Brzezinski: Saudi Arabia, Qatar, their western allies orchestrated Syria crisis

The former US national security adviser says the ongoing crisis in Syria has been orchestrated by Saudi Arabia, Qatar, and their western allies.

“In late 2011 there are outbreaks in Syria produced by a drought and abetted by two well-known autocracies in the Middle East: Qatar and Saudi Arabia,” Zbigniew Brzezinski said in an interview with The National Interest on June 24.

He added that US President Barack Obama also supported the unrest in Syria and suddenly announced that President Bashar al-Assad “has to go — without, apparently, any real preparation for making that happen.”

“Then in the spring of 2012, the election year here, the CIA under General Petraeus, according to The New York Times of March 24th of this year, a very revealing article, mounts a large-scale effort to assist the Qataris and the Saudis and link them somehow with the Turks in that effort,” said Brzezinski, who was former White House national security adviser under Jimmy Carter and now a counselor and trustee at the Center for Strategic and International Studies and a senior research professor at the School of Advanced International Studies at Johns Hopkins University.

Criticizing the Obama administration’s policies regarding Syria, he questioned, “Was this a strategic position? Why did we all of a sudden decide that Syria had to be destabilized and its government overthrown? Had it ever been explained to the American people? Then in the latter part of 2012, especially after the elections, the tide of conflict turns somewhat against the rebels. And it becomes clear that not all of those rebels are all that ‘democratic.’ And so the whole policy begins to be reconsidered.”

“I think these things need to be clarified so that one can have a more insightful understanding of what exactly US policy was aiming at,” Brzezinski added.

He also called on US officials to push much more urgently to draw in China, Russia and other regional powers to reach some kind of peaceful end to the Syrian crisis.

“I think if we tackle the issue alone with the Russians, which I think has to be done because they’re involved partially, and if we do it relying primarily on the former colonial powers in the region-France and Great Britain, who are really hated in the region-the chances of success are not as high as if we do engage in it, somehow, with China, India and Japan, which have a stake in a more stable Middle East,” Brzezinski said.

Brzezinski also warned again any US-led military intervention in Syria or arming the militants fighting government forces there.

“I’m afraid that we’re headed toward an ineffective American intervention, which is even worse. There are circumstances in which intervention is not the best but also not the worst of all outcomes. But what you are talking about means increasing our aid to the least effective of the forces opposing Assad. So at best, it’s simply damaging to our credibility. At worst, it hastens the victory of groups that are much more hostile to us than Assad ever was. I still do not understand why — and that refers to my first answer — why we concluded somewhere back in 2011 or 2012 — an election year, incidentally that Assad should go.”

Foreign-sponsored militancy in Syria, which erupted in March 2011, has claimed the lives of many people, including large numbers of Syrian soldiers and security personnel.

The New York Times said in a recent report the CIA was cooperating with Turkey and a number of other regional governments to supply arms to militants fighting the government in Syria.

The report comes as the US has repeatedly voiced concern over weapons falling into the hands of al-Qaeda-linked terrorist groups.

Al-Nusra Front was named a terrorist organization by Washington last December, even though it has been fighting with the US-backed so-called Free Syrian Army in its battle against Damascus.

Heilbrunn: Are we, in fact, witnessing a delayed chain reaction? The dream of the neoconservatives, when they entered Iraq, was to create a domino effect in the Middle East, in which we would topple one regime after the other. Is this, in fact, a macabre realization of that aspiration?

Brzezinski: True, that might be the case. They hope that in a sense Syria would redeem what happened originally in Iraq. But I think what we have to bear in mind is that in this particular case the regional situation as a whole is more volatile than it was when they invaded Iraq, and perhaps their views are also infected by the notion, shared by some Israeli right-wingers, that Israel’s strategic prospects are best served if all of its adjoining neighbors are destabilized. I happen to think that is a long-term formula for disaster for Israel, because its byproduct, if it happens, is the elimination of American influence in the region, with Israel left ultimately on its own. I don’t think that’s good for Israel, and, to me, more importantly, because I look at the problems from the vantage point of American national interest, it’s not very good for us.

What will Obama do?

President Obama’s actions are unlikely to stray outside the parameters the Israel lobby is willing to accept. But there is a growing movement that is challenging the lobby’s stronghold on U.S. politics.

Whenever a US president begins a term of office many people round the world are curious about what policies he may pursue on Israel-Palestine. They wonder if he will once again call on Israel to reduce its settlement activities as almost every president has done at least once.

Will he condemn Israeli aggression, or only Palestinian rockets? Will he push a “peace process” in which virtually all the American mediators are Israel partisans[1] or will a few non-Zionists be permitted to play a role?

As Barack Obama began his second term as president, these questions came up again. But these are the wrong questions. Instead, to predict what he will do, one only needs to ask what the Israel lobby is likely to require.

The president won’t always do what the lobby demands – on rare occasions he may deviate a bit from its dictates– but a large percentage of the time he will dutifully do what the lobbyists command.

In other words, in order accurately to analyse American policies in the Middle East, to predict how they will change or not and to develop effective ways to revamp them in the directions that are so urgently needed for humanitarian relief and real peace, it is essential to understand the decisive role the Israel lobby plays in the United States.

Presidents and politicians from both major parties have long been extremely aware of this lobby. It may greatly improve or impede their chances of winning an election, of passing legislation, of receiving positive press coverage, of, quite simply, going on to bigger and better things.

Through the years the lobby for Israel has been a decisive factor in the defeat of Republicans Paul Findley, Pete McCloskey (at one time a Presidential contender) and Charles Percy (another Presidential contender) and Democrats Adlai Stevenson, William Fulbright, Earl Hilliard, Cynthia McKinney and quite likely many more.[2]

Politicians from both parties attend the annual convention of its major lobbying arm, the American Israel Public Affairs Committee (AIPAC) and pledge their loyalty to this foreign country. President Barack Obama, whose early and major backing came from members of the Israel lobby[3], gave his first post-nomination speech at the AIPAC convention.

Yet, despite the lobby’s inordinate power, most Americans are only minimally aware of it. For decades surveys have shown that the large majority of Americans don’t wish to take sides on Israel-Palestine, a reflection of a public that is uninformed about how much of our tax money goes to Israel and how decisively our government is, indeed, taking a side.

This widespread lack of awareness about the role of the Israel lobby in determining American policies is particularly startling given that the movement on behalf of Israel has been active in the United States for over 100 years and that it played a significant role in Israel’s creation.[4]

By the 1920s it was able successfully to promote its policies over those recommended by the US State Department; by the 1940s it had added Pentagon policies to those it could overrule and both presidential candidates Harry Truman and Thomas Dewey were currying its favour[5]; by 1967 it was able to push its cover story on Israel’s lethal attack on the US naval ship Liberty over opposition by high ranking admirals, the director of the CIA and the Secretary of State[6]; and by 1977 the head of AIPAC could state with accuracy: “We have never lost on a major issue.”[7]

Half a century ago the Senate Foreign Relations Committee investigating lobbying activities found an illicit cycle in which the Israel lobby succeeded in procuring money for Israel, some of this was then secretly funneled back into these groups, which then used this money to lobby for still more American tax dollars to Israel.

The hearings concluded that Israel operated “one of the most effective networks of foreign influence” in the United States.[8] Yet, since the media reported on this so little, most Americans are unaware of these extremely grave findings.

The term “Israel lobby” fails to do justice to the extraordinary scope and composition of this special interest group.  Below is a small sampling of the American organisations that work on behalf of Israel. Virtually all have multi-million dollar budgets; a few have endowments in the hundreds of million dollars and most of them are funded by tax-deductible donations:

  • The American Israel Public Affairs Committee (AIPAC): $100 million endowment, [9] $60 million annual revenues.[10]
  • The American Israel Education Foundation (AIEF): $26 million annual revenues.[11]
  • The Washington Institute for Near East Policy (WINEP): $23.5 million net assets. $9.4 million annual revenues.
  • Anti-Defamation League (ADL): $115 million net assets,[12] $60 million annual revenues.[13]
  • International Fellowship of Christians and Jews (aka Stand for Israel): $100 million annual revenues.[14]
  • The Israel Project: $11 million annual budget.[15]
  • Friends of the Israeli Defense Forces (FIDF): $80 million net assets,[16] $60 million annual revenues.[17]
  • Hadassah (Women’s Zionist Organization of America): $400 million net assets, $100 million annual revenues.
  • The Jim Joseph Foundation: $837 million net assets.[20]
  • The Avi Chai Foundation: $615 million total assets.[21]
  • Jewish Federations: $3 billion annual revenues.[22]
  • Jewish Community Relations Councils, in cities all over U.S.: Boston annual revenues $2.5 million; Louisville annual revenues $7-10 million; Detroit $734,000, New York $4.5 million, etc.[23]
  • Hillel: Over $26 million.[24]
  • JINSA Jewish Institute for National Security Affairs: $3 million annual revenues.
  • Center for Security Policy: $4 million annual revenues.[25]
  • Foreign Policy Initiative (PNAC 2.0): $1.5 million annual revenues.[26]
  • MEMRI Middle East Media Research Institute: $5.2 million.[27]
  • Birthright: $55 million.[28]
  • David Project: $4.4 million.[29]
  • CAMERA Committee for Accuracy in Middle East Reporting in America: $3.5 million.[30]

In addition to these nonprofit organisations, there are dozens of political action committees (PACs) that donate to political candidates on the basis of their positions on Israel. Most of these disguise their purpose by using such deceptive names as “Northern Californians for Good Government,” “National Action Committee,” “American Principles,” etc.

While other issue-based PACs almost always announce their focus publicly[31], in 2012 only two of the pro-Israel PACs made any reference to Israel in their names.[32] While US media frequently discuss the gun rights lobby, the largely uncovered pro-Israel PACs gave almost twice as much money to candidates – and the donations went to both parties.[33]

In addition, there are numerous individuals who play an extremely important role in the Israel lobbying effort. Two examples are political campaign mega-donors Haim Saban and Sheldon Adelson. Saban donated $12.3 million to the Democratic Party in 2002 alone and has contributed millions more to pro-Israel organisations.

Adelson, a billionaire casino magnate, set a new record in political donations by giving $70 million in the 2012 elections, nearly triple the previous highest amount. He also funds such pro-Israel organisations as Birthright Israel which takes thousands of young Jewish Americans on recruiting visits to Israel.

In other cases, it is individuals with a different kind of power – the power to affect which information reaches the American public and which does not. One example is Eric Weider, whose Weider History Group publishes eleven history magazines in the United States, the largest history magazine publisher in America (and, according to its website, the world).[34]

Given this reality, President Obama’s actions are unlikely to stray outside the parameters the Israel lobby is willing to accept. While the media are making a great deal over the very mild apology Israel made to Turkey for having murdered nine of its citizens, crediting Obama with this alleged break-through, none of the news reports seem to mention that Israel has largely failed to apologise to the US for the death of 19-year-old dual American Turkish citizen, Furgan Dogan, who was killed with five bullets, one to his face at point blank range.[35]

It is also relevant to note that an AIPAC-drafted letter signed by 76 out of 100 Senators  was sent to President Obama on the eve of his visit to Israel in March.[36]

Congressional actions can also be expected to remain within what the Israel lobby directs, though here, too, there may be rare occasions where the lobby seems to have lost – such as the confirmation of Chuck Hagel for Secretary of Defence.

However, the alleged triumph that some pro-Palestinian writers are proclaiming for Hagel’s appointment is a bit overblown. Before he was allowed to take his position, he was made to grovel humiliatingly before his Congressional interrogators, retract acceptable statements he had made earlier in his life and all but swear devotion to Israel (like all top government officials seemingly must do).

This degrading spectacle surely made it clear to Hagel that he better watch his step in the future and made it even clearer to ambitious Americans of all ages that they must be extremely careful about any statements they make about Israel and its lobby if they are to achieve their political ambitions.

Despite the power of the lobby, however, the situation is not as bleak as the above may suggest. There is a highly diverse movement in the US that opposes this lobby and it is steadily growing.

The Left, which for decades was largely silent on Israeli abuses of human rights, has finally become active on the issue. Similarly, both traditional conservatives and libertarians frequently oppose aid to Israel and this opposition is becoming more outspoken. While this stance is often motivated by fiscal considerations, in many cases it is also fuelled by outrage at Israeli cruelty and by genuine empathy with Palestinians.

The money being mobilised on this side is only a small fraction of the other and some of the groups within this movement could arguably be considered simply a more reasonable and compassionate arm of the Israel lobby in that their advocacy is often framed according to what “is good for Israel” while failing to address the inherent injustice of an ethnic state imposed on a multicultural region.

Nevertheless, there is no doubt that the opposition to current US policies is growing increasingly important. The tide may not yet have turned but it is certainly in the slowing phase that must come first.

To use another oft-quoted and particularly apt metaphor, lobbies thrive in the dark. More and more people in the US and elsewhere are shining light on this one, steadily reducing its power.

While there are numerous deeply significant issues, an increasing number of individuals are deciding to focus on this one, the core issue of the Middle East and the cause of war after war, including the current “war on terror” and demonisation of Muslims.

To use the framing posed by journalist Glenn Greenwald, an expanding number of people are refusing to prioritise domestic issues over the killing of Arab and Muslim children on the other side of the world.

Therefore, despite the enormous power of the Israel lobby in the US, this growing movement is quite likely to overcome the obstacles confronting it and to join history’s other successful movements against oppression.

The main question is how long this will take, and how many more massacres, and possibly wars, will occur in the interim.

What We Have Learned From Afghanistan

Last week the Taliban opened an office in Doha, Qatar with the US government’s blessing. They raised the Taliban flag at the opening ceremony and referred to Afghanistan as the “Islamic Emirate of Afghanistan”—the name they used when they were in charge before the US attack in 2001.

The US had meant for the Taliban office in Doha to be only a venue for a new round of talks on an end to the war in Afghanistan. The Taliban opening looked very much like a government in exile. The Karzai government was annoyed that the US and the Taliban had scheduled talks without even notifying Kabul. Karzai’s government felt as irrelevant to negotiations on post-war Afghanistan as they soon will be on the ground. It seemed strangely like Paris in 1968, where the US met with North Vietnamese representatives to negotiate a way out of that war, which claimed nearly 60,000 Americans and many times that number of Vietnamese lives.

For years many of us had argued the need to get out of Afghanistan. To end the fighting, the dying, the destruction, the nation-building. To end the foolish fantasy that we were building a Western-style democracy there. We cannot leave, we were told for all those years. If we leave Afghanistan now, the Taliban will come back! Well guess what, after 12 years, trillions of dollars, more than 2,200 Americans killed, and perhaps more than 50,000 dead Afghan civilians and fighters, the Taliban is coming back anyway!

The long US war in Afghanistan never made any sense in the first place. The Taliban did not attack the US on 9/11. The Authorization for the use of force that we passed after the attacks of 9/11 said nothing about a decade-long occupation of Afghanistan. But unfortunately two US presidents have taken it to mean that they could make war anywhere at any time they please. Congress, as usual, did nothing to rein in the president, although several Members tried to repeal the authorization.

Afghanistan brought the Soviet Union to its knees. We learned nothing from it.

We left Iraq after a decade of fighting and the country is in far worse shape than when we attacked in 2003. After trillions of dollars wasted and tens of thousands of lives lost, Iraq is a devastated, desperate, and violent place with a presence of al Qaeda. No one in his right mind speaks of a US victory in Iraq these days. We learned nothing from it.

We are leaving Afghanistan after 12 years with nothing to show for it but trillions of dollars wasted and thousands of lives lost. Afghanistan is a devastated country with a weak, puppet government—and now we negotiate with those very people we fought for those 12 years, who are preparing to return to power! Still we learn nothing.

Instead of learning from these disasters brought about by the interventionists and their failed foreign policy, the president is now telling us that we have to go into Syria!

US Army Col. Harry Summers told a story about a meeting he had with a North Vietnamese colonel named Tu while he visiting Hanoi in 1975. At the meeting, Col. Summers told Tu, “You know, you never defeated us on the battlefield.” Tu paused for a moment, then replied, “That may be so. But it is also irrelevant.”

Sadly, that is the story of our foreign policy. We have attacked at least five countries since 9/11. We have launched drones against many more. We have deposed several dictators and destroyed several foreign armies. But, looking around at what has been achieved, it is clear: it is all irrelevant.

Iran ready to halt 20% uranium enrichment, West must reciprocate – Lavrov

Iran has confirmed it is prepared to halt its enrichment of 20-percent uranium, Russian Foreign Minister Sergey Lavrov said, urging Western nations to end their sanctions against Tehran.

“For the first time in many years, there are encouraging signs in the process of settlement of the situation with the Iranian nuclear program,” he said in the interview to Kuwait’s KUNA news agency, that was published on Russian Foreign Ministry’s website.

“Without going into details, the Iranians confirm the most important [point]: Their readiness to stop 20 percent uranium enrichment at its current levels,” Lavrov said.“This could become a breakthrough agreement, significantly alleviating existing problems, including concerns about the possibility of advanced uranium enrichment to a weapons-grade level.”

Such a move “implies significant reciprocal steps by the Six,” the minister added, referring to the group of world powers seeking to peacefully resolve the issue of Iran’s nuclear program.

“The international community must adequately respond to the constructive progress made by Iran, including gradual suspension and lifting of sanctions, both unilateral and those introduced by the UN Security Council. It would be a shame not to take advantage of this opportunity,” Lavrov concluded.

News of Iran’s possible concessions over its nuclear program comports with promises made by Iranian President-elect Hassan Rowhani, who vowed to make the program more transparent.

Still, the moderate cleric stressed on Monday that Tehran would not consider halting the country’s uranium enrichment activities entirely. Rowhani insisted that Iran’s nuclear activities are “within the framework of law,” and dubbed the international sanctions “baseless.”

Despite numerous accusations by Israel and the US that it is secretly conducting military nuclear research, Iran has maintained that its nuclear program is only for civilian purposes.

At his first media conference since winning the presidential elections, Rowhani – who previously headed Iran’s delegation during nuclear talks with the six world powers – said that Tehran’s nuclear activities “are already transparent,” but “the only way to end the sanctions is to increase the transparency and trust” between Iran and the international community.

Washington has been expecting changes in Iran’s hardline stance on the nuclear issue following the country’s presidential elections. White House Chief of Staff Denis McDonough said Sunday on ‘Face the Nation’ that Washington is ready to work with the new administration in Tehran, “If he lives up to his obligations under the UN Security Council resolution to come clean on this illicit nuclear program.”

But Israeli Prime Minister Benjamin Netanyahu remained unconvinced: “The international community must not become caught up in wishes and be tempted to relax the pressure on Iran to stop its nuclear program,” he said.

President-elect Rowhani will assume office in August. He believes that he can heal the “old wound” of troubled US-Iran relations if Washington stops interfering in Tehran’s internal affairs and permanently ends its “bullying” practices towards Iran.

What Should be Expected From President Rowhani?

On June 15, 2013, Hassan Rowhani became Iran’s president-elect and raised expectations about the outcome of future meetings between Iran and the five permanent members of the UN Security Council plus Germany, collectively known as the P5+1. From 2003 to 2005 Rowhani headed a team that negotiated Iran’s nuclear program with France, Britain, and Germany (EU3). In these negotiations the EU3 made every effort to stop Iran’s enrichment activities. The result was the November 2004 Paris Agreement, which asked Iran to suspend all enrichment-related and reprocessing activities voluntarily and temporarily in exchange for some vague and, for all practical purposes, undeliverable economic promises. In what appeared to be a kind of “good-cop, bad-cop arrangement”—where the Europeans and Americans were working together but playing different roles—the US gave this agreement guarded approval.

By 2005 there were reports that the US might support EU negotiations with Iran and accept the so-called carrot and stick approach. Even though this was no more than the bad cop joining the good cop, Israel and its lobby groups expressed opposition to any shift in US policy and waged a campaign against it. In Iran, too, there was opposition to the Paris Agreement, especially after the US gave the agreement its tacit blessing. The opposition became stronger with the election of Mahmoud Ahmadinejad as President of Iran, and Rowhani was removed as the head of the negotiating team. After protesting that the Paris Agreement was turning a voluntary and temporary halt in uranium enrichment activities into a permanent freeze and that the EU had not kept its part of the bargain, Iran ended the agreement.

In 2006, the US, Russia and China joined the talks between Iran and the EU3. The group became known as the P5+1. Ever since, the meetings between Iran and the P5+1 have continued on and off, but have produced no tangible results. The question is can Rowhani change the equation, reach an agreement with the P5+1, and mitigate the sanctions imposed on Iran.

As stated earlier, the P5+1 consists of the US, France, Britain, Germany, Russia and China. However, through proxies, there is also another power present at the meetings between Iran and the P5+1, i.e., Israel. Indeed, Israel is such a powerful factor that after every meeting between Iran and the P5+1, the US representative to the meeting briefs Israeli officials, sometimes even before briefing the US government. Thus, Iran is actually dealing with the P5+2.

The most import question is what these powers are trying to achieve by these meetings. Is their intention merely to end the nuclear program of Iran? Or are they ultimately trying to use these talks, and what appears to be Iran’s intransigence to end its nuclear program, to overthrow the government of the Islamic Republic of Iran and replace it with a US-Israel friendly government? In order to answer this question, we have to divide the P5+2 into two groups: Russia and China on one side and the rest, which we can call the P3+2, on the other.

In the meetings between Iran and the P5+2 Russia and China seem to be merely tagging along, fishing in muddy waters to see if they can find some political or economic advantage. For example, in exchange for agreeing to impose the fourth set of UN sanctions on Iran, Russia made a deal with the US on the expiring 1991 Strategic Arms Reduction Treaty and the US deployment of anti-missile system in Europe, and China received less pressure from the US for its alleged currency manipulations.

Russia and China are ideologically not close to the Islamic Republic of Iran; nevertheless, they don’t seem to have any intention of overthrowing its government. They have never had a close relation with Iran in the past and don’t expect to have one in the future. Moreover, they don’t seem to believe that Iran has a nuclear weapons program and are not opposed to Iran pursuing some limited civilian nuclear program. If Iran were to deal with Russia and China directly, a resolution of the nuclear issue could be reached relatively rapidly.

The story is different with the other 5 members of the P5+2. All five, particularly the US and Israel, used to have very close relations with the Shah of Iran; and ever since the downfall of the monarchy in 1979, they have been trying to restore such relations. Moreover, Israel sees Iran as a major impediment to its continued occupation of Palestine, and this makes its animosity toward the Islamic Republic of Iran even more intense.

The P3+2, particularly the US and Israel, have used every excuse to facilitate the overthrow of the post-revolutionary government of Iran, and sanctions have played a significant role in this attempt. Among the many excuses that they have used are Iran taking hostages at the US embassy in 1979, supporting terrorism, not supporting the Israeli-Palestinian peace process, developing weapons of mass destruction, destabilizing Afghanistan and Iraq, harboring Al-Qaeda, lacking democracy, being ruled by unelected individuals, violating human rights, not protecting the rights of women, not being forward-looking and modern and, of course, Iran developing nuclear weapons. The last one, developing nuclear weapons, is actually a relatively new excuse; it has been used as the rallying point since 2002.

In short, for 34 years sanctions have been levied against Iran, particularly by the US, even in the absence of any accusation that Iran is developing nuclear weapons. Thus, members of the P3+2 appear to have a different agenda than merely ending or limiting the nuclear program of Iran; the agenda seems to be the good old notion of “regime change.” The formal meetings are used to show that Iran is not giving up its nuclear program, to pile up more draconian sanctions, to create enormous economic crisis, and, if there is a mass revolt, to wage a military attack against Iran. As long as this agenda exists, there will be no resolution, regardless of who the Iranian president is. Even if Iran agrees to halt its nuclear programs, all other excuses will remain.

Let us suppose, however, that in the meetings Iran concedes to each and every possible demand of the P3+2, or that the P3+2 reaches the conclusion that after 34 years of sanctions and threats of war there is no prospect of overthrowing the government of the Islamic Republic of Iran. Moreover, let us suppose that the US is apprehensive about another costly military conflict in the Middle East. Can sanctions be removed?

There are currently four multilateral sanctions and numerous unilateral sanctions against Iran. The four multilateral sanctions are imposed by the United Nations and, if the UN Security Council decides, these sanctions could be annulled. Some of the unilateral sanctions are imposed by the Council of the European Union. Theoretically, these sanctions, too, could be annulled if the Council decides to do so.

The majority of sanctions, however, are imposed by the US government. These sanctions themselves fall into two broad categories, those imposed by the executive branch and those mandated by the US Congress. The sanctions imposed by the executive branch are in the form of executive orders; and they, in turn, allow imposition of numerous sanctions by such entities as the Department of State and Department of the Treasury. These sanctions could be removed if the US president decides to do so. However, the same cannot be said of the sanctions imposed by the US Congress and signed into law by the president. An example of these kinds of sanctions is the Comprehensive Iran Sanctions, Accountability and Divestment Act (CISADA), which was passed by the Congress on June 24, 2010, and signed by President Obama on July 1, 2010. These acts, which are usually much harsher and more sweeping than those imposed by the executive branch, cannot be annulled by the president at a stroke of a pen. They must be changed or removed by the Congress and this is technically very difficult. Moreover, it is hard to see how these sanctions can be removed given the fact that the underwriters of many of them are ultimately Israel and its lobby groups in the US, particularly the American Israel Public Affairs Committee (AIPAC). As along as Israel needs an “existential threat” to justify its occupation of Palestine, as long as the members of the Senate and the House of Representatives need the Israeli lobby groups to get elected—and would therefore sign just about every anti-Iran bill put in front of them—and, in general, as long as the US “military-Industrial complex” needs an “enemy” to continue its existence, removing Congressional sanctions is nearly impossible.

In sum, even if President Rowhani makes concessions on the issue of Iran’s nuclear program, the P3+2 will ask for more; and if the P3+2’s intention continues to be “regime change,” no concession from Iran will satisfy them. Moreover, the removal of draconian sanctions imposed by the US Congress on Iran is so difficult that we should not expect real “sanctions relief” any time soon. The best that can be expected from Rowhani is the appointment of a more competent team of negotiators who can make it difficult for the P3+2 to carry out its “regime change” plan.

Netanyahu urges continued boycott of Iran

Israeli Prime Minister Benjamin Netanyahu called on Sunday for nations to continue boycotting Iran over its nuclear efforts after the election of a new president widely hailed as a moderate.

Netanyahu said it was Iran’s supreme leader, Ayatollah Ali Khamenei, and not the newly elected president, Hassan Rohani, who set a nuclear policy that has been challenged by tough economic sanctions and the prospect of military action.

“The international community must not give in to wishful thinking or temptation and loosen the pressure on Iran for it to stop its nuclear program,” the right-wing Netanyahu told his cabinet, according to a statement released by his office.

Israel, the Middle East’s only only nuclear power, has threatened to strike Iran over its nuclear program. It is also believed to be behind a string of assassinations targeting Iranian nuclear scientists over the past several years.

“The greater the pressure on Iran, the greater the chance of bringing a halt to the Iranian nuclear program, which remains the greatest threat to world peace,” Netanyahu said.

Iran insists its nuclear program is peaceful, and its main ally Russia has repeatedly said that there is no evidence to suggest otherwise.

Netanyahu’s remarks come one day after Israeli Defense Minister Moshe Yaalon called for tougher sanctions against Iran regardless of who is elected as its new president.

“We must toughen the sanctions against Iran and make this country understand that the military option remains on the table to halt the progress of its dangerous nuclear program,” Israeli radio quoted Yaalon as saying on a visit to the United States Saturday.

Israeli military intelligence chief says chaos in Arab world favours Israel

The chief of Israel’s military intelligence, General Aviv Kochav, has said that the chaos in the Arab world favours Israel and is something that he believes should continue. Speaking at the Herzliya Conference for Intelligence Studies, Gen. Kochav pointed out that the changes around Israel have fundamental implications for its security.

“The current shake up will continue to change the face of the Middle East,” he is quoted on the Ministry of Defence website. “The tremors are getting more violent every day and will produce a vacuum which will be filled by political, Islamist and jihadist elements.”

The intelligence chief asserted that the rise of the Islamists will also have a significant impact on the map of the alliances in the Middle East, adding: “We divided the region in the past into the radical bloc and the moderate bloc, today these two blocs have disappeared.”

UK planned war on Syria before unrest began: French ex-foreign minister

A former French foreign minister says Britain had been planning a war against Syria some two years before to the unrest broke out in the Arab country.

The statement by Roland Dumas came during a recent interview with French Parliamentary TV network, LCP.

“I’m going to tell you something. I was in England two years before the violence in Syria on other business. I met with top British officials, who confessed to me that they were preparing something in Syria,” said Dumas.

He continued by saying, “This was in Britain not in America. Britain was organizing an invasion of rebels into Syria. They even asked me, although I was no longer minister for foreign affairs, if I would like to participate.”

Responding to a question on the motive behind inciting violence in Syria, Dumas said, “Very simple! With the very simple aim! To overthrow the Syrian government, because in the region, it’s important to understand, that the Syrian regime makes anti-Israeli talk,” said Dumas

The former foreign minister added that he had been told by an Israeli prime minister a long time ago that Tel Aviv would seek to “destroy” any country that did not “get along” with it in the region.

Turmoil has gripped Syria since March 2011, and many people, including large numbers of Syrian security forces, have been killed in the unrest.

Damascus says the United States and its allies are seeking to overthrow President Bashar al-Assad by supporting armed terrorist groups operating in Syria.

In May, under pressure from Britain and France, the European Union lifted an arms embargo on the militants in Syria, while maintaining other sanctions on the Syrian government.

Syria – Israel Is Losing the Battle

In the last week we have been following desperate British and French attempts to push for military intervention in Syria. It is far from being a secret that both governments are dominated by the Jewish Lobby. In Britain it is the ultra Zionist CFI (Conservative Friends of Israel) – apparently 80% of Britain’s conservative MPs are members of the pro-Israeli Lobby. In France the situation is even more devastating, the entire political system is hijacked by the forceful CRIF.

But in case anyone fails to grasp why the Jewish Lobby is pushing for an immediate intervention, Debka, an Israeli news outlet provides the answer. Seemingly, the Syrian army is winning on all fronts. Israel’s military and geo-political calculations have proven to be wrong.

According to Debka, “the battle for Damascus is over”. The Syrian army had virtually “regained control of the city in an epic victory”. The rebels, largely mercenaries, have lost the battle they “can’t do much more than fire sporadically. They can no longer launch raids, or pose threats to the city centre, the airport or the big Syrian air base nearby.
 The Russian and Iranian transports constantly bringing replenishment for keeping the Syrian army fighting can again land at Damascus airport after months of rebel siege.”

But it isn’t just the capital. Debka reports that “Hezbollah and Syrian units have tightened their siege on the rebels holding out in the northern sector of al Qusayr; other (Syrian army) units have completed their takeover of the countryside around the town of Hama; and a third combined Syrian-Hizballah force has taken up positions around Aleppo.”

Debka maintains that senior IDF officers criticized the Israeli defense minister (Moshe Ya’alon) who “mislead” the Knesset a few days ago estimating that “Bashar Assad controlled only 40% of Syrian territory.” Debka suggests that the Israeli defense Ministry has drawn on a “flawed intelligence assessment and were concerned that the armed forces were acting on the basis of inaccurate intelligence.” Debka stresses, “erroneous assessments… must lead to faulty decision-making.”

Debka is clearly brave enough to admit that Israeli military miscalculations may have led to disastrous consequences. It reports, “the massive Israeli bombardment of Iranian weapons stored near Damascus for Hezbollah, turned out a month later to have done more harm than good. It gave Bashar Assad a boost instead of weakening his resolve.”

Debka is obviously correct. It doesn’t take a genius to predict that an Israeli attack on an Arab land cannot be accepted by the Arab masses, not even by Assad’s bitterest Arab opponents.

Debka maintains that the “intelligence focus on military movements in Syria especially around Damascus to ascertain that advanced missiles and chemical weapons don’t reach Hezbollah laid to a failure in detecting a major movement by Hezbollah militia units towards the Syrian-Israeli border.”

Israel is now facing a new reality. It is facing Hezbollah reinforcements streaming in from Lebanon towards the Golan heights and its border with Syria.

Israel, Debka concludes, will soon find itself “face to face for the first time with Hezbollah units equipped with heavy arms and missiles on the move along the Syrian-Israeli border and manning positions opposite Israel’s Golan outposts and villages.”

Debka is correct to suggest that instead of “growing weaker, Iran’s Lebanese proxy is poised to open another war front and force the IDF to adapt to a new military challenge from the Syrian Golan.”

Rather than The Guardian or Le Monde, it is actually the Israeli Debka that helps us to grasp why Britain and France are so desperate to intervene. Once again, it is a Zionist war which they are so eager to fight.

Sadly enough, it isn’t The Guardian or The New York Times that is there to reveal the latest development in Syria and expose Israeli lethal miscalculations. It is actually a ‘Zionist’ Israeli patriotic outlet that is providing the goods. I actually believe that this form of harsh self-criticism that is embedded in Israeli culture, is the means that sustains Israeli regional hegemony, at least monetarily. This ability to critically examine and disapprove of your own leadership is something I fail to encounter in Western media. Seemingly, the media in Israel is far more tolerant toward criticism than the Zionist dominated Media in the West.

British attempts to blacklist Lebanese resistance movement end in failure

The UK government has failed in its desperate attempt at the European Union to blacklist the Lebanese resistance movement Hezbollah as a “terrorist group”, local media reported.

The failure came after Britain was unable to convince its European allies that Hezbollah was behind an attack on Israeli tourists in Bulgaria last year, according to British media outlets.

The bombing happened last July in the Black Sea resort of Burgas, where five Israeli tourists, a Bulgarian driver and the bomber were killed.

This was considered as a crucial part of the UK government’s rationale to convince the EU to blacklist Hezbollah as a terrorist organization.

However, several EU countries voiced doubt over the evidence linking the resistance movement to the bombing.

Hezbollah enjoys a major political and social standing within the Lebanese society and the EU nation also voiced concerns that blacklisting it could create instability in Lebanon.

Meanwhile, after a one-year probe, the Bulgarian government too was unable to submit credible proof that Hezbollah was involved in the attack.

“An attack takes place and immediately all over the world, governments are saying it was Hezbollah,” said Elena Pavlova, a Middle East analyst based in Sofia. “Yet, we have waited a year and still no one has given any proof.”

Along with local journalist Ruslan Yordanov, she found al Qaida-linked martyrdom videos online, claiming responsibility a day after the bombing in Burgas.

They wonder whether evidence pointing towards alternative perpetrators was deliberately ignored to meet the demands of Israeli and Western governments seeking an excuse to ban Hezbollah.

Hezbollah has also dismissed allegations of involvement in the Burgas plot, and the attempt to blacklist the resistance movement has brought heated responses from Lebanon.

“Any listing of the group as a terrorist organisation will be considered as political provocation,” Lebanon’s acting foreign minister Adnan Mansour, who is seen as close to the Syrian government, said last week. “We know there are Israeli pressures practised on more than one international side in order to accuse Hezbollah of terrorism.”

Enough doubts remain to make several EU governments uncomfortable about blacklisting the group, and the support of all 27 members is needed for the motion to pass.

How AIPAC Rules

Last week the Senate passed Resolution 65, mandating a new round of sanctions against Iran and promising to support Israel if it should choose to launch a unilateral war.  The bill contradicted explicit US policy in a number of areas:  it imposed secondary penalties on US allies; it lowered  the bar for military action to Israel’s preferred language of “nuclear capability” rather than acquisition of a nuclear weapon; and it interferes with the attempt to reach a diplomatic resolution to the nuclear impasse at a delicate time.  No wonder Secretary of State John Kerry implored Congress not to pass the bill when he testified before the Senate Foreign relations committee last month.

Nevertheless, the Senate bill came to a vote on May 22, and the result – in a roll call vote – was 99-0 in favor of the bill.

In the last Congress, another Iran Sanctions measure – an amendment attached to the 2012 Defense Appropriation Bill — was also opposed by the Obama administration. The provision, probably illegal under WTO rules, mandated secondary penalties against foreign banks which did business with Iran’s oil sector (US banks were already banned from doing so).  Secretary of the Treasury Tim Geithner wrote a letter to the Senate Armed Services Committee “to express the Administration’s strong opposition to this amendment because, in its current form, it threatens to undermine the effective, carefully phased, and sustainable approach we have taken to build strong international pressure against Iran.”  Two State Department officials of the Administration testified against the amendment; Senate Foreign Relations Committee Chairman John Kerry also opposed the measure.

However, when the amendment’s sponsors insisted on a roll call vote, it passed 100-0.  Even Senator Kerry voted for the measure he had earlier opposed.

To understand how this can happen, it is useful to look at the Israel Lobby’s legislative MO — as well as the larger dynamic around Israel advocacy within the US Congress, in our political system and in the press.

AIPAC, of course, is the premier Israel Lobby organization.  Every March at its annual Conference the group assembles a huge turnout of moneyed and grassroots lobbyists.  Scores of members of Congress from both parties and political aspirants of all stripes jockey to express their loyalty to the Lobby.  It is at these conferences that AIPAC’s major legislative priorities for the year are unveiled.  This always includes renewed (and increased) military aid for Israel and for the last ten years or so various measures to oppose, sanction and preferably make war on to overthrow the Islamic Republic of Iran — Israel’s last remaining serious military opponent in the Middle East.

Here is the way it works.

–In the days before the yearly AIPAC conference in early March, reliable members of Congress from both parties – preferably non-Jews – are prevailed upon to submit AIPAC-drafted bills with a substantial number of initial bi-partisan sponsors.  This year the highlighted legislation included House Res. 850, The Nuclear Iran Prevention Act of 2013, introduced on February 28 by California Democrat Rep. Edward Royce and 31 co-sponsors (16 Democrats and 15 Republicans); and Senate Res. 65, Strongly Supporting the Full Implementation of United States and International Sanctions On Iran, also introduced on February 28 by the every dependable Senator Lindsey Graham [R-SC] and 22 initial co-sponsors (13 Democrats and 9 Republicans).  Another bill, apparently a late entry from the March 2-4 Conference itself, did not follow the preferred pattern.  House Res. 938, The United States-Israel Strategic Partnership Act of 2013 was introduced hurriedly on March 4 by Rep. Ileana Ros-Lehtinen [R-FL27] with only two Democratic co-sponsors.  These three bills embodied AIPAC’s 2013 declared legislative priorities: Prevent Iranian Nuclear Weapons Capability; Strengthen U.S.-Israel Strategic Cooperation;  Support Security Assistance for Israel.

– Then, before leaving Washington, the AIPAC Conference attendees launch themselves on Capitol Hill to recruit more co-sponsors for the AIPAC bills.  Initially, this is mostly pushing on an open door, as many legislators are eager to join the bandwagon;  some were simply not asked earlier in the interest of bi-partisan balance; some were not quick enough to get listed when the initial bills were introduced.  Within a few weeks of the AIPAC Conference Senate Res. 65 had an additional 55 co-sponsors, House Res. 850 added more than 250 sponsors; and House Res. 983 more than 150.

–The effort continues to line up more cosponsors with the aim of securing an irresistible momentum for the bills.  Many legislators simply take more time to pin down; others (few) might have been reluctant holdouts persuaded not to find themselves isolated against the AIPAC juggernaut.  An AIPAC staffer once famously bragged that “in twenty-four hours, we could have the signatures of seventy senators on a napkin”. It took a little longer this time, but Senate Res. 65 already had 91 co-sponsors before it came up for a vote. House Res. 850, still pending, now has 351 co-sponsors; H. Res. 983 has 271.

–Not all AIPAC-initiated legislation follows this pattern.  Other bills or amendments come up during the year and are pushed as opportunities or needs present themselves.  Some of these bills – and the frequent “Congressional Letters” of support for Israel — have little practical impact on policy but are part of AIPAC’s promotion of discipline among US legislators.  I call it “puppy training,” so that members of Congress are reflexively obedient to AIPAC’s legislative agenda.  The 29 standing ovations for Israeli Prime Minister Benjamin Netanyahu when he addressed Congress in 2011 are a good illustration of the outcome.  Pavlov had nothing on the Israel Lobby.

It might be tempting to conclude – as AIPAC and its allies contend – that Congress acts in response to the overwhelming public support for Israel.  However, it is important to observe that votes on the Lobby’s bills are rarely much publicized in the US – as opposed to Israeli –mainstream media.  Of course, the pro-Israel political machine, the Rightwing and Zionist blogosphere do pay close attention, ever-ready to reward or punish legislative misbehavior. Most of the public remains, by design, completely unaware of these political maneuverings.  Not long ago, House Republican Whip Eric Cantor proposed voting separately on military aid to Israel so as to insulate it from potential cuts to Pentagon spending, but he was quickly persuaded to drop the idea.  The Israel Lobby prefers to have the $3 billion plus in annual aid to Israel discretely hidden within the vast Defense Appropriation Bill.

So the power of AIPAC derives not fundamentally from Israel’s vast popularity.  Although opinion polls do regularly confirm the public supports Israel at a much higher level than the Palestinians (no surprise), substantial pluralities still prefer that the US stay neutral in the conflict.  I have seen no polling about support for the billions in military aid to Israel each year.  It is hard to imagine that the majority response would be anything but negative in the light of cuts to funding other popular government programs. Not surprisingly the Lobby prefers “Don’t Ask, Don’t Tell” on the question of yearly$billions for Israel.

The apparent dominance of the Israel Lobby in Congress stems from what I would call “asymmetric politics”.  AIPAC represents the power of a well-funded and single-issue political machine.  It is quick to punish recalcitrant legislators – or to reward good behavior with dollars and campaign support from the many PACS and rich donors who take its direction.

On the other side, the advocates for Palestinian rights are scattered, poor and little threat to incumbent legislators. The Arab and Muslim communities cannot match the Israel Lobby’s Jewish financial base or its mobilized grassroots numbers. Many of their communities are relatively new in the US, insecure and targeted by the well-funded complex of anti-Arab, anti-Muslim mobilization since 9/11.  The great mass of the public are simply not involved and not paying much attention to the Israel-Palestine conflict or much aware of pro-Israel political power in Congress.

Seen in this light, members of Congress – ever averse to risk, as are all elected officials – are behaving rationally when they defer to the Israel Lobby.  They pay little or no price for playing ball with AIPAC and risk a backlash with no apparent reward if they don’t.

As for the broader anti-war and progressive movements, even when they have adopted good positions on Palestinian rights or opposing the Lobby-supported drive for war with Iran, these issues usually turn out to be “expendable” in comparison to other agendas.

Two recent examples will illustrate this dynamic.

This Spring, a well-established national peace organization, with a significant branch in Massachusetts, decided to endorse Democratic Rep. Ed Markey prior to the special primary election for John Kerry’s vacated Senate seat.   Markey is on the right side of most issues progressives hold dear, but he was also an initial supporter of the Iraq War.  And he has become a very reliable backer of Israel-Lobby legislative priorities, where in Massachusetts he is something of an outlier on these issues. He was among only three Massachusetts delegation co-sponsors of H. Res. 850 and among only two of H. Res. 983.  He is also a dependable signer of whatever letter AIPAC is collecting signatures for, such as the one supporting the assault on Gaza a few years ago.

Some members of the peace organization argued in favor of no endorsement for Markey – at least in the primary – because of his poor record on Iran and Palestine, but they were outvoted.  The majority argued that an endorsement and fundraising for Markey would give them “access” to promote better positions on these issues after the election.  A cynic may wonder whether Markey, or any other progressive legislator would take this seriously.  A long-serving national board member of the group resigned in protest.

Then there is Massachusetts’ celebrity Senator Elizabeth Warren.  Many of her progressive supporters were uneasy over the boiler-plate pro-Israel language on her campaign web site, however there was little doubt that she was a genuine populist on other issues and would bring a rare progressive voice to the halls of Congress.  This, in large measure, she has done.

However, when push came to shove, Sen. Warren was persuaded to add her name as a sponsor to Senate Res. 65 – late to be sure (not until May 7) – and she joined in the unanimous vote in favor of the bill.  Now Warren, a faculty member of Harvard Law School undoubtedly knows the score on the Israel and Iran issues.  It is hard to imagine she hasn’t had certain conversations in the Faculty Club about Palestine, heard about the many events at her school on issues of Human Rights and International Law in the Middle East or understood the role of the Israel Lobby in war-promotion and military spending.

No doubt Warren rationalized her vote pragmatically.  Why risk becoming an isolated Senate freshman and losing her political credibility?  Why not submit to what was required in order to give her space to battle on other political issues she cared about?  For Senator Warren – as for so many progressives and Liberals — her seat is worth the price of a vote for AIPAC.

This is the way asymmetric politics works for the Israel Lobby.  It is the dynamic that puts our country in opposition to most of the world with respect to International Law and peace in the Middle East.  And it may yet succeed in getting us into a war with Iran.

America’s Long History of Bloodletting

There is an American tradition of frequent war. Indeed, over the course of the country’s history the United States has been at war almost constantly. Some of these have been relatively short conflicts like interventions in various Central American venues. Some have been much larger and longer affairs, like the Civil War, World War II and Vietnam.

The point to be drawn from this is that the people of the United States are (perhaps unconsciously) acclimated to always being in one sort of armed conflict or another. Unfortunately, this history renders a recent public statement by the Pentagon’s general counsel, Jeb Johnson, into just a bit of fanciful idealism. He insisted “war must be regarded as a finite, extraordinary and unnatural state of affairs.” Certainly not for Americans.

With their active assumption that the U.S. represents the world’s best chance for the victory of “good” against “evil,” Americans seem willing to battle on as long as they are convinced they are winning and the casualties are low. That may be why there was no popular protest when Michael Sheehan, Obama’s assistant secretary of defense for “special operations,” told a Senate hearing that the country’s “war on terror” might last “at least 10 or 20 years” longer (it has already been going on 12 years). In the mainstream media, there was not even a noticeable raising of an anchorperson’s eyebrows!

The reason given for Sheehan’s prognosis was that al-Qaida, and its franchise allies, keep recreating themselves as fast as their alleged leaders can be droned into oblivion. Missing from the congressional and media reaction was the obvious question of “how come” such groups keep recreating themselves?

Many middle-echelon State Department analysts familiar with the Middle East know the answer has something to do with the fact that U.S. policies in the region have not significantly changed since the 9/11 attacks. Most of the personnel above the middle echelon are political appointees who keep asserting that what motivates the al-Qaida types is religious fanaticism.

Of course there are religious fanatics at work on both sides of the “war on terror,” but those in the Middle East have grievances to focus on and U.S. policies are seen as one source of those. The fact that the “war on terror” is largely a consequence of American policies cemented into place by powerful special interests calls into question President Barack Obama’s recent assertion that “this is a just war, a war waged proportionally in last resort and in self-defense.”

It also suggests that the struggle is likely to go on and on until its ruinous consequences become so obvious to the voting public that the politicians are forced to break with their special-interest supporters. This is the real criterion for change, for, under the present circumstances, there will always be “terrorists” out there who, to reword (and correct) an assertion by President George W. Bush, “hate our policies.”

And what is there not to hate about draconian sanctions, the arming of dictators, and giving opened-ended support to the most racist state in the region?

Rules of Engagement

In the meantime, President Obama has been trying to create “rules of engagement” for the use of the government’s primary weapon in this endless war: those remote controlled bombs we call drones. These rules will, he says, provide “clear guidelines, oversight and accountability” and satisfy partisan congressional grumblings, if not the more pertinent questions of human rights advocates.

To this end the White House has issued guidelines concerning procedures for counterterrorism operations such as drone attacks. The guidelines tell us “there must be a legal basis for using lethal force” and decisions to use such “force against individual terrorists outside the United States and areas of active hostilities are made at the most senior levels of the U.S. Government.” The document then lays out other specific preconditions for the use of lethal force, among which are:

1. “Near certainty” that the terrorist target is present.

2. “Near certainty” that noncombatants will not be injured or killed.

3. An assessment that “capture is not feasible at the time of the operation.”

4. An assessment that the relevant governmental authorities in “the country where action is contemplated cannot or will not effectively address the threat to U.S. persons.”

5. An assessment that “no other reasonable alternatives exist” to effectively address the threat to U.S. persons.

Finally, “International legal principles, including respect for sovereignty and the law of armed conflict, impose important constraints on the ability of the United States to act unilaterally – and on the way in which the United States can use force. The United States respects national sovereignty and international law.”

The problem with these guidelines, beyond a number of undefined terms such as “near certainty,” “reasonable” and “feasible,” is that its criteria misrepresent reality or are utterly unreliable. For instance, under international law there is no “legal” basis for this sort of use of “lethal force.”

What the Obama administration (and the Bush regime before it) has done is take up the illegal Israeli “targeted assassination” program, which constitutes the behavior of a rogue state. Even from a domestic legal prospective, Obama’s criteria for targeted assassination will be carried out behind closed doors. There will be no due process. And there will be no accountability for “mistakes.”

Finally, nothing in the guidelines is enacted into legislation and therefore, assuming an effort to actually follow their criteria, they are specific to the Obama presidency and have no authority over his successors. As Kenneth Roth, director of Human Rights Watch, put it, “a mere promise that the U.S. will work within established guidelines . . . provides little confidence that the U.S. is complying with international law.”

Throughout the country’s history of one war following another, there has been a parallel history of cyclical deterioration and recovery of constitutional rights.

However, with the government’s wholehearted embrace of targeted assassination, as well as modern surveillance technology and the precedent of offshore prisons for “enemy combatants,” one wonders if, from now on, the recovery of rights will ever be fully equal to their loss. Maybe now it really will be all downhill for freedom in the “land of the free.”
