“Legal Imperialism” and International Law: Legal Foundations for War Crimes, Debt Collection and Colonization

By James Petras :: 12.03.2012

Introduction

By now we are familiar with imperial states using their military power to attack, destroy and occupy independent countries. Boatloads of important studies have documented how imperial countries have seized and pillaged the resources of mineral-rich and agriculturally productive countries, in consort with multi-national corporations.

Financial critics have provided abundant data on the ways in which imperial creditors have extracted onerous rents, royalties and debt payments from indebted countries and their taxpayers, workers, employees and productive sectors.

What has not been examined fully is the over-arching legal architecture which informs, justifies and facilitates imperial wars, pillage and debt collection.

The Centrality of Imperial Law

While force and violence, especially through overt and covert military intervention, have always been an essential part of empire-building, it does not operate in a legal vacuum: Judicial institutions, rulings and legal precedents precede, accompany and follow the process of empire building. The legality of imperial activity is based largely on the imperial state’s judicial system and its own legal experts. Their legal theories and opinions are always presented as over-ruling international law as well as the laws of the countries targeted for imperial intervention. Imperial law supersedes international law simply because imperial law is backed by brute force; it possesses imperial/colonial air, ground and naval armed forces to ensure the supremacy of imperial law. In contrast, international law lacks an effective enforcement mechanism. Moreover, international law, to the extent that it is effective, is applied only to the weaker powers and to regimes designated by the imperial powers as ‘violators’. The very judicial processes, including the appointment of judges and prosecutors who interpret international law, investigate international crime and arrest, sentence and punish ‘guilty’ parties are under to the influence of the reigning imperial powers. In other words, the application and jurisdiction of international law is selective and subject to constraints imposed by the configurations of imperial and national power. International law, at best, can provide a ‘moral’ judgment, a not insignificant basis for strengthening the political claims of countries, regimes and people seeking redress from imperial war crimes and economic pillage. To counter the claims and judgments pertaining to international law, especially in the area of the Geneva protocols such as war crimes and crimes against humanity, imperial legal experts, scholars and judges have elaborated a legal framework to justify or exempt imperial-state activity.

The Uses of Imperial Law

Empire-building throughout history is the result of conquest – the use or threat of superior military force. The US global empire is no exception. Where compliant rulers ‘invite’ or ‘submit’ to imperial domination, such acts of treason on the part of ‘puppet’ or ‘client’ rulers usually precipitate popular rebellions, which are then suppressed by joint imperial and collaborator armies. They cite imperial legal doctrine to justify their intervention to repress a subject people in revolt. While empires arose through the direct or indirect use of unbridled force, the maintenance and consolidation of empires requires a legal framework. Legal doctrines precede, accompany and follow the expansion and consolidation of empire for several reasons.

Legality is really an extension of imperial conquest by other means. A state of constant warfare raises the cost of imperial maintenance. Force, especially in imperial democracies undermines the sense of civic virtue, which the rulers and citizens claim to uphold. Maintaining ‘law and order’ in the conquered nations requires a legal system and doctrine to uphold imperial rule, giving the facade of legitimacy to the outside world, attracting collaborator classes and individuals and providing the basis for the recruitment of local military, judicial and police officials.

Imperial legal pronouncements, whether issued directly by executive, judicial, military or administrative bodies, are deemed the ‘supreme law of the universe’, superior to international law and protocols fashioned by non-imperial authorities and legal experts. This does not imply that imperial rulers totally discard international law: they just apply it selectively to their adversaries, especially against independent nations and rulers, in order to justify imperial intervention and aggression – Hence the ‘legal bases’ for dismantling Yugoslavia or invading Iraq and assassinating its rulers.

Legal rulings are issued by the imperial judiciary to force states to comply with the economic demands of multi-national corporations, banks, creditors and speculators, even after the local or national courts have ruled such claims unlawful. Imperial law protects and provides sanctuary and financial protection to convicted former collaborator-rulers charged with human rights crimes, pillage of public treasury and destruction of democratic institutions. Imperial judicial and administrative agencies selectively investigate, prosecute and levy severe fines and even jail sentences on banks, individuals and financial institutions of their competitor imperial countries, thereby strengthening the economic position of their own ‘national’ imperial firms.

Judicial officials are not only ‘instruments’ of closely related imperial political and economic powers; they also instrumentalize and, in some cases, override officials from other branches of their own imperial government and economic sectors. Judges, with ties to particular financial sectors, may rule in favor of one group of creditors thereby prejudicing others. In a recent ruling, a New York judge ruled in favor of the demands by minority creditors that the Argentine government make ‘full payment’ on long-standing national debt in, prejudicing already agreed upon payments to the majority of creditors who had negotiated an earlier debt-restructuring arrangement.

Imperial legal doctrine has played a central role in justifying and providing a basis for the exercise of international terrorism. Executives, such as US Presidents Bush and Obama, have been provided with the legal power to undertake cross-national ‘targeted’ assassinations of opponents using predator drones and ordering military intervention, in clear violation of international law and national sovereignty. Imperial law, above all else, ‘legalizes’ aggression and economic pillage and undermines the laws of targeted countries, creating lawlessness and chaos among its victims.

Imperial law and judicial rulings form the basis for imperial subjugation on the assumption that the world legal systems are multi-tiered: Imperial-centered legal systems supersede those of less powerful states. Within each ‘tier’ there are further refinements: Competing imperial legal systems adjudicate in favor of their partisan political and economic elites. Imperial clients who obey their imperial overlords are favored by imperial laws while imperial laws are applied against their adversaries.

Conclusion

Clearly in a world imperial system there can be no independent judicial bodies who abide by universally accepted legal codes. Each set of judicial authorities reflect and actively promote policies favoring and extending their imperial prerogatives. There are rare exceptions where a judge will rule against a particular imperial policy but over the long run imperial law guides judicial opinions

Imperial legal doctrines and judicial decisions set the groundwork for imperial wars and economic pillage. The empire’s legal experts redefine assassinations, coercion, torture and arbitrary arrests as compatible with the ‘constitutional order’ by claiming imminent and constant threats to the security of the imperial state.

Law is not simply part of the superstructure “reflecting” the power of economic or political institutions: it also guides and directs political and economic institutions committing material resources to implement imperial doctrines.

In this sense, imperial rulers are not ‘lawless’ as some liberal critics would argue; they function in accordance with ‘imperial jurisprudence’ and are faithful to the legal doctrines of empire building. It is pointless to argue that most imperial leaders trample on constitutional guarantees and international laws. If an imperial ruler pursued a “constitutional agenda” eroding imperial prerogatives or, even worse, applied international law to prosecute those carrying out brutal imperial policy, he would be quickly condemned for dereliction of duty and/or immoral behavior and impeached or overthrown.

Long Live The Resistance

610xulw

By Adam Akkad | Beyond Compromise | November 19, 2012

It is rather unfortunate that we Palestinians do not get to set the dynamics of our own resistance. Under the iron boot of occupation, siege and apartheid the means available to us are beyond limited and are, in fact, nonexistent. What is even more unfortunate is the constant humiliation, fear and never ending suffering my people have to endure under the oppressive and discriminatory hand of Zionism. This dynamic places us Palestinians in a tough position, between a rock and a hard place, if you will. How is it exactly that we resist this oppression? How can we compel our oppressor to grant us our freedom and bring about justice?

Behind this keyboard I am typing with and from the comfort of my apartment, it is easy for me to condemn violent resistance, as many so-called solidarity activists choose to do. When bullets and bombs are not whisking past your head threatening not only your life, but the lives of your loved ones, it is all too tempting to take this politically correct stance and avoid any possible friction with so-called comrades. This understanding is not only insufficient and unbecoming of true solidarity, it is intellectually disingenuous.

The dynamic of our resistance is set by our Zionist oppressor, which as it stands, comes from the position of power. Our resistance is defensive and reactionary. The effect, not the cause. In a situation where we find ourselves entirely helpless and defenseless, violent resistance becomes the only means of raising our voices and procuring any and all leverage we can to demand our rights and bring about justice. When the arrogance of the oppressor is shattered and replaced with insecurity, that is a success of the resistance. The point is to make our oppression risky for the oppressor. Without any risk, the oppressor has no reason to cease it’s oppression and actually begins to benefit from it. And as we’ve seen in Palestine, oppression then becomes the status quo.

It is important to consider the causes and effects of the rocket attacks of the Palestinian resistance. Do these attacks put civilians in danger? Yes. But pushing our thoughts a bit further we land upon the key question: Why are these rockets fired in the first place? The answer lies in the decades long horror story that is aptly referred to as the Nakba, or the Catastrophe. The Nakba is the story of the destruction of the Palestine and the Palestinian people; the ethnic cleansing, massacre, aggression and oppression of an entire people. The Nakba didn’t end in 1948 and Israel’s latest aggression on Gaza is a continuation of its diabolical desire to rid historic Palestine of its indigenous population. When we understand that the rockets are a response to Israeli oppression that didn’t start last Wednesday, but over 6 decades ago, it becomes abundantly clear that Israel is responsible for any danger its citizens face. If these civilians truly want to put an end to the danger they may potentially face, then I extend to them an invitation to join us in our struggle to end oppression for all. Help us bring justice to Palestine and let all human beings live with their dignity intact. Any danger these citizens face is a knee jerk reaction to the oppression and suffering their country not only perpetuates, but thrives off of.

It is entirely unnatural to expect anything but resistance, violent or otherwise, from the oppressed.

The Dark side of Medical Intelligence gathering

By Wayne Madsen | Press TV | November 27, 2012

Intelligence agencies routinely gather medical intelligence on the world’s political leaders. Officially, this information is used to ascertain the viability for continuation in office for leaders. However, there is a dark side to such intelligence collection.

Medical intelligence also contains data on the status of a leader’s immune system and his or her susceptibility to a number of diseases or other external health threats. Such information can be useful in devising “natural” assassination weapons, such as cancer, radiation poisoning, and food poisoning.

The collection of information on medical factors is known as “medical intelligence.” MEDINT, as it is also known, is defined by the US Department of Defense as “That category of intelligence resulting from collection, evaluation, analysis, and interpretation of foreign medical, bio-scientific, and environmental information that is of interest to strategic planning and to military medical planning and operations for the conservation of the fighting strength of friendly forces and the formation of assessments of foreign medical capabilities in both military and civilian sectors.”

Intelligence agencies take MEDINT one step further. The Central Intelligence Agency and Israel’s Mossad, in particular, use MEDINT to analyze the medical conditions of foreign leaders, as well as their treatment regimen and schedules, to determine the best methods for administering toxic doses of medicines, pathogens, or other deadly agents to cause death, in other words, medical assassination.

Eight years after his death, the body of Palestinian President Yasser Arafat is to be exhumed. After researchers at a Swiss institute discovered high levels of radioactive polonium on Arafat’s clothes and other personal effects and a French court ordered an inquiry into Arafat’s death, an autopsy will be conducted on Arafat’s body. Arafat fell seriously ill while being held as a virtual hostage by the Israelis at his Ramallah, Palestine headquarters. Arafat was flown to a hospital in Paris and died a month later in November 2004. Mossad is believed by many to have carried out a “medical assassination” of Arafat.

At the same time that Arafat’s exhumation and autopsy was scheduled, Turkish investigators discovered high levels of DDT, strychnine, and polonium in the body of Turkish President Turgut Ozal.

Ozal died suddenly from a heart attack in 1993 but the new information from a recent autopsy suggests he may have been assassinated through poisoning. Ozal’s widow said her late husband died after drinking a glass of lemonade. Ozal made enemies of the Turkish military and its secret “deep state” network known as “Ergenekon.” Ozal was also an opponent of George H. W. Bush’s “Desert Storm” invasion of Iraq and he made enemies inside the CIA as well as in Mossad.

Two other leaders, known for their nationalist policies, may have also fallen victim to CIA medical assassins. Indonesian President Ahmed Sukarno, confined to house arrest after his overthrow in 1965 in a CIA coup, died in 1970. There is evidence that the CIA may have altered Sukarno’s kidney medication. Sukarno was confined to Bogor Palace and his level of medical treatment was dictated by the Suharto regime and their CIA interlocutors. After falling seriously ill, Sukarno died in the Jakarta Army Hospital.

After Egyptian President Gamal Abdel Nasser’s sudden death from what was believed to be a heart attack in 1970, there were reports that he may have been poisoned. An aide to Nasser, who was close to Vice President Anwar Sadat, reportedly hid from forensic examiners nail clippings and hair samples taken from the body of Nasser for later testing. Upon becoming Egyptian president, Sadat reversed many of Nasser’s policies, including ejecting Soviet military advisers, opening relations with Israel, and steering Egypt into the Western camp.

In 1961, the CIA station in Leopoldville, Congo tried to poison nationalist Prime Minister Patrice Lumumba. Eventually, Lumumba was killed by a Belgian mercenary firing squad in the employment of the CIA. There were also many attempts by the CIA to poison Cuban President Fidel Castro. In 1976, the former leftist president of Brazil, Joao Goulart, died from a sudden heart attack in exile in Uruguay. A former Uruguayan intelligence agent later revealed that Goulart’s heart medication pills were altered in order to have a “contrary effect.” The Goulart family’s cook in Uruguay was later discovered to be a Brazilian intelligence agent with links to the CIA. Goulart was ousted in a 1964 CIA-led coup.

After cases of cancer began to affect several Latin American progressive leaders, Venezuelan President Hugo Chavez, himself battling cancer, suggested the CIA had dusted off its old medical assassination program. The day following Argentine President Cristina Fernandez de Kirchner’s announcement that she was being treated for thyroid cancer, Chavez stated, “Would it be so strange that they’ve [the Americans] invented the technology to spread cancer and we won’t know about it for 50 years?” Cancer also plagued Paraguay’s President Fernando Lugo (later ousted in a CIA-backed coup), former Brazilian President Luiz Inácio Lula da Silva, and Brazilian incumbent President Dilma Rousseff.

To Bolivian President Evo Morales and Ecuadorian leader Rafael Correa, Chavez had a dire warning, “Evo, take care of yourself. Correa, be careful. We just don’t know.” After the revelations about the deaths of Arafat and Ozal, Chavez has every right to be concerned.

Not black-and-white: The chess game behind the recent Gaza-Israel war

RT | November 30, 2012

The recent hostilities between the Gaza Strip and Israel have to be viewed in context of a broader geopolitical chessboard. The events in Gaza are tied to Syria and the US’s regional maneuvers against Iran and its regional alliance system.

Syria has been compromised as a conduit for weapons to Gaza, because of its domestic instability. Israel has capitalized on this politically and militarily. Benjamin Netanyahu has not only tried to secure his own election victory in the Knesset through an attack on Gaza, but has used the US-sponsored instability in Syria as an opportunity to try and target the arms stockpiles of the Palestinians.

Netanyahu calculated that Gaza will not be able to rearm itself while Syria and its allies are distracted. The bombing of the Yarmouk arms factory in Sudan, which Israel says was owned by the Iranian Revolutionary Guard, was probably part of this plan and a prelude to Israel’s attack on Gaza.

In this chess game, sit the so-called “Moderates”— a misleading label jointly utilized by Messrs George W. Bush Jr. and Tony Blair to whitewash their regional cabal of tyrants and backward regimes — alongside the Obama Administration and NATO. These so-called Moderates include the desert dictators of the feudal Gulf Cooperation Council (GCC), Jordan, Mahmoud Abbas, and Turkey. In 2011, the ranks of the Moderates were augmented by the NATO-installed government of Libya and the GCC/NATO-supported anti-government militias that were unleashed in Syria.

On the other side of the chessboard defiantly sits the Resistance Bloc composed of Iran, Syria, Hezbollah (and Hezbollah’s partners in Lebanon, like Amal and the Free Patriotic Movement), the so-called Palestinian Rejectionists, and increasingly Iraq. The Muslim Brotherhood, which has emerged as a new regional force, is being increasingly prodded into the Moderate camp by the US and the GCC in an attempt to ultimately play the sectarian card against the Resistance Bloc.

Stark contrasts between Gaza and Syria

Israel’s attack on Gaza was a litmus test. All those voices continuously pushing for America’s McJihad against the Syrian government in the name of freedom vanished from their podiums or suddenly went silent when Israel attacked Gaza. Al Jazeera’s tele-preacher Yusuf Al-Qaradawi and Saudi Arabia’s dictator-selected Grand Mufti Abdul Aziz went silent. Adnan Al-Arour — the Saudi-based exiled kooky Syrian cleric who, as one of the spiritual heads of the Syrian anti-government forces, has threatened to punish anyone that says that Al-Qaeda is among their ranks — even berated Hamas and the Palestinians for fighting Israel.

The fighting in Gaza really placed them in a fix. Here we see the contradictions in their “Arab Spring.” We now see who really pays lip service to Palestinian liberation and who does not. Moreover, the foreign supporters of the Syrian National Coalition, a rehash of the Syrian National Council, are ironically all supporters of Israel.

This is why mentioning the support that Iran, Syria, and Hezbollah have provided for Gaza has become a taboo among the supporters of the anti-government forces in Syria. All they can say is that any acknowledgment of the support that Tehran, Damascus, and Hezbollah have provided to Gaza is an attempt to sanitize “Bashar Al-Assad and his supporters.”

Iran, Syria, and Hezbollah helped the Palestinians in Gaza

The Iranian Fijr-5 symbolically ingrains Tehran’s support for Palestine. Despite the fact that Israel and Gaza are by far not equal, it was predominately Iranian arms and technology that changed the balance of power. Tehran has been the main ally and supporter of the Palestinian resistance. The US, Israel, Hezbollah, Hamas, the Palestinian Islamic Jihad, and Iran itself have all acknowledged this in different ways.

The Palestinian Islamic Jihad, which is unapologetically pro-Iranian, has openly stated that everything Gaza used in the fight against Israel, from its bullets to missiles, has been generously provided by Tehran. It was even reported during the fighting that Hezbollah, using a special unit dedicated to arming the Palestinians, resupplied the Gaza Strip with some of its own long-range missiles.

This has all taken place while the cads in Saudi Arabia, Qatar, and Turkey have instead armed the Syrian anti-government militias. Egypt and Jordan continue to be major partners in preventing Iranian arms from reaching the Palestinians.

Palestinian fighters have also been trained in Lebanon, Syria, and Iran. Ironically, the anti-government forces in Syria are also targeting members of the Palestinian Liberation Army in Syria.

The support that the Resistance Bloc has given the Palestinians puts those actors, like Turkey and Qatar, opposed to the Syrian government in a real predicament. These so-called Sunni states were embarrassed; not only did they fail to help a predominately Sunni population, but their insincerity was exposed. This is why there is an active effort to deny the support that Iran and its allies have provided for Gaza.

De-linking Hamas from Resistance Bloc to start a Muslim Civil War

As a back story to all this, the Israeli attack on Gaza and the Moderate’s wooing of Hamas is more than just about neutralizing Gaza. Hamas leaders are being tempted to choose between the Moderate and Resistance camps and increasingly between governing or active resistance to the Israeli occupation. Through this, some form of accommodation to the US and Israel is being sought from Hamas. The aims are to de-link the Palestinians, particularly Hamas, from the Resistance Bloc in order to portray Iran and its allies as a Shiite alliance bent on dominating the Sunnis.

If you are foolish enough to fall prey to it, welcome to the unfolding “American fitna” (schism) that aims to ignite a regional Muslim civil war between the Shiites and Sunnis. The Obama administration is trying to construct and line up a Sunni axis against the region’s Shiite Muslims.

It is a classic strategy of divide and conquer that envisions America and Israel dominating the region as the Muslims are incapacitated by their bloodletting. The Shia are systematically being vilified courtesy of the new media war: Iran, Hezbollah, Bashar Al-Assad (an Alawi who is increasingly labeled a Shiite for the benefit of this project), and Nouri Maliki’s administration in Iraq are being portrayed as the new oppressors of the Sunnis. In their place Turkey, with its virtually stillborn neo-Ottomanism foreign policy, and Egypt under the Muslim Brotherhood are being presented as the champions of the Sunnis. Never mind that Egypt’s Mohamed Morsi has continued the blockade of Gaza for Israel or that Turkey’s Erdogan lost his voice for a while when Israel began bombing Gaza.

The US is trying to use Egypt’s Muslim Brotherhood to control Hamas, because it was Cairo that established a ceasefire between Israel and Gaza. While Iran offers military technology, logistical support, and finance the Egyptians are being presented as Gaza’s ticket to establishing some form of normality and the GCC as alternative funding. This is why Qatar’s Emir Al-Thani visited Gaza to tempt Hamas with his declining supply of petro-dollars.

Shiite and Sunni divisions are political constructs

Inside Hamas there are internal differences over this. While Damascus, Tehran, and Hezbollah desired some form of public acknowledgment about their vital assistance to Hamas and the Palestinians, Hamas officials were careful about their statements. When Khaled Meshaal thanked Egypt, Qatar, and Tunisia during an important press conference, he narrowly mentioned Iran.

Meshaal’s politicking was not lost on Hezbollah Secretary-General Hassan Nasrallah, who responded hours later by rhetorically asking who supplied and painstakingly transferred the Fajr-5 missiles into Gaza? Nasrallah asked people to look past Gaza’s fair-weather friends, like the Qataris and Saudis who think they can buy their ways into the grace of the Palestinians, but to look at Gaza’s tested friends who allowed Gaza to stand on its own two feet. Then the Lebanese leader reaffirmed the ongoing support of the Resistance Bloc for the Palestinian people.

Despite its politburo’s position on Syria, Hamas is still a part of the Resistance Bloc. There is a new format now. If Greece and Turkey were at odds with one another as two NATO allies, then Hamas can have its differences with Syria and still be allied with the Resistance Bloc against Israel.

The divide in the Middle East is not a sectarian one between Shiites and Sunnis, but fundamentally political. The alliance of the predominately Sunni Muslim Palestinian resistance movements and the Free Patriotic Movement, Lebanon’s largest Christian political party, with predominately Shiite Muslim Iran and Hezbollah should defuse such a perception that the US and its allies are trying to cultivate.

Argo and the Iranian savage – A film review

By Sarah Gillespie | November 27th, 2012

It is a rather curious time for Hollywood to launch a blockbuster movie based on the worst US-Iranian diplomatic fallout in history. Currently Iran is threatened with attack from the West almost on a daily basis, and sanctions have devastated the rial, plunging millions into poverty for the crime of (allegedly) developing the same weapons that Iran’s agitators enjoy without reprisal. Meanwhile, in the fantasy emporiums of high street cinemas, millions of moviegoers across the world are invited to imagine the opposite scenario, a tale in which the innocent Western subject is faced with extinction at the whim of an Iranian aggressor.

Ben Affleck’s Argo is a nail-biting thriller based on the incredible true story of the CIA operation that rescued 6 American diplomats from the turmoil of a revolutionary Iran. Conspicuously, the film barely touches on the central humiliating debacle of the Iranian hostage crisis in which 52 Americans were held for 15 months and 8 American servicemen were killed during a fiasco of a ‘rescue mission’, commonly blamed for costing Carter the 1980 election. Instead, the narrative depicts a parallel, minor side-story of an America that duped the Persians with lashings of moral superiority and Machiavellian cunning. Indeed, an uninitiated Western audience would almost certainly leave the cinema with the firm impression that the Iranian hostage crisis was one of the most triumphant episodes of US history – instead of one of the most embarrassing.

Ben Affleck’s film goes out of its way to deflect the kind of criticism I offer here. He begins the movie with a quick narrated round-up of Iran’s pre-revolutionary history, including a confession of the CIA-MI5 coup that replaced the democratically elected Mosaddegh with the universally despised Shar. In one scene, an Iranian mocks our heroic CIA protagonist with dialogue straight out of Edward Said’s Orientalism, accusing the American of seeking “snake charmers and flying carpets”.

Affleck is clearly well-versed in standard post-colonial discourse. His film delivers its main points with a disingenuous candour that enables the audience to feel superior without feeling like a supremacist. But the pseudo Western self-criticism is undercut by the fact that, aside from one traitor, there is not one single Iranian who is remotely likeable in the entire film. The Iranians in Argo are essentially a screaming, braying mass of hysterical mobs. They bang on cars, smash buildings, exploit children, torch flags and torment innocent people. They are scary, suspicious, and innately violent.

Most harrowing of all, their streets are peppered with cranes hung with the corpses of collaborators. For the audience, it is almost impossible to root for any character that acquiesces in such a harrowing spectacle. And yet, for some reason, the fact that the American Ronnie Lee Gardner was executed by firing squad in the state of Utah in 2010 never made it into a Hollywood movie. Gardner’s death wouldn’t seem too pretty in HD surround-sound either. In short, Argo ultimately reinforces the binary opposition of a civilized West and a savage Iran. We hear a lot of Farsi in the movie, but only when Farsi is spoken by a Western character is the dialogue given subtitles. Farsi spoken by Iranian characters in the film is merely incomprehensible noise. Here the film accurately mirrors our contemporary reality, in which we inflict our discourse on Iranians, but are incapable of listening to theirs.

We all know that in Hollywood, narratives are applauded for their appeal, not their accuracy. Fictional reconstructions of past events do not claim to ask questions about history. What they do provide are parables loaded with collective wishes, hopes, fears and unarticulated anxieties. In this movie (and in real life) the Americans escape Iran by pretending to be a Canadian film crew with a real, bona fide Jewish Hollywood producer, LA studio backing, reviews in the Californian press, posters, merchandise and a genuine commissioned script about alien invaders taking over the planet. It is this movie within a movie that makes Argo a complex example of the power of fiction, to not only tell a story, but also to shape reality. Both espionage and film making rely on telling complicated lies that people need, not necessary to believe in, but to suspend our disbelief. As such, Argo provides a respite from America’s encroaching anxiety surrounding its own impotence at a time when it was locked in conflict with an enemy it failed to conquer in the past. It retells the tale of the worst fiasco in US/Iranian history as if the West had triumphed. But the West didn’t triumph then, and it may not triumph now. The film implores us to differentiate between what we know and what we believe. It tells us that if we all invest in the myth of Western omnipotence the West might prevail. Let’s see if it works.

How Britain covered up a brutal Kenya massacre

By Will Stone | Morning Star | November 30, 2012

Never before seen files on Britain’s cruel colonial grip on Kenya have revealed a desperate attempt to cover up the massacre of unarmed prisoners during the Mau Mau uprising.

Eleven prisoners at the Hola detention camp were brutally clubbed to death and dozens more injured by prison wardens on March 3 1959 after they refused to work.

One of three elderly Kenyans, who last month won a High Court ruling to sue the British government for damages over torture, claims he was beaten unconscious during the incident.

Despite the overwhelming evidence nobody has ever been prosecuted.

Shockingly, the previously secret documents show that British colonial officials refused to identify individuals involved and attempted to blame the deaths on the prisoners “drinking too much water.”

The prison camp was one of many built during the uprising in which suspected rebels were detained by British colonial forces, often in dire conditions.

Shortly before the Hola deaths, a plan had been drawn up by colonial authorities allowing prison staff to use force to make detainees work if they refused, the Foreign Office files released by the National Archives show.

Prison officer Walter Coutts told the inquest into the Hola deaths that the detainees either “willed themselves to death or had died because they drank too much water.”

But a colonial official’s assistant, Kenyan Johannes Ezekiel, said he saw camp commandant Michael Sullivan moving between groups of prison warders, and could “see perfectly well what was going on.”

Mr Ezekiel’s comments were discounted by attorney-general Eric Griffith-Jones, who was in charge of criminal prosecutions, as he was “strongly suspected” to have links with Kenyan nationalist opposition politician Tom Mboya.

After post-mortem examinations revealed the deaths were caused by violence, the commissioner of prisons, who authorised the plan to use force, claimed that he had warned there were risks.

To make matters worse the attorney-general caused uproar in Britain after announcing that no charges could be brought against any individuals.

He said in a secret letter to the Kenyan chief secretary: “No evidence was available to establish whether any, and, if so, what, injuries had been inflicted by the beating in question or on whom.”

The Hola deaths signalled the beginning of the end of Britain’s clampdown on the Mau Mau uprising as colonial authorities began to close prison camps around Kenya in the following years.

Kenya declared independence from Britain just over four years after the Hola deaths, on December 12 1963.

Separate government files, also released for the first time today, show that colonial officials in Cyprus had considered producing adventure comic books and running an essay competition in the 1950s as part of a propaganda bid to stop youngsters rebelling against British rule.

Cyprus won independence from Britain in 1960.

Fake AP Graph Exposes Israeli Fraud and IAEA Credulity

That Associated Press story displaying a graph alleged to be part of an Iranian computer simulation of a nuclear explosion — likely leaked by Israel with the intention of reinforcing the media narrative of covert Iranian work on nuclear weapons – raises serious questions about the International Atomic Energy Association’s (IAEA) claim that it has credible evidence of such modeling work by Iran.

The graph of the relationship between energy and power shown in the AP story has now been revealed to contain absurdly large errors indicating its fraudulence.

Those revelations indicate, in turn, that the IAEA based its publication of detailed allegations of nuclear weapons-related Iranian computer modeling on evidence that should have been rejected as having no credibility.

Former senior IAEA inspector Robert Kelley, who has challenged the accuracy of IAEA reporting on Iran, told Lobe Log in an e-mail that “It’s clear the graph has nothing to do with a nuclear bomb.”

“The pretty, symmetrical bell shaped curve at the bottom is not typical of a nuclear explosion but of some more idealized natural phenomena or mathematical equation,” he said. “Clearly it is a student example of how to perform integrals to which someone has attached some meaningless numbers.”

Nuclear physicists Yousaf Butt and Ferenc Dalnoki-Veress also pointed out that the graph depicted by AP is not only so rudimentary and crude that it could have been done by an undergraduate student, but is based on a fundamental error of mind-numbing proportions.

The graph shown in the AP story plots two curves, one of energy versus time, the other of power output versus time. But Butt and Dalnoki-Veress noted that the two curves are inconsistent. The peak level of power shown in the graph, they said, is nearly a million times too high.

After a quick look at the graph, the head of the Department of Physics and Astronomy at Cal State Sacramento, Dr. Hossein Partovi, observed, “[T]he total energy is more than four orders of magnitude (forty thousand times) smaller than the total integrated power that it must equal!” Essentially, the mismatch between the level of total energy and total power on the graph is “more than four orders of magnitude”, which Partovi explained means that the level of energy is 40,000 times too small in relation to the level of power.

One alert reader of the account of the debunking of the graph at the Mondoweiss blog cited further evidence supporting Kelley’s observation that the graph shown by AP was based on an another graph that had nothing to do with nuclear explosions.

The reader noted that the notation “kT” shown after “energy” on the right hand scale of the graph does not stand for “kilotons” as Jahn suggested, but “Boltzmann constant” (k) multiplied by temperature (T). The unit of tons, on the other hand, is always abbreviated with a lower case “t”, he pointed out, so kilotons would be denoted as “kt”.

The reader also stated that the “kT” product is used in physics as a scaling factor for energy values in molecular-scale systems, such as a microsecond laser pulse.

The evidence thus suggests that someone took a graph related to an entirely different problem and made changes to show a computer simulation of a 50 kiloton explosion. The dotted line on the graph leads the eye directly to the number 50 on the right-hand energy scale, which would lead most viewers to believe that it is the result of modeling a 50 kiloton nuclear explosion.

The graph was obviously not done by a real Iranian scientist — much less someone working in a top secret nuclear weapons research program — but by an amateur trying to simulate a graph that would be viewed, at least by non-specialists, as something a scientist might have drawn.

Although AP reporter George Jahn wrote that officials who provided the diagram did so “only on condition that they and their country not be named”, the country behind the graph is not much of a mystery.

Blogger Richard Silverstein has reported that a “highly-placed Israeli source” told him the diagram “was stolen by the Mossad from an Iranian computer” using one of the various malware programs deployed against Iran.

Whether one chooses to rely on Silverstein’s reporting or not, it is clear that the graph is part of a longer stream of suspicious documents supposedly obtained by Israeli intelligence from inside Iran’s nuclear program and then given to the IAEA over the past few years.

Former IAEA Secretary General Mohammed ElBaradei refers in his memoirs to documents provided by Israel in 2009 “purportedly showing that Iran had continued with nuclear weapons studies until at least 2007.” ElBaradei adds that the Agency’s “technical experts” had “raised numerous questions about the documents’ authenticity”, and suggested that US intelligence “did not buy the “evidence” put forward by Israel” in its 2007 National Intelligence Estimate.

Jahn’s story indicates that this and similar graphs were the basis for the IAEA’s publishing charges by two unnamed states that Iran had done computer modeling that the agency said could only have been about nuclear weapons.

Jahn cites a “senior diplomat who is considered neutral on the issue” as confirming that the graph accompanying his story was one of “a series of Iranian computer-generated models provided to the IAEA by the intelligences services of member nations.”

Those “computer generated models” were discussed in the November 2011 report, which referred to “[i]nformation provided to the Agency by two Member States relating to modelling [sic] studies alleged to have been conducted in 2008 and 2009 by Iran….”  The unnamed member states were alleging that the Iranian studies “involved the modelling [sic] of spherical geometries, consisting of components of the core of an HEU nuclear device subjected to shock compression, for their neutronic behaviour at high density, and a determination of the subsequent nuclear explosive yield.”

Nothing in that description of the alleged modeling is documented by the type of graph shown by the AP story.

The IAEA report concludes by saying, “The information also identifies models said to have been used in those studies and the results of these calculations, which the Agency has seen.”

In other words, the only evidence that the IAEA had actually seen was the graphs of the alleged computer modeling, of which the graph shown in the AP story is alleged to be an example. But the fact that data on that graph has been credibly shown to be off by four orders of magnitude suggests that the Israeli claim of Iranian computer modeling of “components of the core of an HEU nuclear device subjected to shock compression” was completely fabricated.

Former IAEA Inspector Kelley also told Lobe Log that “We can only hope that the claim that the IAEA has relied on this crude hoax is false. Otherwise their credibility has been shattered.”

Reining in Obama and His Drones

By Ralph Nader | November 30, 2012

Barack Obama, former president of the Harvard Law Review and a constitutional law lecturer, should go back and review his coursework. He seems to have declined to comport his presidency to the rule of law.

Let’s focus here on his major expansion of drone warfare in defiance of international law, statutory law and the Constitution. Obama’s drones roam over multiple nations of Asia and Africa and target suspects, both known and unknown, whom the president, in his unbridled discretion, wants to evaporate for the cause of national security.

More than 2,500 people have been killed by Obama’s drones, many of them civilians and bystanders, including American citizens, irrespective of the absence of any “imminent threat” to the United States.

As Justin Elliott of ProPublica wrote: “Under Obama…only 13 percent (of those killed) could be considered militant leaders – either of the Pakistani Taliban, the Afghan Taliban, or Al Qaeda.” The remaining fatalities, apart from many innocent civilians, including children, were people oppressed by their own harsh regimes or dominated by U.S. occupation of their country. Aside from human rights and the laws of war, this distinction between civilian and combatant matters because it shows that Obama’s drones are becoming what Elliott calls “a counterinsurgency air force” for our collaborative regimes.

The “kill lists”  are the work of Obama and his advisors, led by John O. Brennan, and come straight from the White House, according to The New York Times.  Apparently, the president spends a good deal of time being prosecutor, judge, jury, executioner and concealer. But he does so quietly; this is no dramatic “thumbs-down” emperor.

Mr. Brennan spoke at Harvard Law School about a year ago and told a remarkably blasé audience that what he and the president were doing was perfectly legal under the law of self-defense. Self-defense that is defined, of course, by the president.

It appears from recent statements on The Daily Show that President Obama does not share the certitude boldly displayed by Mr. Brennan. On October 18, President Obama told John Stewart, and his audience, that “one of the things we’ve got to do is put a legal architecture in place, and we need Congressional help in order to do that, to make sure that not only am I reined in but any president is reined in terms of some of the decisions that we’re making.”

So in the absence of “a legal architecture” of accountability, do presidents knock off whomever they want to target (along with bystanders or family members), whether or not the targeted person is actually plotting an attack against the United States? It seems that way, in spite of what is already in place legally, called the Constitution, separation of powers and due process of law. What more legal architecture does Mr. Obama need?

Obviously what he wants is a self-contained, permanent “Office of Presidential Predator Drone Assassinations” in the White House, to use, author, scholar and litigator Bruce Fein’s nomenclature. According to The New York Times, President Obama wants “ explicit rules for targeted killing…. So that a new president would inherit clear standards and procedures.” Mr. Fein notes that “clear standards and procedures without accountability to the judiciary, Congress, or the American people” undermine the rule of law and our democracy.

Indeed, the whole deliberation process inside the Obama administration has been kept secret, a continuing process of morbid over-classification that even today contains secret internal legal opinions on targeted killings. The government refuses even to acknowledge that a drone air force operates over Pakistan – a fact that everybody knows including the hundreds of injured and displaced Pakistanis. This drone air force uses, what The New York Times called, “signature strikes against groups of suspected, unknown militants.”

Predictably, these strikes are constantly terrorizing thousands of families who fear a strike anytime day or night, and are causing a blow-back that is expanding the number of Al Qaeda sympathizers and affiliates from Pakistan to Yemen. “Signature strikes,” according to the Times, “have prompted the greatest conflict inside the Obama administration.” Former CIA director under George W. Bush, Michael V. Hayden has publicly questioned whether the expansion in the use of drones is counterproductive and creating more enemies and the desire for more revenge against the U.S.

Critics point out how many times in the past that departments and agencies have put forth misleading or false intelligence, from the Vietnam War to the arguments for invading Iraq, or have missed what they should have predicted such as the fall of the Soviet Union. This legacy of errors and duplicity should restrain presidents who execute, by ordering drone operators to push buttons that target people thousands of miles away, based on secret, so-called intelligence.

Mr. Obama wants, in Mr. Fein’s view, to have “his secret and unaccountable predator drone assassinations become permanent fixtures of the nation’s national security complex.” Were Obama to remember his constitutional law, such actions would have to be constitutionally authorized by Congress and subject to judicial review.

With his Attorney General Eric Holder maintaining that there is sufficient due process entirely inside the Executive Branch and without Congressional oversight or judicial review, don’t bet on anything more than a more secret, violent, imperial presidency that shreds the Constitution’s separation of powers and checks and balances.

And don’t bet that other countries of similar invasive bent won’t remember this green-light on illegal unilateralism when they catch up with our drone capabilities.

Islamophobia and the Politics of Empire

Book review by RON JACOBS | CounterPunch | November 30, 2012

In the machinations of Empire, religious and ethnic differences are often used to justify wars and repression. Historical examples abound. Animosity between nations’ ruling elites are framed in religious terms to rile up the populace and convince them the antagonisms between rulers over land and money are actually between the common people over religion. From there, the antagonism disintegrates into hatred and then war. Despite the conclusion of many religious adherents and teachers that all religions are merely different paths to the same godhead, people continue to cave into the fears propagated by other clerics and institutions that only their religion is the one true one. All others, therefore, are false and their followers are infidels. Once the flames of religious hatred are lit, it becomes very difficult to extinguish them. History has proven this over and over again.

Most recently, the world has seen this manipulation of faith take place against Muslims. This is not the first time Islam has been the focus of hate. Various Christian faiths have considered it a demonic religion over the centuries, from the Catholic Church to the small sect run by Terry Jones in Florida in the US. It was Islam, after all, that bore the brunt of the Catholic Crusades in the middle ages. It was also the Catholic Church that ravaged the lands of Spain during the Reconquista; and it was the Catholic Church that forced Jews and Muslims alike to renounce their faith or face death during that same period.

Like most prejudices that the ruling classes and their politicians stir up for their own ends, much religious hatred is based on ignorance and misunderstanding. This is certainly the case when it comes to Islam and its perception among many Christian churches. Despite the fact (or perhaps because of it) that Christianity, Judaism and Islam are all derived from the legacy of Abraham, the level of ignorance about this among believers is astounding. Indeed, it would leave one to think that perhaps that ignorance was intentional.

This is one of the points argued in Deepa Kumar’s latest title, Islamophobia and the Politics of Empire. Kumar traces the history of anti-Islamic imagery in the Christian west: its equation of the religion with Satan and sorcery, mysterious sexual practices and perversions. From this beginning, Kumar draws a line to the development of Orientalist scholarship and its use by colonialist nations to justify their domination and exploitation of what they termed “the Muslim World.” Orientalism is best described by the author of the best book on the subject, Edward Said. “Orientalism,” he wrote, “is a style of thought based upon ontological and epistemological distinction made between “the Orient” and (most of the time) “the Occident Thus a very large mass of writers, among who are poet, novelists, philosophers, political theorists, economists, and imperial administrators, have accepted the basic distinction between East and West as the starting point for elaborate accounts concerning the Orient, its people, customs, “mind,” destiny, and so on. . . . The phenomenon of Orientalism as I study it here deals principally, not with a correspondence between Orientalism and Orient, but with the internal consistency of Orientalism and its ideas about the Orient . . despite or beyond any correspondence, or lack thereof, with a “real” Orient.”

In other words, Orientalism is a framework developed by the West to define the non-European part of the world that emphasizes the differences between these two artifices. It often has little to do with the reality of life and thought in the non-European world and is a methodology used to justify the occupation of those lands, the subjugation of their peoples, and the use of whatever means it takes to do so. In addition, it ignores essential facts that do not fit its framework that assumes the superiority of the West. Kumar discusses five myths Orientalism bases itself on and, in doing so, effectively dismantles those myths. While reading this particular chapter it felt like I was reading any number of news articles from the past fifty years explaining how Washington’s enemies were less civilized, less worldly than Americans. Medievalist, sexist, less value placed on human life, incapable of democracy or rational thought; the rationales for opposing Islam are not much different than those given for slaughtering over a million Vietnamese. Kumar looks at these phenomena historically and provides a perspective rarely if ever considered by most Western commentators.

Much of Islamophobia and the Politics of Empire is an examination of the relationship between the ruling elites in Washington DC and the various elements of Islam, especially during the last twenty or thirty years. The text takes a look at Washington’s relationships with state and non-state entities. This includes Washington’s self-serving support of the Saud family in Saudi Arabia to the CIA coup in Iran that led to the tyranny of the Shah; from the arming of the Afghan mujahedin against the Soviet army to the endless war on the Afghan people and its expansion into Pakistan via armed drones. Kumar explains the economic, political and military reasons for the skullduggery and death waged in Americans’ name in countries Kumar terms “Muslim majority.” She never lets the reader forget that underlying the entire Islamophobia project is the desire for hegemonic control of the world by Washington.

After exploring the reasons for and the results of the Islamophobic project in the Empire’s outposts, Kumar turns her eye inward to the United States. She chronicles the legal attacks on mosques and Islamic social service foundations under the guise of their “support” of terrorism and discusses the growth of anti-Muslim and anti-Arab sentiment stirred up by various right wing and Zionist individuals. Citing the example of the so-called “Ground Zero” mosque, she exposes the politics of the individuals and organizations behind the campaign to prevent the building of that structure. Although many readers identify Islamophobia with Zionists, the neocons and their Christian fundamentalist supporters (Kumar spends a fair amount of tine elucidating on this), the book makes it clear that this phobia is not limited to that particular mindset. In fact, Kumar labels the liberal version of this phobia and the policies it informs “liberal Islamophobia.” This latter incarnation is one that pretends to understand Islam, while simultaneously accepting many of the same myths about the religion maintained by the aforementioned groups.

There’s a lot in this book. Deepa Kumar takes a subject that is often intentionally misconstrued and brings a clarity that incorporates the multiple facets involved. Politics and religion are notoriously dangerous bedfellows, yet they have tended to define human history for as long as there has been such a thing. This phenomenon has only become truer as history moves on. While other books may explain the religion of Islam and its relationship to Christianity better, Islamophobia and the Politics of Empire stands alone in its exploration of the relationship between western imperialism and the Muslim-majority world, especially as regards recent history. If recent events in the Middle East and other Muslim majority regions are an indicator, this relationship may be on the verge of a substantial change. This makes reading and understanding Kumar’s text even more essential.

Brazilian megaproject in Mozambique set to displace millions of peasants

Brasil de Fato | 29 November 2012

The Brazilian government and private sector are collaborating with Japan to push a large-scale agribusiness project in Northern Mozambique. The project, called ProSavana, will make 14 million hectares of land available to Brazilian agribusiness companies for the production of soybeans, maize and other commodity crops that will be exported by Japanese multinationals. This area of Mozambique, known as the Nacala Corridor, is home to millions of farming families who are at risk of losing their lands in the process.

The Nacala Corridor stretches along a rail line that runs from the port of Nacala, in Nampula Province, into the two northern districts of Zambézia Province and ends in Lichinga, in Niassa Province. It is the most densely populated region of the country. With its fertile soils and its consistent and generous rainfall, millions of small farmers work these lands to produce food for their families and for local and regional markets.

But now ProSavana proposes to make these same lands available to Japanese and Brazilian companies to establish large industrial farms and produce low cost commodity crops for export. Through ProSavana, they intend to transform the Nacala Corridor into an African version of the Brazilian cerrado, where savannah lands were converted to vast soybean and sugar cane plantations.

Large numbers of Brazilian investors have already been surveying lands in northern Mozambique under the ProSavana project. They are being offered massive areas of land on a long-term lease basis for about US$1/ha per year.

GV Agro, a subsidiary of Brazil’s Fundação Getulio Vargas directed by the former minister of agriculture, Roberto Rodriguez, is coordinating the Brazilian investors.

Charles Hefner of GV Agro dismisses the idea that the project will displace Mozambican peasants. He says ProSavana is targeting “abandoned areas” where “there is no agriculture being practiced”.

“Mozambique has a tremendous area available for agriculture,” says Hefner.  “There is room for mega projects of 30-40,000 ha without major social impacts.”

But land surveys by Mozambique’s national research institute clearly show that nearly all the agricultural land in the area is being used by local communities.

“It is not true that there is abandoned land in the Nacala Corridor,” says Jacinto Mafalacusser, a researcher at the Instituto de Investigação Agrária de Moçambique (IIAM).

Peasants in the area also say there is no room for large-scale farms. On October 11, 2012, local leaders from the National Peasants’ Union (UNAC) met in Nampula City to discuss ProSavana. In a declaration from the meeting, the local UNAC leaders say they “are extremely concerned that ProSavana requires millions of hectares of land along the Nacala Corridor, when the local reality shows that such vast areas of land are not available and are currently used by peasants practicing shifting cultivation.”

The declaration condemns “any initiative which aims to resettle communities and expropriate the land of peasants to give way to mega farming projects for monocrop production”, as well as “the arrival of masses of Brazilian farmers seeking to establish agribusinesses that will transform Mozambican peasant farmers into their employees and rural labourers.”

This was the first time the peasant leaders from the areas affected by the ProSavana project had met to discuss it, and for many, it was the first time that they had received any information about what is involved.

“The government invited us to participate in a couple of meetings, but all we were presented was a power point presentation, with no chance to raise questions,” says Gregorio A. Abudo, the President of the União Provincial das Cooperativas de Nampula. “We want transparency. We want to know the details.”

The governments of Mozambique, Brazil and Japan are now ploughing ahead behind closed doors with a Master Plan for the ProSavana project that they intend to finalise by July 2013. Japan will be funding the construction of infrastructure in the  Nacala Corridor while a representative of the Brazilian Cooperation Agency (ABC) says that GV Agro has secured “lots and lots of money” for a fund that it is managing that will invest in large-scale farms in the area. The ABC representative also says there is a second fund of similar size being managed by others who he would not name. Brazil’s national research institute, Embrapa, is building up the capacities of the national research stations in Nampula and Lichinga and bringing in varieties of soybeans, maize and cotton from Brazil to test their adaptability to conditions in the Nacala Corridor.

UNAC says ProSavana is the result of a top-down policy that does not take into consideration the demands, dreams and basic concerns of peasants. UNAC warns that the project will generate landlessness, social upheaval, poverty, corruption and environmental destruction.

For UNAC, if there is to be investment in the Nacala Corridor, or in Mozambique in general, it must be made in developing peasant farming and the peasant economy. This is the only kind of farming capable of creating dignified and lasting livelihoods, of stemming rural exodus, and of producing high-quality foods in sufficient quantities for the entire Mozambican nation.

Obama regime pledges more support for Israel’s Iron Dome

mbadakhsh20121130105056003

Press TV – November 30, 2012

The US defense chief has vowed to continue enhancing the Israeli regime’s so-called Iron Dome missile shield which proved ineffective in face of Palestinians’ retaliatory rocket in the recent war on the Gaza Strip.

In a Pentagon press conference with his Israeli counterpart Ehud Barak on Thursday, American Defense Secretary Leon Panetta, however, praised the system, adding, “Today, I assured the minister (Barak) that our strong commitment to Iron Dome will continue into the future.”

Despite Panetta’s repeated insistence during the press event about Iron Dome’s “success rate,” some American experts have questioned such claims by top US and Israeli officials, pointing to many Hamas-launched missiles that made it through the system, mounting intense pressure on the regime’s authorities to quickly agree to a ceasefire.

“We will obviously continue to work together to seek additional funding to enable Israel to boost Iron Dome’s capacity further and to help prevent the kind of escalation and violence that we’ve seen,” Panetta emphasized.

He added, according to the report, that the US granted USD70 million in fiscal year 2012 to fund the system, in addition to another USD205 million previously given to the Tel Aviv regime to develop the shield.

Barak, meanwhile, expressed his gratitude over the American pledge of total support while further insisting that “the needs are much larger than what we have right now, and we are determined to complete the system, besides the operational offensive capacities of the Israeli armed forces.”

Also at the event, Panetta pinned the Defense Department’s Medal for Distinguished Public Service on Barak, who declared on Monday that he plans to quit politics following national elections planned by the Israeli regime in January 2013.
