After Giving $15 Million To Soros Orgs, USAID Fires Half Of Its West Bank Staff

The United States Agency for International Development (USAID) has announced that half of its West Bank and Gaza employees will be let go over the next few weeks, and that operations will completely cease by early 2019, according to Haaretz.

The humanitarian agency has been a longstanding presence in the region for nearly 25 years.

The Trump State Department notified USAID last week that they would need to present a list of 60 percent of its employees to be dismissed immediately – with a full shutdown to ensue shortly thereafter.

The U.S. federal government agency handles civilian assistance to various countries around the world. The USAID chapter in the West Bank and Gaza began operating in 1994, focusing mainly on economic issues including water, infrastructure, education and health. USAID has invested about $5.5 billion in the West Bank and Gaza in the construction of roads, schools, clinics and community centers. – Haaretz

The shutdown is thought to be linked to President Trump’s funding freeze for various Palestinian relief organizations, as dozens of USAID projects in the West Bank and Gaza were suspended – even those which were partially completed.

In the current budgetary year, the United States was projected to have transferred a total of $250 million in aid to various Palestinian organizations. $35 million of which was supposed to be allocated to the Palestinian Authority security forces and $215 million to economic development, humanitarian assistance and coexistence projects, some through USAID. Last August, the United States announced that the money would be diverted to matters were deemed higher priority to U.S. interests. – Haaretz

Meanwhile, approximately 180 employees operating out of the US Embassy in Israel have yet to receive budgeting for their 2018 and 2019 operations – while leftover funds have been diverted from projects to paying salaries and maintaining the organization. US Ambassador David Friedman has given USAID the cold shoulder over the past few months, according to Haaretz, citing officials involved in the matter, adding that Friedman has not held meetings with USAID officials on various projects.

In March, Fox News reported that USAID gave nearly $15 million to George Soros’ Open Society Foundation over Obama’s last four years in office alone, which conducts extensive work in the West Bank / Palestine region – however the funding was primarily for Soros operations in Albania and Macedonia.

According to the USAID website, the agency gave over $18 million to an Open Society Institute (OSI) program from 2005 – 2012 operating in the West Bank, which sought to place prospective Palestinian PhD students in United States partner universities with waived or reduced tuition.

These types of programs are coming to an end, however, at least at the US Taxpayer’s expense.

Amid warming ties with Chad, Israel eyes normal ties with Sudan, other Africa states: Report

Amid warming relations with Chad, Israel is reportedly working to normalize relations with Sudan and other African states as the regime steps up its push to strengthen its foothold in the continent.

A senior Israeli official told Channel 10 TV channel that a visit on Sunday by Chadian President Idriss Deby to the occupied territories was laying the groundwork for normal ties between Tel Aviv and the Muslim-majority African states of Sudan, Mali and Niger.

The unnamed official also noted that Israel was seeking to shorten flight times from the occupied territories to Latin America through normalizing relations with African countries.

Deby became the first Chadian leader to visit Israel on Sunday, 46 years after the two sides severed ties.

After meeting Israeli Prime Minister Benjamin Netanyahu, the Chadian president pledged a new era of cooperation with “the prospect of reestablishing diplomatic relations.”

Israeli media cited sources in N’Djamena as saying that Deby’s visit was focused on “security,” and that the regime in Tel Aviv had already been supplying weapons and other military equipment to Chad.

Netanyahu, however, declined to comment on potential Israeli weapons sales to Chad.

During his visit, Deby said the future resumption of ties with Israel “does not make us ignore the Palestinian issue.”

The Palestinians, however, protested Deby’s trip to Israel.

Wasel Abu Youssef, a member of the Palestine Liberation Organization’s executive committee, voiced displeasure over the visit.

“All countries and institutions must boycott the extremist government of Israel and impose a siege on it because of its settlement activities, its occupation of Palestinian land,” Youssef was quoted as saying by Reuters.

Over the past two years, Netanyahu has traveled to several African states in a bid to end decades of hostility against the occupying entity and convince them to stop voting against the Israeli regime at the United Nations in favor of Palestinians.

According to Channel 10, Israeli is now in talks with Sudan in a bid to improve relations with the African state.

The Israeli push comes almost two years after Sudan joined Saudi Arabia and Bahrain in cutting relations with Iran.

At that time, Israeli daily Haaretz reported that Tel Aviv had urged the US and other countries to improve their relationship with Sudan in response.

In a 2016, Sudanese Foreign Minister Ibrahim Ghandour said Khartoum was open to the idea of normalizing ties with Israel in exchange for lifting US sanctions.

Israel is also said to be seeking to take advantage of the insurgency and Takfiri militancy gripping parts of Africa to sell advanced military equipment to conflict-ridden states in the continent.

Israel in contact with Persian Gulf Arab states

Meanwhile, reports have emerged recently of Israel’s attempts to make its secret ties with Persian Gulf Arab governments public and establish formal relations with them.

On Sunday, Israeli news sites reported that Tel Aviv is working to normalize ties with Bahrain, hours after Netanyahu hinted he would soon travel to unspecified Arab states.

Israeli Economy Minister Eli Cohen said on Monday he had been invited to attend a conference next year in Bahrain.

Netanyahu met with Oman’s Sultan Qaboos in Muscat last month, but the controversial visit was kept secret until after the Israeli premier returned to the occupied territories.

The visit to Muscat was the first by an Israeli prime minister since 1996.

On Sunday, Israel’s Hadashot television news reported that Netanyahu had secured reassurances from Oman that airlines flying to and from the occupied territories would be permitted to fly over the kingdom’s airspace.

Activists with a pro-Palestine boycott campaign against Israel said Monday that the meeting between Sultan Qaboos and Netanyahu may have breached a long-dormant Israeli boycott law.

“Since 1977, official records stopped mentioning the Law of Boycotting Israel, neither denying it nor confirming it,” an Omani activist with the Boycott, Divestment and Sanctions (BDS) movement told the Middle East Eye news portal.

“This happened when the country took a neutral policy in foreign affairs, including accepting normalizing ties with the Zionist entity,” the activist added.

Another activist said several prominent activists had been arrested shortly before the Israeli prime minister’s visit to Muscat for pro-Palestinian posts on social media, adding, however, that they were freed after disassociating themselves from BDS Oman.

“There is no clear legal path of how to implement the law. But even discussing this topic is a risky business, because there is no political free speech,” he said.

The activist also noted that BDS Oman had sent its “sincerest apologies” to the Palestinian people after a visit by “criminal” Netanyahu.

In March I was sued for libel by the chairman of the Campaign Against Anti Semitism (CAA), Gideon Falter, for suggesting that ‘Antisemitism is a business plan.’ As CAA has explained its objective, the lawsuit was intended both to silence me and to wreck my career. Campaign Against Anti Semitism’s web site states that renowned media lawyer Mark Lewis “devised a strategy for bringing libel actions which he and Campaign Against Antisemitism have begun to use to force antisemites into either apologising in court, or paying substantial damages.” And as CAA boasts in its promotional video, “We ensure antisemites face criminal, professional and reputational consequences.”

And of course, the libel suit didn’t manage to silence me. I am at least as prolific and focused as I was before the lawsuit. I am still performing and giving talks around the world, I still publish my writings on a daily basis. In fact, Mark Lewis, the man who ‘devised the strategy’ intended to silence me, is now defending himself in the disciplinary tribunal for solicitors (https://www.lawgazette.co.uk/news/media-lawyer-mark-lewis-to-face-sdt-over-social-media-comments/5067741.article) for sending “offensive and profane communications.” Instead of managing to obliterate my career, Mark Lewis has left his law firm (Seddons) and is moving to Israel. 

Defending myself against the libel charge has been time consuming and extraordinarily expensive; the costs of defending a libel suit in Britain are insanely extortionate. Last March I was left with no option other than asking for your financial support.  I was astounded and deeply touched by your quick and generous response. This allowed me to respond to the claim and confirmed to me that fatigue with  the strategies used by organisations like CAA is solid and global. I was reassured that I wasn’t alone.

The case has now settled but I am left with a huge hole in my pocket. Although I am selling some of my musical instruments and have made other arrangements to try to raise the necessary funds, I remain short about  £40.000. Unfortunately, I need additional support. Asking you for money is very upsetting for me but this is an important battle for all of us.

I am grateful for any help you can provide, it is heartening to know that you stand with me in support of free speech, and that you will help me manage the consequences of exercising our most important right.

Haneyya: We will confront deal of the century

GAZA – Head of Hamas’s political bureau Ismail Haneyya has affirmed that his Movement will not allow the deal of the century to be implemented and will use armed resistance to prevent it.

Haneyya made his remarks in a televised speech during the 32nd Islamic Unity Conference that kicked off on Saturday in Tehran.

“We want to build a strong and strategic alliance that brings together all the forces to face the challenges surrounding the Palestinian cause,” Haneyya said.

He stressed that the Palestinian people have open options to defend their holy sites and stand like “an impenetrable dam” against any attempt to liquidate the Palestinian cause.

The Hamas official also underlined that all forms of resistance would remain his Movement’s strategic choice.

“We have one compass pointing towards the liberation of the land and the establishment of the Palestinian state, and every party sharing this goal with us is our ally,” he added.

He called on the organizers of the conference to adopt an Islamic strategy to confront Israeli schemes, strengthen the Palestinians’ steadfastness in Jerusalem and protect the Aqsa Mosque against Judaization.

Israel admits its submarine sank Lebanese refugee boat during 1982 war

Israel has officially admitted that its military ordered a deadly attack on a Lebanese ship carrying refugees during the regime’s invasion of the country more than three decades ago.

An Israeli submarine fired missiles at the refugee ship in northern Lebanon in the summer of 1982, killing 25 refugees and foreign workers on board, the Israeli Channel 10 reported on Thursday, after the regime lifted a 36-year-old gag order on the incident.

The report said that the commercial ship, carrying dozens of Lebanese refugees to Cyprus, apparently tried to take advantage of a brief ceasefire and flee the area.

But an Israeli Navy Gal-type submarine, which was following the ship for about an hour after leaving Tripoli, said the report, had fired torpedoes at the boat and killed the refugees and foreign workers.

It alleged that the submarine’s captain, identified as Maj. A, had mistakenly ordered the attack because he was convinced that the ship was carrying Palestinian fighters.

Ten years later, Israel said it had launched an investigation into the incident. The probe, however, ruled that the captain had made a mistake, but that he was within his operational orders.

The Palestinians and the Lebanese never realized that the boat was sunk by Israeli.

The Israeli regime has waged three wars on Lebanon — in 1982, 2000, and 2006. It has also carried out assassinations in the Lebanese territory.

The Lebanese resistance movement, Hezbollah, which was founded in the 1980s following the Israeli invasion and occupation of southern Lebanon, has since helped the army defend Lebanon both in the face of foreign aggression, including in the 2000 and 2006 wars, and against terrorism.

Lebanon and Israel are technically at war due to the latter’s occupation of the country’s Shebaa Farms since 1967.

Israel army arrests Palestinian MP from West Bank home

The Israeli army this morning arrested a member of the Palestinian Legislative Council from the occupied West Bank city of Al-Bireh, according to local witnesses.

Witnesses told the Anadolu Agency that an Israeli military force raided and searched the home of Palestinian MP Ahmad Attoun before arresting him.

The army, they added, also confiscated computers and mobile phones from Attoun’s residence.

The last time Palestinian legislative elections were held in 2006, Attoun – who represents Hamas – was elected for the city of Jerusalem.

Five years later in 2011, Israeli authorities deported him to the occupied West Bank city of Ramallah.

Israeli forces detained nine Palestinians in overnight raids carried out across the West Bank, according to an Israeli army statement.

The individuals were arrested for “suspected involvement in popular terrorist activities”, the statement reads, without elaborating on the nature of said “activities”.

According to Palestinian figures, some 6,500 Palestinians are currently languishing in Israeli detention facilities, including scores of women and hundreds of minors.

US will remain steadfast partner of Saudi Arabia to ensure Israel’s interests: Trump

President Donald Trump has said Washington intends to remain a steadfast partner of Saudi Arabia to ensure interests of the United States, Israel and regional partners.

Trump said that it is possible that Saudi Crown Prince Mohammad bin Salman had knowledge of the assassination of Saudi dissident journalist Jamal Khashoggi, according to a statement issued by the White House on Tuesday.

Trump said that “King Salman and Crown Prince Mohammad bin Salman vigorously deny any knowledge of the planning or execution of the murder of Mr. Khashoggi. Our intelligence agencies continue to assess all information, but it could very well be that the Crown Prince had knowledge of this tragic event – maybe he did and maybe he didn’t!”

“That being said, we may never know all of the facts surrounding the murder of Mr. Jamal Khashoggi. In any case, our relationship is with the Kingdom of Saudi Arabia,” the US president insisted. “They have been a great ally in our very important fight against Iran.”

“The United States intends to remain a steadfast partner of Saudi Arabia to ensure the interests of our country, Israel and all other partners in the region. It is our paramount goal to fully eliminate the threat of terrorism throughout the world!” he added.

He mentioned that Saudi Arabia had “agreed to spend and invest $450 billion in the United States. This is a record amount of money. It will create hundreds of thousands of jobs, tremendous economic development, and much additional wealth for the United States.”

“Of the $450 billion, $110 billion will be spent on the purchase of military equipment from Boeing, Lockheed Martin, Raytheon and many other great U.S. defense contractors. If we foolishly cancel these contracts, Russia and China would be the enormous beneficiaries – and very happy to acquire all of this newfound business. It would be a wonderful gift to them directly from the United States!” he pointed out.

He acknowledged that the “crime against Jamal Khashoggi was a terrible one, and one that our country does not condone,” but implied that due to the murder of a journalist Washington cannot cancel such lucrative business deals with the kingdom.

Some US senators have called on Trump to cancel arms deals with Saudi Arabia as a punishment over the murder of Khashoggi — a US resident who was killed in the Saudi consulate in Istanbul on October 2 after being lured into the mission for some standard paperwork.

While mounting evidence released by Turkey and even the CIA point to bin Salman’s role in the murder, Trump had resisted calls inside Washington to hold him responsible.

In an attempt to ease the criticism, the US Treasury Department imposed economic sanctions on 17 Saudis involved in the murder on Thursday.

The sanctions came after the Saudi public prosecutor announced that five officials faced a possible death sentence in the case but exonerated bin Salman, also known as MBS.

UNRWA reduces deficit from $446m to $21m

The Commissioner-General of the UN Relief and Works Agency (UNRWA) said on Monday that its budget deficit for 2018 has been reduced from $446m to $21m. Pierre Krähenbühl made the announcement during a conference in Jordan, at which he thanked donor countries including Japan, EU members, Saudi Arabia, Qatar and the UAE, as well as the agency’s Advisory Committee, Jordan’s King Abdullah II and the Republic of Turkey.

Krähenbühl told the conference that this year was “very difficult” due to the US government’s decision to stop its donations to UNRWA. Apart from a relatively small amount of core funding from the UN’s main budget, UNRWA relies entirely on voluntary donations from UN member states.

According to the Jordanian newspaper Al-Sabeel, the Commissioner General noted that the budget deficit caused much “tension and suffering” for Palestinian refugees. An end to American support, he pointed out, had “repercussions” for the essential basic services provided by UNRWA to the refugees.

He called for those countries which have pledged support for the agency to “turn their pledges into funds in UNRWA’s bank accounts” in order to cover the remaining deficit.

Registering Israel’s Useful Idiots

FDD and AIPAC need adult supervision

Depending on what criteria one uses, there are between 200 and 600 groups in the United States that wholly or in part are dedicated to furthering the interests of Israel. The organizations are both Jewish, like the Zionist Organization of America, and Christian Zionist to include John Hagee’s Christians United for Israel, but the funding of the Israel Lobby and both its political and media access comes overwhelmingly from Jewish supporters and advocates.

Many of the groups are registered with the Internal Revenue Service for tax purposes as 501(c)3 “educational” or “charitable” foundations, which enables them to solicit tax exempt donations. One might dispute whether promoting Israeli interests in the United States is actually educational, but as of right now the Department of the Treasury believes it can be so construed, protected by the First Amendment.

But there is a more serious consideration in terms of the actual relationships that many of the groups enjoy with the Israeli government. To be sure, many of them boast on their promotional literature and websites about their relationships with the Benjamin Netanyahu and his cabinet, so the issue of dual loyalty or, worse, acting as actual Israeli government agents must be considered.

There is a legal remedy to hostile foreigners acting against American interests and that is the Foreign Agents Registration Act of 1938 (FARA). Originally intended to identify and monitor agents of Nazi Germany propagandizing in the United States, it has since been applied to individuals and groups linked to other nations. Most recently, it was used against Russian news agencies RT America and Sputnik, which were forced to register. It is also being considered for Qatar based al-Jazeera.

FARA requires identified agents to be transparent in terms of their funding and contacts while also being publicly identified as representing the interests of a foreign nation. They must report to the Department of Justice every contact they have with congressmen or other government officials. The text of the Act defines a foreign agent as

“any person who acts as an agent, representative, employee, or servant, or any person who acts in any other capacity at the order, request, or under the direction or control, of a foreign principal or of a person any of whose activities are directly or indirectly supervised, directed, controlled, financed, or subsidized in whole or in major part by a foreign principal, and who directly or through any other person— (i) engages within the United States in political activities for or in the interests of such foreign principal; (ii) acts within the United States as a public relations counsel, publicity agent, information-service employee or political consultant for or in the interests of such foreign principal; (iii) within the United States solicits, collects, disburses, or dispenses contributions, loans, money, or other things of value for or in the interest of such foreign principal; or (iv) within the United States represents the interests of such foreign principal before any agency or official of the Government of the United States.”

In spite of language that would presumably cover many of the hundreds of Jewish organizations acting for Israel, FARA has never been used to compel registration of any such groups or individuals even when it was public knowledge that they were working closely with the Israeli government to coordinate positions and promote other Israeli interests. That failure is at a minimum a tribute to Jewish power in the United States, but it is also due to the fact that the organizations are funded from within the United States by wealthy American Jews, not by Israel, which is the argument sometimes inaccurately made by the groups themselves to demonstrate that they are not being directed by the Israeli government.

The difficulty in proving that one is directed by a foreign government has been definitively resolved regarding one group the Foundation for the Defense of Democracies (FDD), which has become the leading neoconservative bastion seeking a war with Iran, Israel’s bête noir. The recent al-Jazeera expose on the activities of the Israeli lobbies in both Britain and the United States, which I wrote about last week, included a surreptitiously filmed conversation with Sima Vaknin-Gil, a former Israeli intelligence officer who now heads the Ministry of Strategic Affairs, which is tasked with countering what is perceived to be anti-Israeli activity worldwide. The Ministry is particularly focused on the non-violent Boycott, Divestment and Sanctions movement (BDS), which is increasingly active in both the United States and Europe.

Vaknin-Gil was discussing his activities with Tony Kleinfeld, an undercover investigative reporter who was secretly recording and filming his encounters with various members of the Israel Lobby as well as of the Israeli government. Vaknin-Gil provided explicit confirmation that the FDD works directly with the Israeli government, making it an Israeli agent by the definition of FARA.

For those who are unfamiliar with FDD, it is probably currently the most prominent neocon organization though it nevertheless claims to be a non-partisan “research group.” It focuses on foreign policy and security issues by “Fighting Terrorism and Promoting Freedom,” as it informs us on its website masthead. It works to “defend free nations against their enemies,” which frequently means in practice anyone whom Israel considers to be hostile, most particularly Iran. FDD’s Leadership Council has featured former CIA Director James Woolsey, Senator Joe Lieberman, and Bill Kristol. Its Executive Director is Canadian import Mark Dubowitz, who is obsessed with Iran. Its advisors and experts are mostly Jewish and most of its funding comes from Jewish oligarchs.

FDD’s auditorium has become a preferred venue for senior officials of the Trump Administration to go and make hardline speeches, just as the American Enterprise Institute was under George W. Bush. Mike Pence, Mike Pompeo, John Bolton and Nikki Haley have all spoken there recently, frequently focusing on Iran and the threat that it allegedly constitutes.

FDD aside, Vaknin-Gil also confirmed that there were other groups in the United States doing the same sorts of things on behalf of Israel. He said “We have FDD. We have others working on this,” elaborating that FDD is “working on” projects for Israel including “data gathering, information analysis, working on activist organizations, money trail.”

So Vaknin-Gil was admitting that FDD and others were working as Israeli proxies, collecting information on U.S. citizens, spying on legal organizations, and both planning and executing disinformation at Israeli direction. Kleinfeld also spoke with a Jonathan Schanzer, a senior official in FDD, who filled in a bit more of what the foundation is up to in terms of discrediting groups in the U.S. that support the BDS movement.

Schanzer admitted “BDS has taken everybody by surprise” before complaining that the Jewish response has been “a complete mess. I don’t think that anybody’s doing a good job. We’re not even doing a good job.” He then complained that attempts to discredit Palestinian groups by linking them to terrorist groups had failed, as also had the use of the label anti-Semitism. “Personally I think anti-Semitism as a smear is not what it used to be.”

So, when will the Justice Department move on FDD now that its true colors have been exposed by al-Jazeera? The group must be required to register if justice be done, but will it? Its principal partner in crime the American Israel Public Affairs Committee (AIPAC) has avoided registering for more than sixty years by claiming that it is an American organization working to educate the U.S. public about the all the good things connected to Israel. Even though it meets regularly with Israeli government officials, it claims not to be representing Israeli interests. But just as in the case of FDD, it is time to require AIPAC to register as what it really is: a foreign agent. As a registered agent, it will still be able to exercise First Amendment rights to defend Israel but it would not be able to be involved in lobbying on Capitol Hill and directing money to politicians who are described as pro-Israeli, as it does now. Its finances will be transparent and it will be perceived as an official advocate for Israel, not as an educational resource for what is happening in the Middle East. Hopefully, when AIPAC stops throwing money around, the politicians and media types will find another place to roost.

To be sure the lovefest for Israel in government extends far beyond FDD and AIPAC. It can be found in many dark corners. National Security Advisor John Bolton recently received the “Defender of Israel” award from the Zionist Organization of America. And one might suggest that the U.S. United Nations delegation, headed by Ambassador Nikki Haley, is directed by the Israeli government, particularly given events of last Friday whereby the U.S. voted against a motion condemning Israel’s continued illegal occupation of the Syrian Golan Heights, thereby recognizing for the first time Israel’s sovereignty over the area. Whether Haley was speaking for herself or for the administration was characteristically unclear, but it hardly matters. Nikki Haley might be referred to as a useful idiot, as Lenin put it, but her consistent pattern of extreme loyalty in defense of Israel marks her out as being particularly beholden to the Jewish state, which will no doubt arrange to richly reward her through some position in financial services for which she is totally unqualified when she leaves her post in January. Airbnb pledges to remove occupied West Bank settlement listings, Israel hits back

Global home-rental company Airbnb says it will remove listings of homes located in Israeli settlements in the occupied West Bank. Israeli officials have predictably called the move anti-Semitic and a surrender to terrorism.

Human Rights Watch applauded Airbnb’s move, which came a day before the group’s publication of a (presumably damning) report on the human rights impact of tourist rental listings in settlements. Waleed Assraf, who runs an anti-settlement group for the Palestinian Liberation Organization, was hopeful other companies would follow Airbnb’s example, noting “this will contribute to achieving peace.”

Israeli Tourism Minister Yariv Levin called Airbnb’s move “discriminatory” and ordered his ministry to formulate a retaliatory plan to “limit the company’s activities” in Israel, adding that the country would back settlement listers’ lawsuits in both Israeli and US courts.

Michael Oren, former Israeli ambassador to the US and current deputy minister in PM Netanyahu’s office, called for a revenge boycott, deeming AirBnB’s policy “the very definition of anti-Semitism.” Settler council Yesha agreed that the company’s actions “can only be a result of anti-Semitism or surrendering to terrorism – or both.”

A statement on Airbnb’s website read “We concluded that we should remove listings in Israeli settlements in the occupied West Bank that are at the core of the dispute between Israelis and Palestinians,” explaining that their policy for contested territories like the West Bank, Tibet, and Western Sahara involves “evaluat[ing] whether the existence of listings is contributing to existing human suffering” and “determin[ing] whether the existence of listings in the occupied territory has a direct connection to the larger dispute in the region.” About 200 listings are affected, though they have not yet been taken down.

Palestinian official Saab Erekat wrote to Airbnb’s CEO in January 2016 asking the company to end its relationship with Israeli settlements, and Human Rights Watch called on all businesses to cut ties with companies operating in West Bank settlements in its “Occupation, Inc.,” report shortly thereafter, explaining that the income from such companies relieves the Israeli government of the economic burden of sustaining the illegal settlements. The international Boycott, Divestment and Sanctions movement has also called for travelers to avoid the home-rental service.

The Israeli settlements, constructed on land captured during the 1967 war, are illegal under international law, but Israel has long disputed this. Settlements have been gradually encroaching on Palestinian land ever since the end of the conflict, accompanied by a heavy military presence and the violence that accompanies it.

UN Special Rapporteurs give Israel 60 days to respond to ‘deep concerns’ regarding Jewish Nation-State Law

Four Special Rapporteurs express ‘deep concern’ that Nation-State Law is ‘discriminatory in nature and in practice against non-Jewish citizens and other minorities and does not apply the principle of equality between citizens, which is one of the key principles for democratic political systems.’

Following a special request for action issued by Adalah – The Legal Center for Arab Minority Rights in Israel, four United Nations special rapporteurs have given Israel a 60-day deadline to respond to their grave concerns regarding the Jewish Nation-State Law, adopted by the Knesset on 19 July 2018.

The 60-day period began on 2 November 2018 when UN Special Rapporteur in the field of cultural rights Karima Bennoune, Special Rapporteur on the situation of human rights in the Palestinian territories occupied since 1967 Michael Lynk, Special Rapporteur on minority issues Fernand de Varennes, and Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance E. Tendayi Achiume sent a communique to Israeli authorities expressing their deep concerns regarding the impact of the new law.

In their letter, the special rapporteurs expressed “deep concern” that the Israeli Basic Law appears “to be discriminatory in nature and in practice against non-Jewish citizens and other minorities and does not apply the principle of equality between citizens, which is one of the key principles for democratic political systems.”

Adalah, representing all of the Arab political leadership in Israel – The High Follow-up Committee for Arab Citizens in Israel, the Joint List (Arab members of the Knesset), and the National Committee for Arab Mayors, filed a petition against the Jewish Nation-State Basic Law on 7 August 2018 to the Israeli Supreme Court. The petition demands that the Court cancel the law as it contradicts fundamental international human rights norms in place since the end of World War II; negates almost 20 years of Supreme Court caselaw concerning the right to equality and land rights; and constitutes an abuse of power by the majority in the Knesset.

The special rapporteurs emphasize that they fear that “the law as adopted offers a legal basis for the pre-eminence of Jewish people over non-Jewish citizens who are members of other ethno-religious and linguistic minority groups, and creates a legal order and an environment that could potentially lead to further discriminatory legislative and/or policy actions, which contravene the international human rights obligations of Israel.”

The special rapporteurs further expressed concern, in light of the Nation-State Law, regarding Israel’s commitments to the  International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights which both stipulate the right of all peoples to self-determination.

Amongst a more extensive series of requests, the special rapporteurs call on Israel to:

  • “Indicate the impact of Article 5 of the Law on the current immigration procedures in Israel, on how Jewish and non-Jewish immigrants are dealt with under current procedures, and how such provision may affect the immigration status determination of non-Jews”;
  • “Provide further information on Article 7, and particularly whether it will or not contribute to potential segregation on the basis of ethnicity or religion, and whether it is an endorsement to develop Jewish settlements, including in the Occupied Palestinian Territory, in direct violation of international law”;
  • “Clarify the consequences of the new status of the Arabic language, and the impact if any on its use for official purposes, including on public signs, in public institutions including social and health services and in the education system.”

The special rapporteurs note that the State of Israel failed to respond to an earlier query sent 21 June 2017 by the UN special rapporteurs concerning a draft bill of what was to eventually be adopted as the Jewish Nation-State Law.

Any response Israeli authorities may send to the special rapporteurs will be provided to the United Nations Human Rights Council for consideration.

‘Zionism is a narrative based on fabricated ideas’

The Palestinian case is a narrative as is Zionism, but the latter is made up “mostly if not entirely of fabricated ideas”, Palestinian author Ramzy Baroud told an international audience in Istanbul, Turkey, today.

Zionism, which is the basis of the state of Israel, “has been communicated to the Western world to be truth,” Baroud continued, but “it has so little to do with the truth or is the complete opposite of the truth. The Palestinian narrative is the truth.”

However, Palestinians “are losing” because “for 25 years we have been distracted by the narrative that is the peace process and anyone who deviates from this narrative is classed as either a radical, a terrorist or a terrorist sympathiser,” he said during a discussion on the “Global discourse of the Palestinian narrative”.

But Palestinians and those working to attain their rights “should not buy in to this nonsensical narrative that paints Palestinians as terrorists.”

Why should we feel any way accountable to prove that we are not terrorists? We should not apologise for it.

It is for this reason that “the Palestinian victim” was created, to spread another image of the cause in the media. Journalists, Baroud said, “are part of our resistance” and they “can resurrect once more the Palestinian unity … so we as Palestinian people can become whole again”.

Israel not only uses the Zionist narrative to serve its aims, the panel said, it also employs policies that create “a civilised us and an uncivilised them”, which “serve only one purpose and one purpose only: the apartheid state of Israel”, Palestinian historian and writer Johnny Mansour added.

“It is not sufficient for us to say it’s a racist state but that it’s an apartheid state which practices fascism,” former minister of the Bureau of Prisoners’ Affairs Issa Qaraqe told the audience.

As part of its fascist policies, he explained, is the fact that “since 2015 Israel has passed more than 185 laws which are against Palestinians including 15 against Palestinian prisoners in Israeli jails. Which protects the ill treatment of Palestinian prisoners by law.”

The point of these laws is to place all activities by Palestinians as terrorist acts and make Israel an innocent bystander but Israel supports with wages and funding Jewish criminals while it bans support for Palestinian prisoners.

The occupation’s policies have emptied Jerusalem of its citizens, Deputy Director-General of Al Quds International Institution Ayman Zeidan said. “Jerusalem is emptying out of a main part of its identity; Christians. They are spreading all over the world.”

“This city will remain in conflict as long as it remains occupied,” he warned.
