Mentally Ill Man Refuses to Take Medication So SWAT Shows Up and Kills Him

Midland, TX — Rosendo Gino Rodriquez, 49, was shot dead in an altercation Monday while Midland Police were conducting a routine welfare check.
The Midland County mental health unit was conducting a regular welfare check at a home on the 2700 block of Washington Street, when things went sour. According to the Midland police, Rodriquez became “aggressive” during the welfare check.
The term aggressive is used loosely by the MPD, as they claim he acted out said “aggression” by running away from them, back into his house, and barricading himself in a room.
The Free Thought Project would like to clarify the definition of aggressive for the MPD: ready or likely to attack or confront; characterized by or resulting from aggression.
A person running in their house and locking themselves in a room is hardly an act of aggression. However, the MPD treated it as such and responded with its SWAT team, BearCat armored vehicle and bomb squad robot with a camera to gain a look inside the home, as well as a DPS helicopter.
Police claimed that after Rodriquez went inside, they may have heard gunshots. However no gun was found, nor evidence of any shots.
Family members say their father had not been on medication. Monday’s welfare check was intended to talk the man into taking his medication.
Rodriquez, whose family has been trying to get him help, was likely distraught by this heavy onslaught of police presence and became quite fearful, locking himself in his bathroom with a machete.
City spokeswoman, Sara Bustilloz said police attempted to use “many methods” including a negotiator to make contact with Rodriquez and end the situation without incident. However, the “many methods” were simply rubber bullets which proved to be ineffective, thus leading to the incompetent officers switching to real bullets.
“This is not how we want these situations to end,” Bustilloz said. “We want them to end without incident, and we do everything in our power to make sure we can do it that way first.”
Officers eventually confronted the tormented man in his bathroom, where they found Rodriquez armed with a machete. After the heavily armed men in body armor, who apparently all forgot their tasers that day, “feared for their lives,” they opened fire on the man, killing him.
According to CBS 7, per normal protocol, an external investigation into the officer-involved shooting will be completed by the Texas Rangers, and two officers involved in the altercation, who are identified as Sgt. Mitch Russell and Officer Sean Sharp, have been placed on administrative leave pending the completion of an investigation.
This incident is but another tragic example of the level police incompetence when dealing with the mentally ill.
A recent report out of California showed that the overwhelming majority of police have not completed state certification that focuses on the training in dealing with mental illness, suicide behavior, and drug use; this lack of training is evident, nationwide.
Instead of compassion and patience, which should be used in dealing with mentally unstable people, police most often resort to violent escalation.
The incompetence and negligence is rife throughout all levels of law enforcement which is why these deadly actions on behalf of the MPD will likely be ruled “justified.”
It’s not like police departments don’t know that this training exists, the information is out there. We’re simply witnessing callous disregard for the the preservation of life.
In a two-part study, researchers looked at use of the crisis intervention team, or CIT, model, a 40-hour program to train police to respond to those with mental health issues. They interviewed 586 officers, 251 of whom had received CIT training, and reviewed more than 1,000 police encounters with individuals believed to have behavioral disorders.
Officers who participated in CIT training were more knowledgeable about mental health issues, treatments and de-escalation skills, according to findings published in the April issue of the journal Psychiatric Services.
What’s more, when looking at emergency responses, incidents involving officers with CIT training were more likely to result in transport to mental health services and less likely to culminate in arrest. Researchers found that officers who had participated in training were also much more likely to indicate that the highest level of force used in their emergency response was verbal engagement or negotiation.
With the increased prevalence in autism and police aggression in general, something must be done before anymore innocent lives are taken.
US protesters demand the right to live

A UN anti-torture panel that is investigating the United States said on Friday it was deeply concerned by what it described as the high incidence of police brutality and shootings – especially against African-Americans – in the US.
The most basic human right is the right to remain alive. The anger which has swept through Ferguson, Missouri, and has boiled over to other cities across the United States, is an elemental protest against those who have been gradually taking away this right.
The killing of unarmed African-American teenager Michael Brown in Ferguson is only the most publicized instance of daily police killing of unarmed people in the US. Statistically, American citizens are much more likely to be killed by a police officer than by a terrorist.
No complete record of police killings in the US is available. But about 400 police killings a year were listed in a US federal database covering only a fraction of the country during a seven year period ending in 2012. Worse, nearly two times a week a black person was killed by the police in the cities listed in the incomplete report.
Among those killed by US police in the past week or so are Tamir Rice, a 12-year-old boy in Cleveland, Ohio, who was shot while playing in a park with a toy gun; Akai Gurley, whose only crime was walking down a dark staircase in his own apartment building in New York City; and Leonardo Marquette Little at a traffic signal in Jacksonville, Florida, who police claimed turned violent while resisting arrest.
To fully understand the epidemic of police killings, we have to see them in the broader context of the progressive militarization of US society. In the past 15 years the US has engaged in a series of wars, military occupations, bombings, air strikes and destabilization of other countries. These wars have inured a large part of the population, and of the police, to endless waves of military activities and related violence. Government reports show that about 20 percent of the US federal government budget is devoted to military costs. But the US War Resistors’ League, taking into account a broader set of military-related costs, estimates that about half the federal budget is devoted to the military.
A large amount of military equipment bought with this money has been turned over to civilian police departments, perhaps out of fear that declining living standards in the US could lead to mass unrest by American working people. … Full article
Thousands march in Manila against military accord with ‘imperialist’ US

Thousands of anti-war protesters marched in the Philippine capital calling for an end to close military ties between “warmongering” Washington and Manila. They also accused Filipino President Benigno Aquino III of being a “US puppet.”
Protesters came decked out in traditional garb, many carrying fake bolo knives and rifles. Others hoisted torches and placards in the air as they marched through the streets of the densely populated city.
Gathering underneath an overpass at a busy intersection, the protesters burned a poster depicting Aquino as a puppet of Uncle Sam.
Pete Pinlac, a trade union leader and march organizer, said the protest was a way for the people to express their discontent with Washington’s “imperialist” ways.
“To Barack Obama, we say this: we are a peaceful nation so let the Philippines loose. We do not want your warmongering. We do not want your imperialist ends. We do not want your hegemonic purposes,” he said.
The protesters called for the abolition of the Visiting Forces Agreement (VFA) and the Enhanced Defense Cooperation Agreement (EDCA) with the USA.
The controversial VFA allows the US government to retain jurisdiction over US military personnel accused of committing crimes in the Philippines, unless those crimes are deemed to be of “particular” importance to the Philippines.
Activists argue the agreement gives US troops immunity from prosecution and makes them second-class citizens in their own country.
The EDCA was signed in April and represents the first major military accord inked between the two countries since the US withdrew troops stationed on a naval base in Subic Bay in 1992. Although the 10-year agreement allows US forces to operate out of certain areas, it does not allow Washington to establish a permanent military base.
Sunday’s protest coincided with Bonifacio Day, which pays homage to Andres Bonifacio, the “Father of the Philippine Revolution.”
Demonizing Russia as US goes to war

Every Russian maneuver is now being recklessly construed as a sinister war threat by the Western media – no matter that the Russian maneuvers are entirely in keeping with international law and are a normal part of any nation’s right to movement of its military forces.
The latest “incident” was reported by Britain’s Daily Mail in which a squadron of Russian warships was “escorted” by the British Royal Navy as it sailed through the English Channel.
The Daily Mail headline was spiced with sinister innuendo of Russia doing something untoward, illegal and threatening. ‘Royal Navy catches up with Russian warships to ‘keep an eye’ on Putin’s fleet sailing along the Channel.’
Note the sly demonization of Russia’s President Vladimir Putin, by attributing the Russian leader as the personal owner of the warships – as if he were some kind of arch-villain in a cheesy James Bond movie.
The report informs readers: “The Royal Navy has escorted [sic] a squadron of Russian warships sailing through the English Channel [sic]. Four ships passed through the through the Strait of Dover after carrying out military exercises [sic] in the North Sea. HMS Tyne, a Type 45 Destroyer and one of the Royal Navy’s most technically advanced warships, was able to pinpoint and monitor [sic] the movement of the group led by Russian aircraft carrier Admiral Kuznetsov as it approached [sic] the UK.”
The words and tone used by Daily Mail are loaded with malign implication suggesting that the Russian vessels were performing a secretive mission that transgressed international law. The facts are that the Russian ships were at all times in internationally navigable waters, had complied with maritime reporting regulations, and were conducting legitimate military training maneuvers, which is the prerogative of all countries’ navies and is a routine occurrence.
Even a British Ministry of Defense spokesman quoted by the newspaper acknowledged that the Russian warships were not doing anything illegal.
“We are aware that four Russian naval ships have passed through the Dover Strait from the North Sea into the English Channel, which all ships have the right to do under international law,” said the British MoD spokesman.
A British navy source is quoted as saying: “It’s not provocative but we are keeping an eye on them.”
So, the Russian “provocation” is not supported by any facts; it is merely being contrived by the Western media, who are evidently following a political line.
Ever since Washington and its European allies backed the illegal coup in Kiev last February by helping to overthrow the elected government and installing a hostile anti-Russian neo-Nazi regime, the Western powers have been accusing Russia of subversion, annexation and aggression. Thus, Western governments and the Western media have completely turned reality on its head.
The media spin of Russian forces conducting stealthy maneuvers and posing an international threat is part of this Western anti-Russian narrative aimed at distracting from the real cause of insecurity and conflict in Europe.
Earlier this week, General Philip Breedlove, the American commander of the NATO military alliance, was in Kiev reiterating claims that Russia is escalating tensions by acting aggressively, not just in Ukraine, but in the Baltic region and Black Sea. Breedlove went as far as claiming that Russia was militarizing the Crimea with nuclear weapons.
Russia has had a naval base and military forces in Crimea for decades under an internationally recognized agreement with Ukrainian governments – before the West helped overthrow President Yanukovych.
The people of Crimea invoked the Western-backed secession by Kosovo from Serbia in 2008, by voting in March to secede from the Kiev regime and join the Russian Federation.
Russia is therefore not doing anything illegal in Crimea or in international airspace and seas in the Baltic region, the Black Sea, or anywhere else, including that narrow strait between the North Sea and the Atlantic Ocean that Britain presumptuously calls the “English Channel.”
NATO commander Breedlove has had ample Western media coverage for his assertion that US-supplied fighter jets “have been scrambled” threefold times more this year compared with last year in order “to intercept” Russian military aircraft across Europe.
But, quietly between the lines, NATO spokesmen acknowledge that Russian aircraft have not actually breached any national airspace in all this time. Again, as with the “incident” of the Russian naval vessels passing through waters off Britain, there is no factual basis for the alarmist response. The alarmist response is simply being manufactured in order to give credence to the hoary narrative of “Russian threat.”
The absurd and pernicious logic of this narrative is that any Russian vessel or aircraft, whether civilian or military, anywhere in the world is being tagged as a potential threat. This is the corollary of Western sanctions and NATO military encirclement of Russia.
Russia is little by little being turned into a pariah by Western governments and their media to the extent that Russia is being excluded from its legitimate and normal access to international territorial space.
It is the Western powers that are acting illegally in pursuing this unlawful interdiction of Russia.
Meanwhile, back in the real world, the US and its allies continue to build up aggressive military forces around Russia. NATO warplanes have increased their number in the Baltic region by 400 per cent compared with last year. That is a fact, according to NATO’s own information.
The US-led military alliance has spent at least $200 million over the past year in upgrading air bases in Poland, Latvia, Lithuania and Estonia, according to a report last month in the Financial Times.
And the US navy has deployed an increasing number of Aegis missile-capable warships in the Black Sea. All these US and NATO maneuvers on Russia’s doorstep are in contravention of binding agreements – the Founding Act of 1997 and the Montreux Convention, respectively.
Ironically, as NATO’s General Breedlove was being hosted by the neo-Nazi regime in Kiev this week, there were low-key US media reports noting that American troops from Fort Carson in Colorado “will deploy for supporting Ukraine.”
The Colorado-based Gazette reports: “US European Command said that a 100-soldier team from the 16,000-soldier division will head to Europe in early 2015 to lead ground forces in ‘Operation Atlantic Resolve.’”
The report added: “Leaders from the division will run a series of training exercises to ensure American forces are ready to fight alongside partners.”
Two significant things about Fort Carson are that it is a base not only for infantry but also for Special Forces trained in unconventional warfare. Its troops are dedicated to European Command of the US army.
European Command is headed up by none other than General Philip Breedlove who wears a second military hat in addition to his NATO one.
It is significant that Breedlove, as NATO leader, is touring Europe rallying a “response” to alleged Russian aggression; then, in the very same week that he is in the anti-Russian regime capital of Kiev, the Pentagon announces that US troops under Breedlove’s European Command are now being dispatched to “support Ukraine.”
Washington is playing European governments like a fiddle. But shamefully while the US is mobilizing war efforts in Europe, Western media are chasing after Russian phantoms in the air and at sea.
Is Washington training a rebel army to “Occupy” Syria?

Is the US planning the occupation of Syria by training an unconventional insurgent invasion force?
Think regime change in Syria is off the drawing board? Think again. The bombing of the ISIL or ISIS in Syria is part of a brinkmanship campaign leading up to a potential non-conventional invasion, parallel to the re-introduction of the US military to Iraq.
The ISIL and the other anti-government forces in Iraq and Syria are not the only ones to disregard the Iraqi-Syrian border drawn by the British and French by Sykes-Picot in 1916. The US also disregarded the border and international law when it began to illegally bomb Syria.
The bombing campaign was not enough for some in the US Congress. In a joint statement on September 23, the arch-hawks US Senators John McCain and Lindsey Graham called for US troops to be sent into Syria too. Both of them praised the Pentagon’s illegal airstrikes in Syria and then argued for US ground troops as well.
Although McCain and Graham went out of their way to say that this would not be an occupation of either Syria or Iraq, this is almost exactly what they were calling for when they said that the military campaign had to also be directed against the Syrian government.
Since, and even before the calls for an invasion of Syria by McCain and Graham different suggestions have circulated about an invasion of Syria.
The dilemma is that Washington does not want the Pentagon to directly invade Syria itself. It wants to pull the strings while another force does the work on the ground. Candidates for an outsourced invasion of Syria include the Turkish military or other US regional allies. There, however is also an impasse here as Washington’s allies are also afraid of the consequences of an invasion of Syria.
This is where a third opinion comes into the picture: the construction of a multinational insurgent army by the US.
Using non-state actors to invade and occupy Syria
While there seems to be no consensus on a Syrian strategy within the US political, intelligence, and military establishments, the objective of regime change is universally adhered to across the board. Regardless of the existence of a consensus, the US is moving ahead with the creation of an anti-government invasion force.
The third option is slowly emerging.
A few days after the US began the bombing of Syria, the Chairman of the Joint Chiefs of Staff General Martin Dempsey made it clear that the Pentagon also planned on creating a viable anti-government army in Syria consisting of 12,000 to 15,000 insurgents.
There also seems to be a growing consensus among the realists and neocons for US President Obama’s preference of using a rebel army to invade Syria. The Brookings Institute has been a major cheerleader for this.
During this same timeframe, the Brookings Institute released an opinion piece clearly calling for US intervention. The text, authored, by former CIA analyst for monitoring the Persian Gulf and US National Security Council official Kenneth Pollack, stipulated that Washington’s “strategy cannot require sending U.S. troops into combat. Funds, advisers, and even air power are all fair game — but only insofar as they do not lead to American boots on the ground.”
Pollack played an influential role in getting support for the illegal 2003 invasion of Iraq. He worked at the Council of Foreign Relations as its director of national security studies. He made the above statement as the director of research for the Saban Center for Middle East Policy and goes well beyond it by publishing a drawn-out October 2014 proposal for creating a US-made rebel invasion force as a means of taking over Syria and eventually conducting regime change in Damascus.

The Brookings Institute proposal suggests that a rebel Syrian army “is best not done in Syria itself. At least not at first” (p.9). The report points to the US and NATO success in “covertly” creating armed forces around the world, including the assembly of a Croat military, and deduces that these experiences would make it “entirely realistic for the United States to build a new Syrian opposition army” (p.8). It also says that the ideology of the fighters does not matter by stating the following: “A great many of those recruited may well be religious, even highly religious, including Salafist. That is not the issue” (p.9).
Welcome to the Brookings Institute and its Saban Center
What is the Brookings Institute exactly and why do suggestions from this think tank and others like it, matter?
The Brookings Institute is an influential think tank that has a revolving door of personnel with the US government and major corporations. All that one needs to do is look at its trustees and executives, which include interlocked directorships with the Carlyle Group, Goldman Sachs, and JP Morgan Chase.
Brookings also has ties to Israel and a full branch dedicated to Washington’s Middle East strategies and policies called the Saban Centre for Middle East Policy. Martin Indyk – the former US ambassador to Israel, a former high-level lobbyist for the American Israel Public Affairs Committee (AIPAC), and the founder of AIPAC’s research arm (the Washington Institute for Near East Policy) – is the Director of the Saban Center for Middle East Policy at Brookings. Like Indyk, Kenneth Pollack was involved in shaping the Middle East policies of the Clinton Administration.
It is also worth noting that the Brookings Institute’s Saban Center is named after US-Israeli businessman and media mogul Haim Saban. Saban himself is on the board of trustees for Brookings.
There is a Qatari connection too. One may remember that Washington was hostile towards Al Jazeera when it first emerged as a news broadcaster, because of its coverage of US actions in the Middle East.
Saban tried to buy half of the Al Jazeera network from Qatar in 2004 and 2009, but failed. In the same timeframe as the 2003 Anglo-American invasion of Iraq, the first set of negotiations happened when he went to Qatar with Bill Clinton in 2003.
It is possible that Brookings may have played a role in pacifying Al Jazeera. In 2009, the Institute setup an overseas branch in Qatar called the Brookings Doha Center. The new chapter in Doha included Qatar’s ruling Al-Thani family alongside people like Madeleine Albright, Zbigniew Brzezinski, and Fareed Zakaria as chairs and advisors.
It was in the same year that the Brookings Institute published a report, which included Pollack and Indyk as authors, called Which Path to Persia? The report outlined a map for confronting Iran and alluded to the neutralization of Syria, in one way or another (including the procurement of a peace agreement with Damascus by Israel), to “mitigate blowback” from Lebanon’s Hezbollah and the Palestinians, specifically Hamas, as a prerequisite for an enabling an attack on Iran.
All in all, the ideas that come out of the Brookings Institute are discussed at the highest levels within policy-making and corporate circles.
Is the Syrian Invasion Force Slowly Emerging?
Is a rebel invasion force emerging to attack Syria? In no uncertain terms, Brookings argues that it is.
Pollack’s report stipulates the following: “Adopting such a strategy would mean first and foremost that Washington would have to commit itself to building a new Syrian army that will rule Syria when the war is over. Although [Obama’s] description of his new Syria policy was more modest and tepid than his explanation of the Iraq piece of the strategy, he does appear to have committed the United States to just that course. More than that, it will mean putting the resources, prestige and credibility of the United States behind this effort. The $500 million now appropriated is a good start, but it is only a down payment on a much larger project” (p.8).
The US goal of training rebels in Saudi Arabia and Turkey is an indication of this too. On September 10, about two weeks before it started bombing Syria, Washington declared that Saudi Arabia had given it the green light to train a rebel army in the Arabian Peninsula. “We now have the commitment from the Kingdom of Saudi Arabia to be a full partner in this effort — the train-and-equip program — to host that program,” one official was quoted as saying by the New York Times.
The Brookings Institute in its proposal for an invasion of Syria claims: “The Saudi offer to provide facilities to train 10,000 Syrian opposition fighters is one of reasonable possibility, although one of Syria’s neighbors would probably be preferable. Jordan already serves as a training ground for America’s current training program and it would be an ideal locale to build a real Syrian army. However, Turkey could also conceivably serve that purpose if the Turks were willing” (p.10).
About two months later, in November, after US Vice President Joe Biden met with Turkish President Recep Tayyip Erdogan in Istanbul, it was announced that Kirsehir would be used by Turkey to train Syrian anti-government forces that the US would equip against Damascus.
The report also makes it clear that building the new opposition army “should not mean bolstering the existing ‘Free Syrian Army’” (p.10). Instead, the existing US-backed insurgent groups will slowly be swallowed or destroyed by the new opposition force that the US and its allies are constructing.
In mid-November, the Pentagon also presented a proposal to the US Congress, saying that it wants to arm Iraqi tribesmen with Kalashnikov rifles, rocket propelled grenades, and mortars. What is omitted is the cross-border dispersion of these tribes in both Iraq and Syria and the possibility that these weapons could be used in an attack on the Syrian government.
What moderates?
The talk about supporting “moderates” is very misleading. It is already clear that the ideology of the proposed insurgent army is not a key issue in practice for many US officials. There is also enough evidence to show that the Free Syrian Army, Al-Nusra, the ISIL, and the other insurgent forces are also collaborating and trading fighters.
The Telegraph, for example, had this to say on November 10 about Saddam Jamal, a US-backed Free Syrian Army commander that became an ISIL commander: “Before joining ISIL, Jamal had been a drug dealer, then a commander in the western-backed Free Syrian Army, claiming contacts in the CIA.”
It is also clear that religion is a mask for the ISIL too. The same British article writes the following testimony from Saddam Jamal’s body guard about his massacre of a Syrian family: “The ISIL commander felt no remorse for killing this Syrian family, his bodyguard said, nor did he believe he was fulfilling a God-given creed: for him being a member of the extremist group was a matter of business, not religion.”
In the end the ISIL may be used to incubate fighters or collapse, like the Free Syrian Army, into the proposed invasion force to occupy Syria.
Invasion army or armies?
General Dempsey said that “the anti-ISIL campaign could take several years to accomplish.” Leon Panetta, the former head of the CIA and Pentagon, has also claimed that this war will turn into a thirty-year US military project that will extend to North Africa, West Africa, and the Horn of Africa.
According to Brookings: “At some point, such a new Syrian army would have to move into Syria, but only when it was ready. Only when a force large enough to conquer and hold territory – something on the order of two to three brigades -were ready should it be sent in” (p.11).
A war of attrition that that will take years of fighting is underway. This matches up with the ideas about training an insurgent invasion force over the years.
In their joint statement Senators McCain and Graham said that President Bashar Assad will not stop fighting the so-called “moderate” US-backed insurgents “that remain committed to his ousting- especially when the United States and [its] partners still, correctly, share the same goal and will now be arming and training Assad’s moderate opponents.” In other words, the US-trained Syrian forces will ultimately target the Syrian government.

Civilians killed in US drone attacks: Rights group

A rights group says many civilians have been targeted and killed in US drone attacks in Pakistan and other countries where such raids are carried out, Press TV reports.
The UK-based rights group Reprieve revealed that civilians have been killed in Pakistan and other places before militants were targeted by US assassination drones.
Reprieve has presented several cases on how ruthlessly the US Central Intelligence Agency (CIA) has killed civilians but declared them militants through dubious reports in the media, which regularly cite anonymous Pakistani and US officials.
In one such case, the CIA killed 221 people, including over 100 children, in Pakistan in search of just four militants. This is while three of the militants are reportedly still alive and the fourth one has died of natural causes.
In another example, the report pointed out that on average each militant was targeted and reported killed more than three times before they were actually killed.
To kill one militant, sometimes “more than 300 people have been killed,” said Mirza Shazad Akbar, Reprieve’s representative in Pakistan.
“A former US drone operator said that by looking at the monitor and looking at people’s movement, he could actually tell who is a bad person and who is a good person… This is the extent of… the [US] flawed intelligence,” Akbar added.
But this is just the tip of the iceberg of the scale of tragedy in Pakistan’s tribal areas, where more than 3,800 people have been killed with the same pattern of the so-called precise surgical drone strikes.
The US carries out targeted killings through drone strikes in several Muslim countries, such as Afghanistan, Yemen, Pakistan and Somalia. Washington claims the targets of the drone attacks are militants, but local officials and witnesses maintain that civilians have been the main victims of such raids over the past few years.
The United Nations and several human rights organizations have identified the US as the world’s number-one user of “targeted killings,” largely due to its drone attacks in Pakistan and Afghanistan.
EU chief calls for decentralization and federalization of Ukraine

To solve the current crisis in Ukraine, the country should become decentralized and federalized, Herman Van Rompuy, the president of the European Council, announced in his political anniversary speech in Paris this week.
Quoting “1,000 deaths” in the country since the cease-fire agreement was reached in Minsk on September 5, Van Rompuy said he could no longer call the situation a cease-fire. And a new cessation of conflict, if controlled by the same players, would have the identical outcome, the politician said in his speech, marking his five years presidency of the European Council.
Urging a “global solution,” the EU chief said a way for Ukraine to become a “decentralized (or federalized) country” must be found. He called for the country’s closer ties with the EU. However, he also said, “Europe has become unpopular among Europeans” in the past five to six years.
Kiev should “establish a correct relationship with Russia, its neighbor, with which it shares history, culture and language,” Van Rompuy said, adding that the interests of minorities in Ukraine should be respected.
Sharing his EU “experiences and perspectives” with students at the Sciences Po institute of political studies in Paris, he pointed out that the current crisis in Ukraine is “the most grave geopolitical crisis we’ve experienced in Europe since the end of the Cold war.” What makes it even worse, according to the Rompuy, is the fact that the “war” is happening on European soil.
Van Rompuy is not the first European politician to suggest Ukraine’s federalization. Earlier in August, Germany’s Vice Chancellor Sigmar Gabriel, who is also the country’s economy minister, spoke out for federalization to be introduced in Ukraine once the conflict in the east of the country is resolved.
The same measures to help settle the crisis in eastern Ukraine have been voiced by Moscow. However, Ukraine’s President Petro Poroshenko keeps ruling out such political changes, saying the country’s federalization is out of question.
Pope: Door of dialogue with Islamic State should not be closed

Pope Francis said on Tuesday that although it is “almost impossible” to have a dialogue with the Islamic State, or ISIS, the “door should never be closed”, Anadolu news agency reported.
Speaking to Vatican Radio after his return from a visit to the EU parliament in Strasburg, he said: “I never say all is lost, never. Maybe there cannot be a dialogue but you can never shut a door.”
He continued: “It is difficult, one could say almost impossible, but the door is always open.”
Responding to a question about whether or not it would be possible to communicate with rather than fight the militants, he said: “I repeat what I have said: when you want to stop an unjust oppressor, you must do so with international consensus.”
ISIS has been controlling wide areas in the east of Syria and north and west of Iraq for several months. In June, the organisation, which most of the international community has labelled as terrorist, announced a caliphate with Abu-Baker Al-Baghdadi as its leader.
Despite doubts about the relations between Al-Baghdadi, who was a prisoner in an American facility in Iraq, and the US, the latter has been leading an international alliance against ISIS. Some political experts even argue that ISIS is an American made militant group.
French Polynesia to demand nearly $1bn from Paris over tests

In an unprecedented move, French Polynesia, an overseas territory governed by France, is to ask Paris for nearly $1 billion in compensation for damage caused by nuclear weapons tests carried out by France in the South Pacific between 1966 and 1996.
The Assembly of French Polynesia has prepared a demand for $930 million (754,2 million euros) over “major pollution” caused by the 193 tests carried out by France for 30 years, La Dépêche de Tahiti reported. On top of this, the proposed resolution seeks an additional $132 million for the continued occupation of the Fangataufa and Mururoa atolls, used for nuclear testing.
The conservative Tahoera’a Huiraatira party committee has been acting independently of Polynesian President Edouard Fritch, who said he was “sorry” for the motion “written without consulting him,” local press reported.
Meanwhile, the text of the resolution, set for approval by the Assembly, highlights a “very poor situation of the atolls,” and a clean-up “impossible in the current state of scientific knowledge,” Tahiti Infos reported. They write that French Polynesia has been “too long sidelined” from decisions on “waste conservation and monitoring modes whatever their nature as well as the rehabilitation options of the atolls.”
On 24 August 1968, France conducted its first multi-stage thermonuclear test at Fangataufa atoll in the South Pacific Ocean, the so-called ‘Canopus’ test. With a 2.6 megaton yield, its explosive power was 200 times that of the Hiroshima bomb, according to the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO).
France began its last series of nuclear tests in the South Pacific in 1995, breaking a three-year moratorium, provoking international protests and the boycott of French goods. It conducted its final nuclear test in January 1996 and then permanently dismantled its nuclear test sites. Later in that year, France signed the Comprehensive Nuclear-Test-Ban Treaty (CTBT).
In 1996, in the wake of the nuclear testing, a $150 million annual payment was granted to French Polynesia, a territory of over 100 islands and atolls with its own government.
France, together with China, is not party to the 1963 Partial Test Ban Treaty, which bans nuclear explosions in the atmosphere, under water and outer space but not underground.
Last year it came to light that French nuclear tests carried out in the South Pacific had proved to be far more toxic than previously thought. According to declassified documents, seen by Le Parisien, plutonium fallout covered a much broader area than Paris had initially admitted, with Tahiti allegedly exposed to 500 times the maximum accepted levels of radiation.
According to the CTBTO, a study conducted between 2002 and 2005 of thyroid cancer sufferers in Tahiti, who had been diagnosed between 1984 and 2002, established a “significant statistical relationship” between cancer rates and exposure to radioactive fallout from French nuclear tests. Another survey carried out by an official French medical research body, Inserm, in 2006, also detected an increase in thyroid cancer among people who had been living within some 1,300 km of the nuclear tests conducted on the Polynesian atolls between 1969 and 1996.
In 2010, France pledged that veterans and survivors would be elegible for compensation, noting that this process would take time.
There to stay: US troops keep Poland, Baltic deployment for 2015

A ‘temporary’ deployment of US troops in Poland and the Baltic states has been extended through 2015, a US commander in Europe said. NATO sells its presence as a deterrent to an ‘aggressive Russia’, with Moscow countering that it only escalates tension.
The alliance deployed several hundred US troops in Poland, Latvia, Lithuania and Estonia earlier this year. The move was explained by a desire to give confidence to these NATO members after the political crisis in Ukraine and the secession of its region of Crimea to rejoin Russia. The alliance called it an annexation and said countries in the region feared that Moscow would militarily attack them.
Originally the troops were supposed to stay until the end of the year, but now NATO wants to keep them for at least 12 months more, said Lieutenant-General Frederick Ben Hodges, Commanding General of US Army Europe.
“We have planned rotations out through next year. Units are designated that will continue to do this,” Hodges told journalist in the Lithuanian capital, Vilnius.
“There are going to be US Army forces here in Lithuania, as well as Estonia and Latvia and Poland, for as long as is required to deter Russian aggression and to assure our allies,” he said as cited by Reuters.
A 1997 Russia-NATO agreement forbids the alliance from having troops permanently stationed in the Baltic States, so the deployment remains a temporary mission. However, it’s not immediately clear when, if ever, NATO would consider the perceived threat of a Russian aggression no longer valid and withdraw the troops.
Washington’s assurances to its eastern NATO partners were also delivered last week through diplomatic channels.
“When NATO and the US as part of NATO took new members into the alliance, this means that we are ready to participate in the defense of the security of these countries, and this means that we are ready to give our lives for the security of these countries,” said US Assistant Secretary of State for European and Eurasian affairs Victoria Nuland during a visit to Latvia.
Amid the Ukrainian crisis, Poland and the Baltic states have been among the most vocal critics of Russia. Lithuanian President Dalia Grybauskaite went as far as branding Russia ‘a terrorist state’ last week, prompting some Russian MPs to call for the severing of diplomatic ties with Vilnius.
Russia considers the build-up of NATO troops close to its borders provocative and dangerous. Moscow’s envoy to the alliance Aleksandr Grushko said NATO “is turning the Baltic region, which used to be militarily calm, into an area of military confrontation with Russia.”
The Russian military said it would respond to the emerging NATO threat from the Baltic with appropriate counter-moves.
Russia urges cutting off financial flows to Islamic State

Even as the US Central Command on Friday said the US and its allies have staged 30 air strikes on Islamic State targets in Syria and Iraq since Wednesday, Russia has insisted that major impact in the fight against the group would come from straining financial support for the group.
Russian Deputy Foreign Minister Mikhail Bogdanov said Friday financial support provided for the Islamic State of Iraq and Levant (ISIL) must be stopped through a campaign in strict accordance with international law.
“International financial flows to the ISIL must be cut off by approaches based on international law and with respect for the sovereignty of related countries,” Bogdanov said.
Earlier last month, the US and Russia announced an agreement to share intelligence on the armed rebel group.
The ISIL has become the most affluent terrorist organization ever, with financial support from outside and by amassing wealth through drug trafficking and oil proceeds from the sites it has seized, the Russian diplomat said.
The group’s assets are used to finance arms purchase and recruit mercenaries from around the world, Bogdanov said.
Meanwhile, he stressed that the UN Security Council must take the principal responsibility of fighting with extremist groups like the ISIL.
Bogdanov also accused the United States of not complying with international law in the fight against the ISIL.
“Actions of the US-led coalition do not comply with the international law and generally-accepted practice of countering terrorism,” charged Bogdanov.
The coalition does not coordinate its operations with the Syrian government, Bogdanov said, adding that ground operations to fight the militants should only be conducted by the armed forces of Iraq and Syria.
Earlier last month, Russian President Vladimir Putin had raised questions about the financing of ISIL.
“Where does all this come from? How did the notorious ISIL manage to become such a powerful group, essentially a real armed force?” asked Putin.
“The terrorists are getting money from selling oil too. Oil is produced in territory controlled by the terrorists, who sell it at dumping prices, produce it and transport it. But someone buys this oil, resells it, and makes a profit from it, not thinking about the fact that they are thus financing terrorists who could come sooner or later to their own soil and sow destruction in their own countries,” said the Russian President.
ISIL, an alternate acronym of the group Islamic State, has seized vast swaths of territory in northern Iraq since June and announced the establishment of a caliphate in areas under its control in Syria and Iraq.

Bum Rap for the Rapa Nui

A new report in Science News Magazine (1-25-2014) by Bruce Bower details a reevaluation of the view that the Rapa Nuians, the native inhabitants of Easter Island (Rapa Nui), were responsible for the collapse of their population and society due to over exploitation of natural resources and the destruction of the rain forest on their island, a view recently popularized by Jared Diamond in his book Collapse (2005).
As Bower reports, the anthropologist Maria Mulrooney has published the results of her studies of the Rapa Nui culture (Journal of Archeological Science, December 2013) based on new radiocarbon dates from archeological sites on the island. She has concluded that after the clear cutting of the forest in the 1500s, to make room for agricultural production, the population of Rapa Nui remained sufficiently vibrant to carry on food production and continue their cultural development.
Exactly when the Rapa Nui arrived on Easter Island is unknown but it was on or before 1200 A.D. or so. Mulrooney maintains they had a thriving culture which was still going strong even after their “discovery” by the Dutch explorer Jacob Roggeveen on Easter Sunday 1722. This would indicate that they had not suffered “collapse” as a result of forest clearance. … continue
