Ukraine Receives New Weapons

The Government of Ukraine held a ceremony on Saturday, December 6th, with the country’s President, Petro Poroshenko, reviewing newly donated weapons, from undisclosed donors.

According to the official announcement, “The Armed Forces’ units received tanks Т-64BМ ‘Bulat’, tanks Т-64 BV, Т-72 B1, Т-72UA, Т-72A, BТR-3е and BТR-4е, self-propelled artillery 2C1 and helicopters Mi-8 and Mi-2. The President personally inspected all.”

Poroshenko said:

“We are providing the troops with new armored vehicles, precise anti-tank means, counterbattery means, means of communication and protection systems. At the same time, we are holding negotiations with our partners on the procurement of modern weapons that are not produced in Ukraine.”

Weapons bought from other countries can be paid for only with borrowed money, because the Government of Ukraine is basically broke and soaring even deeper into debt, and is sharply cutting back on pensions and other expenditures than military, which is receiving the Government’s virtually total focus. Any added loans will never be able to be paid back, because Ukraine will not be able to pay back all of the existing loans. Consequently, all countries that are now ‘lending’ additional funds to Ukraine are simply donating to Ukraine. Furthermore, the IMF is demanding that the breakaway Ukrainian areas be conquered in order for additional loans to be made to the Ukrainian Government. So, all newly loaned money will be going to Ukraine’s military.

These weapons will be sent to the southeast, in order to conquer the breakaway republics that reject the regime that was forced upon them on February 22nd, in an extremely violent coup against the then-existing President, Viktor Yanukovych, for whom the residents in that area had voted approximately 90%. That rejection of the coup-regime sparked an on-again, off-again, invasion from the Ukrainian armed forces, which can be seen at various sites, such as here and here and here and here.

The official announcement of this ceremony said that the new weapons will “help Ukrainian warriors win and liberate the Ukrainian territories from the occupants.”

The election of President Poroshenko was held only in the areas of Ukraine that accepted the coup-imposed regime. “The occupants” (as the President there referred to them) in the other area did not participate in that election, the election of him, though his Government demands they accept that Government as representing them, nonetheless. After the new regime started dropping bombs on them, and sending tanks in to kill as many of them as fast as possible, their determination not to accept this Government only hardened.

The last Ukrainian Government election in which those people, “the occupants,” were voting, occurred in 2010, at which Viktor Yanukovych won above 80% in some districts, and above 90% in other districts. Israeli official: Strategic cooperation with Riyadh is growing

Strategic and security cooperation between Saudi Arabia and Israel is growing at an unprecedented rate, Israel’s former National Security Adviser Uzi Arad said.

During his participation at the Energy 2015 Conference, Arad said that Israel takes advantage of Saudi Arabia’s role as a counterweight in the face of Iran which makes it play a central and effective role in Israel’s strategic plans.

Arad warned of the consequences of betting on the survival of an allied regime in Egypt, pointing out that Egypt is going through a very sensitive stage and things could turn upside down at any moment.

With regards to Jordan, Arad said: “About Jordan, we cross our fingers. No one knows what will happen there in five years. One must hope that things there will be stable. Who says the wave sweeping Iraq and Syria will not arrive to Jordan?”

Arad said the Palestinian Authority currently represents a partner for Israel in the face of many challenges.

Israel will not tolerate Iran turning into a state with nuclear capabilities, he stressed, pointing out that if the world and regional powers accept this, Israel will turn to the military option. He said: “For a long time now, there have been plans in Mossad about a situation in which another country around us has nuclear weapons. Such discussions begun in the 80s. Responses were prepared in advance. If you see a new submarine enter the port of Haifa, it does not take a genius to figure out what it signifies.”

Commenting on the relationship with Turkey, Arad said the most important research centre in Israel said the reality and the future of these relations do not bode well.

Israel is facing growing international isolation which, he warned, will affect the Israeli military and the country’s economic interests.

Arad noted that Israel benefits from the EU funded research projects, pointing out that they have strengthened the position of Israel as a great technological power.

He warned that the upcoming early elections in Israel will only contribute to the decline in Israel’s status.

Israeli air strike near Damacus – Syrian officials

A Syrian military statement has accused Israel of launching two air strikes near the capital Damascus.

“This afternoon, the Israeli enemy targeted two safe areas in Damascus province, namely the Dimas area and the Damascus International Airport,” the statement said.

Although the Syrian government did not provide details on damage or loss of life, opposition groups said that a number of explosions were heard near the airport and the town of Dimas.

Earlier, Israeli jets were reported to have crossed into Lebanon.

The Israeli military has not commented on the attacks. But the Syrian News Agency SANA accused Tel Aviv of carrying out air raids to help the opposition fighting the government of President Bashar Al-Assad.

Israel has carried out a number of air raids against Syrian positions since the civil war erupted in February 2011.

In May, Israeli fighter jets were reported to have struck a convoy of trucks allegedly carrying advanced missile components to the Lebanese Hezbollah faction.

The strike, the second in a year, appears to conform to an Israeli policy of preventing the transfer of “game-changing weaponry” from Syria to its allies in Lebanon.

The reported Israeli air strike comes amid fierce fighting between the Syrian Army and the Islamic State of Iraq and Syria (ISIL) for control of the town of Deir Ezzor near the Iraqi border.

Is Torah Jewish, or is it Zionist?

For years, I was asking to be shown the most revered, most glorified, most bragged about values, namely the “Jewish values”, to no avail.

At every occasion, defenders of “Jewishness” and Jewish ideology, would repeat the mantra, Judaism has NOTHING to do with Zionism, and Zionism does not originate from Judaism, nor does it represent “Jewish values”.

Then when I ask about these “Jewish values”, and request to be shown what they are, I am faced with deafening  silence. In my quest for answers, I dove into the heart of the matter, I set off on a mission, searching for these mystical values, by myself. What better place to start, but the Jewish Bible, Torah?

This is what I found


Yeshayahu- Isaiah – Chapter 60

10. And foreigners shall build your walls, and their kings shall serve you, for in My wrath I struck you, and in My grace have I had mercy on you. י. וּבָנוּ בְנֵי נֵכָר חֹמֹתַיִךְ וּמַלְכֵיהֶם יְשָׁרְתוּנֶךְ כִּי בְקִצְפִּי הִכִּיתִיךְ וּבִרְצוֹנִי רִחַמְתִּיךְ:

When the Lord, your God, brings you into the land to which you are coming to possess it, He will cast away many nations from before you: the Hittites, the Girgashites, the Amorites, the Canaanites, the Perizzites, the Hivvites, and the Jebusites, seven nations more numerous and powerful that you. א. כִּי יְבִיאֲךָ יְהֹוָה אֱלֹהֶיךָ אֶל הָאָרֶץ אֲשֶׁר אַתָּה בָא שָׁמָּה לְרִשְׁתָּהּ וְנָשַׁל גּוֹיִם רַבִּים | מִפָּנֶיךָ הַחִתִּי וְהַגִּרְגָּשִׁי וְהָאֱמֹרִי וְהַכְּנַעֲנִי וְהַפְּרִזִּי וְהַחִוִּי וְהַיְבוּסִי שִׁבְעָה גוֹיִם רַבִּים וַעֲצוּמִים מִמֶּךָּ:

5. But so shall you do to them: You shall demolish their altars and smash their monuments, and cut down their asherim trees, and burn their graven images with fire. ה. כִּי אִם כֹּה תַעֲשׂוּ לָהֶם מִזְבְּחֹתֵיהֶם תִּתֹּצוּ וּמַצֵּבֹתָם תְּשַׁבֵּרוּ וַאֲשֵׁירֵהֶם תְּגַדֵּעוּן וּפְסִילֵיהֶם תִּשְׂרְפוּן בָּאֵשׁ:

And the Lord will remove from you all illness, and all of the evil diseases of Egypt which you knew, He will not set upon you, but He will lay them upon all your enemies. טו. וְהֵסִיר יְהֹוָה מִמְּךָ כָּל חֹלִי וְכָל מַדְוֵי מִצְרַיִם הָרָעִים אֲשֶׁר יָדַעְתָּ לֹא יְשִׂימָם בָּךְ וּנְתָנָם בְּכָל שׂנְאֶיךָ:

16. And you shall consume all the peoples which the Lord your God gives you; you shall not spare them, nor shall you worship their gods, for that will be a snare for you. טז. וְאָכַלְתָּ אֶת כָּל הָעַמִּים אֲשֶׁר יְהֹוָה אֱלֹהֶיךָ נֹתֵן לָךְ לֹא תָחוֹס עֵינְךָ עֲלֵיהֶם וְלֹא תַעֲבֹד אֶת אֱלֹהֵיהֶם כִּי מוֹקֵשׁ הוּא לָךְ:

20. And also the tzir’ah, the Lord, your God, will incite against them, until the survivors and those who hide from you perish. כ. וְגַם אֶת הַצִּרְעָה יְשַׁלַּח יְהֹוָה אֱלֹהֶיךָ בָּם עַד אֲבֹד הַנִּשְׁאָרִים וְהַנִּסְתָּרִים מִפָּנֶיךָ:

23. then the Lord will drive out all these nations from before you, and you will possess nations greater and stronger than you. כג. וְהוֹרִישׁ יְהֹוָה אֶת כָּל הַגּוֹיִם הָאֵלֶּה מִלִּפְנֵיכֶם וִירִשְׁתֶּם גּוֹיִם גְּדֹלִים וַעֲצֻמִים מִכֶּם:

Every place upon which the soles of your feet will tread, will be yours: from the desert and the Lebanon, from the river, the Euphrates River, and until the western sea, will be your boundary. כד. כָּל הַמָּקוֹם אֲשֶׁר תִּדְרֹךְ כַּף רַגְלְכֶם בּוֹ לָכֶם יִהְיֶה מִן הַמִּדְבָּר וְהַלְּבָנוֹן מִן הַנָּהָר נְהַר פְּרָת וְעַד הַיָּם הָאַחֲרוֹן יִהְיֶה גְּבֻלְכֶם:

No man will stand up before you; the Lord your God will cast the fear of you and the dread of you on all the land upon which you tread, as He spoke to you. כה. לֹא יִתְיַצֵּב אִישׁ בִּפְנֵיכֶם פַּחְדְּכֶם וּמוֹרַאֲכֶם יִתֵּן | יְהֹוָה אֱלֹהֵיכֶם עַל פְּנֵי כָל הָאָרֶץ אֲשֶׁר תִּדְרְכוּ בָהּ כַּאֲשֶׁר דִּבֶּר לָכֶם:

29. And it will be, when the Lord, your God, will bring you to the land to which you come, to possess it, that you shall place those blessing upon Mount Gerizim, and those cursing upon Mount Ebal. כט. וְהָיָה כִּי יְבִיאֲךָ יְהֹוָה אֱלֹהֶיךָ אֶל הָאָרֶץ אֲשֶׁר אַתָּה בָא שָׁמָּה לְרִשְׁתָּהּ וְנָתַתָּה אֶת הַבְּרָכָה עַל הַר גְּרִזִּים וְאֶת הַקְּלָלָה עַל הַר עֵיבָל:

These are the statutes and ordinances that you shall keep to perform in the land which the Lord God of your fathers gives you to possess all the days that you live on the earth. א. אֵלֶּה הַחֻקִּים וְהַמִּשְׁפָּטִים אֲשֶׁר תִּשְׁמְרוּן לַעֲשׂוֹת בָּאָרֶץ אֲשֶׁר נָתַן יְהֹוָה אֱלֹהֵי אֲבֹתֶיךָ לְךָ לְרִשְׁתָּהּ כָּל הַיָּמִים אֲשֶׁר אַתֶּם חַיִּים עַל הָאֲדָמָה:

West’s action in Libya in 2011 was a ‘mistake’ – Italy’s foreign ministry

Western countries made a ‘mistake’ three years ago, when they intervened in Libya to overthrow the Gaddafi regime, according to Italian Minister of Foreign Affairs. The statement came amid reports of the US discussing airstrikes on Libya’s territory.

“Three years ago we might have made a mistake, when international forces interfered without thinking through the scenario, what will happen afterwards. Italian voice was too weak,” Italy’s Minister of Foreign Affairs Paolo Gentiloni said in a TV interview with national broadcaster RAI, as quoted by Tass news agency.

While meeting international journalists on Friday, the minister said that stabilizing the situation in Libya – which at the moment is an uncontrollable land of “chaos” – and in the whole Mediterranean region was a key priority of Italy’s foreign policy.

Meanwhile, the US has plans to expand its anti Islamic State military campaign to Libya, The Times reported on Friday. Amid western countries’ concerns over Libya’s political instability, that could possibly be used by the IS terrorists in their favor, a top US general has confirmed the Islamic State runs jihadist training camps in eastern Libya.

Now “an American commander has acknowledged that discussions are under way in Washington about broadening the anti-Isis campaign to Libya,” The Times wrote.

The fall of Muammar Gaddafi’s regime back in 2011 and the turmoil that followed it has provided a fertile ground for extremism. Since August, Libya’s capital of Tripoli has been in the hands of Libya Dawn – a coalition of Islamist-backed militias who appointed their own administration, while the internationally-recognized government and parliament have been pushed a thousand kilometers away to Tobruk.

The UN has condemned the recent fighting – the worst since 2011. An international contact group, which gathered in Addis Ababa earlier this week to discuss the Libyan crisis, has rejected the use of force to solve it. But the country’s officials have ruled out peace talks after Libya Dawn allied itself with jihadi groups.

“We cannot continue with two governments, two parliaments, so Libya Dawn should end or we are going to arrest them all,” Libya’s military commander, General Khalifa Hiftar told RT.

Moscow has said only neighboring countries in the region should participate in stabilizing the situation in Libya, while others stay put. When meeting his Sudanese counterpart earlier in the week, Russian Foreign Minister Sergey Lavrov said that “interference from overseas assuming a leading role in settling sovereignty issues” that has been witnessed in Iraq and Libya, and now is being attempted in Syria, leads to tragedy and a state’s breakup.

Reckless Congress Declares War on Russia

Today the US House passed what I consider to be one of the worst pieces of legislation ever. H. Res. 758 was billed as a resolution “strongly condemning the actions of the Russian Federation, under President Vladimir Putin, which has carried out a policy of aggression against neighboring countries aimed at political and economic domination.”

In fact, the bill was 16 pages of war propaganda that should have made even neocons blush, if they were capable of such a thing.

These are the kinds of resolutions I have always watched closely in Congress, as what are billed as “harmless” statements of opinion often lead to sanctions and war. I remember in 1998 arguing strongly against the Iraq Liberation Act because, as I said at the time, I knew it would lead to war. I did not oppose the Act because I was an admirer of Saddam Hussein – just as now I am not an admirer of Putin or any foreign political leader – but rather because I knew then that another war against Iraq would not solve the problems and would probably make things worse. We all know what happened next.

That is why I can hardly believe they are getting away with it again, and this time with even higher stakes: provoking a war with Russia that could result in total destruction!

If anyone thinks I am exaggerating about how bad this resolution really is, let me just offer a few examples from the legislation itself:

The resolution (paragraph 3) accuses Russia of an invasion of Ukraine and condemns Russia’s violation of Ukrainian sovereignty. The statement is offered without any proof of such a thing. Surely with our sophisticated satellites that can read a license plate from space we should have video and pictures of this Russian invasion. None have been offered. As to Russia’s violation of Ukrainian sovereignty, why isn’t it a violation of Ukraine’s sovereignty for the US to participate in the overthrow of that country’s elected government as it did in February? We have all heard the tapes of State Department officials plotting with the US Ambassador in Ukraine to overthrow the government. We heard US Assistant Secretary of State Victoria Nuland bragging that the US spent $5 billion on regime change in Ukraine. Why is that OK?

The resolution (paragraph 11) accuses the people in east Ukraine of holding “fraudulent and illegal elections” in November. Why is it that every time elections do not produce the results desired by the US government they are called “illegal” and “fraudulent”? Aren’t the people of eastern Ukraine allowed self-determination? Isn’t that a basic human right?

The resolution (paragraph 13) demands a withdrawal of Russia forces from Ukraine even though the US government has provided no evidence the Russian army was ever in Ukraine. This paragraph also urges the government in Kiev to resume military operations against the eastern regions seeking independence.

The resolution (paragraph 14) states with certainty that the Malaysia Airlines flight 17 that crashed in Ukraine was brought down by a missile “fired by Russian-backed separatist forces in eastern Ukraine.” This is simply incorrect, as the final report on the investigation of this tragedy will not even be released until next year and the preliminary report did not state that a missile brought down the plane. Neither did the preliminary report – conducted with the participation of all countries involved – assign blame to any side.

Paragraph 16 of the resolution condemns Russia for selling arms to the Assad government in Syria. It does not mention, of course, that those weapons are going to fight ISIS – which we claim is the enemy — while the US weapons supplied to the rebels in Syria have actually found their way into the hands of ISIS!

Paragraph 17 of the resolution condemns Russia for what the US claims are economic sanctions (“coercive economic measures”) against Ukraine. This even though the US has repeatedly hit Russia with economic sanctions and is considering even more!

The resolution (paragraph 22) states that Russia invaded the Republic of Georgia in 2008. This is simply untrue. Even the European Union – no friend of Russia – concluded in its investigation of the events in 2008 that it was Georgia that “started an unjustified war” against Russia not the other way around! How does Congress get away with such blatant falsehoods? Do Members not even bother to read these resolutions before voting?

In paragraph 34 the resolution begins to even become comical, condemning the Russians for what it claims are attacks on computer networks of the United States and “illicitly acquiring information” about the US government. In the aftermath of the Snowden revelations about the level of US spying on the rest of the world, how can the US claim the moral authority to condemn such actions in others?

Chillingly, the resolution singles out Russian state-funded media outlets for attack, claiming that they “distort public opinion.” The US government, of course, spends billions of dollars worldwide to finance and sponsor media outlets including Voice of America and RFE/RL, as well as to subsidize “independent” media in countless counties overseas. How long before alternative information sources like RT are banned in the United States? This legislation brings us closer to that unhappy day when the government decides the kind of programming we can and cannot consume – and calls such a violation “freedom.”

The resolution gives the green light (paragraph 45) to Ukrainian President Poroshenko to re-start his military assault on the independence-seeking eastern provinces, urging the “disarming of separatist and paramilitary forces in eastern Ukraine.” Such a move will mean many more thousands of dead civilians.

To that end, the resolution directly involves the US government in the conflict by calling on the US president to “provide the government of Ukraine with lethal and non-lethal defense articles, services, and training required to effectively defend its territory and sovereignty.” This means US weapons in the hands of US-trained military forces engaged in a hot war on the border with Russia. Does that sound at all like a good idea?

There are too many more ridiculous and horrific statements in this legislation to completely discuss. Probably the single most troubling part of this resolution, however, is the statement that “military intervention” by the Russian Federation in Ukraine “poses a threat to international peace and security.” Such terminology is not an accident: this phrase is the poison pill planted in this legislation from which future, more aggressive resolutions will follow. After all, if we accept that Russia is posing a “threat” to international peace how can such a thing be ignored? These are the slippery slopes that lead to war.

This dangerous legislation passed today, December 4, with only ten (!) votes against! Only ten legislators are concerned over the use of blatant propaganda and falsehoods to push such reckless saber-rattling toward Russia.

Here are the Members who voted “NO” on this legislation. If you do not see your own Representative on this list call and ask why they are voting to bring us closer to war with Russia! If you do see your Representative on the below list, call and thank him or her for standing up to the warmongers.

Neocons Triumphant in Washington and Geneva

It’s either 1938 or 2001 again

The forced resignation of Chuck Hagel as Secretary of Defense and the continued prorogation of talks with Iran in Geneva might not seem to be connected but they are both major triumphs for the confrontational neoconservative foreign policy that continues to prevail in Washington in spite of repeated failures overseas. And, of course, they are both at least in part about Israel. Israeli Prime Minister Benjamin Netanyahu expressed his delight at learning that the negotiations with Iran have again failed to produce an agreement. It also pleased Senator John McCain who then called for “increased sanctions and requirement that any final deal between Iran and the United States be sent to Congress for approval.” Per McCain, only the legislature can provide the necessary wisdom to avoid a bad deal with the Mullahs.

Hagel’s resignation is being packaged as response to excessive micromanaging from President Barack Obama’s White House regarding appropriate measures to be taken to “destroy” ISIS, deal with Syria and aid Iraq. In truth, Chuck Hagel was reflecting informed opinion among the Pentagon’s top ranking military personnel in confronting National Security Adviser Susan Rice over the chaotic and constantly shifting series of responses to a growing Middle Eastern crisis. Generals and Admirals may be pompous self-serving asses but they are not stupid.

Unlike Hagel, Obama’s inner circle national security team consisting of Samantha Power, Susan Rice and Valerie Jarrett are all cut from the same cloth as the president. They are academics who come from privileged backgrounds and have, as the expression goes, no skin in the game. Their children will not be dying in some hell hole and for them it is a self-serving complete abstraction to use American power to “fix things” and undertake “humanitarian interventions” overseas.

Chuck Hagel by contrast experienced Vietnam as a grunt and saw considerable combat, for which he was decorated. Even though he has most often gone along to get along while a Senator and even more so as Secretary of Defense, his life experience has nevertheless made him reluctant to view war as a first option and he was widely seen as a peace candidate when he briefly considered a presidential run in 2008. There were high hopes that when he joined the Obama team he would serve as a voice for reason and moderation.

Hagel is also partly a victim of Israel first policies. He was guilty of a mortal sin by saying when he was a Senator that “the Jewish lobby intimidates a lot of people on Capitol Hill” and “I’m not an Israeli senator. I’m a United States senator.” Since that transgression he has never been trusted by the Lobby, which was unsuccessful in blocking his nomination after pulling out all the stops during his confirmation hearings two years ago. As the approval of Hagel by the Senate was at that time widely viewed as a major defeat for the American Israel Public Affairs Committee (AIPAC), Robert Cohen, its current president, is probably smiling as he observes smugly that revenge is a dish best eaten cold.

So now Hagel is going, going gone, likely to be replaced by someone with whom both the neocons and the liberal interventionists will be more comfortable. That will almost certainly be an accommodating personality willing to uncritically join what Colonel Pat Lang has rightly described as the White House’s “children’s crusade.”

The fall of Hagel combined with the probability of a Congressionally-driven new, harder line from Obama sits well with some constituencies. Bill Kristol of the Weekly Standard puts it succinctly from his viewpoint of what is important, “America has the misfortune to have an anti-Israel president for two more years. America has the good fortune to have a pro-Israel Congress for that same period of time. It should be a priority for that Congress, through speech and deed, to signal unequivocally to Israel and its enemies that terror and pressure against Israel will not succeed, and that America stands with Israel in our common fight against terror and barbarism.”

The incoming Republican majority also appears to be wonderful news for the Zionist Organization of America (ZOA), which held its annual bash in New York City on November 23rd. Senator Ted Cruz of Texas was the featured speaker, asserting that “threats to Israel have never been greater” while basking in repeated chants from the attendees of “Go Ted Go!” ZOA President Mort Klein labeled Hamas as a “Nazi like terrorist group whose charter calls for the murder of every Jew” before taking several jabs at Obama, describing the American president as “A Chamberlain in the White House.” Neville, that is. For Klein and other neocons it is always 1938 and we are always in Munich. Pastor John Hagee of Christians United for Israel went one better, calling Obama the “most anti-Semitic president ever.”

And then there is Iran, whose alleged “interference” in Iraq apparently thwarted American plans to turn Baghdad into Stockholm. It is also reliably the perpetual “threat” used to justify any and all of Israel’s misbehavior. Given the gathering storm being summoned up by Israel’s friends, the Obama administration would have been well served by closing the deal with Tehran, but it failed to do so. The prolonging of the timetable for the talks in Geneva is not necessarily a death sentence, but it does give both time and the organizational advantage to Congress, which, with its new Republican majority, will almost certainly move to block or torpedo any agreement. If the friends of Israel can muster up the 67 Senate votes needed to be veto proof they will undoubtedly punish Iran yet again with sanctions, a move that will undoubtedly end any chance for a compromise. And even though the Republicans do not themselves control all the needed votes there are plenty of Democrats who love Israel inordinately and will likely vote with the GOP. Senator Elizabeth Warren, reliably progressive except when it comes to Palestine, has just had her first meeting with Netanyahu, an important ticket punch on her career trajectory if she wants to become president. She is not alone in doing her obeisance but will have to out-Israel Hillary Clinton, something that may not be possible.

But at the end of the day, the greatest neocon triumph is its continued grip over policy with Russia, which is the sole power in the world that can attack and destroy much of the United States. The confrontation with Moscow makes no sense as the only United States vital interest at stake is to maintain a good working relationship, but the tension continues to mount. State Department Assistant Secretary for European and Eurasian Affairs Victoria Nuland, who was the enabler of the Ukraine crisis earlier this year, recently showed up in Riga Latvia where she pledged that American soldiers and their European counterparts are “ready to give our lives for the security of these countries.” She was referring to the Baltic States, raising the rather serious question whether or not Americans should be prepared to die for Estonia, Latvia and Lithuania.

Nuland’s allusion to giving “our lives” should surely be regarded as poetic license on her part as the only way a neocon could possibly die tragically would be if he or she were to choke on a piece of foie gras. She surely understands but chooses to ignore the fact that Latvia is only part of NATO due to the unwise expansion of what was originally a defensive alliance after the fall of the Soviet Union. The expansion was itself a violation of the understanding between Moscow and Washington that the West would not take advantage of the situation to extend its sphere of influence into Eastern Europe. Latvia’s defense is in no way important to the security of the United States unlike the actual threat posed by the Warsaw Pact up until 1991. Indeed, Latvia was part of the Warsaw Pact back then. Protecting Latvia as a policy is all too reminiscent of the lead ups to both the first and second World Wars. In 1914, a series of mutual defense agreements led to armed confrontation after an Austrian Archduke was assassinated by a Serbian nationalist. In 1939, Britain and France were drawn into a war with Germany after giving security guarantees to Poland even though they had no critical interests at stake. Sixteen million died in 1914-8 followed by an additional 60 million in 1939-45.

That the White House has fired a voice for restraint and moderation at the Pentagon is perhaps inevitable. That it is simultaneously increasing its combatant role in an unwinnable confrontation in Iraq and Syria which it helped create, is again taking on the Taliban in Afghanistan, has backed away from cutting a deal with Iran that would have eased tensions in a key part of the world, and is needlessly provoking Moscow for reasons that must be inscrutable to any observer is a bit difficult to grasp. And, of course, the package includes standing beside Israel right or wrong. But that is what being a neocon is all about, apart from never having to say you’re sorry. Or wrong. We’ve got that fine expensive military just sitting around and by God we are going to use it. And someday the whole world will look and behave just like Peoria.

US Military’s Training of Mexican Security Forces Continues As Human-Rights Abuses Mount In Mexico

DoD Officials Claim Training is Part of the Solution, Not the Problem

The U.S. government has spent more than $62 million since fiscal year 2010 providing highly specialized training to Mexican security forces, including some $16.3 million in fiscal 2013, as part of an effort to help Mexico better prosecute its war on drugs, records made public under the U.S. Foreign Assistance Act show.

The spending has continued even as Mexico’s military and police forces continue to face accusations of pervasive human-rights abuses committed against Mexican citizens, leading some experts to question whether the U.S.-funded training is resulting in some deadly unintended consequences.

The news of the disappearance in late September of 43 students who attended a rural teachers college in Ayotzinapa, located in the southern Mexican state of Guerrero, has sparked massive protests in Mexico. The students were allegedly turned over to a criminal gang after being abducted by Mexican police and they remain missing. The police fired on the three buses transporting the students along a stretch of road near Iguala, about 130 kilometers north of Ayotiznapa, and the abduction was carried out near a Mexican military base, according to Human Rights Watch.

The Ayotzinapa incident was preceded by a lesser-known attack this past June during which Mexican soldiers killed 22 people inside a warehouse in Tlatlaya, 238 kilometers southwest of Mexico City. At least 12 of those homicides were deemed extrajudicial executions, according to Mexico’s National Human Rights Commission [CNDH in its Spanish initials].

Last year, the Mexican government conceded that at least 26,000 people had gone missing, or been disappeared, in Mexico since 2006 — the year the war on the “cartels” in that nation was launched. Over that same period, INEGI (the Mexican State Statistics Agency) reports, there were some 155,000 homicides in Mexico, most with a nexus to the drug war.

The U.S. Department of Defense insists that the relationship it has with Mexican security forces is based on “trust and confidence and mutual respect” and is critical to helping to reduce the violence sparked by criminal organizations in Mexico.

The U.S. training, funded through the DoD and to a lesser extent the U.S. Department of State, encompasses a wide range of military strategy and tactics and is carried out at locations in the United States and inside Mexico. Among the course topics on the menu are asymmetrical conflict, counter intelligence, international counterterrorism, psychological operations, counter-drug operations and urban operations. The training is being provided to a broad spectrum of Mexican security forces, including the Army, Navy and the federal police, according to data provided to Congress under the requirements of the Foreign Assistance Act and is current through fiscal year 2013.

Adam Isacson, senior associate for regional security policy with the Washington Office on Latin America, a nongovernmental organization promoting human rights and democracy in Latin America, says there is a lack of reliable public data on the fate of Mexican security forces after they receive U.S. military training.

“What happens to these trainees a year or two down the road after they are placed in areas dominated by organized crime?” Isacson asks. “We simply don’t have good after-training tracking of these people, and the amount they are paid can’t compete with the drug money. Plus, the risk of getting caught is small. The biggest risk for them isn’t jail, but rather running afoul of the drug organizations.”

From fiscal 2010 through 2013, U.S. military training was provided to some 8,300 members of Mexico’s security forces, according to Foreign Assistance Act data. That training is overseen by U.S Northern Command (Northcom), a Department of Defense branch created in 2002 that is responsible for U.S. homeland defense as well as security cooperation efforts with the Bahamas, Canada and Mexico.

Northcom officials contend that all Mexican security forces receiving U.S. training are well vetted and that data is maintained on all participants. The training is designed to compliment Mexico’s existing efforts to maintain security and stability in the country.

“We do not believe that U.S. military training enables corruption and human rights violations,” Air Force Master Sgt. Chuck Marsh, spokesman for Northcom, says. “On the contrary, U.S. military members who provide training serve as positive role models, displaying professional values for foreign security forces to emulate. They conduct this training in strict accordance with the Leahy Law, which requires us to ensure individuals and units with whom we work are not involved in human rights violations.”

Still, in a country where fewer than 13 percent of crimes are even reported, according to a recent Congressional Research Service report, and where tens of thousands of murders and cases of disappeared individuals remain unresolved, it’s difficult to accept with certainty that the data maintained on U.S.-trained Mexican security forces is of much use in monitoring corruption. If human-rights abuses are not reported, much less investigated, then there’s nothing to track.

And even when abuses are probed, the conviction rates are anemic.

Mexico’s Military Prosecutor’s Office between 2007 and mid-2013 opened 5,600 cases into alleged human-rights abuses by soldiers, Human Rights Watch reports. Yet, as of October 2012, only 38 cases had resulted in convictions and sentences from military judges.

Mexico’s CNDH reported last year that Mexican security forces were suspected of playing a role in at least 2,443 cases in which people were disappeared. Human Rights Watch, in a study released last year, said it “found evidence that members of all branches of the [Mexican] security forces carried out enforced disappearances.”

“Virtually none of the victims have been found or those responsible brought to justice,” Human Rights Watch reports.

WOLA’s Isacson says there is no evidence at this point directly linking human-rights abuses by Mexican security-forces to U.S. military training, but adds that “the risk is huge.”

“Congress a few years ago required DoD to keep more records on trainees, but that information is classified,” he adds.

What’s lacking is quantifiable public data that can be used to assess the effectiveness of U.S. training of Mexico’s security forces or the human-rights track record of trainees after the training is finished. “That evaluation has to now be based mostly on blind faith,” Isacson says.

And in yet another wrinkle to the military-training issue, Isacson points out that the U.S. military is helping to fund Colombia’s export of military training to other nations as part of its security coordination with the South American nation. Colombia provided military and police training to more than 10,310 members of Mexico’s security forces between 2009 and 2013, according to a recent WOLA report that uses figures provided by the Colombian National Police.

“Some of this training was U.S. funded, although Colombia carried out many activities using its own resources, or that of other donors such as Canada,” the WOLA report states.“… Beyond official advertisements of the strategy and occasional, anecdotal press reports, little information is available about the extent and nature of Colombia’s training.

“While foreign aid law requires the United States to report to Congress in some detail about its own overseas training, these reports include no mention of U.S.-funded activities carried out by Colombian forces.”

The nature and sources of funding for Colombia’s exported military training may be opaque. But what is clear is that U.S. military training was provided to 4,486 members of Colombia’s security forces in fiscal 2013 at a cost to taxpayers of $32.9 million, according to the most recently available Foreign Assistance Act data. A good share of that training was in areas consistent with regional security operations, including courses in international counter-terrorism, advanced security cooperation, joint operations and international tactical communications.

The Colombian military and police training provided to Mexico’s security forces, Isacson says, is essentially a proxy arrangement, given the United States’ role in helping to fund and coordinate that training.

“Colombians trained 10,000 Mexicans with the help of U.S. money,” he adds. “Our main concern is the lack of transparency and controls.”

Obama to Continue Arming Nation’s Police with Military Gear, But with Some Tweaks

He expressed serious concerns over the police shooting in Ferguson, Missouri, and the subsequent public outcry over the heavily militarized response by the police to the protests.  He went so far as to say the nation needed to keep its police forces from turning too much into military units. But in the end President Barack Obama is unwilling to slow down or stop the transfer of military weapons and equipment to law enforcement agencies.

Instead, he just wants to tweak the federal programs responsible for helping militarize police departments across the United States.

“We found that in many cases these programs actually serve a very useful purpose,” said White House press secretary Josh Earnest. Supporters claim that providing surplus military gear to local law enforcement help police departments that are strapped for funds. A review by the Obama administration found that nearly half a million pieces of military-type gear—including mine-resistant vehicles and night-vision equipment—have landed in the hands of local police departments across the U.S.

An announcement out of the White House this week said the administration would establish new standards and guidelines for programs, such as the much discussed 1033 program operated by the Pentagon. But officials won’t end them or scale them back.

This from a president who said in August “there is a big difference between our military and our local law enforcement, and we don’t want those lines blurred.”

Now, he just wants to improve “transparency and consistency” when it comes to federal efforts that have transformed police officers into looking like soldiers with body armor and assault rifles that ride around in tanks.

One change Obama wants is for more officers to be equipped with body cameras to record their actions while on duty. This plan would cost $75 million and buy upwards of 50,000 cameras for local departments to employ.

He also is seeking better coordination between the five federal agencies that provide military hardware and other items to police and sheriffs.

“Agencies do little to coordinate efforts and often lack mechanisms to hold police accountable for misusing equipment,” according to The Wall Street Journal, so Obama has “directed his staff to draft an executive order to develop common standards for the programs. He said the new standards would ensure that law enforcement agencies aren’t building a militarized culture.”

Trevor Burrus, a research fellow at the libertarian Cato Institute, was critical of the Obama administration’s unwillingness to curb the outflow of military gear to the nation’s police. “It is possible to constrain these programs with oversight, but it doesn’t seem like many people are really wanting to do it,” he told the Journal. “The gear that they have needs to be reassessed…some of it has no legitimate law enforcement purpose.”

1.7 million Syrian refugees facing ‘devastating’ food aid cuts

This month Syrian refugees in four host countries, Lebanon, Egypt, Turkey and Jordan will not receive food assistance. The World Food Program (WFP) ran out of funding to help those affected by the Syrian crisis, meaning it can no longer help feed Syrian refugees. Given that donor countries are not providing more funding, refugees are left alone to face deadly cold weather and starvation with catastrophic humanitarian, social and health repercussions.

Suspending food aid to Syrian refugees adds to the tragedy they are already facing. Refugees worry about the rain leaking through their tents and they cannot imagine their conditions getting any worse. What is worse than displacement, homelessness, living in a tent and dying of cold weather?

On Monday, the World Food Program (WFP) announced that it does not have funding for the month of December. As a result, 1.7 million Syrian refugees in four countries – 1.1 million of them in Lebanon – will not receive food aid. Syrian refugees are now afraid they will die of the cold weather and of starvation.

By deciding to suspend funding to the WFP, is the international ‘donor’ community intent on multiplying the misery of Syrians, as if telling the refugees to “die of hunger?” Refugees could die of hunger because donor nations have donor fatigue. They have given a lot in the past three and a half years, and they gave generously. But it seems the message is that the crisis has lasted for too long and that it is not the fault of these generous donors.

According to the WFP’s statement, “Without WFP vouchers, many families will go hungry. For refugees already struggling to survive the harsh winter, the consequences of halting this assistance will be devastating.”Tensions within refugee communities will rise. Striving to secure food is the fiercest, most primal struggle in life. Psychological and financial pressures will increase which will lead to dangerous behavior. The rate of crime, prostitution, begging, child labor, child marriages and diseases might increase. Faced with these dangerous phenomena, feelings of racism within host communities could grow and lead to a destructive path.

The WFP’s statement warned that refugees are “ill-prepared for yet another harsh winter, especially in Lebanon and Jordan, where many children are barefoot and without proper clothing. Many tents are drenched in mud and hygiene conditions are growing extremely precarious.”

Don’t they know that a few days ago, a newborn baby died of cold in Ersal? We learned of her death but we did not learn about the deaths that followed and we do not know if she is truly the first baby to die from the elements. Everyone, including international organizations, knew that babies will die from the cold because tents do not protect against the freezing cold of the hills and mountains. Despite these facts, they did nothing. News of the baby’s death passed without incident. They were too busy trying to find an excuse to justify her death. A problem at birth, lack of oxygen… It really doesn’t matter, the three-day old baby could not bear the freezing wind in the hills of Ersal. International organizations, fearing for the lives of their employees, deserted the town leaving behind children, women and men who cannot withstand the deadly cold or hunger.

Refugees received the unfortunate message on their cell phones. Those who do not have cell phones were informed by partner organizations that this month the accounts on their electronic vouchers will be zero dollars but they did not tell them what to do. The organizations themselves do not know what refugees should now do. WFP spokesperson, Sandy Maroun, said” “The program’s regional office distributes the funding. As we know, there is a big crisis in funding. We’ve been warning against it since October when funding for the program in Lebanon decreased by 33 percent. But we were surprised that there is no funding for this month.”

Children will go to sleep hungry in their cold tents, fathers will return with disappointment stamped on their brows while mothers will cry silently. Shop owners who have signed contracts with the WFP will be negatively impacted as well because their profits will decline. Refugees will not rush on the fifth of the month at 12:00 pm to buy bread, rice and grains. Many Lebanese will realize that the presence of refugees has had a positive economic impact and did not bring economic ruin, as is the common misperception. The Lebanese will experience this reality first-hand but they will not go hungry. The WFP said that $216 million were injected into the Lebanese economy in the past 10 months and $341 million since the beginning of the crisis through the Syrian refugees’ electronic vouchers.

No one knows if halting the funding will go on till next month. Maroun explains, “Funding is provided monthly that’s why we can’t say for sure if there is going to be money for next month except at the end of this month.”

“No organization can secure comprehensive and continuous food assistance to refugees like the WFP, which is considered the largest humanitarian organization in the world fighting hunger,” she added.

The program needs $64 million immediately to be able to provide food assistance to Syrian refugees residing in neighboring countries for the month of December. If funding is provided, the program will immediately resume its aid to refugees who use electronic vouchers. What will happen, however, if funding never materializes? Concerned parties cannot provide a definitive answer: “We hope they will be able to manage.” But hopes and wishes do not mean much. The international community is tired of paying to feed refugees. Donor countries prefer to spend the money on “civil society” and “democracy, transparency and citizenry” projects. Maroun explains: “Funding the program is voluntary and it involves countries, individuals and organizations. It is not based on mandatory and periodic funding even though it falls under the Consolidated Appeal Process (CAP) to respond to the Syrian humanitarian crisis but it is independent of the United Nations High Commissioner for Refugees (UNHCR) funding.”What about UNHCR, the organization charged with “protecting” refugees”? “We don’t have an alternative plan to provide food assistance,” says UNHCR spokesperson, Dana Suleiman, adding that “the crisis is the same for all organizations. They are all worried about the decline in funding. Besides, we play a coordinating role. For this month, there is no decrease or change in UNHCR programs but there are no guarantees for next month.” UNHCR’s last report talked about “food security” as nearly 900,000 refugees have benefited from the electronic voucher system in November. Today, all of these people are without food assistance. The only thing they have is blankets, a fuel voucher and a tent simply because the world does not have enough money to help them.

Ankara Buckles Against Western Pressure, Turns to Russia

Russia has abandoned the troubled South Stream project and will now be building its replacement with Turkey. This monumental decision signals that Ankara has made its choice to reject Euro-Atlanticsm and embrace Eurasian integration.

In what may possibly be the biggest move towards multipolarity thus far, the ultimate Eurasian pivot, Turkey, has done away with its former Euro-Atlantic ambitions. A year ago, none of this would have been foreseeable, but the absolute failure of the US’ Mideast policy and the EU’s energy one made this stunning reversal possible in under a year. Turkey is still anticipated to have some privileged relations with the West, but the entire nature of the relationship has forever changed as the country officially engages in pragmatic multipolarity.

Turkey’s leadership made a major move by sealing such a colossal deal with Russia in such a sensitive political environment, and the old friendship can never be restored (nor do the Turks want it to be). The reverberations are truly global.

Missing The Signs

It’s amazing how much the West lost in such a short period of time and due to such major and totally unnecessary political miscalculations, and they owe their roots to the disastrous regime change operations in Syria and Ukraine.

The US In The Mideast:

Nearly four years ago, the US co-opted Turkey to ‘Lead From Behind’ in overthrowing the democratically elected Syrian government. However, things didn’t go as quite as planned and the Syrian people engaged in a fierce Patriotic War to defend the existence of their secular state. Turkey purposely sat out on the anti-ISIL coalition because it wanted solid guarantees of its reward in a regime-changed Syria, but none were forthcoming. Its leadership held firm, so the US started playing the ‘Kurdish Card’ of ethnic nationalism to bully them into submitting – which eventually backfired. The US crossed the line by arming and training the Kurds (some of whom are registered as terrorists by Turkey), and faced with such an existential threat to their state (that would either be unleashed wittingly or unwittingly with time), they knew they had to pivot, and fast.

The EU And Its Energy Policy:

Meanwhile, the EU totally fudged its energy policy with Russia. As a result of the Ukraine Crisis, it began exerting tremendous pressure (which was already building up) on the South Stream project, calling upon EU energy legislation clauses to state that its member states’ cooperation with Russia was illegal. Poorer countries like Bulgaria pleaded for the EU to allow the project, emphasizing how important it was for their national economies (which haven’t received much of Brussels’ largesse since joining), but to no avail, as the EU stonewalled the project. Russia had no choice but to find a replacement route and saw that the only viable stand-in was Turkey, which just so happened to be undergoing its most serious crisis ever with the US.

Ducks In A Row

Let’s look at how this geostrategic masterpiece was set into motion, as the past two months contain the main moves of this political waltz — and they’re all centered on Russian President Putin.

(1) Serbia:

Putin’s October visit to Serbia served to inform his counterpart about the plans to scrap South Stream, while still giving him strong assurances that the Russian-Serbian relationship will remain intact going forward, with or without the gas project.

(2) Syria and Sochi:

Syrian Foreign Minister Walid Muallem visited Sochi last week and personally met with Putin and Foreign Minister Lavrov. The meeting, held behind closed doors, was highlighted for the attention that the Russian leader gave to his guest. Putin could have told him to tell President Assad about his upcoming visit to Turkey in order to reassure his loyal and respected partner of his positive intentions and the bigger picture surrounding his motives.

(3) Turkey:

The final step was for Putin to go to Turkey and make the announcement after his meeting with Erdogan. Turkey understands that it has made a definitive move by joining the project and that there is no going back from this decision. It had been rejected by the EU for decades and it now realizes that its closest military ally, the US, had played it for a fool during the entire Syrian War.

Worse still, the Kurdish Card has gotten out of control, and it seems inevitable that sooner or later the insurrection will be rekindled, and with bloody and destabilizing consequences. On a pragmatic note, global events are shifting from the West to the non-West (read: BRICS and G20), so in the national self-interests of the Turkish state, it’s seen as wise to join the new winner’s circle (after being rejected by Europe and betrayed by the US) and try to turn over a new leaf with new friends.

The Aftershocks

The announcement of the New South Stream has global implications, but here’s just a few of them as arranged by region:

Europe:

The EU will now have to pay for expensive LNG (on average 30% higher) that will likely be sold from the terminal at the Greek-Turkish border as well as remain energy dependent on risky Ukrainian routes. But there’s a catch – the poor Balkan countries are able to get in on the deal by building relatively cheaper overland connecting lines and resurrect the project… but only if they leave the EU and its authoritative energy legislation. All that it takes is for Greece or Bulgaria to abandon Brussels (which doesn’t seem improbable), and the project can either go through Macedonia en route to Serbia or via Bulgaria as initially planned, then up to the Hungarian border. At this point, it’s certainly a tantalizing thought for the countries that have paid the most for their ‘integration’ and received scarcely anything in return. Expect the New South Stream to politically divide the EU like never before.

Mideast:

There is no way that Russia would have sold Syria out after so many years of friendship, especially after Putin’s high-profile meeting with Muallem. Thus, Turkey is not forecast to directly invade Syria (although it could continue training some anti-government fighters). It may, however, allow the US to use its airbases and airspace to carry out airstrikes on ISIL.

Since it’s now behaving in a multipolar fashion, Turkey is playing all sides to its advantage, so it will still retain a defense relationship with NATO and the US, but it will no longer behave as an absolute lackey. Taking things further, Turkey’s shift to the East might allow Iran to one day build pipelines through it to access the Western market, and it could also allow Turkmen gas to transit both countries en route to Europe.

Eurasia:

Most significantly, Turkey has shown that it has the political grit to make historical decisions independent of NATO, showing that it is embracing its pivotal geography and combining it with a multipolar policy. The Shanghai Cooperation Organization (importantly encompassing Russia and China) just outlined the specific procedures for admitting new members a few months ago, although at the time analysts thought this was directed towards India and Pakistan.

Now, however, with Turkey already being a dialogue partner, it might make the rapid step to observer status and full-fledged membership just as quickly as it made its decisive pivot. There’s also been talk of the country entering into a free-trade agreement with the Russian-led Eurasian Customs Union, so it might incidentally find its EU replacement with Brussels’ eastern adversary, Moscow.

As Western decision makers are scratching their heads and wondering how it ever got to this point, they’d do well to remember that none of this would have happened had they just allowed the Syrian and Ukrainian people to live in peace with their democratically elected governments.

UN adopts resolution urging Israel to join NPT

The United Nations General Assembly has overwhelmingly adopted an Arab-backed resolution urging Israel to join the Non-Proliferation Treaty (NPT).

The assembly approved of the resolution in a 161-5 vote, with 18 countries abstaining, on Tuesday.

The United States and Canada were among the countries that opposed the resolution.

The resolution urges the Tel Aviv regime to join the NPT and put its nuclear facilities under the safeguard of the UN’s International Atomic Energy Agency.

The resolution, which is backed by 18 Arab countries, also expresses deep concern over Israel’s nuclear capabilities.

The Tel Aviv regime, which is widely believed to be the only possessor of nuclear arms in the Middle East, reportedly maintains between 200 and 400 atomic warheads.

Furthermore, Israel has never allowed any inspection of its nuclear facilities and continues to defy international calls to join the NPT.

Hans Blix, the former head of the IAEA, said in an exclusive interview with Press TV that he is convinced Israel possesses nuclear weapons.

He demanded that Israel join the NPT, saying Tel Aviv’s refusal to sign international nuclear treaties and its deliberate ambiguity policy with regards to its nuclear program are because of support from Washington.

A released report in the Bulletin of the Atomic Scientists also confirms that Israel possesses at least 80 operative nuclear warheads and has enough material to produce up to 190 more.

Nuclear weapon proliferation experts Robert Norris and Hans Kristensen estimate in the report that Israel halted its production of nuclear warheads back in 2004 “once it reached around 80 munitions.”
