Russia Offers Iran New Replacement for S-300 – Paper

MOSCOW – Moscow made a new attempt to dodge a $4-billion lawsuit from Tehran over a failed deal to supply S-300 missile systems by offering another type of air defense system to Iran, Kommersant daily said Saturday.
The new offer on the table is Antei-2500, aka S-300VM, or SA-23 Gladiator in NATO nomenclature, the newspaper said, citing unnamed sources in the Russian arms trade industry. The missile defense system can simultaneously destroy up to 24 aircraft within the range a range of 200 kilometers or intercept up to 16 ballistic missiles.
The deal can be formalized during the visit of outgoing Iranian President Mahmoud Ahmadinejad to Moscow on July 1, an unnamed Iranian diplomat told Kommersant.
Iran was initially interested in the S-300 missile complexes, signing in 2007 a contract worth $800 million for five missile defense systems of this make.
But the deal was scrapped in 2010 by then-Russian President Dmitry Medvedev, who was unilaterally expanding on sanctions against Iran imposed by the UN Security Council.
Iran filed a $4-billion lawsuit against Russia in the international arbitration court in Geneva, which is currently pending review.
Moscow has struggled to have the lawsuit dropped, including by offering the Tor anti-aircraft systems as replacement, media reported earlier this month, adding that the offer was rejected by Tehran.
The Antei-2500, however, may be a better solution. The system does not formally fall under the existing sanctions against Iran while still being useful for the Middle Eastern country, which wants to have protection against a possible missile strike by its enemy Israel, Kommersant said.
While the S-300 was developed for the use by missile defense forces, the Antei-2500 was specifically tailored for the needs of ground forces, which could also be an advantage for Iran, known for its large land force.
Russia is already exporting the Antei-2500, having delivered two missile systems to Venezuela earlier this year. India and Turkey were also named as potential buyers, though no deals were formalized so far.

MOSCOW – Any upcoming treaties on nuclear arms reductions will have to involve all countries that have atomic weapons at their disposal, Russian Foreign Minister Sergei Lavrov said Saturday.
Lavrov was commenting on US President Barack Obama’s proposal from earlier this week to slash US and Russian nuclear arsenals by one third from the limit imposed by the bilateral New START treaty in 2010.
The New START limits deployed nuclear warheads to 1,500 per country, though the actual slashing of nuclear arsenals is still ongoing.
Moving beyond the New START will make nuclear arsenals of the United States and Russia comparable to those of other countries with nuclear weapons, Lavrov said.
“This means that further moves possibly proposed for reduction of actual strategic offensive arms will have to be reviewed in a multilateral format,” Lavrov said on Rossia-1 television.
“And I’m talking not just official nuclear powers, but all countries that possess nuclear weapons,” the minister said.
In addition to the United States and Russia the list of confirmed nuclear powers currently includes Britain, China, France, India, Pakistan and North Korea. Israel is often accused of possessing nuclear weapons, and Iran of developing them, but neither confirmed the allegations.
The number of atomic weapons at the disposal of nuclear powers other than Russia and the United States is considered to be between 100 and 300 per country, according to the Federation of American Scientists.
Lavrov also said that Russia will be taking into account US plans for a missile defense shield in Europe when deciding on further nuclear arms reduction. He added that Obama acknowledged the “necessity” of this approach.
Russia has argued for years against the US missile defense shield plans, insisting that it could disrupt the strategic parity between the two former Cold War rivals.

A United Nations human rights body accused Israel on Thursday of mistreating Palestinian children, including by torturing those in custody and using others as human shields.
Palestinian children in the Gaza and the West Bank, captured by Israeli forces in the 1967 war, are routinely denied registration of their birth and access to health care, decent schools and clean water, the UN Committee on the Rights of the Child said.
“Palestinian children arrested by (Israeli) military and police are systematically subject to degrading treatment, and often to acts of torture, are interrogated in Hebrew, a language they did not understand, and sign confessions in Hebrew in order to be released,” it said in a report.
The Israeli Foreign Ministry said it had responded to a report by the UN children’s agency UNICEF in March on ill-treatment of Palestinian minors and questioned whether the UN committee’s investigation covered new ground.
“If someone simply wants to magnify their political bias and political bashing of Israel not based on a new report, on work on the ground, but simply recycling old stuff, there is no importance in that,” spokesman Yigal Palmor said.
The report by the UN Committee on the Rights of the Child noted that, while both Israeli and Palestinian children end up killed and wounded, Palestinians constitute a much larger proportion of these casualties.
Most Palestinian children arrested are accused of having thrown stones, an offense which can carry a penalty of up to 20 years in prison, the committee said. Israeli soldiers had testified to the often arbitrary nature of the arrests, it said.
The watchdog’s 18 independent experts examined Israel’s record of compliance with a 1990 treaty as part of its regular review of a pact signed by all nations except Somalia and the United States. An Israeli delegation attended the session.
The UN committee regretted Israel’s “persistent refusal” to respond to requests for information on children in the Palestinian territories and occupied Syrian Golan Heights since the last review in 2002.
“Hundreds of Palestinian children have been killed and thousands injured over the reporting period as a result of the state party military operations, especially in Gaza where the state party proceeded to (conduct) air and naval strikes on densely populated areas with a significant presence of children, thus disregarding the principles of proportionality and distinction,” the report said.
The 10-year period examined by the committee included the second Intifada, which took place between 2000 and 2005.
Israel withdrew its troops and settlers from the Gaza Strip in 2005, but maintains a heavy blockade on the Hamas-run enclave.
During the 10-year period, an estimated 7,000 Palestinian children aged 12 to 17, but some as young as nine, had been arrested, interrogated and detained, the UN report said.
Many are brought in leg chains and shackles before military courts, while youths are held in solitary confinement, sometimes for months, the report said.
It voiced deep concern at the “continuous use of Palestinian children as human shields and informants”, saying 14 such cases had been reported between January 2010 and March 2013 alone.
Israeli soldiers had used Palestinian children to enter potentially dangerous buildings before them and to stand in front of military vehicles to deter stone-throwing, it said.
“Almost all those using children as human shields and informants have remained unpunished and the soldiers convicted for having forced at gunpoint a nine-year-old child to search bags suspected of containing explosives only received a suspended sentence of three months and were demoted,” it said.
Israel’s illegal occupation of Palestinian territory and the Syrian Golan Heights, continued expansion of Jewish settlements, construction of the apartheid wall into the West Bank, land confiscation and destruction of homes and livelihoods “constitute severe and continuous violations of the rights of Palestinian children and their families,” it said.
Israeli settlements in the West Bank are deemed illegal by international law, a charge the Zionist state disputes.
The UNICEF report in March showed that Israel was the only country in the world where children were “systematically tried” in military courts.
Over the past decade, Israeli forces have arrested, interrogated and prosecuted around 7,000 children between between 12 and 17, mostly boys, UNICEF found, noting the rate was equivalent to “an average of two children each day.”
Figures from the end of January show that 233 children are currently being held in custody, 31 of them under the age of 16.

Russian NGOs that receive funding from abroad have developed several methods that allow them to bypass the obligatory registration as ‘foreign agents’.
Currently the law obliges all NGOs engaged in political activities and receiving funding from abroad to register as “foreign agents”under threat of fines.
One possible option is to register an ordinary commercial company that would receive funds from abroad and employ NGO staff as workers to pay their salaries, Kommersant daily wrote quoting the head of a Russian NGO who spoke on the condition of total anonymity.
The source noted that about 15 Russian groups had already switched to this method.
Another possible loophole, suggested by the daily itself, is to set up an endowment that would properly register as a foreign agent and receive foreign funding which would then be transferred to one or several Russian groups, allowing them to skip the registration as they are formally sponsored by a Russian company.
The third way has been outlined in a recent report by the Civil Initiatives Committee, an influential expert group chaired by former finance minister Aleksey Kudrin, which said that under growing pressure Russian NGOs could re-register in neighboring states.
Some Russian officials already called for changes in the recently approved law, saying that the flaws of the original bill are being exposed as it is applied. Mikhail Fedotov, chairman of the Presidential Council on Human Rights, said that the practice was only showing one thing – that the law had been poorly written and that it was in need of corrections.
Fedotov added that the council had already prepared several suggestions on corrections, but he did not go into detail.
Deputy Prime Minister Arkady Dvorkovich has said that the law needs changes and called for activists to draft their amendments. But Dvorkovich added that the law is in force and must be observed by all members of the community until it is altered in the desired way.
Russia introduced the so-called Foreign Agents Law in November last year.
Prosecutors and the Justice Ministry launched a major nationwide program in March this year in order to check how the fresh law is being applied. The inspections caused protests from NGOs, rights activists and the international community, which claimed they were a form of government pressure on independent critics.
Russian officials, including the president, have repeatedly stated that the law is not banning any NGOs and simply requires disclosure of the sources of their income. Such transparency would give Russian citizens and voters some clues about possible motives of the groups’ political actions, the officials added.
Currently no organization is registered as a foreign agent in Russia.
Hospital Drugs Patients & Dumps Them Onto Buses, Suit Claims

LAS VEGAS – Calling it “Greyhound therapy,” a Las Vegas psychiatric hospital drugs patients and sends them on buses out of state to cities where they know no one, without medical instructions or anyone to care for them, one such patient claims in a federal class action.
Lead plaintiff James Flavy Coy Brown claims the hospital’s illegal policies are “sometimes referred to as ‘Greyhound therapy.'”
He sued Rawson-Neal Psychiatric Hospital, Southern Nevada Adult Mental Health Services, the Nevada Bureau of Health Care and Quality and Compliance, Dr. Anurag Gupta, his psychiatrist at Rawson-Neal, and others.
The complaint states: “Plaintiffs are former psychiatric patients at defendant Rawson-Neal Psychiatric Hospital (hereinafter ‘Rawson-Neal’) who, while still in need of psychiatric care, were involuntarily discharged from the facility by defendants and their agents and employees, and sent to out-of-state destinations where defendants knew said patients would be unable to obtain proper treatment, care and housing. Plaintiffs were medicated before their discharge and required to leave the facility under the influence of powerful anti-psychotic/tranquilizing medication. While plaintiffs were in a drugged state, and incompetent to give informed consent, the standard procedure was for institution staff to physically escort plaintiffs from the facility and place them in taxis bound for the Greyhound Bus Station in Las Vegas, Nevada. They were directed and required to travel on pre-paid tickets which had been previously ordered and paid for by Defendants Southern Nevada Adult Mental Health Services (hereinafter ‘SNAMHS’) and Rawson-Neal.”
Brown, 48, says he was admitted to Rawson-Neal on Feb. 9. The hospital is run by Southern Nevada Adult Mental Health Services. He was given “a diagnosis of psychosis, hearing voices, and thinking of suicide,” he says in the complaint.
He was discharged on Feb. 11.
“Defendants knew he was penniless and homeless and defendant Rawson-Neal knew or acted in reckless disregard of the fact that he would be unable to care for himself during the journey or upon his arrival,” the complaint states. “Before he was discharged, he was started on Thorazine, Cymbalta and Klonopin, all psychotropic medications which affect thinking and judgment. While Defendant Rawson-Neal had developed a written treatment plan which included assisting him to locate a group home placement and locating a case worker for him, this treatment plan was intentionally disregarded and violated by his involuntary discharge contrary to the plan.
“On February 13, defendant psychiatrist Dr. Anurag Gupta (hereinafter ‘Gupta’) ordered Brown discharged, physically escorted from the facility, and placed in a taxi which had been ordered by the defendants. Plaintiff Brown was then transported to the Greyhound Bus Station, where a pre-paid ticket had been purchased by the defendants to take Brown to Sacramento, California, a city which he had no prior contact, and where he knew no one. There was no follow-up plan and no prior contact had been made with any institutions in Sacramento from which Brown could obtain medical and psychiatric care. He was given three days of powerful anti-psychotic medications and bottle of Ensure for the 15 hour bus ride.
“Plaintiff Brown arrived in Sacramento, homeless, confused and anxious. He was taken by police to a local homeless service center, Loaves and Fishes, which could provide no housing, medical care or transportation. After his arrival at that location, he was directed to the U.C. Davis Medical Center’s emergency department which, after three days, arranged for Brown to be treated by Heritage Oaks psychiatric facility. From there he was discharged to a group home in Sacramento.”
Brown claims he’s one of more than 1,500 patients the defendants have treated this way, sent dazed and confused to nearly every state in the union.
“After learning of the ‘dumping’ of Brown in Sacramento by defendants, the Sacramento Bee newspaper began to investigate the circumstances which led to Brown’s arrival in Sacramento and discovered that since the year 2008 approximately 1,500 patients of the Rawson-Neal Psychiatric Hospital in Las Vegas, Nevada, have been transported by Greyhound Bus to almost every state in the country, all with minimum provisions to sustain them during protracted bus rides.
“A random survey by Nevada’s Bureau of Health Care Quality and Compliance of 30 discharges of psychiatric patients from Rawson-Neal revealed discharges in violation of policy and procedures of the Centers for Medicare and Medicaid and the facility’s own policies occur frequently. Patients, such as Brown, were involuntarily placed on Greyhound buses and sent out of state without prior arrangements having been made for follow-up care. These patients were not informed where they should go to receive continuing care upon arrival at their destinations. Discharge orders did not specify the amount of nutritional supplements to be provided to the patients for their extended bus trips; and appropriate and necessary prescription medications were not provided. Furthermore, necessary information was not provided on discharge documentation.”
Brown seeks punitive damages for civil rights violations, constitutional violations including cruel and unusual punishment, medical malpractice, negligence, gross negligence and breach of fiduciary duties.
He is represented by Allen Lichtenstein with the ACLU of Nevada.
US imposes sanctions on Hezbollah, citing Syria role, Africa influence

The US has declared “sanctions” on four alleged “ambassadors” of the Lebanese Islamic resistance group Hezbollah, citing the movement’s role in pushing back foreign-backed insurgents in Syria as well as its rising influence in West Africa.
The US Treasury Department announced Tuesday that it was imposing what appear to be vague sanctions against the four Lebanese individuals whom it claims are “fundraising and recruiting for Hezbollah” in efforts to expand its influence in West Africa, as well as South America and Middle East, The Los Angeles Times reports Wednesday.
Citing US officials, the report states the four men were acting as Hezbollah “ambassadors” in Sierra Leone, Senegal, Ivory Coast and Gambia.
The daily further quotes US Treasury officials as underlining “the alarming reach of Hezbollah’s activities,” pointing to the Islamic movement’s “growing military role” in the recent triumph of the Syrian Army over foreign-sponsored militant gangs that have waged a destructive war on the country in largely US-led attempts to overthrow the government of President Bashar al-Assad.
The mostly symbolic sanctions, according to the report, “grew out of an investigation of what Treasury said are Hezbollah’s expanding activities abroad, including in South America, the Middle East and Africa.”
The sanctions would supposedly “freeze any assets” the four men “may have in the United States and sever them from any contact with the US financial system.”
However, it is not even clear if and how much the Lebanese individuals, identified as Ali Ibrahim Watfa, Abbas Loutfe Jawaz, Ali Achmad Chehade and Hicham Nmer Khanafer, have under the control of American financial institutions.
The US government has in the past repeatedly “imposed” meaningless sanctions, in the form of freezing funds, against a number of Iranian individuals and officials that have absolutely no ties or holdings in the US or American financial institutions.
The development comes as the American government and some of its allies, including the Saudi Kingdom, have protested the supportive role of Hezbollah forces behind the Syrian Army to flush out mostly al-Qaeda-linked armed gangs that have terrorized the nation with massive weapons supplied to them through Turkey, Jordan and Lebanon by mostly Persian Gulf Arab kingdoms, with US and European blessings.
Jewish settlers defile Aqsa Mosque courtyard this morning

OCCUPIED JERUSALEM — Extremist Jewish settlers escorted by policemen desecrated the Aqsa Mosque courtyard on Sunday morning coming from Al-Maghariba Gate.
A female eyewitness told Safa news agency that three groups of settlers walked around the Aqsa Mosque courtyard and some of them performed Talmudic rituals.
She said that a large number of female and male religious students are also present in the courtyard protecting against any attempt by the settlers to enter the Mosque’s buildings.
She added that the Israeli police imposed restrictions on the entry of Palestinian worshipers to their Aqsa Mosque, checked their IDs and took photos of the Muslim religious sessions in the courtyard.
She noted that many Palestinian worshipers inside the Mosque are on alert as many extremist Jewish groups have declared their intentions to enter the Mosque, expecting that the next few hours could see the coming of more settlers and tourists.
Repeated storming of Aqsa mosque meant to impose new de facto situation
Independent MP Dr. Jamal Al-Khudari has warned of the seriousness of the Israeli systematic storming of the Aqsa mosque.
He said in a press statement on Sunday that Israel wants to ease the reactions to the “seemingly ordinary” repeated storming of the Aqsa and to impose a new de facto situation.
The MP underlined that such storming is a flagrant violation and constitutes big dangers to the Aqsa mosque and to holy shrines.
Khudari hailed the Aqsa guards and all those who frequent the holy site to defend it in face of repeated storming attempts despite the difficult circumstances.
He pointed out that the Israeli occupation authority was continuing its excavations in and around the Aqsa mosque and is wantonly razing Jerusalemite houses on daily basis and at various pretexts with the main target of forcing Jerusalemites to abandon their homes and native hometown.
Khudari regretted that such conditions were prevailing at a time the Palestinian people are still divided.

UN calls for record $5.2 billion aid package for Syria

The United Nations on Friday launched a record $5.2-billion aid appeal to fund operations in Syria and neighboring nations, saying the number of people affected by the country’s brutal conflict was set to spiral.
The call for donations comes as the UN expects that 10.25 million Syrians – half the country’s population – will need humanitarian aid by the end of 2013.
The sum of aid being requested overshadows by far the $2.2 billion the UN sought in 2003 to help cope with the crisis sparked by the war in Iraq.
The $5.2 billion represents money needed across this year to pay for operations that have already been undertaken, are ongoing, or are due to be carried out until the end of December.
“The figure for the new appeal is both an expression of the alarm about the situation facing Syrians and an absence of a political solution,” said Adrian Edwards, spokesman for the UN’s refugee agency, the UNHCR.
It also marked a more than threefold increase on the $1.5 billion which the UN previously had said that it needed to cover operations this year.
The UN has so far received $1.0 billion of that sum, after launching an appeal last December.
In the latest appeal, the world body said that a total of $3.8 billion was needed to help Syrian refugees who have spilled across the country’s borders to escape fighting in their homeland.
The figure for operations inside Syria meanwhile was $1.4 billion.
According to UN estimates, more than 80,000 people have been killed and some 1.6 million Syrians have fled the country since the civil war began in March 2011 after a crackdown on protests against President Bashar al-Assad.
“The numbers represented in this plan are staggering,” said Amir Abdulla, deputy executive director of the UN’s World Food Program (WFP). “They’re not sustainable over the very long term.”
“They represent a tragedy for Syria and a burden on the region,” he told reporters.
The WFP, which has delivered 500 million meals in Syria so far this year, expects its weekly costs to rise from almost $20 million now to $36 million after September. It says it has a funding shortfall of about $725 million.
The WFP’s Syria Regional Emergency Coordinator Muhannad Hadi said: “We have reached a stage in Syria where some of the people, if they don’t get food from the World Food Programme, they simply do not eat.”
The overwhelming majority of the refugees have fled to neighboring Lebanon, Turkey, Iraq and Jordan, which are struggling to cope.
In Jordan, for example, one refugee camp is now the equivalent of the nation’s fifth-largest town.
With the revolt against Assad having morphed into a vicious, drawn-out conflict, the total number of refugees is expected to swell to at least 3.45 million by the end of this year, according to the UN appeal.
Within the country, a total of 6.8 million people are forecast to need aid this year, the majority of them people who have been forced to flee their homes because of the fighting.
“These are huge numbers. They are not sustainable over the very long term, which is why we hope that there will be a solution to the situation inside Syria,” said Abdulla.
“We hope that the world will respond, as millions of Syrians displaced in their home country, and refugees in neighboring countries, basically have little else to rely on at this time,” he added.
Syria’s pre-war population was 20.8 million.
“By the end of the year, half of the population of Syria will be in need of aid,” underlined Edwards.
The nature of the Syrian conflict has affected aid efforts, with convoys often having to clear dozens of checkpoints manned by different militias from both sides.
“In other operations, there’s often a front line when you’re dealing with two opposing forces. In this instance you’ve a very complex situation where there are pockets. There is no clear line. You’re dealing with a fragmented opposition who don’t follow a monolithic command and control structure,” said Abdulla.

Brazil: Soldiers Sent to Indigenous Occupied Land

The Brazilian government has announced that it will send around 200 soldiers to land occupied by indigenous groups in Mato Grosso do Sul.
The move comes after a member of the Terena indigenous group was killed whilst police attempted to evict the occupiers last week. The groups believe the land belongs to their indigenous ancestral territory, which is currently recognised as the property of local politician, Ricardo Bacha, and have occupied the land for over two weeks.
The announcement from the government detailed how the soldiers were being sent to the farm in order to prevent the problem from escalating. Brazil’s Justice minister Jose Cardozo said: “We’re not going to put out the flames by pouring alcohol on the bonfire…we must avoid radicalising a situation that goes back a long way in Brazilian history.”
Cardozo also announced that he would be travelling to Mato Grosso do Sul in order to oversee the deployment of soldiers, and that the soldiers from the National Force were being sent in order to support the local police force.
It was revealed that the call for soldier interception came from the governor of Mato Grosso do Sol, André Puccinelli, and that soldiers have been steadily deployed by land and air to the area since Tuesday.
Dozens of other indigenous groups have marched around Mato Grosso do Sul in the Sidronlandia region in support of the Terena people. A date has not been set for the withdrawal of the soldiers.

In an attempt to dispel embarrassing reports that Senator John McCain’s “surprise” trip to Syria featured a meeting with kidnappers — including Mohammad Nour of the Northern Storm rebel group — behind the 2012 abduction of 11 Lebanese religious pilgrims, The Daily Beast’s Josh Rogin cited Mouaz Moustafa, the executive director of a little-known organization called The Syrian Emergency Task Force:
“Nobody self-identified as Nour, and none of the guys who were standing outside were in the meeting with McCain,” said Mouaz Moustafa, executive director of the Syrian Emergency Task Force, an American nonprofit that helped organize the McCain trip. Moustafa is in the picture and was also inside McCain’s meeting with the rebel commanders, along with Task Force political director Elizabeth O’Bagy.
Rogin’s defense of McCain, of course, rests on the perceived independence of Moustafa’s “NGO.” The Syrian Emergency Task Force, however, appears to have close ties to one foreign government and its powerful American lobby. Not only is Mouaz Moustafa listed as one of the Washington Institute’s “experts,” he recently addressed the AIPAC-created think tank’s annual Soref symposium on the theme of “Inside Syria: The Battle Against Assad’s Regime.”
Even more intriguingly, one of the web addresses for his nonprofit is “syriantaskforce.torahacademybr.org.” The “torahacademybr.org” URL belongs to the Torah Academy of Boca Raton, Florida whose academic goals notably include “inspiring a love and commitment to Eretz Yisroel.”
Of course, none of this will come as any surprise to those who familiar with John McCain’s lifelong service to the Land of Israel, a commitment that has invariably been at the expense of U.S. interests.

FM: Iran Hopes for Peaceful Settlement of Problems in Turkey

TEHRAN – The Iranian foreign ministry underlined the domestic nature of the current unrest in Turkey, and expressed the hope that the problems in the neighboring country will be solved by the Turkish officials’ tact and wide domestic diplomacy.
“The conflicts in Turkey are an internal issue and we hope that this problem will be solved calmly and peacefully by the Turkish leaders’ insight,” Foreign Ministry Spokesman Seyed Abbas Araqchi told FNA on Sunday.
The protests in Turkey began earlier this week as a sit-in over plans to redevelop Gezi Park in Istanbul’s Taksim Square, but escalated after police used tear gas.
In Ankara, protesters tried to march on the parliament.
Turkish police fired tear gas and water cannon for a second day on Saturday to prevent hundreds of protesters reaching the central Taksim Square, scene of violent protests in which hundreds were wounded.
Anti-government demonstrators wearing handkerchiefs and surgical masks chanted “unite against fascism” and “government resign” as they tried to walk down the street to Taksim, a witness said.
Protesters also clashed with police in the Besiktas neighborhood, on the shores of the Bosphorus, after crossing a bridge in another apparent attempt to reach Taksim.

Representatives from the Revolutionary Armed Forces of Colombia (FARC) and the Colombian government announced yesterday that they have signed a keynote agreement on land reform.
The accord is a big step forward for the on-going peace negotiations in Havana, Cuba between the rebel group and the government of President Juan Manuel Santos, as land reform is the first of six main issues on the agenda for discussion.
The agreement comes after nearly six months of talks on the subject.
A press release ratified by both parties stated that the accord facilitates the “start of radical transformations of the rural and agrarian reality of Colombia with fairness and democracy”.
President Santos applauded yesterday’s accord, commenting on Twitter that the land reform measure is a breakthrough for the peace talks and a “fundamental step in Havana towards a full agreement that will put an end to half a century of conflict”.
Iván Márquez, chief negotiator of the FARC, explained: “This historical recognition is felt by the rural and impoverished communities and is a flag in the wind in our hands … at the negotiation table.”
However, Márquez added that some of the points of the accord must be discussed again before negotiations end. He commented, “nothing is agreed upon until everything has been agreed upon”, referring to discussions still to come on other polemic topics in the peace talks expected to finish by August.
Land reform has been a fundamental issue for both the government and the FARC even before the peace talks began. Land disputes were one of the primary issues that the Marxist-leaning rebel group took on as early as 1964.
Now that the land reform issue has been decided, government and FARC negotiators will move discussions to the political participation of the rebel forces, the fight against drug trafficking, and an end to the conflict more generally with respect to victim compensation.

UN declares war on ‘dangerous’ conspiracy theories
‘World is not secretly run by elites’

UNESCO says it is seriously concerned about the increase in “disinformation” and “conspiracy theories”. And they plan to put an end to it through a network of informants.
“Conspiracy theories can be dangerous,” the UN agency warned. “Often they ignore scientific evidence and polarize society with dire consequences. This has to stop.”
Unesco’s director-general warned that “conspiracy theories” could cause damage to people as well as to their health. “They reinforce misconceptions about the pandemic, reinforcing stereotypes that can fuel violence and violent, extremist ideologies,” said Audrey Azoulay.
The UN agency has launched a campaign to help people identify, debunk and report “conspiracy theories” to prevent them from spreading further.
This campaign is being carried out in collaboration with the European Commission, Twitter and the World Jewish Congress. The UN has created a toolkit to “debunk” such theories and smear anyone who dares to claim that governments are not fair and transparent.
The UN also warned that George Soros, the Rothschilds and Israel should not be linked to “alleged conspiracies”.
World events “are not secretly manipulated behind the scenes by powerful players with malicious intent,” the UN agency maintained.
And if anyone therefore comes across someone who believes that the world elite is plotting to consolidate power or direct events, then that person needs to take action. According to the UN agency, when meeting a “conspiracy theorist”, under no circumstances should one enter into a discussion. … continue
