A Year after the North Korea–United States Hanoi Summit: Expectations for the Next One

Just over a year has gone by since US President Donald Trump met with Chairman of the DPRK State Affairs Commission Kim Jong-un in Hanoi. It was the second North Korean-American summit to be held, following on from the first 2018 North Korea–United States Singapore Summit. Many were surprised that the meeting ended without any concrete agreements being made, due to a variety of reasons. The primary disagreements between the two sides were made more difficult to resolve due to actions taken by American conservatives and domestic politics in the United States at the time, which prevented Trump from making any concessions.
The talks which followed between working groups and high-level officials also ended without any visible results. A brief meeting between the Supreme leader of the DPRK and the US President on the sidelines of Trump’s visit to South Korea was little more than a media photo op, and the working-level talks in Stockholm got off to a bad start: North Korea demanded that Washington come up with a new plan by the end of 2019 if the US wants denuclearization talks.
Towards the end of 2019, the North Korean leader gave a clear delineation of relations between the two countries, yet Kim Jong-un did not keep his promise to deliver a “Christmas gift”, by which he meant a demonstration of North Korea’s new strategic weapons. As it was put at the time, “the door is closed, but not locked.” There are several different explanations given for this. Pro-Pyongyang experts say Kim made a gesture of goodwill. Others believe that China used its leverage to make North Korea call off the demonstration and avoid exasperating the situation. We would like to add that given the increased attention the DPRK was receiving during this period (due to its satellites, constant use of reconnaissance aircraft, etc.), it would not have made sense for Pyongyang to “show its cards” at the time.
Failed efforts to impeach Donald Trump did not help them make any progress either, and the DPRK conducted a planned short-range missile launch which almost coincided with the anniversary of the summit. This missile test and others have yet to quell discussions over whether North Korea’s defense industry is modern, or whether its rusty missiles have been cobbled together using stolen technologies from Ukraine, China or Russia.
The outcome has been summed up in the South Korean media: “One year on since the meeting in Hanoi, the North Korean situation seems to have reverted back to its former state”. Given the current situation, I would like to discuss the prospects for this dialog between the United States and North Korea based on a series of quotes made on March 4-6, 2020.
Let’s start with Trump, who was posed a question on his 2020 presidential campaign trail about what he would do with North Korea if re-elected. The question sparked an enthusiastic response: the US President stressed that his relationship with Kim is “very good,” but insisted that he has not given anything to the communist regime and that sanctions have not been lifted. At the same time, Donald Trump reiterated that the policies being put forward by his opponents would lead to a big war with the DPRK, and also took credit for the beginning of inter-Korean rapprochement.
The US President actually dismissed the fact that a short-range missile was launched: “No reaction,” was what he had to say. Unlike at previous events, he did not even try to play this card in the UN Security Council. On March 5, the Security Council discussed this issue, but the North Korean issue was raised in a separate category for additional topics at a meeting about Syria. Immediately after the meeting, the United Kingdom, France, Germany, Belgium and Estonia adopted a joint statement condemning the actions of the DPRK and calling on Pyongyang to resume negotiations on denuclearization, but it should be noted that this statement is meaningless from a legal point of view, and the United States did not participate in it.
Interestingly, the South Korean authorities took a more right-wing position. During a speech at South Korea’s Air Force Academy on March 4, President Moon Jae-in pointed out the unpredictability of the security situation on the Korean Peninsula and underlined the importance of an impregnable defense. The South Korean media also rebuked Trump. They say the US President “brushed off North Korea’s missile tests, even though they are prohibited by U.N. Security Council resolutions” and instead took credit for Pyongyang’s suspension of its long-range missile tests and nuclear tests.
Meanwhile, US Secretary of Defense Mark Esper said North Korea’s ballistic missile capabilities pose an “increasingly complicated” threat, as the regime seeks to modernize its missile systems. When asked whether North Korea’s long-range ballistic missiles pose a threat to the United States, his answer was affirmative.
But on a tactical level, the United States “stands ready to resume denuclearization negotiations with North Korea as soon as possible and hopes to hear back from the regime.” Assistant Secretary of State for International Security and Non-Proliferation Christopher Ford made this comment on March 5: “From a State Department perspective, it remains true that we are ready and willing and prepared for the beginning of working-level discussions with North Korea – in which they will, one hopes, implement the commitments made in Singapore.”
Lastly, we will consider the public opinion on this issue in the United States. A recent poll conducted by the Chicago Council on Global Affairs found that 52% of Americans view North Korea’s nuclear weapons program as a critical threat. That is a large amount of people, but this figure had been 75% at the height of tensions in 2017.
When asked which country poses the greatest threat to the United States, 13% of respondents chose North Korea. The DPRK came in behind Iran (34%), Russia (28%) and China (16%). In 2017, North Korea ranked the highest among these four countries at 59%.
Out of the list of options on how to deal with the North’s nuclear program, tighter economic sanctions received the most support, with 73%.
According to Chicago Council on Global Affairs who conducted the poll, these results are not so much a reflection of the lack of progress that has been made on the diplomatic front, but rather stem from the prolonged absence of noticeable tension and a weakening of the perception of North Korea as a threat.
What can we expect? According to the information the Chicago think tank has gleaned from respondents, there is a sort of informal directive being followed in Washington: make no sudden movements in any direction before the November elections. Amid the race for the White House, fussing over the relations between the United States and North Korea would hardly have a positive effect on Trump’s approval ratings, and certainly should not see them fall.
It became clear to both sides during the working talks that with the time that has passed since Hanoi, the DPRK is prepared to make a certain number of concessions, but Pyongyang is demanding that they are met with proportionate actions in return. Washington is not prepared to take these steps, because the idea of easing sanctions flies in the face of American dogma, and according to this dogma, Kim Jong-un did not cooperate as a gesture of goodwill, but because he was pressured into doing so by an unprecedented level of sanctions. The belief is therefore that this is the main leverage America has to force North Korea into negotiations, and they cannot let up on it.
In the run-up to the election, it is therefore very important “not to get on Kim Jong-un’s nerves”, because any sort of tough response from North Korea will hurt Trump’s campaign, who is still selling his electorate the idea that relations between Washington and Pyongyang would be much worse under any other American president.
Of course, Trump could hardly say no to another photo-op meeting, but both sides know that they can only hold so many of these purely symbolic events, and they have already reached their limit, now they must have something to show for all those handshakes, posing in front of flashing cameras.
This is where we should note the debate among experts regarding the motives of each side. One theory is that Kim and Trump would both like to get more out of the talks, but are prepared to settle for a minor victory, where no answer can be found, but the search for one can continue once the process is put on pause. The view other experts take is that Trump believes the denuclearization of North Korea is a real possibility, but it has been put on hold while he is busy with his re-election campaign, and he is working according to his belief that during the next ten years, something could happen that could change North Korea’s position. However, we must not forget that nuclear weapons are seen in Pyongyang as an unambiguous guarantee of the regime’s survival. This is not only a lesson for Libya, but Iran should also take note (be it the American actions on the Iran nuclear deal or the assassination of General Soleimani).
The pause is likely to go on until the US presidential election is held, but then what? If Trump wins, American political analysts have two theories. One is that Kim will continue the “period of peaceful respite”, devoting his energy to making a few final arrangements so that the economy will be more prepared if it is hit with another round of sanctions. The moratorium will remain abandoned, especially given that it had only ever been a verbal promise, and it was the ultimate failure of the summit in Hanoi that prevented it from being transformed into a written commitment.
The second theory is that North Korea is truly disappointed with the strategic prospects of the dialog. Kim had hoped that it could lead to sanctions being lifted, but it turned out that the materials from the December 2019 plenum ruled this out as something he cannot even dream about, and he now sees the need to move as quickly as possible to increase the country’s military might with nuclear weapons and missiles, in order to ensure a guaranteed level of deterrence. In this context, we can expect to hear about ICBM launches with missiles fired on a flat trajectory, or the hypothetical Hwasong-20, which is said to have no problem reaching anywhere on US territory.
The long-awaited North Korean Navy’s Sinpo class submarine is no less likely to make an appearance, capable of carrying 3-4 missiles with nuclear warheads. We believe it could be revealed as North Korea’s “new strategic weapon”.
What if the Democrats win? There may not necessarily be a radical change of course under a slogan like “anything but what Trump did.” A large number of officials from the Democratic Party who write the bills that are then signed by politicians in government are gradually coming around to the idea that we will have to live with a nuclear North Korea.
Therefore, after weighing up the best and worst options in comparison with the current status quo, we hope that the dialog will continue after November 2020, or that the two sides will finally meet again by the next anniversary of the Hanoi summit.

NATO Exercises Defying Coronavirus Reveal Desperation

The planned NATO military exercise in Europe, “Defender 2020,” will be held on a reduced scale because of the coronavirus pandemic. Defender 2020 will have the participation of 18 NATO countries, cover 4,000 kilometers of convoy routes and rely on 10 European countries to host exercise activities, with the U.S. originally sending a total of 37,000 soldiers and officers to the exercises. The NATO exercises are a demonstration of power against Russia, and the fact that the coronavirus pandemic will not cancel the military drills is also indicating its power against Russia at a time when the world is going into lockdown.
The Alliance’s official website states that the scope of the exercise is shrinking due to a pandemic and that the movement of personnel and equipment from the U.S. to Europe is being halted. But many have already arrived in Europe. Media reports quoted Manilo Dinuchi, an Italian journalist for Manifest, claimed soldiers were exempted from the coronavirus protocol in an exercise, something recorded in a video showing the first 200 U.S. Army soldiers arriving in Bavaria on March 6, without masks on their faces, and shaking hands and kissing with German authorities and soldiers.
So why then did this exercise have to take place at all when everything else was put off?
The goal is without a doubt to have a show of force against Russia, the main target of these massive exercises by NATO. Although this may seem like a simple reason, NATO needs to show Russia that they can organize such exercise in a demonstration of aggression even in times of uncertainty and crisis. The exercises could easily have been cancelled, because there is no reason for them to be held right now and in such conditions, but conducting them during a pandemic shows greater strength by NATO – or so they think.
NATO Secretary General Jens Stoltenberg presented his Annual Report for 2019 on Thursday and announced “Our forces remain ready and our work goes on, including in our multinational battlegroups in the east of the Alliance, NATO Air Policing, our maritime deployments, and our missions from Afghanistan to Kosovo.” Although the coronavirus pandemic is plaguing NATO alliance countries, especially Italy with over 60,000 cases, the United States with over 33,000 cases, Spain with over 30,000, Germany with over 25,000 and the United Kingdom with over 6,000 cases, with thousands of deaths between these countries, Russia has only 438 confirmed cases and has been sending doctors and medical aid to Italy. As Russia weathers the pandemic comfortably compared to the major NATO countries, the Alliance feels that the cancellation of the Defender 2020 exercises will show major weakness and has therefore decided to continue with the military drills despite the non-necessity of it.
Although NATO is buckling down to continue the exercises, the grander scheme of the liberal world order is beginning to collapse under pressure from the coronavirus. The European Union has shown incompetence in dealing with the pandemic and has left each country to fend for itself, and rather it has been ‘enemies’ of the liberal world order, China, Russia and Cuba, who have mobilized to help countries severely affected. It is unlikely that Italy and Spain, both NATO and European Union members, will quickly forget the significant help they have received from Russia. This soft power play by Russia is likely to change public opinion in Italy and Spain and create deeper divisions in NATO in regards to hostile policies against Russia. As the Atlanticist states of the United Kingdom and the United States want to maintain hostility towards Russia, it is likely that southern European NATO members will not want to continue hostilities, remembering who was there to help them in their greatest crisis since World War Two.
It is for this very reason that some NATO members may begin turning against Alliance orders with Atlanticist interests and open friendlier relations with Russia. Meanwhile coronavirus is far from peaking in Europe and is only beginning to strangle the United States. It cannot be overlooked that the virus is changing the world order at a faster pace than anyone could have anticipated. When the world has moved on and overcome the coronavirus pandemic, we will have entered a new world order and shifting European loyalties from the United States to greater cooperation with Russia and China. Therefore, the continuation of Defender 2020 shows desperation to maintain the global status quo.

COVID-USA: Targeting Italy and South Korea?

A high-level Italian virologist, Giuseppe Remuzzi, has published papers in the Lancet and other articles in which he states facts not hitherto known. (1)
The doctor stated that Italian physicians now recall having seen:
“a very strange and very severe pneumonia, particularly in old people in December and even November [2019]. This suggests that the virus was circulating, at least in Lombardy, and before we were aware of this outbreak occurring in China.“(2)
Chinese medical authorities have determined the same underlying phenomenon, that the virus had been circulating among the population for perhaps two months before it finally broke out into the open.
Further, according to the Italian National Health Service (ISS):
“It is not possible to reconstruct, for all patients, the chain of transmission of infection. Most cases reported in Italy report an epidemiological link with other cases diagnosed in Lombardy, Emilia Romagna and Veneto, the areas most affected by the epidemic.” [translation from Italian] (3)
The above statement is of crucial importance since it supports in itself the assertion of several simultaneous infection clusters and several ‘patients zero’. There are cases in Lombardy that could not be placed in an infection chain, and this must also be true for other areas. (see below) Given that the virus broke out separately in disparate regions of Italy, we can expect the identification of independent infectious clusters in those regions as well. That would mean Italy was hit by at least several individual ‘seedings’ of the virus.
China’s outbreak of consequence was primarily in the city of Wuhan but with multiple sources in the city and multiple patients zero, with a minor outbreak in Guangdong that was easily contained. China had multiple clusters in Wuhan. There was no single source, and no patient zero has been identified which is similar to those of Italy.
The mystery of Italy’s “Patient No. 4”
Was the Italian outbreak caused by infections from China? Yes, and no.
Before February 20, 2020, there were only three cases of coronavirus infection in Italy, two tourists from Wuhan, China, confirmed on January 30th, and an Italian man who returned to Rome from Wuhan on February 6th. These were clearly imported cases with Italy experiencing no new infections during the next two weeks.
Then suddenly there appeared new infections that were unrelated to China. On February 19, the Lombardy Health Region issued a statement that a 38-year-old Italian man was diagnosed with the new coronavirus, becoming the fourth confirmed case in Italy. The man had never traveled to China and had no contact with the confirmed Chinese patients.
Immediately after this patient was diagnosed, Italy experienced a major outbreak. In one day, the number of confirmed cases increased to 20 and, after little more than three weeks, Italy had 17,660 confirmed cases.
The Italians were not idle in searching for their patient zero. They renamed the “patient 4” “Italian No. 1”, and attempted to learn how he became infected. The search was apparently fruitless, the article stating that “America’s pandemic of the century has become the subject of suspicion by Italians“.(4)
The mystery of South Korea’s “Patient No. 31”
South Korea’s experience was eerily similar to that of Italy, and also to that of China. The country had experienced 30 imported cases which began on January 20, I believe all of which were traceable to contact with Hubei and/or Wuhan.
But then South Korea discovered a “Patient No. 31”, a 61 year-old South Korean woman diagnosed with the new coronavirus on February 18. This ‘local’ patient had no ties to China, had had no contact with any Chinese, and no contact whatever with any of the infected South Koreans. Her infection was a South Korean source.
Just as with Italy, the outbreak in South Korea exploded rapidly after the discovery of Patient 31. By the next day, February 19 (Italy was February 21, for comparison), there were 58 confirmed cases in South Korea, reaching 1,000 in less than a week. After little more than three weeks, South Korea had 8,086 confirmed cases. It would now seem likely (yet to corroborated) that South Korea and Italy could have been ‘seeded’ at approximately the same time.
Like the Italians, South Korea performed a massive hunt for the source of the infection of their “Korean No. 1”, combing the country for evidence, but without success. They discovered the confirmed cases in South Korea were mainly concentrated in two separate clusters in Daegu and Gyeongsang North Road, most of which – but not all – could be related to “Patient 31”. As with Italy, multiple clusters and multiple simultaneous infections spreading like wildfire – and without the assistance of a seafood market selling bats and pangolins.
For both Italy and South Korea, I could also add that there is no supposed “bio-weapons lab” anywhere within reach (as was claimed for China), but that wouldn’t be accurate. There are indeed bio-weapons labs easily within reach of the stricken areas in both Italy and South Korea – but they belong to the US Military.
Korea is particularly notable in this regard because it was proven likely that MERS resulted from a leak at the American military base at Osan. The official Western narrative for the MERS outbreak in South Korea was that a Korean businessman became infected in the Middle East then returned to his home in Gyeonggi Province and spread the infection. But there was never any documentation or evidence to support that claim, and to my best knowledge it was never verified by the South Korean Government.
Pertinent to this story is that according to the Korean Yonhap News Service, at the onset of the outbreak about 100 South Korean military personnel were suddenly quarantined at the USAF Osan Air Base. The Osan base is home to the JUPITR ATD military biological program that is closely related to the lab at Fort Detrick, MD, both being US military bio-weapons research labs.
There is also a (very secretive) WHO-sponsored International Vaccine Institute nearby, which is (or at least was) managed by US military biological weapons personnel. At the time, and given the quarantine mentioned above, the event sequence accepted as most likely was that of a leak from a JUPITR biowarfare project. (5) (6)
The Korean path is similar with that of Italy. If we look at a map of the virus-stricken areas of Italy, there is a US military base within almost a stone’s throw of all of them. This is of course merely a case of circumstance arousing suspicion, and by no means constitutes proof of anything at all.
However, there is a major point here which cannot be overlooked, namely the fact of simultaneous eruptions of a new virus in three different countries, and in all three cases no clear epidemiology, and an inability to identify either the original source or a patient zero.
Multiple experts on biological weapons are in unanimous agreement that eruptions in a human population of a new and unusual pathogen in multiple locations simultaneously, with no clear idea of source and cases with no proven links, is virtually prima facie evidence of a pathogen deliberately released, since natural outbreaks can almost always be resolved to one location and one patient zero. The possibility of a deliberate leak is as strong in Italy and South Korea as in China, all three nations apparently sharing the same suspicions.

(A) This is an aside, but Italy has experienced a fatality rate nearly twice that of Wuhan, but there may be an external contributing factor. Observations were made that, in most cases especially among the elderly in Italy, ibuprophen was widely used as a painkiller. The Lancet published an article demonstrating that the use of ibuprophen can markedly facilitate the ability of the virus to infect and therefore to increase the risk of serious and fatal infection. Baltic countries seek relevance on the international scene

In 2017, RAND Corporation published in its associated media Small Wars Journal an article by the researchers Marta Kepe and Jan Osburg, outlining a strategic defense plan for the Baltic countries in the event of a Russian invasion. The authors claim that Estonia, Lithuania and Latvia will manage their weaknesses to face the Russians, overcoming their population and military deficit through the participation of civilians in the conflicts, working with the armed forces to create a “total defense” plan that would make the invasion too costly and laborious for Russia. Subsequently, the RAND Corporation article was mentioned in a paper by the National Interest magazine, authored by Michael Peck, in which the author studies the Baltic defense strategy, speculating about “total defense” and its efficiency in a possible case of Russian invasion. The researcher, finally, takes a pessimistic conclusion, stating that, despite all efforts, nothing will change the fact that Russia is a large country and the Baltic States are small and weak.
In March last year, the renowned American magazine Foreign Policy published an article by Mikheil Saakashvili, former president of Georgia, claiming that Russia’s next “targets” would be European nations. In the text, Saakashvili considers the possibility of a Russian attack on the Baltic countries, saying that President Vladimir Putin sees them as real threats because they are “functional democracies on the Russian border”. After developing his reasoning, the author comes to the conclusion that this invasion will not occur, pointing other countries as future “targets” of Russia. However, even though Saakashvili does not believe in the possibility of a Russian invasion, rumors about a Russian plan to invade and annex the Baltic nations have generated unfounded tensions in the region.
The height of media alarmism regarding relations between Russia and the Baltic countries was, however, an article published by the American expert Hall Brands on Japan Times website, whose title is “How Russia could force a nuclear war in the Baltics”. Referring again to the studies of the RAND Corporation, the author considers the possibility of a nuclear escalation on the frictions between Moscow and NATO in the Baltics, concluding that the geographic condition of these states would hinder rapid action by the West in the event of Russian action, raising the risks of forced annexation.
Apparently, media agencies aligned with the liberal establishment are working together to spread the idea that there is a Russian interest in invading and annexing the Baltics. For these agencies, the interest is so great that it would even justify a nuclear action. However, when we investigate the reasons for such despair, we found no concrete argument to justify such speculations. The great Western think tanks, such as the RAND Corporation, are spreading this myth with the specific purpose of instilling fear and tension in the Baltic States, so that, in the face of “Russian terror”, they will increasingly align themselves with Washington and NATO.
The concrete data indicate exactly the opposite of the rumors spread by RAND analysts. In January last year, Estonian Prime Minister Juri Ratas publicly expressed an interest in improving relations between his country and Russia, with a view to pacifying bilateral tensions and envisioning a future of peace and cooperation, despite divergent interests. Also, Latvia remains the only member country of the European Union that is totally dependent on Russian gas – a situation Lithuania has only recently withdrawn from. So why Moscow would be interested in invading and annexing such countries, when the threat they pose to the Russian political structure is absolutely nil? In a way, it is much more logical to think that for the Baltic countries it is more profitable and interesting to maintain good relations with Russia than to embark on unfounded conspiracies by Western experts who are extremely ideologically involved. However, there is a second hypothesis.
It is still likely that the Baltic States are simply acting in the interest of increasing their role on the international scene. Unable to form a solid political, military and economic force, even if united, capable of facing the great world powers, these States may be anchoring themselves in NATO’s military apparatus to seek the affirmation of their own interests in Europe and in the world. By this logic, Lithuania, Latvia and Estonia would be voluntarily adopting the alarmist discourse of the West and reaffirming it in order to, increase the western military presence on its borders, try to increase its regional and global influence, moving from being small European States to becoming potencies in the global geopolitical game.
Indeed, the Baltic countries are making a big mistake in adopting either of these two stances. Unlike Moscow, for whom the interest in “invading” the Baltic is nil, Washington has clear interests in occupying the region, so as to face Russia. That is the main reason for the presence of NATO troops in the Baltic expected for the Defender Europe 2020 drills – now canceled by the coronavirus pandemic.
The Baltic States are adhering to the discourse of Western think tanks, however, under no perspective can this opposition to Russia be profitable for them. Following the interests of Washington, Estonia, Latvia and Lithuania have too much to lose.

US urged to explain military lab shutdown

Netizens and experts are calling for the US government to release information on the suspension of an infectious disease research lab under the US Army, as a petition on the White House website listed coincident events between the closure and the outbreak of COVID-19, urging the US government to clarify whether the lab was related to the deadly virus.
While the origin of the novel coronavirus is still unknown and conspiracy theories have caused widespread panic, experts said that timely information disclosure to the public would benefit global unity and cooperation against the pandemic, which had infected more than 150,000 people and killed 5,400 around the world as of Saturday.
The Fort Detrick laboratory that handles high-level disease-causing material, such as Ebola, in Fredrick, Maryland was shut after the US Centers for Disease Control and Prevention issued a cease and desist order to the organization in July, 2019 according to local media.
The suspension was due to multiple causes, including failure to follow local procedures and a lack of periodic recertification training for workers in the biocontainment laboratories. The wastewater decontamination system of the lab also failed to meet standards set by the Federal Select Agent Program, media reported.
The lab, which was closed more than half a year ago, recently caught public attention as a petition submitted to the White House website on March 10 listed some coincidences in time between the closure and the COVID-19 outbreak.
For example, “a large-scale ‘influenza’ killed more than 10,000 people” in the US in August 2019 following the closure; and the COVID-19 epidemic broke out globally in February 2020 after the US organized Event 201 – A Global Pandemic Exercise – in October 2019.
The petition also noted that many English-language news reports about the closure of Fort Detrick were deleted amid the worsening COVID-19 pandemic, raising suspicions over the lab’s relationship with the novel coronavirus.
Petitioners urged the US government to publish the real reason for the lab’s closure and to clarify whether the lab was related to the novel coronavirus and whether there was a virus leak.
The petition had received just more than 400 signatures as of Sunday.
Chinese netizens urged the US government to respond to the public’s appeals as soon as possible.
“It’s not a small issue, the truth should be published,” an internet user commented.
“The world deserves to know the truth,” said another.
Ni Feng, a deputy director of the Institute of American Studies of the Chinese Academy of Social Sciences, called on the US government to increase transparency in the COVID-19 pandemic related issues in response to wide-spread doubts.
The origin of the virus should be decided according to scientific research, but the urgent issue at the current stage is to cooperate in the global battle against the pandemic, Ni noted.
Wang Yiwei, a professor with the School of International Relations at Renmin University of China, agreed with Ni, noting that the US had behaved badly to China when the latter was struggling with the epidemic – accusing China of low transparency and blaming a Chinese lab for leaking the virus.
Now China has won the conviction of the world with practical efforts and improvements. The US should cooperate sincerely with China and the world against the virus, according to Wang.
Australia assigned to be the U.S. Policeman in the Pacific

The U.S. is ramping up pressure on Australia to support hostilities against China in Southeast Asia and the South Pacific. Last week in Sydney, the U.S. Ambassador to Australia, Arthur Culvahouse, said that “We’ll be pushing Australia to expand its step-up from the Pacific islands region to south-east Asia and to look north as well.” The U.S., Australia and like-minded countries need to win in this strategic competition, the diplomat said. The Ambassador emphasized that in consultations between American and Australian foreign and defense ministers, the two sides will focus their efforts to further strengthen the Pacific step-up strategy.
The US Ambassador told the gathering of business leaders last Tuesday that Australia “sits on the frontline of the great strategic competition of our time.” “If the security and prosperity enjoyed by our countries and the region is to continue, this is a competition that we must win,” he said in indirect reference to China being the competition that must lose.
Australia’s Pacific strategy was adopted in 2016 under Prime Minister Malcolm Turnbull to assert Australia’s position as the policeman for the U.S. in the South Pacific and Southeast Asia. The Pacific step-up strategy defines the Australian government’s approach to economic and strategic interaction with Pacific Island nations. However, this is just the friendly face of the strategy and rather it is primarily aimed at maintaining regional balance to counter China’s growing influence in the region. China signed an Action Program with eight Pacific Island nations at the October 2019 3rd China Economic Development Cooperation Forum and Pacific Islands held in Samoa. These countries’ support for China’s Belt and Road Initiative was confirmed.
As the U.S. is dealing with the growing influence of China and attempting to counter it all over the globe, Washington is relying on Australia to serve as a counterbalance to China in the South Pacific and Southeast Asia. However, as the coronavirus continues to grow out of control in the U.S., it is likely that Washington is going to take its focus off the South Pacific for a long while. This will give Australia autonomy to act on Washington’s behalf and it appears that U.S. President Donald Trump immensely trusts the Australians in this role, so-much-so that he honored the fellow Anglo-settler state by naming a new navy ship the USS Canberra, the only U.S. Navy warship named after a foreign city.
Australia wilfully wants to play a role that the U.S. assigned to them in Southeast Asia and the South Pacific so that it can more strongly assert its power on the region. Australia considers the small island countries of the South Pacific as an area within its sphere of influence. Canberra has a need to expand its weight in Southeast Asia, but finds this challenging as the region includes countries of larger populations and economies, such as Thailand and Indonesia.
Although Canberra wants to serve Washington’s interests in the region, Australia is a completely deindustrialized neoliberal country that does not have the means or capacity to challenge rising Southeast Asian countries and rather serves as a raw resource marketplace for the world. The U.S. is losing influence in Southeast Asia to China, and therefore Washington is relying on Australian support, hedging its bet on a common Anglo colonial-settler history to make Canberra receptive.
In this situation, Australia faces a very difficult choice as there is a clear divide between the economic community and the political class in regards to China policy. China is Australia’s most important economic partner, while the U.S. is Canberra’s most important security partner, so-much-so that Australia followed the U.S. to adventurist wars of aggression in Korea, Vietnam, Afghanistan and Iraq. China and Australia have established free trade areas and this agreement allows them to quickly increase the volume of bilateral trade. Therefore, the political will of Canberra is certain to face resistance from capitalist interests in the country as it wholly relies on China and other Southeast Asian countries for trade.
However, Australia is bound by the U.S. Indo-Pacific Strategy that aims to use American allies like Australia, Japan, India and others, to counter China’s increasing influence. This is done by enhancing military cooperation between these countries and does not serve any economic role like the Belt and Road Initiative. As China finds the Indo-Pacific Strategy as an aggressive force aimed against it, it is likely that under economic pressure, Australia will try to balance relations, despite the political will and determination of Canberra to act as the U.S’ policeman in Southeast Asia and the South Pacific.

Why has NATO Failed to Exploit Turk-Russia “Tensions” in Syria?

In any other sort of circumstances, the NATO countries from Europe and North America would have rushed to help Turkey fight the “Russian invaders” in Syria and accomplish their avowed mission. This, however, did not happen when Turkey and Russia came “eye ball to eye ball” in Syria over the question of the liberation and control of Syria’s Idlib province and the adjoining strategically important areas, including the M-4 highway. Tensions are already disappearing with a Turkey-Russia “deal”, paving the way for an eventual settlement of interests. The question, however, that begs attention here is: why could the NATO countries not change Turkey’s position in a way that would have re-established it as a NATO ally in Syria, pitched against the Russians, Syrians and the Iranians?
While the US did “offer” its support to Turkey, words could not be translated into action, even though a number of Western political pundits have been writing and speaking about the “fragility” of the Turkey-Russia alliance and the need for the West to win Turkey back. A number of reasons explain why this has not happened.
First of all, there is little doubt in that Turkey is an important regional player even for Russia. This explains why the Russians have, despite crisis after crisis, continued to manage their relations with Turkey through intensive diplomatic engagements, leaving no room for big and unbridgeable gaps to occur. The latest deal and the deals before the crisis reflect the strength of their diplomatic channels working at the highest possible levels.
However, notwithstanding the resilience of their bi-lateral ties, NATO’s lethargy is due largely to the crisis that NATO is itself facing from within.
On the one hand, the US and European members of the alliance are increasingly pushing for changes in different and opposing directions, and on the other hand, even Turkey itself is reluctant to project its policies in Syria as a NATO member. At the same time, the European members of the alliance are up in arms over Erdogan’s bold and cynical effort to pressure NATO to come to its aid by opening its border with Greece to Syrian refugees, thereby threatening a repeat of the 2015 refugee crisis. NATO, therefore, has no interest in coming to Turkey’s aid and help start a war that would ultimately come to bite them hard.
NATO countries, therefore, continue to think that delivering more humanitarian aid and financial support via the European Union for Syrian refugees already in Turkey is a better option that militarily committing to a war between Turkey and Syria/Russia, which will inevitably involve a massive inflow of refugees, causing both political and economic problems for them to handle. This, for them, is unnecessary and needs to be avoided.
It was perhaps this very reason in the first place which led NATO to discourage Turkey from starting its military operations in Syria in 2019. In fact, NATO countries cannot militarily help Turkey inside Syria even if Turkey really wanted them to.
The Article 5 of the NATO charter cannot be applied to the Syrian scenario. Whereas any NATO country can invoke Article 5, the actual application of this article is limited by the Article 6 which defines the ‘territorial scope’ of the Article 5. Among other areas, Article 6 defines Article 5’s ambit as including the territory of Turkey and the forces, vessels and aircraft of NATO members located in the Mediterranean Sea. But it crucially doesn’t cover attacks on Turkish forces on Syrian territory.
NATO countries would be morally obliged to help Turkey if only Turkey’s territory comes under attack from an offensive originating from within Syria. For this support to come, however, relations between NATO and Turkey need to be perfect, which has not been the case since the 2016 failed coup attempt.
At the same time, there is a strong realisation in NATO that Turkey has increasingly been acting as an ‘independent player’ in the region since at least 2016. It explains why Turkey chose to buy Russia’s S-400 system despite opposition from the NATO alliance.
This brings us to another aspect of why NATO has not ‘intervened’ in Syria on behalf of Turkey. Whereas Article 5, as mentioned earlier, does not apply to this situation, NATO has not always acted in strict accordance with its charter. For instance, it intervened in Libya even though it had no mandate for such an intervention, and no attack or direct threat was originating from Libya against any NATO countries. However, NATO still decided to intervene in Libya to topple the Col. Muammar Gaddafi regime. Why has NATO not done a similar thing in Syria even though the increasing Turkey-Russia “tensions” provided just the context for such an intervention.
The Russian military presence is certainly a factor, but an equally important factor is the “tension” that exists between Turkey and the rest of the NATO allies specifically, and within the alliance more generally, giving the US and European members of the alliance no material reasons to exploit the Russo-Turk “tensions” to their advantage.

More American Blunders in the Middle East: U.S. Envoys Embrace Terrorists Yet Again

The spread of the coronavirus has meant that much of the other news about developments around the world has disappeared from the normal news cycle. The situation in Syria, which involves not only the government in Damascus but also Turkey, Russia, Iran and a remaining American force in part of the country has been proving increasingly unstable. Russian President Vladimir Putin has met face-to-face with Turkish President Recep Tayyip Erdogan to come up with a de-escalation plan that would avoid any head-to-head confrontation. An agreement was reached that included a cease fire, which most observers are describing as a surrender by Erdogan that accepted all Russian-Syrian army gains in the Idlib Province, but it remains to be seen what exactly will be sustainable. There have been subsequent reports that have included claims of the downing of two Syrian aircraft and several helicopters.
The United States for its part has been sending mixed messages to appeals from the Turks for support. Donald Trump has had an on and off again relationship with Erdogan and he has more-or-less approved the Turkish presence in the border areas and continues to endorse something like regime change in Damascus. Though it seems that at least for the moment the danger of a major armed conflict between Russia and Turkey has faded, many believe that more incidents are likely and could easily escalate.
And there is a truly dangerous connection in that Turkey and the United States are, of course, members of NATO. Under Article 5 of the NATO treaty, an attack on any one member is considered to be the same as an attack on all members and all members must respond by coming to the defense of the victim of the attack. Turkey has asked the United States for Patriot missiles to defend its troops on the ground in Syria. It has also called for NATO to enforce a no-fly zone in Idlib Province, air space that is currently controlled by Russia. Omer Celik, speaking for Erdogan’s Justice and Development Party, said that in his government’s view “The attack against Turkey is an attack against NATO. NATO should have been with Turkey, not starting today but from before these events.” Washington, for its part, has reportedly offered to provide Patriot batteries if the Turks do not deploy their recently purchased Russian built S-400 missiles. Trump has otherwise deferred to the Europeans for any direct assistance and NATO has not entertained seriously any no-fly commitment.
Under normal circumstances and in a normal world, the very idea that a member of a defensive alliance should be able to attack another country, as Turkey has done in Syria, and then demand assistance from other members of the alliance when the attacked country fights back would be a non-starter. But the problem with that kind of rational thinking is that NATO has long since ceased to be a defensive alliance. Both as an alliance and also acting through several of its member states, it has been actively involved in wars that have nothing to do with defense of Europe or of the Atlantic relationship with Washington. NATO troops are currently in Afghanistan and have also been in Iraq, Syria and Libya. Alliance members including the U.S. fought in Bosnia and Kosovo.
And there are the usual head cases on the American side also demanding action against Russia and Syria. Senator Marco Rubio of Florida tweeted that “The prospects of a direct military confrontation between Turkey & Russia in Syria are very high & increasing by the hour… [Erdogan] is on the right side here. Putin & Assad are responsible for this horrific humanitarian catastrophe.”
The American ambassador to NATO Kay Bailey Hutchison told reporters “This is a big development, and our alliance is with Turkey, it is not with Russia. We want Turkey to understand that we are the ones that they’ve been allied with.”
The United States has further complicated the game through a recent visit made by the entourages of two senior U.S. officials who visited Syria’s Idlib on March 3rd and pledged $108 million aid for Syrian civilians, hours after Turkey downed its second Syrian warplane in the province. Who exactly would receive the money and how it would be distributed was, inevitably, not immediately clear.
The two diplomats slipped over the border from Turkey with the connivance of Ankara and several Syrian “resistance” groups. They conspicuously met with the so-called White Helmets, a group that claims to be involved in nonpartisan humanitarian rescue missions but which really is affiliated with terrorists, most notably the Hayat Tahrir al-Sham (HTS), which is affiliated with al-Qaeda. HTS is the principal terrorist group operating in Idlib.
The group of American diplomats was headed by U.S. representative to the United Nations Kelly Craft, along with U.S. Special Envoy for Syria James Jeffrey. It was the first visit by American diplomats to Idlib. Craft announced that the aid package was for “the people of Syria in response to the ongoing crisis caused by Assad regime, Russian, and Iranian forces”. Jeffrey struck a more directly belligerent pose, saying that Washington would be providing ammunition in addition to the humanitarian assistance. “Turkey is a NATO ally. Much of the military uses American equipment. We will make sure that equipment is ready and usable.”
U.S. policy in Syria serves no American interest, but both Craft and Jeffrey are well known to be in the pocket of Israel. Craft, a big time GOP donor, who, in her fifteen months spent as Ambassador to Canada was remarkable for flying back to the U.S. from Ottawa 128 times, 70 of which were to her home in Kentucky. All on the government dime even though she is an extremely wealthy woman.
Craft left Canada when she replaced the arch Zionist Nikki Haley at the U.N. She emphasized in her confirmation hearing before the Senate Foreign Relations Committee that she would “fight against anti-Israel resolutions and actions by the U.N. and its affiliated agencies.” She also “made a case for America returning to a leading role at Turtle Bay [the U.N.] as a way of protecting Israel… Without U.S. leadership, our partners and allies would be vulnerable to bad actors at the U.N. This is particularly true in the case of Israel, which is the subject of unrelenting bias and hostility in U.N. venues. The United States will never accept such bias, and if confirmed I commit to seizing every opportunity to shine a light on this conduct, call it what it is, and demand that these outrageous practices finally come to an end.”
Jeffrey is even more the zealot. His full title is as United States Special Representative for Syria Engagement and the Special Envoy for the Global Coalition to Defeat ISIL. He is, generally speaking, a hardliner politically, closely aligned with Israel and regarding Iran as a hostile destabilizing force in the Middle East region. He was between 2013 and 2018 Philip Solondz distinguished fellow at the Washington Institute for Near East Policy (WINEP), a think tank that is a spin-off of the American Israel Public Affairs Committee (AIPAC). He is currently a WINEP “Outside Author” and go-to “expert.”
Professor John Mearsheimer of the University of Chicago and Stephen Walt, academic dean at Harvard University ‘s Kennedy School of Government, describe WINEP as “part of the core” of the Israel Lobby in the U.S. They examined the group on pages 175-6 in their groundbreaking book The Israel Lobby and US Foreign Policy and concluded as follows:
“Although WINEP plays down its links to Israel and claims that it provides a ‘balanced and realistic’ perspective on Middle East issues, this is not the case. In fact, WINEP is funded and run by individuals who are deeply committed to advancing Israel’s agenda … Many of its personnel are genuine scholars or experienced former officials, but they are hardly neutral observers on most Middle East issues and there is little diversity of views within WINEP’s ranks.”
Jeffrey set the tone for his term of office shortly after being appointed by President Trump back in August 2018 when he argued that the Syrian terrorists were “. . . not terrorists, but people fighting a civil war against a brutal dictator.” Jeffrey, who must have somehow missed a lot of the head chopping and rape going on, subsequently traveled to the Middle East and stopped off in Israel to meet Prime Minister Benjamin Netanyahu. It has been suggested that Jeffrey received his marching orders during the visit.
So, Trump bleats incessantly about how he wants to withdraw the U.S. from the senseless wars that it has been drawn into but at the same time his State Department sends two Zionist hardliners to Syria on a semi-secret mission to support a policy of regime change in Damascus while also providing aid that will inevitably fall into the pockets of an al-Qaeda linked terrorist group. And ammunition will also be forthcoming for the invading Turks to shoot Syrians, Russians and Iranians. If anyone is seriously interested in what is wrong with U.S. foreign policy, the activity of Craft and Jeffrey might serve as a decent case study on how not to do it. Unless, of course, the actual objective is to screw things up and involve the United States in quarrels that it could easily avoid.

‘Where was your patient zero?’ Chinese official speculates AMERICANS may have infected Wuhan at army games & calls to ‘come clean’

Chinese foreign ministry spokesperson Lijian Zhao has demanded US authorities reveal what they’re hiding about the origins of Covid-19, going as far as to suggest the coronavirus may have been brought to China by the US military.
Pointing to a video of Centers for Disease Control and Prevention (CDC) director Robert Redfield apparently admitting the US had several deaths from Covid-19 before they were able to test for it, Zhao called on the American watchdog to come clean in a tweet posted on Thursday.
“It might be US army who brought the epidemic to Wuhan,” Zhao suggested, calling for the CDC – and the US in general – to “be transparent” and share what they know about where and when “Patient Zero” was first diagnosed.
In the video, Redfield acknowledged that some cases of coronavirus were misclassified as influenza as the medics did not have an accurate test for the new epidemic at the time. He did not elaborate on when these misdiagnosed cases first appeared – saying only that “some cases have been diagnosed that way.”
In the absence of any patients’ details or chronology of deaths, speculation has swirled. Zhao’s “theory” in particular focused on the military delegation that traveled to Wuhan in October for the Military World Games, weeks before the city confirmed the outbreak in December. The delegation was part of the 300-member group of American athletes taking part in the multi-sport event held every four years.
Zhao is not the only high-profile political figure to voice suspicions about the timing of the Games and the introduction of the coronavirus in Wuhan. Former Malaysian PM Matthias Chang offered similar speculation back in January, zeroing in on the event as the launch point for what he deemed a biological war waged by the US against China.
The World Health Organization (WHO) states that what is now the Covid-19 pandemic was first reported as a coronavirus outbreak in Wuhan, China, on 31 December 2019. The search for the deadly disease’s origin has been ongoing, with conflicting versions blaming the Wuhan food market and bats – a local delicacy – sold there in particular, while others opined humans might have gotten the virus from pangolins, an endangered scaly mammal.
Less orthodox theories suggest malicious intent, with the head of Iran’s elite Revolutionary Guards sensationally claiming last week that Covid-19 could possibly be “a product of a biological attack by America which initially spread to China and then to Iran and the rest of the world.”
So far, the problem with all of those theories, blaming both animals and humans, is that no direct causal proof has been established, while the identity of China’s “patient zero” also remains unclear. And it’s not China alone: in Washington state – which seemingly identified and successfully isolated its first infected traveler, with dozens of contacts identified and monitored – the virus somehow began spreading anyway. Even Steve Wozniak, Apple’s co-founder, at one point claimed he and his wife may have been the US’ “patient zero” after developing a bad cough on return from China. It has since emerged his wife’s diagnosis was “a sinus infection,” however.

‘Arm’s-length’ military institution promotes belligerent worldview

Not satisfied with Canada’s largest public relations machine, the Canadian Forces also employ various “arm’s-length” institutions to push their influence over the discussion of military and international affairs.
For example, the Conference of Defence Associations (CDA) Institute recently published a half-page ad in the Globe and Mail to announce its Conference on Security and Defence. The March 3 and 4 meeting at the venerable Château Laurier was sponsored by the Department of National Defence (DND) and Global Affairs as well as Lockheed Martin, Raytheon and other arms companies. As in previous years, CDA’s confab in Ottawa drew leading military and political officials, including the Chief of the Defence Staff, who heard speakers hype security threats and push for increased military spending.
The headlines the conference generated included: “Russia poses most immediate military threat to Canada, top general says” (Globe and Mail ), “Canada and the West are at war with Russia whether they want it or not: military experts” (Global ) and “Top Canadian general calls out Russia and China for ‘antagonistic actions’” (CTV).
None of these stories explained what the CDA Institute actually is. The group describes itself as a “non-partisan, independent, non-profit organization [that] expresses its ideas and opinions with a view to influencing government security and defence policy.” Established in 1932, then Minister of Defence Donald Matheson Sutherland backed CDA’s creation. Since its inception CDA has been directly or indirectly financed by DND. Initially, member associations paid a small part of the funds they received from DND to CDA. But, three decades later the role was reversed. CDA received a block grant from DND and parcelled out the money to its various member associations.
Since its creation, defence ministers and governor generals (as commander in chief) have regularly appeared at CDA’s annual conference. The governor general, prime minister, defence minister and chief of the defence staff are honorary patrons or vice patrons of the organization.
At the height of Canada’s war in Afghanistan CDA received a highly politicized five-year $500,000 contract from DND. University of Ottawa professor Amir Attaran wrote, “that money comes not with strings, but with an entire leash.” To receive the money CDA committed to producing 15 opinion pieces or letters to the editor in major Canadian newspapers, generating 29 media references to the organization and eliciting 100 requests for radio/television interviews. The media work was part of a requirement to “support activities that give evidence of contributing to Canada’s national policies.” CDA didn’t initially disclose its 2007–12 DND sponsorship agreement, which was reviewed by cabinet.
CDA represents over 50 military associations ranging from the Naval Association of Canada to the Canadian Infantry Association, Royal Canadian Legion to the Military Intelligence Association. It is run by high-ranking former officers.
CDA publishes Security and Defence Briefings, Vimy Papers and Presentations and Position Papers. The organization’s quarterly journal ON TRACK “promotes informed public debate on security and defence issues and the vital role played by the Canadian Armed forces in society.” CDA has also published influential books such as Queens professor Douglas Bland’s A Nation at Risk: The Decline of the Canadian Forces.
To encourage militarist research, CDA awards a number of prizes. It puts on an annual graduate student symposium where $3,000 goes to the winning paper, $2,000 to second place and $1,000 to third place. CDA co-sponsors the Ross Munro Media Award to a “journalist who has made a significant contribution to understanding defence and security issues” and gives the Vimy Award to a “Canadian who has made a significant and outstanding contribution to the defence and security of Canada and the preservation of (its) democratic values.”
CDA advocates militarism. Its first official resolution noted “the urgent need for an increased appropriation for national defence.” At almost every CDA convention between 1946 and 1959 a resolution passed in favour of compulsory military training. A 1968 resolution called for universal military training, expressing concern that a generation of Canadians had become “unused to the idea of military service.”
In the 1980s CDA developed the idea of the “Total Defence of Canada”. In 1985 Colonel H. A. J. Hutchinson told a CDA meeting: “I would say that the Total Defence of Canada requires much more than just the support of the Canadian Armed Forces, it involves the organization of our total economy, our industrial base, towards a single objective — the defence of this country.” Hinting at the need to talk up US President Ronald Reagan’s revival of Cold War rhetoric, Hutchison said this “can only be made [possible] if the Canadian people perceive that it is necessary and that, in fact, it is the only course of action open to them.”
A 2000 CDA report funded by the Business Council on National Issues, the Molson Foundation and DND advocated increased military spending to defend free trade. It claimed “the defence establishment, including the Canadian Forces, plays a key role in an international policy which provides the insurance and the means which allow the national interest to flourish. It contributes to stability at home and abroad, thus supporting the development of an environment congenial to trade.”
In November Richard Fadden told CDA’s Vimy Dinner Canada had to be “clear-eyed” about Russia and China, which are prepared to “use virtually any means to attain their goals.” Fadden claimed, “the risks posed by these two countries are certainly different, but they are generally based on advancing all their interests to the detriment of the West.”
For the military and the industries that profit from militarism, it is important to have “arms-length” organizations that create the illusion of a diversity of voices. But honest writers should be blunt about the CDA. It is a war machine front group, created and controlled by the military.
NATO and COVID-19: a Parasitical Disease in Europe

The decision to go-ahead with NATO’s biggest-ever war games in Europe at a time of heightened fears over the coronavirus sure raises questions about the military alliance’s stated purpose of maintaining security.
NATO secretary-general Jens Stoltenberg has said the Defender-Europe 20 exercises will not be cancelled due to the flu-like disease which has now spread to every country in the European Union causing hundreds of deaths so far.
Over the next five months some 17 allied NATO members will participate in military maneuvers across seven European states: in Belgium, Netherlands, Germany, Poland, Estonia, Latvia and Lithuania. All of the host nations have reported infections from the COVID-19 virus. “Host” being an operative word when it comes to also talking about the relationship with the U.S.-led NATO alliance.
Germany’s health minister Jens Spahn is quoted as saying that the coronavirus outbreak has “become a global pandemic” and the “worst has yet to come.”
In all, 37,000 troops are involved in the Defender-Europe 20 war games, the biggest contingency since the end of the Cold War nearly three decades ago. The U.S. is sending 20,000 personnel. Most of those troops will return to bases located in at least 20 American states. Thus, the risk factor of spreading the disease across Europe and the U.S. is significantly increased by the NATO events.
Going ahead with the European war games looks especially ill-advised given that U.S. forces in Asia-Pacific have cancelled similar military exercises that were scheduled in South Korea out of fears about coronavirus (COVID-19).
The Defender-Europe 20 events underway come amid reports that the U.S. Commander in Europe, Lt. General Christoper Cavoli, may have been infected after attending a recent military conference in Wiesbaden, Germany.
The top health advisor to the U.S. Joint Chiefs of Staff, Air Force Brig. General Paul Friedrichs has also admitted that the number of COVID-19 cases among the Pentagon’s armed forces may be far higher than is being reported.
The seeming lack of cautionary measures by the U.S.-led NATO alliance is in contrast to growing public concerns for containing the disease. Italy – which has recorded the second highest fatalities worldwide after China – has placed a total lockdown on public travel for its 60 million population. Airlines across Europe have cancelled thousands of flights as some carriers go out of business altogether.
Sporting events across Europe including major soccer matches are being cancelled or will be held without attendance by fans. The six-nations rugby tournament has been thrown into disarray from match fixtures being rescheduled; a big match between Ireland and France due this weekend is postponed until October.
In Britain there are calls for parliament to be suspended after health minister Nadine Dorries was reported to have been infected. Boris Johnson’s government has been accused of complacency in dealing with the virus.
U.S. President Donald Trump has also come under fire for not taking sufficient containment measures or providing adequate resources such as testing kits. The official number of U.S. cases of COVID-19 is relatively low so far, but that is thought to be due to limited testing.
It would therefore seem reasonable in this context of pandemic risk that such a multinational event like NATO’s Defender-Europe 20 be called off. As it proceeds, the war games appear to a perfect vector for accelerating disease spread between two continents and beyond. Indeed, not parking these war games seems the height of carelessness.
How fitting that NATO should be so unresponsive to real need. This lumbering 29-nation military organization which consumes a combined annual budget of $1 trillion is a creature of habit and slavish ideology. Nearly 30 years after the Cold War with the Soviet Union, the world has moved on. But not, it seems, NATO. It continues to hold its war games supposedly defending Europe from “Russian invasion”.
If NATO can’t adjust to such glaring world realities as the end of the Soviet Union three decades ago, then no wonder its response to coronavirus is hardly fleet-footed. It’s the military equivalent of a dinosaur whose functioning is no longer supported by its environment.
The irony is that NATO’s obscene military largesse is crushing public finances that would otherwise be more usefully spent, such as building up healthcare infrastructure that would help mitigate crises like the coronavirus. Many other societal needs are chronically neglected because of exorbitant military budgets among NATO members. Donald Trump brags that he has cajoled European allies to fork out hundreds of billions more dollars on military budgets.
The coronavirus is but a stress-test on whole societies that have become hollowed out by excessive militarism and the corporate capitalist super-structure it serves.
Even before the coronavirus problem emerged in China earlier this year, the NATO war games in Europe (and elsewhere) have been a cause for much criticism. The geopolitical tensions that this U.S.-led militarism is engendering towards Russia and China have been deplored. Moscow has denounced the Defender-Europe 20 event as a “rehearsal for war” which is completely disconnected from reality. The inveterate Cold War ideology that drives NATO is imposing insecurity and risk of war on Europe in a way that makes a mockery of NATO claims about being dedicated to “security and defense”.
The reckless risk-taking with regard to inflaming a coronavirus pandemic is typical of NATO’s obsolete purpose. Like the disease itself, NATO is a parasite on host nations draining vital public resources. This organization should be “self-isolating”… 30 years too late.
