Russia ‘completely ending’ activities under Conventional Armed Forces in Europe treaty

Moscow has announced it is “completely” ending activities under the Treaty on Conventional Armed Forces in Europe (CFE). Russia’s participation in the treaty was first halted in 2007.

“The Russian Federation has taken the decision to halt its participation in meetings of the [consulting group] from March 11, 2015. Therefore, Russia is ending its actions in the Treaty on Conventional Armed Forces in Europe, announced in 2007, completely,” a statement from the Foreign Ministry said.

Moscow has asked Belarus to represent Russia’s interests in the group starting from Wednesday, the statement said.

According to the Ministry, the move does not mean that Moscow refuses to continue further dialogue on control of conventional armed forces in Europe – “if and when our partners are ready for it,” the Ministry official said in the statement, adding that future work on the project should serve the interests of both Russia and other European states.

The original CFE Treaty, signed in 1990 by 16 NATO and six Warsaw Pact, set equal ceilings for each bloc on key categories of conventional armaments, with tanks, combat armored vehicles, artillery, assault helicopters and combat aircraft among them. For instance, under the treaty, each side is supposed to have no more than 16,500 tanks or 27,300 armored combat vehicles in active units.

1999 saw an “adapted” version of the treaty signed. However NATO members refused to ratify it until Russia withdrew troops from Georgia and the breakaway Moldovan region of Transdnestria. Russia slammed the condition as an “artificial linkage.”

In December 2007 this led to Moscow imposing a moratorium on the CFE treaty. Moscow also said the treaty was “irrelevant” since NATO planned to increase its military presence in Eastern Europe.

Four years later, the North Atlantic bloc stated exchange of information on conventional weapons and troops with Russia would be stopped. In November 2014, Moscow suspended the implementation of the CFE Treaty. Two months later, the US House of Representatives issued a resolution condemning Russia and, among other points, urging president Obama to review US and NATO armed forces readiness under the CFE.

“For many years the Russian Federation has been doing everything possible to maintain… the treaty, initiated talks on its adaptation and ratified the adaptation agreement,” Moscow said Tuesday, adding that all such efforts have been dismissed by NATO in favor of the alliance’s expansion.

Removing Israel from American politics

[The following is a lightly edited version of a speech I gave on March 1 st in Washington during the anti-AIPAC and Netanyahu visit demonstrations. Two days later Israeli Hollywood producer Arnon Milchan, whom I cite below, was sitting in the House VIP visitors’ gallery beaming as he listened to Netanyahu’s love fest with Congress. It might have been the first time a clandestine agent for a foreign country who spied on the United States was so honored but I would observe that the event was doubly significant in that the speaker Prime Minister Netanyahu was also involved in the same theft of American nuclear technology.]

I would like to concentrate on two issues. First is the nature of the special relationship between Israel and the United States and second is the role of the Israel Lobby and most particularly AIPAC in shaping that relationship. I was a foreign policy adviser for Ron Paul in 2008 and consider myself politically conservative. I respect the fact that nations must be responsive to their interests, but because of my personal experience of living and working overseas for many years I have come to recognize that the United States is an anomaly in that it persists in going around the world doing things that just do not make any sense. This has been particularly true during the past fourteen years, with invasions, interventions and targeted assassinations having become the preferred form of international discourse for Washington.

Many would agree with what I have just observed, but few recognize the role of the special relationship with Israel in shaping what the United States has become. Quite frankly, the relationship is both lopsided in terms of favoring perceived Israeli interests as well as being terrible for the long suffering Palestinians, very bad for the United States as it damages the American brand worldwide and even bad for Israel as it enables its governments to act in ways that are ill advised and ultimately self-defeating.

I would first like to address the often repeated mantra that Israel is America’s best friend or closest ally as it is a bedrock issue that is frequently trotted out to excuse behavior that would otherwise be incomprehensible. Apart from being a recipient of more than $3 billion per year from the US taxpayer, Israel is no ally and never has been. There is no alliance of any kind with Israel, in part because Israel has a border that has been moving eastward for the past fifty years as it continues to absorb Palestinian land. Without an internationally recognized border it is impossible to define a relationship between two nations. Israel also has no strategic value to the United States, so to speak of an alliance, which posits reciprocity is ridiculous.

But that is not to say that Israel does not interact with Washington. Indeed, some might say that it possesses a disproportionate voice relating to some foreign and domestic policies. The penchant to use force as a first option in international interactions is perhaps itself due to Washington imitating Tel Aviv or vice versa as neither the United States nor Israel seems any longer interested in diplomacy.

American protection of Israel in international bodies like the United Nations is a disgrace, making the United States de facto complicit in Israeli violations of international law, to include its settlement expansion, as well as its war crimes. Under Bill Clinton the United States more or less adopted the Israeli model in dealing with terrorism, which consists of overwhelming armed response and no negotiations ever. Washington’s uncritical support for Israel politically and militarily was a major factor in motivating the perpetrators of the 9/11 terror attack.

Deferring to Israel often results in U.S. policies that are absurd and highly damaging to other interests. Secretary of State Condoleezza Rice described Israel’s devastation of Lebanon in 2006 in which nearly 1,000 civilians were killed and more than $2 billion in infrastructure was destroyed as the “birth pangs of a new Middle East”. Rice, who also spoke of fear of a nuclear mushroom cloud rising above Washington to justify invading Iraq, far from being discredited due to her lack of discernment, is currently a professor at Stanford University and is now being spoken of as a possible Senator from California or, alternatively, as the next Commissioner of the National Football League. So much for accountability in the United States.

One might well conclude that Israel is not only not an ally but also not much of a friend. It has run massive spying operations inside the United States to include hundreds of Art Students and celebrations by the employees of an Israeli moving firm located in New Jersey when the twin towers were going down. Israel is regularly named by the FBI as the most active friendly country in terms of running espionage operations against the U.S. but nothing ever happens. Israeli spies are sent home quietly and Americans who spy for Israel are rarely prosecuted. Last year we witnessed Hollywood producer and Israeli citizen Arnon Milchan receiving an Oscar even as stories were circulating about his criminal collusion to obtain restricted American technology to enable Israel to build nuclear weapons. The Justice Department has not seen fit to do anything about him.

Israel also has a hand in what is going on domestically in the United States. Many states now have their own departments of homeland security and many of the companies that obtain contracts to provide security services are Israeli. Airport security is a virtual Israeli monopoly. Increasingly militarized American police officers now use federal government grants to travel to Israel for training based on the Israeli experience with the Palestinians. Israelis have advised CIA and Pentagon torturers and Israeli advisers were also present at Abu Ghraib.

Israel’s influence over Washington policies frequently means war. American officials extremely close to the Israeli government were behind the rush to war with Iraq. If Washington goes to war with Iran in the near future it will not be because Tehran actually threatens America, it will be because Israel and its powerful lobby in the U.S. have succeeded in creating an essentially false case to mandate such action. Congress is obligingly advancing legislation that would commit the United States to intervene militarily in support of a unilateral Israeli attack, meaning that Israel could easily be empowered to make the decision on whether or not the U.S. goes to war.

Israel interferes in American elections, in 2012 on behalf of Mitt Romney, and also this week by aligning itself with the Republicans against the President of the United States to harden existing policy against Iran. Looking ahead to elections in 2016, two Jewish billionaires have already stated clearly that they will spend whatever they have to to elect the candidate that is best for Israel. As Sheldon Adelson is a Republican and Haim Saban is a Democrat both major parties are covered and I would warn “Watch out for Hillary,” Saban’s candidate of choice.

Israel has corrupted our congress which we will witness again on Tuesday. Benjamin Netanyahu publicly rebukes and belittles our own head of state, its government ministers insult and ridicule John Kerry, and its intelligence officers have free access to Capitol Hill where they provide alarmist and inaccurate private briefings for American legislators. In short, Israel has no reluctance to use its enormous political and media clout in the US to pressure successive administrations to conform to its own foreign and security policy views.

Beyond the corruption of our political process, I believe many in this room would agree that the depiction and treatment of the Palestinians has been disgraceful. Israel has engaged in land and water theft and is doing its best to make Palestinian life so miserable that they will all decide to leave. Some would describe that as ethnic cleansing. Just last week there were reports of how Israeli authorities cut off water and electricity to parts of the West bank and also won a bogus court case in New York City that will bankrupt the Palestinian authority.

Netanyahu’s policy is to punish the Palestinians incessantly no matter what they do. The United States has certainly embraced a lot of unpleasant policies over the past fourteen years, but I honestly think that most Americans would be appalled if they knew how Palestinians really have been treated. Unfortunately the Israel propaganda machine has been able to maintain a tight grip on the narrative promoted in the mainstream media. Arabs are depicted as terrorists while Israelis are seen as folks just like us.

How does all this happen? Because of money which enables the Israel firsters to control the media and buy the politicians, but unfortunately no one is allowed to say that lest Abe Foxman of the Anti Defamation League accuse one of propagating a stereotype that is an “anti-Semitic myth.” American media corporations and national politics are in fact totally corrupted by money and the control that it buys and not just on behalf of Israel. One would have to be blind not to recognize that fact.

This is where groups like the American Israel Public Affairs Committee better known as AIPAC come in. AIPAC is only one part of the octopus like Israel Lobby but it might well be regarded as the most effective component. AIPAC has an annual budget of $70 million and 200 full time employees. It has thousands of volunteers and tens of thousands of contributors and supporters, many of whom are in Washington right now. On Tuesday they will descend on Congressional offices to pressure congressmen to agree to conform to AIPAC talking points.

AIPAC, which is an IRS 501(c)4 lobbying organization, is able to keep its donor list secret. It characteristically operates in the shadows. It prepares position papers that are then distributed in congress and many congressmen, largely ignorant of the issues, parrot what AIPAC gives them. AIPAC operative Steve Rosen once boasted that he could have the signatures of seventy Senators on a napkin in twenty-four hours.

Congressmen know that crossing the Israeli Lobby is career damaging. Senators William Fulbright and Chuck Percy were among the first to feel its wrath when they were confronted by well-funded challengers backed by effective media campaigns who defeated them in spite of their own outstanding records as legislators. The founder of my own organization the Council for the National Interest Congressman Paul Findley also suffered the same fate when he fell afoul of the Lobby. Within the government the purge has also been widespread with the traditional Arabists at State Department forced out to be replaced by friends of Israel, many of whom have been political appointees rather than career diplomats.

There is no easy solution to what I have been telling you. Certainly a more honest media would produce American voters who are better informed, but even though AIPAC has long been defending the indefensible the corruption in Congress runs deep and it is difficult to find a constituency anywhere in the United States where it is possible to vote for a candidate who is not openly and enthusiastically supportive of the Israel relationship. In Virginia last year there were several important congressional elections. All the candidates were vetted for their views on Israel well before the voting took place.

But to return to AIPAC there should be demands that it and other similar Israel-advocacy organizations register under the Foreign Agents Registration Act of 1938. That would require them to have complete transparency in terms of their funding and it would also tell the American people that the organizations themselves are not necessarily benign and acting on behalf of U.S. interests, which is the subterfuge that they currently engage in. It is certainly past time to push back against an organization that is brazenly promoting the interests of a foreign government at the expense of the American people. Thank you.

Norway holds massive drills near Russia border

Norway has started massive military exercises, involving 5,000 servicemen, in the northern parts of the country near the border with Russia, the largest such drills in nearly 50 years.

The country’s military launched drills dubbed “Joint Viking” on Monday in the northern regions of Lakselv and Alta in the Finnmark County, which border Russia’s Murmansk region.

The exercises will include the Norwegian army, navy, air force and civil defense troops (Heimevernet).

Aleksander Jankov, a spokesman for the Norwegian Armed Forces, said 400 military vehicles and all types of weapons will be used in the drills, which are the largest to take place in the region since 1967.

According to Norwegian media, the massive exercise is to show that Norway has the ability to defend Finnmark.

Prior to the kickoff army spokesman Vegar Gystad said, “If we’re to have a credible defense that can defend the entire country, we also have to train in the entire country.”

The war games come amid tensions between the West and Russia over the crisis in Ukraine.

Norway, a member of the Western military alliance NATO, suspended all military cooperation with Russia after the Black Sea Peninsula Crimea voted to break away from Ukraine and rejoin the Russian Federation in March, 2014.

Meanwhile, NATO plans to expand its military presence in Eastern Europe amid the crisis in Ukraine and has held numerous war games over the past year. In 2014, NATO forces held some 200 military exercises, with the alliance’s General Secretary Jens Stoltenberg having promised that such drills would continue.

In addition, the defense ministers of NATO’s 28 member states agreed on February 5 to establish six new command and control posts in the Eastern European nations of Estonia, Latvia, Lithuania, Poland, Bulgaria and Romania.

Moscow has repeatedly condemned NATO’s exercises and military buildup toward its borders.

Government deems security risks too low to ‘exempt defense from austerity,’ says think tank

The government believes strategic threats posed to Britain are not serious enough to merit insulating military spending from budget cuts, according to a report by a top defense think-tank.

The paper by the Royal United Services Institute (RUSI) centers on the economics of defense under austerity.

It concludes: “The government is not yet convinced that strategic security risks are high enough to justify an exemption for defense from austerity.”

The findings jar with recent statements by politicians and leading generals on the dangers faced by the UK.

In February, the top British officer in NATO – General Sir Adrian Bradshaw – referred to Russia as an “obvious existential threat to our whole being,” while Prime Minister David Cameron has called the rise of the Islamic State a “mortal threat.”

The investigation also indicates Britain is unlikely to meet the symbolic spending of 2 percent of GDP on defense, expected by NATO in coming years, and that thousands of soldiers could be cut irrespective of who wins the general election this year.

It warns that up to 30,000 service personnel could be axed. Given the Royal Navy may be largely exempt from redundancies, to ensure it can crew Britain’s aircraft carriers, the army could be forced to handle 80 percent of the intended reductions.

The report comes at a difficult time for David Cameron who this week faces a rebellion by a number of Tory MP’s over defense cuts.

Last week Bob Stewart, an army colonel turned Tory MP, argued defense is in a “parlous state” and that service chiefs should resign over cuts. He suggested he might step down himself, either as an MP or from the influential Defence Select Committee.

UK allies are also worried. General Raymond Odierno, chief of staff of the US Army, recently told the Telegraph he was “very concerned” at the cuts being made to the UK’s armed forces.

He criticized Chancellor George Osborne’s refusal to confirm whether the UK will meet NATO member states’ spending target of 2 percent of respective national GDP.

“What has changed, though, is the level of capability. In the past we would have a British Army division working alongside an American army division,” he added. Cuts mean the US Army now expects Britain to provide only half its previous commitment.

Netanyahu: He Came, He Saw, He Conquered

How is it that the ruler (Benjamin Netanyahu) of a puny country (Israel) of 8.2 million (6.2 million Jews) with the 37th biggest economy (GDP in current prices) in the world dictates war policy and secures the willing submission of the legislature of the largest economy and most powerful military empire in the world?

What significance does Netanyahu’s speech to the US Congress have, beyond the fact that he uses it as a platform to attack the elected President of the US, to denounce US peace negotiations, and to demand that Congress adopt policies designed to precipitate a war with Iran?

Netanyahu’s Dominant Presence in the US

There is only one reason that Netanyahu is received as a Viceroy overseeing and dictating strategic policy to what clearly is a servile colonial legislature: over the past quarter of a century, Israel’s proxy in the US, an entire panoply of Zionist political organizations, government officials, propaganda mills, media moguls, billionaires and millionaires, have deeply penetrated the legislature, executive and administrative centers of decision making. Netanyahu’s arrogance and “brazen” presumption (Financial Times, 3/4/15, p. 6) to dictate policy to the US Congress is rooted in the pre-existing power base created by the proxy Zionist power configuration.

Netanyahu can sneer, with a crooked smile, at the US President, because, after several decades of Zionist permeation of the US state, he knows that he comes not as an outside power but as a leader and spokesperson of an inside power.

His presence was hailed by all the mass media as a major event, as international news, for over a month in advance. With Napoleonic presumption he dared to announce in advance that he would advance a war thesis in the fashion of any head of state. He can act as an unelected dictator because the elected officials have been converted into docile and complicit subjects by his proxy power structure.

The crucial theoretical point is that the conditions, that enabled Netanyahu to come, to see and to conquer, were not of his doing. His presence in the US Congress and his message is derived from the power of his supporters, deeply embedded in the structure of political power in the US.

Otherwise, who would take serious his delusional military fantasies, his clinically paranoid vision of peaceful adversaries, conspiring to “nuke Israel” and then the world, without a single nuclear bomb!

Prominent among Netanyahu’s financial backers are a group of prominent Zionist lumpen-bourgeoisie, billionaires who lent to millions of borrowers at extortionate rates (between 1400 and 4000% ) and played a leading role in the fraudulent mortgage induced crises of 2009-forward. They include Al Goldstein co-founder of AvantCredit and CashNetUSA; Sasha Orloff and Jacob Rosenberg founders of Lendup; Daniel Gilbert founder of QuickenLoans — a predator subprime lender; Ronald Arnall owner of Ameriquest… They used part of their ill-gotten gains to ease their consciences by donating millions to Israeli and US Jewish causes. Being generous to Israel provides a sort of perverse “absolution” for screwing millions of Americans.

One does not need much imagination to envision them cheering Netanyahu’s AIPAC and Congressional diatribes. It is not surprising that the lumpen-bourgeoisie backs a lumpen-prime minister.

The best and the brightest among the Zionist phalanx of pundits, professors, lawyers, economists, and financiers have created an aura of gravitas and profundity around this vulgar beerhall brawler.

This raises a basic question: Why do upwardly mobile, prosperous and elite-educated Zionist majorities enthusiastically pledge unconditional loyalty to a crude authoritarian foreign ruler who humiliates their country of birth?

Why did ten thousand American-born Zionist professionals stand and cheer, as they did the day before his congressional speech, as Netanyahu dictated his rabid bellicose political line to them at the AIPAC conference?

Is it because they believe he is their Chosen Leader of their Chosen Fatherland?

Netanyahu, with all his vulgarity and mediocrity, strikes a deep and abiding chord in the soul of his Zionist followers. They believe they are the collective geniuses of a superior species, who need not abide by the legal norms of non-Zionist states and international laws which hinder his colonial rule over millions of Palestinians.

What else but that identity of superiority allows the educated and prosperous, the humane and the cruel, to bond and welcome Netanyahu, as a modern secular Moses crossing the Potomac, delivering “the Jews” (for the messianic Netanyahu claims to speak for “all Jews”) from the mortal threats (Iran) cultivated by gentile politicians. The great majority of Zionist activists are deaf, dumb, and blind to those who criticize and refute his infantile and grotesque lies, the scrofulous screeds about non-existing “existential threats” which infest his speeches. Worse they will terrorize and cow any critic, demand that their employers fire them, as they have done over the past two decades. They believe that the Palestinians, who Israel bombed into the Stone Age, are threats to Israel. They believe that nuclear weapon-less Iranians, facing hundreds of Israeli nuclear bombs, are a threat to Israel. They believe there is one “truth”: that all measures, speeches and actions, which enhance the power and glory of Israel, are virtuous. It is this “truth” that motivates hundreds of thousands of “virtuous” Zionists to donate hundreds of millions of dollars to buy and/or intimidate presidents and congresspeople, governors and mayors, university presidents and faculty, police informers and academic thugs. It is this Zionist power configuration, which allows a political low-life like Netanyahu to enter and dominate the legislative chamber and tell US citizens where and when their next war should take place. It is for this power configuration that Congressmen and women “perform” — applauding and jumping up on cue for each and every one of Netanyahu’s emotional ejaculations.

Broad sectors of the Israeli public were immensely impressed by Netanyahu’s capacity to humiliate the President, by his willingness to dictate policy to the US and by the hyperkinetic docility and submissiveness of US Congress people. But this is not surprising: After all, Israelis are used to dominating Palestinians and torturing them into submission and colonizing a whole people. Why shouldn’t they gloat and puff up with pride when Netanyahu speaks and acts as a colonial viceroy to the US? After all, their leader is dominating a so-called ‘world power’!

No doubt the Israeli empire loyalists will overwhelmingly vote for Netanyahu, even if the “opposition” claims they also denounce the US-Iranian peace negotiations. Opposition leaders Isaac Herzog and Tzipi Livni don’t have Netanyahu’s gangster look, that crooked smile that says to the US leaders: “We lead you by the nose and you love it!” What the rest of the world thinks of a braying donkey in Washington led by the nose is not hard to imagine: US world leadership certainly is not foremost in their minds…

There is much idle chatter from liberals, leftists and progressives, claiming that Netanyahu’s ‘brazen intervention’ would backfire; that it would damage relations with the US; that it would weaken and undermine US-Israeli relations and allow Iran to secure nuclear weapons. Liberal Zionists claim that Netanyahu’s speech would weaken support for Israel among Democratic congress people. Liberal Zionists claim that Netanyahu’s speech would weaken US support for Israel (God forbid!).

These lamentations have no substance; they are mendacious concoctions of minds which lack any capacity to understand power, especially the permanent power of the Zionist power configuration.

Even a cursory reading of the political facts which preceded, accompanied and followed Netanyahu’s Congressional dictates, demonstrates the exact opposite.

Immediately after Netanyahu’s intervention, Congressional leaders moved ahead to fast track legislation to heighten Iranian sanctions, to veto any Executive agreement. The Republication majority and over half of the Democrats chose to back the “foreign Viceroy” on policies of war and peace.

Far from “prejudicing” relations with the Obama regime, the Administration in the person of Secretary of State John Kerry vetoed a measure passed by the UN Human Right Commission condemning Israel’s savage war crimes against Palestinians. Obama’s United Nations Ambassador Samantha Power did her usual belly crawl for Israel at the AIPAC conference following Netanyahu’s rousing diatribe. US-Iranian “negotiations” in Switzerland increasingly turned on exactly the issues Netanyahu demanded. US Secretary of State Kerry insisted on on-going intrusive inspections of Iran’s entire nuclear and military installations; retaining most sanctions for a decade; eliminating most enriched uranium … In a word disarming Iran, increasing its military vulnerability to an Israeli nuclear attack, without any deterrence or retaliatory capacity! Iran is formally negotiating with Kerry on behalf of the 5 plus 1, but the agenda and demands are set by the raucous over-voice of Netanyahu, who is the most influential invisible presence.

In other words, there is ample evidence that Netanyahu’s intervention, far from ‘damaging’ US-Israeli relations, further reinforced Israel’s power over the US. By securing the Administration’s declarations of unconditional loyalty while humiliating the President and seizing executive prerogatives, Israel demonstrates to the world that it can and will dictate US strategic policy and denounce its President with total impunity.

Netanyahu is far from being ostracized. He has a global platform from which to spew his rabid chauvinist diatribes against peace and negotiations. His speech, its content and style, received front page and extended prime time coverage. His war-mongering resonated with the editorial pages of the Wall Street Journal, the Washington Post, and US News and World Report.

Netanyahu’s political line inspired AIPAC’s ten thousand ultra-Zionists, who stormed Capital Hall and demanded Congress people and Congressional staff act on His message. Not a single dissenting voice emanated from the Presidents of the 52 Major American (sic) Jewish organizations whose first loyalty continued to be toward Israeli interests as defined by their Prime Minister.

The voices of dissent among the few dozen Jews on Capitol Hill, and outside the AIPAC conference hall, did not register in Congress or among the vast majority of Jewish community leaders or in the mass media.

Contrary to the lamentations and claims that Netanyahu has “weakened” Israel, the facts on the ground demonstrate that he has strengthened his “leadership” among the billionaires who buy US Congressional leaders. He has demonstrated that US officials, even ones who he insults and attacks, will continue to support Israeli war crimes in international forums; regale Israel with $3 billion a year in military aid to enhance its military supremacy in the Middle East; and incorporate its demands in any strategic negotiations with ‘Islamic’ countries like Iran, even if it undermines the basis of any negotiated agreement.

Conclusion

Clearly Netanyahu alienated a minority of US Congressional Democrats but mostly on procedural issues of protocol rather than on the more substantive issues of mongering for war and sanctions against Iran. Netanyahu’s messianic claim to speak for “all Jews” did arouse over 2,000 American Jews and non-Jews to sign a paid advertisement denying his status as the Second Coming of Moses.

But as the rousing welcome and conclusion to his speech by the Congressional majority and the unanimity of AIPAC’s thousands demonstrate, Israel’s formidable Zionist power configuration still dominates US policy in the Middle East.

The ‘debate’ over Netanyahu’s episodic presence in the US Congress and humiliation of the US President is misplaced. What really needs to be debated is the more fundamental question of the permanent presence, power and prerogatives of the Zionist power configuration in the making of US Middle East policy.

No other visiting Prime Minister or President will be received with so much media attention and political fanfare as Netanyahu because none possess the formidable, organized, well-financed and disciplined political apparatus which Israel possess. This is an apparatus which defends and promotes US wars on behalf of Israel, Israel’s war crimes, land seizures and torture of Palestinians. That they support Netanyahu’s gross humiliation of Obama is not surprising – it merely confirms the “Law of the Return”: that for American Zionists there is only one true state of the Jews – and that is Israel; and that their only “true” leaders are Israelis. As it happens, today he is called Benjamin Netanyahu. And that any US policy, negotiations or agreements in the Middle East have to be in accord with their leader.

Congress knows that.

The “52” know that.

Only the majority of the American electorate, who still believe they live in a free and independent country, is not privy to that reality, even though Netanyahu’s intervention in the US Congress and gross humiliation of the President should tell them otherwise.

But then we live in a peculiar sui generis ‘meritocracy’ in which the opinions of the 2%, the so-called chosen people, counts more than that of 98% of our citizens.

The critics, Jews and non-Jews, must realize that their problem with Netanyahu requires them to delve deeper, and that their opposition needs to become more systematic and more directly confrontational with the Zionist power configuration. Otherwise, there is no basis for believing that the US can end national humiliations and regain its status as a free and democratic republic.

European Commission chief wants to create EU army

President of the European Commission (EC) Jean-Claude Juncker has called for the creation of a European Union army, amid tension with Russia over the crisis in Ukraine.

“Such an army would help us to build a common foreign and security policy, as well as jointly assume the responsibilities of Europe in the world,” said Juncker in an interview with German weekly Welt am Sonntag published on Sunday.

Juncker added that the formation of a European armed forces would signal to Moscow the political and economic union is “serious about upholding the values of the European Union.”

“A common European army would show the world that there will by no means be war once more amongst EU nations,” said Juncker.

According to the EC chief, an EU army could be used to “react credibly” to dangers facing one of the 28-member states or any of the bloc’s neighboring countries.

The German weekly reported that Juncker has backing in the German legislature, including chairman of Germany’s foreign affairs committee Norbert Rottgen, who said it is time to put such a proposal in action.

“The Europeans spend enormous sums of money for the military combined, much more than Russia,” said Rottgen, adding, “But our military capabilities remain an insufficient security policy as long as we maintain small national armies, which make and buy many parts of the same thing on a smaller scale.”

Former EU foreign policy chief Javier Solana is set to present the findings of a report titled, More Union in European Defense. The report calls for a new European protection method, which would have “a political and military ability to autonomously conduct intervention operations beyond the EU’s borders.” The report also calls for the establishment of a military EU headquarters in the bloc’s de facto capital, Brussels.

According to the report, a common security policy would bring savings to the bloc’s member states, which altogether spends €190 billion annually to maintain 28 national armies, consisting of roughly 1.5 million service personnel.

The proposals to extend EU’s military capabilities come amid tensions between European countries and the US over the Ukrainian crisis. The Western governments accuse Russia of destabilizing Ukraine, an allegation which Moscow has repeatedly denied.

Meanwhile, NATO plans to expand its military presence in Eastern Europe amid the crisis in Ukraine and has held numerous war games over the past year. In 2014, NATO forces held some 200 military exercises, with the alliance’s General Secretary Jens Stoltenberg having promised that such drills would continue.

Moscow has repeatedly condemned NATO’s exercises and military buildup toward its borders.

3 NATIONAL NUCLEAR WAR LABORATORIES HAVE RUN AMOK, BLOCK DISARMAMENT, AND SHOULD BE SHUT DOWN, WATCHDOG SAYS

NEW YORK — The nation’s three privatized nuclear warhead laboratories are bloated, redundant, stand in the way of progress on real 21st century security issues, and should be shut down, a conference on peace and security here was told.

“These privatized labs have become a considerable racket” and this year will consume more than $4 billion for their nuclear weapons activities, said Greg Mello, Executive Director of the Los Alamos Study Group (LASG), of Albuquerque, N.M., which tracks their activities.

The laboratories are the Los Alamos National Laboratory (LANL) in Los Alamos, N.M., the Sandia National Laboratories (SNL) in Albuquerque, NM, and the Lawrence Livermore National Laboratory (LLNL) in Livermore, CA.

Civil society’s disarmament’s efforts since the demise of the Soviet Union “have all foundered in substantial part because they failed to realize the central importance of attenuating and then eliminating the political power of these laboratories,” Mello says.

The laboratories are pushing “an ambitious plan to replace all current warheads and (nuclear) bombs with redesigned models” that will actually make them more destructive, threatening further to destabilize our relationship with Russia, and with their new delivery systems will cost taxpayers over time more than an estimated one trillion dollars, Mello said.

In a talk Feb. 28th to the Helen Caldicott Foundation conference on “The Dynamics of Possible Nuclear Extinction” in the New York Academy of Medicine, Mello said the labs “are the primary institutions through which corporate prerogatives have replaced government decision-making in the nuclear weapons arena.”

“The labs were given sweeping new powers in 1996,” Mello recalled, and since 2006 all are fully privatized. “They now wield enormous policy power by a variety of means both crude and subtle, direct and indirect, and they do not hesitate to blackmail government whenever that power is threatened.”

Nuclear weapons should be banned, as dozens of countries are now considering, Mello said, “and the nuclear weapons laboratories should be closed entirely as part of such a ban.”

“After 25 years of close examination of the labs,” he continued, “we have finally concluded, and for the first time, that the labs have no unique role in disarmament, nonproliferation, verification, cleanup, intelligence, or in any other mission” that cannot be performed “more objectively, cheaper, and better” by other institutions. All government-led and civil society efforts at reform have failed.

Privatization deepened the conflict of interest at the labs, since now the three labs’ directors corporate officers have a legal responsibility to advise the Secretary of Energy and the President regarding the (nuclear) stockpile while also having a legal responsibility to bring in more business, Mello warned. “What’s more,” he pointed out, “The corporations are fully indemnified and protected from the consequences of their many failures, misuses of funds, violations of law, and accidents, and they have never paid a dime for any of these.”

“It is now critically important,” Mello concluded, “to dethrone the nuclear weapons laboratories now in public, in the executive branch, and in congressional eyes to prepare for disarmament – to expose the transgressive nature of nuclear weapons institutions right along with nuclear weapons themselves. If we don’t, we won’t be able to grapple with the real problems this country faces.”

In 2002, Prior to his current position, Mello was a Visiting Research Fellow at Princeton’s Program of Science and Global Security.

The conference at which Mello spoke comes at a time when tensions between Russia and the U.S. are escalating. “As the Cold War heats up again, the U.S. and Russia maintain over 1,000 weapons on hair-trigger alert to be launched with a press of a button,” says Dr. Caldicott, an Australian pediatrician who has become perhaps the most prominent opponent of nuclear war and nuclear power.

Report: Israel, Egypt security cooperation multiplied under Sisi

Security cooperation between Israel and the Egyptian regime has intensified under the rule of President Abdel Fatah Al-Sisi compared to the time when former President Hosni Mubarak was in power, an Israeli security official said.

The official noted that the Egyptian army’s growing strength does not concern Israel.

A security report said that although Al-Sisi ordered the transfer of army troops to the Libyan border, cooperation between Israel and the Egyptian regime in the “fight against terrorism” is very effective and useful and has strengthened in the past year.

“You could even say that it doubled dozens of times compared to the time when President Hosni Mubarak was in power. During Mubarak’s time, the regime officials lied to their Israeli counterparts promising to destroy Hamas tunnels and did nothing; but today, Egypt is determined to eliminate terrorism,” the report said.

“The Egyptian army’s only point of weakness is that it does not possess advanced technology such as those held by Israel and the United States, and this is a problem that needs time to be solved.”

The report noted that despite the fruitful cooperation with Egypt, Israel has reason to be wary of Egypt’s military growth. “Despite the feeling in Israel that it can rely on the ruling regime, there is lack of clarity about the army’s future policies in the light of the growing tension between Cairo and Washington and rapprochement with Russia, which could harm Israel,” it said.

Playing Chicken with Nuclear War

The United States and Russia still maintain vast nuclear arsenals of mutual assured destruction, putting the future of humanity in jeopardy every instant. But an unnerving nonchalance has settled over the American side which has become so casual about the risk of cataclysmic war that the West’s propaganda and passions now ignore Russian fears and sensitivities.

A swaggering goofiness has come to dominate how the United States reacts to Russia, with American politicians and journalists dashing off tweets and op-eds, rushing to judgment about the perfidy of Moscow’s leaders, blaming them for almost anything and everything.

These days, playing with nuclear fire is seen as a sign of seriousness and courage. Anyone who urges caution and suggests there might be two sides to the U.S.-Russia story is dismissed as a wimp or a stooge. A what-me-worry “group think” has taken hold across the U.S. ideological spectrum. Fretting about nuclear annihilation is so 1960s.

So, immediately after last Friday night’s murder of Russian opposition figure Boris Nemtsov, the West’s media began insinuating that Russian President Vladimir Putin was somehow responsible even though there was no evidence or logic connecting him to the shooting, just 100 meters from the Kremlin, probably the last place Russian authorities would pick for a hit.

But that didn’t stop the mainstream U.S. news media from casting blame on Putin. For instance, the New York Times published an op-ed by anti-Putin author Martha Gessen saying: “The scariest thing about the murder of Boris Nemtsov is that he himself did not scare anyone,” suggesting that his very irrelevance was part of a sinister political message.

Though no one outside the actual killers seems to know yet why Nemtsov was gunned down, Gessen took the case several steps further explaining how – while Putin probably didn’t finger Nemtsov for death – the Russian president was somehow still responsible. She wrote:

“In all likelihood no one in the Kremlin actually ordered the killing — and this is part of the reason Mr. Nemtsov’s murder marks the beginning of yet another new and frightening period in Russian history. The Kremlin has recently created a loose army of avengers who believe they are acting in the country’s best interests, without receiving any explicit instructions. Despite his lack of political clout, Mr. Nemtsov was a logical first target for this menacing force.”

So, rather than wait for actual evidence to emerge, the Times published Gessen’s conclusions and then let her spin off some even more speculative interpretations. Yet, basing speculation upon speculation is almost always a bad idea, assuming you care about fairness and accuracy.

Remember how after the Oklahoma City bombing in 1995, some terrorism “experts” not only jumped to the false conclusion that the attack was a case of Islamic terrorism but that Oklahoma was chosen to send a message to Americans that no part of the country was safe. But the terrorist turned out to be a white right-wing extremist lashing out at the federal government.

While surely hard-line Russian nationalists, who resented Nemtsov’s support for the U.S.-backed Ukrainian regime in Kiev, should be included on a list of early suspects, there are a number of other possibilities that investigators must also consider, including business enemies, jealous rivals and even adversaries within Russia’s splintered opposition – though that last one has become a target of particular ridicule in the West.

Yet, during my years at the Associated Press, one of my articles was about a CIA “psychological operations” manual which an agency contractor prepared for the Nicaraguan Contra rebels noting the value of assassinating someone on your own side to create a “martyr” for the cause. I’m in no way suggesting that such a motive was in play regarding Nemtsov’s slaying but it’s not as if this idea is entirely preposterous either.

My point is that even in this age of Twitter when everyone wants to broadcast his or her personal speculation about whodunit to every mystery, it would be wise for news organizations to resist the temptation. Surely, if parallel circumstances occurred inside the United States, such guess work would be rightly dismissed as “conspiracy theory.”

Nuclear Mischief

Plus, this latest rush to judgment isn’t about some relatively innocuous topic – like, say, how some footballs ended up under-inflated in an NFL game – this situation involves how the United States will deal with Russia, which possesses some 8,000 nuclear warheads — roughly the same size as the U.S. arsenal — while the two countries have around 1,800 missiles on high-alert, i.e., ready to launch at nearly a moment’s notice.

Over the weekend, I participated in a conference on nuclear dangers sponsored by the Helen Caldicott Foundation in New York City. On my Saturday afternoon panel was Seth Baum of the Global Catastrophic Risk Institute who offered a sobering look at how the percentage chances of a nuclear war – though perhaps low at any given moment – add up over time to quite likely if not inevitable. He made the additional observation that those doomsday odds rise at times of high tensions between the United States and Russia.

As Baum noted, at such crisis moments, the people responsible for the U.S. and Russian nuclear weapons are more likely to read a possible computer glitch or some other false alarm as a genuine launch and are thus more likely to push their own nuclear button.

In other words, it makes good sense to avoid a replay of the Cuban Missile Crisis in reverse by edging U.S. nuclear weapons up against Russia’s borders, especially when U.S. politicians and commentators are engaging in Cold War-style Russia-bashing. Baiting the Russian bear may seem like great fun to the tough-talking politicians in Washington or the editors of the New York Times and Washington Post but this hostile rhetoric could be taken more seriously in Moscow.

When I spoke to the nuclear conference, I noted how the U.S. media/political system had helped create just that sort of crisis in Ukraine, with every “important” person jumping in on the side of the Kiev coup-makers in February 2014 when they overthrew elected President Viktor Yanukovych.

Since then, nearly every detail of that conflict has been seen through the prism of “our side good/their side bad.” Facts that put “our side” in a negative light, such as the key role played by neo-Nazis and the Kiev regime’s brutal “anti-terrorism operation,” are downplayed or ignored.

Conversely, anything that makes the Ukrainians who are resisting Kiev’s authority look bad gets hyped and even invented, such as one New York Times’ lead story citing photos that supposedly proved Russian military involvement but quickly turned out to be fraudulent. At pivotal moments in the crisis, such as the Feb. 20, 2014 sniper fire that killed both police and protesters and the July 17, 2014 shoot-down of Malaysia Airlines Flight 17 killing 298 passengers and crew, the U.S. political/media establishment has immediately pinned the blame on Yanukovych, the ethnic Russian rebels who are resisting his ouster, or Putin. Then, when evidence emerged going in the opposite direction — toward “our side” — a studied silence followed, allowing the earlier propaganda to stay in place as part of the preferred storyline.

A Pedestrian Dispute

One of the points of my talk was that the Ukrainian crisis emerged from a fairly pedestrian dispute, i.e., plans for expanding economic ties with the European Union while not destroying the historic business relationship with Russia. In November 2013, Yanukovych backed away from signing an EU association agreement when experts in Kiev announced that it would blow a $160 billion hole in Ukraine’s economy. He asked for more time.

But Yanukovych’s decision disappointed many western Ukrainians who favored the EU agreement. Tens of thousands poured into Kiev’s Maidan square to protest. The demonstrations then were seized upon by far-right Ukrainian political forces who have long detested the country’s ethnic Russians in the east and began dispatching organized “sotins” of 100 fighters each to begin firebombing police and seizing government buildings.

As the violence grew worse, U.S. neoconservatives also saw an opportunity, including Sen. John McCain, R-Arizona, who told the protesters the United States was on their side, and Assistant Secretary of State for European Affairs Victoria Nuland, who passed out cookies to the protesters and plotted with U.S. Ambassador Geoffrey Pyatt on who would become the new leaders of Ukraine. Thus, a very manageable political problem in Ukraine was allowed to expand into a proxy war between nuclear-armed United States and Russia. Added to it were intense passions and extensive propaganda. In the West, the Ukraine crisis was presented as a morality play of people who “share our values” pitted against conniving Russians and their Hitler-like president Putin.

In Official Washington, anyone who dared suggest compromise was dismissed as a modern-day Neville Chamberlain practicing “appeasement.” Everyone “serious” was set on stopping Putin now by shipping sophisticated weapons to the Ukrainian government so it could do battle against “Russian aggression.”

The war fever was such that no one raised an eyebrow when Ukraine’s Deputy Foreign Minister Vadym Prystaiko told Canada’s CBC Radio last month that the West should no longer fear fighting nuclear-armed Russia and that Ukraine wanted arms for a “full-scale war” against Moscow.

“Everybody is afraid of fighting with a nuclear state. We are not anymore, in Ukraine,” Prystaiko said. “However dangerous it sounds, we have to stop [Putin] somehow. For the sake of the Russian nation as well, not just for the Ukrainians and Europe. … What we expect from the world is that the world will stiffen up in the spine a little.” [See Consortiumnews.com’s “Ready for Nuclear War over Ukraine?”]

Instead of condemning Prystaiko’s recklessness, more U.S. officials began lining up in support of sending lethal military hardware to Ukraine so it could fight Russia, including Director of National Intelligence James Clapper who said he favored the idea though it might provoke a “negative reaction” from Moscow.

Russian Regime Change

Even President Barack Obama and other U.S. leaders who have yet to publicly endorse arming the Kiev coup-makers enjoy boasting about how much pain they are inflicting on the Russian economy and its government. In effect, there is a U.S. strategy of making the Russian economy “scream,” a first step toward a larger neocon goal to achieve “regime change” in Moscow.

Another point I made in my talk on Saturday was how the neocons are good at drafting “regime change” plans that sound great when discussed at a think tank or outlined on an op-ed page but often fail to survive in the real world, such as their 2003 plan for a smooth transition in Iraq to replace Saddam Hussein with someone of their choosing – except that it didn’t work out that way.

Perhaps the greatest danger from the new neocon dream for “regime change” in Moscow is that whoever follows Putin might not be the pliable yes man that the neocons envision, but a fierce Russian nationalist who would suddenly have control of their nuclear launch codes and might decide that it’s time for the United States to make concessions or face annihilation.

Yet, what I find truly remarkable about the Ukraine crisis is that it was always relatively simple to resolve: Before the coup, Yanukovych agreed to reduced powers and early elections so he could be voted out of office. Then, either he or some new leadership could have crafted an economic arrangement that expanded ties to the EU while not severing them with Russia.

Even after the coup, the new regime could have negotiated a federalized system that granted more independence to the disenfranchised ethnic Russians of eastern Ukraine, rather than launch a brutal “anti-terrorist operation” against those resisting the new authorities. But Official Washington’s “group think” has been single-minded: only bellicose anti-Russian sentiments are permitted and no suggestions of accommodation are allowed.

Still, spending time this weekend with people like Helen Caldicott, an Australian who has committed much of her life to campaigning against nuclear weapons, reminded me that this devil-may-care attitude toward a showdown with Russia, which has gripped the U.S. political/media establishment, is not universal. Not everyone agrees with Official Washington’s nonchalance about playing a tough-guy game of nuclear chicken.

As part of the conference, Caldicott asked attendees to stay around for a late-afternoon showing of the 1959 movie, “On the Beach,” which tells the story of the last survivors from a nuclear war as they prepare to die when the radioactive cloud that has eliminated life everywhere else finally reaches Australia. A mystery in the movie is how the final war began, who started it and why – with the best guess being that some radar operator somewhere thought he saw something and someone reacted in haste.

Watching the movie reminded me that there was a time when Americans were serious about the existential threat from U.S.-Russian nuclear weapons, when there were films like “Dr. Strangelove,” “Fail Safe,” and “On the Beach.” Now, there’s a cavalier disinterest in those risks, a self-confidence that one can put his or her political or journalistic career first and just assume that some adult will step in before the worst happens.

Whether some adults show up to resolve the Ukraine crisis remains to be seen. It’s also unclear if U.S. pundits and pols can restrain themselves from more rushes to judgment, as in the case of Boris Nemtsov. But a first step might be for the New York Times and other “serious” news organizations to return to traditional standards of journalism and check out the facts before jumping to a conclusion.

Nuclear safety incidents soar 54% at UK’s Clyde sub base & arms depot

The number of “nuclear safety events” at Britain’s submarine base and warhead depot at the Clyde has drastically soared according to official records that showed 105 incidents in 2013-2014, compared to just 68 in the previous period.

Almost all of the incidents involved the reactors on Trident and other nuclear subs at the Faslane Naval Base, while six involved nuclear weapons stored at Coulport armaments depot.

Ministers were forced to disclose the information after a question in parliament by Angus Robertson from the Scottish National Party (SNP) who leads the party’s parliamentary group in Westminster.

Only 45 of the latest incidents were level C events, meaning there was a “moderate potential for future release or exposure, or localized release within a designated radiological controlled area.” The remaining 60 were classed as level D defined as “low potential for release – but may contribute towards an adverse trend producing latent conditions.” According to the records, the base has not recently suffered from any of the more serious Category A or B safety failures.

Overall in the past six years the Clyde naval base suffered nearly 400 “widespread” safety events, according to official records. Twelve of these cases were listed as “Category B” incidents meaning there was an “actual of high” risk of exposure to radiation or that there was a release of radiation which was contained within a submarine or a building.

Robertson, whose party wants the complete removal of nuclear weapons from Scotland, asked the MoD to explain what was being done to improve safety measures especially as construction work is underway for Faslane to house all of Britain’s nuclear submarines, some of which are currently in Devonport, Plymouth.

“A near doubling in the number of nuclear safety incidents within a year is totally unacceptable and needs urgent answers from the MoD. It’s important to note this doubling has occurred before expansion work at the base for more nuclear submarines is complete,” he said.

But the government maintained that the vigorous culture of reporting any incidents as well as putting them in the public domain ensured that there was never any threat to personal or the environment. The details of the incidents were not disclosed, but MoD insisted all of them were “minor issues,” such as incorrect labeling or not filing the correct form as required by standard procedures.

“This comprehensive, independent recording process allows Clyde to maintain a robust reporting culture, undertake learning from experience and to take early corrective action,” the UK Defence Minister, Philip Dunne, told MPs.

Ukraine Conscripts 800 Protesting Coal Miners from Western Region

The coal miners of Western Ukraine who threatened a large-scale rebellion due to the three- month delay of salaries are being inducted into the army.

800 rebellious miners received notices directly from military commissars who delivered them to the coal mines.

According to the deputy mayor of Novovolynsk, Eduard Savik, the notices were delivered to coal mines no. 1 and no. 9 in Novovolynsk, which the state is planning to close. That’s where the majority of rebellious miners is employed.

The miners blocked highways several times this winter to protest government policies which does not finance the mines, but instead wants to close them and is not even paying coal miners’ salaries.

Several hundred miners are planning to stage a protest in Kiev on March 3 to force the government to pay them.

“They are taking revenge for strikes—they decided to simply draft the rebels. Many of my comrades who were blocking highways and were preparing to picket the Ministry of Energy and the Cabinet of Ministers, received draft notices,” says Aleksey, a miner from Novovolynsk. “This is even worse than the 1990s. There was hunger, but there was no war. Now it’s total chaos.”

In recent weeks the Ebola epidemic in West Africa has slowed from a peak of more than 1,000 new cases per week to 99 confirmed cases during the week of February 22, according to the World Health Organization. For two countries who have taken diametrically opposed approaches to combating the disease, the stark difference in the results achieved over the last five months has become evident.

The United States, which sent about 2,800 military troops to the region in October, has announced an end to its relief mission. Most soldiers have already returned. Pentagon Press Secretary Rear Admiral John Kirby declared the mission a “success.” The criteria for this determination is unclear, as the troops did not treat a single patient, much less save a single life.

President Barack Obama proclaimed the American response to the crisis “an example of American leadership.” In the case of Ebola, as is the case “whenever and wherever a disaster or disease strikes,” according to Obama, “the world looks to us to lead.” The President claimed that the troops contributed not only by their own efforts, but by serving as a “force multiplier” that increased the ability of others to contribute. Apparently the U.S. forces also have the effect of divine inspiration.

This is an example of “American values,” Obama declares, which “matter to the world.” The “American leadership” is one more example of “what makes us exceptional,” according to Obama, as is the case “whether it’s recession, or war, or terrorism.”

Anything that Americans do is exemplary of these “values,” which by virtue of American supremacy are superior to those of people from any other nation.

When you look behind the President and the Pentagon’s rhetoric, it becomes more difficult to find concrete examples of success in the U.S. military mission to Africa. From the beginning, the capacity of American troops to make a difference in containing and eliminating a medical disease was questionable, to say the least.

In October, the Daily Beast reported that soldiers would receive only four hours of training in preparation for their deployment to Africa. That is half of a regular work day for people with no medical background. When they arrived, they did not exactly hit the ground running. “The first 500 soldiers to arrive have been holing up in Liberian hotels and government facilities while the military builds longer-term infrastructure on the ground,” wrote Tim Mak.

The DoD declared on its Web site that “the Defense Department made critical contributions to the fight against the Ebola virus disease outbreak in West Africa. Chief among these were the deployment of men and women in uniform to Monrovia, Liberia, as part of Operation United Assistance.” So, the chief contribution of the DoD was sending people in military uniforms to the site of the outbreak.

The DoD lists among its accomplishments training 1,539 health care workers & support staff (presumably non-technical and cursory); creating 10 Ebola treatment units (which you could count on your fingers); and construction of a 25-bed medical unit (for a country that has had 10,000 cases of Ebola).

USAID declares that “the United States has done more than any other country to help West Africa respond to the Ebola crisis.” Like the DoD, they are short on quantitative measurements for their assertions and long on abstractions. In vague business-speak, USAID says they “worked with UN and NGO partners,” “partnered with the U.S. military,” and “expanded the pipeline of medical equipment and critical supplies to the region.”

While the USAID personnel have clearly helped facilitate the delivery of equipment and supplies. this is far from proof that the U.S. has done more than any other country. By the end of April, all but 100 U.S. troops will have left West Africa, to continue what Obama called the “civilian response.” The transition to the civilian response seems as vague, and on a much smaller scale than the military response.

The U.S. response did involve many people and several hundred millions of dollars, which is, indeed, more than most countries contributed. But an examination of the facts shows that the U.S. played mostly a support role, involved in collaboration with other actors in the tangential aspects of the crisis. U.S. government employees were not directly involved in treating any patients. Their role was rather to help other health workers and officials on the front lines who actually did. To say this is an example of American leadership and exceptionalism seems like a vast embellishment.

The other country who has taken a very public role in the Ebola crisis is Cuba. Unlike the U.S., Cuba sent nearly 500 professional healthcare workers – doctors and nurses – to treat African patients who had contracted Ebola. These included doctors from the Henry Reeve Brigade, which has served over the last decade in response to the most high-profile disasters in the world, including in Haiti and Pakistan. In Haiti, the group was instrumental in detecting and treating cholera, which had been introduced by UN peace keepers. The disease sickened and killed thousands of Haitians.

Before being deployed to West Africa, all the Cuban doctors and nurses completed an “intense training” of a minimum of two weeks, where they “prepared in the form of treating patients without exposing themselves to the deadly virus,” according to CNN.

After Cuba announced its plan to mobilize what Cubans call the “army of white robes,” WHO Director-General Margaret Chan said that “human resources are clearly our most important need.”

“Money and materials are important, but those two things alone cannot stop Ebola virus transmission,” she said. “We need most especially compassionate doctors and nurses” to work under “very demanding conditions.”

Like their American counterparts, Cuban authorities also recently proclaimed success in fighting Ebola. They used a clear definition of what they meant.

“We have managed to save the lives of 260 people who were in a very very bad state, and through our treatment, they were cured and have gotten on with their lives,” said Jorge Delgado, head of the medical brigade, at a conference in Geneva on Foreign Medical Teams involved in fighting the Ebola crisis.

The work of the Henry Reeve Brigade was recognized by Norwegian Trade Unions who nominated the group for the Nobel Peace Prize “for saving lives and helping millions of suffering people around the world.”

The European Commission for humanitarian aid and crisis management last week also “recognized the role Cuba has played in fighting the Ebola epidemic.”

For more than 50 years, Cuba has carried out medical missions across the globe – beginning in Algeria after the revolution in 1961 and taking place in poor countries desperately needing medical care throughout Africa, Asia and Latin America. They have provided 1.2 billion consultations, 2.2 million births, 5 million operations and immunizations for 12 million children and pregnant women, according to Granma.

“In their direct fight against death, the human quality of the members of the Henry Reeve brigade is strengthened, and for those in need around the world, they represent welcome assistance,” writes Nuria Barbosa León.

The mission of the DoD is one of military involvement worldwide. As Nick Turse reports in TomDispatch, U.S. military activity on the African continent is growing at an astounding rate. The military “averages about one and a half missions a day. This represents a 217% increase in operations, programs, and exercises since the command was established in 2008,” Turse writes. He says the DoD is calling “Africa the battlefield of tomorrow, today.”

Turse writes that the U.S. military is quietly replicating its failed counterinsurgency strategy in Africa, under the guise of humanitarian activities. “If history is any guide, humanitarian efforts by AFRICOM (U.S. Africa Command) and Combined Joint Task Force-Horn of Africa will grow larger and ever more expensive, until they join the long list of projects that have become ‘monuments of U.S. failure’ around the world,” he writes.

There are some enlightening pieces of information listed by the DoD as part of the “transition to Operation Onward Liberty.” The DoD “will build partnership capacity with the Armed Forces of Liberia” and will “continue military to military engagement in ways that support Liberia’s growth toward enduring peace and security.”

It is unclear what role the U.S. military will help their Liberian counterparts play, unless peace and security is considered from the perspective of multinational corporations who have their eyes on large oil reserves, rather than the perspective of the local population.

In Liberia, as in most of Africa, Washington’s IMF and World Bank-imposed neoliberal policies have further savaged a continent devastated by 300 years of European colonialism. Any U.S. military involvement in Liberia and elsewhere is likely to reflect the economic goals of the U.S. government, which primarily consist of continuing the implementation of the Washington consensus.

The U.S. military, unsurprisingly, seems to be using the Ebola crisis as a pretext to expand its reach inside Africa, consistent with the pattern of the last seven years that Turse describes. The deployment of several thousand troops to West Africa can be understood as a P.R. stunt that is the public face of counterinsurgency.

U.S. troops are used as props. The idea is to associate them with humanitarianism, rather than death and destruction. But a true humanitarian mission would be conducted by civilian agencies and professionals who are trained and experienced specifically in medicine, construction and administration, not by soldiers trained to kill and pacify war zones.

Karen Greenberg, director of the Center on National Security at Fordham Law, warned last fall about the dangers of conceiving of a “war on terror template” in response to a disease such as Ebola.

“Countering Ebola will require a whole new set of protections and priorities, which should emerge from the medical and public health communities. The now sadly underfunded National Institutes of Health and other such organizations have been looking at possible pandemic situations for years,” Greenberg writes. “It is imperative that our officials heed the lessons of their research as they have failed to do many times over with their counterparts in public policy in the war on terror years.”

The approaches of the United States and Cuban governments to the Ebola epidemic are a study in contrasts. The goals that led to these policy choices are clear. And after nearly six months on the ground, the difference between a military and a technical assistance mission can easily be evaluated. The results speak for themselves.
