Record radiation found in fish near Fukushima nuclear plant

A record quantity of radioactive cesium – 7,400 times the country’s limit deemed safe for human consumption – has been detected in a greenling fish in the waters near the crippled Fukushima plant, two years after the nuclear disaster.
Tokyo Electric Power Co (TEPCO), which runs the Fukushima Daiichi Nuclear Power Station, discovered a record 740,000 becquerels per kilogram of radioactive cesium in the fish, Kyodo News reported.
The operator installed a net on the seafloor of the port exit near the plant to prevent the fish from escaping.
The bottom-dwelling greenling fish was found in a cage set up by TEPCO inside the port next to the Fukushima Daiichi plant, a utility official told AP on condition of anonymity.
The company also indicated that the previous record of cesium concentration in fish was 510,000 becquerels per kilogram detected in another greenling caught in the same area, TEPCO said.
In January, a fish containing over 2,500 times Japan’s legal limit for radiation in seafood was caught in the vicinity of the nuclear plant, the facility’s operator reported.
The March 11, 2011, earthquake and tsunami damaged the plant, causing meltdowns that spewed radiation into the surrounding soil and water. The disaster forced the evacuation of 170,000 local residents.
Some experts have speculated that radioactive water may be seeping from the plant into the ocean; this may have been confirmed after bluefin tuna caught off the coast of California tested positive for radiation poisoning at the end of February.
Most fish along the Fukushima coast are banned from market.

Fukushima isn’t Chernobyl?
Don’t be so sure

The March 11, 2011 Tohoku earthquake and tsunami caused the deaths of approximately 16,000 persons, left more than 6,000 injured and 2,713 missing, destroyed or partially damaged nearly one million buildings, and produced at least $14.5 billion in damages. The earthquake also caused a triple meltdown at the Fukushima Daiichi nuclear power plant on Japan’s eastern coast. After reading the first news reports about what the Japanese call “3.11,” I immediately drew associations between the accident in Fukushima and the Chernobyl nuclear disaster of 1986 in what was then the Soviet Union. This was only natural, since studying the cultural fallout of Chernobyl has been part of my life’s work as an anthropologist for the past 17 years. Knowing rather little about Japan at the time, I relied on some fuzzy stereotypes about Japanese technological expertise and penchant for tight organization and waited expectantly for rectification efforts to unfold as a model of best practices. I positioned the problem-riddled Chernobyl clean-up, evacuation, and reparation efforts as a foil, assuming that Japan would, in contrast, unroll a state-of-the-art nuclear disaster response for the modern age. After all, surely a country like Japan that relies so heavily on nuclear-generated power has developed thorough, well-rehearsed, and tested responses to any potential nuclear emergency? Thus, I expected the inevitable comparisons between the world’s two worst nuclear accidents to yield more contrasts than parallels.
But as reporting on the meltdown at the Fukushima Daiichi NPP unfolded, an unsettling story of stonewalling and sloppiness emerged that was eerily reminiscent of the Chernobyl catastrophe. TEPCO (Tokyo Electric Power Company), which operates the Fukushima Daiichi NPP, and the plant’s head, Masao Yoshida, proved to be masters of understatement. Yoshida characterized radiation levels nearly 100 times higher than normal as “higher than the ordinary level,” and he used the wholly inadequate phrase “acute danger” to describe two explosions and the meltdown of three of the reactor cores1 (how about “catastrophic meltdown necessitating immediate evacuation?”). One is reminded of the first official statement acknowledging the Chernobyl accident, which only appeared in a Kyiv newspaper three days after the disaster, and was hidden on the third page in the Weather section: “From the Cabinet of Ministers of the USSR. An accident has occurred at the Chernobyl atomic electrostation; one of the atomic reactors was damaged. Measures are being taken to liquidate the consequences of the accident. The victims are receiving assistance.”2
Recently-released video footage of the early days and weeks of the Japanese crisis reveals that some of the same mistakes made during the Soviet state’s blighted response to Chernobyl were repeated at Fukushima Daiichi. Military helicopters made futile attempts to douse flames inside the damaged reactors with water, a strategy already proven ineffective, dangerous, and potentially counterproductive during the Windscale fire in Great Britain in 1957, and later at Chernobyl. Local Fukushima firefighters were called to the accident scene but not informed of the extremely high levels of radiation—the TEPCO video reveals an official at headquarters to say, “There’s no use in us telling the fire department. That’s a conversation that needs to happen at higher levels.” Recall the six firemen who lost their lives battling the fires at Chernobyl’s Reactor No. 4; along with 25 other plant workers and first responders the firefighters for years were the only Chernobyl casualties officially recognized by the Soviet state. The accidents at Chernobyl and Fukushima alike have been traced back to lax safety controls and poor plant design or siting, and the emergency response after both disasters included a muddled chain of command, the intentional withholding of vital radiological data and health directives, and the privileging of economic concerns and saving face over the well-being of human beings and the environment. Did we learn nothing from Three Mile, Selafield, Windscale, and Chernobyl? Will the Fukushima accident finally jar us out of complacency, or will the accident be successfully “socially contained,” enabling humankind to “stagger on toward our next disaster?”3
Thanks to colleagues at the Japan College of Social Work in Tokyo, during October and November 2012 I visited Japan to participate in interviews, informal meetings, and conference roundtables with Fukushima evacuees, social workers, medical professionals, and community activists. It was an enlightening though sobering experience: many of the Fukushima stories I heard echoed nearly word-for-word narratives I have read and collected among persons affected by the Chernobyl accident in the former Soviet Union. Just like people who survived Chernobyl and the Soviet Union’s “rectification efforts,” Fukushima-affected persons and their advocates complain of government secrecy and misinformation, top-down decision making, generalized disorganization, and the social ostracism of nuclear accident “victims.”
No one knows what really happened here”
I traveled through northeast Japan with an esteemed group of scholars: Dr. Yukio Yamaguchi and Dr. Takashi Fujioka, professors at the Japan College of Social Work; Dr. Masumi Shinya, a professor of sociology at East China University of Science and Technology’s School of Social and Public Administration; Dr. Decha Sungkawan, Dean of the Faculty of Social Administration at Thammasat University in Bangkok; and Dr. Charles Figley, professor and Chair of the Tulane University Trauma Institute.
We traveled by trains and taxis, making research stops in cities like Nihonmatsu and Yamagata City, which received thousands of disaster evacuees, and Otsuchi (Iwate Prefecture), a coastal town devastated by the 3.11 tsunami. Before the disaster Otsuchi had a population of 15,262. At least 800 residents were killed in the tsunami that carried away most of the city’s infrastructure; nearly 500 residents are still missing. Today there are 10,000 people living in Otsuchi, 5,400 of who still live in cramped temporary housing units.
Our guide in Otsuchi was Mr. Ryoichi Usuzawa, a community organizer. Mr. Usuzawa drove us around the city, much of which now consists only of partial concrete foundations where buildings once stood. The entire city administration of Otsuchi (more than 20 persons) drowned in the tsunami—they had been called by the mayor to the town hall at the time of the earthquake. Mr. Usuzawa drove us up a steep hill to an area overlooking the town, just above the now-destroyed Buddhist temple and the adjoining hillside cemetery, which is still intact. On 3.11, hundreds of residents watched from this vantage point as the massive wall of water rolled in and mowed down their town (including their own homes, some with people still inside), the buildings collapsing “like dominos.” The devastation resulted in huge amounts of debris that caused further damage in turn, as tanks of propane gas bobbed along, became entangled in debris, and ignited fires and explosions “bubbling on top with smoke.” Mr. Usuzawa says, “It was like a huge washing machine was spinning the whole town. Everything was moving clockwise.”4
One of these hilltop spectators captured the scene on video, and we watched the terrifying footage on Mr. Usuzawa’s laptop as we looked down over the now-leveled city.5 He explained that hundreds of residents, many of them elderly, fled to the Buddhist temple for refuge from the water and drowned inside. As the tsunami was rolling over Otsuchi, some 200 kilometers away a wall of water invaded the coast of Fukushima Prefecture, destroying the Fukushima Daiichi nuclear power plant and the surrounding towns. Yet the impact on residents’ health is harder to calculate, because it consists not only of physical destruction but radiation contamination.
As cultural geographer Shiloh Krupar notes, “Embodied knowledge…take[s] on a particular significance in the presence of large-scale technological -environmental disasters…, where the variability and duration of harmful waste and its biological effects are uncertain and never closed.”6 Measuring radiation exposure and absorbed dose requires specific, often hard-to-access technologies, and laypersons are dependent on experts and their expert knowledge for interpretation of these measurements. Individuals’ ability to know and assess their risks is severely curtailed when expert knowledge—produced by agents usually beholden to states and powerful industrial interests—is the only form of knowledge recognized as valid, even as states and industry intentionally withhold information on hazards and their biological effects. Meanwhile, embodied self-knowledge is discredited.
Fukushima evacuees and their advocates report egregious examples of misinformation, negligence, and cover-up that have exacerbated their health risks. After the earthquake and tsunami the United States Department of Defense and the Department of Energy conducted environmental and radiological monitoring of air, water, and soil on DOD installations in the region.7 According to Professor Yukio Yamaguchi of the Japan College of Social Work, when this valuable data was shared with Japanese authorities they shelved it for two weeks instead of immediately informing the population about radiation risks. Further, the Japanese government failed to provide the Japanese public with data from the System for Prediction of Environmental Emergency Dose Information (SPEEDI)—data predicting the location and extent of radioactive contamination after the nuclear accident—until March 23, nearly two weeks after the disaster. Because the SPEEDI data was not available, some families evacuated themselves to locations that actually were more contaminated than where they were living.8 Perversely, the Japanese authorities provided the SPEEDI data to the U.S. military on March 14 but waited a full nine days before releasing it to the Japanese people.9
As happened in the Soviet Union after the Chernobyl accident, after the Fukushima accident the government quickly raised the “acceptable” level of individual radiation exposure. In Japan, the pre-nuclear accident maximum “safe” exposure was one millisievert (mSv)/year.10 After the Fukushima disaster, suddenly exposure of 20 mSv/year was deemed safe. Some medical professionals went so far as to suggest that 100 mSv/year was a safe level of exposure.11 Such inconsistencies made it difficult for those living near the Fukushima Daiichi NPP to make informed choices and take actions to minimize their risk of exposure to damaging radionuclides. In this context of uncertainty, a common phrase among Fukushima accident-affected persons is that, “No one knows what really happened here.”
In an age where sophisticated radiological monitoring is possible and information technology facilitates the rapid evaluation and dissemination of radiological data, the Japanese government’s crude “mapping” of the radiation fallout baffles the innocent and informed alike. Environmental contamination after a nuclear explosion or accident is uneven and patchy. We have known this since the 1950s, when radioactive fallout from bombs detonated in Nevada was carried by rain clouds all the way to New York state. Similarly, radiation maps of the area around Chernobyl (not released until years after the disaster) show an irregular contamination pattern around the NPP with “anomalous” hotspots of contamination hundreds of miles away caused by rains —biochemist and journalist Mary Mycio describes it as a “hand” with a dark palm six miles around the plant and 20-30 mile-long “fingers” caused by radiation carried by the wind.12 Why, in the immediate wake of the Fukushima Daiichi accident, did the authorities not apply this knowledge? Why was the contamination not mapped according to the actual radiological data? Instead, in a move strangely reminiscent of the initial Chernobyl “mapping” of a 30-kilometer “zone of alienation,” a 20-kilometer “planned evacuation zone”13 of compulsory evacuation was drawn around the Fukushima Daiichi NPP. The Japanese Cabinet Public Relations Office announced that the cumulative radiation level in those areas could reach 20 mSv/year. People living outside this artificially-drawn zone have been provided no state support to evacuate from their homes, even if the levels of contamination are actually higher there than in some places inside the planned evacuation zone.
Consider for instance the town of Namie. Namie, which was affected by both the tsunami and the NPP accident, is located inside the exclusion zone, and its roughly 20,000 surviving residents were evacuated to the city of Nihonmatsu.14 However, levels of contamination in Namie are lower than in some towns outside the zone,15 whose residents have not had equitable access to evacuation assistance, medical care and social services. Evacuees from Namie face their own set of very difficult circumstances in Nihonmatsu: they are tired of living in hastily-built, cramped temporary housing quarters; unemployment, boredom, and feelings of lack of control over the future fuel anomie. Long-term reliance on social welfare is demoralizing, and evacuation is especially frustrating for elderly persons who just want to go home. According to a community leader at NPO Namie in Nihonmatsu, evacuees are experiencing serious psychological problems; now that they are not in “emergency mode,” he said, they increasingly dwell on their memories of the devastating tsunami. Many suffer from survivor guilt, asking themselves why they lived when others perished. Social workers report high levels of depression and anxiety, alcoholism, gambling, and marital discord among residents of temporary housing units.

Realizing that returning to Namie is only a distant prospect, and concerned about reports of Namie children being bullied in local schools, in fall 2012 a group of community activists founded Namie Elementary School in Nihonmatsu. The school has enrolled just 30 students so far, but organizers hope it will grow and serve to cohere the community of Namie evacuees in Nihonmatsu, who one community leader described as having been “scattered like sesame seeds.”16 Indeed, loss of community is one of the consequences of 3.11 and the resulting evacuations and resettlements of paramount concern to social workers and NPO leaders. Social work specialists in Japan point out that loss of communities was a major problem after the Great Hanshin (Kobe) earthquake in 1995, but the lessons of that tragedy have not been applied after 3.11.
Living apart is too difficult”
The experiences of the Nakamura family illustrate the difficulties faced bt many Fukushima accident-affected families. Before 3.11, Miki Nakamura, a nutritionist, lived with her husband and three young daughters in Koriyama in Fukushima Prefecture, 58 kilometers from the damaged NPP. The Nakamuras evacuated temporarily immediately after the accident. However, being understandably reluctant to uproot their young family, they returned to Fukushima as the new school year began in April. As in other locations close to the damaged nuclear power plant, the schools in Koriyama stayed open even though neither radiological monitoring nor decontamination efforts were underway.17 During an informal interview in October 2012, Miki Nakamura recalled that she and other parents were told “very firmly” by their children’s schoolteachers that children should continue to attend school; children were advised to wear masks, windbreakers, and hats to protect them from radiation. Trusting in the judgment of the teachers—and in the reassurances issued by the then Prime Minister Naoto Kan and the Secretary General that “there will not be immediate health impacts”—the children in Koriyama continued going to school.
The young families who at the time of the Chernobyl accident were living in Pripyat—the workers’ city built 2 km from the NPP—would find this tragedy familiar. Although news of the accident began to circulate informally hours after the Chernobyl explosion, the authorities did not warn the 49,000 residents of Pripyat to take precautions until a full 36 hours after the accident. Children enjoyed playing outside on the warm April day, unaware that their young bodies, especially their young thyroid glands, were soaking up radioactive particles. The thyroid gland is the organ most sensitive to radiation exposure; this is particularly true for children and for those with iodine deficiencies. Local health workers were instructed not to distribute prophylactic potassium iodine pills, for fear of “causing panic.” (Subsequently, around 6,000 cases of thyroid cancers—and many more cases of thyroid anomalies—have been documented among children who at the time of the Chernobyl accident were living in contaminated areas in Ukraine, Belarus, and Russia.18) Incredibly, a similar scenario unfolded after the Fukushima Daiichi accident. Although health workers themselves took prophylactic potassium iodine, it was not given to children.19
On March 15, it snowed in Fukushima, and the snow contained radioactive materials. Radioactive particles landed on the surface of the soil. In April, the air dose rate exceeded 3.8 microsieverts (/hour at “hot-spots” in Koriyama, and 8 microsieverts/hour at some points along the school route.20 Meanwhile, during the days following the Fukushima Daiichi accident, the Nakamuras’ dosimeter registered radiation levels of 1.5 microsieverts /hour right outside their home. It was not long before the eldest Nakamura daughter (age nine at the time) started having uncontrollable nosebleeds that her mother says “persisted even after going through a box of tissues.” The child’s nosebleeds were the first key factor in the family’s decision to leave Koriyama.
The second factor was the resignation of Professor Toshiso Kosako, an expert on radiation safety at the University of Tokyo and a nuclear advisor to the Japanese Prime Minister. In late April 2011 Kosako resigned in protest of the Japanese government’s decision after the Fukushima Daiichi accident to raise the official acceptable level of radiation exposure in schools from 1 to 20 mSv/year, a decision that allowed “children living near the crippled Fukushima Daiichi nuclear plant to receive doses of radiation equal to the international standard for nuclear power plant workers…a level [that is] is far higher than international standards set for the public.”21 Professor Kosako said he could not endorse this policy change from the point of view of science, or from the point of view of human rights.
The Nakamura family made a difficult decision: Miki and the children would move to Yamagata City, about an hour’s drive across the mountains from Koriyama. Mr. Nakamura would remain behind for his job, and the family would get together on weekends. Thus, Miki Nakamura and her three girls joined approximately 4,200 evacuees from Fukushima prefecture who moved to Yamagata. Like the Nakamuras, around 2,500 of these evacuees are from Fukushima City and the surrounding Nakadori area that were not under mandatory evacuation.22 As “voluntary” evacuees, these citizens are hardly entitled to the same state entitlements that mandatory evacuees receive. Some voluntary evacuees did receive two-part reparation payments from TEPCO, the first for the months up until December 2012, and the second for the months from January to August 2013.
The financial stress on voluntary evacuees—many of which find themselves running two households (one back home, one in Yamagata)—is enormous. Rent is free for evacuation housing, but families spend approximately 100,000 Yen ($1,110) per month on moving costs, utilities for two residences, and children’s kindergarten and school fees outside their place of official residence. (The latter obstacle compels some voluntary evacuee families to transfer their official place of residence, a decision that produces its own set of complications.) Costs of transportation are also high for these split families, who travel frequently to spend time together; also, unlike mandatory evacuees, voluntary evacuees must cover the costs of their own medical check-ups. Reparations from TEPCO do not even begin to offset these expenditures: the Nakamura family received the first compensation payment of just 400,000 yen for one child, 80,000 yen for each parent “for their unnecessary radiation exposure that could have been avoided,” and another 200,000 yen “for minor and additional costs.” The second payment consisted of only 80,000 yen for a child, 40,000 yen for an adult, and 40,000 yen for additional costs.
Miki Nakamura notes that, lacking appropriate entitlements and compensation, among voluntary evacuees “ there are so many children and mothers across the country that live each day by digging into their savings set aside for children’s education and their own retirement.”23 Over time, despite their continuing concerns about radioactive contamination, the financial and emotional burdens of voluntary evacuation have compelled a number of these families to return home against their better judgment. Miki Nakamura predicts that a number of families will return to Fukushima Prefecture from Yamagata in spring 2013, “not because Fukushima will be safe, but because living apart is too difficult.”
I am not a doctor but I know my children are sick”
In Yamagata City, the Nakamura girls continue to have health problems such as sore throat, canker sores, swollen lymph nodes, and dark circles under their eyes, which their mother believes to be related to the nuclear accident. The 10-year-old’s nosebleeds continue, but doctors—state employees who likely do not have the freedom to admit a Fukushima accident-related diagnosis—continue to discount radiation effects. One doctor who examined the eldest Nakamura child suggested that the girl’s nosebleeds were “caused by the stress of the mother.”
This readiness to attribute bodily complaints of disaster-affected persons to psychological and emotional stress is all too reminiscent of the diagnoses of “radiophobia” doled out by medical professionals and experts in the Soviet Union after the Chernobyl disaster. Not surprisingly, many people in Ukraine, Belarus and Russia who believed that Chernobyl fallout had compromised their health balked at the suggestion that their ailments were caused by “fear of radiation,” not radiation itself. They had good reason to be skeptical. Anthropologist Adriana Petryna’s ethnographic study of the Chernobyl medical assessment and compensation system has revealed that system to be anything but objective.25 Petryna documents how the invention and application of radiation-related diagnoses in Soviet medicine were as political and social as they were scientific. Further, only half-hearted attempts were made to systematically collect health data from Chernobyl-affected persons (plant workers, clean-up workers, evacuees), making any firm conclusions about biological effects of radiation exposure versus psychological effects of “radiophobia” impossible.
During 1997 I shadowed medical professionals working at the clinic in Kyiv that houses the “Chernobyl registry.” Persons with a “Chernobyl tie” from across the country (those deemed partially or fully disabled due to Chernobyl’s effects on their health) were offered regular examinations at the clinic—some were required to undergo these checks to retain their benefits—and personnel were supposed to enter patients’ data into the clinic’s computer database. The doctors and nurses I shadowed were harried and underpaid, and saw the data entry task as a nuisance. Often data was never entered, or it was entered helter-skelter. It is well known that after Chernobyl some data concerning individual exposure to radiation (particularly among clean-up workers) was actively destroyed or changed.26
I also in 1997 assisted with a WHO-funded study of children’s thyroid health in Chernobyl-contaminated areas whose planned evacuation was scuttled due to lack of funds. The research team exerted a yeoman’s effort, but the desperate conditions of local infrastructure made our tasks extremely difficult. We worked in hospitals without running water or electricity, and thus our ability to do blood draws and perform ultrasounds on children’s thyroids was limited. Local medical personnel were skeptical of our team and the study’s motives and we suspected they actively discouraged sick villagers from participating. Qualitative questionnaires were not tailored to local ways of life. For instance, youngsters who spent hours each day working in the fields and walking long distances to school were never sure how to answer the ill-phrased question, “Do you exercise or do sports regularly?”
Observing these problematic data-collection procedures makes me question research conclusions that purport to definitively assess Chernobyl’s health impacts, and especially those that downplay the medical effects of radiation exposure (e.g. the 2003-2005 Report of the Chernobyl Forum).27 The same critical eye should be applied to Fukushima accident health studies, since reports from Japan indicate that health monitoring of persons exposed to radiation after the Fukushima Daiichi NPP accident has been far from systematic or problem-free. The affected population is skeptical that doctors in the state system of medicine can offer objective diagnoses. This distrust means they may be compelled to pay out-of-pocket for private health care, in which case their medical data may not make it into official databases. In the future, these persons will not be eligible for public compensation for their Fukushima accident-related health problems.
Skepticism of official health pronouncements is reflected in people’s desire to have their personal levels of radiation exposure checked. Whole body counters (a device used to identify and measure the radioactive material in the body) are in deficit in Fukushima City, and the waiting list to be checked is some six months long.28 Even though Yamagata hosts the largest group of Fukushima evacuees in Japan, there is not a single whole body counter in the city.29 And as with Chernobyl, the chaotic evacuation of residents after the Fukushima accident complicates exposure assessment and health monitoring. Additionally, in early Feburary 2013 at a private meeting of the research and survey committee on residents’ health, it was suggested that the Fukushima Prefectural Medical College, the institution entirely responsible for examining radiation and its health effects, has attempted to delay the thyroid check-up for evacuees outside the prefecture.30
Not surprisingly, “radiophobia” has made its way into the Fukushima accident lexicon.31 It becomes convenient and somehow perversely comforting to focus on the psychological impacts of nuclear disasters, with their many “unknowns.” The victim-blaming Miki Nakamura encounters (“the child’s health complaints are caused by the stress of the mother”) would be familiar to many Chernobyl-affected persons I have interviewed in Ukraine. Of course, this is not to discount the real psychosocial stresses associated with evacuation and the multiple forms of Fukushima’s fallout (radioactive, economic, social, psychological), many of which are being tracked by the Fukushima Health Management Survey.32
Miki Nakamura has met with other forms of stonewalling in her efforts to monitor her children’s health. Like all children living near the disaster site, the Nakamura girls are entitled to thyroid screenings. After her daughters’ thyroid checks at the Fukushima Prefectural Medical College, Miki received a brief notice in the mail that lacked any details or explanation of the test results. When she phoned the Medical College to ask for an explanation of the test results, personnel told her, “We are so very busy…” and discouraged her from getting a second opinion, which in the words of the doctors, “just causes confusion.” Despite the deficit of whole body counters, Miki managed to arrange whole body counts for her daughters. However, without regular follow-ups to track the dynamic—whether their counts are going up or down—the information is of limited utility.
Miki Nakamura sums up her frustrations: “I am not a doctor but I know that my children are sick. And I saw that other children from Fukushima and in the greater Kanto region had the same health problems as my daughters, though I do not hear about it anymore…” Recent health studies show that Miki’s concern about her daughters’ thyroid health is far from unfounded. According to the April 2012 Sixth Report of Fukushima Prefecture Health Management Survey, which included examinations of 38,114 children, 35.3% of those examined were found to have cysts or nodules of up to 5 mm (0.197 inches) on their thyroids. A further 0.5% had nodules larger than 5.1 mm (0.2 inches).33 Contradicting earlier reports, the National Institute of Radiological Sciences admitted in July 2012 that children from Fukushima had likely received lifetime thyroid doses of radiation.34 The Health Risk Assessment from the Nuclear Accident after the 2011 Great East Japan Earthquake and Tsunami published by the World Health Organization (WHO) in February 2013 states that in the most affected regions of Fukushima Prefecture the preliminary estimated radiation effective doses35 for the first year after the disaster ranged from 12 to 25 mSv. According to the report, in the most contaminated location the estimated increased risks over what would normally be expected are as follows:
*all solid cancers – around 4% in females exposed as infants;
*breast cancer – around 6% in females exposed as infants;
*leukemia – around 7% in males exposed as infants;
*thyroid cancer – up to 70% in females exposed as infants (the normally expected risk of thyroid cancer in females over lifetime is 0.75% and the additional lifetime risk assessed for females exposed as infants in the most affected location is 0.50%).36
The future is what we are looking at right now”
Miki Nakamura spends time with other evacuee families every day as founder and director the Yamagata Association of Mothers in Evacuation (YAME). The association is a resource base and support system for families like the Nakamuras who are voluntary evacuees often split between two households. YAME has a liaison council to help mothers get necessary information, provides babysitting services and a “mothers’ morning out,” offers free legal consultations, and sponsors a regular “children’s plaza” where mothers can socialize and exchange advice while their children play. Miki Nakamura and her association worked with a local politician to draft the Fukushima Child Victims’ Law, which was passed by the Diet. But this is just a resolution without enforceability, and specific measures to protect victims’ rights (e.g. the right not to return to Fukushima) have not been determined.
As a nutritionist, in a context of radiological uncertainty Miki Nakamura draws on her knowledge of food properties and the complexities of the food supply to regulate her children’s diet. She shares and publishes recipes that contain “radioprotective” ingredients. Foods that contain beta carotene and vitamin C, for example, can help rid the body of radionuclides.37 One food that people in the Fukushima-affected areas have not enjoyed since 3.11 is persimmons (a crop for which the region is famous), which actively absorb radionuclides and thus are highly contaminated. The Yamagata countryside is adorned with scores of persimmon trees laden with ripe, juicy, entirely inedible fruit. Just as apples have become the key symbol of the Chernobyl accident (the forbidden fruit, original sin, humankind’s folly in seeking to control nature through science)38, perhaps the quintessential symbol of the Fukushima Daiichi accident will be the persimmon, which in Buddhist thought symbolizes the transformation of humans’ ignorance (the acrid green persimmon) into wisdom (the sweet, ripened fruit).
Miki Nakamura has lost all trust in the authorities. Before the disaster she always believed the government and she never thought twice about living near a nuclear power plant. Today she demands justice. She said: “The Fukushima disaster is not just an economic problem, but a problem of our children’s future. The future is what we are looking at right now. Our kids have the right to safety and to a good and long, peaceful life. These are not ‘poor kids.’ They have a future. The most important part of reconstruction after the accident is the restoration of people’s trust and sense of security.”
Was nuclear technological failure—the Chernobyl disaster—the “straw that broke the camel’s back” of the Soviet Union?39 The botched handling of the accident and its aftermath—and especially the central government’s overt failure and disinterest to protect the safety of citizens—confirmed what many citizens strongly believed: their government did not care for them and the system had become thoroughly corrupt and untrustworthy. While widespread protest against nuclear energy and its environmental and health risks was not possible in the authoritarian Soviet state, even in those conditions of a muzzled press and lack of freedom of speech a green movement emerged in response to Chernobyl. Chernobyl’s political fallout was one factor contributing to Gorbachev’s policy of glasnost (openness), and in a limited way anti-nuclear sentiment also fueled the Ukrainian independence movement.
Similarly, Japanese citizens have lost trust in the government and in engineers and physicians who previously commanded such respect and authority. Community leaders strongly feel that Japan lags behind other industrialized nations in democratic governance; they are particularly concerned about lack of press freedom. Indeed, in December 2012 the World Audit on corruption, democracy, and freedom of press gave Japan a democracy ranking of 29 (1 is most democratic, 150 least democratic). This puts Japan in the Audit’s “Division 2” list, along with Ghana, Panama, and Israel. Of the 26 OECD countries, Japan ranks 19th in democratic governance.40
The sound defeat of the Democratic Party by the Liberal Democratic Party in the national parliamentary elections in December 2012 reflected dissatisfaction with the status quo. But the elections were a referendum on the DP, not nuclear power; the LDP is pro-nuclear and does not plan to scale back nuclear energy production. Indeed, traveling through Japan I was struck by the relative lack of anti-nuclear discourse, even in Fukushima Prefecture. Few politicians criticize nuclear power. A notable exception is Tetsunari Iida, director of the Institute for Sustainable Energy Policies who lost a bid for governor of Yamaguchi Prefecture in elections in July 2012. The anti-nuclear Tomorrow of Japan Party—formed less than a month before the national parliamentary elections in December 2012—garnered scant voter support and disappeared. Reportedly the party’s calls for nuclear power draw-down failed to gain traction “amid concerns that electrical shortages could hurt the already shrinking economy.”41
Indeed, one gets the impression that response to the disaster has centered primarily on short-term economic, not human, concerns. Before the accident at the Fukushima NPP, Japan relied on nuclear power for 30% of its energy needs and was planning to increase that to over 50% within two decades. According to Japan’s Agency for Natural Resources and Energy, scrapping nuclear power would result in losses of $55.9 billion for power companies, at least four of which would likely face insolvency.42 With these economic stakes, it is not surprising that TEPCO and the Japanese government have been stingy with information about the disaster, the radioactive fallout, and the potential health consequences. My acquaintances who hoped Japan would abandon nuclear energy after the Fukushima disaster fear that the chance to “change the country’s direction” has already passed by.
Haruhiko Fukase, a resident of Yamagata City who worked as a shelter volunteer and coordinator during the evacuation effort, said that the nuclear accident-affected people have been forgotten not just by the international community, but by many of their fellow Japanese citizens. “For people in Tokyo and other big cities,” he said, “the evacuees don’t even register anymore. Their problems have been forgotten.” But for thousands of families, the Fukushima nuclear disaster will never end. Community leaders repeat this refrain: “The reactor is still hot; the situation is still unstable.” Miki Nakamura and like-minded community leaders are not giving up on the democratic process. They continue to speak justice to power. As Nakamura said during the December 2012 Japanese elections, “ To give up on Japanese politics is, to me, to give up on Fukushima.”43
Fukushima is Chernobyl. Independent of the system (Japanese, Soviet), nuclear technology requires disregard for the public, misleading statements, and obfuscation in multiple domains (medicine, science and technology, governance). As anthropologist Hugh Gusterson notes, “The disaster at Fukushima has generated cracks in what we might call the ‘social containment vessels’ around nuclear energy—the heavily scientized discourses and assumptions that assure us nuclear reactors are safe neighbors.”44 Comparing the nuclear accidents at Chernobyl and Fukushima shows that “peaceful” nuclear technology is anything but.

Nuclear accident could cost France $580bn, study shows

A study shows that a possible nuclear accident in France would cost the country about 430 billion euros ($580 billion), which is equivalent to 20 percent of its economic output.
The study, conducted by the French Institute for Radiological Protection and Nuclear Safety (IRSN), showed that a possible disaster in one of the nuclear reactors in France and a release of radioactivity into the environment would displace an estimated 100,000 people, destroy crops and cause massive power cuts, Reuters reported on Wednesday.
Jacques Repussard, the head of the IRSN, said, “A major accident would have terrible consequences, but we would have to deal with them because the country wouldn’t be annihilated, so we have to talk about it, however difficult it is.”
A nuclear crisis would also take its toll on exports of French delicacies and the tourism industry, costing the country about 160 billion euros ($126 billion), the study indicated.
Patrick Momal, the IRSN economist responsible for the study, said, “Tourism is an important activity for France and direct costs would not only hit the affected region, but the whole country.”
Momal, who is also a former World Bank economist, unveiled two disaster scenarios prompting a core meltdown at a typical 900-megawatt nuclear reactor in France, which include a “major” accident similar to that of Japan’s Fukushima reactor.
In March 2011, a 9.0-magnitude earthquake followed by a devastating tsunami hit the northeastern coast of Japan.
The quake triggered a nuclear disaster by knocking out power to cooling systems at the Fukushima nuclear power plant, resulting in meltdowns and radioactivity release.
France is the world’s most nuclear-dependent country and operates 58 reactors, which supply about 75 percent of its electricity demand.

Fish with radiation over 2,500 times safe levels found near Fukushima plant

A fish containing over 2,500 times Japan’s legal limit for radiation in seafood has been caught in the vicinity of the crippled Fukushima nuclear plant, the facility’s operator reported.
A ‘murasoi’ fish, similar to a rockfish, was caught at a port inside the plant, according to AFP. Plant owner Tokyo Electric Power Co. (TEPCO) indicated that the amount of cesium measured 254,000 becquerels per kilogram – 2,540 times Japan’s legal limit for radiation in seafood.
In October, TEPCO admitted that radiation leaks at the plant had not fully stopped.
In 2011, after a March earthquake and tsunami devastated the region, Japan barred beef, vegetables, milk, seafood and mushrooms grown near the affected area from both domestic markets and exports over safety concerns.
Science magazine published an article revealing that the levels of cesium in seafood around the disaster-battered area had not decreased since 2011. In October 2012, around 40 percent of bottom-dwelling marine species demonstrated elevated radiation levels, with cesium-134 and 137 levels above Japan’s legal limit. August samples collected by author Ken Buesseler had cesium levels 250 times what Japanese authorities consider safe.
Seafood from the area near Fukushima has turned out to be a health hazard abroad, as well as within the country.
In July, Russia expressed concern over fish caught off its coast near Japan. In May, a contaminated tuna was found near the California coastline. Japan stressed that they understood the numbers of contaminated seafood are “extremely high,” but also pointed out that radiation was detected only in the kinds of fish found closest to the plant.
In October 2012, the European Commission, the executive arm of the European Union, announced that it would relax regulations on imports of Japanese food starting on November 1. The restrictions were introduced after the quake and tsunami hit Japan on March 11, 2011, with many countries such as the US, Australia, Canada, Germany, France and the UK either halting food imports or starting additional inspections of Japanese imports.

Fukushima deception confirmed by UN

When the Fukushima-1 reactor complex in Japan went into radioactive apoplexy on March 11, 2011, the Japanese government and the Tokyo Electric Power Co. — like the Russians at Chernobyl before them — began minimizing the risks of radiation and the known and potential effects of radiological disasters.
The principle mouthpiece for this well-rehearsed minstrel show was Chief Cabinet Secretary Yukio Edano who told the world that evening, “Let me repeat that there is no radiation leak, nor will there be a leak.”(1) Edano is now the Trade and Industry Minister and oversees federal cleanup and recovery efforts.
Independent observers like Dr. Chris Busby, scientific secretary of the European Committee on Radiation Risk and a founder of the Low-Level Radiation Campaign in England, warned four days into the disaster: “Reassurances about radiation exposures issued by the Japanese government cannot be believed.” Likewise, physicist Nils Bøhmer, with the Oslo-based environmental foundation Bellona, insists that throughout the crisis Japan has been withholding information about radiation dangers.
Even the New York Times reported Nov. 30 on “The gap between the initial assurances given by company and government officials, and the ultimate scale of the nuclear disaster…”
Deception confirmed by UN
Now 20 months later, the United Nations Special Rapporteur on the right to health has issued a draft report charging that Japan “has adopted overly optimistic views of radiation risks and has conducted only limited health checks” among contaminated populations, the AP and CBC reported. According to Anand Grover, the UN investigator, “Japan hasn’t done enough to protect the health of residents and workers affected.”(2)
Previous investigations found that monitoring data from the federal system that tracks plumes of radiation during disasters — called “Speedi,” for System for Prediction of Environmental Emergency Dose Information — was kept secret when it was needed most. News reports in August 2011 said that the system forecast that Karino Elementary School in the town of Namie would be directly in the path of the radiation plume spewing from the smashed reactors. Yet the warning never reached decision-makers and neither the school nor the town was evacuated. Instead, they became evacuation centers where families even cooked and ate meals outdoors.
Bellona reports that documents obtained by the AP and the New York Times, its own interviews with key officials, and a review of other newly released data and parliamentary transcripts show that “… Japan’s system to forecast radiation threats was working from the moment its nuclear crisis began on March 11, after an earthquake and tsunami pummeled the Fukushima” reactor site.
The UN’s Grover severely criticized the government’s commitment to health care for exposed workers and people in contaminated areas, and complained that its ongoing health checks are “too narrow in scope because they are only intended to cover Fukushima’s two million people.” Surveys of health effects should extend to “all radiation-affected zones” Grover said, a vast area including much of the north-eastern half of Honshu, Japan’s main island.
But so far, only one-fourth of Fukushima’s population has been surveyed. Grover thinks it’s unwise to check only children for thyroid damage. Indeed, Dr. Helen Caldicott told Business Insider last summer that even when lesions are found on a child’s thyroid, they aren’t being biopsied. The lesions “should all be biopsied,” Caldicott warned.
Further minimizing the actual numbers of affected persons, thousands of reactor site workers with short-term contractors “have no access to permanent health checks,” Grover said, and Fukushima residents complain that they have not been allowed access to their own health-check results.
Last March, Human Rights Watch leveled the same charge.(3) “We are really not seeing basic health services being offered in an accessible way and we are not seeing accurate, consistent, non-contradictory information being disclosed to people on a regular basis” Jane Cohen, a researcher at the New York-based rights group, told Reuters. Of the 24,228 workers who risk radiation exposure at the reactor complex, only a mere 904 are eligible for free cancer screenings being provided by the government and Tepco, the daily Asahi Shimbun reported November 22nd. The authorities have limited the scope of the $600 checkups to workers who were exposed to over 50 millisieverts between March 11 and mid-December 2011, but thousands of workers are demanding that the time limit be abolished.
Disinformation and denials confounded by science
Official lullabies, denials and attempted cover-ups are desperate shields against the enormous economic and legal liability that would follow any acknowledgment of the depth and breadth of radiation’s likely effects. Tepco said November 6th that it may need 11 trillion yen, or $137 billion, to cover its damages. Tokyo already set aside ¥9 trillion in July as part of the federal bailout and takeover of the utility. Minister Edano hinted last May that the government may cover some of the costs of decontaminating certain limited areas. Comprehensive decontamination is not even being considered because, as the science ministry reported in November 2011, radioactive fallout from the triple meltdowns was found in every one of its 57 prefectures.(4)
The journal Science reported this fall that 40% of the fish caught off the coast of NE Japan are contaminated with radioactive cesium at levels well above what the government allows.(5) Author Ken Buesseler of the Woods Hole Oceanographic Institution concluded that there is either a source of cesium on the seafloor, or it is still being dumped into the ocean by Tepco.
Referring to the millions of gallons of cooling water still being poured into the three destroyed reactors and their waste fuel pools, Buesseler told Radio Australia Nov. 20, “Some of that water is getting back into the ocean, either actively being pumped out after some decontamination or through leaks in the building, so [Tepco’s] not able to contain all of the water that they use to cool.”
The government and Tepco moved quickly to deny Science. The federal fisheries ministry claimed that cesium from Fukushima’s wrecked cooling systems — about 16,000-trillion becquerels, what Science called “by far the largest discharge of radioactivity into the ocean ever seen”— is “sinking into the seabed” and no longer entering the food chain. (A becquerel is one subatomic disintegration per second) Tepco representatives just said contaminated water was not leaking from any of its wreckage.
Oceanographer Kanda at Tokyo University told the journal Nature that his analysis indicates the site itself is leaking about 300 billion becquerels into the sea every month.

Brazilian megaproject in Mozambique set to displace millions of peasants

The Brazilian government and private sector are collaborating with Japan to push a large-scale agribusiness project in Northern Mozambique. The project, called ProSavana, will make 14 million hectares of land available to Brazilian agribusiness companies for the production of soybeans, maize and other commodity crops that will be exported by Japanese multinationals. This area of Mozambique, known as the Nacala Corridor, is home to millions of farming families who are at risk of losing their lands in the process.
The Nacala Corridor stretches along a rail line that runs from the port of Nacala, in Nampula Province, into the two northern districts of Zambézia Province and ends in Lichinga, in Niassa Province. It is the most densely populated region of the country. With its fertile soils and its consistent and generous rainfall, millions of small farmers work these lands to produce food for their families and for local and regional markets.
But now ProSavana proposes to make these same lands available to Japanese and Brazilian companies to establish large industrial farms and produce low cost commodity crops for export. Through ProSavana, they intend to transform the Nacala Corridor into an African version of the Brazilian cerrado, where savannah lands were converted to vast soybean and sugar cane plantations.
Large numbers of Brazilian investors have already been surveying lands in northern Mozambique under the ProSavana project. They are being offered massive areas of land on a long-term lease basis for about US$1/ha per year.
GV Agro, a subsidiary of Brazil’s Fundação Getulio Vargas directed by the former minister of agriculture, Roberto Rodriguez, is coordinating the Brazilian investors.
Charles Hefner of GV Agro dismisses the idea that the project will displace Mozambican peasants. He says ProSavana is targeting “abandoned areas” where “there is no agriculture being practiced”.
“Mozambique has a tremendous area available for agriculture,” says Hefner. “There is room for mega projects of 30-40,000 ha without major social impacts.”
But land surveys by Mozambique’s national research institute clearly show that nearly all the agricultural land in the area is being used by local communities.
“It is not true that there is abandoned land in the Nacala Corridor,” says Jacinto Mafalacusser, a researcher at the Instituto de Investigação Agrária de Moçambique (IIAM).
Peasants in the area also say there is no room for large-scale farms. On October 11, 2012, local leaders from the National Peasants’ Union (UNAC) met in Nampula City to discuss ProSavana. In a declaration from the meeting, the local UNAC leaders say they “are extremely concerned that ProSavana requires millions of hectares of land along the Nacala Corridor, when the local reality shows that such vast areas of land are not available and are currently used by peasants practicing shifting cultivation.”
The declaration condemns “any initiative which aims to resettle communities and expropriate the land of peasants to give way to mega farming projects for monocrop production”, as well as “the arrival of masses of Brazilian farmers seeking to establish agribusinesses that will transform Mozambican peasant farmers into their employees and rural labourers.”
This was the first time the peasant leaders from the areas affected by the ProSavana project had met to discuss it, and for many, it was the first time that they had received any information about what is involved.
“The government invited us to participate in a couple of meetings, but all we were presented was a power point presentation, with no chance to raise questions,” says Gregorio A. Abudo, the President of the União Provincial das Cooperativas de Nampula. “We want transparency. We want to know the details.”
The governments of Mozambique, Brazil and Japan are now ploughing ahead behind closed doors with a Master Plan for the ProSavana project that they intend to finalise by July 2013. Japan will be funding the construction of infrastructure in the Nacala Corridor while a representative of the Brazilian Cooperation Agency (ABC) says that GV Agro has secured “lots and lots of money” for a fund that it is managing that will invest in large-scale farms in the area. The ABC representative also says there is a second fund of similar size being managed by others who he would not name. Brazil’s national research institute, Embrapa, is building up the capacities of the national research stations in Nampula and Lichinga and bringing in varieties of soybeans, maize and cotton from Brazil to test their adaptability to conditions in the Nacala Corridor.
UNAC says ProSavana is the result of a top-down policy that does not take into consideration the demands, dreams and basic concerns of peasants. UNAC warns that the project will generate landlessness, social upheaval, poverty, corruption and environmental destruction.
For UNAC, if there is to be investment in the Nacala Corridor, or in Mozambique in general, it must be made in developing peasant farming and the peasant economy. This is the only kind of farming capable of creating dignified and lasting livelihoods, of stemming rural exodus, and of producing high-quality foods in sufficient quantities for the entire Mozambican nation.

The US has reportedly deployed six MV-22 Osprey helicopter-plane hybrids on the southern Japanese island of Okinawa in the face of widespread opposition on the part of the Japanese people against the deployment.
On Monday, the aircraft were flown from Marine Corps Air Station Iwakuni in western Japan to Marine Corps Air Station Futenma in Okinawa, DPA reported.
Six such aircraft remain in the Iwakuni base. The 12 aircraft had been transferred from the US to Japan in July.
Okinawa has become known as the site of enduring tensions with the US forces deployed there, and hence a lasting source of conflict between Washington and Tokyo. Pacifist inclinations as well as security and safety concerns have prompted the Japanese to protest against the deployment.
On September 9, tens of thousands of people rallied in the country against the prospect.
The Osprey is equipped with rotors that facilitate take-off like a helicopter and engines that can tilt forward, powering it to fly like an airplane at much faster speed than a chopper.
It is considered pivotal to Washington’s ambitions of force realignment in Asia-Pacific, and enables the US marines to fly farther and with bigger loads from Okinawa to remote islands in Japan.
The aircraft, however, has had multiple malfunctions and many accidents since its early years in 1990s. Osprey crashes killed two in Morocco and an entire crew in Florida this year.
Okinawa Governor Hirokazu Nakaima has also argued against the Osprey’s safety, and warned that the Futenma base is located in residential areas.

Fukushima’s Nuclear Casualties

It’s been nearly 18 months since the disastrous nuclear meltdown at Fukushima. There have been many reports on the huge amounts of radioactivity escaping into the air and water, unusually high levels in air, water, and soil – along with atypically high levels of toxic chemicals in food – that actually “passed” government inspection and wasn’t banned like some other food.
Conspicuously absent are reports on effects of radiation exposure on the health of the Japanese people. Have any health officials publicly announced post-March 2011 numbers on fetal deaths, infant deaths, premature births, birth defects, cancer, or other health conditions? The answer so far is an emphatic “no.”
The prolonged silence doesn’t mean data doesn’t exist. Japanese health officials have been busy with their usual duties of collecting and posting statistics on the Internet for public inspection. It’s just that they aren’t calling the public’s attention to these numbers. Thus, it is the public who must find the information and figure out what it means. After locating web sites, translating from Japanese, adding data for each of 12 months, and making some calculations, mortality trends in Japan after Fukushima are emerging.
The Japanese government health ministry has posted monthly estimated deaths for the 12 months before and after Fukushima, for the entire nation of Japan. These are preliminary figures, but they have historically been very good estimates of final numbers. A further look is in order.
Total deaths increased 4.8%, compared to the normal 1.5% annual rise. Since about 1.2 million Japanese people die each year, this computes to an excess of 57,900 deaths. The rise in deaths from accidents is given as 19,200, close to estimates of those killed directly by the earthquake and tsunami. But this still leaves an excess of 38,700 Japanese deaths, with no obvious cause.
The reports provide mortality numbers for 12 common causes, making up about 80% of all deaths in Japan, including heart disease, stroke, cancer, and pneumonia. Each increased in the past year, with the exception of homicide and suicide. The category “other,” which is a collection of all other causes, rose 5.9%. The sharpest increases occurred immediately after the meltdowns, in March-June 2011 (vs. the same period 2010), a finding consistent with that found in preliminary mortality in the U.S. in a December 2011 article I co-authored with Dr. Janette Sherman in the International Journal of Health Services.
Nobody should yet race to conclusions that 38,700 Japanese died from Fukushima exposure in the first year after the disaster. Several activities must occur. The final death statistics must first be posted, which will occur sometime next year. Counts of deaths and diseases among infants who are most susceptible to radiation exposure must be made public. Numbers for each area of Japan must be made public – radiation exposure from Fukushima would likely result in the highest rises in mortality in areas closest to the damaged plant. Numbers of deaths must be converted into rates, to account for any change in population.
Other potential factors accounting for increased mortality must be considered. For example, were there any fatal epidemics post-March 2011? Was access to medical services reduced in the aftermath of the earthquake and tsunami? Changes in morbidity and mortality rates often have more than one contributing cause.
The final element needed before conclusions are made is patience; vital statistics must continue to be tracked, and compared with radiation exposures to the Japanese people. One year after the 1986 nuclear meltdown at Chernobyl, which joins Fukushima as the two worst nuclear disasters in history, no examinations of deaths among nearby Soviet citizens had been done. In fact, data was suppressed, and the standard line from the Soviet government – and for years after – was that 31 emergency workers who died putting out the fire at the stricken reactor were the only casualties.
Fast forward 20-plus years, with the publication of a 2009 book by the New York Academy of Sciences. A team of Russian researchers, led by Dr. Alexey Yablokov, published results of 5,000 reports and articles on Chernobyl – many in Russian languages never before made public. Yahlokov’s team concluded that near Chernobyl, increases in diseases and deaths were observed for nearly every human organ system. They estimated that 985,000 persons died as a result of Chernobyl exposures by 2004 – and that many more were to follow.
There is no question that even if Fukushima studies proceed and are conducted in an objective manner, it will take years before the true extent of casualties are known. However, an early estimate of 38,700 additional unexplained deaths in Japan in just one year must be taken seriously, and underline the need for Fukushima health studies to be made a top priority, in Japan and in other affected nations.

Nagasaki: The Worst War Crime Ever

It was just short of eleven in the morning of a mild late summer day. The streets of the city were teeming with people going to work, while children played in the parks and in the medical college, professors were lecturing to their students on medicine and surgery.
High over the city, above the layer of clouds in the sky, a silver aeroplane was flying along on four throbbing motors. The crew had already been in the air for many hours and was growing tense and weary. They had flown to another city, where they were to deliver their cargo, but that had been obscured by smog and cloud, so they had come to this, their secondary destination. Getting low on fuel and experiencing some engine trouble, they were looking for a break in the cloud cover so that they could see where to release their cargo, a gift for the two hundred thousand people below.
A sudden hole opened in the cloud cover, and the B-29 started its bombing run.
It was the ninth of August, 1945, and the city below was about to become a funeral pyre.
When the accounts are written of the atom bomb, one name, and one alone, stands out in the histories – Hiroshima. It’s as though the atomic age is symbolised by that city. Tagged on, sometimes, to the end of it, is another name – Nagasaki – as though it were no more than an afterthought, ignored by most people except as a footnote. But Nagasaki was a city in its own right, bombed separately from Hiroshima, and with its own personalised tragedy.
In order to understand the tragedy of Nagasaki, it’s necessary first to examine the decision to use the atom bomb and the reasoning behind the bombing of Hiroshima.
The prelude to the atom bombing:
I have written previously[1] and in detail about why I consider the bombing of Hiroshima to have been an inexcusable war crime, not only in hindsight, but even given the information available at the time to the people involved. I’ll repeat a point I made earlier:
Japan was finished, and was all ready to sue for peace; the only condition it made was that the position of the Emperor should be protected. The Japanese government under Kantaro Suzuki that took office in April 1945 did so with the one single objective of ending the war. All this was known to the Western Allies, since the Japanese codes had long since been broken.
By May 1945, the Japanese were suing for peace through Switzerland and Moscow – peace on any terms, just so long as the position of the Emperor was protected.
These are the terms the Japanese offered as early as 20 January 1945, and repeated through the USSR in July[1,3]:
* Complete surrender of all Japanese forces and arms, at home, on island possessions, and in occupied countries.
* Occupation of Japan and its possessions by Allied troops under American direction.
* Japanese relinquishment of all territory seized during the war, as well as Manchuria, Korea and Taiwan.
* Regulation of Japanese industry to halt production of any weapons and other tools of war.
* Release of all prisoners of war and internees.
* Surrender of designated war criminals.
These are the exact same terms that the Americans accepted at the official Japanese surrender in September 1945. The war could have been over as early as January 1945 – if the US government had wanted it so.
The justification for the bombing:
The rationale for the atom-bombing of Hiroshima (and Nagasaki) rests on these ideas:
First claim: that the atom bomb was necessary to end the war.
In reality[1,2,3], the Japanese were suing for peace long before the A Bombing. Also, the fact is that wars are fought by militaries, and in this case the actual military forces involved (who would have been in a position to decide if they needed the Bomb to end the war) were kept completely out of the picture. Even General Douglas MacArthur, the theatre commander in the Pacific, was told of the Bomb’s existence a mere five days before it was used on Hiroshima[2]. And European theatre commander General Dwight Eisenhower (later US President) was strongly opposed to its use, and was to comment in an interview to Newsweek in 1963, “We didn’t have to hit them with that awful thing.”
In 1945 the Japanese were in desperate circumstances. Japan
… already had been defeated militarily by June 1945. Almost nothing was left of the once mighty Imperial Navy, and Japan’s air force had been all but totally destroyed. Against only token opposition, American war planes ranged at will over the country, and US bombers rained down devastation on her cities, steadily reducing them to rubble.
What was left of Japan’s factories and workshops struggled fitfully to turn out weapons and other goods from inadequate raw materials. (Oil supplies had not been available since April.) By July about a quarter of all the houses in Japan had been destroyed, and her transportation system was near collapse. Food had become so scarce that most Japanese were subsisting on a sub-starvation diet .[3]
While it is true that for public consumption the Japanese government was calling on its people to resist to the end, as any adult knows, the public statements of governments are to be treated with circumspection. Starving Japanese civilians armed with bamboo spears[6] would have had little impact on the kind of invasion fleet the Allies could have summoned by 1 November 1945, the projected date for the invasion, if any invasion had actually been required. But
(t)he United States Strategic Bombing Survey concluded that,”… certainly prior to 31 December, 1945, and in all probability prior to 1 November, 1945, Japan would have surrendered even if the atomic bombs had not been dropped, even if Russia had not entered the war, and even if no invasion had been planned or contemplated.” [4]
It’s also true that the atom-bombings of Hiroshima and Nagasaki were not the last major bombing raids on Japan during the Second World War. In a broadcast from Tokyo the day after the Nagasaki bombing, 10th August (and also two days after the USSR invaded Manchuria), the Japanese government announced its readiness to accept the joint American-British “unconditional surrender” declaration of Potsdam, “with the understanding that the said declaration does not compromise any demand which prejudices the prerogatives of His Majesty as a Sovereign Ruler.”[3]
Yet, on the day and evening of the 14th August, while Japan was preparing for the announcement of the unconditional surrender, General Henry Harley “Hap” Arnold dispatched over a thousand planes to fire-bomb Tokyo. Not even one was lost, and the official Japanese surrender was announced before the last one landed back at its base[5]. If the A-Bombing had actually ended the war, what was the necessity for this act, unless one wants to call it deliberate terrorism?
At the same time, there’s the fact that, as I said, the USSR entered the war on 8th August, as it was treaty bound to do three months after the end of the war in Europe. In many ways, it was this decision that forced the Japanese surrender, not the A-Bombing[6]. They did not want the Communists to occupy parts of their homeland.
Also –
American leaders who were in a position to know the facts did not believe, either at the time or later, that the atomic bombings were needed to end the war…
Shortly after “V-J Day,” the end of the Pacific war, Brig. General Bonnie Fellers summed up in a memo for General MacArthur: “Neither the atomic bombing nor the entry of the Soviet Union into the war forced Japan’s unconditional surrender. She was defeated before either these events took place.”
Similarly, Admiral Leahy, Chief of Staff to presidents Roosevelt and Truman, later commented:
It is my opinion that the use of the barbarous weapon at Hiroshima and Nagasaki was of no material assistance in our war against Japan … The Japanese were already defeated and ready to surrender because of the effective sea blockade and the successful bombing with conventional weapons … My own feeling was that in being the first to use it, we had adopted an ethical standard common to the barbarians of the Dark Ages. I was not taught to make war in that fashion, and wars cannot be won by destroying women and children.
If the United States had been willing to wait, said Admiral Ernest King, US Chief of Naval Operations, “the effective naval blockade would, in the course of time, have starved the Japanese into submission through lack of oil, rice, medicines, and other essential materials.” [3]
Besides, unlike the standard version of the story, the Japanese leaders of the time weren’t particularly impressed by the A-Bomb. Nobody knew much about these weapons at the time, and the initial number of casualties was less than those inflicted during the fire-bombing of Tokyo on the night of 9th March 1945 when over a hundred thousand Japanese were burned alive and boiled to death in the city’s canals[3]. It was just another enemy weapon[3], and the murder of a few hundreds of thousand civilians was passé by that stage of the war, when 67 Japanese cities had been destroyed by fire-bombing[7].
Therefore, it’s certain that the claim that the A-Bombing was necessary to end the war was false, and was known to be false even when the decision was being made.
Second claim : That the atom bomb was required to save a million American lives.
This claim rides piggyback on the first, and is predicated on an invasion and prolonged fighting for the Japanese home islands. However, as we’ve seen, no invasion would have been necessary, and the people in power were well aware that no invasion would have been necessary. Even so, the figure of a million American dead is widely inflated.
(T)he worst-case scenario for a full-scale invasion of the Japanese home islands was forty-six thousand American lives lost.[7]
Even if it were true that a million American soldiers would have died in the invasion of the Japanese home islands, did that justify nuking over a quarter of a million civilians[7]? How is that different from torturing and massacring the inhabitants of a city to break the will of their fighting men to resist[8]? And in what way does that qualify as not terrorism, if we define “terrorism” as the use of applied fear to influence the actions of a target government or populace?
Third claim: That Hiroshima and Nagasaki were heavily-defended military bases and hence legitimate targets.
This is actually one of the more transparent myths of the entire episode. Hiroshima was chosen as a target of the atom-bombing because it had never been bombed[9]; and it had never been bombed because it was not militarily significant (about 95% of the casualties in the city were civilian). In fact,
… almost all of the victims were civilians, and the United States Strategic Bombing Survey (issued in 1946) stated in its official report: “Hiroshima and Nagasaki were chosen as targets because of their concentration of activities and population.” [3]
As we shall see, Nagasaki was a third-hand choice for the bomb; it was meant to be used elsewhere, because Nagasaki had already been bombed five times before and wasn’t thought to be a prime target.
Fourth claim: The Japanese somehow “deserved” Hiroshima (and Nagasaki) because of the attack on Pearl Harbour.
This is part of the justification put out by Truman himself, [4]
“Having found the bomb we have used it. We have used it against those who attacked us without warning at Pearl Harbor (sic), against those who have starved and beaten and executed American prisoners of war, and against those who have abandoned all pretense (sic) of obeying international law of warfare.”
The simple fact is that the Japanese people were not, at the time, ruled by anything resembling a democracy. They had no part in the decisions that were taken in their name, and are no more to blame, collectively, than the people of the United States are collectively to blame for the invasion of Iraq – less so, indeed, because the US is (on the surface of it) a democracy.
The attack on Pearl Harbour, in any case, was far from the simple story of an unexpected and illegal attack on the US as is usually claimed. In reality, the attack had been made inevitable by a game of political brinkmanship and pushing Japan to the point where it had no option but to strike back. It was a pre-emptive strike… a strike the US celebrates to this day. The purpose of this article is not to get diverted into a discussion of the attack on Pearl Harbour; but it will note that while the official story is of a vicious and unprovoked attack, there are excellent reasons to believe that it was not.[10]
But even if the attack on Pearl Harbour had been a vicious and unprovoked attack, it was a military attack on a military base, and any civilians killed were accidental casualties (“collateral damage” in the words of the same people who decry the attack while occupying Iraq and Afghanistan and bombing Pakistan and Libya). The attacks on Hiroshima and Nagasaki were designed to kill civilians[3], and therefore were not a proportionate, legal or moral response to the attack on Pearl Harbour.
Therefore, none of these four justifications for the bombing stands up to examination.
Some words about the Atom Bomb:
This would probably be the right place to briefly discuss the atom bomb itself – as it was used in Hiroshima and then at Nagasaki. (You’ll see the point of this digression in a minute.)
With apologies to those to whom this is hardly news, there are two distinct types of nuclear bomb. Both depend on bringing together an unstable mass of radioactive metal, known as the critical mass, which then spontaneously undergoes change into a smaller mass of other materials with the missing mass converted into energy. This energy is gigantic compared to the amount of missing mass, because it follows Einstein’s famous equation E=mc2where E is the energy obtained from converting a mass m and c is the speed of light. Since the speed of light is 300,000 kilometres per second, the energy obtained by converting just one gram of material is huge indeed. That’s why nuclear bombs are so powerful; the Hiroshima bomb had a yield of 13.5 kilotons (the equivalent of 13,500 tons – not kilograms, tons – of TNT), and Nagasaki suffered 21 kilotons. And these were small bombs by today’s standards.
Now, there are two metals that can be used to construct an atom bomb. One is Uranium 235, and the other, Plutonium 239. In the case of Uranium 235, the technique used is relatively simple, and is called the gun type device. A “bullet” of the metal, weighing less than the critical mass, is fired by explosives into a sphere of the same metal, also weighing less than the critical mass, but the two together weigh more than the critical mass and “nuclear fission” occurs as the atoms split to release the above-mentioned energy. The gun-type device is simple and can be expected to work without testing, and this was the design of the (untested) bomb dropped over Hiroshima.
The plutonium bomb is a different matter. Because of certain inherent problems with the presence of Plutonium 240 as an impurity, the gun type device is unusable. Instead, the technique used is the implosion device, where explosives are used to compress a sphere of plutonium from all sides until it achieves a mass greater than the critical level, and explodes. This method happens to be both more efficient and safer than the gun-type device, and is used for most modern nuclear weapons.[11]

The thing about the implosion device is that it could not be reliably expected to work without testing, because its utility was still entirely theoretical at the time of construction and because of the fact that a highly complex triggering device has to be used to compress the sphere evenly and quickly into a supercritical mass. Therefore, it required a test – and this was the device that was tested at Alamogordo in New Mexico on 16th July 1945, which was called the “Trinity” test and was the world’s first nuclear explosion.
While the uranium bomb (“Little Boy”) was used on Hiroshima, the far more complex and expensive plutonium bomb (“Fat Man”) was used on Nagasaki.
Which leads us to one possible reason why the bomb was used…
The possible real reasons for the use of the atom bomb:
- The political reason: By 1945, the alliance between the USSR and the Western Allies was fast breaking down. It was little more than a formality which would obviously end once the war was over. Before the Germans were even defeated, American pilots flying close to the Eastern front with secret equipment in their aircraft were ordered by their superiors to bail out over German territory in case of emergency rather than land on the Soviet side of the lines (vide John Toland, The Last Hundred Days)[12]. The Western Allies were more concerned about their ally, the USSR, laying hands on their equipment than their enemies, the Germans, capturing it.
While at Yalta in February 1945, Stalin agreed to enter the war against Japan three months after the end of the war in Europe, which would mean the USSR’s declaring war on Japan on 8th August (since the European war ended on 8th May). The Americans and British were well aware of this, and Truman himself had written to his wife that the Soviet Union’s entry into the war would hasten Japan’s downfall[13]. Obviously, once the war ended, the two competing systems – communism and capitalism – would be scrambling for the prize of ruling the post-war world. The atom bombing was the first shot in the Cold War. [17]
Truman, in fact, postponed the July Potsdam conference with Stalin until he was certain that the Alamogordo test was successful, and his Secretary of State and advisor Byrnes’
… general viewpoint is consistent and clear. He saw the atomic bomb as a way to impress the Soviets. [14]
Also, as William Craig describes in The Fall Of Japan, by 25th August OSS (the organisation that is now the CIA) agents in China were openly threatening the Chinese Communists, still their official allies against the Japanese, with the use of the nuclear bomb unless they fell into line and stopped their “banditry”.[15]
The political factor behind the bombing is therefore pretty clear.
- The revenge factor: Throughout the war, the Western nations had categorised the Japanese as something less than human, and Western propaganda had consistently portrayed them as monstrous rats or monkeys. The use of the atom bomb on them was a nice, satisfying way of exacting revenge, as Truman himself said (see above).

- Scientific curiosity: Just because scientists are scientists we can’t expect them to be necessarily ethical or moral. The scientists wanted to know which bomb was more powerful, and one important reason for the atom-bombing of Nagasaki was merely to see if the implosion device would cause more devastation than the Hiroshima bomb.[16] The fact that the programme had cost two thousand million dollars (at the then value) was also a powerful incentive to use the bomb – to justify the money spent.
Hiroshima, in fact, was chosen as a target for two reasons: first, because it was a “virgin” city, never having been bombed[17], and therefore would provide an excellent test-bed for the Bomb; and also because of its topography (surrounded on three sides by hills) which would allow the blast to be focused back on the city and cause even greater destruction.
Could the Bomb have been used otherwise?
Let’s – for the sake of argument – assume that the atom bomb really ended the war. What were the alternatives to dropping the bomb on Hiroshima and Nagasaki?
Alternative No 1: Warning the Japanese through neutral nations of the existence of the bomb and the willingness to use it. Whether this would have been effective of not, it certainly wasn’t tried.
Alternative No 2: Making a “demonstration” – dropping the bomb over an isolated Japanese military base, over an unpopulated area, or over the sea within sight of the Japanese coast. This, too, was never tried, and never, apparently, contemplated.
The argument usually goes that the bomb actually had to be used for the Japanese to appreciate its true destructive power, and without that they wouldn’t have surrendered. The argument further goes that the use of only one bomb wouldn’t be effective, because the hardliners in the Japanese military and government wouldn’t believe that the US had more than one of the bombs.
Again, for the sake of argument, let’s assume that this line of thinking has merit – that the Japanese would have not surrendered unless the Bomb was actually used on one or more of their cities.
This raises some questions:
1. If the Hiroshima bomb was used on 6th August, why was the Nagasaki bomb used just three days later? It was an impossibly short time for the Japanese government to assimilate information about the bomb, given the utterly destroyed state of Japanese communications, and decide on surrender. Besides, it was only at Nagasaki (vide Craig, The Fall Of Japan) that a message was dropped (taped to an instrument package parachuted to study the explosion) to a Japanese nuclear scientist – a Professor Sagane – who had earlier studied in the US, informing him of the nature of the atom bomb. So, the Japanese were not even given the time to know of their danger and think of surrender – before both bombs had been used.
2. Let’s for the sake of argument assume that Hiroshima had to be destroyed to force a Japanese surrender, and a second bomb had to be dropped to make the point that the US had more than one bomb. If that is so, why wasn’t the second bomb used as a demonstration, and dropped somewhere the Japanese could see its effect for themselves, and not on civilians? What possible justification can there have been for destroying a city?
And this is why I consider Nagasaki to have been an even worse war crime than Hiroshima – because, following the arguments of the pro-bomb lobby to their logical conclusion, the bombing of the latter city comes across as even more wanton and pointless, even more of a war crime and a terrorist act.
While I am on the subject, as I’ve written elsewhere [18]
I view the atom-bombing of Hiroshima and Nagasaki as a complete and despicable war crime. I view it as such because – like using Agent Orange in Vietnam or depleted uranium today everywhere from Kosovo to Libya – the effects extend to future generations, meaning people who are not only not guilty of any part in the conflict, but weren’t even born when it took place. No amount of self-justification can excuse that.
Secondly, I view nuclear weapons as the closest thing we have to an absolute evil, because it gives its possessors the choice to wipe out virtually all life on earth in defence of a political or economic ideology; a way of wiping out everything in some kind of universal Gotterdammerung. Just as you wouldn’t let a petulant child get its hands on a firearm, you wouldn’t want a nation – any nation – to have the means to blow everything away in a fit of temper. Don’t think it can’t happen – it very nearly has.
It is true (as I shall discuss in a moment) that the bombing of Nagasaki killed far fewer people than the bombing of Hiroshima even though the bomb was far more powerful[19]; but that was more by accident than by intent, and surely in these situations intent is what matters. Is a man who kills a hundred people more of a criminal than one who kills merely fifty? And is the latter guiltier than one who has dispatched only five or so?
The targeting of Nagasaki:
Let’s say something here that a lot of people don’t know: Nagasaki was not a primary target for the Bomb. The list of potential Japanese targets had at first four names on it – Kyoto, the ancient Japanese capital; Kokura, Hiroshima and Nagasaki. Kyoto was scratched early on because of its cultural and religious significance to the Japanese people, and Niigata substituted. That city was subsequently scratched because it was considered too far to be reliably attacked, what with having to fly there carrying the immense weight of the atom bomb, and the target list came down to three – Hiroshima and Kokura, with Nagasaki (which had already been bombed five times[20] and therefore wasn’t a “virgin” city like Hiroshima) as the alternate target.
When the B 29 bomber (Bockscar) carrying “Fat Man” took off from Tinian, it was supposed to bomb Kokura, but the target was covered by smog and cloud[20]. The crew were under strict orders not to bomb by radar, but only after visually identifying the aiming point. Despite three passes over the target, they were unable to do so, and by this time the Japanese below had opened up with some anti-aircraft fire (the only occasion during the two atom bombings that any opposition at all was encountered. That a tiny number of unescorted and unarmed bombers – three at Hiroshima, two at Kokura/Nagasaki – could fly over Japanese cities in broad daylight unmolested is clear proof of the utterly parlous nature of Japanese defences at the time). The plane then flew to Nagasaki, which was covered by cloud and smog as well. By then, fuel was getting low, and there was just enough for one pass over the target. There was only one hole in the cloud which afforded some view of the city, and “Fat Man” was dropped through that hole, with a racetrack as the makeshift aiming point.
The bombing of Nagasaki:
As Fat Man fell through the air over Nagasaki, arming wires were extracted, barometric switches were closed, and electrical switches were triggered at a pre-set altitude of 500 metres. The detonators arranged around the plutonium core exploded, driving the metal ball on itself until it reached a supercritical mass. A moment later, with an intense bluish-white light, the bomb exploded over the city. People below simply vanished, vaporised in an instant. Further from the blast site, they were blinded, their skin burned away, their bodies blasted with radiation, and all of them died. Many who were not killed by the blast or radiation were crushed under falling buildings, and yet others roasted alive by the mass fires that followed. Those further from the blast and fires soon began to suffer the effects of radiation sickness: diarrhea, weakness and fever, agonising pain, their urinary flow stopping as the inner lining of their bladders came away. Most of them soon died. Those who survived lost their hair and teeth, followed by a lifetime of health problems, frequently involving cancer and passing on mutations to their children.
Everything happened as it had happened at Hiroshima, in fact; but, as I’ve mentioned, the casualty toll was

As the fireball from the explosion rose, it sucked up superheated air along with moisture, smoke and soot from the incinerated city, and condensed it all in a tower of cloud that spread out at the top – into the image of the mushroom cloud that is familiar to us all. And the moisture condensed and fell along with the soot and dirt as a black rain, just as it had done at Hiroshima.
The reason for the lower casualty toll is as follows: the implosion type plutonium device was far more powerful than the gun-type bomb used on Hiroshima. It was, however, dropped far off-centre (towards the north-west) and failed to hit the middle of the city as planned. Nagasaki is also, unlike Hiroshima, a hilly city broken up by stretches of water Large portions of the city were protected from blast by the hilly terrain, and the mass fires that started could not cross open stretches of water to ignite a firestorm as in Hiroshima. That is why “only” some 87000 died[20] – as opposed to more than twice that number at Hiroshima. (It’s a different matter that an even higher proportion of them were civilians, including a number of Western prisoners of war whose presence was known to the US – but the bombing went ahead anyway.[21])
When you remember that the most notorious “terrorist” strike in history killed fewer than 3000 people, and that that strike became the reason for wars that have to date destroyed two nations and devastated several others, it brings the crimes of Hiroshima and Nagasaki even more into focus.
The whitewash:
It’s worth noting that by 1947, Harry Truman had apparently begun feeling a need to whitewash his own part in the decision to use the bomb. He had the first film on Hiroshima censored extensively, falsifying history and reinventing his and every other major participant’s role in it[22]. It’s difficult to see this effort as anything but an admission of guilt, yet it established the modern myth of how the Bomb had to be used, most reluctantly, to end the war. It wasn’t a very effective propaganda device, of course, but the people of the US were eager to believe that the bombing was not a crime – so they took the opportunity to believe it.
The modern government of Japan is hardly free of guilt either. It made no effort to help the hibakusha – the survivors of the atomic bombing – until the 1950s, and to this day said help is far from adequate[23]. Besides, Japan till today operates on a US-written constitution and has a government that cannot exert full sovereignty over its own territory – no government which cannot ask an allegedly allied nation to remove its troops from its own territory[24] can be said to be sovereign – and cannot be expected to annoy the Americans. Therefore, the whitewash tends to be bilateral.
Conclusion:
Obviously, I believe that the atom bombing of the two cities was a war crime, and that the people who ordered the bombings were war criminals. However, were the people who actually carried out the bombings – the pilots and crew of the two planes, and the pilots and crew of the observation planes that accompanied them – war criminals?
Under normal circumstances, one would have said they weren’t. In a war that had crossed all limits of savagery, I’d have said that they were soldiers carrying out their orders. But there’s what happened afterward.
In 1995, the Smithsonian Institution wanted to hold an exhibition showing the effect of the atom-bombing of Hiroshima. One of the most strident opponents of the exhibition (which ultimately was aborted) was an old man who claimed it was a “damned big insult”. This old man was someone who had – in 1975 – flown a recreation of the attack of Hiroshima at an air show, complete with mushroom cloud, and claimed he had not intended it to be offensive. Yet, obviously, he found showing the effects of the bomb itself offensive to himself.[7]
Who was he? His name was Paul Tibbets, and he was the man who had flown the B 29, Enola Gay, which had dropped the Hiroshima bomb. His bombardier, too, went to his grave declaring he would do it again if the opportunity arose.
Whether Tibbets was a war criminal or not, therefore, at least in retrospect, might be a matter of opinion. However, I’d like to point out one thing:
After returning from a mission where they had just barbecued over a hundred thousand human beings, the crew of the Enola Gay celebrated with a barbecue.[25]
So what can be done? I believe that an apology is a good place to begin. It’s necessary because even though an apology won’t help the victims of the Bomb, it will acknowledge that bombing them was wrong; and only if one admits wrong will one begin to guard against the tendency to do it again. After the end of the Second World War, the USA has threatened the use of nuclear weapons many times – against Korea, China, Cuba and Vietnam, against Iraq, North Korea and now against Iran. If the only nation ever to use nuclear weapons and threaten their use apologised for doing so, it might guard against the tendency to use these weapons or threaten their use – and in the modern world, if one country can use them, another can; and once there’s a major exchange, no matter who is guilty of starting it, there can be no turning back from the road to utter global ruin.
Not that any apology will ever be forthcoming, of course, but there’s no harm dreaming.

South Korea resumes Iranian oil supplies

South Korea, the fourth largest importer of Iranian crude, plans to resume purchases after a two-month pause due to a European Union embargo.
South Korean refiners and the National Iranian Tanker Company (NITC) are negotiating the details of a deal, which would allow supplies to restart from September, Reuters reported citing government sources. Tehran offered to deliver crude in its own tankers and provide up to $1 billion shipment insurance cover.
SK Energy and Hyundai Oilbank – the only two South Korean refiners that import Iranian crude, have confirmed that they are involved in negotiations with NITC. Though it’s unclear whether Iran had offered South Korea a discount for crude.
South Korea, India, Japan and China are the biggest importers of Iranian crude, accounting for more than half of its oil exports. In May, Seoul announced it would halt crude import from the Islamic Republic, becoming the first major importer of Iranian oil to give up supplies due to the EU sanctions.
EU sanctions banning Iranian oil as well as insurance affect Asian customers as they rely on EU companies to insure their shipments. Nearly 90% of the world’s tanker fleets are covered by 13 international P&I clubs from the EU.
Meanwhile Japan approved providing $7.6 billion insurance coverage for Iranian tankers, while China offered to use its own vessels for delivery. India has given permission to its state-run refiners to import Iranian oil on condition Tehran arranges insurance.

Japan bans U.S. Osprey war planes over safety concerns

Japan’s prime minister says that he will not allow the U.S. military to fly its newest transport aircraft in his country until safety concerns are first addressed.
Yoshihiko Noda told parliament on Tuesday that no flights of the MV-22 Osprey aircraft would be allowed to take place until investigations into two recent crashes were completed.
The crashes took place in April and June, and Japan says that it will not allow them to operate over its airspace and from its soil until the government is satisfied that safety checks have been completed.
The deployment of the MV-22s to a U.S. military base on the island of Okinawa has become a political headache for the Japanese government due to intense local opposition.
Okinawa hosts more than half of the roughly 50,000 U.S. troops in Japan. The deployment of the aircraft has become an issue for anti-U.S. protesters to rally around.
The first 12 Ospreys headed for Okinawa arrived in Japan on Monday.
The Osprey is a hybrid aircraft with rotors that allow it to take off like a helicopter and engines that can tilt forward, enabling it to fly like an airplane at higher speed than helicopters.
The aircraft’s development was plagued with issues in its early years in the 1990s, but U.S. officials say the technical glitches have been cleared up.
It is used by the U.S. marines, primarily as a troop transport aircraft, allowing soldiers on the ground greater range than current transport helicopters offer.
