By Their Words Ye Shall Know Them: the US Goal in Cuba

U.S. political leaders are rethinking Cuba. Business leaders have spoken out. Public opinion favors ending hostilities, even among Cuban Americans. Foreign policy specialists hold that fixing relations with Cuba may boost the U.S. image throughout Latin America. But primarily, beating up on Cuba did not work. Or, as President Obama said on December 17, 2014, “I do not believe we can keep doing the same thing for over five decades and expect a different result.”
Official statements shed light on proposed new methods, but less is said about purpose. The question arises as to whether the ultimate U.S. goal is new or is more of the same. Obama called for “begin[ning] to normalize relations to replace “an outdated approach.” (1) He explained that, “we can do more to support the Cuban people and promote our values through engagement.” New methods will not “bring about a transformation of Cuban society overnight. [Yet] through a policy of engagement, we can more effectively stand up for our values and help the Cuban people help themselves.”
Obama focused as much on the Cuban people as on their political leaders: “We are calling on Cuba to unleash the potential of 11 million Cubans by ending unnecessary restrictions on their political, social, and economic activities. In that spirit, we should not allow U.S. sanctions to add to the burden of Cuban citizens that we seek to help.” (In an offhand way he is acknowledging past grief visited upon the Cuban people.) But “[t]oday, the United States wants to be a partner in making the lives of ordinary Cubans a little bit easier, more free, more prosperous.” On July 1, 2015, while announcing that embassies would be opened, Obama noted that, “With this change, we will be able to substantially increase our contacts with the Cuban people. We’ll have more personnel at our embassy.” (2)
A press release accompanying Obama’s presentation spells out the new direction: “The U.S. efforts are aimed at promoting the independence of the Cuban people so they do not need to rely on the Cuban state. (3)
Speaking in Havana on August 14 Secretary of State Kerry added that “Cuba’s future is for Cubans to shape. Responsibility for the nature and quality of governance and accountability rests, as it should, not with any outside entity; but solely within the citizens of this country … And just as we are doing our part” – presumably no longer harassing Cubans – Cuba’s government also ought to “make it less difficult for their citizens to start businesses, to engage in trade, access information online.” (4)
Official explanations say little about past grief and suffering in Cuba at U.S. hands, but rather gloss over actual measures invoked against the Cuban people. The term “isolation” crops up as a sort of proxy version of resulting hardships. “Isolation has not worked,” Obama said, and “Today, Cuba is still governed by the Castros and the Communist Party.” What the United States actually did to accomplish its ends in Cuba evolved from a plan that, on comparison with methods being advanced by the Obama Administration now, serves to clarify differences between then and now.
The subject line of a State Department memo of April 6, 1960, says, “The decline and fall of Castro.” (5) Deputy Assistant Secretary of State for Western Hemisphere Affairs Lester D. Mallory writes that: “1.The majority of Cubans support Castro. 2. There is no effective political opposition…. 4. Communist influence is pervading the government … 6. The only foreseeable means of alienating internal support is through disenchantment and disaffection based on economic dissatisfaction and hardship. If the above are accepted …, it follows that every possible means should be undertaken promptly to weaken the economic life of Cuba. If such a policy is adopted, it should be the result of a positive decision which would call forth a line of action which, while as adroit and inconspicuous as possible, makes the greatest inroads in denying money and supplies to Cuba, to decrease monetary and real wages, to bring about hunger, desperation and overthrow of government.”
Mallory addressed his memo to the “Deputy Assistant Secretary of State for Western Hemisphere Affairs (Rubottom)” and asked if it should go to the Secretary of State. He received a green light, according to the record. Later that year President Eisenhower initiated economic sanctions.
In addition to what became an economic blockade for “denying money and supplies,” the United States resorted to military invasion, military incursions, bacteriologic warfare, terror attacks, and the Cuban Adjustment Act. The Obama administration is clearly going to be relying on new methods for achieving U.S. objectives.
Whether or not U.S. purposes are different is the main question. Mallory envisioned the “overthrow of government” and presumably his superiors did likewise. At the Summit of the Americas, in Panama, the President in April assured reporters that “On Cuba, we are not in the business of regime change.” Instead, “We are in the business of making sure the Cuban people have freedom and the ability to participate and shape their own destiny and their own lives, and supporting civil society.” (6)
Regime change implies separating an objectionable political leadership from a population and replacing it with a more friendly leadership. Seemingly the U.S. government now seeks to remove the Cuban people from their leaders. Heaping abuse on them did not accomplish the U. S. counter-revolutionary purpose. Now they will be independent of government, at least according to U. S. rhetoric on care and nurture for the Cuban people.
By forcing the U.S. government to do something different, Cuba scored a victory after 50 years of struggle. Now the United States will be trying to engineer a rift between people and political leaders in Cuba — presumably a short term objective. Silence prevails in regard to what happens later — in the long run. However, that silence and the foregoing words together say that the ultimate U.S. goal is as before, that the Cuban revolution will go away. In gentle words, Obama casts a soft light on U.S. counter-revolutionary resolve: “Decades of U.S. isolation of Cuba have failed to accomplish our enduring objective of promoting the emergence of a democratic, prosperous, and stable Cuba.”

Fleeing the U.S. ‘Freedom Agenda’

It has long been an article of faith that despite whatever slipups it might make along the way in pursuit of its foreign policy objectives, the United States is always motivated by a sincerely held desire to promote democracy and human rights around the world, which in turn is seen as vital in ensuring global stability and prosperity.
While the roots of this principle can be traced back to the days of “Manifest Destiny” – the prevalent mid-19th century view that it was Anglo-Saxon Americans’ providential mission to expand their civilization westward across North America – and can be identified in the pronouncements of presidents including Woodrow Wilson and John F. Kennedy, it was perhaps most eagerly embraced by George W. Bush, who claimed it as his divine mission to combat tyranny around the world. He called it “the Freedom Agenda.”
In the waning days of the Bush presidency, on Jan. 12, 2009, the White House even issued a “fact sheet” attempting to secure Bush’s legacy and defend his record in “spreading freedom,” which by then had already been largely discredited thanks to the disastrous U.S. invasion and occupation of Iraq.
“President Bush has kept his pledge to strengthen democracy and promote peace around the world,” the fact sheet read. “He has promoted the spread of freedom as the great alternative to the terrorists’ ideology of hatred, because expanding liberty and democracy will help defeat extremism and protect the American people.”
Although it was never fully articulated precisely how the use of U.S. military force would “promote the spread of freedom,” the so-called Freedom Agenda had broad appeal among American neo-conservatives, arms manufacturers and others who had a vested interest in expanding U.S. power and deepening the nation’s involvement in geopolitical hotspots.
The narrative of “spreading freedom” also resonated with an American public long conditioned to believe that as the self-evident “good guys,” the U.S. could do no wrong – or, even if it did occasionally “make mistakes,” it was nevertheless guided by altruistic motives and therefore given a pass when “blunders” took place. Much of the rest of the world also may have reluctantly accepted some American boorishness as the price to be paid for all the “good” that the U.S. did in promoting democracy and providing security.
But with the world now clearly in a state of rising instability and insecurity on multiple fronts – with refugee crises, violent extremism, economic volatility and climate chaos threatening to undermine the very foundations of civilization throughout Asia, Africa, Europe and North America – it has become increasingly obvious how misguided these policies have been.
Rather than establishing liberty and democracy as the irrefutable and irresistible alternatives to hatred and extremism, U.S. military involvement in the Middle East has played a key role in creating the conditions that have given rise to vicious groups like the Islamic State, or ISIS. The ongoing wars to “spread freedom” in the region have led to a humanitarian disaster and refugee crisis, the likes of which haven’t been seen in many decades.
Intelligence Assessment
Although the link between U.S.-led wars and the rise of extremism was once primarily made by left-wing dissidents and what conservatives dismissed as the “blame-America-first crowd,” at some point during the Bush years the link became so obvious that even so-called “serious” people in the intelligence community and foreign policy establishment began publicly stating this case.
Nearly a decade ago, a National Intelligence Estimate – representing the consensus view of the 16 spy services inside the government – starkly warned that a whole new generation of Islamic radicalism was being spawned by the U.S. occupation of Iraq. According to one American intelligence official, the consensus was that “the Iraq war has made the overall terrorism problem worse.”
The assessment noted that several underlying factors were “fueling the spread of the jihadist movement,” including “entrenched grievances, such as corruption, injustice, and fear of Western domination, leading to anger, humiliation, and a sense of powerlessness,” and “pervasive anti-U.S. sentiment among most Muslims – all of which jihadists exploit.”
But rather than leading to substantive changes or reversals in U.S. policies, the strategy agreed upon in Washington seemed to be to double down on the failed policies that had given rise to radical jihadist groups such as Al-Qaeda in Iraq, which later vomited up its brutal offshoot ISIS. In fact, instead of withdrawing from Iraq, the U.S. decided to send a surge of 20,000 troops in 2007, and the combat mission dragged on well into President Barack Obama’s first term, despite being elected on a wave of antiwar sentiment in 2008.
After its failure in Iraq, the U.S. turned its attention to Libya, overthrowing the government of Muammar Gaddafi in 2011 utilizing armed militias implicated in war crimes and backed with NATO air power. Following Gaddafi’s ouster, his caches of weapons ended up being shuttled to rebels in Syria, fueling the civil war there. The U.S. also took a keen interest in destabilizing the Syrian regime and to do so began providing arms that often fell into the hands of extremists.
The CIA trained and armed so-called moderate rebel units in Syria, only to watch these groups switch sides by joining forces with Islamist brigades such as ISIS and al-Qaeda’s affiliate the Nusra Front. Others surrendered to Sunni extremist groups – with the U.S.-provided weapons presumably ending up in the arsenals of jihadists – or sometimes just quit or went missing altogether.
As the Wall Street Journal rather dryly reported last January, “All sides now agree that the U.S.’s effort to aid moderate fighters battling the Assad regime has gone badly.”
The moderates only managed to hold control over small pockets of northern Syria, while radical jihadists gained ground culminating earlier this month in the seizure of the last major oilfield under Syrian government control by ISIS.
As the Sunni extremist groups have consolidated control, the ranks of refugees have swelled, overwhelming authorities in European countries who lack any sort of cohesive policy to deal with the crisis. The numbers of refugees are growing as attacks by rebels have increased in recent months, with the United Nations now projecting that at least 850,000 people will cross the Mediterranean seeking refuge in Europe this year and next.
Although Assad continues to be blamed for the vast majority of civilian deaths in the civil war, rebel mortar attacks on Damascus and a wave of car bombings in major cities like Lattakia, Aleppo, Homs, Hassakeh and Qamishli have driven thousands from their homes, according to the UN High Commissioner on Refugees.
“Inside Syria, the last few months have been brutal,” UNHCR spokesperson Melissa Fleming told a press briefing in Geneva on Sept. 8. “Fighting has intensified in almost all governorates.”
As bad as it currently is, the situation will likely dramatically worsen if the Assad regime collapses. Already, some are predicting a dramatic upsurge in refugees fleeing the country if the Islamist groups continue their advance on Damascus.
Writing in the British Independent on Sept. 6, Patrick Cockburn noted that ISIS is currently threatening to capture a crucial road, the M5 highway, which is the last major route connecting government-held territory in Damascus to the north and west of the country. The loss of this highway “could touch off a panic and the exodus of several million refugees from government areas, in addition to the four million who have already fled,” Cockburn warns.
Stressing that the Assad government at the moment is relatively secure, Cockburn predicts that “any sign that it is weakening will convince millions of Syrians that it is time to leave the country” in a last-ditch attempt to flee the brutality of ISIS.
‘Bad, Bad Sick Joke’
Reelected by large margins last year in a partial presidential election (excluding areas of Syria not under government control), Assad is widely viewed as the protector of Syria’s Christian, Shiite and Alawite minorities, groups that will likely be among the first victims of ISIS’s mass executions should they seize control of Damascus.
But despite this reality and the already dire situation of refugees fleeing to Europe and elsewhere, Western governments are doing little to help end the Syrian civil war. In fact, true to form, while the U.S. attempts to block Russia from providing any sort of support to the Assad government, it continues to fuel the war by supporting rebel groups with training, weapons, and air support.
A $500 million Pentagon program meant to replace or supplement the CIA’s earlier training program with a view towards more comprehensively supporting “moderate” Syrian rebels is reportedly being re-examined in light of criticism that the first group of U.S.-trained Syrian fighters was handily defeated by a Syrian affiliate of al-Qaeda in late July. The Islamists apparently attacked the group and took an unspecified number hostage, with the remaining fighters fleeing and still unaccounted for.
As the Associated Press reported on Wednesday, “Pentagon press secretary Peter Cook offered no details on how the program could be revamped, but told reporters that Defense Secretary Ash Carter still believes training and equipping moderate Syrian rebels and sending them into battle against the Islamic State is the right strategy.”
Despite these reassurances, congressional hawks like Sen. John McCain (R-Ariz.) are withdrawing their support for the program just a year after Congress authorized it. “It’s a bad, bad sick joke,” said McCain of the program, while Sen. Chris Murphy (D-Conn.) called it “a bigger disaster than I could have ever imagined.”
But perhaps this just goes to show how limited U.S. policymakers’ imaginations are and how tone-deaf they remain to criticisms and words of caution. Russia, for one, has long been raising concerns over Washington’s support for the Syrian rebels, which is blamed not only for the refugee crisis destabilizing Europe but also the failure to defeat the Islamic extremists in Syria.
Russian criticisms reached a new height last month when it was announced that the U.S. would be providing air support to the rebels fighting both Assad and ISIS. Officials in Moscow warned on Aug. 3 that Obama’s decision to back allied Syrian rebels with airstrikes would unleash wider chaos and instability in Syria.
Kremlin spokesman Dmitry Peskov told reporters that Russia has “repeatedly underlined that help to the Syrian opposition, moreover financial and technical assistance, leads to further destabilization of the situation in the country.”
But now it is Washington that has gone on the offensive in the war of words between the U.S. and Russia. Following reports that Russia sent a military advance team to Syria, State Department officials objected to what they call Russia’s military “buildup” in Syria.
In a call to Russian Foreign Minister Sergei Lavrov Wednesday, U.S. Secretary of State John Kerry “reiterated our concern about these reports of Russian military activities, or buildup if you will, in Syria and made very clear our view that, if true and borne out, could lead to greater violence and even more instability in Syria,” according to State Department spokesman John Kirby.
Who’s Destabilizing Whom?
It’s a classic tactic of Washington – when it is guilty of destabilizing a country, it points the finger at another culprit to deflect attention from the mess that it has made. Yet, far from being the result of Russian meddling, the destabilization of Syria starting in 2011 can actually be traced back to 2001, when plans were hatched in the Pentagon for taking out governments in seven Middle Eastern countries.
According to former NATO Commander General Wesley Clark, shortly after 9/11 he was shown a confidential memo by a general at the Pentagon detailing plans to overthrow governments in Iraq, Syria, Lebanon, Libya, Somalia, Sudan and Iran.
Of those seven, two governments (Iraq and Libya) were subsequently overthrown, one country (Sudan) was cut in half, one (Somalia) became “the most failed state on earth” and two (Syria and Lebanon) have been destabilized. War with Iran was only narrowly averted thanks to multilateral diplomacy and perhaps a little luck.
The reality is, the four-year old civil war in Syria, fueled in large part by Washington’s training and arming of the rebels, appears to have the goal of implementing “regime change” through an armed insurgency, much in the same way as it has done in other countries, including most recently Libya.
This is Bush’s “Freedom Agenda” in action, and the four million Syrians who have already fled their homeland could rightly be considered “Freedom Agenda refugees.”
The dangers of pursuing these policies are palpable, as we see the worst refugee crisis since World War II playing out across Europe, but the worst of the ramifications may be yet to come.
Destabilizing the World
When it comes to Syria, the refugees who have already fled mostly came from opposition or contested areas that have been devastated by fighting. But most of the 17 million Syrians still in the country live in government-controlled areas, which are now increasingly threatened by ISIS. If these people find themselves more exposed to ISIS’s notorious brutality, they will likely swell the ranks of refugees beyond anything we have seen to date.
And this is only Syria. It should be kept in mind that another U.S.-fueled war in nearby Yemen – the poorest country in the Middle East – could contribute to yet another wave of refugees attempting the dangerous journey across the Mediterranean into Europe.
In a recent report, Amnesty International described the situation in Yemen as dire. “Prior to the conflict, more than half of Yemen’s population was in need of some humanitarian assistance,” according to Amnesty. “That number has now increased to more than 80 percent, while a coalition-imposed blockade on commercial imports remains in place in much of the country and the ability of international aid agencies to deliver desperately needed supplies continues to be hindered by the conflict.”
The human rights group points out that although the United States is not formally part of the Saudi-led coalition, “it is assisting the coalition air campaign by providing intelligence and aerial refueling facilities to coalition bomber jets,” as well as weapons including banned cluster munitions being used against Yemeni civilians.
Its assistance “makes the United States partly responsible for civilian casualties resulting from unlawful attacks,” says Amnesty, noting that “the countries that supplied the weapons have a responsibility to ensure that they are not used to commit violations of international law.”
In another recent report, the Stockholm International Peace Research Institute documented that the U.S. has become further entrenched as the world’s top exporter of weapons, now accounting for 31 percent of all arms sales around the world. SIPRI noted that the volume of U.S. arms exports rose by 23 percent since 2005, with the biggest increase in transfers going to the Middle East.
Besides flooding the planet with small arms and light weapons, heavy artillery, armored vehicles, and warships, the U.S. has also increased its military assistance to various countries through joint exercises and training missions.
Nick Turse reported at the Intercept on Wednesday that “from 2012 to 2014 some of America’s most elite troops — including Navy SEALs and Army Green Berets — carried out 500 Joint Combined Exchange Training missions around the world.”
Many of these missions are contributing to rising tensions everywhere from Eastern Europe to the Korean Peninsula. Taken together, they are certainly cause for concern for anyone hoping to live in a world at peace and security. Indeed, the fallout from the Freedom Agenda playing out now in Syria could be just the beginning unless U.S. policymakers take a step back and reassess their actions across the globe.
The ‘Enemy’ Within: US, NATO Want to Silence All Reporters They Dislike

The United States and its NATO allies treat information as a weapon designed to shape people’s perceptions across the globe and are ready to use any tool in their arsenals to silence those, who are critical of Washington and its friends, veteran war correspondent Don North warned.
The US calls an activity, which involves combining psychological warfare, propaganda and public relations, “strategic communications,” the journalist explained in an opinion piece titled “US/NATO Embrace Psy-ops and Info-War.”
Within this framework, reporters, who prefer to share information based on facts and not on bullet points prepared by the US State Department, are an enemy that has to be dealt with. They could be viewed as “spies” or “unprivileged belligerents” under the Pentagon’s revised “Law of War” manual.
The highly controversial document essentially equates some journalists to al-Qaeda terrorists and maintains that they “could be subject to indefinite incarceration, military tribunals and extrajudicial execution,” the journalist explained.
This trend of treating journalists as adversaries first manifested itself during the Vietnam War and has been a visible component of all America’s military campaigns ever since. It has been significantly reinforced during the Obama administration.
In the last seven years, “the concept of ‘strategic communication’ – managing the perceptions of the world’s public – has grown more and more expansive and the crackdown on the flow of information unprecedented. More than any of his predecessors, President Barack Obama has authorized harsh legal action against government ‘leakers’ who have exposed inconvenient truths about US foreign policy and intelligence practices,” North noted.
Not surprisingly, Washington’s response to foreign media outlets it dislikes involves a combination of propaganda and brutal force. Take Radio Television of Serbia during the Kosovo war or Al-Jazeera during the US invasions of Afghanistan and Iraq for instance. Both broadcasters were branded as disseminating false information and bombed: RTS headquarters were reduced to rubble in 1999 and al-Jazeera’s offices in Kabul (2001) and in Baghdad (2003) were hit by US missiles.
Given recent tensions between the United States and Russia, Washington’s latest media enemy of choice is obviously based in Moscow.
“Since RT doesn’t use the State Department’s preferred language regarding the Ukraine crisis and doesn’t show the requisite respect for the US-backed regime in Kiev, the network is denounced for its ‘propaganda,’ but this finger-pointing is really just part of the playbook for ‘information warfare,’ raising doubts about the information coming from your adversary while creating a more favorable environment for your own propaganda,” North explained.
The concept of controlling and manipulating information to achieve desired outcome transcends US borders.
“This growing fascination with ‘strategic communication’ has given rise to NATO’s new temple to information technology, called ‘The NATO Strategic Communications Center of Excellence’ or STRATCOM, located in Latvia, a former Soviet republic that is now on the front lines of the tensions with Russia,” North observed.
Despite Human Toll, US to Supply More Weapons to Saudis

Turbulence in the Middle East presents an obvious challenge for the Obama Administration, seeking to satisfy all major players in a series of convoluted games. Washington continues to supply weapons to “crucial ally” Saudi Arabia, where coalition airstrikes on Yemen kill innocent people and humanitarian aid is blocked from entry.
President Obama and Saudi King Salman met Friday in the Oval Office. The details of their chat remain undisclosed, though various sources earlier hinted arms supplies would be on the table for discussion.
Among possible candidates are Boeing’s GPS-guided Joint Direct Attack Munitions, according to Bloomberg. Approved for use in the Royal Saudi Air Force’s F-15s back in 2008, it’s likely they have been used for the bombardment of Yemen this year, which has reportedly claimed the lives of dozens of civilians. There are also numerous reports of the use of internationally banned cluster munition in the airstrikes, which began in March.
Reuters reported Wednesday a deal had nearly been reached for two frigates worth over $1 billion to the Saudis by Lockheed Martin Corp. The US recently approved a possible $5.4 billion sale of advanced Patriot missiles to Riyadh, the US Defense Security Cooperation Agency (DSCA) said in a statement in July, the same month US defense contractor Raytheon was awarded a $180 million contract to provide Saudi Arabia with guided air-to-ground missiles.
Defense buildup in Saudi Arabia, which became the world’s top arms importer this year, has considerably benefited several American weapons manufacturers. And the US relies on defense contractors to fill the void created by Pentagon budget constraints, as former US Assistant Secretary of Defense Lawrence Korb told Sputnik, adding that the Saudis have increased orders for US missile defense systems out of fear that Iran will grow stronger militarily after nuclear sanctions are lifted.
Ahead of today’s meeting with King Salman, Barack Obama announced they planned to discuss Iran, Syria, the self-proclaimed Islamic State terror group, the global economy and energy issues, among others.
“I look forward to continuing to deepen our cooperation on issues like education and clean energy and science and climate change because His Majesty is interested, obviously, ultimately in making sure that his people, particularly young people, have prosperity and opportunity into the future,” Obama said. “And we share those hopes and those dreams for those young people, and I look forward to hearing his ideas on how we can be helpful.”
No mention of any arms sales.
As western countries profit from the sales of advanced weapons systems to Riyadh — including American and British warships to maintain a blockade on humanitarian aid to Yemen — they turn a blind eye to what many call Saudi war crimes and the obvious violation of human rights under Saudi leadership at home.
“The entire affair is a blatant breach of international law, and an assault on authentic democracy and self-determination,” Canadian writer and activist Stephen Gowans noted earlier this month.
On Monday, Amnesty International accused the Saudi-led, US-backed coalition of using internationally banned weapons in Yemen in a report that also lambasted the US for supplying the coalition with intelligence and material support, and the disastrous consequences for local populations the war perpetrates.
US Freedom Act a ‘surveillance act in disguise’ – ex-MI5 agent

The US is playing games with public trust by passing different versions of the same intrusive surveillance system, a modern day Panopticon. Any alleged changes to the bulk collection program are purely cosmetic, according to ex-MI5 agent Annie Machon.
The recently passed USA Freedom Act was hailed as a stepping stone on the way to renewed public trust after the highly controversial Section 215 of the Patriot Act, which expired in May. Under the new law, the practice of bulk data collection on US citizens will be entrusted to telecom companies, and the NSA will be able to obtain the records through seeking a warrant from the FISA court.
So what does this recent decision mean with regards to the NSA’s bulk collection program, and can Americans feel more at ease about the security of their phone data with the introduction of the new Freedom Act? RT asked the former MI5 agent-turned-whistleblower for her take.
RT: Firstly, what’s your take on this? It’s an isolated court case, you could say, but does it have any big impact, do you think, on the NSA spying program.
Annie Machon: It’s business as usual for them. I’m sure they’re very happy to be told what they’re doing is legal, now. I mean, there have been a number of challenges, where different levels of courts in the US have said bulk metadata collection is legal; it’s illegal; it’s legal again. But, actually, what they’ve been doing is just business as usual under the 215 Section of the Patriot Act, which I think Congress was due to re-ratify at the beginning of June, but it became a bit gridlocked in the whole system. So, you know, they will be very happy with this result.
RT: Certainly, President Obama seems very happy. You know, the White House has hailed the ruling. But earlier in the year, we did hear Obama saying “We’re promising to reform things, too.” Do you think there’s been a significant change in attitude in the White House?
AM: I think they’ve passed the buck, basically, to the judiciary to take the hard decisions. So, now they’ve got this ruling, they don’t need to make the hard political decisions. They’ll just say, “Well, the judge just said its constitutional; that’s fine,” which is bad enough for the American citizens, within America, who will continue to be spied on extensively in the face of this nebulous and ever-changing terrorist threat. However, of course, none of this, whatsoever, had any relevance to the rest of us around the world, where the NSA could merrily go on spying on us all, to every degree they want to, because we’re not American citizens. So, it’s a bit of a back step for privacy advocates in America, but it’s no change for the rest of us.
RT: Yeah, you say no change, Annie, but you know, we’ve got the new Freedom Act to look forward to, too. You know, the one that will replace the Patriot Act. Surely, that’s a step forward, though, isn’t it?
AM: That’s one for Orwellian Newsspeak, I think. “You’re free.” No you’re not. It’s not a freedom act; it’s a surveillance act. They’re trying to recast it to make it sound good, but it’s not. And even if that’s the case in America, even if the NSA were reigned in, and they were not allowed to spy on American citizens, all they have to do is ask their buddies in the Five Eyes group, which would be Canada, New Zealand, Australia, or the UK, to do the spying for them, which would be perfectly legal under any of those countries’ oversight systems, and then just pass the information to the Americans. So, it is, as I said, very much business as usual. They will always find a way to subvert any notional political oversight within their own countries by sharing this information between themselves, and spying on everyone else’s systems. So, we are all still, very much, living under a global Panopticon.
And none of this has any real impact on protecting us from terrorism. We’ve seen this time, and time again. An NSA whistleblower, Thomas Drake, senior staff, said that, actually, there was a lot of information the NSA had in the run up to 9/11, and yet it was not communicated or acted upon appropriately, so the attack occurred. And then we see current and very recent intelligence chiefs in America saying, for example, you know, “Well it stopped all these terrorism attacks.” And they’ve been caught lying under oath to Congress about this. This bulk metadata creates a huge haystack from which no needles have, effectively, been found.

Independent Senator Bernie Sanders, who is seeking Democratic nomination for the 2016 US presidential election, says he will continue the Pentagon’s assassination drone program.
In an interview with ABC News on Sunday, Sanders said that he would limit the use of US terror drones, but said that he would not end the targeted killing campaign.
“I think we have to use drones very, very selectively and effectively. That has not always been the case,” Sanders said.
“What you can argue is that there are times and places where drone attacks have been effective,” he added.
“There are times and places where they have been absolutely counter-effective and have caused more problems than they have solved. When you kill innocent people, what the end result is that people in the region become anti-American who otherwise would not have been,” said the junior senator from Vermont.
Since 2001, the United States has been carrying out drone attacks in several countries, including Yemen, Pakistan, Afghanistan and Somalia.
The aerial attacks were initiated by former US President George W. Bush but have been escalated under President Barack Obama.
Former US drone operator Brandon Bryant, who was involved in the killing of more than 1,600 people, revealed earlier this year that aerial strikes are conducted with complete uncertainty.
Bryant, who worked for almost five years in America’s secret drone program bombing targets in Afghanistan and other countries, such as Pakistan and Iraq, said operators lacked visibility and were not sure about the identity of the people they were shooting at.
“We see silhouette, shadows of people, and we kill those shadows,” he said.
US Committed to Playing Active Role in Transnistria Dispute Negotiations

Washington is committed to be fully engaged in the talks aimed at settling the Transnistria conflict, US Secretary of State John Kerry stated in a statement on Wednesday.
“You may be sure that America will remain unwavering in its support for Moldova’s sovereignty and territorial integrity and will continue to play an active role in the 5+2 negotiations aimed at peacefully resolving the Transnistria dispute,” Kerry said.
Kerry issued his statement on the occasion of Moldova’s National Day. The secretary stressed the US support for Moldova government’s efforts to undertake reforms.
Transnistria, a region with a predominantly Russian and Ukrainian population broke away from the Soviet republic of Moldova in 1990, fearing its government could seek reintegration with neighboring Romania. The initiative triggered Moldova’s offensive on the region in 1992, after which it lost control over the Dniester River’s left bank.
The region is now striving for international recognition, while Moldova offers Transnistria autonomy within a unitary state.
The 5+2 format negotiators include Russia, Moldova, Transnistria, Ukraine, the OSCE and observers from the European Union and the United States.
Sexual Identity and American Diplomacy
State Department is hobbled by identity politics

The pending normalization of full diplomatic relations with Cuba is long overdue and it is to be hoped that the agreement to limit Iran’s nuclear program will survive a congressional onslaught next month. That is all to the good and the administration of President Barack Obama deserves full credit for persevering in spite of nearly incessant attacks from the Israeli and Cuban lobbies both in congress and the media.
But even as the dust begins to settle the New York Times is reporting on a new existential crisis: same-sex marriages in the Foreign Service explored in an article entitled “State Department Fights for Rights of Gay Envoys.” Not that the Gray Lady is opposed to same-sex marriages for diplomats, quite the contrary. Its concern is that many highly qualified diplomats are turning down assignments because some benighted countries do not recognize same-sex unions and therefore do not accept that a man plus man or woman plus woman relationship actually qualifies as a diplomatic family. Which means that some Foreign Ministries are denying visas or accreditation for same-sex spouses. Worse still, as many countries regard homosexual behavior as a criminal offense, it suggests the possibility that some categories of Embassy and Consular family members not covered by full diplomatic immunity might find themselves arrested.
The Obama Administration is predictably outraged and is reported to be frantically working on the problem with the State Department making “securing the rights of gay, lesbian, bisexual and transgender people around the world a priority” (my emphasis). But to my mind the fundamental problem is not same-sex marriage per se, which most Americans now no longer oppose, but the failure to comprehend what Embassies and Consular posts are supposed to do coupled with a characteristic inability to understand that American principles and rules, such as they are, do not have universal applicability. This is particularly true in the case of gay marriage, which impacts on sincerely held religious views and which is still a bone of contention even in the relatively tolerant United States and Western Europe.
Government at the White House level frequently does not understand how the great federal bureaucracies actually work. Contrary to the Times headline, being part of a diplomatic mission is a privilege, not a universal right, and both by law and convention the host country pretty much sets the rules on who may enter and under what conditions.
The article quotes Michael Guest, a gay former ambassador to Romania, who said “It’s increasingly a problem, as some countries have wanted to take a stand on the issue of marriage equality that isn’t really theirs to take.” He is wrong. The Vienna Convention on diplomatic relations stipulates that any country can expel or refuse to accept the presence of a foreign diplomat without providing any reasons whatsoever. Article 9 includes “The receiving State may at any time and without having to explain its decision, notify the sending State that the head of the mission or any member of the diplomatic staff of the mission is persona non grata or that any other member of the staff of the mission is not acceptable.” This is an option that the United States has exercised frequently in espionage cases as well as more recently in refusing to issue a visa to a proposed Iranian Ambassador to the United Nations in New York, for which the U.S. is the host nation.
The United States has also somewhat more questionably taken steps to restrict the travels of accredited diplomats with whom it is uncomfortable. Soviet era dips from Eastern Europe and Russia were generally required to get approval for traveling more than 25 miles outside of New York City or Washington and there have been similar restrictions on the movement of both Palestinian and Iranian representatives. So the host country is not obligated to accept anyone else’s standards and can in many respects set whatever rules it wishes within its sovereign territory.
Past U.S. determinations of who or what was acceptable were based on what were deemed to be security issues but the same sex marriage problem is something quite different. To be sure there have been homosexuals in government since the time of Pharaoh Khufu, and the United States Department of State has long had considerably more than its share with the once-upon-a-time understanding that it was best to stay in the closet. This was the rule in post-World War 2 America, both for diplomats and intelligence personnel, and it was largely justified by the danger of blackmail or the creation of diplomatic “incidents” as homosexual activity was illegal almost everywhere. When I served in the Rome Embassy in the 1970s one particularly flamboyant political officer who was almost but not quite out of the closet was generally accepted until he was observed regularly cruising at odd hours in the nearby Villa Borghese Park, leading to his being warned to cool his jets lest he come to the attention of the Carabinieri, who at that time staged regular roundups at gay gatherings to target what was then regarded as public indecency.
But one’s sexual preferences were rarely a problem in Italy back then and even less so now as homosexual relations have been legal since 1890. Civil unions that guarantee property rights, pensions or inheritance without regard to gender do not, however, exist in law, which means there are no same-sex marriages. One imagines that same-sex couples who go to diplomatic posts in Italy do so with a wink and a nod from the authorities at the Foreign Ministry, who are not likely to make an issue out of it. But Italian deliberate ambiguity about what constitutes a marriage is not the norm everywhere else. By one estimate 50% of all Foreign Service posts do not recognize or accept same-sex diplomatic or official couples.
The State Department sensibly insists that all of its employees should be free to accept assignments anywhere in the world, but not so sensibly it has appointed a Special Envoy for the Rights of Gay, Bisexual and Transgender people, both politicizing the issue and turning American diplomats into promoters of personal choices that many foreigners consider immoral as well as illegal. And Congress has predictably jumped on the band wagon with 100 Congressmen (99 Democrats and one Republican) calling on State to reciprocate by denying visas for families of diplomats from countries that discriminate against homosexuals.
In tackling the LGBT issue as a global crusade while also making it a major concern for U.S. embassies the White House and Democrats in Congress are not really doing anyone any favors. Overseas diplomatic missions exist to benefit broad American national interests, not to promote specific group agendas or to confront the host country on its laws and customs. Ambassadors traditionally enabled dialogue and established communications channels among nations while the consular services provided a mechanism to help ensure that American travelers and businessmen would be treated fairly by the local authorities. Having an embassy did not mean that Americans should not be subject to local laws, nor did it serve as a blunt instrument to demand that the foreigners be required to accept American values and customs.
But that vision of diplomacy was all before “democracy promotion,” much loved by Democratic presidents enamored of social engineering, for whom LGBT is almost certainly seen as a subset of democracy. And if past experience of government is anything to go by, this Obama initiative will probably morph into a War on Homophobia under President Hillary Clinton complete with a Czar and a substantial budget to pay for lots of first class travel to hotspots like Copenhagen to participate in conferences convened by gay rights activists.
In truth, the democracy cum human rights agenda has undeniably done a great deal of damage to the United States. It is still falsely cited as the one benefit that came out of the invasion of Iraq and is also used to justify the continued presence in Afghanistan. It led to the unfortunate intervention in Libya, fueled the drive to “do something” in Syria, overthrew an elected government in Ukraine and it is also behind much of the criticism of Russia and its president Vladimir Putin. In reality all the frenetic activity to turn the world into Peoria has produced little beyond trillions of dollars of debt, thousands of dead Americans and quite likely millions of dead foreigners.
And the focus on cultural and social issues is frequently a perversion of diplomacy. Some recent Ambassadorial appointees, to include Michael McFaul in Russia and Robert Ford in Syria, were intended to confront the domestic policies of local governments that Washington disapproved of rather than to engage with them in dialogue. Beyond that, America’s roving mischief makers to include the State Department’s Victoria Nuland and various Senators named McCain and Graham showed up regularly in troubled regions to harass the local authorities. To put it mildly, that is not what diplomacy is all about. Diplomacy is a process whereby no one wins everything while no one loses completely producing a result that everyone can live with. It is not about “We are right. Take it or leave it.”
It is indeed acceptable for a national government to urge greater tolerance as President Obama did on his recent trip to Africa but creating a bureaucracy to assert the global primacy of American values to include what constitutes a marriage benefits no one, least of all those being “protected,” as in many countries that would only serve to enable labeling the sexual dissidents as American agents. And the idea of punishing the families of diplomats from countries that see marriage differently is completely absurd as it will produce retaliation, damaging to genuine American interests and potentially threatening the security of U.S. diplomats overseas.
The entire feel good process of instructing others how to live derives from a peculiar American sense that we somehow understand important things better than anyone else and everyone should follow our lead. It is a dangerous conceit as it breeds resentment and inevitably leads to tit-for-tat responses that serve no purpose. The United States is already viewed negatively by a large part of the world. Adding fuel to the fire by complaining about others’ values while promoting marginal causes that inevitably will be controversial is not what most American citizens should expect from their government. Unfortunately it is all too often what we wind up getting.
US to deploy F-22 Raptor jets in Europe

The US Air Force said its F-22 Raptor stealth fighters will be sent to Europe to show “commitment to the security and stability” of its allies. The Air Force Secretary tied the move to the US’ “approach to Russia,” linking it to the crisis in Ukraine.
The deployment, slated to occur “very soon,” was described as part of the “European Reassurance Initiative,” Air Force Secretary Deborah Lee James said at a Pentagon briefing on Monday. She added that it was “to support combatant commander requirements” in the region.
James said Russia’s “military activity” in Ukraine continued to be of great concern to the US and its European allies, and that the deployment of the F-22s was “certainly on the strong side of the coin.” She also quoted Defense Secretary Ash Carter, who said last week, “Our approach to Russia needs to be strong and it needs to be balanced.”
James told reporters that, for operational security reasons, “we cannot share with you the exact dates or locations of this deployment.”
The F-22 stealth fighter is a fifth generation aircraft capable of dropping precision bombs on targets from up to 15 miles away.
A reporter asked if the announcement was a message the Air Force was delivering to Russian President Vladimir Putin.
General Mark Welsh said the deployment to Europe was “just a continuation of deploying the F-22s everywhere we can to train with our partners,” and that it “was primarily for a major exercise, training with our European partners.” However, he added that the deployment would put F-22s “into facilities that we would potentially use in a conflict in Europe.”
The F-22 fighter’s deployment in Europe was first floated in June, when Secretary James listed Russia as the “biggest threat on my mind” when asked about the greatest threat faced by the US Air Force by a reporter at a Paris Air Show.
In February and March, the Air Force sent two units of A-10 and F-15C jets to Europe along with about 300 airmen to spend six months flying missions across the continent, according to airforcetimes.com. The US currently has 65,000 active-duty service members stationed in Europe, with the majority made up of airmen and soldiers.
News of the deployment comes as the US military is engaged with 11 NATO member states in a month-long war game. About 5,000 soldiers are participating in simultaneous airborne operations. One of the most anticipated drills will take place on August 26, when NATO planes will drop more than 1,000 paratroopers in the Hohenfels training area in Germany.
In Moscow, a member of the Russian Duma’s defense committee, Franz Klintsevich, said the Russian military is “closely monitoring” the situation and is ready to react in the case of any aggression. He said Moscow has been taking note of NATO’s buildup up of forces, as well as all of the West’s rhetoric concerning “Russian aggression.”
Former US Secretary of State Henry Kissinger, meanwhile, told The National Interest in an interview last week that “breaking Russia has become an objective [for US officials]; the long-range purpose should be to integrate it.”
“If we treat Russia seriously as a great power, we need at an early stage to determine whether their concerns can be reconciled with our necessities,” he said.
Kissinger laid blame for sparking the Ukrainian conflict at the door of the EU, which he said had proposed a trade deal in 2013 without considering how it would alienate Moscow and divide the Ukrainian people.
