Palestine: Al-Aqsa Faces Biggest Threat Since Occupation of Jerusalem

By Malik Samara | Al-Akhbar | September 19, 2013

Not a day passes, it seems, without the occupation issuing some new regulation to Judaize al-Aqsa mosque. Today, Jews are being given unfettered access to one of Islam’s holiest sites, while restriction on Muslims increase by the day.

Ramallah – Thirteen years ago this month, when former Israeli prime minister Ariel Sharon brazenly entered the Haram al-Sharif, where the al-Aqsa mosque is located, he sparked a Palestinian intifada that lasted several years. Today, Jewish settlers enter the Muslim holy site at will, with legal cover from the highest echelons of the Zionist state.

Alongside calls for mass marches in Jerusalem on the occasion of the Sukkot Jewish holiday next week, the Knesset issued a law allowing “Jews to worship on the Temple Mount.” In a turbulent meeting of the Knesset’s committee for internal affairs last Monday, September 16, members voted to allow “Jewish worshipers” to enter the Temple Mount throughout the holidays, which last for a week.

All efforts have been made to isolate Jerusalem from the adjoining Palestinian areas, forcing it to face the impending disaster alone. This has been done by increasing the number of checkpoints that Palestinians from the West Bank must cross to enter the occupied city, while imposing age restrictions on those within the area occupied in 1948 wishing to attend Friday prayers at the holy mosque.

Israeli plans to divide the Haram al-Sharif between Jews and Muslims – as they did with Ibrahimi mosque in Hebron many years ago – are no longer a matter of conjecture among Israeli politicians, with Knesset members calling for designating certain days of worship for Jews and others for Muslims, thus laying the foundation for the eventual division of one of Islam’s holiest sites.

Some Israeli MPs have even begun to discuss the idea of allowing Jews into the mosque compound at all times, with access to all entrances available. This is as the occupation authorities plan to close all checkpoints leading from the West Bank and Gaza on the occasion of the Sukkot holiday, as they had done recently during Yom Kippur.

Palestinians are concerned that during this period, Jewish settlers and militants will be given free reign to enter the Haram. These concerns were only reinforced by calls within the Knesset that only Jews be allowed to enter the holy site during Jewish holidays.

Over Yom Kippur, the occupation rehearsed this scenario by restricting Muslims below the age of 50 from entering the mosque, while squares within the Haram were opened before Jewish settlers.

Without Any Legal Basis, The NYPD Has Been Classifying Its Own Documents For More Than A Decade

By Tim Cushing | Techdirt | September 19, 2013

Under the guidance of Chief Ray Kelly and Mayor Mike Bloomberg, the NYPD has transformed into an autonomous militarized force. Technically, it answers to Bloomberg and Kelly, but they’ve both shown extreme amounts of resistance to reining in any of the PD’s excesses.

Any attempts at bringing oversight and accountability to the force are met with anger and condescension, despite the fact that the NYPD’s casual abuse of New Yorker’s civil liberties are the subject of major lawsuits and city council legislation, as well as a sizable contributor to the city’s annual outlay of $700-800 million in settlements.

We’ve previously discussed the department’s secretiveness that has seen it described by investigative journalists as worse than the NSA and FBI when it comes to responding to FOI requests. (Not for nothing does the New York law governing these requests do business under the acronym “FOIL.”) But the NYPD is doing something no other city law enforcement agency has done: classifying its own documents.

Since at least 2003, the New York Police Department has been labeling some of its internal documents “Secret,” a designation that has baffled government secrecy experts, journalists and civil liberties lawyers.

By labeling documents “secret,” the Intelligence Division appears to be operating its own in-house classification system, similar to those used at federal agencies like the CIA, where Intel’s chief, David Cohen, previously worked for 35 years.

Some of the documents also include the caveat, in all-caps, that “No portion of this document can be copied or distributed without the exclusive permission of the policy commissioner or deputy commissioner of intelligence.”

Why is this “baffling?” Because the NYPD’s in-house classification system has nothing legal to back it up.

“You know what that [label] means? It means diddly,” said Robert Freeman, executive director of New York’s Committee on Open Government. “I think the police department is following the lead of the federal government. The difficulty is, in my opinion, it does not have a legal basis for doing that.”

Christopher Dunn, associate legal director at the New York Civil Liberties Union, told HuffPost he has only seen the label on documents created after 2001. He agreed with Freeman that “as far as I know, this marking has no legal significance.”

The NYPD remains a law unto itself. Bloomberg has referred to it as the “seventh biggest army in the world” (and his own “personal army”) and has, over the course of his three terms, indulged every excess. It should be noted that former CIA officer David Cohen got the ball rolling on the civil liberties-violating “Demographics Group” (the one that labeled entire mosques as terrorist entities) late in 2002, which would explain the noticeable uptick in “SECRET” documents in 2003. Nothing drives overclassification more than a combination of dubious legality and working hand-in-hand with national intelligence agency liaisons.

And it would appear that the NYPD still has lots of secrets it’s not willing to share with the public. HuffPo points to this story from 2011 in which Chief Kelly makes the claim that the NYPD could “take down an airplane” thanks to its anti-aircraft weaponry. That itself should be troubling enough and a strong indicator that Bloomberg and Kelly are better qualified to run a banana republic than an American city, but when asked to comment on the PD’s anti-aircraft guns, Bloomberg responded with this smirk of a statement:

“New York City Police Department has lots of capabilities you don’t know about and you won’t know about them.”

That’s comforting. Nothing like having the commander-in-chief of the “seventh biggest army in the world” tell you his force might have even bigger tricks up its sleeve than anti-aircraft weapons.

On the bright side, Mayor for life Bloomberg will be leaving soon and the front runner for his position, Bill De Blasio, gave the police force a failing grade for its responsiveness to FOI requests and will be likely looking to force the PD to shoot for a low-C at minimum. If Chief Kelly sticks around, though, De Blasio will have an uphill battle to fight against the ingrained arrogance and contempt that pervades the NYPD’s upper management.

Rouhani, Like Countless Iranian Officials Before Him, Affirms: Iran Will Never Seek Nuclear Weapons

By Nima Shirazi | Wide Asleep in America | September 18, 2013

Speaking in Tehran to NBC’s Ann Curry in his very first interview with an American media outlet, Iranian President Hassan Rouhani again – and repeatedly, considering Ms. Curry kept asking him the same question over and over – asserted Iran’s wholesale condemnation of nuclear arms and its commitment never to build or acquire such weaponry.

Rouhani’s statements were consistent with those of nearly every high-level Iranian official and diplomat over the past twenty years.

After Curry stated (totally incorrectly), “The world believes that Iran could build a bomb very quickly,” Rouhani replied:

We have never pursued or sought a nuclear bomb and we are not going to do so. We are solely seeking peaceful nuclear technology.

Once wasn’t enough for Curry. She asked, “Can you say now categorically then, that Iran will not build a nuclear weapon under any circumstances whatsoever?”

So Rouhani repeated:

The answer to this question is quite obvious. We have time and again said that under no circumstances would we seek any weapons of mass destruction including nuclear weapons, nor will we ever.

Again, Curry pondered, “So the answer is ‘no’?” After Rouhani again affirmed this point, she gave it another shot. “I want to make sure I understand. So the American public, so the world understands. If you can say categorically that Iran will not seek a nuclear weapon under any circumstances whatsoever. Is the answer to that yes or no, sir?”

Rouhani was patient. “The answer is that this country will never seek nuclear weapons.”

He added that “Iran wants nothing beyond what is defined in the Non-Proliferation Treaty (NPT) regarding the nuclear [rights] of countries,” a common statement often made by Iranian officials who understand that the Western demand on Iran to shutter or scale back its IAEA-safeguarded nuclear program is in itself a violation of Iran’s inalienable national rights.

In fact, Curry shouldn’t be so surprised by such statements coming from the top Iranian executive, as she has made a habit out of asking Iranian president the exact same question multiple times in a row and receiving the same answer.

When she interviewed President Mahmoud Ahmadinejad in September 2009, he told her (as noted in the above litany), “We don’t have such a need for nuclear weapons. We don’t need nuclear weapons. Without such weapons, we are very much able to defend ourselves…It’s not a part of our any – of our programs and plans.”

As a perfect example of how the mainstream media operates, after the interview, Curry published a summative report entitled, “Ahmadinejad refuses to rule out weapons.”

Two years later, when Curry again interviewed Ahmadinejad in Tehran, she asked the president directly, “Is Iran working on a nuclear warhead?”

Ahmadinejad’s reply was consistent, as always:

This is an old and repeated story. These are the same claims made by the U.S. administration many times. They have been repeating these claims for many years. This is not a new thing for us. In principle, we are against nuclear weapons because it is against our beliefs and ideology. We do not consider nuclear weapons as a useful weapon. The period or era of nuclear weapons is over…

Can nuclear weapons offer solutions to the current international problems? Can they bring superiority for the nuclear states? Certainly the answer is ‘no.’

He further stated, “We think those who try to build or make nuclear weapons, they are doing something absurd and useless. They only jeopardize their own situation and they waste the wealth of their own nations if they do it,” and explained that, as opposed to “a period of nuclear bombs,” today is an “era of humanity.”

Responding to allegations of a clandestine Iranian nuclear weapons program, he explained (as he always had):

We have integrity and are sincere in what we say because we are not afraid of any power and we do not need to conceal our intentions. If we want to build a nuclear weapon, we have the courage to announce it openly. We are not afraid of others.

Still unsatisfied, Curry decided to repeat herself, asking, “Is the answer yes or is it no, with all due respect?”

When Ahmadinejad reiterated, “We do not need nuclear weapon and we do not accept nuclear weapons. We are against that,” Curry quadrupled-down, “So you’re saying the answer is no?”

The president replied, “Right, that’s right, certainly.”

Apparently, Ann Curry has trouble taking ‘no’ for an answer. And yet, all we hear is that Rouhani’s unequivocal statement against nuclear weapons is something new and unprecedented. Clearly, it’s not.

Brian Williams, during tonight’s broadcast of NBC Nightly News, told his audience that Rouhani’s exclusive interview with Curry is “significant because it represents the first reason for any optimism, the first sign of any movement from Iran on the issue of nuclear weapons.”

What an absurd thing to say. Such is the scope of perception in the mainstream media.

The UN did NOT create Israel

By Alison Weir | September 18, 2013

I thought I would clarify the question of whether the UN “created Israel,” since most people – even many of those who are otherwise well-versed on Palestine – are misinformed on this important matter.

The fact is that UN General Assembly Resolution 181, the Partition Plan (read below), was a recommendation that was to go to the Security Council. In the resolution the General Assembly requested that the Security Council take it up. This never happened, and the partition plan has no force of law.

Israeli propagandists, however, perpetrated the myth that the UN created Israel, and this interpretation has then been repeated by numerous others. Please see an excellent article on this, “New States Are Not Created in the UN.” Below is an excerpt:

“…was it true that Israel owed its very existence to the U.N., as it became popularly perceived years later? … This same line of argument was repeated… by an Israeli analyst in the opinion section of the New York Times, who wrote that the vote on Nov. 29 was the “legal basis for the establishment of the State of Israel.”

Leading international legal scholars have vociferously rejected this claim. The noted Australian legal scholar Professor Julius Stone wrote in 1980 that Israel “does not derive its legal existence from the Partition Plan.”

Even Cambridge University’s Professor James Crawford… concluded in his monumental book on the creation of states in international law that Israel was not created on the basis of Resolution 181…”

In reality, Israel was created by a war of of conquest and ethnic cleansing, which it calls its “War of Independence.”

I hope people will read my article on this subject: “ The Real Story of How Israel Was Created. Among other things, this piece describes how Zionists bribed and threatened varous UN member nations in order to procure sufficient votes to pass the resolution. (For citations on this see my article on how the US-Israel “special relationship” was created.)

Below is an excerpt from General Assembly Resolution 181, also called The Partition Plan [emphases added]. (Read the full resolution at the link below.)

The General Assembly,

Having met in special session at the request of the mandatory Power to constitute and instruct a special committee to prepare for the consideration of the question of the future government of Palestine at the second regular session;

Having constituted a Special Committee and instructed it to investigate all questions and issues relevant to the problem of Palestine, and to prepare proposals for the solution of the problem, and

Having received and examined the report of the Special Committee (document A/364) 1/ including a number of unanimous recommendations and a plan of partition with economic union approved by the majority of the Special Committee,

Considers that the present situation in Palestine is one which is likely to impair the general welfare and friendly relations among nations;

Takes note of the declaration by the mandatory Power that it plans to complete its evacuation of Palestine by 1 August 1948;

Recommends to the United Kingdom, as the mandatory Power for Palestine, and to all other Members of the United Nations the adoption and implementation, with regard to the future government of Palestine, of the Plan of Partition with Economic Union set out below;

Requests that

(a) The Security Council take the necessary measures as provided for in the plan for its implementation…

‘Unleashed and unaccountable’ – ACLU condemns FBI in new report

RT | September 17, 2013

A report published on Tuesday by the American Civil Liberties Union urges the Obama administration to reform the Federal Bureau of Investigation following years of documented instances in which the FBI has abused its authority.

In thousands of words spanning a 60-plus page report titled Unleashed and Unaccountable: The FBI’s Unchecked Abuse of Authority, the ACLU this week condemns the agency, particularly in the years following the September 11, 2001 terrorist attacks.

The ACLU argues that since the attacks of 9/11, the federal government has time and time again allowed the FBI to broaden its law enforcement powers, often without sufficient oversight. As a result, they write, the FBI has been transformed into “a domestic intelligence and law enforcement agency of unprecedented power and international reach.”

Despite reform enacted in the wake of the infamous years J. Edgar Hoover spent as FBI director, the ACLU says that the agency has “subverted internal and external oversight” in recent time, in turn allowing for gross abuse, often impacting the civil liberties of Americans as a result.

In a plea for change, the ACLU accuses the FBI of “squelching whistleblowers, imposing and enforcing unnecessary secrecy and actively misleading Congress and the American people” since 9/11, and says the agency has “regularly overstepped the law, infringing on Americans’ constitutional rights while overzealously pursuing its domestic security mission.”

Items highlighted by the ACLU in the report include the secretive surveillance powers the agency has inherited through the PATRIOT Act, its power to open investigations of Americans without proof of a crime, racial and religious profiling and the targeting of people exercising their First Amendment-protected rights, such as journalists and political activists.

Published on the anniversary of the signing of the US Constitution, the ACLU urges President Barack Obama and his administration “to conduct a comprehensive examination of the FBI’s policies and practices to identify and curtail any activities that are unnecessary, ineffective or misused,” especially before the newly appointed director of the agency, James Comey, can subvert any further the policies enacted by his predecessor, James Mueller, who ran the FBI from before 9/11 up until only this month.

Should the executive and legislative branches not consider reform, the ACLU writes, “FBI officials and certain members of Congress will undoubtedly demand that the new director stay the course, no matter how disastrous it may be for American civil liberties and privacy rights.”

“The list of abuses is long and demonstrates that Congress must do a top-to-bottom review of FBI politics and practices to identify and curtail any activities that are unconstitutional or easily misused,” Hina Shamsi, director of the ACLU’s National Security Project, said in a statement accompanying the report. “The time for wholesale reform has come.”

One figure cited in the new report portends that the FBI “will soon have the equivalent of 20 pieces of intelligence on every American.”

“An FBI budget request for fiscal year 2008 said the FBI had amassed databases containing 1.5 billion records, and two members of Congress described documents predicting the FBI would have 6 billion records by 2012, which they said would represent “20 separate ‘records’ for each man, woman and child in the United States.”

In turn, the ACLU believes that this huge volume of amassed data can be “shared widely.”

“According to a 2012 Systems of Records Notice covering all FBI data warehouses, the information in these systems can be shared broadly, even with foreign entities and private companies, and for a multitude of law enforcement and non-law enforcement purposes.”

Syria deal seems to have just postponed US-led war

By Finian Cunningham | Press TV | September 17, 2013

The avoidance of an imminent US military onslaught on Syria is of course to be welcomed.

But the deal struck by American Secretary of State John Kerry and his Russian counterpart Sergei Lavrov at the weekend looks rather like a postponement of US aggression than a step towards a peaceful resolution.

Already Western politicians and media are conflating the latest UN chemical weapons inspection report with the weekend admission by the Syrian government that it possesses such armaments.

The UN report only confirms that the toxic nerve agent sarin was used in an attack on 21 August near the capital, Damascus. But this finding is being spun to insinuate that the armed forces of President Bashar al-Assad are to blame and in that way justifying Western threats of retaliatory military action.

It is troubling that within hours of Kerry and Lavrov shaking hands in Geneva on a seeming breakthrough agreement they were both saying very different things about its consequences.

On his way back to Washington, Kerry met the French and British foreign ministers in Paris on Monday morning where they reiterated – with usual high-handed truculence – that the option of military force against Syria was still on the table if the Syrian government did not fully comply with the complete decommissioning of its chemical weapons.

For his part, Lavrov in response to the Paris statement appeared to be irked by the repetition of the militarist option by “our partners… this shows a lack of understanding of what John Kerry and I agreed on.” The Russian foreign minister added that any use of military threat might wreck the chance of a peaceful resolution.

Elsewhere, US President Barack Obama also stated that military force against Syria remained an option in spite of the Geneva pact to disarm Syria’s chemical arsenal through diplomacy. That position of wielding military threat was also backed by French President Francois Hollande.

The Americans, British and French want to finalize a resolution at the United Nations Security Council this week which will be “strong and binding,” meaning the authorization of military force if Syria does not deliver on handing over of its stockpile of chemical weapons.

Russia and China – the other two UN Security Council members – will no doubt veto any such resolution.

However, in that case, the US, supported by Britain and France, says that it will invoke a unilateral decision to go it alone in the use of military force outside of the UN. During his press conference with Lavrov in Geneva, Kerry responded to a question about what his country would do if it did not obtain a UN mandate, by saying “the [American] president always has the right to defend US interests.” In other words, the US president can do whatever he wants, including waging war on another country.

This unilateral move would leave the US open to charges of aggression. But knowing Washington’s arrogant capacity for self-justification, sophistry and long history of aggression, such a charge is by no means a deterrent to eventual US belligerence.

It is significant that the first destination for Kerry after Geneva was to fly to Israel to meet with Prime Minister Benjamin Netanyahu. The latter welcomed Kerry with open arms and was visibly pleased with the prospect of “stripping Syria of all its chemical weapons.” Some commentators have averred that the weekend Geneva deal was a slap in the face to Netanyahu from the Obama White House in that it steered away from Israeli war plans against Syria.

Such an analysis seems misplaced as it presumes, against all the evidence, that Washington does not have an inherent war plan for regime change in Syria. It is also misplaced given Netanyahu’s obvious glee on receiving Kerry. And why wouldn’t the Israeli warmonger be pleased?

The so-called Geneva “deal” may have halted US war plans on Syria for now, but the upshot is that Western aggression towards that country is even more emboldened and, bizarrely, has also now gained a veneer of legitimacy.

Syria was compelled to join the Chemical Weapons Convention and thereby surrender its arsenal of chemical weapons. While such weapons are an abomination and in an ideal world should be removed completely everywhere, the result of the Lavrov-Kerry arrangement is that Syria is obliged to unilaterally disarm. Israel has an equally dangerous stockpile of chemical weapons, as well as biological and nuclear arsenals.

Unlike the Syrian government, the Israeli regime has actually used its chemical weapons in the form of White Phosphorus against Palestinian citizens in Gaza. Yet, while Syria is being disarmed of its weapons that have acted as a deterrent against Israel’s weapons of mass destruction, the Israeli regime is free to increase its balance of terror.

Provocatively, the Western powers are still insisting that they have the right to launch a military attack on Syria if the latter does not conform to the chemical disarmament process. But this process is all one-sided. The West is swinging the threat of military force even though it is an unlawful act of aggression. The US and its allies should be indicted for this aggression against Syria, which they have been engaging in for several months and not just since the 21 August chemical weapon atrocity near Damascus.

The UN chemical weapons inspectors, led by Swedish scientist Ake Sellstrom, has confirmed that the deadly nerve agent sarin was used in the attack on 21 August. The UN team does not conclude who actually used the toxic gas despite Western insinuations. But there is plenty of evidence from alternative sources pointing to the Western-backed mercenaries fighting for regime change who committed this atrocity and others involving chemical weapons, such as at Khan al-Assal near Aleppo on 19 March this year.

As well as the US and its allies remaining armed and dangerous so too are the militants that are terrorizing Syria on behalf of Washington. According to recent reports, Washington is stepping up its weapons supplies to al-Qaeda-linked mercenaries – the same mercenaries who are beheading army captives and civilians, as well as poisoning women and children to fabricate crimes attributed to the Syrian army.

US-led all-out war on Syria may have been averted by the Lavrov-Kerry deal in Geneva at the weekend, but the price for that respite seems to be the West and its allies having gained even more leverage for their criminal agenda of regime change.

What Syria, Russia, Iran, China and other independent nations need to do is to widen the terms of any deal over Syria. This must include the complete cessation of weapons being funneled into Syria by the US and its allies; the immediate halt to threats of war by the US; and if we are going to have disarmament of weapons of mass destruction in the Middle East then that process must include the Israeli regime as absolutely mandatory.

Merida – Yesterday the school program titled the “Cesar Rengifo” Children’s and Youth Theatre Movement was kicked off, as students returned to class for the new school year.

The program is being run initially in 135 Bolivarian schools in Caracas, and will gradually be expanded around the rest of the country.

Classes include body language, literature, oral narration, musical appreciation, acting, lighting, and theatre music.

“The idea is to awaken sensitivity, responsibility, and critical and creative thought in children, through theatre,” said the program’s coordinator, Pedro Lander.

Lander explained that actors, directors, theatrical designers, voice teachers, and playwrights have been called on to teach in the schools. He said that Cesar Rengifo’s plays will be used, as well as other local and international ones.

Cesar Rengifo, a playwright, poet, painter, and journalist, was born in Caracas on 14 May 1915, and died on 2 November 1980. He founded the theatre group Mascaras (Masks), was director of Cultural Extension of the University of the Andes, and he won a range of national prizes for his plays. His plays and paintings focused on life in Venezuela, petroleum, and the oppression of marginalised people and the working class.

Children will watch plays in the Teresa Carreño Theatre as part of their initiation into the subject.

“Today a movement is being started which will make history and will contribute to…achieving a peaceful country. A country of peace is a country which takes on the culture of life, the values of life, the love of life, and respect, as its fundamental values,” President Nicolas Maduro said at the official launch of the program yesterday in Caracas.

The Mysterious Death of a UN Hero

By Lisa Pease | Consortium News | September 16, 2013

Fifty-two years ago, just after midnight on Sept. 18, 1961, the plane carrying UN Secretary-General Dag Hammarskjöld and 15 others went down in a plane crash over Northern Rhodesia (now Zambia). All 16 died, but the facts of the crash were provocatively mysterious.

There have been three investigations into the crash: an initial civil aviation Board of Inquiry, a Rhodesian Commission of Inquiry, and a UN Commission in 1962. Not one of them could definitively answer why the plane crashed or whether a deliberate act had been responsible.

United Nations Secretary-General Dag Hammarskjold.

While a few authors have looked into and written about the strange facts of the crash in the years since the last official inquiry in 1962, none did a more thorough reinvestigation than Dr. Susan Williams, a Senior Fellow at the Institute of Commonwealth Studies at the University of London, whose book Who Killed Hammarskjöld? was released in 2011, 50 years after the crash.

Her presentation of the evidence was so powerful it launched a new UN commission to determine whether the UN should reopen its initial investigation. “It is a fact,” the current Commission wrote in its report, “that none of these inquiries was conducted to the standard to which a modern inquiry into a fatal event would be conducted….”

The Commission was formed by Lord Lea of Crondall, who assembled a group of volunteer jurists, solicitors and others from the Netherlands, South Africa, Sweden and elsewhere to tabulate and review the evidence the Commission collected from past investigations, Williams’s book, and independent witnesses, such as myself.

I was one of the 28 witnesses (and one of only three Americans) who provided testimony to the Commission, based on information gathered in the course of my research into the assassinations of the Sixties.

“It is legitimate to ask whether an inquiry such as this, a full half-century after the events with which it is concerned, can achieve anything except possibly to feed speculation and conspiracy theories surrounding the crash,” the most recent Commission wrote in its report.

“Our answer, and the reason why we have been willing to give our time and effort to the task, is first that knowledge is always better than ignorance, and secondly that the passage of time, far from obscuring facts, can sometimes bring them to light.”

The Congo Crisis

The report summarized the historical situation Hammarskjöld was faced with in 1961. In June of 1960, under pressure from forces in the Congo as well as from the United Nations, Belgium had relinquished its claim to the Congo, a move which brought Patrice Lumumba to power.

Lumumba faced a near civil war in his country immediately. The military mutinied, the Belgians stepped back in to protect Belgian settlers, and local leader Moise Tshombe declared Katanga, a mineral-rich province, an independent state.

As the Commission’s report noted, “Katanga contained the majority of the Congo’s known mineral resources. These included the world’s richest uranium and four fifths of the West’s cobalt supply. Katanga’s minerals were mined principally by a Belgian company, the Union Minière du Haut Katanga, which immediately recognised and began paying royalties to the secessionist government in Elisabethville. One result of this was that Moise Tshombe’s regime was well funded. Another was that, so long as Katanga remained independent of the Congo, there was no risk that the assets of Union Minière would be expropriated.”

The U.S. government feared that Katanga’s rich uranium reserves would fall under Soviet control if the nationalist movement that brought Lumumba to power succeeded in unifying the country. Indeed, rebuffed by Western interests, Lumumba did reach out to the Soviets for help, a move that caused CIA Director Allen Dulles to initiate CIA plans for Lumumba’s assassination. Lumumba was ultimately captured and killed by forces of Joseph Mobutu, whom Andrew Tully called “the CIA’s man” in the Congo just days before President Kennedy’s inauguration.

On the southern border of Katanga lay Northern Rhodesia, where Hammarskjöld’s plane would eventually go down, Sir Roy Welensky, a British politician, ruled as prime minister. Welensky, too, pushed for an independent Katanga. Along with the resources, there was also the fear that an integrated Congo and Katanga could lead to the end of apartheid in Rhodesia which might spread to its larger and more prosperous neighbor South Africa.

The British situation was divided, with the Under-Secretary of State for Foreign Affairs, Lord Landsdowne, backing the UN’s efforts at preserving a unified Congo, while the British High Commissioner to the Rhodesian Foundation, Lord Alport, was upset with the UN’s meddling, saying African issues were “better left to Europeans with experience in that part of the world.”

Similarly, U.S. policy appeared split in 1961. Allen Dulles and possibly President Dwight D. Eisenhower had worked to kill Lumumba just before President John F. Kennedy took office. But President Kennedy had been a supporter of Lumumba and fully backed the UN’s efforts in the Congo.

As the report notes, “There is evidence … of a cleft in policy between the US Administration and the US Central Intelligence Agency. While the policy of the Administration was to support the UN, the CIA may have been providing materiel to Katanga.”

So British, Belgian and American interests that weren’t always representative of their official heads of state had designs on Katanga, its politics and its resources. What stood in their way? The UN, under the firm leadership of Dag Hammarskjöld.

The UN forces had been unsuccessful in unifying the Congo, so Hammarskjöld and his team flew to Leopoldville on Sept. 13, 1961. Hammarskjöld planned to meet Tshombe to discuss aid, contingent on a ceasefire, and the two decided to meet on Sept. 18 in Ndola in Northern Rhodesia (now Zambia).

On Sept. 17, the last day of Hammarskjöld’s life, Neil Ritchie, an MI6 officer, went to pick up Tshombe and the British consul in Katanga, Denzil Dunnett. He found them in the company of a high-level Union Minière employee.

That night, Hammarskjöld embarked on the Albertina, a DC6 plane, and flew from Leopoldville to Ndola, where he was to arrive shortly after midnight. Lord Landsdowne, the British leader opposing a unified Congo, flew separately, although the report goes out of its way to say there was nothing sinister in them flying in separate planes and that this was “diplomatically and politically appropriate.”

A large group of diplomats, Africans, journalists and at least three mercenaries waited for Hammarskjöld’s plane at the Ndola airport. The Commission found the presence of mercenaries there strange as a police inspector was on duty specifically “to ensure nobody was at the airport who had no good reason to be there.”

The Crash

Hammarskjöld’s plane deliberately circumvented Katanga, fearing interception. The pilot radioed Ndola 25 minutes before midnight with an estimate that the plane was about 45 minutes from landing. At 12:10 a.m., the pilot notified the Ndola airport “Your lights in sight” and requested confirmation of the air pressure reading (QNH). “Roger QNH 1021mb, report reaching 6000 feet,” the airport replied. “Roger 1021,” the Albertina responded. That was the last communication received from Hammarskjöld’s plane. It crashed within minutes.

The Commission found the airport gave the plane correct information, that there was no indication the plane’s altimeter had been tampered with, that the landing gear had been lowered into the proper position and locked, and that the wing flaps had been correctly set. In other words, pilot error — the verdict of the initial Rhodesian inquiry into Dag Hammarskjöld’s death in 1962 — did not seem to be the likely cause.

At the crash site, several of the crash victims had bullets in their bodies. In addition, the Commission found “evidence from more than one source…that holes resembling bullet-holes were observed in the burnt-out fuselage.”

The Commission’s two aviation experts concluded the most likely cause of the crash seemed to be a “controlled flight into terrain,” meaning, no in-air explosion. This suggests someone deliberately or mistakenly drove the plane right into the ground. However, the report notes, this does not rule out some form of sabotage that could have distracted or injured the pilots, preventing a successful landing.

And the Commission noted contradictory evidence from a few eyewitnesses who claimed they saw the plane explode in mid-air. Another eyewitness, a member of the flight crew, found alive but badly burned, told a police inspector that the plane “blew up” and that “There was a lot of small explosions all around.”

The Commission interviewed African eyewitnesses who had feared coming forward years ago. One of them described seeing the plane on fire before it hit the ground. Another described seeing a “ball of fire coming on top of the plane.” Still another described a “flame … on top of the plane … like a ball of fire.”

Several witnesses saw a second plane near the one that crashed. One witness saw a second, smaller plane following a larger one, and told the Commission, “I saw that the fire came from the small plane…” And another witness also recalled seeing two planes in the sky with the larger one on fire. A third witness noted that he saw a flash of flame from one plane strike another. Several witnesses reported two smaller planes following a larger one just before the larger one caught fire.

A Swedish flight instructor described in 1994 how he had heard dialog via a short-wave radio the night of the crash. He recalled hearing the following from an airport control tower at the time of the crash: “He’s approaching the airport. He’s turning. He’s leveling. Another plane is approaching from behind — what is that?”

In one of the more bizarre elements of the case, Hammarskjöld’s body was not burnt, yet the other victims of the crash were severely burnt. The Commission concluded the most likely explanation, though not the sole one, was that Hammarskjöld’s body had been thrown from the plane before it caught fire.

And even more strangely, the commission found the evidence “strongly suggests” that someone moved Hammarskjöld’s body after the crash and stuck a playing card in his collar before the photographs of his body were taken. (The card “or something like it” was plainly visible “in the photographs taken of the body on a stretcher at the site.”)

Given the proximity of the plane to the airport, the Commission had a hard time explaining the nine-hour delay between the time of the crash and the Rhodesian authorities’ acknowledgement of its discovery of the wreckage.

While the Commission found a “substantial amount of evidence” that Hammarskjöld’s body had been “found and tampered with well before the afternoon of 18 September and possibly very shortly after the crash,” they also stated the evidence was “no more consistent with hostile persons assuring themselves that he was dead than with bystanders, or possibly looters, examining his body.” But the Commission also noted that “The failure to summon or send help, however, remains an issue.”

The Commission tried very hard to find the autopsy X-rays, as there were reports that a bullet hole had been found in Hammarskjöld’s head. But the X-rays appear lost forever.

Was Hammarskjöld deliberately assassinated?

Former President Harry S. Truman was convinced Hammarskjöld had been murdered. A Sept. 20, 1961 New York Times article quoted Truman as having told reporters, “Dag Hammarskjöld was on the point of getting something done when they killed him. Notice that I said ‘When they killed him.’”

Years later, when the CIA was revealed to have been engaged in assassination plots, reporter Daniel Schorr speculated that the CIA may have been involved in Hammarskjöld’s death.

The report references the report of David Doyle, the chief of the CIA’s  Elizabethville base in Katanga who wrote in a memoir how three armed Fouga planes were being delivered to Katanga “in direct violation” of U.S. policy. Doyle doubted this was an official CIA operation, since he had not been notified of the delivery.

Bronson Tweedy, the head of the CIA’s Africa division, questioned Doyle about the possibility of a CIA operation to interfere with Hammarskjöld’s plane. The report notes that this could indicate a lack of CIA involvement in Hammarskjöld’s death, “unless, conceivably, Tweedy was simply trying to find out how much Doyle knew.”

It is the essence of CIA operations that they are highly compartmentalized and often kept secret between people even within the Agency itself. Meaning, Allen Dulles or someone high up the chain could easily have ordered a single operator to take out Hammarskjöld’s plane without using any official CIA channels. Indeed, that is what one would expect were so sensitive an operation as the assassination of a UN head contemplated.

After Lumumba’s death, in early 1961, the UN passed resolution 161, which urged the immediate removal of Belgian forces and “other foreign military and paramilitary personnel and political advisors not under the United Nations Command, and mercenaries” from the Congo.

Confession from a CIA operative

When I heard such a commission was forming, I reached out to Lord Lea of Crondall to offer some evidence of my own. John Armstrong, a fellow researcher into the JFK assassination, had forwarded me a series of Church Committee files and correspondence to and from a CIA operative named Roland “Bud” Culligan.

Culligan claimed the CIA had set him up on a phony bank fraud charge, and his way out of jail appears to have been to offer the Church Committee information on CIA assassinations (which he called “executive actions” or “E.A.’s”). Culligan was asked to list some “E.A.’s” that he had been involved in. Culligan mentioned, among high-profile others, Dag Hammarskjöld.

“Damn it, I did not want the job,” Culligan wrote to his legal adviser at Yale Law School. Culligan described the plane and the route, he named his CIA handler and his contact on the ground in Libya, and he described how he shot Hammarskjöld’s plane, which subsequently crashed.

As I testified, and as the Commission quoted in its report: “You will see from the correspondence that Culligan’s material was referred to an Attorney General, a Senator, and ultimately, the Senate investigation of the CIA’s activities at home and abroad that became known as the Church Committee after its leader, Senator Frank Church. Clearly, others in high places had reasons to believe Culligan’s assertions were worthy of further investigation.”

Culligan’s claims fit neatly with a broadcast allegedly heard by Navy Cmdr. Charles Southall, another Commission witness. The morning before the crash, Charles Southall, a naval pilot and intelligence officer, was stationed at the NSA’s facility in Cyprus.

At about 9 p.m. that night, Southall reported he was called at home by the communications watch officer and told to get down to the listening post because “something interesting” was going to happen that night. Southall described hearing a recording shortly after midnight in which a cool pilot’s voice said, “I see a transport plane coming low. All the lights are on. I’m going to make a run on it. Yes, it’s the Transair DC6. It’s the plane.”

Southall heard what sounded like cannon fire, then: “I’ve hit it. There are flames. It’s going down. It’s crashing.” Given that Cyprus was in the same time zone as Ndola, the Commission concluded it was possible that Southall had indeed heard a recording from Ndola. Southall was certain that what he heard indicated a deliberate act.

Bullets

Several witnesses described seeing bullet holes in the plane before it burnt. The report described one witness’s account that the fuselage was “’riddled with bullet-holes’ which appeared to have been made by a machine-gun.”

This account was disputed by AP journalist Errol Friedmann, however, who claimed no bullet holes were present. However, bullets were definitely found embedded in the bodies of several of the plane crash victims, which tends to give the former claim more credence.

The same journalist Friedmann also noted to a fellow journalist that the day after the crash, in a hotel, he had heard a couple of Belgian pilots who had perhaps had too much to drink discussing the crash. One of the pilots claimed he had been in contact with Hammarskjöld’s plane and had “buzzed” it, forcing the pilot of the Albertina to take evasive action. When the pilot buzzed the plane a second time, he forced it towards the ground.

A third-party account allegedly from a Belgian pilot named Beukels was investigated with some skepticism by the Commission. Beukels allegedly gave an account to a French Diplomat named Claude de Kemoularia, who evidently first relayed Beukels’s account to UN diplomat George Ivan Smith in 1980 (not long after Culligan’s 1975 account, I would note).

Smith’s source, however, appeared to be a transcript, about which the Commission noted “the literary quality of the narrative suggests an editorial hand, probably that of one or both of the two intermediaries.” Allegedly, Beukels fired what he meant to be warning shots which then hit the tail of the plane.

While Beukels’s alleged narrative matched several known facts, the Commission wisely noted, “there was little in Beukels’s narrative, as reported, that could not have been ascertained from press coverage and the three inquiries, elaborated by his experience as a pilot.” The Commission wrote of other elements which invited skepticism of this account, but did concede it’s possible this account was self-serving, designed to excuse a deliberate shooting down by Beukels.

The Commission’s recommendation

While the Commission had no desire to place blame for the crash, the report states: “There is persuasive evidence that the aircraft was subjected to some form of attack or threat as it circled to land at Ndola, which was by then widely known to be its destination,” adding “we … consider that the possibility that the plane was in fact forced into its descent by some form of hostile action is supported by sufficient evidence to merit further inquiry.”

The key evidence that the Commission thinks could prove or disprove a deliberate act would be the Ndola airport’s radio traffic that night. The Commission reported “it is highly likely that the entirety of the local and regional Ndola radio traffic on the night of 17-18 September 1961 was tracked and recorded by the NSA, and possibly also by the CIA.”

The Commission filed a Freedom of Information request for any such evidence with the National Archives but did not appear hopeful that such records would be released unless pressure was brought to bear.

In its discussion of Culligan, the Commission felt there were no leads there that could be pursued. But if any of Culligan’s many conversations with his legal adviser was captured on tape, and if tapes of the radio traffic cited above could be obtained, a voice match could be sought.

Based on its year-long investigation, the Commission stated that the UN “would be justified” in reopening its initial 1962 inquiry in light of the new evidence “about an event of global significance with deserves the attention both of history and of justice.”

[Regarding President Eisenhower’s possible role in ordering the assassination of Lumumba, Robert Johnson, a National Security Council staff member, told the Church Committee he heard Eisenhower give an order that Lumumba be killed. He remembered being shocked to hear this. Under questioning, however, Johnson allowed that may have been a mistaken impression, that perhaps Eisenhower was referring to Lumumba’s political, not physical, removal.]

The Oslo Accords: 20 years of a political charade

By Ludwig Watzal | Media With Conscience | September 15, 2013

Originally, I didn’t want to write anything at the 20th Anniversary of the signing of the Oslo accords, because I consider it a waste of time. But since there are still journalists and politicians who can get something positive out of this charade, I would like to show them that their thinking is illusory. Fact is: Secret negotiations take place between the fourth-largest nuclear power in the world and a brutally colonized and oppressed people, which only has international law on its side. This fact requires no further comment when it comes to a possible outcome.

At the outset, it should be mentioned that the so-called “Geneva Initiative”, initiated by Yossi Beilin and Yasser Abed Rabbo, who claimed to have submitted the non plus ultra of a “peace plan”, was a political flop. This charade was funded by the Swiss Federal Government and presented to the public in Geneva on 1 December 2003. By the way, in that document, all sensitive political questions remained unanswered. These two ex-politicians and their supporters had the hubris to believe that the Sharon government would spare a thought about their proposals. Sharon simply ignored their “plan”. The entire “peace process” may be regarded as a political show for the Western public, so that the Israeli colonization of the occupied territories could proceed smoothly till the bitter end.

The euphoria that prevailed at the signing of the Oslo Accords on the White House lawn, has finally given way to more sober skepticism. For euphoria was already on 13 September 1993, those who bothered to read thoroughly the Accords had no reason for euphoria. These Accords did not mention the establishment of a “Palestinian state”, “sovereignty” or the “right to self-determination” of the Palestinian people. The Oslo Accords were designed so that the “Palestinian Authority” would serve as a “subcontractor” of the Israeli occupying power. Within narrowly defined limits, it “alone” could take within zone A “sovereign” decisions, and it should keep its own inhabitants in check, should they endanger Israel’s security.

The entire “peace process” may be regarded as a political show for the Western public, so that the Israeli colonization of the occupied territories could proceed smoothly till the bitter end.

This “peace process” has since been in a continuous loop, it has degenerated into a farce, which is currently re-listed as a drama. Under intense pressure from the U.S. the Israeli Justice Minister Tzipora “Tzipi” Livni and Palestinian negotiator Saeb Erekat claim to “negotiate” in secret a peace settlement of the Middle East conflict. If the Palestinians don’t want to be subject to any Israeli diktat, these “negotiations” will fail, like all previous ones. Under the Ehud Olmert government Livni and Erekat negotiated inconclusively for several years about “peace”. The negotiations failed because Israel wanted the Palestinians to surrender. The demand for total capitulation was circumscribed by Erekat’s infamous reply to Livni: “The only thing I cannot do is convert to Zionism.” Do Erekat and the “Palestinian authority” might “convert” this time? Nor should it be forgotten that Livni stands in the tradition of revisionist Zionism, in addition, she is a member of a right-wing nationalist government, which alone has the say. Whatever Tzip Livni “concedes” in the negotiations, cannot be taken at face value by the Palestinian side.

With the publication of the “Palestine Papers”, the world was made aware of the policy of rejectionism by the Israeli side. It is not the Palestinians (Arabs) who are not “miss an opportunity to miss an opportunity”, as Abba Eban once famously said, but it is the various Israeli governments, who torpedo every chance for peace. This attitude is impressively documented in the book “Israeli Rejectionism” by Zalman Amit and Daphna Levit. This denial represents the red thread of Israeli politics that runs all the way from David Ben-Gurion up to Benjamin Netanyahu.

The “peace process” that broke out with “Oslo” turned out to be the third “catastrophe” for the Palestinians in their painful history. This “peace process” has brought only disadvantages to ordinary Palestinians, but not for the political class that has financially benefited enormously from it, be it the Abbas administration or the Hamas Palestinians. The former are bankrolled by the West, the latter by some Arab despots. Both political classes live in clover and have made their pile, either in Jordan or Qatar. Their behavior is shameful, if one looks at the misery of their subjects under Israeli occupation. An improvement of their situation can only be achieved if the people rise up against these “representatives” or send them into exile in Jordan or Qatar.

This “peace process” has not only led to the tripling of the number of colonizers (settlers) in the Palestinian Occupied Territories, but the number of Palestinians killed has also tripled in the same period in comparison to the period 1967 to 1993. After Oslo, the occupied territories were covered with a road system, which in part is only open for Jewish Israelis. The destruction of Palestinian homes, intended to promote the Judaization of the occupied territories and Jerusalem, has reached unimaginable proportions. Israel has walled itself in by a fence, which in some parts is replaced by an eight-meter high wall, allegedly to protect its citizens against “Palestinian terrorism”. Adequately for the “peace process”, however, would be to give finally an oppressed and colonized people self-determination and freedom.

The West may still have to deal, journalistically and politically, with the “peace process” for another century until Israel has brought the whole of Palestine under its control. On land and road maps, it has already done so. Since the West doesn’t care any longer about violations to international law and human rights by Israel and since its patron, the United States of America, breaches international law and human rights on a regular basis, the only effective democratic weapon of the Palestinians – international law – has become worthless. In the next century, this Middle Eastern drama could be performed on the international stage under the slogan: “Once upon a time, there was a Palestine”, if there would not be a sign of hope that some people see in the movement for a one democratic state in Israel and Palestine.

The settlers

By Melanie Ward | September 12, 2013

“They consider us as the enemy. These are extreme settlers.”

Hishem, a Palestinian, sits with us in the shade of an olive tree in front of his home in Wadi al Hussein, Hebron. His children are playing on the hill behind us, and directly behind them stands the vast Israeli settlement of Kiryat Arba. There, a man – a settler – is standing on his balcony watching us.

Hishem's children play in the shadow of Israeli settlement Kiryat Arba

Hishem’s children play in the shadow of Israeli settlement Kiryat Arba

It is hard to know where to start when trying to explain the settlers of Hebron. They are at the heart of the problems here. One of my first encounters with them was on my second proper day of work, when I was walking down Shuhada Street and found myself on the wrong end of an egg thrown by a little settler boy of 7 or 8 years old. One of the local shopkeepers, Munir, has now nicknamed me ‘Umm Baydah’ or ‘Mother Egg’, for being the first of my group to be hit by one. He said “now you are a Palestinian”, and told me to start a tally count.

You might think, what kind of parents give their children things to throw at people walking down the street? But eggs are the least of it. Hishem’s extended family has been attacked, had their windows smashed, their homes set on fire and even been shot by their settler neighbours.

The settlers of Hebron are a religiously motivated group of Israeli Jews who occupy four areas, known as settlements, in the centre of H2 (Israel-controlled), Hebron, and two settlements in the Wadi where Hishem lives. They are known for their willingness to use violence, harassment and intimidation against those they perceive to be standing in the way of them achieving their goals, which are primarily to rid the city of Palestinians. The settlers never refer to Palestinians, always to Arabs because they deny that there was ever such a place as Palestine or such a people as the Palestinians. They say that the Palestinians should leave and go to one of “their own” Arab countries.

Graffiti on the outside wall of Cordoba School in H2 says “Gas the Arabs”

All settlements, including those in East Jerusalem, are illegal under international law. Every country in the world recognises this except Israel. From some of my stories so far, it might seem like there is one set of rules for Israelis and one for Palestinians. That’s because there actually is. In the West Bank the Israeli authorities enforce Israeli civil law on settlers, but military law on Palestinians.

The settlers believe in Eretz Israel – greater Israel – that Israel should permanently encompass the Palestinian territory of East Jerusalem, the Gaza Strip and the West Bank. These are the areas currently occupied and/ or controlled by the Israeli army. Some settlers believe that Israel’s borders should stretch even further afield than this into other countries. Their beliefs contradict all international understandings of where Israel’s borders should be.

These are the nuts and bolts of the daily battle being played out in H2. Everything is about who owns what, who can walk or drive where, even who can stand where. Hebron is the only city in the West Bank to have Israeli settlers living in its centre. The city is of religious significance because it is where Abraham and his sons and their wives lived, and are buried. It is the second holiest site for Jews, the fourth holiest site for Muslims, and is also of significance to Christians.

The settlers believe that they are doing God’s work in ridding Hebron of Palestinians, and dream of turning it into a Jewish city. But I don’t know of any God that would approve of their behaviour. Ironically, there tends to be most trouble on Friday nights and Saturdays – the Jewish Sabbath. One of my jobs is to be present whilst hundreds of settlers walk from Kiryat Arba through a Palestinian neighbourhood to pray at the synagogue on a Friday night. Dozens of extra soldiers are bussed in to protect them but some of the settlers carry their own rifles too.  I find it quite bizarre, and certainly one of the least holy sights I have ever seen.

On the Sabbath last week, a colleague from another international organisation saw a group of teenage settler girls spitting at a group of Palestinian girls on Shuhada Street. Again, not so holy. I met Nadar, Noocha and their family, who showed me their windows which were smashed by settlers. They live next to the synagogue in Hebron. A Palestinian I meet called Hani tells me he does not believe that the settlers follow the true Jewish faith.

Me with Nadar and Noocha's 4 year old daughter. Their windows have been smashed by settlers

The settlers seem to be willing to do almost anything to achieve their aims. This short film clip, from Israeli human rights organisation BT’Selem, first shows one of the settlers explaining things for herself, and then some of her actions. At least watch the first 2 minutes if you can – I’m pretty sure you’ll be shocked.

You might have noticed the solider standing by whilst the settler abuses her neighbour and then the solider pushing the Palestinian woman, rather than dealing with the settler children attacking her home. Palestinians often report that soldiers do nothing whilst settlers are on the attack. I have already seen for myself the close relations between many settlers and soldiers, with settlers bringing food and drinks to soldiers throughout the day, and even settler children playing in military watch points whilst soldiers are on duty there.

In March this year, the United Nations High Commissioner for Human Rights said,

“settler violence continues to be perpetrated with impunity… Israel needs to hold perpetrators accountable.  While investigations are not opened into most incidents of settler violence, between 2005 and 2011, only 9 per cent of the investigations opened resulted in an indictment.”

Hani, Reema and their family live just past the caged house in that BT’Selem film clip, by the settlement of Tel Rumeida. They have to walk past the settlement and through the yard of an Israeli army base to get to their house. They can’t take a car to their house. They have been harassed and attacked by their neighbours many times. The settlers have even tried to burn down their home, and have come in the night to smash it up. About a month ago, they tried to burn down the family’s 300 olive trees for the ninth time, scorching the land, and making some of it impossible to harvest this year. Burning and chopping down olive trees is a common tactic of settlers across the West Bank.

Hani and Reema's scorched olive trees, burnt by settlers a few weeks ago for the ninth time

Hani and Reema’s scorched olive trees, burnt by settlers a few weeks ago for the ninth time

“Aren’t you frightened?” I ask Reema and she replies, “At the start we were frightened but now we are used to it.”

One of our duties on the Sabbath is to spend time sitting on the roof of the Abu Shamsiya family’s home in H2. The flat roof of the family’s home backs onto Shuhada Street, and has a small Israeli army watchtower on it which does not appear to be used at present. From the roof you can look out across the city of Hebron, and down onto the family’s terrace below. The terrace has a cage around it to try and stop the family being struck by objects thrown by settlers on the roof. In the past, these objects have included eggs (they seem to be a favourite) and stones, and settlers have even urinated on them.

The Abu Shamsiya family's terrace from their roof, where settlers come and attack them

The Abu Shamsiya family’s terrace from their roof, where settlers come and attack them

So the reason for our presence is to deter settlers from coming onto the roof. The first time I sat there, we prevented three settler groups from coming onto the roof.  A teenage boy in one of them had a rifle slung across his person. On Tuesday, we were unable to prevent one settler coming onto the family’s roof when we were there. He pointed at the view of the Palestinian city, “This is Israel” he said. ”It’s Palestine” I said. “Lo” (no) he said. Another group that my colleague saw gestured at the view of the Palestinian city and said “All of this will be Jewish”.

Virtually every Palestinian home in H2 has a kind of cage across the windows to try to guard against settler attacks.  It is hard to get used to seeing children waving and shouting hello to us from behind these cages.

Children in H2 wave to us from behind the cage placed there to protect them from settlers

Children in H2 wave to us from behind the cage placed there to protect them from settlers

On Monday last week when I was doing the lunchtime school run (accompanying Palestinian children to Cordoba School down Shuhada Street) about 150 settlers, most of them teenagers, arrived apparently on some kind of tour. Remember – they can go anywhere in H2 but the Palestinians are very restricted as to where they can even walk. The settlers were congregating at the bottom of the school steps. When it came time for the kids to go home from school, many of them were scared to go down the stairs because of the settlers. I walked up and down the steps with them, to try to make them feel more secure, and it seemed to give them confidence to be able to get home. Although the truth is that I had no way of knowing whether the settlers would cause trouble. Luckily, the worst they did was to stare at us all, and shout and throw things at the feet of my male colleague who arrived to help me.

Not all Israeli settlers are religious extremists like those in Hebron. Some, who live in settlements in Palestinian East Jerusalem for example, are economically motivated. They are attracted by the housing subsidies that the Israeli government provides in many settlements.

Wherever they are located though, there is no doubt that the settlers and settlement expansion, are a major barrier to peace between Israel and Palestine.

Hani and his son have both spent time in prison for retaliating when settlers have attacked them. But Hani tells me that he now believes in non-violent resistance because it gets more positive results. He says it helps him to separate hatred for a policy from hatred for a people, and believes that it can help those in other countries, especially Jews, to see what is happening here.

Non-violent resistance at the Youth Against Settlements project: "They can pull out out trees but we will always plant more"

Non-violent resistance at the Youth Against Settlements project: “They can pull out our trees but we will always plant more”

You might ask, how do the Palestinians put up with this? Why don’t they give up?  How can they carry on living where they do, facing such violence and harassment on a daily basis? I asked a few of the people I met whether they would ever think of leaving,

“At the end of the day, it’s our right to our land,” says Hani.

“We are here, and we will stay here.  This is our land.” says Hishem.

“We will stay here in a tent if we have to, we will not leave,” says another.

Many of them could not afford to go elsewhere, and where would they go anyway? Over 60% of the West Bank is directly under Israeli control. And many of them, like Hishem’s family, have already been refugees once from the time that the State of Israel was created. And why should they leave? As international law confirms, this IS their land.

But there is another reason, one which is about the Palestinians as a people.

The truth is that they must not leave if the dream of having a Palestinian state is ever to be realised. The settlers and the soldiers must not succeed in cleansing Hebron – or anywhere else in the West Bank – of Palestinians.

I hope that my presence here, and that of my EAPPI colleagues, somehow helps to make it a tiny bit easier for them to stay. One man tells me, “When settlers see people like you they are less likely to cause problems, especially on a Friday and Saturday.” And Hani says, “Before, we were alone as Palestinians with the Israelis but because of the internationals – people like you – we have witnesses to the violence of the settlers. This makes things a bit better for us.”

Just knowing that makes being here worthwhile.

Peres: Syria Is Punished for Refusing Peace with ’Israel’

Al-Manar | September 16, 2013

In significant remarks made by the president of the Zionist entity, Shimon Peres, he stated that what is happening in Syria today is punishment of the Arab state for refusing to compromise with ‘Israel’.

In statements published by the Zionist daily Yediot Ahronoth on Sunday, Peres said that “the 1973 war had brought peace in spite of its brutality.”

“One of the 1973 war outcomes was signing the Peace-Treaty with Egypt, through which  Sadat could bring security and peace to his people, contrary to Assad, who refused to participate in Sadat’s settlement as he participated in his war,” the Zionist president elaborated.

“Today, Syria lives internal war and the Syrian people pay for it over Assad’s refusal to compromise. Today he is punished for his refusal,” he said.

Peres’s remarks came during his participation in the commemoration of Zionist soldiers who had been killed in the 1973 war. The ceremony was also attended by Zionist Prime Minister Benjamin Netanyahu and other military and security officials.

These statements made it clear that what is happening in Syria is not a revolution but a foreign scheme, analysts and observers say, noting that these statements indicate the beneficiary of the Syrian crisis and its maestro.

The CIA, the Press and Black Propaganda

By Douglas Valentine | September 16, 2013

As soon as Kevin Drum at Mother Jones absolved the CIA of spewing poison gas as a provocation, many on the Liberal Left cautiously threw their weight behind Obama and the thrill of waging a punitive war on Syria.

“Perhaps regime change is a good idea,” Tom Hayden speculated in The Nation.

Left paterfamilias Noam Chomsky, who generally shows an appreciation for the subtleties of covert action, claimed that America is not supplying its Al Qaeda mercenary army with arms – even though Eric Schmidt at The New York Times reported over a year ago that CIA officers in Turkey were “helping allies decide which Syrian opposition fighters across the border will receive arm.”

As if Hayden fomenting war and Chomsky covering for the CIA isn’t irony enough, Drum cleared the CIA in response to allegations of a provocation made by Rush Limbaugh. Which raises the question, what are the facts about the CIA’s penchant for “provoked responses” like the one in the Tonkin Gulf that started the Vietnam War?

Simply stated, black propaganda is one of many criminal but legally deniable things the CIA does. It often involves committing a heinous crime and blaming it on an enemy by planting false evidence, and then getting a foreign newspaper to print the CIA’s scripted version of events, which sympathetic journalists in America broadcast to the gullible public.

In the case of Syria, the CIA is using cooked Israeli “intelligence” as a catalyst – which is why, as Johnstone and Bricmont explain, the “intelligence” is so “dubious.”

Black propaganda has other “intelligence” applications as well, and is often used to recruit informants, and create deserters and defectors.

In his autobiography Soldier, Anthony Herbert told how he reported for duty in 1965 in Saigon at the joint CIA-military Specials Operations Group.  The spooks asked him to join a secret psywar program. “What they wanted me to do was to take charge of execution teams that wiped out entire families and tried to make it look as though the VC themselves had done the killing. The rationale was that other Vietnamese would see that the VC had killed another VC and would be frightened away from becoming VC themselves. Of course, the villagers would then be inclined to some sort of allegiance to our side.”

As counter-terror guru David Galula explained, “Pseudo insurgents are a way to get intelligence and sow suspicion at the same time between the real guerrillas and the population.”

In a similar case in 1964, a famous CIA propaganda officer organized three armed “survey teams” which operated in neighboring hamlets simultaneously.  When Vietcong propaganda teams departed from a hamlet, his cut-throat cadre would move in and speak to one person from each household, so the VC “would have to punish everyone after we left.”

In other words the CIA’s mercenaries (like some the CIA’s mercenaries in Syria) were provocateurs, setting people up for recriminations, for intelligence and publicity purposes.

Here’s another example: in 1964, CIA officer Nelson Brickham worked in the Sino-Soviet Relations Branch, where he managed black propaganda operations designed to cause friction between the USSR and China.  At the heart of these black ops were false flag recruitments, in which CIA case officers posed as Soviet intelligence officers and, using actual Soviet cipher systems and methodology, recruited Chinese diplomats, who believed they were working for the Russians. The CIA case officers used the Chinese dupes to create all manner of mischief.

Brickham in 1967 created the Phoenix program in South Vietnam. The Phoenix program’s operations chief in 1970, Colonel Thomas McGrevey, had a “penetration agent” inside COSVN – the Central Office of South Vietnam. COSVN’s deputy finance director was the penetration agent. The deputy alerted McGrevey when the finance director was going on vacation, enabling McGrevey to mount a black propaganda campaign which framed the finance director for running off with embezzled funds.

A circular about the Phoenix program issued by the revolutionary Security Service in 1970, described how the nationalists viewed the CIA. As stated in the circular, “the most wicked maneuvers” of the CIA “have been to seek out every means by which to terrorize revolutionary families and force the people to disclose the location of our agents and join the People’s Self-Defense Force. They also spread false rumors. Their main purpose is to jeopardize the prestige of the revolutionary families, create dissension between them and the people, and destroy the people’s confidence in the revolution. In addition, they also try to bribe poor and miserable revolutionary families into working for them.”

Forged letters are a CIA specialty. Former CIA officer Philip Agee told how he mounted a successful operation using forged letters against Ecuadoran Antonio Flores Benitez, a key member of the Communist revolutionary movement. “By bugging Flores’ phone, we found out a lot of what he was doing. His wife was a blabbermouth. He made a secret trip to Havana and we decided to do a job on him when he landed back in Ecuador. With another officer, I worked all one weekend to compose a “report” from Flores to the Cubans. It was a masterpiece. The report implied that Flores’ group had already received funds from Cuba and was now asking for more money in order to launch guerrilla operations in Ecuador. My Quito station chief loved it so much he just had to get into the act. So he dropped the report on the floor and walked on it awhile to make it look pocket-worn. Then he folded it and stuffed it into a toothpaste tube-from which he had spent three hours carefully squeezing out all the toothpaste. He was like a kid with a new toy. So then I took the tube out to the minister of the treasury, who gave it to his customs inspector. When Flores came through customs, the inspector pretended to go rummaging through one of his suitcases. What he really did, of course, was slip the toothpaste tube into the bag and then pretend to find it there. When he opened the tube, he of course “discovered” the report. Flores was arrested and there was a tremendous scandal. This was one of a series of sensational events that we had a hand in during the first six months of 1963. By late July of that year, the climate of anti-Communist fear was so great that the military seized a pretext and took over the government, jailed all the Communists it could find and outlawed the Communist Party.”

Likewise the catalyst for the 1973 coup in Chile was a forged document-detailing a leftist plot to start a reign of terror – which was discovered by the enemies of President Salvador Allende Gossens.  The result was a violent military coup, which the CIA officers (who had set it in motion through disinformation in the Chilean press) sat back and watched from their hammocks in the shade.

And on and on it goes.

General Ed Lansdale formalized CIA black propaganda practices in the early 1950s in the Philippines. To vilify the Communists and win support of Americans, one of his Filipino commando units would dress as rebels and commit atrocities on civilians, and then another unit would magically arrive with cameras to record the staged scenes and chase the “terrorists” away. Cameras were the key.

The CIA also concocted lurid tales of Vietminh soldiers’ disemboweling pregnant Catholic women, castrating priests, and sticking bamboo slivers in the ears of children so they could not hear the Word of God. Lansdale’s henchman, CIA agent-cum-journalist Joseph Alsop, gleefully reported this black propaganda.

The American “press” is the vital, arrogant, fatal, dominant X in black propaganda. When it comes to the CIA and the American press, one black hand washes the other. To gain access to CIA officials, reporters suppress or distort stories. They sell their black souls for scoops.  In return, CIA officials leak stories to them. At its most incestuous, reporters and CIA officers are blood relatives. At one point, The New York Times correspondent in Vietnam, James Lemoyne, just happened to be the brother of the CIA’s counter-terror team chief in the Delta, Navy Commander Charles Lemoyne.

In a democratic society the media ought to investigate and report objectively on the government, which is under no obligation to inform the public of its activities and which, when it does, puts a “spin” on the news.  As part of the Faustian Pact, when government activities are conducted in secret, illegally, reporters look away rather than jeopardize profitable relationships. The intended result is that the unwitting public is robbed of its freedom of speech – for how can you speak freely if you don’t know what’s going on?

If Lansdale hadn’t had Alsop to print his black propaganda, there probably would have been no Vietnam War. Likewise, Judith Miller, disgraced facilitator of the war on Iraq and rehabilitated Fox KKK-TV correspondent, brought you the Iraq War through false documents provided by CIA analysts.

We rarely know who the Alsops and Millers are in our midst, until after the fact. The CIA has a strict policy of keeping its atrocities to itself. And it is aided, in its eternal quest to deceive the American public, by the fact that black propaganda validates the beliefs of the Kevin Dumbs among us, as it assures their imagined security and sense of being exceptional.

In fact, black propaganda operations, and the CIA itself, are antithetical to democratic institutions.

A big part of the CIA’s current success is its ability to deliver its message through Left publications, and the Left’s unstated policy of self-censorship in regard to CIA operations. Most insidious, perhaps, are the former CIA officers who claim to be anti-war, and seek a veil of immunity by claiming to have been “analysts.” This is akin to saying “I was a bookkeeper for the Mafia. I never killed anyone.”

Of course it’s the bookkeepers who tell the bosses the names and addresses of the delinquents who haven’t paid their extortion money this week. The Phoenix Directorate in Saigon had analysts performing the same assassination, kidnapping and torture function on an industrial scale.

Despite the popular portrayal of the CIA as patriotic guys and girls risking everything to do a dirty job, the typical CIA officer is a sociopath without the guts to go it alone in the underworld.  They gravitate to the CIA because they are protected there by the all-powerful Cult of Death that rules America.

The most dangerous facet of having former CIA officers slithering around is their uniform message that the CIA is necessary. These are not Phil Agees, revealing the ugly truth and calling for the CIA’s abolition. Like all the CIA’s political and psychological warfare experts, they are at the forefront of the war on terror, using psywar to achieve the goals of the Cult of Death that rules America. The result is a theatre of the absurd, a world of illusion.

Now we are told that the CIA Syrian mercenaries may launch a chemical attack on Israel from government-controlled territories as a “major provocation.”  What you can be sure of is that some provocation will be launched and that the press, including most of the Left, will cover it up.
