Sudan says it is in the US best interest to forge good relations

KHARTOUM – The ruling National Congress Party (NCP) in Sudan blasted the U.S. administration saying it is relying on tactics rather than its strategic interests in its handling of Sudan and is interfering in its affairs under the pretext of improving bilateral ties.
The head of the NCP external relations sector Ibrahim Ghandour said that his country is keen on establishing normal relations with the U.S. based on mutual respect and non-interference in its internal affairs.
Ghandour stressed that Sudan accepted U.S. role as a mediator due to its influence and clout in the world but is not desperate to normalize ties under Washington’s terms.
The NCP official was responding to statements this week by outgoing U.S. special envoy to Sudan Princeton Lyman in which he stressed that Washington would not normalize ties with Khartoum without resolutions to conflicts in Darfur, Blue Nile and South Kordofan.
Lyman proposed a roadmap to normalize bilateral ties including allowing humanitarian access to the Nuba Mountains, settlement of the conflict in the three areas and to resolve the outstanding issues with South Sudan.
But Ghandour said that Sudan is more keen than the U.S. on finding solutions to these problems adding that it is in Washington’s best interest to forge good ties with it.
“We hope that the U.S. realizes that Sudan led by the federal Government will continue, through its geographical position with political and economic abilities and its influence in the region, as a state which is very important to be for the U.S. administration to have relations with” he said.
In October 1997, the US imposed comprehensive economic, trade and financial sanctions against Sudan in response to its alleged connection to terror networks and human rights abuses. Further sanctions, particularly on weapons, have been imposed since the 2003 outbreak of violence in the western Darfur region.
Washington promised Khartoum last year that should the South Sudan referendum go peacefully it would quickly remove the East African nation from the list of states that sponsor terrorism as early as July 2011.
The US has yet to de-list Sudan from the terrorism designation, a decision which appears to be in light of the new conflicts that have erupted last year in South Kordofan and Blue Nile.

North Korea hails rocket launch as a success

North Korea says it has test-fired a long-range rocket and has successfully placed a satellite into orbit.
“The launch of the second version of our Kwangmyongsong-3 satellite from the Sohae Space Center… on December 12 was successful,” the official Korean Central News Agency said on Wednesday.
The agency added that the satellite has entered the orbit “as planned.”
The (North) Korean Committee of Space Technology had originally announced that Pyongyang would launch its Unha-3 rocket between December 10 and 22, but on Monday, it extended the date by a week due to a “technical deficiency.”
A previous launch in April failed when the rocket disintegrated in the air soon after blastoff and fell into the ocean.
Meanwhile according to an unnamed Western diplomat, the UN Security Council is scheduled to meet at the request of the US and Japan later on Wednesday to discuss the launch of the rocket.
“The Japanese and the Americans have requested a Security Council meeting, which will take place late Wednesday morning” around 11:00 a.m. (1700 GMT), the diplomat stated.
Reports say Tokyo, Washington and Seoul have agreed to request the UN Security Council to reinforce Pyongyang’s embargoes.
On December 3, Russia and China urged North Korea not to go ahead with the plan.
Russia said North Korea had been warned not to ignore a UN Security Council resolution which “unambiguously prohibits (it) from launching rockets using ballistic technology.”
On December 4, UN Secretary General Ban Ki-moon said he was “seriously concerned” about the launch and asked North Korea to “reconsider its decision and to suspend all activities related to its ballistic missile program.”
Venezuela’s Hugo Chavez returns to Cuba for further treatment

Venezuelan President Hugo Chavez says his cancer has returned and he needs to return to Cuba immediately for further treatment.
Chavez said he would go back to Cuba on Sunday to undergo surgery due to the discovery of new cancer cells during his Cuba trip last week.
The announcement of departure for Havana comes on the heels of his Friday return from Cuba following ten days of treatment in the country.
“I need to, I must return to Havana tomorrow in order to confront this new battle,” Chavez said at the Miraflores presidential palace.
“Unfortunately, during these exhaustive exams they found some malignant cells in the same area. It is absolutely necessary, absolutely essential, that I have to undergo a new surgical intervention.”
The Venezuelan president called on his supporters to vote for Vice President Nicolas Maduro in the event his health failed or anything happened to him.
Chavez flew back to Cuba on the night of November 27 to undergo several sessions of hyperbaric oxygenation, which is typically employed to lessen the decay of bones because of radiation therapy.
The 58-year-old has been fighting with cancer in the pelvic area. He began the treatment in Cuba following a tumor removal in March 2011.
The final round of Chavez’s radiation treatment in Cuba was in April and he declared himself free of cancer in May.
Iran likely made captured US drone lose brain: CSM report

A Western media outlet says the recent capture of a US ScanEagle drone by Iran has likely taken place through the reconfiguration of the aircraft’s GPS coordinates, which made it ‘lose its brain.’
The Christian Science Monitor (CSM) said in a Tuesday report that the technique likely used by the Islamic Republic was “spoofing,” through which Iranian specialists reconfigured the drone’s GPS coordinates to make it land in Iran at what the drone thought was its actual home base in Afghanistan.
It also cited a source as saying, “By putting noise [jamming] on the communications, you force the bird into autopilot. This is where the bird loses its brain.”
Iran’s Islamic Revolution Guards Corps (IRGC) captured the spy drone over the Persian Gulf waters upon its intrusion into the Iranian airspace on Tuesday.
IRGC Navy Commander Rear Admiral Ali Fadavi made the announcement on Tuesday, adding that the Iranian armed forces enjoy full intelligence command over foreign movements in the Persian Gulf region.
The drone, which has a wingspan of 10 feet (three meter), is a long-endurance aircraft built by Insitu, a subsidiary of Boeing.
The CSM said a same technique was used in December 2011, when the Iranian military downed a US RQ-170 Sentinel stealth aircraft after the drone was spotted flying over the northeastern Iran city of Kashmar.

Iraq inspects second Syrian-bound Iran flight, finds no illegal items

Iraqi authorities have for a second time this month inspected an Iranian cargo plane heading to Syria, but allowed it to continue as no prohibited items were found on board.
The search of the Iranair cargo flight was conducted at Baghdad International Airport on Saturday.
“The plane was allowed to proceed to Syria after verifying that there are no weapons or any banned items on board,” Iraq’s Chairman of the Civil Aviation Authority Nasser al-Bandar said.
“Our experts found that the plane was carrying only medical supplies and foodstuff, “he added.
On October 2, Iraq stopped and inspected a Damascus-bound Iranair cargo plane from Tehran upon the illegal request of the US officials, who claimed that Tehran uses Iraq’s airspace to send weapons to the Syrian government. No weapons were found in that search, either.
Syria has been experiencing unrest since March 2011 and many people, including a large number of security personnel, have been killed in the violence.
Damascus says ‘outlaws, saboteurs, and armed terrorists’ are behind the unrest, but the opposition accuses the security forces of being behind the killings.
The Syrian government says that the chaos is being orchestrated from outside the country, and there are reports that a very large number of the insurgents are foreign nationals.
The United States has recently announced that it would allocate an additional $45 million to foreign-backed armed groups fighting against Syrian President Bashar al-Assad’s government.
No proof of Iran decision to build nuclear weapons: Russia

Russian Foreign Minister Sergei Lavrov says there is no evidence suggesting that Iran has made any decision to militarize its nuclear energy program.
In an interview with the Russian daily Rossiyskaya Gazeta on Tuesday, Lavrov said Iran’s nuclear energy program is under the full supervision of International Atomic Energy Agency (IAEA) and the country is enriching 4.5-percent uranium to meet its fuel needs, Iranian Student News Agency (ISNA) reported.
Lavrov emphasized that the production of nuclear fuel is not a violation of Non-Proliferation Treaty (NPT) and confirmed the legitimacy of Iran’s bid to produce 20-percent enriched uranium to provide fuel for the Tehran Research Reactor (TRR).
Iran decided to enrich uranium to 20-percent level to provide fuel for TRR, which produces medical isotopes for cancer patients, after potential suppliers failed to provide the Islamic Republic with the required nuclear fuel.
On September 17, head of the Atomic Energy Organization of Iran (AEOI), Fereydoun Abbasi, said Iran has no intention of enriching uranium above the 20-percent level.
Abbasi added that Iran started producing 20-percent enriched uranium when it could not obtain fuel for TRR from international market due to sanctions imposed against the country.
The Iranian official added that the main objective of 20-percent enrichment is to produce radiopharmaceuticals, but certain parties are trying to connect Iran’s nuclear activities to non-civilian purposes.
The United States, Israel, and some of their allies accuse Iran of pursuing military objectives in its nuclear energy program, but Iran rejects the allegations, arguing that as a committed signatory to the NPT and a member of the IAEA, it is entitled to use nuclear technology for peaceful purposes.
In addition, the IAEA has conducted numerous inspections of Iran’s nuclear facilities, but has never found any evidence showing that Iran’s nuclear energy program has been diverted toward military objectives.

New Flame-linked malware detected

A new cyber espionage program linked to the notorious Flame and Gauss malware has been detected by Russia’s Kaspersky Lab. The anti-virus giant’s chief warns that global cyber warfare is in “full swing” and will probably escalate in 2013.
The virus, dubbed miniFlame, and also known as SPE, has already infected computers in Iran, Lebanon, France, the United States and Lithuania. It was discovered in July 2012 and is described as “a small and highly flexible malicious program designed to steal data and control infected systems during targeted cyber espionage operations,” Kaspersky Lab said in a statement posted on its website.
The malware was originally identified as an appendage of Flame – the program used for targeted cyber espionage in the Middle East and acknowledged to be part of joint US-Israeli efforts to undermine Iran’s nuclear program.
But later, Kaspersky Lab analysts discovered that miniFlame is an “interoperable tool that could be used as an independent malicious program, or concurrently as a plug-in for both the Flame and Gauss malware.”
The analysis also showed new evidence of cooperation between the creators of Flame and Gauss, as both viruses can use miniFlame for their operations.
“MiniFlame’s ability to be used as a plug-in by either Flame or Gauss clearly connects the collaboration between the development teams of both Flame and Gauss. Since the connection between Flame and Stuxnet/Duqu has already been revealed, it can be concluded that all these advanced threats come from the same ‘cyber warfare’ factory,” Kaspersky Lab said.
High-precision attack tool
So far just 50 to 60 cases of infection have been detected worldwide, according to Kaspersky Lab. But unlike Flame and Gauss, miniFlame in meant for installation on machines already infected by those viruses.
“MiniFlame is a high-precision attack tool. Most likely it is a targeted cyber weapon used in what can be defined as the second wave of a cyber attack,” Kaspersky’s Chief Security Expert Alexander Gostev explained.
“First, Flame or Gauss are used to infect as many victims as possible to collect large quantities of information. After data is collected and reviewed, a potentially interesting victim is defined and identified, and miniFlame is installed in order to conduct more in-depth surveillance and cyber-espionage.”
The newly-discovered malware can also take screenshots of an infected computer while it is running a specific program or application such as a web browser, Microsoft Office program, Adobe Reader, instant messenger service or FTP client.
Kaspersky Lab believes miniFlame’s developers have probably created dozens of different modifications of the program. “At this time, we have only found six of these, dated 2010-2011,” the firm said.
‘Cyber warfare in full swing’
Meanwhile, Kaspersky Lab’s co-founder and CEO Eugene Kaspersky warned that global cyber warfare tactics are becoming more sophisticated while also becoming more threatening. He urged governments to work together to fight cyber warfare and cyber-terrorism, Xinhua news agency reports.
Speaking at an International Telecommunication Union Telecom World conference in Dubai, the anti-virus tycoon said, “cyber warfare is in full swing and we expect it to escalate in 2013.”
“The latest malicious virus attack on the world’s largest oil and gas company, Saudi Aramco, last August shows how dependent we are today on the Internet and information technology in general, and how vulnerable we are,” Kaspersky said.
He stopped short of blaming any particular player behind the massive cyber attacks across the Middle East, pointing out that “our job is not to identity hackers or cyber-terrorists. Our firm is like an X-ray machine, meaning we can scan and identify a problem, but we cannot say who or what is behind it.”
Iran, who confirmed that it suffered an attack by Flame malware that caused severe data loss, blames the United States and Israel for unleashing the cyber attacks.

Turkey Continues Grounding Syria Bound Flights

TEHRAN – Turkey grounded a Syria bound Armenian passenger flight to inspect its cargo after a similar move last Wednesday angered Damascus officials who retaliated against the forced landing of the Moscow-Syria flight in Ankara by closing their airspace to all Turkish airliners.
Turkish authorities are searching the Armenian aircraft traveling from Armenia to Syria after it landed in the Eastern city of Erzurum.
Ankara had reportedly demanded, in advance, the on-the-ground cargo inspection in Erzurum as a condition of flying through Turkish airspace.
“There was nothing extraordinary about it. Turkish security forces are currently searching the cargo,” Air Armenia head Arsen Avetisyan told Interfax news agency.
The cargo plane is carrying humanitarian aid to Aleppo.
This incident comes days after the Turkish military forced a Syrian plane traveling from Moscow to Damascus to land in Turkey. Ankara claimed that the civilian aircraft was transporting weapons to Syria. Authorities seized equipment they found in the plane’s luggage before allowing it to resume its flight.
The equipment was spare parts for radar, not weapons, Russian Foreign Minister Sergey Lavrov said. The components were legally purchased in Russia, and were being delivered to the buyer in Syria.
Turkey and Syria denied each other the use of their respective airspaces after the incident.
Mali: Target of UN’s Sovereignty-stealing “Responsibility to Protect” Doctrine

In a recent article, The New American’s foreign correspondent Alex Newman reported on the United Nations’ plot to invade the West African nation of Mali. Wrote Newman:
After having recently left thousands dead from overthrowing the governments ruling Libya and the Ivory Coast, the United Nations is already plotting its next invasion to deal with the fallout. This time, Mali is in the UN’s crosshairs.
Mali attracted UN attention when the northern part of the country was taken over by Islamists and nomadic rebels amid a military coup d’état that ousted the government in the South. The UN Security Council is currently considering two resolutions related to the country, a former colony of France. The first one calls for negotiations between armed rebels in the North and the supposed “interim” government operating in the capital. That measure is expected to be approved soon, according to officials involved in the negotiations.
The second resolution would purport to authorize international military intervention, a move being sought by the coalition of regimes making up the African Union, the Economic Community of West African States (ECOWAS), and the struggling “interim” government in Southern Mali. The French government is circulating a draft of the resolution this week.
Supporting Newman’s report is the “crisis alert” issued by the International Coalition for the Responsibility to Protect (ICRtoP). The notice says: “The humanitarian situation in northern Mali has worsened considerably since a coup in late March, with reports of human rights violations including murder, rape, robbery and forced displacement.”
After rehearsing the calls for intervention made by various human rights groups and other “civil society organizations,” ICRtoP closes its memo with a demand that the UN’s Responsibility to Protect doctrine be applied to the “rapidly deteriorating humanitarian situation” in Mali.
A key to understanding the cause of the crescendo of clamors for international intervention in Mali is a familiarity with the Right to Protect doctrine as defined by the United Nations.
In an address given in September, UN Secretary-General Ban Ki-moon reaffirmed the commitment of the global shadow government’s ultimate goal of eradicating national sovereignty. The preferred weapon in this war on self-determination is the principle known as Responsibility to Protect (R2P).
Agreed to by the UN General Assembly at a summit of world leaders in 2005, R2P purports to grant the global government power to decide whether individual nations are properly exercising their sovereignty.
UN literature describes R2P as the concept that holds “States responsible for shielding their own populations from genocide, war crimes, ethnic cleansing, and related crimes against humanity and requires the international community to step in if this obligation is not met.”
That is to say, if the UN determines that a national government is not voluntarily conforming to the UN’s idea of safety, then the “international community” will impose its will by force, all for the protection of that nation’s citizens.
Lest anyone believe that the globalists at the UN are simply pacifists whose desire is to meekly encourage regimes to treat their people kindly, Secretary-General Ban Ki-moon took a more forceful posture at the conference held at the UN headquarters in New York.
“We all agree that sovereignty must not be a shield behind which States commit grave crimes against their people. But achieving prevention and protection can be difficult,” said Ban. “In recent years, we have shown how good offices, preventive diplomacy, mediation, commissions of inquiry and other peaceful means can help pull countries back from the brink of mass violence.”
“However, when non-coercive measures fail or are considered inadequate, enforcement under Chapter VII will need to be considered by the appropriate intergovernmental bodies,” he added. “This includes carefully crafted sanctions and, in extreme circumstances, the use of force.”
Chapter VII of the UN Charter authorizes the Security Council to use force in the face of a threat to peace or aggression, taking “such action by air, sea, or land forces as may be necessary to maintain or restore international peace and security.” As there is currently no UN military, all such interventions are carried out by the national armed forces of member nations.
Faithfully, the United States, as the chief financial engine of the international body, has not only signed on to promote the Responsibility to Protect scheme, but President Obama has created a federal agency to ensure that it is executed effectively.
The bureau is called the White House Atrocities Prevention Board (APB) and it will be headed by President Obama’s National Security Advisor, Samantha Power.
Exercising the powers he created for himself in Executive Order 13606, President Barack Obama demonstrated his support for the R2P program when he established the Atrocities Prevention Board.
The stated goal of the APB is to first formally recognize that genocide and other mass atrocities committed by foreign powers are a “core national security interest and core moral responsibility.”
Apart from the unconstitutionality of this use of the executive order, there is something sinister in the selection of Samantha Power to spearhead the search for atrocities.
One source claims that the very existence of the APB is due to Power’s own persistence in convincing the White House that discovering atrocities should be a “core national-security interest and a core moral responsibility of the United States.” The statement released at the time of the signing of the executive order demonstrates Power’s remarkable power of persuasion.
Samantha Power rose to prominence in government circles as part of her campaign to promote the Responsibility to Protect scheme.
Responsibility to Protect is predicated on the proposition that sovereignty is a privilege not a right and that if any regime in any nation violates the UN-approved code of conduct, then the international community is morally obligated to revoke that nation’s sovereignty and assume command and control of the offending country.
The three pillars of this UN sovereignty grab explain the provenance of this presumed prerogative:
1. A state has a responsibility to protect its population from mass atrocities
2. The international community has a responsibility to assist the state if it is unable to protect its population on its own, and
3. If the state fails to protect its citizens from mass atrocities and peaceful measures have failed, the international community has the responsibility to intervene through coercive measures such as economic sanctions. Military intervention is considered the last resort.
It is the habitual recourse to this purported “last resort” that has cost countless American lives and has propelled our Republic closer to becoming a mere regional administrative unit of the global government of the United Nations. As Alex Newman wrote in his article on the situation in Mali:
As history shows, armed UN intervention often leads to mass slaughter and complete chaos that is later used to justify more international military intervention — Libya and the Ivory Coast being just two recent examples among many. There is little reason to suspect that invading Mali would turn out any better.
Indeed it won’t. But using history as a guide, Americans know that the pseudo-pacifists running the United Nations believe that if the social contract fails, there’s always the option of deploying blue-helmeted soldiers to impose “peace” at the point of a gun.
To that end, the newly appointed Special Advisor of the Secretary-General on the Prevention of Genocide, Adama Dieng, recommended delegates work in their individual governments to contribute to an armed UN force under the command of the global government. Reciting the third point of R2P, Dieng pushed for more powerful tools to carry out the third pillar.
“It is our collective responsibility to study the implications of the use of each of them, and to understand the conditions under which the potential of each tool can be maximized,” Dieng said. “It is also our responsibility to establish and strengthen the structures that will make third-pillar tools actionable and effective.”
No matter the frequency or ferocity of the moral outrage spewed by internationalists, the government of the United States does not have a constitutional responsibility to protect the citizens of the world from atrocities.
And nowhere in the Constitution is the president or Congress authorized to place the armed forces of the United States under the command of international bodies, regardless of treaty obligations or sovereignty-stealing “responsibilities” to the contrary.

The IDF shot down a Hezbollah-piloted drone over the northern Negev desert earlier this month after it possibly captured images of secret Israeli military sites. Earlier, Tel Aviv praised the IDF for its rapid response to the security breach.
The drone was launched from Lebanon and crossed into Israeli airspace on October 6, and stayed airborne for three hours before being intercepted, the Sunday Times reported.
Sources in the region claimed that the unmanned aircraft traveled more than 300 kilometers, and transmitted pictures of preparations for Israel’s joint military exercise with the US, the newspaper said. The aircraft also reportedly spotted ballistic missiles, airfields and likely the nuclear reactor in Dimona.
The British newspaper said that the first missile an Israeli F-16 fighter jet shot at the done missed its target. After the incident, Israeli leadership praised the country’s air forces for their “sharp and effective” response to the violation of the country’s airspace.
The drone is the new Iranian Shahed-129, operated by Iranian Revolutionary Guard technicians with the help of the Hezbollah, the report said.
Earlier, Hezbollah leader Hassan Nasrallah took credit for the aerial infiltration, saying that the aircraft was designed by Iran and assembled in Lebanon.
He said the drone was deployed in response to what he called Israel’s repeated violations of Lebanese airspace since 2006. He identified the Dimona reactor as the mission’s main target.
“This flight was not our first will not be our last, and we give assurances we can reach any point we want. We have the right to dispatch recon planes over occupied Palestine at any time,” Nasrallah said.

EU set to impose new anti-Iran bans despite UN warning

The European Union has provisionally approved new embargoes against Iran over its nuclear energy program, despite a UN warning against the humanitarian repercussions of the sanctions already in place.
The Friday motion will have to be formally ratified on Monday at an EU foreign ministers’ session in Luxembourg before coming to effect.
According to EU diplomats, the new measures target Tehran’s banking sector, industry and shipping.
The new embargoes will oblige European traders to obtain the authorizations of their respective governments prior to financing any permitted business transaction with Iran.
The bloc will also ban its member states from selling metals and graphites, a steel component, to Iran and providing the country with ship manufacturing know-how, oil-storage technology as well as flagging and classification services to Iranian tankers.
Based on the new motion, the EU will also freeze the assets of 34 Iranian companies.
The bloc’s new move comes in defiance of the UN chief’s recent remarks about the humanitarian ramifications of the previously-imposed embargoes. Ban Ki-moon warned on October 5 that the West’s sanctions have mainly targeted the livelihood of the ordinary Iranian population.
On Wednesday, Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei described the West’s embargoes as “illogical” and “barbaric.”
This is while the Norwegian Nobel Prize Committee awarded its 2012 Peace Prize to the EU on Friday.
Following the West’s embargoes on Iran’s banking, the imports of more than fifty kinds of badly needed medicine for people who suffer from certain diseases such as children’s cancer, thalassemia, multiple sclerosis (MS), and respiratory and heart diseases, have declined drastically.

Hezbollah confirms sending drone into Israeli airspace

Hezbollah Secretary-General Seyyed Hassan Nasrallah confirms the Lebanese resistance movement has sent a drone deep into the Israeli airspace evading radar systems.
The operation code-named Hussein Ayub saw Hezbollah’s drone fly hundreds of kilometers into the Israeli airspace and getting very close to Dimona nuclear plant without being detected by advanced Israeli and US radars, Nasrallah said during a televised speech late on Thursday.
“This is only part of our capabilities,” he stressed, adding that Israelis have admitted to their security failure despite being provided with the latest technologies by Western powers.
Hezbollah secretary-general stated that Hezbollah’s drones are made in Iran but assembled by the resistance movement.
Hezbollah plans to send more drones over Israel in the future, he added, adding that the operation shows the resistance movement is ready to defend Lebanon.
The resistance leader further dismissed Western accusations of Hezbollah’s intervention in the Syrian unrest, describing the allegation as “sheer lie.”
“Hezbollah has not fought alongside Syrian forces…. It is not true that Hezbollah is going to take some land from Syria,” Nasrallah stated.
Hezbollah’s leader also rejected allegations that Abu Abbas was the movement’s commander in Syria, and condemned insurgents in Syria for threatening Lebanon.
“Threatening Hezbollah is of no use,” he emphasized.
