Latin American States Denounce Any Possible Aggression against Syria

AlBAThe nine Latin American states (ALBA) have condemned any possible aggression against Syria and announced the dispatching of humanitarian aid to the Syrian refugees in Lebanon.

“The Bolivarian alliance council in American denounces any possible strike against Syria,” ALBA Secretary General said in a statement from Venezuela.

“ALBA asks the U.S. to refrain from launching a military aggression against the Syrian people and government,” he added, accusing the US administration of resorting to the same strategies that it used in Iraq, Afghanistan and Egypt.

ALBA further decided to dispatch humanitarian aid, including foodstuffs, to the Syrian refugees in Lebanon.

Obama bypassing UN, making Congress his world court: Venezuela

Venezuela has condemned US President Barack Obama for bypassing the United Nations and asking US Congress to approve a military offensive against Syria, saying the move can lead to destruction of international institutions.

During a visit to the South American country of Guyana on Saturday, Venezuelan President Nicolas Maduro said that the US president was shamelessly bypassing the UN and turning Congress into his personal world court.

“If multilateral bodies and the international system are disregarded like this, what lies ahead of us in this world is war, is destruction,” Maduro warned.

“It is a very serious thing indeed when President Obama tries to take the place of UN bodies, and that he has tried and convicted the Syrian government, and that he has decided to invade, to militarily attack the people of Syria, and that he has chosen the US Congress as a sort of high world court in place of the UN Security Council,” Maduro said after holding a meeting with his Guyanese counterpart Donald Ramotar.

Earlier in the day, Obama said he has decided that Washington must take military action against the Syrian government, which would mean a unilateral military strike without a UN mandate.

Obama said that despite having made up his mind, he will take the case to Congress. But he added that he is prepared to order military action against the Syrian government at any time.

Obama once again held the Syrian government responsible for the chemical weapons attack that killed hundreds of people in the suburbs of Damascus.

On Thursday, the second meeting of the UN Security Council’s permanent members ended without reaching an agreement on Syria.

Representatives from the US, Britain, France, Russia, and China met on Thursday afternoon at the UN headquarters in New York for the second time in two days, but the meeting broke up after less than an hour, with the ambassadors steadily walking out.

The Western members of the council have been pushing for a resolution on the use of force while Russia and China are strongly opposed to any attack on Syria.

The call for military action against Syria intensified after foreign-backed opposition forces accused the government of President Bashar al-Assad of launching a chemical attack on militant strongholds in the suburbs of Damascus on August 21.

Syria has strongly rejected the allegations and says terrorists carried out the deadly chemical weapons attack.

Venezuela, Palestine sign oil deal

Venezuela and Palestine have signed agreements including deals under which Caracas is to sell oil at a ‘fair price’ to the Palestinians.

The accords were signed on Saturday following a meeting between Venezuelan Foreign Minister Elias Jaua and his Palestinian counterpart Riyad al-Maliki.

“It is an agreement of cooperation and solidarity with our oil industry… a sale of fuel at a fair price,” Jaua said.

The agreement also assures “favorable” repayment terms as well as training of Palestinians on handling and distribution of oil.

Maliki, who is on a Latin America tour, said he was “extremely satisfied” with the agreement.

On August 23, Maliki visited Ecuador, where he discussed with Minister for Foreign Affairs and Human Mobility Ricardo Patino. After the meeting, the two ministers expressed interest in opening embassies in both countries to strengthen ties.

A day earlier, Guyana’s President Donald Ramotar said after meeting the Palestinian foreign minister that his country is in the process of appointing an ambassador to Palestine and reiterated Guyana’s continued support to Palestine.

A group of Latin American and Caribbean countries, including Brazil, Argentina, Venezuela, Bolivia, Uruguay, Ecuador, Chile and Chile, recognize Palestine as an independent state.

On April 10, the Latin American nation of Guatemala became the 132nd nation in the world to formally recognize the state of Palestine.

South America: UNASUR To Build Fibre-Optic ‘Mega Ring’

unasurThe Union of South American Nations (UNASUR) has approved plans for an optic fibre mega-ring which will break its members’ “dependence on the US, and provide a safer and cheaper means of communication.”

The fibre optic ring will become part of a ten-year plan to physically integrate all 12 UNASUR member states. The line, which will reach up to 10,000 kilometres long and will be managed by state enterprises from each country it crosses, is expected to interconnect South America through higher coverage and cheaper internet connections.

Industrial Minister of Uruguay, Roberto Kreimerman, explained that “it is about having a connection with great capacity that allows us to unite our countries together with the developed world.”

He continued to say, “We are considering that, at most, in a couple of years we will have one of these rings finalised.” He also added that ”I think the economy, security, and integration are the three important things we need in countries where Internet use is advancing exponentially.”

At the moment, up to 80% of Latin America’s communications go through the US. However, plans for an independent communication line comes shortly after the US was discovered to have been spying on Latin American data. The National Security Agency (NSA) were revealed to have been monitoring emails and intercepting telephone logs, spying on energy, military, politics, and terror activity across the continent.

UNASUR is made up of Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Guyana, Paraguay, Peru, Suriname, Uruguay, and Venezuela.

Latin America Condemns US Espionage at United Nations Security Council

Throughout the day, on August 6, President Cristina Fernandez Kirchner of Argentina chaired a historic United Nations Security Council meeting that revealed a seismic shift in geopolitical consciousness and incipient strength.

The agenda of Security Council meeting 7015 was: “Cooperation Between the United Nations and Regional and Sub-regional Organizations in Maintaining International Peace and Security.”

The prelude to this meeting was held, the prior day, August 5, at a press stakeout given by Elias Jaua Milano, Foreign Minister of Venezuela, Hector Timerman, Foreign Minister of Argentina, Antonio de Aguiar Patriota, Foreign Minister of Brazil, Luis Almagro, Foreign Minister of Uruguay and David Choquehuanca Cespedes, Foreign Minister of Bolivia.

They spoke on behalf of Mercosur, the Southern Common Market, following their meeting with United Nations Secretary-General Ban Ki-moon. Their remarks focused on the expression of outrage contained in the “Annex to the note verbale dated 22 July from the Permanent Mission of the Bolivarian Republic of Venezuela to the United Nations addressed to the Secretary-General, which stated:

“Decision rejecting the acts of espionage conducted by the United States in the countries of the region.” “The President of the Argentine Republic, the President of the Plurinational State of Bolivia, the President of the Federative Republic of Brazil, the President of the Eastern Republic of Uruguay and the President of the Bolivarian Republic of Venezuela, having met in Montevideo, Eastern Republic of Uruguay, on 12 July, 2013, within the framework of the presidential summit of the Southern Common Market (MERCOSUR),

Condemning the acts of espionage carried out by intelligence agencies of the United States of America , which affect all countries in the region,

Strongly rejecting the interception of telecommunications and the acts of espionage carried out in our countries, which constitute a violation of the human rights, the right to privacy and the right to information of our citizens, and which also constitute unacceptable behavior that violates our sovereignty and is detrimental to the normal conduct of relations among nations,

Considering the advisability of promoting a coordinated approach to this issue at the regional level,

Decide to:

Work together to guarantee the cybersecurity of the States members to MERCOSUR, which is essential to defending the sovereignty of our countries,

Demand that those responsible immediately cease these activities and provide an explanation of the motives for and consequences of such activities,

Stress that the prevention of crime and the suppression of transnational crimes, including terrorism, must be carried out in line with the rule of law and in strict observance of international law.

Promote the adoption by the relevant multilateral institutions of standards for the regulation of the Internet which place a particular emphasis on cybersecurity issues, with a view to fostering the adoption of standards that guarantee the adequate protection of communications, in particular to safeguard the sovereignty of States and the privacy of individuals,

Express our full solidarity with all countries, within and outside our region that have been victims of such actions,

Promote the joint efforts of the Ministers for Foreign Affairs to inform the Secretary-General of the United Nations of these incidents and request prevention and sanction mechanisms on the issue at the multilateral level

Instruct the delegations of the Member States participating in the upcoming session of the United Nations General Assembly to jointly present a formal proposal to that end,

Request the Argentine Republic to submit this matter to the Security Council for consideration,

Agree to establish a working group to coordinate efforts, together with the South American Defence Council and the South American Infrastructure and Planning Council, aimed at carrying out activities that will render our telecommunications more secure and reduce our dependence on foreign technology.”

The morning session of the August 6 Security Council meeting consisted primarily of technical diplomatic presentations.  Following Secretary-General Ban Ki-moon’s statement, Cuban Foreign Minister Rodriguez Parrella opened the meeting, as President of the Community of Latin American and Caribbean States (CELAC):

“The history of Latin American and the Caribbean has changed. Two hundred years after our independence, the ideas of ‘a Nation of Republics,’ and of ‘Our America’ envisaged by Bolivar and Marti, respectively, are taking shape. Thus, our Heads of State and Government decided in the Caracas Declaration that ‘in accordance with the original mandate of our liberators, CELAC must move forward in the process of political, economic, social and cultural integration – based on a wise equilibrium between the unity and diversity of our peoples … Upon founding CELAC, our Heads of State and Government reiterated our commitment to the building of a more just, equitable and harmonious international order based on respect for international law and the Charter of the United Nations. … They reaffirmed our commitment to the defense of sovereignty and the right of any state to establish its own political system, free from threats, aggression and unilateral coercive measures, and in an environment of peace, stability, justice, democracy and respect for human rights. CELAC reiterates that there can be no lasting peace without development and the eradication of poverty, hunger and inequality … CELAC has adopted a unanimous position with regard to some far-reaching topics on the international agenda, such as, for example, Argentina’s legitimate claim in the dispute concerning the sovereignty over the Malvinas Islands, and  – today on the anniversary of the bombing of Hiroshima – on so-called nuclear disarmament.”

The representatives of other regional organizations, and the members of the Security Council delivered their statements throughout the morning session of the meeting

When the Security Council resumed for the afternoon session, in a courageous and brilliant tour de force, the Argentine Presidency of the Security Council availed itself of the opportunity to publicly denounce espionage in the service of the resurgence of neo-liberal capitalist imperialism. In an unusual gesture of solidarity and support (considering that Heads of State chairing Security Council meetings seldom remain beyond a perfunctory appearance at the morning session), President Cristina Fernandez Kirchner, Foreign Minister Hector Timerman and Ambassador Maria Cristina Perceval were present throughout the afternoon, as the succession of dazzling speeches, delivered by the Latin American Foreign Ministers of Brazil, Uruguay, Bolivia, Venezuela, Ecuador illuminated the global menace threatened by the United States National Security Agency programs of surveillance of phone records, e-mails, web-browsing, those very programs disclosed by former NSA contractor Edward Snowden.

The foreign ministers of Brazil, Venezuela, Uruguay, Bolivia and Ecuador fiercely condemned the United States plan for worldwide espionage, which posed a lethal threat to the democratically elected governments of these Latin American nations and jeopardized their survival.

It is not surprising that this expression of alarm was voiced by Latin America, from Argentina through Uruguay, Bolivia, Ecuador, Brazil, Venezuela – in other words from the Southernmost tip of the huge southern continent to the Caribbean, for this continent, viewed imperialistically as the “backyard” of the United States, was for many tragic decades, crushed by military dictatorships inflicting state terror with impunity, following the blueprint of destabilization and overthrow, by the CIA and  multinational corporate controlled entities, of their own democratically elected leaders. The tragic destruction of Latin America’s democratically elected governments included President Arbenz in Guatemala, 1954; President Goulart in Brazil, 1964; President Juan Bosch in the Dominican Republic, 1965; President Torres in Bolivia, 1971;  President Allende in Chile, 1973, and more recently the destabilizations of the democratically elected governments of Honduras and Paraguay (this is not a complete list)

This more than half-century violation of the will of the people of Latin America, engineered by agencies of “the Colossus of the North” was a shattering trauma seared deeply into the consciousness of these leaders, whose recent triumph over fascist military dictatorships which were installed and supported by the United States, is a testament to their moral and intellectual strength and their passion for dignity and control over their own destinies. The Latin American governments speaking at the August 6 Security Council are like the canary in the coal mine:  intensely alert and sensitive to imminent or potential threats of repetition of that horrific period they had endured and so recently overcome, these governments denounced widespread evidence of perilous subversive activity, the lethal consequences of which are predictable and terrifying.

The August 6, 2013 afternoon session of the UN Security Council began with Mr. Antonio de Aguiar Patriota, Foreign Minister of Brazil, who stated, in English:

“You, Madam President made my task easier by referring to the interception of communications and acts of espionage. Such practices violate sovereignty, harm relations between nations and constitute a violation of human rights, inn particular the right to privacy and the right of our citizens to information. In that respect, you have complied with the decision of the States parties of the Common Market of the South (MERCOSUR) who met in Montevideo last month. Yesterday, the Foreign Minister of MERCOSUR conveyed to the Secretary-General the position of Argentina, Bolivia, Brazil, Uruguay and Venezuela with respect to and in compliance with, that decision.  The matter will also be placed before various United Nations bodies, in accordance with the decision and the document circulated under the symbol A/67/946. This is a very serious issue with a profound impact on the international system. Brazil is coordinating with countries that share similar concerns for the benefit of an international order that respects human rights and the sovereignty of states.

I welcome the timely statement made on 12 July by the UN High Commissioner for Human Rights, Ms. Navi Pillay: ‘surveillance programmes without adequate safeguards to protect the right to privacy actually risk impacting negatively on the enjoyment of human rights and fundamental freedoms.’ Pillay also mentioned Article 12 of the Universal Declaration of Human Rights and Articles 17 and 18 of the International Covenant on Civil and Political Rights, which established, respectively, that ‘No one shall be subjected to arbitrary interference with his privacy, family, home or correspondence,’ and that ‘Everyone has the right to protection of the law against such interference or attacks.’

Brazil also associates itself with the repeated appeals by Ms. Pillay in various forums that efforts to combat terrorism must necessarily respect human rights and humanitarian law. Her position was incorporated into the decision of the Heads of State of MERCOSUR as well as the Presidential Statement (S/PRST/2013/12) adopted by the Council this morning… Mention should be made of the North Atlantic Treaty Organization (NATO)… .a defense alliance that does not seem to frame its activities clearly under Chapter VIII of the Charter of the United Nations and has made use of concepts and strategies that raise problematic and sensitive issues in terms of the articulation between the regional level and the United Nations system. We are concerned that, historically, leaders of NATO and member countries have considered that the organization does not necessarily require explicit authorization from the Security Council to resort to coercion.

We are also concerned that NATO has loosely interpreted mandates for action aimed at promoting international peace and security authorized by the Security Council. As Brazil has maintained, including through the Brazilian concept of ‘responsibility while protecting,’ (S/2011/701, annex), the Security Council should avail itself of the institutional means of monitoring the adequate fulfillment of its mandates.

We are concerned, as well that NATO has been searching to establish partnerships out of its area, far beyond the North Atlantic, including in regions of peace, democracy and social inclusion, and that rule out the presence of weapons of mass destruction  in their territories. It would be extremely grave for the future of the articulation between regional and global efforts at promoting peace, as prescribed by the United Nations, if groups of countries started to unilaterally define their sphere of action beyond the territory of their own members.”

Next, Mr. David Choquehuanca Cespedes, Minister of Foreign Affairs of Bolivia spoke:

“Preserving peace is not and will not be the result of the existence of international policemen, but rather as a result of the promotion of social justice, equity,  complementarity, solidarity and respect between states… I should like to express our rejection and condemnation of the practice of espionage on the part of the United States. I should also like to express the grief and indignation of my people and my Government over the act of aggression experienced by President Evo Morales Ayma, which has been described by the international community as offensive, humiliating, discriminatory, colonialistic, unfriendly and a violation of human rights and international standards. Given the grave nature of these facts, we ask the United Nations to clarify these events and to take measures to guarantee human rights and international law so that no one will have to suffer such violations again.”

Next, His Excellency, Mr. Elias Jaua Milano, Minister of the People’s Power for Foreign Affairs of the Bolivarian Republic of Venezuela and Pro-Tempore President of the Common Market of the South (MERCOSUR) stated:

“Today we join in the pleasure of the Bolivian people on its national holiday, and recall the commemoration of the 200 years of the triumphant entry of the liberator Simon Bolivar after having carried out a successful campaign that began in December of 1812 in New Grenada. We must always remember that, when united, we South Americans will achieve independence, equality and democracy for our peoples…. Peace cannot be achieved in the world without social justice and without eradicating once and for all hunger, poverty, illiteracy, malnutrition and the wide technological divides, in other words, without guaranteeing to all the resources necessary for their full development in equal conditions…. The instruments, declarations, decisions and resolutions of MERCOSUR have sought democracy and peace in the region, including by preventing coups and other attempts to frustrate the democratic will of our peoples, promoted by fascistic movements represented by political and economic leaders that are found particularly in media corporations. These movements attack democratic governments and peoples that have chosen the path of independence, social inclusion and the grass-roots democratization of our societies….

The timely and firm action of MERCOSUR along with other regional and sub-regional organizations, managed to stop attempted coups in Paraguay in 1996 and 1999, thereby guaranteeing democratic order. Similarly, in 2006 and 2007 MERCOSUR condemned and took action to prevent attempts to divide Bolivia as a way of weakening the democratic government of President Evo Morales. Likewise, the Foreign Ministers of the countries members of MERCOSUR condemned the attempted coup against President Rafael Correa in Ecuador on 30 September 2010, joining with other regional blocs to issue a joint warning to the world and prevent that crime from taking place. Although it could not be prevented, MERCOSUR acted decisively in the parliamentary coup against President Fernando Lugo of Paraguay in June, 2012. On that occasion the foreign ministers of MERCOSUR and UNASUR traveled to Asuncion with the intention of starting a dialogue and preventing the interruption of the constitutional order. That was not achieved, and the bloc had to temporarily suspend the Republic of Paraguay until its political, institutional and democratic situation was normalized through the holding of elections. More recently, MERCOSUR has been able to circumvent those situations with peaceful and democratic mechanisms, without economic blocades, military intervention, indiscriminate bombing or armed intervention of any kind. We believe that the only way to defeat violence is with greater democracy and peaceful means. Mercosur has also participated in issues that affect international peace and security, such as the coup in Honduras against President Zelaya…

Unfortunately in recent times we have been concerned to see that some countries have continued to assert their political, military and economic power and distorted the very essence of cooperation between the United Nations and regional and subregional organizations. They have gone so far as to use the Security Council as a platform to encourage armed interventions against sovereign states and peoples with a view to promoting the poorly named regime change, in contravention of all principles of International Law… as Foreign Minister of the Bolivarian Republic of Venezuela and as Pro-Tempore President of MERCOSUR I take this opportunity to reiterate our firm condemnation of the insult to the office of the President of the Plurinational State of Bolivia, President Evo Morales, when some European Governments did not permit the overflight or landing of the aircraft transporting him. That was not only a hostile, unfounded, discriminatory and arbitrary action, but also a flagrant violation of the precepts of international law.”

  “Similarly, we reject the actions of global espionage carried out by the government of the United States , which undermine the sovereignty of States and which we have become familiar with through the revelations of the former security contractor, Edward Snowden. Given the seriousness of these reports of computer espionage on a global scale, recognized by the Secretary-General of the International Telecommunication Union himself, the United Nations must initiate a broad multilateral discussion that would make it possible to design agreements to safeguard the sovereignty and security of States in the light of such illegal practices. MERCOSUR has begun action to promote a discussion on this matter so that we can open an appropriate investigation within the United Nations and punish and condemn this violation of international law.”

“We reiterate our condemnation of actions that could undermine the power of States to fully implement the right of humanitarian asylum. In this respect, we reject any attempt to pressure, harass or criminalize a state or third party over the sovereign decision of any nation to grant asylum, which is enshrined in all international conventions. Likewise, we express our solidarity with the Governments of Bolivia and Nicaragua , which, like Venezuela, have offered asylum to Mr. Snowden, as expressed by the Heads of State of MERCOSUR in the decision concerning the universal recognition of the right of political asylum, issued in Montevideo on 12 July. These three matters were discussed yesterday with the Secretary-General of the United Nations”

In her remarkable work, entitled “The Shock Doctrine, The Rise of Disaster Capitalism,” (published in 2007) journalist Naomi Klein states, page 573:

“Though clearly drawing on a long militant history, Latin America ’s contemporary movements are not direct replicas of their predecessors. Of all the differences, the most striking is an acute awareness of the need for protection from the shocks of the past – the coups, the foreign shock therapists, the U.S. trained torturers, as well as the debt shocks and currency collapses of the eighties and nineties. Latin America’s mass movements, which have powered the wave of election victories for left-wing candidates, are learning how to build shock absorbers into their organizing models. …

Latin America’s new leaders are also taking bold measures to block any future U.S. backed coups that could attempt to undermine their democratic victories. The governments of Venezuela, Costa Rica, Argentina and Uruguay have all announced they will no longer send students to the School of Americas, the infamous police and military training center in Fort Benning, Georgia, where so many of the continent’s notorious killers learned the latest I “counterterrorism” (torture) techniques, then promptly directed them against farmers in El Salvador and auto workers in Argentina…. If the U.S. military does not have bases or training programs, its power to inflict shocks will be greatly eroded…

Latin America’s most significant protection from future shocks (and therefore the shock doctrine) flows from the continent’s emerging independence from Washington’s financial institutions, the result of greater integration among regional governments. The Bolivarian Alternative for the Americas (ALBA) is the continent’s retort to the Free Trade Area of the Americas, the now buried corporatist dream of a free-trade zone from Alaska to Tierra del Fuego….

Thanks to high oil prices, Venezuela has emerged as a major lender to other developing countries, allowing them to do an end run around Washington, and even Argentina, Washington’s former ‘model pupil’ has been part of the trend. In his 2007 State of the Union Address (the late) President Nestor Kirchner said that the country’s foreign creditors had told him, ‘You must have an agreement with the International Fund to be able to pay the debt. We say to them, ‘Sirs, we are sovereign. We want to pay the debt, but no way in hell are we going to make an agreement again with the IMF.’ As a result the IMF, supremely powerful in the eighties, is no longer a force on the continent.  In 2005 Latin America made up 80 percent of the IMF’s total lending portfolio, in 2007 the continent represented just 1 percent – a sea change in only two years. ‘There is life after the IMF,’ Kirchner declared, ‘and it is a good life.’”

Having resisted foreign (and domestic) military control, and foreign (and neoliberal) economic control, the new peril confronting Latin America’s independent governments emanates from the United States’ National Security Agency’s electronic surveillance programs, an insidious new cyber-age method of total social control of the most private and intimate spaces of their lives – and identities, their minds, destroying their capacity to forge networks of solidarity and obtain the information crucial to their understanding and critical thinking, without which they are vulnerable to being reduced to the condition of the “zombies” (so popular in Hollywood’s movie narrative), rendering them confused, docile, easily herded, subjugated, ultimately exploited and enslaved. This surveillance is tantamount to imposing total individual and societal control, which is a stealthy form of isolation, a form of psychological and intellectual solitary confinement, one of the cruelest forms of torture, which ultimately leads to the disintegration of the human personality, within an invisible prison.

This condition is described by the American Civil Liberties Union, and quoted in Charles Savage’s August 8 report to The New York Times:

“Hints of the surveillance appeared in a set of rules, leaked by Mr. Snowden, for how the NSA may carry out the 2008 FISA law. One paragraph mentions that the agency ‘seeks to acquire communications about the target that are not to or from the target.’ The pages were posted online by the newspaper The Guardian on June 20, but the telltale paragraph, the only rule marked ‘Top Secret’ amid 18 pages of restrictions, went largely overlooked amid other disclosures…. While the paragraph hinting at the surveillance has attracted little attention, the American Civil Liberties Union did take note of the ‘about the target’ language in a June 21 post analyzing the larger set of rules, arguing that the language could be interpreted as allowing ‘bulk collection of international communications, including those of Americans’…. Jameel Jaffer, a senior lawyer at the ACLU said Wednesday that such ‘dragnet surveillance will be poisonous to the freedoms of inquiry and association’ because people who know that their communications will be searched will change their behavior. ‘They’ll hesitate before visiting controversial web sites, discussing controversial topics or investigating politically sensitive questions. Individually, these hesitations might appear to be inconsequential, but the accumulation of them over time will change citizens’ relationship to one another and to the government.’”

The infrastructure for de facto fascist police state and military control is being established under the guise of counterterrorism, (as, earlier, similar fascist states were established under the guise of fighting communism) a phenomena Latin America recognizes and knows from horrific historic experience. And their historic memory of this has not yet been expunged:  indeed, many of the leaders of Latin America today were earlier imprisoned and tortured only a few decades ago under such fascist police and military states (established ostensibly in the name of anti-communism), including Chile’s former, and possibly future President Michelle Bachelet, Brazil’s President Dilma Roussef, Argentina’s late President Nestor Kirchner, and the world famous father of Argentina’s Foreign Minister Hector Timerman, the late Jacobo Timerman, imprisoned and tortured for two years during the Argentine military dictatorship’s “dirty war.” No doubt, Uruguay ’s President Jose Mujica well remembers those horrors, and Chile ’s former President Ricardo Lago spent considerable time in prison during the Pinochet dictatorship.

Patino Aroca, Foreign Minister of Ecuador, next delivered, at the August 6 Security Council meeting, one of the great speeches in United Nations history.

 “During the recent summit of the Common Market of the South (MERCOSUR) that took place on 12 July in Montevideo, the States convened resolved to ‘request Argentina to submit the matter of the massive espionage case uncovered by Edward Snowden for consideration by the Security Council.’ They also resolved to ‘demand that those responsible for those actions immediately cease therefrom and provide explanations of their motivations and their consequences.’ In similar terms, the Bolivarian Alliance for the Peoples of Our America spoke at the last Guayaquil summit which was held just five days ago, when it was decided to ‘warn the international community about the seriousness of these actions, which imply a threat to the security and peaceful coexistence among our States”…

“Just a few weeks ago the world saw a sequence of events more akin to a Cold War spy novel than to modern times. On 5 June, leaks began to appear in publications in major global media outlets, leaks that were mixed with almost deathly intent and unspooled as a reality show before global public opinion.  The leaks came from a former 29-year-old American analyst who sought to escape deportation to his country, where he would be tried for those leaks. After a journey that began in Hong Kong and was supposed to end in Latin America, today, it seems to have stopped, but it may not have completely run its course, despite the granting of asylum by Russia.”

“During those few days in June we saw the size and the discretional nature of a massive surveillance apparatus that suddenly brought all the inhabitants of the planet closer than ever to an Orwellian nightmare. Although at first it appeared to be a simple matter of wiretapping, it was later discovered that there was discretionary monitoring of e-mails. While it seemed initially that the apparatus was being used in operations against organized crime, later we learned that it was also being used to gain advantage in trade negotiations with other countries.  If we once thought that they were simply looking at unaffected States, we now know that everyone — absolutely everyone, debtors and creditors, friends and enemies, South and North – is considered a usual suspect by the authorities of the United States of America.  Now we know that our communications are permanently monitored by them.”

“No one knows yet if Mr. Snowden will once again manage to leak information that he claims to possess. Of course, it seems that he will not do it when he is in Russia. In any case, the wounds opened by those events should be assessed within the main multilateral forums. They deserve to be so because not only do they reflect an unacceptable imbalance in the global governance system, which in no case would help to build a climate of trust and cooperation between countries, and, in the final analysis, a climate of peace among nations. They deserve to be assessed because we have also moved dangerously close to the limits set out by the Universal Declaration of Human Rights.”

“The imbalances to which I refer are clear – the United States, like any other countries, has the need to deal with demands related to its national security, it goes without saying, but those legitimate demands must be dealt with in a way that does not affect the rights of individuals or indeed the sovereignty of other nations. That is to say, limits must be set. However, we are now faced with the fact that any limits there may have been have vanished. The national security of the United States has been placed above all universal moral values.”

“Such a drive has meant that the principles of equality and non-interference in the affairs of States, established in the Westphalia peace agreement, have now vanished into thin air. The 1948 Universal Declaration of Human Rights has been violated. The rights to the privacy of correspondence – article 12 – and to freedom of expression and opinion – article 19 – the rights of all citizens of the world, including United States citizens, have been trampled in the name of a greater goal, that is, national security – or rather, for the sake of the profits of the national security industry.”

“What are the limits, really? Has the time not come for the Council to take up this question again and discuss it? In the end, does this not pose a threat to global peace? What mutual trust could possibly exist among nations under such circumstances? We believe that the time has come for the United Nations to face up to this matter responsibly.”

“As we have seen with the disappearance of such limits, this situation threatens to build walls between our countries. If it has not done so already, it could also affect international cooperation against organized crime; strangely enough, there is even the possibility that trade negotiations could be disrupted. Paradoxically, even the very national security of the United States will suffer from the increase in global mistrust generated by massive espionage.”

“The events to which I have referred have also revealed other very disturbing realities. To start off with, it has re-ignited the debate on the right of asylum, which all human beings have, as enshrined in international law, as well as the ability of any sovereign state to grant it. This is a right that is granted to avoid fear of political persecution;  its legitimacy can only be determined by the country granting it. Let us also remember its peaceful and humanitarian nature, which cannot in any case be described as unfriendly towards any other State, as established in General Assembly resolution 2312 (XXII) on territorial asylum. I should also quote Ms. Navi Pillay, United Nations High Commissioner for Human Rights, on the case at hand: ‘Snowden’s case has shown the need to protect persons disclosing information on matters that have implications for human rights, as well as the importance of ensuring respect for the right to privacy.’”

“Leaders who should be giving explanations and facing up to the debate on the limits of what we are discussing, have instead launched a crusade against the right to asylum – a full-on diplomatic offensive against countries that have taken to the global stage to show interest in such an important case. States in the Bolivarian Alliance for the Peoples of Our America (ALBA) have been under pressure, simply because they are considering a request for asylum. All those countries have signed the 1954 Caracas Convention on Territorial Asylum, which is perhaps one of the most important instruments of the Inter-American human rights system.”

“The day the United States signs that treaty – even the day it ratifies the San Jose pact, one of the foundations of the Inter-American system of human rights – we will be closer to seeing that country adhere to the Vienna Convention of the Law of Treaties, and it will become a part of a group of equal nations, committed to complying with international law.”

“Instead of joining this group, we find ourselves with a country that prefers to lunge forwards and blame the messenger in order to cloud the message. The final result was that a group of countries decided to endanger the life of the President of the Plurinational State of Bolivia, forcing him and his entourage to make an emergency landing in violation of international norms governing respectful relations among nations.”

“It is not the revelation of the offence that threatens the climate of understanding among nations, it is the offence itself. In a fragile world where armed conflicts are barely affected by international pressure, such actions do not help generate trust but tension.”

“I would like to conclude with two comments.”

“First, the Government of Ecuador fully supports the request of the Bolivian Government that the Office of the United Nations High Commissioner for Human Rights conduct an exhaustive investigation into the unjustifiable treatment suffered by President Evo Morales Ayma during his trip from Moscow to La Paz.”

“Secondly, massive global, discretionary and unlimited surveillance must stop. It is for the Security Council to urgently make that demand of one of its permanent members, since, theoretically, it is up to this body to maintain peace on our planet. That, too, is the demand of Latin America, a zone of peace that, through organizations such as MERCOSUR and ALBA, has demanded an end to those practices. It is also required by the spirit of coexistence, which inspired the drafting of the Charter of the United Nations. It is also the appeal of billions of people in the world who understand that any action that aims to ensure the security of a country has its limits, which are the human rights of everyone on the planet.”

The representative of the United States, Mr. DeLaurentis replied:

“Let me address an issue unrelated to our debate that was raised earlier today, namely, the United States efforts to prevent terrorism and the recent disclosure of classified information about techniques we use to do that. All Governments do things that are secret: it is a fact of modern governing and a necessity in the light of the threats all our citizens face. Our counter-Terrorism policy is ultimately about saving people’s lives, which is why the United States works with other countries to protect our citizens and those of other nations from many threats. All nations should be concerned about the damage these disclosures can cause to our ability to collectively defend against those threats.”

Contradicting this assertion, a senior United States intelligence official said, regarding the ‘about the target’ surveillance that it “was difficult to point to any particular terrorist plot that would have been carried out if the surveillance had not taken place.” He said it was one tool among many used to assemble a ‘mosaic’ of information in such investigations. “The surveillance was used for other types of foreign-intelligence collection, not just terrorism investigations,” the official said. This admission that this surveillance is not limited to preventing terrorism is the most damning indictment of the secrecy of the program.

The American people, whose taxes pay for these programs, have an inalienable right to know what are the “other” uses to which these surveillance programs are being put, in their name. Powerfully refuting any contention that these surveillance activities are for the purpose of preventing terrorism is the testimony of United States Senator, Patrick J. Leahy of Vermont, Chairman of the U.S. Senate Judiciary Committee, who said he had been shown a classified list of “terrorist events” detected through surveillance, and  it did not show that ‘dozens or even several terrorist plots’ had been thwarted by the domestic program. “If this program if not effective, it has to end. So far I’m not convinced by what I’ve seen,” Senator Leahy said, denouncing ‘the massive privacy implications’ of keeping records of every American’s domestic calls.

What really is the purpose of this NSA program of global surveillance? Failing to significantly thwart terrorist activity, it must have an ultimate purpose. The possibilities are terrifying. The hysterical, desperate and deadly determination to arrest Snowden suggests that he may have uncovered something further, something so illegal that the authors of such crimes will not hesitate to endanger the very lives they claim to be protecting, in order to prevent exposure. The frantic orchestration of the actions endangering the life of the President of Bolivia makes this conclusion unavoidable.

The August 6 Security Council meeting under the Presidency of Argentina re-enforced the credibility of the United Nations. The Government of Argentina and her courageous sister nations of Latin America have thrown down the gauntlet on behalf of the majority of the citizens of this planet.

Venezuela Withdraws Its Ambassador from Egypt

Venezuelan president Nicolas Maduro announced today that he will withdraw the country’s ambassador from Egypt because of the conflict there and confrontations between supporters of the Muslim Brotherhood and the defacto government, which has seen over 700 people killed.

“We have witnessed a blood bath in Egypt…We warned that the coup against Morsi was unconstitutional. Morsi was kidnapped and the responsible party for what is occuring in Egypt is the empire, which has its hands in it,” said the head of state.

He assured that, “The United States doesn’t have friends, it has interests, and what it wants is to control the planet”.

Maduro reiterated that, “We are against a blood bath in Egypt, it is a set-back that is going to cost a lot to our brothers, the Arabic people”.

He called on the Venezuelan people to be alert. “We can’t allow the hands of imperialism to enter Venezuela, we have to be the guarantee of independence,” he stressed.

Analysis from National Endowment for Democracy Used in The Atlantic, with Significant Errors and Omissions

This month, readers of The Atlantic were treated to a lengthy article documenting alarming threats to democracy in certain Latin American countries with progressive and leftist heads of government. The piece, written by Kurt Weyland and titled “Why Latin America is Becoming Less Democratic,” is riddled with significant errors and mischaracterizations. Perhaps even worse, editors at The Atlantic didn’t make clear that the article was first published in a “journal” that is funded by the U.S. government.

The original article was published in the Journal of Democracy, which has long focused on providing analysis to justify U.S. government intervention abroad. The Journal of Democracy is an official publication of the National Endowment for Democracy’s (NED) International Forum for Democratic Studies. Although nominally a “nongovernmental” organization, the NED receives most of its funding from the U.S. Congress. In 1991, Allen Weinstein, who helped found and then became the NED’s acting president, told the Washington Post, “A lot of what we do today was done covertly 25 years ago by the CIA” [1].

Some examples of the NED’s work include using U.S. government resources to fund groups and individuals involved in the short-lived 2002 coup d’état in Venezuela, and two years later funding organizers of the recall effort against then-president Hugo Chávez. One of the NED’s core grantees is the International Republican Institute, which played a major role in overthrowing the democratically-elected government of Haiti in 2004.

These are just a few examples that highlight the NED’s disreputable history in Latin America, which would take far more space than a blog post to tell.  While it clearly would have been worth noting the source of the article, the article itself is full of both factual errors and egregious mischaracterizations. To keep this post brief, I’ll only review a few of the most egregious errors here.

    1. Weyland writes: “Since the third wave reached Latin America in 1978, the region had seen only occasional threats and temporary interruptions of democracy in individual nations.”

This statement is only reasonable if one completely ignores the U.S. government’s role in the region, which constituted a threat to democracy that was neither “temporary” nor limited to “individual nations.” Throughout the 1980s, the U.S. conducted a massive and well-organized campaign, especially in Central America, using Cold War pretexts to install and support leaders who would foster favorable conditions for U.S. business interests.

In Nicaragua, the campaign involved massive illegal military aid to the contra paramilitary forces who used those weapons to kill health care workers, teachers and elected officials in their fight against the  democratically-elected Sandinista government, bringing condemnation from the World Court, as well as Amnesty International, Americas Watch and other human rights groups and international bodies.

At the same time, the U.S.-backed Guatemalan General José Efraín Ríos Montt, massacred and tortured the people of Guatemala — with U.N. estimates indicating over 200,000 were killed or disappeared in acts of genocide. The same Cold War premise of fighting “communists” was used to justify large-scale atrocities in El Salvador and Honduras. Throughout the ‘70s and ‘80s, the U.S. supported brutal dictatorships in Chile, Argentina, Haiti, Brazil, and other countries, and militarily invaded Grenada (1983) and Panama (1989). More recently, of course, the U.S. supported coups in Venezuela, Honduras and Haiti.

It could not be more clear that democracy in Latin America is threatened and actually has been compromised on many occasions by the U.S.’s foreign policy, especially in the post-1978 period that Weyland names. Rewriting history to minimize and erase these events serves the interests of the U.S. government, so it is perhaps no surprise that publications like the Journal of Democracy carry out this work diligently, but when government propaganda makes its way into independent publications like The Atlantic without comment, it is cause for alarm, especially when there are numerous factual errors.

    1. Weyland writes that “Cristina Fernández de Kirchner of Argentina (2007-), whose fervent supporters take inspiration from Chávez, is eyeing constitutional changes and renewed reelection.”

Fact check: President Cristina Fernández has not said anything to this effect.  She has  proposed constitutional amendments focused on reforms to the judiciary, and she has already addressed the Argentine congress specifically, saying that she is not planning to pursue reforms that would allow her to run for a third consecutive term. Weyland would be right in noting that some of her supporters floated the idea of a third term, but Weyland’s claim as written is simply not true.  If this seems like a minor point, consider that Honduran ex-president Manuel Zelaya’s support for a non-binding referendum on a constituent assembly was misreported in the media as a bid to extend his presidency and was used as a justification for his removal both within Honduras and internationally.  Weyland perpetuates this myth, saying that Zelaya “was stopped” before he could “boost[] the presidency’s powers and pave[] the way toward indefinite reelection to that office.”  By presenting the coup that removed Zelaya as an event that forestalled a nondemocratic turn, in particular saying nothing about events following the coup, much of Weyland’s argument supposedly in favor of democracy in Latin America is rendered moot.

    1. “That Venezuela had already fallen under nondemocratic rule was confirmed in October 2012 by Chávez’s unfair reelection, achieved with the help of intimidation tactics, tight restrictions on the opposition, and the massive misuse of the state apparatus.”

The 2012 elections in Venezuela were declared free and fair by election accompanying groups and by monitors such as the Carter Center, which noted that “the whole opposition leadership, including, most importantly, Capriles himself, unequivocally reject those claims [of election fraud favoring Chávez], stating that the results reflected the will of the electorate.”  Journalists and human rights watchers monitoring the electoral process praised the system while giving detailed reports about what they saw.

    1. “With its electoral façade and progressive rhetoric about helping the excluded, the soft authoritarianism that is taking hold in parts of Latin America has an attractive face.”

In sweeping statements such as this one, Weyland casts doubt on both the electoral victories and the policies of progressive and left governments in Latin America. He suggests that the people’s will is not represented in the official outcomes of national elections, and even if left-wing politicians seem popular that is because they trick and/or intimidate citizens and do not deliver on promises to the poor and other disenfranchised sectors of society.

Actually, these are not elections whose legitimacy is seriously questioned by any but those on the extreme right. And the implication that progressive and left governments are limiting their policies to “progressive rhetoric,” is absurd. The overall trend in the countries that have elected progressive and left leaders has been the enactment of policy alternatives to neoliberalism, and their effect has been large reductions in income inequality, a reduction in poverty, and provision of health care, education and important services to many people who previously could not access them. These policies have included reforming and regulating the financial sector in Ecuador, investing oil profits into social missions in Venezuela, and successfully managing a large financial crisis and debt default in Argentina — resulting in only one quarter of negative economic growth followed by nine years of some of the highest growth in the region.

Weyland’s reference to an “electoral façade” betrays the central goal of the NED: what sociologist William Robinson refers to as “promoting polyarchy.”  As opposed to experiments in direct democracy occurring on various levels in countries such as Venezuela and Bolivia, the NED ultimately promotes only representative forms of democracy, or polyarchy. In Robinson’s definition, this is “a system in which a small group actually rules, and mass participation in decision-making is confined to choosing leaders in elections that are carefully managed by competing elites.” In Venezuela, Chávez’s Bolivarian project did away with a polyarchic system, and across much of the continent NED-backed parties and candidates have failed in election after election. When Washington’s candidates don’t win, often the elections are depicted as illegitimate and sometimes the electoral process is attacked – as seen with the most recent Venezuelan election, or with the U.S.’ interference, via the OAS, in Haiti’s last presidential election.

    1. “As soon as [Chávez] was elected president of Venezuela, he set about revamping the country’s institutional framework. First, he called a constituent assembly.”

Weyland’s claims here come after stating that “graver and more sustained danger is coming from the leftist variant” of populism than the rightist version, but is the Venezuelan constituent assembly really evidence of anti-democratic tendencies? No again. Calling for a constituent assembly was exactly what Venezuelans elected Chávez to do. Ending the ossified political arrangement known as “Punto Fijo” – in which political parties routinely alternated in and out of power – and calling a constituent assembly were key campaign promises he made ahead of the 1998 elections. Chávez was fulfilling his campaign promises– a much more infrequent phenomenon in the U.S.

    1. “[Ecuadorean president Rafael] Correa also seized on a 2010 police rebellion—painted by him as a coup attempt—as a pretext for cracking down on independent social and political forces.”

Many observers both in and outside of Ecuador characterize the events of September 30, 2010 as an attempted coup d’état: after assaulting him with tear gas, rebelling police officers later held the president hostage in the hospital where he was being treated. The coup attempt was condemned as such by presidents and representatives of UNASUR, foreign dignitaries such as the president of Spain, and the OAS. Weyland and The Journal of Democracy may be taking the U.S. government’s line, one of the few countries that declined to recognize the events as a coup attempt, even though then-Secretary of State Clinton did issue a statement in expressing “our full support for President Rafael Correa.”

    1. “Bypassing or subjugating intermediate institutions such as firmly organized parties, the leader—often a charismatic figure—establishes face-to-face contact with large number of citizens. In earlier decades, mass rallies were crucial; now-a-days, television allows populists to reach their followers ‘in person.’ Chávez hosted a regular Sunday talk show.”

Calling for respect of “firmly organized parties” in Venezuela in the context of Chávez’s rise in politics obscures that one of the central political problems in Venezuela during the 90s was deep distrust in the main political parties and their “Punto Fijo” arrangement, which Robinson describes as a polyarchic system.

Furthermore, it is worth noting that President Obama has a weekly address on YouTube, and yet he is not derided as an illegitimate president because of his use of social media. Presidents and major politicians all over the world have Twitter and Facebook accounts that they use to communicate with constituents, and many even make appearances on talk shows. Is such “face-to-face contact” somehow nefarious?

    1. “In Bolivia, the Morales government shut the opposition out of decisive stages of the constitution drafting process.”

Weyland is again telling only half the story, which in this case is worse than none. The truth is that opposition legislators boycotted stages of the constitution drafting process because they disagreed with the direction in which things were going. Bolivia had elected its first indigenous president, with massive support from the country’s social movements, and he was facilitating a transformation of society to one in which a racial minority and tiny elite did not wield power over the majority of Bolivians. Evo Morales’s election drew comparisons to the symbolic end of apartheid in South Africa with the election of Nelson Mandela, and the new constitution was compared to the Freedom Charter.

It is not surprising that extreme elements in the opposition boycotted the process of installing a new constitution that cemented the rights of the indigenous majority, and it is misleading to describe these events as a “populist” power-grab.

This has been a brief review of some major claims that Weyland uses in arguing his point, namely that “democracy in the region is facing a sustained, coordinated authoritarian threat” from the progressive and left governments in Latin America. I have detailed not only mischaracterizations and significant omissions, but also argued for more independence in the practice of journalism. One of the responsibilities of a well-functioning press is to clearly indicate when articles are reused from sources funded mostly by the U.S. government.

Venezuela: Supporting a Once and Future Revolution

Venezuela is at a critical moment in its Bolivarian revolution, dealing with serious economic issues due to its transitional economy that is under siege by local oligarchs. At the same time, President Nicolás Maduro’s decision to welcome Edward Snowden, if he opts for political asylum in Venezuela, means that the Obama administration is escalating its hostility towards his government.

Venezuela faces a situation analogous to that of the Popular Unity government of Salvador Allende from 1970 to 1973 when, as is well documented, the CIA and the local business class conspired to destabilize the economy, overthrow the democratically elected socialist government, and impose the military dictatorship of Augusto Pinochet.

It is in this context that we find it ill timed at best that Clif Ross has assailed the Venezuelan government with one-sided and flimsy arguments (e.g., criticizing Chávez for choosing to divert electrical power from basic industry to the populace when natural droughts curtailed hydroelectric production) in recent articles at Dissident Voice and CounterPunch Weekend Edition.

A former Chávista, Ross now takes what he describes as an “agnostic” view of the Bolivarian movement. His agnosticism extends to the US-backed opposition, which Ross argued in his talk in Berkeley could be even better for Venezuela if it were to come to power.

As solidarity activists, the Task Force on the Americas is not afflicted with agnostic angst; we support the social justice movements against imperialist intervention. Our responsibility is to allow the Venezuelans to resolve the contradictions within their movement without the interference of the US government.

A class analysis is needed of what is happening in Venezuela. The many problems with the Bolivarian revolution are inherent in trying to create socialism on the foundations of capitalism. Within Chávismo there is an acute awareness of problems, and President Maduro is working on them. We support the overall Bolivarian struggle against outside interference, because the alternative of the opposition in power would mean no opportunity for a people’s agenda.

Ross is concerned about the contagion of state power. None of the 21st century socialist governments in Latin America pass his muster. All are corrupt, authoritarian, and going in the wrong direction in his view.

But it was through state power that the Bolivarian movement in Venezuela distributed land to 300,000 families, halved the poverty rate, reduced extreme poverty by two-thirds, went from being among one of the most economically unequal nations in the Latin America to being the among the most equal, reduced child malnutrition by 40%, increased social expenditures by 60%, built 700,000 homes, and returned 1 million hectares to Indigenous communities.

This same government has promoted community councils and other instruments of participatory democracy. Not surprisingly, according to the annual World Happiness poll, Venezuela is the second happiest country in the world.

A mere decade and a half ago, most analysts would have ranked Venezuela as least likely to stand up on its own two feet to challenge the Empire, to be recognized as sovereign and equal. It was arguably the most sycophantically Americanized nation in South America. In a mere 14 years of the Bolivarian revolution, there has been a blossoming of home grown culture. A sense of national identity and pride has become universal, even among the Miami jet-setting opposition elements.

Today, 32-year old musical wunderkind and avowed Chavista Gustavo Dudamel is not only the music director of the Orquesta Sinfónica Simón Bolívar in Caracas but of the Philharmonic Orchestra in Los Angeles. Culture is still being imported, but the shipping lanes are going both ways now.

The Bolivarian revolution is considered a major threat by the US empire. The US has a stated policy of regime change for Venezuela, spending millions of dollars on “democracy promotion” to demonize and destabilize the Bolivarian movement. With the US as the sole super power having an uncontested military superiority, the Bolivarian revolution is all the more of a threat because it is a “threat of a good example.”

In 2008, when the US financial crisis precipitated a world recession, the capitalist solution was to impose austerity measures on working people with increased unemployment and economic insecurity. In contrast, the Venezuelan government reduced the gap between rich and poor by elevating the poor.

As James Petras has pointed out, US policy toward Venezuela has taken many tactical turns. But the enduring objective has been the same: oust the Chavistas, reverse the nationalization of big businesses, abolish the mass community and worker based councils, and revert the country into a client-state. These are the salient issues the solidarity movement needs to address.

Venezuela ends normalization of US relations

Venezuela says it has ended the process of normalizing relations with the United States over remarks by Washington’s ambassador-designate to the UN.

During her confirmation hearing before a US Senate committee on July 17, Samantha Power claimed Venezuela, along with several other countries, was conducting a “crackdown on civil society.”

“The Bolivarian Republic of Venezuela hereby ends the process … of finally normalizing our diplomatic relations” that started in early June, the Venezuelan Foreign Ministry said in a Friday statement.

The statement added that Caracas is opposed to the “interventionist agenda” presented by Power.

On Thursday, the Venezuelan President Nicolas Maduro denounced Power’s remarks as “outrageous,” and demanded “an immediate correction by the US government.”

“Power says she’ll fight repression in Venezuela? What repression? There is repression in the United States, where they kill African-Americans with impunity, and where they hunt the youngster Edward Snowden just for telling the truth,” he added, referring to the killing of unarmed black teenager Trayvon Martin.

Venezuela has offered asylum to Snowden, an American former technical contractor for the US National Security Agency (NSA), who is wanted in the United States for leaking details of Washington’s secret surveillance programs.

Maduro was the first foreign leader to state openly that he was offering sanctuary to Snowden.

Venezuela and the US have not exchanged ambassadors since 2010. However, in June US Secretary of State John Kerry and Venezuelan Foreign Minister Elias Jaua agreed on the sidelines of a regional summit in Guatemala that officials would “soon” meet for talks that could lead to an exchange of envoys.

In March, Caracas expelled two US military attaches over allegations of trying to foment instability in Venezuela.

Washington also angered Caracas by supporting Venezuelan opposition leader Henrique Capriles, who disputed the results of the April presidential election, in which Maduro won the race with 50.7 percent of the vote against 49.1 percent for Capriles.

Venezuela’s Maduro Responds to Obama’s Nominee for UN Envoy

Mérida – Venezuelan President Nicolas Maduro has described comments made by US President Barack Obama’s nominee for envoy to the United Nations as “despicable”, and demanded an apology.

Yesterday Maduro criticised the nominee Samantha Power’s testimony to the US Senate Committee on Foreign Relations. During the speech, Power called for a “contesting” of what she described as a “crackdown on civil society being carried out in countries like Cuba, Iran, Russia, and Venezuela.”

“Power says she’ll fight repression in Venezuela? What repression?” Maduro responded on Venezuelan television.

“There is repression in the United States, where they kill African-Americans with impunity, and where they hunt the youngster Edward Snowden just for telling the truth,” he stated. His comments come in the wake of a Florida jury acquitting George Zimmerman on 13 July for the killing of Trayvon Martin.

He also called for an “immediate correction by the US government”.

“And the U.S. government says they want to have good relations? What tremendous relations they want,” Maduro stated.

Following his victory in the 14 April presidential elections, Maduro called for closer relations with the US. In June, his foreign minister Elias Jaua met US Secretary of State John Kerry. Kerry described the meeting as the “beginning of a good, respectful relationship”.

After the talks, Jaua told Telesur that the Maduro administration is open to a more positive relationship “based on the premise of mutual respect, non-interference in internal affairs and the proper treatment of disagreements”.

“If this is respected then we can move forward in relations with US,” Jaua stated. Today, Jaua announced that the government had issued a letter of protest to the US embassy in Caracas. According to Jaua, the letter asked if there is still “willingness” in Washington to improve relations, “as expressed by the Secretary of State John Kerry”.

Since then, Maduro has criticised the US for its pursuit of whistleblower Edward Snowden, to whom he has offered asylum.

Yesterday, he stated that Power’s comments were being applauded by the “fascist right” in Venezuela. Power’s speech also received positive feedback from a number of committee members, including some Republicans.

Along with calling for more “efficiency and a greater focus on promoting freedom”, Power stated that the UN needs US “leadership” and fairness.

“There cannot be one standard for one country and another standard for all others,” she stated, before criticising the General Assembly and Human Rights Council for passing “one-sided resolutions” against Israel.

“Just as I have done the last four years as President Obama’s UN adviser at the White House, I will stand up for Israel and work tirelessly to defend it,” she said.

ProPublica and the Fear Campaign Against Iran

Last Thursday, the highly respected, non-profit investigative news agency ProPublica featured a 2,400-word article, “The Terror Threat and Iran’s Inroads in Latin America”, by its award-winning senior reporter, Sebastian Rotella, who has long specialized in terrorism and national-security coverage. In support of its main thesis that Iran appears to be expanding its alleged criminal and terrorist infrastructure in Venezuela and other “leftist, populist, anti-U.S. governments throughout the region,” Rotella quotes the Director of National Intelligence (DNI), Lt. Gen. James Clapper (ret.), as telling a Senate hearing last year that Iran’s alliances with Venezuela and other “leftist, populist, anti-U.S. government” could pose

…an immediate threat by giving Iran – directly through the IRGC, the Quds Force [an external unit of the IRGC] or its proxies like Hezbollah – a platform in the region to carry out attacks against the United States, our interests, and allies.

Now, there is a serious problem with that quotation: Clapper never said any such thing. Indeed, the exact words attributed to the DNI were first spoken at a House Foreign Affairs Committee hearing entitled “Ahmadinejad’s Tour of Tyrants and Iran’s Agenda in the Western Hemisphere” (page 2) by none other than the Committee’s then-chair, Florida Republican Rep. Ileana Ros-Lehtinen, whose hostility toward Iran is exceeded only by her views on Cuba and Venezuela.* It is, after all, one thing to have the head of the U.S. intelligence community tell Congress that the threat of an attack against the United States from various “platforms” in Latin America is “immediate.” It’s quite another for a far-right Cuban-American congresswomen from Miami to offer that assessment, particularly given her past record of championing Luis Posada Carriles and the late Orlando Bosch, both of whom, according to declassified CIA and FBI documents, were almost certainly involved in the 1976 mid-air bombing of a Cuban civilian airliner, among other terrorist acts.

I personally have no doubt that the misattribution was unintentional and merely the product of sloppiness or negligence. But negligence matters, particularly when it is committed in pursuit of a thesis that Rotella has long propagated (more on that in upcoming posts) and that comes amid an ongoing and well-orchestrated campaign against Iran that could eventually result in war, as Israeli Prime Minister Binyamin Netanyahu reminded us yet again Sunday. Of course, such a glaring mistake also detracts from the credibility of the rest of the article, much of which is based on anonymous sources whose own credibility is very difficult to assess.

The Iranian threat and anonymous sourcing

Most of the article concerns a hearing with the rather suggestive title, “Threat to the Homeland: Iran’s Extending Influence in the Western Hemisphere”, which was held July 9 by the Subcommittee on Oversight and Management Efficiency of the Republican-led House Homeland Security Committee with the apparent purpose of rebutting a still-classified State Department report, which included a two-page unclassified appendix concluding that Iran’s influence in the region is actually on the wane. In addition to reporting on the hearing, however, Rotella provides some original reporting of his own in the lede paragraphs, setting an appropriately dark and menacing tone for the rest of his story:

Last year, Iranian President Mahmoud Ahmadinejad visited his ally President Hugo Chavez in Venezuela, where the firebrand leaders unleashed defiant rhetoric at the United States.

There was a quieter aspect to Ahmadinejad’s visit in January 2012, according to Western intelligence officials. A senior officer in the Iranian Revolutionary Guards Corps (IRGC) traveled secretly with the presidential delegation and met with Venezuelan military and security chiefs. His mission: to set up a joint intelligence program between Iranian and Venezuelan spy agencies, according to the Western officials.

At the secret meeting, Venezuelan spymasters agreed to provide systematic help to Iran with intelligence infrastructure such as arms, identification documents, bank accounts and pipelines for moving operatives and equipment between Iran and Latin America, according to Western intelligence officials. Although suffering from cancer, Chavez took interest in the secret talks as part of his energetic embrace of Iran, an intelligence official told ProPublica.

The senior IRGC officer’s meeting in Caracas has not been previously reported.

The aim is to enable the IRGC to be able to distance itself from the criminal activities it is conducting in the region, removing the Iranian fingerprint,” said the intelligence official, who requested anonymity because he is not authorized to speak publicly. “Since Chavez’s early days in power, Iran and Venezuela have grown consistently closer, with Venezuela serving as a gateway to South America for the Iranians.”

The bold face, added for emphasis, is designed to illustrate Rotella’s heavy reliance on anonymous “intelligence officials”, none of whose nationalities are specified. In the context of an investigative report, that failure begs a series of questions that bear on the credibility of the account.

For example, does he include Israelis in his definition of “Western officials” or “Western intelligence officials?” After all, it would be one thing to cite a Swedish intelligence official who may tend to be somewhat more objective in describing Iranian-Venezuelan intelligence cooperation; it’s quite another to quote an Israeli “official” responsible to a government that has been aggressively promoting a policy of confrontation with Iran for many years now. And if his sources agreed to talk to Rotella only on the condition of being identified as “Western officials” or “Western intelligence officials”, why did they do so? (Indeed, the only identified “Western intelligence official” quoted — or misquoted — by Rotella in the entire article is Clapper.) Identifying at least the nationality of the officials with whom Rotella spoke with would help readers assess their credibility, but he offers no help in that regard.

Moreover, given the details about the meeting provided by Rotella’s sources, why was the senior IRGC officer who set up the purported joint intelligence program with the Venezuelans not named? That omission sticks out like a sore thumb.

But the problems in Rotella’s article go beyond the misattribution of the Ros-Lehtinen quote or his heavy reliance on anonymous sources. Indeed, it took all of about 30 minutes of Googling (most of which was devoted to tracking down the alleged Clapper quote) to discover that the story also includes distortions of the record in relevant criminal proceedings and a major error of fact in reporting the testimony of at least one of the hearing’s four witnesses — all of whom, incidentally, share well-established records of hostility toward Iran.

But before going into the results of my Google foray, let’s hear what a former top U.S. intelligence analyst had to say about Rotella’s article. I asked Paul Pillar, a 28-year CIA veteran who served as the National Intelligence Officer for the Near East and South Asia from 2000 to 2005 (which means he was in charge of the analysis of those regions for the CIA and all other U.S. intelligence agencies), if he could read it. This was his emailed reply:

The article certainly seems to be an effort to go out of the way to raise suspicions about Iranian activities in the hemisphere, by dumping together material that is either old news or not really nefarious, and stringing it together with innuendo. Almost all of the specifics that get into anything like possible terrorist activities are old.  The Iranian efforts to make diplomatic friends in Latin America by cozying up with the regimes in Venezuela and elsewhere that have an anti-U.S. streak is all well known, but none of that adds up to an increase in clandestine networks or a terrorist threat.  The closest the article gets in that regard is with very vague references to Venezuela being used by “suspected Middle Eastern operatives” and the like, which of course demonstrates nothing as far as Iran specifically is concerned.  Sourcing to an unnamed “intelligence officer” is pretty meaningless.

As we will try to show in subsequent posts by Marsha Cohen and Gareth Porter (who both contributed substantially to this post), Pillar’s assessment could apply to a number of Rotella’s articles, especially about the Middle East and alleged Iranian or Hezbollah terrorism, going back to his years at the Los Angeles Times. What virtually all of them have in common is the heavy reliance on anonymous intelligence sources; a mixture of limited original reporting combined with lots of recycled news; a proclivity for citing highly ideological, often staunchly hawkish neoconservative “experts” on Middle East issues from such think tanks as the Washington Institute for Near East Policy (WINEP), the Foundation for the Defense of Democracies (FDD), the American Enterprise Institute (AEI) and the American Foreign Policy Council (AFPC) without identifying them as such; a surprising deference (considering his status as an investigative reporter) toward “official” accounts or reports by friendly security agencies, some of which work very closely with their Israeli counterparts (see, for example, this 2009 story about an alleged plot against the Israeli embassy in Azerbaijan about which Gareth plans to write a post); and a general failure to offer critical analysis or alternative explanations about specific terrorist incidents or groups that are often readily available from academic or other more independent and disinterested regional or local specialists.

Iran in Latin America

In the meantime, it’s also important to set the context for Rotella’s latest article. It came amid an intense campaign over the past couple of years by Iran hawks, including individuals from the various neoconservative think tanks cited above, to highlight the purported terrorist threat posed by Iran and Hezbollah from their Latin American “platforms,” as Ros-Lehtinen put it. Those efforts culminated in legislation, the “Countering Iran in the Western Hemisphere Act of 2012,” approved overwhelmingly by Congress last December. Among other provisions, it required the State Department to report to Congress on Iran’s “growing hostile presence and activity in the Western Hemisphere,” along with a strategy for neutralizing it, within six months. That report, only a two-page annex of which was publicly released, was submitted at the end of last month.

To the disappointment of the bill’s chief sponsors, notably the Republican chairman of the subcommittee, Rep. Jeff Duncan, the report concluded that, despite an increase in Tehran’s “outreach to the region working to strengthen its political, economic, cultural and military ties, … Iranian influence in Latin America and the Caribbean is waning.” And while the rest of the report remains classified, its contents reportedly were consistent with those of the State Department’s 2013 Country Reports on Terrorism, also released last month, which found no evidence of Iranian or Hezbollah terrorist plotting or operations in the Americas, in contrast to what it described as a sharp increase of such activity in Europe, the Middle East and Asia during the past year.

Duncan, who, incidentally, spoke on a panel on Evangelical Christian support for Israel at AIPAC’s annual conference last year, and who in 2011 became the only member of Congress given a 100-percent rating on the Heritage Action for America legislative scorecard, expressed outrage at these conclusions, accusing the State Department of failing to “consider all the facts.” In particular, he charged that the State Department had not taken into account new evidence “documenting Iran’s [ongoing] terrorism activities and operations in the Western Hemisphere” compiled by an Argentine prosecutor, Alberto Nisman, in a 502-page report released (perhaps not entirely coincidentally) just one month before the State Department was due to submit its study.

The Nisman Report and the AMIA bombing

In 2006, Nisman, the chief prosecutor in the case of the 1994 bombing of the Argentine-Israeli Mutual Association (AMIA) building, released an even longer controversial report on that case in which he concluded that the bombing had been ordered by Iran’s top leadership and carried out by Hezbollah operatives under the direction of Iran’s cultural attaché at its Argentine embassy, Mohsen Rabbani. (Gareth wrote his own critique of the 2006 report for the The Nation in 2008, joining many Argentine journalists and researchers in questioning Nisman’s theory of the case. Last week he published a related story for IPS that noted the diminished credibility of Nisman’s primary source, a former Iranian intelligence operative named Abdolghassem Mesbahi. He plans a new series on the subject to begin later this month.) The State Department report, Duncan said at the hearing, “directly contradicts the findings from Mr. Nisman’s three-year investigation, which showed clear infiltration of the Iranian regime within countries in Latin America using embassies, mosques, and cultural centers.”

Indeed, according to Nisman’s new report, Iran, through Rabbani and other operatives, has established “clandestine intelligence stations and operative agents” throughout Latin America, including in Guyana, Brazil, Chile, Colombia, Paraguay, Suriname, Trinidad & Tobago and Uruguay and, most especially in the Tri-Border Area (TBA) of Argentina, Brazil, and Paraguay, a region about which Rotella wrote rather darkly when he was Buenos Aires bureau chief for the Los Angeles Times in the late 1990’s. (In fact, a 15-year-old article on the TBA as a “Jungle Hub for World’s Outlaws” and a refuge for terrorists was cited by WINEP’s Matthew Levitt in written testimony submitted at last week’s hearing. Long one of Rotella’s favorite sources, Levitt, the subject of a rather devastating — albeit pay-walled — profile by Ken Silverstein in Harper’s Magazine last year, has been a major figure in the U.S.- and Israeli-led campaign to persuade the European Union to list Hezbollah as a terrorist entity, a campaign that has been boosted by Rotella’s work, as reflected in this article published by ProPublica last April. The symbiotic relationship between the two men may be the subject of a subsequent LobeLog post.)

Nisman, whose new report has been promoted heavily by neoconservative media and institutions over the past six weeks (see, for example, here, here, here, and here), had been invited by the chairman of the Homeland Security Committee, Texas Rep. Michael McCaul, to testify at last week’s hearing. But, as noted by Rotella in the article, “his government abruptly barred him from traveling to Washington”, a development which, according to McCaul, constituted a “slap in the face of this committee and the U.S. Congress” and was an indication that Argentine President Cristina Fernandez de Kirchner had no intention to “pursue justice and truth on Iranian involvement in the AMIA bombing.”

(In his message to me, Pillar noted that there were other good reasons why Kirchner would not want to see Nisman “being used as a prop in Duncan’s hearing …[given] other equities …regarding relations with Washington,” including the ongoing lawsuit against Argentina by a group of hedge funds — led by Paul Singer, a billionaire and major funder of hard-line pro-Israel organizations — that have sponsored full-page ads in the Washington Post and other publications highlighting, among other things, Argentina’s allegedly cozy relationship with Iran.)

In his article, Rotella, who appears to have accepted without question the conclusions of Nisman’s 2006 report on the AMIA bombing, also offers an uncritical account of the prosecutor’s latest report, quoting affirmations by Duncan, McCaul, as well as the four witnesses who testified at the hearing, that the report’s main contentions were true — Iran and Hezbollah are indeed building up their terrorist infrastructure in the region. “The attacks in Buenos Aires in the 1990s revealed the existence of Iranian operational networks in the Americas,” Rotella’s writes. “The Argentine investigation connected the plots to hubs of criminal activity and Hezbollah operational and financing cells in lawless zones, such as the triple border of Argentina, Brazil and Paraguay and the border between Colombia and Venezuela.”

The Nisman Report and the JFK Bomb Plot

After noting U.S. Treasury designations in 2008 of two Venezuelans as terrorists “for allegedly raising funds for Hezbollah, discussing terrorist operations with Hezbollah operatives, and aiding travel of militants from Venezuela to training sessions in Iran”, Rotella provides the purported Clapper quote about Venezuela and its allies offering “a platform in the region to carry out attacks against the United States, our interests, and allies”, suggesting (falsely) that the DNI himself endorsed Nisman’s view that Iran was behind a plot to attack JFK airport six years ago:

The aborted 2007 plot to attack JFK (airport) was an attempt to use that platform, according to the Argentine special prosecutor. A Guyanese-American Muslim who had once worked as a cargo handler conceived an idea to blow up jet fuel tanks at the airport. He formed a homegrown cell that first sought aid from al Qaida, then coalesced around Abdul Kadir, a Guyanese politician and Shiite Muslim leader.

The trial in New York federal court revealed that Kadir was a longtime intelligence operative for Iran, reporting to the Iranian ambassador in Caracas and communicating also with Rabbani, the accused AMIA plotter.

‘Kadir agreed to participate in the conspiracy, committing himself to reach out to his contacts in Venezuela and the Islamic Republic of Iran,’ Nisman’s report says. ‘The entry of Kadir into the conspiracy brought the involvement and the support of the intelligence station established in Guyana by the Islamic regime.’

Police arrested Kadir as he prepared to fly to Iran to discuss the New York plot with Iranian officials. He was convicted and sentenced to life in prison.

But this account of the case is tendentious, to say the least, and here I am relying on Gareth’s research into the case which he covered in an IPS story last week. While Rotella claimed that the would-be terrorist “cell” had “coalesced around” Kadir, the original criminal complaint that was submitted to the U.S. district court in New York on which the arrests of the four men accused in the plot were based makes clear that Kadir was a secondary participant at the time the arrest was made. In addition, the complaint made no mention of any ties between Kadir and Iran.

Moreover, Rotella’s assertion that the trial revealed Kadir to have been “longtime intelligence operative for Iran” is unfounded, apparently based on nothing more than a set of personal letters Kadir had sent by ordinary mail to Rabbani and the Iranian ambassador to Venezuela and the fact that some contact information for Rabbani was found in Kadir’s address book.

But Kadir’s letters to Rabbani were clearly not the work of an Iranian intelligence operative. They consisted of publicly available information about the political, social and economic situation in Guyana, where Kadir was a member of parliament. Indeed, the fact that they were sent by regular mail — and the lack of any known replies by the addressees — suggests that Kadir’s relationship to Iranian intelligence was even more distant and less interactive than that of George Zimmerman’s to the Seminole County Sheriff’s office in Florida.

During the subsequent trial in 2010, the prosecution tried to play up the letters and even asked Kadir if he was a spy for Iran, which he denied strongly. No other evidence implicating Iran in the plot was introduced. Even the U.S. Attorney’s press release issued after Kadir’s sentencing (and discoverable within milliseconds on Google) offers no indication that Iran had any knowledge of the plot at the time of his arrest. Finally, if indeed the U.S. government had acquired any evidence that Rabbani or any other Iranian official had a role in the plot, as asserted by Nisman, it seems reasonable to ask why he wasn’t indicted along with Kadir and the three others? Yet, in spite of all these factors, Rotella appears to accept Nisman’s argument that the Iranian government had a role in the case and that Kadir was its “long-time intelligence operative” presumably in charge of its “intelligence station” in Guyana.

Rotella next cites the purported testimony (of unknown origin) of Fernando Tabares, the former director of Colombia’s intelligence agency who

…described a mission by an Iranian operative to Colombia via Venezuela in 2008 or 2009. Working with Iranian officials based at the embassy in Bogota, the operative, according to Nisman’s report, ‘was looking at targets in order to carry out possible attacks here in Colombia,’ Tabares testified.

Apart from the vagueness of this account about the unidentified Iranian operative and his mission — as well as the absence of any corroborating evidence — Rotella omitted the easily discoverable fact (via Google) that Tabares himself was sentenced in 2010 to eight years in prison for abuse of trust and illegal wire-tapping, a detail that may reflect on the former intelligence chief’s credibility.

Iranian migrants (refugees?) to Canada

A couple of paragraphs later, Rotella cites the testimony of Joseph Humire, “a security expert” and one of the four witnesses who testified at last week’s hearing. According to Rotella, Humire, executive director at the Center for a Secure Free Society

…cited a report last year in which the Canadian Border Services Agency described Iran as the top source of illegal migrants to Canada, most of them coming through Latin America. Between 2009 and 2011, the majority of those Iranian migrants passed through Caracas, where airport and airline personnel were implicated in providing them with fraudulent documents, according to the Canadian border agency.

But Rotella misreports Humire’s testimony. Humire did not say that Iran was the top source of illegal migrants to Canada; he said Iran was the top source country of improperly documented migrants who make refugee claims in Canada — a not insignificant difference, particularly because the number of Iranian asylum-seekers who come to Canada each year averages only about 300, according to the CSBA report, which noted that 86% won their asylum claims. In addition, the report, a heavily redacted copy of which was graciously provided to me by Humire, indicates that, between 2009 and 2012, more of these migrants flew into Canada from Mexico City and London than from Caracas.

Moreover, the picture painted by the redacted CSBA report is considerably less frightening than that offered by either Rotella or, for that matter, Humire’s testimony.

Many of these migrants use “facilitators” to enter Canada, according to the report. “…Information provided by the migrants on their smugglers suggest possible links to organized criminal elements both within and outside of Canada…Many people seeking refuge in Canada use fake documents and rely on middlemen to help them flee persecution in their homelands.

“While Iranian irregular migrants mainly enter Canada to make refugee claims, it is possible that certain individuals may enter with more sinister motives”, the report cautioned, observing that 19 Iranian immigrants had been denied entry on security grounds since 2008.

So, instead of the flood of Iranian operatives pouring into Canada as suggested by Rotella, what we are talking about is a relatively small number of Iranians who are seeking asylum from a repressive regime. And, like hundreds of thousands of other refugees around the world, they rely on traffickers who provide them with forged or otherwise questionable documents. A few of these may be entering Canada for “more sinister motives”, but Rotella offers no concrete evidence that they have done so.

Yet Rotella follows his brief — if fundamentally flawed — summary of Humire’s remarks about Iranian asylum-seekers in Canada with his own riff, going “out of the way to raise suspicions about Iranian activities,” as Pillar notes, and returning once again to those anonymous “security officials” as his sources.

Humire’s allegations are consistent with interviews in recent years in which U.S., Latin America and Israeli security officials have told ProPublica about suspected Middle Eastern operatives and Latin American drug lords obtaining Venezuelan documents through corruption or ideological complicity.

“There seems to be an effort by the Venezuelan government to make sure that Iranians have a full set of credentials,” a U.S. law enforcement official said.

Last year’s secret talks between Iranian and Venezuelan spies intensified such cooperation, according to Western intelligence officials who described the meetings to ProPublica. The senior Iranian officer who traveled with the presidential entourage asked Venezuelan counterparts to ensure access to key officials in the airport police, customs and other agencies and “permits for transferring cargo through airports and swiftly arranging various bureaucratic matters,” the intelligence official said.

Venezuelan leaders have denied that their alliance with Iran has hostile intent. They have rejected concerns about flights that operated for years between Caracas and Tehran. The State Department and other U.S. agencies criticized Venezuela for failing to make public passenger and cargo manifests and other information about secretive flights to Iran, raising the fear of a pipeline for clandestine movement of people and goods.

The flights have been discontinued, U.S. officials say.

ProPublica’s high standards

I personally believe that ProPublica, since it launched its operations in 2008, has performed an invaluable public service in providing high-quality investigative journalism at a time when the genre risked (and still risks) becoming virtually extinct. As a result, readers of the agency have come to expect its articles not only to compile existing information that is already publicly available in ways that connect the dots, but also provide significant, previously unpublished material with important insights into the events of the day in ways that seriously challenge conventional wisdom as defined by mainstream media and, as ProPublica’s mission statement puts it, “those with power.”  The question posed by Rotella’s latest article — as well as other work he has published on alleged Iranian and Hezbollah terrorism — is whether it meets the mission and high standards that ProPublica readers expect.

Given the misattribution of a quotation critical to the story’s thesis; the prolific use of anonymous “Western intelligence sources” and the like; the citation of sources with a clear ideological or political axe to grind; the omission of information that could bear on those sources’ credibility; the more or less uncritical acceptance of official reports that are known to be controversial but that generally reflect the interests of the axe-grinders; and the failure to confirm misinformation that can be quickly searched and verified, one can’t help but ask whether Rotella’s work meets ProPublica’s standards.

That question takes on additional and urgent importance given the subject — alleged terrorist activities by Iran and Hezbollah — Rotella specializes in. All of us remember the media’s deplorable failure to critically challenge the Bush administration’s allegations — and those of anonymous “Western intelligence sources”, etc. — about Saddam Hussein’s links to Al Qaeda and other terrorist groups, as well as his vast and fast-growing arsenal of weapons of mass destruction (WMD), including a supposedly advanced nuclear-weapons program. We now face, in many respects, a comparable situation with respect to Iran. Bearing that history in mind, any media organization — but especially one of ProPublica’s stature and mission — should be expected to make extraordinary efforts not only to verify its information, reduce its reliance on anonymous sources and avoid innuendo, but also to aggressively challenge “official” narratives or those that are quite obviously being promoted as part of a campaign by parties with a clear interest in confrontation — even war — with Iran. The stakes are considerable.

*Today, shortly before this blog post was published and one day after I contacted the DNI press office to confirm that the quotation had been misattributed to DNI Clapper, ProPublica issued the following correction: “Due to an error in testimony by a congressional witness, this story initially misattributed a statement made by Rep. Ileana Ros-Lehtinen, R-Fla., to James Clapper, the Director of National Intelligence. The story has been revised to correct the attribution and incorporate Clapper’s actual statement to a Senate committee.” In my view, the wording of the correction, suggesting that the misattribution was the fault of a witness, underlines the importance of meticulous fact-checking when dealing with such a charged issue. As noted above, Clapper was the only identified Western intelligence official cited in the article, and his quotation — or non-quotation — is critical to the overall credibility of the underlying thesis: that Iran and Hezbollah are building a terrorist infrastructure in the Americas aimed at the U.S.  While the quote in question is now properly attributed to Ros-Lehtinen (who was never mentioned in the original version), the implicit suggestion that she has serious expertise on the issue, in my opinion, makes the article’s underlying thesis even less credible.

Further weakening the thesis is the introduction in the article’s corrected version of the Arbabsiar case (the alleged 2011 plot to kill the Saudi ambassador in Washington) about which Rotella was initially skeptical but which he and/or his editors have now seen fit to include in the story.  But citing the Arbabsiar case begs a serious question: If Iran, the Quds Force and Hezbollah have built up all these terrorist hubs and smuggling networks throughout Latin America and the Caribbean (and even into Canada), why would Quds Force commanders resort to recruiting a totally inexperienced, obviously unstable Iranian-American failed used-car salesman (now described by Rotella as “an Iranian-American operative”) to make contact with the Zetas to arrange the assassination? Conversely, if the Quds commanders felt they had to resort to Arbabsiar to establish contact with the Zetas to get the job done, then the existence of the terrorist infrastructure depicted in Rotella’s article looks even more doubtful than it did in the original story.

UPDATE: Apparently, the witness who misattributed the Ros-Lehtinen/Clapper quote was AFPC’s Ilan Berman (who most recently misattributed the quote in a usnews.com op-ed co-authored with Netanel Levitt on July 15). Berman, a leading figure in the continuing sanctions campaign against Iran, suggested shortly after the 2003 U.S. invasion of Iraq that Washington should pursue regime change in Iran.

Laughing at Snowden’s Asylum Requests

The mainstream U.S. news media has been chuckling over the “irony” of NSA leaker Edward Snowden asking asylum from Latin American countries purported to suppress press freedom. But the smugness misses both the complex realities abroad and the U.S. government’s own assaults on information, says a group of scholars.

An Open Letter to the Media:

The supposed “irony” of whistle-blower Edward Snowden seeking asylum in countries such as Ecuador and Venezuela has become a media meme. Numerous articles, op-eds, reports and editorials in outlets such as the New York Times, the Washington Post, the Wall Street Journal, NPR, and MSNBC have hammered on this idea since the news first broke that Snowden was seeking asylum in Ecuador.

It was a predictable retread of the same meme last year when Julian Assange took refuge in the Ecuadorian embassy in London and the Ecuadorian government deliberated his asylum request for months.

Of course, any such “ironies” would be irrelevant even if they were based on factual considerations. The media has never noted the “irony” of the many thousands of people who have taken refuge in the United States, which is currently torturing people in a secret prison at Guantanamo, and regularly kills civilians in drone strikes in Afghanistan, Pakistan, Yemen, and other countries. Nor has the press noted the “irony” of refugees who have fled here from terror that was actively funded and sponsored by the U.S. government, e.g. from Nicaragua, El Salvador, Chile, and other countries.

But in fact the “irony” that U.S. journalists mention is fantastically exaggerated. It is based on the notion that the governments of Venezuela under Chávez (and now Maduro) and Ecuador under Correa have clamped down on freedom of the press. Most consumers of the U.S. media unfortunately don’t know better, since they have not been to these countries and have not been able to see that the majority of media are overwhelmingly anti-government, and that it gets away with more than the U.S. media does here in criticizing the government.

Imagine if Rupert Murdoch controlled most U.S media outlets, rather than the minority share that his News Corp actually owns – then you’d start to have some idea what the media landscape in Ecuador, Venezuela and most of Latin America looks like.

The fact is that most media outlets in Ecuador and Venezuela are privately-owned, and oppositional in their orientation. Yes, the Venezuelan government’s communications authorities let the RCTV channel’s broadcast license expire in 2007. This was not a “shut down”; the channel was found to have violated numerous media regulations regarding explicit content and others – the same kind of regulations to which media outlets are subject in the U.S. and many other countries.

Even José Miguel Vivanco of Human Rights Watch – a fierce critic of Venezuela – has said that “lack of renewal of the contract [broadcast license], per se, is not a free speech issue.” Also rarely mentioned in U.S. reporting on the RCTV case is that the channel and its owner actively and openly supported the short-lived coup d’etat against the democratically-elected government in 2002.

A July 10th piece from the Washington Post’s editorial board – which has never hid its deep hatred of Venezuela, Ecuador and other left governments in Latin America – describes another supposed grave instance of the Venezuelan government clamping down on press freedoms. The editorial, which was given greater publicity through Boing Boing and others, describes the case of journalist Nelson Bocaranda, who is credited with breaking the news of Chávez’s cancer in June 2011. The Post champions Bocaranda as a “courage[ous]” “teller of truth” and dismisses the Venezuelan government’s “charges” against him as “patently absurd.”

In fact, Bocaranda has not been charged with anything; the Venezuelan government wants to know whether Bocaranda helped incite violence following the April 14 presidential elections, after which extreme sectors of the opposition attacked Cuban-run health clinics and homes and residences of governing party leaders, and in which some nine people were killed mostly chavistas.

The government cites a Tweet by Bocaranda in which he stated false information that ballot boxes were being hidden in a specific Cuban clinic in Gallo Verde, in Maracaibo state, and that the Cubans were refusing to let them be removed. Bocaranda later deleted the Tweet, but not before it was seen by hundreds of thousands.

So while the Post dismisses the case against Bocaranda as “absurd,” the question remains: why did Bocaranda state such specific information, if he had no evidence to support it? Indeed, any such evidence would be second hand unless Bocaranda had seen the supposed “hidden” ballot boxes and the actions by the Cubans himself.

The Venezuelan government’s summons for Bocaranda to explain himself is being characterized as a grave assault on press freedom, and perhaps it is an over-reaction – after all, many journalists report false information all the time. But wasn’t Bocaranda’s Tweet irresponsible, especially given the context of a volatile political situation?

In Ecuador, President Rafael Correa has been widely condemned in the U.S. media – in much reporting as well as commentary – for suing a prominent journalist, Emilio Palacio, for defamation. The defamatory content was, in fact, serious. It relates to a 2010 incident in which Correa was first assaulted and then later held captive by rebelling police in what many observers deemed an attempt at a coup d’etat.

Military forces ultimately rescued Correa. But in a February 2011 column referring to the episode, Palacio alleged that Correa had committed “crimes against humanity,” and that he had ordered the military forces to fire on the hospital where he was being held at the time. So Correa sued Palacio for defamation and won. What some U.S. media outlets have failed to mention is that he subsequently pardoned Palacio, and had made clear from the beginning that he would have dropped the lawsuit if Palacio ran a correction.

In other words, all that Correa did was exercise his right as a citizen under the law to sue someone who had printed an outrageous lie about him. This is a right that most elected officials have in most countries, including the United States. Former AP reporter Bart Jones has written:

“Would a network that aided and abetted a coup against the government be allowed to operate in the United States? The U.S. government probably would have shut down RCTV within five minutes after a failed coup attempt — and thrown its owners in jail. Chavez’s government allowed it to continue operating for five years, and then declined to renew its 20-year license to use the public airwaves.”

Considering the massive extent of “national security” overreach following the 9/11 attacks, it is almost incomprehensible to imagine what a U.S. administration’s reaction to a coup attempt would be, but it certainly would not be as restrained as in Ecuador or Venezuela, where a fiercely critical press not only exists, but thrives.

Many commentators have cited Reporters Without Borders [known as RSF, from its French initials] and other media watchdog groups’ criticisms of Ecuador’s proposed new “Organic Law of Communication.” In an example of true irony, such supposedly objective journalists have been more critical of Ecuador’s proposed media reforms than RSF itself has been, which noted that:

“…we think that other provisions conform to international legal standards. They include restrictions on broadcasting hours for the protection of minors, the prohibition of racist and discriminatory content and the prohibition of deliberate calls for violence. Finally, the provisions governing nationally-produced broadcasting content are broadly similar to those in force in most other countries.”

Organizations such as RSF and Freedom House are supposed to be impartial arbiters of press freedom around the world and are rarely subject to scrutiny. Yet both have taken funding from the U.S. government and/or U.S.-government supported organizations such as the National Endowment for Democracy (which was set up to conduct activities “much of [which]” the “CIA used to fund covertly,” as the Washington Post reported at the time, and which also provided funding and training to organizations involved in the afore-mentioned 2002 Venezuelan coup) and other “democracy promotion” groups.

The NED has spent millions of dollars in Venezuela and Ecuador in recent years to support groups opposed to the governments there. This conflict of interest is never noted in the press, and RSF and Freedom House, when they are cited, are invariably presented as noble defenders of press freedom, for whom ulterior motives are apparently unimaginable.

The true irony in the cases of Snowden, Assange, Manning and others is that the U.S. government, while claiming to defend freedom of the press, speech and information, has launched an assault on the media that is unprecedented in U.S. history.

The extreme lengths to which it has gone to apprehend (witness the forced downing of President Evo Morales’ plane in Austria) and punish (Bradley Manning being the most obvious example) whistle-blowers is clear. Apparently less understood by some U.S. journalists is that it is part of an assault on these very freedoms that the U.S. government pretends to uphold.

The U.S. government’s pursuit of Wikileaks – through grand jury and FBI investigations, and open condemnation of Julian Assange as a “terrorist” – is a blatant attack on the press. It seems too many journalists forget – or willingly overlook – that Wikileaks is a media organization, and that the leaks that have so infuriated the U.S. government, from the “Collateral Murder” video to “Cablegate”, Wikileaks published in partnership with major media outlets including the New York Times, The Guardian, Der Spiegel and others.

Now, as Edward Snowden’s leaks are published in The Guardian and other outlets, efforts have been launched to delegitimize journalist Glenn Greenwald, and some in the media have been all too willing to take part in attacking one of their own, simply for exposing government abuse – i.e. doing journalism.

There is a long history of partnership between traditional, corporate media outlets in the U.S. and those in Latin America. Due to a variety of reasons, including educational, class and often racial backgrounds, journalists throughout the hemisphere often tend to share certain biases. It is the journalist’s duty to be as objective as possible, however, and to let the media consumer decide where the truth lies.

Likewise, eagerly going along with double standards that reinforce paradigms of “American exceptionalism” and that overlook the U.S.’ long, checkered human rights history and minimize the importance of over a century of U.S. intervention and interference in Latin America does a great injustice to journalism and the public.

Likewise, media distortions of the state of democracy and press freedoms in countries that are routinely condemned by the U.S. government – such as Venezuela and Ecuador – contribute to a climate of demonization that enables U.S. aggression against those countries and damages relations between the people of the U.S. and our foreign neighbors.
