American Enforcement Actions in NATO – Part 25 of The Anglo-American War on Russia
Tales of the American Empire | January 30, 2025
NATO has lost its proxy war in Ukraine. Leaders remain in a state of denial as Russian forces advance daily. Economic sanctions on Russia and now China have caused an economic depression in most NATO states. Nations may try to leave NATO to avoid Anglo-American imperial adventures in Ukraine, Africa, and Asia and to trade freely with Russia and China.
As a result, the United States may take enforcement actions against some NATO members to force them to remain part of the alliance. Few Europeans are aware that the United Nations Charter allows this. The Enemy State clauses is a term used to refer to article 107 and parts of article 53 which are exceptions to the general prohibition on the use of force in relation to countries that were part of the Axis.
Under article 107, the original United Nations members from World War II are allowed to take enforcement action against any state that had been an enemy during World War II, while article 53 states that the renewal of aggressive action against a former enemy state does not require UN Security Council approval. These may be covert actions too, which occur in Germany.

Johnson Subpoenas HHS for COVID Vaccine Safety Records, Fauci Emails
By Suzanne Burdick, Ph.D. | The Defender | February 3, 2025
Sen. Ron Johnson (R-Wis.) last week subpoenaed the U.S. Department of Health and Human Services (HHS) for COVID-19 vaccine safety records and communications about the COVID-19 pandemic, including a subset of Dr. Anthony Fauci’s emails.
HHS is required to produce the requested data and communications by Feb. 18. Johnson told The Defender it’s imperative that HHS comply promptly.
Johnson said:
“The federal government is supposed to serve the American people. Our taxes pay the bureaucrats’ salaries and fund their activities and studies. The results belong to the public and should be made available to us in a timely and transparent manner.
“Bureaucrats who withhold information only raise suspicion and reduce the credibility and integrity of their agencies.”
This was the first subpoena Johnson issued after being named chairman of the Permanent Subcommittee on Investigations on Jan. 21.
During the Biden administration, Johnson wrote more than 70 congressional oversight letters to HHS officials and its health agencies requesting information on COVID-19 vaccine adverse events and related communications, according to a Jan. 29 press release.
Biden HHS officials “either completely ignored or inadequately addressed” the requests.
Johnson said in a statement:
“In the waning days of the Biden administration and after years of obstructing my oversight efforts, I warned HHS officials that when I become chairman of the Permanent Subcommittee on Investigations, I will subpoena records and data on the COVID-19 pandemic that have been inappropriately withheld from Congress and the American people for far too long.”
The subpoena requires HHS to hand over:
- Previously withheld or heavily redacted communications about the pandemic, including Fauci’s emails, including but not limited to the approximately 50 pages of his emails that were withheld from Johnson’s office since September 2021.
- Safety surveillance data on the COVID-19 vaccines, including proportional reporting ratios and empirical Bayesian data mining.
- Unredacted records previously released through Freedom of Information Act (FOIA) requests regarding the government’s awareness of myocarditis and pericarditis cases in post-vaccinated individuals.
- Data and records relating to COVID-19 vaccine lots associated with higher rates of adverse events.
- Order forms and receipts showing government researchers purchasing DNA sequences from a biotechnology company.
- All communications relating to HHS’ receipt of and response (or lack thereof) to Johnson’s oversight letters between January 2021 and the present.
Risa Evans, an attorney for Children’s Health Defense (CHD), applauded Johnson’s efforts.
CHD has filed multiple FOIA requests to obtain records from HHS agencies including the U.S. Food and Drug Administration (FDA), the Centers for Disease Control and Prevention (CDC) and the National Institutes of Health (NIH) relating to the agencies’ monitoring of COVID-19 vaccine safety and injuries.
“The agencies have responded to our FOIA requests with delays, denials and redactions,” Evans said, “and we’ve been forced to sue to obtain records that, in truth, should be made public as a matter of course.”
Evans called the agencies’ lack of transparency “unconscionable — especially given the federal government’s relentless promotion of COVID-19 vaccination, coupled with claims that safety is being vigilantly monitored by the agencies and denials that the shots cause harm.”
Karl Jablonowski, Ph.D., senior research scientist at CHD, said:
“Time is washing away the knowledge of how the government’s monitoring of COVID-19 vaccine safety went wrong, and the fingerprints of the wrongdoers. Promptly responding to Senator Johnson’s subpoena may preserve enough knowledge to ensure the betrayal never happens again.”
FDA partially responds to CHD’s FOIA request
Some documents referenced in Johnson’s subpoena have already been released, Evans said. For example, on Jan. 10, the FDA posted emails about its safety surveillance of COVID-19 vaccines using empirical Bayesian data mining.
Empirical Bayesian data mining is a method of analyzing vaccine injury reports, Jablonowski said.
The FDA provided the emails to CHD and posted them on the agency’s website one day after the agency objected to a motion filed by CHD in federal court about a 2023 FOIA lawsuit. CHD sued the FDA after it failed to respond to CHD’s FOIA request for the documents.
Other groups and individuals — including Johnson, The Epoch Times and the Informed Action Consent Network — had also FOIAed the FDA for the same safety surveillance data.
On Jan. 10, the FDA sent CHD a letter explaining that it was posting the emails as a “partial reply” to CHD’s FOIA request.
In its FOIA request, CHD had asked for “records of any Empirical Bayesian data mining” that the FDA conducted and “records of any sharing or discussion of results and signals with the CDC.” The emails posted by the FDA showed some of those records.
However, CHD in its FOIA request also asked for records related to “consultations by FDA and/or CBER [the FDA’s Center for Biologics Evaluation and Research] with VAERS [Vaccine Adverse Event Reporting System] staff within the CDC’s Immunization Safety Office in connection with any signal that was detected.”
“The FDA still hasn’t responded to other key parts of our request,” Evans said. “In particular, it hasn’t provided records of the follow-up investigation the agency said it would conduct if it detected potential safety signals.”
Emails reveal FDA failed to detect safety signals
The emails released by the FDA revealed that in the first 18 months of the COVID-19 vaccine rollout, the FDA’s monitoring of VAERS showed consistent alerts for serious adverse events, including death, for the Janssen (Johnson & Johnson) vaccine.
VAERS, co-managed by CDC and FDA, is a “passive” monitoring system that accepts reports of adverse events experienced after vaccination.
Meanwhile, the FDA’s monitoring found almost no safety signals for the Moderna and Pfizer shots, failing to detect signals even for widely recognized risks like myocarditis, pericarditis and anaphylaxis.
According to Jablonowski’s analysis of the emails, the FDA and CDC were never sufficiently looking for safety signals, despite all the “posturing” the agencies did around the COVID-19 vaccines’ safety.
The FDA and CDC’s “willful ignorance” of the adverse events following COVID-19 vaccination is an “epic betrayal,” Jablonowski said.

Ukraine has lost – ex-Zelensky adviser
RT | February 3, 2025
Ukraine has lost the armed conflict with Russia, primarily due to the inability of the Ukrainian people to take personal responsibility for their failures, Aleksey Arestovich, a former aide to Vladimir Zelensky, has argued. He expects the US, Russia, and China to decide on a resolution without consulting Kiev.
Arestovich resigned from his government post in early 2023 after contradicting the official narrative around a missile incident. Now a sharp critic of the Zelensky administration, he argued in a Telegram post on Sunday that the changing tone of Western discourse about Ukraine has signaled a significant policy change.
US President Donald Trump will sort things out with Russian President Vladimir Putin and Chinese President Xi Jinping “without consulting us, because engaging with those who deny reality is futile,” he wrote.
“We have lost the war due to our own stupidity, pride and stubbornness. In truth, we have defeated ourselves,” Arestovich added. “We have created a society of mutual hatred and intolerance, in which every individual is right and everyone collectively is to blame.”
He cited several recent news stories, calling them a wakeup call for Ukrainians to acknowledge defeat and their role in it.
Keith Kellogg, Trump’s special envoy for the Ukraine conflict, has called on Kiev to resume presidential and parliamentary elections, which Zelensky suspended under martial law. Conservative US political commentator Tucker Carlson branded the Ukrainian leader “a dictator” during a debate with British television host Piers Morgan. Additionally, Washington’s decision last month to suspend foreign aid programs has forced many Ukrainian NGOs and media outlets to solicit for private donations to avoid shutdown.
Public statements and media reports suggest that the Trump administration seeks a freeze of the Ukraine conflict along existing frontlines. Moscow has said that it won’t accept an outcome that would allow Kiev to rebuild its military and renew hostilities in the future. The core causes of the conflict, including NATO’s expansion in Europe, need to be addressed in order for a sustainable peace agreement to be reached, Russian officials have asserted.
The Ukrainian military is reportedly plagued by large-scale desertion and poor morale, while Russia continues to advance. Zelensky, meanwhile, has called on Kiev’s Western backers to deploy at least 200,000 troops as “peacekeepers.” He has also urged Trump to adopt a “peace through strength” approach to pressure Moscow into accepting truce terms favorable to Kiev.
Audit USAID… Then Shut it Down!
By Ron Paul | February 3, 2025
As of this writing, when you attempt to access the US Agency for International Development (USAID) website or social media pages you are informed that, “This site can’t be reached.” The media reports that the new Trump Administration has not only frozen USAID activities but may be planning on bringing it back under control of the US State Department. Other reports, including statements by Elon Musk, suggest that it will be closed completely.
If true, the closing of USAID may be one of the most significant changes President Trump has made among many dramatic actions in his first couple of weeks in office. Many Americans may still have the idea that USAID is a government agency delivering relief at disaster sites overseas. They may still remember the bags of rice or grain with the USAID logo on them. But that is not USAID.
USAID is a key component of the US government’s “regime change” operations worldwide. USAID spends billions of dollars every year propping up “NGOs” overseas that function as shadow governments, eating away at elected governments that the US interventionists want to overthrow. Behind most US foreign policy disasters overseas you will see the fingerprints of USAID. From Ukraine to Georgia and far beyond, USAID is meddling in the internal affairs of foreign countries – something that would infuriate Americans if it was happening to us.
When President Trump ordered a 90 day pause in USAID activities, we quickly learned just how pernicious the agency really is. The US media reported that Ukrainian press outlets were scrambling to keep their doors open when the US dollars stopped flowing. It is reported that 90 percent of the media outlets are funded by the US government!
This means that there is virtually no independent media in Ukraine, only fake news outlets willing to toe the US Administration’s propaganda line. Does anyone think these wholly US-funded “news” outlets would ever publish a story that the US government did not want published?
This is plainly immoral, but it is also dangerous. Most US mainstream media stories about Ukraine have their origins in the “reporting” of the local media. From battlefield news to casualties to the state of the Ukrainian military, the “news” from Ukraine is being written by US government-backed media outlets and then picked up by US and other western media. It is a closed propaganda loop that not only propagandizes the US citizen but also feeds false information into US government outlets – such as Congress – that rely on mainstream US media reporting for their news on Ukraine.
No wonder so many in Washington continue to support this hopeless war!
But USAID is not just in the business of disinformation. Elon Musk recently re-posted a New York Post article on X reporting that USAID funneled $53 million to EcoHealth Alliance to support gain-of-function research on coronaviruses at the Wuhan lab! Did USAID help fund COVID? Americans have a right to know.
In natural catastrophes overseas Americans have shown themselves to be extremely generous. Private volunteer assistance organizations can more effectively assist victims of disasters worldwide.
USAID needs a full and transparent audit. Americans deserve to know exactly what is being done in their name overseas. Then the agency needs to be shuttered completely, and its employees sent home. That would go a long way toward making America great again.
USAID closes headquarters – media
RT | February 3, 2025
The US Agency for International Development (USAID) has closed its main office in Washington DC, with most personnel told to stay away from the building, multiple US media outlets reported on Monday. The development comes after US President Donald Trump accused the agency’s leadership of being “radical lunatics” and proposed major changes to the organization.
Established in 1961, USAID is responsible for administering foreign aid and development programs abroad to promote American interests.
According to an email obtained and shared by CNN, USAID leadership directed that the “headquarters at the Ronald Reagan building in Washington, D.C. be closed to Agency personnel on Monday, February 3, 2025.”
“Agency personnel normally assigned to work at USAID headquarters will work remotely tomorrow, with the exception of personnel with essential on-site and building maintenance functions individually contacted by senior leadership,” the letter said.
AP has confirmed the email, adding that more than 600 employees discovered overnight that they had been locked out of USAID’s computer systems.
The development comes after Trump blasted the agency, arguing that “it’s been run by a bunch of radical lunatics.” “We’re getting them out, and then we’ll make a decision,” he said.
Tech billionaire Elon Musk, the head of the Department of Government Efficiency (DOGE) and a close ally of the US president, has also been a fierce critic of USAID. He described it as a “criminal organization” which he believes was financing bioweapon research, including projects that allegedly led to the emergence of Covid-19.
“It became apparent that it’s not an apple with a worm in it. What we have is just a ball of worms. You’ve got to basically get rid of the whole thing. It’s beyond repair,” Musk said.
He also revealed that he had spoken with Trump, claiming that the president had “agreed” that USAID should be shut down.
The crackdown on USAID comes after the Trump administration suspended foreign assistance, with a few exceptions. Secretary of State Marco Rubio announced that the US would carry out a program-by-program review to determine which projects make “America safer, stronger or more prosperous.” He claimed that shutting down US-funded programs during the 90-day review had resulted in “a lot more cooperation” from recipients of various assistance.
How is USAID Linked to Secret Bioweapons Research?
By Svetlana Ekimenko – Sputnik – 03.02.2025
Lieutenant General Igor Kirillov, head of the Russian Armed Forces’ Radiological, Chemical, and Biological Defense Troops, had previously exposed the Pentagon’s bioweapon program operating in Ukraine. He was killed in a bombing last December, which Russian investigators determined was carried out on the orders of Ukrainian special services.
Elon Musk called USAID a “criminal organization” and said it was “time for it to die,” alleging US tax dollars were funneled through the agency to fund bioweapons research.
Musk’s comments echo claims made by Lt. General Igor Kirillov, former head of Russia’s Chemical, Biological, and Nuclear Defense Troops, who was later assassinated by Ukrainian neo-Nazi forces.
Documents obtained during Russia’s special military operation have reportedly exposed:
USAID & Pentagon Links
Since 2019, USAID and its key contractor, Labyrinth Ukraine, have been involved in the US military biological program.
Labyrinth Ukraine is a branch of Labyrinth Global Health, whose founders were formerly with Metabiota, a major Pentagon bioweapons contractor.
Bioweapons Research
Labyrinth Ukraine participated in the US projects UP-9 and UP-10, studying African swine fever in Ukraine and Eastern Europe.
On February 24, 2022, pathogens of plague, anthrax, tularemia, cholera, and other deadly diseases were allegedly destroyed to cover up US-Ukraine violations of the Biological and Toxin Weapons Convention (BTWC).
A letter from Ukraine’s military epidemiology chief to Labyrinth Ukraine confirmed cooperation with USAID on troop vaccinations and data collection for the US.
Under the US Department of Defense’s Biological Threat Reduction Program, coronaviruses and monkeypox were key research focuses for Labyrinth Global Health.
USAID & COVID-19
USAID’s 2009 PREDICT program studied emerging coronaviruses and was abruptly shut down in 2019.
The timing suggests a possible deliberate nature of the pandemic and US involvement in its outbreak
WikiLeaks: Special Forces Unconventional Warfare document exposes USAID as tool of economic leverage
By Ilya Tsukanov – Sputnik – 03.02.2025
Amid the buzz over DOGE chief Elon Musk’s words about USAID being “a criminal organization,” the world’s top whistleblowing website has dug up direct evidence to confirm as much.
While USAID promotes itself as an agency promoting “democratic values abroad” and advancing “a free, peaceful, and prosperous world,” a leaked US Army manual touts it as one means of applying “economic power” to “persuade adversaries, allies and surrogates to modify their behavior.”
USAID’s “placement abroad and its mission to engage human groups provide one channel for leveraging economic incentives” in support of US unconventional warfare efforts, the 2008 Special Forces Unconventional Warfare document states.
“Direct application of USAID grants to specific human groups can alter negative behaviors or cement positive affirmations,” it adds.
The Spec Ops doc also touts USAID’s “Conflict Assessment Framework” as an effective tool for informing “programmatic, operational- and tactical-level design and planning” for military use.
Elon Musk put USAID on the chopping block amid reports that Department of Government Efficiency agents were physically blocked from accessing USAID’s secure systems as part of DOGE’s accounting of federal programs and spending.
Speaking to press on Sunday, President Donald Trump said USAID “has been run by a bunch of radical lunatics,” and promised to “make a decision” on the agency’s future after “getting them out.”
On Monday, Musk said Trump had “agreed we should shut [USAID] down.”
Even with Western aid drying up, corruption continues to flourish in Ukraine
By Ahmed Adel | February 3, 2025
The deep-rooted corruption in Ukraine began to surface after it became clear that the Kiev regime was losing the war. Although the West used a corrupt Ukraine to attack and weaken Russia, the Westerners themselves now look for an alibi for the defeat and to distance themselves from their proxy after ignoring the total corruption of the Kiev regime due to the ambitions of certain leaders to inflict as much damage as possible on Russia.
Cracks have begun to appear in the relations between the allies due to corruption, and Ukraine accuses its Western partners of using corruption accusations as an excuse not to admit the country to NATO and the EU. Ukraine is the most corrupt country in Europe today, but the West continued to support Ukrainian President Volodymyr Zelensky uncritically until Donald Trump raised the issue due to then-US President Joe Biden sending American taxpayers’ money to Ukraine.
It was then discovered that the Kiev regime was giving part of that money to Hunter Biden, the son of Joe Biden. Hunter Biden, in turn, sent that money to his father, who, at the end of his term, issued a decree on Hunter’s preventive pardon.
Trump is now conducting a “special financial operation,” which will include both the Pentagon and Ukraine, to determine where the money went. For this reason, Trump has suspended the US aid program to Ukraine for 90 days, suggesting that there is evidence of financial mismanagement and theft of US taxpayer money.
Biden’s last decrees also indicate corruption related to Ukraine. Besides Hunter, Joe Biden issued preventive pardons for his brothers and their wives, as well as for his sister and her husband. It was not clear why and for what reason. However, there was no information about the existence of any criminal offenses and so on.
In Kiev, the main culprit behind these corruption schemes is Zelensky, who officially has a monthly salary of 28,000 hryvnias, about $664. Undoubtedly, he has other income because he bought a house for his parents and in-laws, a yacht, and more. According to media reports, Zelensky purchased a villa in Italy and acquired an estate in Britain—the former residence of King Charles and Princess Diana—while Zelensky’s wife has an apartment in London. In addition, the couple owns real estate in Cyprus and Miami. This, according to some sources, is not a complete list.
An Egyptian journalist who wrote about the purchase of the Italian villa in the name of Zelensky’s mother-in-law, worth almost $5 million, was found dead under unclear circumstances. As for the castle in the UK, these allegations are made by Ukrainian sources and still need to be verified. However, there is nothing secret that does not become public, and the Trump administration is certainly monitoring the movement of money.
Friends, godfathers, and relatives of Ukrainian officials are also getting rich quickly because property is being purchased in their names. Corruption in Ukraine is flourishing at all levels, and Ukrainian officials are issuing directives to journalists not to write about it until the war is over because it is bad for the country, as it may be left without Western aid. Sooner or later, everything will come to light.
The Trump administration will likely have all the information and initiate criminal proceedings by now. It is no coincidence that Zelensky is now saying that Ukraine does not have the strength to capture the lost territories. This statement seems to indicate a radical change in Kiev’s position and a renunciation of unrealistic goals to “return to the 1991 borders.” The reason for this is that Western aid is drying up.
Trump’s words that Biden and Zelensky started the war and that if he had been president, there would have been no war, draw attention to the fact that since January 20, the new president’s inauguration, there have been no attacks on Russia with American HIMARS and ATACMS missiles. The assumption is that Kiev received such an order from Trump, who replaced and fired people who dealt with Ukrainian issues in the State Department and the Pentagon.
Zelensky was a puppet managed by the West and was under the control of British intelligence. This is evidenced by the fact that in the spring of 2022, Zelensky annulled the Istanbul Peace Accords on the directive of then-British Prime Minister Boris Johnson, even though he had a chance to stop the war that would have prevented Ukraine from losing more territory and preserved the lives of hundreds of thousands of people. However, he instead decided to continue to fight on the promise that billions of dollars would flow endlessly, a prospect that Zelensky could not resist as an opportunity to further enrich himself and those closest to him.
