The Rule of Power Over the Rule of Law

Me Too is producing some results. At long last. Victims of sexual assault by men in superior positions of power are speaking out. Big time figures in the entertainment, media, sports and political realms are losing their positions – resigning or being told to leave. A producer at 60 Minutes thinks Wall Street may be next.
Sexual assaults need stronger sanctions. Only a few of the reported assaulters are being civilly sued under the law of torts. Even fewer are subjects of criminal investigation so far.
Perhaps the daily overdue accounting, regarding past and present reports of sexual assaults will encourage those abused in other contexts to also blow the whistle on other abuses. Too often, there are not penalties, but instead rewards, for high government and corporate officials whose derelict and often illegal decisions directly produce millions of deaths and injuries.
A few weeks ago, former secretaries of state Madeleine Albright and Condoleezza Rice shared a stage at the George W. Bush Institute, reflecting on their careers to widespread admiration. What they neglected to mention were the devastated families, villages, cities and communities and nations plunged into violent chaos from the decisions they deliberately made in their careers.
In a 1996 interview, Madeleine Albright, then secretary of state under Bill Clinton, was asked by Lesley Stahl of CBS 60 Minutes about the tens of thousands of children in Iraq whose deaths were a direct result of Clinton-era sanctions designed to punish Baghdad and whether it was worth it (At that time, Ms. Stahl had just visited these wasting children and infants in a Baghdad hospital). Secretary Albright replied in the affirmative.
Condoleezza Rice, secretary of state under George W. Bush, pushed for the criminal and unconstitutional invasion of Iraq, which resulted in over one million Iraqi deaths, millions of refugees, a broken country and sectarian violence that continues to this day. She has said she often thinks about this mayhem and feels some responsibility. Yet one wonders, as she collects huge speech fees and book advances from her position at Stanford University, whether she might consider donating some of her considerable resources to charities that support those Iraqis whose lives were destroyed by the illegal interventions she advocated.
Then there is lawless Hillary Clinton, who, against the strong advice of Secretary of Defense Robert Gates and without any Congressional authorization, persuaded Barack Obama to support a destabilizing regime overthrow in Libya– which has since devolved into a failed state spreading death, destruction and terror in Libya to its neighboring countries. Clinton, who is at large touting her new book and making millions of dollars in book royalties and speech fees to applauding partisan audiences, should also consider making donations to those who have been harmed by her actions.
Relaxing in affluent retirement are George W. Bush and Dick Cheney, the butchers of millions of innocent Iraqis and Afghans. They too are raking it in and receiving ovations from their partisans. No prosecutors are going after them for illegal wars of aggression that were never constitutionally declared and violated our federal laws, international treaties and the Geneva Conventions.
As these ex-officials bask in adulation, the American people are not being shown the burned corpses, charred villages, and poisoned water and soil created by their “public service.” Nor are they exposed to the immense suffering and broken hearts of survivors mourning their deceased family members. Americans never hear the dreaded 24/7 whine of the omnipresent drones flying over their homes, ready to strike at the push of a button by remote operators in Virginia or Nevada. Nor do they hear the screams and sobbing of the victims of unbridled military action, fueling ever-greater hatred against the US.
Corporate executives also get rewarded for the mayhem they unleash by selling dangerously defective cars (e.g. GM, Toyota and VW recently) or releasing deadly toxins into the air and water or presiding over preventable problems in hospitals that a Johns Hopkins School of Medicine study reported is talking 5000 lives a week in this country.
What’s the difference? Because the cause and effect by officials pushing lethal politics, openly carried out with massive armed forces, do so at a distance in time and space (the Nuremberg principles after World War II, which included adherence by the US, addressed this problem). They lather their massive violent, unlawful actions with lies, cover-ups and deceptions, as was the case in 2002-2003 in Iraq. They wrap the flag around their dishonorable desecrations of what that flag stands for and the lives of US soldiers whom they sent there to kill or die.
These officials overpower the rule of law with the rule of raw power – political, economic and military.
For centuries patriarchal mayhem has exploited women in the workplace or the home. Raw power – physical, economic and cultural, regularly, overpower the legal safeguards against wrongful injury, rape and torture, both in the household and at work.
Sporadic assertions of a punishing public opinion will not be enough in either sphere of humans abusing humans. That is why the rule of law must be enforced by the state, and through private civil actions.

More chickenhawks on parade for war with Russia

The latest Democratic Party shill to demonize Russia is, I am ashamed to say, my state of Virginia’s Senator Mark Warner, who, on Thursday said “Russian President Vladimir Putin ordered a deliberate campaign carefully constructed to undermine our election.” Last Thursday, Warner was the top Democrat on a Senate Intelligence Committee panel investigating Moscow’s alleged interference in last year’s presidential election. The panel inevitably included carefully selected expert witnesses who would agree with the proposition that Russia is and was guilty as charged. There was no one who provided an alternative view even though a little Googling would have surfaced some genuine experts who dispute the prevailing narrative.
Warner joined many of his esteemed colleagues in Congress who have completely accepted the allegations that Russia meddled in the election in spite of the failure of the Obama Administration to provide any indisputable evidence to that effect. Senator Ben Cardin of Maryland has called Moscow’s claimed interference an “attack” and labeled it a “political Pearl Harbor.” A number of other congressmen, to include Bonnie Watson Coleman of New Jersey and Eric Swalwell of California have called it an act of war. And then there are echo chambers Senators John McCain and Mark Rubio on the Republican side of the aisle while former Vice President Dick Cheney was speaking at a business conference in New Delhi saying the same thing. Yes, that Dick Cheney. Why anyone in India would pay to hear him speak on any subject escapes me.
Democrat Adam Schiff of California is leading the charge for his party as he is the ranking Democrat on the House Intelligence Committee. He outlined his case against Russia two weeks ago, providing a heap of minimally factual “information”, relying heavily instead on supposition and featuring mostly innuendo. And again, it was largely evidence-free. One assertion is almost comical: “In July 2016, Carter Page, one of Trump’s former national security advisers, traveled to Moscow after being approved to do so by the Trump campaign. While there, Page gave a speech in which he was critical of the U.S. and its efforts to fight corruption and promote democracy.”
Almost everyone I know who follows such matters is also critical of U.S. (hypocritical) efforts to promote democracy, a formulation wildly popular among Hillary Clinton style Democrats to enable attacking Muslim countries that have somehow offended either Israel or the Washington Establishment. But what is particularly disturbing about the constant denigration of Russia and Vladimir Putin in the media and among the political class is the regular invocation of war doctrine, that hacking a server by a foreign power, if it took place, is in the same category as the attack on Pearl Harbor. That World War 3 would be a nuclear holocaust does not seem to have occurred to politicians seeking a punchy line so they can get cited in The Washington Post. It leads one to the inevitable conclusion that war is far too serious a business to be left to politicians.
But what particularly offends me personally about those eager to go toe to toe with the Russians is their complete venality and fundamental cowardice. As a Vietnam era vet, I understand full well how it feels to have your life disrupted to go off and possibly die to fight a war that was totally meaningless. Our crowd of politicians is fond of talking about war as if it were some kind of diversion being featured on a monopoly board and that is precisely because they have no skin in the game. They somehow fancy that a shooting war will somehow not happen, that Russia will back down in a confrontation with force majeur, and they deep down feel completely immune to the consequences that might result from their ill-advised actions. And they are unfortunately in large part correct to feel so, as no one was ever held accountable for Iraq. Consequences that apply to the “little people” in the U.S. do not apply to them.
Under the rule of our bipartisan war-loving elites the United States has evolved from a bumbling giant into something far more threatening. The completely useless wars since 9/11 have killed nearly 10,000 American soldiers and contractors as well as hundreds of thousands, if not millions, of the inhabitants of the countries that we have attacked. I would hold Congress, the White House and the mainstream media as directly responsible for those deaths. As former Ambassador Chas Freeman puts it, “America has now chosen publicly to redefine itself internationally as the foreign relations equivalent of a sociopath – a country indifferent to the rules, the consequences for others of its ignoring them, and the reliability of its word. No nation can now comfortably entrust its prosperity or security to Washington, no matter how militarily powerful it perceives America to be.”
Which inevitably leads to the subject of Dick Cheney. When it comes to hypocrisy over war as a constant state for the American Republic with absolutely no consequences for those who lead, no one takes a back seat to good old Dick. Dick had five deferments during Vietnam and he has explained that he had had “other priorities.” He and his consigliere Scooter Libby, together with Paul Wolfowitz at the Pentagon, might have had more to do with America’s march to war in Iraq than any other individuals in the Bush Administration. And none of them paid any price except Libby who was convicted of having committed perjury connected to his apparent outing of CIA officer Valerie Plame as revenge for her husband’s refutation of claims about Iraq buying uranium from Niger. Libby was sentenced to 30 months in prison but had his jail time commuted by President George W. Bush.
One might even suggest that the architects of devastating policies were actually rewarded, most particularly Wolfowitz, who was named president of the World Bank before having to resign over a sex scandal that he initiated. Today Wolfowitz is a Visiting Scholar at the American Enterprise Institute and Libby is a Senior Vice President at the neocon Hudson Institute. Cheney is retired comfortably on the somewhere between $19 and $86 million he made, mostly while working for five years at defense contractor Halliburton. His truly frightening daughter Liz is in congress representing Wyoming, continuing the family legacy of bone headed knee jerk reactionaryism combined with egregious self-aggrandizement that Dick is best known for.
Note that neither Cheney, nor Wolfowitz nor Libby ever served in the U.S. military, exhibiting thereby their willingness to let other American die for the dreadful policies that they initiated. That pattern also holds true for the Democrats who seem to have found Russia as a useful scapegoat for their failure to elect Hillary Clinton president. If the Kremlin did it then the Democratic National Committee and Clinton campaign are off the hook, aren’t they? And even better if one can simultaneously discredit Donald Trump by implying that he or his associates might be subjected to blackmail by Moscow, making them little more than agents of Vladimir Putin and therefore traitors to the United States.
Senator Mark Warner, a lawyer by training, founded a venture capital firm called Columbia Capital before being elected Governor of Virginia and then Senator in 2008. He is reported to be the wealthiest U.S. Senator, worth $200 million. He has a 15 acre farm in Rappahannock County Virginia where he produces wine as a hobby.
Warner has three daughters who will never serve in the U.S. military, which is precisely the problem. The more our “ruling class” in Washington has little or nothing to do with the average American or, to be more precise, the class of Americans called upon to fight and die in the wars that are constantly being promoted, the more we will engage in senseless wars and sabre rattling. As Warner appears willing to use the threat of war to pillory Trump, he perhaps should step back, take a deep breath, and try to think of the consequences of the politically loaded claims that he is promoting.
Ben Cardin and Adam Schiff are a lot like Warner in that they are reliable partisan Democrats who are seeking to milk as much benefit out of beating on Russia as they can. Both are unimpeachable liberals who wrap their arguments in the good old American flag by claiming that Moscow is seeking to threaten our democracy while completely ignoring the fact that the U.S. intelligence agencies have been regularly overthrowing governments and corrupting elections since the Second World War. They both have children who will never serve in uniform or see the inside of a barracks. War for them is an abstraction which serves as a useful tool, in this case, for bringing down Donald Trump. And they are bringing down with Trump any hope of rapprochement with Russia, a readjustment in policy that is desperately needed.
I am reminded frequently of the ancient Greek way of war. Armor was expensive and only the wealthy and powerful could afford it. And those with the armor stood in the front line as they were most able to engage in the cutting and thrusting and still survive. Armor was also heavy and they could not run away, so wars were only fought when vital interests were at stake and they were fought to the death for most of those on the battlefield. I fancy a phalanx of hoplites with Warner, Cardin, Schiff, Wolfowitz, Cheney and Libby arrayed on the front line in their fine armor manufactured by Halliburton. That way they could have all the war they want and experience it first-hand. I doubt they would last very long as they are both moral and physical cowards, but given that reality, they just might think a bit harder about promoting the type of fearmongering that will only end by sending the children of other Americans off to war.

Russia ‘Hack’ of US Elections an ‘Act of War’ — Dick Cheney

Russia’s “hack” of the 2016 US elections could be “considered an act of war,” says former Vice President and noted warhawk Dick Cheney, speaking at an event in New Delhi, India. He joins the chorus of US notables resorting to the groundless accusation.
“In some quarters, that would be considered an act of war. I think it’s a kind of conduct and activity we will see going forward,” said Cheney, the neocon’s neocon. “There’s no question” that the Russian government tried to “interfere” with the US elections, Cheney added.
Despite his seemingly sadistic love of watching the US go to war, Cheney himself deferred being drafted by the US military five times during the Vietnam era.
Democrats have been equally quick to launch the “Russian hacking” attack for their own political gain. Rep. Jackie Speier of California said so-called Russian meddling “was an act of war, an act of hybrid warfare,” according to a report by the Independent Journal Review.
A letter written by dozens of former intelligence, diplomatic, and military officials addressed to President Barack Obama concluded that “DNC and HRC servers alleged to have been hacked were, in fact, not hacked.”
For one, the FBI never accessed the compromised servers at the DNC, Sputnik reported.
Bill Binney, a 35-year NSA veteran and former technical director at the spy agency, said the publication of Hillary Clinton and John Podesta’s emails were the result of an insider leak rather than an external attack.

Review of PBS Frontline’s The War Behind Closed Doors

While I was in the midst of trying to publicize the Jewish instigation and the folly of invading Iraq in early 2003 as an occasional writer of scripts for American Dissident Voices, PBS Frontline presented a rather helpful documentary called The War Behind Closed Doors, written by Michael Kirk, and coproduced by Michael Kirk and Jim Gilmore.
The introduction to The War Behind Closed Doors is quite promising, with Frontline’s narrator stating: “Over two decades, they had served three presidents, and argued for one big idea, that the United States must project its power and influence throughout the world. This is the story of how they set out to change American foreign policy in the days immediately after the tragedy of September 11th.” Then, to be more specific about what that means, the intro includes a clip of former CIA analyst Kenneth Pollack saying: “And it does seem very clear that this group seized upon the events of September 11th to resurrect their policy of trying to go after Saddam Hussein and a regime-change in Iraq.” This was a documentary that would clarify who was responsible for the drive for war against Iraq: Neoconservatives — which meant that that the war was not fundamentally about oil.
The documentary describes the path to invasion of Iraq (which seemed imminent but had not yet occurred when the program aired on 20 February 2003) as a struggle between Neoconservatives (also calling themselves “Neo-Reaganites” or “hawks”) led by Paul Wolfowitz, and “pragmatists” or “realists” ostensibly led by Colin Powell. The Neoconservative position was that Saddam Hussein’s government must be destroyed, while the pragmatists, without disputing the Neoconservatives’ provocative claims about Saddam Hussein, advocated containment as the appropriate response.
Brent Scowcroft (a pragmatist who had been an advisor to George H.W. Bush) is shown explaining to an interviewer that George H.W. Bush had deliberately left Saddam Hussein in power in 1991, contrary to what the Neoconservatives had wanted, because it was desirable to preserve a balance of power between Iraq and Iran, and because overthrowing Saddam Hussein might lead to various negative consequences — reasons that in hindsight make excellent sense.
The interviewer, and some other Jewish commentators in the documentary — Kenneth Pollack and Richard Perle — speak as if the goal of the 1991 war had been to remove Saddam Hussein from power, but Scowcroft is adamant that it was not.
LOWELL BERGMAN: I thought we had two interests. One was to evict the Iraqi army from Kuwait, but the other really was to get Saddam out—
BRENT SCOWCROFT: No.
LOWELL BERGMAN: —of power.
BRENT SCOWCROFT: No, it wasn’t.
LOWELL BERGMAN: Well, either covertly or overtly.
BRENT SCOWCROFT: No. No, it wasn’t. That was never — you can’t find that anywhere as an objective, either in the U.N. mandate for what we did or in our declarations, that our goal was to get rid of Saddam Hussein. [PBS Frontline transcript]
The widespread belief that the goal of the 1991 war had been to eliminate Saddam Hussein was supported by the hyperbolic propaganda that had been used. The comparisons of Saddam Hussein to Adolf Hitler started in the mass-media. In late 1990 President Bush joined the trend by comparing Saddam Hussein (unfavorably) to Hitler, because of the supposed brutality of the Iraqi troops in Kuwait (AP, 2 November 1990). There was a tendency to see everything in terms of this Hitler comparison, from “He gassed his own people!” to supposedly unprovoked invasions of neighboring states. Given that President George H.W. Bush had engaged in and never repudiated that kind of crazed propaganda, the first Bush Administration would necessarily be seen as having failed to fulfill a moral imperative when, ultimately, they did the practical thing by leaving Saddam Hussein in power.
In fact, George H. W. Bush did call for the overthrow of Saddam Hussein and then refrained from supporting such an effort, as the Neocons have charged. This can be seen either as disingenuous war-rhetoric or as vacillation between the influences of the pragmatists (Scowcroft) and the Neoconservatives (Wolfowitz), or as a combination of the two.
Immediately after the 1991 war, Paul Wolfowitz (as Undersecretary of Defense for Policy) authored a set of military guidelines that would justify preventive war — in other words, war against a state that had not attacked and was not threatening to attack, but might attack someday if not attacked first. Recall that in 1981 the State of Israel had been condemned by the UN Security Council for “preventive war” in its attack on the Osirak nuclear reactor, with the Reagan Administration’s ambassador to the United Nations, Jeane Kirkpatrick, also voting to condemn. The President of the Security Council, Porfirio Muñoz Ledo, explained:
The reasons on which the Government of Israel bases its contention are as unacceptable as the act of aggression it committed. It is inadmissible to invoke the right to self-defense when no armed attack has taken place. The concept of preventive war, which for many years served as justification for the abuses of powerful States, since it left it to their discretion to define what constituted a threat to them, was definitively abolished by the Charter of the United Nations. [Security Council Official Records, S/PV.2288 19 June 1981]
Wolfowitz was now advocating that the government of the United States adopt the uninhibited belligerence of the State of Israel, using military strikes to maintain hegemony against merely suspected (or perhaps imagined) threats.
Information about the Wolfowitz Doctrine was leaked to the news media by people within the administration who opposed it, and it became a source of embarrassment. Dick Cheney was ordered to rewrite Wolfowitz’s guidelines in a way that eliminated the option of unilateral preventive war.
Neoconservative William Kristol however commends the Wolfowitz Doctrine, declaring that Wolfowitz was “ahead of his time.” The narrator explains: “One day there would be a more receptive president, and another opportunity.”
That more receptive president was not Bill Clinton.
The narrator implies that George W. Bush was chosen as the likely successor to Bill Clinton as early as 1998, and that a group of “foreign-policy wisemen” including Wolfowitz on one hand and Colin Powell on the other, attempted to groom him for that position.
This period, when the struggle for the mind of George W. Bush occurred, shows most clearly that invading Iraq was not the idea of George W. Bush. William Kristol states that Bush was not immediately supportive of the Neoconservatives’ aggressive foreign policy: “I wouldn’t say that if you read Wolfowitz’s defense policy guidelines from 1992 and read most of Bush’s campaign speeches and his statements in the debates, you would say, ‘Hey, Bush has really adopted Wolfowitz’s worldview.’” Thus the pragmatists initially prevailed over the Neoconservatives, so that George W. Bush, in the period before the election, was advocating a reduced role for American military forces in the world.
The narrator says that Bush’s foreign policy during the first few months of his administration was “stalled between the two competing forces” — stalled between the Neocons and the pragmatists. Kristol indicates that this continued until the 9-11 attacks: “I think you could make a case that on September 10th, 2001, that it’s not clear that George W. Bush was in any fundamental way going in our direction on foreign policy.”
A pivotal moment, following the attacks on the World Trade Center and Pentagon, came when Bush delivered a speech that evening that included the line: “We will make no distinction between the terrorists who committed these acts and those who harbor them.”
The War Behind Closed Doors treats this as a highly important utterance. Obviously it is important, since rumors that some government harbors or supports terrorists are easy to generate, and were in fact generated. The narrator says: “The hawks welcomed the president’s phrase, ‘those who harbor’ terrorism.” Richard Perle is quoted praising the speech.
David Frum, Bush’s Canadian-born Jewish speechwriter, also praises the speech:
Within 48 hours, he had made the two key decisions that have defined the war on terror. First, this is a war, not a crime. And second, this war is not going to be limited to just the authors of the 9/11 attack but to anyone who assisted them and helped them and made their work possible, including states. And that is a dramatic, dramatic event. And that defines everything.
What Frontline fails to mention is that it was Frum who insisted on that crucial line in Bush’s speech. One week before PBS Frontline aired its documentary, The Nation magazine had already revealed that detail:
It was not, alas, “a war speech.” It did, though, contain the line about making “no distinction between the terrorists who committed these acts and those who harbor them.” And Frum cannot resist informing us he had been the one to insert that thought into every draft of the speech. [David Corn, “Who’s in Charge?” The Nation, 13 February 2003; emphasis added]
This casts a very interesting light on another comment from Frum about the speech: “When he laid down those principles, I don’t know whether he foresaw all of their implications, how far they would take him. I don’t know if he understood fully and foresaw fully the true radicalism of what he had just said.”
Who was really making the big decisions for which Frum liked to give Bush so much credit? Frum had put words into Bush’s mouth and then said that he was not sure that Bush had understood the implications. The picture that we get, by adding just a bit of information that Frontline had omitted, is that George W. Bush was pushed into belligerent posturing by his Jewish advisors.
The pragmatists continued to push the idea of going after terrorists rather than governments; Powell for example spoke of “persuading” governments that might be harboring terrorists. But the fact that the President had already talked about going after governments had created an expectation that was difficult to oppose.
Meanwhile the false notion that Iraq was unfinished business was revived. (Obviously such an evil man must be doing evil things.) The notion that Iraq was somehow a “state sponsor of terrorism” (having been taken off the list of state sponsors of terrorism by the Reagan Administration in 1982, but reinstated amid the war-propaganda of 1990) was bandied about.
Dick Cheney is a favorite target for leftist critics of the War on Terror, and for the John Birch Society, who want a scapegoat that allows them to avoid saying anything critical of Jews. Very often, Cheney is represented as a key “Neocon.” In fact Cheney had worked with the Neoconservatives at various times since the days of “Team B” during the Ford Administration. But William Kristol described Cheney’s position at the beginning of George W. Bush’s presidency thus: “Cheney is a complicated figure and, obviously, a very cautious and reticent figure, so hard to know what he thinks in his heart of hearts. I think he had feet in both camps, so to speak.” In other words, Cheney was not initially committed to the Neoconservative position on Iraq.
George W. Bush adopted the doctrine of preventive war that had been advocated by “the brains” of the Neoconservative outfit, Paul Wolfowitz (see here, p. 41ff, for a portrait of Wolfowitz’s Jewish identity and connections). From this, given 15 years of demonization-propaganda against Saddam Hussein and a little nudging from Jews like David Frum who were positioned to influence George W. Bush, the invasion of Iraq followed.
At the time when The War Behind Closed Doors aired, the Neoconservatives were getting their way and enjoying practically unanimous support for their project, and perhaps it was overconfidence that motivated William Kristol to claim for his Neoconservative movement such unequivocal responsibility for the imminent war. There was always obfuscation about who had agitated for war, with many habitually blaming the oil industry or other economic interests, because such explanations fit their leftist theory about how the world works. It was extremely useful that PBS Frontline documented that it was in fact Neoconservatives who spent more than a decade agitating for that war, and also, if it did not explain exactly who these Neoconservatives were, at least gave some indications about who they were not.
There are however some negative aspects to The War Behind Closed Doors, the worst of them being the propaganda spouted by Jewish television-host Ted Koppel’s Jewish son-in-law, Kenneth Pollack, who also happened to be a former CIA analyst, a sometime member of the National Security Council and various think-tanks, and author of a pro-war book, The Threatening Storm, that was especially influential with liberals. (Pollack had excellent liberal credentials, having served in the Clinton administration; he was also indicted for spying on behalf of Israel, but the indictment was dropped under less than convincing circumstances.) Although supposedly giving an expert outsider’s perspective on the Neoconservatives’ agitation for war, and seeming to criticize the Neoconservatives in some ways, the most important part of what Pollack said really supported the Neoconservatives’ project. I suspected that Pollack was Jewish when I first saw the program in 2003 because of the general thrust of what he was saying, but now it is confirmed.
In the section of PBS Frontline’s The War Behind Closed Doors about Bill Clinton, Pollack promotes the idea that Saddam Hussein really was developing WMDs behind the backs of the UN’s weapons-inspectors, and tries to portray the clashes in the 1990s between Iraqi officials and the UN’s inspectors as the expression of some kind of psychological strategy on Saddam Hussein’s part for undermining “containment.” Frontline should have pointed out that there was no direct evidence for any ongoing WMD-program. It was all speculation, based, as Pollack says, on the fact that the Iraqis gave the inspectors trouble. But the friction between inspectors and Iraqi authorities was easily explained with the fact that the inspection-team, infiltrated by agents of the CIA, appeared to have been used to try to orchestrate a coup:
But one of the problems is, is that you have a situation, in June of 1996, where the United States is fomenting a coup against Saddam Hussein, a coup based upon Special Republican Guard units. At the same time, you have an UNSCOM inspection, UNSCOM 150, which is in Iraq, creating a confrontation by inspecting Special Republican Guard sites. [Scott Ritter, PBS Frontline: Spying on Saddam, 27 April 1999].
These known facts should have been brought to bear on Pollack’s statements.
The Newsweek of 24 February 2003, four days after this documentary aired, quoted Saddam Hussein’s son, General Hussein Kamel, as telling an interrogator in 1995: “All weapons — biological, chemical, missile, nuclear — were destroyed.” Pollack, with his positions in government as a supposed expert on Iraq, should have known about this.
It is the major fault of The War Behind Closed Doors that it allows Pollack’s claims in support of the WMD accusation to go undisputed. Pollack admitted after the invasion that he had been wrong (“I made a mistake based on faulty intelligence.” New York Times Magazine, 24 October 2004), but it is worse than being wrong: he was either a liar or incompetent. The failure to challenge Pollack’s statements is a crucial omission in PBS Frontline’s presentation, because the proposition that Saddam Hussein had been 100% successful in circumventing weapons-inspections was essential to the argument for war. Add the claim that weapons-inspections were not working (and probably could not work) to the premise that Saddam Hussein is “another Hitler,” and it becomes self-evident that one must go to war.

‘War for Oil’ — The Notion That Will Not Die

Those who claim that the United States went to war for oil seem to assume that since Iraq has huge reserves of oil, gaining control of that resource must have been the reason that the United States invaded the country. As the most prominent intellectual exponent of that view, Noam Chomsky, has put it:
Of course it was Iraq’s energy resources. It’s not even a question. Iraq’s one of the major oil producers in the world. It has the second largest reserves and it’s right in the heart of the Gulf’s oil-producing region, which U.S. intelligence predicts is going to be two thirds of world resources in coming years. [1]
Operating from that assumption, the proponents of the war-for-oil thesis have endeavored to produce evidence that proves it, at least in their eyes.
I have offered counter-evidence in my book, The Transparent Cabal: The Neoconservative Agenda, War in the Middle East, and the National Interest of Israel, and elsewhere to show that the existing arguments in support of the oil-war thesis just do not provide anything close to compelling proof. [2]
The fact that Iraq has a large amount of oil does not mean that the oil companies would necessarily push for war; instead, they could seek to exploit that oil in peaceful ways.
Indeed, the companies were pushing for an end to sanctions against Iraq. A Business Week article in May 2001, for example, reported that the easing of sanctions on “rogue” states “pits powerful interests such as the pro-Israeli lobby and the U.S. oil industry against each other. And it is sure to preoccupy the Bush Administration and Congress.” [3]
In short, an easing of sanctions supported by the oil companies, which would enable them to have access to Iraq’s oil, would serve to strengthen Saddam and make it more difficult to overthrow his regime, which was the goal of the neocons, a leading element of the Israel lobby.
Moreover, the oil companies were quite fearful of the impact of war on oil production. According to oil analyst Anthony Sampson in December 2002, “Oil companies have had little influence on U.S. policy-making. Most big American companies, including oil companies, do not see a war as good for business, as falling share prices indicate.” [4]
Fareed Mohamedi of PFC Energy, a consulting firm based in Washington, D.C., that advised petroleum firms, stated that “[t]he big oil companies were not enthusiastic about the Iraqi war,” maintaining that “[c]orporations like Exxon-Mobile and Chevron-Texaco want stability, and this is not what Bush is providing in Iraq and the Gulf region.” [5]
Despite the lack of solid evidence, and the existence of contrary evidence, the war-for-oil argument just will not die, for various political, psychological, social, and economic reasons.
It fits the prevalent belief in the rapacious nature of capitalist companies, and it is also a safe view to hold — it is doubtful that anyone ever lost a job or a friend for blaming the oil interests, unless one were actually employed by an oil company. In contrast, the explanation involving the neoconservatives and Israel represents a dangerous taboo.
Given the strong attraction of the oil argument, therefore, it is appropriate to examine a prominent piece of purported evidence used by its adherents. Thus, this article will look at the role of the National Energy Policy Development Group, which President George W. Bush created in his second week in office. The group had as its purpose the creation of a national energy policy for the United States. Chaired by Vice President Dick Cheney — who in the war-for-oil scenario is assumed to be an archetypal oil man — it would be dubbed the Cheney Energy Task Force.
As Cheney’s biographer Barton Gellman points out, the task force became, in many respects, a “creature of Cheney’s worldview.” [6] De-emphasizing conservation and environmental protection, Cheney believed that the United States needed a “near-term boost in domestic energy production,” which had suffered from over-regulation. [7] In short, Cheney’s view on energy production coincided with that of the producers of fossil fuels. And in developing the energy policy, he would consult closely with leading figures in the fossil-fuels industry while giving short shrift to the opinions of environmentalists, with whom he rarely met.
Perhaps because of the biased nature of the sources of his information, but also in line with his expansive view of the executive branch’s prerogatives, Cheney kept the meetings secret, and only as a result of legal efforts was any information about them revealed to the public; and even then it was far from everything. It was that secrecy that the war-for-oil theorists fell upon in order to substantiate their claim that the oil interest played the leading role in bringing about the U.S. attack on Iraq.
To the adherents of the thesis, it seemed apparent that the secrecy meant that something very ominous had been discussed in those meetings that could not be made known to the public, and the most ominous development in the early Bush administration was assumed to be the planning for the attack on Iraq.
Now, there is plenty of evidence that such planning was underway, and in fact had already been made, by the neoconservatives, with whom Cheney was certainly in league and whom he had actually brought into the Bush administration. However, there is no evidence that an attack on Iraq garnered substantial support from the oil industry. Far from pushing for war, industry representatives publicly supported the elimination of sanctions on Iraq (and elsewhere) so that they could have access to oil.
Moreover, they were concerned about any form of instability in the Middle East, fearing that war would disrupt the extraction and transportation of oil. Thus, ex-President George H.W. Bush and his cronies, who according to the oil-war scenario are associated with the war on Iraq, were at least cool to the war.
Brent Scowcroft, for one, was actively opposed. Scowcroft had been the elder Bush’s national security advisor and during the run-up to the 2003 war sat on the board of Pennzoil-Quaker State. [8]
As an aside, let me deal with the implication that the oil companies were advocating war only in secret meetings with high Bush administration officials, with their pro-war views unknown to the media.
That invisible approach is highly unlikely. Any contention that the oil interests primarily work behind the scenes is belied by the fact that they have been quite visible indeed in their public advocacy on many issues: fracking regulations; the termination of restrictions on the export of American-produced crude oil; the Keystone XL pipeline; regulations on refineries; and opposition to limitations on the use of fossil fuels because of “climate change” (anthropogenic global warming). And as mentioned, the oil companies were visible in their public opposition to the existing oil sanctions in 2001. The oil companies have been not only quite vocal in those matters but also far from successful in getting their way.
The war-for-oil theorists’ suggestion that the oil interests could be more successful taking an invisible approach instead of a public one does not seem plausible. The neocons had developed and publicized their Middle East war agenda before 2001; once George W. Bush took office, they openly promoted an attack on Iraq, both in the media and from their key positions in the administration. All of that being so, it is reasonable to believe that it was their efforts that accounted for the U.S. attack. There is no need to posit any undocumented, invisible support from the oil lobby; by the standards of proof in argumentation, the neocon explanation fits the simplicity principle of Occam’s razor. In an example of reverse logic, proponents of the oil thesis deny, ignore, or at least downplay the role of the neocons in bringing about the war on Iraq.
Despite counter-evidence, proponents of the war-for-oil thesis claim to find solid evidence for the coming invasion in the documents produced by the Cheney Energy Task Force. Some war-for-oil proponents, for example, have cited the maps of Iraqi oil fields used by the task force as evidence of plans for how those fields would be divvied up among U.S. companies. As the result of a court order, Judicial Watch, a conservative legal group, obtained a batch of task force-related U.S. Commerce Department papers that included a detailed map of oil fields, terminals, and pipelines, as well as a list titled “Foreign Suitors of Iraqi Oilfield Contracts.” But the papers obtained also included a detailed map of oil fields and pipelines in Saudi Arabia and in the United Arab Emirates, as well as a list of oil and gas development projects in those two countries. The U.S. secretary of commerce said there were also maps of other key oil-producing regions of the world, including Russia, North America, the Middle East, and the Caspian Sea region. It seems quite reasonable that a task force on energy would seek clear knowledge about the key global locations of oil production. [9]
Strategic-Energy-Policy-Challenges-for-the-21st-CenturyIraq is barely mentioned in the final report from the Cheney task force, but it is given more, though still quite limited, attention in a report, “Strategic Energy Policy: Challenges for the 21st Century,” by an Independent Task Force sponsored by the Council on Foreign Relations and the James A.Baker III Institute of Public Policy.
According to the Baker Institute, that task force was “comprised [of] 52 prominent Americans from government, industry, and academia … [and] offered 110 recommendations to the Cheney task force and U.S. Congress regarding steps to build a comprehensive energy policy and national consensus.”
The chairman of the task force was Edward L. Morse, an energy economist and at the time an advisor at Hess Energy Trading Co. During the Carter administration he served as deputy assistant secretary of state for international energy policy, from 1979 to 1981.[10]
Adherents of the oil-war argument have connected the Baker report to the Cheney task force and have interpreted its few references to Iraq as indications of the forthcoming American invasion. [11]
The Baker group urged four “immediate steps”; one such step, labeled “Deter and Manage International Supply Shortfalls,” was in five parts; the Iraq issue was merely one of those five parts. The “immediate steps” were “to be considered in the very short term to assure that appropriate mechanisms are in place to deal with potential supply disruptions and to buffer the economy from adverse impacts of price volatility.” [12]
The recommendation pertaining to Iraq read: “Review policies toward Iraq with the aim to lowering anti-Americanism in the Middle East and elsewhere, and set the groundwork to eventually ease Iraqi oil-field investment restrictions.” The report acknowledged that “Iraq remains a destabilizing influence to U.S. allies in the Middle East, as well as to regional and global order, and to the flow of oil to international markets from the Middle East. Saddam Hussein has also demonstrated a willingness to threaten to use the oil weapon and to use his own export program to manipulate oil markets.” [13]
The report stated that “[t]he United States should conduct an immediate policy review toward Iraq, including military, energy, economic, and political/diplomatic assessments.” [14] The emphasis, however, was not on military action against Iraq but on a sanctions policy toward Iraq that was better-coordinated with other countries, the existing sanctions being perceived as harming the Iraqi people without effectively weakening Saddam’s power and ability to acquire weaponry.
“The United States,” the report thus maintained, “should then develop an integrated strategy with key allies in Europe and Asia and with key countries in the Middle East to restate the goals with respect to Iraqi policy and to restore a cohesive coalition of key allies…. Actions and policies to promote these goals should endeavor to enhance the well-being of the Iraqi people. Sanctions that are not effective should be phased out and replaced with highly focused and enforced sanctions that target the regime’s ability to maintain and acquire weapons of mass destruction. A new plan of action should be developed to use diplomatic and other means to support U.N. Security Council efforts to build a strong arms-control regime to stem the flow of arms and controlled substances into Iraq.” [15]
The Baker report continued: “Once an arms-control program is in place, the United States could consider reducing restrictions on oil investments inside Iraq. Like it or not, Iraqi reserves represent a major asset that can quickly add capacity to world oil markets and inject a more competitive tenor to oil trade.” [16]
The report acknowledged that if a diminution of the sanctions led to an increase in Saddam’s oil revenues, he “could be a greater security threat to U.S. allies in the region if weapons of mass destruction (WMD) sanctions, weapons regimes, and the coalition against him are not strengthened.” Nonetheless, it supported making a change since the continuation of the “oil sanctions is becoming increasingly difficult to implement” and “Saddam Hussein has many means of gaining revenues, and the sanctions regime helps perpetuate his lock on the country’s economy.” [17] A one-sided reading of that passage alone might seem to include war as one alternative to the existing sanctions, but, in fact, the report explicitly prescribed narrowing the scope of sanctions.
The Baker Institute report’s fundamental concern that “energy disruptions could have a potentially enormous impact on the U.S. and world economy, and … affect U.S. national security and foreign policy in dramatic ways” [18] would suggest that the United States not engage in military adventures that could destabilize the region. The U.S. invasion of Iraq certainly did cause such destabilization and explains why the oil interests and the traditional American foreign-policy establishment in general were cool or opposed to the attack on Iraq. [19]
Now, once it had become clear that the United States would attack Iraq, and certainly after it actually had invaded, one may assume that the oil companies would want to take advantage of the situation and jockey for a favored position in postwar Iraq. But that does not somehow prove by itself that the oil interests pushed the country into war. And as it happened, the U.S. government did little to guarantee a favorable position for American oil companies after the war. As I pointed out in The Transparent Cabal, the U.S. government never made plans (much less implemented such plans) to dominate Iraq, to the extent of being able to control Iraq’s oil for its own benefit and that of its oil companies at the expense of the Iraq government and people. To exercise any permanent control of Iraq’s oil reserves, Washington would have had to turn the country into a virtual colony (which would have been very difficult, if not impossible). [20] It was inevitable that an Iraqi government with any type of autonomy would sell oil leases to the highest bidder.
Under the oil argument, the violence and political resistance that sprang up in Iraq during the occupation thwarted the U.S. plan to control oil. The likelihood of such internal violence, however, was fully recognized in a number of pre-invasion government studies. [21] About the only ostensibly knowledgeable group that claimed otherwise was the neocons, and if their expressed view here is accepted as a candid account, it seems necessary to accept also their public pronouncements about establishing democracy and ridding Iraq of WMDs as reasons for the war.
When Iraq began to sell oil leases to foreign companies in 2009, only a very few went to American companies while a disproportionate number went to America’s major rivals, China and Russia. That could hardly be a goal of American foreign policy. One reason given for those countries’ success has been that their companies were government-owned or government-supported, and thus could better afford to incur risk and accept low profits than their American counterparts, which were strictly private. [22] Of course, if the U.S. government really fought a multi-trillion-dollar war for the purpose of gaining control of Iraqi oil for its companies, one would expect it to subsidize any oil leases in Iraq by American companies, the cost of which would pale beside the overall war costs.
In sum, there does not seem to be any real evidence that Washington went to war against Iraq to enhance the profits of the oil industry, or control oil for the United States, nor is there any logical reason to think that would be the case. Nevertheless, as I indicated at the beginning, there are strong political, psychological, social, and economic motivations for maintaining that belief, especially as opposed to the non-P.C. and rather dangerous alternative view to which I adhere — focusing on the role of the pro-Israel neocons. In most cases, those concerns are far more important in determining the prevalence of any view in modern America than logic and evidence, even for that very small minority of the population with high intellectual ability who are actually knowledgeable about the issues.
In fact, such people are often far more affected by concerns involving employment and social status than average Americans, and are thus less open-minded and less willing to alter their views in light of the facts. Whatever their actual personal views, the oil argument provides a safe position for those who want to oppose America’s war policies in the Middle East without endangering themselves by expressing a view that could bring on lethal accusations of anti-Semitism.
However, a false view of reality will not serve to effectively solve problems. If we focus on a false culprit, the neocons and the overall Israel lobby are apt to flourish, and American military adventures are apt to continue in the Middle East.

‘Secret’ Rome Meeting Recounted by AIPAC Spy Case Figure

A few years back Sheryl Crow recorded a haunting song called “Three Days in Rome,” about a lover’s treacherous retelling of their affair in a novel.
Likewise, anonymous sources have been talking for years about a secret meeting two Bush administration Pentagon officials had in Rome with a notorious Iranian arms dealer, in December 2001.
It’s been said that the officials, Larry Franklin and Harold Rhode, along with former Reagan White House intelligence operative Michael Ledeen, were scheming to sabotage a deal that Bush administration “moderates” were trying to make with Iran.
Another version was that they were “rogue operators” plotting to overthrow the Iranian regime.
Yet another tale about Rome has Italian intelligence officials passing along a fabricated document purporting to show that Iraqi dictator Saddam Hussein, whom the Bush White House was plotting to overthrow, was buying uranium from Niger for a bomb.
All such accounts were based on anonymous sources.
But this week, one of the participants, Franklin broke a yearslong public silence to discuss what happened in Rome.
Or at least his version of events. Unfortunately, it hardly clears up the affair.
Franklin’s silence was enforced by his arrest and conviction in connection with a long-running spy scandal involving two officials from the American Israel Public Affairs Committee, or AIPAC, the most powerful pro-Israel lobby in Washington.
The former Iran analyst, confronted by the FBI over leaking classified information to the two AIPAC operatives, Steven J. Rosen and Keith Weissman, cooperated with the government to avoid jail. Charges against Rosen and Weissman were dropped in May.
But Franklin was caught up in the Bush administration’s notorious skullduggery to bring “regime change” to Iran and Iraq from the beginning.
Roman Holiday
Only three months after the 9/11 attacks, Franklin and Rhode, another Pentagon official, traveled to Rome for a meeting with Manucher Ghorbanifar, whose trail of deceiving U.S. officials goes back two decades.
Ghorbanifar, the middleman in the so-called Iran-Contra/Arms-for-Hostages scandal in the Reagan administration, had fabricated so much bad intelligence and empty schemes that the CIA had put him on a no-contact list.
Nevertheless, when Michael Ledeen, a high profile Republican intelligence operative and longtime associate of Ghorbanifar, came calling during the panicky weeks after 9/11, Bush administration neoconservatives couldn’t resist.
The Iranian had a plan for regime change in Teheran — again.
Senior White House national security adviser Stephen Hadley and his deputy, Zalmay Khalilzad, “were enthusiastic,” Ledeen told me. Pentagon officials Douglas Feith and Paul Wolfowitz , the deputy and undersecretary, respectively, of Defense, were also game, Franklin said.
His immediate boss, William Luti, a former aide to Vice President Dick Cheney who headed Near East issues at Defense, put him on the team.
“He said, ‘We’d like you to go on this mission,’” Franklin recalled in an interview. “Feith, Wolfowitz, they’re in favor of it.”
Had anyone mentioned Ghorbanifar’s reputation as a con man extraordinaire? I asked Franklin. That the Iranian schemer was on the CIA’s burn list?
“Yeah, I was told all that,” Franklin said. “But that’s not a reason not to meet someone. It doesn’t mean that everything a person” says is untrue.
“I was advised not to go see Ghorbanifar by DIA,” (the Defense Intelligence Agency), he added. “I invited DIA to come, but they declined because there was a CIA no-contact order on Ghorbanifar.”
“If you don’t know anything,” Franklin said, “you’ll meet with everyone.”
And the Bush administration didn’t know anything about Iran, he said. Wolfowitz often called him directly at home to talk about it.
“The purpose of the meeting was to get . . . first-hand intelligence on Iran, because the CIA station there had been rolled up a couple of times,” Franklin said.
“Ghorbanifar had another item on his agenda,” he added.
Money Upfront
And that was?
“Getting money from our government to implement a scheme which he thought would overthrow the government in Iran,” Franklin said.
Ghorbanifar’s plan was “to buy off a bunch of truck drivers who would shut down the main arteries in Teheran. They would block traffic for miles around.”
And then?
“At that point, he felt he could shake the regime from the inside. . . . He could get enough people up, a critical mass, to do the deed, to overthrow the regime.”
Ghorbanifar sketched out his scenario for Franklin during a 2 a.m. meeting in his hotel lobby, Franklin said.
He wanted $5 million. “Seed money.”
Franklin didn’t like it.
“I didn’t tell him, but I thought it was amateurish and would’ve gotten people killed and America embarrassed. And we would be out $5 million, while he would be $5 million richer.”
As loony as it was, Franklin says some of his neoconservative colleagues back in Washington liked the idea, among them, Cheney’s top national security aide, John Hannah.
“He was wondering why I didn’t support Ghorbanifar,” Franklin said.
Hannah would not discuss the affair for the record except to say he never met with Franklin to discuss it.
Apprised of that response, Franklin stuck to his guns.
“Oh, yes, he did,” Franklin said. “It was at the Cosi restaurant near the Old Executive Office Building. I remember it in spades.”
Other Voices, Other Rooms
As for plotting to undermine Bush administration moderates who wanted a dialogue with Iran, it never came up, Franklin insisted.
“No, not in Rome,” he said. “The idea was bandied about in the Pentagon. I don’t know where the idea came from. There was gossip, about whether anyone in Policy was pushing it. But it certainly wasn’t discussed in Rome.”
How about the phony Niger uranium documents? I asked. Did that come up?
“No it did not, not that I can remember.”
Then why did he meet with Italian intelligence officials, who were said to have a role in peddling the phony documents?
“They gave us safe houses, restaurants,” Franklin said. “They were our shield. Mike [Ledeen] had good relations with them.“
Did Ledeen clear the meeting with CIA station chief Jeff Castelli? I asked. He was reportedly furious about being kept out of the loop.
“Yes,” Franklin said. “Mike talked to him.”
Ledeen: “Who’s Castelli?”
All clear?

America’s “Secret Wars” in Over 100 Countries Around the World
Empire Under Obama: Part 3

Obama’s global terror campaign is not only dependent upon his drone assassination program, but increasingly it has come to rely upon the deployment of Special Operations forces in countries all over the world, reportedly between 70 and 120 countries at any one time. As Obama has sought to draw down the large-scale ground invasions of countries (as Bush pursued in Afghanistan and Iraq), he has escalated the world of ‘covert warfare,’ largely outside the oversight of Congress and the public. One of the most important agencies in this global “secret war” is the Joint Special Operations Command, or JSOC for short.
JSOC was established in 1980 following the failed rescue of American hostages at the U.S. Embassy in Iran as “an obscure and secretive corner of the military’s hierarchy,” noted the Atlantic. It experienced a “rapid expansion” under the Bush administration, and since Obama came to power, “appears to be playing an increasingly prominent role in national security” and “counterterrorism,” in areas which were “traditionally covered by the CIA.” 1 One of the most important differences between these covert warfare operations being conducted by JSOC instead of the CIA is that the CIA has to report to Congress, whereas JSOC only reports its most important activities to the President’s National Security Council.2
During the Bush administration, JSOC “reported directly” to Vice President Dick Cheney, according to award-winning investigative journalist Seymour Hersh (of the New Yorker), who explained that, “It’s an executive assassination ring essentially, and it’s been going on and on and on.” He added: “Under President Bush’s authority, they’ve been going into countries, not talking to the ambassador or the CIA station chief, and finding people on a list and executing them and leaving. That’s been going on, in the name of all of us.” 3
In 2005, Dick Cheney referred to U.S. Special Forces as “the silent professionals” representing “the kind of force we want to build for the future… a force that is lighter, more adaptable, more agile, and more lethal in action.” And without a hint of irony, Cheney stated: “None of us wants to turn over the future of mankind to tiny groups of fanatics committing indiscriminate murder and plotting large-scale terror.” 4 Not unless those “fanatics” happen to be wearing U.S. military uniforms, of course, in which case “committing indiscriminate murder and plotting large-scale terror” is not an issue.
The commander of JSOC during the Bush administration – when it served as Cheney’s “executive assassination ring” – was General Stanley McChrystal, whom Obama appointed as the top military commander in Afghanistan. Not surprisingly, JSOC began to play a much larger role in both Afghanistan and Pakistan. 5 In early 2009, the new head of JSOC, Vice Admiral William H. McRaven, ordered a two-week ‘halt’ to Special Operations missions inside Afghanistan, after several JSOC raids in previous months killed several women and children, adding to the growing “outrage” within Afghanistan about civilian deaths caused by US raids and airstrikes, which contributed to a surge in civilian deaths over 2008. 6
JSOC has also been involved in running a “secret war” inside of Pakistan, beginning in 2006 but accelerating rapidly under the Obama administration. The “secret war” was waged in cooperation with the CIA and the infamous private military contractor, Blackwater, made infamous for its massacre of Iraqi civilians, after which it was banned from operating in the country. 7
Blackwater’s founder, Erik Prince, was recruited as a CIA asset in 2004, and in subsequent years acquired over $1.5 billion in contracts from the Pentagon and CIA, and included among its leadership several former top-level CIA officials. Blackwater, which primarily hires former Special Forces soldiers, has largely functioned “as an overseas Praetorian guard for the CIA and State Department officials,” who were also “helping to craft, fund, and execute operations,” including “assembling hit teams,” all outside of any Congressional or public oversight (since it was technically a private corporation).8
The CIA hired Blackwater to aid in a secret assassination program which was hidden from Congress for seven years. 9 These operations would be overseen by the CIA or Special Forces personnel. 10 Blackwater has also been contracted to arm drones at secret bases in Afghanistan and Pakistan for Obama’s assassination program, overseen by the CIA. 11 The lines dividing the military, the CIA and Blackwater had become “blurred,” as one former CIA official commented, “It became a very brotherly relationship… There was a feeling that Blackwater eventually become an extension of the agency.” 12
The “secret war” in Pakistan may have begun under Bush, but it had rapidly expanded in the following years of the Obama administration. Wikileaks cables confirmed the operation of JSOC forces inside of Pakistan, with Pakistani Prime Minister Yousaf Raza Gillani telling the U.S. Ambassador to Pakistan, Anne Patterson (who would later be appointed as ambassador to Egypt), that, “I don’t care if they do it as long as they get the right people. We’ll protest in the National Assembly and then ignore it.”13
Within the first five months of Obama’s presidency in 2009, he authorized “a massive expansion of clandestine military and intelligence operations worldwide,” granting the Pentagon’s regional combatant commanders “significant new authority” over such covert operations. 14 The directive came from General Petraeus, commander of CENTCOM, authorizing Special Forces soldiers to be sent into “both friendly and hostile nations in the Middle East, Central Asia and the Horn of Africa.” The deployment of highly trained killers into dozens of countries was to become “systemic and long term,” designed to “penetrate, disrupt, defeat or destroy” enemies of the State, beyond the rule of law, no trial or pretenses of accountability. They also “prepare the environment” for larger attacks that the U.S. or NATO countries may have planned. Unlike with the CIA, these operations do not report to Congress, or even need “the President’s approval.” But for the big operations, they get the approval of the National Security Council (NSC), which includes the president, as well as most other major cabinet heads, of the Pentagon, CIA, State Department, etc.15
The new orders gave regional commanders – such as Petraeus who headed CENTCOM, or General Ward of the newly-created Africa Command (AFRICOM) – authority over special operations forces in the area of their command, institutionalizing the authority to send trained killers into dozens of countries around the world to conduct secret operations with no oversight whatsoever; and this new ‘authority’ is given to multiple top military officials, who have risen to the top of an institution with absolutely no ‘democratic’ pretenses. Regardless of who is president, this “authority” remains institutionalized in the “combatant commands.”16
The combatant commands include: AFRICOM over Africa (est. 2007), CENTCOM over the Middle East and Central Asia (est. 1983), EUCOM over Europe (est. 1947), NORTHCOM over North America (est. 2002), PACOM over the Pacific rim and Asia (est. 1947), SOUTHCOM over Central and South America and the Caribbean (est. 1963), SOCOM as Special Operations Command (est. 1987), STRATCOM as Strategic Command over military operations to do with outer space, intelligence, and weapons (est. 1992), and TRANSCOM handling all transportation for the Department of Defense. The State Department was given “oversight” to clear the operations from each embassy, 17 just to make sure everyone was ‘in the loop,’ unlike during the Bush years when it was run out of Cheney’s office without telling anyone else.
In 2010, it was reported by the Washington Post that the U.S. has expanded the operations of its Special Forces around the world, from being deployed in roughly 60 countries under Bush to about 75 countries in 2010 under Obama, operating in notable spots such as the Philippines and Colombia, as well as Yemen, across the Middle East, Africa and Central Asia. The global deployment of Special Forces – alongside the CIA’s global drone warfare program – were two facets of Obama’s “national security doctrine of global engagement and domestic values,” in the words of the Washington Post, though the article was unclear on which aspect of waging “secret wars” in 75 countries constituted Obama’s “values.” Commanders for Special Operations forces have become “a far more regular presence at the White House” under Obama than George Bush, with one such commander commenting, “We have a lot more access… They are talking publicly much less but they are acting more. They are willing to get aggressive much more quickly.” Such Special Operations forces deployments “go beyond unilateral strikes and include the training of local counterterrorism forces and joint operations with them.”18
So not only are U.S. forces conducting secret wars within dozens of countries around the world, but they are training the domestic military forces of many of these countries to undertake secret wars internally, and in the interests of the United States Mafia empire.
One military official even “set up a network” of private military corporations that hired former Special Forces and CIA operations to gather intelligence and conduct secret operations in foreign countries to support “lethal action”: publicly subsidized, privatized ‘accountability.’ Such a network was “generally considered illegal” and was “improperly financed.” 19 When the news of these networks emerged, the Pentagon said it shut them down and opened a “criminal investigation.” Turns out, they found nothing “criminal,” because two months later, the operations were continuing and had “become an important source of intelligence.” The networks of covert-ops corporations were being “managed” by Lockheed Martin, one of the largest military contractors in the world, while being “supervised” by the Pentagon’s Special Operations Command. 20
Admiral Eric T. Olson had been the head of Special Operations Command from 2007 to 2011, and in that year, Olson led a successful initiative – endorsed by the Chairman of the Joint Chiefs Mike Mullen and Defense Secretary Robert Gates – to encourage the promotion of top special operations officials to higher positions in the whole military command structure. The “trend” was to continue under the following Defense Secretary Leon Panetta, who previously headed the CIA from 2009 to 2011. 21 When Olson left his position as head of Special Operations Command, he was replaced with Admiral William McRaven, who served as the head of JSOC from 2008 to 2011, having followed Stanley McChrystal.
By January of 2012, Obama was continuing with seeking to move further away from large-scale ground wars such as in Iraq and Afghanistan, and refocus on “a smaller, more agile force across Asia, the Pacific and the Middle East.” Surrounded by the Joint Chiefs of Staff in full uniforms adorned with medals, along with other top Pentagon officials, President Obama delivered a rare press briefing at the Pentagon where he said that, “our military will be leaner, but the world must know the United States is going to maintain our military superiority.” The priorities in this strategy would be “financing for defense and offense in cyberspace, for Special Operations forces and for the broad area of intelligence, surveillance and reconnaissance.” 22
In February of 2012, Admiral William H. McRaven, the head of the Special Operations Command, was “pushing for a larger role for his elite units who have traditionally operated in the dark corners of American foreign policy,” advocating a plan that “would give him more autonomy to position his forces and their war-fighting equipment where intelligence and global events indicate they are most needed,” notably with expansions in mind for Asia, Africa and Latin America. McRaven stated that, “It’s not really about Socom [Special Operations Command] running the global war on terrorism… I don’t think we’re ready to do that. What it’s about is how do I better support” the major regional military command structures. 23
In the previous decade, roughly 80% of US Special Operations forces were deployed in the Middle East, but McRaven wanted them to spread to other regions, as well as to be able to “quickly move his units to potential hot spots without going through the standard Pentagon process governing overseas deployments.” The Special Operations Command numbered around 66,000 people, double the number since 2001, and its budget had reached $10.5 billion, from $4.2 billion in 2001. 24
In March of 2012, a Special Forces commander, Admiral William H. McRaven, developed plans to expand special operations units, making them “the force of choice” against “emerging threats” over the following decade. McRaven’s Special Operations Command oversees more than 60,000 military personnel and civilians, saying in a draft paper circulated at the Pentagon that: “We are in a generational struggle… For the foreseeable future, the United States will have to deal with various manifestations of inflamed violent extremism. In order to conduct sustained operations around the globe, our special operations must adapt.” McRaven stated that Special Forces were operating in over 71 countries around the world.25
The expansion of global special forces operations was largely in reaction to the increasingly difficult challenge of positioning large military forces around the world, and carrying out large scale wars and occupations, for which there is very little public support at home or abroad. In 2013, the Special Operations Command had forces operating in 92 different countries around the world, with one Congressional critic accusing McRaven of engaging in “empire building.” 26 The expanded presence of these operations is a major factor contributing to “destabilization” around the world, especially in major war zones like Pakistan.27
In 2013, McRaven’s Special Operations Command gained new authorities and an expanded budget, with McRaven testifying before the Senate Armed Services Committee that, “On any day of the year you will find special operations forces [in] somewhere between 70 and 90 countries around the world.” 28 In 2012, it was reported that such forces would be operating in 120 different countries by the end of the year.29
In December of 2012, it was announced that the U.S. was sending 4,000 soldiers to 35 different African countries as “part of an intensifying Pentagon effort to train countries to battle extremists and give the U.S. a ready and trained force to dispatch to Africa if crises requiring the U.S. military emerge,” operating under the Pentagon’s newest regional command, AFRICOM, established in 2007.30
By September of 2013, the U.S. military had been involved in various activities in Algeria, Angola, Benin, Botswana, Burkina Faso, Burundi, Cameroon, Cape Verde Islands, Senegal, Seychelles, Togo, Tunisia, Uganda and Zambia, among others, constructing bases, undertaking “security cooperation engagements, training exercises, advisory deployments, special operations missions, and a growing logistics network.”31
In short, Obama’s global ‘war of terror’ has expanded to roughly 100 countries around the world, winding down the large-scale military invasions and occupations such as those in Afghanistan and Iraq, and increasing the “small-scale” warfare operations of Special Forces, beyond the rule of law, outside Congressional and public oversight, conducting “snatch and grab” operations, training domestic repressive military forces in nations largely run by dictatorships to undertake their own operations on behalf of the ‘Global Godfather.’
Make no mistake: this is global warfare. Imagine for a moment the international outcry that would result from news of China or Russia conducting secret warfare operations in roughly 100 countries around the world. But when America does it, there’s barely a mention, save for the passing comments in the New York Times or the Washington Post portraying an unprecedented global campaign of terror as representative of Obama’s “values.” Well, indeed it is representative of Obama’s values, by virtue of the fact that he doesn’t have any.
Indeed, America has long been the Global Godfather applying the ‘Mafia Principles’ of international relations, lock-in-step with its Western lackey organized crime ‘Capo’ states such as Great Britain and France. Yet, under Obama, the president who had won public relations industry awards for his well-managed presidential advertising campaign promising “hope” and “change,” the empire has found itself waging war in roughly one hundred nations, conducting an unprecedented global terror campaign, increasing its abuses of human rights, war crimes and crimes against humanity, all under the aegis of the Nobel Peace Prize-winner Barack Obama.
Whether the president is Clinton, Bush, or Obama, the Empire of Terror wages on its global campaign of domination and subjugation, to the detriment of all humanity, save those interests that sit atop the constructed global hierarchy. It is in the interests of the ruling elite that America protects and projects its global imperial designs. It is in the interests of all humanity, then, that the Empire be opposed – and ultimately, deconstructed – no matter who sits in office, no matter who holds the title of the ‘high priest of hypocrisy’ (aka: President of the United States). It is the Empire that rules, and the Empire that destroys, and the Empire that must, in turn, be demolished.
The world at large – across the Middle East, Africa, Asia, Latin America – suffers the greatest hardships of the Western Mafia imperial system: entrenched poverty, exploitation, environmental degradation, war and destruction. The struggle against the Empire cannot be waged and won from the outside alone. The rest of the world has been struggling to survive against the Western Empire for decades, and, in truth, hundreds of years. For the struggle to succeed (and it can succeed), a strong anti-Empire movement must develop within the imperial powers themselves, and most especially within the United States. The future of humanity depends upon it.
Or… we could all just keep shopping and watching TV, blissfully blind to the global campaign of terror and war being waged in our names around the world. Certainly, such an option may be appealing, but ultimately, wars abroad come home to roost. As George Orwell once wrote: “The war is not meant to be won, it is meant to be continuous. Hierarchical society is only possible on the basis of poverty and ignorance. This new version is the past and no different past can ever have existed. In principle the war effort is always planned to keep society on the brink of starvation. The war is waged by the ruling group against its own subjects and its object is not the victory over either Eurasia or East Asia, but to keep the very structure of society intact.”

Should We Fall Again for ‘Trust Me’?

In a dazzling display of chutzpah, the White House is demanding that Congress demonstrate blind trust in a U.S. intelligence establishment headed by James Clapper, a self-confessed perjurer.
That’s a lot to ask in seeking approval for a military attack on Syria, a country posing no credible threat to the United States. But with the help of the same corporate media that cheer-led us into war with Iraq, the administration has already largely succeeded in turning public discussion into one that assumes the accuracy of both the intelligence on the apparent Aug. 21 chemical weapons attack in Syria and President Barack Obama’s far-fetched claim that Syria is somehow a threat to the United States.
Here we go again with the old political gamesmanship over ”facts” as a prelude to war, a replay of intelligence trickery from Vietnam’s Gulf of Tonkin to Iraq’s nonexistent WMD. Once more, White House officials are mounting a full-court press in Congress, hoping there will be enough ball turnovers to enable the administration to pull out a victory, with the corporate media acting as hometown referees.
And in the weekend talk shows, Secretary of State John Kerry, team co-captain in this transparent effort to tilt the playing field, certainly had his game face on. Kerry left little doubt that he KNOWS that the Syrian government is guilty of launching a chemical weapons attack on suburbs of Damascus on Aug. 21. How do we know he knows? Simple: It’s “Trust me” once again.
Did you not watch Kerry’s bravura performance before the TV cameras on Friday when he hawked the dubious evidence against the Syrian government? Someone should tell Kerry that using the word “know” 35 times does not suffice to dispel well-founded doubts and continuing ambiguities about the “intelligence,” such as it is. The administration’s white paper, issued to support Kerry’s “knowledge,” didn’t provide a single verifiable fact that established Syrian government guilt. But with his bravado, Kerry’s ploy was obvious – to sweep aside serious questions about the evidence and move the discussion simply to one of how much punishment should be inflicted on Syria. “So now that we know what we know, the question … is: What will we do?” Kerry said Friday.
But, Mr. Kerry, please not so fast with your attempt to do an Iraq War number on us. Frankly, asking us to simply trust you (especially after your 2002 vote for President George W. Bush’s Iraq War resolution) is too much to ask. Given the disease of prevarication circulating like a virus among top intelligence officials, one would have to have been “born yesterday” (to use one of Harry Truman’s expressions) to take you at your word.
And, there are hopeful signs that Congress, which has been fooled more than once before, may see through this latest rush to judgment. “Yes, I saw the classified documents,” Rep. Michael Burgess, R-Texas, told The Hill newspaper. “They were pretty thin.”
Some lawmakers are even stating another obvious point; i.e., that even with congressional approval, a military strike on Syria would be not only an international crime, but also unconstitutional because of the Constitution’s supremacy clause making treaties the supreme law of the land.
Under the United Nations Treaty, signatories like the U.S. pledge not to use – or even threaten to use – military force against another nation without U.N. Security Council approval or unless already attacked or in imminent danger of attack. None of those conditions apply here.
So, even if the “intelligence” against Syria were air-tight (which it isn’t) and if Congress approves a use-of-force resolution, the U.S. Constitution still requires that we abide by the U.N. Treaty and obtain Security Council approval. How can lawyers like Obama and Kerry ignore such basics?
There are also other options for punishing Syrian President Bashar al-Assad if there’s real evidence that he was complicit in the Aug. 21 attack. Like other leaders accused of war crimes, he can be indicted by the International Criminal Court or subjected to a special war-crimes tribunal. Yet, instead of following those legal strategies, which are specifically designed for these sorts of situations, President Obama proposes punishing one alleged war crime by committing another.
Intelligence? A Sow’s Ear
But there remains the key question of establishing the Assad government’s guilt and whether the Obama administration’s “high-confidence” assessment about that point is justified. It is a time-honored (or, better, time-dishonored) custom for White House officials bent on war to distort or even manufacture “intelligence” to justify their aims, especially after they’ve gone public with their “knowledge.”
On this point, I can say – “with high confidence” – that the White House is at it again, perpetrating another fraud on Congress and the American people. And most of the U.S. mainstream press has elbowed past the many questions about the quality of the intelligence and has moved on to discussing whether President Obama will “win” or “lose” the congressional vote, whether partisanship will spill over into foreign policy hurting America’s “credibility” to look tough.
Was it just a little over a decade ago that we watched President George W. Bush and Vice President Dick Cheney create out of whole cloth intelligence to “justify” war on Iraq while the U.S. press corps mostly acted as stenographers and cheerleaders? Mistakes are forgivable; fraud is not; neither is cowardice in the face of a misguided rush to war. And the fact that not a single senior Bush administration official was held accountable compounds the problem.
Since many Americans, malnourished as they are by the corporate media, need to be reminded, let’s say it again: The pre-Iraq “intelligence” was not mistaken; it was fraudulent. And, sad to say, then-CIA Director George Tenet and his malleable managers were willing accomplices in that fraud. You need not take my word for it.
Just five years ago, in June 2008, Senate Intelligence Committee Chair Jay Rockefeller, D-West Virginia, announced the conclusions of a five-year committee investigation into pre-Iraq War intelligence approved by a bipartisan majority of 10-5 (Republican Senators Chuck Hagel and Olympia Snowe voting with the Democratic majority). Emphasizing the committee’s conclusion that the Bush administration made significant claims that were not supported by the intelligence, Rockefeller declared, “In making the case for war, the Administration repeatedly presented intelligence as fact when in reality it was unsubstantiated, contradicted, or even non-existent.”
Pressure on Intelligence Analysts
My former CIA analyst colleague, Paul R. Pillar, who, as National Intelligence Officer for the Middle East before the attack on Iraq, experienced up-front and personal the extreme pressure that intelligence analysts feel when a president has decided to make war, addressed this problem recently in “The Risk of Distorting Intelligence.” Pillar pointed out that an Associated Press story on the Obama administration’s preparation of the public for a military strike on Syria included these statements:
“The White House ideally wants intelligence that links the attack [with chemical weapons] directly to Assad or someone in his inner circle, to rule out the possibility that a rogue element of the military act[ed] without Assad’s authorization. That quest for added intelligence has delayed the release of the report by the Office of the Director for National Intelligence laying out evidence against Assad. … The CIA and the Pentagon have been working to gather more human intelligence tying Assad to the attack.”
Pillar adds, “When one hears that policy-makers want not just intelligence on a particular subject but intelligence that supports a particular conclusion about that subject, antennae ought to go up. A ‘quest’ for conclusion-bolstering material is fundamentally different from an open-minded use of intelligence to inform policy decisions yet to be made. It is instead a matter of making a public (and Congressional) case to support a decision already made.”
This was the kind of highly politicized “policy kitchen” in which intelligence analysts and other officials were pressured to serve as cooks whipping up the frothy broth labeled “Government Assessment of the Syrian Government’s Use of Chemical Weapons,” lauded by Secretary of State Kerry on Friday. The manner in which it was issued shows it to be a “policy statement,” NOT an “intelligence summary,” as widely described in the media. And, clearly, there were too many cooks involved.
In contrast to key past issuances of similarly high political sensitivity, the “Government Assessment” released on Friday does not appear under the letterhead of the Director of National Intelligence as was the case, for example, with the official statement issued on Sept. 28, 2012, “on the intelligence related to the terrorist attack on the U.S. Consulate in Benghazi, Libya.”
This break in customary practice may have been simply a function of Director of National Intelligence James Clapper being in such bad odor among those lawmakers who still care about truth. Clapper has confessed to telling Congress, under oath, “clearly erroneous” things about the National Security Agency’s surveillance abuses.
Thus, the administration runs some risk in trotting out Clapper this week to testify before the intelligence and national security committees of Congress. Perhaps the White House has decided it has to rely on Clapper’s demonstrated gift for lying with a straight face (though sweaty pate); or it may be counting on short-term memory loss on the part of the many superannuated and/or distracted members of Congress.
Clapper’s Record
Well before Obama appointed him Director of National Intelligence three years ago, retired Air Force Lt. Gen. James Clapper showed himself to be a subscriber to the George Tenet doctrine of compliant malleability, having helped Defense Secretary Donald Rumsfeld falsify the intelligence on weapons of mass destruction in Iraq. Did no one tell Obama about Clapper’s key role in the cooking of intelligence before the Iraq War?
Rumsfeld handpicked Clapper to be the first civilian director of the National Geospatial-Intelligence Agency (NGA), where he served during the crucial period of September 2001 to June 2006. NGA’s responsibilities included analysis of satellite imagery – the most capable and likely collection resource to discover weapons of mass destruction facilities in Iraq or to verify Iraqi “defector” reports of hidden WMD caches.
So why didn’t NGA point out the absence of WMD evidence or note the many discrepancies in the stories being told by the “defectors” – many of whom were coached by the pro-invasion Iraqi National Congress? The answer: Clapper knew which side his bread was buttered on. Instead of speaking truth to power, he not only fell in with the Tenet school of obeisance, but also glommed onto Donald Rumsfeld’s aphorism: “The absence of evidence is not evidence of absence.”
Working for Rumsfeld, Clapper’s job, pure and simple, was to stifle any untutored-to-the-ways-of-Washington analyst who might ask unwelcome questions like: Could the reason there is not a trace of Iraqi WMD in any of the satellite imagery be that there is none there – and that the Pentagon’s favorite “defectors” are lying through their teeth?
When no WMD caches were found, it was Clapper who suggested, without a shred of evidence, that Saddam Hussein had sent the phantom WMD to Syria, a theory that also was pushed by neocons both to deflect criticism of their false assurances about Iraq’s WMD and to open a new military front against another Israeli nemesis, Syria. (It appears that time may have finally come.)
On more substantive issues – like the key one, “why they hate us” – Clapper has advanced some imaginative theories about what makes terrorists tick. It’s “self-radicalization,” you see. Clapper promoted this bedeviling concept while a nominee for the post of Director of National Intelligence, which he – having played fast and loose with the truth, aside – still occupies.
At his nomination hearing Clapper was asked by Sen. Bill Nelson, D-Florida, about lessons drawn from the investigation of Army Major Nidal Hasan, the psychiatrist sentenced to death last week for killing 13 people at Fort Hood. Clapper responded that “self-radicalization” is a “daunting challenge. … I don’t have the answer to the challenge; identification of self-radicalization may not lend itself to detection by intelligence agencies. … It’s almost like detecting tendencies for suicide ahead of time.”
Still Far From a Silk Purse
If intelligence community leaders have any pride left, they may also have been embarrassed by how last Friday’s “Government Assessment” fit the old bureaucratic image of a camel as the arch-typical horse designed by committee. Seldom have my intelligence alumni colleagues and I seen a more meandering, repetitive, fulsome document. Full of verisimilitude, the document nonetheless includes this key acknowledgment: “Our high confidence assessment is the strongest position that the U.S. Intelligence can take short of confirmation.”
It seems a safe bet that during the next two weeks’ testimony before the various national security committees of the Senate and House, Kerry and Clapper will claim that additional intelligence has “confirmed” what until now has been simply the “assessments” of the U.S. government. Let’s hope that lawmakers have the good sense to ask for actual evidence that can withstand independent scrutiny.
Colin Powell’s meretricious U.N. speech on Feb. 5, 2003, was at least well crafted and persuasively presented. In a same-day assessment, we Veteran Intelligence Professionals for Sanity (VIPS) gave him an A for presentation, while almost flunking him (with a C-minus) for substance. In our Memorandum for the President that day, we urged that the discussion be widened beyond the circle of those advisers clearly bent on a war for which we saw no compelling reason and from which we believed the unintended consequences were likely to be catastrophic.
If President Obama would let us in the door, we would tell him the same thing today, since he has surrounded himself with a menagerie of “tough guys and gals” as well as some neocons and neocons-lite. Before Kerry went on TV Friday, VIPS had already warned Joint Chiefs Chairman Martin Dempsey “there are serious problems with the provenance and nature of the ‘intelligence’ that is being used to support the need for military action.” Those problems remain.
Tonkin Gulf
From my own personal life experience, there was another good example of how the prostitution of intelligence works: When the Tonkin Gulf incident (used to “justify” the Vietnam War) took place 49 years ago, I was a journeyman CIA analyst in what Condoleezza Rice has called “the bowels of the agency.” As an intelligence analyst responsible for Russian policy toward Southeast Asia and China, I worked very closely with those doing analysis on Vietnam and China.
At the time, the U.S. had about 16,000 troops in South Vietnam, but there was mounting political pressure to dramatically expand the U.S. troop levels to prevent a Communist victory. President Lyndon Johnson feared that Republicans would blame him for “losing Vietnam” the way some tarred Harry Truman for “losing China.” So the Gulf of Tonkin incident – North Vietnamese allegedly firing on a U.S. destroyer in international waters – offered Johnson the chance both to look tough and to get a congressional carte blanche for a wider war.
Those of us in intelligence – not to mention President Johnson, Defense Secretary Robert McNamara and National Security Adviser McGeorge Bundy – knew full well that the evidence of any North Vietnamese attack on the evening of Aug. 4, 1964, the so-called “second” Tonkin Gulf incident, was highly dubious.
But it fit the President’s purposes. The North Vietnamese could be presented as aggressors attacking a U.S. ship on a routine patrol in international waters. To make the scam work, however, the American people and members of Congress had to be kept in the dark about the actual facts of the case, all the better to whip them into a war frenzy.
Only years later was the fuller story revealed. During the summer of 1964, President Johnson and the Joint Chiefs of Staff were eager to widen the war in Vietnam. They stepped up sabotage and hit-and-run attacks on the coast of North Vietnam. Defense Secretary McNamara later admitted that he and other senior leaders had concluded that the seaborne attacks “amounted to little more than pinpricks” and “were essentially worthless,” but they continued.
Concurrently, the National Security Agency was ordered to collect signals intelligence from the North Vietnamese coast on the Gulf of Tonkin, and the coastal attacks were seen as a helpful way to get the North Vietnamese to turn on their coastal radars. The destroyer USS Maddox, carrying electronic spying gear, was authorized to approach as close as eight miles from the coast and four miles from offshore islands, some of which already had been subjected to intense shelling by clandestine attack boats.
As James Bamford describes it in Body of Secrets: “The twin missions of the Maddox were in a sense symbiotic. The vessel’s primary purpose was to act as a seagoing provocateur — to poke its sharp gray bow and the American flag as close to the belly of North Vietnam as possible, in effect shoving its 5-inch cannons up the nose of the Communist navy. In turn, this provocation would give the shore batteries an excuse to turn on as many coastal defense radars, fire control systems, and communications channels as possible, which could then be captured by the men … at the radar screens. The more provocation, the more signals…
“The Maddox’ mission was made even more provocative by being timed to coincide with commando raids, creating the impression that the Maddox was directing those missions and possibly even lobbing firepower in their support. … North Vietnam also claimed at least a twelve-mile limit and viewed the Maddox as a trespassing ship deep within its territorial waters.”
On Aug. 2, 1964, an intercepted message ordered North Vietnamese torpedo boats to attack the Maddox. The destroyer was alerted and raced out to sea beyond reach of the torpedoes, three of which were fired in vain at the destroyer’s stern. The Maddox’s captain suggested that the rest of his mission be called off, but the Pentagon refused. And still more commando raids were launched on Aug. 3, shelling for the first time targets on the mainland, not just the offshore islands.
Early on Aug. 4, the Maddox captain cabled his superiors that the North Vietnamese believed his patrol to be directly involved with the commando raids and shelling. That evening at 7:15 (Vietnam time) the Pentagon alerted the Maddox to intercepted messages indicating that another attack by patrol boats was imminent.
What followed was panic and confusion. There was a score of reports of torpedo and other hostile attacks, but no damage and growing uncertainty as to whether any attack actually took place. McNamara was told that “freak radar echoes” were misinterpreted by “young fellows” manning the sonar, who were “apt to say any noise is a torpedo.”
This did not prevent McNamara from testifying to Congress two days later that there was “unequivocal proof” of a new attack. And based largely on that, Congress passed the Tonkin Gulf resolution allowing Johnson to escalate the war with intense aerial bombardments and the dispatch of more than a half million U.S. troops, 58,000 who would die along with estimates of several million Vietnamese and other people of Indochina.
Meanwhile, in ‘the Bowels’
However, by the afternoon of Aug. 4, 1964, the CIA’s expert analyst on North Vietnam (let’s call him “Tom”) had concluded that probably no one had fired on the U.S. ships. He included a paragraph to that effect in the item he wrote for the Current Intelligence Bulletin, which would be wired to the White House and other key agencies and appear in print the next morning.
And then something unique happened. The Director of the Office of Current Intelligence, a very senior officer whom Tom had never before seen, descended into the bowels of the agency to order the paragraph deleted. He explained: “We’re not going to tell LBJ that now. He has already decided to bomb North Vietnam. We have to keep our lines open to the White House.”
“Tom” later bemoaned — quite rightly: “What do we need open lines for, if we’re not going to use them, and use them to tell the truth?”
The late Ray S. Cline, who as Deputy Director for Intelligence was the current-intelligence director’s boss at the time of the Tonkin Gulf incident, said he was “very sure” that no attack took place on Aug. 4. He suggested that McNamara had shown the President unevaluated signals intelligence that referred to the (real) earlier attack on Aug. 2 rather than the non-event on the 4th. There was no sign of remorse on Cline’s part that he didn’t step in and make sure the President was told the truth.
Though we in the bowels of the agency knew there was no Aug. 4 attack – and so did some of our superiors – everyone also knew, as did McNamara, that President Johnson was lusting for a pretext to strike the North and escalate the war. And, like B’rer Rabbit, nobody said nothin’.
Let’s hope that, this time on Syria, at least one or two senior intelligence or policy officials will find a way to get the truth out – heeding their own conscience and oath to support and defend the Constitution – rather than succumb to the ever-present temptation to give priority to being part of the President’s “team.”

Russia Bars Bush-Era Torture Lawyers

The U.S. government views itself as the global arbiter of human rights, righteously throwing stones at other nations for their misbehavior and most recently imposing sanctions on a group of Russians accused of human rights crimes. That move prompted a tit-for-tat response from Moscow, barring 18 current and former U.S. officials from entering Russia.
The predictable response from the U.S. news media to the Russian retaliation was to liken it to the Cold War days when the United States would catch a Soviet spy and Moscow would retaliate by grabbing an American and arranging a swap.
But several of the Americans targeted by Moscow this time were clearly guilty of human rights crimes. John Yoo and David Addington were former legal advisers to President George W. Bush and Vice President Dick Cheney, respectively. The two lawyers were famous for inventing new excuses for torture. Two other Americans on Moscow’s list – Major General Geoffrey D. Miller and Rear Admiral Jeffrey Harbeson – commanded the extralegal detention center at Guantanamo Bay, Cuba.
In particular, Yoo and Addington stand out as smug apologists for torture who twisted law and logic to justify waterboarding, painful stress positions, forced nudity, sleep deprivation and other techniques that have been historically defined as torture. In a society that truly respected human rights, they would have been held accountable – along with other practitioners of the “dark side” – but instead have been allowed to walk free and carry on their professional lives almost as if nothing had happened.
The Russians were polite enough only to include on the list these mid-level torture advocates and enablers (as well as some prosecutors who have led legal cases against Russian nationals). They left off the list many culpable former senior officials, such as Defense Secretary Donald Rumsfeld, National Security Advisor Condoleezza Rice, CIA Director George Tenet, Cheney and Bush. Obviously, the Russian government didn’t want an escalation.
It’s also undeniably true that Moscow does not come to the human rights issue with clean hands. But neither does the United States, a country that for generations has taken pride in its role as the supposed beacon of human rights, the rule of law, and democratic principles.
Acting as a prosecutor at the Nuremberg Tribunals after World War II, Supreme Court Justice Robert Jackson famously denied that punishing the Nazi leaders as war criminals was simply victor’s justice. He insisted that the same principles would apply to the nations sitting in judgment, including the United States and the Soviet Union. However, that has turned out not to be the case.
The real principles of today’s international law could be described as dragging petty warlords from Africa or Eastern Europe off to The Hague for prosecution by the International Criminal Court, while letting leaders of the Big Powers – with far more blood on their hands – off the hook. Jackson’s “universal principles” of human rights now only apply to the relatively weak.
A History of Double Standards
Of course, one could argue that double and triple standards have always been the way of the world. What often seems to really matter is who has the most powerful friends, the best P.R. team, and the greatest number of “news” organizations in their pocket. Plus, lots of cognitive dissonance helps, too.
For instance, you must forget the role of the New York Times’ Thomas Friedman, the Washington Post’s Fred Hiatt and other mainstream media stars in rallying the American people to get behind the U.S. invasion of Iraq in 2002-2003 – when the same pundits now fold their arms in disgust at some other nation’s violation of international law.
It’s also handy if you can forget much of American history. You can fondly recall the stirring words about liberty from the Founding Fathers, but it’s best to forget that many owned African-Americans as slaves and that their lust for territorial expansion led them and their descendants to wage a cruel genocide against Native Americans.
There also were the repeated military interventions in Latin America and the brutal counterinsurgency campaign in the Philippines (which applied some of the same tactics that the U.S. military had perfected in crushing uprisings by Native Americans). Then, there were the militarily unnecessary atomic bomb attacks on Hiroshima and Nagasaki; the mass slaughters in Indochina in the 1960s and 1970s; and the “death squad” operations in South and Central America in the 1970s and 1980s.
One can trace a direct correlation from American sayings like “the only good Indian is a dead Indian” in the 19th Century to “kill them all and let God sort them out” in the 20th Century. And U.S. respect for human rights hasn’t improved much in the new century with George W. Bush’s “war on terror” and his invasions of Afghanistan and Iraq and with Barack Obama’s extrajudicial killings by drone attacks.
So, when the United States strides from its glass house to hurl stones at Russians over repression in Chechnya, it’s not at all surprising that the Russians would return the volley by singling out some of the Americans clearly implicated in war crimes under George W. Bush. The only real question is why did the Russians stop with a handful of apparatchiks? Probably they didn’t want to escalate this exchange of Big Power hypocrisies.
The hard truth is that if the United States had a functioning criminal justice system for the powerful – not just for run-of-the-mill offenders – former Vice President Cheney and ex-President Bush would have convicted themselves with their own public comments defending their use of torture.
For instance, in February 2010, on ABC’s “This Week,” Cheney pronounced himself “a big supporter of waterboarding,” a near-drowning technique that has been regarded as torture back to the Spanish Inquisition and that has long been treated by U.S. authorities as a serious war crime, such as when Japanese commanders were prosecuted for using it on American prisoners during World War II.
Cheney was unrepentant about his support for the technique. He answered with an emphatic “yes” when asked if he had opposed the Bush administration’s decision to suspend the use of waterboarding. He added that waterboarding should still be “on the table” today.
Admitting the Sham
But Cheney went further. Speaking with a sense of legal impunity, he casually negated a key line of defense that senior Bush officials had hidden behind for years – that the brutal interrogations were okayed by independent Justice Department legal experts who gave the administration a legitimate reason to believe the actions were within the law.
However, in the interview, Cheney acknowledged that the White House had told the Justice Department lawyers what legal opinions to render. In other words, the opinions amounted to ordered-up lawyering to permit the administration to do whatever it wanted.
In responding to a question about why he had so harshly attacked President Obama’s counterterrorism policies, Cheney explained that he was concerned about the new administration prosecuting some CIA operatives who had handled the interrogations and “disbarring lawyers with the Justice Department who had helped us put those policies together. … I thought it was important for some senior person in the administration to stand up and defend those people who’d done what we asked them to do.”
Cheney’s comment about the Justice lawyers who had “done what we asked them to do” was an apparent reference to John Yoo and his boss, Jay Bybee, at the Office of Legal Counsel (OLC), a powerful Justice Department agency that advises the President on the limits of his power.
In 2002, Yoo – while working closely with White House officials – drafted legal memos that permitted waterboarding and other brutal techniques by narrowly defining torture. He also authored legal opinions that asserted virtual dictatorial powers for a President during war, even one as vaguely defined as the “war on terror.” Yoo’s key memos were then signed by Bybee.
In 2003, after Yoo left to be a law professor at the University of California at Berkeley and Bybee was elevated to a federal appeals court judgeship in San Francisco, their successors withdrew the memos because of the sloppy scholarship. However, in 2005, President George W. Bush appointed a new acting chief of the OLC, Steven Bradbury, who restored many of the Yoo-Bybee opinions.
In the years that followed, Bush administration officials repeatedly cited the Yoo-Bybee-Bradbury legal guidance when insisting that the “enhanced interrogation” of “war on terror” detainees – as well as prisoners from the Iraq and Afghan wars – did not cross the line into torture.
In essence, the Bush-Cheney defense was that the OLC lawyers offered honest opinions and that everyone from the President and Vice President, who approved use of the interrogation techniques, down to the CIA interrogators, who conducted the torture, operated in good faith.
If, however, that narrative is indeed false – if the lawyers had colluded with the policymakers to create legal excuses for criminal acts – then the Bush-Cheney defense would collapse. Rather than diligent lawyers providing professional advice, the picture would be of Mob consiglieres counseling crime bosses how to skirt the law.
Hand in Glove
Though Bush administration defenders have long denied that the legal opinions were cooked, the evidence has long supported the conspiratorial interpretation. For instance, in his 2006 book War by Other Means, Yoo himself described his involvement in frequent White House meetings regarding what “other means” should receive a legal stamp of approval. Yoo wrote:
“As the White House held its procession of Christmas parties and receptions in December 2001, senior lawyers from the Attorney General’s office, the White House counsel’s office, the Departments of State and Defense and the NSC [National Security Council] met a few floors away to discuss the work on our opinion. … This group of lawyers would meet repeatedly over the next months to develop policy on the war on terrorism.”
Yoo said meetings were usually chaired by Alberto Gonzales, who was then White House counsel and later became Bush’s second Attorney General. Yoo identified other key players as Timothy Flanigan, Gonzales’s deputy; William Howard Taft IV from State; John Bellinger from the NSC; William “Jim” Haynes from the Pentagon; and David Addington, counsel to Cheney.
In his book, Yoo described his work swatting down objections from the State Department’s lawyer and the Pentagon’s judge advocate generals – who feared that waiving the Geneva Conventions in the “war on terror” would endanger U.S. soldiers – Yoo stressed policy concerns, not legal logic.
“It was far from obvious that following the Geneva Conventions in the war against al-Qaeda would be wise,” Yoo wrote. “Our policy makers had to ask whether [compliance] would yield any benefit or act as a hindrance.”
What Yoo’s book and other evidence make clear is that the lawyers from the Justice Department’s OLC weren’t just legal scholars handing down opinions from an ivory tower; they were participants in how to make Bush’s desired actions “legal.” They were the lawyerly equivalents of those U.S. intelligence officials, who – in the words of the British “Downing Street Memo” – “fixed” the facts around Bush’s desire to invade Iraq.
Redefining Torture
In the case of waterboarding and other abusive interrogation tactics, Yoo and Bybee generated a memo, dated Aug. 1, 2002, that came up with a novel and narrow definition of torture, essentially lifting the language from an unrelated law regarding health benefits.
The Yoo-Bybee legal opinion stated that unless the amount of pain administered to a detainee led to injuries that might result in “death, organ failure, or serious impairment of body functions” then the interrogation technique could not be defined as torture. Since waterboarding is not intended to cause death or organ failure – only the panicked gag reflex associated with drowning – it was deemed not to be torture.
The “torture memo” and related legal opinions were considered so unprofessional that Bybee’s replacement to head the OLC, Jack Goldsmith, himself a conservative Republican, took the extraordinary step of withdrawing them after he was appointed in October 2003. However, Goldsmith was pushed out of his job after a confrontation with Cheney’s counsel Addington. Bradbury then enabled the Bush White House to reinstate many of the Yoo-Bybee opinions.
Cheney’s frank comments on “This Week” in 2010 – corroborating that Yoo and Bybee “had done what we asked them to do” – reflected the confidence that former Bush administration officials felt by then that they would face no accountability from the Obama administration for war crimes.
Surely, if a leader of another country had called himself “a big supporter of waterboarding,” there would have been a clamor for his immediate arrest and trial at The Hague. That Cheney felt he could speak so openly and with such impunity was a damning commentary on the rule of law in the United States, at least when it comes to the nation’s elites.
John Yoo apparently shares Cheney’s nonchalance about facing accountability. This weekend, when Yoo was asked about the Russians banning him as a human rights violator, he joked about the athletic skills of Russian President Vladimir Putin. “Darn,” Yoo wrote in an e-mail, “there goes my judo match with Putin.”
Perhaps the ultimate measure of America’s current standing as a promoter of human rights is that it’s difficult to judge which government is the bigger hypocrite: the one in Moscow or the one in Washington.

Israel to drill for oil in Syria’s Golan

Israel has awarded its first license to drill for oil on the occupied Golan Heights to a US energy company, industry sources said on Thursday.
Israel captured the Golan from Syria in the 1967 Middle East war and annexed it in a move not recognized internationally. The strategic plateau has been extensively settled by Israelis and is the site of a major wind turbine project.
Energy sector sources said that after Israel decided last year to allow oil and gas exploration on the Golan, Genie Energy was awarded a license to drill. The New Jersey-based company still needs further work permits for drilling to commence, a process that could take years.
Genie did not immediately return calls for comment.
The company’s Strategic Advisory Board includes a number of high-profile pro-Israel political and business leaders: US Vice President Dick Cheney, media mogul Rupert Murdoch, and British banking tycoon Lord Jacob Rothschild.
The strategic advisory board “advises management on strategic, financial, operational and public policy matters.”
The Golan’s status has been at the heart of past Israeli-Syrian peace talks, with Damascus demanding its full return. With a two-year-old Syrian revolt now threatening President Bashar al-Assad’s rule, Israel has dug in on the Golan.
Last Thursday, financial news site TheMarker reported that US-Israeli consortium developing the Tamar natural gas field off Palestine’s Mediterranean coast is in talks to sell gas to Jordanian companies.
The Tamar prospect, whose estimated reserves of 274 bcm made it one of the largest discoveries of the past decades, is expected to begin production in the next few months.
Jordan, like Israel, was dealt a wave of attacks on pipelines from Egypt. But Egypt still supplies Jordan with gas while it halted supply to Israel last year.

How Colin Powell Showed That Torture Works
The Film Hollywood Should Make is About al-Libi’s Torture Helping Lead to Iraq War Disaster

Ten years ago, Colin Powell made the case for invading Iraq before the United Nations Security Council. Many aspects of his case were clearly dubious at the time, but one notorious aspect desperately needs to be truly understood: Some of Powell’s argument for an Iraq link to al-Qaeda came from Ibn al-Shaykh al-Libi who was tortured into giving such “evidence” — that is, he told the torturers what they wanted to hear so that the torture would stop.
This is particularly noteworthy as the movie Zero Dark Thirty has many liberals screaming “torture doesn’t work” — which, in a sense is totally true and at the same time exactly misses the point. Torture does work. It just doesn’t work in so far as its stated purpose (catching criminals, stopping evil plots) is concerned.
Former long-time CIA analyst Ray McGovern, has written that the al-Libi case was central to Powell keeping the alleged al-Qaeda link to Iraq in his UN speech:
Al-Libi’s stories misinformed Colin Powell’s U.N. speech, which sought to establish a “sinister nexus” between Iraq and al-Qaeda to justify invading Iraq.
Al-Libi recanted his claims in January 2004. That prompted the CIA, a month later, to recall all intelligence reports based on his statements, a fact recorded in a footnote to the report issued by the 9/11 Commission. …
The al-Libi case might help you understand why, even though information from torture is notoriously unreliable, President George W. Bush, Vice President Dick Cheney and the sycophants running U.S. intelligence ordered it anyway.
In short, if it is untruthful information you are after, torture can work just fine!
Col. Lawrence B. Wilkerson, Colin Powell’s own former chief of staff, similarly wrote:
“What I have learned is that as the administration authorized harsh interrogation in April and May of 2002 — well before the Justice Department had rendered any legal opinion — its principal priority for intelligence was not aimed at pre-empting another terrorist attack on the U.S. but discovering a smoking gun linking Iraq and al-Qaeda.
“So furious was this effort that on one particular detainee, even when the interrogation team had reported to Cheney’s office that their detainee ‘was compliant’ (meaning the team recommended no more torture), the VP’s office ordered them to continue the enhanced methods. The detainee had not revealed any al-Qaeda-Baghdad contacts yet. This ceased only after Ibn al-Shaykh al-Libi, under waterboarding in Egypt, ‘revealed’ such contacts. Of course later we learned that al-Libi revealed these contacts only to get the torture to stop.
“There in fact were no such contacts.” [Wilkerson elaborated on this on Democracy Now Wednesday morning, should be posted here. He notes he and Powell agreed to drop the accusation of an al-Qaeda link to Iraq until they were given the “evidence” from al-Libi’s interrogation.]
I asked Powell about this in 2009 and he seemed remarkably defensive and uninterested in finding out if the words he uttered on the world stage were based on misinformation from torture:
Sam Husseini: General, can you talk about the al-Libi case and the link between torture and the production of tortured evidence for war?
Colin Powell: I don’t have any details on the al-Libi case.
SH: Can you tell us when you learned that some of the evidence that you used in front of the UN was based on torture? When did you learn that?
CP: I don’t know that. I don’t know what information you’re referring to. So I can’t answer.
SH: Your chief of staff, Wilkerson, has written about this.
CP: So what? [inaudible]
SH: So you’d think you’d know about it.
CP: The information I presented to the UN was vetted by the CIA. Every word came from the CIA and they stood behind all that information. I don’t know that any of them believe that torture was involved. I don’t know that in fact. A lot of speculation, particularly by people who never attended any of these meetings, but I’m not aware of it.
But my questioning was based on statements by Wilkerson, who was in the room. Presumably Powell is waiting for the CIA to call him and tell him directly that torture was used to extract some of the information he used.
This problem of torture yielding useful but false information was not unforeseeable. Professor As’ad AbuKhalil appeared on a news release I assembled the day after Powell’s notorious UN speech: “The Arab media is reporting that the Zakawi story was provided by Jordanian intelligence, which has a record of torture and inaccuracy.”
But the al-Libi story gets even worse. First off, al-Libi had initially cooperated with FBI officials when he was first questioned by them, giving them true and useful information without being tortured. Secondly, he was tortured by chief Egyptian spymaster Omar Suleiman, widely seen and the CIA’s man in Cairo, who attempted to take over from Mubarak when the longtime dictator finally stepped down because of the uprising in 2011 (Suleiman himself died in a Cleveland hospital in 2012).
After al-Libi recanted to the CIA, he was eventually shipped off to Libya where he died in a prison cell. The newspaper of one of Qaddafi’s son’s claimed it was a suicide. As Juan Cole wrote at the time: “The best refutation of Dick Cheney’s insistence that torture was necessary and useful in dealing with threats from al-Qaeda just died in a Libyan prison.”
Before his death, Human Rights Watch “briefly met with al-Libi on April 27 during a research mission to Libya. He refused to be interviewed, and would say nothing more than: ‘Where were you when I was being tortured in American jails.’”
After al-Libi’s death Human Right Watch stated: “The death of Ibn al-Sheikh al-Libi means that the world will never hear his account of the brutal torture he experienced. So now it is up to Libya and the United States to reveal the full story of what they know, including its impact on his mental health.” Right after Al Capone investigates his own dealings.
Note that al-Libi died in Libyan custody when relations were quite chummy between Qaddafi and the U.S. It’s hard not to think this was part of a quid pro quo — the Qaddafi regime offs al-Libi to help the U.S. cover up the torture-war link and in exchange Qaddafi got (rather short-lived acceptance from part of the U.S. establishment.
If Hollywood — or any media for that matter — had any interest in communicating the realities of the modern Mideast and U.S. policy there, the story of al-Libi should be front and center.

Dear Mr. President: Letters from Israel partisans that took America to war

According to its June 3, 1997 Statement of Principles, the Project for the New American Century (PNAC) was created to advance a “Reaganite foreign policy of military strength and moral clarity,” a policy PNAC co-founders, William Kristol and Robert Kagan, had advocated the previous year in Foreign Affairs to counter what they construed as the American public’s short-sighted indifference to foreign “commitments.” Calling for a significant increase in “defense spending,” PNAC exhorted the United States “to meet threats before they become dire.”
The Wolfowitz Doctrine
The idea of preemptive war also known as the Wolfowitz Doctrine—subsequently dubbed the “Bush Doctrine” by PNAC signatory Charles Krauthammer—can be traced as far back as Paul Wolfowitz’s Ph.D. dissertation, “Nuclear Proliferation in the Middle East,” which was based on “a raft of top-secret documents” his influential mentor, Cold War nuclear strategist Albert Wohlstetter, somehow “got his hands on” during a post-Six Day War trip to Israel. The “top-secret” Israeli documents supposedly showed that Egypt was planning to divert a Johnson administration proposal for regional civilian nuclear energy into a weapons program. Among those who signed PNAC’s Statement of Principles were Wohlstetter protégés Francis Fukuyama, Zalmay Khalilzad, and Wolfowitz, who despite having been investigated for passing a classified document to an Israeli government official through an AIPAC intermediary in 1978 would be appointed Deputy Secretary of Defense in the George W. Bush administration, where he would be the first to suggest attacking Iraq four days after 9/11; Wolfowitz protégé I. Lewis Libby, who later “hand-picked” Vice President Dick Cheney’s staff mainly from pro-Israel think tanks; Elliott Abrams, who would go on to serve as Bush’s senior director on the National Security Council for Near East and North African Affairs, his mother-in-law, Midge Decter, and her husband, Norman Podhoretz; and Eliot A. Cohen, who would later smear Walt and Mearsheimer’s research on the Israel lobby’s role in skewing U.S. foreign policy as “anti-Semitic.”
On January 26, 1998, PNAC wrote the first of its many open letters to U.S. presidents and Congressional leaders, in which they enjoined President Clinton that “removing Saddam Hussein and his regime from power […] now needs to become the aim of American foreign policy.” Failure to eliminate “the possibility that Iraq will be able to use or threaten to use” its non-existent weapons of mass destruction, the letter cautioned, would put at risk “the safety of American troops in the region, of our friends and allies like Israel and the moderate Arab states, and a significant portion of the world’s supply of oil.” An additional signatory this time was another Wohlstetter protégé, Richard Perle, a widely suspected Israeli agent of influence whose hawkish foreign policy views were shaped when Hollywood High School classmate and girlfriend, Joan Wohlstetter, invited him for a swim in her family’s swimming pool and her father handed Perle his 1958 RAND paper, “The Delicate Balance of Terror,” thought to be an inspiration for Kubrick’s Dr. Strangelove.
Having helped sow the seeds of the Iraq War five years before Operation Iraqi Freedom, PNAC wrote a second letter to Clinton later that year. Joining with the International Crisis Group, and the short-lived Balkan Action Council and Coalition for International Justice, they took out an advertisement in the New York Times headlined “Mr. President, Milosevic is the Problem.” Expressing “deep concern for the plight of the ethnic Albanian population of Kosovo,” the letter declared that “[t]here can be no peace and stability in the Balkans so long as Slobodan Milosevic remains in power.” It urged the United States to lead an international effort which should demand a unilateral ceasefire by Serbian forces, put massive pressure on Milosevic to agree on “a new political status for Kosovo,” increase funding for Serbia’s “democratic opposition,” tighten economic sanctions in order to hasten regime change, cease diplomatic efforts to reach a compromise, and support the Hague tribunal’s investigation of Milosevic as a war criminal. Now that “the world’s newest state” (prior to Israel’s successful division of Sudan) is run by a “mafia-like” organization involved in trafficking weapons, drugs and human organs, there appears to be much less concern for the plight of the ethnic Serbian population of Kosovo.
A New Pearl Harbor
One year after the publication of its September 2000 report, “Rebuilding America’s Defenses,” the “new Pearl Harbor” PNAC implied might be necessary to hasten acquiescence to its blueprint for “benevolent global hegemony” occurred on 9/11. Nine days after that “catastrophic and catalyzing event,” it wrote to endorse President Bush’s “admirable commitment to ‘lead the world to victory’ in the war against terrorism.” However, capturing or killing Osama bin Laden, the letter stressed, was “by no means the only goal” in the newly-declared war on terror. “[E]ven if evidence does not link Iraq directly to the attack, any strategy aiming at the eradication of terrorism and its sponsors must include a determined effort to remove Saddam Hussein from power in Iraq,” cautioned the PNACers. “Failure to undertake such an effort will constitute an early and perhaps decisive surrender in the war on international terrorism.” Disingenuously characterizing Israel’s enemy Hezbollah as a group “that mean[s] us no good,” the Israel partisans called on the administration to “consider appropriate measures of retaliation” against Iran and Syria if they refused to “immediately cease all military, financial, and political support for Hezbollah.” Touting Israel as “America’s staunchest ally against international terrorism,” they counseled Washington to “fully support our fellow democracy in its fight against terrorism.” The letter concluded by urging President Bush “that there be no hesitation in requesting whatever funds for defense are needed to allow us to win this war.”
PNAC’s concern for “America’s staunchest ally” was even more evident in its next letter to the White House. On April 3, 2002, it wrote to thank Bush for his “courageous leadership in the war on terrorism,” commending him in particular for his “strong stance in support of the Israeli government as it engages in the present campaign to fight terrorism.” Evoking the memory of the September 11 attacks “still seared in our minds and hearts,” the Israel partisans thought that “we Americans ought to be especially eager to show our solidarity in word and deed with a fellow victim of terrorist violence […] targeted in part because it is our friend, and in part because it is an island of liberal, democratic principles—American principles—in a sea of tyranny, intolerance, and hatred.” Returning to its favorite theme of regime change in Iraq, PNAC cautioned, “If we do not move against Saddam Hussein and his regime, the damage our Israeli friends and we have suffered until now may someday appear but a prelude to much greater horrors.” Prefiguring the cheerleading of Kristol and Kagan et al. for the “Arab Spring,” they assured Bush that “the surest path to peace in the Middle East lies not through the appeasement of Saddam and other local tyrants, but through a renewed commitment on our part […] to the birth of freedom and democratic government in the Islamic world.”
PNAC Redux
Having “developed, sold, enacted, and justified” a disastrous war over non-existent WMD, PNAC’s final report in April 2005 entitled “Iraq: Setting the Record Straight” claimed that “the case for removing Saddam from power went beyond the existence of weapons stockpiles.” Smugly concluding à la Madame Albright that “the price of the liberation of Iraq has been worth it,” PNAC soon after quietly wound up its operations. However, in 2009, PNAC co-founders Kristol and Kagan were instrumental in setting up its successor organization, the Foreign Policy Initiative (FPI), whose self-appointed mission is to address the “many foreign policy challenges” facing the United States “and its democratic allies,” allegedly coming from “rising and resurgent powers,” such as China and Russia, and, perhaps most significantly, from “other autocracies that violate the rights of their citizens.”
FPI’s February 25, 2011 letter to President Obama gave a clear indication of the significance of that mission statement. Approvingly citing the president’s declaration in his 2009 Nobel Peace Prize acceptance speech that “Inaction tears at our conscience and can lead to more costly intervention later,” they told him that he “must take action in response to the unfolding crisis in Libya.” Warning of an impending “moral and humanitarian catastrophe,” the letter recommended establishing a no-fly zone, freezing all Libyan government assets, temporarily halting importation of Libyan oil, making a statement that Col. Qaddafi and other officials would be held accountable under international law, and providing humanitarian aid to the Libyan people as quickly as possible. “The United States and our European allies have a moral interest in both an end to the violence and an end to the murderous Libyan regime,” averred FPI. “There is no time for delay and indecisiveness. The people of Libya, the people of the Middle East, and the world require clear U.S. leadership in this time of opportunity and peril.”
With Libya in the midst of a genuine catastrophe brought on by that “humanitarian intervention,” FPI turned its attention to the foreign-stoked strife in Syria. On February 17, 2012, it joined the Foundation for Defense of Democracies, a think tank closely aligned with the Israel lobby whose leadership council is dominated by PNAC alumni, in urging President Obama “to take immediate steps to decisively halt the Assad regime’s atrocities against Syrian civilians, and to hasten the emergence of a post-Assad government in Syria.” Acknowledging that Syria’s future is “not purely a humanitarian concern,” the letter writers revealed their primary concern about Syria in their remark that “for decades, it has closely cooperated with Iran and other agents of violence and instability to menace America’s allies and partners throughout the Middle East.”
Wars of Muslim Liberation
Commenting on Obama’s reluctance to intervene in Libya, Bill Kristol mocked the president’s “doubts and dithering” about “taking us to war in another Muslim country.” Declared the founder of the Emergency Committee for Israel, “Our ‘invasions’ have in fact been liberations. We have shed blood and expended treasure in Kuwait in 1991, in the Balkans later in the 1990s, and in Afghanistan and Iraq—in our own national interest, of course, but also to protect Muslim peoples and help them free themselves. Libya will be America’s fifth war of Muslim liberation.” In a follow-up note to the Weekly Standard, Paul Wolfowitz had “one minor quibble”: “Libya, by my count, is not ‘America’s fifth war of Muslim liberation,’ but at least the seventh: Kuwait – February 1991, Northern Iraq – April 1991, Bosnia – 1995, Kosovo – 1999, Afghanistan – 2001 and Iraq – 2003.” With Syria awaiting its “liberation” in 2012, perhaps it’s too early yet to say, “Shukran, Israel.”
