Iraq is in turmoil – with ISIS controlling large areas of the country – but the truth is that it’s been in turmoil since the illegal 2003 invasion.
2013 was Iraq’s bloodiest year since 2008, but as I wrote here members of the elite political class and warmongers in the West weren’t interested.
Iraq post-invasion had become the greatest non-news story of the modern era. The people who could not stop talking about Iraq in 2002/3 and telling how much they cared about ordinary Iraqis were strangely silent. Instead they were devoting their energies into propagandizing for another Middle Eastern military ‘intervention’, this time against Syria.
Now that Iraq is back in the western news headlines again, with calls for ‘intervention’ to counter ISIS, it’s worth bearing in mind what the architects of the Iraq war and the cheerleaders for it said in the lead up and during the invasion about the ‘threat’ from Saddam’s WMDs and how toppling a secular dictator would help the so-called ‘war on terror’ and bring peace and security to the region.
Do we really want to take these people’s advice on what ‘we’ should do now in Iraq? Up to a million people have been killed since the illegal invasion and as critics predicted at the time, the war led to enormous chaos and instability and boosted radical Islamic extremism. By their own words, let the warmongers be damned.

Did Russia’s annexation of Crimea on March violate the 1994 Budapest agreement among Ukraine, Russia, Great Britain and the U.S.? Specifically, in Paragraph One, Ukraine agreed to remove all nuclear weapons from its territory in return for a commitment by Russia, Britain and the U.S. “to respect the independence and sovereignty and existing borders of Ukraine?”
I’m no lawyer, but I can read the words. And, taken literally, the answer seems to be Yes – despite a host of extenuating circumstances that can be adduced to explain why Crimea rejoined Russia, including the alarm among Crimean leaders over the unconstitutional ouster of Ukraine’s elected president and the Russian government’s fear about the possible berthing of NATO’s nuclear-missile warships at the naval base at Sebastopol.
But there’s also the item in Paragraph Three in which Russia, the UK, and the U.S. also commit “to refrain from economic coercion designed to subordinate to their own interest the exercise by the Ukraine of the rights inherent in its sovereignty.”
Might the EU’s take-it-or-leave-it proposal last fall offering Ukraine “associate” status in return for draconian economic austerity imposed on the Ukrainian people come under the rubric of the “economic coercion” prohibited at Budapest? An arguable Yes, it seems to me.
Some will try to dismiss President Viktor Yanukovych’s ill-fated rejection of these International Monetary Fund demands to make the hard lives of average Ukrainians even harder as “history,” now that the EU and Ukraine’s replacement President Petro Poroshenko signed on June 27 that “associate” status agreement – the same agreement that Yanukovich rejected in favor of what appeared to be a better deal from Russia.
Was Yanukovich also under pressure from Moscow to maintain Ukraine’s historic, cultural and economic ties to Russia? Of course. Putin reportedly weighed in heavily with Yanukovich last October and early November when U.S. and EU diplomats were pressuring the Ukrainian president as well.
But did Yanukovich expect to be overthrown if he opted for Moscow’s offer? If he did not, he sorely underestimated what $5 billion in U.S. “democracy promotion” can buy. After Yanukovych’s decision, American neoconservatives – the likes of National Endowment for Democracy President Carl Gershman and Assistant Secretary of State for European Affairs Victoria Nuland – pulled out all the stops to enable Ukraine to fulfill what Nuland called its “European aspirations.”
The central problem confronting Ukraine, however, was not whether it leaned toward Europe or toward Russia. It was that after the collapse of the Soviet Union in 1991, some ruthless businessmen used their insider connections to snap up (or “privatize”) the natural and industrial resources of the country. These handful of “oligarchs” then corrupted the political process, buying off politicians from both pro-EU and pro-Moscow perspectives.
Last fall, Yanukovych, who was elected from a political base in the more industrial Russian-ethnic east, was looking for how to bail Ukraine out of the financial and economic crisis that it was facing amid widespread unemployment and the hangover from the Great Recession.
In a layman’s way of understanding what happened in Ukraine, Yanukovych issued what in the consulting world is called a Request for Proposal (RFP), i.e., a feeler to see who could offer the most promising plan for helping Ukraine escape insolvency. After initially tilting toward the EU proposal (before he learned of its draconian IMF small print), he later shifted to the less onerous offer from Russia.
In the world of contractors and RFPs, there are orderly procedures for firms whose bids are turned down to contest the selection of the eventual winner. But I know of no case where one of the losing firms turned around and violently removed the leadership of the RFP-issuing institution, installed new leadership and got the contract.
Abortive Feb. 21 Agreement
And, in assessing which side – the U.S./EU or Russia – is in the wrong on Ukraine, there was also the agreement, facilitated on Feb. 21 by the foreign ministers of Poland, Germany and France, in which then-President Yanukovich acceded to demands from the opposition by accepting limits on his powers and agreeing to early elections to vote him out of office.
Yanukovych also fatefully agreed to pull back the police, opening the way for right-wing militias, including neo-Nazis, to seize government buildings and force Yanukovych and his government officials to flee for their lives. With these paramilitary forces patrolling government offices, what was left of the Parliament voted to replace Yanukovych and install a new regime, giving four ministries to the far right and the neo-Nazis in recognition of their crucial role.
As the U.S. and the EU hailed the “legitimacy” of this new regime — with Nuland’s hand-picked leader Arseniy Yatsenyuk appointed as the new prime minister – the Western “mainstream media” quickly forgot the Feb. 21 agreement (surprise, surprise!). But Russian President Vladimir Putin had a personal representative there, Russian Human Rights Commissioner Vladimir Lukin.
Yet, because the MSM was already parading Putin (and Yanukovych) around the op-ed pages and talks shows as the black-hatted villains of the Ukraine saga, few Americans got to hear Putin’s perception of what happened, as he explained at a Moscow press conference ten days after Yanukovich was overthrown:
“First of all, my assessment of what happened in Kiev and in Ukraine in general. … This was an unconstitutional takeover, an armed seizure of power. Does anyone question this? Nobody does. … The question is why this was done? …
“President Yanukovich, through the mediation of the foreign ministers of three European countries – Poland, Germany and France – and in the presence of my representative signed an agreement with the opposition on Feb. 21. I would like to stress that under that agreement (I am not saying this was good or bad, just stating the fact) Mr. Yanukovich actually handed over power. He agreed to all the opposition’s demands: he agreed to early parliamentary elections, to early presidential elections, and to return to the 2004 Constitution, as demanded by the opposition.
“He gave a positive response to our request, the request of western countries and, first of all, of the opposition not to use force. … he issued orders to withdraw all police forces from the capital, and they complied. He went to Kharkov to attend an event, and as soon as he left, instead of releasing the occupied administrative buildings, they [the opposition] immediately occupied the President’s residence and the Government building – all that instead of acting on the agreement.
“I ask myself, what was the purpose of all this? … He had in fact given up his power already; and as I believe, as I told him, he had no chance of being re-elected. … What was the purpose of all those illegal, unconstitutional actions, why did they have to create this chaos in the country? Armed and masked militants are still roaming the streets of Kiev. …
“If you want, I can tell you even more. He [Yanukovich] called me on the phone and I told him not to do it. I said, ‘You will have anarchy, you will have chaos in the capital. Think about the people.’ But he did it anyway. And as soon as he did it, his office was seized, and that of the government, and the chaos I had warned him about and which continues to this day, erupted.”
If Putin’s account of how the Feb. 21 agreement was violated the very next day is accurate, and by almost all indications it is, then we have the anatomy of an undisguised putsch – an unconstitutional overthrow of a duly elected president of a sovereign state. The apparent aim, to install a government friendlier to the EU, is relevant but not essential here. The fact of the coup is essential.
Guaranteeing Ukraine’s Sovereignty
Friday’s lead editorial in the neocon flagship Washington Post, “Potemkin drawdown: The West must hold Russia to a real withdrawal from Ukraine,” charged that “the rebellion in the east is manufactured by Russia to undermine Ukraine’s sovereignty. The United States and Britain guaranteed support for that sovereignty in 1994 when Ukraine gave up its nuclear weapons.”
That claim brought my thoughts back to a conference of distinguished scholars at the U.S.–Russia Forum in the Hart Senate office building on June 16. With Professors Stephen Cohen and Robert Legvold presenting, it was the most sensible discussion of the Ukraine imbroglio that I have witnessed to date.
The point was made that Russia had violated the Budapest agreement in annexing Ukraine. But were the Russians the only culprits? What about the rest of the story? Russia, the UK and the U.S. all pledged “to respect the independence and sovereignty and existing borders of Ukraine?” Okay. Gotcha on Putin considering the “existing borders.”
But what about the political destabilization supported by the U.S. government, including the $5 billion that Assistant Secretary of State Nuland publicly announced had been invested in Ukraine’s “European aspirations” – or the scores of projects financed by the U.S.-funded National Endowment for Democracy, training activists, supporting “journalists” and organizing business and political groups.
During the crisis, U.S. officials even showed up in Kiev’s Maidan square to urge on the protesters seeking to overthrow Yanukovych. Sen. John McCain gave a speech on a platform of the right-wing Svoboda party under a banner hailing the late Nazi collaborator Stepan Bandera. Nuland went so far as to pass out cookies to the demonstrators and discuss with the U.S. ambassador to Ukraine who should be take over after Yanukovych was ousted.
How does this overt and covert interference square with the Budapest pledge “to respect the independence and sovereignty … of Ukraine?” And how do the strong-arm tactics of the EU square with the commitment “to refrain from economic coercion designed to subordinate to their own interest the exercise by the Ukraine of the rights inherent in its sovereignty?”

I said: “I have a brief question having to do with the Budapest agreement and also in the perspective of Vladimir Putin being more in a reactive mode than anything else. He’s been accused, of course, of violating that agreement because of the Crimea [annexation].
“I’m wondering, if you look at the putsch, if you look at the coup d’etat of Feb. 22nd, supported to the tune of $5 billion by outside forces over the course of several years, of course, could that not also be regarded as a violation of the Budapest memorandum?”
Columbia University Professor Legvold’s answer was, I think, instructive – instinctive, perhaps. His first thought was to associate my point with an argument the Russians have made. For many listeners, that might put me in the category of some kind of apologist for Putin. I know Legvold well enough to doubt this was his intent. But still: Is Putin’s account of the Feb. 21-22 events to be dismissed out of hand simply because it is from Putin?
The main takeaway for me from the forum was the Cohen-Legvold common assertion that we have already entered a New Cold War. Cohen was very direct in exposing the extraordinary abuse regularly accorded to scholars and specialists who try to discern and explain honestly Moscow’s point of view.
Legvold suggested it would be “naïve” not to recognize that the new Cold War is already upon us, that it will be “immensely expensive and immensely dangerous,” and that all of us need to do whatever we can to make it “short and shallow.”
That endeavor of averting the costs and the risks of Cold War II might well start with a truthful narrative of what happened, not the one-sided account that the American people have been seeing and hearing in the U.S. media.
It’s always interesting when the New York Times promotes a false narrative – as it has on Ukraine by blaming the crisis all on “Russian aggression” – and then has to shift its storyline when events move in a different direction, like President Vladimir Putin’s recent peacemaking initiatives.
On Thursday, the Timesexplained Putin’s call for an extended ceasefire as a case of him caving in to U.S. pressure. Correspondents Andrew Roth and David S. Herszenhorn wrote:
“Faced with the threat of additional economic sanctions from Washington, President Vladimir V. Putin of Russia discussed an extension of the cease-fire, which is to expire on Friday, in a telephone call with Chancellor Angela Merkel of Germany, President François Hollande of France and Ukraine’s new president, Petro O. Poroshenko.”
The article then continued the tough-guy, ultimatum-threatening chest-pounding that has become de rigueur for the State Department and the mainstream U.S. news media. The Times article noted:
“The Obama administration has drawn up plans to escalate sanctions against Russia if it does not back the current peace plan by halting the flow of weapons and fighters across the Russian border. The sanctions could target some of Russia’s largest banks, or energy and defense firms.”
The Times also reported, without skepticism, the unverified allegations that the Russian government is supplying heavy weapons to the eastern Ukrainian separatists who rebelled after violent protests by western Ukrainians ousted elected President Viktor Yanukovych on Feb. 22.
The U.S. government has repeatedly made allegations about “Russian aggression” in eastern Ukraine but has failed to present any verifiable proof to support the claims. One State Department attempt, which involved getting the Times to run a lead article citing photos purportedly proving that Russian military personnel were operating in Ukraine, collapsed under scrutiny and was later retracted by the Times.
Nevertheless, the Times still conveys the State Department’s claims without noting the absence of evidence, itself evidence of the Times’ unstinting bias in its coverage of the Ukraine crisis. For instance, the Times reported:
“On Wednesday, Secretary of State John Kerry began a news conference at NATO in Brussels by calling for Mr. Putin ‘to stop the flow of weapons and fighters across the border.’ Mr. Kerry said that the missile launcher that brought down the [Ukrainian military] helicopter on Tuesday was Russian-made and urged Mr. Putin to call for separatist forces to lay down their arms. A senior administration official said Friday that several tanks under rebel possession had come from Russia.”
Normally, when one party in a dispute makes an allegation and fails to provide meaningful evidence to support it, news organizations add something like: “However, the claim could not be independently verified” or the Times might have noted that “similar claims by the State Department in the past have proven to be false.”
But the Times simply can’t seem to deviate from its four-month display of an extraordinary lack of balance, which brings us back to the Times’ attempt to explain Putin’s peacemaking as a development that could only be explained as him caving in to U.S. pressure. Putin’s Thinking
There is, of course, an alternative explanation for Putin’s recent behavior: that he never sought the Ukraine crisis and surely did not plan it; it resulted, in part, from U.S. and European provocations designed to put Putin in a corner in his own corner of the world; Putin reacted to this Western maneuver but was always willing to compromise as long as the end result was not a strategic threat to Russia.
I’m told that Putin, like many historic Russian leaders, has wanted to see Russia accepted as a member of the First World and took personal pride in helping President Barack Obama defuse crises in Syria and Iran last year. Arguably, it was Putin’s assistance on those crises that made him a target of Washington’s still influential neocons who had hoped instead for U.S. bombing campaigns against Syria and Iran.
By late September 2013 – on the heels of Obama rejecting plans to bomb Syria – leading neocons, such as National Endowment for Democracy President Carl Gershman, identified Ukraine as a key piece on the chessboard to checkmate Putin. The Ukraine crisis really emerged from the European Union’s offer of an association agreement that President Yanukovych was initially inclined to accept. But it was accompanied by harsh austerity demands from the International Monetary Fund, which would have made the hard life for the average Ukrainian even harder.
Because of those IMF demands and a more generous $15 billion loan offer from Russia, Yanukovych backed away from the EU association, angering many western Ukrainians and creating an opening for U.S. neocons, such as Assistant Secretary of State for European Affairs Victoria Nuland and Sen. John McCain, to urge on protests to unseat Yanukovych.
In February, as the Ukraine crisis worsened, Putin was preoccupied with the Winter Olympics in Sochi, but he went along with a compromise plan on Feb. 21 in which Yanukovych agreed to reduced powers and early elections (so he could be voted out of office) as well as to pull back the police. That opened the way for violent attacks by neo-Nazi militias who overran government buildings on Feb. 22 and forced Yanukovych and his officials to flee for their lives.
With the U.S. State Department endorsing the coup as “legitimate,” a right-wing government quickly took shape under the leadership of Nuland’s hand-picked prime minister, Arseniy Yatsenyuk. Four ministries were given to the neo-Nazis in appreciation of their key role in the coup, including the appointment of Andriy Parubiy as chief of national security.
The new regime immediately displayed hostility toward the ethnic Russians in the east and south, including sending wealthy “oligarchs” to serve as the new regional governors and dispatching neo-Nazi militias – reconstituted as the National Guard – to crackdown on dissent.
The regional government of Crimea, a longtime part of Russia and home of the Russian naval base at Sevastopol, organized a referendum to secede from Ukraine and to rejoin Russia, a move supported by Putin and aided by the thousands of Russian troops already in Crimea under a basing agreement with Ukraine.
Crimea’s secession was treated by the mainstream U.S. media as a Russian “invasion” and an act of “aggression,” though the reunification with Russia clearly had overwhelming support from the people of Crimea as expressed in the referendum and in opinion polls.
Still, across Official Washington, the narrative took hold that Putin had ginned up the Ukraine crisis so he could seize territory and begin to reconstitute the old Soviet Union. Right-wing and neocon pundits raised the specter of Putin attacking the Baltic states. The U.S. news media lost all perspective on the actual events in Ukraine.
The reality was that Putin was reacting to a Western provocation on his border, a coup d’etat to pry Ukraine away from its traditional relationship with its neighbor Russia and into the embrace of the European Union and NATO. Putin himself noted the threat to Russian national security if NATO’s nuclear-missile-bearing ships were berthed in Sevastopol.
From the beginning, Putin hoped to resolve this crisis through discussions with his erstwhile collaborator, Barack Obama, but – with the U.S. media in a frenzy demonizing Putin – Obama would not even come to the phone at first, I’m told. Afraid of being called “weak,” Obama followed the lead of the State Department’s hawks who were lusting for Cold War II.
Gradually, with Europe’s fragile economic recovery at risk if Russia’s natural gas supplies were disrupted, cooler heads began to prevail. Obama eventually took Putin’s phone calls and the two met face-to-face during the ceremonies around the 70th anniversary of D-Day in France. Putin also viewed chocolate manufacturer Petro Poroshenko as a reasonable choice to fill the slot of Ukraine’s new president.
Poroshenko and Putin found common ground in their desire to deescalate the crisis although neither leader has been able to fully control the hardliners, not Poroshenko in trying to rein in the Right Sektor which has taken a lead role in killing ethnic Russians in Odessa and other cities, nor Putin in convincing the separatists that they have a future in the post-coup Ukraine.
But Putin continues to signal support for Poroshenko’s stated intent to respect the rights of eastern Ukrainians by offering more self-rule and respecting their use of Russian as an official language. In a sign of good faith, Putin has even sought to rescind the permission from the Russian legislature to intervene militarily to protect ethnic Russians in Ukraine.
However, these developments created a dilemma for the New York Times and the rest of the mainstream U.S. news media. If the Ukraine crisis had been just an excuse for Putin to seize territory and revive the “Russian empire,” why would he be so eager to work out a peaceful settlement? The opposite should be true. If the MSM had it right, Putin would be escalating the crisis.
So, we now have this new version: Yes, Putin precipitated the Ukraine crisis so he could conquer Eastern Europe. But he backed down because of tough talk from Official Washington (including on the MSM’s op-ed pages). In other words, the MSM had it right but tough-guy-ism and the threat of sanctions scared Putin into retreat.
That this analysis makes little sense – since it was the European Union that was most unnerved by the prospects of U.S.-driven sanctions disrupting Russia’s natural gas supplies and plunging the Continent into a recessionary relapse – was of little regard to the U.S. press corps. The new false narrative was simply a necessary way to cover for the old false narrative.
It could never be acknowledged that the New York Times and the other esteemed U.S. journals had gotten another major international story wrong, that another “group think” had led the MSM down another rabbit hole of mistakes and misunderstanding. Instead, all that was needed was some creative tinkering with the storyline.

Morning Edition had a strange piece discussing how regulators can punish banks for breaking the law. The piece focused on the various fines and regulatory measures that can be imposed as penalties when banks are found to have broken the law. Remarkably it never considered the underlying logic of the punishment and the likely deterrent effect on criminal activity.
While banks are legal institutions, ultimately it is individuals that break the law. The question that any regulator should be asking is the extent to which the penalties being imposed will discourage future law breaking. As a practical matter, the immediate victims of the measures mentioned in the piece are banks’ current shareholders. Since there is often a substantial period of time between when a crime is committed and when regulators discover it and succeed in imposing a penalty, the shareholders facing the sanction will be a different group from the shareholders who benefited from the original crime. This makes little sense either from the standpoint of justice or from the standpoint of deterring criminal activity by bankers.
The imposition of large fines may cause current shareholders to demand the executives who broke the law be fired, but in many cases they will have already moved on to other jobs or retired. In the case of the fraudulent loans that were passed on in mortgage backed securities (MBS) in the housing bubble years, most of the top executives had already left their banks by the time actions were brought by the Justice Department.
In this case, they made enormous amounts of money by breaking the law. The financial crisis may have caused them to retire or leave their banks somewhat sooner than they would have preferred, but almost all of them come out as net gainers from their actions.
The one sanction that would clearly be effective in deterring bankers from breaking the law would be putting them in jail for breaking the law. It is likely that the prospect of spending several years in prison, along with fines taking away most of their monetary gains, would provide a serious disincentive to bankers who might otherwise break the law. The Justice Department could have pressed cases by showing that top officials in banks had good reason to believe that many of the mortgages they were passing along in MBS were fraudulent.
It is likely that top executives at major investment banks had some knowledge that many of the loans they were securitizing were fraudulent, since there were numerous accounts in the business press about bad loans. There were also widely circulated jokes about the quality of these loans. (It was common to talk about “NINJA” loans, referring to loans where the borrower had no income, no job, and no assets.) It is likely that the top officials at these banks had at least as much knowledge of the loans their banks were securitizing as the people writing about them in the business press. (Deliberately passing along fraudulent loans is fraud.)
Jean Bricmont’s powerful book Humanitarian Imperialism: Using Human Rights to Sell War , written during the occupation of Iraq, is a timely historical critique of Western interventionism, one worth examining as the United States of America moves once more in the direction of military entanglement in Iraq. Bricmont, a Belgian theoretical physicist and professor at The Université catholique de Louvain, discusses the ideological factors which legitimize military action in response to humanitarian abuses and “in defense of democracy” (p. 7). — “This is the discourse and the representation that must be challenged in order to build a radical and self-confident opposition to current and future wars.” The humanitarian rationales offered under the banner of there being “a responsibility to protect” have only increased since the end of World War II, and methods to reinforce such motivations have grown progressively coercive.
Bricmont introduces a formula which will come to define “humanitarian imperialism:” when A exercises power over B, he does so for B’s “own good” (p. 11). This is the creed of philanthropic power — which peddles and rationalizes war as a column maintaining international order — and which continues to define the very nature of international conflict post-World War II. Interventionism is no longer argued as being warranted in the name of Christianity, Bricmont argues, but what he calls ideological reinforcements: democracy and human rights. For example, despite former US President George W. Bush’s frequent use of religious imagery, the call to invade Iraq was not only drenched in chilling white saviourism but an overwhelming exceptionalism which contends that only military efforts led by the United States of America would bring about a just liberation and lasting stability for the people of Iraq. “[T]he dangers to our country and the world will be overcome. We will pass through this time of peril and carry on the work of peace,” George W. Bush stated in 2003. “We will defend our freedom. We will bring freedom to others and we will prevail.”
The horrors inflicted upon the people of Iraq are still understated, and since 2003 the bloodshed has not stopped. When Obama delivered his speech in 2011 celebrating the US military withdrawal, there were bombings and shootings in Baghdad, in Mosul, in Kirkuk and in Tal Afer. While the Iraqi people were preparing burial shrouds Obama was reaffirming the previous administration’s claims that the US left for the Iraqi people a stable country, had forged a lasting peace and made the world more secure. Amongst the congratulatory frill and repugnant nationalism Obama did make one salient point — that the US legacy in Iraq will endure and that it shall be remembered. The legacy of this tragic and implacable war will live on in the wombs of Iraqi women who bear children with congenital birth defects as a result of depleted uranium; the riddled bodies of those now suffering from cancer due to the toxic munitions used by the US military and finally in the land of Iraq, which has been devoured and polluted by the chemical weapons the US unleashed during its occupation.
Bricmont does not neglect to stress the deliberation and mercilessly skillful care taken by the US in the implementation of sanctions against Iraq, quoting Marc Bossuyt on this “silent genocide” (p. 24), former Belgian Constitutional Court judge and current member of the Permanent Court of Arbitration in The Hague:
The sanctions against Iraq has as its clear purpose the deliberate infliction on the Iraqi people of conditions of life (lack of adequate food,medicines, etc.) calculated to bring about its physical destruction in whole or in part. It does not matter that this deliberate physical destruction has as its ostensible objective the security of the region.
Bossuyt further explained that not only were the sanctioning bodies responsible but that they could not be acquitted from the charge of having the “intent to destroy the Iraqi people.” The callousness of the sanctions were most illustrated by the words of then US Secretary of State Madeleine Albright who defended the deaths of some 500,000 Iraqi children in 1996 during an interview with Lesley Stahl for 60 Minutes. When she was confronted with a question by Stahl, who cited the half a million dead children, Albright smoothly responded: “I think this is a very hard choice but the price-we think the price is worth it.”
The practice of humanitarian imperialism is not confined to the Middle East and North Africa and Bricmont’s analysis covers much of its breadth. The US involvement in the 1954 coup d’état in Guatemala for example is one of many historical events covered which “is an exemplary illustration of the real existing “defense of democracy” as it has been practiced by the United States” writes Bricmont (p. 26). The characterization of this “defense of democracy” is what is one of the most valuable components of this text as it applies to much of how the US military industrial complex functions, and it includes the following points, as developed by Bricmont:
A paranoid attitude on the part of the superpower toward the slightest challenge.
Demonization of adversaries. In those days, it was enough to call the victim a “communist.” Later, the label became “terrorist.” In any case, demonization prevents their side of the story from being taken into consideration.
Media conformism: U.S. media relay the official U.S. government version of events without serious investigation; opposing views are dismissed as absurd.
Total disregard for international law.
What transpires after the arguments for war are challenged and when claims, like in the case of Iraq, that there exist “weapons of mass destruction,” one of the reasons for the military invasion, are disproven? Bricmont provides us with the argument that is then posed to anti-interventionists who ask why the US cannot then simply “pull out:”
Because, we are told, it is now necessary to “stabilize” Iraq, to “construct democracy” there, etc. As a result, even if it is true that many organizations and intellectuals who defend human rights were initially opposed to the war, they have found themselves more or less obliged to support the ongoing war of occupation until the situation is “stabilized.”
Stabilization takes priority and defence of human rights begins to dwindle once the foreign military occupation ebbs and, above all else, once interests are met. Even now as whispers calling for more US involvement in Iraq grow into shouts the Obama administration has managed to receive immunity for security forces, a “necessary assurance” which protects the US from prosecution in Iraqi courts, denying the people of Iraq even the opportunity to seek justice. And yet the US left a sovereign and capable nation, is that not what we are told? And if so, what does the Obama administration fear, that US war crimes may face the judge’s gavel?
The US has been the direct cause of much of the calamities that have ravaged Iraq — the pangs of the US sanctions, which lasted from 1990 until 2003, continue to torment and fragment the land between the two rivers. The hurdle of immunity in Iraq is one that has been faced by the Obama administration before. When the US abandoned plans to keep “several thousand” troops in Iraq it came after Iraqi leaders refused to grant them immunity from Iraqi courts, and Commander in Chief Obama would rather the US military be shielded from prosecution and withdraw than face Iraq’s judicial system for crimes against the Iraqi people. This is the manner in which intervention devastates — it reintroduces former disparities and attempts to destroy for those under occupation and in the sight of imperial powers any existing components of their self-determination, which includes their right to bring their tormentors to justice. The Obama administration had promised “no troops on the ground” in Iraq and has sent 300 “military advisors” and 275 soldiers to protect the US embassy in Baghdad, despite there already being “a few hundred” troops working as “uniformed personnel” with the same legal protections provided to embassy workers. These troops, even if they range in the hundreds, are but a paltry issue in comparison to the formidable presence of the US aircraft carrier, cruiser and destroyer which have made their way into the Persian Gulf, and the US army installations, comprised of 4 active US bases, in neighboring Kuwait. Further US involvement in Iraq is not a troubling possibility, it is horrifying reality. This is where, once again, the “guilt factor” creeps into the discourse. We are told that “we must support X against Y” and that the only way to do so is militarily and that only our superior military outfits are capable of dressing the open wounds (that our previous military interventions caused).
The US is arguing for the use of airstrikes — The Obama administration is seeking to quiet the bloodshed with arms and pundits are once again nodding in approval. If we are to follow this flawed contention then where does this interventionism end? Will there be annual interventions until Iraq is “stable” enough and will the cycle of pin-the-blame-on-the-dictator (and not our humanitarian intervention) continue? How is the US authorized to intervene when it has already proven itself incapable of exiting the international stage without trails of blood being left behind? What Iraq needs now, and what Iraq has always needed, is unity and reconciliation, not a permanent cycle of war facilitated by foreign bodies. Those who make war profitable and who otherize human life itself cannot lecture the world on stability and freedom, nor can they implement “democracy” by way of the bullet or “precision” airstrikes.
This brings us to Libya, and though this book was written well before the military offensive in Libya, Bricmont has discussed the subject in relation to his book both before and after the killing of Gaddafi. The sole purpose of an army, writes Bricmont (p. 31), is to defend its own country — or to attack another — And even if the latter is deemed legitimate it can never be humanitarian as everything about an army is to serve these aims. In an interview with Belgian writer Michele Collon, before the killing of Gaddafi, Bricmont is asked about the intervention in Libya, specifically as to whether or not the leftist parties who defended the no-fly zone are mistaken in supporting military involvement.
His response cut to the bone of the matter — An intervention would strengthen what he calls the “barricade effect” wherein countries that are within the reach of the US will begin to feel threatened and will then as a result “seek to increase their armaments.” Along with the barricade effect such interventions also open up the doors for others, and so what is to stop any other nation to interfere elsewhere? And once there is intervention then the likelihood of a civil war becomes more probable. In Libya there was the ethnic cleansing of Black Libyans and now many are arguing that the state is on the verge of a civil war as the chaos, much like in Iraq, has not paused.
It is often asked “if military intervention is not the answer, then what is? The answer? Peaceful solutions such as negotiations and cooperative diplomatic efforts, much of which the US and its allies have intentionally circumvented time and time again, should be the primary focus (p. 66):
There is a world of difference between intervention and cooperation. Unlike intervention, cooperation is carried out with the agreement of the host government. Few governments in the Third World reject cooperation if it is sincere. With so much misery in the world it is hard to imagine a situation in which, for a given expenditure of money and effort, cooperation would not save more human lives than intervention.
Bricmont’s book ends with a confident and almost poetic closing, despite the heart-wrenching subject on which the entire text is based:
All those who prefer peace to power, and happiness to glory, should thank the colonized peoples for their civilizing mission. By liberating themselves, they made Europeans more modest, less racist, and more human. Let us hope that the process continues and that the Americans are obliged to follow the same course. When one’s own cause is unjust, defeat can be liberating.
The struggle against neocolonialism shall define the 21 century according to Bricmont, but what we build after the chaos shall define us and shall become our legacy. And so as time moves forward and the bloodshed continues in much of the world, and as the US once again has Iraq in its sights, let us aim for peaceful resolutions rather than military interventions.
Gaza – Al Jazeera English’s reporting on the missing Israeli settlers was not naive and it is rather impossible to classify it as part of the rhetoric of neutrality and objective reporting on the Palestinian-Israeli conflict.
It is simply deliberate coverage that targets the Palestinians’ presence on their own land and their just cause, while giving leverage to the “perseverance” of the Israeli society living in a jungle of “barbaric” Palestinians. Al Jazeera English correspondent Jane Ferguson started her report a few days ago by focusing on the feelings of Israelis and specifically their shock following the [alleged] capture of three Israelis about 10 days ago.
This shock, of course, did not not originate from the Palestinians’ right to face their enemies, but was ignited due to the Palestinians’ insensitivity, which was displayed through their “kidnapping of three teenagers” who could be robbed of their lives with a fatal bullet, or rather “a deceiving” bullet in the words of the Qatari channel.
Certainly, all the misery the Palestinians have suffered for 66 years at the hands of those expressing their shock is insignificant. Today, the only thing that matters is the sorrow of the Israeli people. Ferguson began her report with images of a tent erected by residents of Nof Ayalon village to pray for the safe return of Naftali Fraenkel, a town native and one of the three [allegedly] kidnapped individuals.
Ferguson did not miss the opportunity to remind viewers that the three Israelis (Naftali Frenkel, Gil-ad Shaer and Eyal Yifrach) were teenagers, further seeking the viewers’ compassion by stating that they were all under the age of 19. The reporter did not stop there, but gave Fraenkel’s aunt a platform to express her feelings on air, saying “I am still in shock, it is hitting me repeatedly, Fraenkel went to school and didn’t come back. It is really difficult, and the whole family is crushed.”
The correspondent’s report does not mention neither the suffering of over 5,700 Palestinians held in the occupation’s prisons, nor the fact that four of those prisoners died under physical and psychological torture in the past year.
“Not only in this small village are people waiting anxiously to hear news about the missing teenagers, but across the entire nation, everyone is gripped by this story,” Ferguson commented in her report, adding that Israeli channels have been in the village for days to cover the incident.
The scene displaying solidarity with the town’s locals is later taken off screen to be replaced with images of a street populated by Israeli settlers. The channel then sheds light on the challenges faced by Israelis to strengthen their “perseverance” on a land that is not theirs, saying that they are not scared and that they are going on with their lives as usual.
To give more credibility to her short analysis, Ferguson gives a female settler the opportunity to explain whether or not the “kidnapping incident” had negatively affected her life. The settler confirms Ferguson’s view by saying, “there is nothing to be afraid of. If there was a bombing on a bus, does it means we should not catch buses? This is the same for me, this is our lifestyle.”
The reporter seemed to have forgotten how Palestinians resist death and how much they love life even though they are besieged by their enemy’s weapons from the front, its tanks from behind and its planes from above.
Perhaps, Palestinian viewers would have better received the report if Ferguson had also visited towns and refugee camps in the West Bank, and had broadcast live images of the arrest campaigns and the raids on Palestinian homes, as well as Israel’s policy of systematic killing, as reflected by the fact that four Palestinians have already been killed since the beginning of the operation.
Meanwhile, Al Jazeera English’s Gaza correspondent Charles Stratford started his report by linking the operation in Hebron to the Gaza Strip by showing two Palestinian boys from Gaza training on how to use weapons and participate in combat missions at a camp affiliated to Hamas.
Stratford then commented that “these are the children of people who believe, like the majority of Gaza residents, that Hamas represents the future of Palestine and is a part of the unity government rejected by Israel.”
The correspondent sought to differentiate between “terrorist” boys following Hamas’ path and other “innocents” that fall in the hands of the group that is training droves of “terrorists.”
The English-language Qatari channel claims to have been launched to change the stereotype about the Middle East. However, today it has become another burden on Palestinians, promoting the Israeli side of the story in the West while disregarding the real narrative.
The idea that the Great Depression was finally brought to an end by the onset of WWII has been a staple of history textbooks, documentaries and various war propaganda for decades. This myth continues to be perpetuated to the present day.
The idea that war is good for the economy is, needless to say, a fallacious argument which itself is based on incorrect economic data.
The idea that the economic activity surrounding militarization represents a net economic gain is called the “broken window fallacy.” This fallacy was named and identified by French economist Frédéric Bastiat in his 1850 essay, “That Which is Seen, and That Which is Not Seen,” in which he imagines the case of a shopkeeper whose careless son breaks a pane of glass in his shop window. In Bastiat’s example, ‘that which is seen’ is that the glazier comes, performs the task of fixing the window, and receives six francs for his effort. Onlookers to the scene believe that the economy has actually been bolstered by this act of destruction, since six francs have been spent into it that otherwise would not have been.
But Bastiat notes that what is important is not what is seen, but what is not seen: “It is not seen that as our shopkeeper has spent six francs upon one thing, he cannot spend them upon another. It is not seen that if he had not had a window to replace, he would, perhaps, have replaced his old shoes, or added another book to his library. In short, he would have employed his six francs in some way, which this accident has prevented.”
Similarly, production for war is the broken window fallacy writ large. Economic “gains” produced by government spending on munitions and vehicle manufacture and supplying and equipping the troops are not gains at all; money has merely been diverted to the pockets of the defense contractors via the political cronies in their back pocket.
So why is this important? Because sadly, this myth is being played on by the warmongering class to once again push the idea that war is good and even necessary for economic progress. This time it is not just manufacture of supplies or munitions that are being touted, but war’s ability to justify government spending on investment. No matter how unlikely the threat, or whether it is indeed completely made up, this warped thinking holds that such lies and exaggerations are the answer to our current economic problems.
Sadly, it is not just intellectual deficients like making this case. In a new op-ed in the New York Times, Tyler Cowen of George Mason University argues that technological advances from nuclear research to rocketry to internet and robotics have all been spurred by defense spending, and thus war or threats of war are necessary to continue the advance of civilization.
Why these technologies are ends in themselves, or more valuable than the tens of millions of lives lost in the previous “great wars” is a question left unexamined. Perhaps more to the point, Cowen never addresses why such advances could not take place in the absence of war or without the motivation of advancing the methods of killing as their impetus.
What is most fundamentally upsetting about the mindset that justifies carnage in the name of “economic gain” is that economic gain is usually measured in abstract concepts like GDP growth or increasing equities markets that have no or even negative correlation with the livelihood of the poorest members of society. Income actually shrank by 0.7% for 99% of Americans during the supposed “recovery” of 2009-2011. For the top 1%, income grew 11.5%. This is the type of “help” that massive government spending on bank bailouts and other stimulus measures invariably creates. In times of war, the situation is even more perverse: money is created as debt owed to the banks, backed up by the average working taxpayer, to pay politically-connected defense contractors to create bombs to kill poor brown people on the other side of the planet. This is called economic progress.
Taken to its logical conclusion, there is only one more effective way of solving the problem of poverty. After all, if we are willing to believe the lie that sacrificing lives is good for the economy, why not go that one step further…
A new survey shows the American people’s confidence in TV news is at a record low.
Of all the Americans surveyed, only 18 percent expressed either a “great deal” or “quite a lot” of confidence in US television news, a Gallup poll found.
“Now I am going to read you a list of institutions in American society. Please tell me how much confidence you, yourself, have in each one–a great deal, quite a lot, some or very little?” the Gallup survey asked the participants. One of the institutions listed is “television news.”
Gallup has been asking the same question every year since 1993.
The latest poll was conducted June 5-8. Only 10 percent said they had “a great deal” of confidence in TV news and 8 percent said they had “quite a lot” of confidence.
The second lowest results were in 2012, when 21 percent said they had a great deal or quite a lot of confidence in television news. In 2013, the percentage of people who trusted US TV news was a bit higher — 23 percent.
Some 46 percent of Americans said they had confidence in TV news in 1993, the first year Gallup started asking Americans’ opinion on this topic.
Gallup interviewed a random sample of 1,027 adults in all 50 states and the District of Columbia for the survey. The poll has a margin of error of +/- 4 percentage points.
Iran’s nuclear talks with the P5+1[1] are taking place in Vienna. A “solid commitment” from Iran is needed, ensuring that its stated peaceful atomic energy programme is not a clandestine attempt to build nuclear weapons. The Iranians have found themselves needing to make a leap towards lifting the crushing international sanctions, notably those imposed by the US. It is the basis of these sanctions that MEMO has re-examined with a group of senior researchers in the field.
When Ellie Geranmayeh, Iran expert at the European Council on Foreign Relations (ECFR) spoke with MEMO, she insisted, “In the same way that any potential military dimensions of Iran’s nuclear programme needs to be explained to the United Nations, the West also needs to explain the basis of its accusations and suspicions.”
Ever since the International Atomic Energy Agency (IAEA) reported “sensitive enrichment and reprocessing activity” in Iran in 2003, the country has been under close supervision. The UN Security Council decided to impose economic sanctions for Iran’s non-compliance with its previous request to suspend enrichment activities before extending them in 2007, 2008 and 2010. According to Reuters, Washington was recently pushing for an even more severe attack on the Iranian economy, but this was rejected by the Security Council. Iran’s former president, Mahmoud Ahmadinejad, argued that the sanctions are “illegal” and imposed by “arrogant leaders”. The sanctions are devastating the Iranian economy and have been imposed despite the fact that Iran’s uranium enrichment is being held below 5 per cent, consistent with developing fuel for a civilian nuclear power plant. US pressure has led several nuclear contracts between Iran and foreign governments to fall through.
The United States Enrichment Corporation (USEC)[2], meanwhile, has used its official website to “call for action” to change the course of its declining share of the global enrichment market, underscoring the need to “limit the spread of enrichment technologies to rogue states”. This controversial Western centric use of the phrase “rogue states” demands a thorough investigation, according to many experts.
Furthermore, the West’s foundation for these claims against Iran has too many fault lines “to begin to even list them,” claims historian and Iran nuclear expert Dr Gareth Porter. The single biggest factor pushing “the elite’s obsession over Iran as a threat and as an enemy,” he says, “is that the basic premise was laid down early at the end of the Cold War.” His ground-breaking work recently received the annual Martha Gellhorn Prize for Journalism from the London-based journalists’ Frontline Club. MEMO spoke to Porter about the trajectory of the “imminent Iranian nuclear threat” and its construct by a handful of powerful actors with a particular political agenda and documents “with little reliability” that the media over the last decade have had no qualms about accepting and sharing as (unauthenticated) “evidence”.
1) “The laptop documents”
One of the main anomalies in America’s porous trajectory on Iran is the pseudo-crucial “laptop documents”. Presented by the US to the Security Council, these 1,000 pages are alleged to contain research on nuclear weapons-related activities, stolen from the computer of an Iranian scientist or engineer who was, it is claimed, involved in the programme. “This was a trick to cover the truth,” said Porter. He recapped how the documents were passed to Germany’s intelligence agency by a member of the Mujahideen-E-Khalq (MEK) an Iranian terrorist organisation in exile, which has been a client of Israel’s Mossad spy agency for several years. German intelligence and many other government officials, including ex-US Secretary of State Colin Powell, warned that the US and EU should not make the mistake of basing policy on this information.
2) Redesigned Iranian missile
Another central anomaly is the “discovery” that the Iranian missile re-entry vehicle is depicted in the documents as being redesigned to accommodate a nuclear payload. “This was one that had been discarded by Iran at least two years before the drawings were said to have been made,” Porter argues, “not according to Iranian sources, but an authoritative Western source: the London-based International Institute for Strategic Studies (IISS).”
3) Technical errors
“The discovery that the same drawings of an alleged effort to redesign the re-entry vehicle of the Shahab-3 missile contained numerous technical errors,” Gareth Porter contends, “indicated again that they had not been done by those involved in Iran’s missile programme.”
4) Codename (5.15)
This was given to one of the sub-projects in the alleged nuclear weapons research programme that was, in truth, the number assigned to a contract with the civilian atomic energy organisation of Iran or an ore processing facility and was signed two years before the supposed covert research programme was even said to have begun.
Israel’s position
Last week, at the Herzliya Conference, Israel’s platform for the articulation of national policy, Global Jewish News Source reported major Israeli politicians with strong beliefs in this propaganda. “What is at stake is not merely Israel’s position in the Middle East,” argued Likud’s Yuval Steinitz, “what is at stake is the fate of the entire world… Iran is a nuclear threshold state. It just hasn’t created the weapons yet.”
Lina Khatib of the Carnegie Endowment for International Peace think-tank explained to MEMO how Israel has been trying to push the US to take military action against Iran to stop its nuclear enrichment programme. Further, the government in Tel Aviv has also been engaging in “clandestine intelligence operations to halt Iran’s nuclear developments, for example through cyber-attacks,” she warned. In response, America pushed back against Israel’s request for military strikes against Iran, and is not likely to include Israel as a formal partner in the Vienna negotiations over the nuclear file, “though the US will ensure that Israeli interests are represented during the talks”.
“Overwhelming” evidence exists, according to Dr Gareth Porter, that it was Israel’s Mossad that produced the falsified documents that have propelled the “manufactured crisis” forward, “not just once, but twice”. First came the “laptop documents” that surfaced in 2004 followed in 2008-2009, two years into his research, when a series of intelligence reports and allegedly Iranian documents were given to the IAEA directly by the Israelis, “resulting in more accusations following the November 2011 IAEA report”.
According to Porter, Israeli’s pressure on the Obama administration to make demands of Iran will ensure that the talks fail. “Thus far that Israeli strategy has succeeded, because the Obama administration has demanded a cut in Iranian centrifuges that makes it difficult to envision a final compromise.” Basing any military action on false dossiers would be as irresponsible as the invasion of Iraq in 2003; the world witnessed what consequences that had, when soldiers on the ground had no clue about what was going on.
Current talks
Iran has been talking separately with most of the members of the P5+1 group in advance of the formal meetings week. Although reports have been modestly positive about the potential outcome, the final accord date set as July 20 is already predicted to be given a six-month extension by government officials from most of the countries involved.
Porter remains “very worried” that the talks will fail because of America’s “hard-line” refusal to tolerate any Iranian enrichment of uranium to support even its present nuclear reactor, “much less future reactors”. He recently interviewed Iranian Foreign Minister Javad Zarif, who has not given up hope of renewed and extended diplomatic flexibility on behalf of the US. Even so, he indicated that statements had been made in the talks, as well as to the media, that were “posturing”. He implied that this was politically dangerous because it would make later adjustment in the US negotiation stance very difficult.
According to Lina Khatib, we will see the lifting of some sanctions, but a comprehensive deal will take time to be made and implemented. However, as Iran’s nuclear programme is primarily, she says, “aimed at giving Iran political weight in the Middle East and international recognition as a major regional player, rather than at preparing to conduct a nuclear attack,” there might be more “muscle-flexing” involved than seen so far.
The threat of an ISIS take-over of major Iraqi cities near the border with Iran has collided with the current negotiations on the country’s nuclear programme and arguably paved the way for an indirect willingness to reach an agreement with America. The pace of events means that Iran, which in the 1980s fought former Iraqi dictator Saddam Hussein for eight years, may be willing to cooperate with Washington to bolster Iraq’s Shi’ite Prime Minister Nouri al-Maliki. Iranian President Hassan Rouhani has said that he will consider such cooperation, if the US takes action in Iraq.
However, a US official cautioned against reading too much into the latest talks: “No one should expect that all of a sudden, overnight, even if we resolve the nuclear agreement, that everything will change. It will not. The fundamentals remain exactly as they are. Until we resolve the nuclear issue there cannot be any kind of fundamental change in this relationship.”

This week the P5+1 and Iranian officials meet again to try to narrow differences over a comprehensive nuclear deal, which is to last for an as-yet unknown duration. Reaching an agreement will be a challenging task because Iran and P5+1 seem to disagree – among other things – about the enrichment capacity Iran should be allowed during the (unknown) term of the comprehensive deal.
According to the Institute for Science and International Security (ISIS) limits on Iran’s enrichment capacity are important because they would lengthen the time needed for Iran to “breakout” and quickly enrich uranium to weapons-grade in any hypothetical race to a uranium-based device.
But Jeffrey Lewis of the Monterey Institute has suggested that such limits are meaningless, saying, “This is completely wrong. Breakout is precisely the wrong measure of whether a deal is successful,” because the Iranians – goes the argument – could use a covert facility to breakout if they wanted to do that.
Instead, intensive verification and intrusive inspections above and beyond what is codified in international law by the so-called “Additional Protocol” have been suggested to try to address this fear.
In a separate report last week, Mr. Porter assesses that David Albright, the founder and executive director of the Institute for Science and International Security (ISIS) in Washington, DC, a prominent commentator on nonproliferation and Iran’s nuclear program has embraced an alarmist line on the Iran issue – despite his knowledge that there were serious problems with the evidence on which it was based.
My intention here isn’t to evaluate the specific items of evidence presented in Mr. Porter’s reports but to weigh in with my own expert analysis – some of it done in collaboration with Dr. Ferenc Dalnoki-Veress of the Monterey Institute – of the quality of the evidence against Iran.
By way of context, Iran has never been formally accused of manufacturing nuclear weapons. The IAEA did determine that Iran was in “non-compliance” with its safeguards agreement in 2005. But this had to do with technical nuclear material accountancy matters — “non-compliance” does not mean Iran was making nuclear weapons. For example, South Korea and Egypt both violated their safeguards agreements in 2004 and 2005. But these U.S. allies were never even referred to the UN Security Council — let alone targeted for sanctions. Pierre Goldschmidt, a former deputy director of safeguards at the IAEA, has noted the “danger of setting bad precedents based on arbitrary criteria or judgments informed by political considerations” at the IAEA.
It is not always easy to obtain access to the actual evidence being used against Iran, but occasionally some is leaked to the press and is amenable to scientific scrutiny. Below, I list some of this evidence being used against Iran, as well some historical record of the group(s) making the allegations:
[1]. An indication into the quality – or, rather, lack thereof – of the evidence against Iran comes from my analysis (done with another physicist, Ferenc Dalnoki-Veress of the Monterey Institute) of the graphs published by the Associated Press purporting to show an Iranian interest in modeling a nuclear explosion. Aside from the fact that there is nothing illegal with doing such theoretical modeling, our analysis showed that there was a large numerical error in the graph and that the time-scale of the explosion was wrong.
[2]. In February 2013, the Washington Post published a story that “purchase orders obtained by nuclear researchers show an attempt by Iranian agents to buy 100,000 … ring-shaped magnets” and that such “highly specialized magnets used in centrifuge machines … [are] a sign that the country may be planning a major expansion of its nuclear program.” As evidence, the Post’s Joby Warrick cited a report authored by David Albright of the Institute for Science and International Security (ISIS).
The Washington Post’s ombudsman eventually got involved and his report is appended below (the cc field has been x’ed out as it mentions the emails of editors & others):
I’ve read everything that Mr. Butt referred me to, and Joby’s story.
A couple of things trouble me. Language like “place the order” doesn’t seem borne out by the nature of those notes that ISIS included copies of in the PDF. It certainly looks like that Iranian company is looking to buy magnets, but I’m not sure I would say “place the order” or “new orders” based on that evidence. And that there is no evidence that a purchase actually went through, as Joby wrote, correct? And there is no date, other than mentioned in the story “about a year ago.” That’s pretty vague, and Iran since then has made some moves, as Joby reported, such as converting some enriched uranium into metal, that suggest it might be listening to international concerns.
Is Joby persuaded that these magnets could only be used for centrifuges? Could Mr. Butt be correct that they could be used for other things and Iran would have the industrial and economic demand for them as speaker magnets or what have you? And how would these magnets, if they were intended for use in centrifuges, play in to the damage caused by stuxnet, in which many of the first generation Iranian centrifuges were damaged?
Just before nuclear talks get underway I am always suspicious of stories that suddenly surface that seem to reinforce the narrative that Iran is building nuclear weapons.
Last July, Joby had the story on the potential increasing threat of the Iranian Navy against the U.S. Navy. Nowhere in that story was there anything about the economic sanctions that many defense experts say are hurting the Iranian military deeply.
I’ve been on some 60 U.S. Navy ships, including five or six carrier battle groups underway. The planes and helicopters that circle in the air above battle groups have considerable surveillance- and fire power. So do U.S. attack submarines who patrol with the battle groups. The new littoral combat ships have plenty of ability to attack shoreline installations in minutes. That is a formidable array of offensive capability.
Of course we should always be vigilant and pay attention to information that comes to us, and report it out. But neither do we want to overstate any threat from any enemy, real or potential.
Kelley is a true authority on such matters, being a nuclear engineer and a veteran of over 35 years in the US nuclear weapons complex, most recently at Los Alamos. He managed the centrifuge and plutonium metallurgy programs at Lawrence Livermore National Laboratory, and was seconded by the US DOE to the IAEA where he served twice as a Director in the nuclear inspections in Iraq, in 1992-1993 and 2002-2003. He is currently an Associate Senior Research Fellow at the Stockholm International Peace Research Institute (SIPRI).
Most importantly, the SIPRI report says that the paving work at Parchin would not completely hide any alleged contamination because there is an area west of the building of interest that remains untouched. And, in any case, the important samples in such a test would come from within buildings not outside on the ground.
Let’s also recall that the IAEA has already visited Parchin twice in 2005 and found nothing – although they did not go to the specific area they are now interested in. However, the IAEA could have gone to that area even in 2005 – they simply chose to go to other sites on the military base. As the IAEA report at the time summarized:
“The Agency was given free access to those buildings and their surroundings and was allowed to take environmental samples, the results of which did not indicate the presence of nuclear material, nor did the Agency see any relevant dual use equipment or materials in the locations visited.”
When the IAEA last went to Parchin, Olli Heinonen was head of IAEA safeguards and led the inspections – the methodology for choosing which buildings to inspect is described in an excellentChristian Science Monitorarticle which is worth reading in its entirety, but I quote the relevant bits:
“At the time, it[Parchin] was divided into four geographical sectors by the Iranians. Using satellite and other data, inspectors were allowed by the Iranians to choose any sector, and then to visit any building inside that sector. Those 2005 inspections included more than five buildings each, and soil and environmental sampling. They yielded nothing suspicious, but did not include the building now of interest to the IAEA.
“The selection [of target buildings] did not take place in advance, it took place just when we arrived, so all of Parchin was available,” recalls Heinonen, who led those past inspections. “When we drove there and arrived, we told them which building.”
“Also unusual is how open and specific the IAEA has been about what exactly it wants to see, which could yield doubts about the credibility of any eventual inspection.
“I’m puzzled that the IAEA wants to in this case specify the building in advance, because you end up with this awkward situation,” says Olli Heinonen, the IAEA’s head of safeguards until mid-2010.
“First of all, if it gets delayed it can be sanitized. And it’s not very good for Iran. Let’s assume [inspectors] finally get there and they find nothing. People will say, ‘Oh, it’s because Iran has sanitized it,’” says Mr. Heinonen, who is now at Harvard University in Cambridge, Mass. “But in reality it may have not been sanitized. Iran is also a loser in that case. I don’t know why [the IAEA] approach it this way, which was not a standard practice…”
Hans Blix, former chief of the IAEA and later of UN weapons inspectors in Iraq, has also expressed surprise at the focus on Parchin, as a military base that inspectors had been to before.
“Any country, I think, would be rather reluctant to let international inspectors to go anywhere in a military site,” Mr. Blix told Al Jazeera English… “In a way, the Iranians have been more open than most other countries would be.”
One of the reasons that Mr. Blix says that is because normally the IAEA does not have the legal authority to inspect undeclared non-nuclear-materials related facilities, in a nation – like Iran — that has not ratified the Additional Protocol.
The IAEA can call for “special inspections” but they have not done so. They can also choose arbitration, as specified in the Comprehensive Safeguards Agreement, but again they have not done that.
So Iran has been more cooperative than they have needed to be in already allowing inspections of Parchin.
“Iran has engaged in large-scale bulldozing operations on about 25 hectares near the Parchin building. This includes the bulldozing of old dirt piles to level a field 500 metres north of the building of interest. However, there has been no such activity in the area west of the building, except for removing some parking pads within about 10 m of it. The fact that the building’s immediate vicinity has been largely untouched on the west side strongly suggests that the purpose of the earth-moving operations was for construction and renovation work and not for ‘sanitizing’ the site by covering up contamination.”
“Some of the experiments described by the IAEA do not and cannot use uranium. The results would be inconclusive if they did. So the basis for the IAEA’s requests continues to be opaque. The timeline for the alleged experiments is also highly suspect, with claims that massive experimental facilities had been fabricated even before they had been designed, according to the available information. The IAEA work to date, including the mischaracterization of satellite images of Parchin, is more consistent with an IAEA agenda to target Iran than of technical analysis.” [Emphasis added]
[4]. The biased analysis of Parchin is, unfortunately, part of a longstanding pattern at ISIS. David Albright co-authored a Sept. 10, 2002, article – entitled “Is the Activity at Al Qaim Related to Nuclear Efforts?” – which declared:
“High-resolution commercial satellite imagery shows an apparently operational facility at the site of Iraq’s al Qaim phosphate plant and uranium extraction facility (Unit-340), located in northwest Iraq near the Syrian border. This site was where Iraq extracted uranium for its nuclear weapons program in the 1980s. …
“This image raises questions about whether Iraq has rebuilt a uranium extraction facility at the site, possibly even underground. … Unless inspectors go to the site and investigate all activities, the international community cannot exclude the possibility that Iraq is secretly producing a stockpile of uranium in violation of its commitments under Security Council resolutions. The uranium could be used in a clandestine nuclear weapons effort.”
Of course the passage is evasive and does not make any definitive claim. But its suggestive and misleading rhetoric implying a possible nuclear weapon program in Iraq turned out to be wrong.
However, ISIS has written almost identical slippery rhetorical statements about various facilities in Iran. There is no end to such “possible facilities” in any country. The point to take home from the erroneous (suggestive) interpretation of the satellite images of facilities in Iraq is that it is very difficult to be sure of what one is seeing in satellite imagery.
[5]. The Exploding Bridgewire Detonators (EBWs) issue is among other pieces of circumstantial evidence publicized by Albright’s ISIS group as possibly implicating Iran. But there are many non-nuclear weapons uses for EBWs, especially for an oil-rich nation like Iran. One manufacturer of EBWs explains that these have “… applications in explosive welding of piping and tubing, seismic studies, oil well perforating & hard rock mining.”
The manufacturer is explicit that EBWs “… have found a wide range of applications within the mining, explosive metal welding and energy exploration field. Many of these uses could not be accomplished using conventional blasting equipment without a compromise of safety.”
Furthermore, Iran was not secretive about its work on EBWs. As the November 2011 IAEA report states: Iran “provided the Agency with a copy of a paper relating to EBW development work presented by two Iranian researchers at a conference held in Iran in 2005. A similar paper was published by the two researchers at an international conference later in 2005.”
The Agency, however, noted, “Iran’s development of such detonators and equipment is a matter of concern…” It really is not given its other civilian (and conventional military) uses, and Iran’s relative openness in pursuing the technology.
The expert Atomic Reporters have weighed in: “While the IAEA reported in 2011 that there are ‘limited civilian and conventional military applications’ for exploding bridge wire detonators, the open source literature shows the technology is widely used in the mining, aerospace and defense industries.”
Again, as long ago as 2011 Robert Kelley, a former IAEA inspector, stated: “The Agency is wrong. There are lots of applications for EBWs… To be wrong on this point, and then to try to misdirect opinion shows a bias towards their desired outcome… That is unprofessional.”
[6]. Other technical experts have also weighed in on Albright’s and ISIS’ track-record. For instance, in a long-running argument with the Federation of American Scientists (FAS) over the capability of Iran’s centrifuges at the Fordow facility, ISIS consistently exaggerated their capability. Ivanka Barzashka and Dr. Ivan Oelrich explained how ISIS generated the wrong numbers:
“When given the choice between a higher value attributed to unnamed sources and values he calculates himself, Albright consistently chooses the higher values.This is especially misleading when dealing with weapon production scenarios, which evaluate what Iran can currently achieve.” [emphasis added]
[7]. In a separate long-running argument with a scientist, Dr. Thomas Cochran, at the Natural Resources Defense Council (NRDC) over the plutonium production capability of the Khushab II reactor in Pakistan it took David Albright years to admit that he and Paul Brannan over-estimated the capability of the reactor by a factor of 10 to 25. This is not a minor error.
Thus, the pattern that emerges of the “evidence” against Iran (and other nations) is of consistent bias, exaggeration and unprofessionalism by some independent nonproliferation security analysts, as well as by the IAEA itself.
“What about the three indications that the arms project may have been reactivated?
Two of the three are attributed only to two member states, so the sourcing is impossible to evaluate. In addition, their validity is called into question by the agency’s handling of the third piece of evidence.
That evidence, according to the IAEA, tells us Iran embarked on a four-year program, starting around 2006, to validate the design of a device to produce a burst of neutrons that could initiate a fission chain reaction. Though I cannot say for sure what source the agency is relying on, I can say for certain that this project was earlier at the center of what appeared to be a misinformation campaign.
In 2009, the IAEA received a two-page document, purporting to come from Iran, describing this same alleged work. Mohamed ElBaradei, who was then the agency’s director general, rejected the information because there was no chain of custody for the paper, no clear source, document markings, date of issue or anything else that could establish its authenticity. What’s more, the document contained style errors, suggesting the author was not a native Farsi speaker. It appeared to have been typed using an Arabic, rather than a Farsi, word-processing program. When ElBaradei put the document in the trash heap, the U.K.’s Times newspaper published it.
This episode had suspicious similarities to a previous case that proved definitively to be a hoax. In 1995, the IAEA received several documents from the Sunday Times, a sister paper to the Times, purporting to show that Iraq had resumed its nuclear-weapons program in spite of all evidence to the contrary. The IAEA quickly determined that the documents were elaborate forgeries. There were mistakes in formatting the documents’ markings, classification and dates, and many errors in language and style indicated the author’s first language was something other than Arabic or Farsi. Inspections in Iraq later in 1995 confirmed incontrovertibly that there had been no reconstitution of the Iraqi nuclear program.”
The words of well-connected and informed senior ex-IAEA officials are worth heeding: Dr. Hans Blix, former head of the IAEA, has stated: “So far, Iran has not violated the NPT,” adding, “and there is no evidence right now that suggests that Iran is producing nuclear weapons.” And Mohamed ElBaradei, the Nobel Peace Prize laureate who spent more than a decade as the director of the IAEA,said that he had not “seen a shred of evidence” that Iran was pursuing the bomb. “All I see is the hype about the threat posed by Iran,” he concluded.
The maximalist approach to non-proliferation advocated by ISIS and other groups may be seen as useful but it is inconsistent with existing international law, as codified in the safeguards agreements. In fact, IAEA records show that all substantial safeguards issues raised in 2005 had been resolved in Iran’s favor by 2008. So Iran was again in compliance with its safeguards agreement at that date. All UN Security Council sanctions ought to have been dropped at that point. Yet Iran’s nuclear file still remains tied up at the Security Council due mainly to the IAEA and Security Council’s flawed handling of the case.
Out of all the countries it inspects, the IAEA spends the second-highest amount on Iran’s nuclear inspections— only Japan, with a vastly greater nuclear infrastructure, accounts for a bigger chunk.About 12 percent of the IAEA’s $164 million inspections budget is spent just on Iran. This is now increased to about 17% during the period of the interim deal because of the even more intrusive—and thus expensive—inspections being carried out now.
On a “per nuclear facility” basis the IAEA spends – by far – the largest amount of its inspections budget on Iran. Comprehensive deal or not, the IAEA will continue to conduct in Iran one of the most thorough and intrusive inspections it carries out anywhere.
However, achieving a deal is in everyone’s favor. It will be made easier by rejecting any flawed (or exaggerated) evidence or analysis being used against Iran – especially by individuals or groups who have a track-record of bias, exaggeration or erroneous scientific analysis.

A senior Iranian diplomat has rejected reports about negotiations between Iran and the US over the ongoing crisis in Iraq.
“The Islamic Republic of Iran has had no negotiations with the Americans over mutual cooperation in Iraq,” Iran’s Deputy Foreign Minister for Arab and African Affairs Hossein Amir-Abdollahian said on Monday.
We believe that the Iraqi people and armed forces are capable of handling the crisis in their country on their own, he added.
The Iranian diplomat also dismissed the likelihood of the spillover of the crisis into Iran, saying, “There is no threat against the geographical borders of the Islamic Republic of Iran, but necessary precautions have been taken in this regard.”
Commenting on the quality of Iran’s cooperation with Iraq in fighting terrorism, Amir-Abdollahian rejected any direct military intervention, but noted that the Islamic Republic will assist Iraq through consultations or any other measures which can enable the Iraqi army in its counter-terrorism campaign.
On Sunday, a senior US official said the administration of President Barack Obama is considering the situation to hold talks with Iran over the Iraqi crisis.
Takfiri militants from the so-called Islamic State of Iraq and the Levant (ISIL) have recently been carrying out acts of terror in Iraq, taking over a number of cities and committing atrocities against the people.
Nearly 95 per cent of terrorist arrests have been the result of FBI foiling its own entrapment plots as a part of the so-called post-9/11 War on Terror, a new study revealed.
According to thereportentitled ‘Inventing Terrorists: The Lawfare of Preemptive Prosecution’, the majority of arrests involved the unjust prosecution of targeted Muslim Americans.
The 175-page study by Muslim advocacy group SALAM analyzes 399 individuals in cases included on the list of the US Department of Justice from 2001 to 2010.
“According to this study’s classification, the number of preemptive prosecution cases is 289 out of 399, or 72.4 percent. The number of elements of preemptive prosecution cases is 87 out of 399, or 21.8 percent. Combining preemptive prosecution cases and elements of preemptive prosecution cases, the total number of such cases on the DOJ list is 376, or 94.2 percent,” the report concluded.
The authors define ‘preemptive prosecution’ as “a law enforcement strategy adopted after 9/11, to target and prosecute individuals or organizations whose beliefs, ideology, or religious affiliations raise security concerns for the government.”
Nearly 25 percent of cases (99 of 399) contained material support charges. Another almost 30 per cent of cases consisted of conspiracy charges. More than 17 per cent of the analyzed cases (71 of 399 cases) involved sting operations. Over 16 percent of cases (65 of 399 cases) included false statement or perjury charges, and around six percent of cases involved immigration-related charges.
According to the report, since 9/11 only 11 cases posed “potentially significant” threat to the United States.
“Only three were successful (the [Tamerlan and Dzhokhar] Tsarnaev brothers and Major Nidal Hasan), accounting for 17 deaths and several hundred injuries,” the paper says.
One of the FBI’s strategies involved “using agents provocateur to actively entrap targets in criminal plots manufactured and controlled by the government.”
“The government uses agents provocateur to target individuals who express dissident ideologies and then provides those provocateurs 25 with fake (harmless) missiles, bombs, guns, money, encouragement, friendship, and the technical and strategic planning necessary to see if the targeted individual can be manipulated into planning violent or criminal action,” the report concluded.
The government could also choose to use “minor ‘technical’ crimes,” such as errors on immigration forms, an alleged false statement to a government official, gun possession, tax or financial issues, etc., to go after someone for their “ideology.”
“What they were trying to do is to convince the American public that there is this large army of potential terrorists that they should all be very-very scared about. They are very much engaged in world-wide surveillance and this surveillance is very valuable to them. They can learn a lot about all sorts of things and in a sense control issues to their advantage,” Steven Downs, an attorney for Project SALAM, which issued the report, told RT. “And the entire legal justification for that depends on there being a war on terror. Without a war on terror they have no right to do this. So they have to keep this war on terror going, they have to keep finding people and arresting them and locking them up and scarring everybody.”
In the conclusion, authors of the report offered the US government several recommendations that the DOJ “should employ” to change the present unfair terrorism laws. A total of seven recommendations call on the US government to accurately identify people who offer material support for terrorism, strengthen the “entrapment” defense in the courts; abolish “terror-enhanced sentencing” that triples or quadruples jail time in cases linked to terrorist acts; disallow secret court proceedings, and to immediately notify defendants if any evidence in their case is derived from secret surveillance.
On 25 May, famous US actor Mark Ruffalo tweeted an apology for suggesting that Israel is committing “genocide” in Gaza.
“I have reflected and wanted to apologise for posts during the recent Israel/Hamas fighting that suggested Israel is committing ‘genocide’,” Ruffalo wrote, adding: “It’s not accurate, it’s inflammatory, disrespectful and is being used to justify anti-Semitism, here and abroad. Now is the time to avoid hyperbole.”
But were Ruffalo’s earlier assessments, indeed, “not accurate, inflammatory and disrespectful”? And does equating Israel’s war on besieged, impoverished Gaza with genocide fit into the classification of “hyperbole”? … continue
