The sea of death

The US conducted 105 atmospheric and underwater tests at its Pacific Ocean proving ground from 1946-1962. Massive amounts of radioactive fallout from those tests spread across the Pacific, causing severe health effects that have continued to this day.

One of the best-known incidents from this reckless and shameful history was the fate of the Japanese fishing boat the Lucky Dragon. Despite being 90 miles away from ground zero, all 23 crew members were covered in thick layers of fallout from the March 1, 1954 Castle Bravo explosion, which, at 15 megatons, was the largest US nuclear test. The entire crew suffered from acute radiation sickness and were hospitalized for months. One crew member died from his injuries.

As it turns out, the Lucky Dragon was not an anomaly. Japanese film maker Hideaki Ito has produced a documentary called “Exposure to Radiation—Post X Years,” which explores how the extensive tuna fishing ground came to be known as “the sea of death.” The fishing crews had no idea they were working in heavily contaminated waters, and contaminated tuna became a health hazard throughout Japan.

Hideaki and his crew surveyed affected communities some 50 years later, and spoke with public health experts about the limited data that’s available. Field maps obtained from what was then the US Atomic Energy Commission, show fallout paths extending across the Pacific and the US, reaching into Canada and parts of Central and South America. Today, cesium-137 from the tests has been detected in ground samples under houses in Okinawa, Kyoto, and Yamagata prefectures.

Hideaki’s full documentary exists only in Japanese. When he visited IPPNW last fall after a showing at an MIT film festival, we encouraged him to make at least a portion of the film available in English. He has now come back to us with an 11-minute abridged version that we highly recommend to anyone concerned about the health and environmental consequences of nuclear testing and their persistent legacy.

“Knowing how much damage was done in order to make nuclear weapons,” Hideaki told us, “I believe it will be a great accomplishment to abolish them.”

What we can learn from the North Korea nuclear story

The North Korea – USA nuclear crisis should teach us several lessons regarding nuclear weapons:

  • Nuclear weapons do not prevent nuclear proliferation.

The nuclear weapon states accepted in 1970 in the Nuclear Non-proliferation treaty, NPT. In this treaty these states agree to negotiate the complete disarmament of their nuclear weapons. They have completely disregarded this pledge and insist that they must retain nuclear weapons in order to prevent other countries from acquiring them. The North Korea example shows us that this does not work.

  • Nuclear weapons are contagious.

The nuclear weapons states also insist, contrary to their pledge in the NPT, that they must keep their nukes “for their own security”. This provides an excuse for other states to acquire them. A small country such as North Korea, DPRK, has stronger reasons to build nuclear weapons than a superpower such as USA, which in a world without nuclear weapons would have an unchallenged military dominance.

  • Nuclear weapons can cause war.

Without the “fake news” of the risk of a nuclear attack on Manhattan from Iraq, the US public would probably not have accepted the war against Iraq. If DPRK had not obtained nuclear weapons the country would not have been threatened with an attack, nuclear or non-nuclear. It is often repeated that nuclear weapons kept peace in Europe during the cold war; If there had been no nuclear weapons the Soviet Union would have invaded Western Europe. This is an unproven conjecture. A deeper discussion on this subject is outside my competence and outside the mandate of IPPNW. However, most historians today agree, based on sources released after 1990, that the Soviet Union accepted the status in Europe after 1950.

  • Nuclear weapons can bring high status to the leader of a country.

This has been important for the North Korean leaders. Already the grandfather of the present leader of North Korea desired the honour of meeting personally the President of the USA. President Trump is the first to accept the invitation and, in the mind of the North Korean leader­, treat him as an equal. Nuclear weapons can also bestow superpower status to a country. This is obvious in the arguments coming from e.g. France and India.

  • Nuclear weapons, once acquired, are hard to give up.

This we will learn in the years to come.

Isn’t it time to ban the bomb?

Although the mass media failed to report it, a landmark event occurred recently in connection with resolving the long-discussed problem of what to do about nuclear weapons. On August 19, 2016, a UN committee, the innocuously-named Open-Ended Working Group, voted to recommend to the UN General Assembly that it mandate the opening of negotiations in 2017 on a treaty to ban them.

For most people, this recommendation makes a lot of sense. Nuclear weapons are the most destructive devices ever created. If they are used―as two of them were used in 1945 to annihilate the populations of Hiroshima and Nagasaki―the more than 15,000 nuclear weapons currently in existence would destroy the world. Given their enormous blast, fire, and radioactivity, their explosion would bring an end to virtually all life on earth. The few human survivors would be left to wander, slowly and painfully, in a charred, radioactive wasteland. Even the explosion of a small number of nuclear weapons through war, terrorism, or accident would constitute a catastrophe of unprecedented magnitude.

Every President of the United States since 1945, from Harry Truman to Barack Obama, has warned the world of the horrors of nuclear war. Even Ronald Reagan―perhaps the most military-minded among them―declared again and again: “A nuclear war cannot be won and must never be fought.”

Fortunately, there is no technical problem in disposing of nuclear weapons. Through negotiated treaties and unilateral action, nuclear disarmament, with verification, has already taken place quite successfully, eliminating roughly 55,000 nuclear weapons of the 70,000 in existence at the height of the Cold War.

Also, the world’s other agents of mass destruction, biological and chemical weapons, have already been banned by international agreements.

Naturally, then, most people think that creating a nuclear weapons-free world is a good idea. A 2008 poll in 21 nations around the globe found that 76 percent of respondents favored an international agreement for the elimination of all nuclear weapons and only 16 percent opposed it. This included 77 percent of the respondents in the United States.

But government officials from the nine nuclear-armed nations are inclined to view nuclear weapons―or at least their nuclear weapons―quite differently. For centuries, competing nations have leaned heavily upon military might to secure what they consider their “national interests.” Not surprisingly, then, national leaders have gravitated toward developing powerful military forces, armed with the most powerful weaponry. The fact that, with the advent of nuclear weapons, this traditional behavior has become counter-productive has only begun to penetrate their consciousness, usually helped along on such occasions by massive public pressure.

Consequently, officials of the superpowers and assorted wannabes, while paying lip service to nuclear disarmament, continue to regard it as a risky project. They are much more comfortable with maintaining nuclear arsenals and preparing for nuclear war. Thus, by signing the nuclear Non-proliferation Treaty of 1968, officials from the nuclear powers pledged to “pursue negotiations in good faith on . . . a treaty on general and complete disarmament under strict and effective international control.” And today, nearly a half-century later, they have yet to begin negotiations on such a treaty. Instead, they are currently launching yet another round in the nuclear arms race. The US government alone is planning to spend $1 trillion over the next 30 years to refurbish its entire nuclear weapons production complex, as well as to build new air-, sea-, and ground-launched nuclear weapons.

Of course, this enormous expenditure―plus the ongoing danger of nuclear disaster―could provide statesmen with a powerful incentive to end 71 years of playing with their doomsday weapons and, instead, get down to the business of finally ending the grim prospect of nuclear annihilation. In short, they could follow the lead of the UN committee and actually negotiate a ban on nuclear weapons as the first step toward abolishing them.

But, to judge from what happened in the UN Open-Ended Working Group, a negotiated nuclear weapons ban is not likely to occur. Uneasy about what might emerge from the committee’s deliberations, the nuclear powers pointedly boycotted them. Moreover, the final vote in that committee on pursuing negotiations for a ban was 68 in favor and 22 opposed, with 13 abstentions. The strong majority in favor of negotiations was comprised of African, Latin American, Caribbean, Southeast Asian, and Pacific nations, with several European nations joining them. The minority came primarily from nations under the nuclear umbrellas of the superpowers. Consequently, the same split seems likely to occur in the UN General Assembly, where the nuclear powers will do everything possible to head off UN action.

Overall, then, there is a growing division between the nuclear powers and their dependent allies, on the one hand, and a larger group of nations, fed up with the repeated evasions of the nuclear powers in dealing with the nuclear disaster that threatens to engulf the world. In this contest, the nuclear powers have the advantage, for, when all is said and done, they have the option of clinging to their nuclear weapons, even if that means ignoring a treaty adopted by a clear majority of nations around the world. Only an unusually firm stand by the non-nuclear nations, coupled with an uprising by an aroused public, seems likely to awaken the officials of the nuclear powers from their long sleepwalk toward catastrophe.

US Air Force drops (expensive) mock nuclear bomb in Nevada

The United States Air Force is taking steps to update the Cold War-era B61 nuclear bomb to Mod 12 ‒ or twelfth iteration ‒ completing tests with a mock up version of the weapon in Nevada’s Great Basin Desert.

The B61 has been a top weapon in the US nuclear arsenal since its development at the height of the Cold War in 1963. The intermediate-yield thermonuclear weapon can be delivered by a supersonic aircraft. It is designed to cause a two-stage radiation implosion, but it is a “gravity bomb” – which just means that it’s unguided.

The once USSR-facing technology might seem to be an anachronism in this day and age, but President Barack Obama has taken initiative in keeping this weapon alive and well, despite a hefty price tag. The total cost of the program is estimated to be as high as $11 billion, according to the New York Times – and that’s just to update it to its current version.

This seems to be at odds with Obama’s promise of not fielding any new nuclear warheads, which he made during a speech in Prague in 2009. In that same speech, he explained his vision of a United States with less reliance on nuclear arms, and ultimately a world where nuclear weapons are a thing of the past.

The truth looks rather different. A testimony, ominously titled ‘China, India and Pakistan – growing nuclear capabilities with no end in sight,’ was given to Congress by Dr. Ashley J. Tellis of the Carnegie Endowment for International Peace.

“The nuclear weapon programs in these three countries are worthy of attention because they are active, expanding, and diversifying,” the testimony warns.

India and Pakistan are not members of the Nuclear Non-Proliferation Treaty, which came into force in 1970.

Discharged Trident whistleblower rebukes Royal Navy ‘spin’

Nuclear whistleblower William McNeilly, who had been dishonorably discharged from the Royal Navy, says military “spin doctors” have tried to obscure the safety and security concerns he raised in an extensive dossier last month.

McNeilly now claims to have been dishonorably discharged from the service, having not been heard from for over a month.

Reports over the intervening period suggested he was held in a secure military facility.

In a new nine-page document published online, he said: “It is shocking that some people in a military force can be more concerned about public image than public safety.”

McNeilly posted his original findings online last month while AWOL, raising up to 30 issues regarding nuclear weapons safety and base security.

The Navy immediately claimed McNeilly’s allegations were “subjective and unsubstantiated” and “factually incorrect or the result of misunderstanding or partial understanding.”

McNeilly has now responded, saying: “Other submariners have been anonymously releasing information to journalists.

“It’s only a matter of time before worse information comes out, and everything is proven to be true.”

There had initially been discussion over whether McNeilly would be charged under the Official Secrets Act, fears which seem to have abated.

“All of the charges against me were dropped; there’s nothing that I can be charged with now,” he said.

“Most people know that I acted in the interest of national security. However, I was still given a dishonorable discharge from the Royal Navy.”

McNeilly feels he was discharged by the Navy “on the claim that my sole aim was to discredit their public image.”

Having served aboard the Trident submarine HMS Victory earlier this year, McNeilly said he was shocked at what he saw there.

“When I joined the Royal Navy, I had no idea that I was going to work with nuclear weapons. When I found out, I was happy. I used to think they were an essential tool in maintaining peace, by deterring war,” he said.

“It wasn’t until I saw the major safety and security issues that I realized the system is more of a threat than a deterrent.”

The furor around McNeilly’s leaks saw Scottish National Party MP Alex Salmond raise the question of Trident safety in Parliament, saying “Trident is a key issue for people in Scotland.”

“It is bad enough that Scotland is forced to house these weapons of mass destruction, but these alleged breaches of security are deeply worrying – there must be absolutely no complacency,” Salmond said.

McNeilly has said claims he was an SNP agent are wrong, although he added he supports the party’s aim to remove Trident from Scotland.

“I’ve been strongly advised to remain silent and live a private life,” he said.

However, he has no plans to go quietly, it seems.

“I’m civilian now, and I have the right to free speech. I’m not going to waste that freedom by just sitting around on my ass, while the UK is in danger.”

A Royal Navy spokeswoman confirmed to Portsmouth News that McNeilly is no longer in the Navy.

Could Israel use dirty bombs?

Israeli Middle East commentator Meir Javedanfar and political scientist Kaveh Afrasiabi shared their strongly differing opinions on the latest report in the Israeli newspaper Haaretz.

According to the article there are fears that Israel has been testing radioactive ‘dirty bombs.’ These kinds of weapon are intended to contaminate large areas with radiation, and can potentially have a long-lasting impact on the hit zone.

RT: The report claims Israel has dirty bombs for defense purposes only. Might this include preemptive strikes against countries like Iran?

Meir Javedanfar: Of course the state of Israel has never ever threatened to use any such weapons, Israel doesn’t even admit to having nuclear capabilities; it is something that has been reported only by foreign organizations. All that we understand is that the chances of Israel using such a weapon are almost zero. Israel’s alleged nuclear program is for defensive purposes only…

We [Israelis] are very worried if ISIS one day gets their hands on a dirty weapon they would use it against us, make no mistake. I think it’s very logical to be prepared for such a scenario.

It doesn’t matter if you’re Jew or Muslim; it doesn’t matter if you’re Sunni or Shia – this is an organization which would use such a weapon. You can’t use such a weapon back against them because ISIS leaders don’t care about their own population. So the least you can do is to be prepared.

RT: Do you think these allegations are correct? Do you think Israel is testing dirty bombs?

MJ: All I have is the same report that you’re reading from. If that report is true, Israel would only do this for defensive purposes, because if they do offensive testing of dirty bombs right now, it would carry a very high price for the state of Israel because right now we’re trying to convince Iran to stop its nuclear program. For Israel to go and test such weapons for offensive purposes it would be very counterproductive and very expensive… At the same time this is not about Iran, this is much more about ISIS; this is much more about Jihadi organizations.

RT: Israel is one of the staunchest critics of Iran’s nuclear program. Isn’t that a little hypocritical, if it really is secretly testing dirty bombs?

MJ: …The enemy in question is probably going to be the Jihadi organizations. Even in Israel we don’t think that Israel would use such weapons.

One of the reasons [there is ] this belief why the Americans invaded Afghanistan in 2001 after the September 11 attacks was because it is believed that [Osama] bin Laden was developing biological weapons; he was working on it, or he had plans to work on it. And this was something that they had to stop. And I think that is something that the states of Israel, Russia – and even Iran – have in common- all of us have to be prepared for the day if somebody like ISIS gets its hands on a dirty weapon, we could all be victims.

RT: There is a danger of arms escalation in region. If that is proved that Israel is experimenting with these dirty bombs, some countries might want to do the same thing, mightn’t they?

MJ: It really depends on what you use it for…. This was not aimed at any of our neighbors, we were not threatening anybody, we are not calling for anybody’s elimination, as the Iranian regime is doing to us. But you have to be realistic, this is not simulation.

RT: If this news is proved how, do you think it is going to go down in Iran?

MJ: I think this is something that Iran and Israel have in common: We are both potential victims of ISIS. ISIS is an extremist Sunni organization; so-called Sunni, I’m not sure they are real Sunnis; they are against Shia. When they take over Shia areas they are looting, they are burning, they are massacring and ethnic-cleansing Shia. Once they are finished with the Shias, the way they see it, the next target is the Jews… Both of us have to be prepared for the doomsday scenario… that if one day [ISIS] gets its hands on a chemical or biological weapon, first Iran would be the target, and then the state of Israel.

Kaveh Afrasiabi, political scientist, doesn’t agree with Meir Javedanfar’s viewpoint that the chances of Israel using dirty bombs “are almost zero.”

RT: The dirty bombs are reportedly intended for defense purposes only. Israel has the right to defend itself, doesn’t it?

Kaveh Afrasiabi: Well, so do all the other nations. I respectfully disagree with [Mr. Javedanfar] because you can’t find any nuclear weapons state that publically states that its weapons are for offensive purposes, everybody says it is for defensive. So if Israel detonated these dirty nuclear bombs, it’s in violation of its own commitments and the comprehensive test treaty, to which it is a signatory, although it hasn’t ratified. And I think it is a trial for a bigger test, and Israel is waiting to see the reaction by the international community to see if there is any will to stand up to it, and unfortunately there hasn’t been any. We saw that the US recently blocked the Middle East summit on nuclear disarmament – WMD-free in the Middle East – to appease Israel. A month later we hear this news that Israel has detonated not one or two, but 20 bombs. And I really question the timing of it coming on the verge of the deadline for the nuclear talks in Iran. One wonders if it’s part of ferocious Israeli propaganda effort to torpedo those talks.

RT: Do you think this test poses any real threat to Israel’s perceived enemies in the region?

KA: Of course, if Israel has tested these nuclear bombs, and has the capability to deliver them, as we all know they do, then that poses a clear and present danger to its Arab neighbors and beyond. And I really believe that Israel poses a nuclear threat to Iran and its allies in the region.

RT: If those weapons were being tested in Iran we would probably know what the international reaction would be. What do you expect the international reaction to be to Israel?

KA: This reflects the tremendous double standard that is operative in the international community that consistently turns a blind eye to Israel’s nuclear status and its refusal to allow the slightest inspection of its nuclear facilities. A part of that hypocrisy was demonstrated by the head of the UN’s Atomic Agency, Mr. [Yukiya] Amano, who about a year and half ago praised Israel’s nuclear air force instead of pressuring them to open up these facilities.

I really think that the time has come to stop [treating]Israel with kid gloves and put[ting] it into an exceptional bracket above international law, above proliferation concerns, and so on. At the time when Iran, which is a party to the non-proliferation treaty, has allowed the most extensive inspection of civilian nuclear facilities is under international sanctions and all the related pressures, and even military threat.

So the time has come to stop this hypocritical double standard on the part of the international community, and especially the Western states led by the US, which is the main defender and protector of Israel and its nuclear status.

Kiev to allow foreign armed forces in Ukraine, incl. ‘potential carriers of nukes’

The Ukrainian parliament has adopted amendments to state law allowing “admission of the armed forces of other states on the territory of Ukraine.” The possible hosting of foreign weapons of mass destruction is also mentioned in the documents.

Amendments to Ukrainian law were adopted on Thursday by the Verkhovna Rada, receiving a majority of 240 votes (the required minimum being 226). The bill was submitted to the parliament in May by PM Arseny Yatsenyuk. It focuses on the provision of “international peacekeeping and security” assistance to Ukraine at its request.

Peacekeeping missions are to be deployed “on the basis of decision of the UN and/or the EU,” the bill published on the parliament’s official website says.

Previously, the presence of any international military forces on the territory of Ukraine not specifically sanctioned by state law was only possible by adopting a special law initiated by the president. Implementation of the new amendments “will create necessary conditions for deployment on the territory of Ukraine international peacekeeping and security” missions without the need for additional legal authorization, the explanatory note to the draft bill said.

The presence of such armed forces in Ukraine “should ensure an early normalization of situation” in Donbass, the note added, saying that they would help “restore law and order and life, constitutional rights and freedoms of citizens” in the Donetsk and Lugansk regions.

In a comparative table, published among the accompanying documents to the bill, “potential carriers of nuclear and other types of weapons of mass destruction are permitted under international agreement with Ukraine for short-term accommodation,” with Kiev providing proper control during the period that such forces were stationed there.

Implementation of the law “will not require additional expenditures from the State Budget of Ukraine,” its documents say.

The previous law also required that the length of time temporary peacekeeping forces were to be deployed in Ukraine be stipulated, while the new amendments allow an indefinite period, long enough “to achieve the goal of the stay.”

A separate amendment banned the presence of “armed forces of states that unleash military aggression against Ukraine.” This appears to be a clear reference to the Rada’s January statement calling Russia an “aggressor” – although the body has been reluctant to approve a legally binding law saying exactly that.

Moscow denies being part of the conflict, stressing that Kiev is fighting a civil war with eastern Ukrainians, not Russian forces. The Kremlin has consistently and adamantly denied any presence of Russian troops or hardware in eastern Ukraine, pointing out that there is no evidence proving otherwise.

With violence in south-eastern Ukraine on the rise again, it is “very important to avoid any actions or steps that provoke escalation of tension,” Kremlin spokesman Dmitry Peskov said on Thursday, as quoted by RIA Novosti. Saying that there is “no shortage” of provocative actions from Kiev’s side, Peskov said the main point is “to concentrate on implementation of [Minsk] agreements.” “This is what Moscow expects the most,” he added.

The new bill on international peacekeeping missions in Ukraine contradicts the Minsk agreements, Russian State Duma MP Leonid Slutsky said. “Minsk-2 did not provide for peacekeepers in resolution of the national conflict,” Slutsky said, as quoted by TASS.

The new legal act is “doomed for inaction,” a member of the Russian Duma’s defense committee, Franz Klintsevich, said, adding that the bill is “pure PR and propaganda.” “I cannot simulate a situation in which the United Nations will vote to deploy international military to Ukraine,” Klintsevich told journalists, as cited by RIA Novosti.

The Lugansk People’s Republic’s envoy to the so-called Contact Group on Ukraine in Minsk, Vladislav Dainego, commented that the law was adopted to “justify the presence” of foreign military that are “already operating in Ukraine.” “There are some 20,000 [troops], primarily from Hungary and Poland,” Dainego claimed when speaking to Interfax, adding that the status of those forces was unclear.

Kiev came up with the initiative to employ peacekeeping missions in Donbass earlier this year. Moscow has insisted that deployment of such forces in Ukraine would be relevant only after all points of the Minsk agreement have been fully implemented, and only if both sides of the conflict – Kiev and the rebel republics – agree to the measure.

Disused nuclear subs cost UK £16mn in 5 years, pose ‘radiation risk’

The British government has spent £16 million storing and maintaining its unused nuclear submarines over the past five years, figures suggest.

The 19 laid-up submarines have been stored in Fife, Scotland, and Devonport, England since 1980 and 1994, respectively.

Figures obtained by the BBC in a Freedom of Information request found that of the 12 submarines at Davenport, eight were still fuelled and four were sitting without fuel. In Rosyth, Fife, all seven submarines are still fueled.

The cost of keeping them safe involves preventing any of the nuclear substances on board being released into the atmosphere.

Campaigners have called the cost a “huge embarrassment,” while the Ministry of Defense (MoD) said it takes its duties to manage the submarines “very seriously.”

The MoD revealed in documents that the “cost to the taxpayer of maintaining them safely is rising significantly as they age and as more submarines leave service,” adding that full dismantling of the subs could not take place until a site was found for the nuclear reactors.

Ian Avent, of Plymouth based campaign group Community Awareness Nuclear Storage and Radiation, told the BBC: “The big problem is that eight submarines on Devonport still have their fuel on board and that is potential for [a] disaster.

“The submarines are a huge embarrassment for the MoD.

“They need to make a decision soon on where they are going take the waste fuel, so dismantling can start.”

Jane Tallents, an anti-nuclear campaigner and adviser on the MoD’s submarine dismantling project, said: “The MoD dragged its feet after the first submarine was laid up but 12 years ago they decided to do something.

“It is a complicated project and there have been points where they have stalled and gone slowly but they have kept moving with it.”

The MoD said the submarines “undergo regular maintenance to keep them in a safe condition.”

John Large, an engineering consultant, said the “lack of decision and decisive management” was halting the decommissioning process.

“It also exposes the public, and the naval base workforce, to continuing radiological risk arising from untoward accident or incident,” he said.

An MoD spokesperson said: “As a responsible nuclear operator, the MoD takes its duty to manage the disposal of submarines very seriously.

“All activity is undertaken in a safe, secure, cost-effective and environmentally sound manner.”

An NPT pop quiz

Can you name the “official” NPT nuclear-weapons states?

If you said the US, Russia, the UK, France, and China…you’re wrong.

No, this wasn’t a trick question having something to do with North Korea. The fact is the NPT doesn’t contain a single word that confers any kind of special status on its five nuclear-armed members. The word “official” never appears. Neither does the word “recognized.” Nor does any other word that even hints at the notion that these five states have a right, temporary or otherwise, to the nuclear weapons they had when they joined the Treaty. (France and China did not even become Member States until 1992.)

The nuclear-armed states are mentioned only twice—and never by name—throughout the entire text of the NPT. Article IX provides a generic definition: “For the purposes of this Treaty, a nuclear weapon State is one which has manufactured and exploded a nuclear weapon or other nuclear explosive device prior to 1 January, 1967.”

Then, of course, there’s Article VI, which says “Each of the Parties to the Treaty [not just the nuclear-armed Parties, mind you] undertakes to pursue negotiations in good faith on effective measures relating to cessation of the nuclear arms race at an early date and to nuclear disarmament, and on a treaty on general and complete disarmament under strict and effective international control.”

That’s it. No language anywhere that says—or could be interpreted to mean—that the nuclear weapons held by these five states got grandfathered in and are therefore permitted—or even tolerated for some indefinite time—under the treaty.

If you catch yourself using these words or any others that convey the same false impression, try to eliminate them from your personal glossary of nuclear terms.

While I’m on the subject, we keep hearing from certain states at the NPT Review Conference and elsewhere (you’ll find them in the glossary under “weasels”) that they don’t support the ban treaty because we will only eliminate nuclear weapons if we “engage” with the nuclear-weapons states.

Have they not noticed that this is exactly what we’re doing? Granted, the nuclear-armed states want nothing to do with negotiating a ban—which fact, alone, proves its effectiveness. “Engagement,” to the P5 and the weasels, means letting them define the terms and the pace of nuclear disarmament, and not rocking the boat with “unrealistic” demands and distractions. Once we have it, however, the ban treaty will set new terms for engagement. It will inform the nuclear-armed states that they are outlaws and that they need to “engage” with that and become respectable, law-abiding world citizens, like it or not.

If you ask me, the nuclear-armed states, to their distress, haven’t been so engaged since the end of the Cold War. The humanitarian impacts movement, the Austrian Pledge, and the campaign for a ban treaty have been the agents for that engagement. That’s official.

Navajo Nation struggles with fallout from uranium mining

As part of a cleanup settlement, the US will pay out more than $13 million to start dealing with hundreds of abandoned uranium mines on Navajo Nation territory. Navajo officials tell RT it is just the first step on a long road ahead.

The money will be put into an “environmental response trust” managed by the Navajo Nation with the support of the US Environmental Protection Agency (EPA), according to the US Department of Justice (DOJ).

“It will provide us with funding to do a very specific task under the cleanup process that’s authorized by the federal superfund law,” Stephen Etsitty, executive director of the Navajo Nation’s EPA, told RT’s Ben Swann.

The funds will cover evaluations of 16 abandoned mines throughout Navajo lands, chosen from a list of 46 priority sites. There are hundreds of sites that still need to be addressed. By one estimate, there are more than 1,200 abandoned uranium mines within the borders of the Navajo Nation, a 27,000-square-mile territory stretching across Utah, New Mexico and Arizona.

The EPA says it has repaired 34 homes, surveyed 521 mines, compiled a list of 46 priority sites for cleanup, and performed stabilization or cleanup work at nine mines so far. The agency has also provided safe drinking water to more than 1,800 families.

A 2014 settlement set aside $985 million from a multi-billion dollar settlement with subsidiaries of Anadarko Petroleum Corp to clean up approximately 50 abandoned Kerr-McGee mining operations in the Navajo Nation.

Federal surveyors found rich uranium deposits on Navajo lands in the 1940s, and the government authorized private contractors to extract the ore for US weapons and energy needs. About 4 million tons of uranium ore were extracted from the area between 1944 and 1986, after which the mining was halted. The federal government, through the Atomic Energy Commission, was the sole purchaser of the ore until 1966.

Navajo miners worked without any kind of protective gear or decontamination protocols for wages sometimes less than $1 an hour. In her 2011 book, Yellow Dirt: A Poisoned Land and a People Betrayed, journalist Judy Pasternak wrote that the miners suffered radiation exposure four times that of the Japanese exposed to nuclear bombs during World War II.

In the 1950s, cancer rates among the Navajos were so low, they were thought naturally immune, wrote environmental journalist Sonia Luokkala. By 2004, cancer had become the leading cause of illness and death among the Navajo.

A 2014 survey by the EPA of about 500 abandoned mines found radiation levels up to 25 times higher than normal. Many of the mines with the highest radiation levels were found within a quarter mile of human habitation.

“Chronic exposure is definitely one thing we want to get a better understanding of,” Etsitty told RT. Many of the Navajo live in the remote areas of the reservation, often close to the abandoned mining pits that have since filled up with water. Humans and animals drink the water from the pits, often not aware of the possible issues with radiation or toxicity.

“We still have not completed meaningful public health studies to begin answering those questions,” Etsitty said. The DOJ settlement should offer a little bit of help in the process, but merely surveying the extent of the contamination and environmental impact will take much more money and time.

US policies could deadlock nuclear disarmament – Russian Foreign Ministry

Washington’s current course in relations with Moscow could prevent any resolution of urgent problems in bilateral relations, including nuclear disarmament, the Russian Foreign Ministry warns.

“The White House’s line on aggravation the relations with Russia threatens to lead the whole complex of sensible issues on the modern bilateral agenda to a dead end,” reads the annual review of the foreign policy and diplomatic activities for 2014 that was published on the ministry’s website on Thursday.

“The discussion of such pressing issues has become sporadic and non-systematic,” the document reads.

Russian diplomats emphasized that the plans of the United States and its allies to deploy the global missile defense system is one of the typical examples of such hostile approach.

“Practical discussion of how Russian worries can be eased was curtailed at the initiative of the US. Now we are forced to develop adequate countermeasures,” the ministry wrote.

“In addition, when [President] Barack Obama’s administration promoted further cuts in the Russian and US nuclear arsenals, it completely ignored Russian arguments that other states with nuclear potential should be included in this process,” the report reads.

The Russian side noted that the United States continued to implement its concept of immediate global strike that uses conventional strategic weapons and continued to avoid making any concrete statements regarding their refusal to deploy weapons in space.

The released plans to beef up US and NATO military presence near Russian borders pose direct risks of a shift of the European balance of forces, the report states.

In late April, President Vladimir Putin stated that Russia had brought its nuclear arsenal to the minimum ordered by the Non-Proliferation Treaty and plans to continue work in this direction.

“We have reduced our nuclear weapons stockpiles to minimal levels, thereby making a considerable contribution to the process of comprehensive and complete disarmament,” Putin wrote in his address to the international conference on nuclear non-proliferation.

He also emphasized Russia’s commitment to Article VI of the treaty, which states that each party “undertakes to pursue negotiations in good faith,” and agrees to disarmament “under strict and effective international control.”

In mid-January the head of the Russian Foreign Ministry’s Security and Disarmament Department, Mikhail Ulyanov, said unfriendliness by the US could cause Moscow to review its approach to the New START agreement on cutting nuclear weapons and their delivery.

“So far we have not taken any particular steps in this direction, but I cannot exclude that in the future Washington will force us into taking them, into making corrections to our policies regarding this direction,” he stated in a press interview. “This would only be natural, considering the unfriendly character of the US actions.”

Will the NPT face the facts?

When the 2015 Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) opens in New York next week, the 190 member states will have to come to terms with some hard facts.

The NPT is 45 years old, and while most observers agree that it has worked reasonably well over that time to curtail the spread of nuclear weapons to countries that did not have them in 1970, it has not achieved its most important goal—a world in which no countries have nuclear weapons.

There are still more than 16,000 nuclear weapons in the arsenals of nine states, three of which have never joined the NPT. Despite reductions from Cold War levels, the US and Russia have more than 90% of that total between them, and the prospects for negotiating deeper bilateral reductions while NATO and Russia glare at each other from opposite sides of Ukraine look dim.

While giving lip service to the goal of nuclear disarmament, all nine nuclear-armed states—the US, Russia, the UK, France, China, India, Pakistan, Israel, and North Korea—are modernizing their warheads, delivery systems, and infrastructure. India and Pakistan, which are not NPT members, are engaged in a nuclear arms race reminiscent of the Cold War. In the always tense Middle East, a nuclear-armed Israel is making a precarious agreement with a not-yet-nuclear-armed Iran even more precarious.

With the risks increasing that nuclear weapons could be used in warfare for the first time since the US atomic bombings of Hiroshima and Nagasaki 70 years ago, nuclear disarmament takes on added urgency. The NPT is supposed to be the most effective tool the world has for producing a world without nuclear weapons. So how is it doing on the eve of another five-year review? Not so well.

At the last NPT Review Conference in 2010, the Member States adopted a 64-point action plan. The first 22 actions, pertaining to nuclear disarmament and Article VI of the treaty, were largely recycled priorities that have been on the table for a decade or two.

According to a report prepared by Reaching Critical Will, progress has been made on only five of the 22 disarmament actions. Four of the five relate to maintaining the existing nuclear testing moratorium and strengthening support for the Comprehensive Test Ban Treaty (CTBT) and its technical infrastructure, and were happening anyway. The US and Russia ratified New START, but have engaged in no further disarmament negotiations since then. Worse, they have undermined a modest set of reductions through provocative and expensive modernization of the weapon systems they have retained. If 60% is an “F,” then the grade for this part of the action plan is much further down the alphabet.

The NPT is stuck in quicksand. Elsewhere, however, there has been a seismic shift in the political and diplomatic landscape regarding nuclear weapons and nuclear disarmament. Scientific evidence about the humanitarian impact of nuclear weapons (HINW), presented at a series of three groundbreaking international conferences, has put the dangers into chilling context. The evidence was summed up this way at the third conference, held in Vienna in December 2014 and attended by 158 states, along with many international organizations and civil society groups:

“The impact of a nuclear weapon detonation, irrespective of the cause, would not be constrained by national borders and could have regional and even global consequences, causing destruction, death and displacement as well as profound and long-term damage to the environment, climate, human health and well-being, socioeconomic development, social order and could even threaten the survival of humankind.”

Put another way, a single nuclear weapon can destroy a city; as few as 100 Hiroshima-sized bombs, used in a limited, regional nuclear war, would disrupt the global climate so severely that at least two billion people—more than a quarter of the world’s population—would face starvation from a “nuclear famine”; a nuclear war between the US and Russia, each with thousands of warheads, would shut down the Earth’s life-sustaining ecosystems, bringing an end to humanity itself.

From this perspective, to use American slang, the NPT needs a real kick in the pants. That kick is about to be delivered at the 2015 Review Conference in the form of the Austrian Pledge. At the conclusion of the Vienna HINW conference, Austria pledged that it would “cooperate with all relevant stakeholders, States, international organisations, the International Red Cross and Red Crescent Movements, parliamentarians and civil society, in efforts to stigmatise, prohibit and eliminate nuclear weapons in light of their unacceptable humanitarian consequences and associated risks.”

The first step identified in the Pledge was to bring the evidence from the three HINW conferences into the NPT Review and to challenge the member states “to renew their commitment to the urgent and full implementation of existing obligations under Article VI, and to this end, to identify and pursue effective measures to fill the legal gap for the prohibition and elimination of nuclear weapons.”

The Pledge has been adopted by 69 states during the run-up to the NPT Review, and more endorsements are expected during and after the month-long conference.

The Austrian Pledge is a gift to the NPT member states—a way out of the malaise that has prevented the treaty from delivering on its promise of a nuclear-weapons-free world for 45 years. Should the NPT fail to make the most of this gift at the upcoming Review, the time will have arrived to look for a more effective means to close the legal gap and to prohibit and eliminate weapons that threaten each and every one of us with extinction.
