Face It: Trump is Right About Iraq — and that Should Sink Clinton

At first I thought it ironic that Saturday’s Republican debate happened in the “Peace Center” in Greenville, South Carolina. [video and transcript]

But perhaps that had a positive effect.

Actually, no. For the discerning listener, Donald Trump has been critical of U.S. militarism for some time. On Russia, on Syria, on Iraq, on North Korea.

People say that Trump is loud. But I don’t think he’s been loud enough.

Last night, he screamed an anti war stance to the boos of Bush’s and Rubio’s and Kasich’s one percent donors. It’s only half of what needed to be said, but it was a measure of reality that’s desperately needed.

Trump: “You fight ISIS first. Right now you have Russia, you have Iran, you have them with Assad and you have them with Syria. You have to knock out ISIS. … You can’t fight two wars at one time.” But of course, to some of the U.S. establishment, two wars is slacking, they want more than two wars. Trump continued: “We shoulda never been in Iraq. We have destabilized the Middle East. They said there were weapons of mass destruction. There were none. And they knew there were none. … The World Trade Center came down (BOOING) during the reign. He [G. W. Bush] kept us safe?”

And, if anyone noticed, even as the auditorium packed of monied interests booed Trump, the tracker at the bottom of the screen went up for him.

Trump’s truth telling was met with more ridiculousness and lies.

Jeb Bush described Trumps attacks as “blood sport” which, given the subject matter at hand — his brother’s appetite for illegal war and failure in his responsibility to protect the U.S. public was, to put it mildly, ironic. And then Bush appealed to the values of his family, which, evidence would show, includes hands quite drenched in blood.

John Kasich’s reaction on Iraq WMDs was to appeal to Colin Powell’s credibility, which has been a late night TV joke for over a decade. He also claimed the U.S. got into a civil war, which is wrong — the U.S. government helped foster the sectarian violence. And no, Kasich, the borders of the Mideast were not “drawn after World War I by Westerners that didn’t understand what was happening there” — they were drawn by Westerners who wanted to divide and rule — as is the actual goal of Western interventions to this day.

Marco Rubio was perhaps the most priceless — “Saddam Hussein was in violation of UN resolutions, in open violation, and the world wouldn’t do anything about it.” That’s a total lie. Iraq had disarmed and the U.S. did everything it could to not have the UN verify that disarmament so that the draconian sanctions would continue on Iraq indefinitely and they could have their regime change war, see my time line: accuracy.org/iraq.

The worthies at the Weekly Standard now write: “Interviewers should press Trump on this: What evidence does Trump have that George W. Bush and his top advisers knowingly lied about weapons of mass destruction in Iraq? How many other government officials does Trump believe were in on the deception? What does Trump believe would have been the point of such a lie, since the truth would soon come out?”

In fact, it’s quite provable that the Bush administration lied about Iraqi WMDs before the invasion. I know, I helped document such lies at the Institute for Public Accuracy, where I work, before the 2003 invasion:

In October, 2002, John R. MacArthur, author of Second Front: Censorship and Propaganda in the 1991 Gulf War, noted: “Recently, Bush cited an IAEA report that Iraq was ‘six months away from developing a weapon. I don’t know what more evidence we need.’ The IAEA responded that not only was there no new report, ‘there’s never been a report’ asserting that Iraq was six months away from constructing a nuclear weapon.” That’s just the tip of the iceberg of what was knowable at the time. The problem in 2002 and early 2003 was that Bush didn’t get those tough questions. Just like there are no real tough questions about U.S. policy in Libya, Syria, etc now.

What we’re getting is Trump raising these issues years later when it seems some of the public is finally/still willing to hear them. And that’s splendid. The establishment has tried to just keep rolling along with their wars and deceits after the Iraq invasion. No accountability, no nothing. They make Wall Street look like self-critical introverts. To answer the Weekly Standard’s question — the truth still hasn’t come out in full force; Bush and the other pro-war deceivers have managed to get away with it all.

The only problem with what Trump is saying is that he’s not saying it loud and strong enough. He didn’t back up the case for impeachment against G. W. Bush for the Iraq invasion, which was the point of one of the questions to him, though several legal scholars have done so, including Francis BoyleJonathan Turley, and Bruce Fein and Elizabeth Holtzman. Reps. Dennis KucinichCynthia McKinney and John Conyers, in different ways and at different times, pursued the possibility.

Some are deriding Trump for apparently exaggerating his objections to the Iraq war in 2003 and 2004. Maybe so, but the fact of the matter is that most who spoke out meaningfully against Iraq war early were defacto drummed out of establishment media and politics.

Trump is being Buchanan 2.0 — that there’s some real bad that comes with that and there’s some real good that comes with that. And quite arguably in a post 9/11 world, the good is more important than it was in 1992.

As I’ve written elsewhere, I have no idea what Trump would actually do in office and what his current motivations are. He’s been contradictory, but the thrust of his comments is quasi isolationist. His campaign should certainly be a huge opening to groups wanting to reach out to millions of working class whites on issues of foreign policy, trade, as well as some core economic issues.

And even on foreign policy, Trump can be extremely dangerous. For example, the apparent force behind his anti Muslim comments is Frank Gaffney, a rightwing pro-Israel militarist.

The point is that what Trump is appealing to is an electorate that is sick of deceit and perpetual wars and there’s a lot of good that comes with that. It should be an opportunity for anyone claiming to care about peace — and not a cause to mock the people supporting him as I’ve seen many “progressives” do.

But, for the Democrats, the import now is this: What’s it going to look like if Trump is the Republican nominee? If Clinton is the Democratic nominee, Trump — with very good reason — will tie the stench of perpetual wars and the lies that accompany them around her neck. She will make the 2004 John “I-was-for-the-war-before-I-was-against-it” Kerry look like a stirring exemplar of gracefully articulated principles.

If any Democrat cares a bit about electability, Clinton — the candidate not only of Wall Street, but of endless war and of the war machine — should have been dumped yesterday.

Damascus: Turkey’s Shelling of Syria ‘Direct Support of Terrorists’

Damascus said that Turkey’s shelling of Syrian territory is a “direct Turkish support of terrorist groups,” state TV reported, citing a letter to the United Nations.

On Saturday, Turkish forces began shelling the positions of Kurdish People’s Protection Units (YPG) in Syria’s Aleppo region.Turkish forces bombed a village and an airbase that were recently captured by Kurds, Al Mayadeen TV reported Saturday. Prior to being captured by the YPG, the village and the airbase belonged to al-Nusra Front terrorist organization.

Later, Turkish Prime Minister Ahmet Davutoglu claimed that Turkish forces had shelled Kurds’ positions in northern Syria as a “retaliatory measure.”Ankara claims that Syrian Kurds have links to the Kurdistan Workers’ Party (PKK), a militant group fighting for Kurdish independence from Turkey.

On Sunday, NTV channel reported citing a military source that Turkish forces have continued to shell YPG positions in Syria killing two Kurdish fighters.

The Syrian Foreign Ministry sent a letter to UN chief Ban Ki-moon slamming Ankara over the shelling.

“The shelling of Syrian territory by the Turkish heavy artillery is a direct support of terrorist groups and an attempt to boost their morale,” SANA news agency cited the statement.

Syrian authorities have called on the UN to take measures to ensure security and “put an end to the crimes of the Turkish regime.”

Turkish military repeatedly shell Assad forces; Kurds confirm to RT being hit by massive attack

The Turkish army has shelled Syrian government forces in Aleppo and Latakia provinces, while also hitting Kurdish targets near the city of Azaz in northwestern Syria, including an air base recently retaken from Islamist rebels, with a massive attack.

Anatolia news agency reported that the Turkish military hit Syrian government forces on Saturday, adding that the shelling had been in response to fire inflicted on a Turkish military guard post in Turkey’s southern Hatay region.

Turkish artillery targeted Syrian forces again late on Saturday, according to a military source quoted by RIA Novosti. The attack targeted the town of Deir Jamal in the Aleppo Governorate.

The agency also cited details of an earlier attack on Syrian government army positions in northwestern Latakia.

“Turkey’s artillery opened fire on the positions of the Syrian Army in the vicinity of Aliya mountain in the northwestern part of the province of Latakia,” the source said.

Meanwhile, the Turkish shelling of Kurdish positions continued for more than three hours almost uninterruptedly, a Kurdish source told RT, adding that the Turkish forces are using mortars and missiles and firing from the Turkish border not far from the city of Azaz in the Aleppo Governorate.

The shelling targeted the Menagh military air base and the nearby village of Maranaz, where “many civilians were wounded,” local journalist Barzan Iso told RT. He added that Kurdish forces and their allies among “the Syrian democratic forces” had taken control of the air base on Thursday.

According to Iso, the Menagh base had previously been controlled by the Ahrar ash-Sham Islamist rebel group, which seized it in August of 2013. The journalist also added that Ahrar ash-Sham militants at the base had been supported by Al-Nusra terrorists and some extremist groups coming from Turkey.

Ahrar ash-Sham is a militant group that has trained teenagers to commit acts of terror in Damascus, Homs, and Latakia provinces, according to data provided to the Russian Defense Ministry by Syrian opposition forces.

The group, which has intensified its attacks on the Syrian government forces since January, was getting “serious reinforcements from Turkey,” Russian Foreign Ministry spokeswoman Maria Zakharova said during a briefing in Moscow on January 21.

A source in the Turkish government confirmed to Reuters that the Turkish military had shelled Kurdish militia targets near Azaz on Saturday.

“The Turkish Armed Forces fired shells at PYD positions in the Azaz area,” the source said, referring to the Syrian Kurdish Democratic Union Party (PYD), which Ankara views as a terrorist group.

A Turkish security official told Reuters that the shelling of the Kurds had been a response to a shelling of Turkish border military outposts by the PYD and forces loyal to Damascus, as required under Turkish military rules of engagement.

Turkey’s PM Davutoglu also confirmed that the country’s forces had struck Syrian Kurdish fighters and demanded that the Kurds retreat from all of the areas that they had recently seized.

“The YPG will immediately withdraw from Azaz and the surrounding area and will not go close to it again,” he told reporters, adding that Turkey “will retaliate against every step [by the YPG],” Reuters reports.

A Kurdish official confirmed to Reuters that the shelling had targeted the Menagh air base located south of Azaz.

According to the official, the base had been captured by the Jaysh al-Thuwwar rebel group, which is an ally of PYD and a member of the Syria Democratic Forces alliance.

Syrian Kurds are actively engaged in the fight against the Islamic State (IS, formerly ISIS/ISIL) terrorist group and have been recently described as “some of the most successful” forces fighting IS jihadists in Syria by US State Department spokesman John Kirby, AFP reports.

Earlier, the US also called the PYD an “important partner” in the fight against Islamic State, adding that US support of the Kurdish fighters “will continue.”

Turkey’s shelling of the Syrian Kurds comes just days after a plan to end hostilities in Syria was presented in Munich after a meeting of the so-called International Syria Support Group (ISSG), in which Russian Foreign Minister Sergey Lavrov, US Secretary of State John Kerry, and UN Special Envoy on Syria Staffan de Mistura participated.

‘We will strike PYD’ – Turkish PM

Earlier on Saturday, Turkish Prime Minister Ahmet Davutoglu threatened Syrian Kurds with military action, saying that Turkey will resort to force against the Syrian Kurdish People’s Protection Units (YPG) if it considers the step “necessary.”

“As I have said, the link between the YPG and the [outlawed Kurdistan Workers’ Party] PKK is obvious. If the YPG threatens our security, then we will do what is necessary,” Davutoglu said on February 10, as quoted by the Hurriyet Daily.

“The leadership cadre and ideology of the PKK and PYD is the same,” he argued in a televised speech in the eastern city of Erzincan on Saturday, AFP reports.

Davutoglu also said that if there is a threat to Turkey, “we will strike PYD like we did Qandil,” referring to a bombing campaign waged by Turkey against the PKK in its Qandil mountain stronghold in northern Iraq, Daily Sabah reports.

Turkey regards the Syrian Kurdish Democratic Union Party (PYD) and its military wing, the YPG, as affiliates of the outlawed Kurdistan Workers’ Party (PKK), which has waged a decade-long insurgency against Turkish authorities, demanding autonomy for Turkish Kurds.

The latest developments come as Turkey continues a relentless crackdown on Kurds in its southeastern region. Ankara launched a military operation against Kurdish insurgents from the outlawed Kurdistan Workers’ Party (PKK) in July of 2015, breaking a ceasefire signed in 2013.

Turkey’s General Staff claim that Turkish forces killed more than 700 PKK rebels during the offensive in the southeastern districts of Cizre and Sur. Meanwhile, Amnesty International has reported that at least 150 civilians, including women in children, were killed in the Turkish military operation, adding that over 200,000 lives have been put at risk.

According to the Turkish Human Rights Foundation, at least 198 civilians, including 39 children, have been murdered in the area since August of 2015.

While Kerry Talks Ceasefire, US Allies Secretly Ship Grad Missiles to Syria Rebels

The big news yesterday was that after some five hours of intense negotiation on the sidelines of the Munich Security Conference, an agreement was reached between the major powers on a “cessation of hostilities” in Syria within the next week.

According to the agreement:

The [International Syria Support Group] members agreed that a nationwide cessation of hostilities must be urgently implemented, and should apply to any party currently engaged in military or paramilitary hostilities against any other parties other than Daesh, Jabhat al-Nusra, or other groups designated as terrorist organizations by the United Nations Security Council. The ISSG members commit to exercise influence for an immediate and significant reduction in violence leading to the nationwide cessation of hostilities.

Now today — just one day after the ceasefire agreement —  we discover that a massive shipment of ground-to-ground “Grad” missiles has been sent by US allies (and the CIA?) to rebels fighting against the Syrian government.

Reuters reports:

‘It is excellent additional fire power for us,’ said one of the commanders, who declined to be identified due to the sensitivity of the matter. The second rebel commander said the missiles were being used to hit army positions beyond the front line. ‘They give the factions longer reach,’ he said.

What are we to conclude by this dramatic turn of events? Two possibilities.

One, that since the deal is not finalized on paper the foreign powers backing regime change for Syria did not feel the need to halt the shipment and in fact may have hastened the delivery.

Two, that the “rebels” being supplied do not fall under the terms of the agreement spelled out above. In other words, the ceasefire does not apply to ISIS or al-Qaeda or affiliated forces, so perhaps the foreign Grad suppliers decided this is a two-way street: if Russia is still free to bomb the terrorist groups, then Saudi Arabia, Turkey, etc. are still free to provide them weapons.

Does anyone have any confidence in this kind of ceasefire when either the “moderates” or named terrorist groups are being armed to the teeth on the eve of its implementation? Will the Russians begin to doubt the veracity of their western partners’ commitment to halting the violence in Syria when they learn of this massive weapons shipment?

Why Are Neocons so Desperate to Rescue al-Qaeda in Syria?

Reading Dennis Ross and David Ignatius is a good reminder that the neocons live in a different world than the rest of us. They do not conform their analysis to reality, but rather they conform reality to their view of the world. Where most people would be encouraged to read that Aleppo in Syria was about to be liberated from its 3.5 year occupation by al-Qaeda’s Syrian franchise, the neocons see a disaster.

On the brink of al-Qaeda’s defeat in Aleppo, the Washington Post’s Ignatius is furious that, “President Obama won’t approve military tactics that could actually shift the balance.” Yes, he wants to shift the balance toward al-Qaeda because like the other neocons he is so invested in the idea of regime change in Syria that he would even prefer turning the country into another Libya than to see government forces defeat his jihadist insurgents. Failing to “shift the balance” toward al-Qaeda fighters in Aleppo only brings “greater misery for the Syrian people,” in the world of Ignatius.

Ignatius’s Washington Post, which has never seen a potential war it did not want to see turned into an actual war, thinks it a tragedy that the Syrian army’s advance on al-Qaeda occupied Aleppo has “cut off all vital routes of supply from Turkey to the rebel-held areas of the city.” Those would be Turkish supplies in support of al-Qaeda and ISIS rebels, but the Post is too deceptive to mention that fact.

It is as dishonest an inversion of reality as anything printed in Pravda of old.

In the same vein as Ignatius, former Bush/Clinton/Obama Administration Middle East “expert” Dennis Ross writes to tell us, “what Putin is really up to in Syria.” In the above-linked article, The Los Angeles Times does not reveal that Ross is hardly an objective observer of the situation. As one of the founders of AIPAC‘s Washington Institute for Near East Policy — and a current counselor to that organization — Ross strongly supports AIPAC’s position in favor of regime change in Syria and Israel’s active role in assisting jihadist rebels from al-Qaeda’s Nusra Front in their efforts to overthrow the Assad government.

So what does regime change neocon Dennis Ross want us to believe is happening in Syria? The Russians, he asserts, are playing a dirty game by stepping up their bombing campaign against ISIS, al-Qaeda, and affiliated rebels instead of pushing for a ceasefire. How funny that when the US/Turk/Saudi/Israeli-back jihadists were on the verge of taking over all of Syria not that long ago there was no talk from neocon quarters about a ceasefire or a negotiated political solution. Only now that al-Qaeda’s stronghold in Aleppo is on the verge of liberation by government forces are the neocons screaming that diplomacy should be given a chance.

Russian operations are “designed to strengthen the Assad regime and weaken the non-Islamic State Sunni opposition in different parts of the country,” writes Ross. He doesn’t mention that particularly when it comes to Aleppo, the “non-Islamic State Sunni opposition” means al-Qaeda’s Nusra Front and affiliated forces.

By relentlessly bombing Islamic State and other jihadist groups seeking to introduce Sharia law into secular Syria, “Putin is… undercutting our aim of isolating Islamic State and having Sunnis lead the fight against it.” Read that again. By attacking ISIS he is preventing the US from isolating ISIS. Doublespeak.

What is Putin really up to in the world of Dennis Ross? He is not sincere about defeating Islamist extremism in Syria or even helping Assad’s forces win the war. No, Putin “aims to demonstrate that Russia, and not America, is the main power broker in the region and increasingly elsewhere.” Ah yes, the old argument about Russian expansionism. Baltic invasion, restoration of the USSR. All the neocon tripe.

Ah but here is where Ross plants his seed, whispers in the Administration’s neocon power brokers’ ears:

“Certainly, were Russia’s costs to increase, Putin might look for a way out.”

Hmm, now we see what he’s getting at:

… it is time we make it clear to the Russians that unless they impose a cease-fire on Assad and Hezbollah and insist that humanitarian corridors are open, we will have no choice but to act with our partners to create a haven in Syria — for refugees and for the organization of the Syrian opposition.

In other words, tell Russia if you do not stop fighting al-Qaeda and its affiliates in Syria we will face-off in a WWIII-threatening stance to establish a “jihadistan” in part of Syria from where the hundredth or so version of a rebel fighting force can be re-assembled.

Ross’s plan is not for the weak of heart. “[W]e cannot threaten to create a haven without following through if Putin refused to alter his course,” he writes. Meaning of course that we must be willing to actually go through with WWIII if Putin does not blink, back down, and pull out of Syria just as Russia’s intervention is meeting its objective. Surrender when on the verge of victory in Syria or face a nuclear war with the United States.

No one ever accused the neocons of thinking small. But with much of the Middle East a smoldering ruin due to the disastrous interventions they lied us into, no one should count out even their most insane-sounding plan being seriously considered somewhere in Washington.

Counter-terror laws hampering Islamic charities’ work – former ministers

Former cabinet ministers have urged the government to set up an inquiry into the way UK counter-terror laws are affecting the humanitarian work of Islamic charities, many of which operate in Syria.

Two former international development secretaries have discussed the issue with parliamentary officials and have written to the Commons International Development Select Committee to call for an inquiry into complaints that Islamic charities are being treated unfairly.

Clare Short, who was international development secretary from 1997 to 2003, and Andrew Mitchell, who served in the same job from 2010 to 2012, have responded to concerns that Muslim charities are being discriminated against by banks or members of the authorities who worry funding could make its way to extremist organizations.

Almost one-fifth of government development aid goes to charities, and Islamic charities are some of the few British aid organizations that can operate in Syria.

Short wrote that the issue needed examining.

“This is an issue that needs clarifying and sorting out. It has been around as a problem for some time, but it has been getting worse and worse. We have got this enormous capacity in the UK of these Muslim humanitarian charities, yet they are struggling with one hand behind their back. We need a proper scrutiny and examination bringing all this out. It is preventing efficiency.”

Mitchell said: “These are some of the few charities that can get into Syria and help the benighted people of that country, yet they are being held back due to misunderstandings and banking bureaucracy.”

Commons International Development Committee chair Stephen Twigg said he would examine the request “very sympathetically.”

One charity which has complained of discrimination is Islamic Relief, one of the largest Muslim charities, who say their work is being hampered. The charity is funded by the Department for International Development, yet has had one of its bank accounts closed by HSBC.

Other charities have reported the closure of bank accounts, Pay Pal accounts and the blocking of financial transactions.

The government set up a working party to examine any issues after the complaints were made.

Short and Mitchell also travelled to Turkey to see some of the charity work by the Muslim Charities Forum, an umbrella organization for nine charities, being done to get aid into Syria. They returned with praise for the organization and its work.

Omayma El Ella, the operations manager of the Muslim Charities Forum, explained that there was no one to hold to account for the problem.

“No one is accountable for what is going on right now. Every time we speak to the government about this, they say it is a private sector issue and they cannot get involved. That is not good enough anymore. We are told no one will be prosecuted for ‘benign engagement’, but what is ‘benign engagement’? That has not been clarified.”

Do We Need a Bigger War?

The Syrian Army and its allies have clearly turned the tide in the Syrian war. The “facts on the ground” have changed dramatically for all the major players, and constitute a major reversal for all the forces that have tried to institute “regime change” in Syria, in violation of its sovereignty.  The Geneva “Peace Conference” opposition delegation, composed of marginal figures representing a tiny fraction of the armed anti-government factions but ostensibly speaking for all of them, is now largely irrelevant. As the terrorists and foreign mercenaries and their families flee Aleppo, thousands or tens of thousands of Syrian civilians are returning to their homes in secure government held areas.

Given the reversal of fortunes for Turkey, Saudi Arabia, the US, NATO and their allies and mercenaries, what’s next? The sensible thing would be for all the actors to declare victory by finishing off the ostensible terrorist enemy and accepting a face saving solution that includes a Syrian government commitment to reform, with expertise provided by a friendly international team of experts that puts Russia, the US, Europe, Iran and perhaps even Saudi Arabia on the same side.

But this is not the advice we are hearing from the advisers that got us into this mess in the first place, and who are disappointed that Syria might not go the way of Iraq, Libya and Somalia after all. They are suggesting that a more and bigger war is the way to complete the job of turning Syria into a failed state. Such a war would involve an invasion of Turkish forces amassed and poised on the border, direct intervention by Saudi forces, US and perhaps other NATO ground forces, and potentially Israeli forces as well.

Such a plan risks putting these forces directly in confrontation with Syrian and Russian units and objectives. It is a recipe for great power confrontation on a scale rarely seen since the Cuban missile crisis in 1962. Rarely, but not totally. When Turkey shot down a Russian aircraft on November 24, 2015, only very cool Russian heads prevented the unthinkable by deciding that the Russian response might best be served cold.

That dish is now on the table, and it is for the Turks and bigger warmongers to decide if they want to risk Armageddon by unleashing even greater forces of destruction.  There are players that would love to do so; they profit from death, misery and cataclysm, and would never miss such an opportunity. Chief among them are the arms merchants that dominate in the US and Israel, the neoconservative movement, also heavily subsidized by Israel and its Zionist lobbies in other countries, and by Israel’s investment in weakening all potential adversaries. Saudi Arabia has decided that it has much the same adversaries and has therefore thrown its lot in with Israel. The Erdogan administration in Turkey finds that its interests, including territorial aggrandizement, are congruent, and US objectives are defined by the neoconservative movement and the Israel Lobby, which have kidnapped US strategic policy in this regard, to the dismay of the Foreign Service, intelligence and military professional core of the American government.

The Syria Solidarity Movement suggests that further escalation is not a solution, but that the application of international law can bring the hostilities to a close. Astonishingly, this a war in which there are few declared enemies. Of the many parties and their sponsored combatants, only the armed groups and the Syrian government have declared themselves to be enemies, unless you count the insincere protestations that “terrorist” groups are also enemies of the same nations that are aiding and abetting them.

Syria is still recognized universally and diplomatically as a sovereign state, and under international law no power may interfere in its security considerations except by invitation from the recognized government of that state. To seek “regime change” (overthrow) is strictly illegal under international law, and prohibited by the United Nations. Governments that are pursuing such an objective should be sanctioned by the UN, although there is no realistic possibility of such action.

The Syria Solidarity Movement believes that it is time to complete the expulsion of the terrorist and mercenary forces that have been attacking Syria for the last five years. This can be accomplished by denying all support of arms and funding from the US, Europe, Saudi Arabia, Turkey, Israel and other countries. In addition, these countries can choose to either cooperate with the Syrian government and its allies to rid Syria of this scourge, or at least not interfere while Syrian, Russian and other allied forces complete the job. In this case, Syria can resume its role of providing government services and representation for its people, and its people can resume shaping their own government without outside interference.

It is time to end this ill-advised adventurism, and to put to flight the rascals and criminals, not only in Syria but also inside the countries whose strategic policies have been hijacked by gangs who are in many respects worse than those who bring beheadings and crucifixions to our computer screens.

Syria crisis plan: Cessation of hostilities, humanitarian airdrops, peace talks laid out in Munich

An ambitious plan to end hostilities in Syria with verifiable results within a week, revive the Geneva-3 peace talks, and immediately begin delivering humanitarian aid to civilians has been unveiled in Munich, Germany after talks including the US, Russia, and the UN.

Hostilities in Syria could come to a halt within a week after confirmation by the government of President Bashar Assad and the opposition, according to an official communiqué from the International Syria Support Group (ISSG) meeting.

A mechanism to help resolve humanitarian issues in Syria has been developed, which includes the creation of a task force that will begin work on Friday.

A press conference was held after the meeting of the so-called Syria Support Group, with the participation of Russian Foreign Minister Sergey Lavrov, US Secretary of State John Kerry, and UN Special Envoy on Syria Staffan de Mistura.

Kerry noted that the commitments agreed upon during the Munich meeting are only on paper and that the “real test” of progress will be to get all of the parties involved in the Syrian conflict to sign on and honor them.

Russia is counting on the US and other ISSG countries to put pressure on the Syrian opposition to cooperate with the UN, Lavrov said.

The main objective that everyone agrees on is to destroy Islamic State, Lavrov added. He also called the notion that the situation in Syria would improve if Assad’s regime was to abdicate an “illusion.”

Talk about the need to prepare ground troops for an invasion of Syria will only add fire to the conflict, Russia’s foreign minister stressed.

The aim now is to resume peace talks without preconditions between the Syrian government and the whole spectrum of the opposition, which is the only format in which they could be successful, Lavrov emphasized.

“The goal of resuming the negotiation process, which was suspended in an atmosphere where part of the [Syrian] opposition took a completely unconstructive position and tried to put forward preconditions, was stressed [at the ISSG meeting]. We noted [today] that the talks must resume as soon as possible in strict compliance with UN Security Council Resolution 2254, without any ultimatums or preconditions,” he said.

While Lavrov, Kerry and Mistura held a press conference to explain the results of the ISSG meeting, separate statements came from several EU leaders. Germany’s foreign minister, Frank-Walter Steinmeier, was quoted by Reuters as saying that the US and Russia should coordinate their military actions in Syria “more closely.”

Syria Support Group talks ran longer than expected on Thursday, beginning at 7 pm local time and running over five hours, before resuming again for the finalizing of a communique. The last Syria Support Group meeting was held in Vienna on November 14.

In the beginning of February, the United Nations temporarily suspended peace talks aimed at resolving Syria’s five-year civil war. The UN said that the process was to be resumed on February 25 and called on the sides involved to do more to achieve progress.

“I have concluded, frankly, that after the first week of preparatory talks, there is more work to be done, not only by us but by the stakeholders,” the UN mediator, Staffan de Mistura, said after meeting with the opposition delegation at a Geneva hotel.

The latest inconclusive Syrian peace talks were attended by representatives of the Syrian government, the Saudi-backed coalition, and the High Negotiation Committee (HNC), which sent 35 leading members, excluding Syrian Kurdish groups, along with some additional moderate opposition members supported by Russia. Turkey insisted on the exclusion of the Syrian Kurdish party, the PYD.

Britain’s War Crimes Will Not Go Unpunished

One could hardly find a person both within the UK or outside it that would look positively at the steps that have been taken by David Cameron and his government if, of course, we’re not talking about members of the Conservative Party and certain military circles. The reasons are plenty, but the most obvious ones are the crimes against humanity committed by this government, along with a total disregard for the social needs of UK citizens and the revanchist policies it pursued in the Middle East and Africa.

It will suffice to note that Cameron’s government is going to cut its social spending to the lowest possible level to be able to carry on foreign military campaigns. The Guardian notes:

Sarah Wollaston, the Conservative chair of the all-party Commons select committee on health, is calling for the government to act, saying that social care providers are reeling from rising costs and declining fees from cash-strapped local authorities.

As a direct result of the steps that are being taken by British government, those citizens that are facing retirement today will lose all means to pay their expenses in the next 10 years.

The benefits cuts on sheltered housing that have been recently announced by the UK government will literally make tens of thousands of those in dire need homeless. Those that are forced to experience the consequences of the shortsighted policies of London are to be the most vulnerable, namely older residents, domestic violence victims and people with mental illness. Those caps were first announced last autumn by the Chancellor of the Exchequer George Osborne.

However, the Guardian refuses to mention that the army is still enjoying substantial budgets just as it always has, to the benefit of countless military contractors and those politicians who represent them in the parliament. It is therefore not surprising that these lobbyists are among the most ardent supporters of David Cameron’s plan of the possible British military engagement in Syria, despite attempts of some sane politicians to put an end to airstrikes that the UK is carrying out in this Arab country, calling them “infanticide

The above mentioned activities predictably result in an ever growing body count that British troops are producing with their “fire and sword” across the world in the name of vague “democratic principles”, while actually protecting the interests of the City of London.

Therefore, the British political elite are putting every effort into a bid to prevent the investigation of their criminal policies in the Middle East, Africa and other regions around the world. For instance every possible step has been taken to derail an inquiry of the commission headed by Sir John Chilcot that was entrusted back in 2009 to give an answer on how justified Tony Blair’s decision was to go to war against Iraq, which resulted in 179 British soldiers killed and hundreds of thousands of Iraqis left suffering in lawlessness and bitter misery to this date. Moreover, a few days ago it was announced that the British Ministry of Defense was going to close the Iraq Historic Allegations Team (IHAT) that was created in 2010 to study at least 58 allegations against British servicemen allegedly involved in murder cases in Iraq. And although the IHAT was investigating the deaths of 1,500 possible victims, out of which 280 were allegedly unlawfully killed, there’s every reason to believe that it won’t be funded up to 2019 as originally intended.

David Cameron is anticipating complete impunity for his actions, therefore refusing to launch an investigation of war crimes that were carried out with the use of British weapons, especially those supplied by the British to Saudi Arabia. Cameron excused himself for this decision by announcing that arms exports are being “closely monitored”.

Lately Amnesty International has been vocal in condemning the UK role in the Yemeni conflict, while directly pointing to the shameful support of routine brutality that the Saudi regime has been exhibiting. At the same time The Independent published an article that stated a member of the British government, while staying in Riyadh, praised Saudi authorities for the “remarkable progress” in the field of human rights, a month after the public execution of 47 people!

As for the British responsibility in the massive civilian killings in Yemen, it is necessary to recall that during the first nine months of 2015 the United Kingdom supplied Saudi Arabia with 2.95 billion pounds worth of arms, which were used to launch airstrikes against heavily populated urban areas. The total worth of weapons sold to Saudi Arabia throughout all of Cameron’s premiership amounts to 7 billion pounds, including a contract to supply the regime with 72 Eurofighter Typhoons. Numerous media sources have been calling repeatedly to bring to justice those responsible in the bloody conflict in Yemen. So there’s little wonder that the UN Security Council decided to form a special committee to investigate reports of violations of international humanitarian law by all the parties of the Yemeni conflict to identify those responsible. And the UK is not particularly happy about that fact.

As it was reported by The Independent :

An influential joint committee of MPs is set to investigate claims that British-made weapons may have been used for strikes against civilian targets. The Committee on Arms Export Controls (CAEC), made up of members of the Foreign Affairs, International Development, Defence and Business select committees, has not sat so far this Parliament, but will be re-established.

Crispin Blunt, chair of the Foreign Affairs Committee, and Stephen Twigg, chair of the International Development committee, have both indicated that they want the CAEC to investigate whether UK arms have been used for military strikes against civilians, and also to scrutinise the role of UK personnel working in Saudi command and control centres orchestrating airstrikes.

Taking into account the steps that David Cameron has made to hide numerous crimes committed by him and his government both in the UK and abroad, it’s about time for the international community to take such investigations into its own hands, to ensure that no felon, whether a politician or not, escapes justice.

What US Congress Researchers Reveal About Washington’s Designs on Syria

Seeing the government in Damascus as too far to the left, Washington has been trying to orchestrate a regime change in Syria since at least 2003

Documents prepared by US Congress researchers as early as 2005 revealed that the US government was actively weighing regime change in Syria long before the Arab Spring uprisings of 2011, challenging the view that US support for the Syrian rebels is based on allegiance to a “democratic uprising” and showing that it is simply an extension of a long-standing policy of seeking to topple the government in Damascus. Indeed, the researchers made clear that the US government’s motivation to overthrow the government of Syrian president Bashar al-Assad is unrelated to democracy promotion in the Middle East. In point of fact, they noted that Washington’s preference is for secular dictatorships (Egypt) and monarchies (Jordan and Saudi Arabia.) [1] The impetus for pursuing regime change, according to the researchers, was a desire to sweep away an impediment to the achievement of US goals in the Middle East related to strengthening Israel, consolidating US domination of Iraq, and fostering free-market, free enterprise economies. Democracy was never a consideration.

The researchers revealed further that an invasion of Syria by US forces was contemplated following the US-led aggression against Iraq in 2003, but that the unanticipated heavy burden of pacifying Iraq militated against an additional expenditure of blood and treasure in Syria. [2] As an alternative to direct military intervention to topple the Syrian government, the United States chose to pressure Damascus through sanctions and support for the internal Syrian opposition.

The documents also revealed that nearly a decade before the rise of Islamic State and Jabhat al-Nusra that the US government recognized that Islamic fundamentalists were the main opposition to the secular Assad government and worried about the re-emergence of an Islamist insurgency that could lead Sunni fundamentalists to power in Damascus. A more recent document from the Congress’s researchers describes a US strategy that seeks to eclipse an Islamist take-over by forcing a negotiated settlement to the conflict in Syria in which the policing, military, judicial and administrative functions of the Syrian state are preserved, while Assad and his fellow Arab nationalists are forced to leave office. The likelihood is that if this scenario plays out that Assad and his colleagues will be replaced by biddable US surrogates willing to facilitate the achievement of US goals.

In 2005, Congress’s researchers reported that a consensus had developed in Washington that change in Syria needed to be brought about, but that there remained divisions on the means by which change could be effected. “Some call for a process of internal reform in Syria or alternatively for the replacement of the current Syrian regime,” the report said. [3] Whichever course Washington would settle on, it was clear that the US government was determined to shift the policy framework in Damascus.

The document described the Assad government as an impediment “to the achievement of US goals in the region.” [4] These goals were listed as: resolving “the Arab-Israeli conflict;” fighting “international terrorism;” reducing “weapons proliferation;” inaugurating “a peaceful, democratic and prosperous Iraqi state;” and fostering market-based, free enterprise economies. [5]

Stripped of their elegant words, the US objectives for the Middle East amounted to a demand that Damascus capitulate to the military hegemony of Israel and the economic hegemony of Wall Street. To be clear, what this meant was that in order to remove itself as an impediment to the achievement of US goals—and hence as an object of US hostility—Syria would have to:

o Accept Israel’s right to exist as a Jewish state on territory seized from Palestinians, and quite possibly also Syrians and Lebanese, possibly within borders that include the Golan Heights, annexed from Syria by Israel in 1987 and occupied by Israel since 1967.
o End its support for militant groups seeking Palestinian self-determination and sever its connections with the resistance organization Hezbollah, the main bulwark against Israeli expansion into Lebanon.
o Leave itself effectively defenceless against the aggressions of the United States and its Middle East allies, including Israel, by abandoning even the capability of producing weapons of mass destruction (while conceding a right to Israel and the United States to maintain vast arsenals of WMD.)
o Terminate its opposition to US domination of neighboring Iraq.
o Transform what the US Congress’s researchers called Syria’s mainly publicly-owned economy, “still based largely on Soviet models,” [6] into a sphere of exploitation for US corporations and investors.

US government objections to Syrian policy, then, can be organized under three US-defined headings:

o Terrorism.
o WMD.
o Economic reform.

These headings translate into:

o Support for Palestinian and Lebanese resistance groups.
o Self-defense.
o Economic sovereignty.

Terrorism (support for Palestinian and Lebanese resistance groups)

The researchers noted that while Syria had “not been implicated directly in an act of terrorism since 1986” that “Syria has continued to provide support and safe haven for Palestinian groups” seeking self-determination, allowing “them to maintain offices in Damascus.” This was enough for the US government to label Syria a state sponsor of terrorism. The researchers went on to note that on top of supporting Palestinian “terrorists” that Damascus also supported Lebanese “terrorists” by permitting “Iranian resupply via Damascus of the Lebanese Shiite Muslim militia Hezbollah in Lebanon.” [7]

US Secretary of State Colin Powell travelled to Damascus on May 3, 2003 to personally issue a demand to the Syrian government that it sever its connections with militant organizations pursuing Palestinian self-determination and to stop providing them a base in Damascus from which to operate. In “testimony before the Senate Foreign Relations Committee on February 12, 2004, Powel complained that ‘Syria has not done what we demanded of it with respect to closing permanently of these offices and getting these individuals out of Damascus’.”

The Syrian government rejected the characterization of Hezbollah and Palestinian militants as “terrorists,” noting that the actions of these groups represented legitimate resistance. [8] Clearly, Washington had attempted to discredit the pursuit of Palestinian self-determination and Lebanese sovereignty by labelling the champions of these causes as terrorists.

WMD (self-defense)

“In a speech to the Heritage Foundation on May 6, 2002, then US Under Secretary (of State John) Bolton grouped Syria with Libya and Cuba as rogue states that… are pursuing the development of WMD.” [9] Later that year, Bolton echoed his earlier accusation, telling the US Senate Foreign Relations Committee that the Bush administration was very concerned about Syrian nuclear and missile programs. By September 2003, Bolton was warning of a “range of Syrian WMD programs.” [10]

Syria clearly had chemical weapons (now destroyed), though hardly in the same quantities as the much larger arsenals of the United States, Russia and (likely) its regional nemesis, Israel. [11] Citing the Washington Post, Congress’s researchers noted that Syria had “sought to build up its CW and missile capabilities as a ‘force equalizer’ to counter Israeli nuclear capabilities.” [12] It should be noted, however, that the idea that chemical weapons can act as a force equalizer to nuclear weapons is not only untenable, but risible. In WWI it took 70,000 tons of gas to produce as many fatalities as were produced at Hiroshima by a single US atom bomb. [13] To have any meaning at all, the concept of WMD must include weapons that kill massive numbers of people (nuclear weapons) and exclude those that don’t (chemical weapons.) Otherwise, it is a propaganda term used to magnify the non-threat posed by countries seeking independence outside the US orbit which have CW and biological weapons, but which weapons are no match for the United States’ nuclear weapons and are dwarfed by the Pentagon’s own CW and BW arsenals. Deceptively labelling these weapons as WMD, makes a non-threat a large threat that must be dealt with through military intervention and thereby provides a public relations rationale for a war of aggression.

As to the substance of Bolton’s assertion that Syria had a wide range of WMD programs, the CIA was unable to produce any evidence to corroborate his claim. Alfred Prados, author of a 2005 Congressional Research Service report titled “Syria: U.S. Relations and Bilateral Issues,” listed CIA assessments of Syrian nuclear and BW programs but none of the assessments contained any concrete evidence that Syria actually had such programs. For example, the CIA noted that it was “monitoring Syrian nuclear intentions with concern” but offered nothing beyond “intentions” to show that Damascus was working to acquire a nuclear weapons capability. Prados also noted that Syria had “probably also continued to develop a BW capability,” this based on the fact that Damascus had “signed, but not ratified, the Biological Weapons Convention.” Prados conceded that “Little information is available on Syrian biological programs.”

US president George H.W. Bush is responsible for rendering the concept of WMD meaningless by expanding it to include chemical agents. Before Bush, WMD was a term to denote nuclear weapons or weapons of similar destructive capacity that might be developed in the future. Bush debased the definition in order to go to war with Iraq. He needed to transform the oil-rich Arab country from being seen accurately as a comparatively weak country militarily to being seen inaccurately as a significant threat because it possessed weapons now dishonestly rebranded as being capable of producing mass destruction. It was an exercise in war propaganda.

In 1989, Bush pledged to eliminate the United States’ chemical weapons by 1999. Seventeen years later, the Pentagon is still sitting on the world’s largest stockpile of militarized chemical agents. US allies Israel and Egypt also have chemical weapons. In 2003, Syria proposed to the United Nations Security Council that the Middle East become a chemical weapons-free zone. The proposal was blocked by the United States, likely in order to shelter Israel from having to give up its store of chemical arms. Numerous calls to declare the Middle East a nuclear weapons-free zone have also been blocked by Washington to shelter Israel from having to give up its nuclear arsenal.

Bolton, it will be recalled, was among the velociraptors of the Bush administration to infamously and falsely accuse Saddam Hussein’s Iraq of holding on to WMD that the UN Security Council had demanded it dismantle. In effect, Iraq was ordered to disarm itself, and when it did, was falsely accused by the United States of still being armed as a pretext for US forces to invade the now defenceless country. Bolton may have chosen to play the same WMD card against Syria for the same reason: to manufacture consent for an invasion. But as Congress’s researchers pointed out, “Although some officials… advocated a ‘regime change strategy’ in Syria” through military means, “military operations in Iraq… forced US policy makers to explore additional options,” [14] rendering Bolton’s false accusations academic.

Since the only legitimate WMD are nuclear weapons, and since there is no evidence that Syria has even the untapped capability of producing them, much less possesses them, Syria has never been a WMD-state or a threat to the US goal of reducing WMD proliferation. What’s more, the claim that Washington holds this as a genuine goal is contestable, since it has blocked efforts to make the Middle East a chemical- and nuclear-weapons-free zone, in order to spare its protégé, Israel. It would be more accurate to say that the United States has a goal of reducing weapons proliferation among countries it may one day invade, in order to make the invasion easier. Moreover, there’s an egregious US double-standard here. Washington maintains the world’s largest arsenals of nuclear, chemical and biological weapons, but demands that countries it opposes should abandon their own, or forswear their development. This is obviously self-serving and has nothing whatever to do with fostering peace and everything to do with promoting US world domination. One US grievance with Assad’s Syria, then, is that it refused to accept the international dictatorship of the United States.

Economic reform (economic sovereignty)

In connection with Syria impeding the achievement of US goals in the Middle East, the Congressional Research Service made the following points in 2005 about the Syrian economy: It is “largely state-controlled;” it is “dominated by… (the) public sector, which employs 73% of the labour force;” and it is “still based largely on Soviet models.” [15] These departures from the preferred Wall Street paradigm of free markets and free enterprise appear, from the perspective of Congress’s researchers, to be valid reasons for the US government to attempt to bring about “reform” in Syria. Indeed, no one should be under the illusion that the US government is prepared to allow foreign governments to exercise sovereignty in setting their own direction economically. That this is the case is evidenced by the existence of a raft of US sanctions legislation against “non-market states.” (See the Congressional Research Service 2016 report, “North Korea: Economic Sanctions,” for a detailed list of sanctions imposed on North Korea for having a “Marxist-Leninist” economy.)

To recapitulate the respective positions of Syria and the United States on issues of bilateral concern to the two countries:

On Israel. To accept Israel’s right to exist as a settler state on land illegitimately acquired through violence and military conquest from Palestinians, Lebanese (the Shebaa Farms) and Syrians (Golan), would be to collude in the denial of the fundamental right of self-determination. Damascus has refused to collude in the negation of this right. Washington demands it.

On Hezbollah. Hezbollah is the principal deterrent against Israeli territorial expansion into Lebanon and Israeli aspirations to turn the country into a client state. Damascus’s support for the Lebanese resistance organization, and Washington’s opposition to it, places the Assad government on the right side of the principle of self-determination and successive US governments on the wrong side.

On WMD. Syria has a right to self-defense through means of its own choosing and the demand that it abandon its right is not worthy of discussion. The right to self-defense is a principle the United States and its allies accept as self-evident and non-negotiable. It is not a principle that is valid only for the United States and its satellites.

On opposition to the US invasion of Iraq. The 2003 US-led aggression against Iraq was an international crime on a colossal scale, based on an illegitimate casus belli, and a fabricated one at that, and which engendered massive destruction and loss of life. It was the supreme international crime by the standards of the Nuremberg trials. Applying the Nuremberg principles, the perpetrators would be hanged. US aggression against Iraq, including the deployment of “sanctions of mass destruction” through the 1990s, which led to hundreds of thousands of Iraqi deaths, and was blithely accepted by then US Secretary of State Madeleine Albright as “worth it,” was undertaken despite the absence of any threat to the United States. The deliberate creation of humanitarian calamities in the absence of a threat, as a matter of choice and not necessity, in pursuit of economic gain, is an iniquity on a signal scale. What, then, are we to think of a government in Damascus that opposed this iniquity, and a government in Washington that demands that Damascus reverse its opposition and accept the crime as legitimate?

Whatever its failings, the Assad government has unambiguously adopted positions that have traditionally been understood to be concerns of the political left: support for self-determination; public ownership and planning of the economy; opposition to wars of aggression; and anti-imperialism. This is not to say that on a spectrum from right to left that the Assad government occupies a position near the left extreme; far from it. But from Washington’s point of view, Damascus is far enough to the left to be unacceptable. Indeed, it is the Syrian government’s embrace of traditional leftist positions that accounts for why it is in the cross-hairs of the world’s major champion of reactionary causes, the United States, even if it isn’t the kind of government that is acceptable to Trotskyists and anarchists.

In 2003, the Bush administration listed Syria as part of a junior varsity axis of evil, along with Cuba and Libya, citing support in Damascus for Hezbollah and groups engaged in armed struggle to achieve Palestinian self-determination. [16] An invasion of Syria following the US take-over of Iraq in 2003 was contemplated, but was called off after the Pentagon discovered its hands were full quelling resistance to its occupations of Iraq and Afghanistan. As an alternative to direct military intervention to topple the Syrian government, the United States chose to pressure Assad through sanctions and by strengthening the opposition in Syria, hoping either to force Assad to accept Israel’s territorial gains, end support for Hezbollah and Palestinian militant groups, and to remake the economy—or to yield power. However, as Congress’s researchers reveal, there were concerns in Washington that if efforts to bolster the opposition went too far, Assad would fall to “a successor regime (which) could be led by Islamic fundamentalists who might adopt policies even more inimical to the United States.” [17]

On December 12, 2003, US president George W. Bush signed the Syria Accountability Act, which imposed sanctions on Syria unless, among other things, Damascus halted its support for Hezbollah and Palestinian resistance groups and ceased “development of weapons of mass destruction.” The sanctions included bans on exports of military equipment and civilian goods that could be used for military purposes (in other words, practically anything.) This was reinforced with an additional (and largely superfluous) ban on US exports to Syria other than food and medicine, as well as a prohibition against Syrian aircraft landing in or overflying the United States. [18]

On top of these sanctions, Bush imposed two more. Under the USA PATRIOT Act, the US Treasury Department ordered US financial institutions to sever connections with the Commercial Bank of Syria. [19] And under the International Emergency Economic Powers Act, the US president froze the assets of Syrians involved in supporting policies hostile to the United States, which is to say, supporting Hezbollah and groups fighting for Palestinian self-determination, refusing to accept as valid territorial gains which Israel had made through wars of aggression, and operating a largely publicly-owned, state-planned economy, based on Soviet models. [20]

In order to strengthen internal opposition to the Syrian government, Bush signed the Foreign Operations Appropriation Act. This act required that a minimum of $6.6 million “be made available for programs supporting democracy in Syria… as well as unspecified amounts of additional funds (emphasis added).” [21]

By 2006, Time was reporting that the Bush administration had “been quietly nurturing individuals and parties opposed to the Syrian government in an effort to undermine the regime of President Bashar Assad.” Part of the effort was being run through the National Salvation Front. The Front included “the Muslim Brotherhood, an Islamist organization that for decades supported the violent overthrow of the Syrian government.” Front representatives “were accorded at least two meetings” at the White House in 2006. Hence, the US government, at its highest level, was colluding with Islamists to bring down the Syrian government at least five years before the eruption of protests in 2011. This is a development that seems to have escaped the notice of some who believe that violent Islamist organizations emerged only after March 2011. In point of fact, the major internal opposition to secular Syrian governments, both before and after March 2011, were and are militant Sunni Islamists. Syria expert Joshua Landis told Time that White House support for the Syrian opposition was “apparently an effort to gin up the Syrian opposition under the rubric of ‘democracy promotion’ and ‘election monitoring,’ but it’s really just an attempt to pressure the Syrian government into doing what the United States wants.” [22]

The US Congress researchers noted that despite “US calls for democracy in the Middle East, historically speaking, US policymakers” have tended to favor “secular Arab republics (Egypt) and Arab monarchies (Jordan and Saudi Arabia.)” [23] They noted too that since “the rise of political Islam as an opposition vehicle in the Middle East decades ago, culminating in the 1979 overthrow of the Shah of Iran, US policymakers have been concerned that secular Arab dictatorships like Syria would face rising opposition from Islamist groups seeking their overthrow.” [24] “The religiously fundamentalist Muslim Brotherhood,” which the Bush administration enlisted to pressure the Assad government, had long been at odds with the secular Syrian government, the researchers noted. [25]

Today, Islamic State operates as one of the largest, if not the largest, rebel groups in Syria. A 2015 Congressional Research Service report cited an “unnamed senior State Department official” who observed:

[W]e’ve never seen something like this. We’ve never seen a terrorist organization with 22,000 foreign fighters from a hundred countries all around the world. To put it in context—again, the numbers are fuzzy—but it’s about double of what went into Afghanistan over 10 years in the war against the Soviet Union. Those Jihadi fighters were from a handful of countries.” [26]

Islamic State differs from other militant Islamist opponents of the Syrian government in seeking to control territory, not only in Syria, but in Iraq and beyond. As such, it constitutes a threat to US domination of Iraq and influence throughout the Middle East and north Africa. In contrast, ideologically similar groups, such as Jabhat al-Nusra, limit the scope of their operations to Syria. They, therefore, constitute a threat to the Syrian government alone, and have proved, as a consequence, to be more acceptable to Washington.

The US government has publicly drawn a distinction between Islamic State and the confined-to-Syria-therefore-acceptable rebels, seeking to portray the former as terrorists and the latter as moderates, regardless of the methods they use and their views on Islam and democracy. The deception is echoed by the US mass media, which often complain that when Russian warplanes target non-Islamic State rebels that they’re striking “moderates,” as if all rebels apart from Islamic State are moderates, by definition. US Director of Intelligence James Clapper acknowledged that “moderate” means little more than “not Islamic State.” He told the Council on Foreign Relations that “Moderate these days is increasingly becoming anyone who’s not affiliated with” Islamic State. [27]

The rebels are useful to the US government. By putting military pressure on Damascus to exhaust the Syrian army, they facilitate the achievement of the immediate US goal of “forcing a negotiated settlement to the conflict that will see President Assad and some his supporters leave office while preserving the institutions and security structures of the Syrian state,” [28] as Congress’s researchers summarize US strategy. Hence, Islamic State exists both as a useful instrument of US policy, and as a threat to US domination and control of Iraq and the broader Middle East. To Washington, the terrorist organization is a double-edged sword, and is treated accordingly. US airstrikes on Islamic State appear calculated to weaken the terrorist group enough that it doesn’t gain more territory in Iraq, but not so much that pressure is taken off Damascus. A tepid approach to fighting the hyper-sectarian terrorist group fits with US president Barack Obama’s stated goal of degrading and ultimately destroying Islamic State, which appears to mean destroying it only after it has served its purpose of exhausting the Syrian army. In the meantime, the anti-Shiite cut-throats are given enough latitude to maintain pressure on Syrian loyalists.

Congress’s researchers concur with this view. They conclude that “US officials may be concerned that a more aggressive campaign against the Islamic State may take military pressure off the” Syrian government. [29] This means that the US president is moderating efforts to destroy Islamic State to allow a group he decries as “simply a network of killers who are brutalizing local populations” [30] continue their work of brutalizing local populations. If he truly believed Islamic State was a scourge that needed to be destroyed, the US president would work with the Syrian government to expunge it. Instead, he has chosen to wield Islamic State as a weapon to expunge the Syrian government, in the service of building up Israel and fostering free market and free enterprise economies in the Middle East to accommodate US foreign investment and exports on behalf of his Wall Street sponsors. [31]

Wicked Games: US ‘Uses Terrorism as Main Mechanism of Its Foreign Policy’

In an interview with RT, Russian military analyst Alexander Zhilin said that US media allegations that Russia is pursuing its own interests in Syria are “absolute nonsense”, given that Moscow “cooperates there with the legitimately elected president.”

He also pointed to Washington’s hypocritical statements about the necessity of fighting terrorism, saying they came as the White House continued to use terrorism as a major mechanism of its foreign policy.

“Just think about it: if a country with a military budget exceeding  the consolidated budget of all the countries in the world uses terrorism as the main instrument of its foreign policy, fighting terrorism is almost impossible”, Zhilin said.

He also lashed out at US President Barack Obama and US Secretary of State John Kerry repeatedly calling for the ouster of Syrian President Bashar Assad.

“My question is: who are you to make such calls? It means Obama who bombed out half the world’s territory must not step down, while Assad must step down, right? It is the wrong approach,” he said.

According to him, Washington currently wages so-called network-centric warfare against Moscow, a military doctrine pioneered by the US Department of Defense in the 1990s. The goal is to translate an information advantage, enabled in part by information technology, into a competitive advantage through the robust computer networking of a well-informed, geographically decentralized force.

“The United States has started a propaganda [war] against Russia, which is why it is creating an anti-Russian coalition with the participation of Saudi Arabia, Turkey and the US private military companies,” he pointed out.

Zhilin expressed regret about foreign media outlets, including CNN and the BBC, being involved in this war and misinforming their readers about Russia’s air campaign in Syria. He recalled that Russia’s “participation in Syria suggests the support of the legitimately elected president,” and that “it was Washington which started the invasion without getting the UN’s go-ahead.”

“You know, I’m very sorry that the BBC and CNN, once respected media outlets, have turned into primitive propaganda and disinformation news agencies,” he said.

Zhilin’s remarks came shortly after CNN reported that the Russian air support had allowed the Syrian Army to begin liberating the strategic city of Aleppo, which was seized by militants several years ago. At the same time, CNN alleged that in Syria, Russia does not only struggle with Daesh militants but also pursues its own interests.

Will Geneva talks lead right back to Assad’s 2011 reforms?

Syrian peace talks have already stalled. The opposition refused to be in the same room as the government delegation, while the latter blamed opposition ‘preconditions’ and the organizers’ inability to produce a ‘list of designated terrorists’.

The UN’s special envoy for Syria Staffan de Mistura has now promised talks will reconvene on February 25, but how will he achieve this?

So much has shifted on the global political stage and in the Syrian military theater since this negotiation process first began gaining steam.

In just the past few weeks, the Syrian Arab Army (SAA) and its allies have recaptured key areas in Latakia, Idlib, Daraa, Homs and Aleppo, and are making their way up to the Turkish border, cutting off supply lines and exits for opposition militants along the way.

While analysts and politicians on both sides of the fence have warned that a ‘military solution’ to the Syrian crisis is not feasible, the SAA’s gains are starting to look very much like one. And with each subsequent victory, the ability for the opposition to raise demands looks to be diminished.

Already, western sponsors of the talks have as much as conceded that Syrian President Bashar al-Assad will continue to play a role in any future government – a slap in the face to the foreign-backed Syrian opposition that have demanded his exit.

And the long list of deliverables in peace talks yet to come – transitional governance, ceasefires, constitutional reform, and elections – are broad concepts, vague enough to be shaped to advantage by the dominant military power on the ground.

The shaping of post-conflict political landscapes invariably falls to the victor – not the vanquished. And right now, Geneva looks to be the place where this may happen, under the watch of many of the states that once threw their weight – weapons, money, training, support – behind the Syrian ‘opposition.’

So here’s a question: As the military landscape inside Syria continues to move in the government’s favor, will a final deal look very much different than the 2011 reforms package offered by Syrian President Bashar al-Assad?

Assad’s 2011 reforms

In early 2011, the Syrian government launched a series of potentially far-reaching reforms, some of these unprecedented since the ascendance of the Baath party to power in 1963.

Arriving in Damascus in early January 2012 – my third trip to Syria, and my first since the crisis began – I was surprised to find restrictions on Twitter and Facebook already lifted, and a space for more open political discourse underway.

That January, less than ten months into the crisis, around 5,000 Syrians were dead, checkpoints and security crackdowns abounded, while themes such as “the dictator is killing his own people” and “the protests are peaceful” still dominated western headlines.

Four years later, with the benefit of hindsight, many of these things can be contextualized. The ‘protests’ were not all ‘peaceful’ – and casualties were racking up equally on both sides. We see this armed opposition more clearly now that they are named Jabhat al-Nusra, Ahrar al-Sham and ISIS. But back in early 2012, these faces were obfuscated – they were all called “peaceful protestors forced to take up arms against a repressive government.”

Nevertheless, in early 2011, the Syrian government began launching its reforms – some say only to placate restive populations; others saw it as an opportunity for Assad to shrug off the anti-reform elements in his government and finish what he intended to start in 2000’s ‘Damascus Spring.’

Either way, the reforms came hard and fast – some big, some small: decrees suspending almost five decades of emergency law that prohibited public gatherings, the establishment of a multi-party political system and terms limits for the presidency, the removal of Article 8 of the constitution that assigned the Baath party as “the leader of state and society,” citizenship approval for tens of thousands of Kurds, the suspension of state security courts, the removal of laws prohibiting the niquab, the release of prisoners, the granting of general amnesty for criminals, the granting of financial autonomy to local authorities, the removal of controversial governors and cabinet members, new media laws that prohibited the arrest of journalists and provided for more freedom of expression, dissolution of the cabinet, reducing the price of diesel, increasing pension funds, allocating housing, investment in infrastructure, opening up direct citizen access to provincial leaders and cabinet members, the establishment of a presidential committee for dialogue with the opposition – and so forth.

But almost immediately, push back came from many quarters, usually accompanied by the ‘Arab Spring’ refrain: “it’s too late.”

But was it?

Western governments complained about reforms not being implemented. But where was the time – and according to whose time-frame? When the Assad government forged ahead with constitutional reforms and called for a nationally-held referendum to gain citizen buy-in, oppositionists sought a boycott and US Secretary of State Hillary Clinton called the referendum “phony” and “a cynical ploy.”

Instead, just two days earlier, at a meeting in Tunis, Clinton threw her significant weight behind the unelected, unrepresentative, Muslim Brotherhood-dominated Syrian National Council (SNC): “We do view the Syrian National Council as a leading legitimate representative of Syrians seeking peaceful democratic change.”

And when, in May 2012, Syria held parliamentary elections – the first since the constitution revamp – the US State Department called the polls: “bordering on ludicrous.”

But most insidious of all the catch-phrases and slogans employed to undermine the Syrian state, was the insistence that reforms were “too late” and “Assad must go.” When, in the evolution of a political system, is it too late to try to reform it? When, in the evolution of a political system, do external voices, from foreign capitals, get to weigh in on a head of state more loudly than its own citizens?

According to statements made by two former US policymakers to McClatchy News : “The goal had been to ‘ratchet up’ the Syria response incrementally, starting with U.S. condemnation of the violence and eventually suggesting that Assad had lost legitimacy.”

“The White House and the State Department both – and I include myself in this – were guilty of high-faluting rhetoric without any kind of hard policy tools to make the rhetoric stick,” confessed Robert Ford, former US Ambassador to Syria.

An analysis penned by veteran Middle East correspondent Michael Jansen at the onset of the talks in Geneva last week ponders the point: “The Syrian crisis might have been resolved in 2011 if US president Barack Obama had not declared on August 18th that year that his Syrian counterpart Bashar al-Assad had to ‘step aside.’”

Were the additional 250,000 Syrian deaths worth those empty slogans? Or might reforms, in Syrian hands, have been worth a try?

Domestic dissent, Assad and reforms

The story inside Syria, within the dissident community, still varied greatly during my January 2012 trip. But with the exception of one, Fayez Sara, who went on to eventually leave the country and join the SNC, Syrian dissidents with whom I met unanimously opposed sanctions, foreign intervention and the militarization of the conflict.

Did they embrace the reforms offered up in 2011? Mostly not – the majority thought reforms would be “cosmetic” and meaningless without further fundamental changes, much of this halted by the growing political violence. When Assad invited them to participate in his constitutional reform deliberations, did these dissidents step up? No – many refused to engage directly with the government, probably calculating that “Assad would go” and reluctant to shoulder the stigma of association.

But were these reforms not a valuable starting point, at least? Political systems don’t evolve overnight – they require give-and-take and years of uphill struggle.

Aref Dalila, one of the leaders of the ‘Damascus Spring’ who spent eight years in prison, told me: “The regime consulted with me and others between March and May and asked our opinion. I told them there has to be very serious reforms immediately and not just for show, but they preferred to go by other solutions.”

Bassam al-Kadi, who was imprisoned for seven years in the 1990s, managed to find one upside to reforms:

Speaking about the abolishment of the state security courts in early 2011, Kadi said: “Since 1973 until last May, it was actually a court outside of any laws and it was the strong arm of the regime. All trials held after abolishing this court have taken place in civilian courts. Sometimes the intelligence apparatus intervenes but in most cases the judge behaves according to his or her opinion. Hundreds of my friends who were arrested in the past few months, most were released within one or two weeks.”

This reform, by the way, took place a mere few months before Jordan’s constitutional reforms added another security layer – the state military courts – for which it was promptly lauded.

Hassan Abdel Azim, head of the National Coordination Committee (NCC) which included 15 opposition parties, took a different view: “Our point of view is that such reforms can only take place when violence stops against protestors… But since the regime tries to enforce its reforms, the result will only be partial reforms that enhances its image but not lead to real change.”

The NCC went on to have a short-lived alliance with the foreign-based SNC which fell apart over disagreements on “non-Arab foreign intervention.”

Louay Hussein who headed the Tayyar movement and spent seven years in prison when he was 22 (and recently as well), told me that January: “We consider Assad responsible for everything that’s happened but we are not prepared to put the country in trouble… In March, we wanted what the regime is giving now (reforms). But when the system started using live bullets we wanted to change it and change it quickly. But after all this time we have to reconsider our strategy.”

And the list goes on. The views ranged from dissidents who “like Assad, but hate the system” to those who wanted a wholesale change that was arrived at through a consultative process – but definitely not foreign intervention. Eighteen months later when I revisited some of these people, their views had transformed quite dramatically in light of the escalation of political violence. Even the ones who blamed the government for this escalation seemed to put their arms around the state, as nationalists first and foremost.

Had the conflict not taken on this stark foreign-backed dimension and become so heavily militarized, they may have expended their energies on pushing at the limits of reforms already on the table.

How can Geneva transform Syria?

First on the table in Geneva is the establishment of a transitional process that gets the two sides working on common governance. On a parallel track, demilitarization is on the menu – which basically consists of organizing ceasefires throughout Syria. The transitional team will then work on hammering out a new constitution, with elections to be held within 18 months.

That sounds a bit like the process already underway in Syria in 2011 and 2012.

Certainly, the opposition believes it has a stronger hand today than back in 2011, supported as it is by the UN-sponsored Geneva process. But the difficulties will start the moment decisions need to be made about which opposition participates in the transitional body, if they can even manage to convince the Syrian government – now racking up military victories every week – that it needs to relinquish a chunk of its authority to this new entity.

It is the kind of ‘opposition’ that eventually enters the transitional process that will help ultimately determine its outcome. Look for some Riyadh- and Turkish-backed opponents to be tossed by the wayside during this process.

With the introduction of Russian air power and qualitative military hardware last autumn, the Syrian army and its allies have gained critical momentum in the field.

So why would the Syrian state backtrack on that momentum to give up authority in Geneva? Even the expectation of this is illogical.

There is a growing consensus among Syria analysts that the Americans have ceded the Syrian theater to the Russians and Moscow’s allies. Washington has barely registered any meaningful objections to Russian airstrikes over the past months, apart from some sound bites about hitting ‘moderate rebels’ and not focusing enough on ISIS.

Part of the US problem is that, without any clear cut Syria strategy, it has found itself neck-deep in this crisis without any means to extricate itself from the uncomfortable dependencies of thousands of rebel militants, and the demands of increasingly belligerent allies like Turkey and Saudi Arabia.

They Russians offer that opportunity – like they did in 2013 by taking the Syrian chemical weapons program off the table – and it looks like Washington is grabbing it with both hands right now. It is likely that Moscow waited to intervene in the Syrian quagmire only when it was absolutely sure the US needed an exit – any earlier, and the Americans were still playing both sides and all cards.

For Geneva to move forward, the participants are going to have to make some awkward commitments. Firstly, the batch of Islamists-for-hire that currently makes up the opposition will need to be finessed – or torn apart – to include a broad swathe of Syrian ethnic groups, sects, political viewpoints and… women.

Secondly, all parties to the talks need to agree on which militants in the Syrian theater are going to make that “terrorist list.” This was a clear deliverable outlined in Vienna, and it hasn’t been done. This all-important list will make clear which militants are to be part of a future ceasefire, and which ones will be ‘fair game.’

After all, there can be NO ceasefires until we know who is a designated terrorist and who can be a party to ground negotiations.

I suspect, however, that this terrorist list has been neglected for good reason. It has spared western rebel-sponsors the discomfort of having to face the wrath of their militants, while allowing time for the Russians and Syrians to mow these groups into the ground. Hence the stream of recent victories – and the accompanying timid reaction from Washington.

As the balance of power shifts further on the ground, we may see a much-altered ‘Geneva.’ Will it genuinely beget a political process, will the players at the table change, will the ‘political solution’ be entirely manufactured behind the curtains… only to be offered up to an unsuspecting public as a victory wrenched from a ‘bad regime?’

Because, right now, Syria would be fortunate to have those 2011 reforms on that table, the rapt attention of the global community encouraging them forward, weapons at rest. A quarter million Syrians could have been spared, hundreds of towns, cities and villages still intact, millions of displaced families in their own homes.

Perhaps Geneva can bring those reforms back, wrapped in a prettier package this time, so we can clap our hands and declare ourselves satisfied.
