VIPS Call on Trump Not to Pull Out of Iran Nuclear Deal

As Donald Trump announces his decision at 2 pm Tuesday on staying in the Iran nuclear deal, the Veteran Intelligence Professionals for Sanity urge him in this memo exclusive to Consortium News not to base his decision on fabricated evidence.

SUBJECT: Being “Played” By Bogus Evidence on Iran

NOTE: The evidence presented by Israeli Prime Minister Benjamin Netanyahu on April 30 alleging a covert Iranian nuclear weapons program shows blatant signs of fabrication. That evidence is linked to documents presented by the Bush Administration more a decade earlier as proof of a covert Iran nuclear weapons program. Those documents were clearly fabricated as well.

We sent President Bush a similar warning about bogus intelligence — much of it fabricated by Israel —six weeks before the U.S./UK attack on Iraq, but Bush paid us no heed. This time, we hope you will take note before things spin even further out of control in the Middle East. In short, Israel’s “new” damaging documents on Iran were fabricated by the Israelis themselves.

Executive Summary

The Bush administration account of how the documents on Iran got into the hands of the CIA is not true. We can prove that the actual documents originally came not from Iran but from Israel. And the documents were never authenticated by the CIA or the International Atomic Energy Agency (IAEA).

Two former Directors-General of the IAEA, Hans Blix and Mohamed ElBaradei, have publicly expressed suspicion that the documents were fabricated. And forensic examination of the documents yielded multiple signs that they are fraudulent.

We urge you to insist on an independent inquiry into the actual origins of these documents. We believe that the renewed attention being given to claims that Iran is secretly working to develop nuclear weapons betokens a transparent attempt to stoke hostility toward Iran, with an eye toward helping “justify” pulling out of the 2015 nuclear deal with Iran.

Mr. President,

We write you in the hope that you will be informed of our views before you decide whether to continue to adhere to the Joint Comprehensive Plan of Action (JCPOA) regarding Iran. We fear that upcoming decisions may be based, in part, on unreliable documents alleging secret nuclear weapons activity in Iran.

On April 30, Israeli Prime Minister Netanyahu displayed some of those documents in his slide show on what he called the Iranian “atomic archive.” But those are precisely the same fraudulent documents that were acquired by the CIA in 2004.

The official accounts offered by the senior officials of the CIA about the provenance of these documents turned out be complete fabrication. Journalists were told variously that the documents (1) were taken from the laptop computer of an Iranian working in a secret research program; (2) were provided by a German spy; or (3) simply came from a “longtime contact in Iran.”

However, Karsten Voigt, the former German Foreign Office official in charge of German-North American cooperation, revealed in an on the record interview with historian/journalist Gareth Porter in 2013 that senior officials of the German foreign intelligence service, the BND, told Voigt in November 2004 that the documents had been passed to the CIA by a BND source. That source, the senior BND official said, was not considered trustworthy, because he belonged to the Mujahideen-E-Khalq (MEK), the armed Iranian opposition group that was known to have served as a conduit for information that Israeli intelligence (Mossad) wanted to provide to the IAEA without having it attributed to Israel. (In 2012 Secretary of State Hillary Clinton removed MEK from the list of terrorist organizations.)

Voigt recalled that the senior BND officials told him of their worry that the Bush administration was going to repeat the error of using fraudulent intelligence, as was the case with the notorious “Curveball”, the Iraqi living in Germany, whom the BND had identified as unreliable. Nonetheless, Curveball’s fictions about mobile biological weapons laboratories in Iraq —with “artists renderings” by the CIA of those phantom labs — had been used by Colin Powell in his error-ridden presentation to the UN on February 5, 2003, leading to war on Iraq.

As for the purported Iranian documents, the CIA never ruled out the possibility that they were fabricated, and the IAEA made no effort to verify their authenticity. IAEA Director General Mohamed ElBaradei recalled in his memoirs that he had believed the documents were not really from the Iranian government and that, as he put it, “it made more sense that this information originated in another country.” ElBaradei stated publicly from 2005 through 2009 that the documents had not been authenticated, and he refused to use them as “evidence” of a covert Iranian weapons research program. And ElBaradei’s predecessor as Director-General, Hans Blix, has said he is “somewhat more worried” about the intelligence on the alleged Iranian nuclear weapons program than about the dubious intelligence he saw on Iraq, because “there is as much disinformation as there is information.”

Each of the documents mentioned by both Netanyahu and the IAEA reports bears tell-tale signs of fraud. The most widely reported document in the collection is a set of schematic drawings showing efforts to redesign the re-entry vehicle of Iran’s Shahab-3 missile to accommodate a nuclear weapon. But the slide that Netanyahu displayed on the screen in his slide show provides visual confirmation of fraud. The drawing shows clearly the “dunce cap” design of the Shahab-3 reentry vehicle. But Iran’s Defense Ministry had already discarded that “dunce cap” reentry vehicle when it began to develop a new improved missile. That redesign began in 2000, according to the Congressional testimony in September 2000 of CIA national intelligence officer for strategic and nuclear programs Robert D. Walpole. But the earliest dates of any of the alleged Iranian nuclear weapon program documents on the project for redesign of the reentry vehicle in the May 2008 IAEA report on the entire collection are from summer 2002 after the “dunce cap” was replaced. The “baby-bottle” shaped reentry vehicle on the redesigned missile was not known to the outside world until the first test of the new missile in mid-2004. So those drawings could not have been done by someone who was actually involved in the redesign of the original Shahab-3 reentry vehicle; it was clearly the work of a foreign intelligence agency seeking to incriminate Iran, but slipping up on one important detail and thus betraying its fraudulent character.

The second document from that same collection turned over to the IAEA that has been widely reported is the so-called “green salt project” — a plan for a bench-scale system of uranium conversion for enrichment given the code name “Project 5.13” and part of a larger “Project 5”. Other documents that had been provided by the MEK showed that “Project 5” also included a sub-project involving ore processing at a mine designated “Project 5.15,” according to a briefing by IAEA Deputy Director Olli Heinonen in February 2008.

But when Iran turned over detailed documents to the IAEA in response to its questions about Project 5.15 in 2008, the IAEA learned the truth: there had been a real ore processing project called Project 5.15, but it was a civilian project of the Atomic Energy Organization of Iran – not part of a covert nuclear weapons program—and the decision to create Project 5.15 had been made on August 25, 1999—more than two years before the initial date of the project found in the collection of supposedly secret nuclear weapons research documents. That fact gives away the ruse surrounding the numbering system of “Project 5″ adopted by intelligence specialists who had fabricated the document.

A third document that purportedly shows Iranian nuclear weapons research is about what Netanyahu called “Multi-Point Initiation in hemispheric geometry” and the IAEA called “experimentation in connection with symmetrical initiation of a hemispherical high explosive charge suitable for an implosion type nuclear device.” Significantly, that document was not part of the original collection that the CIA had passed to the IAEA, but had been given to the IAEA years later, and officials from the IAEA, Europe and the United States refused to reveal which member country had provided the document. Former Director-General ElBaradei revealed in his memoirs, however, that Israel had passed a series of documents to the IAEA in 2008-09, in an effort to make the case that Iran had continued its nuclear weapons experiments until “at least 2007.”

The summary picture we offer above includes unusually clear evidence of the fraudulent nature of the documents that are advertised as hard evidence of Iran’s determination to obtain nuclear weapons. One remaining question is cui bono? — who stands to benefit from this kind of “evidence.” The state that had the most to gain from the fabrication of such documents was obviously Israel.

Completely absent from the usual discussion of this general problem is the reality that Israel already has a secret nuclear arsenal of more than a hundred nuclear weapons. To the extent Israel’s formidable deterrent is more widely understood, arguments that Israel genuinely fears an Iranian nuclear threat any time soon lose much of their power. Only an extreme few suggest that Iran’s leaders are bent on risking national suicide. What the Israelis are after is regime change in Tehran. And they have powerful allies with similar aims.

We therefore urge you, Mr. President, not to go along with these plans or to decide to pull the U.S. out of the six-nation nuclear deal with Iran based on fraudulent evidence.

The Warmakers

Between the US strikes on Syria in April and the recent developments on the Korean Peninsula, we are in somewhat of a lull in the Empire’s search for a new war to start. The always helpful Israelis, in the person of the ineffable Bibi Netanyahu, are now beating the drums for, well, if not a war, then at least some kind of false flag or pretext to make the US strike at Iran. And then there is the always bleeding Donbass (which I won’t address in today’s analysis). So let’s see where we stand and try to guesstimate where we might be heading. To be honest, trying to guess what ignorant warmongering psychopaths might do next is by definition a futile exercise, but since there are some not negligible signs that there are at least a few rational people still left in the US White House and/or Pentagon (as shown by the mostly “pretend strikes” on Syria last month), we can assume (hope) that some residual degree of sanity is still present. At the very least Americans in uniform have to ask themselves a very basic and yet fundamental question:

Do I want to die for Israel? Do I want to lose my job for Israel? How about my pension? Maybe just my stock options? Is it worth risking a major regional war for such a “wonderful” state?

A lot depends on whether the US military leaders (and people!) will have the courage to ask themselves this question and, if they do, what their reply will be.

But, first, let’s begin with the good news:

The DPRK and ROK are in direct talks with each other.

This is indeed a truly great development for at least two reasons. First, of course, the main and objective one: anything which lowers the risks of war on the Korean Peninsula is good. But there is a second reason which we should not discount: Trump can now take all the credit for this and claim that his (empty) threats are what brought the North Koreans to the negotiating table. I say – let him. In fact, I hope that they organize a parade for Trump somewhere in the US, with confetti and millions of flags. Like for an astronaut. Let him feel triumphant, vindicated and very, very manly. MAGA, you know?!

Yeah, that will be sickening to the thinking (not to mention counter-factual), but if a little bit of intellectual nausea is the price to pay for peace, I say let’s do it. If Trump, Bolton, Haley and the rest of them can feel that they “kicked ass” and that their “invincible military” is what brought “Rocket Man” to “give up his nukes” (he never said any such thing, but never mind that) then I sincerely wish them a joyful and highly ego-pleasing celebration. Anything to stop them from looking for another war to start, at least for a now.

Now the bad news.

The Israelis are at it again

Amazing, isn’t it? The Israelis have been whining about “imminent” Iranian nukes for years [decades], and they are still at it. Not only that, but these guys have the nerve to say “Iran lied”. Seriously, even by the already unique Israeli standards, that is chutzpah elevated to a truly stratospheric level. If it were just Bibi Netanyahu, then this would be comical. But the problem is that Israel has now fully subjugated all the branches of the US government to its agents (the Neocons) and that they now run everything: from the two branches of the Uniparty to Congress, to the media and, now that Trump has abjectly caved in to all their demands, they also run the White House. They apparently also run the CIA, but there still might be some resistance to their lunacy in the Pentagon. The US is now quite literally run by a Zionist Occupation Government, no doubt about it whatsoever.

So what are these guys really up to? Listen to the one man who knows them best, and whose every single word you can take to the bank, Hezbollah General Secretary Nasrallah (ever wondered why Hezbollah, which has not committed anything even remotely looking like a terrorist attack since the 1980s is called the “A-Team of terrorists”? Just saying…):

The first event is the Israeli blatant and manifest aggression against the T-4 base or airport on the outskirts of Homs, that targeted Iranian forces from the Guardians of the Islamic Revolution of Iran who were present there, hitting them with a large number of missiles, causing 7 martyrs among its officers and soldiers and wounding others. This was a new, significant and important event. Maybe some people do not pay attention to its importance and magnitude. In this operation, Israel has deliberately killed (Iranian soldiers). This is an unprecedented event. In the past, Israel has struck us [Hezbollah] for example in Quneitra, and it turned out that coincidentally Guardians [of the Islamic Revolution] officers were with us. Israel declared hastily that they did not know it, and thought that all (targeted soldiers) were Hezbollah’s. This is an event that has no precedent since 7 years, it is unprecedented since 7 years, that Israel openly targets the Guardians of the Islamic Revolution in Syria, killing deliberately, in an operation that caused a number of martyrs and wounded (…) I want to tell the Israelis that they must know – I wrote that statement accurately and I read it to them – they must know that they have committed a historic mistake. This is not a simple blunder. They committed an act of great stupidity, and by this aggression, they entered in a direct confrontation with Iran, the Islamic Republic of Iran. And Iran, O Zionists, is not a small country, it is not a weak country, and it is not a cowardly country. And you know it very well. As a comment on this incident, I stress that it constitutes a turning point in the situation of the region. What follows will be very different from what preceded it. This is an incident that cannot be considered lightly, contrary to what happens with many incidents here. It is a turning point, a historic turning point. And when the Israelis committed this stupid act, they had some assessment (of the situation), but I tell them that their evaluation is false. And even in the future, since you have opened a new path in the confrontation, (you should ensure) not to be wrong in your evaluations. In this new path you opened and initiated, don’t be wrong in your assessment, when you are face to face, and directly (in conflict) with the Islamic Republic of Iran.

I can only agree with this evaluation. As does The Jerusalem Post, NBC News, and many others. Regardless of how crazy this notion might sound to rational people (see below), there are all the signs that the Israelis are now demanding that the US start a war against Iran, either by choice or more likely, to “stand by our Israeli allies and friends” after they attack Iran first.

Israel is truly a unique and amazing country: not only does it openly and brazenly completely ignore international law, not only is it the last overtly racist country on the planet, not only has it been perpetuating a slow-motion genocide against the Palestinians for decades, it also constantly uses its considerable propaganda resources to advocate for war. And in order to achieve these goals, it does not mind allying itself with a regime almost as despicable and evil as the Zionist one – I am talking about the Wahabi nutcases in the KSA. And all that under the high patronage of the United States. Some “Axis of Kindness” indeed!

What is their plan? Actually, it is fairly straightforward.

The Israeli plan “A” (failed)

Initially, the plan was to overthrow all the secular (Baathist) regimes in power and replace them by religious nutcases. That would not only weaken the countries infected by that spiritual rot, it would set them backwards for many decades, some of them would break up into smaller entities, Arabs and Muslims would kill each other in large numbers while the Israelis would proudly claim that they are a “western country” and the “only democracy in the Middle-East”. Even better, when the Daesh/ISIS/al-Qaeda/etc types commit atrocities on an industrial scale (and always on camera, professionally filmed, by the way), the slow-motion genocide of Palestinians would really be completely forgotten. If anything, Israel would declare itself threatened by “Islamic extremism” and, well, extend a couple of “security zones” beyond its borders (legal or otherwise), and do regular bombing runs “because Arabs only understand force” (which would get the Israelis a standing ovation from the “Christian” Zionist rednecks in the US who love the killing of any Aye-rabs and other “sand niggers”). At the end of all this, the Zionist wet dream: unleashing the Daesh forces against Hezbollah (which they fear and hate since the humiliating defeat the IDF suffered in 2006).

Now I will readily agree that this is a stupid plan. But contrary to the propaganda-induced myth, the Israelis are really not very bright. Pushy, arrogant, nasty, driven – yes. But smart? Not really. How could they not realize that overthrowing Saddam Hussein would result in Iran becoming the main player in Iraq? This is a testimony of how the Israelis always go for “quick-fix” short-term “solutions”, probably blinded by their arrogance and sense of racial superiority. Or how about their invasion of Lebanon in 2006? What in the world did they think they would achieve there? And now these folks are taking on not Hezbollah, but Iran. Hassan Nasrallah is absolutely correct, that is a truly stupid decision. But, of course, the Israelis now have a “plan B”:

Step one, use your propaganda machine and infiltrated agents to re-start the myth about an Iranian military nuclear program. And never mind that the so-called “Joint Comprehensive Plan of Action” was agreed upon by all five of the UNSC Permanent Members, and Germany (P5+1) and even the European Union! And never mind that this plan places restrictions on Iran which no other country has ever had to face, especially considering that since 1970 Iran has been a member in good standing with the Nuclear Non-Proliferation Treaty (NPT) while Israel, of course, is not. But the Zionists and their Neocon groupies are, of course, quite exceptional people, so they are constrained by neither facts nor logic. If Trump says that the JCPOA is a terrible deal, then this is so. Hey, we are living in the “post-Skripal” and “post-Douma” era – if some Anglo (or Jewish) leaders say “highly likely” then it behooves everybody to show instant “solidarity” lest they are accused of “anti-Semitism” or “fringe conspiracy theories” (you know the drill). So step one is the re-ignition ex nihilo of the Iranian military nuclear program canard.

Step two is to declare that Israel is “existentially threatened” and therefore has the right to “defend itself”. But there is a problem here: the IDF simply does not have the military means to defeat the Iranians. They can strike them, hit a couple of targets, yes, but then when the Iranians (and Hezbollah) unleash a rain of missiles on Israel (and probably the KSA) the Israelis will not have the means to respond. They know that, but they also know that the Iranian counter-attack will give them the perfect pretext to scream “oy vey!! oy, gevalt!!” and let the dumb Americans fight the Iranians.

You might object that the US does not have a mutual defense treaty with Israel. You are wrong. It does, it is called AIPAC. Besides, last year the US established a permanent US military base in Israel, making it a “tripwire”: just claim that “the Ayatollahs” tried to attack the US base with “chemical weapons” and, bingo, you now have a pretext to use all your military forces in retaliation, including, by the way, your tactical nuclear forces to “disarm” the “genocidal Iranians who want to wipe Israel off the map” or some variation of this nonsense.

You might wonder what the point of all that would be if Iran does, as I say, not have any military nuclear program?

My answer would be simple: do you really think the Syrians have been using chemical weapons?!

Of course not!

All this nonsense about Saddam’s WMD, the Iranian nuclear program, the Syrian chemical weapons or, for that matter, Gaddafi’s “Viagra armed raping soldiers”, and before that the “Racak massacre” in Kosovo or the various “Markale market” atrocities in Sarajevo for that matter: these were just pretexts for aggression, nothing more.

In Iran’s case, what the Israelis fear is not that they will be “wiped off the map” (that is a mistranslation of words originally spoken by Ayatollah Khomenei) by Iranian nukes; what really freaks them out is to have a large, successful Muslim regional power like Iran openly daring to denounce Israel as an illegitimate, racist state. The Iranians are also openly denouncing the US imperialism and they are even denouncing the Wahabi dictatorship of the House of Saud. That is Iran’s real “sin”: to dare defy openly the AngloZionist Empire and be so successful at it!

So what the Israelis really want to do is:

  1. inflict a maximum amount of economic damage upon Iran
  2. punish the Iranian population for daring to support the “wrong” leaders
  3. overthrow the Islamic Republic (do to it what they did to Serbia)
  4. make an example to dissuade any other country who dares to follow in Iran’s footsteps
  5. prove the omnipotence of the AngloZionist Empire’s

To reach this objective, there is no need to invade Iran: a sustained cruise missile and bombing campaign will do the job (again, like in Serbia). Finally, we just have to assume that the Zionists are evil, arrogant and crazy enough to use nuclear weapons on some Iranian facilities (which they will, of course, designate as “secret military nuclear research” installations).

The Israelis hope that by making the US hit Iran really hard, they will weaken the country enough to also weaken Hezbollah and the other allies of Iran in the region sufficiently and break the so-called “Shia crescent”.

In their own way, the Israelis are not wrong when they say that Iran is an existential threat to Israel. They are just lying about the nature of this threat and why it is dangerous for them.

Consider this:

If the Islamic Republic is allowed to develop and prosper and if the Islamic Republic refuses to be terrified by Israel’s undisputed ability to massacre civilians and destroy public infrastructure, then the Islamic Republic will become an attractive alternative to the kind of repugnant Islam embodied by the House of Saud which, in turn, is the prime sponsor of all the collaborator regimes in the Middle-East from the Hariri types in Lebanon to the Palestinian Authority itself. The Israelis like their Arabs fat and corrupt to the bone, not principled and courageous. That is why Iran must, absolutely must, be hit: because Iran by its very existence threatens the linchpin upon which the survival of the Zionist entity depends: the total corruption of the Arab and Muslim leaders worldwide.

Risks with Israel’s plan “B”

Think of 2006. The Israelis had total air supremacy over Lebanon – the skies were simply uncontested. The Israelis also controlled the seas (at least until Hezbollah almost sank their Sa’ar 5-class corvette). The Israelis pounded Lebanon with everything they had, from bombs to artillery strikes, to missiles. They also engaged their very best forces, including their putatively ‘”invincible” “Golani Brigade”. And that for 33 days. And they achieved exactly *nothing*. They could not even control the town of Bint Jbeil right across the Israeli border. And now comes the best part: Hezbollah kept its most capable forces north of the Litany river so the small Hezbollah force (no more than 1,000 men) was composed of local militias supported by a much smaller number of professional cadre. That’s a 30:1 advantage in manpower for the Israelis. But the “invincible Tsahal” got it’s collective butt kicked like few have ever been kicked in history. This is why, in the Arab world, this war is since known as the “Divine Victory”.

As for Hezbollah, it continued to rain down rockets on Israel and destroy indestructible Merkava tanks right up to the last day.

There are various reports discussing the reasons for the abject failure of the IDF (see here or here), but the simple reality is this: to win a war you need capable boots on the ground, especially against an adversary who has learned how to operate without air-cover or superior firepower. Should Israel manipulate the US into attacking Iran, the exact same thing will happen: CENTCOM will establish air superiority and have an overwhelming firepower advantage over the Iranians, but other than destroying a lot of infrastructure and murdering scores of civilians, this will achieve absolutely nothing. Furthermore, Ayatollah Ali Khamenei is no Milosevic, he will not simply surrender in the hope that Uncle Sam will allow him to stay in power. The Iranians will fight, and fight, and continue to fight for weeks, and months and then possibly years. And, unlike the “Axis of Kindness” forces, the Iranians do have credible and capable “boots on the ground”, and not only in Iran, but also in Syria and Iraq and Afghanistan. And they have the missiles to reach a very large number of US military facilities across the region. And they can also not only shut down the Strait of Hormuz (which the USN would eventually be able to re-open, but only at a cost of a huge military operation on the Iranian coast), they can also strike at Saudi Arabia proper and, of course, at Israel. In fact, the Iranians have both the manpower and know-how to declare “open season” on any and all US forces in the Middle-East, and there are plenty of them, mostly very poorly defended (that imperial sense of impunity “they would not dare”).

The Iran-Iraq war lasted for eight years (1980-1988). It cost the Iranians hundreds of thousands of lives (if not more). The Iraqis had the full support of the US, the Soviet Union, France and pretty much everybody else. As for the Iranian military, it had just suffered from a traumatic revolution. The official history (meaning Wikipedia) calls the outcome a “stalemate”. Considering the odds and the circumstances, I call it a magnificent Iranian victory and a total defeat for those who wanted to overthrow the Islamic Republic (something which decades of harsh sanctions also failed to achieve, by the way).

Is there any reason at all to believe that this time around, when Iran has had almost 40 years to prepare for a full-scale AngloZionist attack the Iranians will fight less fiercely or less competently? We could also look at the actual record of the US armed forces (see Paul Craig Roberts’ superb summary here) and ask: do you think that the US, lead by the likes of Trump, Bolton or Nikki Haley will have the staying power to fight the Iranians to exhaustion (since a land invasion of Iran is out of the question)? Or this: what will happen to the world economy if the entire Middle-East blows up into a major regional war?

Now comes the scary part: both the Israelis and the Neocons always, always, double-down. The notion of cutting their losses and stopping what is a self-evidently mistaken policy is simply beyond them. Their arrogance simply cannot survive even the appearance of having made a mistake (remember how both Dubya and Olmert declared that they had won against Hezbollah in 2006?). As soon as Trump and Netanyahu realize that they did something really fantastically stupid and as soon as they run out of their usual options (missile and airstrikes first, then terrorizing the civilian population) they will have a stark and simple choice: admit defeat or use nukes.

Which one do you think they will choose?

Exactly.

Going nuclear?

Here is the paradox: in purely military terms, using nukes on Iran will serve no pragmatic purpose. Nuclear weapons can be used in one of two ways: against military assets (“counterforce”) or against civilians (“countervalue”). The point is that by the time the Neocons and their Israeli patrons come to the point of considering using tactical nuclear forces against the Iranians, there won’t be a good target to hit. Iranian forces will be dispersed and mostly in contact with allied (or even US forces) and nuking an Iranian battalion or even a division won’t fundamentally alter the military equation. As for nuking Iranian cities just out of savagery, this will only serve one purpose: to truly get Israel wiped off the map of the Middle-East. I would not put it past the Neocons and their Israeli bosses to try to use a tactical nuclear weapon to destroy some Iranian civilian nuclear facility or some underground bunker with the very mistaken hope that such a show of force and determination will force the Iranians to submit to the AngloZionist Empire. In reality, this will only infuriate the Iranians and strengthen their resolve.

As for the currently “macronesque” Europeans, they will, of course, first show “solidarity” on the basis of “highly likely”, especially Poland, the Ukies and the Baltic statelets, but if nuclear weapons start going off in the Middle-East, then the European public opinion will explode, especially in Mediterranean countries, and this might just trigger yet another major crisis. Israel wouldn’t give a damn (or, as always, blame it all on some totally mysterious resurgence of anti-Semitism), but the US most definitely does not want the Anglo grip on the continent compromised by such events.

Maybe a Korean scenario?

Is there a chance that all the huffing and puffing will result in some kind of peaceful resolution as what seems to be in the works in Korea? Alas, probably not.

A few months ago it sure looked like the US might do something irreparably stupid in Korea (see here and here) but then something most unexpected happened: the South Koreans, fully realizing the insanity of Trump’s reckless threats, took the situation in their own hands and began making overtures to the North. Plus all the rest of the regional neighbors emphatically and clearly told Trump & Co. that the consequences of a US attack on the DPRK would be apocalyptic for the entire region. Alas, there are two fundamental differences between the Korean Peninsula and the Middle-East:

  1. On the Korean Peninsula, the local US ally (the ROK) does not want war. In the Middle-East it is the local US ally (Israel) which pushes the hardest for a war.
  2. In Far-East Asia all the regional neighbors were and are categorically opposed to war. In the Middle-East most regional neighbors are sold out to the Saudis who also want the US to attack Iran.

So while the risks and consequences of a conflagration are similar between the two regions, the local geopolitical dynamics are completely different?

What about Russia in all this?

Russia will never *choose* to go to war with the US. But Russia also understands that Iran’s security and safety is absolutely crucial to her own security, especially along her southern borders. Right now there is a fragile equilibrium of sorts between the (also very powerful) Zionist lobby in Russia and the national/patriotic elements. In truth, the recent Israeli attacks in Syria have given more power to the anti-Zionist elements in Russia, hence all the talk about (finally!) delivering the S-300s to Syria. Well, we will see if/when that happens. My best guesstimate is that it might already have happened and that this is simply kept quiet to restrain both the Americans and the Israelis who have no way of knowing what equipment the Russians have already delivered, where it is located or, for that matter, who (Russians or Syrians) actually operate it. This kind of ambiguity is useful to placate the pro-Zionist forces in Russia and to complicate AngloZionist planning. But maybe this is my wishful thinking, and maybe the Russians have not delivered the S-300s yet or, if they have, maybe these are the (not very useful) S-300P early models (as opposed to the S-300PMU-2 which would present a huge risk to the Israelis).

The relationship between Russia and Israel is a very complex one (see here and here), but if Iran is attacked I fully expect the Russians, especially the military, to back Iran and provide military assistance short of overtly engaging US/Israeli/NATO/CENTCOM forces. If the Russians are directly attacked in Syria (and in the context of a wider war, they very well might be), then Russia will counter-attack regardless of who the attacker is, the US or Israel or anybody else: the Zionist lobby in Russia does not have the power to impose a “Liberty-like event” on the Russian public opinion).

Conclusion: Accursed are the warmakers, for they shall be called the children of Satan

The Israelis can eat falafel, create “Israeli kufiyeh” and fancy themselves as “orientals”, but the reality is that the creation of the state of Israel is a curse on the entire Middle-East to which has only brought untold suffering, brutality, corruption and wars, wars and more wars. And they are still at it – doing all they can to trigger a large regional war in which many tens or even hundreds of innocent people will die. The people of the US have now allowed a dangerous cabal of psychopathic Neocons to fully take control of their country and now those, who Papa Bush used to call the “crazies in the basement” have their finger on the nuclear button. So now it all boils down to the questions I opened this article with:

Dear US Americans – do you want to die for Israel? Do you want to lose your job for Israel? How about your pension? Maybe just your stock options? Because make no mistake, the US Empire will not survive a full-scale war against Iran. Why? Because all Iran needs to do to “win” is not to lose, i.e. to survive. Even bombed out and scorched by conventional or nuclear strikes, if Iran comes out of this war still as an Islamic Republic (and that is not something bombs or missiles will change) then Iran will have won. In contrast, for the Empire, the failure to bring Iran to its knees will mean the end of its status as the world Hegemon defeated not by a nuclear superpower, but by a regional conventional power. After that, it will just be a matter of time before the inevitable domino effect breaks up the entire Empire (check out Richard Greer’s excellent book “Twilight’s Last Gleaming” for a very plausible account on how that could happen)

Okay, unlike Russia, Iran cannot nuke the US or, for that matter, even reach it with conventional weapons (I don’t even think that the Iranians will successfully attack a US carrier as some pro-Iranian analysts say). But the political and economic consequences of a full-scale war in the Middle-East will be felt throughout the United States: right now the only thing “backing” the US dollar, so to speak, are USN aircraft carriers and their ability to blow to smithereens any country daring to disobey Uncle Sam. The fact that these carriers are (and, truly, have been for a long while) useless against the USSR and Russia is bad enough, but if it becomes known urbi et orbi that they are also useless against a conventional regional power like Iran, then that’s it, show over. The dollar will turn into monopoly money in a very short span of time.

Wars often have “Nietzschean consequences”: countries which wars don’t destroy often come out even stronger than before they were attacked, even if it is at a horrendous price. Both the Israelis and the Neocons are too dialectically illiterate to realize that by their actions they are just creating increasingly more powerful enemies. The old Anglo guard which ran the US since its foundation was probably wiser, possibly because it was better educated and more aware of the painful lessons learned by the British (and other) Empire(s).

Frankly, I hope that the ruling 1%ers running the US today (well, they are really much less than 1%, but never mind that) will care about their wealth and money more than they care about appeasing the Neocons and that the bad old Anglo imperialists who built this country will have enough greed in themselves to tell the Neocons and their Israeli patrons to get lost. But with the Neocons controlling both wings of the Uniparty and the media, I am not very hopeful.

Still, there is a chance that, like in Korea, somebody somewhere will say or do the right thing, and that awed by the potential magnitude of what they are about to trigger, enough people in the US military will follow the example of Admiral William Fallon and CENTCOM commander at the time who told the President “an attack on Iran will not happen on my watch”. I believe for his principled courage, the words of Christ “Blessed are the peacemakers: for they shall be called the children of God” (Matt 5:9) can be applied to Admiral Fallon and I hope that his example will inspire others.

Netanyahu’s Iran Speech in Context: Irony, Hypocrisy and the Undeclared Hijacking of U.S. Foreign Policy

The recent presentation made by Binyamin Netanyahu purportedly detailing a secret Iranian programme aimed at acquiring a nuclear weapons capability is the latest in a long-term effort on his part to obtain United States assistance in destroying Iran. But the actions of the Israeli prime minister are not only ironic and hypocritical: they bring into focus the connection between the purposeful destructions of Iraq and Libya on the one hand and the attempt to destroy Syria, foment conflict in Lebanon and neutralise Iranian military power on the other. Few Americans are aware of this two decade-long grand strategy followed by successive United States administrations because the compartmentalization of events, short-term memory of the public and government propaganda have all served to murky the fundamental picture, that is, one in which the United States continues to follow a policy of taking down countries which pose a threat to the state of Israel. It is a policy which was adopted without recourse to public debate despite the serious ramifications it has had in terms of the cost to American prestige and an ever increasing national debt.

Most of the world’s major national intelligence services have long concluded that Iran has no nuclear weapons development programme. This includes the intelligence community of the United States and up until recently -if Binyamin Netanyahu is to be believed- Israel’s Mossad. A debate within Iran’s political, military and intelligence circles apparently ended with the nation’s supreme leader ruling against the development of nuclear weapons.

The irony is not lost in the scenario of the leader of Israel decrying the acquisition of nuclear technology by another nation, one that is a signatory state to the Treaty on the Non-Proliferation of Nuclear Weapons and subject to the stringent conditions of the Joint Comprehensive Plan of Action reached between Iran and the ‘Five Plus One’ countries, when Israel is in possession of an undeclared arsenal of nuclear, chemical and biological weapons. Israel’s own nuclear weapons programme, which began with the express disapproval of President John F. Kennedy who felt that it would create a nuclear arms race in the Middle East, involved the practice of a grand deception by David Ben Gurion who insisted that the Dimona reactor was for research purposes only and not for the production of plutonium.

A pungent whiff of hypocrisy pervades Netanyahu’s presentation. Israel’s nuclear arms programme has not only been shrouded in secrecy but has involved acts of criminality which according to FBI documents declassified in June 2012 allegedly involved Netanyahu himself. Netanyahu later issued a gagging order directing the unindicted ringleader of a nuclear smuggling ring to refrain from discussing an operation known as ‘Project Pinto’. Israel spied on nuclear installations inside the United States and in the 1960s and it stole bomb-grade uranium from a US nuclear fuel-processing plant.

Netanyahu’s speech is the latest in a campaign by Israel to ignite a war against Hezbollah in Lebanon and Iran, a plan which is intimately linked to the effort to destroy Syria over the past seven years.

The war in Syria represents the combined efforts of the United States, Israel and Saudi Arabia to destroy the so-called ‘Shia Crescent’ of Iran, Syria and Lebanon (Hezbollah). The centrality of Israel in this effort was made clear by Roland Dumas, a former foreign minister of France in 2013. But Israel, along with the United States and Saudi Arabia, has been enraged by the fact that Bashar al-Assad’s secular government with the help of Russia, Iran and Hezbollah, has practically defeated the Islamic fanatics who were introduced into Syria for the purpose of overthrowing Assad in order to balkanise the country and stop Iranian arms shipments to Hezbollah in Lebanon.

The reason why Israel wants Iranian aid to Hezbollah cut off and the organisation destroyed is not hard to fathom. Hezbollah is the only armed force within the Arab world willing and capable of taking on the Israeli military. Israel has for long coveted southern Lebanon up to the River Litani. But Hezbollah has twice inflicted humiliating defeats on Israel: first in 2000 when Israel was forced to withdraw after an 18-year occupation of the southern part of Lebanon which had commenced with a bloody invasion, and secondly in 2006 when Israel was forced to withdraw after sustaining heavy losses during a 34-day conflict.

Apart from the aforementioned goal of breaking the conduit between Iran and Hezbollah, the balkanisation of Syria would mean that any of the successor states would find it difficult to make a claim for the Golan Heights which Israel conquered in 1967 and which it illegally annexed in 1981. Israel is also supportive of the idea of a Kurdish state being created out of Syria as a means through which the transfer of oil and gas could be facilitated.

Much evidence exists of a pre-existing Israeli plan to destroy Syria. The Yinon Plan of 1982 and a series of position papers produced by Israel-friendly neoconservative ideologues in the United States (the Project for the New American Century’s ‘Rebuilding America’s Defenses – Strategy, Forces and Resources for a New Century’ in 2000) as well as for the Israeli government (‘A Clean Break: A New Strategy for Securing the Realm’ in 1996) bear this out. Each document clearly calls for the neutralising or the “rolling back” of several states including Syria.

The Yinon Plan, the name given to a paper entitled ‘A Strategy for Israel in the 1980s’ which was published in February 1982 in Kivunim (Directions), a journal written in Hebrew, set out Israel’s enduring aim of balkanising the surrounding Arab and Muslim world into ethnic and sectarian mini-states. Egypt, Lebanon, Syria and Iraq were prime candidates.

It was not a unique or suddenly arrived at policy, but simply set out in detail an overarching policy pursued by Israel’s leaders since the founding of the state. For instance, the diaries of Moshe Sharett, an early prime minister of Israel, laid bare David Ben Gurion and Moshe Dayan’s aim of weakening Lebanon by exacerbating tensions between its Muslim and Christian population in the course of which Dayan hoped that a Christian military officer would declare a Christian state out of which the region south of the River Litani would be ceded to Israel.

A crucial point to mention is that the policy of the United States towards Syria and others is congruent with that of Israel. In fact, America has been pursuing a two-decade long strategy aimed at destabilisation and balkanisation regardless of the political stripe of the president in office. After the attack of 9/11, the United States set in motion a plan, in the words of retired U.S. General Wesley Clark, “to take out seven countries in five years, starting with Iraq, and then Syria, Lebanon, Libya, Somalia, Sudan and, finishing off, Iran”.

The secular nations of Iraq, Syria and Libya had no links to the Sunni Islamist al-Qaeda cell which purportedly carried out the attacks on 9/11. Neither did Shia Iran. Yet, America foreign policy has been geared towards destroying nations who happen to oppose Israel and who are supportive of the Palestinian cause.

To quote General Clark again, American foreign policy was “hijacked” without a public debate.

While the adoption of this policy remains officially unacknowledged, the modus operandi by which the United States has sought to destroy these countries is clear. A succession of position papers as well as the intended effect of United States and NATO interventions point to the exploiting of ethnic and sectarian conflicts as well as the use of Islamist proxy armies as the standard tactic utilised to bring down governments.

For instance, a Pentagon-funded report by the RAND Corporation in 2008 entitled ‘Unfolding the Future of the Long War: Motivations, Prospects and Implications for the U.S. Army’ explicitly refers to the need to foment conflict between Sunni and Shia Muslims as a means to the end of controlling the resources of the Middle East.

Another tactic alluded to by a 2012 document created by the Defense Intelligence Agency is that of declaring ‘Safe Havens’ -a term synonymous with the often used ‘No-Fly Zones’- ostensibly as a humanitarian policy, but which is a technique used to shield and preserve areas controlled by Islamist insurgents. It was utilised by NATO forces as a means of protecting the al-Qaeda-affiliated Libyan Islamic Fighting Group during its campaign to overthrow the government of Muammar Gaddafi, and an attempt was made to implement this prior to the fall of the al-Nusra-controlled city of Aleppo.

America’s Founding Fathers warned against getting involved in foreign entanglements, yet it devotedly follows a Middle East policy that clearly benefits the interests of another nation state. It is a policy which risks setting off a major regional war based on sectarian lines as well as embroiling it in a conflict with nuclear armed Russia.

For Israel, the goal remains the establishment of its undisputed hegemony in the Middle East. However, while an economic rationale predicated on relieving Europe of its dependency on Russian gas via a pipeline from the gulf is occasionally referenced, there has never been a comprehensive articulation of what America’s fundamental interests are in destroying Syria and Iran.

Pursuing such a policy without having had a full and thorough public debate tends to confirm key areas of dysfunction in the American system of governance. First it highlights the power and influence of those lobbies associated with Israeli interests and the Military Industry, and secondly, the unchanging nature of this policy which has been followed by the respective administrations of George W. Bush, Barack Obama and Donald Trump provide evidence that what Michael J. Glennon terms the ‘Madisonian’ institutions of state are no longer accountable in the manner which people still think they are. Instead power in regard to crucial issues on American national security rests with an unelected group of people outside of the separated organs of government: what Glennon, a professor of law at Tufts University, refers to as ‘Trumanite’ institutions.

The implications for the health of American democracy are all too apparent.

The pursuit of a strategy which has served to diminish American esteem among the global community as well as adding to the increasing national debt represents a catastrophic failure not only on the part of the political class, but also on the part of the mainstream media, which has consistently presented a narrative devoid of its true context. The intellectual community comprised of university academics and scholars working for think tanks must accept a large share of the blame.

Binyamin Netanyahu’s speech, a shameless attempt at goading the United States into breaking its obligations under an international agreement as a prelude to fighting a war which would serve Israel’s interests, ought to ignite a full and transparent debate on American national security policy in the Middle East.

A failure to do this risks future costly disasters which would dwarf the debacles of Iraq, Libya and Syria.

The Latest Act in Israel’s Iran Nuclear Disinformation Campaign

Israeli Prime Minister Benjamin Netanyahu’s claim in his theatrical 20-minute presentation of an Israeli physical seizure of Iran’s “atomic archive” in Tehran would certainly have been the “great intelligence achievement” he boasted if it had actually happened. But the claim does not hold up under careful scrutiny, and his assertion that Israel now possesses a vast documentary record of a covert Iranian nuclear weapons program is certainly fraudulent.

Netanyahu’s tale of an Israeli intelligence raid right in Tehran that carted off 55,000 paper files and another 55,000 CDs from a “highly secret location” requires that we accept a proposition that is absurd on its face: that Iranian policymakers decided to store their most sensitive military secrets in a small tin-roofed hut with nothing to protect it from heat (thus almost certainly ensuring loss of data on CDs within a few years) and no sign of any security, based on the satellite image shown in the slide show. (As Steve Simon observed in The New York Times the door did not even appear to have a lock on it.)

The laughable explanation suggested by Israeli officials to The Daily Telegraph – that the Iranian government was afraid the files might be found by international inspectors if they remained at “major bases” — merely reveals the utter contempt that Netanyahu has for Western governments and news media. Even if Iran were pursuing nuclear weapons secretly, their files on the subject would be kept at the Ministry of Defense, not at military bases. And of course the alleged but wholly implausible move to an implausible new location came just as Netanyahu needed a dramatic new story to galvanize Trump to resist the European allies’ strong insistence on preserving the Joint Comprehensive Plan of Act (JCPOA) nuclear deal with Iran.

In fact, there is no massive treasure trove of secret files about an Iran “Manhattan Project.” The shelves of black binders and CDs that Netanyahu revealed with such a dramatic flourish date back to 2003 (after which a U.S. National Intelligence Estimate (NIE) said Iran had abandoned any nuclear weapons program) and became nothing more than stage props like the cartoon bomb that Netanyahu used at the United Nations in 2012.

Netanyahu’s claim about how Israel acquired this “atomic archive” is only the latest manifestation of a long-term disinformation campaign that the Israeli government began to work on in 2002-03. The documents to which Netanyahu referred in the presentation were introduced to the news media and the International Atomic Energy Agency (IAEA) beginning in 2005 as coming originally from a secret Iranian nuclear weapons research program. For many years U.S. news media have accepted those documents as authentic. But despite the solid media united front behind that narrative, we now know with certainty that those earlier documents were fabrications and that they were created by Israel’s Mossad.

That evidence of fraud begins with the alleged origins of the entire collection of documents. Senior intelligence officials in the George W. Bush administration had told reporters that the documents came from “a stolen Iranian laptop computer”, as The New York Times reported in November 2005. The Times quoted unnamed intelligence officials as insisting that the documents had not come from an Iranian resistance group, which would cast serious doubt on their reliability.

But it turned that the assurances from those intelligence officials were part of an official dissimulation. The first reliable account of the documents’ path to the United States came only in 2013, when former senior German foreign office official Karsten Voigt, who retired from his long-time position as coordinator of German-North American cooperation, spoke with this writer on the record.

Voigt recalled how senior officials of the German foreign intelligence agency, the Bundesnachtrendeinst or BND, had explained to him in November 2004 that they were familiar with the documents on the alleged Iran nuclear weapons program, because a sometime source—but not an actual intelligence agent—had provided them earlier that year. Furthermore, the BND officials explained that they had viewed the source as “doubtful,” he recalled, because the source had belonged to the Mujahideen-E Khalq, the armed Iranian opposition group that had fought Iran on behalf of Iraq during the eight year war.

BND officials were concerned that the Bush administration had begun citing those documents as evidence against Iran, because of their experience with “Curveball” – the Iraqi engineer in Germany who had told stories of Iraqi mobile bioweapons labs that had turned to be false. As a result of that meeting with BND officials, Voigt had given an interview to The Wall Street Journal in which he had contradicted the assurance of the unnamed U.S. intelligence officials to the Times and warned that the Bush administration should not base its policy on the documents it was beginning to cite as evidence of an Iranian nuclear weapons program, because they had indeed come from “an Iranian dissident group.”

Using the MEK

The Bush administration’s desire to steer press coverage of the supposedly internal Iranian documents away from the MEK is understandable: the truth about the MEK role would immediately lead to Israel, because it was well known, that Israel’s intelligence agency Mossad had used the MEK to make public information that the Israelis did not want attributed to itself – including the precise location of Iran’s Natanz enrichment facility. As Israeli journalists Yossi Melman and Meir Javadanfar observed in their 2007 book on the Iran nuclear program, based on U.S., British and Israeli officials, “Information is ‘filtered’ to the IAEA via Iranian opposition groups, especially the National Resistance Council of Iran.”

Mossad used the MEK repeatedly in the 1990s and the early 2000’s to get the IAEA to inspect any site the Israelis suspected might possibly be nuclear-related, earning their Iranian clients a very poor reputation at the IAEA. No one familiar with the record of the MEK could have believed that it was capable of creating the detailed documents that were passed to the German government. That required an organization with the expertise in nuclear weapons and experience in fabricating documents – both of which Israel’s Mossad had in abundance.

El Baradei: Didn’t buy it

Bush administration officials had highlighted a set of 18 schematic drawings of the Shahab-3 missile’s reentry vehicle or nosecone of the missile in each of which there was a round shape representing a nuclear weapon. Those drawings were described to foreign governments and the International Atomic Energy Agency as 18 different attempts to integrate a nuclear weapon into the Shahab-3.

Netanyahu gave the public its first glimpse of one of those drawings Monday when he pointed to it triumphantly as visually striking evidence of Iranian nuclear perfidy. But that schematic drawing had a fundamental flaw that proved that it and others in the set could not have been genuine: it showed the “dunce cap” shaped reentry vehicle design of the original Shahab-3 missile that had been tested from 1998 to 2000. That was the shape that intelligence analysts outside Iran had assumed in 2002 and 2003 Iran would continue to use in its ballistic missile.

New Nose Cone

It is now well established, however, that Iran had begun redesigning the Shahab-3 missile with a conical reentry vehicle or nosecone as early as 2000 and replaced it with a completely different design that had a “triconic” or “baby bottle” shape. It made it a missile with very different flight capabilities and was ultimately called the Ghadr-1. Michael Elleman, the world’s leading expert on Iranian ballistic missiles, documented the redesign of the missile in his path-breaking 2010 study of Iran’s missile program.

Iran kept its newly-designed missile with the baby bottle reentry vehicle secret from the outside world until its first test in mid-2004. Elleman concluded that Iran was deliberately misleading the rest of the world – and especially the Israelis, who represented the most immediate threat of attack on Iran – to believe that the old model was the missile of the future while already shifting its planning to the new design, which would bring all of Israel within reach for the first time.

The authors of the drawings that Netanyahu displayed on the screen were thus in the dark about the change in the Iranian design. The earliest date of a document on the redesign of the reentry vehicle in the collection obtained by U.S. intelligence was August 28, 2002 – about two years after the actual redesign had begun. That major error indicates unmistakably that the schematic drawings showing a nuclear weapon in a Shahab-3 reentry vehicle – what Netanyahu called “integrated warhead design” were fabrications.

Netanyahu’s slide show highlighted a series of alleged revelations that he said came from the newly acquired “atomic archive” concerning the so-called “Amad Plan” and the continuation of the activities of the Iranian who was said to have led that covert nuclear weapons project. But the single pages of Farsi language documents he flashed on the screen were also clearly from the same cache of documents that we now know came from the MEK-Israeli combination. Those documents were never authenticated, and IAEA Director-General Mohamed ElBaradei, who was skeptical of their authenticity, had insisted that without such authentication, he could not accuse Iran of having a nuclear weapons program.

More Fraud

There are other indications of fraud in that collection of documents as well. A second element of the supposed covert arms program given the name “Amad Plan” was a “process flow chart” of a bench-scale system for converting uranium ore for enrichment. It had the code name “Project 5.13”, according to a briefing by the IAEA Deputy Director Olli Heinonen, and was part of a larger so-called “Project 5”, according to an official IAEA report. Another sub-project under that rubric was “Project 5.15”, which involved ore processing at the Gchine Mine.” Both sub-projects were said to be carried out by a consulting firm named Kimia Maadan.

But documents that Iran later provided to the IAEA proved that, in fact, “Project 5.15” did exist, but was a civilian project of the Atomic Energy Organization of Iran, not part of a covert nuclear weapons program, and that the decision had been made in August 1999 – two years before the beginning of the alleged “Amad Plan” was said to have begun.

The role of Kimia Maadan in both sub-projects explains why an ore processing project would be included in the supposed secret nuclear weapons program. One of the very few documents included in the cache that could actually be verified as authentic was a letter from Kimia Maadan on another subject, which suggests that the authors of the documents were building the collection around a few documents that could be authenticated.

Netanyahu also lingered over Iran’s denial that it had done any work on “MPI” or (“Multi-Point Initiation”) technology “in hemispheric geometry”. He asserted that “the files” showed Iran had done “extensive work” or “MPI” experiments. He did not elaborate on the point. But Israel did discover the alleged evidence of such experiments in a tin-roofed shack in Tehran. The issue of whether Iran had done such experiments was a central issue in the IAEA’s inquiry after 2008. The agency described it in a September 2008 report, which purported to be about Iran’s “experimentation in connection with symmetrical initiation of a hemispherical high explosive charge suitable for an implosion type nuclear device.”

No Official Seals

The IAEA refused to reveal which member country had provided the document to the IAEA. But former Director-General ElBaradei revealed in his memoirs that Israel had passed a series of documents to the Agency in order to establish the case that Iran had continued its nuclear weapons experiments until “at least 2007.” ElBaradei was referring to convenient timing of the report’s appearance within a few months of the U.S. NIE of November 2007 concluding that Iran had ended its nuclear weapons-related research in 2003.

Netanyahu pointed to a series of documents on the screen as well a number of drawings, photographs and technical figures, and even a grainy old black and white film, as evidence of Iran’s nuclear weapons work. But absolutely nothing about them provides an evidentiary link to the Iranian government. As Tariq Rauf, who was head of the IAEA’s Verification and Security Policy Coordination Office from 2002 to 2012, noted in an e-mail, none of the pages of text on the screen show official seals or marks that would identify them as actual Iranian government documents. The purported Iranian documents given to the IAEA in 2005 similarly lacked such official markings, as an IAEA official conceded to me in 2008.

Netanyahu’s slide show revealed more than just his over-the-top style of persuasion on the subject of Iran. It provided further evidence that the claims that had successfully swayed the U.S. and Israeli allies to join in punishing Iran for having had a nuclear weapons program were based on fabricated documents that originated in the state that had the strongest motive to make that case – Israel.

The nuclear agreement with Iran is worth preserving

The analysis of the recent exchanges between French President Emmanuel Macron and President Donald Trump suggest that Washington is most likely about to withdraw from the Joint Comprehensive Plan of Action (JCPOA) nuclear agreement with Iran that was signed by the U.S. and five other governments in July 2015. The decision will likely be made public before the deadline on re-ratifying the agreement, which is May 12th. As one informed observer has noted, “a train wreck is probably coming, with very damaging consequences that are hard to predict.”

Macron was polite, both in his meeting with Trump and during his speech before Congress, not hammering on the unimaginable awfulness of the White House decision while also offering an alternative, i.e. cooperation with the United States to improve the nuclear agreement while also supporting the principle that it is worth saving. Whether that subtle nudge, coupled with a pledge that Iran will never get a nuclear weapon, will be enough to change minds either in Congress or the White House is questionable as the unfortunate truth is that going to war with Iran is popular among the policy makers and media for the usual reason: it is a major foreign policy objective of the Israeli government and its powerful U.S. lobby.

Iran has been vilified for decades in the American media and it rarely gets a fair hearing anywhere, even when its behavior has not been particularly objectionable. Currently, it is regularly demonized by the Israelis and their supporters over its apparent plan to create an arc of Shi’a states extending through Iraq and Syria to Lebanon, a so-called “land bridge” to the Mediterranean Sea. What that would accomplish exactly has never really been made clear and it assumes that the Syrians and Iraqis would happily surrender their sovereignty to further the project.

The Iranians for their part have made it clear that no modification of the agreement is possible. They note, correctly, that the JCPOA was not a bilateral commitment made between Tehran and Washington. It also included as signatories Russia, China, France, Britain and the European Union and was ratified by the United Nations (P5+1). They and others also have noted that U.S. exit from the agreement will mean that other nations will negotiate with Washington with the understanding that a legal commitment entered into by the President of the United States cannot be trusted after he is out of office.

Under the JCPOA, Iran agreed to eliminate its stockpile of medium-enriched uranium, cut its stockpile of low-enriched uranium by 98%, and reduce by two-thirds the number of its gas centrifuges for 13 years. For the next 15 years, Iran will only enrich uranium up to non-weapons level of 3.67%. Iran also pledged not to build any new heavy-water facilities and to limit uranium-enrichment activities for research and medical purposes to a plant using old technology centrifuges for a period of 10 years. To guarantee compliance with the agreement, Iran accepted the International Atomic Energy Agency (IAEA) proposal that it have highly intrusive access by a team of unannounced inspectors of all the country’s nuclear facilities. In return, Iran was to receive relief from U.S., European Union, and United Nations Security Council sanctions, an aspect of the agreement that the United States has never fully complied with.

Trump’s objection to the agreement is that it is a “bad deal” that virtually guarantees that Iran will have a nuclear weapon somewhere down the road. There is, however, no factual basis for that claim and that it is being made at all is largely reflective of Israeli and Israel Lobby propaganda. It is, on the contrary, an American interest not to have another nuclear proliferator in the Middle East in addition to Israel, which Washington has never dared to confront on the issue. The JCPOA agreement guarantees that Iran will not work to develop a weapon for at least ten years which is a considerable benefit considering that Tehran, if it had chosen to initiate such a program, could easily have had breakout capability in one year.

The U.S. and Israel are also expressing concern about Iranian ballistic missile capability. Again, ballistic missiles would appear to be a weapon that Israel alone seeks to monopolize in its neighborhood because it seeks to regard itself as uniquely threatened, that is, always the victim. It is an argument that sells well in the U.S. Congress and in the media, which has apparently also obtained traction in the White House. It is nevertheless a fake argument contrived by the Israelis. The missiles under development do not in any way threaten the United States and they were not in any event part of the agreement and should not be considered a deal breaker.

Ironically, the JCPOA is approved of by most Americans because it prevents the development of yet another potentially hostile nuclear armed power in a volatile part of the world. American Jews, in fact, support it more than other Americans, according to opinion polls. Even the generals in the Pentagon favor continuing it as do U.S. close allies Germany, France and Britain. The ability of Israel and its Lobby to dominate U.S. foreign policy formulation in certain areas is thereby exposed for what it is: sheer manipulation of our system of government by a small group dedicated to the interests of a foreign government using money and the political access that money buys to achieve that objective.

Those who argue that the withdrawal of the U.S. from JCPOA will be countered by the continued cooperation of the other signatories to the agreement are, one might unfortunately note, somewhat delusional. The U.S. has tremendous leverage in financial markets. If it chooses to sanction Iran over its missiles while also re-introducing the old sanctions relating to the nuclear developments, it would be a brave European or Asian banker who would risk being blocked out of the American market by lending money or selling certain prohibited goods to the Iranians. The United States could force the entire JCPOA quid pro quo agreement to collapse, and that might be precisely what the White House intends to do.

Add into the equation the clearly expressed and oft-times repeated Israeli intention to begin a war with Iran, starting in Syria, sooner rather than later, a disaster for American foreign policy is developing that might well make Iraq and Afghanistan look like cake walks. Iran will surely strike back in response either to the termination of the JCPOA or to Israeli bombing of its militiamen and surrogates in Syria. America forces in the region will surely be sucked into the conflict by Israel and will wind up taking the fall. Someone should tell Donald Trump that there are real world consequences for breaking agreements and rattling sabers. But who will tell him? Will it be John Bolton or Nikki Haley or Mike Pompeo? I doubt it.

What if Trump dumps the Iran deal?

The last big European effort to dissuade US President Donald Trump from abandoning the 2015 Iran nuclear pact ended without success Friday with the ‘working visit’ by German Chancellor Angela Merkel to the White House. Earlier in the week, French President Emmanuel Macron also tried his hand. Perhaps, all that remains is a phone call from British PM Theresa May to Trump.

Macron and Merkel met with no success. Macron floated an ingenious idea of linking the Syrian conflict, Iran’s ballistic missile program, Iran’s regional policies and the nuclear deal and negotiating a new package deal. But Trump didn’t sound enthusiastic. He’d rather tear up the Iran deal and move on. Macron estimated finally that Trump would act for “domestic reasons.” Mike Pompeo, the newly appointed secretary of state, also said Friday that the US is unlikely to remain in the deal.

At the joint press conference with Merkel at the White House on Friday, Trump was rhetorical and took a hard line. Merkel, while conceding that the 2015 pact might not have been a perfect deal, flagged that it was a “first step” that significantly slowed down Iran’s nuclear program and left scope for improvement – “one piece of the mosaic, one building block, if you like, on which we can build up this structure.”

Indeed, the remarks by Macron and Merkel vaguely hint at their acceptance that the 2015 pact needs to be re-negotiated. If so, they have caved in to Trump’s bullying. On the other hand, what they said does not reflect the common European Union position. The EU has never discussed the idea of a new Iran deal. The vast majority of EU countries seem perfectly pleased with the implementation of the 2015 deal and see no reason to reopen the agreement that was painstakingly negotiated. Any shift in the EU stance will need unanimity of opinion, which is highly unlikely to favor a re-negotiation of the 2015 deal.

The big question is what Iran’s reaction is likely to be to Trump’s decision to leave the nuclear deal. The Iranian Foreign Minister Mohammad Javad Zarif spoke on this in a conversation with Robin Wright at the New Yorker magazine. This is what Wright wrote:

  • Tehran has three broad choices if Trump opts out, according to Zarif. In the first, Iran could withdraw from the deal, terminate compliance, and resume—even increase—its uranium enrichment… “America never should have feared Iran producing a nuclear bomb,” Zarif said. “But we will pursue vigorously our nuclear enrichment.”
  • Iran’s second option exploits a dispute mechanism in the deal, which allows any party to file a formal complaint with a commission established to adjudicate violations. Iran has filed eleven complaints—to Federica Mogherini, the E.U.’s foreign-policy chief, who heads the commission—citing U.S. violations on three different counts, Zarif said. The process allows forty-five days for resolution. “The objective of the process is to bring the United States into compliance,” Zarif said.
  • Iran’s third option is the most drastic: the country could decide to walk away from the Treaty on the Non-Proliferation of Nuclear Weapons, or N.P.T… In Tehran, debate is still intense about which option Iran should choose. “Iran is not a monolith,” Zarif said.

The growing impression is that the 2015 deal cannot be saved. But then, there is a flip side to it. One, Trump has shown that his strident rhetoric need not necessarily be followed by corresponding action. The North Korean example is in front of us. Two, Washington never really implemented the Iran deal. So, what difference does it make if Trump pulls out?

In the downstream, the US options are very limited. More US sanctions? Well, Iran has lived with US sanctions for four decades. Regime change? Just forget it. Military attack? Simply suicidal. Then, there are the ground realities. Iran is well entrenched in the so-called northern tier of the Middle East (Iraq, Syria and Lebanon) where the Shi’ite predominance is a geopolitical reality. Above all, there are other players in that region also who don’t like the US presence.

Importantly, Russia and China will never cooperate with Trump on the Iran file. The only significant variable, if at all, could be Europe’s implementation of the deal, which is of course crucial for Tehran. This was how Wright concluded: “I asked Zarif if there was a prospect, if the deal dies, that Iran would negotiate again with the United States. “Diplomacy never dies,” he told me. “But it doesn’t mean that there is only one avenue for diplomacy, and that is the United States.” Whatever Iran’s final decision, he said, it “won’t be very pleasant to the United States. Washington Has Violated Iran Deal ‘Ever Since the Agreement Was Signed’

European leaders are clamoring for US President Donald Trump not to rip up the historic 2015 Iran nuclear deal. Whether or not Trump kills the deal, the US hasn’t been living up to its end of the bargain since the agreement was signed, according to Mohammad Marandi, a professor at Iran’s University of Tehran.

​French President Emmanuel Macron is in Washington to convince Trump to go against the suggestions of new neoconservative National Security Adviser John Bolton and keep the 2015 Iran nuclear deal intact.

While anything is possible between now and May 12 — when Trump must renew the the Joint Comprehensive Plan of Action (JCPOA) — Bolton’s role in the White House has led to increasing conviction among political observers that Trump will pull the US out of the history agreement struck by his predecessor.

“The Iranians have, for a very long time, been sensing that the deal is coming to an end. Ever since the agreement was signed, the United States has been violating it,” Marandi told Sputnik Radio’s Loud & Clear on Tuesday.

“Under [former] President Barack Obama, they passed the nuclear restriction laws. They also passed — again, despite promises to do otherwise — the Iran Sanctions Act. The Treasury Department has constantly added people and institutions to the sanctions list. But also, more importantly, the United States behind the scenes was putting pressure on banks, financial institutions, insurance companies and shipping companies not to work with Iran. That was in direct violation of the agreement, specifically between Articles 26 and 29,” Marandi, a professor of English Literature and Orientalism at the University of Tehran, said.

Earlier in the day, Trump actually hinted that he may have reached an “understanding” with Macron on the Iran deal. “We could have at least an agreement, among ourselves, fairly quickly… I think our meeting, our one-on-one, went very, very well,” Trump said following the meeting in the Oval Office, shortly before the joint news conference.

And during their joint news conference, Macron introduced the idea of building on top of the Iran nuclear arms deal to accomplish mutual goals instead of tearing up the JCPOA.

“We’re going to have a short little meeting and it turned out to be a long meeting, and it could have gone on for another two hours,” Trump said following extended talks with the French president. “We’ve come a long way — just the two of us — as understanding.”

“We talked about Iran. We talked about Syria… I think we really had some substantive talks on Iran, maybe more than anything else. We’re looking forward to doing something, but it has to be done, and it has to be done strongly,” the New York native said Tuesday.

US, French presidents call for changes to Iran nuclear deal

The US and French presidents have called for major changes to Iran’s nuclear deal, despite Tehran’s repeated assertions that the agreement is non-negotiable.

“I can say that we have had very frank discussions on that, just the two of us,” French President Emmanuel Macron told a joint press conference with his US counterpart Donald Trump in Washington on Tuesday.

“We, therefore, wish from now on to work on a new deal with Iran,” he added.

When asked to clarify if he meant a new accord or an add-on agreement, Macron said, “I am not saying that we move from one agreement to another.”

Macron noted that a new deal should incorporate three additional elements, including Iran’s ballistic missile program, the Islamic Republic’s regional influence and what happens after 2025 when Tehran will restart part of its nuclear program under the accord.

The French president described the 2015 nuclear deal, known as the Joint Comprehensive Plan of Action (JCPOA), only as the “first pillar” of a wider final agreement.

Macron’s statements came despite the initial speculations that his visit to Washington was aimed at convincing Trump not to pull out of the accord.

Trump, who currently faces a May 12 deadline to announce his final position on the Iran deal, said, “I think we will have a great shot at doing a much bigger, maybe, deal,” claiming that any new deal will be based on “solid foundations.”

“This is a deal with decayed foundations. It is a bad deal, it is a bad structure. It is falling down,” he said, noting that he will announce his decision on May 12.

While Iran has repeatedly warned that it will resume its enrichment activities if the US withdraws from the deal, Trump said, “They are not going to be restarting anything. If they restart it, they are going to have big problems, bigger than they ever had before. And you can mark it down.”

On Tuesday, Iranian President Hassan Rouhani once again warned the US against violating the 2015 nuclear deal, saying any failure to respect the multinational agreement would have “grave consequences.”

Iran has stressed that European signatories to the JCPOA should convince Trump not to pull out of the deal, because there is no alternative to the accord.

Trump has repeatedly threatened to pull out of the historical agreement, which was struck between the Islamic Republic and the P5+1 group of countries, including Washington itself.

The deal removed nuclear-related sanctions against Tehran, which, in turn, changed some aspects of its nuclear energy program. All other signatories have warned the US against quitting the deal.

Trump has said unless the European parties “fix the terrible flaws” of the accord by May 12, Washington would withdraw from the deal.

Amid Trump’s threats, other parties have stepped up diplomatic efforts to save the deal.

German Chancellor Angela Merkel will also visit the White House later this week to discuss the issue.

Russia and China have also issued a draft statement, calling on the UN member states to express their “unwavering support” for Iran’s nuclear agreement amid the US efforts to scrap the deal.

Russian Foreign Minister Sergei Lavrov said on Monday he had agreed with his Chinese counterpart that Moscow and Beijing would try to block any US attempt to sabotage the nuclear deal.

US, EU States Agree on Conditions to Preserve Iranian Nuclear Deal – Reports

The United States, Germany, France and the United Kingdom have agreed on the conditions under which Washington will remain committed to the Iran nuclear deal, also known as the Joint Comprehensive Plan of Action (JCPOA), media reported Tuesday.

Under the new agreements, the European and US sides decided that they needed to threaten Iran with new sanctions because of its missile tests and regional policy, but the JCPOA itself would not be altered, according to the Sueddeutsche Zeitung newspaper.

The media also noted citing diplomatic sources that the negotiations had not finished yet.

Trump has repeatedly criticized the JCPOA – negotiated by the previous US President Barack Obama’s administration – as being perhaps the worst deal in US history and threatened to withdraw Washington from the deal if it was not amended.

On July 14, 2015, the European Union, Iran and the P5+1 group of countries — Russia, China, France, the United Kingdom, the United States and Germany — signed the JCPOA to ensure the peaceful nature of Iran’s nuclear program. Under this agreement, Iran pledged to not seek to develop or acquire nuclear weapons in exchange for the lifting of sanctions imposed against Iran.

With eye on Pompeo, Zarif reaches New York

As the May 12 deadline draws close for Trump to waive the sanctions against Iran, as required under the Joint Comprehensive Plan of Action or (JCPOA), Tehran has carried the war of words into the enemy camp. Foreign Minister Mohammad Javad Zarif arrived in New York over the weekend on a six-day visit, ostensibly to attend High-Level Meeting on Peace-building and Sustaining Peace at the United Nations on April 24-25.

But in reality he is on a Track 1.5 mission to reach out to the US audience as well as to be simply available on call on American soil through next week when the leaders of two key allies of the US – French President Emmanuel Macron an German Chancellor – are scheduled to meet Trump in Washington to discuss policy options with regard to the JCPOA, amongst other things.

The big question is whether President Donald Trump would instruct his top officials to establish direct contact with Zarif in New York on the sidelines of the UN meet. Tehran is drawing encouragement from the remarks last Thursday by Mike Pompeo, CIA Director and Secretary of State-designate at his confirmation hearing in the US Senate.

Pompeo told the US senators, “I want to fix this (JCPOA) deal. That’s the objective. I think that’s in the best interests.” Alongside, he acknowledged that Iran was not pursuing a nuclear weapon program even before the nuclear deal; nor will it be in future. Pompeo emphasized that as CIA Director, he didn’t find any evidences that Iran violated the nuclear deal and he believes that Tehran cannot expand its program even shortly after a hypothetical US withdrawal from the JCPOA. Even more intriguing was Pompeo’s remark,

  • If there’s no chance that we can fix it (nuclear deal), I will recommend to the president that we do our level best to work with our allies to achieve a better outcome and a better deal. Even after May 12, there’s still much diplomatic work to be done.

Pompeo signaled that Trump may not make a final decision by the May 12 deadline and may instead opt to continue the consultations with European allies with a view to “fixing the flaws of the JCPOA”.

A commentary in the influential Tehran Times noted on Saturday that “the White House hasn’t come to a determined and clear decision on how to deal with the JCPOA yet,” The Iranians never branded Trump as a one-dimensional man. Besides, Tehran is greatly experienced in moving past US rhetoric.

Zarif fired his opening salvo soon after reaching New York when he told CBS’ Face the Nation moderator Margaret Brennan in a fascinating interview that Tehran has kept a number of options ready, “including options that would involve resuming (the nuclear program) at a much greater speed,” but will “make the necessary decision when we see fit.” (Full transcript is here.)

Zarif underscored that Tehran cannot be expected to “unilaterally and one-sidedly implement the deal.” Plainly put, Iran will not accept any unilateral move to scrap the JCPOA. President Hassan Rouhani has also warned from Tehran that the range of Iran’s policy options include “what they (US) cannot imagine.”

Interestingly, Zarif also told the CBS that Tehran is open to a prisoner swap if there is a “change of attitude” on the part of the US. Zarif said, “The United States needs to approach this from a position of dealing with another sovereign government. And if that approach led to change, then the United States would see a difference.”

Pressed by Brennan on whether the Iranians were open to an exchange, Zarif offered an opening: “It is a possibility, certainly from a humanitarian perspective, but it requires a change in attitude.” Zarif just signaled that he’s ready to meet with American counterparts.

Trump has a job cut out for Pompeo. To be sure, Israel must be panicking.

“Policies adopted by Tehran and Moscow are becoming more harmonious on a daily basis as their bilateral as well as multilateral moves and measures are becoming more consistent with each other.”

The general expectation was that in the downstream of the 2015 Iran nuclear pact opening the door to Iran’s integration with the international community, Russia-Iran ties might get atrophied. But the exact opposite is happening. A senior Iranian official told Alexander Lavrentiev, Russian President Vladimir Putin’s special envoy to Syria, at a meeting in Tehran last week that the two countries are having their relations at the highest level in recent times.

If any single factor is to be held accountable for this, it must be American policies. The US’ containment policies toward Russia pursued under President Barack Obama have continued during the Trump presidency – and, arguably, even intensified. For Iran, on the other hand, the expected scale of integration with the international community has not materialized following the implementation of the 2015 nuclear pact due to the US’ negative attitude. The inertia of the Obama period has given way to hostile US policies under President Trump.

Meanwhile, the conflict in Syria has found Russia and Iran on the same side as staunch supporters of President Bashar Al-Assad. The Russian-Iranian cooperation deepened progressively during the period since the deployment of Russian forces to Syria in September 2015 and proved effective in stemming the tide of the war in favor of the Syrian government.

In the process, the overall Russian-Iranian relations began acquiring a strategic character, which they had lacked previously. Today, the spectre of US sanctions haunts both countries. The quasi-alliance with Iran provides much-needed strategic depth to the Russian policies in the Middle East. Whereas, Russia’s robust support on the vexed nuclear issue is invaluable help to Tehran at the present juncture. If Iran’s relations with the West run into difficulty under US pressure, Tehran’s dependence on Russia will only increase. Suffice to say, the more these countries face hostility from the US, the stronger their quasi-alliance is becoming. Shades of the “new type of relations” between Russia and China!

Two developments this week highlight that Middle Eastern politics has to reckon with a new geopolitical reality in the developing Russian-Iranian quasi-alliance. First, in a major statement two days ago, Russian Foreign Minister Sergey Lavrov hinted that following the recent western missile strike on Syria, Moscow may consider supplying the advanced S-300 missile defence system to Damascus.

If Russia upgrades the Syrian air defence system, the military balance will shift in favor of Damascus and thereby Iran will also be a beneficiary, since Syrian capability to deter any further Israeli adventures in its air space will help the consolidation of long-term Iranian presence in the Levant as well. (Following the killing of several Iranian personnel in a recent Israeli missile attack on a Syrian base near Damascus, the Chief of the Iranian Army Abdolrahim Mousavi said on Saturday that “destroying the Zionist regime is one of the major tasks of the Islamic Revolutionary Guards.”)

In a second development this week, Russian energy minister Alexander Novak was quoted as saying that Russia has received the first shipment of oil under the oil-for-goods deal agreed upon in 2014 (and ratified by the two countries last year) with a view to eschew the use of the US dollar in their bilateral trade transactions. Under the deal, Russia would initially buy 100,000 barrels a day from Iran and sell the country $45 billion worth of goods.

Indeed, the implications are profound when Russia and Iran, two energy superpowers, collaborate on oil trade. The two countries have also signed six provisional agreements to collaborate on “strategic” energy deals worth up to $30 billion. The Russian Presidential aide Yuri Ushakov recently disclosed that Russian investment in developing Iran’s oil and gas fields could total more than $50 billion.

According to Ushakov, Iran’s formal entry into the Russia-led Eurasian Economic Union is now only a matter of months. The free-trade deal between the EEU and Iran will be a game changer for Russian-Iranian economic cooperation on the whole. Meanwhile, with Russia’s support, Iran has also applied for membership of the Shanghai Cooperation Organization.
