Iran Ready to Hold Talks With US if Sanctions Lifted – Rouhani

Sputnik -July 15, 2019

Iran is ready to hold negotiations with the United States if Washington lifts sanctions and gives up “bullying,” Iranian President Hassan Rouhani said on Sunday.

Earlier in the day, Berlin, Paris and London called for a dialogue between all parties of the Joint Comprehensive Plan of Action (JCPOA), saying the deal risks falling apart due to the US sanctions against Iran and Tehran’s decision to partially discontinue its obligations and.

“We are always ready for negotiation. I tell you this hour and this moment to abandon bullying and lift the sanctions and return to logic and wisdom. We are ready,” Rouhani said, as quoted by the Mehr news agency.

Rouhani added that Iran shifted its approach from “strategic patience” to “reciprocal action” and would respond in kind to any of Washington’s steps related to the nuclear deal.

On May 8, 2018, US President Donald Trump unilaterally withdrew his country from the JCPOA and imposed several consecutive rounds of economic sanctions on Iran. A year later, Tehran announced its own decision to partially suspend obligations under the deal and giving the other signatories – France, Germany, the United Kingdom, Russia, China and the European Union – 60 days to save the accord by facilitating oil exports and trade with Iran.

On July 7, as the deadline expired, Iranian Deputy Foreign Minister Seyed Abbas Araghchi announced that his country was ready to begin enriching uranium beyond the 3.67 percent level set in the JCPOA, adding that Tehran would go on gradually abandoning its nuclear commitments every 60 days.

60 Years Since the Largest U.S. Nuclear Accident and Captured Federal Agencies

By Robert Dodge | Common Dreams | July 13, 2019

60 years ago today the largest nuclear accident in U.S. history occurred above the Southern California community of Simi Valley when the Santa Susanna Field Laboratory (SSFL) site suffered a partial nuclear meltdown. That accident, kept secret for two decades, has resulted in ongoing local health effects that persist to this day and has pitted the community health and wellbeing against corporate financial interests and captured government agencies.

SSFL, a 2850 acre site, currently owned by the Department of Energy, NASA and the largest owner being Boeing, is a former nuclear reactor and rocket engine testing site. It is located in the hills above the Simi and San Fernando Valleys, at the headwaters of the Los Angeles River. Located about 25 miles from downtown Los Angeles, originally far from population areas, the area now has around 500,000 people within 10 miles of the site. Over its years of operation, there were 10 non-contained nuclear reactors that operated on the site as well as plutonium and uranium fuel fabrication facilities and a “hot lab” where highly irradiated fuel from around the U.S. nuclear complex was shipped for decladding and examination. In addition there were tens of thousands of rocket engine tests conducted over the many years of operation.

The Sodium Reactor Experiment or SRE was the first reactor to provide commercial nuclear power to a U.S. city in Moorpark. Then on July 13, 1959, a partial meltdown occurred in which a third of the fuel experienced melting. Dr. Arjun Makhijani estimated the incident released 260 times the amount of radioactive iodine as was released from the 1979 Three Mile Island accident.

As a result of this partial meltdown and numerous other reactor accidents, radioactive fires, massive chemical contamination in handling of the radioactive and chemically contaminated toxic materials that were routinely burned in open pits through the years at the site, it remains one of the most highly contaminated sites in the country. It has widespread contamination with radionuclides such as cesium-137, strontium-90, plutonium-239 and toxic chemicals perchlorate, trichloroethylene (TCE), heavy metals and dioxins.

In 2012, the U.S. EPA released the results of an extensive radiological survey of Area IV and the Northern Buffer Zone at SSFL, and found 500 samples with radioactivity above background levels, in some cases, thousands of times over background.

These toxins are associated with a multitude of health risks. Many are cancer causing, others are neurotoxins causing a host of issues including learning disabilities, birth defects and many other health effects. The most vulnerable tend to be women and children. Through the years, there have been many health studies performed. In 2006, a cluster of retinoblastoma cases, a rare eye cancer affecting young children, was identified within an area downwind of the site. The retinoblastoma mothers meeting at Los Angeles’s Children’s Hospital ultimately formed a chemo carpool.

The Public Health Institute’s 2012 California Breast Cancer Mapping Project found that the rate of breast cancer is higher in Thousand Oaks, Simi Valley, Oak Park and Moorpark than in almost any other place in the state.

In addition, studies by cancer registries found elevated rates of bladder cancer associated with proximity to SSFL.

There have been numerous additional studies including one by the UCLA School of Public Health that found significantly elevated cancer death rates among both the nuclear and rocket workers at SSFL from exposures to these toxic materials. Another study by UCLA found offsite exposures to hazardous chemicals by the neighboring population at levels exceeding EPA levels of concern.

A study performed for the Federal Agency for Toxic Substances and Disease Registry found the incidence of key cancers, those types known to be associated with the contaminants on site, were 60% higher in the offsite population within 5 miles of the site compared to further away.

Unfortunately, these contaminants do not stay on site. When it rains, they wash off site to the Valleys below. When it blows, they become airborne and migrate offsite. The 2017 Woolsey fire is a most recent example. After initially denials, officials finally admitted the fire actually started on the field lab site burning across almost the entire site and potentially spreading toxic chemicals over the basin. Unfortunately, no adequate monitoring was performed and only began days after the flames had moved on.

Ultimately, the California Department of Toxic Substances Control (DTSC), has regulatory oversight of the cleanup and of the responsible parties which include NASA, the Department of Energy (DOE), and Boeing. In 2010, the Department of Energy and NASA signed historic agreements with DTSC that committed them to cleaning up all detectable contamination. The agreements, or Administrative Orders on Consent (AOC), specified that the cleanup was to be completed by 2017. Boeing, which owns most of the SSFL property, refused to sign the cleanup agreements. Nevertheless, DTSC said that its normal procedures require it to defer to local governments’ land use plans and zoning, which for SSFL allow agricultural and rural residential uses. DTSC said SSFL’s zoning would thus require Boeing to conduct a cleanup equivalent to the NASA/DOE requirements.

In response, Boeing, currently under scrutiny after the 737 MAX crashes, launched a massive “greenwashing” campaign in an attempt to convince the public that SSFL’s contamination was minimal, never hurt anyone, and that the site doesn’t need much of a cleanup because it is going to be an open space park. Boeing prefers a re-designation to recreational cleanup standards that are based on someone being on the site infrequently limited to a few hours per week . But people who live near SSFL don’t live in recreational areas, they live in residential areas and as long as the site isn’t fully cleaned up, they will still be at risk of exposure to SSFL contamination.

Recently, both the Dept. of Energy and NASA, following Boeing’s lead, have said that they too want to break out of their legal cleanup agreements and also cleanup to a weak recreational standard. So, all three responsible parties are completely disregarding the state of California’s regulatory authority. In effect they are asserting that they, the polluters, get to decide how much of their contamination gets cleaned up. That violates federal Resource Conservation and Recovery Act laws as well as the AOC cleanup agreements. Now more than ever, we need our elected representatives to stand up and demand the existing cleanup agreements be upheld.

Melissa Bumstead, an adjacent West Hills resident whose daughter has twice survived a rare leukemia and who has mapped over 50 other rare pediatric cancers near SSFL, is bringing fresh energy and new voices into the cleanup fight. Her Change.org petition has now been signed by over 650,000 people and is helping to galvanize the community to fight for the full, promised cleanup.

Thus far, almost all local and federal elected officials have voiced concern that the cleanup agreements are being broken, especially in the wake of the Woolsey Fire. What is needed now is action. People ask how to protect themselves. The best thing people can do is fight for the full cleanup of SSFL. Each of has an opportunity to help this effort. We must contact all of our local officials and demand action today for a full cleanup of SSFL.

Israel’s machinery of dispossession has crushed the hopes of an inspirational family

The struggle of Jawad Siyam perfectly illustrates the relentless oppression faced by all Palestinians

By Jonathon Cook | The National | July 14, 2019

Israeli police forced out the Siyam family from their home in the heart of occupied East Jerusalem last week, the final chapter in their 25-year legal battle against a powerful settler organisation.

The family’s defeat represented much more than just another eviction. It was intended to land a crushing blow against the hopes of some 20,000 Palestinians living in the shadow of the Old City walls and Al Aqsa mosque.

Dozens of families in the Silwan neighbourhood have endured the same fate as the Siyams, and the Israeli courts have approved the imminent eviction of many hundreds more Palestinians from the area.

But, unlike those families, the Siyams’ predicament briefly caught public attention. That was because one of them, Jawad Siyam, has become a figurehead of Silwan’s resistance efforts.

Mr Siyam, a social worker, has led the fight against Elad, a wealthy settler group that since the early 1990s has been slowly erasing Silwan’s Palestinian identity, in order to remake it as the City of David archeological park.

Mr Siyam has served as a spokesman, drawing attention to Silwan’s plight. He has also helped to organise the community, setting up youth and cultural centres to fortify Silwan’s identity and sense of purpose in the face of Israel’s relentless oppression.

However, the settlers of Elad want Silwan dismembered, not strengthened.

Elad’s mission is to strip away the Palestinian community to reveal crumbling relics beneath, which it claims are proof that King David founded his Israelite kingdom there 3,000 years ago.

The history and archeological rationalisations may be murky, but the political vision is clear. The Palestinians of Silwan are to be forced out like unwelcome squatters.

An Israeli human rights group, Peace Now, refers to plans for the City of David as “the transformation of Silwan into a Disneyland of the messianic extreme right wing”.

It is the most unequal fight imaginable – a story of David and Goliath, in which the giant fools the world into believing he is the underdog.

It has pitted Mr Siyam and other residents against not only the settlers, but the US and Israeli governments, the police and courts, archaeologists, planning authorities, national parks officials and unwitting tourists.

And, adding to their woes, Silwan’s residents are being forced to fight both above and below ground at the same time.

The walls and foundations of dozens of houses are cracking and sinking because the Israeli authorities have licensed Elad to flout normal safety regulations and excavate immediately below the community’s homes. Several families have had to be evacuated.

Late last month Elad flexed its muscles again, this time as it put the finishing touches to its latest touristic project: a tunnel under Silwan that reaches to the foot of Al Aqsa.

On Elad’s behalf, the US ambassador to Israel, David Friedman, and Donald Trump’s Middle East envoy, Jason Greenblatt, wielded a sledgehammer to smash down a symbolic wall inaugurating the tunnel, which has been renamed the Pilgrimage Road.

Elad claims – though many archaeologists doubt it – that in Roman times the tunnel was a street used by Jews to ascend to a temple on the site where today stands the Islamic holy site of Al Aqsa.

The participation of the two US envoys in the ceremony offered further proof that Washington is tearing up the peacemaking rulebook, destroying any hope the Palestinians might once have had of an independent state with East Jerusalem as its capital.

Mr Friedman called the City of David complex – at the core of occupied Palestinian Jerusalem – “an essential component of the national heritage of the State of Israel”. Ending the occupation there would be “akin to America returning the Statue of Liberty”.

While Israel, backed by the US, smashes Silwan’s foundations, it is also dominating the sky above it.

Last month Israel’s highest planning body approved a cable car from Israeli territory in West Jerusalem into the centre of Silwan.

It will connect with the City of David and a network of boardwalks, coffee shops and touristic tunnels, such as like the Pilgrimage Road, all run by Elad settlers, to slice apart Silwan.

And to signal how the neighbourhood is being reinvented, the Israeli municipality enforcing the occupation in East Jerusalem recently named several of Silwan’s main streets after famous Jewish rabbis.

Former mayor Nir Barkat has said the goal of all this development is to bring 10 million tourists a year to Silwan, so that they “understand who is really the landlord in this city”.

Few outsiders appear to object. This month, the tourism website TripAdvisor was taken to task by Amnesty International for recommending the City of David as a top attraction in Jerusalem.

And now, Elad has felled the family of Jawad Siyam in a bid to crush the community’s spirits and remaining sense of defiance.

As it has with so many of Silwan’s homeowners, Elad waged a decades-long legal battle against the family to drain them of funds and stamina.

The Siyams’ fate was finally sealed last month when the Israeli courts extended the use of a 70-year-old, draconian piece of legislation, the Absentee Property Law, to Silwan.

The law was crafted specifically to steal the lands and homes of 750,000 Palestinian refugees expelled in 1948 by the new state of Israel.

Ownership of the Siyams’ home is shared between Jawad’s uncles and aunts, some of them classified by Israel as “absentees” because they now live abroad.

As a result, an Israeli official with the title Custodian of Absentee Property claimed ownership of sections of the house belonging to these relatives, and then, in violation of his obligations under international law, sold them on to Elad. Police strong-armed the family out last week.

To add insult to injury, the court also approved Elad seizing money raised via crowdfunding by more than 200 Israeli peace activists, with the aim of helping the Siyams with their legal costs.

Palestinians such as Jawad Siyam exist all over the occupied territories – men and women who have given Palestinians a sense of hope, commitment and steadfastness in the face of Israel’s machinery of dispossession.

When Israel targets Jawad Siyam, crushes his spirits, it sends an unmistakeable message not only to other Palestinians, but to the international community itself, that peace is not on its agenda.

Foreign Ministry: No ongoing negotiations between Iran, US at any level

Press TV – July 14, 2019

The spokesman for Iran’s Foreign Ministry says there are no ongoing talks between the Islamic Republic and the United States at any level, denying certain media reports in this regard.

Speaking to reporters on Sunday, Abbas Mousavi said, “The Islamic Republic of Iran is engaged in no negotiations with the American officials at any level.”

Mousavi was reacting to recent reports by certain social and other media outlets alleging that Iran has been in talks with the US through Russian mediation. They went as far as claiming that the talks were being conducted between the two countries’ foreign ministers.

Rumors about clandestine Iran-US talks come at a time that Iranian officials at various levels have said time and again that there would be no talks with Washington after the United States unilaterally left a nuclear deal with Iran, officially known as the Joint Comprehensive Plan of Action (JCPOA), and re-imposed tough sanctions against the country, which had been lifted under the deal.

On May 29, Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei ruled out the possibility of talks between Tehran and Washington, saying such negotiations will be “fruitless,” “harmful,” and “a total loss.”

“The Islamic Republic of Iran will absolutely not sit for talks with America … because first, it bears no fruit and second, it is harmful,” the Leader said in a meeting with a number of university professors, elites and researchers in Tehran.

The Leader referred to negotiation as a tactic used by Americans to complement their strategy of pressure. “This is actually not negotiation; it’s rather a means for picking the fruits of pressure.”

The only way to counter this trick, he said, is to utilize the means of pressure available for use against Americans. “If they are used properly, the Americans will either stop or decrease pressures.”

on May 26, Iranian Deputy Foreign Minister for Political Affairs Abbas Araqchi met with Omani State Minister for Foreign Affairs Yusuf bin Alawi bin Abdullah in Muscat, categorically rejecting recent claims about the beginning of negotiations between the Islamic Republic and the United States with the goal of reducing tensions between the two sides.

Rejecting all reports about any form of direct or indirect talks with the United States, the Iranian diplomat emphasized, “The Islamic Republic of Iran is ready to establish balanced and constructive relations with all countries in the Persian Gulf region based on mutual respect and interests.”

Earlier in April, Iran’s President Hassan Rouhani said Washington’s claims of seeking negotiations with Iran were “mere lies” and that the United States, in fact, intended to force the Iranian nation to its knees.

Contrary to what some are trying to promote, “the US does not possess the willingness for negotiations at all,” the president told a cabinet session in Tehran.

“The actions that it is taking are aimed at defeating the Iranian nation” and “making a return” to Iran, he added, referring to Washington’s ample presence and influence in the country prior to the Islamic Revolution in 1979.

‘Worse Than Chernobyl’ Security Scare at UK Nuclear Waste Plant

Sputnik – July 14, 2019

The UK’s sprawling nuclear processing Sellafield plant in Cumbria has a powerful claim to fame, dubbed the “most hazardous industrial building in western Europe”.

There have been 25 safety breaches reportedly logged at the huge Sellafield nuclear waste plant in the UK over the past two years, according to The Sun on Sunday.

The cited incidents include radiation ominously leaking from a water pipe, a nuclear waste container for some reason not welded completely shut, spilt uranium powder and a burst pipe found to be leaking acid, to name just a few.

Logs show a bomb squad was summoned in October 2017 after potentially unstable chemicals sparked a scare, while just a month later it was revealed that a worker had been exposed to a low level of radiation.

Earlier this year, when a high-voltage cable was sliced, causing a power loss, the Office for Nuclear Regulation was swift to hit Sellafield with an improvement notice.

The Cumbria compound has a 140 tonne plutonium stockpile and takes in radioactive waste from the UK’s working reactors.

As bosses insist nuclear safety is an “overriding priority”, the 6km long, razor-wired site has, nonetheless, been dubbed the most hazardous place in Europe.

Locals live in constant fear of a serious incident happening there, said Janine Smith, from the campaign group Cumbrians Opposed to a Radioactive Environment.

“One safety breach is one too many. There just shouldn’t be any. Just one error could be catastrophic. The buildings at Sellafield are all so close together that if something was to happen at that site it would be a disaster. It could be worse than Chernobyl”, said Smith.

In response to the nuclear security scares, Sellafield Ltd said it is “never complacent about safety.”

“None of the events recorded in the past two years have been above the lowest level of classification. In line with our commitment to openness and transparency, we investigate all incidents and report details on our website,” said a spokesman.

The Chernobyl disaster occurred on 26 April 1986 at the No. 4 nuclear reactor in the Chernobyl Nuclear Power Plant, near the city of Pripyat in the north of the Ukrainian SSR. The meltdown generated a blast [radiation] equivalent to the detonation of 500 nuclear bombs when a reactor exploded and burned.

It is one of just two nuclear energy disasters rated at the maximum severity level of 7, with the other being the 2011 Fukushima Daiichi nuclear disaster in Japan.

Guaido Security Arrested for Selling Stolen Venezuelan Army Weapons

Telesur | July 13, 2019

Venezuelan Minister of Communication Jorge Rodriguez reports that two security guards of the self-declared interim president, Juan Guaido have been captured for trying to sell weapons stolen from the National Guard in the run up to Guaido’s failed coup d’état attempt of the government April 30.

At a press conference, Rodriguez presented “overwhelming” evidence of the direct involvement of Guaido in the theft of official weapons used in his failed overthrow of President Nicolas Maduro.

Security personnel of Guaido carried weapons during the April 30 attempted putsch, similar to the ones stolen the same day from the National Guard Park located in the Federal Legislative Palace.

Rodriguez reported that Erick Sanchez and Jason Parisi, in charge of security for the U.S.-backed opposition member, were carrying weapons similar to the ones stolen from the nation’s military.

The minister says the two were arrested while attempting to sell the arms for US$35,000. Along with the Sanchez and Parisi arrests, Eduardo Javier Garcia, cousin to Sanchez, was also taken into custody for aiding the failed transactions.

Investigators confiscated five AK-103 rifles with the serials matching those stolen from the National Guard Park in Caracas.

“This investigation continues its course and in the coming hours we will know more details,” said Rodriguez during the Saturday press conference.

“It can’t be that we are in a permanent dialogue toward peace (with Guaido) and it turns out those in his closest circle are in possession of weapons that belong to the Bolivarian Republic of Venezuela to protect the people, not to attack them,” asserted the communications director.

“Play clean or play fair” Rodriguez stated to the opposition that the Venezuelan government has been in talks with since late May, mediated by Norway, in order to come to accords and stabilize the nation.

In 2018, the opposition abandoned years-long dialogues between Maduro and opposition parties mediated by former Spanish Prime Minister Luis Rodriguez Zapatero, former Dominican Republic President Leonel Fernandez, former Panamanian head of state, Martin Torrijos.

Why The BBC acts as a Propaganda Outlet for Israel– An Insider View

By Gilad Atzmom | July 14, 2019

The BBC’s Panorama channel ‘investigation’ into Labour’s ‘anti-Semitism’ was so blatantly one sided its broadcast as ‘news’ demanded an explanation. In an attempt to grasp why the British national broadcaster fails to fulfil its core mission to report the news in as unbiased a manner as possible,  I interviewed a former senior editor for the BBC. The editor, a 35 year veteran of the BBC, reveals the culture that has steered the BBC into its present position as a Zionist mouthpiece.

In acting as a whistle blower, the former editor risks severe consequences.  In Britain leading journalists have been locked behind bars and under threat of extradition for reporting information whose truthfulness has not even been challenged.

Sadly, this danger is heightened under the present toxic political atmosphere in Britain, as demonstrated by its purging of a major political party and its tolerance for abuse of its judicial system to deter and punish anyone who dares to question the Zionist narrative.

Q: When did the BBC become openly biased?

A: The BBC has always been biased towards Israel, and its bias has been well documented.  The reasons for this bias have long been the subject of serious academic studies, the best known of which is Greg Philo’s and Mike Berry’s More Bad News from Israel. In fact, in 2006 an independent report commissioned by the BBC’s own governing body concluded that the BBC’s coverage of the Israeli-Palestinian conflict “does not consistently constitute a full and fair account of the conflict but rather, in important respects, presents an incomplete and in that sense misleading picture.”

Q: Who and what drove this cultural and political direction within the corporation?

A: There are a number of drivers behind this biased BBC culture. The most important is the fact that a small number of hardline Zionists occupy key positions at the top and middle levels of the corporation, as well as at the shop-floor level, by which I mean the people who select what to publish or broadcast on a daily basis and who provide editorial steer to journalists. This has been widely publicised and has been in the public domain for some time — see, for example, this http://tinyurl.com/ydhjzeek, these (a) http://tinyurl.com/y7mjtkc6, (b) http://tinyurl.com/y7k39vsh, and (c) http://tinyurl.com/y3x9nktl. Also see this http://tinyurl.com/y6ne4apn and this http://tinyurl.com/y7l88zwl.

Q: What about political impartiality, supposedly a core BBC value?

A: Unfortunately, there are many examples of  such pro- Israel hype, some blatant and others who slant the news by use of emphasis and/or  omission. For instance, there was Sarah Montague’s interview with Israel’s defence minister, Moshe Ya’alon, in March 2015, Head of Statistics’ Anthony Reuben’s reflection on fatalities in Gaza   (http://tinyurl.com/ycc9p8d4), and the utilization of  Gil Hoffman, an Israeli army reservist and chief political correspondent for the Jerusalem Post to write for the BBC News website (http://tinyurl.com/yanppk93) to mention but a few.

Q:  Does the broadcaster have the means or inclination to fix itself ?

A: In my opinion, the chances of the BBC fixing itself is about zero. Apart from what I have said above, it is a cowardly, spineless organisation. Not only does it always pursue the path of least resistance by selecting to broadcast what is least likely to upset the Zionist lobby, but it is also deadly afraid of what the Daily Mail might say about its output. Very often, and by that I mean almost on a daily basis, one would hear senior managers ask at the morning agenda-setting editorial meetings, “What would the Daily Mail say about that?” Invariably, they would choose what is least likely to be picked up and criticised by the Daily Mail. Please remember, this is a public broadcaster that is funded by taxpayers (yes, the License Fee is a tax) and is supposed to “Educate, Inform and Entertain”, not propagandise on behalf of Israel.

Q: Some of the so-called Labour ‘Whistleblowers’ were exposed by Al Jazeera as Israeli Lobby assets. Is it possible that the BBC was so bold as to interview these characters hoping that no one would notice or was it simply  a matter of a clumsy decision making? Can the BBC match the journalistic dedication of organisations such as RT or Al Jazeera?

A: There is no chance whatsoever that the BBC would do anything approximating Al Jazeera TV’s programme on Israeli infiltration of the Labour Party (http://tinyurl.com/yad6fslm). The BBC is institutionally pro-Zionist and institutionally spineless.

Q: You worked in the corporation for 35 years, did you notice a deterioration in the quality of people hired? Was there a change in employees’ attitudes and their willingness to express themselves freely and critically?

A: I worked for the BBC’s English-language outlets as an editor and senior editor for 35 years. Since the early 1990s there has been growing intolerance of criticism of editorial management decisions, even in internal forums which internal BBC propaganda claims are meant for staff to speak freely. This applies across the board on all matters. But certainly with regard to Israel and Zionism, any questioning of BBC impartiality would attract accusations of anti-Semitism and would certainly spell the end of one’s career, no matter how privately and confidentially such criticism is conveyed.

Ending the myth of the ‘Millionaire Mullah’ – Part 2

Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei waves to tens of thousands of Basij members from Tehran province at Azadi Stadium, Oct. 4, 2018. (Photo by Khamenei.ir)
By Ramin Mazaheri – Press TV – July 5, 2019

Part 1 of this article discussed why the recent US sanctions on Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei provoked laughter in Iran, and derision even from Iranophobic Western mainstream media.

Beyond Ayatollah Khamenei, I can very briefly explain how and why the West can persist with its “Millionaire Mullah” mythology:

There are many economic principles that guide the Iranian economy which have no basis in the West – they are, after all, “revolutionary”. Many are based on the principles of Islamic charity and of Islamic finance; many are also based on the anti-capitalist principles which were obviously drawn from the 20th century socialism. There are almost too many to list, but in Part 2 of this 3-part article I will pick a few key ones which specifically relate to the clergy, and which – when added with Iranophobia – create such widespread and ignorant propaganda.

One of the five pillars of Islam is to give to charity (zakat), but one of the five additional pillars of Shia theology is that businessmen must give 20% of their profits to charity (khums). Thus, it should be clear why some say that Iran has an “alms-based economy”. That’s an exaggeration, because there are state taxes as well, but this money goes directly to religious authorities and has gone there for over 1,000 years.

For example, Ayatollah Khamenei was raised in a family (lower middle class clerics on both sides of his parents) which would have never received this money directly – they would have been the recipients of this charity from the much higher-ranking clergy.

Ayatollah Khamenei, through hard work, sacrifice and other virtues, is now a “Marja’” (top religious authority). He now heads various religious foundations which receive – and redistribute downwards – this zakat and khums money.

Of course, he heads these foundations, but this money cannot (and is not) be used by him to buy a Ferrari for his favourite nephew, for example. The Iranian press would die of happiness at the sales prospects caused by such a sensational, unheard-of event! These are “religious foundations” not “The Clinton Foundation”: These foundations serve the poor – they do not trade high-level political access and favours in return for funding a jet-set lifestyle. Of course, most Western media cynically assume that everyone – even a Marja’ as publicly present as Ayatollah Khamenei – secretly operates on shameless Western capitalist principles.

Let’s clarify two key issues: zakat and khums are individual choices – they are not compelled to go to Ayatollah Khamenei. Iranians can send their charity to a Marja’ in Iraq if they like, and many do. Secondly, drastically changing this historic process of zakat and khums would certainly constitute a major revolution in Iran – however, for many it would constitute a rather “un-Islamic Revolution”, and there is no doubt that the democratic majority wanted an “Islamic Revolution”.

Therefore, Islamic charity is a reality of modern economics and finance in Iran. It is not something which non-Muslims can easily comprehend, perhaps, but the failure to do so will help fuel nonsense like “Millionaire Mullahs”. Unlike neoliberalism in the West, these financial principles have the virtue of being democratically-supported, and I can easily argue that they have the additional virtue of far more efficiently increasing economic equality than neoliberalism does.

Ayatollah Khamenei, as the Supreme Leader, is also often listed as the head of companies simply out of respect by the company’s founders. It is often purely honorary. Ayatollah Khamenei is not, for example, giving ideas on product improvement or production strategies to such companies (now the rare ex-president Rafsanjani – rare because he was an Iranian Islamic Revolutionary cleric from a rich, business-oriented background – might have gotten involved, but Ayatollah Khamenei has evinced no such interest)and he is absolutely not in any control of the companies’ assets. He is there in name only as a sign of respect for him, Islam, Iran, etc. Of course, this is distorted/misunderstood by Western pro-capitalist papers.

The Iranian Islamic Revolution also did something which no doubt enrages Western imperialist-capitalists, and about which they have no desire to spread honest information: the revolution took a huge chunk of the factories and industries owned by the Shah and his tiny coterie and gave them to charity.

These are called the bonyads, and they are an estimated 15-20% of the entire Iranian economy. A staggeringly revolutionary concept, no?

The bonyads are thus different from the Islamic charity I have described, and the Islamic foundations which administer that charity, because the bonyads were expressly charged with getting involved in economic production.

The bonyads are not designed for capitalist profit, but are cooperatives which exist to create low-cost goods and jobs for Iranians. This planned” inefficiency” – in attaining maximum profit, but not in social cohesion and equality – is falsely branded as“corruption” by raging Western capitalists, sadly.

Ayatollah Khamenei heads some bonyads, and this gives him economic influence, of course, because the popular, democratic, openly-debated decision to award a significant chunk of the Iranian economy to the administration of religious authorities was a popular, democratic, openly-debated decision of the Iranian people. Oppose decisions arrived at in this manner, and you oppose democracy for Iran.

Bonyads are not specifically proscribed in the Qur’an, unlike zakat and the ubiquitous concepts of charity and anti-usury (high interest/compound interest), but if one tries to overturn them, well, all I can say is – prepare for a serious fight. If you think the millions of bonyad workers and recipients of bonyad lower-cost goods want all that to be replaced by (mostly-Western) stockholders, good luck with your efforts.

Very obvious, but of course not perfect, parallels can be made elsewhere: the lower class supporters of Chavismo’s collectivos have won an unprecedented number of votes (and street battles) to preserve similar anti-neoliberal economic concepts and structures. Iran is not nearly as susceptible to Washington’s meddling, in large part because such gains have been consolidating democratic support for the government for a generation longer than in Venezuela. Cuba adopted similar (though not Islamic-influenced) concepts a generation earlier than Iran did. China is a generation up on Cuba, and aren’t they doing rather well? China doesn’t have bonyads, of course, but Beijing and Tehran have such a strong and long-term alliance because they obviously have much in common.

The common threat here is modern economic solutions designed to fight imperialism, and also those forms of capitalism which are rapacious and undemocratic.

So, between zakat, khums, the bonyads, generalized Iranophobia and a desire to denigrate any economic thought which is not far-right neoliberal capitalism, this is how we have arrived at Western nonsense like “Millionaire Mullahs”, and the propaganda is unrelenting.

Like, for example, the 2013 Reuters report on Setad, a bonyad headed by the Leader, was absurdly titled, “Khamenei controls massive financial empire built on property seizures”.

Part 3 will examine this report, which is still being cited today despite its obvious bias, misrepresentations and clear goal of spreading Iranophobic and Islamophobic propaganda.
