US Gives Israel an Immediate $70 million for “Iron Dome” Systems

The Arab 48 News Agency reported today that US Secretary of Defense, Leon Panetta, announced on Thursday that the United States will provide Israel with $70 million in immediate aid for the purchase of additional Iron Dome rocket defense batteries. This was needed for Israel to meet its fiscal requirements for 2012. In addition, he said that the US was in talks with Israel about the possibility of establishing a multi-year budget plan to assist Israel in purchasing additional batteries.

Panetta made the announcement following a meeting with Israeli Defense Minister Ehud Barak at the Pentagon. Barak was in Washington for talks aimed at coordinating strategy with the US ahead of the second round of talks between western powers and Iran scheduled to open next week in Baghdad.

Since the deployment of the system last year, Iron Dome batteries have intercepted over 90 Katyusha and Kassam rockets fired into Israel from the Gaza Strip.

The new aid package comes after the Obama administration gave Israel $205 million in 2011 and comes on top of the $3 billion Israel receives in annual foreign aid from the United States.

Barak thanked the US for its support and said that Israeli-US defense ties had never been as strong as they were today under the Obama administration. “The US decision to support further enhancing Israel’s security is an important demonstration of the unbreakable bonds between the United States and Israel,” Barak said.

In an interview late Wednesday, Barak told CNN the United States and Israel are essentially “on the same page” over the Iranian nuclear program. “We say loud and clear, the Americans say the same, the president says the same – a nuclear military Iran is unacceptable,” he said. “We are determined to prevent them from turning nuclear. And that no option except for containment, no option should be removed off the table in order to achieve this objective.”

That Was Now, This is Then: Another Pro-War Resolution Hits the House Floor

On Tuesday afternoon, the U.S. House of Representatives debated H.Res. 568, an AIPAC-sponsored bill designed to outlaw diplomacy with Iran and take the United States Congress one step closer to authorizing an illegal, unprovoked and premeditated military attack on Iran.

Debunking statements about Iran made by House Representatives and Senators on the floor of Congress is tedious and boring. Most of the statements are inarticulate readings of AIPAC-drafted talking points and boilerplate hasbara. M.J. Rosenberg has already excellently addressed the point of this legislation and there is no need to repeat, ad nauseum, why most of what’s in the bill is wrong, how 13,000 AIPAC operatives were dispatched through the halls of Congress to garner sponsorship and support for the bill, how shameful it is for elected officials to spout pure propaganda about silly cartoon drawings and absurd assassination plots, and how – despite the many repetitions of the same infamous and longdebunked claim (which has literally appeared in over 50 Congressional resolutions since 2005) – even Israeli Minister of Intelligence and Atomic Energy Dan Meridor admitted on Al Jazeera that Iran has never threatened to “wipe Israel off the map.”

No, instead of all that, this time around it’s best to just take a look at how statements made during yesterday’s floor debate compare to statements made over a decade ago, if not longer.  After so much deceit, destruction and death, how can anyone take this stuff seriously?

Media Propagates Myth of Israel’s Non-Involvement in Syria

If you believe some Israeli analysts, Tel Aviv is fretting on the sideline of the ongoing multinational effort to bring down the Syrian government of Bashar al-Assad that is taking a little longer than expected. In a May 11 “analysis” for Reuters apparently based solely on interviews with Israeli experts, Douglas Hamilton claims:

With the Syrian uprising now into its 14th month and Assad still firmly in power, Israel has few options other than to sit the crisis out, unable to influence the outcome of an upheaval that is sure to affect it.

The reality, however, is that the self-described Jewish state has plenty of options available to it to influence the outcome of the “upheaval” destabilizing its northern neighbour. Its most effective option is, of course, the influence it is able to exert over U.S. policy. As Haim Saban, a prominent “influencer,” once told an Israeli conference, there are “three ways to be influential in American politics” — make donations to political parties, establish think tanks, and control media outlets.

And as I wrote last year:

The think tank part of Saban’s tripartite Israel-protection formula was initiated in 2002 with a pledge of nearly $13 million to the Brookings Institution to establish the Saban Center for Middle East Policy. In 2007, the Saban Center expanded operations with the launch of the Brookings Doha Center. Its Qatar-based project was inaugurated in February 2008 by the founding director of the Saban Center, Martin Indyk. A former research director at the American-Israel Public Affairs Committee (AIPAC), Indyk had previously founded the AIPAC-created Washington Institute for Near East Policy (WINEP).

Keeping in mind the origins of the Brookings Doha Center, take a look at this recent “analysis” of the deteriorating situation in Syria:

The latest bombings primarily benefit the Syrian regime, analysts say, which, from the start of the 14-month revolt, has described the uprising as a Western-backed Al-Qaeda plot and its opponents as “terrorists” to justify its crackdown.

“Bashar al-Assad has said: ‘If anybody dares to challenge my rule, there will be chaos.’ What he said is becoming a self-fulfilling prophecy,” said Salman Shaikh, director of the Brookings Doha Center.

Shaikh noted there was no clear link between the regime and the bomb attacks, as the opposition has charged, “but at the end of the day, the responsibility lies with the regime because it has pursued only a security approach.”

“It is the regime who created this environment and the international community has allowed the situation to drift,” he added.

Shaikh added that a small group like Al-Nusra Front would not be able to pull off such “sophisticated” attacks without the help of “much more professional forces.”

Indeed. But instead of looking for those “much more professional forces” among the special ops forces of the so-called Friends of Syria, trust an analyst working for an Israel lobby-created think tank to point the finger at the Syrian regime itself.

Top 10 Facts You Probably Didn’t Know About the #Nakba

1.       Nakba is the Arabic word for catastrophe. It is used to describe the Palestinian loss of land and property during the depopulation of Palestine from 1947-1949 and does not refer simply to the declaration of a state of Israel.

2.       212 localities depopulated and at least half of the refugees created during the Nakba were created prior to May 15th, which is, prior to the entry of armies of other Arab states. The largest Palestinian cities at the time, Yaffa and Haifa, were emptied of the vast majority of their inhabitants before May 15th, 1948. The idea that refugee creation happened only after, or only as a result of, the mobilization of Arab armies is patently false.

3.      At every stage of the war, the Yishuv/Israeli forces were superior in training, equipment and numbers to the combined Arab armies.

4.       The Zionists prepared extensive data collection efforts to map out intelligence relating to the Palestinian villages for a decade prior to the war. Detailed information about each village was kept including information on the number of inhabitants, the village’s resources, the potential activists that resided within it and what its political affiliations were.

5.     Of the over 500 Palestinian villages depopulated during the Nakba, 303 were depopulated as a result of either direct expulsion  carried out by Yishuv/Israeli forces or as a result of attack by Yishuv/Israel forces.

6.     Of the depopulated villages, 81 have been completely obliterated which means there is no traceable sign of their existence. Rubble was identified at the site of another 140 villages. Some standing walls were apparent at another 60 villages while 74 more had few houses intact. Other villages had houses intact and occupied by Israelis.

7.     Golda Meir struck a secret agreement with the King of Jordan before the war. Even though Jordan’s Arab Legion was the most formidable of the Arab armies, and even though the massacre at Deir Yassin tested this agreement, the Jordanian forces didn’t cross into territory that was designated for the Jewish State under the UN partition plan.

8.      After the depopulation of towns and villages, rampant looting of personal property took place. Israeli civilians and soldiers took part in stealing from vacated Palestinian homes and shops. Israeli historian Tom Segev notes that 1,800 trucks were taken from the town of Lydda alone.

9.      While 700-800,000 Palestinians were made refugees and not permitted to return by the state of Israel, 150,000 did remain inside Israel and many became internally displaced persons who still lost their property and were subjected to martial law until 1966 and various discriminatory laws since then.

10.   Yitzhak Rabin, an officer during the 1948 war, included a description of orders to forcibly expel tens of thousands of Palestinian civilians in his memoirs. The State of Israel prevented this description from being printed when his memoirs were published and, as far as I am aware, continues to prevent it today.*

*UPDATE: The censored passage from Rabin’s memoirs was published in the appendix of a 1996 English version published after Rabin’s death. It is unclear if the passage is permitted for inclusion within the text of the memoirs themselves or in versions published in Hebrew or in Israel.

Israel Lobby Always Believes More Is Better

Everyone who cares enough to express an interest knows that Israel gets $3 billion every year in military assistance, money that continues to flow no matter what is happening to the US economy. It being an election year, it should be no surprise that both the Obama Administration and a Republican controlled House of Representatives have agreed to send an additional $1 billion taken from the United States defense budget to fund the so-called Iron Dome missile defense system for Israel in 2013-4.

But there’s more. House Resolution HR 4133 United States-Israel Enhanced Security Cooperation Act of 2012, which recently sailed through the US Congress by a 410 to 2 vote, reveals the true objective of Israel and its friends in congress. It is to bind the United States and even NATO to Israel in such a fashion that Israel can continue to behave as it wishes vis-à-vis its neighbors and will be able to do so with impunity because the US and possibly even the Europeans will be obligated to defend it. HR 4133 provides what amounts to a blank check for Israel’s defense and also advances the Israel-as-part-of-NATO agenda, calling on the White House to implement “an expanded role for Israel within the North Atlantic Treaty Organization (NATO), including an enhanced presence at NATO headquarters and exercises.”

JINSA, the Jewish Institute for National Security Affairs, founded by AIPAC, has not been slow to see an opportunity by putting 4133 and the Iron Dome funding together. In a May 10th article, Gabriel Scheinmann, a “Visiting JINSA Fellow,” argues that Iron Dome should become a joint US-Israel system, which he calls a “bold and mutually beneficial symbol of the closeness and importance of the US-Israel strategic alliance.” One might well ask, “What strategic alliance?” and “beneficial to whom?” US joint ownership and management of Iron Dome would make US citizens who are involved in the project hostages to Israeli misadventures. Israel creates an incident to justify an attack against its neighbors, they respond with missiles, a handful of US citizens die, and Washington is at war. And in the meantime you can bet that the US will bear all the costs. Sounds like a great deal to me.

CNN: The Latest Outlet for Roger Noriega’s Paranoid Speculations

On May 2, CNN executive producer Arthur Brice published what was purported to be a news article on Venezuela. Instead, Brice’s 4,300-word screed, titled “Chavez Health Problems Plunge Venezuela’s Future Into Doubt,” is little more than a platform for the bizarre theories of Roger Noriega, an ultra-rightwing lobbyist and one-time diplomat under George W. Bush, who Brice references over two dozen times throughout his article.

As a political commentator, Noriega pontificates with total brazenness. He appeared as the chief pundit in Brice’s CNN piece six months after announcing—based on what he said was the belief of Chávez’s own medical team—that the Venezuelan president was “not likely to survive more than six months.” Noriega is not fazed by facts. He promotes his fantastical claims in many major news outlets, often based on anonymous sources. Take, for example, his 2010 Foreign Policy article, “Chávez’s Secret Nuclear Program,” whose subtitle reads: “It’s not clear what Venezuela’s hiding, but it’s definitely hiding something—and the fact that Iran is involved suggests that it’s up to no good.” (State Department officials dismissed this suspicion with “scorn.”)

CNN’s interviews with Noriega and the other mostly rightwing analysts likely led to this demonstrably false claim at the beginning of Brice’s May 2 article: “Diosdado Cabello, a longtime Chavez cohort . . . amassed tremendous power in January when Chavez named him president of the National Assembly.” In fact, even El Universal, a daily Venezuelan newspaper long-aligned with the opposition, conceded in a January 5 report that Cabello was elected as the new president of the National Assembly, even if “only with the votes” of the majority United Socialist Party of Venezuela (PSUV). Ewan Robertson of Venezuelanalysis.com found that 98 deputies of the pro-government bloc supported Cabello, while the 67-member opposition bloc opposed him. Such mundane electoral processes have guided much of Venezuela’s political dynamics over the past decade.

The rest of CNN’s long-winded compilation of hearsay proceeds in the same way. To give two examples, Brice turns to Venezuelan doctor Jose Rafael Marquina to shed light on Chávez’s current state of health. By Brice’s own admission however, Marquina “practices in Florida and has no direct connection with the case but says he has colleagues who know what is happening.” On the separate issue of Venezuelan politics, “the Cubans,” Brice writes, “may only have the power to suggest and manipulate as best they can,” but he also cites “some observers” who fear the Cubans could leverage their “perceived point men” in the country to unleash “militias in an attempt to take over.” Brice then quotes Noriega as saying, “I have no doubts that some Cubans would use violent means to deal with Venezuelans.”

These examples are indicative of CNN’s desire to spin a yarn of intrigue. Venezuela’s October presidential vote should be no different from the past. Closely monitored, free and fair elections have been the final word in political outcomes in Venezuela. But by relying on telephone interviews with self-proclaimed “analysts” almost exclusively based in the United States, CNN portrays Venezuelan politics as a grand chess game of “powerful men trying to bend the arc of history because they believe their president’s life may be slipping out of the hands of doctors and into the hands of God.” For CNN, Venezuelan voters play a marginal role, if any at all—it’s a sensationalized struggle between drug-dealing generals, Cuban spooks, well-connected cronies, armed militias, and a dying, charismatic strongman in thrall to Fidel Castro.

Had Brice decided to report on the ground from Caracas, he may have produced a video segment similar to the one that appears alongside his own article on CNN’s website. Journalist Paula Newton describes the free, government-provided medical attention in poor areas—a “concrete” reason why broad support for Chavez “isn’t exactly blind,” she says. Newton also shows Chávez voters displaying (reasonable) skepticism toward conjectures that the president is about to die or is already dead—a potentially valuable lesson for CNN, considering Brice’s general credulousness.

Noriega’s buffoonish commentary in outlets like CNN would be more amusing if not for his hands-on experience in crafting devastating U.S. policies toward Latin America. Noriega’s career in government, one may recall, includes administering “non-lethal” aid to the Nicaraguan Contra insurgency as a U.S. Agency for International Development (USAID) official in the 1980s. He followed this up as a senior staffer to Senator Jesse Helms in the 1990s, co-authoring the Helms-Burton Act, which intensified the U.S. embargo on Cuba. Bush II appointed him as ambassador to the Organization of American States in 2001, and in 2003, he replaced Iran-Contra veteran and Venezuelan coup-backer Otto Reich as Bush’s Assistant Secretary of State for Western Hemisphere Affairs. For this post—his last in government before switching over to the private sector—Noriega had big shoes to fill, and he undoubtedly rose to the occasion.

Whereas Reich failed to roll back the leftward tide of Venezuela in 2002 during his tenure (the military coup which overthrew Hugo Chávez lasted only two days), Noriega triumphed in damming the populist flood of Lavalas in Haiti. As the only mass-based political movement in the most unequal country in the hemisphere, Lavalas, headed by the democratically elected president Jean-Bertrand Aristide, was an obvious threat to the Bush administration. The denouement of the administration’s destabilization campaign occurred in February 2004 when Aristide and his family were spirited away by a U.S. plane in the middle of the night. Noriega initially denied that the United States played a role in Aristide’s removal, feebly claiming that Aristide had embarked on the plane by his own volition. But according to Dr. Paul Farmer—Harvard health specialist and UN Deputy Special Envoy for Haiti—Noriega admitted “during a House hearing that Aristide did not know of his destination until less than an hour before landing in the Central African Republic.” Robert White, a former U.S. ambassador to El Salvador and Paraguay, told Newsday right before the coup that “Roger Noriega has been dedicated to ousting Aristide for many, many years, and now he’s in a singularly powerful position to accomplish it.”

Today, Noriega divides his time between his post as a Latin America “scholar” at the pro-corporate American Enterprise Institute (AEI) think tank, and as a registered lobbyist for various interests in countries that are the subjects of his widely published commentaries. Noriega’s influence-peddling has been extremely effective in recent years. For example, in addition to writing opinion pieces defending the 2009 Honduran coup d’etat, Noriega—who was hired to represent a Honduran textile manufacturers group—organized a meeting between the coup regime’s supporters and U.S. Senators less than 10 days after the overthrow of the democratically elected president, Manuel Zelaya. Daniel W. Fisk, who helped set U.S. policies in Central America as a high-ranking government official in the 1980s and ‘90s, attended the meeting. According to The New York Times, Fisk was “stunned by the turnout.” “I had never seen eight senators in one room to talk about Latin America in my entire career,” he was quoted as saying.

The Times framed Noriega’s actions toward Honduras as a vestige of Cold War planning. Noriega, Reich, and Fisk, wrote The Times, viewed Honduras as “the principal battleground in a proxy fight with Cuba and Venezuela,” two countries that the three men characterized “as threats to stability in the region in language similar to that once used to describe the designs of the Soviet Union.” Noriega certainly warned against a new red menace when he supported Zelaya’s overthrow; Honduras was ground zero in what Noriega called “the continued spread of Chavista authoritarianism under the guise of democracy.”

Given Noriega’s disturbing record, it is astonishing that CNN produced a news piece on Venezuela through the lens of a lobbyist with obvious conflicts of interest in Latin America.  Brice’s article, which never mentions Noriega’s lobbying, is dominated by comments like these:

Noriega and other observers have said [Chávez’s] appointments of Cabello and Rangel Silva have turned Venezuela into a narcostate. . . . ‘If Cabello and Rangel Silva resort to dirty work to hold things together, Maduro is a guy they can bring in to give a veneer of respectability to the international community,’ Noriega said, calling [the hypothetical scenario he just created] a ‘junta kind of arrangement.’ . . . The military also would face deep divisions if called upon to fire on Venezuelan citizens. . . . “The elections are, from [Cabello and Rangel Silva’s] standpoint, expendable,” [Noriega] said. “On the other hand, if they believe they can add a patina of legitimacy, they will hold them. They’re going to be hard-pressed to make a legitimacy argument with a narco kingpin in power.”

Through CNN, Noriega is able to publicly fret over the prospects of a Venezuelan military coup (like the one the Bush administration and the IMF supported in 2002) and criticize Venezuela’s purported drug trafficking (like the kind carried out by CIA asset Manuel Noriega and the U.S.-backed Contras). Noriega preemptively disapproves of a hypothetical Venezuelan election whose purpose, he says, would be to “add a patina of legitimacy” (despite Noriega’s own endorsement of the U.S.-backed sham elections in Honduras in 2009, which were conducted under a dictatorship).

There is also some historical context behind Brice’s unquestioning use of terms like “narcogenerals,” “narcostate,” “narcoterrorism,” and “narco kingpin” with relation to Venezuela. Many of these instances originate from Noriega’s direct quotes to CNN. This is just the latest example of media manipulation that Noriega’s colleagues mastered long ago. From 1983-86 Reich headed a taxpayer-funded propaganda outlet, the Office of Public Diplomacy, which, among other activities, placed false reports in major outlets that the Sandinista government in Nicaragua was involved in narcotrafficking. Haiti is another case: In 1992, the CIA created a fraudulent psychological profile on Aristide, which Senator Jesse Helms then used to denounce the president as a “psychopath,” a claim that was uncritically parroted by the press at the time. Aristide, the diminutive liberation theologian, was also the subject of a U.S. grand jury investigation due to his alleged involvement in narcotrafficking. Although the media repeated the claim that Aristide’s was running drugs, human-rights attorney Brian Concannon pointed out in 2006 that ultimately, “not a single charge [was] issued from the courthouse.” (U.S. efforts to assassinate Aristide’s character through the courts continue up to the present day.)

Roger Noreiga’s nuttier theories, thankfully, were not incorporated into the piece. Here are just a few short excerpts of Noriega’s baseless output as of late:

  • In a March 2011 article for AEI titled, “U.S. Diplomats Clueless on Alleged Chávez Plot to Kill the President of Panama,” Noriega asked, “If Panamanian authorities dismissed this as a hoax, why have senior officials of that government expressed their gratitude to me for revealing the plot months since the incident? And why on earth would Chávez risk an attack on Martinelli? I cannot answer these questions.”
  • In another AEI entry from October 2011, titled “The Mounting Hezbollah Threat in Latin America,” Noriega contends that “Hezbollah’s presence in Latin America dates to the mid-1980s, when it began sending operatives into the notoriously lawless region known as the tri-border area . . . Their activity also includes pirating software and music.”
  • In the March 2011 Washington Post op-ed “Is There a Chavez Terror Network on America’s Doorstep?” Noriega is able to find both al-Qaeda and Iranian operations in Venezuela: “The threat posed by globe-trotting terrorists is ever-present,” he writes. “A U.S. security official told me in mid-January that two known al-Qaeda operatives were in Caracas planning a ‘chemical’ attack on the U.S. embassy . . . A Venezuelan government source has told me that two Iranian terrorist trainers are on Venezuela’s Margarita Island instructing operatives who have assembled from around the region. In addition, radical Muslims from Venezuela and Colombia are brought to a cultural center in Caracas named for the Ayatollah Khomeini and Simon Bolivar for spiritual training.”
  • In Noriega’s April 2010 ultimatum in The Wall Street Journal, “Time to Confront the Tehran-Caracas Axis,” he uncovers yet another sinister plot: “[T]he Canadian uranium exploration company U308 Corp has recorded a substantial source of uranium in the Roraima Basin, which straddles the border between Guyana and the Venezuelan province of Bolívar. Iranian or other Middle Eastern individuals operate a tractor factory, cement plant and gold mine in this region.”

Noriega concludes this WSJ op-ed by appealing to international law. He writes that Venezuela’s nefarious plans “should be challenged as a threat to peace and an act of aggression under Chapter 7 of the United Nations Charter.” This is a perfectly appropriate way to deal with any rogue state that, in Noriega’s words, is prone to “meddle in the internal politics” of other countries, and provides “support for terrorist groups in the Americas.” Unfortunately, Noriega has it upside down. It is not Venezuela, but the United States that is unequivocally responsible for doing both kinds of activities. But don’t hold your breath waiting for Noriega to equally apply such standards.

US “not impressed” with India over Iran oil ties

The United States is not impressed with India’s efforts to cut its oil imports from Iran, a top US diplomat said on Tuesday, despite New Delhi pledging to slash imports by 11 percent.

As a major buyer of Iranian crude, India is crucial to US efforts to squeeze Iran’s economy. The issue has become an irritant in ties between India and the United States.

Carlos Pascual, the US special envoy who has been negotiating with Iranian oil importers to cut their imports, met Indian foreign ministry officials on Tuesday.

“We are not too impressed today,” Pascual said when asked by Reuters how likely India was to get a waiver. Pascual was speaking before meeting the foreign ministry officials.

“We’re really going to talk about the broad developments of global energy. How we work together on these issues. It’s a great relationship,” he said.

The United States in March granted exemptions to Japan and 10 European Union nations. India and China, Iran’s biggest crude importer, remain at risk.

Washington has held up Japan as an example, saying it had cut imports despite having suffered an earthquake and tsunami that crippled its Fukushima nuclear reactor.

Japan cut volumes by almost 80 percent in April compared with the first two months of 2012. The cuts, amounting to 250,000 barrels per day, are the steepest yet by the four Asian nations that buy most of Iran’s 2.2 million bpd of exports.

India’s crude oil imports from Iran declined by about 34 percent in April compared with March, tanker discharge data showed last week.

Washington has not stated specifically what cuts it expects from each country, only that they must be substantial.

US Secretary of State Hillary Clinton leaned on India last week to cut its imports of Iranian oil further, and said Washington may not make a decision on whether to exempt New Delhi from financial sanctions for another two months.

Clinton, who was on a visit to India, said the United States was encouraged by the steps its ally had taken to reduce its reliance on Iranian oil, but that “even more” was needed.

India supposedly responded to US pressure on Tuesday by agreeing to cut its imports from Iran by a further 11 percent.

“To reduce its dependence on any particular region of the world, India has been consciously trying to diversify its sources of crude oil imports to strengthen the country’s energy security,” junior oil minister R.P.N. Singh said.

The size of imports from various sources depends on technical, commercial and other considerations, Singh added.

It was not immediately known whether the move by India would be enough avert US sanctions.

Punished over Iran: South Africa Petrol under Threat

Pretoria – Amidst reports that pro-Israeli lobbies in the United States have secured an assurance from the Obama administration to relentlessly pursue countries seen to be wavering in their compliance with rigorous sanctions on Iran, South Africa has been singled out for punishment. Though largely under-reported in the local media, pressure is building on the ANC-led government to immediately suspend its economic ties with Iran or risk being barred from the US economy.

While there were initial signs of panic with different government departments giving contradictory statements on this highly contentious US demand to shut off the country’s petroleum lifeline from the Islamic Republic, very little is currently known about South Africa’s ultimate decision as the deadline grows closer. However, a recent statement issued by the South African Petroleum Industry Association [PIA] gives a clue of frantic behind-the-scenes talks. Claiming that it sought to expedite requests to the United States for a postponement and temporary exemption from the sanctions, it also clearly alludes to political pressure.

PIA Executive Director Avhapfani Tshifularo is reported to have said: “This is not a business decision for us. It involves a political decision about political pressure”. Following the initial flurry of uncertainty as to whether the SA government had succumbed to demands made by clandestine visits by senior US Treasury Department officials, it now appears that a formal decision by the Zuma Cabinet has yet to be made.

What may have irked Israeli lobbyists in America is that South Africa’s crude oil imports from Iran have increased to $434.8 million in March from $364 million in February. Instead of a reduction, imports from the Islamic Republic represent 32% of the country’s total crude oil supplies, suggesting that the ANC-led government is reluctant to have America dictate its economic policy.

While these figures project a country unwilling to disrupt its trade with a stable reliable source such as Iran, it is aware of the enormous power possessed by Israeli-lobbies that in effect have manipulated US domestic and foreign policies. It certainly would be aware that the push for war on Iran is high on the agenda of these lobbies and that  unilaterally imposed sanctions by the US therefore cannot be treated lightly.

While this conundrum confronts decision makers in Pretoria, it is equally intriguing that the European Union has called on South Africa for funding to bolster the banking systems of some EU member states on the brink of collapse. Commenting on this, the convener of UCT’s Applied Economics for Smart Decision Making course Pierre Heistein, said that there is something inherently perverse about this situation.

He explains that looking for $400 billion to prevent the collapse of a few EU member economies causing the others to fold like a pack of cards, the International Monetary Fund [IMF] has turned to Brics for aid after the US and Canada refused to contribute. It appears that Brics economies of Brazil, Russia, India, China and South Africa have between them agreed to provide funding to the tune of $72bn, though exact individual amounts will only be released next month, according to Heistein.

He speculates that South Africa’s proportionate share of the Brics amount could amount to R16bn. Though not a “crippling sum of money” it could increase spending on economic infrastructure by as much as 10 percent or lift health and education by 5 percent. “But does it make sense that a country as poor as South Africa should be contributing funds to traditionally wealthy European states? Consider that in order for South African farmers to export to Spain they have to compete with annual farming subsidies amounting to more than E7 billion [R72.7bn] and now Spain is calling for South Africa’s financial aid”, is the all important question posed by Heistein.

This question alongside others including whether President Zuma and his cabinet will succumb to Washington’s blackmail ought to feature in the national discourse related to socio-economic challenges. Global disparities as they exist in both political and economic spheres make it imperative for emerging economies to jealously guard their capacity to grow. This means that they must shun foreign interference especially if such meddling undermines job creation and service delivery.

While the IMF’s stretched hand may provide South Africa [a means] to enhance its leverage within this seat of power, it may be short-lived if American pressure becomes more ruthless to force it to abandon Iran. Unfortunately, the current malaise in which the ANC finds itself – both as a formidable political formation and as the de facto government, may not allow it to snub either the US or the IMF. After all such firmness of principle requires a strong moral underpinning.

AIPAC Resolution Demanding War With Iran On House Floor Tomorrow

On Tuesday, the House of Representatives is slated to vote on a resolution designed to tie the president’s hands on Iran policy. The resolution, which is coming up under an expedited House procedure, was the centerpiece of AIPAC’s recent conference. In fact, 13,000 AIPAC delegates were dispatched to Capitol Hill, on the last day of the conference, with instructions to tell the senators and representatives whom they met that supporting this resolution was #1 on AIPAC’s election year agenda.

Accordingly, it is not particularly surprising that the resolution is being rushed to the House floor for a vote, nor that it is expected to pass with very little opposition. Those voting “no” on this one will pay a price in campaign contributions (the ones they won’t receive) and, very likely, will be smeared as “anti-Israel.” That is how it works.

Most of the language in H. Res.568 is unremarkable, the usual boilerplate (some of it factual) denouncing the Islamic Republic of Iran as a “state sponsor of terrorism” that is on the road to nuclear weapons capability.

The resolution’s overarching message is that Iran must be deterred from developing weapons, a position the White House (and our allies share). That is why the sanctions regime is in place and also why negotiations with Iran have resumed (the next session is May 23).

But the resolution does not stop with urging the president to use his authority to prevent a nuclear-armed Iran. If it did, the resolution would be uncontroversial.

But there is also this: The House “urges the President to reaffirm the unacceptability of an Iran with nuclear-weapons capability and opposition to any policy that would rely on containment as an option in response to the Iranian nuclear threat.”

Think about that.

The resolution, which almost surely will pass on Tuesday, is telling the president that he may not “rely on containment” in response to “the Iranian nuclear threat.”

Since the resolution, and U.S. policy itself defines Iranian possession of nuclear weapons as, ipso facto, a threat, Congress would be telling the president that any U.S. response to that threat other than war is unacceptable. In fact, it goes farther than that, not only ruling out containment of a nuclear armed Iran but also containment of an Iran that has a “nuclear weapons capability.”

That means that the only acceptable response to a nuclear armed or nuclear capable Iran is not containment but its opposite: war.

Any doubt that this is the intention of the backers of this approach was removed back in March, when the Senate was considering new Iran sanctions. Senators Joe Lieberman (I-CT), Lindsey Graham (R-SC), Richard Blumenthal (D-CT) and Bob Casey (D-PA) offered their own “no containment” language to the sanctions bill and the Senate moved to quickly to accept it.

However, amending a bill once it is already on the Senate floor requires unanimous consent and one, and only one, senator objected. Rand Paul (R-KY) said that he would oppose the containment clause unless a provision was added specifying that “nothing in the Act shall be construed as a declaration of war or an authorization of the use of force against Iran…”

That did it.

Neither the Democratic or Republican leadership would accept that (knowing that AIPAC wouldn’t) and Paul’s objection killed the bill, for the time being. In other words, the purpose of “no containment” language is precisely to make war virtually automatic. Because Paul’s provision would thwart that goal, it was unacceptable.

So now it’s the House’s turn.

On the substance, the “no containment” idea is absurd and reckless.

Imagine if President Kennedy had been told by the Congress back in 1962 that if the Soviet Union placed missiles in Cuba, he would have no choice but to attack Cuba or the USSR. If it had, it is likely none of us would be around today.

Presidents need latitude to make decisions affecting matters of national security and, until now, all presidents have been afforded it, as provided for in the United States Constitution. But, in the case of Iran, the cheerleaders for war are trying to change the rules. They are doing that because they understand that after almost a decade of war, the last thing Americans want is another one.

No president is going to ask Congress to declare war, or even to authorize it. Making war against Iran automatic would eliminate that problem. (That is precisely Sen. Paul’s objection; he believes that backing into war is unconstitutional. He recalls the Gulf of Tonkin resolution of 1964 which led to ten years of war in Vietnam and 50,000 American dead without a declaration of war or even a specific authorization for war).

So why would the House vote for a resolution like this? The main reason is AIPAC. It may be the only lobby pushing for war with Iran but it also, by far, the most powerful foreign policy lobby and also the one that sees to it that those who play ball with it are rewarded and those who don’t are punished. AIPAC has been pushing war with Iran for a decade; it won’t stop until the missiles fly. 

The other reason is that the resolution is non-binding. Voting for it is good politics but does not affect policy.

Believing that is a mistake. An overwhelming vote for “no containment” may not tie the president’s hands legally, but it does go a long way to tying his hands politically. After all, Congress will be expressing its clear (bipartisan) intent. A president cannot easily ignore that.

Moreover, the lobby is unlikely to stop with a non-binding resolution. Once the House and Senate have passed that, the lobby will look for an opportunity to make it binding. The goal is to take the president’s discretion away from him because this president is unlikely to choose war when there are other options available.

It is those options that the lobby is determined to block. It remains hell-bent for war.

This Weekend’s Extravaganza of Crapoganda on Iran’s Nuclear Program

Two news reports by major wire services this weekend demonstrate just how pervasive misinformation and propaganda are in the mainstream media when it comes to the Iranian nuclear issue.

The first:

Reuters reported this week that Catherine Ashton, the European Union’s High Representative for Foreign Affairs and Security Policy and chief nuclear negotiator for the P5+1, has high hopes for the new round of talks with Iran resuming May 23rd in Baghdad and will approach the meeting as a “serious set of discussions that can lead to concrete results.”

Sounds positive enough, especially when coupled with the statement Ashton made at the end of last month’s meeting in Istanbul. “We have agreed that the Non-Proliferation Treaty forms a key basis for what must be serious engagement, to ensure all the obligations under the NPT are met by Iran while fully respecting Iran’s right to the peaceful use of nuclear energy.”

However, another comment made by Ashton on Friday is cause for considerable concern. She told reporters in Brussels, “My ambition is that we come away with the beginning of the end of the nuclear weapons programme in Iran. I hope we’ll see the beginnings of success.”

Such a statement is certainly alarming. Despite the hysterical cries of Israeli Prime Minister Benjamin Netanyahu and his right-wing acolytes here in the U.S., both Western and Israeli intelligence, along with the IAEA, have consistently confirmed that Iran has no nuclear weapons program.

One would assume that the chief P5+1 negotiator would understand and acknowledge this simple – and vitally important – fact. Perhaps Ashton’s recent private audience with Netanyahu in Jerusalem was more dangerous and detrimental to the negotiations than one would even expect.

(Of course, the sheer absurdity of Ashton’s meeting with the Prime Minister of a state that is not a signatory of the NPT, has an undeclared stockpile of hundreds of nuclear warheads, is a constant violator of international law and perpetrator of war crimes, and which is in consistent breach of countless Security Council resolutions gos without saying. That Netanyahu would have any role whatsoever in these discussions, let alone issuing demands to both the U.S. government and Ashton herself, proves beyond a shadow of a doubt how designed for failure these negotiations were from the start.)

The second:

In one of the most embarrassing examples of published propaganda over the Iranian nuclear program to date, The Associated Press today “reported” that it has obtained an undated “computer-generated drawing” of “an explosives containment chamber of the type needed for nuclear arms-related tests that U.N. inspectors suspect Tehran has conducted” at its Parchin military complex.  The news agency says it was bequeathed this rendering “by an official of a country tracking Iran’s nuclear program who said it proves the structure exists.”

One version of the AP exclusive contains this detail:

That official said the image is based on information from a person who had seen the chamber at the Parchin military site, adding that going into detail would endanger the life of that informant. The official comes from an IAEA member country that is severely critical of Iran’s assertions that its nuclear activities are peaceful and asserts they are a springboard for making atomic arms.

What mysterious country could that possibly be, one wonders?!  The answer is so painfully obvious as to make AP scoopster George Jahn’s attempts at anonymity patently ridiculous and pathetic.  Jahn, unsurprisingly, has a long history of silly reporting on the Iran nuclear issue.

This detonation chamber stuff, by the way, has been debunked for half a year now.

The story also notes that former IAEA official Olli Heinonen, who himself has a long history of pushing dubious information about Iran’s nuclear file, said that the computer graphic provided to the press is “‘very similar’ to a photo he recently saw that he believes to be the pressure chamber the IAEA suspects is at Parchin.”  Heinonen added that “even the colors of the computer-generated drawing matched that of the photo.”

Pretty convincing, huh?  Ok, here‘s the computer drawing this whole thing is about:


Yes, really.

That’s it.  Really.  No, please stop laughing and believe me.  That’s really the thing they’re talking about.  Yes, seriously.  I mean it.

These are the depths to which propaganda about the Iranian nuclear program have sunk.  It’s not even clever anymore, it’s just stupid.

South Africa may be hit with US sanctions over Iran oil imports

South Africa would likely face sanctions from the United States if the largest economy in the African continent fails to meet the deadline to cut its crude oil imports from Iran.

The South African Petroleum Industry Association (PIA) said on Friday that it would have to expedite requests to the United States for a postponement and temporary exemption from the economic sanctions if South Africa fails to slash its imports of Iranian petroleum.

“This is not a business decision for us. It involves a political decision about political pressure,” PIA Executive Director Avhapfani Tshifularo said.

“We expect a Cabinet decision by the end of the month, and we will allow ourselves to be guided by that,” Tshifularo said.

The report comes as South African crude oil imports from the Islamic Republic of Iran have increased to $434.8 million in March from $364 million in February.

South Africa’s Revenue Service said on April 30 that Africa’s biggest economy imported 505,908 tons of Iranian crude in March, up from 417,188 tons the previous month.

South Africa has come under pressure from Washington to cut its crude imports from Iran in line with the sanctions designed to halt Tehran’s nuclear energy program.

According to the March data, South Africa’s crude imports totaled 1.6 million tons, with Nigeria supplying 38 percent, Iran 32 percent, Saudi Arabia 22 percent, and Angola the rest.

The US sanctions require foreign financial institutions to make a choice between transactions with the Central Bank of Iran and Iran’s oil and financial sectors or being banned from the US economy.

On January 23, the EU agreed to ban oil imports as well as petroleum products from Iran and freeze the assets of the Central Bank of Iran across the EU.

Starving the Syrians for Human Rights

Physicians for Human Rights Supports Tougher U.S. Sanctions

The wing of the U.S. human rights movement which targets foreign countries can wind up as a cruel business, aiding the ruthless and violent actions of the U.S. Empire, wittingly or not. For the U.S. all too often uses human rights as a cover for taking action against countries that defy the Empire’s control.

Some weeks back, I decided to look into one such group, Physicians for Human Rights (PHR), an organization I had long refrained from joining out of skepticism. But perhaps, I thought, PHR had sidestepped the dangers inherent in this work. So I joined to find out.

Some days later I received my first email from PHR. I was floored by the heading, “Protect Syrian Citizens: Help Make Sanctions Tougher.” The word “tougher” struck me. The email read in part: “Help us impose tougher sanctions on Pres. Assad’s brutal regime. The Syria Sanctions Act of 2011, S. 1472, will target Syria’s energy and financial sectors. Contact your Senators today and urge them to back S. 1472.” The sponsor of this bill was Kirsten Gillibrand, and among the 12 co-sponsors were two neocon leaders, John McCain and Joe Lieberman, the latter hardly a human rights stalwart when it comes to Palestinians. Did that not ring alarm bells at PHR?

Sanctions Target the Syrian People, Bringing Poverty and Hunger

PHR argues that the sanctions are “targeted” at the oil and financial sectors and therefore are of consequence only for the Syrian elite. Since 25% of the revenue of the Syrian government comes from oil revenues (according to the text of the bill), expenditures providing needed relief to the population, for example, the current price supports for food, will certainly be affected. But it is not only the revenues of the Syrian government that are affected. The Financial Times reports:

The most significant sanctions are on the oil industry, estimated by the International Monetary Fund to have accounted for almost a fifth of gross domestic product in 2010. Analysts estimate that they helped contribute to a contraction of 2-10 per cent to Syria’s economy last year (2011).

The results of the sanctions should be obvious with only a moment’s thought. If the Assad regime is as nefarious as PHR claims, then certainly it will put itself way ahead of the common people as sanctions bite. Such an attitude is the norm not the exception in the world today. But even if the leaders of the human rights community could not figure this out, the impact of the sanctions on ordinary Syrians is hardly a secret, even in the mainstream press. Thus in March the Washington Post ran an article entitled “Syria running out of cash as sanctions take toll, but Assad avoids economic pain.” One did not even need to read beyond the headline to get the point. The article reports as follows:

The financial hemorrhaging has forced Syrian officials to stop providing education, health care and other essential services in some parts of the country, and has prompted the government to seek more help from Iran to prop up the country’s sagging currency.… Revenue from Syrian oil, meanwhile, has almost dried up, with even China and India declining to accept the nation’s crude….. At the same time, President Bashar al-Assad appears to have shielded himself and his inner circle from much of the pain of the sanctions and trade embargoes, which are driving up food and fuel prices for many of the country’s 20 million residents…

The Washington Post is not alone in this assessment. The Financial Times tells us:

A murky broader picture (emerges) suggesting that while some sanctions are hurting the regime of Bashar al-Assad, the president, and its alleged associates, they are also hurting ordinary Syrians … David Butter, a Middle East economic expert, said: ‘If it’s a scrap for limited resources, the regime is still in a position to get the first rights, whether fuel or cash or food. It [the sanctions regime] hurts them but to really cripple them is going to take a long time.

And the effect desired by the U.S. is quite clear. Another article in the Washington Post with the headline “Amid Unrest, Syrians Struggle to Feed Their Families” reports that food prices have risen as the result of sanctions. As a result the Assad government in March “introduced a system of price-fixing for essential foods that has stabilized the cost of bread, sugar and meat — although they remain much higher than they were a year ago. ….. ‘ Despite efforts to mitigate the problem around half of Syrians may live in poverty, said Salman Shaikh of the Brookings Institute in Doha, who argued that this is increasing anti-government feeling.” Regime change is the point. And the pronouncements of Obama and Hillary make this abundantly clear.

The Empire in Desperation Pulls Out all the Stops to bring Syria to Heel

Since Russia and China drew a line in the sand to stop the overthrow of the Syrian regime by the West, the United States appears increasingly desperate. That desperation has grown since the UN-brokered cease-fire has terminated much of the fighting and killing, however imperfectly.

But is not the Assad government to blame for the failures of the cease-fire? If so, it is certainly not alone. Recently the NYT reported: “An explosion killed at least three people in Aleppo, and two blasts hit a Damascus highway on Saturday in further signs that rebels fighting to topple President Bashar al-Assad are shifting tactics toward homemade explosives. Syria’s state news agency said three people had been killed, one of them a child, and 21 had been wounded by a booby-trapped car in the northern city of Aleppo. The Syrian Observatory for Humans Rights, an opposition group based in Britain that relies on information from Syrian activists, said the blast destroyed a carwash in Tal al-Zarazeer, a poor suburb, and killed five people. A member of the rebel Free Syrian Army claimed responsibility for the bombing, saying that the carwash was used by members of a pro-Assad militia.”

A car wash is hardly a target that is focused on the military. And today The Guardian and others reported that a Syrian military convoy protecting the UN observer mission was hit by a roadside explosion, injuring six Syrian soldiers, three badly. When Russian officials accuse the Syrian opposition of “terrorist tactics,” it appears that they have a point.

PHR has certainly done some good things in the past; for example, documenting human rights violations and medical abuses in Gaza and the West Bank – although this work is now solidly in the hands of the Israeli division of PHR, meaning, among other things, that it will get less attention in the U.S. And at no point has PHR called for boycotts against Israel, a regime that has killed untold thousands of Palestinians in what amounts to a long slow genocide. In the eyes of PHR it would appear that official enemies of the U.S. Empire deserve sanctions, whereas allies who violate the most basic human rights get an investigation and a tongue lashing – at most.

In fact, sanctions are the work of our imperial government; and when a “human rights” organization gets into the business of supporting them, it is de facto in the business of supporting the Empire and its drive for domination. 1 Token ruminations about human rights violations by U.S. “allies” or clients do not alter this fact. Such ruminations serve as little more than a cover for the real use of these groups to the Empire. Whether the PHR policy makers understand this or not makes little difference.

So what was this PHR member to do in the face of such a stance by his organization? This writer called the Boston office, the home office, to complain about the decision to back the Sanctions bill. I was given to understand by one staffer that I was not the only member to register dissatisfaction. I inquired who made this decision and how it was made. Initially I was told that such decisions were not made in the home office but at a smaller office in Washington, which works closely with Congress. In a subsequent email I was told that “the policy and program decisions are made by our Executive Management team.” Who is the “Executive Management Team”? This member does not know and has not been told. Furthermore the PHR web site does not contain any information about the Executive Management Team, as far as I can see. Are personnel of the U.S. government consulted in such deliberations? (The PHR membership clearly is not.) And should not such an important decision at least have some input from the members?

But PHR is not alone in providing cover for the designs of the Empire. They are but one example. Other human rights organizations appear to be jumping on the bandwagon. And, of course, the U.S. government is happy to have their support. Syria is clearly the gateway to Iran – and both countries have refused to one degree or another to submit to the will of the U.S. So regime change for both countries is high on the agenda of the West. That is the way of Empire.

PHR started out at its founding in 1978 documenting the abuses of the Pinochet government, a client of the Empire. Today it has descended into an instrument for justifying an attack on one of the official enemies of the U.S. That is the danger of a “human rights” approach if uninformed by an understanding of the designs and ruthlessness of the Empire.

The core of the physicians’ credo is “First do no harm.” Starving a people for the sake of “human rights” as part of a campaign that serves imperial machinations for regime change hardly fits into that injunction. And certainly PHR knows that diseases arising from privation and hunger fall most heavily on non-combatants, children and the elderly especially. That is no secret either. Perhaps PHR is echoing the judgment of Madeleine Albright on Iraq that the human carnage of the sanctions is “worth it.” However, from an ethical viewpoint, that judgment does not belong to citizens of the Empire living in comfort far from the victims in Syria.

  1. It is interesting to read what is necessary for such sanctions to be lifted once imposed. The bill states the following:“Termination will occur “on the date the President submits to Congress a certification that the government of Syria is democratically elected and representative of the people of Syria and a certification under the Syria Accountability and Lebanese Sovereignty Restoration Act of 2003 that the Syrian government has:
    • ceased support for international terrorist groups;
    • ended its occupation of Lebanon;
    • ceased development and deployment of ballistic missiles and biological, chemical, or nuclear weapons and agreed to verification measures; and
    • ceased all support for, and facilitation of, terrorist activities in Iraq.”

    Given that one of the named “terrorist groups” is Hamas, which is the duly elected government in Gaza, and given the murkiness of the other requirements, this is a tall order indeed
