NPR: the Voices and Views of One Side

By HELEN REDMOND | March 5, 2012

NPR

National Public Radio.

National Pay or Play Radio.

Spring Pledge Drive, 2012.

Hosts beg and cajole on air hour after hour, day after day for money.

They creatively and with cool music in the background alternately shame and praise listeners to pony up part of the paycheck.

And promise membership cards, mugs, and messenger bags in return.

NPR is your radio station.

Send money; get “unbiased” reporting.

Send money; hear the views “of all sides.”

According to Gabriel Spitzer.

And Melba Lara.

And Scott Simon. Host of Weekend Edition. Saturday.

Simon supported the war in Afghanistan.

Simon: “It seems to me that in confronting the forces that attacked the World Trade Center and the Pentagon, American pacifists have no sane alternative now but to support the war. I don’t consider this reprisal or revenge, but self-defense: protecting the world from further attacks by destroying those who would launch them.”

Simon says. Sir, yes, sir.

Simon’s salary: $300,648.

Biased.

Steve Inskeep. “My job is to bring an unvarnished view of what’s happening around the world every day…”

The tone of Inskeep’s voice changes when he interviews Palestinians, Pakistanis, and Iranians vs. Israelis, Saudi’s, CEOs, and US government officials.

Hostile, disbelieving, aggressive for the former.

Cordial, obsequious, passive for the latter.

Inskeep’s salary: $331,241.

Biased.

I admit I listen and I don’t pay.

Because NPR doesn’t air the views of all sides.

All things are not considered.

The so-called “experts” NPR interviews are pro-government, pro-war, and promote the ideas of right-wing think tanks. A faction of former national security advisors, defense department officials, ambassadors, ex-pentagon generals, and military commanders.

Inside the DC beltway.

The government to K-street, to think tank, to NPR pipeline.

Those are the opinions and views heard in the vast majority of stories.

I know because after stories air, I google the website the expert represents.

The websites use words like: nonpartisan, principled, independent, strong, pragmatic, quality, benchmarking, innovative, strategic, impact.

Distinguished, deep thinkers thinking about good governance, rule of law, nuclear proliferation, counterterrorism, cybersecurity, 21st century defense, metrics, kinetics, energy security, failed states, nation building, geoeconomics, transparency, emerging markets, saving behavior, managing global order.

Like the Brookings Institution.

An NPR story titled: Technological Innovations Help Dictators See All.

Weekend Edition host Rachel Martin. Sunday. She interviewed an expert.

John Villasenor. Senior Fellow.

Brookings Institution.

Martin asks: “Give us some real-world examples. How could this play out in a country like Syria?”

Villasenor: “Well, in countries like Syria, there’s no reason to expect that governments won’t take advantage of every possible technological tool at their disposal to monitor their citizenry. Smartphones, and the apps that run on smartphones, very often track location in an authoritarian country.”

C’mon Rachel! Syria?

How many Syrians do you think own Smartphones?

How many Americans do you think own Smartphones?

The American surveillance state intercepts and stores 1.7 billion e-mails, phone calls and other types of communications every day!

Why not talk about that?

They didn’t talk about that.

An NPR story titled: As Drones Evolve, More Countries Want Their Own.

Talk of the Nation host Neal Conan interviewed an expert.

John Villasenor.

The Brookings Institution Senior Fellow:

“And so, you know, unfortunately we have a long history of machines essentially engaging in killing, and so I think when people are designing – figuring out how to use drones, we have to keep in mind that, you know, there’s already been a precedent of these things and try to improve upon that.”

You lost me. Precedent? Improve on what?

Villasenor didn’t mention that American drones have killed hundreds of civilians in Pakistan and Afghanistan.

Conan doesn’t ask.

For experts like Villasenor, civilian deaths are unfortunate but inevitable collateral damage in the war on terror.

I think they’re crimes against humanity.

Drone attacks are remote control terrorism.

That is my opinion.

But I’m no expert.

And NPR doesn’t want to hear my side.

Council on Foreign Relations.

An NPR story titled: Obama sends 30,000 More Troops to Afghanistan.

All Things Considered host Michele Norris interviewed an expert.

Max Boot is the “Jeane  J. Kirkpatrick” Senior Fellow for

National Security Studies at the Council on Foreign Relations.

Norris: “…based on what you heard tonight, do you think the president went far enough?”

Boot: “I mean, the parts that I really liked and I thought were terrific were when he talked about that we have a vital national interest in Afghanistan. We have to be there to prevent a cancer from, once again, spreading throughout that country.”

The US military counterinsurgency won’t let cancer metastasize in Afghanistan.

But the troops can’t save everyone. Millions of Afghans are at the end stage.

There is no morphine to kill the pain.

An article by Max Boot on the recent clashes in Afghanistan over the burning of Qurans.

Title: Afghans Don’t Hate Americans.

The Jeane J. Kirkpatrick Senior Fellow:

“Many Americans seem to be saying that if the Afghan people don’t want us there, why should we stay? That’s dubious logic because we are not in Afghanistan as a favor to the Afghan people. We are there to protect our own self-interest in not having their territory once again become a haven for al-Qaida.”

I think the American people are right.

The US military shouldn’t stay in Afghanistan.

That’s not dubious logic.

It’s smart logic.

I think Afghans hate the troops for occupying their country and killing their people.

I can understand that. I would, too.

I don’t believe Afghans hate all Americans.

Just some.

Like Max Boot and other Senior Fellows at right-wing think tanks.

Who want to continue the war, occupation, targeted assassinations, sanctions, night raids, kill-capture operations, and drone strikes.

But I’m no expert. Nor are the American people.

And NPR doesn’t want to hear our views.

We didn’t write two books about war like Boot did:

War Made New: Technology, Warfare, and the Course of History, 1500 to Today.

The Savage Wars of Peace: Small Wars and the Rise of American Power.

Check out the search engine for stories at NPR’s website.

Search for the following: American Enterprise Institute, Brookings Institution, Carnegie Endowment for International Peace, Center for a New American Security, Center for Strategic and International Studies, Council on Foreign Relations, Royal United Services Institute.

A ton of hits.

A ton of expert opinion and analysis of the world.

You’ll be amazed.

Or maybe you won’t.

NPR.

The voices and views of one side.

Biased.

I listen, but I won’t pay.

Iceland to bring former premier to trial over financial crisis

Press TV – March 5, 2012

Iceland’s former Prime Minister Geir Haarde is to go on trial over charges of leading the country, once proud of its oversized banking sector, to bankruptcy in 2008.

Haarde is accused of negligence in failing to prevent financial collapse in the small island country. The 60-year-old former premier, however, rejects the accusations, calling them “political persecution.”

The trial is set to begin on Monday at 0900 GMT and to last 10 days, until March 15, but it is unclear how quickly a verdict can be expected after that.

He is one of four politicians blamed in a 2010 report for their roles in banking sector collapse when the country’s all major banks failed in a matter of weeks.

Some argue that Iceland’s economic crisis was the result of global crisis and the government could not have predicted or prevented it.

But parliament voted in September 2010 that he was the only one who should be tried on charges related to the crisis.

Iran Questions IAEA’s Resolve and Impartiality

By Kaveh L. Afrasiabi | Middle East Online | March 3, 2012

PALO ALTO (California) – In their recent visit to Iran, the high-level officials of the International Atomic Energy Agency (IAEA) missed a golden opportunity to resolve one of the lingering questions about Iran’s nuclear program, due to the personal intervention of the IAEA Director-General, Yukiya Amano, whose reports have raised suspicion of a “possible nuclear dimension.”

According to a source close to the Iranian nuclear negotiation team in Iran, during the two-day visit on February 20-21, the IAEA team headed by Herman Nackaerts, the Deputy Director-General for Safeguards, was informed that even though the purpose of the visit was for discussion of a framework to resolve the “ambiguities,” they were invited to visit the site at Marivan, cited in the November 2011 IAEA report for suspected “high explosive” tests pertaining to nuclear weapons — a charge denied by Tehran. Instead of accepting this invitation, and thus putting to rest one of IAEA’s stated concerns, the IAEA team declined the offer after consulting with Mr. Amano in Vienna. Amano ordered the team to return to Vienna immediately.

According to sources in Tehran, if Amano had permitted his team to inspect the Marivan site, then he would have had to mention the agency’s finding in his report due next week. “By personally intervening to torpedo a chance to lay to rest a key IAEA suspicion about Iran, unfortunately once again Mr. Amano proved his bias,” maintains the Tehran source.

Mr. Amano has been criticized in the past as being supportive of U.S. interests regarding Iran’s nuclear activities. On his appointment as head of the IAEA, Mr. Amano was referred to by U.S. diplomats as being “a friend” to U.S. interests, according to secret diplomatic cables released by Wikileaks in 2010.

In addition to failing to mention Iran’s offer to the IAEA inspection team to visit facilities at Marivan, Mr. Amano disingenuously complained of Iran’s failure to allow the IAEA team to inspect the military base at Parchin, despite the fact that in his own November 2011 report on Iran, he admits that the purpose of a visit would be “to discuss the issues identified.” This has led to Western media coverage describing Nackaerts’ trip as a “failure,” and blaming it on Iran’s “intransigence.”

Iranian witnesses suggest otherwise, indicating that the two sides made substantial progress on a six-step “draft modality” that would address the agency’s lingering concerns about Iran’s nuclear program. Although no final agreement was reached at the February meeting, Tehran insists that an agreement is still on the table and Iran is willing to implement it. The agreement includes a framework calling for “practical steps” to further Iran-IAEA cooperation, covering a future inspection of Parchin, which incidentally has been previously visited by the IAEA without ever finding anything “unusual.”

“We have had three rounds of negotiations with Mr. Nackaerts, twice in Tehran and once in Vienna, and we are getting very close to finalizing an agreement, barring any negative intervention by certain powers that manipulate the IAEA to perpetuate a crisis environment surrounding Iran’s peaceful nuclear program,” says a Tehran source on condition of anonymity.

Tehran has expressed its readiness to engage in a new round of nuclear talk with the representatives of the “5+1” nations (i.e., the UN Security Council’s Permanent Five plus Germany). From Iran’s perspective, for the coming talks to be successful the other side needs to be more attuned to Iran’s “confidence-building initiatives” such as the offer to IAEA to inspect a suspected site. Clearly, Mr. Amano must explain why he refused the offer and failed to make public Iran’s invitation.

According to recent admissions by various top US officials, including Defense Secretary Leon Paneta, the United States has no evidence that Iran is attempting to produce nuclear weapons. This means the Iran nuclear crisis is a “crisis of choice” rather than “necessity,” and its resolution requires dexterous diplomacy on the part of both sides.

This is not a time for military threat and intimidation. Given the admission by the IAEA, and reflected in its various reports, there is no evidence of military diversion in the development of nuclear material in Iran. All of Iran’s uranium enrichment activities — allowed under the articles of the Non-Proliferation Treaty — are covered by the IAEA’s routine inspections, as well as surveillance cameras. And Iran’s President Ahmadinejad has offered to suspend the 20 percent enrichment in return for an external supply of nuclear fuel for Iran’s medical reactor.

A prudent Western nuclear strategy toward Iran, one that would respect Iran’s nuclear rights, would continue to insist on Iran’s nuclear transparency, but refrain from threatening Iran with military strikes and or coercive “crippling sanctions.” Iran, like all other nations, has “inalienable rights” that are expressly recognized under the articles of the NPT.

NGOs: The Missionaries of Empire

By Devon DB | Global Research | March 3, 2012

Non-governmental organizations are an increasingly important part of the 21st century international landscape performing a variety of humanitarian tasks pertaining inter alia to issues of poverty, the environment and civil liberties. However, there is a dark side to NGOs. They have been, and are currently, being used as tools of foreign policy, specifically by the United States. Instead of using purely military force, the US has now moved to using NGOs as tools in its foreign policy implementation, specifically the National Endowment for Democracy, Freedom House, and Amnesty International.

National Endowment for Democracy

According to its website, the National Endowment for Democracy (NED) is “a private, nonprofit foundation dedicated to the growth and strengthening of democratic institutions around the world,” [1] however this sweet sounding description is actually quite far from the truth.

The history of the NED begins immediately after the Reagan administration took power. Due to the massive revelations concerning the CIA in the 1970s, specifically that they were involved in attempted assassinations of heads of state, the destabilization of foreign governments, and were illegally spying on the US citizens, this tarnished the image of the CIA and of the US government as a whole. While there were many committees that were created during this time to investigate the CIA, the Church Committee (led by Frank Church, a Democrat from Idaho) was of critical importance as its findings “demonstrated the need for perpetual surveillance of the intelligence community and resulted in the creation of the permanent Select Committee on Intelligence.” [2] The Select Committee on Intelligence’s purpose was to oversee federal intelligence activities and while oversight and stability came in, it seemed to signal that the CIA’s ‘party’ of assassination plots and coups were over. Yet, this was to continue, but in a new way: under the guise of a harmful NGO whose purpose was to promote democracy around the world – the National Endowment for Democracy.

The NED was meant to be a tool of US foreign policy from its outset. It was the brainchild of Allen Weinstein who, before creating the Endowment, was a professor at Brown and Georgetown Universities, had served on the Washington Post’s editorial staff, and was the Executive Editor of The Washington Quarterly, Georgetown’s Center for Strategic and International Studies, a right-wing neoconservative think tank which would in the future have ties to imperial strategists such as Henry Kissinger and Zbigniew Brzezinski. [3] He stated in a 1991 interview that “A lot of what we do today was done covertly 25 years ago by the CIA.” [4]

The first director of the Endowment, Carl Gershman, outright admitted that the Endowment was a front for the CIA. In 1986 he stated:

We should not have to do this kind of work covertly. It would be terrible for democratic groups around the world to be seen as subsidized by the CIA. We saw that in the ‘60s, and that’s why it has been discontinued. We have not had the capability of doing this, and that’s why the endowment was created. [5] (emphasis added)

It can be further observed that the Endowment is a tool of the US government as ever since its founding in 1983, it “has received an annual appropriation approved by the United States Congress as part of the United States Information Agency budget.” [6]

No sooner than the Endowment was founded did it begin funding groups that would support US interests. From 1983 to 1984, the Endowment was active in France and “supported a ‘trade union-like organization that for professors and students’ to counter ‘left-wing organizations of professors,’” [7] through the funding of seminars, posters, books, and pamphlets that encouraged opposition to leftist thought. In the mid and late 1990s, the NED continued its fight against organized labor by giving in excess of $2.5 million to the American Institute of Free Labor Development which was a CIA front used to undermine progressive labor unions.

Later on, the Endowment became involved in interfering with elections in Venezuela and Haiti in order to undermine left-wing movements there. The NED is and continues to be a source of instability in nations across the globe that don’t kneel before US imperial might. Yet the Endowment funds another pseudo-NGO: Freedom House.

Freedom House

Freedom House was originally founded in 1941 as a pro-democracy and pro-human rights organization. While this may have been true in the past, in the present day, Freedom House is quite involved in pushing US interests in global politics and its leaders have connections to rather unsavory organizations, such as current Executive Director David Kramer being a Senior Fellow to the Project for the New American Century, many of whose members are responsible for the current warmongering status of the US. [8]

During the Bush administration, the President used Freedom House to support the so-called War on Terror. In a March 29, 2006 speech, President Bush stated that Freedom House “declared the year 2005 was one of the most successful years for freedom since the Freedom House began measuring world freedom more than 30 years ago” and that the US should not rest “until the promise of liberty reaches every people and every nation” because “In this new century, the advance of freedom is a vital element of our strategy to protect the American people, and to secure the peace for generations to come.” [9]

Later, it was revealed that Freedom House became more and more supportive of the Bush administration’s policies because of the funding it was getting from the US government. According to its own internal report in 2007, the US government was providing some 66% of funding for the organization. [10] This funding mainly came from the US Agency for International Development (USAID), the US State Department, and the National Endowment for Democracy. Thus, we see not only the political connection of Freedom House to US government, but major financial connections as well.

It should be noted, however, that Freedom House was not alone in supporting the government. Under the Bush administration, the US government forced NGOs to become more compliant to their demands. In 2003, USAID Administrator Andrew Natsios stated in a speech given at a conference of NGOs that in Afghanistan the relationship between NGOs and USAID does affect the survival of the Karzai regime and that Afghans “believe [their life] is improving through mechanisms that have nothing to do with the U.S. government and nothing to do with the central government. That is a very serious problem.” [11] On the situation in Iraq, Natsios stated that when it comes to NGO work in the country “proving results counts, but showing a connection between those results and U.S. policy counts as well.” [12] NGOs were essentially told that they were tools of the US government and were being made part of the imperial apparatus.

Most recently, Freedom House was active in the Arab Spring, where they aided in the training and financing of civil society groups and individuals “including the April 6 Youth Movement in Egypt, the Bahrain Center for Human Rights and grass-roots activists like Entsar Qadhi, a youth leader in Yemen.” [13]

While the Endowment and Freedom House are being used as tools of US foreign policy that does not mean that the US government isn’t looking for new tools, namely Amnesty International.

Amnesty International

The human rights organization Amnesty International is the newest tool in the imperial toolbox of the American Empire. In January 2012, Suzanne Nossel was appointed the new Executive Director of Amnesty International by the group itself. Before coming to Amnesty, Nossel already had deep connections to the US government as she had “served as Deputy Assistant Secretary for International Organizations at the U.S. Department of State.” [14]

Nossel is known for coining the term ‘smart power’ which she defined as knowing that “US interests are furthered by enlisting others on behalf of U.S. goals, through alliances, international institutions, careful diplomacy, and the power of ideals.” [15] While this definition may seem harmless, ‘smart power’ seems to be an enhanced version of Joseph Nye’s ‘soft power,’ which itself is defined as “the ability to obtain the outcomes one wants through attraction rather than using the carrots and sticks of payment or coercion.” [15] A possible example of this ‘smart power’ is the war in Libya, where the US used the UN as a means to get permission to engage in ‘humanitarian intervention.’

Yet, even before Nossel was appointed to Amnesty, the group was unwittingly aiding in the media war against Syria. In a September 1, 2011 Democracy Now interview, Neil Sammonds, the researcher and one of the author’s for Amnesty’s report Deadly Detention: Deaths in Custody Amid Popular Protest in Syria, spoke about the manner in which the research was done for the report. He stated:

I’ve not been into Syria. Amnesty International has not been allowed into the country during these events, although we have requested it. So the research for this report was done mostly from London, but also from some work in neighboring countries and through communications with a large network of contacts and relatives of the families, and, you know, other sources. [16] (emphasis added)

How can one write a report with any amount of authority if their only sources are through second-hand sources that may or may not have a bias or an agenda to push? How can you write a report using sources whose information has no way of being verified? It is reminiscent of the media war against Gaddafi, where it was reported in the mainstream media that he was bombing his own people and had given Viagra to his soldiers as so they could rape women, but absolutely none of this was verified.

While NGOs can have a positive influence on society at large, one must be aware of their backgrounds, who is in charge of them, and from whom they are getting funding because the nature of the NGO is changing, it is being more and more integrated into the imperial apparatus of domination and exploitation. NGOs are fast becoming the missionaries of empire.

Who was Behind the Delhi Bombing?

By Gareth Porter | Dissident Voice | March 3rd, 2012

The magnet bomb that exploded on an Israeli Embassy diplomat’s car in Delhi on February 13 seemed on the surface to be consistent with an Iranian-sponsored action.

It was carried out with same method by which Israel’s Iranian proxy, the Mujahedin-e Khalq, had assassinated an Iranian scientist in mid-January. It occurred on the anniversary of the 2008 assassination of Hezbollah operations chief Imad Mugniyeh, which Hezbollah had vowed to avenge. And it happened at the same time as what appeared to be attempted bombings in Bangkok and Tbilisi.

But a review of the evidence uncovered thus far makes the link to Iran begin to look very dubious. Instead, it points to the distinct possibility that the Israelis planned a carefully limited bomb attack that was not intended to cause serious injury to Israeli diplomatic personnel, but that would advance the larger Israeli narrative on the need to punish Iran.

The evidence surrounding that bomb itself indicates a series of decisions by the terrorist team that is fundamentally inconsistent with an Iranian-Hezbollah revenge bombing. The preliminary forensic analysis of the bomb itself had estimated it to be 250-300 grams of explosives, but sources in the investigation later reduced the estimate to 200-250 grams. The 250-gram bomb that exploded near the Delhi High Court in May 2011 did not even damage the car under which it had been placed and was characterised by Police Commissioner B K Gupta as a “low-intensity and mild blast”.

Burning questions

The main damage to the Israeli diplomat’s car was not from the explosion but from the fire, which burned so slowly that the occupants suffered no burns.

If the bomb had been filled with shrapnel of iron filings, nails or glass, or if it had been attached underneath the fuel tank or on the door next to the passenger, that bomb would have seriously injured or killed the passenger, Tal Yehoshua-Koren, the wife of the Israeli Defense Attaché. But Delhi police were able to determine that the bomb contained no such potentially deadly shrapnel. And an examination of the videos and photos of the car after the bombing revealed that the bomb had been attached instead to the rear of the vehicle, where it would have the least impact on the occupants.

Indian investigators obtained a fourth piece of evidence bearing on the intentions of the planners from their interview with Yehoshua-Koren. She told them the bomb did not go off for 30 to 40 seconds after she felt a bump from the rear of the car and saw the motorcyclist go past her window. Indian investigators had assumed that the bomb had operated on a five- or 10-second delay, like other magnet bombs with which they were familiar – only enough time for the motorcyclist to get far enough away from the blast.

Yehoshua-Koren did not get out of the car before the bomb went off, and suffered what the Israeli Defense Ministry called “moderate“ wounds – evidently from metal fragments from the rear hatch. She was nevertheless able to exit the car and get to the Israeli Embassy without any assistance.

Israeli commentary on the bombing suggested that the Iranian-sponsored terrorist team had simply proven to be ineffective in carrying out the bombing. But the combination of these four distinct indicators strongly suggests that the operation was planned so that the passenger in the car would not be injured.

Unclear patterns

Israel claimed that the evidence links the Delhi bombing to other alleged Iranian-Hezbollah plots in Tbilisi and Bangkok. Deputy Prime Minister Moshe Yaalon declared, ”It is the same pattern, the same bomb, the same lab, the same factory”.

But investigators in Delhi to concluded that the operations in Delhi and Bangkok were “unrelated“.

Despite the fact that a group of Iranian passport-holders were clearly involved with highly lethal bombs in Bangkok, there is good reason to doubt that they were working for Iran’s IRGC or Hezbollah. They spent their first three days in the country with Thai prostitutes at Pattaya. That profile suggests Iranian mercenaries, like the former kickboxer hired by Mossad to assassinate Iranian scientist Massoud Ali Mohammadi in January 2010, rather than Iranian or Hezbollah operatives.

India‘s importance

In the larger context, it is very difficult to believe that Iran would have chosen New Delhi as the location for revenge against Israel, given the importance of India as a buyer of Iranian oil and India’s delicately balanced political-diplomatic position in the larger conflict.

India had just replaced China as Iran’s single biggest crude oil customer, having increased its imports to roughly 550,000 barrels a day in January, which compensated for a drop in sales to China. And the government of Prime Minister Manmohan Singh had resisted pressure from the United States and Europe to reduce its purchases from Iran, even working with Iran to find ways to get around the planned sanctions against Iran’s National Bank. India’s Commerce Ministry was planning a large business delegation to Iran to discuss increased trade.

India had thus taken on the role of potential “spoiler” in the Western sanctions strategy against Iran. This central geopolitical reality prompted New Delhi’s “Economic Times” to ask, “Why would Iran go and poke its finger in the eye of its best customer, especially knowing full well that Israel will use even the flimsiest excuse to put the blame on it?”

Indeed, it was Israel, not Iran that stood to gain politically from the terrorist car bomb in Delhi. Israel was well aware that a terrorist bombing in Delhi that could be blamed on Tehran was a potential lever to change India’s policy toward Iran. As an Israeli official told the Wall Street Journal, if India were to adopt Netanyahu’s position that Iran was responsible for the bombing, it would take the India-Iran relationship to “a whole different level”.

Nearly two weeks before the bombing, Israel acted to ensure that Indians would assume that a terrorist attack in Delhi on that date had been carried out by Iran. A letter to the Delhi police on February 1 signed by the Israeli Deputy Chief of Mission in Delhi and the First Secretary responsible for security expressed concern that Iran and Hezbollah would take revenge on the anniversary of the Mugniyeh assassination by carrying out terrorist actions against Israelis. It also referred to the possibility of Iranian revenge for the assassination of the Iranian nuclear scientist Mustafa Ahmadi Roshan on January 11. Although the letter did not specify that an attack might take place in Delhi, Mossad chief Tamir Pardo led a delegation of intelligence officials on a visit to Delhi around the same time and turned over a list of 50 Iranian nationals with the request that they be kept under surveillance.

The Israeli letter referred to an alleged Hezbollah terror plot against Israelis that had been broken up in Bangkok in January. But the idea of a Hezbollah plan to kill Israelis in Thailand had come only from Israeli intelligence – not from any local sources. The Thai police detained Hussein Atris, a Swedish-Lebanese, in January only because Israeli intelligence officials had told them they “suspected” that he and two other Lebanese, whom they claimed were linked to Hezbollah, might carry out terrorist attacks at tourist sites popular with Israelis.

Atris admitted to owning large supplies of urea fertiliser and ammonium nitrate, which are ingredients in bombs, but Thai investigators concluded that they were not connected to any terror plot in Thailand, because of the absence of any other bomb components. The head of Thailand’s National Security Council, General Wichean Potephosree, a former chief of police, expressed doubt that Atris was a terrorist, as Israel had claimed.

After the Bangkok explosion, the Israelis renewed the claim of an Iran-Hezbollah terror threat in Bangkok, alleging that the bombs found in in all three capitals in mid-February were  “exactly the same kind of devices”. But we now know that was not the case.

We may never be able to establish with certainty what happened in Delhi, Bangkok and Tbilisi earlier this month, but the evidence that has come to light thus far doesn’t support the widely accepted notion that Iran and Hezbollah were behind it. That evidence is consistent, however, with a clever Israeli “false flag” car bombing operation that would not injure the passenger but would serve its broader strategic interests: dividing India from Iran and pushing US public opinion further towards support for war against Iran.

Beirut – Daniel Pipes, the anti-Arab Islamophobe is reportedly spooked these days. “Actually he has become an almost terrified man”, so says a colleagues at Pipes Islamophobic Middle East Forum and the MaCartyesque Campus Watch Organization.

MEF was founded by Pipes in 1986 and also the witch hunting, anti-Arab, McCartyesque, Campus Watch in 2001. CW’s function is to hound and intimidate faculty and students at colleges who are critical of the Zionist occupation of Palestine. Pipes and CW create “dossiers” on professors, students and university administrations thought hostile to Israel. Under civic pressure from Americans who opposed his tactics and insisted on having their own names added to his personal “terrorist list,” Pipes withdrew his dossiers from the CW website but he still circulates them to scores of “select and executive subscribers” and other hate groups in order to get the word out about academics and others who support Palestine or criticize Israel.

Pipes’ increasingly exposed racist views are carried by journals like the National Review as well as pro-Zionist Islamophobic internet outlets. In 1990 Pipes wrote in the NR that “Western societies are unprepared for the massive immigration of brown-skinned peoples cooking strange foods and maintaining different standards of hygiene…All immigrants bring exotic customs and attitudes, but Muslim customs are more troublesome than most.”

Having briefly written anti-Muslim screeds for Rudy Giuliani’s failed White House quest in 2008, Pipes claims he liked the job and seeks to do the same for Mitt Romney (Pipes has labeled Mormonism “a cult”) or even Rick Santorum ( Pipes has referred to Rick as “one of those kook dispensationalist Christians”). Daniel told a copy editor at the Washington Times who edited his recent WT article noted below, that he would prefer to work for Newt Gingrich if he gets the nomination since they share the same views of Palestinians as “an invented people”.

The two also agree on moving the US embassy from Tel Aviv to occupied Jerusalem, increasing aid to Israel, and the inevitable necessity of transferring most of the remaining Palestinians out of “Eretz Israel” in order to stop once and for all the demographic and existential threat and pressure for a one state solution to the Arab-Israeli conflict which Pipes and Gingrich consider, if not reversed soon will lead to the collapse of Israel.

Pipes makes his fears plain to readers in his recent 2012 Republican presidential candidates “application for a position as Middle East adviser” which he launched in the Washington Times on 2/21/12 but which was first presented in occupied Jerusalem at a recent MEF seminar.

Pipes chooses the low hanging fruit of the underfunded and over stretched UNRWA to target Palestinian refugees and to promote himself and his thesis. But even from the sarcastic title of his article, “Eventually, All Humans Will Be Palestine Refugees!” to his bizarre conclusions, Pipes demonstrates a preference for Arab bashing over truth. Pipes maintains that UNRWA has conspiratorially inflated the number of Palestinian refugees by including the children of the original nearly 800,000 (UNWRA uses a lower 750,000 figure who were ethnically cleansed in 1948 and adding Palestinians ethnically cleansed in 1967. Both groups absolutely should be included on Palestinian refugee’s lists since they are also victims of the original and continuing ethnic cleansing.

Pipes writes: “In contrast all other refugee populations have diminished in number as people “settle down” or die.

By Palestinians “settling down” one guesses Pipes means sardine canned into squalid refugee camps while Jews from Brooklyn or anywhere else can live on their lands and move into new housing financed partly from US taxes and enjoy swimming pools while nearby Palestinian orchards and crops are destroyed by drought, bulldozers or psychotic settlers.

Pipes laments to WT readers that the second thing that should have happened is that “almost all of the real 1948 refugees should have died by now” but for sure the last one will be dead in a few years. Instead, Pipes warns that rather than disappearing as they were supposed to “the Palestine refugee population has dramatically grown over time.” Pipes, claiming to be a historian, calls this apparently unanticipated unwillingness of the Palestinian refugees to forget their country and al Nakab a “bizarre historical phenomenon.”

Considering his “application-article” title about All Humans being Palestinians Refugees, Pipes is well aware that many Human Rights organizations, when it comes to the right and responsibility to resist the Zionist occupation of Palestine and to liberate their stolen land and homes, we are indeed all Palestinians.

We are all Palestinians because all people of good will who seek justice and the full right of return for those who were ethnically cleansed during the 1948 Nakba Palestinian holocaust identify with those brutally ethnically cleansed over the past 64 years.

Until Palestine is liberated and its refugees return, as Nelson Mandala has repeatedly instructed us, none of us is truly free. We are all Palestinians as we increasingly support international law’s rejection of any settlement or any colonist on any part of occupied Palestine.

What haunts Pipes also is Ben Gurion’s failed boast to fellow Zionist terrorists in Palestine during the Nakba. The Palestinian holocaust which saw the ethnic cleansing of 531 villages in Palestine by more than 62,000 well armed troops, many WW II veterans predictably decimated the approximately 2,500 Palestinian defenders scattered, approximately 25-30 per village across Palestine who were at a hopeless military disadvantage with largely Ottoman era rusting rifles and very little ammunition.

Given the above noted reality, the Zionist leaders worked arduously so that roughly one-half of the villages and approximately 50% of the population would not be discovered by the west and Ben Gurion’s words that “in any event, the old will die and the young will forget” were more than wishful thinking. Pipes and his associates in the Israel First culture have realized that not only was Ben Gurion fundamentally mistaken, but also that the 19th Century Zionists fundamentally erred in their calculations and hasbara.

Pipes basis for panic appears straight out of Edgar Allen Poe’s Novel “The Tell Tale Heart” where Poe’s character committed a savage crime and then was haunted because the evidence of this crime could not be hidden. The victim’s heart kept beating louder and louder and would not stop informing the World of the crime. Try as he might, the evil perpetrator could not get the heart to stop proving the crime and it drove the criminal more deeply into suicidal insanity.

In some aspects, Poe’s telltale heart appears a microcosm of the 19th Century Zionist colonial crimes which continue to this day in Palestine. The current efforts being made by Israel Firsters like Pipes include keeping Palestinian refugees invisible. They were to be erased by now but instead the global community and younger generations are increasingly taking up their cause and joining the BDS movement and other non-violent campaigns against their Zionist occupiers.

Pipes argues in his Washington Times article, “Were the Palestine refugee status a healthy one this infinite expansion would hardly matter. But the status has destructive implications for Israel which suffers from the “depredations” of a category of persons whose lives are truncated and distorted by an impossible dream of return to their great-grandparents’ houses; and the “refugees” themselves, whose status implies a culture of dependency, grievance, rage, and futility.” Pipes continues: “All other refugees from the World War II era (including my own parents ) have been long settled (ed; but not all on stolen Palestinian land) and the Palestine refugee status has already endured too long and needs to be narrowed down to actual refugees before it does further damage to Israel.”

Pipes and his ilk, which appear to tally on a daily basis the Nakba refugees and their families are horrified that Palestinian victims have refused to die off or forget the Nakba crimes committed against their families while at the same time the global community is beginning to support the Palestinians right to return.

Even many American taxpayers, long intimidated by Zionist hasbara and fears of being labeled “anti-Semitic” or “self-hating Jews” but who have long opposed Israel’s occupation of the political power centers in Washington DC, are outing themselves. Increasingly they are calling publicly for their government to break with Israel and its intensely promoted and sometimes engineered US wars in the region, and bring our troops home, heal and repair America while reclaiming American values.

This last remaining 19th Century colonial enterprise, which brutally implanted Israel in the heart of Palestine, has created more than six million refugees each of whom has the separate, personal, and inalienable right and responsibility to return home.

One remarkable quality of the Palestinian refugees which Pipes keeps from his readers, is that in the main they, unlike the European colonists who continue to ethnically cleanse them from their homes, may be willing to share their lands with any Jew who will agree to live as equals in a democratic one person one-vote governed country without religious preferences or a foreign “chosen colonial people” imposing an Apartheid regime.

What do the Israel lobby, human rights, and democracy promotion have in common?

By Maidhc Ó Cathail | The Passionate Attachment | March 3, 2012

Good question. Perhaps we need to ask the well-connected Committee to Protect Journalists. Here’s the very revealing bio (emphasis added) of one of their staff members:

MIDDLE EAST AND NORTH AFRICA PROGRAM COORDINATOR

Mohamed Abdel Dayem

Before joining CPJ in December 2008, Mohamed Abdel Dayem was a research analyst at the Save Darfur Coalition, where he was responsible for researching and producing all of the coalition’s written materials. Abdel Dayem was also involved in increasing the coalition’s outreach and coordination with activists, governments, and the media in the Middle East and Muslim world at large. In late 2006 and early 2007, Abdel Dayem worked at the National Endowment for Democracy, where he managed the Endowment’s Iraq portfolio. Prior to that, he spent nearly five years at Human Rights Watch, conducting research and media outreach on countries throughout the Middle East and North Africa. Abdel Dayem has also worked at the Washington Institute for Near East Policy. He has also been a consultant to a variety of NGOs, including the International Center for Transitional Justice, the Open Society Institute’s Iraq Revenue Watch, the Fund for Global Human Rights, and the InternationalCenter for Journalists, among others. The Demonic Reality of Fukushima

And the Absurdity of the NRC

By CINDY FOLKERS | CounterPunch | March 2, 2012

In the days following the March 11, 2011 beginning of the Fukushima Nuclear Catastrophe, chief cabinet secretary Yukio Edano repeatedly reassured the Japanese public, news media, and world community that there was “no immediate health risk” from mounting radioactive releases from the Fukushima Daiichi nuclear power plant. His choice of words was very similar to the U.S. nuclear power establishment’s during the Three Mile Island melt down of 1979, as captured by Rosalie Bertell’s classic anti-nuclear primer No Immediate Danger? Prognosis for a Radioactive Earth.

However, as the New York Times revealed Monday, Edano and his colleagues at the highest levels of the Japanese federal government were actually worried about a worst-case scenario, a “demonic chain reaction” of atomic reactor meltdowns spreading catastrophic amounts of deadly radioactivity from the three operating units at Fukushima Daiichi (as well as multiple high-level radioactive waste storage pools there), to the four operating reactors and pools at Fukushima Daini (just 7 miles south, which itself avoided catastrophe thanks to a single surviving offsite power line; several offsite power lines were lost to the earthquake, and all diesel generators were lost to the tsunami), to the operating reactor and pool at Tokai (much closer to Tokyo). Regarding such a nightmare scenario, eerily similar to what Japanese filmmaker Akira Kurosawa depicted in Dreams, the New York Times reported:

“We would lose Fukushima Daini, then we would lose Tokai,” Mr. Edano is quoted as saying, naming two other nuclear plants. “If that happened, it was only logical to conclude that we would also lose Tokyo itself.”

On March 13, 2011, even as Fukushima Daiichi’s reactors were melting down and exploding, and its storage pools at risk of boiling or draining dry and the high-level radioactive waste catching fire, the U.S. Nuclear Regulatory Commission (NRC) provided false assurance to the U.S. public and news media, that no harmful levels of radioactive fallout would reach U.S. territories. However, at the very same time, NRC was itself worried about potentially hazardous levels of radioactive Iodine-131 reaching Alaska.

Just last week, NRC held public meetings about its newly unveiled, so-called “State of the Art Reactor Consequence Analysis” (SOARCA). One meeting took place near the Peach Bottom nuclear power plant in Pennsylvania, nor far from Philadelphia or Washington D.C., where two General Electric Boiling Water Reactors of the Mark I design (GE BWR Mark I) operate. Paul Gunter, Beyond Nuclear’s Reactor Oversight Project Director, attended and testified.

SOARCA is meant to replace a 1982 study, “Calculation of Reactor Accident Consequences” (CRAC-2). CRAC-2 made shocking projections of casualties and property damage that would result downwind of a catastrophic radioactivity release from an accident at either Peach Bottom Unit 2 or 3: 72,000 “peak early fatalities”; 45,000 “peak early injuries”; 37,000 “peak cancer deaths”; and $119 billion in property damages. But CRAC-2 was based on 1970 U.S. Census data. Populations have grown significantly in the past 42 years, so casualty figures would now be much worse. And when adjusted for inflation, property damages would now top $265 billion, in 2010 dollars. Such shocking figures may explain why NRC, which commissioned the study, tried to conceal its results from the public. But U.S. Rep. Ed Markey (D-MA) made the information public in congressional hearings.

Of course, as shown by Fukushima Daiichi, a major accident at either Peach Bottom reactor could very easily spread to the second reactor. And, as Yukio Edano — who now serves as Japan’s Minister of Economy, Trade, and Industry (METI), with direct oversight of the Nuclear and Industrial Safety Agency (NISA) — warned about Fukushima Daini and Tokai, a catastrophic radioactivity release from Peach Bottom could spread to other nearby nuclear power plants, such as Limerick Units 1 and 2, Three Mile Island Unit 1, and Salem Units 1 and 2/Hope Creek, forcing workers to evacuate and putting many additional reactors’ and high-level radioactive waste storage pools’ safety at risk.

Despite all this, NRC’s SOARCA — by assuming almost all radioactivity will be contained during an accident, any releases will happen slowly and in a predictable fashion, that emergency evacuation will come off without a hitch, etc. — claims that casualties will be low, or even non-existent. Such false assurances fall flat on their face in light of the lessons learned from the Fukushima Nuclear Catastrophe, including the new revelations described above.

In fact, Peach Bottom 2 and 3 are bigger in size than Fukushima’s Units 1 to 4. Peach Bottom 2 and 3 are both 1,112 Megawatt-electric (MW-e) reactors, 2,224 MW-e altogether. Fukushima Daiichi Unit 1 was 460 MW-e. Units 2 and 3 were each 784 MW-e. Altogether, they were “only” 2,028 MW-e, smaller in size than Peach Bottom 2 and 3. The same is true regarding high-level radioactive wastes. The Fukushima Daiichi Units 1 to 4 storage pools contained a total of 354 tons of irradiated nuclear fuel. Peach Bottom nuclear power plant, however, stores well over 1,500 tons of irradiated nuclear fuel on-site. Although Peach Bottom has installed dry cask storage, the vast majority of irradiated fuel is still stored in the Mark I elevated, and vulnerable, pools. Beyond Nuclear recently published a backgrounder on the risk of Mark I high-level radioactive waste storage pools.

NRC should immediately withdraw its absurd SOARCA report, and get about the business of protecting public health, safety, and the environment — its mandate — rather than doing the nuclear power industry’s bidding by downplaying risks as at Peach Bottom 2 and 3. A good place to start would be immediately and permanently shutting down all 23 operating Mark Is in the U.S., including Peach Bottom 2 and 3, as Beyond Nuclear’s “Freeze Our Fukushimas” campaign calls for.

Homs in the hell of armed groups

By Silvia Cattori | February 29, 2012

Homs, now, is nothing but a sinister battlefield where government soldiers face armed groups which, according to independent witnesses about the true nature of the rebellion, are blindly firing cannon shots to sow terror and death, then pretending that only government forces are bombarding the city.

The Western media, for its part, continues to adduce as evidence the statements of local committees which spread propaganda of the armed “opponents”, in coordination with the Syrian Observatory of Human Rights, a London-based body created and funded by the rebellion-allied forces The Syrian Observatory of Human Rights — which collects the statements of various local committees in Syria — has been repeatedly denounced as nothing but a vulgar instrument of disinformation in the service of the revolt. Despite ample evidence of that, it remains the principal source of information from Syria – together with the famous “great reporters” — and the entire Western media are referring to it, spreading day after day the reports by this observatory.1

To understand what happens in Syria, it is therefore not possible to rely on the Syrian Observatory or on bloggers who are part of this rebellion. We also cannot rely on foreign correspondents who are, as we can see, systematically and from the heart and soul on the side of the armed “opponents”, qualifying them as “heroes” and presenting the battle that divides the Syrian people in an entirely Manichaean way: On one side the opposition which “struggles for democracy”, and on the other the terrible dictator.

Things are not like that. As demonstrated by a recent poll, as well as by the massive demonstrations in support of the Russian and Chinese veto at the UN, the vast majority of the Syrian people do not want this armed revolt, which seeks solely to legitimize NATO powers and several Arab states — notoriously known as champions of democracy, such as Qatar.

If you want to speak of “heroes” in Syria, then you should refer to all parties who are suffering, not only to the “heroes” recognized by the West …

How many Milan missiles were handed over to the rebels?

The number of Syrian citizens appealing to to their president for intervention of government forces is very high. This is especially true in Homs, where the situation is alarming because large sections of the population are held hostage by these groups occupying entire areas of the city — the neighborhoods of Baba Amr, Khaldiyeh, Karm el-Zeytoun — where the people have been calling for months for Damascus to rescue them.2

Their fate has become even more a source of anxiety since the same Milan anti-tank missile launchers delivered to the Libyan rebels during the Libyan campaign, less than a year ago, by France and Qatar, began to be used. We can remember how at the time Sarkozy and Bernard Henry Levy misled public opinion by putting the blame on forces loyal to Gaddafi for the use of these Milan missiles, which were taking a heavy toll on the people.

This is the same disturbing scenario repeating itself in Syria. Politicians, journalists and NGOs are once again taking a firm stand concerning the war, provoked by groups exploited by foreign powers. They attribute to the government forces, as was done in Libya and without proper inspection, the acts of barbarism perpetrated by the armed ‘opponents’ who are terrorizing the majority of the population.

For three weeks correspondents have been repeating that Homs has been unilaterally shelled by the Syrian army. On the contrary, the loyalist contingents attacked by the Milan missiles have suffered heavy losses since the beginning of their intervention. It is not clear whether the authorities in Damascus will be able to dislodge these groups with heavy weaponry from all quarters of the city.

Could the Syrian government not respond?

From the beginning of these battles it has been repeatedly demonstrated that the armed ‘rebels’ are trained, drilled and formed by foreign special forces and that among their ranks the opponents have elements acting on behalf of foreign powers whose presence in Syria is self-evident. Syrian television has recently disseminated pictures of Homs taken by a foreign “war photographer” who followed and filmed these armed “opponents” — the same ones glorified by the “great reporters” — who wildly launch rockets and missiles. An image has attracted attention: In a building, whose stairs are dirty with blood and destroyed furniture, a surprising graffiti with heavy meaning stood out on a wall: “From Misurata, after we have freed Lybia, we came to free Syria!”

Who is responsible for the massacres of Homs, and which objectives does he pursue?

These armed groups, whose most violent actions are attributed to Al Assad soldiers facing them, are systematically presented by the Western press as “foes” fighting for “democracy.”

Why do “great reporters” not bring evidence of Syrian victims of abductions, tortures and murders by these armed “opponents”?

Why has the President of Doctors without Borders recently contributed to this process of intoxication, showing as credible the testimonies of anonymous Syrians with covered faces — standing side by side with the rebels, and attributing to Al-Assad forces and to the hospitals’ doctors unspeakable acts of torture and injury of children?3

Who would believe in Bashar Al Assad’s interest in torturing his people, in raping children and girls? Who would believe that the majority of the Syrian people would continue supporting Bashar Al Assad if he was really such a bloody torturer as painted in the West for the purpose of war propaganda?

These incessant campaigns which defend the violent opposition, and not the people terrorized and oppressed by these rebels, are dangerous. They aim to bring grist to the foreign power’s mill — France, Great Britain, the United States, backed by Qatar and Saudi Arabia — which have been preparing for months the ground for a military intervention in Syria, and are just waiting for the green light by Obama.

Amano’s New Report on Iran’s Nuclear Program

Hassan Beheshtipour | Iran Review | February 29, 2012

Introduction

Two days after the high-ranking delegation of International Atomic Energy Agency (IAEA) returned from their second trip to Tehran within the past month, Yukiya Amano, the agency’s director general, released his official 11-page report. In this report, which unlike the previous one is more brief and practical, the latest developments in Iran’s peaceful activities to produce nuclear energy have been examined. While admitting to Iran’s great breakthroughs and achievements in building nuclear fuel rods – which are to be used in the Tehran Research Reactor for producing medical drugs – the report discusses some details about activities carried out in 15 Iranian nuclear power centres and emphasizes the futility of Iran-IAEA negotiations primarily because of Tehran’s refusal to allow the agency’s officials to inspect the Parchin centre. The present piece will explore and analyze the most important parts of the latest IAEA report on Iran’s nuclear program.

Analyzing Amano’s Report

1) The IAEA Secretariat’s Repeated Breaches of Its Reports’ Confidentiality

On Friday, 24 February 2012, the International Atomic Energy Agency circulated the report written by its director general, Amano, among the agency’s members. Once again, in violation of the IAEA charter, which underscores the confidentiality of the agency’s reports on member states, the full text of Amano’s report about Iran was released to the Western media outlets, so that they use it as material to wage negative propaganda against Iran. Interestingly enough and in spite of the repetition of this patent contravention, no member of the IAEA secretariat or the secretary general himself is willing to provide an explanation why such a confidential and specialist text is published on news websites even before reaching the agency’s members.

2) Parchin Site and the Media Fault-Finding

Amano’s report emphasizes the peaceful nature of those nuclear activities by Iran of which the UN nuclear watchdog has been informed and which are monitored by the agency’s experts. The IAEA, however, expects Iran to go beyond fulfilling its commitments regarding the implementation of the Non-Proliferation Treaty (NPT) and the related safeguards agreement and thus allow the IAEA inspectors to visit other sites and centers which are not connected with the country’s nuclear activities. The Islamic Republic is opposed to this request for two simple reasons.

Firstly, based upon the NPT safeguards agreement, the International Atomic Energy Agency is only supposed to oversee the declared nuclear sites and in fact is not entitled to request the inspection of a given country’s non-nuclear centers. Secondly, in 2005 the Islamic Republic of Iran allowed the IAEA experts to inspect the Parchin military center to prove its goodwill as well as its willingness to cooperate voluntarily with the agency. At the time, Mohamed ElBaradei, the then secretary general of IAEA, stressed in his report issued a while later that no trace of nuclear work has been found in Parchin. Given this explanation, what motive other than fault-finding can there be behind an attempt to visit the site once again after seven years? Of course, the IAEA officials argue that according to the NPT Additional Protocol, which Iran signed provisionally but voluntarily in 2003, they are entitled to visit any place they wish without limitation and should only inform the Iranian authorities of their plan at most 48 hours before the inspection. Accordingly, they would like Iran to give permission for a revisit to the Parchin site in order to relieve some other members of their doubts about the country’s nuclear activities.

In response to this argument, one should say that the Additional Protocol has not yet received final ratification in the Iranian parliament and the government cannot cooperate with the UN nuclear agency within its framework. Moreover, as Iran’s Ambassador to the International Atomic Energy Agency Ali Asghar Soltanieh says, Tehran has provided the agency’s delegation with the relevant evidence, informing it of the reasons why the allegations raised about Parchin are baseless. According to him,

“Regular inspections of Iran’s nuclear facilities according to the Non-Proliferation Treaty have always been carried out and continue to date. The agency’s request to visit Parchin site is different from, and the calls by the agency for the clarification of some questions and ambiguities require an agreement on a framework within which the considerations of both sides should be taken into account.” (1)

Obviously, Iran has a set of conditions for the IAEA inspection of its military centers, which should be met within the framework of a mutual agreement. In other words, the Islamic Republic and 100 other members of the agency that have not yet ratified the Additional Protocol cannot open all their military centers – which have no connection with nuclear activities – to inspectors, who indeed refuse to make any commitment to keep the results of the visits confidential.

In recent years, Iran has invariably raised the significant point that if countries take on international commitments and honour them, then in return they are given advantages and concessions to promote the level of their cooperation. If countries such as Iran should comply with international obligations enforced by global centres of power on them, but in return are not rewarded with concessions but are also subjected to increasing pressure caused by sanctions, then how could Amano and his colleagues expect these countries to find and give a logical answer to their publics about their unilateral collaborations; collaborations that have nothing for them other than increasing commitments?

Therefore, the issue of visiting the Parchin site has simply been raised to make a case for Western media to spread propaganda against the Islamic Republic and influence their audience into believing that since Iran denies permission for the inspection of requested sites, it conducts illegal activities. Such an attempt is made in spite of the fact that the atomic agency’s reports on Iran since 2003 have invariably stressed that all of Tehran’s nuclear work has been under IAEA scrutiny and no deviation from the NPT safeguards has been traced during the period. This means that one cannot question Iran’s peaceful nuclear activities simply by relying upon allegations devised by Tel Aviv or policies adopted by Washington.

3) Implementing the UN Security Council Resolutions

In his latest report, Amano has underlined Iran’s failure to implement the UN Security Council resolutions about its uranium enrichment activities, while the Islamic Republic considers these resolutions illegal and unjust, referring to numerous articles in the UN Charter, according to which sovereign states have the right to determine their own fates. Iran’s peaceful activities regarding the enrichment of uranium have all been fully under the supervision of the UN nuclear watchdog, as testified by its 30 reports, and thus in no sense threaten international peace and security. The US force and the Israeli lobbying have, however, caused seven resolutions to be passed totally unilaterally against Iran in the UN Security Council so far, of which four have imposed extensive sanctions on Iranians. Meanwhile, the United States, Canada, and the European Union have, in concert with Japan, South Korea, and Australia, slapped broader sanctions outside the framework of Security Council resolutions against the Iranian people; sanctions which have no relevance to Tehran’s efforts concerning nuclear energy production and uranium enrichment. The latest round of sanctions included an embargo on the purchase of Iranian oil and financial transactions with Iran’s Central Bank, which have caused so much trouble for international markets while they are not yet fully in force. In such unfair circumstances, how can Amano expect Iran to halt its uranium enrichment work?

Conclusion

The part of Amano’s report which highlights Iranian nuclear advancements demonstrates that in spite of wide and severe sanctions, Iran has managed to build nuclear fuel rods successfully and use them in Tehran Research Reactor to produce anti-cancer drugs. This is a very promising development, which should please all those who understand the meaning of dominance and know how delightful scientific confrontation with that monopolistic system is. Amano’s report should equally embarrass and sadden all those who contended, until recently, that Iran would never succeed in building nuclear fuel rods.

In another part of the report where Amano talks about Iran’s failure to implement the UN Security Council resolutions and its continuation of uranium enrichment, he is making a repetition of what has been repeated before. The insistence that Iran should allow the inspection of non-authorized centers according to the Additional Protocol of the Non-Proliferation Treaty will not deliver any results other than supplying the material for propaganda against the Islamic Republic. Such a behaviour is in contradiction with the charter of the International Atomic Energy Agency, whose main goals are to control and oversee the nuclear activities of member states as well as to promote the peaceful use of nuclear energy in the world.

It seems that if the IAEA manages to free itself of the pressure put upon it by domineering powers, which seek to preserve a monopoly on the production and use of high-level technology including nuclear energy know-how, it can easily reach an agreement with Iran according to a model similar to the previous modality, so that a practical solution is achieved for removing all the existing doubts and ambiguities about Tehran’s nuclear program.

How the Media Got the Parchin Access Story Wrong

By Gareth Porter | Dissident Voice | March 1st, 2012

News media reported last week that Iran had flatly refused the International Atomic Energy Agency (IAEA) access to its Parchin military test facility, based on a statement to reporters by IAEA Deputy Director General, Herman Nackaerts, that “We could not get access”.

Now, however, explicit statements on the issue by the Iranian Ambassador to the IAEA and the language of the new IAEA report indicate that Iran did not reject an IAEA visit to the base per se but was only refusing access as long as no agreement had been reached with the IAEA governing the modalities of cooperation.

That new and clarifying information confirms what I reported February 23. Based on the history of Iranian negotiations with the IAEA and its agreement to allow two separate IAEA visits to Parchin in 2005, the Parchin access issue is a bargaining chip that Iran is using to get the IAEA to moderate its demands on Iran in forging an agreement on how to resolve the years-long IAEA investigation into the “Possible Military Dimensions” of the Iranian nuclear program.

In an email to me and in interviews with Russia Today, Reuters, and the Fars News Agency, the Iranian Permanent Representative to the IAEA, Ali Asghar Soltanieh, said Iran told the high-level IAEA mission that it would allow access to Parchin once modalities of Iran-IAEA cooperation had been agreed on.

“We declared that, upon finalization of the modality, we will give access [to Parchin],” Soltanieh wrote in an email to me.

In the Russia Today interview on February 27, reported by Israel’s Haaretz and The Hindu in India but not by western news media, Soltanieh referred to two IAEA inspection visits to Parchin in January and November 2005 and said Iran needs to have “assurances” that it would not “repeat the same bitter experience, when they just come and ask for the access.” There should be a “modality” and a “frame of reference, of what exactly they are looking for, they have to provide the documents and exactly where they want [to go],” he said.

But Soltanieh also indicated that such an inspection visit is conditional on agreement about the broader framework for cooperation on clearing up suspicions of a past nuclear weapons program. “[I]n principle we have already accepted that when this text is concluded we will take these steps,” Soltanieh said.

The actual text of the IAEA report, dated February 24, provides crucial information about the Iranian position in the talks that is consistent with what Soltanieh is saying.

In its account of the first round of talks in late January on what the IAEA is calling a “structured approach to the clarification of all outstanding issues”, the report states: “The Agency requested access to the Parchin site, but Iran did not grant access to the site at that time [emphasis added].” That wording obviously implies that Iran was willing to grant access to Parchin if certain conditions were met.

On the February 20-21 meetings, the agency said that Iran “stated that it was still not able to grant access to that site.” There was likely a more complex negotiating situation behind the lack of agreement on a Parchin visit than had been suggested by Nackaerts and reported in western news media.

But not a single major news media report has reported the significant difference between initial media coverage on the Parchin access issue and the information now available from the initial IAEA report and Soltanieh. None have reported the language of the report indicating that Iran’s refusal to approve a Parchin visit in January was qualified by “at that time”.

Only AFP and Reuters quoted Soltanieh at all. Reuters, which actually interviewed Soltanieh, quoted him saying, “It was assumed that after we agreed on the modality, then access would be given.” But that quote only appears in the very last sentence of the article, several paragraphs after the reiteration of the charge that Iran “refused to grant [the IAEA] access” to Parchin.

The day after that story was published, Reuters ran another story focusing on the IAEA report without referring either to its language on Parchin or to Soltanieh’s clarification.

The Los Angeles Times ignored the new information and simply repeated the charge that Iran “refused to allow IAEA inspectors to visit Parchin military base”. Then it added its own broad interpretation that Iran “has refused to answer key questions about its nuclear development program”. Iran’s repeated assertions that the documents used to pose questions to it are fabricated and were thus dismissed as non-qualified answers.

The Parchin access story entered a new phase today with a Reuters story quoting Deputy Director General Nackaerts in a briefing for diplomats that there “may be some ongoing activities at Parchin which add urgency to why we want to go”. Nackaerts attributed that idea to an unnamed “Member State”, which is apparently suggesting that the site in question is being “cleaned up”.

The identity of that “Member State”, which the IAEA continues to go out of its way to conceal, is important, because if it is Israel, it reflects an obvious interest in convincing the world that Iran is working on nuclear weapons. As former IAEA Director-General Mohamed ElBaradei recounts on p. 291 of his memoirs, “In the late summer of 2009, the Israelis provided the IAEA with documents of their own, purportedly showing that Iran had continued with nuclear weapon studies until at least 2007.”

The news media should be including cautionary language any time information from an unnamed “Member State” is cited as the source for allegations about covert Iranian nuclear weapons work. It could very likely be coming from a State with a political agenda. But the unwritten guidelines for news media coverage of the IAEA and Iran, as we have seen in recent days, are obviously very different.

Obama’s Corporate Tax Scam

A Black Agenda Radio commentary by Glen Ford | February 29, 2012

Barack Obama can’t hide the fact that he is the One Percent’s president. Most of what he is dangling for the rest of us this election year turns out to be smoke and mirrors, yet he offers corporations a huge tax rate reduction – a gift that will keep on giving long after Obama is gone. It is typical Obama behavior. He sprinkles his speeches with phrases that mimic Occupy Wall Street, then turns around and promises the One Percent a bigger prize than George Bush could deliver.

Obama wants to lower the nominal corporate tax rate form 35 percent to 28 percent. For manufacturing industries, the rate would fall to 25 percent. Big Business has long complained – dishonestly – that American companies are put at a disadvantage by the highest tax rates in the world. But that’s only true on paper. When it comes to actually paying taxes, European corporations give a bigger share of money back to their governments and societies than U.S. companies do. The fact that the U.S. posts a higher official tax rate, while in the real world U.S. corporations pay lower taxes than Europe, is proof of the absolute corruption of the U.S. tax system, where corporations write the tax code and all of its loopholes.

Obama claims he will extract even more tax money from the corporations by doing away with loopholes. There is absolutely no reason whatsoever to believe that. The administration has no plans to revise the U.S. tax code any time soon.

Private studies show the average company pays an effective tax rate of substantially less than 20 percent, and a government study showed that more than half of American companies paid no taxes at all in at least one out of seven years.

Back in the Fifties, corporate taxes made up 28 percent of government revenues. In the Sixties, the corporate share was 21 percent of each dollar of taxes. Today, corporations only account for ten percent of the money the U.S. government takes in per year. In other words, they have never had it so good.

Hardly anyone outside the administration believes that the Obama plan will wind up collecting more corporate taxes than it gives away. The grassroots National People’s Action projects that permanently lowering the tax rate will cost the federal government $700 billion over the next ten years. The loss in revenue will increase pressures to cut programs that serve people – which is another way of saying that the 99 percent will pay for the tax reductions of the corporate 1%.

Even in the highly unlikely event that the Obama plan winds up collecting more tax money through closing down corporate loopholes, the president has already stated that the additional revenue will go right back into corporate pockets, in the form of new or existing tax breaks for favored industries, in manufacturing, clean energy, and research. This, of course, would be the biggest loophole of all. Under a Democratic or Republican administration, every corporation would claim to be a manufacturer, or to be doing research. And, President Obama can’t say the word “coal” without also saying “clean” – so that dirty industry would get tax breaks, too.

Obama’s whole plan is a tax giveaway, not a tax reform. And, that’s the point. It’s a billion dollar election year. Corporations need to know what kind of government their campaign contributions are buying.
