Lavrov: No need for European missile defense shield if Iran deal a success

Russian Foreign Minister Sergey Lavrov says the US will no longer have a reason to build the long-touted missile defense shield in Europe, if Iran fulfills its obligations in the recently-signed nuclear program deal.
“If the Iran deal is put into practice, the stated reason for the construction of the defense shield will no longer apply,” Lavrov told journalists in Rome.
NATO is currently rolling out its new Europe-wide missile defense shield, which will include two interceptor bases close to the Russian border in Romania and Poland, with the first of the first ground missiles becoming operational in 2015. The bases will be able to shoot down short and medium-range ballistic missiles.
Russia has long protested at the placement of such bases on its borders, but during both, the Bush era and Obama’s terms, Washington has insisted that the bases are primarily directed against a potential threat from Iran, and are too close to Russia to stop any of its nuclear warheads.
On Sunday, Iran agreed to curtail its nuclear program in exchange for a loosening of substantial EU and US sanctions that have crippled its economy.
The initial term of the deal is six months, though both sides hope this will lead to a permanent rapprochement after a stand-off that lasted a decade, during which the West accused Iran of attempting to acquire a nuclear weapon, while Iran denied this, insisting that it was entitled to enrich uranium.
US Secretary of State John Kerry, while visiting Europe earlier this month, said that the deployment of the missile shield was not likely to be contingent on improving relations with Iran.
“Nothing has changed at this point and I don’t foresee it changing,” he said.
The current European Phased Adaptive Approach (EPAA) missile defense system was adopted by the White House in 2009. It generally uses more established technologies than President George W. Bush’s expensive and ambitious system that first aroused Russia’s ire over five years ago. The most ambitious phase of the program, initially scheduled to begin next decade, was also canceled earlier this year.
Nonetheless, negotiations about Moscow’s potential involvement in the defense shield have broken down over a lack of trust, and the recent groundbreaking ceremony at NATO’s base in Romania was swiftly followed by an unannounced test of Russia’s newest ballistic missiles as well as international patrols by its strategic bombers.
Lavrov recently called missile defense a “burning issue” in Moscow-Washington relations, and said that Russia will soften its stance on the Eastern European bases only if NATO provides written assurances that they will never be used to shoot down Russian missiles, a request it has repeatedly rejected.

Israli admits, on game show, to shooting at Palestinian children

BETHLEHEM — An Israeli soldier admitted that she shot and killed unknown numbers of Palestinian people, including children, on a Ukrainian television program that aired in early November.
Elena Zakusilo, a Ukrainian Jewish woman who moved to Israel in order to serve in the Israeli army, revealed on the Nov. 4 episode of the program “Lie Detector” that she had killed Palestinians and had shot at Palestinian children, but was unsure how many she managed to kill.
Zakusilo, who goes by the name Elena Gluzman in Israel, also explained that she trained army dogs to raid Palestinian villages and conducted video surveillance that she monitored from up to 10 kilometers away.
Zakusilo said on the show that one of the times when she shot Palestinians was during protests that broke out after Yasser Arafat died in 2004.
“It’s scary, especially when children run with Molotov cocktails, and they send children, to turn the attention to them, little kid, barely walking, 3-4 years old,” she added, explaining that she was unsure how many Palestinian children she had shot dead.
Although Zakusilo said that she was “not proud” of these acts, she blamed Palestinian mothers for sending their children to be “suicide bombers” and suggested that they did not care about their children’s lives.
Zakusilo also spoke about her work training dogs for reconnaissance missions into Palestinian villages, which involved placing headphones and cameras on them and directing them to attack Palestinians they encountered until soldiers could arrive.
“The doggy gets a little bag in teeth, it can be a video camera.”
“It has an electronic collar, and a camera that hangs on the collar, and the trainer has the remote control, and he, from a distance up to ten kilometers, can watch and give orders to the dog, to attack or not attack,” she added.
Zakusilo explained that she was a “senior trainer” and trained a total of 150 dogs, and for her work she was promoted to the rank of major.
‘Willing to go back to Israel and continue killing enemies’
Zakusilo’s mother was also present during the show’s filming, and when asked if she knew her daughter had killed people, said, “Of course, how can you be in the military without (killing).”
Zakusilo responded in the affirmative when asked by the game show host if she was “willing to go back to Israel and continue killing enemies” if she had financial difficulties in Ukraine, and said that she was unafraid of potential repercussions for revealing what she had done while in the Israeli forces.
She also explained that she goes by the name of Gluzman in Israel, “so that they won’t hear there our Ukrainian family name, and with the other name (Gluzman), with Jewish roots, they’d treat (me) differently.”
Zakusilo added that while at first she hesitated to kill people, she came to see her fellow soldiers as “family,” and they helped her come to terms with killing Palestinian children and other feelings she had.
Referring to her commander, she said, “He is a general, he tells you to go and shoot like this, so you go. But if you come to him and say, just for example, you know, I was walking down the road, and there was a kitten there, ran over by a car, or a person hit, and I feel bad.”
“He will sit with you for an hour to talk, and try to understand why you feel bad.”
The transcript of the television show was uploaded by Palestinian activist Abir Kopty on her blog, and although the video is freely available on the television show’s website, the translation could not be independently verified by Ma’an.
‘Because we’re human, we get shocked by people who kill’
Kopty, the Palestinian blogger who found the video and posted it, explained that she was “shocked,” but not surprised by Zakusilo’s comments.
“We see and hear this all the time and we know it first hand but it’s always shocking. Because we’re human, we get shocked by people when they talk about killing.”
She also explained that the “case represents a wider phenomenon,” and that it shows what “the military does this to people – it disconnects them from their own humanity, and makes it so easy to kill people and do not even remember the number.”
“The Israeli military will probably either discredit her, or justify her actions or say, as always, it’s an individual case” in order to explain it, she argued.
“This case represents the way they act.”
Kopty said that individual Israelis had responded or commented on the piece repeating the Israeli army’s “mantra” justifying what she says, in order to absolve the Israeli forces as a whole of responsibility.
“The machinery of propaganda always works, and they try to justify everything,” she said.
“I really hope, that one day all these criminals face trial.”
An Israeli army spokeswoman could not immediately confirm whether Zakusilo had served in the Israeli forces when contacted over the weekend.
Amnesty International’s 2013 report on Israel and the Occupied Palestinian Territories highlighted the lack of accountability for Israeli soldiers’ crimes against Palestinian civilians, pointing out that, “The authorities again failed to independently investigate killings of Palestinian civilians by Israeli soldiers in the West Bank and Gaza or to prosecute those responsible.”
The Israeli organization Breaking the Silence has collected 700 testimonies of Israeli army veterans, documenting a culture of widespread mistreatment and dehumanization of Palestinians among Israeli soldiers.
The internationally recognized Palestinian territories of which the West Bank and East Jerusalem form a part have been occupied by the Israeli military since 1967.

West arrogance blocks P5+1 progress with Iran

Potential failure to reach an interim agreement at the P5+1 negotiations in Geneva this week can be attributed to various factors: The lingering damage to confidence caused by the French spoiler lobbed into the previous round earlier this month; the subsequent lack of commitment by the US to pursue the undoubted progress that had been achieved towards closing a deal; and the intrusive lobbying by Israel and its formidable American supporters in Congress creating unhelpful background tensions.
But another major factor is this: Western arrogance. The United States, Britain and France are still behaving as hegemonic powers whose arrogance blinds them to their own outrageous double standards and hypocrisy, and prevents them from treating Iran with mutual respect.
Without this basic ingredient of mutual respect, any negotiations will continue to be frustrated.
French arrogance was perhaps most salient at this particular time. Three days before the opening of the third round of P5+1 talks in Geneva, French President Francois Hollande travelled to Israel in a display of pathetic kowtowing.
On the eve of sensitive talks in Geneva, Hollande’s theatrical rhetoric about “taking a tough stance in support of Israel against a nuclear-armed Iran” was a reckless confidence-sinking salvo.
But more than this, the French leader betrayed the kind of counterproductive arrogance that characterizes the Western attitude generally towards Iran. This hegemonic mentality is at the root of ongoing political deadlock and the continued imposition of unethical economic sanctions on the Iranian population.
Why should France be allowed to have some 60 nuclear power stations operating on its territory supplying 80 per cent of that country’s total energy needs? Why should France be allowed full control of all aspects of the nuclear fuel cycle, including uranium enrichment to unrestricted concentrations? Why should France possess up to 500 nuclear weapons? Yet when Iran asserts its legally entitled right to develop peaceful atomic technology, France and the other Western powers impede with unreasonable objections.
Such thinking – displayed by the French, but pervading the other Western powers too – is surely the apex of arrogant doublethink. And it is this mindset that must be addressed if the P5+1 talks are to progress.
This astounding Western arrogance was again revealed in the preposterous claim by the French leader before the Israeli parliament that his country stands against proliferation of nuclear weapons. How can a Western leader spout such arrant nonsense without being ridiculed and held to account? It is a well-known historical fact that it was France that played a crucial role in illegally proliferating nuclear weapons in the Middle East by arming Israel during the 1950s and 60s.
Washington and London also share due blame for creating this dangerous and criminal double standard of nuclear weaponry in the Middle East.
Countless investigations by the International Atomic Energy Agency verify Iran’s claims of pursuing legitimate civilian nuclear energy. Iranian assurances have been issued numerous times, most recently this week, by Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei.
Nevertheless, the Western powers continue to thwart progress towards a mutual settlement by a) not acknowledging Iran’s fundamental legal right to enrich uranium as bestowed to all signatories to the Non-Proliferation Treaty; and b) by continuing to cast aspersions on Iran’s avowed nuclear plans.
This attitude of the Western powers is arrogant and insulting to the integrity of Iran and its revered leader; it is hegemonic and presents an unreasonable, unlawful block on resolving the dispute.
The Western hegemons’ opinions and prejudices are simply being allowed to warp what is a legal process enshrining inalienable rights.
Hollande’s words and actions this week are ample proof of that. But here is another illustration of the Western arrogance from a quarter that shows how deep and problematic that mindset runs. In a debate televised earlier this week on Press TV between Iranian Professor Mohammad Marandi and American commentator Lawrence Korb, it was notable just how regressive Western thinking is. The more troubling aspect perhaps is that Mr Korb is considered to be a voice of reason among the Washington establishment, who is in favor of diplomatic rapprochement and a deal at the P5+1 talks.
Korb sought to make an equivalence between the US and Iran, saying that “mistakes have been made on all sides.” He cited in particular the siege of the American embassy in Tehran some 34 years ago as an example of alleged Iranian transgressions.
As Prof Marandi cogently pointed out, there is no comparison between Iran and US “mistakes.” The crimes committed by the US against the people of Iran are incomparable and inordinate, including the installation of the vicious CIA-backed police state of the Shah until 1979, the downing of an Iranian civilian airliner with the loss of hundreds of lives, the US-backed Iraqi war on Iran between 1980-88, including the American-assisted use of chemical weapons against Iranian civilians. Plus the ongoing raft of economic sanctions that target sick children and terminally ill cancer patients.
In all these crimes committed against the Iranian nation, the US has been supported directly by Britain and France.
Americans, including many supposedly progressive voices, are oblivious to the scale of horror that their country has inflicted on Iran (and many other nations besides). This obliviousness is the blind outlook of arrogance that infects the brain of Washington, London and Paris, and a good many of their citizens.
Americans need to listen more and talk less; they need to do some serious soul-searching instead of pontificating all the time.
Until that arrogance is eradicated, negotiations with these powers will always prove to be frustrating and may be even futile.

The Kennedy Assassination 50 Years Later

November 22, 2013, is the 50th anniversary of the assassination of President John F. Kennedy. The true story of JFK’s murder has never been officially admitted, although the conclusion that JFK was murdered by a plot involving the Secret Service, the CIA, and the Joint Chiefs of Staff has been well established by years of research, such as that provided by James W. Douglass in his book, JFK And The Unspeakable. Ignore Douglass’ interest in the Trappist monk Thomas Merton and Merton’s prediction and focus on the heavily documented research that Douglass provides.
Or just turn to the contemporary films, taken by tourists watching JFK’s motorcade that are available on YouTube, which show clearly the Secret Service pulled from President Kennedy’s limo just prior to his assassination, and the Zapruder film that shows the killing shot to have come from President Kennedy’s right front, blowing off the back of his head, not from the rear as postulated in the Warren Commission Report, which would have pushed his head forward, not rearward.
I am not going to write about the assassination to the extent that the massive information permits. Those who want to know already know. Those who cannot face the music will never be able to confront the facts regardless of what I or anyone else writes or reveals.
To briefly review, the facts are conclusive that JFK was on terrible terms with the CIA and the Joint Chiefs. He had refused to support the CIA organized Bay of Pigs invasion of Cuba. He had rejected the Joint Chiefs’ Operation Northwoods, a plan to commit real and faked acts of violence against Americans, blame Castro and use the false flag events to bring regime change to Cuba. He had rejected the Joint Chiefs’ case that the Soviet Union should be attacked while the US held the advantage and before the Soviets could develop delivery systems for nuclear weapons. He had indicated that after his reelection he was going to pull US troops out of Vietnam and that he was going to break the CIA into a thousand pieces. He had aroused suspicion by working behind the scenes with Khrushchev to defuse the Cuban Missile Crisis, leading to claims that he was “soft on communism.” The CIA and Joint Chiefs’ belief that JFK was an unreliable ally in the war against communism spread into the Secret Service.
It has been established that the original autopsy of JFK’s fatal head wound was discarded and a faked one substituted in order to support the official story that Oswald shot JFK from behind. FBI director J. Edgar Hoover and President Johnson knew that Oswald was the CIA’s patsy, but they also understood, as did members of the Warren Commission, that to let the true story out would cause Americans to lose confidence in their own government at the height of the Cold War.
Robert Kennedy knew what had happened. He was on his way to being elected president and to holding the plotters accountable for the murder of his brother when the CIA assassinated him. A distinguished journalist, who was standing behind Robert Kennedy at the time of his assassination, told me that the killing shots came from behind past his ear. He submitted his report to the FBI and was never contacted.
Acoustic experts have conclusively demonstrated that more shots were fired than can be accounted for by Sirhan Sirhan’s pistol and that the sounds indicate two different calibers of firearms.
I never cease to be amazed by the gullibility of Americans, who know nothing about either event, but who confidently dismiss the factual evidence provided by experts and historians on the basis of their naive belief that “the government wouldn’t lie about such important events” or “someone would have talked.” What good would it do if someone talked when the gullible won’t believe hard evidence?

Karzai: Security deal with US should be signed after Afghan presidential poll

The Afghan President says he will not sign a crucial security pact with the US till after presidential elections next year. Hamid Karzai backs the deal, but does not trust the US.
“The agreement should be signed when the election is conducted, properly and with dignity,” Karzai told the Loya Jirga grand assembly that began on Thursday.
The unexpected statement comes just hours after Secretary of State John Kerry said the two sides had finalized the wording of the agreement.
Karzai said that his deferment would show America’s assurance “that we are moving on the path to security and they are accompanying us on this path.”
A spokesman for the United States Embassy in Kabul declined to comment on Karzai’s plan as it was an on-going diplomatic discussion.
President Karzai told the gathering in Kabul that President Barack Obama had sent a letter assuring him that a security pact between the two states was in Afghanistan’s best interest.
The five-day long 2,500-member national consultative council is set to debate the draft and decide whether US troops will be permitted to stay in the country post-2014.
The deal indicates that up to 15,000 US troops could remain in the country until 2024. But both sides still want final details to be clarified.
One of the main stumbling blocks in reaching the bilateral security agreement was the legal status of American troops on the ground.
On Wednesday the Afghan foreign ministry released a draft security deal, which said that US forces remaining in Afghanistan after 2014 will be under the jurisdiction of the US and not be subject to Afghan courts.
The Loya Jirga’s decision on the 25-page “Security and Defense Cooperation Agreement between the United States of America and the Islamic Republic of Afghanistan” is expected by Sunday.
The council can revise or reject any part of the draft agreement. After Loya Jirga amendments, the Afghan parliament is set to review the agreement and also make more changes before it is approved.
Despite his statement, Afghanistan’s President said he backs a security deal with the US, but at the same time he acknowledged there was little trust between the two sides.
“My trust with America is not good. I don’t trust them and they don’t trust me,” Karzai said. “During the past 10 years I have fought with them and they have made propaganda against me.”
Karzai’s decision, which came as a surprise even for the closest of the President’s aides, means that the long-debated deal will not be signed before April 5, the day when the presidential election is scheduled.
“This may be misconstrued as if the president wants someone specific [to win] in the elections,” Hedayat Amin Arsala, Karzai’s former vice president, said according to The Wall Street Journal. “I hope that is not the case.”
The US had wanted the agreement signed by the end of October 2013 as it would give military planners time to prepare to keep troops in the country after the scheduled 2014 withdrawal.

Love Me, I’m a Liberal!

Nothing like starting out your day with a laugh — and today I have Matthew Lynch (“12 Reasons Why Obama is One of the Greatest Presidents Ever,” Huffington Post, November 15) to thank for it.
About half of Lynch’s points boil down to, “Obama is for x, because he makes speeches talking about x all the time.” He starts out with the best one of all:
“Unlike the many presidents who preceded him, he cares about what is best for the greater good. He truly does represent The People. His actions have always been motivated by a sincere desire to do what is best for the majority, even if it meant losing ground with the wealthy, influential or powerful minority.”
Um, yeah. That’s why he adopted a Republican “universal healthcare” proposal to require everybody to buy private health insurance — and give taxpayer money to the ones who can’t afford it. That should be popular with “The People,” all right — at least those who own stock in insurance companies. That’s why he quietly promised the drug companies he wouldn’t use Medicare’s bargaining power to negotiate lower drug prices. That’s why Joe Biden conducts copyright enforcement policy out of Disney’s corporate headquarters and the administration backs draconian copyright legislation dictated in secret by proprietary content industries.
Among my favorite other howlers:
“2. He is for civil rights. He has consistently spoken on behalf of the disenfranchised, the underdog and the most controversial members of society …”
Yeah, I know he said a lot of stuff about gay marriage and ending Don’t Ask Don’t Tell. But he refused to actually stop prosecuting gays in the military before the law was repealed, or to put enforcement on the back burner, even when he was fully capable of using his executive authority to do so.
And notice Lynch doesn’t say “civil liberties.” Obama said a lot of stuff about them, too — back in 2008. Since then he’s expanded unconstitutional wiretapping, run interference for the telecoms that help out with it and given amnesty to people who systematically ordered and engaged in torture. Holding war criminals accountable would be “divisive,” you see. He owes the late Nuremberg defendants an apology — they were only following orders, too.
4. Healthcare. I think we already covered that.
“5. He is for the middle class. Here are just a few of the comments made by President Barack Obama in recent months …”
A lot of presidents were for a lot of stuff, if you stick to reading their collected speeches. In practice, Obama’s farm policies are written by ADM and Monsanto, and the office of Secretary of the Treasury is permanently reserved for Goldman-Sachs alumni, just as under his predecessors.
Obama’s actual economic policy is classic Hamiltonianism: Responding to technologies of abundance that reduce the need for capital and labor by using Rube Goldberg mechanisms to artificially prop up the demand for those inputs — even if it means giving people tax breaks for throwing stuff away and replacing it. The stomach-churning irony is that most of the same greenwashed Whole Foods liberals who applaud this also condemn planned obsolescence and the Military-Industrial Complex, which were designed to accomplish exactly the same result. The proper approach to technologies of abundance is to make sure their benefits are fully internalized by workers and consumers, by ceasing to enforce monopolies, artificial scarcities and rents of all kind. If it takes only fifteen hours of labor a week to produce our standard of living, it should only take fifteen hours of labor to enjoy that standard of living. But that would annoy Obama’s Big Business friends.
My favorite, though, is this:
“10. He is for peace. Let us never forget that Barack Obama was awarded the Nobel Peace Prize in 2009 …”
Yeah, he uses that Peace Prize as a paperweight to hold down his drone kill list. Obama didn’t end the war in Afghanistan — he transformed it into a remote-control video game war in which wedding parties can be massacred at the push of a button. And of course, Lynch can’t resist throwing in a mention of the Zero Dark Thirty crap about killing Bin Laden.
I can’t help picturing someone fifty years ago breathlessly gushing “I love JFK because he’s the Peace President” — while ignoring the Bay of Pigs, the Diem assassination and Green Berets in Vietnam.
Lynch’s points, edited for substance, are basically on the same level as a guy in a bar decked out in Full Cleveland thirty years ago saying “I feel comfortable with Reagan.” Obama’s the Reagan of moderate center-left NPR liberals who shop at Whole Foods. If you’re satisfied with the image of peace and social justice, while government in substance continues to serve the same powerful interests, keep right on voting — that’s what it’ll get you.

Bernard Henri-Levy and the Destruction of Libya

While Israeli Prime Minister Benjamin Netanyahu is “the world’s most influential Jew”, Bernard Henri Levy is number 45, according to an article published in the Israeli rightwing newspaper the Jerusalem Post, on May 21, 2010.
Levy, per the Post’s standards, came only two spots behind Irving Moskowitz, a “Florida-based tycoon (who) is considered the leading supporter of Jewish construction in east Jerusalem and hands out a prize for Zionism to settler leaders.”
To claim that at best Levy is an intellectual fraud is to miss a clear logic that seems to unite much of the man’s activities, work and writings. He seems to be obsessed with ‘liberating’ Muslims from Bosnia to Pakistan, to Libya and elsewhere. However, it is not the kind that one could qualify as a healthy obsession, stemming from for instance, overt love and fascination of their religion, culture and myriad ways of life. It is unhealthy obsession. Throughout his oddly defined career, he has done so much harm, as he at times served the role of lackey for those in power, and at others, seemed to lead his own crusades. He is a big fan of military intervention, and his profile is dotted with references to Muslim countries and military intervention from Afghanistan to Sudan … and finally to Libya.
Writing in the New York Magazine on Dec 26, 2011, Benjamin Wallace-Wells spoke of the French ‘philosopher’ as if he were referencing a messiah that was not afraid to promote violence for the greater good of mankind. In “European Superhero Quashes Libyan Dictator,” Wallace-Wells wrote of the “philosopher (who) managed to goad the world into vanquishing an evil villain.” The ‘evil villain’ in question is, of course, Muammar Qaddafi, the Libyan leader who was ousted and brutally murdered after reportedly being sodomized by rebels following his capture in October 2011. The detailed analysis by Global Post of the sexual assault of the leader of one of Africa’s most prominent countries was published in CBS news and other media. Cases of rape have sharply increased in Libya as 1,700 militia (per BBC estimation) groups now operate in that shattered Arab country.
Levy, who at times appeared to be the West’s most visible war-on-Libya advocate, has largely disappeared from view within the Libyan context. He is perhaps off stirring trouble in some other place in the name of his dubious philosophy. His mission in Libya, which is now in a much worse state than it has ever reached during the reign of Qaddafi, has been accomplished. ‘The evil dictator’ has been defeated, and that’s that. Never mind that the country is now divided between tribes and militias, and that the ‘post-democracy’ Prime Minister Ali Zeidan was recently kidnapped by one unruly militia to be freed by another.
In March 2011, Levy took it upon himself to fly to Benghazi to ‘engage’ Libya’s insurgents. It was a defining moment, for it was that type of mediation that empowered armed groups to transform a regional uprising into an all-out war involving NATO. Armed with what was a willful misinterpretation of UN resolution 1973, of March 17, 2011, NATO led a major military offensive on a country armed with primitive air-defensives and a poorly equipped army. Western countries channeled massive shipments of weapons to Libyan groups in the name of preventing massacres allegedly about to be carried out by Qaddafi’s loyalists. Massacres were indeed carried out but not in the way western ‘humanitarian interventionists’ suggested. The last of which was merely days ago (Nov 15) when 31 people were reportedly killed and 235 were wounded as trigger happy militiamen opened fire on peaceful protesters in Tripoli that were simply demanding Misrata militants leave their city.
These are the very people that Levy and his ilk spent numerous hours lobbying in support of. One of Levy’s greatest achievements in Libya was to muster international recognition of the National Transitional Council (NTC). France and other countries lead a campaign to promote the NTC as an alternative to Qaddafi’s state institution, which NATO had systematically destroyed.
In his New York Magazine interview, Levy was quoted as saying “sometimes you are inhabited by intuitions that are not clear to you.” The statement was sourced in reference to the supposed epiphany the ‘philosopher’ had on Feb 23, 2011, watching TV images of Qaddafi’s forces threatening to drown Benghazi with ‘rivers of blood.’
Far from unclear intuitions, Levy’s agenda is that of the calculated politician-ideologue, more like a French version of the US’s neoconservatives who packaged their country’s devastating war on Iraq with all sorts of moral, philosophical and other fraudulent reasoning. For them, it was first and foremost a war for Israel’s ‘security’, with supposed other practical perks, little of which has actualized. Levy’s legacy is indeed loaded with unmistakable references to that same agenda.
Israel’s right-wingers are fascinated with Levy. The Post’s celebration of his global influence was summed up in this quote: “A French philosopher and one of the leaders of the Nouvelle Philosophie movement who said that Jews ought to provide a unique moral voice in the world.” But morality has nothing to do with it. The man’s philosophical exploits seem to exclusively target Muslims and their cultures. “The veil is an invitation to rape”, he told the Jewish Chronicle in 2006.
Philosophy for Levy seems to be perfectly tailored to fit a political agenda promoting military interventions. His advocacy helped destroy Libya, but still didn’t stop him from writing a book on Libya’s ‘spring.’ He spoke of the veil as an invitation for rape, while saying nothing of the numerous cases of rape reported in Libya after the NATO war. In May 2011, he was one of few people who defended IMF chief Dominique Strauss-Kahn, when the latter was accused of raping a chambermaid in New York City. It was a ‘conspiracy’ he said, in which the maid was taking part.
One could perhaps understand Levy’s hate for dictators and war criminals; after all, Qaddafi was no human rights champion. But Levy is no philosopher. A fundamental element of any genuine philosophy is moral consistency. Levy has none. A week after the Jerusalem Post celebrated Levy’s world influence, the Israeli daily Haaretz wrote of his support of the Israeli army.
“Bernard Henri Levy: I have never seen an army as democratic as the IDF” was the title of an article on May 30, 2010, reporting on the “Democracy and Its Challenges” Conference in Tel Aviv. “I have never seen such a democratic army, which asks itself so many moral questions. There is something unusually vital about Israeli democracy.” Considering the wars and massacres conducted by the Israeli army against Gaza in 2008-9 and 2012, one cannot find appropriate phrases to describe Levy’s moral blindness and misguided philosophy. In fact, it is safe to argue that neither morality nor philosophy has much to do with Levy and his unending quest for war.

Israel’s War with Iran – the unabridged version

Israel Bombs Iran: The US Suffers the Consequences
Israel’s political and military leadership have repeatedly and openly declared their preparation to militarily attack Iran in the immediate future. Their influential supporters in the US have made Israel’s war policy the number one priority in their efforts to secure Presidential and Congressional backing. The arguments put forth by the Israeli government and echoed by their followers in the US regarding Iran’s nuclear threat are without substance or fact and have aroused opposition and misgivings throughout the world, among European governments, international agencies, among most US military leaders and the public, the world oil industry and even among sectors of the Bush Administration.
An Israeli air and commando attack on Iran will have catastrophic military consequences for US forces and severe loss of human life in Iraq, most likely ignite political and military violence against pro-US Arab-Muslim regimes, such as Saudi Arabia and Egypt, perhaps leading to their overthrow.
Without a doubt Israeli war preparations are the greatest immediate threat to world peace and political stability.
Israel’s War Preparations
Never has an imminent war been so loudly and publicly advertised as Israel’s forthcoming military attack against Iran. When the Israeli Military Chief of Staff, Daniel Halutz, was asked how far Israel was ready to go to stop Iran’s nuclear energy program, he said “Two thousand kilometers” – the distance of an air assault (Financial Times (FT) Dec 12, 2005). More specifically Israeli military sources reveal that Israel’s current and probably next Prime Minister Ariel Sharon ordered Israel’s armed forces to prepare for air strikes on uranium enrichment sites in Iran (London Times), Dec 11, 2005). According to the London Times the order to prepare for attack went through the Israeli defense ministry to the Chief of Staff. During the first week in December, “… sources inside the special forces command confirmed that ‘G’ readiness – the highest state – for an operation was announced” (Times, Dec. 11, 2005).
On December 9, Israeli Minister of Defense, Shaul Mofaz, affirmed that in view of Teheran’s nuclear plans, Tel Aviv should “not count on diplomatic negotiations but prepare other solutions.” (La Jornada, Dec. 10, 2005) In early December, Ahron Zoevi Farkash, the Israeli military intelligence chief told the Israeli parliament (Knesset) that “if by the end of March, the international community is unable to refer the Iranian issue to the United Nations Security Council, then we can say that the international effort has run its course” (Times, Dec. 11, 2005).
In plain Hebrew, if international diplomatic negotiations fail to comply with Israel’s timetable, Israel will unilaterally, militarily attack Iran. Benjamin Netanyahu, leader of the Likud Party and candidate for Prime Minister stated that if Sharon did not act against Iran, “then when I form the new Israeli government (after the March 2006 elections) we’ll do what we did in the past against Saddam’s reactor.” (Times Dec 11, 2005). In June 1981 Israel bombed the Osirak nuclear reactor in Iraq. Even the pro-Labor newspaper, Haaretz, while disagreeing with the time and place of Netanyahu’s pronouncements, agreed with its substance. Haaretz criticized “(those who) publicly recommend an Israeli military option…” because it “presents Israel as pushing (via powerful pro-Israel organizations in the US) the United States into a major war.” However, Haaretz adds… “Israel must go about making its preparations quietly and securely – not at election rallies.” (Haaretz, Dec 6, 2005) Haaretz’s position, like that of the Labor Party, is that Israel not advocate war against Iran before multi-lateral negotiations are over and the International Atomic Energy Agency makes a decision.
In other words, the Israeli “debate” among the elite is not over whether to go to war but over the place to discuss war plans and the timing to launch war. Implicitly Haaretz recognizes the role played by pro-Israeli organizations in “pushing the US into the Iraq war”, perhaps a word of caution, resulting from increased US opposition to the activities of the Israel First campaigners in Congress (see below).
Israeli public opinion apparently does not share the political elite’s plans for a military strike against Iran’s nuclear program. A survey in the Israeli newspaper Yedioth Ahronoth, reported by Reuters (Dec. 16, 2005) shows that 58% of the Israelis polled believed the dispute over Iran’s nuclear program should be handled diplomatically while only 36% said its reactors should be destroyed in a military strike.
Israel’s War Deadline
All top Israeli officials have pronounced the end of March as the deadline for launching a military assault on Iran. The thinking behind this date is to heighten the pressure on the US to force the sanctions issue in the Security Council. The tactic is to blackmail Washington with the “war or else” threat, into pressuring Europe (namely Great Britain, France, Germany and Russia) into approving sanctions. Israel knows that its acts of war will endanger thousands of American soldiers in Iraq, and it knows that Washington (and Europe) cannot afford a third war at this time. The end of March date also coincides with the IAEA report to the UN on Iran’s nuclear energy program. Israeli policymakers believe that their threats may influence the report, or at least force the kind of ambiguities, which can be exploited by its overseas supporters to promote Security Council sanctions or justify Israeli military action. Fixing a March date also intensifies the political activities of the pro-Israel organizations in the United States. The major pro-Israel lobbies have lined up a majority in the US Congress and Senate to push for the UN Security Council to implement economic sanctions against Iran or, failing that, endorse Israeli “defensive” action. Thousands of pro-Israel national, local and community groups and individuals have been mobilized to promote the Israeli agenda via the mass media and visits to US Congressional representatives. The war agenda also plays on exploiting the tactical disputes among the civilian militarists within the White House, between Cheney, Bolton and Abrams on one side and Rice and Rumsfeld on the other. The Cheney line has always supported an Israeli military attack, while Rice promotes the tactic of “forced failure” of the European diplomatic route before taking decisive action. Rumsfeld, under tremendous pressure from practically all of the top professional military officials, fears that an Israeli war will further accelerate US military losses. The pro-Israel lobby would like to replace the ultra-militarist Rumsfeld with the ultra-militarist Senator Joseph Lieberman, an unconditional Israel First Zealot.
US-Israeli Disagreements on an Iran War
As Israel marches inexorably toward war with Iran, disputes with Washington have surfaced. The conflicts and mutual attacks extend throughout the state institutions, and into the public discourse. Supporters and opponents of Israel’s war policy represent powerful segments of state institutions and civil society. On the side of the Israeli war policy are practically all the major and most influential Jewish organizations, the pro-Israeli lobbies, their political action committees, a sector of the White House, a majority of subsidized Congressional representatives and state, local and party leaders. On the other side are sectors of the Pentagon, State Department, a minority of Congressional members, a majority of public opinion, a minority of American Jews (Union of Reform Judaism) and the majority of active and retired military commanders who have served or are serving in Iraq.
Most of the discussion and debate in the US on Israel’s war agenda has been dominated by the pro-Israeli organizations that transmit the Israeli state positions. The Jewish weekly newspaper, Forward, has reported a number of Israeli attacks on the Bush Administration for not acting more aggressively on behalf of Israel’s policy. According to the Forward, “Jerusalem is increasingly concerned that the Bush Administration is not doing enough to block Teheran from acquiring nuclear weapons…” (Dec. 9, 2005). Further stark differences occurred during the semi-annual strategic dialog between Israeli and US security officials, in which the Israelis opposed a US push for regime change in Syria, fearing a possible, more radical Islamic regime. The Israeli officials also criticized the US for forcing Israel to agree to open the Rafah border crossing and upsetting their stranglehold on the economy in Gaza.
Predictably the biggest Jewish organization in the US, the Conference of Presidents of Major American Jewish Organizations (CPMAJO) immediately echoed the Israeli state line as it has since its founding. Malcolm Hoenlan, President of the CPMAJO lambasted Washington for a “failure of leadership on Iran” and “contracting the issue to Europe” (Forward, Dec. 9, 2005). He went on to attack the Bush Administration for not following Israel’s demands by delaying referring Iran to the UN Security Council for sanction. The leader of the CPMAJO then turned on French, German and British negotiators accusing them of “appeasement and weakness”, and of not having a “game plan for decisive action” – presumably for not following Israel’s ‘sanction or bomb them’ game plan.
The role of AIPAC, the CPMAJO and other pro-Israeli organizations as transmission belts for Israel’s bellicose war plans was evident in their November 28, 2005 condemnation of the Bush Administration agreement to give Russia a chance to negotiate a plan under which Iran would be allowed to enrich uranium under international supervision to ensure that its enriched uranium would not be used for military purposes. AIPAC’s rejection of negotiations and demands for an immediate confrontation were based on the specious argument that it would “facilitate Iran’s quest for nuclear weapons” – an argument which flies in the face of all known intelligence data (including Israel’s) which says Iran is at least 3 to 10 years away from even approaching nuclear weaponry. AIPAC’s unconditional and uncritical transmission of Israeli demands and criticism is usually clothed in the rhetoric of US interests or security in order to manipulate US policy. AIPAC chastised the Bush regime for endangering US security. By relying on negotiations, AIPAC accused the Bush Administration of “giving Iran yet another chance to manipulate (sic) the international community” and “pose a severe danger to the United States” (Forward, Dec. 9, 2005).
Leading US spokesmen for Israel opposed President Bush’s instructing his Ambassador to Iraq, Zalmay Khaklilzad, to open a dialog with Iran’s Ambassador to Iraq. In addition, Israel’s official ‘restrained’ reaction to Russia’s sale to Teheran of more than a billion dollars worth of defensive anti-aircraft missiles, which might protect Iran from an Israeli air strike, was predictably echoed by the major Jewish organizations in the US. No doubt an important reason for Israel’s setting an early deadline for its military assault on Iran is to act before Iran establishes a new satellite surveillance system and installs its new missile defense system.
Pushing the US into a confrontation with Iran, via economic sanctions and military attack has been a top priority for Israel and its supporters in the US for more than a decade (Jewish Times/ Jewish Telegraph Agency, Dec. 6, 2005). The AIPAC believes the Islamic Republic poses a grave threat to Israel’s supremacy in the Middle East. In line with its policy of forcing a US confrontation with Iran, AIPAC, the Israeli PACs (political action committees) and the CPMAJO have successfully lined up a majority of Congress people to challenge what they describe as the “appeasement” of Iran. According to the Jewish Times (12/6/05), “If it comes down to a political battle, signs are that AIPAC could muster strong support in Congress to press the White House to demand sanctions on Iran.” Representative Illeana Ros-Lehtinen (R-Florida), who has the dubious distinction of being a collaborator with Cuban exile terrorist groups and unconditional backer of Israel’s war policy, is chairwoman of the highly influential US House of Representative Middle East subcommittee. From that platform she has echoed the CPMAJO line about “European appeasement and arming the terrorist regime in Teheran” (Jewish Times 12/6/05). The Cuban-American Zionist boasted that her Iran sanctions bill has the support of 75% of the members of Congress and that she is lining up additional so-sponsors.
The pro-Israel lobby’s power, which includes AIPAC, the Conference of Presidents, the PACs and hundreds of local formal and informal organizations, is magnified by their influence and hegemony over Congress, the mass media, financial institutions, pension funds and fundamentalist Christian organizations. Within the executive branch their influence in these institutions amplifies their power far beyond their number and direct control and representation in strategic public and private institutions (which itself is formidable). AIPAC’s “Progress and Policy Report for 2005” – published on its website – lists, among its accomplishments, getting Congress to approve 100 pro-Israel legislative initiatives, $3 billion in direct aid and more than $10 billion in guaranteed loans, transfer of the most advanced military technology to Israel’s multi-billion dollar arms export corporations, and the lining up by a 410 to 1 vote in the House of Representative committing the US to Israel’s security – as it is defined by Israel.
The conflict between the Israeli elite and the Bush Administration has to be located in a broader context. Despite pro-Israeli attacks on US policy for its ‘weakness’ on Iran, Washington has moved as aggressively as circumstances permit. Facing European opposition to an immediate confrontation (as AIPAC and Israeli politicians demand) Washington supports European negotiations but imposes extremely limiting conditions, namely a rejection of the Non-Proliferation Treaty, which allows uranium enrichment for peaceful purposes. The European “compromise” of forcing Iran to turn over the enrichment process to a foreign country (Russia), is not only a violation of its sovereignty, but is a policy that no other country using nuclear energy practices. Given this transparently unacceptable “mandate”, it is clear that Washington’s ‘support for negotiations’ is a propaganda devise to provoke an Iranian rejection, and a means of securing Europe’s support for a Security Council referral for international sanctions. Washington has absolutely no precedent to object to Russia’s sale of defensive ground to air missiles to Iran, since it is standard in the arms export business. As for as the Ambassadorial meetings in Iraq, the US has had great success in securing Iranian co-operation on stabilizing its Iraqi Shiite client regime. Iran has recognized the regime, has signed trade agreements, supported the dubious elections and provided the US with intelligence against the Sunni resistance. Given their common interests in the region, it was logical for Washington to seek to bend Iran into further co-operation via diplomatic discussions. In other words, as the US seeks to withdraw its troops from a losing war in Iraq (largely supported by AIPAC and its organizational partners), pro-Israel organizations are pushing hard to put the US into a new war with Iran. It is no surprise that the Zionist Organization of America (ZOA) invited the most bellicose of US Middle East warmongers, UN Ambassador to the United Nations, John Bolton, to be its keynote speaker at its annual awards dinner (ZOA Press Release, Dec. 11, 2005). The ZOA has loyally followed all the zigzags of Israeli policy since the foundation of the State.
Despite the near unanimous support and widespread influence of the major Jewish organizations, 20% of American Jews do not support Israel in its conflict with the Palestinians. Even more significantly, 61% of Jews almost never talk about Israel or defend Israel in conversation with Goyim (non-Jews) (Jerusalem Post, Dec 1, 2005). Only 29% of Jews are active promoters of Israel. In other words, it is important to note that the Israel First crowd represents less than a third of the Jewish community and hence their claim to speak for ‘all’ US Jews is false and a misrepresentation. In fact, there is more opposition to Israel among Jews than there is in the US Congress. Having said that, however, most Jewish critics of Israel are not influential in the big Jewish organizations and the Israel lobby, excluded from the mass media and mostly intimidated from speaking out, especially on Israel’s war preparations against Iran. The minority Jewish critics cannot match the five to eight million dollars spent in buying Congressional votes each year by the pro-Israel lobbies.
The Myth of the Iranian Nuclear Threat
The Israeli Defense Forces Chief of Staff, Daniel Halutz, has categorically denied that Iran represents an immediate nuclear threat to Israel, let along the United States. According to Haaretz (12/14/05), Halutz stated that it would take Iran time to be able to produce a nuclear bomb – which he estimated might happen between 2008 and 2015.
Israel’s Labor Party officials do not believe that Iran represents an immediate nuclear threat and that the Sharon government and the Likud war propaganda is an electoral ploy. According to Haaretz, “Labor Party officials… accused Prime Minister Ariel Sharon, Defense Minister Shaul Mofaz and other defense officials of using the Iran issue in their election campaigns in an effort to divert public debate from social issues” (Dec. 14, 2005). In a message directed at the Israeli Right but equally applicable to AIPAC and the ‘Presidents of the Major Jewish Organizations in the US, Labor member of the Knesset, Benjamin Ben-Eliezer rejected electoral warmongering: “I hope the upcoming elections won’t motivate the prime minister and defense minister to stray from government policy and place Israel on the frontlines of confrontation with Iran. The nuclear issue is an international issue and there is no reason for Israel to play a major role in it” (Haaretz, Dec. 14, 2005). Unfortunately the Israel lobby is making it a US issue and putting Washington on the frontlines…
Iran’s Nuclear Threat Fabrication
Israeli intelligence has determined that Iran has neither the enriched uranium nor the capability to produce an atomic weapon now or in the immediate future, in contrast to the hysterical claims publicized by the US pro-Israel lobbies. Mohammed El Baradei, head of the United Nations International Atomic Energy Agency (IAEA), which has inspected Iran for several years, has pointed out that the IAEA has found no proof that Iran is trying to construct nuclear weapons. He criticized Israeli and US war plans indirectly by warning that a “military solution would be completely un-productive” (Financial Times, Dec. 10/11, 2005).
More recently, Iran, in a clear move to clarify the issue of the future use of enriched uranium, “opened the door for US help in building a nuclear power plant” (USA Today, Dec. 11, 2005). Iranian Foreign Ministry spokesman, Hamid Reza Asefi, speaking at a press conference, stated “America can take part in the international bidding for the construction of Iran’s nuclear power plant if they observe the basic standards and quality” (USA Today, Dec. 11, 2005). Iran also plans to build several other nuclear power plants with foreign help. The Iranian call for foreign assistance is hardly the strategy of a country trying to conduct a covert atomic bomb program, especially one directed at involving one of its principal accusers.
The Iranians are at an elementary stage in the processing of uranium, not even reaching the point of uranium enrichment, which in turn will take still a number of years, and overcoming many complex technical problems before it can build a bomb. There is no factual basis for arguing that Iran represents a nuclear threat to Israel or to the US forces in the Middle East.
Israel’s war preparations and AIPAC’s efforts to push the US in the same direction based on falsified data is reminiscent of the fabricated evidence which was channeled to the White House through the Pentagon’s Office of Special Plans led by Abram Shumsky and directed by Douglas Feith and Paul Wolfowitz, both long-time supporters of the Likud Party. Israel’s war preparations are not over any present or future Iranian nuclear threat. The issue is over future enrichment of uranium, which is legal under the Non-Proliferation Treaty as is its use in producing electrical power. Iran currently is only in a uranium conversion phase, which is prior to enrichment. Scores of countries with nuclear reactors by necessity use enriched uranium. The Iranian decision to advance to processing enriched uranium is its sovereign right as it is for all countries, which possess nuclear reactors in Europe, Asia and North America.
Israel and AIPAC’s resort to the vague formulation of Iran’s potential nuclear capacity is so open-ended that it could apply to scores of countries with a minimum scientific infrastructure.
The European Quartet has raised a bogus issue by evading the issue of whether or not Iran has atomic weapons or is manufacturing them and focused on attacking Iran’s capacity to produce nuclear energy – namely the production of enriched uranium. The Quartet has conflated enriched uranium with a nuclear threat and nuclear potential with the danger of an imminent nuclear attack on Western countries, troops and Israel. The Europeans, especially Great Britain, have two options in mind: To impose an Iranian acceptance of limits on its sovereignty, more specifically on its energy policy and capacity to control the deadly air pollution of its major cities with cleaner sources of energy; or to force Iran to reject the arbitrary addendum to the Non-Proliferation Agreement and then to propagandize the rejection as an indication of Iran’s evil intention to create atomic bombs and target pro-Western countries. The Western media would echo the US and European governments position that Iran was responsible for the breakdown of negotiations. The Europeans would then convince their public that since “reason” failed, the only recourse it to follow the US to take the issue to the Security Council and approve international sanctions against Iran.
The US then would attempt to pressure Russia and China to vote in favor of sanctions or to abstain. There is reason to doubt that either or both countries would agree giving the importance of the multi-billion dollar oil, arms, nuclear and trade deals between Iran and these two countries. Having tried and failed in the Security Council, the US and Israel are likely to move toward a military attack. An air attack on suspected Iranian nuclear facilities will entail the bombing of heavily populated as well as remote regions leading to large-scale loss of life.
The principal result will be a massive escalation of war throughout the Middle East. Iran, a country of 70 million, with several times the military forces that Iraq possessed and with highly motivated and committed military and paramilitary forces can be expected to cross into Iraq. Iraqi Shiites sympathetic to or allied with Iran would most likely break their ties with Washington and go into combat. US military bases, troops and clients would be under tremendous attack. US military casualties would multiply. All troop withdrawal plans would be disrupted. The ‘Iraqization’ strategy would disintegrate, as the US ‘loyal’ Shia armed forces would turn against their American officers. Beyond Iraq, there would likely be major military-civilian uprisings in Egypt, Saudi Arabia, Lebanon, Jordan, Palestine and Pakistan. The conflagration would spread beyond the Middle East, as the Israel-US attack on an Islamic country would ignite mass protests throughout Asia. Most likely new terrorist incidents would occur in Western Europe, North America, and Australia and against US multinationals. A bitter prolonged war would ensue; pitting 70 million unified Iranian nationals, millions of Muslims in Asia and Africa against an isolated US accompanied by its European allies facing mass popular protests at home.
Sanctions on Iran will not work, because oil is a scarce and essential commodity. China, India and other fast-growing Asian countries will balk at a boycott. Turkey and other Muslim countries will not cooperate. Numerous Western oil companies will work through intermediaries. The sanction policy is predestined to failure; its only result will be to raise the price of oil even higher. An Israeli or US military attack will cause severe political instability and increase the risk to oil producers, shippers and buyers, raising the price of oil to astronomical heights, likely over $100 a barrel, destabilizing the world economy and provoking a major world recession or worse.
Conclusion
The only possible beneficiary of a US or Israeli military attack on Iran or economic sanctions will be Israel: it will seem to eliminate a military adversary in the Middle East, and consolidate its military supremacy in the Middle East. Even this outcome is problematic because it fails to take account of the fact that Iran’s challenge to Israel is political, not its non-existent nuclear potential. The first target of the millions of Muslims protesting Israeli aggression will be the Arab regimes closest to Israel. An Israeli attack would be a pyrrhic victory, if a predictable political conflagration unseats the rulers of Jordan, Egypt, Syria and Saudi Arabia. The consequences would be even worse if the US attacks: major oil wells burning, US troops in Iraq surrounded, long-term relations with Arab regimes undermined, increased oil prices and troop casualties inflaming domestic public opinion. An attack on Iran will not be a cleanly executed ‘surgical’ strike – it will be a deep jagged wound leading to gangrene.
No doubt AIPAC will celebrate “another success” for Israel in their yearly self-congratulatory report of missions accomplished. The Presidents of the Major Jewish Organizations in America will thank their obedient and loyal congressional followers for approving the destruction of an ‘anti-Semitic and anti-American nuclear threat to all of humanity’ or some similar rubbish.
The big losers of a US-Israeli military attack are the US soldiers in Iraq and other Middle Eastern countries who will be killed and maimed, the US public which will pay in blood and bloated deficits, the oil companies which will see their oil supplies disrupted, their new multi-billion dollar joint oil exploitation contracts undermined, the Palestinians who will suffer the consequences of greater repression and massive displacement, the Lebanese people who will be forcible entangled in a new border war, and the Europeans who will face terrorist retaliations.
Except for the Israeli lobby in the US and its grass root Jewish American supporters and allies among the Presidents of the Major Jewish organizations there are no other organized lobbies pressuring for or against this war. The ritualistic denunciations of “Big Oil” whenever there is a Middle East conflict involving the US is in this instance a totally bogus issue, lacking any substance. All the evidence is to the contrary – big oil is opposed to any conflicts, which will upset their first major entry into Middle Eastern oil fields since they were nationalized in the 1970’s.
The only identifiable organized political force, which has successfully made deep inroads in the US Congress and in sectors of the Executive Branch, are the pro-Israel lobbies and PAC’s. The major proponents of a confrontationist policy in the Executive Branch are led by pro-Israel neo-conservative National Security Council member (and Presidentially pardoned felon) Elliott Abrams, in charge of Middle East policy, and Vice President Cheney. The principle opposition is found in the major military services, among commanders, who clearly see the disastrous strategic consequences for the US military forces and sectors of the State Department and CIA, who are certainly aware of the disastrous consequences for the US of supporting Israel’s quest for uncontested regional supremacy.
The problem is there is no political leadership to oppose the pro-Israel war lobby within congress or even in civil society. There are few if any influential organized lobbies challenging the pro-war Israel lobby either from the perspective of working for coexistence in the Middle East or even in defending US national interests when they diverge from Israel. Although numerous former diplomats, generals, intelligence officials, Reformed Jews, retired National Security advisers and State Department professionals have publicly denounced the Iran war agenda and even criticized the Israel First lobbies, their newspaper ads and media interviews have not been backed by any national political organization that can compete for influence in the White House and Congress. As we draw closer to a major confrontation with Iran and Israeli officials set short term deadlines for igniting a Middle East conflagration, it seems that we are doomed to learn from future catastrophic losses that Americans must organize to defeat political lobbies based on overseas allegiances.

Russia Concerned at US Plans for Bases in Afghanistan

MOSCOW – A senior Russian diplomat has voiced concerns over US plans to retain nine military bases in Afghanistan after their planned withdrawal from the country.
Russia’s presidential envoy to Afghanistan, Zamir Kabulov, told RIA Novosti in an interview Wednesday that the bases would “exert a serious influence on the whole vast Asian region and become a powerful foothold for any large-scale military operation.”
Kabulov said Russia has many questions about the purpose of the bases.
The United States earlier said they would be used to train top brass of Afghanistan’s Defense Ministry and General Staff, which is estimated to count up to 400 people.
“Aren’t [400 people] too few for nine military bases?” Kabulov said. “Besides, what is the purpose of hiding the infrastructure of the Camp Shorabak training camp underground, which is moreover equipped with a three-kilometer runway?”
Kabulov said that while he accepted that Afghanistan was free to sign military agreements with any state, he hoped that Kabul’s authorization of foreign military bases would not result in security threats to third states, including Russia.
The NATO-led International Security Assistance Force in Afghanistan, which is currently estimated to comprise 100,000 servicemen, is to be largely pulled out of the country by the end of 2014.

The elephants in the room: Israel’s weapons of mass destruction

Israel is not a party to the Chemical Weapons Convention. It signed the Convention in 1993 when it opened for signature, but it has never ratified it.
Now that Syria has become a party to the Convention, Israel is one of only 6 states in the world that are not. They are: Angola, Egypt, Israel, Myanmar, North Korea and South Sudan [1].
As a matter of fact, Israel isn’t a party to any of the three “weapons of mass destruction” treaties, that is, the nuclear non-proliferation treaty (NPT) [2] and the Biological Weapons Convention (BWC) [3], in addition to the Chemical Weapons Convention (CWC) – and it is the only state in the Middle East that isn’t a party to any of them.
Almost all states in the Middle East (including Iran) are party to all three, the exceptions being:
NPT Israel
BWC Israel, Egypt, Syria
CWC Israel, Egypt
What is more, Israel is the only state in the world (apart from South Sudan, which only came into existence in 2011) that isn’t a party to any of these treaties. Since it also holds the world record for being in breach of Security Council resolutions that require action by it and it alone, unkind people might say that it deserves the title of a rogue state.
(North Korea isn’t party to either the BWC or the CWC. Having joined the NPT as a ‘non-nuclear-weapon’ state in 1985, it withdrew in 2003, but its withdrawal has not been formally accepted and the UN still lists it as a party [2].)
Mainstream media carried very little
The mainstream media carried very little about this during the controversy about Syria’s chemical weapons, when one might have thought that Israel should have been asked to explain why it was refusing to become a party to the CWC, while being enthusiastic about its Syrian neighbour doing so. Could it be that it didn’t want to give up its chemical weapons?
Fox News did run a story called Syria deal shines light on suspected Israeli chemical weapons program on 16 September 2013 [4], in which a spokesman for the Israeli Foreign Ministry, Paul Hirschson, is quoted as saying that “Israel could not ratify the treaty in such an uncertain environment”. He continued:
“These things are regional and we’re not going to go out there on our own.”
That is close to an admission that Israel does possess chemical weapons – which will only be given up when all other regional players have given up theirs. Syria has done so. Presumably, the Israeli spokesman had Egypt in mind. Like Israel, it is suspected of having chemical weapons (and of using them during its intervention in the civil war in Yemen in the 1960s). Like Syria, Egypt has linked its refusal to join the CWC to Israel’s possession of nuclear weapons and refusal to join the NPT.
(The Fox News article also quoted from former Israeli Defense Minister, and Labour Party leader, Amir Peretz, on the issue. He said the international community’s attitude toward Israel is “different” from Syria, because “it’s clear to everyone that Israel is a democratic, responsible regime” – that has invaded every one of its neighbours, in its short life, and has occupied large tracts of territory not its own for nearly half a century, and annexed East Jerusalem and a bit of Syria, he might have added.)
Has Israel got chemical and biological weapons too?
Nobody seriously doubts that Israel has an arsenal of nuclear weapons, perhaps as many as 400 of them, though it refuses to confirm or deny this. But does it also possess chemical weapons? There are strong suspicions that it does and that it has biological weapons as well. See, for example, Israel’s Weapons of Mass Destruction: An Overview (2008) by Professor Anthony Cordesman of the Center for Strategic & International Studies [5], which was published in 2008.
Recently, on 9 September 2013, Foreign Policy magazine published an article entitled Does Israel Have Chemical Weapons Too? [6]. This quoted from a 1983 CIA intelligence estimate which said that Israel had a “probable chemical weapon nerve agent production facility and a storage facility… at the Dimona Sensitive Storage Area in the Negev Desert”. It continued:
“several indicators lead us to believe that they have available to them at least persistent and nonpersistent nerve agents, a mustard agent, and several riot-control agents, matched with suitable delivery systems.”
Of course, none of this constitutes conclusive proof that Israel had a chemical arsenal in the 1980s let alone now. Nor does conclusive proof exist that it possesses biological weapons. But, given its distinction as the only state in the world (apart from South Sudan) that isn’t a party to any of the three “weapons of mass destruction” treaties, one might expect a little more media attention to the matter.
Monumental double standard
For more than two decades, Israeli political leaders have claimed that Iran is developing nuclear weapons and demanded that the world put a stop to it, otherwise Israel would have to take military action to do so. As long ago as 1992, the present Prime Minister, Benyamin Netanyahu, predicted that Iran was 3 to 5 years from being able to produce a nuclear weapon – and that the threat had to be “uprooted by an international front headed by the US” [7].
While insisting that Iran must not have nuclear weapons, Israel has continued to enhance its own nuclear weapons systems. This is a double standard of monumental proportions. But, in all this time, the mainstream media have rarely drawn attention to the fact that Israel has a nuclear arsenal, let alone challenged Israeli leaders to justify the application of this double standard.
The two exceptions to the latter that I am aware of were both on the BBC Today programme recently, the first on 14 June 2013 [8] (and that was down to Jack Straw) and the second on 26 September 2013. Mainstream journalists know that Israel has nuclear weapons and it is clearly newsworthy that Israel is applying a monumental double standard by demanding that Iran must not acquire what Israel itself already possesses in large numbers. So why is the question rarely put? Presumably, because mainstream journalists are simply too craven to put it for fear of the consequences from their employer or from Israel itself.
Since it is Israeli policy neither to confirm nor to deny that it has nuclear weapons, it is impossible for Israeli spokesmen to answer such a question if it were put.
1969 Nixon/Meir deal
The same is true of US spokesmen, since it is also US policy neither to confirm nor deny that Israel has nuclear weapons.
The US took a vow of silence on this issue over 40 years ago: to be precise, on 26 September 1969, when President Nixon made a secret, unwritten, agreement with Israeli Prime Minister, Golda Meir, in a one-to-one meeting in the Oval Office in the White House. Since then, the phrase “Israel’s nuclear weapons” has rarely if ever come out of the mouth of a US spokesman.
Under the Nixon/Meir deal, the US agreed not to acknowledge publicly that Israel possessed nuclear weapons, while knowing full well that it did. In return, Israel undertook to maintain a low profile about its nuclear weapons: there was to be no acknowledgment of their existence, and no testing which would reveal their existence. That way, the US would not be forced to take a public position for or against Israel’s possession of nuclear weapons.

US refuses to discuss Israel’s nuclear weapons
In accordance with the Nixon/Meir deal, the US has refused ever since to acknowledge that Israel possesses nuclear weapons. This leads to the absurd situation in which US discussion of nuclear matters has to proceed without Israel’s nuclear weapons being mentioned.
Thus, for example, in his speech in Prague on 5 April 2009, when Obama announced “America’s commitment to seek the peace and security of a world without nuclear weapons” [11], Israel’s nuclear arsenal was off limits. This led to an amusing exchange at a press briefing onboard Air Force One en route to Prague between a journalist and a White House briefer, Denis McDonough (now Obama’s Chief of Staff). The dialogue included the following [12]:
Q Have you included Israel in the discussion [about a world without nuclear weapons]?
MR. McDONOUGH: Pardon me?
Q Have you included Israel in the discussion?
MR. McDONOUGH: Look, I think what you’ll see tomorrow is a very comprehensive speech.
It is rare for journalists to ask the US administration awkward questions about Israel’s nuclear arsenal. However, at the President’s press conference on 13 April 2010 after the Nuclear Security Summit in Washington, Scott Wilson of the Washington Post asked:
“You have spoken often about the need to bring US policy in line with its treaty obligations internationally to eliminate the perception of hypocrisy that some of the world sees toward the United States and its allies. In that spirit and in that venue, will you call on Israel to declare its nuclear program and sign the Non-Proliferation Treaty? And if not, why wouldn’t other countries see that as an incentive not to sign on to the treaty that you say is important to strengthen?” [13]
President Obama replied:
“… as far as Israel goes, I’m not going to comment on their program.”
That’s the Nixon/Meir deal in action 40 years after it was done.
Israel stood outside the international non-proliferation regime
Iran was one of the original signatories to the NPT on 1 July 1968 as a ‘non-nuclear-weapon’ state, forbidden under Article II of the Treaty to acquire nuclear weapons. After the Islamic revolution in 1979, when the Islamic Republic reviewed all its international treaty commitments, the new rulers continued its adherence to the Treaty.
Over the past 20 years, there has been a continuous stream of accusations from Israel, the US and others that Iran was engaged in nuclear weapons development, contrary to its NPT commitments, but there has been little in the way of hard evidence to that effect. Even its detractors agree that it hasn’t got any nuclear weapons today, let alone an operational nuclear weapons system.
In their book, Going to Tehran: Why the US must come to terms with the Islamic Republic of Iran published earlier this year, Flynt and Hillary Mann Leverett (who both served on the US National Security Council in the first Bush administration until 2003) put it this way:
“American, Israeli and other Western intelligence services have claimed since the early 1990s that Iran is three to five years away from acquiring nuclear weapons; at times, Israel has offered more alarmist figures. But twenty years into this resetting forecast, no Western agency has come remotely close to producing hard evidence that Iran is trying to fabricate weapons. In Russia, which has its own extensive intelligence and nuclear weapons communities and close contacts with the Iranian nuclear program, high-level officials say publicly that Iran is not seeking to build nuclear weapons – a judgment echoed privately by Russian officials knowledgeable about both nuclear weapons and Iran’s nuclear programme. Mohamed ElBaradei, who served as director general of the IAEA from 1997 to 2009 … has said on multiple occasions that there is no evidence that Iran is trying to build nuclear weapons.” (p81-2)
Unlike Iran, for more than 40 years, Israel has stood outside the international non-proliferation regime, refusing to join the NPT so that it could be free to develop nuclear weapons. Today, it has the ability to deliver them by aircraft, ballistic missile and submarine-launched cruise missiles (using submarines supplied at knockdown prices by Germany [14]). It is in a position to wipe off the map every capital in the Middle East (and probably much further afield). It is guilty of nuclear proliferation on a grand scale.
It introduced nuclear weapons into the Middle East. Without this, the Middle East would be a nuclear weapons free zone today.
Yet, it is Iran that has been treated as a pariah state and subjected to fierce economic sanctions by the US/EU and their allies, while Israel is showered with largesse by the US/EU. It receives over $3bn a year in military aid from the US, more than any other state in the world, even though its GDP per capita is on a par with that of the EU. And, since 2000, it has enjoyed privileged access to the EU market for its exports. Not only that, Germany has subsidised the enhancement of Israel nuclear weapons systems by supplying it with submarines.
Iran and other Israeli neighbours can withdraw from NPT
Clearly, Iran made the wrong choice in 1968 by signing the NPT. Had it taken the same route as Israel and refused to sign, it would have been free to engage in any nuclear activities it liked in secret, including activities for military purposes, without breaking any obligations under the NPT.
In fact, given Israel has acquired a nuclear arsenal since Iran signed the NPT in 1968, under Article IX of the NPT, Iran would be well within its rights to withdraw from the Treaty and remove the constraints upon it due to NPT membership (and so would every one of Israel’s neighbours). Article IX says:
“Each Party shall in exercising its national sovereignty have the right to withdraw from the Treaty if it decides that extraordinary events, related to the subject matter of this Treaty, have jeopardized the supreme interests of its country. It shall give notice of such withdrawal to all other Parties to the Treaty and to the United Nations Security Council three months in advance. Such notice shall include a statement of the extraordinary events it regards as having jeopardized its supreme interests.” [15]
By any objective standard, Iran (and other neighbours of Israel) has good grounds for withdrawing, because of the build up over the past 40 years of an Israeli nuclear arsenal directed at them. There could hardly be a better example of “extraordinary events, related to the subject matter of this Treaty”, which “have jeopardized [their] supreme interests”.
Thanks to Germany, Israel has second strike capability
A further point: the impression is often given, not least by the Israeli leadership, that Iran’s possession of even one nuclear weapon would put Israel’s existence as a state in jeopardy. But, once account is taken of Israel’s possession of a nuclear arsenal, this proposition loses its force, especially since, thanks to German generosity with submarines, it is impossible for any aggressor to destroy Israel’s nuclear weapons systems in a first strike. Thanks to Germany, Israel has second strike capability.
The plain fact is that if Iran were ever foolish enough to make a nuclear strike on Israel, it is absolutely certain that Israel would retaliate in kind and overwhelmingly and, as a result, many Iranian cities would be razed to the ground. The rulers of Iran know that to be the case and are not suicidal.
The Israeli leadership is well aware of this. In February 2010, when he was Israeli Defense Minister, Ehud Barack said:
“I don’t think the Iranians, even if they got the bomb, [would] drop it in the neighbourhood. They fully understand what might follow. They are radical but not totally crazy. They have a quite sophisticated decision making process, and they understand reality.” [16]
What he is saying – obliquely, since he doesn’t want to state openly that Israel possesses nuclear weapons – is that Iran would not make a nuclear strike against Israel if it had the capacity to do so, because its leadership is fully aware of the awful consequences.
NPT signatories agree to Middle East WMD free zone
The 1995 NPT Review and Extension Conference (attended by all parties to the NPT and therefore excluding Israel) passed a resolution calling for the creation of WMD free zone in the Middle East – to be precise, “an effectively verifiable Middle East zone free of weapons of mass destruction, nuclear, chemical and biological, and their delivery systems” [17]. It also called for all states in the region to accede to the NPT as soon as possible. This resolution was co-sponsored by the US, UK and Russia.
Nuclear weapons free zones have come into existence in other areas of the world since the late 60s (for example, in Latin America & the Caribbean and in Africa), where states in the area have agreed to ban the use, development, or deployment of nuclear weapons.
The creation of a nuclear-weapon-free zone in the Middle East had been the subject of resolutions in international fora since the mid 70s, when evidence began to emerge that Israel was developing nuclear weapons. In December 1974, for example, the UN General Assembly passed resolution 3263 (XXIX) [18], proposed by Iran and Egypt, calling for the establishment of such a zone and for all states in the region to adhere to the NPT. The resolution was adopted almost unanimously, with only Israel (and Burma) abstaining.
Security Council Resolution 687, the resolution passed at the end of the Gulf War in April 1991, which demanded the destruction of Iraq’s “weapons of mass destruction”, also called on UN member states “to work towards the establishment in the Middle East of a zone free of such weapons.” [19].
NPT signatories agree to conference on Middle East WMD free zone
The 1995 NPT resolution calling for a WMD free zone in the Middle East was reaffirmed at the next NPT Review Conference in 2000. However, needless to say, there was no progress whatsoever on its implementation.
In December 2003, when Syria was a member of the Security Council, it introduced a resolution reiterating the clause from the Iraq disarmament resolution calling for a WMD free zone in the Middle East, but the US threatened to veto it and it was never voted on [20].
The 2005 NPT Review Conference failed to agree a final consensus declaration, a sticking point being the lack of progress on implementing the 1995 resolution. The US had refused to put its name to any text which involved taking additional measures to induce Israel to give up its nuclear weapons and accede to the NPT.
The Obama administration was anxious to avoid a similar outcome at the 2010 NPT Review Conference. This time, a coalition of the 118 states in the Non-Aligned Movement, led by Egypt, lobbied strongly for progress on this (and other) issues. In order to achieve a final consensus declaration, the US had to agree to “a process leading to full implementation of the 1995 Resolution on the Middle East”, to quote from the conference final document [21] (p30).
Specifically, in a resolution on the Middle East, the Conference agreed that,
“The Secretary-General of the United Nations and the co-sponsors of the 1995 Resolution [the US, UK and Russia], in consultation with the States of the region, will convene a conference in 2012, to be attended by all States of the Middle East, on the establishment of a Middle East zone free of nuclear weapons and all other weapons of mass destruction, on the basis of arrangements freely arrived at by the States of the region, and with the full support and engagement of the nuclear-weapon States. The 2012 Conference shall take as its terms of reference the 1995 Resolution;”
The resolution also specifically stated that Israel should accede to the NPT as a “non-nuclear weapon” state (ie that it should give up its nuclear weapons) and place all its nuclear facilities under comprehensive IAEA safeguards (p29/30). Iran’s nuclear activities weren’t mentioned in the resolution. Surprisingly, the US put its name to this, since it effectively calls for Israel to give up its nuclear weapons.
US postpones conference
The proposed conference, which was supposed to be held in 2012, has yet to take place. At one point it was scheduled to be held in Finland in December 2012, with Finnish Undersecretary of State Jaakko Laajava as the facilitator. But, the US called it off at the last moment, a statement issued by the State Department on 23 November 2012 saying:
“As a co-sponsor of the proposed conference on a Middle East zone free of weapons of mass destruction (MEWMDFZ), envisioned in the 2010 Non-Proliferation Treaty Review Conference Final Document, the United States regrets to announce that the conference cannot be convened because of present conditions in the Middle East and the fact that states in the region have not reached agreement on acceptable conditions for a conference.” [22]
At that time, one state in the Middle East was refusing to attend. No marks for guessing that the odd man out was Israel.
At the time of writing (7 November 2013), the conference has not been rescheduled.
US accords Israel veto over holding conference
It wasn’t a surprise that the US called the conference off because Israel didn’t want to attend, because immediately after the US had put its name to the consensus declaration on 28 May 2010, President Obama’s National Security Advisor, General James Jones, stated that the US had “serious reservations” about the proposal for the conference [23]. He went on:
“The United States has long supported such a zone, although our view is that a comprehensive and durable peace in the region and full compliance by all regional states with their arms control and nonproliferation obligations are essential precursors for its establishment.”
So, as far as the US is concerned, it is OK for Israel to keep its nuclear weapons until there is a comprehensive peace settlement in the Middle East
General Jones continued:
“As a co-sponsor charged with enabling this conference, the United States will ensure that a conference will only take place if and when all countries feel confident that they can attend. Because of [the] gratuitous way that Israel has been singled out, the prospect for a conference in 2012 that involves all key states in the region is now in doubt and will remain so until all are assured that it can operate in a[n] unbiased and constructive way.”
So, within hours of the 189 signatories of the NPT, including the US, agreeing to the conference being held, the US unilaterally accorded Israel a veto over whether the conference would be held.
Lest there be any doubt about this, listen to this from President Obama, meeting with Prime Minister Netanyahu in Washington a couple of months later on 6 July 2010:
“The President emphasized that the conference will only take place if all countries feel confident that they can attend, and that any efforts to single out Israel will make the prospects of convening such a conference unlikely.” [24]
Israel has to be singled out
General Jones’ assertion that it is gratuitous to single out Israel when talking about a WMD free zone in the Middle East is beyond absurdity.
Israel is the only state in the Middle East that isn’t a party to any of the three WMD treaties. The only state in the Middle East that possesses nuclear weapons is Israel (and they are the only weapons which merit the name “weapons mass destruction”).
Egypt and Syria (and Israel) may possess other forms, but it is generally believed that their pursuit of them was driven by Israel’s possession of nuclear weapons. The Nuclear Threat Initiative (NTI) organisation says of Egypt:
“Cairo continues to lead efforts to establish a Weapons of Mass Destruction Free Zone (WMDFZ) in the Middle East and to criticize Israel’s alleged nuclear weapons program, linking its refusal to participate in further arms control agreements such as the Chemical Weapons Convention (CWC) to Israel’s nonparticipation in the NPT.” [25]
And of Syria:
“The country’s primary motivation for pursuing unconventional weapons and ballistic missiles appears to be the perceived Israeli threat, as Israel has superior conventional military capabilities and is widely believed to possess nuclear weapons.” [26]
So, unless Israel is singled out for WMD elimination, there will never be a WMD free zone in the Middle East.
US accords Israel veto over creation of Middle East WMD free zone
However, it is clear that the US is not going to be singling out Israel any time soon. When he met Prime Minister Netanyahu on 6 July 2010:
“The President told the Prime Minister he recognizes that Israel must always have the ability to defend itself, by itself, against any threat or possible combination of threats, and that only Israel can determine its security needs.” [24]
In that, the Obama administration accepts that Israel has a right to nuclear weapons for deterrence purposes – and the right to decide when, if ever, it no longer needs nuclear weapons for deterrence purposes. That accords Israel a veto over the creation over a WMD free zone in the Middle East – and over the achievement of “a world without nuclear weapons”, which he embarked on rhetorically in Prague in April 2009.
If the US were to apply that principle universally, then every state in the world would have a right to nuclear weapons, if it believed that their possession was necessary to deter aggression. However, it’s likely that the US will restrict the application of this principle to very special friends.

The Logic behind Mass Spying: Empire and Cyber Imperialism

Introduction
Revelations about the long-term global, intrusive spying by the US National Security Agency (NSA) and other allied intelligence apparatuses have provoked widespread protests and indignation and threatened ties between erstwhile imperial allies.
Allied regimes have uniformly condemned NSA espionage as a violation of trust and sovereignty, a threat to their national and economic security and to their citizens’ privacy.
In contrast, Washington has responded in a contradictory manner: on the one hand, US officials and intelligence chiefs have acknowledged ‘some excesses and mistakes’, on the other hand, they defend the entire surveillance program as necessary for US national security.
Interpretations vary about the US global spying apparatus – how it was built and why it was launched against hundreds of millions of people. ‘Subjective’ and ‘objective’ explanations abound, evoking psychological, social, economic, strategic and political considerations.
A multi-factorial explanation is required.
The Integrated Hypothesis of the Global Police State
One of the essential components of a police state is an all-pervasive spy apparatus operating independently of any legal or constitutional constraints. Spy operations include: 1) massive surveillance over text, video and audio communications and 2) the capacity to secretly record, store and use information secretly collected. This information strengthens political and economic leaders who, in turn, appoint and direct the spy chiefs. The political and economic rulers control the spy-lords by setting the goals, means and targets of the surveillance state. The US global spy apparatus is neither ‘self-starting nor self-perpetuating’. It did not arise in a vacuum and it has virtually no strategic autonomy. While there may be intra-bureaucratic conflicts and rivalries, the institutions and groups function within the overall ‘paradigm’ established and directed by the political and economic elite.
The Global Spy Structure
The growth and expansion of the US spy apparatus has deep roots in its history and is related to the colonial need to control subjugated native and enslaved peoples. However, the global operations emerged after the Second World War when the US replaced Europe as the center of world imperialism. The US assumed the principal role in preventing the spread of revolutionary and anti-colonial movements from the Soviet Union, China, Korea, Vietnam and Cuba to war and crisis-burdened countries of Europe, North and Southeast Asia and Latin America. When the collectivist states fell apart in the 1990’s the US became the sole superpower and a unipolar world emerged.
For the United States, ‘unipolarity’ meant (1) an impetus toward total global domination; (2) a world-wide network of military bases; (3) the subordination of capitalist competitors in other industrial countries, (4) the destruction of nationalist adversaries and (5) the unfettered pillage of resources from the former collectivist regimes as they became vassal states. The last condition meant the complete dismantling of the collectivist state and its public institutions – education, health care and worker rights.
The opportunities for immense profits and supreme control over this vast new empire were boundless while the risks seemed puny, at least during the ‘golden period’, defined by the years immediately after (1) the capitalist takeover of the ex-Soviet bloc, (2) the Chinese transition to capitalism and (3) the conversion of many former African and Asian nationalist regimes, parties and movements to ‘free-market’ capitalism.
Dazzled by the vision of a ‘new world to conquer’ the United States set up an international state apparatus in order to exploit this world-historical opportunity. Most top political leaders, intelligence strategists, military officials and business elites quickly realized that these easy initial conquests and the complicity of pliable and kleptocratic post-Communist vassal rulers would not last. The societies would eventually react and the lucrative plunder of resources was not sustainable. Nationalist adversaries were bound to arise and demand their own spheres of influence. The White House feared their own capitalist allies would take on the role of imperialist competitors seeking to grab ‘their share’ of the booty, taking over and exploiting resources, public enterprises and cheap labor.
The new ‘unipolar world’ meant the shredding of the fabric of social and political life. In the ‘transition’ to free market capitalism, stable employment, access to health care, security, education and civilized living standards disappeared. In the place of once complex, advanced social systems, local tribal and ethnic wars erupted. It would be ‘divide and conquer’ in an orgy of pillage for the empire. But the vast majority of the people of the world suffered from chaos and regression when the multi-polar world of collectivist, nationalist, and imperialist regimes gave way to the unipolar empire.
For US imperialist strategists and their academic apologists the transition to a unipolar imperial world was exhilarating and they dubbed their unchallenged domination the ‘New World Order’ (NWO). The US imperial state then had the right and duty to maintain and police its ‘New World Order’ – by any means. Francis Fukiyama, among other academic apologists celebrated the ‘end of history’ in a paroxysm of imperial fever. Liberal-imperial academics, like Immanuel Wallerstein, sensed the emerging challenges to the US Empire and advanced the view of a Manichean world of ‘unipolarity’ (meaning ‘order’) versus ‘multipolar chaos’– as if the hundreds of millions of lives in scores of countries devastated by the rise of the post-collectivist US empire did not have a stake in liberating themselves from the yoke of a unipolar world.
By the end of its first decade, the unipolar empire exhibited cracks and fissures. It had to confront adversarial nationalist regimes in resource-rich countries, including Muammar Gaddafi in Libya, Bashar Assad in Syria, Saddam Hussein in Iraq and Khamenei in Iran. They challenged US supremacy in North Africa and the Middle East. The Taliban in Afghanistan and nationalist Islamist movements questioned US influence over the vassal rulers of Muslim countries – especially the puppet monarchs in the Persian Gulf.
On the other side of the imperial coin, the domestic economic foundations of the ‘New World Order’ were weakened by a series of speculative crises undermining the support of the US public as well as sectors of the elite. Meanwhile European and Japanese allies, as well as emerging Chinese capitalists, were beginning to compete for markets.
Within the US an ultra-militarist group of political ideologues, public officials and policy advisers, embracing a doctrine combining a domestic police state with foreign military intervention, took power in Washington. ‘Conservatives’ in the Bush, Sr. regime, ‘liberals’ in the Clinton administration and ‘neo-conservatives’ in the Bush, Jr. administration all sought and secured the power to launch wars in the Persian Gulf and the Balkans, to expand and consolidate the unipolar empire.
Maintaining and expanding the unipolar empire became the trigger for the White House’s global police state apparatus. As new regimes were added to Washington’s orbit, more and more surveillance was needed to make sure they did not drift into a competitor’s sphere of influence.
The year 2000 was critical for the global police state. First there was the dot-com crash in the financial sector. The speculative collapse caused massive but unorganized disaffection among the domestic population. Arab resistance re-emerged in the Middle East. The cosmically corrupt Boris Yeltsin vassal state fell and a nationalist, Russian President Vladimir Putin took power. The willing accomplices to the disintegration of the former USSR had taken their billions and fled to New York, London and Israel. Russia was on the road to recovery as a unified nuclear-armed nation state with regional ambitions. The period of unchallenged unipolar imperial expansion had ended.
The election of President Bush Jr., opened the executive branch to police state ideologues and civilian warlords, many linked to the state of Israel, who were determined to destroy secular Arab nationalist and Muslim adversaries in the Middle East. The steady growth of the global police state had been ‘too slow’ for them. The newly ascendant warlords and the proponents of the global police state wanted to take advantage of their golden opportunity to make US/Israeli supremacy in the Middle East irreversible and unquestioned via the application of overwhelming force (‘shock and awe’).
Their primary political problem in expanding global military power was the lack of a fully dominant domestic police state capable of demobilizing American public opinion largely opposed to any new wars. ‘Disaster ideologues’ like Phillip Zelikow and Condoleezza Rice understood the need for a new ‘Pearl Harbor’ to occur and threaten domestic security and thereby terrify the public into war. They lamented the fact that no credible regimes were left in the Middle East to cast as the ‘armed aggressor’ and as a threat to US national security. Such an enemy was vital to the launching of new wars. And new wars were necessary to justify the scale and scope of the new global spy apparatus and emergency police state edicts the warlords and neoconservatives had in mind. Absent a credible ‘state-based adversary’, the militarists settled for an act of terror (or the appearance of one) to ‘shock and awe’ the US public into accepting its project for imperial wars, the imposition of a domestic police state and the establishment of a vast global spy apparatus.
The September 11, 2001 explosions at the World Trade Center in New York City and the plane crash into a wing (mostly vacant for repairs) of the Pentagon in Washington, DC were the triggers for a vast political and bureaucratic transformation of the US imperial state. The entire state apparatus became a police state operation. All constitutional guarantees were suspended. The neo-conservatives seized power, the civilian warlords ruled. A huge body of police state legislation suddenly appeared, as if from nowhere, the ‘Patriot Act’. The Zionists in office set the objectives and influenced military policies to focus on Israel’s regional interests and the destruction of Israel’s Arab adversaries who had opposed its annexation of Palestine. War was declared against Afghanistan without any evidence that the ruling Taliban was involved or aware of the September 11 attack of the US. Despite massive civilian and even some military dissent, the civilian warlords and Zionist officials blatantly fabricated a series of pretexts to justify an unprovoked war against the secular nationalist regime in Iraq, the most advanced of all Arab countries. Europe was divided over the war. Countries in Asia and Latin America joined Germany and France in refusing to support the invasion. The United Kingdom, under a ‘Labor’ government, eagerly joined forces with the US hoping to regain some of its former colonial holdings in the Gulf.
At home, hundreds of billions of tax dollars were diverted from social programs to fund a vast army of police state operatives. The ideologues of war and the legal eagles for torture and the police state shifted into high gear. Those who opposed the wars were identified, monitored and the details of their lives were ‘filed away’ in a vast database. Soon millions came to be labeled as ‘persons of interest’ if they were connected in any way to anyone who was ‘suspect’, i.e. opposed to the ‘Global War on Terror’. Eventually even more tenuous links were made to everyone… family members, classmates and employers.
Over 1.5 million ‘security cleared’ monitors were contracted by the government to spy on hundreds of millions of citizens. The spy state spread domestically and internationally. For a global empire, based on a unipolar state, the best defense was judged to be a massive global surveillance apparatus operating independently of any other government – including the closest allies.
The slogan, ‘Global War on Terror’ (GWOT) became an open-ended formula for the civilian warlords, militarists and Zionists to expand the scope and duration of overt and covert warfare and espionage. ‘Homeland Security’ departments, operating at both the Federal and State levels, were consolidated and expanded with massive budgets for incarceration and repression. Constitutional protections and the Writ of Habeas Corpus were ‘rendered quaint vestiges of history’. The National Security Agency doubled its personnel and budget with a mandate to distrust and monitor allies and vassal states. The targets piled upon targets, far beyond traditional adversaries, sweeping up the public and private communications of all political, military and economic leaders, institutions, and citizenry.
The ‘Global War on Terror’ provided the ideological framework for a police state based on the totalitarian conception that ‘everybody and everything is connected to each other’ in a ‘global system’ threatening the state. This ‘totalistic view’ informs the logic of the expanded NSA, linking enemies, adversaries, competitors and allies. ‘Enemies’ were defined as anti-imperialist states or regimes with consistently critical independent foreign and domestic policies. ‘Adversaries’ occasionally sided with ‘enemies’, or tolerated policymakers who would not always conform to imperial policies. ‘Competitors’ supported the empire but had the capacity and opportunity to make lucrative trade deals with adversaries or enemies – Allies were states and leaders who generally supported imperial wars but might provide a forum condemning imperial war crimes (torture and drone attacks). In addition, allies could undermine US imperial market shares and accumulate favorable trade balances.
The logic of the NSA required spying on the allies to root out any links, trade, cultural or scientific relations with adversaries and enemies, which might have spillover consequences. The NSA feared that associations in one sphere might ‘overlap’ with adversaries operating in strategic policy areas and undermine ally loyalty to the empire.
The spy logic had a multiplier effect – who gets to ‘spy on the spies?’ The NSA might collaborate with overseas allied intelligence agencies and officials – but American spymasters would always question their reliability, their inclination to withhold vital information, the potential for shifting loyalties. ‘Do our allies spy on us? How do we know our own spies are not colluding with allied spies who might then be colluding with adversarial spies?’ This justified the establishment of a huge national vacuum cleaner to suck up all transactions and communications – justified by the notion that a wide net scooping up everything might catch that big fish!
The NSA regards all ‘threats to the unipolar empire’ as national security threats. No country or agency within or without the reach of the empire was excluded as a ‘potential threat’.
The ‘lead imperial state’ requires the most efficient and overarching spy technology with the furthest and deepest reach. Overseas allies appear relatively inefficient, vulnerable to infiltration, infected with the residue of a long-standing suspect ‘leftist culture’ and unable to confront the threat of new dangerous adversaries. The imperial logic regards surveillance of ‘allies’ as ‘protecting allied interests’ because the allies lack the will and capacity to deal with enemy infiltration.
There is a circular logic to the surveillance state. When an allied leader starts to question how imperial espionage protects allied interest, it is time to intensify spying on the ally. Any foreign ally who questions NSA surveillance over its citizens raises deep suspicions. Washington believes that questioning imperial surveillance undermines political loyalties.
Secret Police Spying as a “Process of Accumulation”
Like capitalism, which needs to constantly expand and accumulate capital, secret police bureaucracies require more spies to discover new areas, institutions and people to monitor. Leaders, followers, citizens, immigrants, members of ethnic, religious, civic and political groups and individuals – all are subject to surveillance. This requires vast armies of data managers and analysts, operatives, programmers, software developers and supervisors – an empire of ‘IT’. The ever-advancing technology needs an ever-expanding base of operation.
The spy- masters move from local to regional to global operations. Facing exposure and condemnation of its global chain of spying, the NSA calls for a new ‘defensive ideology’. To formulate the ideology, a small army of academic hacks is trotted out to announce the phony alternatives of a ‘unipolar police state or terror and chaos’. The public is presented with a fabricated choice of its perpetual, ‘well-managed and hi-tech’, imperial wars versus the fragmentation and collapse of the entire world into a global war of ‘all against all’. Academic ideologues studiously avoid mentioning that small wars by small powers end more quickly and have fewer casualties.
The ever-expanding technology of spying strengthens the police state. The list of targets is endless and bizarre. Nothing and no one will be missed!
As under capitalism, the growth of the spy state triggers crisis. With the inevitable rise of opposition, whistleblowers come forward to denounce the surveillance state. At its peak, spy-state over-reach leads to exposure, public scandals and threats from allies, competitors and adversaries. The rise of cyber-imperialism raises the specter of cyber-anti-imperialism. New conceptions of inter-state relations and global configurations are debated and considered. World public opinion increasingly rejects the ‘necessity’ of police states. Popular disgust and reason exposes the evil logic of the spy-state based on empire and promotes a plural world of peaceful rival countries, functioning under co-operative policies – systems without empire, without spymasters and spies.

What is the real agenda of American police state?

In my last column, I emphasized that it was important for American citizens to demand to know what the real agendas are behind the wars of choice by the Bush and Obama regimes.
These are major long-term wars each lasting two to three times as long as World War II. Forbes reports that one million US soldiers have been injured in the Iraq and Afghanistan wars.
RT reports that the cost of keeping each US soldier in Afghanistan has risen from $1.3 million per soldier to $2.1 million.
Matthew J. Nasuti reports in the Kabul Press that it cost US taxpayers $50 million to kill one Taliban soldier. That means it cost $1 billion to kill 20 Taliban fighters. This is a war that can be won only at the cost of the total bankruptcy of the United States.
Joseph Stiglitz and Linda Bilmes have estimated that the current out-of-pocket and already incurred future costs of the Afghan and Iraq wars is at least $6 trillion.
In other words, it is the cost of these two wars that explain the explosion of the US public debt and the economic and political problems associated with this large debt.
What has America gained in return for $6 trillion and one million injured soldiers, many very severely?
In Iraq, there is now an Islamic government allied with Iran in place of a secular regime that was an enemy of Iran, one as dictatorial as the other, presiding over war ruins, ongoing violence as high as that during the attempted US occupation, and extraordinary birth defects from the toxic substances associated with the US invasion and occupation.
In Afghanistan, there is an undefeated and apparently undefeatable Taliban and a revived drug trade that is flooding the Western world with narcotics.
The icing on these Bush and Obama “successes” are demands from around the world that Americans and former British PM Tony Blair be held accountable for their war crimes. Certainly, Washington’s reputation has plummeted as a result of these two wars. No governments anywhere are any longer sufficiently gullible as to believe anything that Washington says.
These are huge costs for wars for which we have no explanation.
The Bush/Obama regimes have come up with various cover stories: a “war on terror,” “we have to kill them over there before they come over here,” “weapons of mass destruction,” revenge for 9/11, Osama bin Laden (who died of his illnesses in December 2001 as was widely reported at the time).
None of these explanations are viable. Neither the Taliban nor Saddam Hussein was engaged in terrorism in the US. As the weapons inspectors informed the Bush regime, there were no WMDs in Iraq. Invading Muslim countries and slaughtering civilians are more likely to create terrorists than to suppress them. According to the official story, the 9/11 hijackers and Osama bin Laden were Saudis, not Afghans or Iraqis. Yet, it wasn’t Saudi Arabia that was invaded.
Democracy and accountable governments simply do not exist when the executive branch can take a country to wars on behalf of secret agendas operating behind cover stories that are transparent lies.
It is just as important to ask these same questions about the agenda of the US police state. Why have Bush and Obama removed the protection of law as a shield of the people and turned law into a weapon in the hands of the executive branch? How are Americans made safer by the overthrow of their civil liberties? Indefinite detention and execution without due process of law are the hallmarks of the tyrannical state. They are terrorism, not a protection against terrorism. Why is every communication of every American and apparently the communications of most other people in the world, including Washington’s most trusted European allies, subject to being intercepted and stored in a gigantic police state database? How does this protect Americans from terrorists?
Why is it necessary for Washington to attack the freedom of the press and speech, to run roughshod over the legislation that protects whistleblowers such as Bradley Manning and Edward Snowden, to criminalize dissent and protests, and to threaten journalists such as Julian Assange, Glenn Greenwald, and Fox News reporter James Rosen?
How does keeping citizens ignorant of their government’s crimes make citizens safe from terrorists?
These persecutions of truth-tellers have nothing, whatsoever, to do with “national security” and “keeping Americans safe from terrorists.” The only purpose of these persecutions is to protect the executive branch from having its crimes revealed. Some of Washington’s crimes are so horrendous that the International Criminal Court would issue a death sentence if those guilty could be brought to trial. A government that will destroy the constitutional protections of free speech and a free press in order to prevent its criminal actions from being disclosed is a tyrannical government.
One hesitates to ask these questions and to make even the most obvious remarks out of fear not only of being put on a watch list and framed on some charge or the other, but also out of fear that such questions might provoke a false flag attack that could be used to justify the police state that has been put in place.
Perhaps that was what the Boston Marathon Bombing was. Evidence of the two brothers’ guilt has taken backseat to the government’s claims. There is nothing new about government frame-ups of patsies. What is new and unprecedented is the lock-down of Boston and its suburbs, the appearance of 10,000 heavily armed troops and tanks to patrol the streets and search without warrants the homes of citizens, all in the name of protecting the public from one wounded 19 year old kid.
Not only has nothing like this ever before happened in the US, but also it could not have been organized on the spur of the moment. It had to have been already in place waiting for the event. This was a trial run for what is to come.
Unaware Americans, especially gullible “law and order conservatives,” have no idea about the militarization of even their local police. I have watched local police forces train at gun clubs. The police are taught to shoot first not once but many times, to protect their lives first at all costs, and not to risk their lives by asking questions. This is why the 13-year old kid with the toy rifle was shot to pieces. Questioning would have revealed that it was a toy gun, but questioning the “suspect” might have endangered the precious police who are trained to take no risks whatsoever.
The police operate according to Obama’s presidential kill power: murder first then create a case against the victim.
In other words, dear American citizen, your life is worth nothing, but the police whom you pay, are not only unaccountable but also their lives are invaluable. If you get killed in their line of duty, it is no big deal. But don’t you injure a police goon thug in an act of self-defense. I mean, who do you think you are, some kind of mythical free American with rights?

Gene research companies tend to come and go. They start out banging and popping like fireworks in the sky, and then they fade out—selling themselves to larger outfits who’ve hired better liars…
Once upon a time, it sounded easy. Start with a disease, find the gene responsible for the disease, and correct the problem.
Then, researchers wondered, was disease the result of one gene or a group of genes acting together?
Either way, the proof would be in devising cures for diseases using gene therapy. “Not yet, but soon…”
And regardless, the major need was: money. Lots and lots of money.
This need required good PR people. “We have to pump up the idea that we’re on the edge of tremendous breakthroughs. We’re always on that edge…”
This hype also needed to obscure the fact that there wasn’t (and isn’t) ANY gene cure for ANY disease. … continue
