Soft Power, German-Style: What Does Germany’s GIZ Have in Common With USAID?

NATO countries’ ‘aid’ agencies are reeling amid Trump’s freeze on USAID and revelations on the agency’s record of global meddling and largesse. Sputnik has already explored the shady activities of USAID’s British and French cousins. Now it’s Germany’s turn.

The German Corporation for International Cooperation (German acronym GIZ) gets most of its €4 bln ($4.1 bln US) straight from the federal budget, plus EU ‘co-financing’, to support up to 1,700 projects in 120 countries.

Many of GIZ’s projects revolve around ‘climate action’ and ‘sustainability’. From organic farming in Africa to solar/wind power in Latin America, GIZ is involved in pushing countries trying to break out of poverty to adhere to development goals set by the West.

GIZ also supports things like the digitization of governance, local media, Africa’s film industry, and refugee reintegration. In Ukraine, they’ve provided over 1,100 microloans for small businesses from dance studios to fashion ateliers.

A damning 2024 Focus Magazine exposé uncovered tens of millions in questionable GIZ spending, from “vague” multi-million euro grants for “climate awareness” and monitoring projects in Thailand and Turkiye, to €5M spent to make mosques “green” in Morocco, to €44M for bike lanes in Lima as part of a €529M “climate and development partnership.”

In April 2023, the Federal Audit Office revealed, in Focus’s paraphrasing, that “nobody knows what GIZ actually does,” with lack of economic success criteria for projects, lavish salaries up to €240k, first-class flights and a fleet of luxury cars for top officials highlighting the agency’s extravagance.

Waste, combined with the increasingly sorry state of Germany’s own infrastructure amid an unprecedented economic crunch, has prompted opposition figures including the AfD’s Alice Weidel to blast the government for “squandering” millions in tax money on GIZ projects in developing nations “while the transport infrastructure in its own country is in ruins.”

GIZ-USAID cooperation has been extensive, ranging from “climate finance” projects in the developing world to small business development projects in Georgia for the EU’s Eastern Partnership (which aims to sway Russia’s neighbors toward eventual EU membership).

In Ukraine, GIZ has provided “advisory” assistance on the implementation of the EU-Ukraine association agreement – the fateful pact that triggered the 2014 coup and the present European crisis.

Britain: Operation Gladio’s Secret ‘Headquarters’

Operation Gladio was a covert NATO program using clandestine units for false flag attacks and political destabilization, with Britain and the CIA playing a central role.

‘Operation Gladio’ is the collective name for a notorious Cold War-era program whereby Anglo-American intelligence services and NATO, in conjunction with mafia elements and fascist paramilitaries, constructed a pan-European nexus of clandestine “stay behind” armed resistance units. Their ostensible purpose was to remain ever-poised to respond to potential future Soviet invasion. In reality, these guerrilla factions carried out false flag attacks, assassinations, robberies, mass casualty bombings, and other incendiary acts to discredit the Western left, while fomenting a “strategy of tension”. Their objective was simple:

“You were supposed to attack civilians, women, children, innocent people from outside the political arena. [This would] force the public to turn to the state and ask for greater security… People would willingly trade their freedom for the security of being able to walk the streets, go on trains or enter a bank. This was the political logic behind the bombings. They remain unpunished because the state cannot condemn itself.”

This candid explanation was provided by an Italian fascist, jailed for life in 1984 for a car bombing 12 years earlier that killed three police officers, and injured two. The attack was intended to be blamed on the Red Brigades, a left-wing militant group. This false flag’s unraveling played a significant role in subsequently blowing the Operation wide open publicly. However, three-and-a-half decades later, much remains unclear and uncertain about Gladio, and the evidential trail went cold long ago.

Perhaps the most striking feature of Operation Gladio is also its least well-known. The effort is typically understood and widely portrayed as a primarily CIA-led effort. In reality, Britain served as the inspiration, headquarters and training ground for all Europe’s “stay behind” secret armies throughout the Cold War, with MI6 taking the lead on arming these factions and directing their incendiary activities. This little-acknowledged history has enormous contemporary relevance, given London secretly continues to perpetuate the Gladio model overseas today.

In November 2024The Grayzone exposed how a cloak-and-dagger Ministry of Defence-created cell of military and intelligence veterans, dubbed Project Alchemy, is charged with “keeping Ukraine fighting… at all costs”.

Since the proxy war’s first days, the unit has strategised and orchestrated a vast array of belligerent acts, both covert and overt, to escalate the conflict and prevent a negotiated settlement. Chief among their initial recommendations was the creation of a “stay behind”, Gladio-style force, to carry out assassinations and sabotage in Russian territory.

‘The Meanest’

Uniquely revealing insight into Britain’s central role in Operation Gladio is provided by interviews with Francesco Cossiga, published in November 2010 by Bulletin of Italian Politics, a political science journal. A prominent politician throughout Rome’s bloodspattered “years of lead” and beyond, the journal notes Cossiga had “always been proud of his association” with Gladio, and took personal credit “for the creation of anti-terrorist rapid response units in Italy”, tied to Rome’s “stay behind” paramilitaries.

During the interviews, Cossiga revealed these “special services” were born following a tour of Europe, where he studied “different models” of special forces units for inspiration. Repeated visits to the base camp of Britain’s SAS, where he was shown “mock-up villages” used to train soldiers deployed to Northern Ireland during London’s brutal “counterinsurgency” against the province’s Catholic minority, convinced him to “opt for the British model”. Cossiga explained, “the meanest of all were the British” – and besides, if Gladio’s activities ever came to public light:

“I could always defend myself by saying I had chosen the model used in the oldest parliamentary democracy in the world.”

Moreover, Cossiga testified, Britain was “the headquarters” of every European “stay behind” organisation. Namely, Fort Monckton, where MI6 operatives are trained in every covert discipline, including surveillance, sabotage, assassinations, entrapment, and other black ops. According to Cossiga, Italy’s Gladio legions and “special services” similarly received instruction in these murderous dark arts at the facility, and from the SAS. A secret base in Sardinia was also “made available to the CIA and to other intelligence services,” to enhance “stay behind” operations in the country and beyond.

Despite all this, and a 1959 Italian intelligence agency report stating plainly “domestic threats” were a dedicated “stay behind” target, Cossiga vehemently refuted any suggestion Operation Gladio was ever “intended to combat subversion” by local political elements. Its sole purpose, he insisted, was to “resist invasion” by the Soviet Union, which never materialised. Yet, Cossiga’s unconvincing veil of denial slipped somewhat when asked whether he believed it possible for security and intelligence agencies “to act without the implicit or explicit approval of a government”:

“Yes it is. A certain autonomy exists, and it’s not as if an intelligence service has to tell its government what it does. The government sets objectives but it doesn’t have to know the means by which the service goes about achieving those objectives. Nor does it want to know. An intelligence service that respects the rules doesn’t exist. It’s a contradiction in terms. If MI5 had to obey the law it might as well use Scotland Yard’s Special Branch [Britain’s political police].”

‘Repressive Backlash’

Cossiga’s discussion of the murder of Aldo Moro – purportedly his “confidant and friend”, with whose “political philosophy” he ardently adhered – raises further alarm bells. Moro was a veteran centre-right Italian statesman, who served as the country’s prime minister five times during the 1960s and 70s. Highly respected then and now, he was kidnapped by the Red Brigades in March 1978, en route to a historic meeting where he would greenlight a coalition administration, formally bringing Italy’s Communist party into government for the very first time.

After 55 days in captivity, Moro was executed, his bullet-riddled corpse left in a car trunk in central Rome to rot, and for authorities to find. According to Cossiga – then-interior minister – official rescue efforts were exhaustive and wide-ranging. “We tried everything,” he proclaimed, including “air patrols… fitted with infrared sensors that would pick up heat from human bodies” in order to find the abducted premier. Cossiga also supposedly prepared the SAS-trained Comsubin, an Italian special forces unit, to conduct raids to find Moro.

Cossiga recounted how “one evening” during Moro’s captivity, authorities “received information” he “might be in a certain place.” Comsubin was thus mobilised, with a doctor charged with “[throwing] himself over Moro if there was a shootout.” Cossiga excitedly noted the medical professional in question was not only his “classmate at school”, but “later became the effective commander of Gladio!” That extraordinary coincidence may account for why, as Bulletin of Italian Politics reports, Comsubin in fact “did not conduct any raids” whatsoever while Moro was imprisoned.

This glaring contradiction tends to confirm the conclusions of Italian security and intelligence veteran Roberto Jucci – that the hunt for Moro was set up to fail. In March 2024, he publicly exposed how the formal, foreign-advised committee established to save Moro was “composed largely” of individuals tied to Propaganda Due – aka P2 – a CIA-tied Masonic lodge inextricably linked with Operation Gladio. These rabidly anti-Communist actors were, per Jucci, determined to destroy Moro “politically and physically”, therefore preventing the development of radical politics locally.

Jucci’s disclosures caused domestic and international shockwaves at the time. Yet, declassified British Ministry of Defence files dating to November 1990, in the immediate wake of Operation Gladio’s public exposure, show officials in London were well-aware of the mephitic role played by P2 in sabotaging the mission to rescue Moro. The Masonic lodge was described as just one “subversive” force in Italy employing “terrorism and street violence to provoke a repressive backlash against Italy’s democratic institutions,” in service of a “strategy of tension.”

Those documents also note that “circumstantial evidence” indicated “one or more of Moro’s kidnappers was secretly in touch” with Rome’s “security apparatus at the time,” and Italian spooks “deliberately neglected to follow up leads which might have led to the kidnappers and saved Moro’s life.” One might reasonably ask how London’s secret state could’ve been possessed of such knowledge. An obvious answer is that, given Britain’s enduring status as Operation Gladio’s “headquarters”, MI6 was, one way or another, embroiled in the plot to neutralise Moro.

Israel establishes nine ‘permanent’ occupation bases in south Syria

Israeli occupation forces have discreetly established a security zone within Syrian territory, with nine sites already under advanced construction within the occupied buffer zone, beyond it, and on Mount Hermon, Israeli Army Radio reported on 10 February.

The army has established nine bases extending from Mount Hermon and through Quneitra until Deraa governate, which “appeared to be permanent.”

There is currently no set timeline for how long Israel will maintain control over this security zone, but the army has confirmed that it will remain until it is certain that there are “no threats to Israel.”

The army has also established “security cooperation with Jordan for mutual issues including against factions in south Syria and possible Hamas cells.”

Three army brigades currently operate on Syrian territory, an increase from the one-and-a-half battalions stationed in the occupied Golan Heights before 7 October 2023, the Army Radio added.

Israeli troops have attempted to minimize their contact with Syrians residing in villages now under Israeli occupation.

Israel first occupied parts of the Syrian Golan Heights during the Six-Day War in 1967. After the October War in 1973, Syria and Israel struck a ceasefire agreement that established a demilitarized zone in the Golan.

After the fall of former Syrian president Bashar al-Assad on 8 December, Israeli troops immediately occupied additional land in the demilitarized zone and beyond, including on strategic Mount Hermon.

The Israeli Air Force also launched hundreds of airstrikes to destroy Syrian army air and naval bases, as well as aircraft, air defense systems, and missile stores.

The Syrian Observatory for Human Rights (SOHR) reported at the time that about 80 percent of Syria’s military capabilities had been completely destroyed.

Leader of Hayat Tahrir al-Sham (HTS) and ex-Al-Qaeda chief Ahmad al-Sharaa (formerly known as Abu Mohammad al-Julani) appointed himself as Syria’s president after Assad was ousted.

HTS previously received support from Israel, and Sharaa has stated he does not seek confrontations with Israeli forces occupying the country.

Instead, fighters from HTS and other armed factions have focused efforts on disarming and carrying out sectarian killings of Alawites in the countryside regions of Homs and Hama, and attacking Lebanese tribes operating smuggling rings along the Lebanese–Syrian border.

From Gaza to the West Bank: Israel’s unyielding war machine

“A year of combat”—this is how Israel’s new Chief of Staff, Eyal Zamir, described 2025 at a conference organised by the Israeli Ministry of Defence.

The exact sentence, translated from Hebrew, was: “The year 2025 will continue to be a year of combat.” The word ‘continue’ is crucial, suggesting that Israel will resume its wars, despite ceasefire agreements signed with the Lebanese government in November and Palestinian groups in January. In other words, it seems that Zamir is signalling that Israel will reopen these two fronts, even in the face of ceasefire deals.

Despite Israel’s insatiable appetite for war, it is hard to imagine what the Israeli army could achieve through renewed violence when it has already failed to accomplish its objectives in nearly 14 months in Lebanon and over 15 months in Gaza.

Israel launched thousands of air strikes on Lebanon, destroying entire towns and villages and killing and wounding thousands. It also dropped over 85,000 tons of bombs on Gaza, leading to the unprecedented genocide and the killing and wounding of over 170,000. Despite this, Israel has failed on both fronts. In Gaza, as reported by Reuters, Hamas alone managed to recruit up to 15,000 fighters just before the end of Israel’s 471st day of relentless warfare.

Furthermore, the return of nearly one million Palestinians to northern Gaza has reset Israel’s so-called tactical or strategic achievements. These efforts, aimed at depopulating northern Gaza to create permanent military buffer zones, were reversed by the population’s return.

The war also came at a staggering cost to the Israeli army. Ironically, during the same Ministry of Defence conference, Zamir revealed the actual costs of Israel’s wars in the past year. He stated that the Ministry “now provides care for 5,942 new bereaved family members”, adding that the “Rehabilitation Department has taken in over 15,000 wounded service members, many bearing both physical and mental scars from the war.”

These figures were not broken down by category or war front and did not include casualties from 7 October, 2023, to the end of the year. However, they represent the highest estimate of Israeli casualties provided to date, raising the question: Can Israel afford to return to war?

Former Israeli Defence Minister, Yoav Gallant, who was dismissed by Prime Minister Benjamin Netanyahu on 5 November, offered clues about Israel’s military crisis during an interview on Channel 12. Gallant recalled a conversation he had with Netanyahu after the Hamas assault on the Gaza Envelope region in southern Israel.

“The Prime Minister told me that we would see thousands of dead in the offensive in Gaza. I told him: We will not see thousands of dead,” Gallant said. Zamir’s numbers, however, have now validated Netanyahu’s estimates, not Gallant’s.

Another early fear of Netanyahu was that “Hezbollah will destroy everything if we hit it”, referring to the city of Tel Aviv. While that particular prediction did not fully materialise, the stalemate in Lebanon ensures Israel will remain haunted by similar fears.

So, will 2025 be a year of combat for Israel?

Netanyahu faces a twofold challenge: if all war fronts officially end, his government will collapse; but if he returns to active war, he will fail to claim any decisive victory.

It is possible that Zamir’s “year of combat” doctrine is aimed at saving face—projecting strength without reopening major war fronts. Israel may continue to create crises in Gaza and Lebanon without fully engaging in war, perhaps by delaying scheduled withdrawals, adding new demands, and so on.

But this may not be enough for Netanyahu to stay in power, especially in the face of growing dissatisfaction. This is where the Iron Wall, Israel’s ongoing military operation in the West Bank, comes into play.

Though Israel has launched numerous raids in the West Bank, the 21 January campaign was directly linked to the war in Gaza. It began two days after the latest ceasefire, signalling that a large deployment of Israeli forces in the West Bank was meant to offset reduced combat in Gaza.

It also served to distract from Israel’s sense of failure in Gaza, as described by Israeli National Security Minister, Itamar Ben-Gvir, who quit Netanyahu’s coalition on 19 January.

The war in the West Bank, centred in the Refugee Camp of Jenin, has used tactics similar to those employed in Gaza. Tens of thousands have been displaced from Jenin, Tulkarm and other northern West Bank regions; hundreds have been killed, wounded and had their homes demolished. The Israeli army seems to be attempting to compensate for its failure to ethnically cleanse Gaza by displacing entire communities in the West Bank.

If Israel persists in making 2025 a “year of combat” focused on the West Bank, the consequences could be dire, especially for an army that has already suffered unprecedented losses on multiple fronts.

If Israel continues on this path, an all-out uprising may become imminent, and new, unexpected fronts could open up simultaneously.

Israel must be reined in. It is acting like a wounded animal and, in doing so, it continues to kill Palestinians in the name of security while destabilising the entire Middle East. Netanyahu must be stopped.

I had a conversation with Alexander Mercouris and Prof. Seyed Mohammad Marandi (advisor to Iran’s nuclear negotiation team) about Trump’s recent comments about ethnically cleansing Gaza and the US seizing ownership over the territory. It is said that Trump should not be taken literally as much of his talk is either a negotiation tactic or he is simply improvising. Trump’s comments could have been aimed to ensure Israeli compliance with the ceasefire, to keep Netanyahu in power, or to have been part of a wider retrenchment strategy as the US must appear strong at a time when it is pulling back and shifting priorities.

Hamas delays next release of Israeli captives over ‘violations’ of Gaza ceasefire

The Palestinian resistance movement Hamas says it will postpone the next release of Israeli captives under a ceasefire deal in Gaza until further notice as the Israeli regime continues to violate the terms of the agreement.

In a post on the social media platform X, Abu Obeida, spokesman for the Qassam Brigades, Hamas’ armed wing, said the handover of the captives “who were scheduled to be released next Saturday… will be postponed until further notice, and until the occupation commits to and compensates for the entitlements of the past weeks retroactively.”

He added, “We affirm our commitment to the terms of the agreement as long as the occupation commits to them.”

The spokesman for the Qassam Brigades stated that over the past three weeks violations had included “delaying the return of the displaced to the northern Gaza Strip, and targeting them with shelling and gunfire.”

In response to Hamas’ announcement, Israeli minister of military affairs Israel Katz said he has instructed the military to “prepare at the highest level of alert for any possible scenario in Gaza.”

Hamas released three Israeli captives on Saturday as part of the fifth phase of the prisoner exchange deal under the ceasefire agreement with the Tel Aviv regime that took effect last month.

In exchange, Israel released 183 Palestinian prisoners, of whom 18 were serving life sentences. The majority had been detained in Gaza since the onset of the Israeli genocidal war on October 7, 2023, and had no public charges against them.

A total of 16 Israeli captives and 566 Palestinian prisoners have been freed so far under the ceasefire agreement.

The next Israel-Hezbollah war is now unavoidable – and it will be worse

Another round of violence between Lebanon and Israel is not a matter of if, but when. Israel managed to extract a series of tactical victories from the war so far, but did not possess the capacity to defeat Hezbollah decisively. Now that Israel seeks to maintain freedom of action inside Lebanon, it threatens a much more violent outbreak than what was stopped by the November 27 ceasefire.

Much of the analyses offered on the conflict between Lebanon and Israel, which erupted into a paroxysmal battle in September 2024, trace its origins back to October 8, 2023. However, this take is limited in its scope and also often misses key lessons from the history of the conflict.

Understanding what shaped the Lebanon-Israel war

A day after the Hamas-led October 7 attack against Israel, it became clear, through the public statements and actions of the Israelis, that the war they sought to launch was intended to inflict maximum collective punishment on the civilian population of Gaza. Although it often goes unrecognized due to the shocking effects of the Hamas raid, at least 413 Palestinians were killed inside Gaza that day, most of them civilians. The next day, the Lebanese group Hezbollah began opening fire on Israeli monitoring equipment set up in the illegally occupied Shebaa Farms area.

After Israel conducted airstrikes in southern Lebanon and killed four Hezbollah members, the Lebanese armed group responded by opening fire on Israeli military sites and surveillance equipment on October 9. That same day, former Israeli Defense Minister Yoav Gallant declared a “complete siege” on Gaza and that “we are fighting against human animals” to justify blocking all food, water, and electricity from entering the territory.

Understanding the gravity of what had just happened, Hezbollah’s secretary general, Seyyed Hassan Nasrallah, understood that they were going to have to play a supporting role for the Palestinian armed groups in Gaza. However, the group did not want to drag Lebanon into a comprehensive war and repeatedly stressed this point. The one pledge that Nasrallah made was “Hamas will win,” offering no other red lines.

From October 8, 2023 to September 20, 2024, Israel was responsible for around 81% of all attacks between both sides, killing 752 people in Lebanon, while Hezbollah’s attacks killed 33 Israelis. The last time a war was fought between Lebanon and Israel was in 2006, which began when Hezbollah conducted a raid and kidnapped Israeli soldiers. The war was well planned by Hezbollah and resulted in a victory for the group, as Israeli forces retreated from Lebanese territory.

What made Hezbollah the first Arab force to claim a real victory over Israel in 2006 was down to the absolute power imbalance, in which a stalemate combined with tactical victories and a well executed plan made it a defeat of the Israeli military. After this, while Israeli forces committed thousands of violations of Lebanese sovereignty – by land, sea, and air – occasionally assassinating Hezbollah fighters in Syria that caused some brief border skirmishes, the two sides veered away from all-out war.

In 2019, however, the Israelis began working on a new security fence/wall along the Lebanese border, which cut into and annexed land clearly demarcated to be on Lebanon’s side of what is known as the Blue Line. In 2023, the most significant land grab was of the northern Ghajjar village, which was cut off from Lebanon and opened for Israelis to visit. In addition, Israeli forces repeatedly entered Lebanon in order to clear land between the fence and Lebanese farm lands, resulting in repeated standoffs.

During the period from 2006 to 2023, Israel had been working at infiltrating Hezbollah and spying on the political party, while the Lebanese group significantly strengthened its military power. This is of great significance to the conflict that has taken place over the past 16 months, because Hezbollah in 2006 was somewhat comparable in power to Hamas at the start of the war in October 2023.

Hezbollah was also born out of the conflict between the Palestine Liberation Organization (PLO) and Israel, when the Israelis launched their invasion of Lebanon in 1982. The Israelis killed around 20,000 Palestinians and Lebanese in that war, which ended with a ceasefire due to the PLO’s surrender and acceptance of deportation to Tunisia.

Yet, after the PLO’s fighters and leadership left, Israel did not leave Lebanese territory and instead occupied the south of the country, while deploying its allied militias, including the Phalange Party, to massacre thousands of civilians in and around the Palestinian refugee camps. The lesson learned here for all future movements that would emerge to fight Israel, was that you never surrender your weapons; hence the Hamas slogan ‘victory or martyrdom’. The single biggest achievement that Hezbollah recorded in its history was forcing Israel to withdraw from Lebanese lands and give up on their occupation.

Why war is inevitable

It is clear that the war between Lebanon and Israel, which lasted nearly two months, was not one that Hezbollah was prepared for. Even after Israel’s booby-trapped pager attacks, which injured thousands across Lebanon, including many civilians, the Lebanese group still sought to fight a limited battle, as evidenced by the speech given by Nasrallah at the time. However, Israel did not stop there and decided to kill most of Hezbollah’s senior leadership, including Nasrallah, making a war unavoidable.

As early as October 8, 2024, Israeli Prime Minister Benjamin Netanyahu was threatening Lebanon with the kind of destruction wrought on Gaza. While the assault that the Israelis launched was certainly devastating to the civilian population, killing nearly 2,000 people, it was clear that it had not decided to launch a Gaza-style attack. Meanwhile, Hezbollah began using heavier missiles from its vast arsenal, but was tame in its approach and was careful to make much of its strikes symbolic or aimed at military facilities. This had nothing to do with what either side may have liked to do, but there was strategic constraint, which appeared to be deteriorating into the final week prior to the ceasefire.

By late November, Israel had failed to make meaningful advances on the ground in southern Lebanon and did not achieve its objective of reaching the Litani River area. Meanwhile, Hezbollah was not capable of equaling the level of destruction that Israel was committing against Lebanese cities using their missile strategy, it was also fighting essentially blindfolded and standing on one leg after the blows it suffered. Both sides realized that the inevitable result would be a stalemate, so in order to stop further devastation, a ceasefire was reached.

After suffering a major disruption to its supply line through Syria, the loss of its leadership and many commanders, also battling to solve the issues of infiltration, Hezbollah was severely wounded, but not destroyed. While the Israeli tactical victories have now shifted the propaganda war to make Hezbollah appear to be on its last legs, it is far from done. In fact, it still maintains a formidable ground force of around 100,000 fighters, a domestic weapons production capacity, and an abundance of ammunition, which the Israeli military understands well.

The loss of Nasrallah is not a small thing and still lingers in the minds of each and every supporter inside the country, many of whom still yearn for revenge after what was just committed against their nation. Israel proved incapable of beating Hamas after 15 months of all-out devastation, committing one of the worst atrocities since the Second World War. Hezbollah is still a much more capable fighting force than Hamas, yet there are a number of constraints on it due to the domestic political/economic/social situation inside Lebanon.

If Israel chooses to stay inside Lebanese territory, for whatever reason, it will only be a matter of time before action is taken. The next round will also likely be much more bloody, and the death toll will make the conflict last year seem relatively insignificant in comparison. This may not happen in the immediate future and could even take over a year, but the conflict is far from over and that is because there isn’t really a ceasefire in effect as of now.

On November 27, Israel made a point of not only violating it from the first moments and later advancing further into southern Lebanon, it committed hundreds of violations of the ceasefire. Israel has made it very clear that the new reality is that it has full freedom of action and can remain inside pockets of southern Lebanon for as long as it chooses. Therefore, there will have to be a war to ensure that a real ceasefire is reached and Lebanese territory will not be open season for the Israeli military to bomb, shoot at, and kidnap civilians.

Netanyahu is now bragging about changing the map of the surrounding region, while his new army chief of staff, Eyal Zamir, recently declared “2025 will continue to be a year of combat.” Israel is acting aggressively, expanding its borders, and does not appear to be backing down from its warmongering with Iran, which will lead to even greater chaos. Hezbollah will have to carefully navigate Lebanon’s domestic terrain and when it acts, implement a well oiled plan if it chooses to retaliate against Israel’s daily assaults on its country. All of the signs point to a dangerous escalation brewing.

USAID and NGOs for Narrative Control and War

President Trump’s decision to cut funding to USAID revealed the extent to which the US government has been financing media, protests and other means to hijack the civil society around the world. In Ukraine, USAID had a key role in toppling President Yanukovych in 2014 and has since financed between 85-90% of Ukrainian media to ensure narrative control. The Georgian Prime Minister has also been warning that Western NGOs have been activated to topple the government and convert Georgia into a second front against Russia. There is also overwhelming evidence that the US government established “non-governmental organisations” (NGOs) since the 1980s that are financed by the US government, staffed with people linked to the US intelligence community, and pursue US geopolitical interests under the guise of promoting democracy and human rights. One of these “NGOs” is the National Endowment for Democracy (NED) established by Reagan to take over some of the tasks of the CIA. These organisations are instruments for the US to govern the societies of other nations and pursue regime change when necessary.

Subverting Democracy and Pursuing War

When Zelensky won a landslide victory in the 2019 presidential election on a peace platform, the US activated its NGOs to ensure that Zelensky would reverse and abandon his peace mandate. Zelensky had won 73% of the votes by promising to engage in talks with Donbas, make peace with Russia, and implement the Minsk peace agreement. Furthermore, Zelensky argued in favour of preserving language rights and religious rights to prevent divisions in society. Immediately, protests emerged with NGOs presenting Zelensky’s peace platform as “capitulation”.

One of the US-financed “NGOs” was the Ukraine Crisis Media Centre which had been established allegedly to “promote the development of a self-sufficient Ukrainian state and society”, something I would certainly support. However, this is yet another NGO created by the US to subvert society and prevent peace from breaking out.

The Ukraine Crisis Media Centre threatened Zelensky, and warned him against delivering on his election promises: “As civil society activists, we present a list of ‘red lines not to be crossed’. Should the President cross these red lines, such actions will inevitably lead to political instability in our country and the deterioration of international relations”.[1]

These red lines included “holding a referendum on the negotiations format to be used with the Russian Federation and on the principles for a peaceful settlement”; conducting negotiations without the Western states; “making concessions to the detriment of national interests”; failing to implement the security and defence policies of the former government; “delaying, sabotaging, or rejecting the strategic course for EU and NATO membership”; “initiating any actions that might contribute to the reduction or lifting of sanctions against the aggressor state by Ukraine’s international partners”; attempting to review the language law or supporting the Russian Orthodox Church in Ukraine; “ignoring dialogue with civil society” etc. Simply put, the peace platform supported by the overwhelming majority of the population or the NGOs would make sure Zelensky was also ousted from power.

This threat from the US-financed NGO was countered with death threats from US-financed far-right groups. Zelensky eventually abandoned the peace mandate, ignored the Minsk peace agreement and fell in line with US policy.

The donors to the Ukraine Crisis Media Centre that financed the cancellation of Zelensky’s peace mandate include USAID, the National Endowment for Democracy, the US embassy, and various Nordic governments. On the list of donors is also The Institute for Statecraft, the discredited organisation behind the Integrity Initiative, which was caught in the covert operations of creating “clusters” of loyal politicians, journalists and academics to manufacture the impression of an established consensus to control the narrative. The integrity initiative was also working with UK intelligence agencies to target dissent in politics and the media.

My Encounter with these “NGOs”

USAID, NED and other NGOs also operate in countries allied with the US to prevent dissent and preserve bloc discipline. The Ukraine Crisis Media Centre wrote an entire article smearing me in its project of “shady horses of Russian propaganda”, which listed false accusations such as being a “defender of Russia’s aggression”. The evidence for the absurd accusations included conversations with Professor John Mearsheimer and former US Senator Ron Paul, which are labelled Kremlin “mouthpieces”.[2] The Norwegian government (my own government) is also listed as a donor to this project of intimidation and smears.

The US foreign ministry, the National Endowment for Democracy, and my own government also finance the Norwegian Helsinki Committee, another “human rights NGO”, which has pursued a project of systematic intimidation against me for the past 4 years. Their tactics against me include regular smear pieces in the media, almost weekly tweets labelling me a propagandist for Russia, letters and phone calls to the head of my university to end my position as a professor, calls on other academics to go against me, efforts to cancel me from events where I have been invited to speak, etc. After successfully whipping up hatred in the public, the police advised me to hide my address and phone number. At this point, an employee at the Norwegian Helsinki Committee published a picture of my house on social media. These are the activities that my own government finances under the guise of supporting an “NGO” that promotes democracy and human rights. In response to the purge of academic freedom, I am now in the process of acquiring another citizenship to relocate to a country where civil society is not outsourced to fake NGOs pushing war propaganda and censorship.

What was my great crime? I have been deeply critical of NATO’s policies towards Ukraine since the NGO-backed “Orange Revolution” in 2004. For years I criticised the efforts to pull Ukraine into NATO’s orbit when only a small minority of Ukrainians wanted to join the military alliance, and NATO was aware it would likely trigger a war. I criticised the EU’s rejection of Ukraine’s proposal for a trilateral EU-Ukraine-Russia agreement in 2013 that would have made Ukraine a bridge rather than a frontline. I warned that the NGO-backed toppling of Yanukovych in 2014 would result in Russia’s seizing Crimea and war. For 7 years, I insisted that sabotaging the Minsk peace agreement would result in a military solution to the conflict. Since 2022, I have argued that the sabotage of the Istanbul peace agreement and the boycott of all diplomacy and negotiations would result in Russia destroying Ukraine in a war of attrition. From my perspective, these are pro-Ukrainian arguments that would have preserved Ukrainian sovereignty, territory and lives.

The people who advocated for the policies that created this disaster have a monopoly on the media, and all dissent is crushed with smears, censorship and cancellation. We have more newspapers than I can count, yet they all write the same thing and cite the same “NGOs”. Even now, it is still considered controversial and suspicious to argue for peace negotiations, even as the majority of Ukrainians want negotiations, the war has been lost, and Ukraine suffers greatly with the loss of men and territory every day. Criticism of the NATO war narratives is not met with counterarguments, rather it is met only with accusations of having evil intentions, being “controversial” and “pro-Russian”, legitimising the invasion, not caring about Ukrainians, spreading propaganda etc. These crude and pathetic attacks do not have to be substantiated as the assault on free speech and academic freedom are always wrapped in moralistic language and claims about defending democracy.

Everything I have argued played out as predicted, including why the sanctions were destined to fail. I can confidently argue why my analyses have been correct and why my policy recommendations would have prevented this disaster. However, I do not live in an open society with the free exchange of ideas. I live in a society where government-sponsored smears, censorship and cancellation are permitted as long as an NGO is used as a middleman.

Israel expands shooting orders in West Bank, adding to Palestinian death toll

Israel has expanded shooting orders for its soldiers in the occupied West Bank in a move that has generated a high Palestinian death toll.

According to Haaretz newspaper, the so-called central command decided to implement the same shooting policy used during the campaign of genocide in Gaza to kill any unarmed Palestinian in the West Bank.

The Israeli soldiers taking part in the ongoing military assault said commander Avi Blot permitted them to shoot with the intent to kill Palestinians without resorting to arresting them.

“The orders made it easier for soldiers to pull the trigger at the behest of Central Command Commander Avi Blot.”

The head of the West Bank Division Yaki Dolf ordered soldiers to shoot at any vehicle “coming from a combat zone” and heading toward a checkpoint.

On Sunday, two Palestinians were killed in the West Bank when Israeli soldiers opened fire on a car approaching a military checkpoint.

Israeli forces earlier shot and killed an eight-month Palestinian pregnant mother and her unborn baby during a raid in the Nur Shams refugee camp.

According to the Israeli daily, soldiers used Palestinian civilians as human shields while searching buildings for explosives, the same tactic used by the military in Gaza.

Since January 21, the Israeli regime has conducted military operations in Jenin, Tulkarm and Tammun in the northern West Bank. The regime has killed more than 30 Palestinians, according to the Health Ministry.

Israeli soldiers had earlier revealed appalling accounts of the notorious “kill zone” in the Netzarim corridor of the besieged Gaza Strip.

Hamas says ‘Israel’ plotting to derail Gaza ceasefire deal

The Islamic Resistance Movement Hamas believes “Israel” is actively working to derail the ceasefire agreement, a senior Palestinian official told Al Mayadeen on Monday.

The official stated that Israeli statements regarding the second phase of the deal signal an unwillingness to commit to a lasting ceasefire.

Moreover, Hamas, as per the official, sees “Israel” as relying heavily on US President Donald Trump’s reckless decisions to justify its policies and actions in the next phase.

Hamas says that if “Israel” does not adhere to the second phase of the agreement, it will pay a heavy price, the Palestinian official underscored.

Netanyahu moves to sabotage ceasefire talks: Israeli media

Israeli media on Sunday suggested that Prime Minister Benjamin Netanyahu is deliberately obstructing the ongoing ceasefire negotiations with Hamas, aiming to derail the agreement before its next phase.

Reports suggest that the Israeli delegation sent to Qatar lacks real authority, signaling Netanyahu’s unwillingness to move forward with a deal that would secure the release of more Palestinian detainees and a permanent ceasefire in Gaza.

Haaretz cited sources stating that the delegation’s presence in Doha is merely for show.

“Netanyahu is signaling quite clearly that he does not want to move on to the next phase,” one source said, adding that he views the ceasefire as politically damaging.

The reports indicate that Netanyahu is more concerned about appeasing “Israel’s” far-right factions than securing the freedom of Israeli captives.

“Right-wing voters see on the ground that we have not defeated Hamas and its operatives continue to walk around with weapons,” one source explained, referencing a sign at a Hamas-organized captive release event in Gaza that mocked Netanyahu‘s claim of achieving “total victory.”

Efforts to undermine the agreement

According to Haaretz, Netanyahu’s obstructionist tactics could lead to the ceasefire breaking down entirely. Analysts warn that Hamas, recognizing “Israel’s” refusal to honor its commitments, may halt further captive releases.

“Hamas is not stupid,” a source said. “They see the politicization of the negotiations, the placement of Netanyahu confidants Ron Dermer and Gal Hirsch [at the helm of negotiations], the threats by [Finance Minister Bezalel] Smotrich and the right-wing ministers that they will dissolve the government. They understand where this is going.”

Channel 12 confirmed that Netanyahu sent the delegation only to discuss technicalities and not to negotiate the second phase of the ceasefire. Officials stated, “This delegation has no real mandate. It will not deal with anything related to the second phase.”

Among the delegation members was government captive negotiator Gal Hirsch, along with a Shin Bet official replacing the security agency’s head, Ronen Bar, who was removed from the process by Netanyahu.

Hamas officials have warned that “Israel’s” bad-faith approach could reignite hostilities. In an interview with AFP, Hamas politburo member Basem Naim criticized “Israel’s” failure to fulfill its obligations. “The delay and lack of commitment in implementing the first phase,” as well as the attempts to “pressure the Palestinian negotiators upon entering the second phase, certainly exposes this agreement to danger and thus it might stop and collapse,” he said.

Agreement in jeopardy

The first phase of the ceasefire, set to last 42 days, stipulates that Hamas will release 33 women, children, and elderly captives in exchange for the freedom of hundreds of Palestinians, many of whom have been detained without charge.

The next phase, if honored, would require “Israel” to release additional Palestinian detainees, halt military aggression, and withdraw from Gaza in exchange for the release of remaining captives.

Following the latest release, 73 captives out of the 251 taken on October 7 remain in Gaza, while at least 34 have been confirmed dead.

Hamas has so far handed over 21 captives under the current ceasefire, while 105 were released during a brief truce in November.

Under the deal, which came into effect on January 19, 17 more captives should be released before the end of the first 42-day phase of the truce.

Meanwhile, “Israel” continues to hold thousands of Palestinian prisoners and detainees, including children, journalists, and activists, many of whom have been subjected to inhumane treatment.

Trump claims US will ‘buy and own’ Gaza, says Palestinians have ‘no alternative’

US President Donald Trump said he is “committed to buying and owning” the Gaza Strip and expelling the two million Palestinians living there, amid condemnation from Palestinians and the UN.

“I’m committed to buying and owning Gaza. As far as us rebuilding it, we may give it to other states in the Middle East to build sections of it. Other people may do it through our auspices. But we’re committed to owning it, taking it, and making sure that Hamas doesn’t move back,” Trump said while speaking to reporters during a flight on Air Force One on 9 February.

Trump did not explain who he would buy Gaza from or how the US would own it.

“There’s nothing to move back into. The place is a demolition site … The remainder will be demolished … But we’ll make it into a very good site for future development by somebody,” the US president declared.

Trump promised to “take care of the Palestinians.”

He said, “We’re going to make sure they live beautifully and in harmony and peace and that they’re not murdered … They don’t want to go back to Gaza. They only go back because they have no alternative.”

Trump did not mention who might murder Palestinians or why they might not have an alternative to return to their lands and destroyed homes.

Israeli Prime Minister Benjamin Netanyahu praised Trump’s proposal as “revolutionary and creative” despite the plan being met with severe international backlash.

Israel relentlessly bombed Gaza for 15 months, killing at least 48,000 Palestinians, before the ceasefire went into effect on 19 January. Some estimates suggest Israeli forces may have killed over 200,000 Palestinians, largely with the help of US-supplied bombs.

As part of the so-called Generals’ Plan beginning in October, Israeli forces attempted for several months to besiege, starve, and bomb hundreds of thousands of Palestinians in north Gaza to forcibly expel them to the strip’s south.

Trump stated that people from all over the world would be able to move to Gaza, adding that he might allow regional countries to be involved in rebuilding parts of the territory and that he would make sure the Palestinian refugees would “live beautifully.”

The US president’s political allies in Israel, Finance Minister Bezalel Smotrich and former national security minister Itamar Ben Gvir, openly advocate ethnically cleansing Gaza of Palestinians, confiscating the strip’s land, and relocating Jewish settlers there.

Both the Palestinian Authority (PA) and the resistance movement Hamas condemned Trump’s plan.

“The rights of our people and our land are not for sale, exchange or bargaining,” the PA Foreign Ministry said, adding that “The Israeli government and Prime Minister Netanyahu are trying to cover up the crimes of genocide, forced displacement, and annexation which they have committed against our people.”

Hamas political official Izzat al-Rishq affirmed that “Gaza is not a property to be sold and bought. It is an integral part of our occupied Palestinian land.”

The UN Human Rights Office warned that any forcible transfer in, or deportation of, people from occupied territory was strictly prohibited under international law.

US voters are also skeptical of Trump’s plan. A CBS poll showed that 47 percent of US citizens believe that US control of the Gaza Strip is a “bad idea,” only 13 percent think it is a good idea, and 40 percent say they are not sure.

Trump also told journalists while flying on Air Force One that he was “losing patience” with the ceasefire deal between Israel and Hamas after seeing footage of the resistance movement releasing Israeli captives over the weekend.

“They look like Holocaust survivors. They were in horrible condition. They were emaciated … I don’t know how much longer we can take that … at some point, we’re going to lose our patience.”

At the same time, freed Palestinian prisoner Sami Jaradat told Anadolu Agency that he and other Palestinian prisoners were terrorized and subjected to humiliation, severe beatings, and deliberate starvation.

“I have lost more than 30 kilograms of my weight,” Jaradat said.

Palestinian prisoners and detainees are also often tortured and raped by their Israeli captors.

The International Criminal Court (ICC) alleges that Prime Minister Netanyahu and former defense minister Yoav Gallant have committed war crimes by using starvation as a weapon against Palestinians.

The ICC issued arrest warrants for the Israeli leaders in November, who imposed a “total siege” on Gaza at the beginning of the war in October 2023, blocking food, water, and fuel from entering the enclave.
