The Most Awkward G20 Summit Ever

President Obama is in St. Petersburg, Russia to participate in the G20 Summit today and tomorrow, amidst a time of heightened tensions between the U.S. and several G20 member nations. Looming over the summit are the Obama administration’s plans for a possible military attack on Syria, while Russian President Vladimir Putin has said that a U.S. military response without U.N. Security Council approval “can only be interpreted as an aggression” and UNASUR – which includes G20 members Argentina and Brazil, issued a statement that “condemns external interventions that are inconsistent with the Charter of the United Nations.”

New revelations of NSA spying on other G20 member nation presidents – Dilma Rousseff of Brazil and Enrique Peña Nieto of Mexico – leaked by NSA whistle-blower Edward Snowden and first reported in Brazil’s O Globo, have also created new frictions. Rousseff is reportedly considering canceling a state visit to Washington next month over the espionage and the Obama administration’s response to the revelations, and reportedly has canceled a scheduled trip to D.C. next week by an advance team that was to have done preparations for her visit. The Brazilian government has demanded an apology from the Obama administration. In an interview with Reuters on Wednesday, an anonymous senior Brazilian official underscored the gravity of the situation:

[T]he official, who declined to be identified due to the sensitivity of the episode, said Rousseff feels “patronized” by the U.S. response so far to the Globo report. She is prepared to cancel the visit as well as take punitive action, including ruling out the purchase of F-18 Super Hornet fighters from Chicago-based Boeing Co, the official said.

“She is completely furious,” the official said.

“This is a major, major crisis …. There needs to be an apology. It needs to be public. Without that, it’s basically impossible for her to go to Washington in October,” the official said.

Other media reports suggest that Brazil may implement measures to channel its Internet communications through non-U.S. companies. But when asked in a press briefing aboard Air Force One this morning, Deputy National Security Advisor for Strategic Communications Ben Rhodes did not suggest that such an apology would be forthcoming:

Q   The Foreign Minister said he wanted an apology.

MR. RHODES:  Well, I think — what we’re focused on is making sure the Brazilians understand exactly what the nature of our intelligence effort is.  We carry out intelligence like just about every other country around the world.  If there are concerns that we can address consistent with our national security requirements, we will aim to do so through our bilateral relationship.

Such responses are not likely to go far toward patching things up with Brazil. It is conspicuously dishonest to suggest that the U.S. government “carr[ies] out intelligence like just about every other country around the world,” as no other country is known to have the capacity for the level of global spying that the NSA and other agencies conduct, and few countries are likely to have the intelligence budgets enjoyed by U.S. agencies – currently totaling some $75.6 billion, according to documents leaked by Snowden and reported by the Washington Post.

There are also signs that the Washington foreign policy establishment is troubled by the Obama administration’s dismissive attitude toward Brazil’s understandable outrage. On Tuesday, McClatchy cited Peter Hakim of the Inter-American Dialogue – essentially the voice of the Latin America policy establishment in Washington:

Peter Hakim, the president emeritus of the Inter-American Dialogue, a Washington-based policy group, noted that Secretary of State John Kerry had visited Brasilia last month to patch things up after the initial NSA leaks but “really did not do a very good job. He just brushed it off.”

Hakim said he believed the O Globo report, and he added that “snooping at presidents is disrespectful and offensive.”

Rousseff and Pena Nieto had to issue strong statements, Hakim said. “Both have to show they are not pushovers, that they can stand up to the U.S.,” he said.

The ongoing revelations made by Snowden have affected U.S. relations with other countries as well. As the Pan-American Post points out, Peña Nieto may continue to reduce intelligence sharing with the U.S.; he also said yesterday that “he may discuss the issue with President Barack Obama at the summit.” U.S.-Russian relations, of course, have also recently become tense following Russia’s granting of temporary political asylum to Snowden.

The G20 Summit also comes just after the IMF, at the direction of the U.S. Treasury Department, changed its plan to support the Argentine government in its legal battle with “vulture funds” – meaning that U.S.-Argentine relations may also be relatively cool.

Should We Fall Again for ‘Trust Me’?

In a dazzling display of chutzpah, the White House is demanding that Congress demonstrate blind trust in a U.S. intelligence establishment headed by James Clapper, a self-confessed perjurer.

That’s a lot to ask in seeking approval for a military attack on Syria, a country posing no credible threat to the United States. But with the help of the same corporate media that cheer-led us into war with Iraq, the administration has already largely succeeded in turning public discussion into one that assumes the accuracy of both the intelligence on the apparent Aug. 21 chemical weapons attack in Syria and President Barack Obama’s far-fetched claim that Syria is somehow a threat to the United States.

Here we go again with the old political gamesmanship over ”facts” as a prelude to war, a replay of intelligence trickery from Vietnam’s Gulf of Tonkin to Iraq’s nonexistent WMD. Once more, White House officials are mounting a full-court press in Congress, hoping there will be enough ball turnovers to enable the administration to pull out a victory, with the corporate media acting as hometown referees.

And in the weekend talk shows, Secretary of State John Kerry, team co-captain in this transparent effort to tilt the playing field, certainly had his game face on. Kerry left little doubt that he KNOWS that the Syrian government is guilty of launching a chemical weapons attack on suburbs of Damascus on Aug. 21. How do we know he knows? Simple: It’s “Trust me” once again.

Did you not watch Kerry’s bravura performance before the TV cameras on Friday when he hawked the dubious evidence against the Syrian government? Someone should tell Kerry that using the word “know” 35 times does not suffice to dispel well-founded doubts and continuing ambiguities about the “intelligence,” such as it is. The administration’s white paper, issued to support Kerry’s “knowledge,” didn’t provide a single verifiable fact that established Syrian government guilt. But with his bravado, Kerry’s ploy was obvious – to sweep aside serious questions about the evidence and move the discussion simply to one of how much punishment should be inflicted on Syria. “So now that we know what we know, the question … is: What will we do?” Kerry said Friday.

But, Mr. Kerry, please not so fast with your attempt to do an Iraq War number on us. Frankly, asking us to simply trust you (especially after your 2002 vote for President George W. Bush’s Iraq War resolution) is too much to ask. Given the disease of prevarication circulating like a virus among top intelligence officials, one would have to have been “born yesterday” (to use one of Harry Truman’s expressions) to take you at your word.

And, there are hopeful signs that Congress, which has been fooled more than once before, may see through this latest rush to judgment. “Yes, I saw the classified documents,” Rep. Michael Burgess, R-Texas, told The Hill newspaper. “They were pretty thin.”

Some lawmakers are even stating another obvious point; i.e., that even with congressional approval, a military strike on Syria would be not only an international crime, but also unconstitutional because of the Constitution’s supremacy clause making treaties the supreme law of the land.

Under the United Nations Treaty, signatories like the U.S. pledge not to use – or even threaten to use – military force against another nation without U.N. Security Council approval or unless already attacked or in imminent danger of attack. None of those conditions apply here.

So, even if the “intelligence” against Syria were air-tight (which it isn’t) and if Congress approves a use-of-force resolution, the U.S. Constitution still requires that we abide by the U.N. Treaty and obtain Security Council approval. How can lawyers like Obama and Kerry ignore such basics?

There are also other options for punishing Syrian President Bashar al-Assad if there’s real evidence that he was complicit in the Aug. 21 attack. Like other leaders accused of war crimes, he can be indicted by the International Criminal Court or subjected to a special war-crimes tribunal. Yet, instead of following those legal strategies, which are specifically designed for these sorts of situations, President Obama proposes punishing one alleged war crime by committing another.

Intelligence? A Sow’s Ear

But there remains the key question of establishing the Assad government’s guilt and whether the Obama administration’s “high-confidence” assessment about that point is justified. It is a time-honored (or, better, time-dishonored) custom for White House officials bent on war to distort or even manufacture “intelligence” to justify their aims, especially after they’ve gone public with their “knowledge.”

On this point, I can say – “with high confidence” – that the White House is at it again, perpetrating another fraud on Congress and the American people. And most of the U.S. mainstream press has elbowed past the many questions about the quality of the intelligence and has moved on to discussing whether President Obama will “win” or “lose” the congressional vote, whether partisanship will spill over into foreign policy hurting America’s “credibility” to look tough.

Was it just a little over a decade ago that we watched President George W. Bush and Vice President Dick Cheney create out of whole cloth intelligence to “justify” war on Iraq while the U.S. press corps mostly acted as stenographers and cheerleaders? Mistakes are forgivable; fraud is not; neither is cowardice in the face of a misguided rush to war. And the fact that not a single senior Bush administration official was held accountable compounds the problem.

Since many Americans, malnourished as they are by the corporate media, need to be reminded, let’s say it again: The pre-Iraq “intelligence” was not mistaken; it was fraudulent. And, sad to say, then-CIA Director George Tenet and his malleable managers were willing accomplices in that fraud. You need not take my word for it.

Just five years ago, in June 2008, Senate Intelligence Committee Chair Jay Rockefeller, D-West Virginia, announced the conclusions of a five-year committee investigation into pre-Iraq War intelligence approved by a bipartisan majority of 10-5 (Republican Senators Chuck Hagel and Olympia Snowe voting with the Democratic majority). Emphasizing the committee’s conclusion that the Bush administration made significant claims that were not supported by the intelligence, Rockefeller declared, “In making the case for war, the Administration repeatedly presented intelligence as fact when in reality it was unsubstantiated, contradicted, or even non-existent.”

Pressure on Intelligence Analysts

My former CIA analyst colleague, Paul R. Pillar, who, as National Intelligence Officer for the Middle East before the attack on Iraq, experienced up-front and personal the extreme pressure that intelligence analysts feel when a president has decided to make war, addressed this problem recently in “The Risk of Distorting Intelligence.” Pillar pointed out that an Associated Press story on the Obama administration’s preparation of the public for a military strike on Syria included these statements:

“The White House ideally wants intelligence that links the attack [with chemical weapons] directly to Assad or someone in his inner circle, to rule out the possibility that a rogue element of the military act[ed] without Assad’s authorization. That quest for added intelligence has delayed the release of the report by the Office of the Director for National Intelligence laying out evidence against Assad. … The CIA and the Pentagon have been working to gather more human intelligence tying Assad to the attack.”

Pillar adds, “When one hears that policy-makers want not just intelligence on a particular subject but intelligence that supports a particular conclusion about that subject, antennae ought to go up. A ‘quest’ for conclusion-bolstering material is fundamentally different from an open-minded use of intelligence to inform policy decisions yet to be made. It is instead a matter of making a public (and Congressional) case to support a decision already made.”

This was the kind of highly politicized “policy kitchen” in which intelligence analysts and other officials were pressured to serve as cooks whipping up the frothy broth labeled “Government Assessment of the Syrian Government’s Use of Chemical Weapons,” lauded by Secretary of State Kerry on Friday. The manner in which it was issued shows it to be a “policy statement,” NOT an “intelligence summary,” as widely described in the media. And, clearly, there were too many cooks involved.

In contrast to key past issuances of similarly high political sensitivity, the “Government Assessment” released on Friday does not appear under the letterhead of the Director of National Intelligence as was the case, for example, with the official statement issued on Sept. 28, 2012, “on the intelligence related to the terrorist attack on the U.S. Consulate in Benghazi, Libya.”

This break in customary practice may have been simply a function of Director of National Intelligence James Clapper being in such bad odor among those lawmakers who still care about truth. Clapper has confessed to telling Congress, under oath, “clearly erroneous” things about the  National Security Agency’s surveillance abuses.

Thus, the administration runs some risk in trotting out Clapper this week to testify before the intelligence and national security committees of Congress. Perhaps the White House has decided it has to rely on Clapper’s demonstrated gift for lying with a straight face (though sweaty pate); or it may be counting on short-term memory loss on the part of the many superannuated and/or distracted members of Congress.

Clapper’s Record

Well before Obama appointed him Director of National Intelligence three years ago, retired Air Force Lt. Gen. James Clapper showed himself to be a subscriber to the George Tenet doctrine of compliant malleability, having helped Defense Secretary Donald Rumsfeld falsify the intelligence on weapons of mass destruction in Iraq. Did no one tell Obama about Clapper’s key role in the cooking of intelligence before the Iraq War?

Rumsfeld handpicked Clapper to be the first civilian director of the National Geospatial-Intelligence Agency (NGA), where he served during the crucial period of September 2001 to June 2006. NGA’s responsibilities included analysis of satellite imagery – the most capable and likely collection resource to discover weapons of mass destruction facilities in Iraq or to verify Iraqi “defector” reports of hidden WMD caches.

So why didn’t NGA point out the absence of WMD evidence or note the many discrepancies in the stories being told by the “defectors” – many of whom were coached by the pro-invasion Iraqi National Congress? The answer: Clapper knew which side his bread was buttered on. Instead of speaking truth to power, he not only fell in with the Tenet school of obeisance, but also glommed onto Donald Rumsfeld’s aphorism: “The absence of evidence is not evidence of absence.”

Working for Rumsfeld, Clapper’s job, pure and simple, was to stifle any untutored-to-the-ways-of-Washington analyst who might ask unwelcome questions like: Could the reason there is not a trace of Iraqi WMD in any of the satellite imagery be that there is none there – and that the Pentagon’s favorite “defectors” are lying through their teeth?

When no WMD caches were found, it was Clapper who suggested, without a shred of evidence, that Saddam Hussein had sent the phantom WMD to Syria, a theory that also was pushed by neocons both to deflect criticism of their false assurances about Iraq’s WMD and to open a new military front against another Israeli nemesis, Syria.  (It appears that time may have finally come.)

On more substantive issues – like the key one, “why they hate us” – Clapper has advanced some imaginative theories about what makes terrorists tick. It’s “self-radicalization,” you see. Clapper promoted this bedeviling concept while a nominee for the post of Director of National Intelligence, which he – having played fast and loose with the truth, aside – still occupies.

At his nomination hearing Clapper was asked by Sen. Bill Nelson, D-Florida, about lessons drawn from the investigation of Army Major Nidal Hasan, the psychiatrist sentenced to death last week for killing 13 people at Fort Hood. Clapper responded that “self-radicalization” is a “daunting challenge. … I don’t have the answer to the challenge; identification of self-radicalization may not lend itself to detection by intelligence agencies. … It’s almost like detecting tendencies for suicide ahead of time.”

Still Far From a Silk Purse

If intelligence community leaders have any pride left, they may also have been embarrassed by how last Friday’s “Government Assessment” fit the old bureaucratic image of a camel as the arch-typical horse designed by committee. Seldom have my intelligence alumni colleagues and I seen a more meandering, repetitive, fulsome document. Full of verisimilitude, the document nonetheless includes this key acknowledgment: “Our high confidence assessment is the strongest position that the U.S. Intelligence can take short of confirmation.”

It seems a safe bet that during the next two weeks’ testimony before the various national security committees of the Senate and House, Kerry and Clapper will claim that additional intelligence has “confirmed” what until now has been simply the “assessments” of the U.S. government. Let’s hope that lawmakers have the good sense to ask for actual evidence that can withstand independent scrutiny.

Colin Powell’s meretricious U.N. speech on Feb. 5, 2003, was at least well crafted and persuasively presented. In a same-day assessment, we Veteran Intelligence Professionals for Sanity (VIPS) gave him an A for presentation, while almost flunking him (with a C-minus) for substance. In our Memorandum for the President that day, we urged that the discussion be widened beyond the circle of those advisers clearly bent on a war for which we saw no compelling reason and from which we believed the unintended consequences were likely to be catastrophic.

If President Obama would let us in the door, we would tell him the same thing today, since he has surrounded himself with a menagerie of “tough guys and gals” as well as some neocons and neocons-lite. Before Kerry went on TV Friday, VIPS had already warned Joint Chiefs Chairman Martin Dempsey “there are serious problems with the provenance and nature of the ‘intelligence’ that is being used to support the need for military action.” Those problems remain.

Tonkin Gulf

From my own personal life experience, there was another good example of how the prostitution of intelligence works: When the Tonkin Gulf incident (used to “justify” the Vietnam War) took place 49 years ago, I was a journeyman CIA analyst in what Condoleezza Rice has called “the bowels of the agency.” As an intelligence analyst responsible for Russian policy toward Southeast Asia and China, I worked very closely with those doing analysis on Vietnam and China.

At the time, the U.S. had about 16,000 troops in South Vietnam, but there was mounting political pressure to dramatically expand the U.S. troop levels to prevent a Communist victory. President Lyndon Johnson feared that Republicans would blame him for “losing Vietnam” the way some tarred Harry Truman for “losing China.” So the Gulf of Tonkin incident – North Vietnamese allegedly firing on a U.S. destroyer in international waters – offered Johnson the chance both to look tough and to get a congressional carte blanche for a wider war.

Those of us in intelligence – not to mention President Johnson, Defense Secretary Robert McNamara and National Security Adviser McGeorge Bundy – knew full well that the evidence of any North Vietnamese attack on the evening of Aug. 4, 1964, the so-called “second” Tonkin Gulf incident, was highly dubious.

But it fit the President’s purposes. The North Vietnamese could be presented as aggressors attacking a U.S. ship on a routine patrol in international waters. To make the scam work, however, the American people and members of Congress had to be kept in the dark about the actual facts of the case, all the better to whip them into a war frenzy.

Only years later was the fuller story revealed. During the summer of 1964, President Johnson and the Joint Chiefs of Staff were eager to widen the war in Vietnam. They stepped up sabotage and hit-and-run attacks on the coast of North Vietnam. Defense Secretary McNamara later admitted that he and other senior leaders had concluded that the seaborne attacks “amounted to little more than pinpricks” and “were essentially worthless,” but they continued.

Concurrently, the National Security Agency was ordered to collect signals intelligence from the North Vietnamese coast on the Gulf of Tonkin, and the coastal attacks were seen as a helpful way to get the North Vietnamese to turn on their coastal radars. The destroyer USS Maddox, carrying electronic spying gear, was authorized to approach as close as eight miles from the coast and four miles from offshore islands, some of which already had been subjected to intense shelling by clandestine attack boats.

As James Bamford describes it in Body of Secrets: “The twin missions of the Maddox were in a sense symbiotic. The vessel’s primary purpose was to act as a seagoing provocateur — to poke its sharp gray bow and the American flag as close to the belly of North Vietnam as possible, in effect shoving its 5-inch cannons up the nose of the Communist navy. In turn, this provocation would give the shore batteries an excuse to turn on as many coastal defense radars, fire control systems, and communications channels as possible, which could then be captured by the men … at the radar screens. The more provocation, the more signals…

“The Maddox’ mission was made even more provocative by being timed to coincide with commando raids, creating the impression that the Maddox was directing those missions and possibly even lobbing firepower in their support. … North Vietnam also claimed at least a twelve-mile limit and viewed the Maddox as a trespassing ship deep within its territorial waters.”

On Aug. 2, 1964, an intercepted message ordered North Vietnamese torpedo boats to attack the Maddox. The destroyer was alerted and raced out to sea beyond reach of the torpedoes, three of which were fired in vain at the destroyer’s stern. The Maddox’s captain suggested that the rest of his mission be called off, but the Pentagon refused. And still more commando raids were launched on Aug. 3, shelling for the first time targets on the mainland, not just the offshore islands.

Early on Aug. 4, the Maddox captain cabled his superiors that the North Vietnamese believed his patrol to be directly involved with the commando raids and shelling. That evening at 7:15 (Vietnam time) the Pentagon alerted the Maddox to intercepted messages indicating that another attack by patrol boats was imminent.

What followed was panic and confusion. There was a score of reports of torpedo and other hostile attacks, but no damage and growing uncertainty as to whether any attack actually took place. McNamara was told that “freak radar echoes” were misinterpreted by “young fellows” manning the sonar, who were “apt to say any noise is a torpedo.”

This did not prevent McNamara from testifying to Congress two days later that there was “unequivocal proof” of a new attack. And based largely on that, Congress passed the Tonkin Gulf resolution allowing Johnson to escalate the war with intense aerial bombardments and the dispatch of more than a half million U.S. troops, 58,000 who would die along with estimates of several million Vietnamese and other people of Indochina.

Meanwhile, in ‘the Bowels’

However, by the afternoon of Aug. 4, 1964, the CIA’s expert analyst on North Vietnam (let’s call him “Tom”) had concluded that probably no one had fired on the U.S. ships. He included a paragraph to that effect in the item he wrote for the Current Intelligence Bulletin, which would be wired to the White House and other key agencies and appear in print the next morning.

And then something unique happened. The Director of the Office of Current Intelligence, a very senior officer whom Tom had never before seen, descended into the bowels of the agency to order the paragraph deleted. He explained: “We’re not going to tell LBJ that now. He has already decided to bomb North Vietnam. We have to keep our lines open to the White House.”

“Tom” later bemoaned — quite rightly: “What do we need open lines for, if we’re not going to use them, and use them to tell the truth?”

The late Ray S. Cline, who as Deputy Director for Intelligence was the current-intelligence director’s boss at the time of the Tonkin Gulf incident, said he was “very sure” that no attack took place on Aug. 4. He suggested that McNamara had shown the President unevaluated signals intelligence that referred to the (real) earlier attack on Aug. 2 rather than the non-event on the 4th. There was no sign of remorse on Cline’s part that he didn’t step in and make sure the President was told the truth.

Though we in the bowels of the agency knew there was no Aug. 4 attack – and so did some of our superiors – everyone also knew, as did McNamara, that President Johnson was lusting for a pretext to strike the North and escalate the war. And, like B’rer Rabbit, nobody said nothin’.

Let’s hope that, this time on Syria, at least one or two senior intelligence or policy officials will find a way to get the truth out – heeding their own conscience and oath to support and defend the Constitution – rather than succumb to the ever-present temptation to give priority to being part of the President’s “team.”

The Troodos Conundrum

The GCHQ listening post on Mount Troodos in Cyprus is arguably the most valued asset which the UK contributes to UK/US intelligence cooperation. The communications intercept agencies, GCHQ in the UK and NSA in the US, share all their intelligence reports (as do the CIA and MI6). Troodos is valued enormously by the NSA. It monitors all radio, satellite and microwave traffic across the Middle East, ranging from Egypt and Eastern Libya right through to the Caucasus. Even almost all landline telephone communication in this region is routed through microwave links at some stage, picked up on Troodos.

Troodos is highly effective – the jewel in the crown of British intelligence. Its capacity and efficiency, as well as its reach, is staggering. The US do not have their own comparable facility for the Middle East. I should state that I have actually been inside all of this facility and been fully briefed on its operations and capabilities, while I was head of the FCO Cyprus Section in the early 1990s. This is fact, not speculation.

It is therefore very strange, to say the least, that John Kerry claims to have access to communications intercepts of Syrian military and officials organising chemical weapons attacks, which intercepts were not available to the British Joint Intelligence Committee.

On one level the explanation is simple. The intercept evidence was provided to the USA by Mossad, according to my own well placed source in the Washington intelligence community. Intelligence provided by a third party is not automatically shared with the UK, and indeed Israel specifies it should not be.

But the inescapable question is this. Mossad have nothing comparable to the Troodos operation. The reported content of the conversations fits exactly with key tasking for Troodos, and would have tripped all the triggers. How can Troodos have missed this if Mossad got it? The only remote possibility is that all the conversations went on a purely landline route, on which Mossad have a physical wire tap, but that is very unlikely in a number of ways – not least nowadays the purely landline route.

Israel has repeatedly been involved in the Syrian civil war, carrying out a number of illegal bombings and missile strikes over many months. This absolutely illegal activity by Israel- which has killed a great many civilians, including children – has brought no condemnation at all from the West. Israel has now provided “intelligence” to the United States designed to allow the United States to join in with Israel’s bombing and missile campaign.

The answer to the Troodos Conundrum is simple. Troodos did not pick up the intercepts because they do not exist. Mossad fabricated them. John Kerry’s “evidence” is the shabbiest of tricks. More children may now be blown to pieces by massive American missile blasts. It is nothing to do with humanitarian intervention. It is, yet again, the USA acting at the behest of Israel.

Was Kerry’s ‘Munich moment’ on Syria created by a protégé of the Israel lobby?

When U.S. Secretary of State John Kerry invokes the specter of Chamberlain’s appeasement of Hitler in order to scare Democrats into voting for war on Syria’s Bashar al-Assad, it seems like a good time to recall George Bush’s pre-Iraq War “axis of evil” association of Saddam Hussein with Nazi Germany’s Holocaust against the Jews. Although Bush was initially credited — and ultimately discredited — with the hyperbolic reference to the defeated World War II powers, it later leaked out that the phrase had been carefully crafted by the president’s speechwriter David Frum. Frum’s passionate attachment to Israel — a country with an unfailing record of casting its Middle Eastern enemy du jour as the reincarnation of Hitlerian evil — no doubt helped inspire the Canadian-born writer’s creative process.

Perhaps someday we will discover too that Kerry’s “Munich moment” was scripted by another partisan of the supposedly besieged “Jewish state” with hegemonic pretensions. The Secretary of State’s chief speechwriter, Stephen Krupin, is, after all, a former intern of the Solomon Project, a pro-Israel think tank affiliated with the National Jewish Democratic Council (NJDC). While working on a 2004 book entitled “Jews in American Politics,” Krupin’s director of research was Ira N. Forman. Forman, the NJDC’s longtime executive director, previously worked as legislative liaison and political director of AIPAC, the American Israel Public Affairs Committee. With people like Krupin working inside the State Department, it makes it just that little bit easier for the Israel lobby to maintain the pretense that it has no position on U.S. intervention in Syria.

Rep. Grayson: Obama case for Syria ‘doesn’t make any sense’

Rep. Alan Grayson (D-Fla.) said Monday that the administration’s argument that letting Syria’s use of sarin gas last month go unchecked would hurt U.S. security was “not logical” and did not “make any sense.”

Administration officials have argued that the U.S. should respond to the attack because the failure to do so would send a message to other regimes — and terror groups — that the use of chemical weapons was acceptable.

But in an interview with CNN’s “New Day,” Grayson said that too few countries had chemical weapons for that to be a concern.

“There’s only four countries in the world that have chemical weapons,” Grayson said. “The largest of the four is the United States. So are we trying to send a message to ourselves? That’s not logical.”

The Florida Democrat went on to reject the argument made by Secretary of State John Kerry on ABC News’ “This Week” that a failure to respond ” will be granting a blanket license to Assad to continue to gas and we will send the wrong message to Iran, North Korea and other countries.

“I’ve heard that theory before somehow one country’s actions will affect another country’s and another country’s and another country’s,” Grayson said. “It’s just the Domino argument again. We’ll call it the ‘bomb-ino’ argument. It’s not logical, doesn’t make any sense.”

Grayson said the chemical attack on the Damascus suburbs “absolutely” did not threaten American national security interests.

“We are not the world’s policeman,” he said. “We can’t afford this anymore, these military adventures that lead us into wars that last for a decade or more. It’s wrong. We need to cut it off before it even happens.”

The White House argues if the U.S. does not act, Hezbollah and Iran, among others, would see there are no consequences for violating the international law against using chemical weapons.

“Anyone who is concerned about Iran and its efforts in the region should support this action,” a White House official said.

US evokes ghost of Hitler as PR campaign against Assad goes crazy

The shock and awe that has greeted President Obama’s decision to get congressional consent to wage war in Syria underscores the problem with US foreign policy, not to mention our mainstream media machine.

Americans somehow think it is standard operating procedure for the Commander-in-Chief to bypass a quaint little place called Congress (Population 535) along the road to war. Perhaps this way of thinking is due to the general atmosphere of fear and loathing now gripping the crotch of the Heartland like a TSA officer. Or maybe it’s just that we’ve been conditioned to believe the president has the right to enjoy dictatorial powers. Whatever the case, the situation demands some consideration.

Up until Friday, it looked all but certain that Barack Obama, America’s Nobel-nominated president, would order yet another military strike on a foreign country without congressional approval (Libya was the first). The Democratic leader’s designs for a “limited” strike on Syria, however, were quickly dashed when British Prime Minister David Cameron suffered a historic defeat, as the House of Commons denied him permission to jump on the military bandwagon heading for Syria.

This was the first time since 1782 that the British parliament refused a government request to enter a war. Could it be that British intelligence knew something the Americans did not, like perhaps the truth? After all, Cameron himself admitted that the UK intelligence was not 100 percent certain that the Assad government was responsible for the chemical attack.

Whatever the case, with Washington’s foremost ally suddenly missing in action, Obama had nothing but respect for the US Constitution, which clearly states, Article 1, Section 8, “Congress shall have power…to declare war.”

Thanks to the broadside delivered to Washington by the bumpy car of the British parliament, the American people got a fleeting, jolting reminder of their candidate on the early campaign trail, those bygone days of yesteryear when hope hung like dew on the American prairie and the sweet aroma of change dispelled the noxious vapors of George W. Bush’s fighter jets.

I’ve long believed that our power is rooted not just in our military might, but in our example as a government of the people, by the people, and for the people. And that’s why I’ve made a second decision: I will seek authorization for the use of force from the American people’s representatives in Congress,” Obama said Saturday from the Rose Garden.

After the initial shock of those incredible words was fully digested, and the dogs of war were yanked snarling and slobbering back in the house, the PR campaign against the Syrian regime went haywire. The US mainstream media was clearly knocked off its stride, set as it was for an imminent war.

Consider this opening paragraph in Monday’s issue of The Wall Street Journal.

President Obama’s Syrian melodrama went from bad to worse on Saturday with his surprise decision to seek Congressional approval for what he promises will be merely a limited cruise-missile bombing. Mr. Obama will now have someone else to blame if Congress blocks his mission, but in the bargain he has put at risk his credibility and America’s standing in the world with more than 40 months left in office.”

America’s leading business paper somehow believes that seeking congressional approval for war will “risk his credibility and America’s standing in the world.” Indeed, considering America’s basement rankings in the world, seeking such approval as mandated by international law could only have the opposite effect.

And what is one to make of Obama’s (money-back?) guarantee of a “narrow and limited” cruise missile attack on Syria; a Lawrence-esque back-before-dinner jaunt that won’t leave the same kind of trillion-dollar aftertaste that the eight-year Iraq War did? After all, it will only take the firing of a single Syrian missile at a US naval vessel for Obama’s weekend fling to transmogrify into World War III.

The editorial then entered hand-wringing, hysteria mode, trembling at the thought that a single square-mile of real estate in a corner of the empire has not been stamped with the imprint of a US Army boot.

A defeat in Congress would signal to Bashar Assad and the world’s other thugs that the US has retired as the enforcer of any kind of world order… Unlike the British in 1956, the US can’t retreat from east of Suez without grave consequences. The US replaced the British, but there is no one to replace America.”

With some 900 US military bases now straddling a disproportionate amount of the globe, it will take a lot more Congress voting to take a pass on a military scuffle in a Syrian civil war for the US war machine to suddenly go wobbly. Yes, the Obama administration will have to swallow a big slab of humble pie if Congress doesn’t vote in favor of war, but the long-term consequences in the event of such a decision on American power should not be exaggerated.

But exaggerating the consequences is exactly what America does best. Just one day after Obama had his faith miraculously restored in the battered US Constitution, Secretary of State John Kerry announced that a little birdie informed him that sarin nerve gas was used in the Damascus attack. This revelation allowed Kerry to pull out the most-effective ploy in the PR bag of tricks: the noxious Nazi analogy.

“Bashar al-Assad now joins the list of Adolf Hitler and Saddam Hussein who have used these weapons in time of war,” Kerry told NBC’s Face the Nation. Kerry called the attack an “affront against the decency and sensibilities of the world.”

“In the last 24 hours, we have learned through samples that were provided to the United States that have now been tested from first responders in east Damascus, and hair samples and blood samples have tested positive for signatures of sarin,” he continued.

So now, when US Congressmen return from their summer break on September 9, you can guarantee their email boxes will be littered with messages from special interest groups imploring them to support military action against the “world’s next Hitler.”

“This is squarely now in the hands of Congress,” Kerry told CNN, saying he had confidence “they will do what is right because they understand the stakes.”

Meanwhile, the calm voice of reason against a senseless war in Syria has been thrown under the bus.

Ron Paul was branded a “conspiracy theorist” by Salon for suggesting that the Syrian chemical attack was a false flag operation designed to get America into another Middle East war.

Paul pointed to the false intelligence that led to the Iraq War to back up his statement.

“[Syrian President Bashar] Assad, I don’t think is an idiot. I don’t think he would do this on purpose,” Paul told Fox News host Neil Cavuto on the allegation that Assad used chemical weapons on civilians.

Just look at how many lies were told us about Saddam Hussein prior to that (Iraq War) build up. More propaganda. It happens all the time,” Paul said. “I think it’s a false flag.”Full article

Only Bad Guys Ignore Public Opinion, Right? Not to Mention International Law

It is conventional wisdom in U.S. government officialdom and among our mainstream punditry that popular opinion in Iran has absolutely no impact on the decision-making of that country’s leadership. The common refrain is that the policies, namely with regard to foreign affairs and national security, pursued by Iran’s political and military elite have little relation to – and are often at odds with – the will of the Iranian people.

Despite this assumption, in fact, most public opinion polls of Iranian citizens demonstrate a wide range of perspectives and attitudes, much like that of any other diverse and informed population, and consistently find that government policies track closely with public opinion, especially when it comes to foreign policy, relations with the West, sanctions, perceptions of the United States government and the nuclear program.

There are naturally large segments of the Iranian population who disagree with their government’s handling of many different issues, from the economy to international relations, just as there are anywhere. One need only look at public opinion polls here in the United States to see similar, if not far more striking, public opposition to official policies.

Nevertheless, the politicians and the media continue to push the idea that Iran is an anomaly in this regard – a dictatorial authoritarian state in no way beholden to its oppressed citizenry; a virtual security state in which government officials make life and death decisions of war and peace with no regard to the will of the masses.

Before the recent Iranian presidential election this past Spring, Secretary of State John Kerry presaged, “Ultimately, the Iranian people [will] be prevented not only from choosing someone who might have reflected their point of view, but also taking part in a way that is essential to any kind of legitimate democracy.”

Once Western observers were shocked by the result of the June 14 vote – the election of moderate cleric Hassan Rouhani – the White House issued a statement of congratulations to the Iranian people for “making their voices heard.”

“It is our hope that the Iranian government will heed the will of the Iranian people and make responsible choices that create a better future for all Iranians,” it read.

With the bloody civil war in Syria now driving headlines and drawing battle lines over the alleged use of chemical weapons, this perception has once again been articulated when it comes to Iran’s continuing support of the Syrian government and efforts to avoid the escalation of military conflict in the region.

Writing this week for the U.S.-government funded Radio Free Europe/Radio Liberty, reporter Golnaz Esfandiari remarked:

Iran’s support for Syria, which has already come under criticism by many Iranians, could become even more unpopular as more and more countries point the fingers at the Syrian regime over the suspected chemical attack on August 21.

That does not mean that Iran will discontinue its support for Syria — public opinion doesn’t count for much in a country like Iran — and for now Iran appears to be determined to stand by Assad.

The implications here are obvious. We are told that the Iranian public doesn’t support its own government’s policies on Syria, and the Iranian government simply doesn’t care, instead forging ahead with what a Western readership is supposed to immediately dismiss as destructive and wrongheaded policy.

The very same day that Esfandiari published her story, U.S. State Department deputy spokesperson Marie Harf – Jen Psaki’s late summer pinch-hitter – defended the Obama administration’s increased threats of military intervention – mostly likely in the form of airstrikes – on behalf of anti-Assad rebels, which may occur in a matter of days.

During her daily press briefing, Harf was asked whether she was “aware that most – in fact, if not all – public polls show that the American people, by a very large majority, oppose to any kind of intervention? Should that factor in in any kind of decision?”

The reporter posing the question was referring to a new Reuters/Ipsos poll, conducted between August 19 and 23 and released the previous day, which found that a mere 9 percent of respondents currently supported American military intervention in Syria. According the Washington Post, “this is the lowest support for intervention since the poll began tracking opinion on the issue.”

So, considering countries like Iran – y’know, the brutal, myopic, dictatorial kind – supposedly don’t make foreign policy calculations based upon public opinion (in contrast, presumably, to noble, responsive democratic nations like the United States), how did Ms. Harf reply?

Here’s how:

I think the President’s been clear that he makes decisions about our national security based on what’s best for national security interests of this country, and I think it’s clear here that there are core national security interests at stake for the United States. Clearly, the mass-scale use of chemical weapons or a potential proliferation of these weapons flagrantly violates an important international norm and therefore threatens American security.

Apparently, what is demanded of other nations simply doesn’t apply when it comes to our own policy-making.

Back in June, Obama spokesman Jay Carney explained that, when it comes to Syria, “the ultimate goal here is to bring about a political transition — one that results in a governing authority that respects the rights of all Syrians” and “that reflects the will of the Syrian people — all of the Syrian people.” The Obama administration, he said, is “working with our partners and allies and the opposition to help bring that about.”

Yet earlier that same month, Carney told the press just how the governing authority of his own boss – the Commander-in-Chief of the United States – would react to the will of the American people when it comes to arming Syrian rebels or possible militarily enforcing a no-fly zone against Assad’s air force. “The President makes a decision about the implementation of national security options based on our national security interests,” Carney said, “not on what might satisfy critics at any given moment about a policy.”

A reporter followed up. “Public opinion would not factor into that?,” he asked. In response, Carney was clear:

Of course not. What does factor in is what’s in the national security interests of the United States and what has the best chance of working — not satisfying an urge to do something today, but beyond today and next week and the following week — what actually has the potential to help bring us closer to the achievement of the goal.

A similar statement was made almost exactly a year ago by then-Israeli Defense Minister Ehud Barak when faced with popular protests and polling data reflecting strong Israeli opposition to a potential military attack on Iran. “The prime minister, defense minister and foreign minister have the authority…and the decision will be made as necessary by the government of Israel. That’s how it is and how it needs to be — not a group of civilians or even newspaper editorials,” Barak declared.

It is obvious that stark issues of foreign policy not be left solely to the whims of public opinion; every military decision can not be made via popular referendum. This is not the issue. The issue, rather, is that American rhetoric with regard to how other nations should operate is wholly disregarded when it comes to our own expectations for ourselves or our allies.

It’s called a double standard. It’s called hypocrisy. It’s called American exceptionalism.

Meanwhile, in a striking blow to the Obama administration’s efforts to assemble a willing coalition to attack Assad’s military installations, the British Parliament voted today against immediate involvement in a military strike against Syria. The decision, won by a margin of just 13 votes, was primarily based on outstanding questions regarding the ultimate culpability for the recent use of chemical weapons based on available evidence.

Reacting to the vote, British Prime Minister David Cameron said that, despite his personal belief “in the need for a tough response to the use of chemical weapons” he would respect the will of the representatives. “It is clear to me that the British Parliament, reflecting the views of the British people, does not want to see British military action,” he said. “I get that, and the government will act accordingly.”

When it comes to Syria, the real question yet remains: American public opinion and the war cheerleading from both neoconservative hawks and supposedly liberal voices in the mainstream media aside, will Barack Obama heed not only the mandate of the U.S. Constitution, but also the tenets of international law, which unequivocally prohibit a military strike? What about the fact that such attacks could certainly do far more harm than good by putting even more Syrian civilians lives in danger and exacerbating an already devastating humanitarian crisis?

So far, the signs don’t look good.

As Marc Lynch recently wrote in Foreign Policy,

The rumored air strikes would drag the United States across a major threshold of direct military involvement, without any serious prospect of ending the conflict or protecting Syrian civilians (at least from non-chemical attacks). They likely would not accomplish more than momentarily appeasing the whimsical gods of credibility. The attack would almost certainly lack a Security Council mandate. Meanwhile, the response from Arab public opinion to another U.S. military intervention has been predictably hostile; even the very Arab leaders who have been aggressively pushing for such military action are refraining from openly supporting it. And nobody really believes that such strikes will actually work.

According to the New York Times, even in the face of “a stinging rejection” of military action “by America’s stalwart ally Britain and mounting questions from Congress,” unnamed U.S. “administration officials made clear that the eroding support would not deter Mr. Obama in deciding to go ahead with a strike.”

Like his much-maligned predecessor, a lack of solid evidence and respect for legality may not deter this new Decider from launching another war, logic and democracy be damned.

John Kerry’s Tender Sensibilities

In response to Bashir Assad’s crossing of a “red line” by allegedly using chemical weapons against his own people, Secretary of State John Kerry cites his own fatherly feelings as justification for the all-but-inevitable looming US military intervention in Syria. “As a father, I can’t get the image out of my head, of a father who held up his dead child, wailing …”

Hopefully CNN will try extra hard to sanitize the war footage from Syria once the bombing starts, now that we know how badly dead Syrian kids upset Kerry. Because you can be sure there are a lot more dead Syrian kids on the way.

Of course, Kerry’s sensitivity to dead children is a bit like Carter having a problem with liver pills. This is the same John Kerry who served in Vietnam, and who backed two attacks on Iraq and one on Afghanistan, is it not? One of the most iconic images in the history of journalism is a little girl, naked and burning, running down a Vietnamese road after a chemical weapons attack by the United States. And the US all but condemned Al-Jazeera as a terrorist organization for airing images of Iraqi children incinerated in the American attack in 2003.

For that matter, US “redlining” of a country for using chemical weapons is also a bit odd. In the same press conference, Kerry spoke of holding Iraq accountable for violating international, historically established norms. But the US itself has quite a history of violating such norms. In WWII, for instance, the U.S. holds pride of place not only for the firebombing of Dresden and Tokyo, but for being the first and only military power in history to burn hundreds of thousands of civilians alive with atomic weapons in the Japanese cities of Hiroshima and Nagasaki.

As for chemical weapons, aren’t Agent Orange and napalm — the liquid fire used on that screaming little girl mentioned above — supposed to count? The cumulative effect of US chemical weapons use in Indochina is millions dead during the war in South Vietnam, Laos and Cambodia — and millions more dead of cancer and genetic defects in the decades since.

While we’re on the subject of chemical weapons, the story just came out — at about the worst possible time for the US, as it’s rolling out its propaganda for another war — that the US actively aided Iraq’s Saddam Hussein in targeting Iranian troops with nerve gas. It was known for some time that the Reagan administration had shared intelligence with Iraq at the same time it was using chemical weapons in the Gulf War. But it turns out Washington was supplying intelligence in full knowledge that that intelligence would be used to identify Iranian troop concentrations for targeting with nerve agents. Iran was preparing for the strategic exploitation of a huge hole in Saddam’s defenses, which might well have turned the tide of the war and led to enormous Iranian gains at the mouth of the Tigris and Euphrates, increasing military pressure on Kuwait and other Arab Gulf states.

The overall American policy arc in Iraq from the ’80s on seems to be: 1) Help Saddam to make war on his neighbors; 2) help Saddam use weapons of mass destruction against his neighbors; 3) encourage Saddam to invade Kuwait; 4) bomb the hell out of Saddam in 1991 for invading Kuwait and making war against his neighbors; 5) bomb the hell out of Saddam in 2003 for possibly still having weapons of mass destruction.

In short, the United States simply does not give a rip about Saddam, Assad, or anyone else using chemical weapons or committing war crimes of any kind. The US routinely supports regimes that engage in war crimes — and then publicly condemns them for war crimes only when they stop taking orders from Washington or otherwise become a liability. War crimes by official enemies are just a propaganda point for selling wars to the public.

Selective ‘obscenity’: US checkered record on chemical weapons

The US charge against Syria is being driven by Damascus’ alleged use of chemical weapons against civilians. While Washington is quick to intervene on moral grounds, its own checkered past regarding WMDs may put the world’s policeman under the spotlight.

“Nobody disputes – or hardly anybody disputes – that chemical weapons were used on a large scale in Syria against civilian populations,” US President Barack Obama told a briefing Wednesday. “We have looked at all the evidence, and we do not believe the opposition possessed … chemical weapons of that sort.”

It is this charge, so far unsubstantiated by UN inspectors, that underpins Western attempts to intervene militarily in Syria.

“If we are saying in a clear and decisive but very limited way, we send a shot across the bow saying, ‘Stop doing this,’ this can have a positive impact on our national security over the long term,” Obama said.

On Monday, US Secretary of State John Kerry was more emphatic in stressing the ethical basis for intervention.

“Let me be clear: The indiscriminate slaughter of civilians, the killing of women and children and innocent bystanders, by chemical weapons is a moral obscenity.”

The obscenity of such attacks is a reality Kerry is all too familiar with, as the decorated war veteran served at a time when the US was engaged in a decade of chemical warfare in Vietnam.

From 1962 to 1971, the US military sprayed an estimated 20 million gallons of defoliants and herbicides over Vietnam, Laos and Cambodia in a bid to deprive the Vietcong of food and cover.

The Vietnamese government estimates that 400,000 people were killed or maimed and 500,000 children born with birth defects as a result of the so-called ‘rainbow herbicides.’

Christopher Busby, an expert on the health effects of ionizing radiation and Scientific Secretary of the European Committee on Radiation Risk, said it was important to make the distinction that defoliants such as Agent Orange are not anti-personnel weapons designed to kill or deform people, and are thus “not quite the same as using a nerve gas or something that is intended against personnel.”

“But nevertheless, it had a very serious effect, and they shouldn’t have used it because they must have known that it would have these side-effects,” Busby said. “At least, when they were using it they must have learned that there would be these side-effects, and they should have stopped using them at this or that point. But they didn’t.”

A similar legacy was left by the deployment of white phosphorous and depleted uranium following the US-led 2003 invasion of Iraq.

Busby said that while the genotoxic effects of white phosphorous were debatable, the deadliness of depleted uranium was beyond question.

“All of the genetic damage effects that we see in Iraq, in my opinion, were caused by… depleted uranium weapons. And also [non]-depleted uranium weapons of a new type. And these are really terrible weapons. These are weapons whic have absolutely destroyed the genetic integrity of the population of Iraq,” he said.

The people of Fallujah, where some of the most intense fighting during the Iraq war took place, have since suffered a veritable health crisis.

Four studies on the health crisis in the city were published in 2012. Busby, an author and co-author of two of them, described Fallujah as having “the highest rate of genetic damage in any population ever studied.”

There is a case to be made that in terms of Agent Orange, White Phosphorous and depleted uranium, the often deadly consequences have been a side-effect rather than the goal of their deployment.

While Washington currently argues that the use of chemical weapons is a “red line” that requires a swift and immediate military response to deter future crimes against humanity, the US has a checkered record on the issue, said former CIA analyst Ray McGovern, citing the time when then-US ally Saddam Hussein deployed chemical weapons against Iran during the Iran-Iraq War – with US knowledge.

“We had the famous picture of Donald Rumsfeld shaking hands with Saddam Hussein,” McGovern told RT. “That happened the day after the first public announcement that the Iraqis had used mustard gas against the Iranians. So [turning a] blind eye, yeah, in spades.”

“The problem is that we knew what was going on, and there is a Geneva Convention against the use of chemical warfare. Our top leaders knew it,” McGovern continued. “The question is: had they no conscience, had they no shame?”

Moscow: No Strike Against Syria This Week

Diplomatic sources in Russia say that those who are expecting a military strike against Syria will have to wait a little longer, predicting a fight at the UN Security Council before Washington sends its Tomahawks over Damascus.

There are those in the Syrian capital who were convinced that media reports of an imminent strike – with many reporting that Thursday, August 29 was the zero hour – were largely accurate, expecting US missiles to rain down on Damascus in the coming hours.

The media had declared that four US naval vessels were already in place near the Syrian coast, ready to unleash 90 Tomahawk missiles each on a variety of military targets throughout the country. Western officials and analysts, however, all talked of a limited attack that was not intended to topple the regime.

A Russian diplomatic source seemed quite confident that Washington is not quite ready to carry out the attack, at least not this week, and all the bluster that we heard from Western capitals is beginning to temper, particularly after considering the repercussions of military action on the region as a whole.

The diplomat explained that the Obama administration has now decided to expend all means to get “international legitimacy” for the strike by resorting to the UN Security Council, where they will once again hit a wall of opposition from China and Russia. This, the source added, will take them at least a few days to reach a dead end.

There is also the question of obtaining Congress’ approval, which Obama has decided to seek, perhaps for internal political calculations, according to the Russian diplomat, adding that they do not plan to meet to discuss the issue before the beginning of next week.

He noted that Moscow has opened all its lines of communication with Washington, and that Russian Foreign Minister Sergei Lavrov is in constant contact with his US counterpart John Kerry to keep up with all the developments and prevent any misunderstandings or miscommunication.

It is through these channels, which the source says Moscow opened with the Europeans too, that they have sensed a de-escalation on the part of the West, moderating their tone. This may not mean that they no longer intend to wage an attack and are just buying time to prepare the necessary forces, he added, but it does offer an opportunity to try to diffuse the situation.

The diplomat was not overly concerned about the fact that Washington canceled the August 28 meeting in The Hague to discuss plans for the Geneva II conference, maintaining that the American side remains keen on a political solution to the Syrian crisis and will agree with Russia on a new date this Fall.

He went on to reveal that there are approximately 17,000 Russian citizens that remain in Syria today, who work as “experts” in various state institutions, and it is the duty of Moscow to protect them from any bodily harm. He explained that there are no plans to evacuate them for the time being, confirming that a few hundred families have departed by way of Beirut in the last few days.

What will happen then? All possibilities are still open – it is like the Cuban missile crisis but on a smaller scale, he replied, so anything is possible. What is important is that we don’t think anything will happen this week, so sleep easy and we will wake you when the hour of reckoning approaches.

Kerry’s Success Worse than His Failure

The critical issue of the ever expanding illegal Israeli colonial settlements on the Occupied Palestinian Territories (OPT) in the West Bank (WB), which are peace killing in eastern Jerusalem in particular, will make or break the newly resumed Palestinian – Israeli negotiations.

On July 29, 2013, those negotiations were resumed in Washington, D.C.; they are scheduled to begin in earnest in mid-August. President Barak Obama hailed them as a “promising step forward.” However, in view of more than twenty years of failed U.S. – sponsored peace making, the new talks “promise” nothing more than being a new round of failure and “conflict management,” in spite of Obama’s belief that “peace is both possible and necessary.”

According to Albert Einstein, “doing the same thing over and over again and expecting different results” is “insanity,” but that is exactly what John Kerry seems to have achieved after six tours of shuttle diplomacy in the Middle East since he was sworn in as the U.S. Secretary of State.

Unless the issue of settlements is addressed in accordance with international and humanitarian law as well as in compliance with the resolutions of the United Nations, Kerry will be shooting himself in the legs and his success in his peace mission would be worse than his failure. The EU’s recent anti-settlement move highlighted this fact.

However, Kerry seems and sounds determined to pursue his mission on the basis of contradictory terms of reference, laid down by the official letter sent by the former U.S. president George W. Bush to former Israeli premier Ariel Sharon in April 2004, whereby the United States pledged to annex the major Jewish settlements to Israel, to redraw its borders accordingly and to exclude the right of return of Palestinian refugees from any agreement in the future on solving the Arab – Israeli conflict in Palestine peacefully.

Top on the agenda of the resumed negotiations are borders and security; Israel has never defined its borders nor respected the borders set by the United Nations resolution No. 181 of 1947; in the name of security, it demands borders that compromise the viability of any independent Palestinian state on the WB.

From U.S. and Israeli perspectives, “the resumption of negotiations is seen as an objective in itself,” in the words of Ghassan al-Khatib, the former spokesman of the Palestinian Authority (PA).

David Ignatius on August 2 described kerry’s efforts as a “mission impossible,” which if it fails “this time, it will cost the parties dearly;” he described the ensuing negotiations as “a kind of a benign trap, once the prey have been lured inside, it’s difficult for them to escape without either accomplishing .. peace or damaging themselves.”

Indeed in the long run, success of the resumed negotiations warn of creating a political environment that would give “legitimacy” to a new Israeli military assault on the Gaza Strip to remove the “armed resistance” there to their outcome, with the overt blessing of the U,S. sponsor of the negotiations and the discreet blessing of the Arab “peace partners.”

However, the expected failure of kerry’s efforts could be worse than the failure of the Camp David summit meeting in September 2000 of late Palestinian leader Yasser Arafat, former Israeli prime minister Ehud Barak and U.S. former president Bill Clinton.

By sending his negotiators to Washington, Palestinian President Mahmoud Abbas is again compromising his personal credibility, but worse still he risks a Palestinian implosion in the case of success, but in case the negotiations fail he risks a Palestinian explosion in rebellion against both his PA and the Israeli occupation.

Abbas has already antagonized his old allies among the members of the Palestine Liberation Organization (PLO) – including the Popular Front for the Liberation of Palestine (PFLP), which is considered the third influential Palestinian power after the two rivals of Fatah and Hamas – who accuse him of reneging on their consensus not to resume negotiations without a stop to the expansion of Israeli colonial settlements first.

National reconciliation between the PLO and Hamas will be put on hold for at least the nine months which the negotiators set as the time frame for their negotiations.

His decision put on hold as well any Palestinian new attempt to join international organizations to build on the UN General Assembly’s recognition of Palestine as a non-member state in September 2012.

The new talks are merely “the beginning of the beginning” of “a long process” in which “there is no guarantee” for success, according to former U.S. Secretary of State Madeleine Albright.

All this boils down to winning Israel more time to dictate whatever borders it deems “secured,” by creating more facts on the OPT. For Palestinians, this is a waste of time that makes their dream of a national homeland in an independent state more remote. No surprise then the Israeli premier Benjamin Netanyahu on July 27 saw in the resumption of negotiations “a vital strategic interest of the state of Israel.”

Kerry’s personal success seems to have pressured Palestinians into being fooled again into jumping to “final status” negotiations as the best way to absolve Israel from honoring its commitments in compliance with the “interim” accords it had signed with the PLO.

Bitter Past Experience

The Palestinian wide –spread opposition to the resumption of talks is accusing Abbas of being a “believer” in peace who is about to get “stung from the same hole twice,” in reference to the bloody outcome of the U.S. – hosted Camp David summit in September 2000.

Then, the U.S. administration of Clinton pressured Arafat into “final status” negotiations. Barak, then the Israeli prime minister, found in the Camp David final status talks a golden pretext not to implement the third stage of the Oslo accords, namely to withdraw the Israeli Occupation Forces (IOF) from about 95% of the West Bank (WB) area and hand it over to the PA.

Linking the WB and Gaza by a “corridor” that allows free movement of people and goods between them was another commitment that has yet to be honored by Israel.

“Trying” and failing is better than “doing nothing,” Kerry said, but the failure of the Camp David trilateral summit led to the second Palestinian Intifada (uprising); ever since both the failure and the uprising were additional pretexts for the successive Israeli governments not to honor both commitments; moreover, both pretexts were the justification they used to reoccupy militarily all the PA areas and to coordinate with the U.S. the “removal” of Arafat and the “change” of his regime.

The critical issue of the illegal Israeli colonial settlements on the WB will make or break the new Kerry – sponsored talks. On July 29, James M. Wall wrote: “Israel plays the peace process game not to give away ill-gotten gains, but to protect them;” settlements come on top of those “gains;” they were “gained” under the umbrella of the “peace process,” with the tacit blessing of the well – intentioned Palestinian negotiator who did not make their removal a precondition to the resumption of peace talks right from the start.

The 2000 summit collapsed because of the Israeli insistence on continued building of colonial settlements, especially in eastern Jerusalem, which doomed to failure the peace process launched in Madrid in 1991. kerry’s resumed negotiations opened while the settlement expansion continues unabated. Now Abbas seems too late to rectify this grave mistake. No surprise the failure of the negotiations seems inevitable and will only revive the Palestinian – Israeli stalemate.

Israel’s 2013 Herzliya Assessment concluded: “The status-quo in the Palestinian territories is not sustainable, and definitely not durable… the continuation of the Israeli-Palestinian stalemate is untenable. It will lead to a Palestinian mass public uprising with sporadic violence.”

Obama appealed to the negotiators to “approach these talks in good faith,” but the Secretary General of the PLO Executive Committee, Yasser Abed Rabbo, questioned the “good faith” of the U.S. and Israel who were “conferring about security” without the Palestinians, as if it was “their bilateral security,” although security is “a central and fundamental issue of ours and concerns our future as a whole.” Abed Rabbo’s Israeli partner in the Geneva Initiative, former cabinet minister Yossi Beilin, writing in The Jerusalem post on July 30, questioned the “good faith” of Netanyahu who “has reneged on all that he has said throughout his political career.”

Defying the bitter experience of twenty – year old peace process and strong opposition at home, Abbas seems voluntarily dragged into his last test of U.S. credibility as the peace broker, which will make or break his political career at the age of 76 years.

On Those Middle East Peace Talks

The moment Israeli Prime Minister Benjamin Netanyahu and Palestinian Authority President Mahmoud Abbas agreed to send emissaries to Washington to discuss the resumption of 20-year-old peace talks, the objective of the talks was achieved. To anyone not in a coma, it is clear that these talks will not lead to peace, and in fact might not even lead to peace talks, merely to talks about resuming talks.

What, then, is the objective of the talks?

Of course, both parties have particular motives for participating, which have been discussed at length by many pundits on the subject. In the case of John Kerry and the Obama administration, it is to do the impossible – to bring the parties together to the table. It is a sign of the bankruptcy of the effort that after twenty years this is considered a major achievement.

For Mahmoud Abbas, it is the chance to appear to be at once Salaheddine, the defender of Jerusalem for Palestinians and the Arab world, and the “good” and “reasonable” Palestinian to the West. He recognizes the skepticism of both of his audiences, but what choice does he have? His other choice is to be sidelined and irrelevant and to potentially lose his most positive role as distributor of largesse from the U.S. and Europe if his funds are cut off as a result of his failure to follow the US order to participate in the talks.

For Netanyahu, the talks are an opportunity to appear less intransigent while remaining just as intransigent as ever. This means making some potential gains in public opinion in the West and at home just by showing up, while not losing his hardcore constituency at home. In fact, he can show the most skeptical fascists in his administration that he already wiped away all the (admittedly few) agreements concluded by previous Israeli administrations in the last twenty years, thereby returning the talks to square one. This was achieved by Kerry agreeing that “everything is on the table” while promising Abbas that the talks would begin where they last left off, the equivalent of putting a square peg in a round hole when both are made of porcelain.

However, the real purpose of the talks is inherent in their hopelessness: to once again stage the ritual passion play, with Abbas representing Palestinians in the role of Satan, and to make sure he knows his lines. The U.S. receives praise for offering the play; Israel gets praised as the hero; and the audience unites around their contempt for the Palestinian villains. This is what is known as the peace process, and it must be repeated periodically in order to assure the tradition.

None of this is new. It has been part of Middle East history since long before the 1993 start of the “peace process”. In fact, the U.S. can draw on its history of broken treaties with Indian nations in North America, all of whom were blamed for their own demise. Abbas is the equivalent of Indian trustees selected by U.S. authorities to distribute beans and rotten meat on which the remainder of the tribe survived. Don’t blame him; he doesn’t want to deprive them of their only sustenance.

Therein lies the dilemma for Palestinians: to rid themselves of the Palestinian Authority (if they can) or to accept their gradual ethnic cleansing as inevitable and to make the best of it in the meantime.

Will the world come to their rescue? International solidarity is growing, but it does not appear to have significantly slowed the Palestinian demise, and most governments in the world, including Arab governments, are worse than useless, not to say collaborationist or driving the process.

The talks have therefore already achieved their objective: to assure that Palestinians will once again be blamed for their failure and that they will be responsible for the next horror that Israel visits upon them. The rest is opera.
