The New Propaganda War

“[Russia] is conducting an intensive propaganda campaign directed primarily against the US and is employing coordinated psychological, political and economic measures . . . The ultimate object of this campaign is not merely to undermine the prestige of the US and the effectiveness of its national policy but to weaken and divide world opinion to a point where effective opposition to [Russian] designs is no longer attainable by political, economic or military means.”

With that justification, the Truman administration secretly authorized the start of covert operations by the CIA against America’s wartime ally, the USSR, in December 1947. It was one of the seminal decisions that launched the Cold War.

Fast forward now to March 2016, when the “Countering Information Warfare Act of 2016” was introduced in the U.S. Senate — as if nothing has changed in nearly seven decades.

The bipartisan bill, co-authored by Senators Chris Murphy, D-Connecticut, and Rob Portman, R-Ohio, declares that the Russian government uses “disinformation and other propaganda tools to undermine the national security objectives of the United States and key allies and partners” and achieve “a destabilizing effect on United States allies and interests.”

It further asserts that “the challenge of countering disinformation” requires “a whole-of-government approach leveraging all elements of national power,” coordinated by the Secretary of Defense and Director of National Intelligence.

Last year, in the same spirit, the House Armed Services Committee sought to add $30 million to funding of the U.S. Special Operations Command to combat Russian and Islamist information operations. It accused Russia of challenging “the NATO system” by engaging in “propaganda, diplomatic and economic measures to . . . preserve and extend its perceived sphere of influence” in Ukraine and beyond.

Philip Karber, president of the hawkish Potomac Foundation in Washington, D.C., agreed that Russia’s success in “hybrid warfare,” above all in Ukraine, requires a much bigger response from the American military. “Against the Russian media machine, you cannot just depend on a free press alone to defend against their multi-front ‘Big Lie’ campaign,” he declared.

Karber is one of many neo-Cold Warriors who warn that the United States and its NATO allies are falling behind Russia in the information war. In 2014, NATO’s Supreme Commander, General Philip Breedlove called on the alliance to prepare responses to what he called “the most amazing information warfare blitzkrieg we have ever seen,” related to Russia’s support for separatists in the eastern Ukraine.

Spreading Hysteria

Similar hysteria spilled into the pages of The Atlantic magazine, which complained that Breedlove had actually understated the threat.

“The new Russia doesn’t just deal in the petty disinformation, forgeries, lies, leaks, and cyber-sabotage usually associated with information warfare,” cried author Peter Pomerantsev. “It reinvents reality, creating mass hallucinations that then translate into political action. . . . We’re rendered stunned, spun, and flummoxed by the Kremlin’s weaponization of absurdity and unreality.”

Pomerantsev is affiliated with the Legatum Institute, a London-based think-tank that brought together “senior British and American officials” and “top Germans” with “frontline information-warriors from Ukraine” in 2014 to help expose “Kremlin propagandists.”

Alarmists say Russia’s information war is aimed at persuading gullible Westerners to render their governments “largely passive” in the face of Russia’s hostile actions, for example, in Ukraine. (The claim of passivity may surprise some Russians, who attribute their serious economic recession in part to Western economic sanctions.)

Russia’s deadly weapons in this information war are its TV and web channels, RT (formerly Russia Today) and Sputnik. Edward Lucas, senior vice-president of the U.S.-based Center for European Policy Analysis, calls RT “a fearsome adversary” and “a corrosive, anti-systemic force.” [Also, see Consortiumnews.com’sWho’s the Propagandist: US or RT?“]

Russia’s dastardly tactic is to allocate “disproportionate coverage to speakers who echo the Kremlin’s preferred narratives” on controversial issues, according to a recent paper for the House of Commons on “Russia’s Information Warfare — Airbrushing Reality,” by former NATO press officer Ben Nimmo and Dr. Jonathan Eyal, international director of the Royal United Services Institute, a defense and security think tank.

Among other things, their paper complains, these media channels air Russia’s claim that NATO violated Western promises by expanding after the breakup of the USSR. Apparently, “many Western academics” have been hoodwinked by this claim. (So, apparently, was Der Spiegel, whose extensive report on the issue cited Secretary of State James Baker’s explicit promise to Mikhail Gorbachev on Feb. 9, 1990, that there would be “no extension of NATO’s jurisdiction for forces of NATO one inch to the east.”)

As a result, the “Airbrushing Reality” paper claims, “Moscow has succeeded in getting across a set of messages which may well hobble European security, and which need to be urgently confronted.”

RT’s Tiny Audience

These alarmists generally offer no statistics to support their warnings about the mass brainwashing of Western viewers. No wonder: RT garnered “less than 0.1 percent of Europe’s television audience.”

It proved only slightly more popular in Great Britain, where it ranked 175th out of 278 channels. The British government nonetheless deemed RT a big enough menace to threaten to revoke the network’s license. Among other sins, it was apparently guilty of airing “anti-Western comments in a late-night discussion on Ukraine.”

Anti-Russian investigative journalists have also gleefully reported that RT is “woefully failing in its mission” and misleading its Kremlin funders by “pretending that it has had a far bigger impact in the Western media sphere than it has, particularly online.” RT’s most popular videos evidently pertain to natural disasters, crime stories and social reporting, rather than politics.

Ironically it took a reporter for the U.S.-government-funded Radio Free Europe/Radio Liberty to admit that the propaganda war isn’t entirely one-sided. As Russia “embrac[es] information warfare for the 21st-century media environment,” he wrote, the “Kremlin has taken a page from Washington’s operations manual.”

The reporter added, as if the USSR had never dissolved, “Soviet intelligence services honed the tactical use of information to gain a strategic military advantage, deploying campaigns of deception, misinformation, and propaganda during the Soviet Union’s decades-long standoff with the United States, which itself used the CIA and other intelligence and information agencies to shape public opinion throughout the Cold War.” (emphasis added)

Created at the end of the 1940s as a propaganda arm of the CIA, Radio Free Europe proudly called itself a “political warfare operation engaged in a struggle against Soviet Russian colonialism behind the Iron Curtain.” But it also sought to counter “communist influence [on] this side of the Curtain” — meaning that it aimed its propaganda toward Western Europe and the United States as well.

Today, the CIA’s former international broadcasting operations enjoy lavish overt support from U.S. taxpayers through the federal Broadcasting Board of Governors (BBG). For fiscal year 2017, BBG has requested $778 million in funding.

BBG works closely with the hawkish Victoria Nuland, assistant secretary of state for European and Eurasian Affairs, to counter what she calls the “Kremlin’s pervasive propaganda campaign poisoning minds . . . on Russia’s periphery and across Europe.” (Nuland’s husband Robert Kagan is a veteran of Reagan-era “public diplomacy” and “perception management” programs led by a senior CIA covert operations specialist with the National Security Council.)

BBG has increased spending “to engage young audiences who are impacted by Russian . . . disinformation” and “launch digital teams for Central Asia and other areas where Russia supports frozen conflicts.” It created a Russian-language TV program carried by 25 outlets in eight countries along Russia’s periphery, including Ukraine,” to “correct the disinformation that is driving conflict in the region.”

Radio Free Europe/Radio Liberty also funds an online magazine, The Interpreter, which in the words of one enthusiastic supporter, “relentlessly exposes the liars, scaremongers and cranks who feature on RT’s programmes.”

So all this heated concern among Western politicians, military brass and policy analysts over Russia’s “information warfare” comes despite the tiny market share of Russia-funded media outlets in the West and enormous spending by the U.S. government on its own propaganda.

It also comes despite the almost suffocating homogeneity of major U.S. media and politicians in their condemnation of Russia governance and policies. As the noted Russia scholar Stephen Cohen, professor emeritus at New York University and Princeton University, has rued, virtually no conflict in recent memory has attracted less debate than America’s dangerous revival of the Cold War with the world’s only other nuclear superpower.

Perhaps the “information warfare” alarmists worry that some Russian claims might contain enough truth to sow seeds of doubt in Western minds and spark that long-overdue debate. But spending tens of millions of additional taxpayer dollars to swamp Russia’s voice with our own government’s version of truth is no way to realize the democratic values we profess.

America needs to hear a wider range of opinion — not because Russia deserves particular support, but because wise policy cannot emerge from today’s group think.

Russia Regrets Certain Countries’ Unwillingness to Ratify Comprehensive Nuclear-Test-Ban Treaty

Russia regrets that a number of countries, including those trying to position themselves as global leaders, have yet to ratify the Comprehensive Nuclear-Test-Ban Treaty, the Russian President said Monday.

Moscow calls on world leaders to join the treaty and prohibit nuclear explosive tests, Vladimir Putin stressed.

“The unwillingness of these countries to become full parties to the treaty is cause for serious regret, especially given the fact that some of them claim to be leaders and to practically hold special powers in dealing with global security issues. We again call on their leaders to show real political will and join CTBT as soon as possible,” Putin said in a statement.

The Comprehensive Nuclear-Test-Ban Treaty was adopted by the UN General Assembly in September 1996.

All five nuclear weapons states as recognized by the Treaty on the Non-Proliferation of Nuclear Weapons — the United States, China, Russia, France and the United Kingdom, are signatories to the treaty.

The treaty, aiming to create a legally binding prohibition on nuclear explosive tests for all its parties, will enter into force when China, Egypt, India, Iran, Israel, North Korea, Pakistan and the United States ratify it.

Plutonium mess: SC wrangling with DOE over nuclear waste facility, Russia grows angry

Despite concessions from the Department of Energy, South Carolina has no intention of dropping its lawsuit against the DOE for failing to build a nuclear waste disposal plant. The delay is also scuppering a deal the US made to treat Russia’s plutonium.

Approved by Congress as far back as 1998, the Savannah River Site’s Mixed Oxide Fuel Fabrication Facility, or MOX, is designed to turn weapons-grade plutonium into power plant reactor fuel. Moscow and Washington signed a deal in 2000 under which 34 tons of nuclear waste would be shipped from Russia and then processed at the facility.

Since then, everything has gone wrong for MOX. The project’s cost was initially estimated at $1.7 billion, but by 2013 it had risen to $7.7. In addition, approximately $5 billion, three times the original estimate, has already been spent since construction began in 2007. South Carolina Senator Lindsey Graham and contractors working on the project say it is currently 70 percent complete.

However, MOX was never favored by the Obama administration. When the US president came to power, he ordered the closure of the proposed facility to make way for an alternative plant in New Mexico, which would use a cheaper processing method known as dilution and disposal. The DOE also maintains that MOX is only 40 percent complete and would cost $1 billion a year to operate.

“We are in a situation where the MOX approach has extreme uncertainties,” Energy Secretary Ernest Moniz told a Senate Appropriations Subcommittee last month. Moniz said previously that the Russian contract could be moved to the New Mexico facility.

The stakes were raised after a clause in the contract between the state and the federal government was activated at the beginning of the year, when the government failed to remove one ton of plutonium from South Carolina as stipulated. The fine for the delay is $1 million per day, with a cap of $100 million.

South Carolina is now lodging a lawsuit to recover the money from the federal budget and make sure that MOX is completed.

The DOE has attempted to compromise by offering to remove 6 tons of plutonium unrelated to the Russian deal, but South Carolina Governor Nikki Haley says the state will not abandon its legal claim, as “the DOE has not lived up to promises made in the past.”

‘Not what we agreed on,’ says Putin

While South Carolina squeezes from one side, Washington is also facing mounting pressure from Russia on the other.

On Thursday, Vladimir Putin voiced Moscow’s growing frustration, both with the delay and the US’ decision to turn to dilution and disposal.

“We signed an agreement that the plutonium will be processed in a certain way, for which facilities would be purpose built,” the Russian President said during a media session. “We have met our commitments, and constructed the necessary facilities. The US has not.”

For Russia, the use of a cheaper processing method constitutes a breach of contract.

“With the dilution and disposal method, the nuclear fuel retains its breakout potential, so it can extracted, processed and weaponized again. That is not what we agreed on,” said Putin, who personally oversaw the signing of the original deal during his first term as the Russian President.

Despite Putin’s unequivocal rhetoric, Washington officials have been maintaining their best poker faces so far.

“Accommodating a new US method would not require renegotiation of the agreement. We will not speculate on Russian intentions behind the reported remarks,” said State Department spokesperson Jennifer Bavisotto on Friday.

Hybrid Wars 4. In the Greater Heartland (III)

Turkmenistan:

The threat facing Turkmenistan is less of a Color Revolution than an Unconventional War. The catalyst for this conflict would be a terrorist invasion coming from Afghanistan that unexpectedly sweeps northwards along the Murgab River. Such an offensive doesn’t even have to reach the national capital in order to be successful, since all that it really needs to do is capture the city of Mary, the capital of the resource-rich Mary Region. This part of the country contains the lion’s share of Turkmenistan’s gas reserve, which includes the massive and decades-long functioning Dauletabad Field and the newly discovered Galkynysh Field, the latter being the world’s second-largest find.

It wouldn’t be all that difficult for terrorists to take over this plot of land either, since the Murgab River is scattered with tiny villages along its banks that could provide cover from government airstrikes and places to provoke pitched battles from. The fertile land nearby is endowed with agricultural potential that’s surely being stored somewhere closely accessible, and this could help feed the occupying forces until greater conquests are made. In short, the Murgab River is the most militarily and logistically sustainable route for an ISIL-like invasion of Turkmenistan, and it leads straight to the gas heart of Eurasia that’s critically connected to China and will possibly be linked to India in the coming decade as well.

The risk of terrorists gaining control of the largest source of China’s gas imports and possibly even destroying the facilities is too much for multipolar strategists in Beijing and Moscow to bear, and it’s assured that they’ve already engaged in some sort of unofficial contingency planning with their counterparts in Ashgabat. An anti-terrorist Chinese intervention is largely precluded due to geographic distances and a lack of support and logistics facilities en route, but the Russian military has no such hindrances and would be much more likely to assist the Turkmen authorities if called upon to do so. This is of course a last resort and would only be commissioned if Turkmenistan proves itself unable to stem the terrorist tide and defend its gas infrastructure, but such an event is most assuredly being planned for just in case the Turkmen-Afghan border proves to be just as fragile of a defense against terrorists as the Syrian-Iraqi one was before it.

Kazakhstan:

Kazakhstan and the other three remaining states of former Soviet Central Asia are greatly at risk of a “Central Asian Spring” breaking out in the Fergana Valley, and Part IV of the Greater Heartland series will focus exclusively on this ever likely scenario. Accordingly, the rest of this section will explore the other Hybrid War vulnerabilities facing these four countries.

The geographically largest state in the Greater Heartland region is surprisingly immune from many of the conventional socio-political factors that lead to Hybrid Wars (excluding the variables that will later be discussed about the “Central Asian Spring”). If one was blind to the domestic and international contexts pertinent to Kazakhstan, then they’d be inclined to believe that the Russian population constitutes the greatest threat to the country’s sovereignty, although this couldn’t be anywhere further from the truth. Theoretically speaking, this demographic satisfies all of the criteria necessary for sparking a Hybrid War, but Kazakhstan’s multipolar alignment with the Eurasian Union and respectful treatment of this influential minority group precludes any chances that they or Russia would ever try to move forward with this scenario. On the reverse, the very inclusion of such a large Russian minority within Kazakhstan ties Astana and Moscow closer together than just about any other state in the former Soviet Union and works to enhance, not deteriorate, relations between them.

The only vulnerability in this relatively secure setup is if the US and its proxy NGO affiliates succeed in brainwashing the Russian-Kazakh population with Pravy Sektor- and Navalny-esque extreme nationalism, which could then create a delicate geopolitical situation where the raucous Russian minority agitates against Astana and attempts to drive a wedge between Kazakhstan and Russia. Security officials in both states are likely well aware of this obvious scenario and can be predicted to have rehearsed coordinated contingency measures for responding to it. Nonetheless, if such a virulent, discriminatory, and destructive ideology as “Greater Russian Nationalism” is allowed to fester in multicultural Kazakhstan and parts of the Russian Federation itself, then a scandalous outbreak in the Near Abroad could provoke a simultaneous cross-border event inside of Russia, especially if ‘sleeper sympathizers’ organize anti-government protests against Moscow’s “betrayal” of its compatriots out of its refusal to replicate the Crimean scenario in Northern Kazakhstan.

Another destabilization possibility that mustn’t be discounted in Kazakhstan is a repeat of the Zhanaozen riots, the ‘localized’ Color Revolution attempt that was sparked by a simmering labor dispute in 2011. The oil field workers were fed up with what they complained to be poor working conditions, low wages, and unpaid salaries, and this created an attractive atmosphere for Color Revolutionaries to exploit. Keeping with Color Revolution tradition, the riots started on 16 December, the 20th anniversary of Kazakh independence, and were presumably expected to signal the beginning of the regime change attempt to other cells across the country, almost one year to the day that the “Arab Spring” Color Revolution first broke out in Tunisia.

Seething with preexisting anger, the workers were extraordinarily easy to exploit, and the carnage they committed killed over a dozen people and injured more than 100 before a state of emergency and necessary military intervention restored order. The authorities’ decisive reaction and the multicultural, patriotic identity of most Kazakhs can be credited with preventing the spread of the Color Revolution virus from the distant Turkmen border all the way to centrally located capital, but the strategic lessons that can be learned from this episode are that: labor disputes and organizing could be both a cover and spark for a Color Revolution; and that destabilizations could start outside of the major cities and originate in the far-flung provinces.

Kyrgyzstan:

This tiny mountainous republic is notably split along a steep North-South divide, with the capital of Bishkek being located along the northern plains while the major population centers of Jalal-abad and Osh reside in the southern Fergana Valley. The clan-based nature of Kyrgyz society has played a strong role in influencing the political system, and this has consequently created identity resentment among whichever group was disproportionately underrepresented at the given moment. Although the situation has relatively stabilized and become somewhat more ‘equitable’ since the 2010 Color Revolution, clan-based tension and its geographic affiliations are still deeply ingrained in the national psyche, and any visible calmness simply belies the aggravating tensions that lay just beneath the surface. As confirmation of this assessment, one need only remember the misleading “stability” that many had inaccurately judged to be prevalent in the country just prior to the 2005 and 2010 Color Revolutions, and after witnessing the ferocious clan-based and ethnic violence that exploded after each of them, it’s improbable to assume that the individual drivers of such identity conflicts simply disappeared on their own after only half a decade.

What really happened is that they went underground as usual and abstained from the national discourse, while still remaining psychologically mobilized and ready to act the moment a future destabilization distracts or dissolves the security forces and provides another strategic opening for settling unresolved blood feuds that still linger from last time. The most violent-prone area of Kyrgyzstan is its southern Fergana region that abuts Uzbekistan, and it’s here where radical Islamic elements have taken root. The difficulty in forcibly eradicating them is that any major Kyrgyz security operation so close to the Uzbek border, let alone one that potentially targets ethnic Uzbeks, could create a hostile impression towards much-stronger Uzbekistan, which in turn could use the events as a pretext for activating a prearranged plan to mobilize in response to the ‘human rights violations’ allegedly being committed against its ethnic compatriots. Tashkent’s geopolitical loyalty has always been nebulous and ill-defined, and the country’s been working more closely with the US ever since the 2014 drawdown in Afghanistan. Washington needs a Lead From Behind partner in Central Asia, and it’s possible that Uzbekistan has been designated this role, which if it doesn’t comply with, could lead to the “Central Asian Spring” scenario that will soon be discussed.

To return to the Hybrid War threats facing Kyrgyzstan, it’s important to highlight that the country’s mountainous terrain is very accommodating to guerrilla warfare. The southern mountain ranges are sparsely populated and the government barely has any presence in some of the more isolated areas. Looking at the regional geography at play, it’s conceivable that Fergana-based terrorists could receive weapons and fighters from Afghanistan by taking advantage of the lack of governance present in Southern Kyrgyzstan and Tajikistan’s Gorno-Badakhshan Autonomous Region. After all, this route is already used to smuggle tons of drugs, so it’s certainly possible that it could be used to transport terrorists and weapons along the way as well (if this isn’t being done already). It’s very difficult for the Kyrgyz authorities to exert full control over this region because of tight financial and human resources, a current prioritization on the more populated areas, and the inhibitive geography involved.

To emphasize the last point, wintertime typically renders all of the few north-south roads impassable and strands the mountainous southern-based citizens in their villages for the duration of the season. This effectively splits the country into two, and if timed to coincide with a Hybrid War, then it could give the regime change insurgents active in that region enough time to consolidate their gains and prepare for the hostilities that would inevitably recommence after the snow melts in spring. When one thinks of a terrorist-driven “caliphate”, the last thing that probably comes to mind is a mountainous, snow-covered retreat, but this is exactly what ISIL or any likeminded group could feasibly create in Southern Kyrgyzstan if they played their cards ‘right’. It would be extremely challenging to dislodge the terrorists in such a scenario, and the danger in doing so would critically spike if it were revealed that they had access to anti-aircraft weapons. The Kyrgyz military would obviously be unsuited for such a difficult task and would have to resort to their Russian partners in the CSTO for assistance, with Moscow predictably helping through a combination of drone surveillance and air strikes just as it’s currently doing in Syria at the moment.

Tajikistan:

The threat facing Tajikistan is structurally similar to the one in Kyrgyzstan, and it’s that the country’s large swath of mountainous geography could be exploited by terrorist groups in facilitating smuggling routes or providing cavernous shelter. It goes without saying that Tajikistan’s border with Afghanistan is perhaps its greatest vulnerability, but some respite could be found in the fact that there are more ethnic Tajiks in Afghanistan than in Tajikistan, and that if this community were properly mobilized to its fullest extent, then it could provide an effective bulwark against the Taliban and other terrorist groups. At the moment, however, this doesn’t seem to be the case, since the Taliban was able to briefly capture the northern provincial capital of Kunduz at the end of September and achieve their greatest military success since 2001.

Up to this point, it had been largely assumed that this part of Afghanistan was the least welcoming to the Taliban owing to the valiant history of the Northern Alliance and the relatively secular Tajik community that inhabits the region. What Kunduz taught observers is that these two factors are no longer the strongest determinants of regional security, and that the Taliban has succeeded in the past decade and a half in proselytizing their ideology, gaining sympathizers, and infiltrating enough fighters into the area so as to set up an effective base of operations. The converts that they’ve claimed, the supporters that they’ve acquired, and the terrorists that they’ve relocated to Northern Afghanistan all played an integral role in the Taliban’s capture of Kunduz, and just because they had to conventionally retreat from the city doesn’t mean that their soft infrastructure had to withdraw as well. The reason that this is relevant to Tajikistan is that it proves that the Taliban have a strong presence right along the Amu Darya river border and that fears about their cross-border militant potential are not misplaced.

More domestically, however, the greatest threat comes from the Islamic Renaissance Party, the newly banned organization that represented the last legal party of political Islam in the region. The process was in the works for a while, but ultimately it was decided that the group was full of terrorists and needed to be shut down as soon as possible, with the decision being spurred by rogue former Deputy Defense Minister Abdukhalim Nazarzoda’s coup attempt earlier that month. He and a group of followers slaughtered over 30 soldiers in the capital of Dushanbe before fleeing into the mountains where they were finally hunted down and killed a week later. The subsequent investigation revealed that the deputy head of the Islamic Renaissance Party, Mahmadali Hayit, had consorted with the coup plotters earlier in the year and that 13 members of the party were suspected of being involved in the attacks, so it makes absolute sense that the organization would be outlawed soon thereafter in the interests of national security. At the same time, however, the proclamation came so abruptly that the authorities didn’t have time to completely extinguish the organization, and countless sympathizers and probable sleeper cells can be assumed to be embedded in society. Whether they’ll make the transition to militant action on behalf of the terrorist organization or repent for their prior allegiance to it and disown its ideology remain to be seen, but the actionable threat remains nonetheless and is obviously a destabilizing factor that could be leveraged in any coming Hybrid War against Tajikistan.

Uzbekistan:

Aside from the “Central Asian Spring” scenario that will be detailed in Part IV, there are still quite a few other Hybrid War threats facing the region’s largest country. Uzbekistan is first and foremost threatened by a complete breakdown in law and order stemming from a succession crisis after the passing of Islam Karimov. The author previously explored the contours of these chilling possibilities in his piece “Uzbekistan’s Bubbling Pot Of Destabilization”, but to concisely summarize, the clan-based nature of Uzbek society coupled with the competition between the National Security Service and the Interior Ministry creates a cataclysmic scenario where a black hole of disorder arises in the heart of Central Asia and rapidly spreads throughout the rest of the region.

The only thing that could stop the previously held-together society from dramatically decentralizing down to Somalian-style warlordship would be the rapid reconsolidation of power under one of the two competing security agencies, but since their rivalry could predictably intensify in the days following Karimov’s death (and with the resultant security breakdown this would entail if they focus more on one another than on their designated subjects), it can’t be precluded that Uzbekistan could unravel before anyone realizes what even happened. Of course, if Karimov publicly designates a successor prior to his death or steps down and allows his designee to rule before then, this could potentially assuage the risks inherent in this scenario, but it doesn’t look too likely that this would happen, nor would these steps prevent the rival agency from attempting a major power play the moment the ‘head honcho’ inevitably dies anyhow.

Parallel with this possible tumult could be an explosion of terrorism from the Islamic Movement of Uzbekistan, Hizb ut Tahrir, ISIL, the Taliban, some yet-to-be-named organization, and/or a combination of these groups, which would exacerbate the already deteriorating security situation in the country and divide the security services’ focus even more. There’s also the likelihood that the Taliban or ISIL might even make a conventional move on Uzbekistan amidst the greater breakdown of regional order, which in that case would usher in a global crisis similar to the one that transpired when ISIL crossed into and began conquering Iraq.

Therefore, true to the theory of Hybrid War, any type of social disruption in the tightly controlled Uzbek society, be it through a Color Revolution, succession crisis, or a combination of factors, would create a tantalizing opportunity for Unconventional Warriors to rise up against the state and increase the odds of regime change. In this case, if there’s no real government in power at the moment, then it would prolong the “regime vacuum” and amplify country’s disorder until it reaches the critical point of spreading to its neighbors. Therefore, in such a scenario as the one previously described, it’s important for some leader or leading entity (e.g. military junta) to assume power as soon as possible in order to preempt a regional breakdown. In hindsight, it was precisely this quick emergence of leadership, however weak and fragmented, that emerged in Kyrgyzstan after the 2010 Color Revolution that helped to miraculously contain the chaos and prevent it from turning into a “Central Asian Spring”.

Before addressing this curious concept that’s been alluded to a few times already, it’s necessary to briefly touch upon a minor socio-political factor in Uzbekistan that shouldn’t be overlooked when discussing forthcoming disorder there. The autonomous republic of Karakalpakstan is a little-known administrative entity in the former Soviet Union that handsomely sits atop rich oil and gas reserves and provides transit to two energy pipelines to Russia. The dried-up majority of the Aral Sea has endowed the region even more oil and gas than was previously accessible, meaning that Karakalpakstan will likely become more important than ever to the Uzbek state.

Still, its energy potential isn’t the exact reason why the autonomous republic is brought up when discussing Hybrid War scenarios, since there lately have been whispers of a Karakalpakstan “independence” movement that provocatively wants to join Russia. In all probability, this isn’t a genuine movement but rather a proxy front controlled by the US to advance the objective of straining the already frayed ties between Russia and Uzbekistan. The appearance of a “pro-Russian” separatist organization at the crossroads of Uzbekistan, Kazakhstan, and Turkmenistan isn’t incidental, and its’ designed to destabilize the entire region if ever given the opportunity. On its own, the Karakalpakstan “independence” movement is powerless to do anything to upset the Central Asian balance, but in the event that the eastern more populated part of the country descends into bedlam following one or some of the abovementioned scenarios, then it’s likely that this group will emerge from the shadows (or more likely, be parachuted or infiltrated into the theater) to violently lay stake to its secessionist claim so that it can then transform into an American protectorate.

Dutch Voters Reject Ukraine Deal

On this overcast Thursday morning in Brussels, the political capital of Europe, rays of bright sunshine are breaking through from the east as the latest results of vote counting in neighboring Netherlands suggest that Wednesday’s referendum against the European Union’s Association Agreement with Ukraine won two out of every three votes and passed the 30 percent participation requirement of all eligible voters to be considered valid.

If those results are confirmed by the official results – to be released on April 12 – this referendum marks a resounding defeat for the Brussels-led conspiracy to pursue Russia-bashing policies of sanctions and information warfare without consulting public opinion at home.

To change metaphors and speak in terms of Dutch folklore, it is the first crack in the dam that many of us have been waiting for, the opportunity for common sense to prevail over the illogic, hubris and plain pigheadedness of those who control the E.U. institutions in Brussels, and afar from Berlin and Washington.

While the referendum was formally just “advisory,” both the public statements of parliamentarians and the acknowledgements of the Dutch government ahead of the voting indicated that it will force a new vote in parliament on ratification and likely send Prime Minister Mark Rutte to Brussels hat in hand, requesting a renegotiation of the Association Agreement.

As such, it may bring the E.U. foreign policy machinery to a shuddering halt and open the illogic of all its policies towards its eastern borderlands over the past several years to public scrutiny and, possibly, to revision.

However, whether this was the decisive moment when the E.U. is brought to its senses or just the first of a series of knock-out blows directed at the political correctness and group think that have been driving policy ever since the coup d’etat in Ukraine on Feb. 22, 2014, its importance cannot be overstated.

We have been hearing for more than a year that the Russia-bashing policies – the sanctions in particular – were opposed by a growing minority of E.U. member states. Among the dissenters named at one point or other have been Italy, Hungary and Slovakia. Then came Bavaria, within Germany, whose minister-president Horst Seehofer just months ago flouted the policies of Chancellor Merkel and paid court to Russian President Vladimir Putin in Moscow. On Wednesday, the president of Austria did the same.

And yet, despite all the fine words to reporters about how the sanctions violate the basic economic interests of their countries and of Europe as a whole, none of these statesmen broke ranks when the sanctions repeatedly came up for renewal. The significance of Wednesday’s vote in The Netherlands was that this time the people spoke, not their elected or appointed officials. This was a consultation to remember.

In effect, the referendum played out at two levels. At the domestic level, it was a power struggle between the mainstream centrist parties in The Netherlands who stand for a “go with the flow” approach on E.U. decisions and decision-making, versus the Euroskeptic extremes on the left and especially on the right.

On the right, Geerd Wilders and his Freedom Party want to put a stick in the gears of the E.U. machinery and halt the slow-motion, seemingly unstoppable move towards greater union, indeed towards federalism that have gained momentum ever since the onset of the financial crisis in 2008. In that sense, the vote foreshadows the campaign fight of the parliamentary elections that will take place in The Netherlands in 2017.

At the same time, the referendum had a geopolitical dimension going way beyond the spoils of office, as a proxy battle in The Netherlands between those who favor a pro-U.S./pro-NATO approach versus those seeking improved relations with Moscow.

In both dimensions, the particulars of the E.U.’s Association Agreement with Ukraine that runs several thousand pages were not the real issue on the ballot. All of which begs the question of what exactly Prime Minister Rutte will eventually be asking the E.U. Commission to renegotiate.

The signs are multiplying that the E.U. consensus on foreign policy driven by German Chancellor Angela Merkel is nearing collapse. Within Germany itself, her detractors are becoming ever bolder. Earlier this week, the German newspapers were carrying on their front pages news of former Chancellor Helmut Kohl’s invitation to Hungarian Prime Minister Viktor Orban to visit him at his home next week.

This move is seen as a direct rebuke to Merkel and her policy of open-arms to refugees from Syria and the Middle East, a policy that Orban led a number of new Member States in opposing.

The next big test for the European Union, and the next opportunity to deal a severe blow to its complacent leadership in Brussels will be the Brexit referendum in the U.K. at the end of June.

Nagorno-Karabakh Conflict Escalated: In Pursuit of Hidden Agenda

The sudden aggravation of the situation in Nagorno-Karabakh is fraught with serious consequences. The warring sides, as well as the OSCE (the Organization for Security and Cooperation in Europe) Minsk Group, have to realize that the situation may get out of hand and entail irreversible consequences against the will of the belligerents.

Armenian First Deputy Defense Minister David Tonoyan said in a statement made at the Sunday (April 3) briefing with foreign defense attaches that Armenia is ready for any scenario as the events unfold, «including direct military assistance to the security of the Nagorno-Karabakh republic».

The statement indicates that things will never be the same as before, especially after Turkey, Pakistan and some other countries have voiced their support for Azerbaijan. Once made public, the statements cannot be taken back. The development of events suggests that some forces pursue a hidden agenda in an effort to unfreeze the Nagorno-Karabakh conflict and make the escalation irreversible.

In recent years, the situation in Nagorno-Karabakh worsened from time to time, but it never escalated to large-scale operations involving aviation and heavy equipment. Moreover, decisions to start combat actions can not be taken in absence of state leaders. Azerbaijan’s President Ilham Aliyev and Armenia’s President Serzh Sargsyan were in Washington when the situation escalated overnight on April 2.

The outside factors probably play a much bigger role than it may seem at first glance.

Evidently, some countries, like Russia, for instance, have no interest in the escalation of the conflict in the Caucasus. Moscow plays the leading role in the crisis management efforts. It has always strived for developing mutually beneficial ties with both Armenia and Azerbaijan.

The aggravation of the conflict creates a problem for the Collective Security Treaty Organization (CSTO). Unlike Azerbaijan, Armenia is a member of the CSTO, which is to defend it if attacked. But the organization has no obligations to defend the self-proclaimed Republic of Nagorno-Karabakh. Article 4 of the Treaty states «If an aggression is committed against one of the States Parties by any state or a group of states, it will be considered as an aggression against all the States Parties to this Treaty. In case an act of aggression is committed against any of the States Parties, all the other States Parties will render it necessary assistance, including military one, as well as provide support with the means at their disposal through an exercise of the right to collective defense in accordance with Article 51 of the UN Charter».

The conflict in Nagorno-Karabakh is not covered by the Treaty, but the broad interpretation of its text may lead to misunderstanding inside the CSTO between Russia and Armenia on the one hand, and Kazakhstan, Kyrgyzstan and Tajikistan on the other hand.

Obviously, the bloodshed does not meet the interests of Armenia and Azerbaijan. Nevertheless, outside forces have entered a «window of opportunity» to incite Baku.

Now who gains as a result of Azerbaijan’s involvement in the conflict? There are at least three parties to benefit.

Turkey tops the list. Having suffered a defeat in Syria and in face of growing impact of the Kurdish factor, Erdogan could go as far as sparking the Caucasian hotbed to entangle Russia. His plans may envision provoking a confrontation between the Russian Federation and NATO. If so, he could have given certain assurances and guarantees to Azerbaijan’s President Aliyev during his visit to Turkey on March 15.

Director of US National Intelligence James Clapper warned about possible escalation of the conflict in February.

The information was confirmed by the fact that the air forces of Azerbaijan and Turkey held March 7-25 joint military exercises TurAz Shahini-2016 in the Turkish province of Konya as part of the TurAz Qartali program of military cooperation. The exercises were held in accordance with the annual plan of joint training events that kicked off last September.

The United States, or, to be more precise, the circles in Washington interested in keeping up tensions in the relationship with Moscow, is the second party, which has a stake in the conflict’s flare up. The goal is to weaken the Collective Security Treaty Organization and create snugs on the way of post-Soviet space integration. Sparking a conflict in Nagorno-Karabakh is the best way to do it.

The third party interested in the conflict is the Cooperation Council for the Arab States of the Gulf, especially Qatar. This country has close ties with Turkey. It challenges Saudi Arabia as the leader of the organization. Besides, there are heightened tensions between the Gulf Cooperation Council members and Iran. Iranian Azerbaijanis account for 15-16% of the country’s population. Tehran has had good relations with Erevan ever since early 1990s. Like Russia, it has no interest in inciting the Nagorno-Karabakh conflict. Qatar and Turkey enjoy special relationship. They are known for tacit support of Muslim Brotherhood. It would be logical to surmise that both countries coordinate policies on the Nagorno-Karabakh dispute.

Azerbaijan and the breakaway region of Nagorno-Karabakh said on April 5 they were halting hostilities after four days of intense fighting.

Report Accusing Russia of Bombing Syrian Hospitals ‘Lacks Hard Data’

WASHINGTON – A new report from the US-based think tank Atlantic Council accusing Russia of deliberately bombing hospitals during its anti-terrorists campaign in Syria has no hard data to back up its questionable claims and comes from an organization notorious for its propaganda against Russia, US analysts told Sputnik.

“This publication from the Atlantic Council claims that it is based on ‘analysis of open source and social media intelligence (OSSMINT).’ This OSSMINT is a field completely invented by [report co-author Eliot] Higgins,” Helena Cobban, a leading US expert on modern Syria and veteran Middle East correspondent, said.

However, the so-called OSSMINT materials, presented on Tuesday, are a misleading mixture of unreliable sources using a methodology that has never been seriously accepted, Cobban pointed out.

“OSSMINT consists of little more than capturing and aggregating claims made by anyone [that Higgins] chooses on social media; and over any sub-sample of a time period that he chooses to focus on. It’s an echo chamber for whatever he chooses to echo,” she noted.

Higgins’ methodology in the report mixed reliable and verifiable information with unverifiable anecdotal claims of the most dubious accuracy, Cobban said.

“It’s worth underlining that by relying on both open source information and on what [Higgins] calls ‘social media intelligence,’ which is completely unverifiable, his method is completely unscientific,” she pointed out.

Serious reconnaissance photographic data about the pattern of Russia and US airstrikes over Syria was potentially available, yet the Atlantic Council report cited none whatsoever, Cobban observed.

“Every government intelligence service with constant satellite surveillance over Syria… [including the United States, Russia and Israel] would be able to provide… solid numbers and figures about the location and authorship of the major military actions taken in Syria over the past 30 months. This report uses no such data,” she said.

Higgins had a strong history of partisanship in favor of the anti-government forces in Syria and has never had, nor had he claimed any formal training in military affairs or military science, Cobban noted.

“In August 2013, [Higgins] and his blog became some of the main actors accusing the Syrian government of having used chemical weapons against the rebels near Damascus,” she pointed out.

Higgins’ false claim was widely spread and nearly catapulted the United States and United Kingdom into launching airstrikes against the Syrian government, Cobban recalled.

However, that analysis was within days challenged and disproven by a team of real specialists in ballistics led by the veteran MIT military-tech specialist Theodore Postol, Cobban added.

University of Illinois Professor of International Law Francis Boyle told Sputnik that the pattern of wild accusations using alleged evidence is based on no serious, accepted methodology reflecting the anti-Russian bias of the body that published it.

“The Atlantic Council is a well-known anti-Russian, anti-Putin propaganda organization. Caveat lector [‘Let the reader beware’]” he said.

Russia started its counter-terrorism operation in Syria in September 2015, at the request by Syrian President Bashar Assad. On March 15, Russia began withdrawing the largest bulk of its military from Syria after accomplishing its objectives.

The Russian Defense Ministry issued daily reports on the results of its air campaign in Syria and released footage showing its air force striking targets.

Austrian President wants EU to examine ending anti-Russia sanctions

The Austrian President Heinz Fischer says the EU has to find a way to lift sanctions against Russia.

“I always say that sanctions are disadvantageous for both sides,” Fischer said at Wednesday’s meeting with Russia’s State Duma Speaker Sergey Naryshkin. “It is important to find a way to lift them in the near future.”

He also said Austria is actively participating in EU’s discussions on the issue.

“Our position is that it’s necessary to consider all the opportunities to develop cooperation between Russia and the EU,” he added.

A few days ago Austrian business leader Christoph Leitl criticized anti-Russian sanctions, saying they had proved unsuccessful. Leitl said Russia with its raw materials and Europe with its expertise would complement each other perfectly.

At the moment, there’s no unity among the European Union for automatically prolonging the economic sanctions against Russia which are due to expire on July 31.

The Italian and Hungarian foreign ministers said last month that things can’t be taken for granted at this stage; the question of sanctions should be decided at the highest level and cannot be automatic. Meanwhile, the Baltic republics and Poland are demanding sanctions should continue as a response to what they describe as expansionist Russia.

EU sanctions against Russia were introduced in March 2014 after Crimea voted to separate from Ukraine and rejoin Russia.

UNSC resolution does not ban Su-30 fighter jet sales to Iran: Russia

Russia has rejected a US claim that the sales of Sukhoi Su-30 fighter jets to Iran were prohibited under a United Nation Security Council resolution.

On Tuesday, the US Department of State Undersecretary for Political Affairs Thomas Shannon said Washington would use its veto power in the Security Council to block the possible sales of the fighter jets to Iran.

“The sale of Su-30 fighter aircraft is prohibited under UNSCR 2231 without the approval of the UN Security Council and we would block the approval of any sale of fighter aircraft under the restrictions,” Shannon said, referring to the UN resolution.

Head of the Russian Foreign Ministry’s department for non-proliferation and arms control, Mikhail Ulyanov, dismissed the claim.

“Such deliveries are not prohibited, they are allowed, and this follows from the text of the resolution,” the Interfax news agency quoted him as saying.

Resolution 2231, adopted by the Security Council on July 20, 2015, endorsed a nuclear agreement between Iran and the P5+1 group, comprising Russia, China, France, Britain, the US and Germany.

Shannon claimed that under the resolution, such weapon deliveries “require the submission of relevant notification to the Security Council and this notification’s endorsement by the Security Council.”

Ulyanov said Moscow has not forwarded such a notification to the Security Council so far.

Political analysts say Resolution 2231 does not prohibit Iran from buying fighter jets, and its language is not legally binding and cannot be enforced with punitive measures.

Su-30 is a multirole advanced fighter aircraft for all-weather, air-to-air and air-to-surface deep interdiction missions.

Iran and the P5+1 finalized the nuclear agreement, dubbed the Joint Comprehensive Plan of Action (JCPOA) in Vienna, Austria, in July last year. They started to implement the JCPOA on January 16, 2016.

On Tuesday, a senior Russian diplomat also said Moscow would begin the first shipment of its S-300 air defense missile systems to Iran in the coming days.

“I don’t know if this will happen today, but they (S-300 missiles) will be loaded (for shipment to Iran),” Interfax quoted Zamir Kabulov, a department chief at the Foreign Ministry, as saying.

The United States would use its veto power in the United Nations Security Council to block the sale of Russian Ru-30 fighter jets to Iran, the State Department says.

Department of State Under Secretary for Political Affairs Thomas Shannon made the announcement on Tuesday during a congressional hearing on Iran. “We would block the approval of fighter aircraft.”

Shannon told the Senate Foreign Relations Committee hearing that any such sale of fighter jets would have to be approved by the UN Security Council.

Su-30 is a multirole advanced fighter aircraft for all-weather, air-to-air and air-to-surface deep interdiction missions.

“The sale of Su-30 fighter aircraft is prohibited under UNSCR 2231 without the approval of the UN Security Council and we would block the approval of any sale of fighter aircraft under the restrictions,” Shannon said.

Shannon was referring to the UN Security Council Resolution 2231, adopted by the Security Council on July 20, 2015, which endorsed the nuclear agreement between Iran and the P5+1 group – Russia, China, France, Britain, the US and Germany.

The UN resolution calls upon Iran not to undertake any activity related to ballistic missiles designed to be capable of delivering nuclear weapons, including launches using such ballistic missile technology.

But according to diplomats, resolution 2231 does not prohibit Iran from buying fight jets, and the language of 2231 is not legally binding and cannot be enforced with punitive measures.

Iran and the P5+1 finalized the Joint Comprehensive Plan of Action (JCPOA) in Vienna, Austria, on July 14, 2015. They started to implement the JCPOA on January 16, 2016.

Under the agreement, limits are put on Iran’s nuclear activities in exchange for, among other things, the removal of all nuclear-related economic sanctions against the Islamic Republic.

Armenian-Azeri Tensions Just Got Alarming: Here’s Why It’s Happening (I)

The unprecedented upsurge in violence along the Line of Contact between Armenia and Azerbaijan in Nagorno-Karabakh has raised universal concern that a larger conflict might be brewing, with some analysts seeing it as an outgrowth of Turkey’s destabilizing anti-Russian policies over the past couple of months.

As attractive as it may be to believe such that Azerbaijan is behaving as a total puppet of the West, such an explanation is only a superficial description of what is happening and importantly neglects to factor in Baku’s recent foreign policy pivot over the past year. It’s not to necessarily suggest that Russia’s CSTO ally Armenia is to blame for the latest ceasefire violations, but rather to raise the point that this unfolding series of militantly destabilizing events is actually a lot more complex than initially meets the eye, although the general conclusion that the US is reaping an intrinsic strategic benefit from all of this is clearly indisputable.

Instead of beginning the research from a century ago and rehashing the dueling historic interpretations that both sides have over Nagorno-Karabakh, the article at hand begins at the present day and proceeds from the existing on-the-ground state of affairs after the 1994 ceasefire, whereby the disputed territory has de-facto been administered as its own unrecognized state with strong Armenian support in all sectors. There’s no attempt to advocate one side or denigrate the other, but rather to objectively understand the situation as it is and forecast its unfolding developments.

In keeping with the task at hand, it’s essential that the point of analytical departure be an overview of Armenia and Azerbaijan’s latest geopolitical moves in the year preceding the latest clashes. Afterwards, it’s required that an analysis be given about the limits to Russia’s CSTO commitment to Armenia, which thus helps to put Russia’s active diplomatic moves into the appropriate perspective. Following that, Part II of the article raises awareness about the US’ Reverse Brzezinski stratagem of peripheral quagmire-like destabilization along the post-Soviet rim and how the recent outbreak of violence is likely part and parcel of this calculated plan. Finally, the two-part series concludes with the suggested appeal that Armenia and Azerbaijan replace the stale OSCE Minsk Group conflict resolution format with a fresh analogue via their newly shared dialogue partner status under the SCO.

Not What One Would Expect

Over the past year or so, Armenia and Azerbaijan’s geopolitical trajectories haven’t exactly been moving along the course that casual commentators would expect that they would. Before beginning this section, it’s necessary to preface it with a disclaimer that the author is not referring to the average Armenian or Azeri citizen in the following analysis, but rather is using their respective countries’ names interchangeably with their given governments, so “Armenia” in this instance refers to the Yerevan political establishment while “Azerbaijan” relates to its Baku counterpart. This advisory note is needed in order to proactively prevent the reader from misunderstanding the author’s words and analyses, since the topic is full of highly emotionally charged elements and generally evokes a strong reaction among many, especially those of either of the two ethnicities.

Armenia:

The general trend is that the prevailing geopolitical stereotypes about Armenia and Azerbaijan are not as accurate as one would immediately think, and that neither country adheres to them to the degree that one would initially expect. It’s true that Armenia is a staunch and loyal Russian CSTO ally which maintains a presence of 5,000 troops, a handful of jets and helicopters, a forthcoming air defense shield, and possibly soon even Iskander missiles there, but it’s been progressively diversifying its foreign policy tangent by taking strong strides in attempting to reach an Association Agreement with the EU despite its formal Eurasian Union membership.

This has yet to be clinched, but the resolute intent that Yerevan clearly demonstrated in May 2015 raises uncomfortable questions about the extent to which its decision-making elite may have been co-opted by Western influences. The author was so concerned about this eventuality that he published a very controversial analysis that month explaining the various ploys by which the West has sought to woo Armenia over to its side, including the shedding of crocodile tears for its genocide victims during their centenary remembrance commemoration.

As is the established pattern which was most clearly proven by Ukraine, the more intensely that a geostrategically positioned country flirts with the West, the more susceptible that it is to a forthcoming Color Revolution attempt, so it’s unsurprising in hindsight that the “Electric Yerevan” destabilization was commenced just one month after the Armenian President was publicly hobnobbing with so many of his Western “partners”. That anti-government push was a proto-manifestation of what the author later described in an unrelated work as “Color Revolution 1.5” technologies which seek to use “civil society” and “anti-corruption” elements as experimental triggers for testing the catalyzation of large-scale regime change movements. The geopolitical end goal in all of this, as the author wrote in his “Electric Yerevan” piece cited above, was to get Armenian nationalists such as Nikol Pashinyan into power so that they can provoke a continuation war in Nagorno-Karabakh that might conceivably end up dragging in Russia. They thankfully didn’t succeed in this, and the sitting Armenian President Serzh Sargsyan has repeatedly underscored that Armenia does not want to see a conflict escalation in the disputed territory.

Strangely, despite the regime change attempt that the West tried to engineer against Armenia, Sargsyan still declared in early 2016 that “Armenia’s cooperation and development of relations with the EU remain a priority for Armenia’s foreign policy” and “expressed gratitude to the EU for their assistance in carrying out reforms in Armenia.” Also, the EU’s External Action Service reports that the two sides formally relaunched their negotiation process with one another on 7 December with the aim of reaching a “new agreement (that) will replace the current EU-Armenia Partnership and Cooperation agreement.”

An EU analyst remarked in March of this year that he obviously doesn’t believe that it will be identical to the Association Agreement that the EU had offered to Armenia prior to its Eurasian Union ascension, but that of course doesn’t mean that it couldn’t share many similarities with its predecessor and create geopolitical complications for Yerevan’s economic alliance with Moscow. It must be emphasized at this point that while the Armenian state is still closely linked to Russia on the military-political level and formally part of the Eurasian Union, it is provocatively taking strong economic steps in the direction of the EU and the general Western community, disturbingly raising the prospect that its schizophrenic policies might one day engender a crisis of loyalty where Yerevan is forced to choose between Moscow and Brussels much as Kiev was artificially made to do so as well (and possibly with similar pro-Western urban terrorist consequences for the “wrong choice”).

Azerbaijan:

On the other hand, while Armenia was bucking the conventional stereotype by moving closer to the West, Azerbaijan was also doing something similar by realigning itself closer to Russia. Baku’s relations with Washington, Brussels, Ankara, and even Tel Aviv (which it supplies 40% of its energy to via the BTC pipeline) are well documented, as is its geostrategic function as a non-Russian energy source for the EU (particularly in the context of the Southern Corridor project), so there’s no use regurgitating well-known and established facts inside of this analysis. Rather, what’s especially interesting to pay attention to is how dramatically the ties between Azerbaijan and the West have declined over the past year. Even more fascinating is that all of it was so unnecessary and had barely anything to do with Baku’s own initiative.

What happened was that Brussels started a soft power campaign against Baku by alleging that the latter had been violating “human rights” and “democratic” principles, which resulted in Azerbaijan boldly announcing in September 2015 that it was cancelling the planned visit of a European Commission delegation and considering whether it “should review [its] ties with the European Union, where anti-Azeri and anti-Islam tendencies are strong.” For a country that is stereotypically seen as being under the Western thumb, that’s the complete opposite of a subservient move and one that exudes defiance to the West. Earlier that year in February 2015, Quartz online magazine even exaggeratedly fear mongered that “Azerbaijan is transforming into a mini-Russia” because of its strengthening domestic security capabilities in dealing with asymmetrical threats.

While Azerbaijan’s resistance certainly has its pragmatic limits owing to the country’s entrenched strategic and energy infrastructural relationship with the West over the past couple of decades, it’s telling that it would so publicly rebuke the West in the fashion that it did and suggests that the problems between Azerbaijan and the West are deeper than just a simple spat. Part of the reason for the West’s extreme dislike of the Azerbaijani government has been its recent pragmatic and phased emulation of Russia’s NGO security legislation which aims to curb the effectiveness of intelligence-controlled proxy organizations in fomenting Color Revolutions. Having lost its influence over the country via the post-modern “grassroots-‘bottom-up’” approach, it’s very plausible that the US and its allies decided to find a way to instigate Nagorno-Karabakh clashes as a means of regaining their sway over their wayward Caspian ‘ally’.

Amidst this recent falling out between Azerbaijan and the West and even in the years preceding it, Moscow has been able to more confidently position itself as a reliable, trustworthy, and non-discriminatory partner which would never interfere with Baku’s domestic processes or base its bilateral relations with the country on whatever its counterpart chooses to do at home. Other than the unmistakable security influence that Russia has had on Azerbaijan’s NGO legislation, the two sides have also increased their military-technical cooperation through a surge of agreements that totaled $4 billion by 2013. By 2015, the Stockholm International Peace Research Institute reported that Azerbaijan’s total arms spending for the five-year period of 2011-2014 had increased by 249%, with 85% of its supplies coming from Russia.

In parallel to that, it also asserted that Russia’s weapons exports to Europe for 2011-2015 increased by 264%, “mainly due to deliveries to Azerbaijan”. It’s plain to see that Russia isn’t treating Azerbaijan as though it were an unredeemable Western puppet state, but is instead applying a shrewd and calculated military balancing strategy between it and Armenia. While unconfirmed by official sources, the head of the Political Researches Department of the Yerevan-based Caucasian Institute Sergey Minasian claimed in 2009 that Russia was supplying its Gyumri base in Armenia via air transit permission from Azerbaijan after Georgia banned such overflights through its territory after the 2008 war. If this is true, then it would suggest that Russian-Azeri strategic relations are at their most trusted level in post-independence history and that Baku has full faith that Moscow will not do anything to upset the military balance in the Southern Caucasus, which of course includes the paranoid fear that some Azeri observers have expressed about Russia conspiring with Armenia to wage another war in Nagorno-Karabakh.

Strategic Calculations and CSTO Limits

Russia And Armenia:

Everything that was written above likely comes as a complete shock to the casual observer of international affairs because it flies in the face of presumed “logic”, but this just goes to show that the prevailing geopolitical stereotypes about Armenia and Azerbaijan are inaccurate and do not fully reflect the present state of affairs. The common denominator between the two rival states is their evolving relationship with Russia, which as was just described, appears to be progressively moving in opposite directions. Again, the author does not intend to give the impression that this reflects popular sentiment in either country or its expatriate and diaspora communities, especially Armenia and its affiliated ethnic nationals, since the general attitude inside the country (despite the highly publicized “Electric Yerevan” failed Color Revolution attempt) and for the most part by its compatriots outside of it could safely be described as favorable to Russia. This makes Yerevan’s pro-Western advances all the more puzzling, but that only means that the answer to this paradox lies more in the vision (and possible monetary incentives) of the country’s leadership than the will of its people. Still, the situation is not critical and has yet to approach the point where the pragmatic and trusted state of bilateral relations is endangered.

Russia And Azerbaijan:

That being said, to many conventional observers, Russia’s close military cooperation with Azerbaijan might seem just as peculiar as Armenia’s intimation of a forthcoming pro-Western economic pivot, but that too can be explained by a strategic calculation, albeit one of a much more pragmatic and understandable nature. Russia has aspired to play the role of a pivotal balancing force between Armenia and Azerbaijan, and truth be told and much to the dismay of many Armenians, it did approve of UNSC Resolutions affirming Azerbaijan’s territorial integrity along its internationally recognized borders, specifically the most recent 62/243 one from 2008 which “Reaffirms continued respect and support for the sovereignty and territorial integrity of the Republic of Azerbaijan within its internationally recognized borders” and “Demands the immediate, complete and unconditional withdrawal of all Armenian forces from all the occupied territories of the Republic of Azerbaijan”.

Geopolitical Consistency:

What’s happening isn’t that Russia is “betraying Armenia” like some overactive nationalist pundits like to allege, but that it’s maintaining what has been its consistent position since the conflict began and is abiding by its stated international guiding principle in supporting territorial integrity. Key to this understanding is that the conception of territorial integrity is a guiding, but not an irreversible, tenet of Russian foreign policy, and the 2008 Russian peace-enforcement operation in Georgia that led to the independence of South Ossetia and Abkhazia and the 2014 reunification with Crimea prove that extenuating circumstances can result in a change of long-standing policy on a case-by-case basis. This can be interpreted as meaning that Moscow at this stage (operative qualifier) does not support the independence of the self-proclaimed Nagorno-Karabakh Republic, but to be fair, neither does Yerevan, although the Armenian state just recently repeated its previously stated position that it could recognize the Armenian-populated region as a separate country if the present hostilities with Azerbaijan increase. Therefore, the main condition that could push Armenia to recognize Nagorno-Karabakh as an independent state and possibly even pressure Russia to follow suit would be the prolonged escalation of conflict around the Line of Contact.

The Unification Conundrum:

As much as some participants and international observers might think of such a move as being historically just and long overdue, Russia would likely have a much more cautious approach to any unilateral moves that Armenia makes about recognizing the independence of Nagorno-Karabakh. To repeat what was earlier emphasized about Russia’s political approach to this conflict, this would not amount to a “betrayal” of Armenia but instead would be a pragmatic and sober assessment of the global geostrategic environment and the likely fact that such a move could instantly suck Russia into the war. As it stands, Russia has a mutual defense commitment to Armenia which makes it responsible for protecting its ally from any aggression against it, however this only corresponds to the territory that Russia internationally recognizes as Armenia’s own, thereby excluding any Armenian forces and passport holders in Nagorno-Karabakh.

If Armenia recognizes Nagorno-Karabakh as an independent state, it would likely initiate a rapidly progressing process whereby the two Armenian-populated entities vote for unification, which would then place Russia in the very uncomfortable position of having to consider whether it will recognize such a unilateral move by its ally and thereby extend its mutual defense umbrella over what would by then be newly incorporated and Russian-recognized Armenian territory. On the one hand, Moscow wouldn’t want to be perceived as “betraying” its centuries-long Armenian ally and thenceforth engendering its unshakable hate for the foreseeable future, but on the other, it might have certain reservations about getting directly involved in the military conflict as a warfighting participant and forever losing the positive New Cold War inroads that it has made with Baku.

Russian-Azeri relations, if pragmatically managed along the same constructive trajectory that they’ve already been proceeding along, could lead to Moscow gaining a strategic foothold over an important Turkish, EU, and Israeli energy supplier and thus giving Russia the premier possibility of indirectly exerting its influence towards them vis-à-vis its ties with Baku. In any case, the Russian Foreign Ministry would prefer not to be placed on the spot and in such a zero-sum position where it is forced to choose between honoring its Armenian ally’s unilateral unification with Nagorno-Karabakh and abandoning its potential outpost of transregional strategic influence in Azerbaijan, or pursuing its gambit to acquire grand transregional influence via Azerbaijan at the perceived expense of its long-standing South Caucasus ally and risk losing its ultra-strategic military presence in the country.

The Nagorno-Karabakh Question is thus a quandary of epic and far-reaching geostrategic proportions for Russia, which is doing everything that it can to neutrally negotiate between the two sides in offsetting this utterly destabilizing scenario and preventing it from being forced to choose a disastrous zero-sum commitment in what will be argued in Part II to likely be an externally third-party/US-constructed military-political dilemma. Furthermore, both Armenia and Azerbaijan want to retain Russian support and neither wants to risk losing it, which also explains why Azerbaijan has yet to unleash its full military potential against the Armenian forces in Nagorno-Karabakh and why Armenia hasn’t unilaterally recognized Nagorno-Karabakh or made an effort to politically unite with it. Conclusively, it can be surmised that the only actor which wants to force this false choice of “either-or” onto Russia is the US, which always benefits whenever destabilization strikes Moscow’s periphery and its Eurasian adversary is forced into a pressing geopolitical dilemma.
