Orwellian ‘Hate Speech’ laws applied inconsistently in Canada

By Joshua Blakeney | Press TV | Apr 27, 2012

Calgary – Activists and Academics are increasingly questioning the purpose of Canada having ‘hate speech’ laws to criminalize certain forms of speech.

Critics say such laws are applied inconsistently and often serve the interests of powerful groups whilst doing nothing to prevent the tide of Islamophobia that has swept Canada since the disputed events of 9/11.

‘I can tell you that headline wasn’t in Calgary….it could be in the National Post but I can tell you that didn’t originate in Calgary’

That was the response of Rick Hanson, Chief of the Calgary police when confronted by Press TV with a hateful headline claiming that Iraqis worship the devil, printed by one of Canada’s most prominent broadsheet newspapers. The question was prompted after the police chief had given a speech in which he had affirmed his desire to use controversial anti-Hate Crime legislation to stamp out prejudice and discrimination in the city of Calgary. Canada has Hate Speech laws which criminalize certain forms of speech that are deemed to be illegitimate by the Canadian state.

Press TV was interested to discover whether or not Hate Speech laws were being applied consistently in Canada, even to powerful elites who seek to demonize Muslims. The police chief’s response was terse.

Critics say that Hate Speech laws are not applied consistently in Canada as every day we see the mainstream media stigmatizing and dehumanizing Middle Eastern people with impunity. On the other hand those anti-racists who criticize Israel’s policies of genocide and apartheid are finding their freedom of speech to do so increasingly challenged with powerful pro-Israel lobbyists seeking to conflate criticism of Israel with anti-Semitism.

Press TV got in touch with a prestigious Canadian professor and member of the Canadian Islamic Congress who had tried but failed to invoke Canada’s Hate-Speech laws to prosecute a journalist in Canada who had disseminated anti-Islamic conspiracy theories in an article published in a prominent Canadian magazine called MacCleans.

It is clear that Hate Speech laws are controversial. And when such laws are being applied inconsistently and in a politicized or ethnicized manner experts warn that they can only have a negative effect on society.

Charter Cities in Honduras: A Proposal to Expand Canadian Colonialism

Protest against charter cities proposal in Honduras. Banner reads: Model Cities: Expulsion of Garifuna People from Honduras. Photo G. Trucchi.

The Globe and Mail really outdid themselves today. With the help of a writer named Jeremy Torobin, they took their journalism to the level of the commentary they once specialized in courtesy of Christy Blatchford (who is now at the National Post).

The article in question is called “How ‘charter cities’ could lift the global economy.” Hint: replace “charter city” with “colony” and you’re 99 per cent of the way to understanding the concept.

Torobin relies on a report by the Macdonald Laurier Institute (MLI), a 16-page document filled with sweeping generalizations and assertions, backed up by 10 piddly footnotes. But don’t worry, because as Torobin deftly points out:

The authors back up their arguments with research, such as a statistic that people who move to places with better rules than in the ones they’ve left behind can earn wages which are three to seven times higher.

Whoa, wait a sec, hang on… They back their arguments up with research and a statistic!? ZOMG.

Upon closer inspection, the report isn’t peer reviewed, and a disclaimer from MLI assures readers that the authors have worked independently and are solely responsible for the content. Oh, and the authors are both involved in a “non-profit” pushing the idea of new urban colonies (ahem, charter cities) all around the world.

Doesn’t stop Torobin from presenting the conclusions in the report, which he calls “intriguing,” as fact. He writes:

Prof. Romer was in Ottawa Wednesday pushing his concept of “charter cities,” essentially locales created from scratch in the developing world where reform-minded people could migrate and be governed under a broad set of evenly applied rules that, in theory, could remake norms across the country. If it worked, the “political risk” that is the chief impediment to foreign investment in so many poor countries would be significantly reduced, paving the way for money to pour in. Also, in theory, similar charter cities would start to pop up as people see what’s gone on in the first one and want to replicate it. Eventually, entire regions could be adopting new rules and norms established in the initial charter cities, dramatically improving the quality of more and more people’s lives.

Yes, that’s right. One urban colony (charter city) at at time, entire countries could be re-made into urban oases based on rules and foreign direct investment. But wait, it gets better.

According to Paul Romer and his pal Brandon Fuller, the NYU urbanization academics and colony boosters who penned the report, Canada is especially well suited to run a new colony, ahem, charter city in Honduras. The idea has been approved by Honduras’ congress (which, it is worth remembering, came about via illegitimate elections following a coup d’etat in 2009), and is known there as a “special economic region” or RED. Back to the report:

The RCMP, perhaps in partnership with another respected policing authority such as the Carabineros de Chile, could greatly enhance security and quality of life in the RED by establishing a presence in the zone – training police officers and holding officers accountable for modern standards of service and conduct in policing.

Yea, you read that right. Sorry if you just lost your lunch. The idea here is to bring in two national police forces whose origins are in the decimation and repression of Indigenous peoples and put them to work in a new colony.

I can’t bring myself to go into more detail about this pathetically colonial initiative. It’s all there. Read the report yourself (if you have the urge to get angry and scoff at the same time).

As for the Globe’s pitiful attempt at “journalism” on this one, after following along on this colonial fairy tale Torobin takes the time to note “Cynics might dismiss the whole concept as a starry-eyed mix of idealism, paternalism, even imperialism.” True to the tradition of Blatchfordian-Canadian-colonialist journalism, he doesn’t appear to have spoken to a critic, or even played devil’s advocate for a moment to understand what could possibly be wrong with this proposal.

I think it could be argued that this initiative has more to do with controlling migration and resistance movements than anything else. Miriam Miranda, a Garifuna leader, said recently of RED that “it is difficult to get information, but it is evident that we’re faced with the maximum expression of the loss of sovereignty.”

There’s another obvious colonial connection to this, which is this idea of tierra nullius, which would be applied to set up the first of these charter cities near Trujillo, ancestral & present day territory of the Garifuna people. I visited Trujillo and wrote about Randy Jorgensen’s housing projects marketed to Canadian retirees there a few years ago.

I look forward to more critical analysis of this proposal, but I have no illusions of finding it in the mainstream media. After all, it is already clear the old media dinosaurs want us all to go extinct along with them.

A citizens guide to understanding corporate media propaganda techniques

By George Orwell | | 01.09.2010

https://i0.wp.com/www.crestock.com/uploads/blog/2008/propagandaposters/us_propaganda-21.jpg

A few decades ago, there were thousands of independent media outlets in the US. Today in America, six multinational global media mega corporations run by six individuals control 96% of the content Americans see on TV and watch at the movies; read in books, magazines and newspapers, and hear on the radio.

  • Time Warner
  • VIACOM
  • CBS
  • Walt Disney
  • News Corp
  • General Electric

Click the link below to see the details of who owns what.

Media Ownership Chart: The Big Six

These 6 corporations own the major entertainment theme parks, movie studios, television and radio broadcast networks, cable and satellite channels, video news, magazines, book publishers, sports entertainment, integrated telecommunications and the communications satellites themselves, wireless phones, video games software, electronic media, internet, record labels and the music industry, and more.

Everything you believe, more or less, is delivered to you by a monolithic six individuals running these corporations. They play golf together. They plot and scheme together. They are members of the same clubs and organizations.  These cretins see the people, the citizens… as donkeys or Muppets who will believe anything. These demi-gods decide in advance what the donkeys should believe and what attitudes they should have about everything.

Following this brief introduction is an attempt to enumerate powerful propaganda techniques being used on the American public and the world population by the corporate or so called “mainstream” (MSM) or mass media.

Having familiarized yourself with these techniques, you will be able to spot them as they are being deployed against you. The best way to counter propaganda is to understand the techniques and how they are used.

Framing [or re-framing] the debate

Debate a legitimate issue, and ostensibly have both sides represented, but instead on the continuum of opinion, have one from the middle and one from an extreme view and thus contain the debate to meet your ideological framing and goals. Alternatively, have a strong debater for one side, and a weak debater for the point of view you would like to suppress.

Framing (social sciences)

From Wikipedia:

A frame in social theory consists of a schema of interpretation — that is, a collection of anecdotes and stereotypes—that individuals rely on to understand and respond to events. In simpler terms, a person has, through their lifetime, built a series of mental emotional filters. They use these filters to make sense of the world. The choices they then make are influenced by their frame or emotional filters.
Address

Alternatively, the power of the media can re frame the entire context of a debate if desired.

Example:  a nuclear accident has occurred.

Instead of debating the effects of radiation release, float the idea using one of your “experts” or shills that radiation is good for you. Thus re frame the debate to whether or not radiation is good for you instead of how much it will take to cause cancer and disease.

Example:  re frame a debate about torture by instead of debating the legality or morality of torture, debate the effectiveness of torture techniques.

Programming the viewers attitudes

This has become a very widely used propaganda technique.  Cover a story, complete with your ideological spin, and then follow up with interviews of  “ordinary people” who support your point of view but frame it as the popular point of view or the only point of view. If you have to do 1000 interviews to pick 2, the viewer never knows. The viewer walks away with a powerful form of sub conscious attitude programming as they hear the propaganda point regurgitated by someone “just like them”. This same technique can be used on letters to the editor, emails to TV news hosts, or wherever else cherry picking of public opinion can be conducted without tipping off the viewer, reader or listener. This powerful technique which is basically fraud, if deployed for long enough with consistent messages, can change an entire culture over time.

Distraction

Instead of covering stories that matter, cover irrelevant, trivial stories about entertainers or celebrities and blow them up into grand productions so you don’t have to discuss anything that really matters, or when something happens that you don’t want to discuss but ordinarily would be forced by popular opinion to discuss, generate a distraction of your own sensational making which you discuss instead. By using the volume and coordination technique, the media monopolists can entirely obfuscate or bury important stories and issues of their choosing.

Group think

TV programs often revolve around groups of people delivering the content or opinion because people programmed not to be able to think for themselves instinctively believe groups promoting a certain opinion more than one individual. They all nod their heads in agreement with whatever propaganda is to be pushed on you, and the idea is that you also will nod your head like a brain dead zombie.

This can all be punctuated by “experts”. The group of “experts” will collectively come to the “correct” conclusions for you so you don’t have to think for yourself, even if you still can.

Guided Interpretation for the reader or viewer

In this technique, a journalist or anchorman will tell you what someone else said.

In some cases, quotes will be taken out of context, but in many cases an entirely concocted version of what was said will be passed off as the truth to an unsuspecting reader, listener or viewer.

What was actually said will not be referenced, because if the viewer or reader has access to what the actual content was, it exposes the fraud. That being the case, this technique is dangerous, because if the reader or viewer does have access to the source, the propaganda becomes apparent leaving distrust.

Fluff and ice cream cones

Everyone loves an ice cream cone. Run feel good stories about puppies and teddy bears. Regardless of what really happens or the actual state of affairs, convey the message that all is good, America is great, and things are the same as they always have been. If cities decay, just don’t shoot wide shots of those cities any more.  Always project a disneylandish, cartoonish, surreal version of reality.

Leverage what people like and what people are compassionate towards to build  trust and leave the viewer feeling happy and complacent. Most importantly, establish trust and goodwill in your enterprise. Do everything necessary to give it the appearance of legitimacy no matter how fraudulent it is.  Always.

Artificial reality

By framing the entire programming of the network, and by subtle editorializing over news stories, you can create an artificial reality, posing as the truth.

As a media mogul, you drive the programming and choose what to cover and how to cover it through your upper management, programming and editor selections. As a viewer, is is critically important to remember that every word read comes from a teleprompter, and the people who write, edit and select the copy are the ones actually delivering the content. The people who actually read the news to you are in that position because they are experts at reading propaganda and sounding convincing while doing it.

“For better or worse, my company is a reflection of my character, my thinking, my values” – Rupert Murdoch

Good looking, likable, trusted newscaster:

“here is a story about someone who did the right thing”.

According to whom? The programming director?

Ex:  xyz is a desired reality or propaganda point….

Good looking, likable, trusted newscaster says on the most widely watched news channel in America:

“I believe xyz and I think the majority of Americans are right there with me”.

Not.  This is pure propaganda in it’s most overt form.

“Never again will you be capable of ordinary human feeling. Everything will be dead inside you. Never again will you be capable of love, or friendship, or joy of living, or laughter, or curiosity, or courage, or integrity. You will be hollow. We shall squeeze you empty and then we shall fill you with ourselves” – George Orwell

Direct programming

In this method, a story is covered with the specific intent of a viewer walking away holding a desired point of view. The actual coverage of the story as compared to the truth could range from slightly true to entirely untrue. The story is merely a tool to achieve an end result.

Special interest ads posing as news stories

In this technique, a special interest advertisement will be crafted as if it is a news story and presented as such. Only the astute viewer will be able to spot the fraud.

Video news release

From Wikipedia:

A video news release (VNR) is a video segment created by a PR firm, advertising agency, marketing firm, corporation, or government agency and provided to television news stations for the purpose of informing, shaping public opinion, or to promote and publicize individuals, commercial products and services, or other interests. In this way, VNRs are video versions of press releases.

The big lie technique

Tell a lie so large that no one will question the authenticity because of the size of the lie. This is a time tested, proven propaganda technique and used by the most infamous of  media controllers and propagandists.

Big Lie

Omission

This is a simple, straightforward and effective technique. For news that doesn’t fit your agenda, or news that might cause your advertisers or special interest supporters to withhold support, for news that might not fit with the overall story line and talking points… just don’t cover the story. Alternatively, if a high profile person carries an opinion or message you would like to suppress, don’t ever invite that person as a guest. Since you and your peers didn’t cover it, it didn’t happen.

This very powerful tool combined with the volume and coordination technique gives a media mogul the ability to decide for everyone else what is and what is not important. Omission is often combined with the distraction technique.

Volume and coordination

This is the opposite of omission. The goal of this technique is to create broad awareness of a propaganda point through a media deluge. This is often punctuated by many or all of the big six joining in unison to promote or hype the same propaganda point, idea or story. In this way, even a small or trivial item can be boosted to the forefront of collective consciousness. If desired, through TV, Magazines, movies and sitcoms, any point can be focused in the forefront of the mind of the population. This technique can be used effectively for short term or more importantly for long term results. As with many techniques in this guide, this technique becomes more effective the more consolidated the media becomes.

Humanization and de-humanization or personalization and de-personalization

If you show dead bodies it generates a reaction. If you humanize a story, you generate sympathy for the victim. Alternatively if you avoid humanization or dehumanize atrocities or awful acts, you can avoid public sympathy being created. This technique is often used to report on war and decide on behalf of the viewer or reader who are the “good guys” and who are the “bad guys”. It doesn’t have to be used in wartime however. Propaganda pieces can be run to humanize bad guys or dehumanize good guys. This technique can and often does go so far as to frame a villain(s) as a victim(s) or vice versa. This is a very powerful technique which has been used with great effectiveness. Friends of the media are good. Enemies are bad. This technique alone can accomplish that goal when used by a skilled group of propagandists.

Friendly fire

Repeatedly have as guests, people who strongly support your causes, or alternatively have weak debaters appear to represent causes you don’t support. A weak debater combined with a hostile interview can decimate a legitimate topic of debate or point of view.

Historical revision

Omit unflattering feedback and generate your own positive feedback. Dead people and historical events are a prime target for historical revision in news, movies, mini series, or any other venue where a fictionalized account of the past or a past personality can be configured as truth by the network, studio or publication.

“Who controls the past controls the future. Who controls the present controls the past.” – George Orwell

Winning the viewer

Attempt to foster goodwill and viewer loyalty by covering fluff stories using likable or attractive people and personalities in a way that ordinary viewers or readers can identify with. In this way, people are more likely to swallow the dope. This extends to using disaster and tragedy for shameless self promotion, ratings boosts, and leveraging of the media empire. Ideally, the consumers of your propaganda will love you as you program them.

“The ideal set up by the Party was something huge, terrible, and glittering—a world of steel and concrete, of monstrous machines and terrifying weapons—a nation of warriors and fanatics, marching forward in perfect unity, all thinking the same thoughts and shouting the same slogans, perpetually working, fighting, triumphing, persecuting—three hundred million people all with the same face.” – George Orwell

Emphasis and repetition

Cover stories which match your agenda over and over and over… and over. People will remember repetition and will come to believe anything if it is repeated often enough.

Shills

Invite often, people with so called “credentials”, who pose as “experts”, “professors” or other lofty titles who support the network point of view as if it is the truth. Often, these so called experts will have a financial or career interest, or some other political or ideological affiliation regarding their point of view that is not disclosed. The Wikipedia entry below concentrates on “selling goods or services”. It is imperative to note that the “goods and services” could include a point of  view, or an ideology, or a political, social or religious position.

Shill

From Wikipedia:

A shill is person who is paid to help another person or organization to sell goods or services.

Gatekeepers

Employ “trusted” personalities who pretend to be on the side of exposing media or government corruption and who pretend to represent the common citizen but who is in fact, dealing sophisticated propaganda.

Gatekeeper

From Wikipedia:

A gatekeeper is defined as someone who controls access to something. It also refers to individuals who decide whether a given message will be distributed by a mass medium.
Address

Repeating a lie

George Orwell along with many infamous propagandists have said that if you repeat a lie frequently enough, people will take it to be true.

Telling the truth

If the media selectively tells the truth on points where an ideological agenda or sponsorship is not at risk, that opportunity can be used to tell the truth and gain viewer confidence. It is critically important to occasionally tell the truth in order to maintain credibility or legitimacy.

Fogging an issue

Sometimes special interest groups or sponsors will have an interest in making sure that as few people pay attention to an issue as possible, or alternatively that an issue is of little importance. A good propagandist can write a long, nonsensical article or offer a confusing video segment for the purpose of confusing the viewer or reader and obscuring any real issues through confusion or lack of interest. This technique can be used when the story is too big for the distraction or omission techniques.

Vilification and character assassination

This is an important tool that is often used to keep politicians in line by fear and intimidation of what they know has already happened to people with the “wrong” opinion. People or personalities whose opinion or positions are to be suppressed are subtly (or not so subtly) vilified and sabotaged, usually by over blowing a trivial issue relating to something people are sympathetic to. Vilification is most effective when used subtly and over a long period of time, so the audience or readership becomes slowly programmed as to who is “good” and who is “bad”.  A broad array of techniques can be used ranging from hiring investigators to “dig up dirt”, then using the volume and coordination technique. The “He Said, She Said” technique is also employed for character assassination.  Using this method, the author or newscaster can cast the backlash to someone else and say something they know isn’t true, or isn’t fair, but they want to say it anyway. As a media mogul, your enemies become the people’s enemies and your friends become the people’s friends.  You can eject a politician or shame a public personality. This is an extremely effective and important arena. See also “character assassination via the question mark” under “cooking the headlines”.

Keep only team players

If a newscaster, commentator or journalist or editor has the wrong opinion, fire them and replace them with someone who has the correct opinion. The looming threat of un-personing acts as a powerful compliance tool for field reporters and editors. During the past several years in America, there have been a lot of high profile corporate reporters, anchormen and anchorwomen who have been un-personed within 24 hours of uttering the “wrong” opinion. Media mogul pimps hastily un-person rogue reporters because it has a chilling effect on the remainder of their stable of whores.

Embedded editorial views in news stories

In Journalism, the editorial page is where opinion is supposed to be expressed, but editorial views can be subtly introduced into “news” to program the viewer or reader.

As a media consumer, look for opinions which are stated as if they are fact. Facts can be substantiated, opinions cannot.

Also, be on the lookout for subtle inaccuracies,  or  a dismissive tone. Alternatively, editorial views can be injected into news by subtly misstating a topic, often a serious one, and pretending any objecting or concerned view of the treatment of the topic is silly, unrealistic, or just not necessary. This can become related to deciding who is sane on behalf of the viewer or reader.  The more subtly these opinions and distortions can be substituted for facts, the more powerful the propaganda tool of editorialized news. This technique can be punctuated or made more potent by keeping in line with your friends in Government who echo the same views as truth.

The largest and supposedly most respected media outlets in America today routinely sell editorial views as news. Corporate media journalism in America has morphed from informing the public, into something entirely sinister. In spite of this, most Americans remain in the dark as to the fraud and advanced PR techniques being hoisted upon them.

Lies as truth

Run  a story or headline that you know isn’t true to support your point of view. In a subtler form, mistranslate or misquote to suit. Alternatively, publish or sponsor polls intended to give a desired result.

Deciding who is sane on behalf of the viewer or reader

Portray points of view you would like to suppress as extreme, crazy, dangerous or not legitimate. If necessary, call in one or more of your “experts” for emphasis.

This effect can be multiplied by ensuring that members of the audience, even though they may have all collectively come to the same opinion,  if it is not the desired opinion, you ensure that each viewer believes they are crazy and alone in holding that point of view.  This is a potent technique used to form “mainstream” opinion.

Furthermore, as one of the six media owners, you can leverage the “correct mainstream opinion” by “behavior placement” in your sitcoms, magazine articles, and on the radio. In behavior placement, one out of your stable of celebrity actors holds certain behaviors, ideas or attitudes that are either condoned or maligned by the rest of the cast. This could be an attitude, an opinion they hold regarding anything, a product they use,  ideas about religion or anything else.

Americans have become enamored with celebrities from decades of Hollywood propaganda. We have been conditioned to want to be like them. Celebrity behavior placement is a very, very powerful tool in the media owners arsenal.

Advertising as news

Run goodwill stories about advertisers, or for that matter about your parent company, as if you are covering news or human interest stories. Effectively as a media mogul you can have free stealth advertising throughout your enterprise. If you own a theme park, have your news division do a “story’ about how great the theme park is. Punctuate that by cherry picking interviews and broadcasting them in the segment so viewers can hear it from others who are “just like themselves”.

The hostile or friendly interview

Interview people whose views you support in a friendly manner. Interview people whose views you would like to suppress in a hostile manner. This technique is most effective when kept low key. A variation of this technique is to invite a guest for an “interview”, then have an aggressive personality talk over them the whole time and repeat as truth things they never said or things they said out of context.

A more advanced variation of this propaganda technique is to invite someone and label them as an “expert” or “professor” or any favorable handle for a “friendly” interview who does not well represent a cause or issue. The important distinction here is that the viewer sees a friendly interview and yet walks away unimpressed by the point of view.

Humor as a propaganda tool

Feature comedians who support your point of view, ideological or religious agenda.  As a media mogul, it’s easy to get the Muppets to laugh as you deride and attack your enemies with so called humor from your stable of “comedians”.  Use this “humor” for character assassination, vilification or to punctuate your propaganda regarding who is sane and who isn’t. If you tightly control your stable of prime time comedians,  people will only laugh at what you want them to laugh at. If a comedian in your A list isn’t with the program, then they disappear forever into obscurity.

Unflattering (or flattering) handles

Corral an entire group of people into a pigeon hole, by crafting handles that carry positive or negative connotations.

Examples:

He is a “conspiracy theorist” (negative connotation) used to tar anyone who contradicts or attempts to expose the propaganda of the party line.

He is a “goldbug” (negative connotation) used to subliminally encourage the idea that someone favorable to owning gold is a kook or single minded extremist.

A “truther” – negative connotation label applied to any person who questions the government version of 911.

A “right wing (left wing) extremist” – to portray a given point of view as extreme, whether it is or not.

Use the power of words to emphasize or de-emphasize acts or information

The crowd was “peppered” with hellfire missiles.

Trusted anchorman – “They criticize us for using enhanced interrogation techniques like waterboarding” *. MSNBC 2/22/2010

*Please note that waterboarding is currently defined in international law not as an “enhanced interrogation technique” but as torture. The United States put to death Japanese commanders accused of waterboarding. The public is not OK with torture, so you just re-define it as an “enhanced interrogation technique”, and it’s fine.

Collateral damage – when innocent people are killed in wartime, a suitable, soft term is needed. If an army accidentally inflicts collateral damage, even if that means killing scores, hundreds or thousands of innocent people, a simple two word term called “collateral damage” makes it OK.

Divide and conquer

Create simple minded divisions between groups of people to keep them distracted and arguing among themselves over mostly trivial issues. Use black and white, good and evil, and particularly the faux left and right divide. Leave no room in the middle for discussion as if all opinions and issues are binary. When events happen, don’t ever discuss actual causes. As a media owner, you have your employees discuss the event, and make up the cause in your programming department.

Using anonymous sources

Generate “news” using anonymous sources. This technique could range from mis-quoting, to outright fabrication and lying such as an anonymous source that is entirely fictional and created to generate a certain reaction or artificial reality. Anonymous sources are used heavily in the US media to lay the propaganda groundwork and to manufacture the popular consent for wars of conquest and aggression.

Using guided imagery

This is an advanced technique which is now pervasive in all PR, advertising and corporate programming as well as central banking.  The idea is a takeoff on the idea popularized by George Soros which is that “markets influence events they anticipate.” By the same token, there is an assumption that if the people are told something as if it is true, then it will in fact become true. You could call this molding public opinion. An example of this would be saying as if it is fact, “70 percent of the country is in favor of xyz”. The idea is that this repeated, will have the effect of causing the public opinion to actually be that. Another would be “we have green shoots” or “the country is out of the recession”, with the idea being that if you state this as fact, then people will have more confidence and spend and it will become true.

Using music, lighting and effects

Music and lighting effects can be powerful promoters of feelings and emotion. Both are heavily employed, and deployed against the public. For example, when promoting the party line, be sure to have the music set to create all the right feelings and emotions. Wave the flag. Set your color scheme to red, white and blue. Create emphasis by dramatic lighting or by talking loud and fast or soft and somber.

The privilege of being a media mogul means having your personal points of view represented and delivered by people who are “just like” the audience to be programmed.

Fabricated evidence

This technique is practiced by promoting as self sourced or repeating “evidence” that could range from non existent to fabricated. This could include doctored photographs to include, exclude or exaggerate information, audio recordings and video productions, as well as dossiers or written documents. Any or all of which are promoted as “the truth” though they may in fact have only some basis in truth or be entirely fabricated. It could in fact have been an entirely paid for promotion.

The preemptive strike

A journalist, anchor or interviewer  attacks at the very outset of the article or segment with the “acceptable” view of the topic, prior to the topic. This is a brute force technique and is easy to spot. It usually involves some sort of angry tirade.

Leveraging the media empire

The media empire can be used by the parent company for advertising, propaganda and goodwill. This is a very broad arena where subtle or overt techniques can be used.

As a multinational media mega corporation, you can use your music empire to promote your viewpoint or more importantly, eliminate alternative points of view. If the musicians on your record label step out of line, quietly retire them. Sign acts that for whatever reason, have a message which you personally like.

You can advertise your theme park in the name of news. You can interview people who wrote books you published, or interview people who produced movies for a subsidiary. You can promote your ideals with a consistent message throughout your subsidiaries and enterprises. You can promote or demote points of view you agree or disagree with. You can use behavior placement in the sitcoms, movies and other programming arenas to produce a consistent message of your choosing.  As media empires become ever fewer, ever larger, and ever more powerful, this tactic becomes more and more potent.

Serialization of a related chain of events and the memory hole

This technique works to reconcile incompatible truths by deconstructing all events to a serial chain, and discarding all past information unless not doing so proves particularly useful. This is what George Orwell referred to as the “memory hole”.

If you remember the past version of the truth, then often the current version of the truth is not compatible with that version of the truth; therefore there should be no memory of the past unless it is a reverse engineered version. Otherwise, incongruence is generated.  At least the news isn’t covering it. That’s the point.

You are supposed to forget the past and concentrate on what you are being told today. It’s all a serial chain of sound bites and propaganda intended and engineered to give desired current results. There are no causes and effects, only an unrelated serial chain of events.

Cooking the headlines

Headline tickers offer endless opportunities for revisionist or deceptive news and fast, efficient propaganda programming. There are more people reading the headline tickers than are following the actual stories. For example, hundreds of people in an airport may be just following the headline ticker… People receiving a news stream on the internet may be only looking at headlines. Therefore, if you can cook the headlines you effectively get “propaganda leverage”. Furthermore, people remember the headlines without necessarily following the actual story;

technique #1. – deceptive headlines designed to convey a certain message, but based on an actual event

technique #2 – false headlines ie “WMD found in Iraq”. Over 70 percent of the US population came to believe that weapons of mass destruction were found in Iraq, and the reason is that headlines were running which repeatedly made that claim, although it was entirely untrue.

technique #3 – embedding propaganda as reasons in headlines, ie “stocks soared today because… (made up propaganda reason follows)”

technique #4 – overplay some headlines and underplay other headlines to decide on behalf of the viewer or reader what is important

Repetition and trust

There are 300 million Americans in the United States and yet spanning the entire corporate media, the people invited on as regulars by the big six could fill a gymnasium. The point is that if “trusted” sources are developed and cultivated by the corporate media, people will come to believe what they say, regardless of what they say or how wrong they have been in the past.

Propagandists are held out by the corporate media to the public as “experts” who do not represent the centrist views of the majority of Americans, have been wrong about nearly everything they have ever said, and these people are never held to account. At the same time, people who have been correct or people who have views that represent mainstream America remain off the people’s radar, never or rarely invited as guests except maybe for a hostile interview.

In sum total this technique can be used to generate a heavy handed dose of artificial reality.

Subliminal messages

Anything you say while wearing an American Flag lapel pin is patriotic.

The topic of subliminal messages could probably justify a post in itself. In short, at the subliminal level, advertisers and the media like to link things together. In general, they want to link positive things, things you want to be, things you see yourself as, things you support, things you desire or desire to be, to themselves, to the dope they are pushing, or to their advertisers. Music, lighting or sounds can be employed to create subliminal hypnotic effects. Behavior placement can be used for subliminal effects. If they are doing their job well, you will never even be aware it’s happening.

Re-framing the question

By re-framing the question or subtly altering the question, or even by the possible answers offered to the question, a media enterprise can move the discussion to a different realm or even change the answer. This technique is often used for poll results to be used as propaganda. It can also be used to alter the subject of a debate.

Engineered reality

Using this brute force technique, camera angles, staged events and engineered real time and post production effects can be added to a video feed to dramatically alter the viewers perception. With the correct camera angle, a small crowd can be made to seem large or vice versa.

If your media company would like to minimize or maximize a protest to suit your ideological agenda, it can be covered using a camera angle minimizing or maximizing the crowd, along with a suitable dialogue which confirms the selected camera angle and desired viewer take away. This can be followed up using other techniques such as cherry picked interviews with participants to deliver whatever message is desired.

Using a laugh track you can program the viewers in terms of what is perceived to be funny. Other audio effects can also be added. Real time audio and video production techniques can augment or add elements to a video feed that weren’t present in the un-doctored feed.

Investigative journalism (or lack thereof) as a weapon or a tool

Using the guise of investigative journalism, corporate media can either bag a victim or let a friend off the hook. This can be used on politicians, people in the public spotlight, or anyone whose views are to be suppressed or promoted.

Of all the controversy surrounding 9/11, one of the most mysterious aspects is that there were very unusual large option bets placed prior to the incident which paid hundreds of millions, if not billions to the account holders who placed those bets. By law, every account holder who places a trade on a US exchange is known and can be easily traced by any federal law enforcement or regulatory body. To date, almost ten years after the event, these profiteers were never identified and there was never any effort by the corporate media using investigative journalism to force the disclosure to the American people, when there easily could have been. This is a glaring example of a lack of investigative journalism being used as a tool and corporate media complicity in nefarious, treasonous deeds.

“People shouldn’t expect the mass media to do investigative stories. That job belongs to the ‘fringe’ media.” – Ted Koppel – (American broadcast journalist, best known as the anchor for Nightline) 2770 Google References

Leading the viewer or reader

This is a powerful, simple technique which is used pervasively to introduce editorial content into news. This works by leading the viewer or reader in a subtle way to a pre-defined conclusion, or to make the subject look awkward for disagreeing with propaganda pre-established by the host.

From the newscaster to the interviewee:

Don’t you think that (thing to be agreed with follows).

Wouldn’t you agree with (high profile “expert” who has never been correct about anything and returns every week to spew propaganda) that (xyz propaganda point).

I know I (propaganda point), what about you?

Most Americans believe (propaganda point) what is your opinion?

Fewer and fewer people (propaganda point).

Everyone wants (propaganda point).

The best case is (propaganda point).

Planting seeds of doubt

Character assassination via the question mark. This is a very powerful technique which can be used for character assassination while avoiding lawsuits. The way it is done is to pose outrageous and libelous character assassination as a question, and thus plant seeds of doubt in the mind of the viewer or reader. This is best illustrated by example:

Ron Paul: Terrorist?

Token Equal Time

The goal of this technique is to create an appearance of fairness. It consists of an article or video segment written or broadcast with entirely one point of view, then at the end a meager statement from the opposing view is mentioned, then immediately refuted. In this way the reader absorbs the intended point of view while at the same time believing the topic has had fair treatment.

The “May Have” Technique

The words “may have” provide endless opportunities for programming a zombie audience.  This is a form of character assassination and similar to character assassination via the question mark.

“Iran may have committed a cyber-attack on the BBC”

“AP: Iran may be cleaning up nuclear traces at military site”

“BBC News – Iran ‘may boost nuclear programme’, diplomat warns”

The double-talk “may have’s” convey the LIES (but with plausible deniability):As a viewer or listener, you should be acutely aware of the use of the words “may have”  by the media propagandists.

Sex sells news

Pasty faced bimbos with silicone cleavage, bubbly personalities and enough botox to immobilize cattle… as fake as the half baked teleprompter propaganda they’re serving up to a nation of  300 million Muppets.

It doesn’t really matter what they say, and no one really cares… because the men aren’t listening.  This is why programs which cater to a male audience like financial news channels are stacked with stacked bimbos who couldn’t tell a debenture from a derivative.  Why else would anyone listen to a casino operator pimping their casino day in and day out?  Men will go so far as to watch with the sound muted. It’s a cheap trick to gain viewers who otherwise would be disinterested in the endless, incessant propaganda pitch.

Enough said.

In total, when these potent techniques are used synergistically, the entire fabric of a society can be guided, shaped and molded. Your only defenses are awareness and even better, turning it off.

MSNBC: Evidence of Multiple Shooters, Night Raid in Sgt. Bales Case

By Ralph Lopez – War is a Crime – April 23, 2012

The first story was shaky from the start, that Sgt. Robert Bales “sneaked” off a combat outpost into hostile, landmined territory in the middle of the night, walked north a little over a half mile to a village, engaged in bloody murder, then walked back that half mile, past the base, and another mile south, killed more people, then turned himself in at the gate, all within an hour.  Sharp-eyed bloggers did the math and recalled from other reports that Bales has part of a foot missing from a wound in Iraq, making the feat all the more remarkable.

Among the dead were a number of children, including a two-year-old.

Two weeks later the Pentagon’s story changed, and Bales had managed to sneak off the base twice over a longer timeline:

“Staff Sgt. Robert Bales, who is suspected in the shooting deaths this month of 17 Afghans, sneaked off his remote outpost twice during his alleged 90-minute rampage in two Afghan villages, two senior U.S. officials told CNN on Monday.

The officials said that, after the March 11 shootings in one village in Kandahar province, Bales sneaked back onto his base. They said Bales was seen at that point by fellow troops.

One official said investigators believe Bales told other soldiers he had just killed military-aged Afghan men. The officials said they did not know whether those troops told anyone else.

Then Bales sneaked out again and headed to the second village; he was apprehended by a search party as he attempted to re-enter the combat outpost the second time, the officials said.

Before this account, an Afghan guard was believed to have been the sole person who saw Bales that night. The guard alerted U.S. troops on base.”

The UK Guardian noted around the same time:

“Members of the Afghan delegation investigating the killings said one Afghan guard working from midnight to 2am saw a US soldier return to the base around 1.30am. Another Afghan soldier who replaced the first and worked until 4am said he saw a US soldier leaving the base at 2.30am. It’s unknown whether the Afghan guards saw the same US soldier. If the gunman acted alone, information from the Afghan guards would suggest that he returned to base in between the shooting sprees.”

Never mind that this leaves open the question of whether security at a “hot” outpost is routinely left, in this era of attacks coming from inside the wire, to purely indigenous guard, while US troops sleep.  Ho Chi Minh would have dreamed of this situation.  CNN reported that a US official told them that Bales had returned to the base “unnoticed.”

“One U.S. official with knowledge of the investigation said an Afghan guard allegedly spotted Bales leaving his outpost around 1 a.m. It is not clear why Bales’ superiors weren’t alerted, and the official said Bales was not noticed when he allegedly returned to the compound an hour later.”

The NY Times report quoting one Afghan General Hameed seemed aimed at putting a bit of spin on how Bales could have sashayed on and off the base so easily, saying:

“In recent interviews, American and Afghan officials said that the outpost in the rural Panjwai district was guarded by Afghan soldiers that night, as it probably was on most nights, because there were relatively few American soldiers based there, possibly only a platoon. Platoons typically have between 25 and 40 soldiers. –“Details Offered on How Suspect Could Have Left Afghan Base”“

So let me get this straight.  A base in one of the most hostile parts of a war zone is under indigenous guard at night because, out of 25 – 40 tough US soldiers, they all need to be get their beauty sleep?  This isn’t the 21st Century Army.  This is “F Troop.”  If the Pentagon really wants to fool people, they should learn when to shut up.

Jefferson Morley of Salon.com was the first reliable American outlet to report President Karzai’s, and the members of an Afghan Parliament investigative team’s, insistence that there was more than one shooter:

“A group of Afghan parliamentary investigators has concluded that Bales was part of a group of 15-20 soldiers. As Outlook Afghanistan reported Monday, “The team spent two days in the province, interviewing the bereaved families, tribal elders, survivors and collecting evidences at the site in Panjwai district.” One of the parliamentarians told Pajhwok Afghan News that investigators believed 15 to 20 American soldiers carried out the killings.”

The Gulf Times reported the Afghan investigative team’s findings immediately after the shootings, as did other outlets of the regional press:

“After our investigations, we came to know that the killings were not carried out by one single soldier. More than a dozen soldiers went, killed the villagers and then burnt the bodies,” lawmaker Naheem Lalai Hameedzai claimed…..

“All the villagers that we talked to said there were 15 to 20 men (who) had conducted a night raid operation in several areas in the village,” said Hameedzai.”

Disputing this is the governor of the province and the local police chief.  The provincial governor who upholds the one gunman scenario says:

“It is time for Afghanistan to calm down and not let the insurgents take advantage of this case. They want foreign troops to leave such areas like this so they can hold those areas. We should be aware of their intentions and try to help the government, not the insurgents.”

The governor does not say where in “try to help the government” the truth figures in.

Interestingly, the initial Reuters report on the scene immediately after the killings made numerous references to multiple shooters, in addition to reporting that one staff sergeant was in custody, and that US officials were  insisting on one shooter

“Neighbors and relatives of the dead said they had seen a group of U.S. soldiers arrive at their village in Kandahar’s Panjwayi district at about 2 a.m., enter homes and open fire.

An Afghan man who said his children were killed in the shooting spree accused soldiers of later burning the bodies.
…
“They (Americans) poured chemicals over their dead bodies and burned them,” Samad told Reuters at the scene.

Neighbors said they had awoken to crackling gunfire from American soldiers, who they described as laughing and drunk.

“They were all drunk and shooting all over the place,” said neighbor Agha Lala, who visited one of the homes where killings took place.””

Now the first western reporter to gain access to child witnesses in the shooting, which she says the military tried to block, gives accounts of many men with “flashlights” on the ends of their rifles and on their helmets.  As carried by MSNBC:

“”the children told Hakim [Yalda Hakim, a journalist for SBS Dateline in Australia] that other Americans were present during the rampage, holding flashlights in the yard.

Noorbinak, 8, told Hakim that the shooter first shot her father’s dog. Then, Noorbinak said in the video, he shot her father in the foot and dragged her mother by the hair. When her father started screaming, he shot her father, the child says. Then he turned the gun on Noorbinak and shot her in the leg.

“One man entered the room and the others were standing in the yard, holding lights,” Noorbinak said in the video.

A brother of one victim told Hakim that his brother’s children mentioned more than one soldier wearing a headlamp. They also had lights at the end of their guns, he said.

“They don’t know whether there were 15 or 20, however many there were,” he said in the video.

Army officials have repeatedly denied that others were involved in the massacre, emphasizing that Bales acted alone.”

The interesting thing here is that Afghan children don’t have videogames.  They don’t have TV.  In most parts of the country they don’t even have electricity.  So night-raid equipment like weapons lights are not likely to arise from their imaginations.

From SureFire catalog “Weapon Lights”, Standard night-raid equipment for US forces

VIDEO: The SureFire Story

Hakim told MSNBC that the reason American investigators gave for trying to prevent her from interviewing the children was that her questions could “traumatize them.”

Stop the presses.  In this war of nightly drone attacks on compounds known to have children present, in which hundreds if not thousands of children have been killed, and killed in night raids on such compounds, the interviews might “traumatize” them.  I am rarely at a loss for words.  This is one of those times.

One story floated about a week after the killings puts down the sighting of more than one soldier to possible confusion with the search party looking for Bales.

UK Guardian:

“It is unclear whether the soldiers the villagers saw were part of a search party that left the base to look for Bales, who was reported missing.”

But numerous reports make clear that the search party never left the area of the base.

CNN:

“About 3:30 a.m., the official said, a surveillance camera spotted Bales returning to the base, and the search team found him just outside the compound.”

The NY Times, quoting Afghan Gen. Abdul Hameed, the corps commander for the Afghan National Army in Kandahar, reported:

“When American commanders became aware that a soldier was missing, they first checked sleeping quarters, toilets and the kitchen area before organizing a patrol to look outside the compound, General Hameed said. But before the patrol left, a high-powered infrared camera on a small blimp spotted Sergeant Bales nearby.”

Salon.com’s Morley reports an “unnamed senior U.S. official’ telling the New York Times: “When it all comes out, it will be a combination of stress, alcohol and domestic issues,” leaving aside the question of how the senior official already knows how it will all “come out.”

Morley writes:

“The passing admission that two other soldiers face disciplinary action for drinking with Bales on the night of the massacre might cast doubt on the notion that no one else knew what Bales was going to do. Army spokeswoman Lt. Col Amy Hannah said in telephone interview that she could not confirm the Times’ account. “I am not aware of any releases of information” about other soldiers facing disciplinary action, Hannah said. If the U.S. official’s remarks to the Times were accurate, then the Army is refraining from disclosing how many soldiers are under investigation.

Then there is conflicting eyewitness testimony. In this CNN video, one man describes the actions of a group in carrying out the killings. “They took him my uncle out of the room and shot him,” he says. “They came to this room and martyred all the children.” But one boy seen on the tape says there was only a single gunman. Still other witnesses pointed out a place outside the home, where they said they found footprints of more than one U.S. soldier.

Journalists seeking to clarify the question have been thwarted. In Afghanistan, Pajhaowk Afghan News reports that Lewis Boone, the public affairs director for coalition forces, declined to answer questions about the massacre, saying that a joint Afghan-ISAF team was investigating the killings. As the Seattle Times noted yesterday, the Army has been struggling “to regulate information on the Afghanistan suspect.”

The laugh for the day in Morley’s report comes when Ryan Evans, who worked with ISAF in Afghanistan and is now a research fellow at the Center for National Policy in Washington, said he thought “a cover up is very unlikely.”  Now why would anyone think that, after Lt. Col. Daniel Davis just told us in a major report on Afghanistan that:

“We seem significantly challenged to tell the truth in almost any situation.”

And in a fascinating McClatchy report, Karzai’s lead investigator seems to differ with the president’s conclusion of more than one shooter, but then apparently contradicts himself.

KABUL, Afghanistan — The chief Afghan investigator in last month’s slayings of 17 civilians says there’s strong evidence that only one killer was involved, a view that puts him at odds with Afghanistan’s president, Hamid Karzai.
….
Afghan army chief Gen. Sher Mohammad Karimi, whom Karzai sent to Kandahar to investigate the massacre, told McClatchy that two survivors he interviewed offered credible accounts that the killings were the act of a lone person.

“They told me the same thing,” Karimi said. “They both said there was (only) one individual who came to their house.”
….
At a meeting at the presidential palace with relatives of the victims days after the massacre, Karzai openly questioned the U.S. account of a lone gunman. The president pointed to one relative and said: “In his family, in four rooms people were killed — children and women were killed — and then they were all brought together in one room and then set on fire. That, one man cannot do.”

Karimi said he returned to Kabul to deliver his interim report but the villagers had spoken to Karzai before he did.

“And everybody said (to the president), ‘Sir, it was not one person. … How can one guy shoot people in four rooms, kill them, then lift them, bring them to one room and set them on fire?'”

Underscoring how the incident has become a political football, Karimi himself appeared to parrot Karzai’s line in an interview with an Australian television program broadcast last week, in which he said, “I’m guessing — assumption — that (the killer was) helped by somebody. One person or two persons.”

There are a couple of possibilities here.  Karimi could be honestly saying, interpreted by McClatchy as a contradiction, that two survivors said “there was (only) one individual who came to their house.”  This would not rule out other men going to other houses or taking positions outside, and McClatchy could be wrong in its interpretation.  Or, as McClatchy suggests, Harimi could be trying to play both sides of the fence.  However, the rest of Harimi’s witness to the Australian reporter is clear, and MSNBC views it differently than McClatchy:

“Gen. Karimi, assigned by Afghan President Hamid Karzai to investigate the murders, told Hakim that he, too, wonders whether Bales acted alone and how he could left the base without notice.

“Village elders said several soldiers took part and that there is boot prints in the area,” Karimi told Hakim. He said villagers told him that they saw three or four individuals kneeling and that helicopters were overhead during the rampage.

“To search for him?” Karimi said he asked them.

“No,” he said they told him. “They were there from the very beginning.””

Other soldiers who have been stationed at the same base paint a different picture of how hard it would be to sneak off the base.  The NY Times tells us:

“A Green Beret who has spent time in Panjwai in the past year said the combat outpost would have been relatively small, protected by dirt-filled containers known as Hesco barriers, with guard towers and perhaps a blimp with a high-powered camera capable of capturing images more than a mile away. It would have been difficult, but not impossible, for Sergeant Bales to slip away at night unnoticed, as the Army says he did.”

Okay.  Not impossible.  But now it’s twice.

As if this brew needs anymore spice, Bales’ attorney claims the government is withholding evidence:

“UPDATE: The attorney representing the American soldier accused of slaughtering 17 Afghan civilians accused the U.S. government on Friday of withholding evidence that would be crucial to his defense.

Speaking to the Associated Press, lawyer John Henry Browne detailed what he said were numerous examples of the government going out of their way to “hide evidence,” including denying his team access to video allegedly taken from a surveillance blimp showing Staff Sgt. Robert Bales on the night of the killings.”

Perhaps most damning of all, one might ask, isn’t this a simple matter of interviewing the many wounded witnesses?  After all, we know beyond doubt that they saw what happened first hand.  But Bales’ attorney Brown issued the following statement at the end of March:

“We are facing an almost complete information blackout from the government, which is having a devastating effect on our ability to investigate the charges preferred against our client,” the defense team statement said.

“When we tried to interview the injured civilians being treated at Kandahar Hospital we were denied access and told to coordinate with the prosecution team. The next day the prosecution team interviewed the civilian injured. We found out shortly after the prosecution interviews of the injured civilians that the civilians were all released from the hospital and there was no contact information for them,” the statement said.”

The LA Times reports attorney Browne saying:

“People on our staff in Afghanistan went to the hospital where there supposedly were eyewitnesses to this … and we were told by the prosecutors to come back the next day, which is fine. We went back the next day, and they’d all been released from the hospital and they’d all been scattered throughout Afghanistan. That was a violation of the trust we had in the prosecutors,”…

“We’ve been misled greatly…. They were promised to be there, and they were not,” he said, adding that there isn’t much hope of finding the witnesses now. “People just disappear into the Afghan countryside.”

Finally the Global Post, a project of long-time Boston Globe journalist Charles Sennott, turns in a report which seems to attempt to discount the value of Afghan witness testimony, but in the end relates detail from a witness which corroborates the behavior of soldiers intent on committing war crimes:

“Baran’s brother was killed in the shooting spree, but he didn’t see the shooting happen. Baran said he told Karzai what his sister-in-law, who was at the scene, had told him.

When GlobalPost asked Baran to speak directly with his sister-in-law, he initially refused.

“You don’t need to talk her,” Baran said. “I did, and I can tell you the story.”

Eventually Baran relented, allowing GlobalPost to interview her by phone.

Massouma, who lives in the neighboring village of Najiban, where 12 people were killed, said she heard helicopters fly overhead as a uniformed soldier entered her home. She said he flashed a “big, white light,” and yelled, “Taliban! Taliban! Taliban!”

Massouma said the soldier shouted “walkie-talkie, walkie-talkie.” The rules of engagement in hostile areas in Afghanistan permit US soldiers to shoot Afghans holding walkie-talkies because they could be Taliban spotters.

“He had a radio antenna on his shoulder. He had a walkie-talkie himself, and he was speaking into it,” she said.”

BBC says villagers say they heard helicopters in the night,  explained by “correspondents” in the same report by the fact that helicopters are heard often in that part of the country.  However helicopters in support of an operation would be distinctly closer and louder than those passing by at altitude.

“A woman in one of the targeted villages told the BBC she first heard helicopters at 02:00 and then gunfire. Others said helicopters and gunfire could be heard from midnight….Some villagers say that helicopters were flying overhead as the killings took place. Many locals appear to believe that they were in fact supporting the operation rather than trying to stop the gunman.

But correspondents say helicopters are frequently heard overhead in parts of the country.”

Reports of Bales’ testimony and behavior seem an intriguing mix of admissions to guilt and confusion.  Reuters:

“Army Staff Sgt. Robert Bales initially asserted that he had shot several Afghan men outside a U.S. combat outpost in southern Afghanistan on March 11 and did not mention that a dozen women and children were among the dead, according to a senior U.S. official briefed on the case.

“He indicated to his buddies that he had taken out some military-aged males,” the senior official said. Soldiers normally use that term to denote insurgents.

But Bales’ story soon broke down when commanders on the base learned details of the pre-dawn shooting spree in which 16 Afghan civilians were killed in their homes. At that point, the 38-year-old Army veteran was taken into custody. He refused to talk further and soon asked for a lawyer, two officials said.”

Bales’ wife has stood steadfastly by her husband, saying that whatever he had done, he loved children and could never harm them.

In 2007 after a battle in Iraq, Bales told the Fort Lewis Northwest Guardian:

“I’ve never been more proud to be a part of this unit … for the simple fact that we discriminated between the bad guys and the noncombatants,” he told the  after a battle in Iraq in 2007. “Afterward we ended up helping the people that three or four hours before were trying to kill us.”

The Christian Science Monitor reports words from Bales which are startlingly contrary to the charges:

“The charges run contrary to Bales’ own words in the 2007 interview with his local newspaper as well, when he expressed disdain for any insurgent would could put “his family in harm’s way like that,” he said. “I think that’s the real difference between being an American as opposed to being a bad guy.””

Publicintellligence.net notes the irony of the current lack of evidence against Bales when forensics against insurgents in Afghanistan are highly developed:

“A presentation from the U.S. Army’s Office of the Provost Marshal General indicates that as of August 2011 there were three Joint Expeditionary Forensics Facilities (JEFFs) throughout Afghanistan including one in Kandahar, the same province where Staff Sgt. Bales reportedly committed the massacre.  These forensics facilities are capable of DNA analysis, latent print identification, photographic forensics, as well as chemical and ballistic analysis.
——-
… it remains to be seen whether the U.S. military will present the same level of forensic evidence that it routinely collects and analyzes when attempting to prosecute suspected insurgents.”

The families of the dead have been paid $50,000 for each victim, an extraordinary sum for most Afghans who often take work, when it is available, which pays one dollar a day.  The country is the fifth poorest in the world and suffers a 60% rate of child malnutrition, according to Save the Children.  Typical victim compensation in cases of civilian deaths is on the order of $2,000.

Evidence in British court contradicts CIA drone claims

By Chris Woods | The Bureau of Investigative Journalism | April 24th, 2012

A major case in the British High Court has revealed fresh evidence of civilian deaths during a notorious CIA drone strike in Pakistan last year.

Sworn witness testimonies reveal in graphic detail how the village of Datta Khel burned for hours after the attack. Many of the dozens killed had to be buried in pieces.

Legal proceedings were begun in London recently against British Foreign Secretary William Hague, over possible British complicity in CIA drone strikes.

Britain’s GCHQ – its secret monitoring and surveillance agency – is reported to have provided ‘locational evidence’ to US authorities for use in drone strikes, a move which is reportedly illegal in the United Kingdom.

Sworn affidavits

The High Court case focuses in particular on a CIA drone strike in March 2011 which killed up to 53 people.

Sworn affidavits presented in court and seen by the Bureau offer extensive new details of a strike the CIA still apparently claims ‘killed no non-combatants’.

Ahmed Jan (pictured) is a tribal elder in North Waziristan. On March 17 2011 he was attending a gathering with other village elders, to discuss a mining dispute.

‘We were in the middle of our discussion when the missile hit and I was thrown about 24 feet from where I was sitting. I was knocked unconscious and when I awoke I saw many individuals who were dead or injured,’ he says in his affidavit.

Most of those who died in Datta Khel village that day were civilians. The Bureau has so far identified by name 24 of those killed, whilst Associated Press recently reported that it has the names of 42 civilians who died that day.

Pakistan’s president, prime minister and army chief all condemned the Datta Khel attack. A recent Bureau investigation with the Sunday Times quoted Brigadier Abdullah Dogar, who commanded Pakistani military forces in the area at the time.

We in the Pakistan military knew about the meeting, we’d got the request ten days earlier. It was held in broad daylight, people were sitting out in Nomada bus depot when the missile strikes came. Maybe there were one or two Taliban at that Jirga – they have their people attending – but does that justify a drone strike which kills 42 mostly innocent people?

Yet the US intelligence community has consistently denied that any civilians died.

Last year an anonymous US official told the New York Times: ‘The fact is that a large group of heavily armed men, some of whom were clearly connected to al Qaeda and all of whom acted in a manner consistent with AQ [Al Qaeda] -linked militants, were killed.’

The sworn affidavits seen by the Bureau offer a very different perspective. Imran Khan’s father Ismail was another of the elders who died that day. Imran says of his father: ‘He always did the right thing for the community and the tribe. He opposed terrorism and militancy and was not himself in any way connected to these things.’

Khalil Khan’s late father Hajji Babat was a local policeman who was ‘not an enemy of the United States of America or any other country.’ His son describes in his affidavit how he rushed back to his village to find his father dead, the bus station and surrounding buildings still burning six hours after the drone strike.

And Fateh Khan, who once worked for British Telecom, lost his 25-year old nephew Din Mohammed in the CIA attack. He reports that his nephew’s body had to be buried in pieces, and that ‘he left behind four children, all of whom now live in my house. His eldest child is currently only five years old.’

‘Absolute lie’

The most senior tribal elder to die that day was Daud Khan. Initially he was claimed to have been a senior Taliban figure. His son Noor told the Bureau that this was ‘an absolute lie’.

‘My father was not a militant but an elder who was working day and night for his people. There have been many children who have been killed in drone strikes. I ask the US if they think those children were militants and combatants and dangerous enough to be killed in such a manner?’

The CIA declined to comment when asked whether it still believed it had killed no ‘non-combatants’ in Pakistan since May 2010, or that no civilians died in Datta Khel last year.

In London, legal campaigners are seeking a judicial review in the High Court – a process by which senior judges can question and even overturn any government policy on aiding US drone strikes.

The case is being brought by legal charity Reprieve, and by the Islamabad-based lawyer Shahzad Akbar and the Foundation for Fundamental Rights, which focuses on civilian victims of CIA drone strikes in Pakistan.

The British government is understood to have firmly challenged the grounds of the case on a number of fronts.

Hebron Home Caged Due To Settlements

By Hamza Al-Hattab – WAFA News – April 23, 2012

Steel bars surround the home, not only sliding down the windows, but all over the place, covering it from every side and corner, covering its doors, covering its external yard and topping its walls, making it look like a box, at first you might think it is a big cage for birds, and maybe some animals, but if you look closer, you will find 15 members of Abu Aisha family living there, in their home, that was transformed into a prison due to illegal settlement activities, and extremist, fundamentalist Israeli settlers.

Still From WAFA Video
Still From WAFA Video

The home of Mohammad Hamed Abu Asiha, is there, and has always been there, but now, it is surrounded by illegal Israeli settlements in the heart of the Old City of Hebron, surrounded by Beit Hadassah settlement, Beit Romano and above that by an Israeli military base, wall-to-wall with their home.

Heading home or leaving it requires a permit, a permit from an army that occupies the city, an army that is not there to protect, but to oppress you.

The owner, Hajj Abu Aisha, said that he has owned the land for fifty years, but now, he is imprisoned in his own home.

“I own this land, I built my home on my own land, I live there, and I also rent part of the building out, but in 1984, Israel constructed the illegal Ramat Yishai settlement, and that was when the first of the ongoing attacks against us, started, “Abu Aisha said, “They want us to leave, not only our property, they want us out of the whole area, this is exactly what happened with the family of Zackariah Al-Bakry, when the settlers took his two-story home, and expanded their illegal colony”.

The seventyish old man is there, and will remain there, Israel’s violations, attacks and arbitrary searches are still part of his life, but he turned his home into a “heaven on earth”, simply because it is his home, because, unlike those invaders, he is the owner of his property, while they are the occupiers.

Hajj Abu Aisha has many stories to tell, one of them happened when he was watering and tending to his small garden, a few olive trees, and a number of different plants; the settlers asked him to sell them his home, and his land, and he rejected their “offer”.

He told them he is willing to pay them so that they leave the illegal outpost. When the settlers realized how determined and steadfast he is, they stepped-up the series of endless attacks.

“Every member of my family has been harassed, verbally abused, and physically attacked by them”, the Hajj said, “Children, adults, women… you name it, all of them have been attacked and beaten by the settlers, they even have been hospitalized due to these attacks”.

The attacks have different types, ranging from beating, hurling stones, eggs and trash, to spraying them with waste-water, and ongoing death threats. The family cannot even open its windows, cannot communicate with Palestinian neighbors; their home became their prison.

Reema Abu Asiha said that nobody is able to visit them, her parents, brothers, sisters, relatives, nobody is allowed to visit them; nobody can.

“When my sons and daughters got married, nobody was allowed to come, we had to move the wedding reception to the houses of their uncles”, Reema added, “Even when we need to fix our home, we have to apply for a special permit from the military, yet, we are not allowed to bring construction materials in”.

She continues, with tears flowing down her cheeks; her eyes glossing and her lips moving in pain, “I lost two fetuses in the past, one in 1988, when the ambulance could not enter the area, and I had to walk to hospital while in labor.

A year later I became pregnant again, twins this time, we filed all needed documents, coordinated with the Red Cross one month before my due date, yet, when I was in labor, my husband called the ambulance, but due to Israeli restrictions it took them more than two and a half hours to arrive, by then, my twins were dead”.

The father complained that officials and journalists do not pay attention to their hardships, their misery and suffering.

“Last time we saw any official was in 2007, when the governor of Hebron, Areef Al-Ja’bary visited us”, he said, “The Press does not pay attention to us, even local Palestinian press agencies do not visit us, nobody cares about what is happening to us, nobody helps us”.

The Israeli Information Center for Human Rights in the occupied territory, B’Tselem, and the youth coalition against settlement, equipped the property with surveillance equipment to document the Israeli violations.

The family filed dozens of complaints, provided the Israeli police with videos and pictures of these attacks, but to no avail.

Hajj Abu Aisha said that every time he and his family were attacked, they filed complaints to the Israeli Police, adding that he keeps count for these attacks, and complaints, but nothing happened; the violations, or at least some of them were exposed, but the Police did nothing. B’Tselem even published the pictures and videos on their webpage exposing these violations, but the Police would not do a thing about it.

But the videos managed to expose these violations, and even led to the release of Abu Aisha and some members of his family when they were arrested by the army and the police; the settlers have their own claims and their own share of fabrications, but the camera reflected the truth, what really happened, and exposed the lies of the settlers.

In one instance the Israeli Authorities even apologized to the family after a settler woman, the wife of extremist settler, Shalom A L Cobi, attacked the children of the family, cursed at them and terrified them, the video reached international media, and Abu Asiha said that “what was shown on TV stations, is only a small part of the real nature of the attacks”.

“What we’ve seen on TV is just a very small part, a small report on the bigger picture”, Abu Aisha said, “The violations we face are constant, we live through these attacks, day by day”.

In 2002, settler Shalom A L Cobi invaded the home of the family after breaking its main door, family members resisted his attack, and caught it on tape.

The family then filed a complaint, and the police admitted the video as evidence, the family was “victorious” this time, but it is still surrounded, imprisoned in its home, and repeatedly attacked.

The family is still there, living under constant harassment and attacks, physical and verbal abuse, but determined to stay.

“This is our home”, they say, “We will not leave it, and we will not abandon it, this is out home, and this is where we will stay”.

Egyptian Gas to Israel: Plugging the Leak

The provision of under-priced natural gas to Israel under the Mubarak government has long been fuel for public anger, but critics predict that the current powers will not be willing to permanently sever the old deals.

By Rana Mamdouh | Al Akhbar | April 24, 2012

Cairo – The Egyptian General Petroleum Corporation’s decision to halt natural gas supplies to Israel – not in order to end the squandering of public funds, but due to overdue Israeli payments – has failed to impress campaigners who have long demanded the scrapping of the deal under which Israel has imported 1.7 million cubic meters of Egyptian gas annually since 2008.

The arrangement, which provides Israel with 40 percent of its gas needs, has been a subject of public anger for the past five years. Over that time, experts estimate that Egypt sustained losses amounting to Egyptian pounds (LE) 28 million (US$4.6 million) per day, as a result of exporting gas to a number of states such as Turkey, Spain, Jordan, and Israel at a price of US$0.705 per million British Thermal Units (MMBtu) at a time when world prices were fluctuating between US$2 and US$6 per MMBtu. The gas is exported through a 100 kilometer-long pipeline from Sinai to Asqalan on the Mediterranean coast.

The gas was supplied under the terms of an agreement signed by the Egyptian government and Israel in 2005, brokered by businessman Hussein Salem, a friend of deposed former President Hosni Mubarak. It guarantees nearly 2 billion cubic meters of Egyptian gas being exported annually to Israel for a 20-year period from the Eastern Mediterranean Gas (EMG) Company – a partnership involving Salem, the Israeli Merhav group, the Ampal American Israel Corporation, the Thai firm PTT, and American businessman Sam Zell – at a price below half the cost of extracting and transporting it.

Despite objections raised by some Egyptian MPs at the time, the agreement was rubber stamped by parliament, thanks both to the dominance of the then-ruling National Democratic Party (NDP) and the fact that a presidential confidant was involved (Mubarak’s sons Gamal and Alaa were also rumored to have been paid commissions by Salem for facilitating the deal). EMG was also granted a three-year tax exemption from 2005 to 2008 by the government.

Public opposition to the deal persisted, however. Political groups held demonstrations against it, legal challenges were mounted in the courts, and campaigning organizations were set up to stop it. But the regime was undeterred, even when geologists joined political activists in opposing the agreement, warning that Egypt’s gas reserves were being depleted to dangerously low levels. Jurists, too, opined that the agreement encroached on Egypt’s sovereignty and control over an important national resource.

A later bid by the Egyptian government to improve the terms of the deal was snubbed by the Israelis, according to Judge Adel Ferghalli, former head of the Administrative Courts division. He told Al-Akhbar that in 2008, the government referred seven agreements related to the export of gas to Israel to the Council of State’s legislation department, the judicial authority which reviews agreements and bills before they are put to parliament. The government requested that the accords be reviewed with a view to raising the export price from US$.705 to US$3.65 per MMBtu. This was duly done, but the Israeli side refused to agree to the higher price and insisted that the Israeli importing companies were bound by the 2005 agreement which set prices from US$.705 to a maximum of US$1.75.

This did not prevent Mubarak’s government from concluding further agreements with Israel in late 2010 to increase the quantity of gas supplied from 1.7 to 2.9 billion cubic meters, for a 20-year period starting in 2010 and at the old prices. This was claimed by a number of Israeli companies about two months before Mubarak was ousted from office, and not denied by the Egyptian government at the time.

With the outbreak of the January 2011 revolution and the assumption of power by the Supreme Council of the Armed Forces (SCAF), demands for an end to gas sales to Israel became more vociferous. In response, former prime minister Essam Sharaf indicated shortly after he was appointed in early April last year that while Egypt could not breach contractual obligations to export gas to Israel it could review the terms, and promised to do that so as to raise Egypt’s yearly revenues from its gas deals by US$4 billion.

But time went by and nothing was done. So Egyptians took things into their own hands, as Ibrahim Yousri, a former ambassador and coordinator of the pressure group No Gas Sales to the Zionist Entity, put it. “They started relying on themselves to express their rejection of the squandering of public funds and the export of Egyptian gas at below world prices to a number of countries, especially Israel, which they consider their enemy,” he said. The pipeline supplying the gas to Israel has been bombed on 13 occasions in the year since Mubarak was ousted.

Yousri was dismissive of the decision to halt exports, suspecting it will prove temporary.

“If the military had wanted to salvage their reputation and avoid the accusation of squandering national resources, the agreement would have been scrapped completely,” he remarked.

He said the reason exports were halted was that the Israeli company importing the gas had withheld Egypt’s dues since 2010. Otherwise, SCAF had been doing exactly what Mubarak had done since 2008, effectively donating some US$10 million dollars daily to the Israeli treasury – the value of the gas supplied by Egypt. “That is not going to make them cancel the agreement outright, but just temporarily halt exports,” he said.

SCAF’s Image Vis a Vis Israel

By Bisan Kassab

Cairo – The decision to halt Egyptian gas exports to Israel cannot be seen in isolation from the impending end of the transitional period in Egypt, or the apparent falling out between the Muslim Brotherhood and the SCAF.

The ruling generals are badly in need of an “image boost,” according to Hassan Nafaa, professor of political science at Cairo University and a former member of the SCAF’s civilian advisory council.

While Cairo, represented by the head of the Egyptian Natural Gas Holding Company (EGAS) Muhamad Shuaib, officially attributed the move to the Israeli side’s failure to comply with its contractual obligations, the decision “is in essence political and not commercial,” Nafaa remarked.

He said the SCAF would certainly use the announcement, which was bound to receive wide public acclaim, to try to bolster its political standing. But he judged that any additional popularity it gained would be fleeting, and would not give it a political edge over its critics – especially in light of the recent legislation proposing the disqualification from politics of senior figures in the Mubarak regime, which has narrowed the SCAF’s room to maneuver.

He added that the dispute over late payments by the Israeli side provided the SCAF with a convenient means of acting without inviting undue pressure from the United States and Israel.

Nafaa’s skepticism seems well placed.

Minister of Planning and International Cooperation Fayza Abul-Naga – the Mubarak-era holdover who spearheaded the recent campaign against NGOs that receive foreign funding – has said that EGAS informed the Israelis that “the Egyptian side had no objections to reaching a new contract with new conditions and a new price.”

She stressed that the decision to halt exports was not taken suddenly, but after Israel had been notified five times that it was not meeting its financial obligations under the old contract, adding that the last deadline it was given for making its overdue payments was March 31.

Husam Issa, a professor of international law and member of a group seeking to recover public funds embezzled during the Mubarak years, remarked that the Israelis had no grounds for objecting. Non-payment was clearly a sufficient reason for terminating a contract without being accused of acting out of political motives or under public pressure, he said.

Why Do Venezuelan Women Vote for Chavez?

Improving the Lives of the Poor and the Disadvantaged

By MARIA PAEZ VICTOR | CounterPunch | April 24, 2012

If the the international press is to be believed, President Hugo Chávez of Venezuela is a dictator, a menace to the region and is driving his country to the ground. If that is so, why do his people vote for him in landslide numbers? Why does he have an enormous following of the women of his country? Are they all deluded? Are they all paid or coerced to vote? It would seem so to the casual reader of headlines because the achievements of the Chávez government are treated like a top secret: Venezuela’s new participatory democracy should not be advertised. A new form of economic and social development that does not pay homage to global capital should be shunned. Nevertheless, a new world is being formed in a Latin America that has refused to be any power’s “back yard”. These developments are not ignored in Latin America where the Venezuela revolution has had a deep impact. The women of Venezuela have especially embraced the Bolivarian Revolution of Venezuela, not because they are “followers” but because actually, they have become protagonists of a social, economic and, cultural revolution that has transformed Venezuela and the region.

It all started with the Constitution of 2000, written by an elected assembly in clear and inclusive language, which contained legislation that would transform the lives of Venezuelans and particularly, of women. It gave women the right of equal pay for equal work, (Article 91); the right to a life without violence, according to International Convention against Discrimination against Women (Article 21): the right to protection and public assistance during maternity in all its phases (Article 76); and the now world famous Article 88 that recognizes women’s domestic work as productive economic activity entitled to public pensions. The constitution also adheres to the International UN Declaration of the Rights of the Child.

When the Constitution was only two years old and by no means was its mandate entirely implemented in law, in April of 2002, President Chávez was deposed and kidnapped in a coup d’etat orchestrated by the financial elites and abetted by the United States. It lasted 48 hours. The catalyst for its end was the tens of thousands of ordinary people who took to the streets to demand the return of their democratically elected president. They faced sharpshooters who were shooting indiscriminately at the crowds to create chaos. Masses of these people were women – women who realized that this government that they had elected now had been taken from them. The loyal armed forces then chose to side with the people and not the elites, and President Chávez was returned to his rightful position, becoming the first president in modern history to be deposed only to brought back due to widespread popular protest.[i]

There have been many accounts of heroic interventions during this critical time in which women figured prominently. Such as the older women of the slum area of El Valle who assumed leadership of the multitude that surrounded the country’s largest military headquarters, Fuerte Tiuna, and diffused a potentially deadly situation by shaming soldiers to put down their guns. Or the girl who gathered together her friends with motorbikes and actually took back the government’s TV station that had been ransacked and shut down by the coup supporters. President Chávez has often paid tribute to the extraordinary role women assumed in fighting the coup.

Today, 13 years after President Chavez’s first election, the lives of Venezuelan women have dramatically changed. The constitutional promises have been implemented in regulation and policy concerning gender equality and for the prevention violence against women. Laws have outlawed discrimination and have categorized 19 types of violence against women and created the institutions necessary to make the rights of women a reality.[ii] Granted, these issues all call for cultural and attitudinal changes in the relationships between men and women, which take time and education, but a clear legal basis is a strong impulse for such changes.

One of the main factors for the popularity of the Chávez Government is the reduction of poverty. This was largely attained because the government took back control of the national petroleum company PDVSA, and has used the abundant oil revenues, not for benefit of the rich as previous governments had done, but to build needed infrastructure and invest in the social services that Venezuelans so sorely needed. During the last ten years, the government has increased social spending by 60.6%, a total of $772 billion. [iii]

Women tend to be the majority among the poor all over the world due to their economic and social disadvantages and Venezuela has not been an exception. The Chavez government has significantly reduced general poverty from 49% in 1998 to 27% in 2011 and extreme poverty has been reduced from 27.4% (5.5 m) in 1998 to 7.3% (2.5m) today. [iv] The Organization of American States and the UN Development Program have both stated that Venezuela is at the head of the list of countries of the region that have reduced poverty the most.[v]

Economic milestones these last ten years include a reduction in unemployment from 11.3% to 7.7%; doubling the amount of people receiving social insurance benefits, and the public debt has been reduced from 20.7% to 14.3% of GNP. [vi] In general, the Venezuelan economy has grown 47.4% in ten years (4.3% per annum).

Among the many initiatives to promote popular economic enterprises, BAN MUJER was established in 2001, a bank solely for women. A very successful instrument helping women create their own businesses, it has given out 150,000 micro-credits to 2.5 million women, along with technical expertise and support for cooperatives.[vii] The substantive land reform also favours women, as women head of households are given priority when it comes to land redistribution. Furthermore, Venezuela is the country in the region with the least inequality (0.389 Gini index) and best redistribution of wealth between social classes.[viii]

Women in Venezuela have become not only the majority of the users but also the majority of providers of social services and anti-poverty programs[ix]. They are the majority in the election units of the governing party (PSUV) and very impressively, 70% of the members of the approximately 30,000 Communal Councils in the country are women. These Communal Councils play a pivotal role in decision making at the grass roots level to satisfy community social and economic needs and are the basis of participatory democracy.

Women hold some key and powerful positions in the government: as several ministers, President of the Supreme Court, Attorney General, National Ombudsman, National Elections Council, and Vice-presidency of the governing party PSUV are all women. Indeed, Venezuela is the country in the region with the highest inclusion of women in education and professional fields, according to the UN Human Development Program.

Health is an issue very dear to women’s hearts. In the new Venezuela, it is considered a human right, which the government is obliged to promote. Perhaps the most important, anti-poverty program that has galvanized women’s support is the government’s health care services and policies.

In 1998, access to medical care was abysmal and expensive, with only 20 physicians per 100,000 inhabitants. A creative arrangement with Cuba whereby in exchange for 100,000 barrels of petroleum, Cuba sends to Venezuela 45,000 health care workers, mostly physicians, [x]has made possible the health delivery program Barrio Adentro that places experienced physicians throughout urban poor neighborhoods, rural villages, and indigenous settlements. The huge majority of Cuban physicians in Venezuela are women. This program since its inception in 2003 has saved 302,171 lives and reduced maternal mortality as 99.3% of women giving birth attended by the Barrio Adentro physicians survive. [xi]

Today there are 59 physicians per 100,000 inhabitants, new clinics, and renovated and new hospitals throughout the country. There are now hundreds of emergency clinics, primary health clinics, and rehabilitation centres where a decade ago they were scarce. There is a new medical curriculum with the help of Cuban medical professors that emphasizes health as a human right and medical services grounded in the community. And, 70% of the new physicians graduating in the country are women.

One of the most important indicators of the welfare of a nation is the infant mortality rate. In 1998, that rate in Venezuela was 21 baby deaths per 1000 births. In 2011, the rate is 13.7 per 1000 births, the third lowest in Latin America, and an astounding achievement. [xii] Infant malnutrition went from 7.7% in 1998 to 3.2% in 2011, that is a 58.5% reduction, the 5th lowest in the region. [xiii] There are five laws that protect and promote breastfeeding, which is considered the very first act of food sovereignty. Breastfeeding increased from 7% a decade ago to 40% in 2010, and there are breast milk banks for babies at risk. In 70% of public schools, 4 million children are provided with free quality hot breakfast, hot lunch, and a nutritious snack before they leave school. There are 6,000 food dispensaries that feed 900.000 people in dire need– in total, about 5 million Venezuelans are provided with free food. [xiv] Thirteen years ago, there were approximately 8,000 children living on urban streets, and today they are practically negligible due to the programs to support street children.

Malnutrition in general has decreased due to these government food security measures plus others such as a real land reform, investment in agriculture, and promotion of cooperatives among rural workers and fishermen, and breaking up food distribution monopolies with a public food distribution network.

The better health of the population is not entirely due to medical services, but to the combined action on the social determinants of health: better nutrition, clean water and sanitation, more jobs and income per families, greater educational and training facilities, and greater social support and networking at the local levels, a literate and politically active and conscious population. And the government has had environmental initiatives and policies like no other previous administration, including, environmental assessments and protection, tree planting, water protection, energy efficiency and educational campaigns.

The government’s educational policies have rendered sterling results. Backed by UNESCO, Venezuela can claim to have eliminated illiteracy using the Cuban method of adult education with which 2 million people learned to read in less than 2 years. There are programs to help students finish High School, adult education to help people go to university, and a number of new universities in the country. The rate of students in primary school has increased from 85% to 93.6% and students in high school has increased even more, a 14% increase equivalent to 400,000 adolescents who are now continuing their studies.[xv] There are 20% more women than men continuing their studies.[xvi] And in the military field, which was a decade ago an exclusively masculine domain, today the majority of students at the military university UNEFA, are women. It is estimated that about 1/5 to 1/3 of the population of the country is enrolled in some educational program. Venezuela has met its educational Millennium Goals.

The United Nations has rated Venezuela among the countries with high level of human development, ranked #69 in its Human Development Index having advanced six places in ten years. [xvii]This indicator is supported by the Gallup Poll measuring happiness published by the Washington Post this year, that ranks Venezuela as the 5th most happy county tied with Finland.[xviii] This in itself should have made headlines around the world, but unfortunately, the international campaign to discount and denigrate everything related to the present Venezuelan government, denies the public knowledge of its considerable achievements.

While problems inherent to developing countries still persist in Venezuela, the progress that its government has made to satisfy its people’s real needs is impressive, and it is the reason that it has overwhelming support of women because it has improved their lives and those of their families. It is an indictment of the sorry state of the media in the northern developed countries, supposedly “independent” but prisoners of their political biases, that those achievements are not better known. On October 7 of this year, when President Chávez is elected with a handsome majority, those who have been fed by the mainstream media distorted views of the situation in Venezuela will be shaking their heads, not understanding that there are pivotal reasons why people in Venezuela vote for him, especially the women.

Capitalism in the Second Decade of the 21st Century: From the “Golden” to the Dark Ages of Capitalism

By James Petras :: 04.23.2012

Introduction

The economic, political and social outlook for the second decade of the 21st century is profoundly negative. The almost universal consensus, even among mainstream orthodox economists, is pessimistic regarding the world economy.

Although, even here, their predictions understate the scope and depth of the crises, there are powerful reasons to believe that beginning in the second decade of this century, we are heading toward a steeper decline than what was experienced during the Great Recession of 2008 – 2009. With fewer resources, greater debt and increasing popular resistance to shouldering the burden of saving the capitalist system, the governments cannot revive the economic system.

Many of the major institutions and economic relations which were cause and consequence of world and regional capitalist expansion over the past three decades are in the process of disintegration and disarray. The previous economic engines of global expansion, the US and the European Union, have exhausted their potentialities and are in open decline. The new centers of growth, China, India, Brazil, Russia, which provided a new impetus for world growth during the first decade are de-accelerating rapidly and will continue to do so throughout the new decade.

The political and military outlook is equally bleak, especially in the Middle East and South Asia where the US and the EU are engaged in prolonged colonial wars, either directly or through proxies. Imperial wars are deepening the economic crises, draining resources, rather than extracting wealth, and in particular with regard to US-Israeli war preparations against Iran threatening to provoke a major economic depression.

We will proceed with an overview of the principal regions of the world political economy beginning with the ongoing crises in the European Union and follow with a discussion of the causes and consequences of the decay of the US Empire. We will then analyze the negative impact of the US proxy wars for Israel in the Middle East before turning to the dynamic growth, conflicts and reforms in the BRICs: China as it emerges as a major world economic power; Russia under the dynamic leadership of President Putin and Brazil as an emerging hegemon in Latin America. We will conclude by examining the social and political consequences of prolonged crises, especially the effects of prolonged class based austerity programs and new colonial wars on the class struggle and the reshaping of the global configuration of power in a world without a dominant hegemon.

The Crises of the European Union

The Eurozone faces a triple economic crises: an economy immersed in an ongoing recession including a depressed manufacturing sector; a severe decline in trade; and a precarious financial sector in which bankers in Greece, Italy, Spain, and Portugal are on the verge of bankruptcy [1].

A crisis is developing in the empire resulting from sequential costly colonial wars and economic sanctions toward the Arab-Islamic world – Syria, Libya, Iraq, Afghanistan and Iran.

A constitutional crises as rising mass protests have led to the extension of police state measures including the suspension of constitutional guarantees and the criminalization of social protests in Spain, Greece and England.

Throughout 2012 unemployment rose to the highest levels since the introduction of the single currency in 1999. Annual trade with the EU’s main-commercial partners in Asia fell precipitously – over 18% with China, 14% with South Korea and a similar downturn with Japan [2].

Specifically, the crises wracked European Union is on the verge of a break up and the de facto multi-tiered structure is turning into a series of bilateral/multi-lateral trade and investment agreements. Germany-France the Low and Nordic countries are best placed to attempt to weather the downturn. England, namely the City of London – in splendid isolation – is sinking into negative growth, its financiers scrambling to find new speculative opportunities among the Gulf petrol-states and other ‘niches’. Eastern and central Europe, particularly Poland and the Czech Republic, have deepened their ties to Germany but are suffering the consequences of the general decline of world markets. Southern Europe (Greece, Spain, Portugal and Italy) are in a deep depression suffering double digit negative growth over the period 2009-2013 while unemployment skyrockets to over 20% as the massive debt payments fueled by savage assaults on wages and social benefits and the decline of public investments, severely reduce consumer demand [3].

Depression level unemployment and under-employment, running to one-third of the labor force and youth (17-24) unemployment of nearly 50% in southern Europe, detonates prolonged social conflicts, repeated general strikes in Greece, Spain, Portugal, Italy intensifying into popular uprisings. A break-up of the European Union is almost inevitable. The euro as a currency of choice may be replaced followed by a return to national currencies, accompanied by devaluations and protectionism. Nationalism and class struggle are the order of the day. Banks in Germany, France and Switzerland are preparing to suffer “haircuts” – huge losses on their loans to the South. Major bailouts have become necessary, polarizing German and French societies, between the tax-paying majorities and the bankers. Trade union militancy and rightwing pseudo ‘populism’ (neo-fascism) are challenging incumbent rightist (Spain, Portugal), social democratic and “technocratic” regimes (Greece, Italy).

In response to crises and mass protest, police state measures have increased in Spain. The neo-Franco regime of Mariano Rajoy has implemented new repressive laws, which penalize social movements for engaging in passive or active resistance to public authority, with jail terms ranging from one to three years [4]. In Britain, Prime Minister Cameron has approved measures allowing police to intervene in any and all personal e-mails or other correspondence without any judicial authorization.

A depressed, fragmented and polarized Europe is less likely to join in any Zionist inspired US-Israeli military interventions. Already economic sanctions against Libya, Iran and even Syria, have caused a crippling 20% increase in the price of oil in 2012, undermining any chances of economic recovery. If crises ridden Europe follows Washington’s confrontationalist approach to Russia and China it will limit access to two of the most dynamic markets for its exports.

Wars and economic crises, each mutually reinforce the other in a downward spiral. As costly imperial wars multiply, the Eurozone domestic economy decays.

The US Crisis Continues

The US crisis has several inter-related dimensions: a decline in world market shares and hegemony especially in Asia and Latin America; rising class based inequalities and differential economic ‘recovery’ between capital and labor; and a increasingly repressive police state designed to forestall domestic opposition to new overseas wars (especially with Iran) and a long term decline in living standards.

Nothing illustrates the decline of the US empire as clearly as its shrinking share of world trade and manufacturing, in the latter case by China’s forceful entry as the “workplace of the world” [5]. Even in traditional US “spheres of influence”. Latin America and the Caribbean the US no longer is the dominant trader and financier [6].

Between 2005-2010 Chinese state banks lent more than $75 billion to Latin America more than the World Bank, the Inter-American Development Bank and the Ex-Imp Bank combined. The US has been displaced by China as the leading trading partner of Brazil, Argentina, Chile, Peru and Ecuador – specializing in agro-mineral exports [7]. US de-facto devaluation of its currency and state subsidized interest rates has prejudiced Brazilian exports and created what its Finance Minister describes as a “currency war” – setting the US on a collision course with the biggest and most important economy in the region [8]. The US came up with no major economic initiatives to recast US relations with Brazil in recent meetings with President Rouseff. Nor did the US succeed in imposing its oil sanctions policy toward Iran in Latin America and Asia. India and China have rejected US policy and have continued to purchase Iranian oil [9].

Despite a slight and tenuous decline in unemployment, mainly a result of the shrinking o the labor force due to the fact that many long term unemployed workers have given up looking for jobs, the US economy has been incapable of dealing with a ballooning $1.6 trillion fiscal deficit. Because of cumulative public and household debt, Washington is finding it difficult to spend its way toward a robust recovery. Nor can it count on ‘exporting’ its way out of stagnation by turning to Asia, as China, India and the rest of Asia are losing economic steam. China’s growth for 2012 is likely to be 7.5% far below its 9% average and India will decline from 8% to 5% or lower [10].

The US economic crisis has hit the working and middle class the hardest They received nothing similar to the trillion dollar Wall Street bailout to ameliorate their socio-economic plight [11].

According to one report “about 12 million borrowers, or one in five of US homeowners with mortgages, owe more than their property is worth” depressing the housing market and reducing the net worth of US households by several trillion dollars [12].

The “decline in unemployment” claimed by the Obama regime is largely a result of the decline of the labor force from 146 million in 2007 to 140 million in 2011. In 2008 62.7% of the population was employed by 2012 it had dropped to 58.5%, thus accounting for the decline in unemployment from 9.3% to 8.3%. If the same number of workers were seeking work in 2012 as there were in 2007, unemployment [13] would be over 11%. The decline of the median income is cause and consequence of the sharp decline in the “middle class”. Well paid manufacturing jobs are replaced by low paid “service jobs”: over 90% of the 27.3 million new jobs added over the last two decades are in the service sector [14].

Exploitation of labor is evidenced in the growing productivity of labor even as the number of workers decreases: all the gains from technological innovations accrues to capital, as robots replace line workers. As efficiency rises, jobs dissolve and profits increase. Labor’s share of national income has fallen from 63% to 58% over the past 20 years. While median wages declined 2.7% since the recession of 2008-2010, profits have increased nearly 30%. While the domestic market shrinks, the Standard and Poor 400 draw 33% of their profits from exploiting cheap labor overseas. Globalization has clearly prejudiced US labor and benefited the multinational corporations (MNC). A case in point is General Motors which in 2011 recorded $7.6 billion, its largest profit ever in 2011 [15]

The Obama 2013 budget plan proposes to deepen the social divide by cutting health care and social security by $364 billion while only increasing taxes on the rich by less than one-third that amount. [16]

Faced with growing discontent with the economic crisis, overseas imperial wars, rising oil prices and declining living standards, the US has vastly increased police state legislation allowing the state to assassinate citizens suspected of fraternizing with ill-defined terrorists, suspending judicial oversight (habeas corpus) on the use of police intervention in homes and offices and cyber sites.

A presidential decree on March 16, 2012, authorized the state seizure of all major work sites and the militarization of labor in time of “emergency” – including in peace time. [17]

The US and England are the biggest losers from the Iraqi post war economic reconstruction. Of $1.86 trillion dollars in infrastructure projects, US and UK corporations will gain less than 5% [18]. A similar outcome is likely in Libya and elsewhere. US imperial militarism destroys an adversary, plunging into debt to do so, and non-belligerents reap the lucrative post-war economic reconstruction contracts. In fact empire building drains trillions in military spending without any commensurate extraction of economic wealth. In fact the domestic economy is drained to fund the military empire of 700 military bases. As the wars multiply, domestic consumption shrinks.

US economic stagnation and jobless recovery is evident in the rising number of Americans dependent on food kitchens, the epidemic in home foreclosure – over 10 million are 3 months or more behind in mortgage payments – and 30% of school children dependent on free lunches and breakfasts.

Labor exploitation (“productivity”) has intensified as capitalists force workers to produce more, for less pay, thus widening the income gap between wages and profits. [19] Several decades ago the average US CEO to worker salary differential was 70 to 1. Today it is 350 to 1. Inequalities have reached unprecedented levels and are increasing: over the past 10 years the top 1% of the class structure received 90% of the growth of income, leading to a real decline in median income of over 5%.

The economic downturn and growth of unemployment is accompanied by savage cuts in social programs to pay for the bailout of financially troubled banks, Wall Street investment houses and the automobile industry. The debates among the Democratic and Republican parties are over how much to cut the public health programs for retirees (Medicare) and for the poor (Medicare) and how to proceed in privatizing Social Security in order to secure the ‘confidence’ of the bondholders. Faced with limited political choices, the electorate is reacting by voting out incumbents, abstaining in large numbers – over 60% in congressional elections and 50% in presidential elections – or via spontaneous and organized mass movements, such as the “occupy Wall Street” protest. Dissatisfaction, hostility and frustration pervade the North American political culture. Both major parties attempt to deflect criticism and distract discontented voters by demonizing Islamic citizens and countries as “threats to national security” and augmenting the police powers of the state at the expense of constitutional freedoms. Democratic Party demagogues blame unfair trading practices of China rather than the massive flight of US MNC to mainland China. The Republican Party demagogues blame largely Latin American immigrant workers for “stealing American jobs” for Wall Street’s financial destruction of US manufacturing sector. Both, following the lead of the “Israeli Lobby, fulminate against Iran’s Islamo-fascists.

New Wars in the Midst of Crises: Zionists Pull the Trigger

In what is likely a first in world history, a global imperial power the US is subject to the dictates and pays tribute (in the form of military and economic aid to the tune of over a hundred billion dollars over the past half century) to a marginal state, Israel, with little significance to the world economy and few allies. [20] Never in past empires, has a tiny minority, US Zionists forcefully acted on behalf of the tributary state, and had such a powerful influence in harnessing an imperial state to serve the military interests of a foreign power. Never in history has a prosperous elite, educated in the most prestigious schools and occupying strategic economic, cultural and political positions of power, driven an empire into a series of prolonged colonial wars which prejudice major private institutions (oil) industry, drain the public treasury, impoverish the vast majority of taxpayers and consumers of energy in pursuit of the goal of a “Greater Israel”.

Finally never in the history of modern social analysis has the public and blatant display of elite power and political manipulation on behalf of a foreign regime been so deliberately slighted and obfuscated, by complicit or intimidated scholars and journalists, another instance of the pervasive power of intimidation of the Zionist power configuration [21].

It is precisely this elite exercise of power on behalf of a foreign regime that explains the repeated costly imperial wars against Arab and Islamic countries, even in the midst of a major prolonged economic crisis. Since the Israeli Lobby’s first and abiding loyalty is to Israel, they have no qualms about deepening the US fiscal deficit based on trillion dollar military expenditures for wars to advance Israeli domination in the Middle East.

The 52 Presidents of the Major American Jewish Organizations and their “Israel First” followers in Congress, State, Treasury and the Pentagon have escalated economic sanctions and military preparations for war with Iran despite the loss of a major market for US exports and the sidetracking of scarce economic resources to unproductive military expenditures. As a result of war threats emanating from Washington and Tel Aviv, speculators have pushed up the price of oil by 20% in the first 6 months of 2012, further undercutting any hope of an economic recovery. A US-Israeli attack on Iran will not result in a short localized war: it will result in a regional conflagration, sharply reducing the flow of oil, sending prices skyrocketing and in short order lead to a world depression. [22] Given the extremist Israeli regime’s success in securing blind obedience to its war polices from the US Congress and White House, with regard to Iraq (2003), Libya (2011), Lebanon (2006) any doubts about the real possibility of an attack on Iran, with a major catastrophic outcome, can be set aside.

China: Neo-Liberalism and the Compensatory Mechanisms in 2012

China’s dynamic growth over the past 30 years owes as much to the socialist revolution in 1949 as it does to capitalist investment from 1980 to the present. The revolution created the modern state and defeated the Japanese imperial army, local warlords and corrupt political rulers of the Kuo Ming tan and ended Euro-US foreign coastal enclaves.  The revolution laid the bases for a unified country. By mobilizing labor, it created the essential infrastructure linking economic sectors; via an agrarian reform liberated the peasantry from semi-feudal constraints and created a domestic market; via universal free public education and health programs it created a modern healthy, educated labor force and an army of scientists, engineers and technicians, producing innovations and spurring double digit growth. The capitalist transition began in 1980 and accelerated thereafter via the de-collectivization of agriculture, privatization of industry, trade and urban land and the large scale, long-term entry of major MNCs.

The transition and consolidation of capitalist China had a dual effect: it unleashed the forces of production leading to double digit growth and it polarized class relations between a super-rich ruling class, a privileged ‘new petty bourgeois’ and a vast army of poorly paid exploited factory workers and migrant construction and domestic service workers.

As China became the ‘workplace of the world’ it also became the locus of the world’s worst social inequalities. Chinese capital in partnership with foreign capital turned it into the world’s second biggest economy. But China’s second and third generation of post-socialist working class increasingly has engaged in mass action demanding a greater share of the wealth, a return to free public health and education and low cost housing[23]. China’s elite is faced with dual pressures: on one side from private capital demanding greater financial de-regulation to allow for overseas investment and on the other side from labor’s clamor for greater political freedom and social spending on housing and an end to vast networks of corruption between Party officials and business elites[24]. As China’s economy matured it turned to greater investments in basic research and advanced engineering, moving China up the value chain toward complex and innovat6ive manufacturing[25]. Faced with shrinking trade surpluses due to declining demand from the crises ridden Euro zone and the US an increasingly sharp inter-elite struggle emerged, pitting neo-liberals against populists. The core leadership around premier Wen Jiabao embraced the opening of financial markets, the entry of foreign finance capital, the liberalization of the political system to allow for competing elites and the repression of advocates of neo-populist policies such as those proposed by former mayor of Chongging and ex- politburo member Bo Xilai. Bo promoted greater social insurance, environmental protection and social housing, greater social equality and robust prosecution of corrupt business-Party mafias [26]. The defeat of the symbolic head of the “populist faction”, with the arrest of BoXilai, heralded by the western financial press as a victory over “neo-Maoist demagogy”, signals the deepening and open embrace of neo-liberalism and the gradual discarding of the public regulatory regime over foreign financial flows [27]. This in turn increases China’s vulnerability to financial turmoil and opens opportunities for outward flows of capital by China’s new rich billionaires. The announced growth of domestic social spending has yet to ameliorate the class inequalities: China and its elite have become a mecca for luxury goods manufacturers and fashion designers both domestically and overseas in Paris, London, Milan and New York.

Faced with intensifying pressures from below and especially in light of the deepening of the neo-liberal option [28], the Chinese elite also has to deal with the crises in its principal export markets in the Euro zone.

China faces the US-EU crises of the new decade with several possibilities for ameliorating its impact. Beijing is shifting toward producing goods and services for the 700 million domestic consumers currently out of the economic loop. By increasing wages, social services and environmental safety, China is compensating for the loss of overseas markets. China is vastly increasing public spending on expanding public health coverage, increasing wages, and plowing billions into basic research and technology. China’s economic growth, which depended on real estate speculation, has shifted gears, as the regime has tightened lending and demanded greater municipal investment in low cost social housing for the middle and working class. To avoid a sharp downturn, leading to job losses, municipal bankruptcies and increased social and class conflicts, China is prepared to launch a massive stimulus package as it did in 2008/9. Faced with rising demands for greater economic and political liberalization from the new economic elite and working class demands for social equality and higher wages, the different factions in the Communist Party debate over greater liberalization and gradual democratization [29]. The outcome will profoundly affect China’s class structure, political institutions as well as the relative strength of market – state relations. A turn toward greater liberalization and deregulation of financial markets, as appears most likely could heighten class conflicts and provoke an economic crisis which will likely strengthen opposition to the market.

Russia Faces the Crises

The post-Soviet decade (1990-1999) witnessed the greatest peacetime human catastrophe: life expectancy fell from 66 years to 58 years in the course of three years, with over 3 million Russians dying prematurely, as newly minted capitalist oligarchs plundered the economy and public treasury [30]. Incumbent dictator Yeltsin literally bombarded the opposition led parliament in buttressing his regime. He was elected President in 1996 thanks to oligarchical media manipulation, gangster dominated regional electoral processes and massive State and private funding. Over a trillion dollars of public resources, from diverse sectors including oil, gas ,banks and transport, were seized by thugs and oligarchs for a fraction of their value [31]. Living standards plunged, pensioners suffered extreme hardships and many were evicted from public housing in choice locations.

At the height of the neo-liberal onslaught over 60% of the Russian population fell below the poverty life – the greatest decline since the end of WW II. Russia fell from co-equal world superpower to a vassal state of the Euro-US Empire.

With the advent of the Putin era, at the onset of the new century, Russia began a rapid and steep recovery. During the first decade of the 21st century poverty was reduced to less than 20% of the population. Wages and salaries were paid on time and increased by over 90%. The Russian economy grew by nearly 8% per annum and its trade surpluses led to foreign reserves exceeding 300 billion dollars, Russia regained its status as a respected power in the international political arena, forming part of the rising BRIC quartet (Brazil, Russia, India and China).

Putin, while not reversing the privatization or prosecuting the oligarchic elites for illicit enrichment, did limit their stranglehold over public policy. For his pursuit of Russian national interests and opposition to US missile encroachment on its borders, he was targeted by the western media as “hardline” [32]. For winning elections and imposing some restraints on the western funded and influenced propaganda – think tanks, NGOs and media outlets – he was dubbed “authoritarian” by the imperial mass media. Nevertheless, Putin’s stabilization and state promoted prosperity marginalized the western backed opposition and received the popular backing of close to two-thirds of the electorate.

The election of President Putin with over 60% of the vote in 2012 was a major blow to the western backed opposition intent on turning the clock back to the Yeltsin era … Putin promised a more independent policy and less collaboration in backing US promoted uprisings and sanctions against Russian allies like Syria and trading partners like Iran. Putin has turned toward greater trade and diplomatic ties with China. Russia benefits from the rise in oil prices, exceeding $120 a barrel. The crisis of the EU and weakening of NATO makes Obama’s planned missile placements pointed at Russia less palatable and more a provocation.

The western media backed opposition, despite its financial clout failed to degrade Putin’s image: its investment boycotts went nowhere and they were thoroughly beaten in the Presidential elections by a big margin. The recession has not weakened the Russian economy. Putin continues to rely on public ownership and greater dependency on overseas oil giants and oligarchs to sustain growth, an unstable and contradictory coalition.

The Transition 2011 – 2012: From Regional Stagnation and Recession to World Crises

The year 2011 laid the groundwork for deepening the crisis of the European Union. The crisis began with the recession in the Eurozone, stagnation in the US and the outbreak of mass protests against the brutal austerity programs that slashed living standards on a continent wide scale. The events of 2011 were a dress rehearsal for a new year of popular rebellions and general strikes. Moreover, the escalation of Zionist orchestrated war fever against Iran in 2011 led to brutal sanctions and the greater likelihood of the biggest regional war since the US-Indo-Chinese conflict. The electoral campaigns and outcomes of Presidential elections in the US and France offer no relief or alternatives – neither of the leading candidates offers an alternative to the deepening global conflicts and economic crises.

During 2011 the Obama regime announced a policy of military confrontation with Russia and military encirclement of China. His policies are designed to undermine Russia’s strategic defense and degrade China’s rise as a world economic power. In the face of a deepening economic recession and with the decline of overseas markets, especially in Europe, Washington perversely and aggressively pursues policies limiting lucrative export to the China market and the inflow of its investments. The White House effort to disrupt China’s trade and investments in Asia, Africa and elsewhere has been a dismal failure. In fact China has replaced the US as the principal aid beneficiary in Latin America and even the Caribbean. US efforts to exploit China’s internal ethnic and popular conflicts and to increase its military presence off China’s coastline has only encouraged China to increase its defense budget by 12% annually and to increase its investments in domestic security and social programs. A major provocation or fabricated offshore incident in this context is not to be excluded. US failed efforts to stem the rise of China has led to rabid chauvinist calls by right-wing pundits for a costly new ‘Cold War’. Obama’s Far East military build-up has provided the framework and justification for a large-scale, long-term costly confrontation with China. This is a desperate effort to prop up declining US influence and strategic positions in Asia. However, the US military “quadrangle of power” – US-Japan-Australia-South Korea – with satellite support from the Philippines is no match to China’s deepening trade, investment and currency ties with regional partners in Asia, and its growing financial links with Latin America and Africa. Washington’s military build-up exists in an economic vacuum, devoid of any new economic initiatives. It only serves to exacerbate the domestic fiscal deficit, while its military bases, troop emplacements, and arms spending add to the balance of payments deficit.

The austerity programs imposed in Europe, from England to Latvia to southern Europe took hold with a vengeance in 2012. Massive public sector firings and reduced private sector salaries and job opportunities, led to a year of permanent class warfare and regime challenges. The ‘austerity policies’ in Southern Europe were accompanied by debt defaults resulting in substantial bank losses in France, Germany and England. The British financial ruling class successfully pressured the Conservative/Liberal coalition regime to increase regressive taxes, reduce corporate taxes, privatize public health and education and repress popular unrest. A new tough neo-Thatcherite style of autocratic rule based on greater police powers over private communications has been legislated. The opposition Labor-trade union alliance has relied on vacuous verbal protest while tightening the leash on the rebellious rank and file. The regressive socio-economic policies put in place from 2008 to 2012 throughout Europe have set the stage for new non-elected technocratic and police-state regimes which in turn lead to more acute social confrontations. The second decade looms as a “lost decade” for workers and unemployed youth with no future.

The Coming Wars that End America “As We Know It”

The impossible demands that the Israeli regime dictated when the P-5 plus one announced the opening of a new round of negotiations with Iran have become the bases for Washington’s ‘non-negotiable demands’. Israel, via Washington, demands that Iran dismantle its newly built multi-billion dollar modern nuclear research center at Fordo, stop all uranium enrichment, destroy what they call “military grade enriched material”, (uranium enrichment to 20%) and allow permanent and pervasive International Atomic Energy Agency monitoring of all Iranian defense facilities [33]. No country among the over one hundred engaged in nuclear research is subject to these conditions. In fact, Iran is well within the parameters of international law and the non-proliferation agreement – while Israel rejects any international inspection of its nuclear weapons stockpile and never signed the non-proliferation agreement.

The Iranians propose to negotiate the terms of enrichment limiting the quantity, level of enrichment and inspection. But certainly and justifiably they will not destroy their advanced research facilities, nor end all enrichment. In other words the Israeli-Zionist-Washington position is devised specifically to sabotage a reasonable compromise that assures the peaceful usage of Iran’s nuclear program. The purpose is to create a pretext for claiming that “negotiations” were “tried” but failed and that a military attack is “justified”. [34]

Under Obama, as with his predecessor, the US has demonstrated its unyielding embrace of the doctrine of foreign policy by unilateral fiat in pursuit of a unipolar world.

Washington rejected a negotiated settlement of the Libyan crisis: it backed an all-out air and maritime war, marked by military success and the total destruction of its economy, society and political order. [35]

The US and its NATO satraps and Gulf state clients demand that the Syrian government unilaterally curtail its military defense of the country while they continue to provide arms, financial aid and mercenaries to the armed opposition. In effect the US backs a unilateral cease fire to facilitate the advance of their client mercenary “rebels”. [36]

The US, alone and without a single supporting country, insisted that Cuba be excluded from the “summit of the Americas” in Cartagena, Colombia on April 14-15, 2012 [37]. The attending countries made it clear to Obama that this will be that last summit in which Cuba will be excluded [38]. A unilateral US veto over Latin America’s progressive policies is dead and buried. In contrast the US, the Euro zone and Israel ally with the most retrograde regimes, like the Gulf petrol-dictators in pursuit of their colonial wars. Policies rejected by the major power in Asia (China, India) Latin America (Brazil, Argentina) Africa (South Africa) and Russia. In other words, despite growing international isolation and the tremendous chaos and destruction which colonial wars bring in their wake, the Zionist-militarist-Wall Street complex that rules the US and therefore NATO, refuses to reflect and reconsider the realities of the 21st century. Washington fails to recognize a multi-polar world, that colonial wars destroy empires and that an imperial policy dictated by a minority elite aligned to a racist-military-colonial regime can only lead to disasters.

Obama has laid the groundwork for a new and bigger war in the Middle East by relocating troops from Iraq and Afghanistan and concentrating them against Iran. To undermine Iran, Washington is expanding clandestine military and civilian operations against Iranian allies in Syria, Pakistan, Venezuela and China. The key to the US and Israeli bellicose strategy toward Iran is a series of wars in neighboring states, world- wide economic sanctions , cyber-attacks aimed at disabling vital industries and clandestine terrorist assassinations of scientists and military officials. The entire push, planning and execution of the US policies leading up to war with Iran can be attributed to the Zionist power configuration occupying strategic positions in the US Administration, mass media and ‘civil society’. Even the financial press highlights the political influence of Jewish money in the election and selection of presidential candidates and policy makers: The Financial Times highlights the role of the 1% Jewish power elite in its tittle article “The Jewish Vote: Small segment but a big role in raising funds” [39]. Equally important, it is public knowledge that leading Israeli backed and Zionist run foundations play a deciding role in designing US and Euro- zone sanctions policy toward Iran, which prejudices their economies. According to the Financial Times “Mark Dubowitz, executive director of the Washington-based Foundation for Defense of Democracies (sic) who helped write the latest sanctions bill admits that there is a risk oil prices could rise even further” [40]. A systematic analysis of policymakers designing and implementing economic sanctions policy in Congress finds prominent roles for leading Zionists such as Waxman, Ileana Ros-Lehtinen, Levin, Cantor, Berman and their numerous camp followers. Dennis Ross in [concert with] the White House, Jeffrey Feltman in the State Department and David Cohen in the Treasury, ensure that the White House toes the Israeli line. The Obama regime, in the midst of the presidential re-election campaign, is especially beholden to multi-millionaire Zionist fund raisers and takes its cue from the ‘52 Presidents of the Major American Jewish Organization. Combined they raise over 50% of the Democratic party campaign funds. The Israeli-US Zionist strategy is to encircle Iran, weaken it economically and attack its military. The Iraq war is the US “model” for its current build up for an attack on Iran. Israel is the principal political and military beneficiary of the Iraq and Libyan wars as is the case in the current proxy war against Syria. These wars have destroyed Israel’s adversaries or are in the process of doing so. But the economic, political and human cost to the US has been enormous: trillions of dollars in war debts have bled the US treasury, without any economic returns, as US oil profits have been sacrificed in Iraq and Iran.

Economic sanctions, which were designed to create domestic discontent in Iran, are the principal weapon of choice. This policy has backfired as it boosted the price of oil by 20% in 2012, undermining any economic recovery in the EU and the US. The global sanctions campaign which engaged the energies of the major Jewish-Zionist lobbies succeeded as the Obama regime followed with an escalation of financial sanctions. The US-NATO- Israeli regimes have faced no opposition from the mass media, Congress or the White Office. The Zionist power configuration (ZPC) is even virtually exempt from criticism by most progressive writers, peace movements and leftist grouplets – with a few notable exceptions. The past year’s re-positioning of US troops from Iraq, the dispatch of aircraft carriers off the coast of Iran, the economic sanctions and the rising pressure from Israel’s “lobby” in the US increases the likelihood of war in the Middle East. This likely means a “surprise” aerial and maritime missile attack by US-Israel forces. Israel’s pretext of an “imminent nuclear attack” and White House claims that the “failure” of Iran to negotiate in good faith will be faithfully transmitted by the Israel lobby to their lackeys in the US Congress and to the western public for consumption and transmission to the rest of the western world. Contrary to Israeli leaders this will not be a limited war: Iran is capable of sustaining a prolonged war, extending across the Gulf region. Iran is capable of crossing borders into Iraq aided by its Shi’a allies. It can paralyze the flow of oil in the Hormuz Straits. It can send missiles into the Saudi oilfields. A US-Israeli war on Iran will be a destructive, bloody, prolonged war which could provoke a global depression. The US will bear the direct military cost by itself and the rest of the world will pay a dear economic price. The Zionist promoted US war will convert the recession of 2008- 2012 into a major depression and probably provoke mass upheavals.

Conclusion

The world configuration of power in the new decade is far more complex than the designation concocted by the leading banking houses[41]. For example, the “BRICs” includes a truly global power, China, a center of manufacturing, science and growth; Russia a military power highly dependent on energy exports and lacking a competitive manufacturing sector; Brazil is a commodity-dependent export economy suffering economic stagnation; and India where three quarters of the populace live at a or below $3 a day. The decline of the US-EU axis is not accompanied by a new multi-polar global power configuration. The crises engendered by neo-liberalism in the West is accompanied by its growth in Asia, especially China, India, South Korea and Indonesia. The decline of neo-liberalism is not accompanied by the rise of socialism: in Southern Europe, authoritarian rightist regimes buttress the crises-racked neo-liberal order by imposing policies by fiat and by criminalizing the social movements and civil disobedience and by centralizing executive power. By ignoring financial speculation as the detonator of the crises and the state bailout of the banks for the high indebtedness, the regimes perversely blame popular social program for the crises and impose harsh anti-popular austerity programs which lower living standards and increase profits. The debate between neo-liberals and neo-keynesians focuses on ‘austerity’ versus ‘spending’ – neither of which faces the class bases of state policy and the class relations which define economic costs and benefits. What is clear throughout the prolonged socio-economic crises is the impermeability of the state: despite mass disaffection, repeated general strikes and multitudinous and demonstrations, the capitalist state ignores majoritarian interests and persists in imposing savage retrograde reductions in living standards. Capitalist rule in the West is based on a reversal of seventy years of social gains. The reality of growing immiseration replaces the idea of social progress. We have passed from the so-called “golden age” of post-World War II capitalism to the long night of the “dark ages” of capitalism, an epoch of decay and descent into barbarism.

All indications point to the second decade of the 21st century being an epoch of unrelenting economic crises spreading outward from Europe and the US to Asia and its dependencies in Africa and Latin America. Catastrophic imperial and proxy wars accelerate the continued decay of the US empire and facilitate the rise of Asia as the epicenter of world capitalism and as the site for rising class conflict. The crisis in capitalist class rule is truly global and is spilling over into sharpening inter-imperialist trade confrontations. Colonial wars are undermining any efforts to ameliorate this crisis. Prolonged economic crises and a never ending downward spiral in living standards, fueled by class based austerity programs designed to reduce wages and social benefit and increase profits. In response emerging mass social movements are playing a dominant role within the anti-capitalist opposition. Direct action is gradually overshadowing electoral politics, moving over time from protests and rebellions, toward overt struggles for state power.

Why Paul Krugman is Full of Shit

The Fed Works for the Very Rich

By ROB URIE | CounterPunch | April 23, 2012

Late last week Princeton University economist and New York Times columnist Paul Krugman wrote a piece on his NY Times blog that history will view as the best evidence to appear in at least several decades of the utter irrelevance of mainstream economics. The piece purported to respond to a Wall Street Journal editorial by Mark Spitznagel in which Mr. Spitznagel argued broadly the Austrian economists’ line that all government spending favors one group over another and more specifically that the Fed’s Quantitative Easing (QE) programs of recent years favor banks and the rich.

Mr. Krugman could have argued his New Keynesian shtick that government investment can prevent deflationary spirals in economic downturns and all would be as it was. Instead, he chose to argue (Plutocrats and Printing Presses – NYTimes.com), an astonishing amount of evidence to the contrary, that Fed QE policies have not disproportionately benefited banks and the very rich and were in fact enacted against their wishes and interests.

The basis of his argument has two parts:

(1) conservative economists argue that QE is “printing money,” they also argue that printing money causes inflation, banks hate inflation (because loans get repaid in less valuable dollars), therefore banks opposed QE and

(2) that banks earn profits from the difference between long term interest rates and short term interest rates (NIM, or Net Interest Margin), QE has reduced this difference, therefore the banks have seen their profits fall from QE.

Were these arguments used when writing about a (1) solvent banking system whose (2) profits still came from making prudent loans to creditworthy borrowers and (3) whose shadow banking system was immaterial  (couldn’t destroy the global financial system), then Mr. Krugman might have had a point. The facts, however, suggest that if bank loans and other bank assets were fairly valued the big banks would be conspicuously insolvent, that the entire impetus of banking consolidation and deregulation (as explained by bankers) was to reduce the impact of NIM on bank profits, and that building out the shadow banking system was the way that banks intended to accomplish this.

The housing crisis that began in 2006 is well known to most people, but it was part of a much larger build-up of debt by households and corporations at the behest of bankers. Among the “innovative” home mortgage types that put people who couldn’t afford regular loans into houses were “adjustable-rate mortgages” (ARMs). What set off the initial stages of the financial crisis was the realization that (1) a large percentage of people who had taken out mortgages couldn’t repay them under any circumstances and (2) if rising interest rates caused the mortgage payments on ARMs to rise then a much larger group of people would also default on their home mortgages. In 2007 – 2008 both of these realizations caused the value of the mortgage loans held by banks either directly or through securitizations (the banks’ own creations) to fall precipitously.

The same principle that rising interest rates cause the market value of loans and loan-type instruments to fall applied to an unprecedented quantity of assets held by banks in 2008, and still does today. However, the opposite is also true, when interest rates fall the market value of loans on bank books and in financial markets rises. As too much un-repayable private debt in the economy was what made the banks insolvent, lowering both short and long term interest rates has had far more impact on restoring the banks to faux health by raising asset values than profits from interest margin (NIM) possibly could have. The banks killed their ready supply of credit-worthy borrowers along with the economy in the 2000s— the only game they could play was to restore the market values of the garbage assets that they held. The Fed willingly accommodated this strategy.

The Fed wasn’t alone in its efforts to save the banks at all costs– the utterly corrupt actions by ex-New York Fed Chair, now Treasury Secretary, Timothy Geithner, and current Fed Chair Ben Bernanke to move bad loans made by the banks to other government agencies including FHA, Fannie Mae, Freddie Mac and an astonishing array of seemingly unrelated others, was tied to Fed asset purchases through QE. Readers may remember the low interest, non-recourse government loans that were used to induce hedge funds to buy garbage assets at no risk to themselves (non-recourse) to (1) get the assets off of bank books and (2) to create faux market prices for garbage assets based on contrived economics to thereby induce less sophisticated buyers to pay higher prices for the assets. The Fed itself bought assets at higher prices that it had driven higher.

The way that the Fed’s QE directly benefited the very richest Americans, in addition to the most recent vintage of richest Americans being bankers, is by running up the value of all financial assets. Fed Chair Bernanke gave a veiled explanation of how this works in his Jackson Hole speech from 2010 that can be found online. Mr. Bernanke calls his method the “portfolio balance channel,” and it is premised on two basic economic concepts, supply and demand and substitution. When the Fed buys assets it takes those interest-paying assets out of circulation and replaces them with cash. This reduces the supply of interest bearing assets in financial markets and replaces them with cash with which to buy other assets. It also reduces market interest rates thereby making stocks and other assets (substitution) more attractive.

But we need not rely on theory to see if this works the way that Mr. Bernanke theorized that it would. There are a significant number of rigorous analyses that were done demonstrating that when the Fed (or the ECB) is buying assets through QE financial markets rise and when the Fed stops buying they fall. The evidence is both unambiguous and voluminous. And in an anecdotal sense, there was some skepticism from Wall Street in 2009 when QE began but few if any doubters remain—it is absolutely the perceived wisdom on Wall Street that the reason that financial asset prices have been rising when they have is because the Fed is causing them to. The only question still out there for Wall Street is whether or not the Fed will continue to run prices up further?

How does running up the prices of financial assets directly benefit the richest Americans? Ironically, every three years the Fed also produces a survey of income and wealth distribution in the U.S. that is available on the Fed’s website. The data is broken out by income and wealth deciles. The quick answer to who benefits from rising financial asset prices is that the rich do because they own all the financial assets. See for yourself on the Fed’s website.

So far the Fed has tried to save the banks by keeping interest rates low and through various programs to dump toxic assets on the rest of us and it has revived the fortunes of the kind folks who looted the banks and stole our wealth (the very rich) by running-up stock prices. The Fed did this with QE1, QE1.5, QE2, QE2.5, “Operation Twist” and various less publicized programs with similar intent. The banks and bankers have absolutely loved these programs—read their research and you will see. On his very own blog Mr. Krugman referenced UC Berkeley economist Emmanuel Saez’s recent report stating that since the recession theoretically ended in 2009, the top one percent of income earners has received 93% of income gains. Mr. Saez’s research illustrates that it is the revival of capital gains from rising financial asset prices (including stock options granted to corrupt executives) that is behind the gains.

Finally, Mr. Krugman claims that the only way that banks could have benefited from the Fed buying assets was if the Fed overpaid for the assets. Fed Chair Bernanke publicly stated at the time Fed purchases commenced in 2009 that the Fed was going to overpay for the MBS (Mortgage-Backed Securities) it purchased in order to induce banks to sell them to the Fed. This was widely reported in the financial press at the time. It was also widely viewed as part of the ongoing (never ending) bank bailouts. Readers may recall the news reports from all of the Wall Street banks of perfect trading records (banks earned profits from trading financial assets every day) for several quarters in 2009. If the banks are winning then someone else is losing—thank you Federal Reserve. If Mr. Krugman can’t find credible contemporaneous reports of this then he should try a little harder.

Last, there is no ax to grind here with Paul Krugman.  Mr. Krugman has put a human face on his politics for which he should be thanked. But legitimate criticism of his economics includes the absence of the class struggle that Wall Street and the Federal Reserve clearly understand as evidenced by their actions—they are fighting for America’s rich and their policies are intended to benefit them alone. The sleight of hand that sustains mainstream economics is the claim that we all benefit if the system benefits. Take a look around and you’ll see that no, we don’t all benefit. In fact, were it not for the ideological drivel disguised as mainstream academic research, this would be evident to even the least interested among us. When in doubt, look a little harder.

America stores $800 million of military gear in Israel

Palestine Information Center – 23/04/2012

NAZARETH — Hebrew media sources reported, on Monday, that the US stores military equipment worth U.S. $800 million in Israel, noting that this quantity will increase soon reaching $1.2 billion.

Citing a report issued by the U.S. Department of Defense, the Hebrew TV Channel2 said the US ordnance, including missiles, armored vehicles and artillery ammunition, is allowed to be used by Israel in the event of a military emergency.

The storage of military equipment came within the strategic partnership between the two countries which began in the early nineties. The report revealed that during the Second Lebanon War in 2006, the US allowed Israel to access its military emergency stores.

It is noted that the US began stockpiling $100 million in military equipment in Israel in 1990, then it increased to $800 in 2010, and it is predicted to reach $1.2 billion in the coming years.

Venezuelan Government Promotes “Car-Free” Caracas for Urban Cyclists

By Rachael Boothroyd | Venezuelanalysis | April 23rd 2012

Caracas – Venezuelan citizens took to the streets of Caracas yesterday as part of the government’s “Caracas Free Wheeling” campaign, a plan aimed at reducing the unnecessary use of cars and promoting a healthier lifestyle for residents of the nation’s capital.

With a slogan of “the car is turned off and you get active”, the campaign began on the 25th of March and involves the closing of roads across the city from 7 am to 3 pm every Sunday so that cyclists, runners and skaters can have free rein over the capital – without worrying about Caracas’ infamously hectic traffic.

So far the Venezuelan government has spent over 30 million bolivars ($US 6.976 million) as part of an initiative to take back areas of the capital city for its citizens, with “Caracas Free Wheeling” being the latest project launched. Open air gyms and children’s parks have also been built across sectors of Caracas.

Jorge Rodriguez, the Mayor of Caracas, said the project’s goal is to create spaces of “enjoyment and recreation” in the capital, and to “re-create a different city to that rushed metropolis which is full of cars”.

“Caracas is different if you travel it by bicycle, walking in the city is wonderful. There are spaces which have been recovered by the revolution for the enjoyment of all Caracas residents and visitors,” he added.

Venezuelan families turned out in droves yesterday to take advantage of the closed roads, either bringing their own bicycles or borrowing one of the 200 government bicycles made available through a joint manufacturing project with Iran.

“We want to promote the use of bicycles and skates, to encourage people to walk freely in the streets,” said Manuel Valera from the Urban Guerrilla Cycling collective, who praised the initiative.

“You get to know Caracas in a totally different way and you fall in love with it,” he added.

The government hopes to keep progressively increasing the amount of “car-free areas” throughout the city, eventually bringing the total amount of routes to 17.5 kilometres. Another cycle path was opened yesterday, giving Caracas residents the option of three different routes spanning a distance of 8km.
