Washington.

2002-2004

A coup d’etat against Chávez was carried out on April 11, 2002. Documents obtained under the U.S. Freedom of Information Act (FOIA) evidence a clear role of the U.S. government in the coup, as well as financial and political support for those Venezuelans involved.

A “lockout” and economic sabotage of Venezuela’s oil industry was imposed from December 2002 to February 2003. After the defeat of the coup against Chavez, the U.S. State Department issued a special fund via the National Endowment for Democracy (NED) to help the opposition continue efforts to overthrow Chavez. USAID set up an Office for Transition Initiatives (OTI) in Caracas, subcontracting U.S. defense contractor Development Alternatives Inc. (DAI) to oversee Venezuela operations and distribute millions of dollars to anti-government groups. The result was the “national strike” launched in December 2002 that brought the oil industry to the ground and devastated the economy. It lasted 64 days and caused more than $20 billion in damages. Nonetheless, the efforts failed to destabilize the Chavez government.

The “guarimbas” of 2004: On February 27, 2004, extremist anti-government groups initiated violent protests in Caracas aimed at overthrowing Chavez. They lasted 4 days and caused multiple deaths. The leaders of these protests had received training from the U.S. Albert Einstein Institute (AEI), which specializes in regime change tactics and strategies.

The Recall Referendum of 2004: Both NED and USAID channeled millions of dollars into a campaign to recall President Chavez through a national recall referendum. With the funds, the group Sumate, led by multi-millionaire Maria Corina Machado, was formed to oversee the efforts. Chavez won the referendum in a landslide 60-40 victory.

2005

After the victory of President Chavez in the recall referendum of 2004, the US toughened its position towards Venezuela and increased its public hostility and aggression against the Venezuelan government. Here are a selection of statements made about Venezuela by U.S. officials:

January 2005: “Hugo Chavez is a negative force in the region.” – Condoleezza Rice.

March 2005: “Venezuela is one of the most unstable and dangerous ‘hot spots’ in Latin America.” – Porter Goss, ex-Director of the CIA.

“Venezuela is starting a dangerous arms race that threatens regional security.” – Donald Rumsfeld, ex-Secretary of Defense.

“I am concerned about Venezuela’s influence in the area of responsibility… SOUTHCOM supports the position of the Joint Chiefs to maintain ‘military to military’ contact with the Venezuelan military…we need an inter-agency focus to deal with Venezuela.” – General Bantz Craddock, ex-Commander of SOUTHCOM.

July 2005: “Cuba and Venezuela are promoting instability in Latin America… There is no doubt that President Chavez is funding radical forces in Bolivia.” -Rogelio Pardo-Maurer, Assistant Sub-Secretary of Defense for the Western Hemisphere.

“Venezuela and Cuba are promoting radicalism in the region…Venezuela is trying to undermine the democratic governments in the region to impede CAFTA.” – Donald Rumsfeld, ex-Secretary of Defense.

August 2005: “Venezuelan territory is a safe haven for Colombian terrorists.” – Tom Casey, State Department spokesman.

September 2005: “The problem of working with President Chavez is serious and continuous, as it is in other parts of the relationship.” – John Walters, Director of the National Policy Office for Drug Control.

November 2005: “The assault on democratic institutions in Venezuela continues and the system is in serious danger.” – Thomas Shannon, Sub-secretary of State.

2006

February 2006: “President Chavez continues to use his control to repress the opposition, reduce freedom of the press and restrict democracy…. it’s a threat.” – John Negroponte, ex-Director of National Intelligence.

“We have Chavez in Venezuela with a lot of money from oil. He is a person who was elected legally, just like Adolf Hitler…” – Donald Rumsfeld, ex-Secretary of Defense.

March 2006: “In Venezuela, a demagogue full of oil money is undermining democracy and trying to destabilize the region.” – George W. Bush.

U.S. officials try to link Venezuela to Terrorism:

June 2006: “Venezuela’s cooperation in the international campaign against terrorism continues to be insignificant… It’s not clear to what point the Venezuelan government offered material support to Colombian terrorists.” – Annual Report on Terrorism, Department of State.

June 2006: The U.S. government through the Commerce Department and U.S. Treasury imposes sanctions against Venezuela for its alleged role in terrorism and prohibits the sale of military equipment to the country.

July 2006: “Venezuela, under President Hugo Chavez, has tolerated terrorists in its territory…” – Subcommittee on International Terrorism, House of Representatives.

U.S. increases its Military Presence in Latin America:

March-July 2006: The US military engages in four major exercises off the coast of Venezuela in the Caribbean Sea, with support from NATO, and based at the US air force base in Curaçao. A permanent military presence is established in the Dominican Republic and the bases in Curaçao and Aruba are reinforced.

The U.S. Embassy in Caracas establishes the “American Corners” in 5 Venezuelan States (Lara, Monagas, Bolívar, Anzoátegui, Nueva Esparta), to act as centers of propaganda, subversion, espionage and infiltration.

U.S. Ambassador William Brownfield intensifies his public hostility towards the Venezuelan government, making frequent sarcastic and unfriendly comments in opposition-controlled media.

NED and USAID increase funding to anti-government groups in Venezuela.

2007

At the beginning of 2007, Venezuela is severely attacked in the international media & by U.S. government spokespersons for its decision to nationalize Cantv (the only national telephone company), the Electricity of Caracas and the Faja Orinoco oil fields.

In May 2007 the attack intensifies when the government decides not to renew the public broadcasting concession to popular opposition television station, RCTV.

A powerful international media campaign is initiated against Venezuela and President Chavez, referring to him as a dictator.

Private distributors and companies begin hoarding food and other essential consumer products in order to create shortages and panic amongst the population.

USAID, NED and the State Department via the Embassy in Caracas foment, fund and encourage the emergence of a right-wing youth movement and help to project its favorable image to the international community in order to distort the perception of President Chavez’s popularity amongst youth.

Groups such as Human Rights Watch, Inter-American Press Association and Reporters without Borders accuse Venezuela of violating human rights and freedom of expression.

September 2007: President George W. Bush classifies Venezuela as a nation “not cooperating” with the war against drug trafficking, for the third year in a row, imposing additional economic sanctions.

September 2007: Condoleezza Rice declares the U.S. is “concerned about the destructive populism” of Chavez.

2008

January 2008: Admiral Mike Mullen, Chief of the Joint Chiefs of Staff of the U.S. Armed Forces meets with Colombian President Alvaro Uribe, then Minister of Defense Juan Manuel Santos, U.S. Ambassador William Brownfield and the Commander General of the Colombian Armed Forces Freddy Padilla de Leon and declares during a press conference that he is “concerned about the arms purchases made by Chavez” and expresses that this could “destabilize the region.”

John Walters, the U.S. Anti-Drug Czar meets with Uribe in Colombia, together with 5 U.S. congresspersons and Ambassador Brownfield, and declares Venezuela a nation “complicit with drug trafficking” that presents “a threat to the US and the region”. He also expresses his wish that the Free Trade Agreement between the U.S. and Colombia be ratified by Congress soon.

Condoleezza Rice visits Colombia, together with Sub-Secretary of State Thomas Shannon and 10 congress members from the democratic party to push the FTA and back Colombia in its conflict with Venezuela.

President George W. Bush in his State of the Union address emphasizes the importance of the FTA with Colombia alerts to the threat of “populist” and “undemocratic” governments in the region.

February 2008: SOUTHCOM sends the Navy’s “4th fleet” to the Caribbean Sea (a group of war ships, submarines and aircraft carriers that haven’t been in those waters since the Cold War).

The Director of National Intelligence, General Mike McConnell, publishes the Annual Threat Report, which classifies Venezuela as the “principal threat against the US in the hemisphere.”

Exxon-Mobil tries to “freeze” $12 billion of Venezuelan assets in London, Holland and the Dutch Antilles.

A Report on Present Threats to National Security of the Defense Intelligence Agency classifies Venezuela as a “national security threat” to the U.S.

A Department of State report accuses Venezuela of being a country that permits “the transit of illegal drugs”, “money laundering” and being “complicit with drug trafficking.”

The U.S. Department of Treasury classifies three high level Venezuelan officials as “drug kingpins”, presenting no formal evidence. The head of Venezuela’s military intelligence, General Hugo Carvajal, the head of Venezuela’s civil intelligence force, General Henry Rangel Silva, and former Minister of Interior and Justice, Ramon Rodriguez Chacin are sanctioned by the U.S. government and placed on a terrorist list.

Rear Admiral Joseph Nimmich, Director of the US Joint Interagency Task Force, meets in Bogota with the Commander General of the Colombian Armed Forces.

March 2008: The Colombian army invades Ecuadorian territory and assassinates Raul Reyes and a dozen others, including 4 Mexicans, at a FARC camp in the jungle near the border.

General Jorge Naranjo, Commander of Colombia’s National Police, declares that laptop computers rescued from the scene of the bombing that killed Reyes and others evidence that President Chavez gave more than $300 million to the FARC along with a quantity of uranium and weapons. No other evidence is produced or shown to the public. Ecuador is also accused of supporting the FARC.

Venezuela mobilizes troops to the border with Colombia.

The US Navy sends the Aircraft Carrier “Harry Truman” to the Caribbean Sea to engage in military exercises to prevent potential terrorist attacks and eventual conflicts in the region.

President Bush states the U.S. will defend Colombia against the “provocations” from Venezuela.

Uribe announces he will bring a claim before the International Criminal Court against President Chavez for “sponsoring genocide and terrorism”.

March: President Bush requests his team of lawyers and advisors review the possibility of placing Venezuela on the list of “STATE SPONSORS OF TERRORISM” together with Cuba, Iran, Syria and North Korea.

2009

May: A document from the U.S. Air Force shows the construction of a U.S. military base in Palanquero, Colombia, to combat the “anti-American” governments in the region. The Palanquero base is part of the 7 military bases that the U.S. planned to build in Colombia under an agreement with the Colombian government for a ten-year period.

2010

February: The U.S. Director of National Intelligence declares Venezuela the “anti-American leader” in the region in its annual report on worldwide threats.

February: The State Department authorizes more than $15 million via NED and USAID to anti-government groups in Venezuela.

June: A report from the FRIDE Institute in Spain, funded by NED, evidences that international agencies channel between $40-50 million a year to anti-government groups in Venezuela.

September: Washington ratifies sanctions against Venezuela for allegedly not cooperating with counter-narcotics efforts or the war on terror.

2011-2015

President Obama authorizes a special fund of $5 million in his annual budget to support anti-government groups in Venezuela. In 2015, Obama increases this amount to $5.5 million.

NED continues to fund anti-government groups in Venezuela with about $2 million annually.

Each year, the US government includes Venezuela on a list of countries that do not cooperate with counter-narcotics efforts or the war on terror. Also in its annual human rights report, the State Department classifies Venezuela as a “violator” of human rights.

Subsequent to President Chavez’s death from cancer on March 5, 2013, new elections are held and Nicolas Maduro wins the presidency. Opposition leaders hold violent demonstrations that result in the deaths of more than a dozen people.

In February 2014, the violent protests resume, led by Leopoldo Lopez and Maria Corina Machado, who openly call for the overthrow of President Maduro, and over 40 people are killed. Lopez turns himself in to authorities and faces charges for his role in the violence. The U.S. government calls for his immediate release.

In December 2014, President Obama imposed sanctions on more than 50 Venezuelan officials and their relatives, accusing them of violating human rights and engaging in corruption. No evidence has been presented to date to support these serious allegations. The Commerce Department also expanded sanctions against Venezuela, prohibiting the sale of “any products” that could be destined for “military use” due to alleged human rights violations committed by the Venezuelan Armed Forces.

January 2015: Vice President Joe Biden warns Caribbean countries that the government of President Nicolas Maduro will soon be “defeated” and therefore they should abandon their discounted oil program with Venezuela, PetroCaribe.

State Department spokeswoman Jen Psaki condemns the alleged “criminalization of political dissent” in Venezuela.

February 2015: President Obama unveils his new National Security Strategy and names Venezuela as a threat and stresses support for Venezuelan “citizens” living in a country where “democracy is at risk.”

Anti-government leaders circulate a document for a “transitional government agreement” which warns President Maduro’s government is in its “final stage” and pledges to overhaul the entire government and socialist system in place, replacing it with a neoliberal, pro-business model. The document is signed by Maria Corina Machado, jailed opposition leader Leopoldo Lopez and Antonio Ledezma, mayor of Metropolitan Caracas.

Days later, a coup plot against President Nicolas Maduro is thwarted and 10 active Venezuelan military officers are detained. Antonio Ledezma is arrested and charged with conspiracy to overthrow the government and the U.S. State Department issues a harsh condemnation of his detention, calling on regional governments to take action against the Maduro administration.

White House spokesman Josh Earnest denies any U.S. government role in the coup attempt against Maduro, calling such allegations “ludicrous”, but further reveals, “The Treasury Department and the State Department are considering tools that may be available that could better steer the Venezuelan government in the direction that we believe they should be headed.”

CIA’s Hidden Hand in ‘Democracy’ Groups

Freedom House and the National Endowment for Democracy stress their commitment to freedom of thought and democracy, but both cooperated with a CIA-organized propaganda operation in the 1980s, according to documents released by Ronald Reagan’s presidential library.

One document showed senior Freedom House official Leo Cherne clearing a draft manuscript on political conditions in El Salvador with CIA Director William Casey and promising that Freedom House would make requested editorial “corrections and changes” – and even send over the editor for consultation with whomever Casey assigned to review the paper.

In a “Dear Bill” letter dated June 24, 1981, Cherne wrote: “I am enclosing a copy of the draft manuscript by Bruce McColm, Freedom House’s resident specialist on Central America and the Caribbean. This manuscript on El Salvador was the one I had urged be prepared and in the haste to do so as rapidly as possible, it is quite rough. You had mentioned that the facts could be checked for meticulous accuracy within the government and this would be very helpful. …

“If there are any questions about the McColm manuscript, I suggest that whomever is working on it contact Richard Salzmann at the Research Institute [an organization where Cherne was executive director]. He is Editor-in-Chief at the Institute and the Chairman of the Freedom House’s Salvador Committee. He will make sure that the corrections and changes get to Rita Freedman who will also be working with him. If there is any benefit to be gained from Salzmann’s coming down at any point to talk to that person, he is available to do so.”

Cherne, who was chairman of Freedom House’s executive committee, also joined in angling for financial support from a propaganda program that Casey initiated in 1982 under one of the CIA’s top covert action specialists, Walter Raymond Jr., who was moved to President Ronald Reagan’s National Security Council staff.

In an Aug. 9, 1982 letter to Raymond, Freedom House executive director Leonard R. Sussman wrote that “Leo Cherne has asked me to send these copies of Freedom Appeals. He has probably told you we have had to cut back this project to meet financial realities. … We would, of course, want to expand the project once again when, as and if the funds become available. Offshoots of that project appear in newspapers, magazines, books and on broadcast services here and abroad. It’s a significant, unique channel of communication” – precisely the focus of Raymond’s work.

According to the documents, Freedom House remained near the top of Casey’s thinking when it came to the most effective way to deliver his hardline policy message to the American people in ways they would be inclined to accept, i.e., coming from ostensibly independent sources with no apparent ties to the government.

On Nov. 4, 1982, Raymond wrote to NSC Advisor William Clark about the “Democracy Initiative and Information Programs,” stating that “Bill Casey asked me to pass on the following thought concerning your meeting with [right-wing billionaire] Dick Scaife, Dave Abshire [then a member of the President’s Foreign Intelligence Advisory Board], and Co.

“Casey had lunch with them today and discussed the need to get moving in the general area of supporting our friends around the world. By this definition he is including both ‘building democracy’ … and helping invigorate international media programs. The DCI [Casey] is also concerned about strengthening public information organizations in the United States such as Freedom House. …

“A critical piece of the puzzle is a serious effort to raise private funds to generate momentum. Casey’s talk with Scaife and Co. suggests they would be very willing to cooperate. … Suggest that you note White House interest in private support for the Democracy initiative.”

The importance of the CIA and White House secretly arranging private funds was that these supposedly independent voices would then reinforce and validate the administration’s foreign policy arguments with a public that would assume the endorsements were based on the merits of the White House positions, not influenced by money changing hands.

In effect, like snake-oil salesmen who plant a few cohorts in the audience to whip up excitement for the cure-all elixir, Reagan administration propagandists salted some well-paid “private” individuals around Washington to echo White House propaganda “themes.”

In a Jan. 25, 1983 memo, Raymond wrote, “We will move out immediately in our parallel effort to generate private support” for “public diplomacy” operations. Then, on May 20, 1983, Raymond recounted in another memo that $400,000 had been raised from private donors brought to the White House Situation Room by U.S. Information Agency  Director Charles Wick. According to that memo, the money was divided among several organizations, including Freedom House and Accuracy in Media, a right-wing media attack organization.

When I wrote about that memo in my 1992 book, Fooling America, Freedom House denied receiving any White House money or collaborating with any CIA/NSC propaganda campaign. In a letter, Freedom House’s Sussman called Raymond “a second-hand source” and insisted that “this organization did not need any special funding to take positions … on any foreign-policy issues.”

But it made little sense that Raymond would have lied to a superior in an internal memo. And clearly, Freedom House remained central to the Reagan administration’s schemes for aiding groups supportive of its Central American policies, particularly the CIA-organized Contra war against the leftist Sandinista regime in Nicaragua.

In an Aug. 9, 1983 memo, Raymond outlined plans to arrange private backing for that effort. He said USIA Director Wick “via [Australian publishing magnate Rupert] Murdock [sic], may be able to draw down added funds” to support pro-Reagan initiatives. Raymond recommended “funding via Freedom House or some other structure that has credibility in the political center.” [For more details, see Consortiumnews.com’sMurdoch, Scaife and CIA Propaganda.”]

Questions of Legality

Raymond remained a CIA officer until April 1983 when he resigned so – in his words – “there would be no question whatsoever of any contamination of this” propaganda operation to woo the American people into supporting Reagan’s policies.

But Raymond, who had been one of the CIA’s top propaganda and disinformation specialists, continued to act toward the U.S. public much like a CIA officer would in directing a propaganda operation in a hostile foreign country.

Raymond fretted, too, about the legality of Casey’s role in the effort to influence U.S. public opinion because of the legal prohibition against the CIA influencing U.S. policies and politics. Raymond confided in one memo that it was important “to get [Casey] out of the loop,” but Casey never backed off and Raymond continued to send progress reports to his old boss well into 1986.

It was “the kind of thing which [Casey] had a broad catholic interest in,” Raymond said during his Iran-Contra deposition in 1987. He then offered the excuse that Casey undertook this apparently illegal interference in domestic affairs “not so much in his CIA hat, but in his adviser to the president hat.”

As the Casey-Raymond propaganda operation expanded during the last half of Reagan’s first term, Freedom House continued to keep Raymond abreast of its work on Central America, with its attitudes dovetailing with Reagan administration’s policies particularly in condemning Nicaragua’s Sandinista government.

Freedom House also kept its hand out for funding. On Sept. 15, 1984, Bruce McColm – writing from Freedom House’s Center for Caribbean and Central American Studies – sent Raymond “a short proposal for the Center’s Nicaragua project 1984-85. The project combines elements of the oral history proposal with the publication of The Nicaraguan Papers,” a book that would disparage Sandinista ideology and practices.

“Maintaining the oral history part of the project adds to the overall costs; but preliminary discussions with film makers have given me the idea that an Improper Conduct-type of documentary could be made based on these materials,” McColm wrote, referring to a 1984 film that offered a scathing critique of Fidel Castro’s Cuba.

“Such a film would have to be the work of a respected Latin American filmmaker or a European. American-made films on Central America are simply too abrasive ideologically and artistically poor.”

McColm’s three-page letter reads much like a book or movie pitch, trying to interest Raymond in financing the project: “The Nicaraguan Papers will also be readily accessible to the general reader, the journalist, opinion-maker, the academic and the like. The book would be distributed fairly broadly to these sectors and I am sure will be extremely useful.

“They already constitute a form of Freedom House samizdat, since I’ve been distributing them to journalists for the past two years as I’ve received them from disaffected Nicaraguans.”

McColm proposed a face-to-face meeting with Raymond in Washington and attached a six-page grant proposal seeking $134,100.

According to the grant proposal, the project would include “free distribution to members of Congress and key public officials; distribution of galleys in advance of publication for maximum publicity and timely reviews in newspapers and current affairs magazines; press conferences at Freedom House in New York and at the National Press Club in Washington, D.C.; op-ed circulation to more than 100 newspapers …; distribution of a Spanish-language edition through Hispanic organizations in the United States and in Latin America; arrangement of European distribution through Freedom House contacts.”

The documents that I found at the Reagan library do not indicate what subsequently happened to this proposal. McColm did not respond to an email request for comment about the Nicaraguan Papers plan or Cherne’s earlier letter to Casey about editing McComb’s manuscript. Raymond died in 2003; Cherne died in 1999; and Casey died in 1987.

But it is clear that Freedom House became a major recipient of funds from the National Endowment for Democracy, which Casey and Raymond helped create in 1983.

Financing Propaganda

In 1983, Casey and Raymond focused on creating a funding mechanism to support Freedom House and other outside groups that would engage in propaganda and political action that the CIA had historically organized and paid for covertly. The idea emerged for a congressionally funded entity that would serve as a conduit for this money.

But Casey recognized the need to hide the strings being pulled by the CIA. “Obviously we here [at CIA] should not get out front in the development of such an organization, nor should we appear to be a sponsor or advocate,” Casey said in one undated letter to then-White House counselor Edwin Meese III – as Casey urged creation of a “National Endowment.”

document in Raymond’s files offered examples of what would be funded, including “Grenada — 50 K — To the only organized opposition to the Marxist government of Maurice Bishop (The Seaman and Waterfront Workers Union). A supplemental 50 K to support free TV activity outside Grenada” and “Nicaragua — $750 K to support an array of independent trade union activity, agricultural cooperatives.”

The National Endowment for Democracy took shape in late 1983 as Congress decided to also set aside pots of money — within NED — for the Republican and Democratic parties and for organized labor, creating enough bipartisan largesse that passage was assured.

But some in Congress thought it was important to wall the NED off from any association with the CIA, so a provision was included to bar the participation of any current or former CIA official, according to one congressional aide who helped write the legislation.

This aide told me that one night late in the 1983 session, as the bill was about to go to the House floor, the CIA’s congressional liaison came pounding at the door to the office of Rep. Dante Fascell, a senior Democrat on the House Foreign Affairs Committee and a chief sponsor of the bill.

The frantic CIA official conveyed a single message from CIA Director Casey: the language barring the participation of CIA personnel must be struck from the bill, the aide recalled, noting that Fascell consented to the demand, not fully recognizing its significance.

What the documents at the Reagan library now make clear is that lifting the ban enabled Raymond and Casey to stay active shaping the decisions of the new funding mechanism.

The aide said Fascell also consented to the Reagan administration’s choice of Carl Gershman to head the National Endowment for Democracy, again not recognizing how this decision would affect the future of the new entity and American foreign policy.

Gershman, who had followed the classic neoconservative path from youthful socialism to fierce anticommunism, became NED’s first (and, to this day, only) president. Though NED is technically independent of U.S. foreign policy, Gershman in the early years coordinated decisions on grants with Raymond at the NSC.

For instance, on Jan. 2, 1985, Raymond wrote to two NSC Asian experts that “Carl Gershman has called concerning a possible grant to the Chinese Alliance for Democracy (CAD). I am concerned about the political dimension to this request. We should not find ourselves in a position where we have to respond to pressure, but this request poses a real problem to Carl.

“Senator [Orrin] Hatch, as you know, is a member of the board. Secondly, NED has already given a major grant for a related Chinese program.”

Besides clearing aside political obstacles for Gershman, Raymond also urged NED to give money to Freedom House in a June 21, 1985 letter obtained by Professor John Nichols of Pennsylvania State University.

A Tag Team

From the start, NED became a major benefactor for Freedom House, beginning with a $200,000 grant in 1984 to build “a network of democratic opinion-makers.” In NED’s first four years, from 1984 and 1988, it lavished $2.6 million on Freedom House, accounting for more than one-third of its total income, according to a study by the liberal Council on Hemispheric Affairs that was entitled “Freedom House: Portrait of a Pass-Through.”

Over the ensuing three decades, Freedom House has become almost an NED subsidiary, often joining NED in holding policy conferences and issuing position papers, both organizations pushing primarily a neoconservative agenda, challenging countries deemed insufficiently “free,” including Syria, Ukraine (in 2014) and Russia.

Indeed, NED and Freedom House often work as a kind of tag-team with NED financing “non-governmental organizations” inside targeted countries and Freedom House berating those governments if they crack down on U.S.-funded NGOs.

For instance, on Nov. 16, 2012, NED and Freedom House joined together to denounce legislation passed by the Russian parliament that required recipients of foreign political money to register with the government.

Or, as NED and Freedom House framed the issue: the Russian Duma sought to “restrict human rights and the activities of civil society organizations and their ability to receive support from abroad. … Changes to Russia’s NGO legislation will soon require civil society organizations receiving foreign funds to choose between registering as ‘foreign agents’ or facing significant financial penalties and potential criminal charges.”

Of course, the United States has a nearly identical Foreign Agent Registration Act that likewise requires entities that receive foreign funding and seek to influence U.S. government policy to register with the Justice Department or face possible fines or imprisonment.

But the Russian law would impede NED’s efforts to destabilize the Russian government through funding of political activists, journalists and civic organizations, so it was denounced as an infringement of human rights and helped justify Freedom House’s rating of Russia as “not free.”

The Russian government’s concerns were not entirely paranoid. On Sept. 26, 2013, Gershman, in effect, charted the course for the crisis in Ukraine and the greater neocon goal of regime change in Russia. In a Washington Post op-ed, Gershman called Ukraine “the biggest prize” and explained how pulling it into the Western camp could contribute to the ultimate defeat of Russian President Vladimir Putin.

“Ukraine’s choice to join Europe will accelerate the demise of the ideology of Russian imperialism that Putin represents,” Gershman wrote. “Russians, too, face a choice, and Putin may find himself on the losing end not just in the near abroad but within Russia itself.”

With NED’s budget now exceeding $100 million a year — and with many NGOs headquartered in Washington — Gershman has attained the status of a major paymaster for the neocon movement with his words carrying extra clout because he can fund or de-fund many a project.

Thus, three decades after CIA Director William Casey and his propaganda specialist Walter Raymond Jr. struggled to arrange funding for Freedom House and other organizations that would promote an interventionist agenda, their brainchild – the National Endowment for Democracy – was still around picking up those tabs.

The Dirty Hand of the National Endowment for Democracy (NED) in Venezuela

Anti-government protests in Venezuela that seek regime change have been led by several individuals and organizations with close ties to the US government. Leopoldo Lopez and Maria Corina Machado- two of the public leaders behind the violent protests that started in February – have long histories as collaborators, grantees and agents of Washington. The National Endowment for Democracy “NED” and the US Agency for International Development (USAID) have channeled multi-million dollar funding to Lopez’s political parties Primero Justicia and Voluntad Popular, and Machado’s NGO Sumate and her electoral campaigns.

These Washington agencies have also filtered more than $14 million to opposition groups in Venezuela between 2013 and 2014, including funding for their political campaigns in 2013 and for the current anti-government protests in 2014. This continues the pattern of financing from the US government to anti-Chavez groups in Venezuela since 2001, when millions of dollars were given to organizations from so-called “civil society” to execute a coup d’etat against President Chavez in April 2002. After their failure days later, USAID opened an Office of Transition Initiatives (OTI) in Caracas to, together with the NED, inject more than $100 million in efforts to undermine the Chavez government and reinforce the opposition during the following 8 years.

At the beginning of 2011, after being publically exposed for its grave violations of Venezuelan law and sovereignty, the OTI closed its doors in Venezuela and USAID operations were transferred to its offices in the US. The flow of money to anti-government groups didn’t stop, despite the enactment by Venezuela’s National Assembly of the Law of Political Sovereignty and National Self-Determination at the end of 2010, which outright prohibits foreign funding of political groups in the country. US agencies and the Venezuelan groups that receive their money continue to violate the law with impunity. In the Obama Administration’s Foreign Operations Budgets, between $5-6 million have been included to fund opposition groups in Venezuela through USAID since 2012.

The NED, a “foundation” created by Congress in 1983 to essentially do the CIA’s work overtly, has been one of the principal financiers of destabilization in Venezuela throughout the Chavez administration and now against President Maduro. According to NED’s 2013 annual report, the agency channeled more than $2.3 million to Venezuelan opposition groups and projects. Within that figure, $1,787,300 went directly to anti-government groups within Venezuela, while another $590,000 was distributed to regional organizations that work with and fund the Venezuelan opposition. More than $300,000 was directed towards efforts to develop a new generation of youth leaders to oppose Maduro’s government politically.

One of the groups funded by NED to specifically work with youth is FORMA (http://www.forma.org.ve), an organization led by Cesar Briceño and tied to Venezuelan banker Oscar Garcia Mendoza. Garcia Mendoza runs the Banco Venezolano de Credito, a Venezuelan bank that has served as the filter for the flow of dollars from NED and USAID to opposition groups in Venezuela, including Sumate, CEDICE, Sin Mordaza, Observatorio Venezolano de Prisiones and FORMA, amongst others.

Another significant part of NED funds in Venezuela from 2013-2014 was given to groups and initiatives that work in media and run the campaign to discredit the government of President Maduro. Some of the more active media organizations outwardly opposed to Maduro and receiving NED funds include Espacio Publico, Instituto Prensa y Sociedad (IPYS), Sin Mordaza and GALI. Throughout the past year, an unprecedented media war has been waged against the Venezuelan government and President Maduro directly, which has intensified during the past few months of protests.

In direct violation of Venezuelan law, NED also funded the opposition coalition, the Democratic Unity Table (MUD), via the US International Republican Institute (IRI), with $100,000 to “share lessons learned with [anti-government groups] in Nicaragua, Argentina and Bolivia… and allow for the adaption of the Venezuelan experience in these countries”. Regarding this initiative, the NED 2013 annual report specifically states its aim: “To develop the ability of political and civil society actors from Nicaragua, Argentina and Bolivia to work on national, issue-based agendas for their respective countries using lessons learned and best practices from successful Venezuelan counterparts.  The Institute will facilitate an exchange of experiences between the Venezuelan Democratic Unity Roundtable and counterparts in Bolivia, Nicaragua and Argentina. IRI will bring these actors together through a series of tailored activities that will allow for the adaptation of the Venezuelan experience in these countries.”

IRI has helped to build right-wing opposition parties Primero Justicia and Voluntad Popular, and has worked with the anti-government coalition in Venezuela since before the 2002 coup d’etat against Chavez. In fact, IRI’s president at that time, George Folsom, outwardly applauded the coup and celebrated IRI’s role in a press release claiming, “The Institute has served as a bridge between the nation’s political parties and all civil society groups to help Venezuelans forge a new democratic future…”

Detailed in a report published by the Spanish institute FRIDE in 2010, international agencies that fund the Venezuelan opposition violate currency control laws in order to get their dollars to the recipients. Also confirmed in the FRIDE report was the fact that the majority of international agencies, with the exception of the European Commission, are bringing in foreign money and changing it on the black market, in clear violation of Venezuelan law. In some cases, as the FRIDE analysis reports, the agencies open bank accounts abroad for the Venezuelan groups or they bring them the money in hard cash. The US Embassy in Caracas could also use the diplomatic pouch to bring large quantities of unaccounted dollars and euros into the country that are later handed over illegally to anti-government groups in Venezuela.

What is clear is that the US government continues to feed efforts to destabilize Venezuela in clear violation of law. Stronger legal measures and enforcement may be necessary to ensure the sovereignty and defense of Venezuela’s democracy.

US ‘Democracy Promotion’ Destroys Democracy Overseas

It was almost ten years ago when, before the House International Relations Committee, I objected to the US Government funding NGOs to meddle in the internal affairs of Ukraine. At the time the “Orange Revolution” had forced a regime change in Ukraine with the help of millions of dollars from Washington.

At that time I told the Committee:

We do not know exactly how many millions—or tens of millions—of dollars the United States government spent on the presidential election in Ukraine. We do know that much of that money was targeted to assist one particular candidate, and that through a series of cut-out non-governmental organizations (NGOs)—both American and Ukrainian—millions of dollars ended up in support of the presidential candidate…

I was worried about millions of dollars that the US government-funded National Endowment for Democracy (NED) and its various related organizations spent to meddle in Ukraine’s internal affairs. But it turns out that was only the tip of the iceberg.

Last December, US Assistant Secretary of State Victoria Nuland gave a speech in which she admitted that since 1991 the US government has:

[I]nvested more than 5 billion dollars to help Ukraine…in the development of democratic institutions and skills in promoting civil society and a good form of government.

This is the same State Department official who was caught on tape just recently planning in detail the overthrow of the Ukrainian government.

That five billion dollars appears to have bought a revolution in Ukraine. But what do the US taxpayers get, who were forced to pay for this interventionism? Nothing good. Ukraine is a bankrupt country that will need tens of billions of dollars to survive the year. Already the US-selected prime minister has made a trip to Washington to ask for more money.

And what will the Ukrainians get? Their democracy has been undermined by the US-backed coup in Kiev. In democracies, power is transferred peacefully through elections, not seized by rebels in the streets. At least it used to be.

The IMF will descend on Ukraine to implement yet another of its failed rescue plans, which enrich the well-connected and international bankers at the expense of the local population. The IMF adds debt, organizes sweetheart deals for foreign corporations, and demands that the local population accept “austerity” in exchange for “reform” that never seems to produce the promised results.

The groundwork for this disaster has been laid by NED, USAID, and the army of NGOs they have funded over the years in Ukraine.

Supporters of NED and its related organizations will argue that nothing is wrong with sending US dollars to “promote democracy” overseas. The fact is, however, that NED, USAID, and the others have nothing to do with promoting democracy and everything to do with destroying democracy.

It is not democracy to send in billions of dollars to push regime change overseas. It isn’t democracy to send in the NGOs to re-write laws and the constitution in places like Ukraine. It is none of our business.

How should we promote democracy overseas? First, we should stop the real isolationists — those who seek to impose sanctions and blockades and restrictions that impede our engagement overseas. We can promote democracy with a US private sector that engages overseas. A society that prospers through increased trade ties with the US will be far more likely to adopt practices and policies that continue that prosperity and encourage peace.

In 2005, arguing against funding NED in the US foreign assistance authorization bill, I said:

The National Endowment for Democracy…has very little to do with democracy. It is an organization that uses US tax money to actually subvert democracy, by showering funding on favored political parties or movements overseas. It underwrites color-coded ‘people’s revolutions’ overseas that look more like pages out of Lenin’s writings on stealing power than genuine indigenous democratic movements.

Sadly, matters are even worse now. To promote democracy overseas, NED and all other meddling US government funded NGOs should be disbanded immediately.

The National Endowment for Democracy in Venezuela

As protests have been taking place in Venezuela the last couple of weeks, it is always good to check on the National Endowment for Democracy (NED), the US Empire’s “stealth” destabilizer. What has the NED been up to in Venezuela?

Before going into details, it is important to note what NED is and is not. First of all, it has NOTHING to do with the democracy we are taught in civics classes, concerning one person-one vote, with everyone affected having a say in the decision, etc. (This is commonly known as “popular” or grassroots democracy.) The NED opposes this kind of democracy.

The NED promotes top-down, elite, constrained  (or “polyarchal”) democracy. This is the democracy where the elites get to decide the candidates or questions suitable to go before the people—and always limiting the choices to what the elites are comfortable with. Then, once the elites have made their decision, THEN the people are presented with the “choice” that the elites approve. And then NED prattles on with its nonsense about how it is “promoting democracy around the world.”

This is one of the most cynical uses of democracy there is. It’s notable even in what my friend Dave Lippmann calls “Washington Deceit.”

The other thing to note about NED is that it is NOT independent as it claims, ad nauseum. It was created by the US Congress, signed into US law by President Ronald Reagan (that staunch defender of democracy), and it operates from funds provided annually by the US Government.

However, its Board of Directors is drawn from among the elites in the US Government’s foreign policy making realm. Past Board members have included Henry Kissinger, Madeleine Albright, Zbigniew Brzezinski, Frank Carlucci, General Wesley K. Clark, and Paul Wolfowitz. Today’s board can be found at http://www.ned.org/about/board; most notable is Elliot Abrams of Reagan Administration fame.

In reality, NED is part of the US Empire’s tools, and “independent” only in the sense that no elected presidential administration can directly alter its composition or activities, even if it wanted to. It’s initial project director, Professor Allen Weinstein of Georgetown University, admitted in the Washington Post of September 22, 1991, that “a lot of what we do today was done covertly 25 years ago by the CIA.”

In other words, according to Professor William Robinson in his 1996 book, Promoting Polyarchy, NED is a product of US Government foreign policy shift from “earlier strategies to contain social and political mobilization through a focus on control of the state and governmental apparatus” to a process of “democracy promotion,” whereby “the United States and local elites thoroughly penetrate civil society, and from therein, assure control over popular mobilization and mass movements.” What this means, as I note in my 2010 book, AFL-CIO’s Secret War against Developing Country Workers: Solidarity or Sabotage?, “is that instead of waiting for a client government to be threatened by its people and then responding, US foreign policy shifted to intervening in the civil society of a country ‘of interest’ (as defined by US foreign policy goals) before popular mobilization could become significant, and by supporting certain groups and certain politicians, then channel any potential mobilization in the direction desired by the US Government.”

Obviously, this also means that these “civil society” organizations can be used offensively as well, against any government the US opposes. NED funding, for example, was used in all of the “color revolutions” in Eastern Europe and, I expect, currently in the Ukraine as well as elsewhere.

How do they operate?  They have four “institutes” through which they work:  the International Republican Institute (currently headed by US Senator John McCain), the National Democratic Institute for International Affairs (currently headed by former US Secretary of State Madeleine Albright), the Center for International Private Enterprise (the international wing of the US Chamber of Commerce), and the American Center for International Labor Solidarity (ACILS), the foreign policy operation of the AFL-CIO, with Richard Trumka the head of its Board of Directors.

As I documented in my book, ACILS had been indirectly involved in the 2002 coup attempt in Venezuela by participating in meetings with leaders later involved in the coup beforehand, and then denying afterwards the involvement of the leaders of the right-wing labor organization (CTV) in the coup, leaders of an organization long affiliated with the AFL-CIO. We also know NED overall had been active in Venezuela since 1997.

The NED and its institutes continue to actively fund projects in Venezuela today. From the 2012 NED Annual Report (the latest available), we see they have provided $1,338,331 to organizations and projects in Venezuela that year alone:  $120,125 for projects for “accountability”; $470,870 for “civic education”; $96,400 for “democratic ideas and values”; $105,000 for “freedom of information”; $92,265 for “human rights”; $216,063 for “political processes”; $34,962 for “rule of law”; $45,000 for “strengthening political institutions”; and $153,646 for Center for International Private Enterprise (CIPE).

Additionally, however, as found on the NED “Latin American and Caribbean” regional page, NED has granted $465,000 to ACILS to advance NED objectives of “freedom of association” in the region, with another $380,000 to take place in Venezuela and Colombia. This is in addition to another $645,000 to the International Republican Institute, and $750,000 to the National Democratic Institute for International Affairs.

The irony of these pious claims for “freedom of association,” etc., is that Venezuela has developed public participation to one of the highest levels in the world, and has one of the most free media in the world. Even with massive private TV media involvement in the 2002 coup, the government did not take away their right to broadcast afterward.

In other words, NED and its institutes are not active in Venezuela to help promote democracy, as they claim, but in fact, to act against popular democracy in an effort to restore the rule of the elite, top-down democracy. They want to take popular democracy away from those nasty Chavistas, and show who is boss in the US Empire. This author bets they fail.

Violent Protests in Venezuela Fit a Pattern

Venezuela’s latest round of violent protests appears to fit a pattern, and represents the tug-and-pull nature of the country’s divided opposition. Several times over the past 15 years since the late, former president Hugo Chávez took office in 1999, the political opposition has launched violent protests aimed at forcing the current president out of office. Most notably, such protests were a part of the April 2002 coup that temporarily deposed Chávez, and then accompanied the 2002/2003 oil strike. In February of 2004, a particularly radical sector of the opposition unleashed the “Guarimba”: violent riots by small groups who paralyzed much of the east of Caracas for several days with the declared goal of creating a state of chaos.  As CEPR Co-Director Mark Weisbrot has explained, then – as now – the strategy is clear: a sector of the opposition seeks to overturn the results of democratic elections. An important difference this time of course is that Venezuela has its first post-Chávez president, and a key part of the opposition’s strategy overall has been to depict Nicolás Maduro as a pale imitation of his predecessor and a president ill-equipped to deal with the country’s problems (many of which are exaggerated in the Venezuelan private media, which is still largely opposition-owned, as well as the international media).

Following Maduro’s electoral victory in April last year (with much of the opposition crying “fraud” despite there being no reasonable doubts about the validity of the results), the opposition looked to the December municipal elections as a referendum on Maduro’s government, vowing to defeat governing party PSUV and allied candidates. The outcome, which left the pro-Maduro parties with a 10 point margin of victory, was a stunning defeat for the opposition, and this time they did not even bother claiming the elections were rigged. According to the opposition’s own pre-election analysis, support for Maduro had apparently grown over the months preceding the election. As we have pointed out, this may be due in part to the large reduction in poverty in 2012 and other economic and social gains that preceded the more recent economic problems.

Defeated at the polls, the anti-democratic faction of the opposition prepared for a new attempt at destabilizing the elected government, and promoted relatively small, but often violent student protests in early February.  They then called for a massive protest on February 12, Venezuela’s Youth Day in the center of Caracas.  The demonstrations have been accompanied by a social media campaign that has spread misinformation in an attempt to depict the Maduro administration as a violent dictatorship instead of a popular elected government. Images of police violence from other countries and past protests – some several years old – have been presented on social media as having occurred in recent days in Venezuela. A YouTube video that has been watched by almost 2 million viewers presents a one-sided portrayal of the situation and falsely states that the Venezuelan government controls all radio and television in the country, among other distortions. Similar disinformation occurred in April 2002 and in other past incidents in Venezuela, most notably when manipulated video footage was used to provide political justification for the coup d’etat.

While some in Washington foreign policy circles may attempt to portray the leaders of this new wave of protests as persecuted pro-democracy heroes, they in fact have histories of supporting anti-democratic and unconstitutional efforts to oust the government. Both Leopoldo López and Maria Corina Machado supported the 2002 coup; in López’s case he participated in it by supervising the arrest of then-Minister of Justice and the Interior Ramón Rodríguez Chacín, when López was mayor of Chacao. Police dragged Rodríguez Chacín out of the building where he had sought refuge into an angry mob, who physically attacked him. Corina Machado notably was present when the coup government of Pedro Carmona was sworn in, and signed the infamous “Carmona decree” dissolving the congress, the constitution and the Supreme Court. The Christian Science Monitor reported yesterday:

the opposition has a touchy protest history in Venezuela. Early on in former President Hugo Chavez’s administration, the opposition was consistently on the streets calling for an end to his presidency. In 2002, they organized a coup that briefly unseated the president. Though the opposition leadership is not calling for a coup, the reputation the group made for itself barely a decade ago may be haunting it as it vocally pushes back against Maduro’s administration.

Venezuela’s opposition receives funding from U.S. “democracy promotion” groups including the National Endowment for Democracy (NED) and core grantees such as the International Republican Institute (IRI) and the National Democratic Institute (NDI). The NED, which the Washington Post noted was set up to conduct activities “much of” which “[t]he CIA used to fund covertly” has made a number of grants directed at empowering youth and students in Venezuela in recent years, and USAID has also given money to IRI, NDI and other groups for Venezuela programs. These organizations have a history of destabilizing elected governments and working to unify and strengthen political opposition to left-wing parties and governments. IRI notably played a key role in destabilizing Haiti ahead of the 2004 coup there, and also has engaged in activities aimed at weakening Brazil’s governing Workers’ Party, to name a few. In Venezuela, they funded groups involved in the 2002 coup, and IRI spokespersons infamously praised the coup after it happened.

The Haiti example is instructive. The parallels are numerous: notably, a key part of the strategy was to exaggerate and fabricate killings and other human rights abuses, which were blamed on the elected government (while truly horrific atrocities committed by the armed wing of the opposition were generally ignored). Researchers – including some from the U.N. — have since debunked the most widely-circulated accounts of rights violations, but of course the democratically-elected president (Jean-Bertrand Aristide) had long since been forced from office by then.

The U.S.-funded destabilization of Haiti in the early 2000s also offers lessons as to the endgame of this strategy. As the New York Times reported and as scholars such as Peter Hallward and Jeb Sprague have documented, the IRI counseled its Haitian partners not to accept any compromises from the Aristide government (which made many concessions, including agreeing to a power-sharing arrangement), but to continue to press further.

But the Maduro government is of course in a much stronger position than Haiti’s government ten years ago. A key factor is that while Aristide was relatively isolated politically, Latin American governments, through UNASUR and MERCOSUR, have condemned the violent protests and the opposition’s calls for Maduro to leave office and have expressed support for the Venezuelan government. In this case, when the Obama administration continues to signal that it sides with the violent protests, it is an outlier in the region.

Analysis from National Endowment for Democracy Used in The Atlantic, with Significant Errors and Omissions

This month, readers of The Atlantic were treated to a lengthy article documenting alarming threats to democracy in certain Latin American countries with progressive and leftist heads of government. The piece, written by Kurt Weyland and titled “Why Latin America is Becoming Less Democratic,” is riddled with significant errors and mischaracterizations. Perhaps even worse, editors at The Atlantic didn’t make clear that the article was first published in a “journal” that is funded by the U.S. government.

The original article was published in the Journal of Democracy, which has long focused on providing analysis to justify U.S. government intervention abroad. The Journal of Democracy is an official publication of the National Endowment for Democracy’s (NED) International Forum for Democratic Studies. Although nominally a “nongovernmental” organization, the NED receives most of its funding from the U.S. Congress. In 1991, Allen Weinstein, who helped found and then became the NED’s acting president, told the Washington Post, “A lot of what we do today was done covertly 25 years ago by the CIA” [1].

Some examples of the NED’s work include using U.S. government resources to fund groups and individuals involved in the short-lived 2002 coup d’état in Venezuela, and two years later funding organizers of the recall effort against then-president Hugo Chávez. One of the NED’s core grantees is the International Republican Institute, which played a major role in overthrowing the democratically-elected government of Haiti in 2004.

These are just a few examples that highlight the NED’s disreputable history in Latin America, which would take far more space than a blog post to tell.  While it clearly would have been worth noting the source of the article, the article itself is full of both factual errors and egregious mischaracterizations. To keep this post brief, I’ll only review a few of the most egregious errors here.

    1. Weyland writes: “Since the third wave reached Latin America in 1978, the region had seen only occasional threats and temporary interruptions of democracy in individual nations.”

This statement is only reasonable if one completely ignores the U.S. government’s role in the region, which constituted a threat to democracy that was neither “temporary” nor limited to “individual nations.” Throughout the 1980s, the U.S. conducted a massive and well-organized campaign, especially in Central America, using Cold War pretexts to install and support leaders who would foster favorable conditions for U.S. business interests.

In Nicaragua, the campaign involved massive illegal military aid to the contra paramilitary forces who used those weapons to kill health care workers, teachers and elected officials in their fight against the  democratically-elected Sandinista government, bringing condemnation from the World Court, as well as Amnesty International, Americas Watch and other human rights groups and international bodies.

At the same time, the U.S.-backed Guatemalan General José Efraín Ríos Montt, massacred and tortured the people of Guatemala — with U.N. estimates indicating over 200,000 were killed or disappeared in acts of genocide. The same Cold War premise of fighting “communists” was used to justify large-scale atrocities in El Salvador and Honduras. Throughout the ‘70s and ‘80s, the U.S. supported brutal dictatorships in Chile, Argentina, Haiti, Brazil, and other countries, and militarily invaded Grenada (1983) and Panama (1989). More recently, of course, the U.S. supported coups in Venezuela, Honduras and Haiti.

It could not be more clear that democracy in Latin America is threatened and actually has been compromised on many occasions by the U.S.’s foreign policy, especially in the post-1978 period that Weyland names. Rewriting history to minimize and erase these events serves the interests of the U.S. government, so it is perhaps no surprise that publications like the Journal of Democracy carry out this work diligently, but when government propaganda makes its way into independent publications like The Atlantic without comment, it is cause for alarm, especially when there are numerous factual errors.

    1. Weyland writes that “Cristina Fernández de Kirchner of Argentina (2007-), whose fervent supporters take inspiration from Chávez, is eyeing constitutional changes and renewed reelection.”

Fact check: President Cristina Fernández has not said anything to this effect.  She has  proposed constitutional amendments focused on reforms to the judiciary, and she has already addressed the Argentine congress specifically, saying that she is not planning to pursue reforms that would allow her to run for a third consecutive term. Weyland would be right in noting that some of her supporters floated the idea of a third term, but Weyland’s claim as written is simply not true.  If this seems like a minor point, consider that Honduran ex-president Manuel Zelaya’s support for a non-binding referendum on a constituent assembly was misreported in the media as a bid to extend his presidency and was used as a justification for his removal both within Honduras and internationally.  Weyland perpetuates this myth, saying that Zelaya “was stopped” before he could “boost[] the presidency’s powers and pave[] the way toward indefinite reelection to that office.”  By presenting the coup that removed Zelaya as an event that forestalled a nondemocratic turn, in particular saying nothing about events following the coup, much of Weyland’s argument supposedly in favor of democracy in Latin America is rendered moot.

    1. “That Venezuela had already fallen under nondemocratic rule was confirmed in October 2012 by Chávez’s unfair reelection, achieved with the help of intimidation tactics, tight restrictions on the opposition, and the massive misuse of the state apparatus.”

The 2012 elections in Venezuela were declared free and fair by election accompanying groups and by monitors such as the Carter Center, which noted that “the whole opposition leadership, including, most importantly, Capriles himself, unequivocally reject those claims [of election fraud favoring Chávez], stating that the results reflected the will of the electorate.”  Journalists and human rights watchers monitoring the electoral process praised the system while giving detailed reports about what they saw.

    1. “With its electoral façade and progressive rhetoric about helping the excluded, the soft authoritarianism that is taking hold in parts of Latin America has an attractive face.”

In sweeping statements such as this one, Weyland casts doubt on both the electoral victories and the policies of progressive and left governments in Latin America. He suggests that the people’s will is not represented in the official outcomes of national elections, and even if left-wing politicians seem popular that is because they trick and/or intimidate citizens and do not deliver on promises to the poor and other disenfranchised sectors of society.

Actually, these are not elections whose legitimacy is seriously questioned by any but those on the extreme right. And the implication that progressive and left governments are limiting their policies to “progressive rhetoric,” is absurd. The overall trend in the countries that have elected progressive and left leaders has been the enactment of policy alternatives to neoliberalism, and their effect has been large reductions in income inequality, a reduction in poverty, and provision of health care, education and important services to many people who previously could not access them. These policies have included reforming and regulating the financial sector in Ecuador, investing oil profits into social missions in Venezuela, and successfully managing a large financial crisis and debt default in Argentina — resulting in only one quarter of negative economic growth followed by nine years of some of the highest growth in the region.

Weyland’s reference to an “electoral façade” betrays the central goal of the NED: what sociologist William Robinson refers to as “promoting polyarchy.”  As opposed to experiments in direct democracy occurring on various levels in countries such as Venezuela and Bolivia, the NED ultimately promotes only representative forms of democracy, or polyarchy. In Robinson’s definition, this is “a system in which a small group actually rules, and mass participation in decision-making is confined to choosing leaders in elections that are carefully managed by competing elites.” In Venezuela, Chávez’s Bolivarian project did away with a polyarchic system, and across much of the continent NED-backed parties and candidates have failed in election after election. When Washington’s candidates don’t win, often the elections are depicted as illegitimate and sometimes the electoral process is attacked – as seen with the most recent Venezuelan election, or with the U.S.’ interference, via the OAS, in Haiti’s last presidential election.

    1. “As soon as [Chávez] was elected president of Venezuela, he set about revamping the country’s institutional framework. First, he called a constituent assembly.”

Weyland’s claims here come after stating that “graver and more sustained danger is coming from the leftist variant” of populism than the rightist version, but is the Venezuelan constituent assembly really evidence of anti-democratic tendencies? No again. Calling for a constituent assembly was exactly what Venezuelans elected Chávez to do. Ending the ossified political arrangement known as “Punto Fijo” – in which political parties routinely alternated in and out of power – and calling a constituent assembly were key campaign promises he made ahead of the 1998 elections. Chávez was fulfilling his campaign promises– a much more infrequent phenomenon in the U.S.

    1. “[Ecuadorean president Rafael] Correa also seized on a 2010 police rebellion—painted by him as a coup attempt—as a pretext for cracking down on independent social and political forces.”

Many observers both in and outside of Ecuador characterize the events of September 30, 2010 as an attempted coup d’état: after assaulting him with tear gas, rebelling police officers later held the president hostage in the hospital where he was being treated. The coup attempt was condemned as such by presidents and representatives of UNASUR, foreign dignitaries such as the president of Spain, and the OAS. Weyland and The Journal of Democracy may be taking the U.S. government’s line, one of the few countries that declined to recognize the events as a coup attempt, even though then-Secretary of State Clinton did issue a statement in expressing “our full support for President Rafael Correa.”

    1. “Bypassing or subjugating intermediate institutions such as firmly organized parties, the leader—often a charismatic figure—establishes face-to-face contact with large number of citizens. In earlier decades, mass rallies were crucial; now-a-days, television allows populists to reach their followers ‘in person.’ Chávez hosted a regular Sunday talk show.”

Calling for respect of “firmly organized parties” in Venezuela in the context of Chávez’s rise in politics obscures that one of the central political problems in Venezuela during the 90s was deep distrust in the main political parties and their “Punto Fijo” arrangement, which Robinson describes as a polyarchic system.

Furthermore, it is worth noting that President Obama has a weekly address on YouTube, and yet he is not derided as an illegitimate president because of his use of social media. Presidents and major politicians all over the world have Twitter and Facebook accounts that they use to communicate with constituents, and many even make appearances on talk shows. Is such “face-to-face contact” somehow nefarious?

    1. “In Bolivia, the Morales government shut the opposition out of decisive stages of the constitution drafting process.”

Weyland is again telling only half the story, which in this case is worse than none. The truth is that opposition legislators boycotted stages of the constitution drafting process because they disagreed with the direction in which things were going. Bolivia had elected its first indigenous president, with massive support from the country’s social movements, and he was facilitating a transformation of society to one in which a racial minority and tiny elite did not wield power over the majority of Bolivians. Evo Morales’s election drew comparisons to the symbolic end of apartheid in South Africa with the election of Nelson Mandela, and the new constitution was compared to the Freedom Charter.

It is not surprising that extreme elements in the opposition boycotted the process of installing a new constitution that cemented the rights of the indigenous majority, and it is misleading to describe these events as a “populist” power-grab.

This has been a brief review of some major claims that Weyland uses in arguing his point, namely that “democracy in the region is facing a sustained, coordinated authoritarian threat” from the progressive and left governments in Latin America. I have detailed not only mischaracterizations and significant omissions, but also argued for more independence in the practice of journalism. One of the responsibilities of a well-functioning press is to clearly indicate when articles are reused from sources funded mostly by the U.S. government.

Russia must close NED, other US fronts for money laundering

Next to exit Russia should be the National Endowment for Democracy

Russia’s decision to shut down the US Agency for International Development (USAID) in Moscow, starting October 1st, was immediately followed by Washington’s “pledge to maneuver around the Kremlin,” according to a New York Times report.

Indeed, State Department Press Secretary Victoria Nuland assured: “We will continue to be vigilant in supporting democracy, human rights, civil society in Russia. We’ll just do it another way.” Other US officials named possible avenues for such maneuvering: The National Endowment for Democracy, the National Democratic Institute, the International Republican Institute and others.

Let’s take a closer look at the National Endowment for Democracy (NED), an umbrella organization that includes the two aforementioned institutes. It came to existence in quite a peculiar a way: US Code Title 22, ‘Foreign Relations and Intercourse,’ section 4411, ‘Findings,’ states, “The Congress finds that there has been established in the District of Columbia a private, nonprofit corporation known as the National Endowment for Democracy which is not an agency or establishment of the United States Government.”

How exactly did this happen, that Congress found this agency suddenly established?

The Reagan administration, after coming to power in 1981, was looking for a civilian cover for conducting subversive operations in the USSR after a vast plot involving the CIA funding of public organizations was uncovered by investigative journalists. As President of NED Carl Gershman stated in 1986, “We should not have to do this kind of work covertly. It would be terrible for democratic groups around the world to be seen as subsidized by the CIA. We saw that in the ‘60s, and that’s why it has been discontinued. We have not had the capability of doing this, and that’s why the endowment was created.” (The New York Times, June 1, 1986.)

One of NED’s architects was Walter Raymond, Jr. According to the Washington Post, “From 1970 to 1982, he worked for the CIA, becoming an authority on overseas media operations.” In 1982, Raymond transferred to the National Security Council as Senior Director of International Communications and Information. In Gershman’s doublespeak, that reads as: “He was the democracy person at the White House, and his job, among other things, was to help the NED family take its first steps.” (Carl Gershman’s tribute to Walt Raymond, April 24, 2003, http://www.ned.org)

This new ‘private’ corporation was concocted in other ‘private’ circles as well. The establishment of NED was recommended by the Democracy Program, a project of the American Political Foundation that consisted of a “broad cross-section of participants in American politics and foreign policy making.” The seed funding for the Democracy Program came from, naturally, USAID.

NED has been funded by the US Congress ever since, initially through the US Information Agency. After 1999, NED got its funds through the Department of State’s Foreign Operations and Related Programs Appropriations Act. In 2011, the NED budget totaled $118 million, and $104 million this year. Just like any other government agency, NED directs its annual reports to the president and Congress. And one of NED’s founding fathers, Allen Weinstein, even confessed to the Washington Post in 1991 that, “A lot of what we do today was done covertly 25 years ago by the CIA.”

Who is running NED? Carl Gershman has held this position for almost thirty years, since 1984. What better shows to show Washington’s continuity, where “people is policy.”

NED is supervised at the State Department by an Assistant Secretary in charge of the Bureau of Democracy, Human Rights and Labor. Barry F. Lowenkron held this position and oversaw NED from 2005 to 2007. According to his official biography, prior to this appointment Mr. Lowenkron served in the intelligence community, including two tours as Director of European Security Affairs on the National Security Council (1988-89, 1991-93 – both critical times in Russia); Special Assistant to the Director of Central Intelligence; Director of the National Intelligence Council’s Analytic Staff; Civilian Special Assistant to the Chairman of the Joint Chiefs of Staff; and other similar positions,

Michael Posner currently supervises NED at the State Department. Previously, Mr. Posner was president of Human Rights First, whose stated mission is to “advance universal rights and freedoms.” Every year, Human Rights First presents their ‘Next Generation of Human Rights Defenders’ award. In 2008, Posner gave this award to a coordinator of Oborona, a leading Russian movement in the effort to foment a color revolution and oust Vladimir Putin.

NED is so clearly part of the US government that legislators had to pass a specific law stating that it was not. ‘Private’ organizations like NED are nothing but funding channels for activities that used to be run by the CIA under the title of ‘subversion.’ The fact that Washington is planning to redirect USAID funding through ‘private’ organizations reflects an outrageous level of disrespect for the decision of the Russian government.

Russia needs to enforce its decision and shut operations of NED and its all four mandated grantees, namely the International Republican Institute (IRI), the National Democratic Institute (NDI), the Center for International Private Enterprise (CIPE) and the American Center for International Labor Solidarity (ACILS). The process of concealing an institution’s income or funding is called money laundering, and is forbidden by international law.

NGOs: The Missionaries of Empire

Non-governmental organizations are an increasingly important part of the 21st century international landscape performing a variety of humanitarian tasks pertaining inter alia to issues of poverty, the environment and civil liberties. However, there is a dark side to NGOs. They have been, and are currently, being used as tools of foreign policy, specifically by the United States. Instead of using purely military force, the US has now moved to using NGOs as tools in its foreign policy implementation, specifically the National Endowment for Democracy, Freedom House, and Amnesty International.

National Endowment for Democracy

According to its website, the National Endowment for Democracy (NED) is “a private, nonprofit foundation dedicated to the growth and strengthening of democratic institutions around the world,” [1] however this sweet sounding description is actually quite far from the truth.

The history of the NED begins immediately after the Reagan administration took power. Due to the massive revelations concerning the CIA in the 1970s, specifically that they were involved in attempted assassinations of heads of state, the destabilization of foreign governments, and were illegally spying on the US citizens, this tarnished the image of the CIA and of the US government as a whole. While there were many committees that were created during this time to investigate the CIA, the Church Committee (led by Frank Church, a Democrat from Idaho) was of critical importance as its findings “demonstrated the need for perpetual surveillance of the intelligence community and resulted in the creation of the permanent Select Committee on Intelligence.” [2] The Select Committee on Intelligence’s purpose was to oversee federal intelligence activities and while oversight and stability came in, it seemed to signal that the CIA’s ‘party’ of assassination plots and coups were over. Yet, this was to continue, but in a new way: under the guise of a harmful NGO whose purpose was to promote democracy around the world – the National Endowment for Democracy.

The NED was meant to be a tool of US foreign policy from its outset. It was the brainchild of Allen Weinstein who, before creating the Endowment, was a professor at Brown and Georgetown Universities, had served on the Washington Post’s editorial staff, and was the Executive Editor of The Washington Quarterly, Georgetown’s Center for Strategic and International Studies, a right-wing neoconservative think tank which would in the future have ties to imperial strategists such as Henry Kissinger and Zbigniew Brzezinski. [3] He stated in a 1991 interview that “A lot of what we do today was done covertly 25 years ago by the CIA.” [4]

The first director of the Endowment, Carl Gershman, outright admitted that the Endowment was a front for the CIA. In 1986 he stated:

We should not have to do this kind of work covertly. It would be terrible for democratic groups around the world to be seen as subsidized by the CIA. We saw that in the ‘60s, and that’s why it has been discontinued. We have not had the capability of doing this, and that’s why the endowment was created. [5] (emphasis added)

It can be further observed that the Endowment is a tool of the US government as ever since its founding in 1983, it “has received an annual appropriation approved by the United States Congress as part of the United States Information Agency budget.” [6]

No sooner than the Endowment was founded did it begin funding groups that would support US interests. From 1983 to 1984, the Endowment was active in France and “supported a ‘trade union-like organization that for professors and students’ to counter ‘left-wing organizations of professors,’” [7] through the funding of seminars, posters, books, and pamphlets that encouraged opposition to leftist thought. In the mid and late 1990s, the NED continued its fight against organized labor by giving in excess of $2.5 million to the American Institute of Free Labor Development which was a CIA front used to undermine progressive labor unions.

Later on, the Endowment became involved in interfering with elections in Venezuela and Haiti in order to undermine left-wing movements there. The NED is and continues to be a source of instability in nations across the globe that don’t kneel before US imperial might. Yet the Endowment funds another pseudo-NGO: Freedom House.

Freedom House

Freedom House was originally founded in 1941 as a pro-democracy and pro-human rights organization. While this may have been true in the past, in the present day, Freedom House is quite involved in pushing US interests in global politics and its leaders have connections to rather unsavory organizations, such as current Executive Director David Kramer being a Senior Fellow to the Project for the New American Century, many of whose members are responsible for the current warmongering status of the US. [8]

During the Bush administration, the President used Freedom House to support the so-called War on Terror. In a March 29, 2006 speech, President Bush stated that Freedom House “declared the year 2005 was one of the most successful years for freedom since the Freedom House began measuring world freedom more than 30 years ago” and that the US should not rest “until the promise of liberty reaches every people and every nation” because “In this new century, the advance of freedom is a vital element of our strategy to protect the American people, and to secure the peace for generations to come.” [9]

Later, it was revealed that Freedom House became more and more supportive of the Bush administration’s policies because of the funding it was getting from the US government. According to its own internal report in 2007, the US government was providing some 66% of funding for the organization. [10] This funding mainly came from the US Agency for International Development (USAID), the US State Department, and the National Endowment for Democracy. Thus, we see not only the political connection of Freedom House to US government, but major financial connections as well.

It should be noted, however, that Freedom House was not alone in supporting the government. Under the Bush administration, the US government forced NGOs to become more compliant to their demands. In 2003, USAID Administrator Andrew Natsios stated in a speech given at a conference of NGOs that in Afghanistan the relationship between NGOs and USAID does affect the survival of the Karzai regime and that Afghans “believe [their life] is improving through mechanisms that have nothing to do with the U.S. government and nothing to do with the central government. That is a very serious problem.” [11] On the situation in Iraq, Natsios stated that when it comes to NGO work in the country “proving results counts, but showing a connection between those results and U.S. policy counts as well.” [12] NGOs were essentially told that they were tools of the US government and were being made part of the imperial apparatus.

Most recently, Freedom House was active in the Arab Spring, where they aided in the training and financing of civil society groups and individuals “including the April 6 Youth Movement in Egypt, the Bahrain Center for Human Rights and grass-roots activists like Entsar Qadhi, a youth leader in Yemen.” [13]

While the Endowment and Freedom House are being used as tools of US foreign policy that does not mean that the US government isn’t looking for new tools, namely Amnesty International.

Amnesty International

The human rights organization Amnesty International is the newest tool in the imperial toolbox of the American Empire. In January 2012, Suzanne Nossel was appointed the new Executive Director of Amnesty International by the group itself. Before coming to Amnesty, Nossel already had deep connections to the US government as she had “served as Deputy Assistant Secretary for International Organizations at the U.S. Department of State.” [14]

Nossel is known for coining the term ‘smart power’ which she defined as knowing that “US interests are furthered by enlisting others on behalf of U.S. goals, through alliances, international institutions, careful diplomacy, and the power of ideals.” [15] While this definition may seem harmless, ‘smart power’ seems to be an enhanced version of Joseph Nye’s ‘soft power,’ which itself is defined as “the ability to obtain the outcomes one wants through attraction rather than using the carrots and sticks of payment or coercion.” [15] A possible example of this ‘smart power’ is the war in Libya, where the US used the UN as a means to get permission to engage in ‘humanitarian intervention.’

Yet, even before Nossel was appointed to Amnesty, the group was unwittingly aiding in the media war against Syria. In a September 1, 2011 Democracy Now interview, Neil Sammonds, the researcher and one of the author’s for Amnesty’s report Deadly Detention: Deaths in Custody Amid Popular Protest in Syria, spoke about the manner in which the research was done for the report. He stated:

I’ve not been into Syria. Amnesty International has not been allowed into the country during these events, although we have requested it. So the research for this report was done mostly from London, but also from some work in neighboring countries and through communications with a large network of contacts and relatives of the families, and, you know, other sources. [16] (emphasis added)

How can one write a report with any amount of authority if their only sources are through second-hand sources that may or may not have a bias or an agenda to push? How can you write a report using sources whose information has no way of being verified? It is reminiscent of the media war against Gaddafi, where it was reported in the mainstream media that he was bombing his own people and had given Viagra to his soldiers as so they could rape women, but absolutely none of this was verified.

While NGOs can have a positive influence on society at large, one must be aware of their backgrounds, who is in charge of them, and from whom they are getting funding because the nature of the NGO is changing, it is being more and more integrated into the imperial apparatus of domination and exploitation. NGOs are fast becoming the missionaries of empire.
