Ukraine is not our ally – Croatian president

RT | December 20, 2022

Croatian President Zoran Milanovic said on Tuesday that Ukraine “is not an ally” of his country and warned against bringing “war” to the Balkans.

“Ukraine is not an ally. It’s being forcibly made into one. It was cynically granted the status of an EU candidate. That’s what the EU is today: squalor, zero.”

Talking to reporters, he also hit out against Prime Minister Andrej Plenkovic for his proposal to have Ukrainian troops trained in Croatia. Milanovic said such a move would “bring war” to the country.

“You keep pushing moral blackmail,” he addressed Plenkovic, “but you have no morals yourself. Go to Ukraine and fight.”

Speaking of the Croatian military’s preparedness to fight, Milanovic noted it had a shortage of anti-tank rockets, for example. “We have Americans, who will defend us the way they defend the Ukrainians. Great!” he said sarcastically.

The president’s comments come after Croatian lawmakers failed to adopt a motion for the country to join an EU program intended to train some 15,000 Ukrainian military personnel to fight against Russia. Last week, only 97 Croatian MPs out of 151 voted for the proposal, just short of the two-thirds of lawmakers it needed to pass.

Ahead of the vote, Milanovic, who is the commander-in-chief of the Croatian armed forces, warned that joining the program could make Zagreb a target for Russia. Plenkovic, whose cabinet backed the mission, in turn accused the president of harboring “pro-Russian views.”

‘About $45 billion’ in new Ukraine aid tucked into omnibus bill

By Kelley Beaucar Vlahos | Responsible Statecraft | December 20, 2022

According to reports overnight, House and Senate lawmakers have agreed to an omnibus package —a massive spending bill to keep the government going after Friday and into next year — that includes “about $45 billion” in new Ukraine aid. That’s eight billion more than what President Biden was reportedly asking for to finish out the year.

If it passes, that will mean U.S. assistance to Ukraine in its war against Russia will top out at more than $100 billion for the year. This includes humanitarian/economic aid as well as the steady flow of weapons into that country since Putin declared his “special operation” and invaded Ukraine in February.

To put this into context, Russia’s projected defense budget for 2023 is $84 billion.

There are no new details at this time but this will be the fourth package for Ukraine. The first was after the invasion in March for $13.6 billion, the second was $40 billion in May and the third was $12.3 billion, which was attached to the continuing resolution in September to keep the current budget going. Altogether, the three packages total some $65 billion.

Of that, according to CSIS defense analyst Mark Cancian, nearly $30 billion has been military aid, including direct short and long term support to Ukraine, U.S. military operations in the region, and “general support” that is “tangentially related to Ukraine.”

As of this writing, we do not know the breakdown of the new $45 billion package, how much is military, or where it would go, but if you want to see where the money has been going since February, my colleague Connor Echols has been keeping with each new disbursement of the military aid, here.

Putin and Modi deepen “privileged strategic partnership” despite Western pressure

By Ahmed Adel | December 19, 2022

Russian President Vladimir Putin and Indian Prime Minister Narendra Modi recently discussed cooperation in investment, energy, agriculture, and transport and logistics. Yet, despite this positive step in relations building, the CIA is attempting to disrupt Russian-Indian relations by implanting fake news, something it has done for the entirety of 2022.

According to a Kremlin statement, Putin and Modi expressed in a phone conversation on December 16 their “satisfaction with the high level of bilateral cooperation that has been developing on the basis of the Russian-Indian privileged strategic partnership.” They also noted the importance of maintaining close coordination on international platforms, including the G20 and the Shanghai Cooperation Organisation.

At Modi’s own request, Putin briefed him on Russia’s policy regarding Ukraine. The Indian leader reiterated his call for dialogue and diplomacy as the only way forward regarding the Ukraine crisis, according to a statement on his official website.

Western media and officials are attempting to link Modi’s call for diplomacy as a potential rift in relations with Putin, but official statements from the Russian and Indian sides make it clear that bilateral relations dominated the conversation and not the war in Ukraine. Despite the facts, it did not stop CIA Chief William Burns from claiming only days later that Modi and Chinese President Xi Jinping had impacted the Russian decision on whether to use nuclear weapons or not.

“I think it has also been very useful that Xi Jinping and Prime Minister Modi in India have also raised their concerns about the use of nuclear weapons as well. I think that’s also having an impact on the Russians,” William Burns said during an interview with PBS, adding that he does not see any clear evidence today of Russia’s plans to use tactical nuclear weapons and that it was only intimidation through sabre-rattling.

This comes as Putin acknowledged that the war in Ukraine could continue for a while and said that Moscow will not “brandish” nuclear weapons “like a razor.”

Speaking at a meeting of Russia’s Human Rights Council at the Kremlin, the Russian president said: “With regard to the protracted nature of the special military operation and its results, of course, it’s going to take a while, perhaps.”

He also alleged that the US placed a large number of its nuclear weapons on European soil, while Russia had no such plan to transfer nuclear weapons outside of its territory. Putin also stressed that Russia “will protect its allies with all the means at its disposal, if necessary.”

The Russian president added that his country possesses more modern and advanced weapons compared to other nuclear nations, but emphasised that Russia will only strike with nuclear weapons in response, “That is, when we are struck, we strike in response. But we are not going to brandish these weapons like a razor, running around the world.”

Although it has long been established that Russia never planned to use nuclear weapons on the Ukrainian battlefield, except in cases of retaliation and existential threats, the Western disinformation apparatus, including the CIA, are naively believing that conjuring fake news and attributing them to India can change the facts and reality on the ground – Moscow and New Delhi are seeing a revitalisation in their already strong relations.

None-the-less, there is a medium- and long-term view for the Russian-Indian relationship that obviously goes far beyond the current conflict in Ukraine. For this reason, New Delhi’s long-standing ties with Moscow will not be derailed by Western sanctions and pressure.

Russia has been forced to reorientate its economy towards the Asian region because of Western sanctions, and this presents huge opportunities for India. It was never expected in 2021 that Russia would overtake Iraq and Saudi Arabia to become the largest supplier of oil to India, but as said, Western sanctions have created opportunities for India as Russian crude is now at advantageous prices and terms.

Reuters reported that India purchased about 40% of all export volumes of Russian Urals grade oil transported by sea in November – European countries accounted for 25%, Turkey 15% and China 5%. In November, Russia supplied 909,000.4 barrels of crude oil to India per day, Iraq supplied 861,000.4 barrels and Saudi Arabia supplied 570,000.9 barrels.

Russia has also emerged as India’s seventh largest trading partner, rising from a paltry 25th place. This means that the imbalance in bilateral trade is widening. However, to alleviate this, Indian Foreign Minister Jaishankar recently visited Moscow to discuss a list of 500 items that Russia would be keen to source from India. Given the supply chain challenges Russian industry has faced since the imposition of sanctions, Jaishankar reportedly stressed India’s readiness to supply spare parts for airplanes, cars and trains.

In this way, Russia and India work collectively to develop their economies and provide the best opportunities and deals for their citizens. This was once again demonstrated by Modi’s recent conversation with Putin. However, it also shows the desperation the West has in dismantling this relationship, with the CIA chief being the latest protagonist to disseminate fake news, this time by claiming that Modi discouraged Putin from plans to use nuclear weapons in Ukraine, plans that the Russian president never had to begin with.

Hospital Catches Fire After Ukrainian Troops Shell Donetsk – Mayor

Samizdat – 18.12.2022

DONETSK – A hospital in the capital of the Donetsk People’s Republic caught fire on Sunday after Ukrainian troops shelled Donetsk, injuring people and prompting evacuation, the city’s mayor said.

“Witnesses are reporting a fire at Kalinin Hospital’s Building No 6. Numerous people are reported to be injured,” Alexei Kulemzin said on social media.
He added that a blaze was also reported at the complex’s Building No 2. Patients were being evacuated.

A member of the republican emergencies service told Sputnik that a total of three hospital buildings had been damaged in the shelling.

Later in the day, Kulemzin said that no open fire was found at the site of the shelling. Patients were being evacuated to hospital rooms in the remaining buildings, not outside the complex.

Denis Pushilin, the acting head of the Donetsk People’s Republic (DPR), confirmed the information on the shelling and said that the attack left one person critically wounded and several with moderate injuries. No medical personnel were injured, the official said.

Pushilin said late on Sunday that the badly-wounded patient died of his injuries.

Ukrainian armed forces have been firing at Donetsk from the village of Orlivka, to the northwest. Several rounds hit the hospital as well as a medical university, a market, a hostel and transport infrastructure, and shattered windows in residential blocs.

Damage to Ukrainian civilian infrastructure self-inflicted – Russia

RT | December 17, 2022

Mistakes made by the Ukrainian forces in their attempt to repel a Russian missile strike on Friday led to damage to civilian infrastructure, the Russian Defense Ministry said in a statement on Saturday. Earlier, Kiev had blamed the Russian forces for hitting residential apartments in the strike and killing four people, including a toddler.

“Unprofessional actions of the Ukrainian air defense units resulted in damage to civilian infrastructure on the ground,” the ministry said, without providing any further details.

Earlier, the governor of the Ukrainian Dnepropetrovsk Region, Valentin Reznichenko, said that four civilians had died in Krivoy Rog in Friday’s strike, including a one-year-old boy. A total of 13 people were injured, including four children, he added. According to Reznichenko, it was a Russian missile that supposedly had hit a residential building, leading to four deaths.

The Russian Defense Ministry said the “high-precision weapon strike” was targeting the Ukrainian military command and administration system as well as the military industrial complex and relevant power-supply networks. The strike had in particular “disrupted foreign weapons and munition transportation” and had “blocked the advancement of the Ukrainian reserves,” the ministry said. The operation of some military industrial facilities was stopped as well, it added.

“The strike’s goal was reached. All the designated targets were hit,” the Russian ministry said. The Ukrainian General Staff said on Saturday that Russia had launched a total of 98 missiles at Ukraine during the massive strike on Friday. It did not elaborate on how many of them were shot down.

On Friday, Ukraine’s state-owned energy giant Ukrenergo declared a state of emergency following the reports of the Russian strikes hitting critical infrastructure. The operator called the situation a “system breakdown,” adding that it had registered a fall in nationwide electricity consumption by more than 50%.

In recent weeks, Russia has ramped up its airstrikes against Ukraine’s critical infrastructure, through missile and drone barrages across the country. This followed Kiev’s launch of several sabotage operations against civilian infrastructure in Russia, including the Crimean Bridge truck-bomb attack.

The Russian Defense Ministry had previously said the Russian forces only target military sites in Ukraine. In October, the Russian military started targeting energy facilities that the Defense Ministry believes to be crucial for Ukraine’s military capability. As a result, the Ukrainian energy system has been significantly degraded.

Modi ignores West’s sanctions on Russia

BY M. K. BHADRAKUMAR | INDIAN PUNCHLINE | DECEMBER 17, 2022

Prime Minister Narendra Modi’s call with Russian President Vladimir Putin on Friday marks a new stage in the bilateral relationship between the two time-tested friends, both contextually and from a long-term perspective.

The media may find it alluring to link Modi’s call to Ukraine developments despite the Indian and Russian readouts (here and here) making it clear that Russian-Indian bilateral relations dominated the conversation.

Nonetheless, it is very significant that Modi was not deterred by the fact that although this is not an era for wars, the Ukraine conflict in all probability will only escalate, and there is a greater likelihood than ever before that Russia may be compelled to seek a total military victory, as the US is leaving it with no option by doggedly blocking all avenues for a realistic settlement and is furtively climbing the escalation ladder.

Without doubt, the Biden Administration’s reported decision to deploy Patriot missile in Ukraine is a major escalation. Moscow has warned of “consequences.” Again, Moscow has confirmed that the US planned, masterminded and equipped Ukraine with the military capability to attack deep inside Russian territory — hundreds of kilometres, in fact — including against the base at Engels where Russia’s nuclear-capable strategic bombers are stationed. The two superpowers never before targeted each other’s nuclear assets.

So, there is no question that Modi’s initiative at this point in time to discuss “the high level of bilateral cooperation that has been developing on the basis of the Russian-Indian privileged strategic partnership,” including in key areas of energy, trade and investments, defence & security cooperation, conveys a huge message in itself.

It quietly underscores a medium and long term perspective on the Russian-Indian relationship that goes far beyond the vicissitudes of the Ukraine conflict. Put differently, India will not allow its long-standing ties with Russia to be held hostage to Western sanctions.

For India, the reorientation of Russian economic diplomacy toward the Asian region presents huge business opportunities. Who would have thought nine months ago that Russia was going to be the largest supplier of oil to India, leapfrogging Iraq, Saudi Arabia and the US? According to Reuters, India purchased about 40% of all export volumes of Russian Urals grade oil transported by sea in November, when European countries accounted for 25%, Turkey 15% and China 5%.

The figures speak for themselves: in November, while Russia supplied 909,000.4 barrels of crude oil to India per day, the corresponding figures were for Iraq (861,000.4), Saudi Arabia (570,000.9), and the US (405,000.5) Suffice it to say that when Modi upfront listed energy as his talking point with Putin, it reconfirms that India is giving a wide berth to the G7’s hare-brained scheme to impose a price cap on Russian oil exports.

But all good things have a flip side. As the volume of India-Russia trade shoots up — with Russia emerging as India’s seventh largest trading partner, rising from 25th place — the imbalance in the bilateral trade is also widening, as Moscow prioritises India (and China) as preferred trading partners.

EAM Jaishankar’s recent Moscow visit focused on a list of 500 items that Russia would be keen to source from India. Importantly, this is also about a supply chain for the Russian industry / economy. Jaishankar reportedly gave an interim reply of India’s readiness to start supplying spare parts necessary for airplanes, cars and trains.

Some Russian experts have talked about India as a potentially significant “trans-shipment” state for Russia’s “parallel imports” — that is, Russia can buy not only Indian goods from India but also products from third countries.

Meanwhile, turning away from the European market, Russia also seeks business opportunities for its export basket that includes mineral products, precious metals and products made from them, aluminium and other non-ferrous metals, electric machines, vehicles, pharmaceutical, chemical, rubber products, etc.

Clearly, there are systemic issues to be addressed such as transportation logistics; payment mechanism, collateral sanctions. However, for the near term, all eyes are on the Russian oil exports to India in the time of the G7 price cap.

The Russian government daily Rossyiskaya Gazeta reported on Tuesday, “It is expected that Russia, in response to the price ceiling, will adopt an official ban on selling oil under contracts where the “ceiling” will be mentioned or the marginal price for our oil will be indicated.” That is, Moscow will insist on an embargo on supplies basically restricted to the G7 and Australia.

China and India are not affected, as they haven’t joined the price cap. The following excerpts from the Moscow daily outlines the state of play:

“There are no real mechanisms that could enforce these [G7] restrictions… already, about a third of Russian oil exports leave Russian ports without indicating the final destination. That is, a so-called “grey trade zone” is growing before our eyes, which allows traders to purchase Russian raw materials without the risk of falling under secondary sanctions… discount [ie., fair prices] allows the Asia-Pacific countries, primarily China and India, to increase purchases of Russian raw materials.”

The fascinating part is that not only is the so-called “grey zone” expanding steadily but alongside, other suppliers have begun to adjust to the prices of Russian oil in the Asia-Pacific region — that is, to the real equilibrium prices or discounted prices. Curiously, even Western countries are in a position to receive relatively inexpensive Russian oil through third parties.

The bottom line is that the Biden administration’s goal was not to limit the volume of Russian oil exports but focused on the revenues of the Russian budget from oil production and the world oil market. Rissyiskaya Gazeta concludes: “In fact, so far what is happening does not contradict either our aspirations or the desires of the United States.” [See my article Race for Russian oil begins, The Tribune, Nov. 28, 2022]

This new-found pragmatism in the US calculus about the limits to sanctions took a curious turn on Thursday when the US blacklisted the Russian billionaire-oligarch Vladimir Potanin but exempted two of his biggest assets from the purview of sanctions — MMC Norilsk Nickel and Tinkoff Bank — on the specious ground that his holdings are less than 50% in these two companies [but are only 35%!]

Why so? Because, MMC’s share in the world market of high-grade nickel is 17%, palladium 38%, platinum 10%, rhodium 7%, copper and cobalt 2% each; and, sanctioning the Russian company could sharply aggravate the world market for non-ferrous metals and can hurt US manufacturers.

Clearly, the law of diminishing returns is at work in the continued weaponisation of sanctions against Russia. Indian business and industry should pay close attention to Modi’s far-sighted initiative on Friday.

Ukraine declares energy emergency

RT | December 16, 2022

Ukraine’s state-owned energy giant Ukrenergo declared a state of emergency on Friday, amid reports of a new wave of Russian missile strikes against the country’s critical infrastructure. The operator said it had registered electricity consumption plummeting by more than 50% across the country, with the situation constituting a “system breakdown.”

On Friday morning, an air raid alert was announced for all parts of Ukraine, as local media and authorities reported explosions in various cities and regions, including in the capital, Kiev.

The Mayor of eastern Ukrainian city Kharkov, Igor Terekhov, said that “colossal” infrastructural damage had been inflicted by the strikes. The attack has “primarily affected the energy system,” the official claimed in a Telegram post.

A similar account of the attack has been provided by the Mayor of the southern Ukrainian city of Krivoy Rog, Alexander Vikul, who confirmed “several” missile strikes in that region. An “energy infrastructure” site has been “destroyed” by the attack, Vikul said in a Telegram post, without revealing the exact nature of the affected site.

Ukraine’s largest private energy operator, DTEK, has also reported an attack on one of its sites, which ended up “seriously damaged” and disconnected from the grid. The site has been repeatedly subjected to missile attacks before, the company noted.

Somewhat contradicting the reports by the energy operators and local authorities, however, Ukraine’s military claimed it has been extremely successful in fending off the strikes. According to official figures, Ukraine has intercepted some 60 missiles out of 76 said to have been launched by Russia.

So far, the Russian military has remained silent on the salvo and has not provided its account of the attack.

In recent weeks, Russia has ramped up its air strikes against Ukraine’s critical infrastructure, repeatedly firing massive missile and suicide drone barrages across the country. This followed Kiev’s launch of several sabotage operations against civilian infrastructure in Russia, including the Crimean Bridge bombing. The attack on the bridge has been widely cheered by common Ukrainians and top officials alike, with the incident squarely blamed by Moscow on Kiev’s military intelligence and its Western backers.

Russian Military Expert: Kiev Has No Military Aviation to Use Washington’s ‘Smart Bombs’

Samizdat – 16.12.2022

MOSCOW – Washington’s possible delivery of advanced electronic equipment to Kiev to convert missiles into “smart bombs” makes no sense as the Ukrainian forces no longer have military aviation capable of using such munitions, Russian military expert Alexei Leonkov has told Sputnik.

Citing senior US officials familiar with the matter, the Washington Post reported on Wednesday that the White House was planning to supply Ukraine with advanced electronic equipment to convert unguided aerial munitions into high-precision “smart bombs” to target Russia’s military positions.

According to the report, the delivery would include global positioning devices for precision that could be deployed onto a variety of arms and create what the Pentagon calls a Joint Direct Attack Munition (JDAM).

“Why does Ukraine need it? In fact, it does not,” Leonkov said. “The only weaponry they used during the special military operation was missiles. Recently they have been using the AGM-88 HARM missile, an air-to-radar missile, and trying to destroy the radars of our air defense systems.”

“They do not succeed and often lose aircraft that carry these missiles. The Ukrainian aviation has never conducted bombing strikes.”

He added that it would be reasonable to speculate about possible air raids by the Ukrainian military using “smart bombs” if Kiev “suddenly had, let’s say, 300 aircraft.”

Volodymyr Zelensky and ethnopolitics

By Thierry Meyssan | Voltaire Network | December 13, 2022

The Ukrainian president Volodymyr Zelensky has been named by Time Magazine as the “Person of the Year 2022”; an obvious choice, according to the magazine’s editors. Indeed, he embodies an infectious courage that has enabled his people to resist the Russian invasion.

However, in his country, power has gradually passed from his hands to those of his deputy chairman of the National Security and Defense Council, Oleksiy Danilov, since July 25. Zelensky is concentrating on his role as spokesman for the regime, leaving Danilov to prepare the decrees he signs. Together, the two men established a regime of terror.

On July 17 and 25, three members of the Council were dismissed for numerous acts of treason reported by the officials under their command:

  • the diplomat Ruslan Demchenko,
  • the childhood friend of Zelensky and the head of the security service, the SBU, Ivan Bakanov,
  • and Zelensky’s former legal adviser and general prosecutor of Ukraine, Irina Venediktova.

Speaking about those crucial days, Rinat Akhmetov, the richest man in Ukraine before the war, said that Zelensky had seized power, all power, under the guise of reform.

On August 26, Oleksiy Danilov revealed on the NTA channel that the Security and Defense Council had adopted a plan for the defense of the country in November 2021, that is, four months before the Russian military intervention. This document had been prepared since Zelensky rejected the plan for a Minsk-3 proposed by Paris on December 8-9, 2019. “It is a huge fundamental document that sets out the activities of all bodies without exception: who and how to act in a situation of martial law,” he said, September 7 in Left Bank.

ASSASSINATING POLITICAL OPPONENTS

Political assassinations are usually carried out by “mainstream nationalists” and not by government bodies. At any time, they can kidnap and disappear, or even execute political opponents directly in the street in full view of the public. The victims are primarily journalists and elected officials. This is not a new operation since these murders have punctuated the civil war since 2014.

One thinks of the deputy Oleg Kalashnikov, murdered with eleven bullets in the head on the doorstep of his house, in 2015. The police have never established, neither who carried out the assassination, nor who ordered it.

However, in some cases, they are the work of the SBU (security service). For example, the execution of the official negotiator, Denis Kireev, on his return from Kiev, where he had participated in contacts with Russia without success. He was killed in the street on March 6, 2022, because during the negotiations he had dared to mention the historical ties between Kiev and Moscow.

The political leaders do not publicly assume these acts, but encourage them. They say that the country must be “purified”. It is not a question of killing agents of the Russian Federation, but any bearer of Russian culture or anyone who recognizes the value of this culture.

The mayor of Kiev, boxing champion Vitali Klitschko, has commissioned the neo-Nazi group C-14 to hunt down and kill “saboteurs” among Ukrainians of Slavic origin.

Criminal proceedings have been initiated against former high-ranking state officials such as MP Yevhen Murayev, former Minister of Internal Affairs Arsen Avakov, former Prime Minister Arseni Yatsenyuk, former Secretary of the National Security and Defence Council Oleksandr Turchynov and former President Petro Poroshenko.

The SBU is henceforth arresting many civilians it accuses of collaborating with the Russians.

BANNING THE RUSSIAN LANGUAGE

While, according to the Minsk II Agreements (Art. 11, explanatory note [1]) of February 12, 2015, the Donbass regions were to be able to determine their own official language, Oleksiy Danilov declared on September 1, 2022: “It is they [the inhabitants of Donbass] who must find a common language with us, not we with them. We have borders, and if someone is not satisfied with the laws and rules that apply on the territory of our country, we do not hold anyone back.

On October 21, he was more specific: “The Russian language should disappear completely from our territory as an element of hostile propaganda and brainwashing for our population.

CONTROLLING THE MEDIA

Oleksiy Danilov, said on July 20, in the midst of the Security and Defense Council crisis, that many people who used to appear on television before the “Russian aggression”, no longer appear. “We do not know where they have gone. The SBU will make strong statements about them”. He accused them of reporting the Russian point of view: “Implanting these Russian stories here is a very, very dangerous thing. Apparently we should understand what they are. Look: we don’t need them. Let them leave us, let them go to their swamps and croak in their Russian language.

The Security and Defense Council had already placed all print and broadcast media under its surveillance. In addition, it had banned a hundred Telegram channels that it had labeled “pro-Russian.”

DESTROYING 100 MILLION RUSSIAN BOOKS

The Ukrainian Book Institute, which oversees all public libraries, was tasked on May 19, that is, before the Security and Defense Council crisis, with destroying 100 million books [2].

The aim was to destroy all books by Russian authors or printed in Russian or printed in Russia. In practice, a commission was appointed within the Verkhovna Rada to ensure the implementation of this intellectual purge. It turned out that the vast majority of books in the libraries were practical books on cooking, sewing, etc. They waited for a while before being removed. They waited for a while before they were plundered, with priority given to evil authors like Alexander Pushkin and Leo Tolstoy.

BANNING POLITICAL PARTIES

The 12 opposition political parties were banned, one by one. The latest one was sanctioned on October 22 [3]. Their elected representatives were dismissed.

Only the Transcarpathian oblast (close to Hungary) refuses to dismiss local representatives of banned political parties.

CONFISCATING THE PROPERTY OF OPPONENTS AND RUSSIANS

Since the end of February, the Ukrainian Agency for Asset Research and Management (ARMA), the European Union’s anti-corruption body, has seized assets worth more than 1.5 billion hryvnias, or $41 million dollars.

One by one, the oligarchs who own media outlets were forced to hand over their assets. This is a general plan to free the country from their influence. However, they still have the right to own other types of companies.

According to the Ukrainian law of 2021, oligarchs are the 86 citizens who have at least $80 million, participate in political life and have great influence on the media. According to Oleksiy Danilov, there should be no more oligarchs at the end of the war.

The Security and Defense Council decided on November 7 to nationalize factories belonging to oligarchs, including Igor Kolomoisky, the financier of Volodymyr Zelensky. They have been placed under the administration of the Ministry of Defence and should be “returned to the Ukrainian people” at the end of martial law.

This decision applies, among others, to the Ukrainian aircraft engine manufacturer Motor Sich, which was in dispute with Chinese investors before an arbitration court in The Hague (Beijing Skyrizon case). China, which claims 4.5 billion dollars, called the nationalization “theft”. According to Beijing: “Since 2020, the Ukrainian government has continuously created problems, blamed, repressed and persecuted Chinese investors without reason, and even imposed special economic sanctions without reason, with the intention of nationalizing Motor Sich PJSC by illegal means and shamelessly looting Chinese assets abroad.”

The Security and Defense Council on October 20 seized the assets of 4,000 Russian companies and individuals in the country.

This decision also applies to Ukrainian personalities who had settled in Russia before the war, such as singers Taisiya Povaliy, Ani Lorak, Anna Sedokova and television presenter Regina Todorenko.

BANNING THE ORTHODOX CHURCH

The National Security and Defense Council of Ukraine decided on December 1, 2022 to “prohibit religious organizations affiliated with centers of influence of the Russian Federation from operating in Ukraine,” President Zelensky announced when signing Decree 820/2022 [4].

The “State Service for Ethnopolitics and Freedom of Conscience” was tasked with seizing the
Orthodox Church buildings under the jurisdiction of the Moscow Patriarchate.

Two weeks ago, the Ukrainian security service (SBU) violently searched a monastery, accusing popes of daring to describe Russia as the “Motherland.

President Zelensky believes that he respects Western human rights standards. Indeed, the European Court of Human Rights will no longer be able to register complaints from Russia since Moscow has left the Council of Europe.

CUTTING OFF ALL RELATIONS WITH RUSSIA

On October 4, President Zelensky signed a decree prohibiting any further negotiations with Russia.
On December 1, Oleksiy Danilov called for “the destruction of Russia. He clarified his statement as follows: “They just need to be destroyed so that they cease to exist as a country, within the borders in which they now exist… They are just barbarians. And when you say that you have to sit at the same table with these barbarians and talk with them, I consider that unworthy of our people. »

UK admits it sent troops to Ukraine

RT | December 13, 2022

British Royal Marines conducted high-risk operations in Ukraine in April, Lieutenant General Robert Magowan wrote in the force’s official journal. Before Magowan’s admission, Russia’s claims that NATO troops were active in Ukraine had been dismissed by Western analysts and media.

Members of 45 Commando Group of the Royal Marines left Ukraine in January after evacuating the British embassy in Kiev to Poland. However, some 300 members of the elite unit were sent back into the country in April to reestablish the British mission in Kiev, before going on to conduct “other discreet operations,” Magowan wrote in the force’s magazine, according to a report by The Times on Tuesday.

These operations took place “in a hugely sensitive environment and with a high level of political and military risk,” Magowan, who formerly served as commandant general of the Royal Marines and is now deputy chief of Defense Staff at the Ministry of Defense, stated.

While Magowan did not elaborate on what kind of missions the commandos carried out, his statement marks the first time that the UK has admitted its troops conducted special operations in Ukraine. The Ministry of Defense refused to confirm earlier accounts of British special forces training Ukrainian troops in Kiev in April.

Russian President Vladimir Putin has described the conflict in Ukraine as one between Russia and the “entire Western military machine,” and claimed in September that there are entire military units in Ukraine “under the de-facto command of Western advisers.”

Putin’s words were rejected by Western media outlets. “There is no evidence of NATO ground forces participating in Ukraine,” Edward Arnold of the Royal United Services Institute think tank told the BBC at the time. “Nor of NATO commanders directing Ukrainian units on the battlefield. There is also a very low likelihood of this happening in the future as Nato seeks to mitigate escalation risks.”

Magowan’s admission proves Arnold incorrect, but the UK is not the only NATO country to acknowledge the presence of its forces in Ukraine. An unnamed Pentagon official told reporters in October that an unspecified number of US troops were inspecting American arms shipments somewhere within Ukraine.

Kremlin Spokesman Says Russia Never Deployed Heavy Weapons at Zaporozhye NPP

Samizdat – 13.12.2022

MOSCOW – Russian heavy weapons have never been and are not now deployed at the Zaporozhye nuclear power plant (ZNPP), Kremlin spokesman Dmitry Peskov said on Tuesday.

Earlier in the day, French President Emmanuel Macron said that the International Atomic Energy Agency (IAEA) had achieved a “withdrawal of heavy and light weapons” from the ZNPP.

“I would like to remind you remarks by President [of Russia Vladimir] Putin that there have not been any and are no heavy weapons at the power plant itself, and representatives of the IAEA, who are present there day and night, can definitely confirm this,” Peskov told journalists.

Russia highly appreciates and continues talks with the IAEA on the security of the station, he added.

Director General of the IAEA Rafael Grossi said earlier in the day that work on ensuring safety and security of the ZNNP was in progress.

Located on the left bank of the Dnepr River, the ZNPP is the largest nuclear power plant in Europe by number of units and output. During the military operation in Ukraine launched by Russia on February 24, the station and surrounding area went under the control of the Russian forces and have since been shelled multiples times. Russia and Ukraine blame each other for the attacks.

Russian Foreign Ministry spokeswoman Maria Zakharova told Sputnik in early December that it was untimely to say that Russia and Ukraine were close to agreeing on the creation of a safety zone around the ZNPP, as it was unclear whether Kiev was ready to stop the shelling of the plant.

US anti-Russian war plans limit aid to Kiev

By Lucas Leiroz | December 13, 2022

There is no doubt among military experts that NATO is currently at war with Russia – just using Kiev as a proxy. However, the possibility of something even worse – a direct full-scale war – limits American participation in the current conflict. Internally, Washington’s political scenario is divided between parliamentarian warmongers, interested in taking assistance to Kiev to the ultimate consequences, and experienced, cautious military, interested in keeping the country’s internal stocks ready for any need.

According to a recent Foreign Policy article, US lawmakers are pressuring Pentagon’s officials to send more weapons to Ukraine. The objective would be to allocate the largest possible amount of combat equipment in Kiev, allowing the local forces to continue to face the Russians and possibly “win the war” – since, according to the narrative of the American media, Russia would be frightened and weakened, which obviously does not correspond to the reality of the battlefield.

Pentagon agents, however, act more rationally, avoiding strategic mistakes that could bring problems for national security. Unlike congressmen, whose reasons for supporting Kiev are based on ideological alignment or economic interest, the American military thinking is based on calculations and solid data, so it seems irrational to send Kiev military aid at a level that threatens the US’s defense capability.

The dialogue between the Pentagon and the US Congress for the production, purchase or allocation of weapons and ammunition works through the Department of Defense’s periodic reports on its war plans. These reports are called operational plans (or OPLANs). In theory, the Pentagon has an OPLAN for every situation considered a risk to American security, which includes relations with enemy countries such as Russia, China, and North Korea. After considering the evaluation of its experts, the Pentagon prepares a list of equipment considered necessary to face such countries, submitting the reports to the Congress for approval. If approved, the Pentagon purchases such weapons from private companies affiliated with the “military industrial complex” and eventually allocates them to overseas bases.

In principle, military assistance to Kiev was supposed to be restricted to an exclusive OPLAN for the Ukrainian conflict, but congressmen want to change that. For politicians, who do not think strategically, this is a “mistake” and more weapons to Kiev are needed. Congressmen consider it appropriate to invest all available resources in Ukraine, as Kiev is the state that is currently actually fighting Russia. For them, betting on sending weapons on a large scale is the right attitude, even if the stock reserved for other OPLANs is running out – which is already happening.

As a response to the stock supply crisis, parliamentarians suggest thinking about measures to speed up production and replenishing. According to them, the problem is not the transfer of weapons to Ukraine, but the fact that there is difficulty in filling stocks quickly, as they are dwindling with assistance to Kiev.

However, this narrative does not seem consistent with reality. As previously reported, the American military industry is entering a vicious cycle, where there is no modernization of its arsenal, only a race by military companies to replace weapons which are wasted by the systematic transfer to Ukraine. In this sense, expanding aid and violating the stocks of other OPLANs would only worsen this critical scenario.

In its decisions, the government oscillates between supporting realism and warmongering. For example, a new aid package was recently announced, valued at 275 million dollars – one of the smallest since February. Warmongers criticize this attitude and say that it is time to increase assistance as much as possible, taking advantage of the opportunities of the supposed “Ukrainian counteroffensive” and “imminent victory”. Apparently, many politicians in the US believe the lies created by the American media itself and actually plan strategies based on these fallacies.

Experts, however, know that this rhetoric is unsubstantiated. Ukraine is suffering significant losses day after day. The great victory of Russian forces in Bakhmut makes this absolutely clear. There is no chance of victory for Kiev and, given the defeat in this proxy conflict, the most rational thing to do would be to reduce support and encourage peace negotiations, while replenishing internal stocks for an eventual situation of direct war.

In fact, the case illustrates the US internal scenario well: the dispute between those who want to prepare for a future war with Russia and those who want to do it now, through Ukraine. To solve this problem, the most appropriate thing would be to avoid any possibility of war, taking the simple attitude of interrupting support for Kiev and talking to Russia about a policy of non-expansion of NATO in Eurasia.
