Saudi, UAE, Bahrain, Egypt cut ties with Qatar

Saudi Arabia, the UAE, Bahrain and Egypt have cut diplomatic ties and all land, sea and air contacts with Qatar, accusing the Persian Gulf country of supporting terrorism and interfering in their internal affairs.

Riyadh took the lead on Monday to sever relations and other countries fell in line after an official source said the kingdom “urges all brotherly countries and companies to do the same.”

A Saudi official cited by SPA said the country decided to “sever diplomatic and consular ties with Qatar, and to close all land, sea and aviation ports” in order to “protect its national security from the dangers of terrorism and extremism.”

The “decisive” measure, the Saudi statement said, was due to “gross violations committed by authorities in Qatar over the past years.”

The United Arab Emirates gave Qatari diplomats 48 hours to leave the country, citing their “support, funding and embrace of terrorist, extremist and sectarian organizations,” state news agency WAM reported.

Bahrain News Agency said the tiny kingdom was cutting ties with Doha over its insistence on “shaking the security and stability of Bahrain and meddling in its affairs.”

Egypt accused Qatar of supporting “terrorist” organizations, including the Muslim Brotherhood which it has been cracking down on since the 2013 coup against the country’s first ever democratically-elected leader, Mohamed Morsi.

Meanwhile, a Saudi “coalition” waging a war in Yemen said it was ending Qatar’s membership. The measure, it said, was due to Doha’s “practices that strengthen terrorism, and its support to organizations in Yemen, including al-Qaeda and Daesh, as well as dealing with the rebel militias.”

Qatar regretted the decision, saying “the measures are unjustified and are based on claims and allegations that have no basis in fact.” Doha-based Al Jazeera TV quoted Foreign Ministry as saying that the decisions would “not affect the normal lives of citizens and residents.”

“The aim is clear, and it is to impose guardianship on the state. This by itself is a violation of its (Qatar’s) sovereignty as a state,” the ministry said in a statement, referring to the severance of ties as an “incitement campaign based on fabrications, which reflects an intention to harm Qatar.”

Pakistan, another member of the “coalition” which has recently tried to distance itself from the Saudi group’s anti-Iran agenda, made it clear that the country had no plans to cut diplomatic ties with Qatar.

UAE carriers Etihad, Emirates and flydubai said they would suspend flights to and from Doha from Tuesday. Qatar Airways said it has suspended all flights to Saudi Arabia with immediate affect.

Trump factor

The crisis follows US President Donald Trump’s visit to the region last month, marked by the signing of a record $110-billion arms deal with Saudi Arabia.

US Secretary of State Rex Tillerson said the visit was aimed at getting Saudi Arabia and other Arab nations in the region to stand in “unity” with Israel and confront Iran.

After Trump’s visit, tensions escalated between Riyadh and Doha because of an article in Qatar’s state-run news agency in which the emir was quoted as criticizing the US, Saudi Arabia, and their client states for attempting to stir up tensions with “Islamic power” Iran.

The Qatari government quickly deleted the comments, saying the state agency had been hacked but the official denial failed to stop the rift between the Persian Gulf Arab countries from widening.

Saudi media then viciously attacked Qatar, accusing it of having “betrayed” the other Arab countries particularly at a time when they had attempted to stage a show of “unity” against Iran in a much-publicized and extravagant series of events in Riyadh.

Saudi Arabia and the United Arab Emirates also blocked Qatari websites and broadcasters. Qatari Foreign Minister Mohammed bin Abdulrahman Al Thani later said the country was being targeted in a “hostile media campaign, which we will confront.”

Prelude to invasion?

Qatar, home to the forward headquarters of the US military’s Central Command and some 10,000 American troops, long has faced criticism from its Arab neighbors over its support of the Muslim Brotherhood which has another admirer in Turkey.

Western officials have also accused Qatar of allowing or even encouraging funding of Takfiri extremists like al-Qaeda’s branch in Syria, once known as the Nusra Front. Saudi Arabia and the UAE similarly stand accused of supporting other Takfiri groups and the escalation exposes an underlying bitter rivalry among the neighbors for influence.

Former Yemeni president Ali Abdullah Saleh was quoted as saying that the conflict between Saudi Arabia and Qatar is rooted in “accumulated differences from the past even though both countries are followers of the Wahhabi school.”

Wahhabism is the radical ideology dominating Saudi Arabia, which is freely preached by government-backed clerics there and inspiring terrorist groups such as Daesh and al-Qaeda.

Prominent Palestinian journalist Abdel Bari Atwan said in a Twitter post that the diplomatic rupture is a “prelude” to a military action against Qatar.

“The next move may be a military offensive to change the regime in Qatar. It’s a war planned months ago,” wrote the editor-in-chief of the Rai al-Youm news website.

Saudi Arabia, UAE falling out over Yemen?

Recent reports have suggested Saudi Arabia and the United Arab Emirates were divided over their role in Yemen on which they have been waging a deadly war for more than two years now.

In a recent interview with Middle East Eye online news portal, Saudi-backed former Yemeni president Abd Rabbuh Mansour Hadi accused the UAE of acting “like an occupation power in Yemen rather than a force of liberation.”

Yemeni sources have revealed that the United Arab Emirates was trying to establish control over the strategic island of Socotra in the Arabian Sea, which Hadi had rented out to the country for nearly a century.

Tensions have taken a turn for worse under Saudi Arabia’s new rulers who have adopted an aggressive policy, waging a destructive war on Yemen, severing relations with Iran and assisting militants in Iraq and Syria to topple their governments.

Calls on Britain to stop arms exports to UAE

The Arab Organisation for Human Rights in Britain (AOHR) has called on the UK government to stop exporting arms to the United Arab Emirates (UAE) because of its role in fuelling armed conflicts in the Middle East.

The organisation said the British government granted 509 arms licenses to the UAE worth £182 million ($233.3 million) in 2016 including defensive and offensive weapons with most of these weapons being transported to conflict zones in Yemen and Libya.

The organisation warned that the UAE government does not abide by the last user condition stipulated in the arms licenses which is documented in UN and international reports and therefore it is imperative that the UK government stop the export of arms to Abu Dhabi and investigate the fate of arms deals which were concluded previously.

The UAE not only provided the parties to the conflict with weapons, AOHR explained, but carried out military operations in the field like the continued bombing against the Darna region in Libya in cooperation with Egypt which resulted in civilian deaths and the destruction of many civilian facilities.

Using the pretext of fighting terrorism, the UAE and its allies are committing gross violations of the rules of international humanitarian law, AOHR added.

It went on to express deep concern that the UAE is expanding its military activity in Africa, where it has built military bases in Eritrea and Somalia.

Trump-Saudi orb-gazing summit not helping Sunni alliance

The glowing orb stunt should have been a sign that all was not what it seems. Theatrics, in the world of politics, usually suggest an illusion needs to be spun for audiences somewhere.

A week after US President Donald Trump’s eyesore of a visit to Riyadh, Saudi Arabia, the pressing question now is “why?” What was the purpose of convening leaders and representatives of 55 Arab and Muslim nations to greet a US head of state amidst so much pomp, ceremony and an excruciating amount of flashing cameras?

The Riyadh summit had several goals, most of which specifically served Saudi and American political interests.

The American leader’s potential gains were clear: he would score points at this impressive international showing of Muslim leaders who would help counter his anti-Muslim reputation at home. Trump would also be well-compensated in the form of the largest US arms deal in history, a booty he could claim would boost his home economy. The negotiations would take place in the Middle East, at the heart of his fight against “radical Islamic terrorism.” Trump would also leave with a blank check for Palestinian-Israel “peace,” bestowed by a Saudi king who has no authority to negotiate anything on behalf of Palestinians. And finally, the US president would piggyback the legitimacy of 55 Arab and Muslim states to craft a Middle East policy that targeted Iran, its allies and the Muslim Brotherhood (MB) – even though no consensus whatsoever was reached at the summit.

In their eyes, the Saudis scored even bigger. The cash-and-credibility-hemorrhaging Saudis are losing ground in their list of international fights – in Syria, Yemen, Iraq and against Iran. Here was an opportunity to convene leaders and representatives from 55 Arab and Muslim nations (only 33 heads of state showed up) to underscore Saudi Arabia’s position as the custodian of Sunni Islam. For the power-mad Saudis, nothing would showcase their primacy better than the presence of a US president on his first official foreign trip. They forgot, however, that legitimacy is derived from one’s own populations, not from a Western head of state sword-dancing next to one’s king. After the summit, Riyadh would go on to unilaterally craft a declaration, unseen and unapproved by the VIP guests, that claimed to outline the gathering’s foreign policy priorities.

But most importantly, this summit would allow the Saudis – who are terrified at the potential repercussions coming their way from decades of funding global terrorism – to very publicly take cover under the Trump presidency. And the US president, who knows very well that the Saudis are the epicenter of global terror, offered up America’s protection and complicity to secure his doggy bag of treasures.

This generous give-and-take between the Saudis and Americans took place on the day of the summit, amidst much back-slapping. Then, a few days later, the fallout began.

First, Saudi vs. Qatar

This past week, a flurry of media headlines alerted us to the first fissure between summit participants. News reports began emerging that Qatari leader Sheikh Tamim bin Hamad al-Thani had deviated from the Saudi talking points by supporting engagement with Iran and defending resistance groups Hezbollah and Hamas.

Saudi Arabia and the UAE retaliated swiftly to this slight by blocking Qatari media outlets, recalling their ambassadors and launching a war of words against Doha.
Why the swift and punishing response toward a fellow member of the six-nation Gulf Cooperation Council (GCC)?

Qatar has long struggled to get out from under the shadow of its much larger Persian Gulf neighbor Saudi Arabia and has spent the past dozen years building up media networks, like Al Jazeera, and investing in major Western corporate, think tank, educational and sports brands to project power well beyond its regional stature. The tiny sheikhdom’s biggest coup, however, was to secure the establishment of the US military’s largest regional base on its territory, which allowed Doha to continue provoking its Saudi competitor with little risk of consequence.

Then in 2011, the Qataris put their full weight behind “Arab Spring” efforts to overthrow a slew of Arab governments. Most of the Qatari-backed incoming regimes and opposition activists, however, were Islamists, mainly of the MB variety, which is reviled by Saudi Arabia and the UAE.

The Saudis were initially caught off-guard by the swift events sweeping the region, but quickly rallied to mount a region-wide counterrevolution to reverse the political gains of the Qatari- and Turkish-backed MB groups. Saudi operatives funneled manpower, money, and weapons to reestablish Riyadh’s influence. They revived their famed jihadi networks to flood Syria and other places with extremist militants that could tip the balance of power back in its direction.

It wasn’t just Qatar and the MB in Saudi sights – the regional uprisings, particularly in Syria, Yemen and Bahrain, threatened to shift the region in a direction that benefited Iran, Saudi Arabia’s biggest regional adversary.

In Riyadh ten days ago, the Saudis thought they had struck gold. After eight years of dealing with a somewhat unsympathetic Obama administration, here was Trump acquiescing to their every whim. The Saudi declaration issued at the end of the summit – as well as speeches delivered during the event – struck out at Iran, the Muslim Brotherhood, Hezbollah and Hamas, and promised American cooperation in isolating them. The Saudis were on a high, but they were also mostly alone.

A broad divergence of interests

Aside from the Saudi-Qatari spat, there are countless other differences among summit participants that will scuttle Riyadh’s ambitions.

The anti-MB UAE has stood firmly by Riyadh’s side in condemning Doha but diverges – even within its own borders – on assuming an aggressive position against Iran. Call it Dubai-versus-Abu Dhabi if you will. Dubai, with its large Iranian expat population and significant trade with the Islamic Republic, is less worried about its Persian neighbor. As a 2009 Wikileaks cable from the US embassy in Abu Dhabi puts it: “While MbZ (Crown Prince of the Emirate of Abu Dhabi Mohammad bin Zayed) is a hardliner on Iran, there are accommodationists within his own system, especially in Dubai, where the ruler, Mohammed bin Rashid Al-Maktoum (Prime Minister of the UAE) takes a position that is much closer to Qatar’s.”

Other GCC states are even more loathe to confront Iran. Oman has repeatedly ignored Saudi demands to toughen its stance against Iran and remains a key Iranian diplomatic partner in the region. The two states participated in joint naval exercises in the Gulf of Oman as recently as April, and it was Muscat that hosted the initial secret US-Iran meetings which kick-started the 2015 Iranian nuclear deal.

GCC member-state Kuwait also remains relatively neutral on Iranian matters. Up to 40 percent of Kuwaitis are Shiites, and the country has avoided much of the sectarian strife that afflicts Saudi Arabia and now Bahrain. It is to Kuwait that Qatar’s emir has now turned to negotiate peace with the Saudis and UAE in the aftermath of last week’s fallout. The Qataris, who have dealt opportunistically and not ideologically in their regional relations, share the world’s largest gas reserve with Iran, a further incentive to maintain a neutral stance on Tehran.

In fact, most of the Sunni states that attended the Riyadh summit are flat-out furious about the violent sectarianism and extremism that has emerged in the past few years. And many of them blame the Saudis for it.

Last August, an unprecedented conference of 200 leading Sunni clerics from around the world was held in Grozny to determine “who is a Sunni.”Excluded from the gathering were representatives of both the Wahhabi sect (Saudi Arabia and Qatar’s official religion) and the Muslim Brotherhood. The Islamic world is looking to tackle the deviance and sectarianism that has borne groups like ISIS and Al-Qaeda – not indulge it, as would be the case if they embraced the Saudi ‘vision’ in Riyadh.

But in an effort to bulldoze through a “Sunni consensus” under the umbrella of “Saudi-American power,” the Saudis ignored every gorilla in that summit room. Not only do many of the meeting’s participants blame the Saudis for unleashing the jihadi genie, but most of them also wouldn’t for a minute look to Saudi ‘leadership’ if it weren’t for Saudi cash. Case in point, Sunni regional giants Turkey and Egypt. Turkish President Recep Tayyip Erdogan didn’t even show up to Riyadh, citing other engagements. Egyptian President Abdel Fattah al-Sisi did attend – he was one of three invited to press his palms upon the ‘glowing orb’ to inaugurate the Saudi counterterrorism-something-or-other.

But more than anything, Sisi was invited to Riyadh as an important set extra – to visually demonstrate that the great Arab state of Egypt was passing the mantle of leadership to Saudi Arabia’s King Salman.

Where the Saudis viewed former Egyptian President Hosni Mubarak as a stalwart ally, they see Sisi as nothing of the sort. Sisi may agree with Riyadh on the evils of the Muslim Brotherhood, but he has absolutely no tolerance for Saudi Arabia’s support of terrorist groups throughout the region and has been a right royal pain on the issue of Syria.

Egypt may hanker after the Saudi billions – which it has received in spades for its anti-MB efforts – but Egyptians have little affection for the Saudis and have sparred publicly and privately in recent years and months. Whereas Riyadh could once count on Egyptian troops to support its military incursions, today Cairo has rejected participation in the Saudi-led war against Yemen – alongside another staunch Saudi ally, Pakistan.

The Saudis recently hired Pakistan’s former army chief General Raheel Sharif to head up their 39-nation “Muslim NATO” construct to fight terrorism, but now rumors are rife that he will resign amidst a national uproar over his decision. Pakistanis, like other straight-thinking Muslims, are uncomfortable about the prospect of a military alliance that appears to have been conceived primarily to fight Iran – and Shiites.

Dead On Arrival

On the surface, the purpose of the Riyadh summit was to amass a coalition of like-minded Arab and Muslim partner-states, under a Saudi-American banner, to wage war against terror. In fact, this is a Saudi and American-led initiative created not to tackle terror, but to ‘reframe’ it to encompass political adversaries.

Look out for pundits and politicians spinning these new narratives that Iran, Hezbollah, and the Muslim Brotherhood are equally as dangerous as ISIS and Al-Qaeda – never mind that the former have been around for decades without triggering the global security meltdown spawned by the latter.

In Riyadh, the Americans and Saudis made a great show of jointly announcing two additions to their “terrorism” list – one was a senior Hezbollah official, the other a senior member of ISIS.

This is not the war against terror that the heads of states gathered in Riyadh anticipated. This is a sectarian war, conceived by a sectarian state that has funded, armed and organized the very global terrorism it purports to fight. And every single US administration since the events of 9/11 has acknowledged this direct Saudi role in terror.

In Riyadh, the show went on anyway. But there’s not a person in that room who didn’t understand the game. Forget the ‘Sunni consensus’ after Riyadh. Of the 55 nations represented at the summit, the Saudis will be lucky to retain five.

Obama vs. Trump

Barack Obama presided over the sale of more than $100 billion in weaponry to Saudi Arabia during his presidency. These deals were transacted before, during and after the Saudis’ devastating attacks on Yemen. It is important to state these simple facts because there is now a concerted effort among the rulers to make us believe that these recent events never took place.

Donald Trump’s visit to Saudi Arabia and announcement of yet another arms sale is the immediate cause of consternation. The continuity in foreign policy decision making from one president to another is a longstanding American tradition. But acknowledgement is problematic now that Trump is the one acting as his predecessors did.

The Saudi bombing and blockade of Yemen has resulted in starvation and a cholera epidemic. The corporate media and their talking heads ignored the crime as long as Barack Obama was in the White House. Now the same forces who hid the carnage beginning in 2015 behave as if the new president bears responsibility when Obama gave the green light.

A New York Times editorial is an example of the official propaganda scheme. Entitled “Will President Trump Help Save Yemen,” the editorial excoriated Trump for doing nothing more than what Obama had done. There was no mention of the former president’s support, in fact the Times gave the impression that he somehow opposed a policy he had carried out.

The New York Times is not alone in trying to make observant people disbelieve their lying eyes. Obama UN ambassador Samantha Power is also part of the amnesiac brigade. In a twitter post she responded to Trump administration boasting about the arms sale. “For a country whose attacks on civilians in Yemen — and inability to learn from mistakes — have been devastating to human life.” Fortunately, social media is a two way street and her obvious attempt at changing history was called into question by angry readers.

So concerned are the elites and their friends around the world that they won’t let Obama go. Defending the prerogatives of the ruling classes is a permanent position after all. That is why Obama was invited months ago to give a speech in Berlin with Angela Merkel by his side. The obvious goal of the photo opportunity was to help Merkel’s election campaign. Now an Obama visit may also undermine any foreign policy changes Trump may contemplate. Trump’s message of America first throws the imperial project into jeopardy and causes panic among current and former leaders.

The corporate media and foreign governments don’t care about the damage Trump is doing domestically. The ICE raids, emboldened racism, voter suppression and cuts to government programs don’t concern them. But Trump’s victory already killed the TPP trade deal. His white America first philosophy leaves less room for NATO machinations and imperial imperatives.

Trump literally shoved the president of Montenegro aside at the NATO summit. The juvenile alpha male move was ironic for several reasons. Tiny Montenegro has been pushed into NATO against the wishes of many of its people. But NATO is determined to expand because Russia is the last country capable of saying no to America’s whims and its determination to run the whole world.

Trump’s understanding of European foreign policy consists of worrying about how much America contributes towards NATO funding vis a vis other nations. He is a businessman after all and sees no reason to pay more than the next guy. This nationalistic impulse creates huge problems for the elites, who had no intention of giving up on their grand schemes of control backed by American muscle.

Trump’s non-commitment to NATO’s Article 5 may have done the world a huge favor. Article 5 makes every member nation responsible for the defense of the others. NATO assists in every act of aggression that the United States cooks up and that is one of the reasons the elites want Trump gone. The American/NATO effort to tear Yugoslavia apart included the bombing of Montenegro. Trump’s wrong headed impulse reveals some important truths about the state of the world.

And that is why Obama will keep showing up for his friends. He is still working for the western oligarchs who want the system to keep running as it has done. No one should worry about Merkel’s lament that Europe can’t count on the United States. Trump’s boorish behavior is a lot less dangerous than the trans Atlantic alliance of war making.

Of course Obama acolytes are lying about his relationship with Saudi Arabia. American presidents always genuflect to their partner in crime. The Saudis have aided in the destruction of much of that region but those facts are inconvenient. Obama’s second act won’t work unless some very big lies are served up.

Islamic State in Asia: Saudi-Funding and Naive Policymakers Endanger Region

Recently, terrorist attacks have unfolded across Indonesia, a militant network disrupted along the Thai-Malaysian border and full-scale military operations including aerial bombing deployed as Philippine troops fought to take back Marawi City on the southern island of Mindanao, all linked or affiliated with the Islamic State.

A dangerously deceptive narrative is being crafted by US and European media organisations, the same sort of narrative that was used to conceal the true source of the Islamic State’s fighting capacity across the Middle East and North Africa (MENA) region beginning as early as 2011.

The New York Times, for example, in an article titled, “In Indonesia and Philippines, Militants Find a Common Bond: ISIS,” claims:

An eruption of violence in the southern Philippines and suicide bombings in Indonesia this week highlight the growing threat posed by militant backers of the Islamic State in Southeast Asia.

While the timing of the Jakarta bombings and the fighting on the southern Philippine island of Mindanao appears to be coincidental, experts on terrorism have been warning for months that the Islamic State, also known as ISIS, has provided a new basis for cooperation among extremists in the region.

However, back in reality, the Islamic State is no different than any other military force. Its members require food, water and shelter daily. They require weapons and ammunition. They require uniforms. They need transportation, which in turn requires fuel, maintenance personnel and spare parts. And most important of all, the Islamic State requires a steady stream of recruits made possible only through organised education and indoctrination.

For the scale the Islamic State is doing this on, stretching across MENA and now reaching into Southeast Asia, confounding the response of not just individual nation-states but entire blocs of nations attempting to confront this growing threat, it is abundantly clear the Islamic State is not fulfilling these prerequisites on its own.

Its doing this all through state sponsorship, a reality rarely mentioned by the New York Times,  Agence France-Presse, Associated Press, CNN, the BBC and others. Those acquiring their worldview through these media organisations are setting themselves up and those depending on their analysis for tragic failure.

Education and Indoctrination: Who is Feeding the Fire?  

The ranks of the Islamic State in Southeast Asia are being filled by a regional network of extremist indoctrination conducted in institutions posing as Islamic boarding schools known as madrasas. Those institutions indoctrinating local populations with notions of extremism and inspiring them to take up violence and terrorism share a common denominator; Saudi funding.

Visiting Senior Research Fellow at the Center for Technology and National Security Policy at the National Defense University, Yousaf Butt, in a Huffington Post article titled, “How Saudi Wahhabism Is the Fountainhead of Islamist Terrorism,” would put Saudi funding of such extremist networks into perspective, stating:

It would be troublesome but perhaps acceptable for the House of Saud to promote the intolerant and extremist Wahhabi creed just domestically. But, unfortunately, for decades the Saudis have also lavishly financed its propagation abroad. Exact numbers are not known, but it is thought that more than $100 billion have been spent on exporting fanatical Wahhabism to various much poorer Muslim nations worldwide over the past three decades. It might well be twice that number. By comparison, the Soviets spent about $7 billion spreading communism worldwide in the 70 years from 1921 and 1991.

The article also lays out the cause and effect between Saudi funding and the predictable terrorism, violence and instability that follows. Yousaf Butt concludes by aptly stating:

The House of Saud works against the best interests of the West and the Muslim world. Muslim communities worldwide certainly need to eradicate fanatical Wahhabism from their midst, but this will be difficult, if not impossible, to accomplish if the West continues its support of the House of Saud. The monarchy must be modernized and modified — or simply uprooted and replaced. The House of Saud needs a thorough house cleaning.

The United States under the administration of President Donald Trump just sealed a $110 billion arms deal with Saudi Arabia, following tens of billions of dollars of weapon deals under the previous administration of President Barack Obama, and in turn following a pattern of decades of military, political and economic support for the Persian Gulf state. Western support for the House of Saud appears to be fully intact and in no danger of changing any time soon.

The direct connection between terrorism ranging from Al Qaeda to the Islamic State and Saudi-funded indoctrination is clear. Yet US and European media organisations attempt to muddle the issue with unwarranted ambiguity.

New York Times articles like, “Saudis and Extremism: ‘Both the Arsonists and the Firefighters’,” go as far as stating:

Over the next four decades, in non-Muslim-majority countries alone, Saudi Arabia would build 1,359 mosques, 210 Islamic centers, 202 colleges and 2,000 schools. Saudi money helped finance 16 American mosques; four in Canada; and others in London, Madrid, Brussels and Geneva, according to a report in an official Saudi weekly, Ain al-Yaqeen. The total spending, including supplying or training imams and teachers, was “many billions” of Saudi riyals (at a rate of about four to a dollar), the report said.

And continues by stating:

That is the disputed question, of course: how the world would be different without decades of Saudi-funded shaping of Islam. Though there is a widespread belief that Saudi influence has contributed to the growth of terrorism, it is rare to find a direct case of cause and effect. For example, in Brussels, the Grand Mosque was built with Saudi money and staffed with Saudi imams. In 2012, according to Saudi diplomatic cables released by WikiLeaks, one Saudi preacher was removed after Belgian complaints that he was a “true Salafi” who did not accept other schools of Islam. And Brussels’ immigrant neighborhoods, notably Molenbeek, have long been the home of storefront mosques teaching hard-line Salafi views.

After the terrorist attacks in Paris in November and in Brussels in March were tied to an Islamic State cell in Belgium, the Saudi history was the subject of several news media reports. Yet it was difficult to find any direct link between the bombers and the Saudi legacy in the Belgian capital.

Yet commonsense, when applied, takes into consideration the substantial intelligence networks and police states that exist across the European Union’s various members and the fact that in the aftermath of most recent terrorist attacks it is revealed that security services across Europe often had foreknowledge of suspects, their criminal backgrounds and activities as well as their ties to extremism both within their own communities in Europe and abroad upon battlefields in Syria, Iraq, Yemen and Libya.

It is well within the means of US and European intelligence and security agencies to establish a direct link between terrorism and Saudi funding. What is lacking is the political will to do so.

A Global Expeditionary Force That Goes Where Western Troops Cannot

It is clear that despite the New York Times attempting to make a connection between Saudi-funded indoctrination at mosques and madrasas and terrorism as ambiguous as possible, Saudi funding is the primary factor driving extremism and filling the ranks of terrorist organisations like Al Qaeda and the Islamic State.

Coupled with covert, indirect and direct military support when these extremists reach various battlefields around the world, Saudi-funded extremism represents what is essentially a mercenary expeditionary force, auxiliaries used in pursuit of modern day empire.

As witnessed in Libya and Syria, the purpose behind the United States and Europe supporting Saudi Arabia and turning an intentional blind-eye to its global network of extremist indoctrination and the terrorist organisations these networks feed into, is targeting and overthrowing governments the United States and Europe are incapable of overthrowing directly with military force.

Saudi-funded indoctrination filling the ranks of this virtual global mercenary force, can be used as a tool for regime change. Saudi-funded extremists were instrumental in overthrowing the Libyan government in 2011, and have led the fight to oust the Syrian government.

Saudi-funded indoctrination can also be a useful tool of geopolitical coercion, opening up opportunities for the US to sell a greater military presence in any given country targeted by Saudi-funded extremism.

In fact, the New York Times’ recent article, “In Indonesia and Philippines, Militants Find a Common Bond: ISIS,” hints as just such a motive in the Philippines, claiming:

Since the early 2000s, the United States has stationed military advisers in the southern Philippines to aid in the fight against Abu Sayyaf and other Islamic extremists.

Richard Javad Heydarian, a political science professor at De La Salle University in Manila, said that Mr. Duterte was under mounting pressure to address the crisis in his home island, Mindanao, and that he may need further assistance from Washington.

During a period when the Philippines finds itself pivoting away from the United States and toward Beijing and other regional allies, needing “further assistance from Washington” is a circumstance too convenient to be coincidental.

Considering how the US has used Saudi-funded extremism it has enabled elsewhere, there is need for concern not only in the Philippines, but across all of Asia regarding the Islamic State’s “sudden interest” in the region.

Asian Policymakers Only As Good As Their Sources 

As obvious as the truth behind the Islamic State’s presence and perpetuation in Asia seems to be, many policymakers, politicians and people in the media across Asia appear to be mesmerised by US and European headlines and intentionally misleading analysis.

Eagerly republishing and repeating these headlines and analysis, policy and media circles find themselves mired in a deepening swamp of delusion. Within this swamp of delusion they are exposing Asia to the same threat the MENA region is now facing.

For a variety of reasons, extremism was allowed to take root and spread in nations like Libya and Syria, where political deals and cooperation with the US and Europe led toward greater violence and destabilisation, not toward resolving the issue of extremism, terrorism and national or regional security.

Likewise in Asia, should the root of extremism and terrorism not be addressed, namely Saudi-funding and America’s and Europe’s aiding and abetting of the House of Saud, this threat will continue to be cultivated and leveraged by its creators at the cost of its Asian hosts.

While it may not be politically popular to openly expose, condemn and otherwise confront US-Saudi sponsored terrorism in fear of being ostracised from US-European media and policy circles, Asian policymakers, politicians and media should consider the fate of their MENA counterparts and the state of Libya and Syria now versus pre-2011 when there was still a chance to head off a regional humanitarian catastrophe.

The inability of Asian policymakers to clearly single out and deal with Saudi-funded, US-backed terrorism in the region allows political demagogues to play entire ethnic and religious groups off against one another, further compounding factors that fuel instability and even war. Coupled with socioeconomic factors, foreign interests seeking vectors into Asia to coerce, control or even overthrow regional governments have a wide variety of options to pick from.

Eliminating these options and closing the door to outside interference means that the Asian public must be fully and properly informed, and all forms of foreign funding and support, whether it be “schools” or nongovernmental organisations, should be called into question. It is clear that part of this process should include national and regional calls and mechanisms to end Saudi funding to organisations posing as charities, educational institutions and other fronts propagating divisive extremism.

Considering the fate of the MENA region, Asia may have only one chance to get this right. Those policymakers who prove themselves incapable of objective, truthful analysis and who find themselves simply helping along foreign interference should no longer be deferred to as policymakers, and perhaps take up a more appropriate title; lobbyists.

Who’s funding Britain’s terrorists? ‘Sensitive’ Home Office report may never be published

An investigation commissioned by former Prime Minister David Cameron into the revenue streams behind jihadist groups operating in Britain may never be published, the Home Office has admitted.

The inquiry is thought to focus on British ally Saudi Arabia, which has repeatedly been highlighted by European leaders as a funding source for Islamist extremists, and may prove politically and legally sensitive, the Guardian reports.

The UK has close ties with Saudi Arabia. Prime Minister Theresa May visited the country earlier this year.

In January 2016, a specialist Home Office unit was directed by Downing Street to investigate sources of overseas funding of extremist groups in the UK. The findings were to be shown to Cameron’s then-Home Secretary May.

Eighteen months later, however, the Home Office told the Guardian the report had not been completed and would not necessarily be published, calling the contents “very sensitive.”

A decision on the future of the investigation would be taken “after the election by the next government,” a spokesperson said.

Cameron was urged to launch an investigation in December 2015 as part of a deal with the Liberal Democrats in exchange for the party supporting the extension of British airstrikes against Islamic State (IS, formerly ISIS/ISIL) from Iraq into Syria.

According to the Guardian, Tom Brake, the Lib Dem foreign affairs spokesperson, has written to the prime minister asking her to confirm that the investigation will not be shelved.

“As home secretary at the time, your department was one of those reading the report. Eighteen months later, and following two horrific terrorist attacks by British-born citizens, that report still remains incomplete and unpublished,” Brake wrote.

“It is no secret that Saudi Arabia in particular provides funding to hundreds of mosques in the UK, espousing a very hard line Wahhabist interpretation of Islam. It is often in these institutions that British extremism takes root.”

Lib Dem leader Tim Farron said he felt the government had not held up its side of the bargain.

The report must be published when it is completed, he said, even if its contents are sensitive.

“That short-sighted approach needs to change. It is critical that these extreme, hardline views are confronted head on, and that those who fund them are called out publicly.

“If the Conservatives are serious about stopping terrorism on our shores, they must stop stalling and reopen investigation into foreign funding of violent extremism in the UK.”

Yemen descending into total collapse as world watches: UN

The United Nations says impoverished Yemen is on the brink of total collapse, as the country is facing an ongoing bloody military aggression by Saudi Arabia, an emerging famine, and an outbreak of cholera.

“Crisis is not coming, it is not looming, it is here today, on our watch and ordinary people are paying the price,” said UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator Stephen O’Brien in a speech on Tuesday, addressing the UN Security Council.

“The people of Yemen are being subjected to deprivation, disease and death as the world watches,” he said, adding that the crisis is triggering “total social, economic and institutional collapse” in the Arab country.

O’Brien told the council that “the time is now” to finish the world’s largest food emergency and to put Yemen on the path of survival.

His alarming remarks come as the UN Security Council has so far failed to turn off the Saudi war machine and prevent it from inflicting more damage to the kingdom’s poor southern neighbor.

Since March 2015, Yemen has been heavily bombarded by Saudi warplanes as part of a brutal campaign against the impoverished country in an attempt to crush the popular Houthi Ansarullah movement and reinstall Abd Rabbuh Mansur Hadi, the president who has resigned and is a staunch ally of Riyadh.

Latest tallies show that the war has so far killed over 12,000 Yemenis and wounded thousands more. Indiscriminate Saudi bombardments have also taken a heavy toll on the Yemeni infrastructure, schools and hospitals, with prominent rights groups censuring Riyadh’s military for the use of internationally-banned weapons against Yemeni civilians.

The relentless airstrikes have put more than half of all health facilities in Yemen in a state of complete or partial shutdown. Nearly 3.3 million Yemeni people, including 2.1 million children, are currently suffering from acute malnutrition.

Some 19 million out of the country’s 28 million population are in dire need of humanitarian aid and many of them are reported to be on the brink of famine. The relentless airstrikes have also put more than half of all health facilities in Yemen in a state of complete or partial shutdown.

Furthermore, the war-torn nation has been grappling with a deadly cholera outbreak since last October. Over 55,200 Yemenis, one third of them children, are infected by the disease. The UN figures show that since late April nearly 500 Yemeni have lost their lives due to cholera infection. It is estimated that some 150,000 new cases of cholera are surfaced in the next six months.

The chaos in Yemen, caused by the Saudi campaign, has also given the Takfiri al-Qaeda and Daesh terror groups room to operate in the country, further complicating the situation on the ground there.

Things that Saudis can’t buy off

There is something obscene about anyone who held high positions in the government – for example, an Ambassador or an Army Chief – taking up a post-retirement job as employee of a foreign government. Pakistan’s former army chief General Raheel Sharif should not have accepted the offer made by Saudi king Salman to appoint him as the head of a newly-formed Islamic Military Alliance.

It is common sense that the assignment would effectively make the Pakistani general a vassal of the House of Saud. What was the need for it? A Pakistani general is almost certainly a very wealthy man who really doesn’t need more money. And if Gen. Sharif had an insatiable itch to continue to fight terrorism till the end of his life, Pakistan itself provided ample opportunities.

Why Saudi Arabia? The only plausible answer is — avarice. The Saudis’ capacity to lure foreign elites is a legion. According to reports, Salman gave away to US President Donald Trump personal gifts alone worth $1.2 billion. One heavy sword made of pure gold and studded with diamond stones weighing 25 kilograms alone was worth $200 million. Then, there is this 125 meter long yacht, which is apparently the world’s tallest personal yacht, with 80 rooms with 20 royal suites.

Maybe, the yacht is useful for Trump’s escapades, but what will he do with a 25 kg sword? Obviously, Salman was bribing Trump. As quid pro quo, Salman probably expects Trump to close the file on the 9/11 attacks and drop the idea of seeking compensation for the victims’ families under the US legislation known as Justice Against Sponsors of Terrorism Act.

Of course, Saudis do not have to give away such lavish gifts to the elites in Pakistan (or India.) A Mont Blanc ballpoint pen, Rolex wrist watch, an odd job for the nephew or son-in-law – that generally does the trick. To be sure, by Pakistani standards, Gen. Sharif must be getting a fat salary.

However, the amazing part is that the Pakistani government gave him an exceptional ‘No Objection Certificate’ to take up such an assignment. The Pakistani leadership would have known that the Saudis had a certain agenda in creating the Islamic Military Alliance. The Saudi intention is to rally Sunni Muslim countries and create a phalanx against Shi’ite Iran. No matter the gloss put on the IMA being an anti-terror enterprise, the alliance’s Iran orientation was crystal clear.

The Pakistani press reported that Iran’s ambassador in Islamabad Mehdi Honardoost called on army chief General Qamar Javed Bajwa in Rawalpindi twice during the month of April alone to convey Tehran’s disquiet over Sharif’s appointment. But the government remained impassive.

The birds are now coming to roost. One outcome of Trump’s visit to Riyadh last week is that the Islamic Military Alliance now stands pretty naked as a Sunni Muslim alliance to fight Iran. Not only that, the alliance will fight Iran in secret collaboration with Israel. The Saudi Deputy Crown Prince Mohammad bin Salman has bragged in a media interview, “We will not wait for the war to be waged on Saudi soil. We will make sure that the war is waged in Iran and not in Saudi Arabia.”

Now, this is all spinning out of control. Imagine Gen. Sharif landing the IMA troops in Badar-e Bushehr and leading the charge of the light brigade to Shiraz and Esfahan and on to Tehran to overthrow the Iranian regime.  Therefore, it is not at all surprising that Gen. Sharif is reportedly developing cold feet and is contemplating to resign from his job and return to Pakistan.

Even if that is not the case, Pakistani leadership should order him to return home. It will be extremely damaging to Pakistan’s interests any which way one looks at it, if it gets entangled in the Saudi-Iranian tensions. As the African proverb says, ‘When elephants fight, it is the grass that gets hurt’.

Qatar emir to visit Kuwait amid regional tensions

Qatar’s emir is to travel to Kuwait in a visit aimed at enhancing bilateral ties amid a rift emerging between Qatar on the one side and Saudi Arabia and the United Arab Emirates on the other.

The monarch, Tamim bin Hamad Al Thani, will enter Kuwait City on Wednesday, Qatar’s al-Sharq paper reported on Tuesday.

Last Friday, Kuwait’s First Deputy Prime Minister and Foreign Minister Sheikh Sabah Khalid Al Hamad Al Saba visited Doha.

Qatar drops a bombshell

Last Thursday, an article appeared on Qatar’s state-run news agency, quoting the emir as criticizing the United States, Saudi Arabia, and their client states for attempting to stir up tensions with “Islamic power” Iran.

A post also appeared on the agency’s Twitter page, quoting the Qatari foreign minister as saying that his country was withdrawing its ambassadors from Kuwait, Bahrain, Egypt, Saudi Arabia, and the UAE amid tensions.

The Qatari government soon said that the state agency had been hacked and that the remarks attributed to the emir and the foreign minister had never been made.

The official denial, which was offered several more times, nevertheless failed to stop the rift between the Persian Gulf Arab countries from widening. Saudi media viciously attacked Qatar, accusing it of having “betrayed” the other Arab countries particularly at a time when they had attempted to stage a show of “unity” against Iran in a much-publicized and extravagant series of events in Riyadh.

Saudi Arabia and the United Arab Emirates also blocked Qatari websites and broadcasters.

Qatari Foreign Minister Mohammed bin Abdulrahman Al Thani (seen below) later said the country was being targeted in a “hostile media campaign, which we will confront.” He was referring to the media blackout.

Demonstrating a more moderate stance however, Kuwait did not join the blackout. Deputy Foreign Minister Khaled Jarallah called the ban “regrettable” and expressed Kuwait’s readiness to converge its views with those of Qatar.

Some analysts say Riyadh fears that the Arab Persian Gulf countries it has long sought to co-opt may be gravitating toward Iran, which Saudi Arabia perceives as a regional adversary.

Tehran has said time and again that it does not seek tensions with any of its neighbors, including Saudi Arabia.

Trump Submits to Neocon Orthodoxy

With astounding precision, Donald Trump zeroed in on the worst possible Middle East policy option in his recent trip to Saudi Arabia and made it his own. He rebuffed the efforts of Iran’s newly elected moderate government to open up communications with the West and instead deepened America’s alliances with decrepit autocratic regimes across the Persian Gulf.

Turning up his nose at Iran — a rising young power — he embraced Saudi Arabia, which is plainly on its last legs. It was a remarkable display —  rather like visiting a butcher shop and passing up a fresh steak for one that’s rancid and smelly and buzzing with flies.

Saudi Arabia is not just any tired dictatorship with an abysmal human-rights record but one of the most spectacularly dysfunctional societies in history. It takes in half a billion dollars a day in oil revenue, yet is so profligate that it could run out of money in half a decade. It sits atop 18 percent of the world’s proven oil reserves, yet is so wasteful that, at current rates, it will become a net importer by the year 2030.

Its king travels with a thousand-person retinue wherever he goes while his son, Deputy Crown Prince Muhammad bin Salman, plunked down $550 million not long ago when a 440-foot yacht caught his eye in the south of France. Yet this pair of royal kleptocrats dares preach austerity at a time when as much as 25 percent of the population lives on less than $17 a day in trash-strewn Third World slums.

Similarly, Saudi Arabia’s appetite for high-tech weaponry is such that in 2015 it became the largest arms importer in the world. Yet its military is so inept that it is unable to subdue ragtag Houthi rebels in neighboring Yemen or even stop them from raiding deep inside Saudi territory and launching regular missile attacks.

The kingdom accuses Iran of sectarianism yet bans all religions other than Islam, arrests Christians for the “crime” of praying and possessing Bibles, equates atheism with terrorism, and has imposed a state of siege on Shi‘ite Muslims in its own Eastern Province. Although a bit restrained of late, its religious police are notorious for roaming the shopping malls and striking out with canes at anyone violating shari‘a law.

As the English novelist Hilary Mantel (of Wolf Hall fame) recalled of the four years she spent in the kingdom with her geologist husband, it was impossible to know what might arouse their ire: “it might be the flashing denim legs of a Filipina girl revealed for a second beneath an abaya gone adrift, or it might be the plate-glass shop front of a business that, as the evening prayer call spiraled through the damp air-conditioned halls, had failed to slam down its metal shutters fast enough. What were the rules? No one knew.” 

Saudi Arabia also denounces terrorism at every turn even though its funding groups like Al Qaeda and ISIS (also known as ISIL and Islamic State) is an open secret. In 2009, then-Secretary of State Hillary Clinton complained in a diplomatic memo made public by Wikileaks that “donors in Saudi Arabia constitute the most significant source of funding to Sunni terrorist groups worldwide.” In September 2014, she observed that “Qatar and Saudi Arabia … are providing clandestine financial and logistic support to ISIL and other radical Sunni groups in the region.”

A few days later, Vice President Joe Biden told a Harvard audience that “the Saudis, the emirates, etc. … were so determined to take down [Syrian President Bashar al-] Assad and essentially have a proxy Sunni-Shia war … [that] they poured hundreds of millions of dollars and tens of thousands of tons of military weapons into anyone who would fight against Assad, except the people who were being supplied were Al Nusra and Al Qaeda and the extremist elements of jihadis coming from other parts of the world.” (Quote starts at 53:30.)

Arming the Saudis

Rather than fighting ISIS and Al Qaeda, the Saudis give them money so that they can wage jihad on religious minorities. Yet this is the country that Trump now calls upon to “drive out the terrorists and extremists,” which is as ludicrous as relying on the KKK to drive out racism. It’s also the country that he hopes will serve as the cornerstone of an “Arab NATO” so that he can sell it more jet fighters and Blackhawk helicopters.

But the Saudi military is already top-heavy with such gear while at the same time so short of infantry that it relies on ill-trained Sudanese mercenaries, scores of whom were reportedly killed in a recent battle in the Red Sea province of Midi in Yemen’s north. This is not surprising since no Saudi in his right mind wants to serve as a foot soldier so that the deputy crown prince can buy another yacht. But more such purchases will only add to the military imbalance while adding more fuel to the broader Middle East conflagration.

So how did this god-awful marriage come about? Is it all Trump’s fault? Or have others contributed to the mess? The answer, of course, is the latter.

Every president since Franklin Roosevelt has contributed to the catastrophe. Roosevelt declared Saudi Arabia a U.S. protectorate while Dwight Eisenhower got it into his head that a corrupt desert monarchy would somehow be useful in the fight against Communism. Worried that it might come under Soviet influence, Jimmy Carter commenced a military buildup in the Persian Gulf that, according to a 2009 Princeton University study, has now surpassed the $10-trillion mark.

Ronald Reagan relied on the Saudis to finance arms to the Nicaraguan Contras and to Jonas Savimbi’s pro-apartheid guerrillas in Angola. George H.W. Bush launched a major war to save the Saudis from the evil Saddam Hussein. George W. Bush and Barack Obama covered up the Saudi role in 9/11, while Obama and Secretary of State Hillary Clinton encouraged them and other Gulf monarchies to fund anti-government rebels in Libya and Syria during the Arab Spring. Both Libya and Syria fell to ruin as a consequence as hundreds of millions of dollars flowed to pro-Al Qaeda forces and the flames of Wahhabist terrorism spread ever wider.

Indeed, Donald Trump for a while seemed to augur something different. Rather than praising the kingdom, he denounced it in 2011 as “the world’s biggest funder of terrorism” and asserted, not inaccurately, that it was using “our petro dollars – our very own money – to fund the terrorists that seek to destroy our people while the Saudis rely on us to protect them.” Once on the campaign trail, he upped the ante by declaring that the Saudis “blew up the World Trade Center” and threatened to block their oil if they didn’t do more to fight ISIS.

Even more disconcertingly – at least to Washington’s endlessly bellicose foreign-policy establishment – Trump dismissed the cherished U.S.-Saudi-neoconservative goal of overthrowing Syria’s Bashar al-Assad, arguing that the U.S. should concentrate on fighting ISIS instead.

“I don’t like Assad at all,” Trump declared in his second presidential debate with Hillary Clinton. “But Assad is killing ISIS, Russia is killing ISIS, and Iran is killing ISIS.” If killing ISIS was the main goal, then it followed that checking the power of the other three could be safely put off to another day.

Prioritizing in this way made a modicum of sense. But it went counter to Official Washington’s self-serving orthodoxy that Assad was somehow in league with the terrorists and that weakening one would undermine the other. Trump’s “Assad is killing ISIS” line thus triggered a firestorm of protest from those “in the know.” Clinton shook her head sadly at Trump’s naiveté while the mainstream U.S. media agreed that Trump didn’t know what he was talking about.

CNN, a division of Time Warner, said the claim was false because “there has been no visible effort by Assad regime forces to go after ISIS.” The Huffington Post, owned by Verizon Communications, wrote that Syria’s “primary focus” was not to go after ISIS, but “to wipe out less radical Syrian rebel groups that pose a larger challenge to Assad because they could be a popular, internationally acceptable alternative to him.”

Another Groupthink

In other words, although it might look to an objective observer that Assad was fighting ISIS, the Washington groupthink held that he really wasn’t; he was somehow on ISIS’s side. Or so such mainstream outlets assured us.

But it was nonsense as IHS Markit, a London analytics firm with extensive aerospace and defense experience, made clear in a subsequent report. Beginning in April 2016, its study of actual field conditions in Syria found that government forces engaged Islamic State in battle two and a half times as often as U.S.-backed forces did. Damascus, for all its faults, was the one doing the heavy lifting, not the United States and its allies.

“Any further reduction in the capability of Syria’s already overstretched forces,” IHS Markit observed, “would reduce their ability to prevent the Islamic State from pushing out of the desert into the more heavily populated western Syria, threatening cities like Homs and Damascus.”

Added a Middle East analyst named Columb Strack: “It is an inconvenient reality that any US action taken to weaken the Syrian government will inadvertently benefit the Islamic State and other jihadist groups.”

Overthrowing Assad, in other words, means clearing a path for ISIS straight through to the presidential palace. This reality is obvious. Yet it is a reality that Official Washington prefers to ignore so it can continue selling Saudi Arabia more military goods.

As a result, Democrats, neocons and the liberal media opened up with a rhetorical artillery barrage when it became apparent that America had someone in the White House who might think differently. Trump, they cried, was a “Siberian candidate”! He was a Kremlin stooge!

The fact that Trump questioned whether overthrowing Assad should be the first priority of the U.S. strategy in Syria was proof that he was in league with Vladimir Putin! Reeling from the onslaught, Trump began to realize that he was in a no-win situation, just as Obama had eight years earlier when he gave Hillary Clinton and her neocon allies control of the State Department.

Bucking Washington’s foreign-policy establishment, a.k.a. “The Blob,” was a losing proposition. The neocons were too powerful. Resistance was pointless. So Trump surrendered to the “truisms” of Official Washington’s foreign-policy elite regarding the Middle East conflicts: Saudi Arabia and its allies: good; Russia, Syria, and Iran: baaaad.

Shoring up his right flank, Trump brought on board standard-issue hawks like Secretary of Defense James (“Mad Dog”) Mattis and National Security Adviser H.R. McMaster. He launched a raid inside Yemen and bombed a Syrian military air base, earning rave reviews from the press. He invited Saudi Defense Minister Muhammad bin Salman to a lavish White House lunch and then flew to Riyadh to cozy up with his dad, King Salman. Washington Officialdom was pleased. So was Israel.

Trump’s discordant comments on the campaign trail were forgotten as U.S.-Saudi relations settled back into their well-worn groove. The upshot was a record $110-billion arms deal, a sword dance, ritualistic denunciations of terrorists – Saudi-speak for anyone opposed to the royal family – and a good deal of incendiary rhetoric aimed at Tehran.

Where to Now?

The big question now is whether all this tough talk leads to something more substantial. If so, two flashpoints bear watching. One is the Red Sea port of Hodeidah, Yemen’s chief entry point for humanitarian aid and, according to the Saudis, for Iranian military aid to the Houthis. For months, the kingdom has been pushing for an all-out effort to wrest the port away from Houthi control, and the great danger now is that Trump, swept along by his own rhetoric, will go along.

But a frontal assault on a city of more than 300,000 is no easy matter. To the contrary, it would be a major undertaking requiring not only U.S. air and naval support but probably U.S. ground troops as well.

As the rightwing Jamestown Foundation noted: “Even with US assistance, the invasion will be costly and ineffective. The terrain to the east of Hodeidah is comprised of some of the most forbidding mountainous terrain in the world. The mountains, caves, and deep canyons are ideal for guerrilla warfare that would wear down even the finest and best disciplined military. The most capable units of what was the Yemeni Army and the Houthis themselves will inflict heavy losses on those forces that try to take Hodeidah and then, if necessary, move up into the mountains.”

It’s hard to imagine even Trump blundering into such a trap. This is why the second flashpoint is even more worrisome. Located some 1,800 miles to the north near the desert town of Al-Tanf, it is where the Baghdad-Damascus highway, a crucial supply route, crosses into Syria from Iraq. It is also where U.S. jets struck a pro-Syrian government convoy on May 18 as it neared a U.S.-British military outpost. It is an area where all sides – the Syrian army, Iraqi Shi‘ite militias, Iranian-backed forces plus U.S., U.K., and even Norwegian troops – are now beefing up their forces. With Trump’s “Arab NATO” vowing to contribute 34,000 troops to the struggle against both ISIS and Iran, the question is whether the U.S. and Saudis will push matters to the brink by attempting to sever a key Syrian supply link to the outside world.

If so, the upshot could well be a firefight that triggers a wider war. That will make the neocons and their Saudi allies very happy and no doubt please Israeli Prime Minister Benjamin Netanyahu as well. But it will scare the hell out of everybody else.

ISIS Touches Down in the Philippines

Mayhem broke out across the southern Philippine city of Marawi where militants besieged it and hoisted flags of the so-called “Islamic State.” Located on the southern island of Mindanao, the city is only slightly removed from Al Qaeda affiliate Abu Sayaff’s primary area of operation on nearby Jolo and Basilan islands.

The UK Independent in an article titled, “Isis-linked militants take priest and churchgoers hostage in Philippines,” would report:

President Rodrigo Duterte declared martial law in the south because of the militants’ siege on the city on Tuesday and abandoned a trip to Russia to deal with the crisis.

Mr Duterte vowed to place southern Mindanao island, where Marawi is situated, and its 22 million residents under military rule for up to a year if necessary.

The article would also report:

Troops are battling to contain dozens of militants from the Maute group, which pledged allegiance to Isis in 2015, after they escaped a botched security raid on a hideout and overran streets, bridges and buildings.

Two soldiers and a police officer are among those killed and at least 12 people have been wounded in the violence, seeing Maute fighters set fire to a school, a church and a prison.

The security crisis represents a seemingly inexplicable expansion of the Islamic State in Asia – even as the US and its allies claim the organization is being rolled back across the Middle East and its revenue streams are contracting in the wake of defeat.

US-Saudi Sponsored Terrorism Seeks to Coerce Asia 

Both the Maute group and Abu Sayaff are extensions of Al Qaeda’s global terror network, propped up by state sponsorship from Saudi Arabia and Qatar, and fed recruits via a global network of likewise Saudi and Qatari funded “madrasas.” In turn, Saudi Arabia and Qatar’s state sponsorship of global terrorism for decades has been actively enabled by material and political support provided by the United States.

This arrangement provides for Washington both a global mercenary force with which to wage proxy war when conventional and direct military force cannot be used, and a pretext for direct US military intervention when proxy warfare fails to achieve Washington’s objectives.

This formula has been used in Afghanistan in the 1980s to successfully expel the Soviet Union, in 2011 to overthrow the Libyan government, and is currently being used in Syria where both proxy war and direct US military intervention is being applied.

Maute and Abu Sayaff activity fits into this global pattern perfectly.

The Philippines is one of many Southeast Asian states that has incrementally shifted from traditional alliances and dependency on the United States to regional neighbors including China, as well as Eurasian states including Russia.

The Philippine president, Rodrigo Duterte, cancelling his meeting with Russia is a microcosm of the very sort of results Maute and Abu Sayaff are tasked with achieving in the Philippines. Attempts by the US to justify the presence of its troops in the Philippines as part of a wider strategy of encircling China with US military installations across Asia would also greatly benefit from the Islamic State “suddenly spreading” across the island nation.

Likewise, violence in Malaysia and Thailand are directly linked to this wider US-Saudi alliance, with violence erupting at each and every crucial juncture as the US is incrementally pushed out of the region. Indonesia has likewise suffered violence at the hands of the Islamic State, and even Myanmar is being threatened by Saudi-funded terrorism seeking to leverage and expand the ongoing Rohingya humanitarian crisis.

That US-Saudi sponsorship drives this terrorism, not the meager revenue streams of the Islamic State in Syria and Iraq, goes far in explaining why the terrorist organization is capable of such bold attacks in Southeast Asia even as Russia and Iranian backed Syrian troops extinguish it in the Middle East.

US-Saudi Links to Abu Sayaff and other Terrorists in the Philippines 

A US diplomatic cable leaked by Wikileaks dated 2005 would state:

Philippine officials noted their continuing concern about Saudi-origin terrorist financing coming into the Philippines under the cover of donations to mosques, orphanages, and madrassahs. Although three Saudi nationals suspected of being couriers had been detained on separate occasions, Saudi Ambassador Wali had intervened in each case to secure their release.

Yousaf Butt of the Washington-based US National Defense University would reveal in a Huffington Post article titled, “How Saudi Wahhabism Is the Fountainhead of Islamist Terrorism,” that:

It would be troublesome but perhaps acceptable for the House of Saud to promote the intolerant and extremist Wahhabi creed just domestically. But, unfortunately, for decades the Saudis have also lavishly financed its propagation abroad. Exact numbers are not known, but it is thought that more than $100 billion have been spent on exporting fanatical Wahhabism to various much poorer Muslim nations worldwide over the past three decades. It might well be twice that number. By comparison, the Soviets spent about $7 billion spreading communism worldwide in the 70 years from 1921 and 1991.

The leaked cable and reports by Western analysts when taken together, reveal that Saudi-funded madrasas in the Philippines are directly fueling terrorism there.

The answer to why is simple.

For the same purposes the US used Saudi-funded terrorism in Afghanistan in the 1980s and in Libya and Syria beginning in 2011 – the US is using Saudi-funded terrorism to coerce the government of the Philippines amid Washington’s faltering “pivot to Asia” which began under US President Barrack Obama and now continues under President Trump.

Countering US-Saudi Sponsored Terrorism 

With US President Trump announcing a US-Saudi alliance against terrorism – the US has managed to strategically misdirect public attention away from global terrorism’s very epicenter and protect America’s premier intermediaries in fueling that terrorism around the world.

The Philippines would be unwise to turn to this “alliance” for help in fighting terrorism both the US and Saudi Arabia are directly and intentionally fueling.

Instead – for Southeast Asia – joint counter-terrorism efforts together and with China and Russia would ensure a coordinated and effective means of confronting this threat on multiple levels.

By exposing the US-Saudi role in regional terrorism – each and every act of terrorism and militancy would be linked directly to and subsequently taint the US and Saudi Arabia in the hearts and minds of Southeast Asia’s population.

This paves the way for a process of exposing and dismantling US-Saudi funded fronts – including Saudi-sponsored madrasas and US-funded NGOs – both  of which feed into regional extremism and political subversion. As this unfolds, each respective nation would be required to invest in genuine local institutions to fill sociopolitical and economic space previously occupied by these foreign funded fronts.

Until then, Asia should expect the US and its Saudi partners to continue leveraging terrorism against the region. If unchecked, Asia should likewise expect the same progress-arresting instability that has mired the Middle East and North Africa for decades.

Rethinking Iran’s Terrorism Designation

Some ideas take on a character akin to sacred texts whose validity is rarely questioned. One such belief is that the Islamic Republic of Iran is the biggest threat to the Middle East and the United States. The threat narrative has become required foreign policy catechism in Washington, D.C.

Menacing stereotypes and bellicose rhetoric are the standards by which Iran has come to be judged. It has continually been in the crosshairs of American administrations since the Iranian Revolution of 1979. The process by which a country is determined to be a terrorist state is highly subjective and politicized. The United States has assumed the singular role of terrorism arbiter.

After only weeks in office, the Trump administration “officially put Iran on notice” for a ballistic missile test, and imposed new sanctions. It was only a matter of time before the Trump administration would resurrect the “Iran the terrorist state” mantra to deflect attention from its internal chaos.

The unpredictability of the Trump White House and volatility of the Middle East make it vital to understand the nature of Washington’s anti-Iran bias, how and why Iran has come to be cast as an international sponsor of terrorism, and most importantly, examine why the characterization is false.

The 1979 revolution and overthrow of the shah freed the country from its obsequious relationship to Washington. Iran’s regional influence spread not in terms of conquered territory; instead, its revolutionary ideology gave voice to Shi’ites living in oppressive Sunni majority-ruled countries.

The Islamic Republic presented a dilemma for Washington, accustomed to dealing with the ruling families and autocrats of the Middle East. To curtail the revolution’s influence, Washington manufactured a narrative depicting Iran’s leaders as irrational religious fanatics in charge of a dangerous state that acted contrary to traditional state behavior. America’s attitude was hardened with the takeover of the U.S. embassy in 1979, shaping the negative lens through which Iran’s policies and actions would be viewed thereafter.

The trauma inflicted by the Iran-Iraq War (1980-88) deepened Iran’s distrust of Washington. From Tehran’s perspective, America’s support for Saddam’s aggression was Washington’s attempt to restore the monarchy and to destabilize the government. The post-revolution 1980s were filled with uncertainties and excesses as Tehran struggled to survive its war with Iraq—a war largely subsidized by Saudi Arabia and supported by the United States.

In the 1990s, Iran’s foreign policy shifted toward integrating into the international community and shedding its hard-line image. Tehran attempted to develop closer relations with Saudi Arabia and build constructive ties to the West. Although Iran opposed the 2001 U.S. attack on Afghanistan, the goal of fighting terrorism and toppling the Taliban regime—-driven from power in November 2001—united the two countries in perhaps the most constructive period of U.S.-Iranian diplomacy.

At a December 2001 meeting in Bonn, Germany, Secretary of State Colin Powell credited Iran with being particularly helpful in establishing an interim Afghan government, following the American invasion. It was Javad Zarif, then Iran’s U.N. ambassador and current foreign minister, who mediated a compromise over the composition of Afghanistan’s post-Taliban government, ultimately leading to an agreement. And it was Iran that insisted that the agreement include a commitment to hold democratic elections in Afghanistan.

A burst of diplomatic talks between Iranian and American officials took place from 2001 through May 2003. Topics included cooperative activities against their mutual enemies: Saddam, the Taliban and al-Qaeda. Meetings resumed even after President George W. Bush listed Iran among the “axis of evil” countries in his 2002 State of the Union address.

Tehran’s final attempt to normalize relations came in May of 2003 in what became known as the “grand bargain.” Calling for broad dialogue “in mutual respect,” Iran suggested that everything was on the table, including full cooperation on Iran’s nuclear program, ending material support to Palestinian opposition groups and assistance in helping stabilize Iraq.

Convinced that the Iranian government was on the brink of collapse, and emboldened by its perceived victory in Iraq in March 2003, Bush administration officials belittled the initiative. The administration’s imperious posture and failure to build on Iran’s cooperation in Afghanistan, led senior officials in Tehran to conclude that Washington’s goal was regime change.

Bush strategists had another objective in ousting Saddam—-to isolate and increase the military and political pressure on Iran, and to a lesser extent, on Syrian President Bashar al-Assad’s government. Repeated often by administration officials was the refrain, “Today Baghdad, tomorrow Damascus, and then on to Tehran.”

To curb Tehran’s growing influence in Iraq after the 2003 invasion, Bush launched an unprecedented financial war against Iran. A list of strategies developed in 2006 by Stuart Levy—-the first under-secretary for terrorism and financial intelligence at the Treasury Department—-were implemented to drive Iran out of the global economy.

Where Washington sees terrorism, the Iranian government sees itself combating a power structure in the Middle East that benefits the United States, Israel and Sunni Arab regimes.

Congress defines an international sponsor of terrorism as a country whose government supports acts of international terrorism. Tehran does not support “international” terrorism, but it does provide material support to regional movements that it calls the oppressed, whose battle is directed toward the state of Israel—Hezbollah, Hamas, Palestinian Islamic Jihad and the Popular Front for the Liberation of Palestine. These groups have used violence against Israel to end the brutal occupation of their land.

Tehran regards as legitimate its support for national liberation movements that fight against Israeli occupation and aggression, insisting it is not terrorism. Iran’s leaders believe that Israel’s long-term goal is to weaken the Islamic world, eliminating all resistance, in order to carry out its expansionist designs.

From the perspective of the people of the region, Israel has a long history of occupation, invasion and state terrorism. Interestingly, the Arab media has accused Washington of sponsoring terrorism because of its support for Israel.

The Israeli government has relentlessly pushed the perception that Iran, specifically a nuclear-armed Iran, is the greatest threat to peace and stability in the region and world, and has successfully sold this provocative idea in the United States. Senior Israeli security officials have refuted the assertion that an Iranian nuclear weapon would threaten Israel. Their claims are poignant considering the fact that Israel enjoys a huge military and technical advantage in the region, and possesses an arsenal capable of deterring any nuclear aggression.

Prime Minister Benjamin Netanyahu’s motives for vilifying Iran are many, but primarily it serves to distract international attention as Israel continues settlement expansion in the occupied West Bank, Jerusalem and Syrian Golan Heights.

Saudi Arabia, like Israel, is doing everything in its power to make sure the United States remains engaged in the Middle East. Riyadh relies on Washington to do its heavy lifting, and anti-Iran propaganda helps in its campaign. Saudi rulers believe that the Assad government is pivotal to Iranian influence in the region, and have been encouraging Washington to get rid of him for years. They were buoyed by Trump’s missile attack on Syria and recent state visit as a sign that Washington is pivoting away from Obama’s policy of rapprochement with Iran, and renewing its ties to the kingdom.

The intense focus on Iran as a menace does not correspond to its capabilities, intent or danger. A 2017 Congressional Research Service report stated that Iran’s national security policy involves protecting itself from American or others’ efforts to intimidate or change the regime. According to the 2014 U.S. Defense Department Annual Review of Iran, “Iran’s military doctrine is defensive. It is designed to deter an attack….”

Forty-five U.S. military bases encircle Iran, with over 125,000 troops in close proximity. The Congressional Research Service asserted that Tehran allocates about 3 percent of GDP to military spending, far less than what its Persian Gulf neighbors spend.

Iran’s nuclear program has cultivated scientific innovation and national pride. It required pragmatic leadership to accept the constraints of the Joint Comprehensive Plan of Action. The agreement subjects Iran to greater restrictions and more intrusive monitoring than any state with nuclear programs, while its neighbors possess unlimited nuclear programs and, in the case of Pakistan and Israel, nuclear weapons.

Intelligence agencies and the International Atomic Energy Agency agree that Iran has not been attempting to develop nuclear weapons. According to the IAEA and the U.S. State Department, Iran has been fulfilling its obligations under the JCPOA.

Toughness on Iran has become a litmus test for American politicians to demonstrate their support for Israel. Congress overwhelmingly passed a ten-year extension of the Iran Sanctions Act, which was set to expire on December 31, 2016. The renewal makes it easier for the Trump administration to reimpose sanctions that Obama lifted under the JCPOA.

Unlike other countries in the Middle East that have integrated missiles into their conventional armed forces, Iran has been singled out for the same behavior. Iran’s recent missile test did not violate the JCPOA. It has no long-range missiles, no nuclear warheads for its missiles, and has not threatened their use. Without nuclear weapons, missiles are of negligible importance. Unlike the Saudis and Israelis, Iran does not have a large or modern air force.

A February 26, 2015, report by the director of national intelligence, titled “Worldwide Threat Assessment of the U.S. Intelligence Communities,” stated that Iran is not the chief sponsor of terrorism, and removed Iran and Hezbollah from its list of terrorism threats. The report asserted Tehran’s intentions are to “dampen sectarianism, build responsive partners and deescalate tensions with Saudi Arabia…, and combat Sunni extremists, including the Islamic State.”

Yet there are countless examples of aggression against Iran.

The Saudi government has sought for decades to motivate Sunnis to fear and resist Iran. To that end, it has spent billions on a campaign to expand Salafism (an ultra-conservative, austere form of Islam) as a major counterforce in the Muslim world.

In 2007, Congress agreed to a Bush administration request of $400 million to escalate covert operations to destabilize Iran’s government, with regime change the ultimate goal. The funding request came at the same time that a National Intelligence Estimate—-the collective work of America’s sixteen spy agencies—concluded that Iran had ceased its efforts to develop nuclear weapons in 2003.

Both the Bush and Obama administrations employed some of the most draconian financial methods ever used against a state, including crippling sanctions on Iran’s entire banking, transportation and energy sectors.

The first known use of cyber warfare against a sovereign state was launched against Iran by the United States and Israel in 2009. The Stuxnet virus crippled Iranian centrifuges used to produce nuclear fuel.

Beginning in 2008, four of Iran’s nuclear scientists were assassinated on the streets of Tehran; the evidence pointed to Israeli agents. In 2011, a military arms depot was blown up, killing 17 people. The incident was similar to a blast in October 2010 at an Iranian

Revolutionary Guard Corps missile base in Khorrambad. Both acts of sabotage were attributed to Israel.

American organizations such as the jingoistic United Against a Nuclear Iran, chaired by former Senator Joseph Lieberman, D-Conn., have called for attacks on Iranian ships in the

Persian Gulf and on Iranian military forces fighting the Islamic State in Syria, and are pressuring the Trump administration to increase sanctions and to cancel the JCPOA.

These acts of aggression are justified in Washington and elsewhere by the standard rhetoric of the Iranian terrorism myth, but there is scant intelligence to support the claim. In a 2011 poll conducted in twelve Arab countries by The Arab Center for Research and Policy Studies (based on face-to-face interviews of 16,731 individuals), 73 percent of those surveyed saw Israel and the United States as the most threatening countries, with 5 percent seeing Iran as such.

Most U.S. officials quietly acknowledge that Saudi Arabia and the Sunni-ruled Gulf monarchies are the major supporters of al-Qaeda and the Islamic State, not Shi’ite Iran. Vice President Joseph Biden concluded just that during a foreign policy speech at Harvard in October of 2014. A recently released classified State Department cable dated December 30, 2009, stated, “…donors in Saudi Arabia constitute the most significant source of funding to Sunni terrorist groups worldwide.”

It is Iran that is helping to fight the Islamic State in Iraq. Its offensive in the Syrian war was at the request of the country’s sovereign government. Iran lives in the neighborhood and relies on regional allies, such as Hezbollah in Lebanon and Assad in Syria, to bolster its security if attacked. Syria was the only country to support Iran during the Iraq war. Tehran is keenly aware that the outcome of the Syrian war may have major consequences for the region’s Shi’ites, and could reshape the Middle East.

Saudi Arabia and Israel have made Iran their major regional adversary, and to that end have built a formidable alliance. Syria has become the theater for competing regional interests. Both the Saudis and Israelis are aiding al-Qaeda affiliated forces in Syria. Washington has partnered with Saudi Arabia in the war to achieve its long-established goal of regime change, while Riyadh seeks to end what the Saudis see as the power emerging from the Shi’ite Crescent—Iran, Iraq, Lebanon and Syria.

Israel, for example, has been pressuring the United States and Russia to restrict and ultimately expel Iranian-backed militias from Syria, and has continued to attack pro-Iranian forces in southern Syria. From Israel’s perspective, Syria—ally of Iran and supporter of Hezbollah—has been one of the few remaining Arab states capable of standing in the way of its regional ambitions. Israel would like to see Syria fractured into small, sectarian enclaves, so weakened as to be no threat.

Israel has partnered with al-Qaeda’s franchise in Syria, Jabhat al-Nusra (also called the al-Nusra Front). Al-Nusra’s goal, like the Islamic State, is to overthrow Assad’s secular government and establish a radical Salafist regime. United Nations observers have documented the delivery of material aid and ongoing coordination between Israeli military personnel and al-Nusra armed groups. Al-Nusra terrorists are being cared for in Israeli hospitals.

By supporting al-Nusra, Israel has effectively sided with America’s enemy and has, therefore, emerged as a state sponsor of terrorism.

In the wake of the 9-11 attacks, President Bush, in his September 20, 2001, speech to Congress declared, “Every nation now has a decision to make. Either you are with us, or you are with the terrorists….From this day forward, any nation that continues to harbor or support terrorism will be regarded by the United States as a hostile regime.”

Iran has been fighting terrorism since 9-11. Its national security depends on stable borders and a stable region. To that end, it is fighting in Syria and aiding the Iraqi government to recapture territories held by the Islamic State, at great cost to its military.

Iranians know all too well the egregious effects of terrorism. For decades, U.S. and Israeli intelligence agencies have covertly financed, equipped and trained opposition groups that have fomented and carried out terrorist attacks inside Iran. Thousands of civilians and political figures, including Supreme Leader Ayatollah Khamenei, have suffered injury at the hands of terrorists. U.S. intelligence agencies have supported the acts of violence committed by the Mujahedin-e Khalq—listed by the State Department as a terrorist group (now delisted) that advocates the overthrow of the Islamic Republic—as well as the Baluchi militant Salafi group Jundullah. An Iranian ethnic minority, Jundullah is a Sunni group aligned with the thinking of al-Qaeda.

Terrorism is a cudgel used to engender fear. And fear, grounded in erroneous information, can result in destructive government policies, and in the worst case, war. This is especially true of the U.S.-Iran relationship. After almost four decades, Iran and the Middle East have substantially changed, while American policy has not. Iran’s evolving and nuanced political system does not fit into Washington’s outdated, hegemonic good guy-bad guy worldview.

American, Israeli and Saudi regional objectives depend on the existence of an enemy; and to that aim, Iran’s terrorism designation has proven a potent rhetorical weapon.

Washington’s hardline rhetoric and policies toward Iran merely strengthens the power of the country’s hardliners . Given the circumstances, Tehran will continue its defensive, cautious strategy, cooperating with the West on issues such as the fight against the Islamic State, while asserting what it sees as its historical role in the region.
