Embracing the Saudi War on Yemen

As the humanitarian crisis in Yemen worsens, the Obama administration seems less concerned about the plight of the desperate Yemeni people than the feelings of the Saudi royals who have spent the last month indiscriminately bombing a nearly defenseless Yemen, using high-tech U.S. jets and bombs to reportedly kill hundreds of civilians and damage its ancient cities.

On Friday, the Obama administration took credit for blocking nine Iranian ships from reaching Yemen with relief supplies, claiming that the ships may have carried weapons that the Yemenis could use in their civil war or to defend against Saudi attacks. President Barack Obama had dispatched a U.S. aircraft carrier fleet to the Yemeni coast to enforce an embargo that has helped the Saudis seal off the country from outside help.

A person closely involved with the Yemen crisis told me that the Iranian ships carried food and medicine, not weapons, but turned back to avoid the risk and humiliation of being boarded by the U.S. Navy. Meanwhile, Yemen, already one of the poorest countries in the Arab world, is facing shortages of basic supplies since the Saudis have cut off normal trade routes into Yemen.

Yet, despite the suffering of Yemen, the U.S. government appears more worried about the sensitivities of Saudi Arabia, one of the richest countries in the region. A Defense Department official, speaking anonymously, told the New York Times that it was “important that the Saudis know that we have an arm around their shoulders.”

Defense Department officials also acknowledged that they didn’t know what type of cargo was being transported aboard the Iranian ships, the Times reported. Though the Obama administration had touted the possibility that the Iranian ships carried weapons, the decision by Iran to avoid a confrontation may have reflected Tehran’s desire not to worsen relations with the United States and thus disrupt fragile negotiations over international guarantees to ensure that its nuclear program remains peaceful.

But the losers in this military/diplomatic maneuvering appear to be the Yemenis who, in effect, face a Saudi strategy of starving the country into submission with the help of the United States. While U.S. Ambassador to the United Nations Samantha Power built her public image as a “humanitarian interventionist” asserting a “responsibility to protect” vulnerable populations, she has said little about the Saudi role in Yemen’s humanitarian crisis.

In a statement on April 14, at the height of the Saudi bombing campaign, Power made no mention of the Saudi attacks or the hundreds of civilian dead from Saudi bombs supplied by the United States. She instead focused her denunciations on the Houthi rebels and former Yemeni President Ali Abdullah Saleh who have joined forces in a civil war that ousted sitting President Abd Rabbuh Mansur Hadi, who then fled to Saudi Arabia.

Power primarily blamed the Houthis, who “have intensified their military campaign, bombed Aden, and extended their offensive to Yemen’s south. These actions have caused widespread violence and instability that threaten the security and welfare of the Yemeni people, as well as the region’s security.”

Though the Saudi air force has bombed a number of cities including the ancient port city of Aden, Power ignored those attacks in her statement. But Power was not alone in her solicitousness toward the Saudis. On Friday, Secretary of State John Kerry even endorsed the Saudi bombing of Houthi targets in Yemen.

Who Are the Houthis?

The Houthis adhere to the Zaydi sect, an offshoot of Shiite Islam but one that is considered relatively close to Sunni Islam and that peacefully co-existed with Sunni Islam for centuries. But the Houthis have been resisting what they regard as government persecution in recent decades.

As revealed in leaked U.S. government cables and documented by Human Rights Watch, Yemen’s government used U.S. military aid to support an all-out assault against the Houthis in 2009. HRW said Yemeni government forces indiscriminately shelled and bombed civilian areas, causing significant civilian casualties and violating the laws of war. This repression of the Houthis led to an escalation last fall which ended with the Houthi rebels, who allied themselves with army forces loyal to ex-President Saleh, capturing Sanaa and other major cities.

After these victories, in private contacts with American officials, the Houthis indicated their readiness to take the fight to Al-Qaeda’s Yemeni affiliate. However, since the Saudi airstrikes began a month ago, “Al-Qaeda in the Arabian Peninsula” has taken advantage of the limitations on Houthi rebel movements by grabbing more territory in the east and overrunning a prison that held a number of Al-Qaeda militants.

The Saudi royals have a complicated relationship with Al-Qaeda including some princes who are viewed as important financiers of the terror group. The Saudis also promote the same extremist interpretation of Sunni Islam, known as Wahhabism. Now, instead of concentrating on the terror threat from Al-Qaeda, the Saudis have sought to portray the Yemeni civil war as a proxy assault in Saudi Arabia’s backyard by Shiite-ruled Iran.

In that propaganda effort, the Saudis have been helped by Israeli Prime Minister Benjamin Netanyahu who has relied on the powerful Israel Lobby and his own rhetoric to divert the U.S. Congress from a focus on Al-Qaeda and its hyper-brutal spinoff, the Islamic State, to Iran, which both Saudi Arabia and Israel have designated their primary regional enemy.

In his March 3 speech to a joint session of Congress, Netanyahu cited Yemen as one of the Mideast countries that Iran has been “gobbling up.” Many regional experts, however, considered Netanyahu’s assertion ludicrous given the Houthis’ reputation for stubborn independence.

For instance, former CIA official Graham E. Fuller called the notion “that the Houthis represent the cutting edge of Iranian imperialism in Arabia – as trumpeted by the Saudis” a “myth.” He added:

“The Zaydi Shia, including the Houthis, over history have never had a lot to do with Iran. But as internal struggles within Yemen have gone on, some of the Houthis have more recently been happy to take Iranian coin and perhaps some weapons — just as so many others, both Sunni and Shia, are on the Saudi payroll. The Houthis furthermore hate al-Qaeda and hate the Islamic State.”

But the Obama administration remains sensitive to Israeli-Saudi criticism of its efforts to negotiate a peaceful settlement of the Iranian nuclear dispute. So, to demonstrate that the Americans are comforting the Saudi royals with “an arm around their shoulders,” the U.S. government is embracing the Saudi bombardment of a largely defenseless country and is turning back ships carrying relief supplies.

Iran nuclear deal: Can the US be trusted?

Iran has not acted aggressively against its neighbors since Nader Shah invaded India in 1738. Yet US politicians, military leaders and the media persist in portraying Iran as an untrustworthy menace threatening the entire civilized world.

Given that the US military now appears to have a Zionist in charge as its new defense secretary and the relentless threatening rhetoric, we must ask, if a final nuclear deal with Iran is sealed, can the US be trusted to abide by its provisions? Iran’s Leader Ayatollah Seyyed Ali Khamenei has justifiable reservations.

In a speech on April 19, 2015 before a group of Iran’s high-level military commanders, Ayatollah Khamenei correctly observed, “Today, the biggest threats to the world and to the region are the US and the Zionist regime, which intervene in any spot they deem necessary and trigger killings, without any consideration and without conforming to religious and conscientious obligations and criteria.” The veracity of the Leader’s words are demonstrated by the US support for the despotic Saudi regime’s bombing campaign against Yemen, which has targeted refugee camps, hospitals, schools, urban neighborhoods and soccer stadiums, resulting in the slaughter of hundreds of innocent people. Similarly, the Israeli entity supports its newfound Saudi ally in its latest aggression in Yemen. Of course, the occupant of the Oval Office whose middle name is Hussein has assured the Custodian of the Two Holy Mosques of “US full commitment to sustain Saudi Arabia’s capabilities to defend itself,” in the same way that as he has reaffirmed “Israel’s right to defend itself” while the Zionist regime was systematically slaughtering innocent, unarmed civilians in Gaza with US-supplied weapons. How could the Leader of Iran trust a nation whose president had stood in Zionist leader Netanyahu’s residence in occupied Al-Quds just a year earlier and blatantly threatening the Islamic Republic avowed, “All options are on the table. We will do what is necessary to prevent Iran from getting the world’s worst weapons.”

The incessant barrage of US threats against Iran appears to be the byproduct of a thorough Israeli penetration into the highest levels of the American government, resulting in a convergence of neocon Iranophobic dogma and Zionist security paranoia. That Congress is an “Israeli-occupied territory” has been known for years, but now Tel Aviv’s tentacles extend to the US military. For verification, one need look no further than Obama’s new war chief, Ashton Carter, who during a 2013 visit to the Israeli entity remarked, “Protecting America means protecting Israel, and that’s why we’re here in the first place.” According to the Zionist organization United with Israel, Carter “is regarded by Israel as an honest and perceptive friend in the uppermost echelons of the Pentagon.”

Apparently, Carter not only believes that Iran has a nuclear weapons program, but also appears intent on conflating the two remaining independent members of George W. Bush’s infamous Axis of Evil. “With respect to the nuclear weapons situation in Iran … those negotiations that are being conducted by us and our P5-plus-1 partners with the Iranians have the objective of arresting the North Korean — I mean, not North Korean, excuse me, the Iranian nuclear program,” averred the US defense secretary during a recent Pentagon press conference. Perhaps the mistake reflects Carter’s long standing desire to bomb North Korea’s nuclear facilities, which in 2006 he viewed as “a prudent policy.”

While the slip of the tongue is somewhat amusing, Carter’s obsession with security is alarming but in perfect alignment with Zionist interests. In a 1998 paper coauthored with John Deutch and Philip Zelikow, Carter expounded his thesis that nations should be “obliged to reassure other states that are worried and to take reasonable measures to prove they are not secretly developing weapons of mass destruction. Failure to supply such proof or to prosecute the criminals living within their borders should entitle worried nations to take all necessary actions for their self-defense.” Hence Carter’s philosophy meshes perfectly with Netanyahu’s ceaseless cacophony of concerns over an imagined “Iranian nuclear threat.” Furthermore, any nuclear agreement with Iran would represent a concrete implementation of Carter’s view that the burden of proof of compliance rests on the suspect nation. From this it follows rather quickly that suspicion alone is sufficient to justify military threats. Of course that Carter would not apply his burden of proof on the suspect nation doctrine to the Israeli entity goes without saying.

During the same meeting with military commanders, Ayatollah Khamenei stated, “After a [short] period of silence by the opposite side, one of their officials recently spoke once more of options on the table.” The Leader was referring to US joint chiefs of staff chairman Martin Dempsey, who, in a press conference emphasized, “The military option that I owe the president to both encourage the diplomatic solution and, if the diplomacy fails, to ensure that Iran doesn’t achieve a nuclear weapon, is intact.” This same threat was voiced one day before the detailed nuclear outline was signed in Lausanne, Switzerland when Obama’s press secretary, Josh Earnest, after being asked by a reporter what if the negotiations fail, emphasized, “There is, of course, a military option that’s sitting on the table.”

And the military option is on a table that has an expensive nuclear centerpiece called the B61-12. A so-called LEP (life extension program) of earlier B61 designs, the B61-12 is a nuclear smart bomb specifically designed as an earth penetrator. According to Hans M. Kristensen, Director of the Nuclear Information Project of the Federation of American Scientists, the B61-12 is a new nuclear weapon with improved military capabilities, and is “the most expensive nuclear bomb project ever.” The development of this B61-12 smart nuke places the US squarely in violation not only of its own 2010 Nuclear Posture Review, but also Article 6 of the Nuclear Non-Proliferation Treaty, which commits the US to “pursue negotiations in good faith on effective measures relating to cessation of the nuclear arms race at an early date and to nuclear disarmament, and on a treaty on general and complete disarmament under strict and effective international control.”

And as if the B61-12 nuclear “device” were not enough, the Pentagon has unveiled the improved Massive Ordnance Penetrator (MOP) GBU-57A-B, a 30,000 lb. conventional-explosive bomb specifically designed to target Iran’s hardened nuclear facilities. Why spend obscene sums of money to develop bigger and better bunker buster bombs if indeed the Washington regime seeks peaceful relations? The answer seems obvious that Washington has no such peaceful intentions. By accusing Iran’s civil nuclear program of having a weapons dimension while simultaneously providing political cover for the Israeli entity’s very real nuclear weapons program, US leaders are obviously talking out of both sides of their imperial mouths.

As insane as this may sound, Andrew C. Weber, US assistant secretary of defense for nuclear, chemical and biological defense programs, insists that “maintaining a safe, secure and effective nuclear stockpile is critical to deterring potential adversaries and assuring US allies and partners.” Perhaps Ayatollah Khamenei had this in mind in addition to Dempsey’s recent threat when he commented, “On the one hand, they bluff this way and on the other, they say the Islamic Republic of Iran should stop its defense progress, which is an idiotic remark.” Undeniably it is idiotic, and in view of these stark realities, Iran would be foolish not to deploy the S-300 missile air defense systems against the American aggressor. The Leader wisely instructed all of Iran’s Defense Forces to “boost their military and defense preparedness as well as their combat readiness” in his April 19 speech before Iranian military leaders.

Nevertheless, the United States, Russia, the United Kingdom, France, China, India, North Korea, Pakistan, and the Israeli entity all cling tenaciously to their nuclear weapons. Despite hopes for disarmament, counting warheads in storage and awaiting dismantlement, there are some 15,700 nuclear weapons in the world. Evidently, the goal here is not the complete elimination of nuclear weapons or else why would the US create a new nuclear weapon with new capabilities? Moreover, by ignoring the Israeli entity’s nuclear arsenal, the US has undermined its own credibility in attempting to police the proliferation of nuclear weapons.

“Over the past 250 years, Iran has not waged a single war of aggression against its neighbors, nor has it initiated any hostilities,” political scientist and former advisor to Iran’s nuclear negotiating team Dr. Kaveh L. Afrasiabi reminds us. Without a single nuclear weapon and no intention of acquiring one, Iran is clearly not threatening world peace. It is the hypocritical US along with eight other nuclear-armed states, which still possess over 10,000 nuclear warheads, who are collectively threatening our planet. How can Iran trust such a nation?

Saudi claim of Iran arms flow to Yemen ridiculous: Official

A senior Iranian military official has denounced as “ridiculous” Saudi Arabia’s allegation that Tehran is sending weapons to Yemen.

“This claim is ridiculous because everyone knows that it is Saudi Arabia which has procured different weapons through the US and is using them against the oppressed Yemeni nation today,” Chief of Staff of the Iranian Armed Forces Major General Hassan Firouzabadi told reporters on Saturday.

He added that Iran supports the Yemeni people because they have stood up for their civil rights, national sovereignty and independence.

He said Tehran supports an independent Yemen and a democratic Yemeni nation, saying the Yemenis are fighting against the enemies in a united way.

Firouzabadi emphasized that if the US and Saudi Arabia make an allegation against Iran, it is a “blame game.”

Iran has in numerous occasions denied as baseless reports that Tehran is sending weaponry for the the revolutionaries in Yemen.

Saudi Arabia started its military aggression against Yemen on March 26, without a UN mandate, in a bid to restore power to the former fugitive president, Abd Rabbuh Mansur Hadi, a close ally of Riyadh.

More than 2,600 people have been killed during the Saudi aggression so far.

In a letter to UN Secretary General Ban Ki-moon on Friday, Iran’s Foreign Minister Mohammad Javad Zarif submitted a four-point peace plan on Yemen in an attempt to end the bloodshed in the impoverished Arab country.

The plan calls on the international community to get more effectively involved in ending the senseless aerial attacks on the Yemeni people and establishing a ceasefire in the country.

Iran presents four – point plan on ending crisis in Yemen

Iran’s Ambassador to the United Nations Gholam-Ali Khoshrou on Friday submitted to the UN a four-point plan on putting an end to the ongoing bloodshed in Yemen prepared by Foreign Minister Mohammad Javad Zarif.

The following is the full text of the foreign minister’s letter which was addressed to UN Secretary General Ban Ki-moon:

Excellency,

I would like to draw your attention to the extremely alarming situation in Yemen, exacerbated by the recent provocative foreign military air campaign. It goes on in flagrant defiance of the most basic principles of international law, flouting the purposes and principles of the Charter of the United Nations, in particular the obligation to refrain from the threat or use of force in international relations.

Foreign military forces have mostly targeted purely civilian infrastructures of Yemen, destroying, inter alia, hospitals, schools, road, food factories and power plants, and thus depriving civilians of basic necessities. They have also indiscriminately targeted residential areas, including refugee camps, killing and injuring innocent civilians, in particular women and children.

This critical situation is escalating and the humanitarian crisis in Yemen is approaching catastrophic dimensions. It may result in further exacerbation of the already tense circumstances in a region that has been plagued by one of the most barbaric types of extremism and multi-pronged vicious campaign of foreign-backed terrorists. These terrorist groups have been the main beneficiaries, gaining strategic foothold in Yemen aided by the foreign aerial campaign.

Under these circumstances, it is imperative for the international community to get more effectively involved in ending the senseless aerial attacks and establishing a ceasefire, ensuring delivery of humanitarian and medical assistance to the people of Yemen and restoring peace and stability to this country through dialogue and national reconciliation without pre-conditions.

The Islamic Republic of Iran reiterates that there is no military solution to this conflict. The only way to restore peace and stability is to allow all Yemeni parties to establish, without any foreign interference, their own inclusive national unity government. To this end, the Islamic Republic of Iran believes that all efforts, particularly those by the United Nations, should be guided, in conformity with the Charter of the United Nations and fundamental principles of international humanitarian law, by the following objectives:

1.Ceasefire and an immediate end to all foreign military attacks;

2.Unimpeded urgent humanitarian and medical assistance to the people of Yemen;

3.Resumption of Yemeni-lead and Yemeni-owned national dialogue, with the participation of the representatives of all political parties and social groups;

4.Establishment of an inclusive national unity government.

I hope that Your Excellency will urgently use your good offices and conduct consultations with the concerned parties to facilitate and encourage an immediate end to these senseless bombardments and initiation of a genuine dialogue to find a political solution to this tragic crisis. The Government of the Islamic Republic of Iran stands ready to assist you in advancing this objective.

GOP presidential hopeful ratchets up anti-Iran rhetoric, seeks military action

US Republican presidential hopefuls have ratcheted up their rhetoric against Tehran and denounced the Obama administration’s efforts to reach an agreement with Iran over its nuclear energy program, with Senator Marco Rubio calling on Washington to bomb Iran’s nuclear infrastructure.

Rubio, the first-term senator from Florida a candidate for the 2016 presidential elections, told participants at a Republican Party reception in New Hampshire on Friday that the world, particularly the Middle East, is in chaos because of President Barack Obama’s policies.

The Cuban American politician, known as an ultimate opportunist within the party, warned of a coming terrorist attack on US soil and even raised the specter of Iranian missiles striking the United States.

“We may have to decide at some point what is worse: a military strike against Iran or a nuclear-armed Iran,” the 43-year-old said during a question-and-answer session.

“I am not cheerleading for war. I don’t want there to be the need to use military force, but a nuclear Iran is an unacceptable risk for the region and the world,” he added.

He went on to say that “Iran is developing long-range rockets that will at some point, in less than a decade, be capable of reaching the East Coast of the United States.”

Iran and P5+1 group of countries – the US, Britain, France, China, Russia and Germany – reached a mutual understanding on Tehran’s nuclear program on April 2 in Switzerland. The two sides are expected to start drafting a final deal which they seek to sign by the end of June.

If a final deal is reached, it would lift all international sanctions imposed against the Islamic Republic in exchange for certain steps Tehran will take with regard to its nuclear program.

Rightwing elements in the Republican Party along with Israeli Prime Minister Benjamin Netanyahu and some of their allies accuse Iran of pursuing military objectives in its civilian nuclear program.

Iran rejects the allegation, arguing that as a committed signatory to the nuclear Non-Proliferation Treaty (NPT) and a member of the International Atomic Energy Agency (IAEA), it has the right to use nuclear technology for peaceful purposes.

Rubio, who has recently emerged as one the strong supporters of Israel in the Senate, said earlier this week that the United States must abandon the Obama administration’s drive to reach a comprehensive agreement with Iran, and renew its commitment to Israel and strengthen the military.

“If America accepts the mantle of global leadership… then our nation will be safer, the world more stable, and our people more prosperous,” Rubio said.

Nuclear deal or no nuclear deal? That is the question

As neocons are working to destroy Iran’s tentative nuclear deal, US President Obama will have to either reinvent America’s policy or give in to Israel’s lobby and Saudi Arabia’s paranoiac fear of Shia Islam.

If months of intense political wrangling were crowned earlier this April by the confirmation that Iran and the P5+1 countries reached a tentative framework agreement over one of the most contentious issue of the past three decades – Iran’s nuclear dossier – it appears such diplomatic respite could prelude to a dangerous political standoff.

If by any account Iran’s nuclear negotiations were going to be trying, especially since Tehran’s nuclear ambitions do not necessarily sit at the center of this internationally staged quarrel, Israel’s neocon war campaign against the Islamic Republic risks pushing the world toward yet another lengthy conflict- a global one at that.

With the fires of war already burning bright in the MENA region – Middle East and North Africa – the fall of another domino could prove one too many for the word to handle. From a purely geostrategic standpoint a war with Iran, however pleasing to Tel Aviv’s avid warmongers, would likely force Western powers and their Arab allies to commit more military power than they can handle. Bearing in mind that the US has already committed troops and resources to Afghanistan, Libya, Pakistan, Yemen, Syria, Iraq, and of course Ukraine, how much farther can imperial America really stretch?

However grand the US might think itself to be, and however solid the US might think its alliances to be, Washington has yet to win a war. Claiming victory as George W. Bush did in Iraq on May 1, 2003 did not exactly make it so. And though America basked in the glorious light of its military supremacy over the “Iraqi enemy,” its joy was short-lived as reality soon came knocking. And though starting a war might seem an easy enough business for neocon America, it is really the art of peace this belligerent nation has failed to master so far.

But back to Iran’s nuclear deal

To the surprise of many skeptics, Iran and the P5+1 did reach a deal – and while there were a few near misses, a deal was nevertheless brokered; proof experts actually insisted that Tehran is more interested in diplomacy than its detractors gives it credit for. Iran’s concessions attest to its officials’ determination to engage with the international community and integrate back into mainstream international politics.

As Gareth Porter wrote in a report for CounterPunch this April, “The framework agreement reached on Thursday night [April 2, 2015] clearly gives the P5+1 a combination of constraints on Iran’s nuclear program that should reassure all but the most bellicose opponents of diplomacy.”

And although Iran gave every assurance its government will not seek to weaponize its nuclear program, no amount of concessions might prove sufficient enough or comprehensive enough to assuage Washington’s fears vis-a-vis its “great Satan” – especially if the Saudis and Israelis have a say in it.

With the ink of the nuclear framework agreement still left to dry, both the powerful Israeli lobby and Al Saud’s petrodollars went on overdrive, telling the world what a catastrophe Iran’s nuclear deal would be.

One trip to US Congress and a few well-chosen words against its mortal enemy later, Israel seems satisfied it forever drove a wrench into the yet to be formulated and signed nuclear agreement.

As Yuval Steinitz, Israel minister for intelligence and strategic affairs so eloquently told the world on April 6, Israel would try to persuade the P5 +1 “not to sign this bad deal or at least to dramatically change or fix it”.

Echoing his minister’s narrative, Israel Prime Minister Benjamin Netanyahu determined that since Iran represents a threat to Israel’s very existence, America should abandon all diplomacy and instead beat the war drums. And we don’t really need to know why, only that it is so – If Netanyahu’s drawing did not convince your idle mind of Iran’s evil in 2012 then nothing will!

Just as Israel’s lobby bullied its way through the Oval office, cornering U.S. President Barak Obama into relenting power to Congress, Saudi Arabia declared war on Yemen, adding a new layer of complication to an already impossible mesh of over-lapping and over-conflicting alliances in the Middle East, thus weaving a dangerous noose around peace’s neck.

Interestingly, if war requires no US Congress oversight you can be sure that peace does!

Caught in between a rock at home and a hard place in the Middle East, US President Obama is faced with one mighty dilemma – one which will determine not his presidency but his very legacy.

If recent tensions between President Obama and the Israeli Premier are anything to go by, it would appear Israel’s lobby suit of armor is not as thick and potent as it’d like it to be, or maybe just maybe, it simply exhausted Americans’ patience. Israel’s greatest ally and supporter, the one power which has quite literally and almost single-handedly carried the Jewish State into being and helped it survive adverse winds since its very inception in 1948: vetoing UNSC resolutions when needed, propping its military and economy when needed, acting a political champion when needed, could be running out of road.

If Israel and Saudi Arabia’s foreign agenda stand now in perfect alignment – their ire directed not at one another but at Iran, changes in the region and fast-moving geostrategic interests have forced the US to re-evaluate its position vis-a-vis Iran and the so-called mythical Shia crescent the world has learnt to be wary of without quite understanding why.

In Netanyahu’s officials’ own words we are to believe that Islamic radicalism, a perverted, acetic and reactionary interpretation of Islam which has mapped itself around Saudi Arabia’s Wahhabism movement would be preferable to seeing Iran gain a greater footing in the Arab world. In September 2013, the Israeli Ambassador to the United States Michael Oren told the Jerusalem Post that Israel favored the Sunni extremists over Assad and the Shiites. “The greatest danger to Israel is by the [Shiite] strategic arc that extends from Tehran, to Damascus to Beirut. And we saw the Assad regime as the keystone in that arc,” Oren said in an interview.

“We always wanted Bashar Assad to go, we always preferred the bad guys who weren’t backed by Iran to the bad guys who were backed by Iran.” He said this was the case even if the “bad guys” were affiliated with al-Qaeda.

Obviously Saudi Arabia would rather eat its own foot than allow the all so devilish Iran from reclaiming its standing in the region, especially since it would essentially mean relenting power to rising calls for democratic reforms in the Gulf monarchies – Bahrain being the flagship of such a desire for change.

Why do that when you can wage senseless wars to assert your dominion?

Iran’s nuclear deal is more than just a nuclear deal. If signed, this deal would become the cornerstone of a broad shift in alliances, the moment when the US would actually choose to put its national interests over that of Tel Aviv and over Riyadh’s billions. Where Israel has bullied the US for decades, Saudi Arabia has bought its policies for decades.

With nothing left to lose but his good name and his legacy, President Obama could be just the man to break this self-destructing cycle and reinvent America’s foreign policy.

And that’s not even wishful thinking it would actually make sense for America to make peace with Iran – economically, politically and in terms of energy security and counter-terrorism Iran could be a more helpful and potent ally than Saudi Arabia. Bearing in mind that Riyadh’s fingerprints are all over al-Qaeda, ISIS and whatever terror offshoots radicals created those days, Washington might want to consider another ally in its fight against radicalism.

Thing is, America wants change! What it needs now is mastering the courage of its desire.

America is a superpower running out of steam, and more importantly running out of standing in the world. America’s exceptionalism is on its last leg. Too many double-standards, too many incoherencies in its alliances, too many double-talks, double-entendres and double-crossings. America needs a deal.

And though the July deadline seems very far away indeed, especially since Yemen’s war came to yank at diplomacy’s already stretched out rope; not signing the nuclear deal would be far worse than ruffling Israel and Saudi Arabia’s feathers.

For the sake of argument, why not ask Israel to pay the world the courtesy of practicing what it preaches in terms of nuclear transparency. That would be the nuclear deal of the century!

What the Hell Are We Doing in Yemen?

The U.S. government has charged into another civil war in the Middle East. When you find yourself repeatedly asking, “Will they ever learn?” the answer may be that the decision-makers have no incentive to do things differently. What looks like failure may be the intended outcome. Quagmires have their benefits — to the ruling elite — if American casualties are minimized.

The Obama administration is assisting Saudi Arabia in its bombing of Yemen, creating — in concert with the Saudi embargo — a humanitarian catastrophe in the Middle East’s poorest country. Civilians are dying, and what infrastructure the country has is being destroyed.

Why? Secretary of State John Kerry says the United States won’t “stand by while the region is destabilized.” Kerry is a veteran, and presumably a student, of America’s Indochina war. So he must know that bombing is a terrible way to prevent destabilization. Kerry isn’t stupid — but that means he’s a liar and a demagogue.

Note that he says “the region,” not “Yemen.” Why would a civil war in Yemen affect the region? Because according to the official narrative, faithfully carried by most of the news media, Yemen is under siege by agents of Iran, the Houthis.

Iran today serves the same purpose the Soviet Union, or the International Communist Conspiracy, served from the end of World War II until 1989-91, when the Soviet empire collapsed. Iran is the all-purpose arch enemy on which virtually any evil can be blamed. So the war party and its Saudi and Israeli allies tell us every day that Iran is on the march, controlling capitals throughout the Middle East: Baghdad, Damascus, Beirut, and now Sana’a.

But this is absurd. Iran is not on the march. George W. Bush knowingly delivered Baghdad to Iran-friendly Iraqi Shiites in 2003. The Assad regime in Syria is a long-time Iranian ally that Obama and his first secretary of state, Hillary Clinton, declared open season on, emboldening al-Qaeda and its more-virulent mutation, ISIS. Iran’s friends in Lebanon, the political party Hezbollah, formed itself in response to Israel’s 1982 invasion and long occupation. None of these demonstrate an aggressive Iran. A better explanation is that those alliances help Iran cope with the American encirclement. (Recall: the CIA overthrew Iran’s democratic government in 1953 and was complicit in Iraq’s 1980s offensive war against Iran, in which Saddam Hussein used U.S.-facilitated chemical weapons. Since then, U.S. presidents and Israel’s government have attacked Iran in many ways: economic, cyber, proxy-terrorist, and covert.)

And what of Yemen, where the Houthis drove out the U.S.-backed autocratic president while also fighting declared enemies of the United States, Sunni al-Qaeda in the Arabian Peninsula and the Yemeni affiliate of ISIS? Yes, the Houthis practice a kind of Shiite Islam, Zaidi, but it differs importantly from Iranian Shiism. In fact, the Houthis are merely the latest manifestation of a long-oppressed Yemeni religious minority seeking autonomy from the central government. After years of being frustrated, lied to, and double-crossed, it finally moved on that government. Say what you will about the group, but don’t call it an agent of Iran.

Saudi Arabia sees Iran as a menace, but the kingdom is hardly credible, and the Obama administration is likely to be placating the royal family now that a nuclear deal with Iran may be at hand. As independent researcher Jonathan Marshall notes, “Decades before Iran became an enemy, however, Saudi Arabia began intervening in its southern neighbor [Yemen]. Besides grabbing land, the Saudis poured vast sums of money into Yemen to promote its extreme brand of Sunni Islam known as Wahhabism. In 2009, it invaded northern Yemen to attack the Houthis, unsuccessfully.”

Marshall adds, “Washington has also inserted itself in Yemen’s civil conflicts for decades.”

Of course Washington has been killing Yemenis with drones — not all of them even “suspected terrorists” — since 2001, when the corrupt and oppressive government in Sana’a became an ally in the “war on terror.”

“Yemen’s government repeatedly used U.S. military aid to support an all-out assault against the Houthis (“Operation Scorched Earth”),” Marshall writes, “causing extensive civilian casualties.”

As we should know by now, U.S. intervention is no innocent mistake.

Iran has the right to protect itself

On April 13, 2015 Vladimir Putin lifted Russia’s  ban on shipping S-300 antiaircraft defensive missile systems to Iran, self-imposed in 2010. Moscow and Tehran originally signed a contract to supply these systems back in 2007. At the time, the idea was  to sell a number of Russia-manufactured S-300 divisions to Iran.

The term “self-imposed ban” is used here deliberately. UN Security Council Resolution 1929 from June 9, 2010 placed no restrictions of any kind on transferring S-300 systems to Iran. Paragraph 8 of the resolution introduced a “weapons” embargo on direct and indirect shipments to Iran of “… any battle tanks, armoured combat vehicles, large calibre artillery systems, combat aircraft, attack helicopters, warships, missiles or missile systems as defined for the purpose of the United Nations Register of Conventional Arms …” S-300 antiaircraft systems, whether air-defense or antiballistic, are not mentioned in the resolution in any way. In addition, that UN Register does not stipulate that countries that manufacture air- or missile-defense systems should be banned from shipping them to any other states.

The negative reaction to Moscow’s April 13 decision from the US and many of its NATO allies, as well as Israel, raises a lot of questions. It seems almost as though they inhabit a different universe and know nothing of the real world.

First, as already noted, the existing international legal norms have not and do not prohibit shipments of air- and missile-defense equipment to other states as part of trade in conventional arms. For example, the United States has supplied 12 different countries (both NATO members and non-members) with similar Patriot systems, as well as mobile TMD systems to another three states, and the even more effective and long-range Standard missile-defense systems to four more nations. In 2015 and 2018 Romania and Poland will be added to that list. It is common knowledge that the six states in the Persian Gulf where Iran is located have received various ABM systems from the US and intend to purchase updated versions of them in the future. Several NATO states have supplied Patriot antiaircraft systems to Turkey.

Second, the United States is not only moving its air- and missile-defense systems under its direct control to other countries, but is also positioning its own national, comparable armaments far beyond its borders, in Romania and Poland for example, while preventing those countries’ military experts from controlling the future operational ABM systems in, respectively, Deveselu and Redzikowo. But the S-300 and other comparable systems that may be sent to Iran will be fully and entirely under that country’s direct management and control.

Third, Washington has provided significant military assistance to Israel, helping it to develop and establish its own increasingly powerful air- and missile-defense system. That apparatus is technically superior to the existing Iranian versions.

Fourth, Russian S-300 systems and their subsequent variations, as well as the American systems mentioned above that are functionally similar, are purely defensive, not offensive weapons. In this context it must be kept in mind that offensive weapons can also be loaded into the silos that hold the defensive interceptors for the US missile-defense system in Romania and Poland. This means cruise missiles, and soon will also include exceptionally accurate, long-range hypersonic missiles. The proposed shipments of air- and missile-defense equipment to Iran will not pose a threat to either Israel or any other state in the Middle East.

But nowhere on earth is anyone using legal postulates to suggest banning US shipments of various categories of antiaircraft missiles to nearly two dozen other countries. Demands like that are generally tied to geopolitical considerations. But this is an example of a completely unfair double standard: why is one permitted to supply such weapons systems while another may not?

There is yet another factor to be considered – at the present time Israel has already developed nuclear weapons and possesses its own air defense and resources to intercept ballistic and other missiles, but Iran has not yet developed nuclear weapons of its own and does not yet command effective air- and missile-defense systems. As the United States, its leading NATO allies and Israel are continuously threatening to use military force against Iran, the current Iranian leadership’s pursuit of up-to-date air-defense and antiballistic countermeasures is actually a reasonable, logical, and opportune approach. Iran has every right to defend itself. For this reason, that nation’s leaders hope to receive these Russian air- and missile-defense systems before the end of this year. Their request is welcomed in Moscow and will be satisfied in time.

And one final important point: Russia’s decision to rescind her previous embargo against supplying Iran with S-300 antiaircraft systems (or some newer defensive systems of this class) is final and “not subject to appeal.” Moscow is firmly convinced that no restrictions on this exist any longer, nor can they exist.

U.S. Congress Torpedoes the Iran Deal

The buzz word in Washington around the Iran Nuclear Review Bill that was approved unanimously by a Senate committee is “compromise,” parroted even by the White House spokesperson who has let it known that President Obama will endorse it despite some reservations. But, in reality, “compromise” is a code word for “concession,” i.e., appeasement of the anti-Iran hawks in U.S. Congress, as well as Israel.

The big question is, of course, what is behind Obama’s flip flop, notwithstanding his repeated warnings to U.S. Congress to stay out of Iran negotiations or face his veto power? The answer to this question should search beyond the facade of executive versus legislative ‘turf war’ on the Iran nuclear issue and touch the underlying root cause — in U.S.’s geostrategic interest to keep the furnace of Iran nuclear standoff alive instead of  extinguishing it.

Indeed, why let a good thing go, perhaps some Washington ‘insiders’ are asking quietly, given the multiple benefits of the nuclear crisis — in sustaining U.S.’s hegemony in Persian Gulf, containing the Iranian power, and appeasing Israel’s need to keep the limelight on Iran indefinitely.

Thus the U.S.’s perpetual self-sabotage of the Iran deal, following last November’s last minute change of heart by Obama, who refused to sign onto an agreement that his own negotiation team had reached. Obama’s excuse then was reportedly that it was premature in light of a new Congress and he had to wait to size up the situation. It now appears that Obama has done that and reached the point that signing any deal with Iran is a bad deal, just as Iran hawks and the pro-Israel lobbyists have been saying for a long time. In other words, Obama’s acceptance of the Iran bill is but a definite sign that the chicken has to roost and, indeed, the emperor has no clothes.

But, of course, without critical lenses, the Iran Nuclear Review Act appears as relatively benign and an exercise in constitutional checks and balances, which is why the polls indicate the majority of American people are in favor of a Congressional role in the Iran deal. It is only when one reads the bill’s fine prints and pays close attention to its details that the real intention of its sponsors to torpedo the nuclear talks becomes apparent.

This is basically an intrusive legislation that impacts the content of negotiations by, for example, creating an issue linkage between nuclear and non-nuclear, e.g., terrorism, issues and conditioning Congress’s approval of the deal on the executive branch’s certificate of Iran’s compliance with the demand to stop funding terrorist groups.

Essentially, this means a revised script for the nuclear talks and the imposition of brand new ‘parameters’ such as terrorism, that have not been part of the intense negotiations; the latter are solely focused on the nuclear issue and, yet, must now due to this bill,  expand the requirements for compliance by Iran — to U.S.’s arbitrary demands.

Another aspect of the bill that is equally problematic is that it raises the necessity of White House’s certification that the atomic agency is satisfied with Iran’s compliance on the “possible military dimension” issues which, as we know, raise the prospect of IAEA demands to access Iran’s secret military bases, a taboo from the vantage point of Iran’s military and civilian leadership. In fact, the Supreme Leader in his recent speech drew a red line and categorically opposed any suggestion that Iran would accommodate the West on this matter.

Hence, Iran’s stern negative reaction to the latest developments in U.S. Congress and Obama’s inexcusable turn-around from a critic to an admirer of the Iran bill is a given, raising the prospect that the bill can be a show-stopper and spell doom for the nuclear negotiations. The path ahead is now made doubly more complicated and the new hurdles by U.S. Congress act as so many powerful torpedoes aiming to sink the ship of diplomacy.

Israel cheers as Obama retreats before Congress on Iran deal

Israel said it is pleased with a compromise bill being floated on the Hill, which would give US legislators oversight in the Iran nuclear deal. The White House agreed to the bill adopted by the Senate Foreign Relations Committee.

“We are certainly happy this morning, this is an achievement for Israeli policy… [Prime Minister Benjamin Netanyahu’s] speech in Congress … was decisive in achieving this law, which is a very important element in preventing a bad deal, or at least, in improving the agreement and making it more reasonable,” Yuval Steinitz, Netanyahu’s intelligence, foreign relations and strategic minister, told Israel Radio.

Israel has been opposing US reengagement with Iran, claiming the result of the nuclear negotiations would be a bad deal that would compromise Israel’s national security. Netanyahu made his case in the US through pro-Israeli legislators, who are opposed to US President Barack Obama.

“What was achieved last night in Geneva is not a historic agreement, but a historic mistake,” said Netanyahu, after a preliminary deal paving the way for negotiations was reached in 2013.

Under the 2010 “Comprehensive Iran Sanctions, Accountability, and Divestment Act,” the president can waive sanctions imposed by Congress for a limited time, as a policy measure. However, Senate Bill 615 would remove that option and insist on congressional review of the final nuclear agreement with Iran before any of those sanctions could be waived.

Proposed by Senator Bob Corker (R-Tenn.) and Democrat Robert Menendez (D-NJ), the “Iran Nuclear Agreement Review Act of 2015” envisions a 52-day review period during which the president “may not waive, suspend, reduce, provide relief from, or otherwise limit the application of statutory sanctions with respect to Iran under any provision of law.” The White House can still suspend, waive or remove sanctions imposed by executive order.

If the bill is adopted, then Congress would be able to reject the nuclear agreement with Iran through a joint resolution, preventing Obama from lifting any congressional sanctions and possibly scuppering the treaty.

Iranian officials have said that the preliminary agreement reached in Geneva earlier this month would see most nuclear-related sanctions lifted immediately, while US officials maintain the sanctions would be lifted in phases, depending on Tehran’s compliance. This is one of the issues that still needs to be resolved before the June deadline for the final agreement.

“We have two and a half months more to negotiate, that’s a serious amount of time with some serious business left to do,” Secretary of State John Kerry told reporters Monday, after meeting with the legislators behind closed doors. “We hope Congress listens carefully and asks the questions that it wants. But also give us the space and the time to be able to complete a very difficult task which has high stakes for our country.”

Under the amended text of the bill agreed in committee, Obama would also have to certify to Congress every 90 days that Iran was complying with the final agreement, and submit detailed reports on Iran’s nuclear program, ballistic missile program, and “support for terrorism,” all of which remain thorny issues between Washington and Tehran.

Announcing the preliminary agreement on April 2, Obama said he wanted Congress to play a “constructive oversight role” in the negotiating process. However, the White House has argued that making international agreements is a constitutional prerogative of the executive branch, and that congressional oversight of the Iran deal would set a dangerous precedent. It now appears that Corker-Menendez has enough support from the congressional Democrats to override the veto Obama has been threatening, a senior Democratic aide told the New York Times.

Amendments proposed by several Republican Senators, including presidential hopeful Marco Rubio, could erode the bipartisan support. There were several amendments that would “pull this bill sharply to the right if adopted,” Senator Chris Coons (D-Del) told reporters Tuesday.

With Republicans making up the majority of the Foreign Relations Committee, these amendments could be adopted through a party-line vote. If that happens, Coons cautioned, “I’d drop off of it in a second.”

Russia Impinges on Israeli ‘Right’ to Bomb Iran

The front page of the neocon flagship Washington Post on Tuesday warned that the Russians have decided, despite U.S. objections, “to send an advanced air-defense system to Iran … potentially altering the strategic balance in the Middle East.”

So, at least, says the lede of an article entitled “Putin lifts 5-year hold on missile sale to Iran” by Karoun Demirjian, whose editors apparently took it upon themselves to sex up the first paragraph, which was not at all supported by the rest of her story which was factual and fair – balanced, even.

Not only did Demirjian include much of Russian Foreign Minister Sergei Lavrov’s explanation of Moscow’s decision to end its self-imposed restriction on the delivery of S-300 surface-to-air missiles to Iran, but she mentioned Israeli Prime Minister Benjamin Netanyahu’s umpteenth warning on Monday about “the prospect of airstrikes to destroy or hinder Tehran’s nuclear program.”

Lavrov noted that United Nations resolutions “did not impose any restrictions on providing air defense weapons to Iran” and described the “separate Russian free-will embargo” as “irrelevant” in the light of the “meaningful progress” achieved by the negotiated framework deal of April 2 in which Iran accepted unprecedented constraints on its nuclear program to show that it was intended for peaceful purposes only.

The Russian Foreign Minister emphasized that the S-300 is a “completely defensive weapon [that] will not endanger the security of any state in the region, certainly including Israel.” Pointing to “the extremely tense situation in the region around Iran, he said modern air-defense systems are vitally important for that country.” Lavrov added that by freezing the S-300 contract for five years, Russia also had lost a lot of money. (The deal is said to be worth $800 million.)

Predictably, former U.S. Ambassador to the United Nations John Bolton told Fox News that the air-defense system would be a “game-changer” for Israel regarding air strikes. According to Bolton, once the system is in place, only stealth bombers would be able to penetrate Iranian space, and only the U.S. has those and was not likely to use them.

The U.S. media also highlighted comments by popular go-to retired Air Force three-star General David A. Deptula, who served as Air Force deputy chief of staff for intelligence, surveillance and reconnaissance until he retired in 2010 to make some real money. Deptula called delivering the S-300 system to Iran “significant, as it complicates the calculus for planning any military action involving air strikes.”

It strikes me as a bit strange that the media likes to feature retired generals like Deptula, whose reputation for integrity are not the best. Deptula has been temporarily barred from doing business with the government after what Air Force Deputy General Counsel Randy Grandon described as “particularly egregious” breaches of post-employment rules. He remains, however, a media favorite.

Adding to his woes, Deptula was also caught with 125 classified documents on his personal laptop – including 10 labeled “Secret,” 14 labeled “Top Secret” and one with the high protection of “Secret, Compartmented Information.” Deptula pleaded ignorance and was let off – further proof that different standards apply to generals like Deptula and David Petraeus.

A More Subdued Tone

The S-300 announcement hit as Secretary of State John Kerry was testifying on Capitol Hill about the framework deal on Iran’s nuclear program. Speaking later to Fox News, Rep. Adam Kinzinger, R-Illinois, professed shock that Kerry did not seem more upset. According to Kinzinger, Kerry actually said, “You have to understand Iran’s perspective.”

And in keeping with Kerry’s tone of sang-froid, State Department spokeswoman Marie Harf, referring to the S-300 deal, said, “We see this as separate from the negotiations [regarding Iran’s nuclear program], and we don’t think this will have an impact on our unity.”

White House press secretary Josh Earnest took the S-300 announcement with his customary, studied earnestness. Referring not only to the decision to deliver the S-300s but also to reports of a $20 billion barter deal that would involve Russia buying 500,000 barrels of oil a day in return for Russian grain, equipment and construction materials, Earnest referred to “potential sanctions concerns” and said the U.S. would “evaluate these two proposals moving forward,” adding that the U.S. has been in direct touch with Russia to make sure the Russians understand – and they do – the potential concerns that we have.”

With respect to the various sanctions against Iran, I believe this nonchalant tone can be seen largely as whistling in the dark. With the S-300 and the barter deals, Russia is putting a huge dent in the sanctions regimes. From now on, money is likely to call the shots, as competitors vie for various slices of the Iranian – and the Russian – pie. Whether or not there is a final agreement by the end of June on the Iranian nuclear issue, Washington is not likely to be able to hold the line on sanctions and will become even more isolated if it persists in trying.

Worse still for the neocons and others who favor using sanctions to punish Russia over Ukraine, the lifting of sanctions against Iran may have a cascading effect. If, for example, the Ukrainian ceasefire holds more or less over the next months, it is possible that the $1.5 billion sale of two French-built Mistral-Class helicopter carrier ships to Russia, concluded four years ago, will go through.

The contract does not expire for two months and Russia’s state arms exporter is trying to work out a compromise before taking France to court. Russian officials are expressing hope that a compromise can be reached within the time left.

And, regarding the outrage among neocons over the audacious idea that Iran should be allowed to defend itself against airstrikes, there is the “exceptional” argument that Israel, United States and their allies should have the unchallenged right to bomb Iran or any other country as they see fit – and that the targeted country should have no right to protect its people, indeed that trying to defend itself is some kind of unacceptable provocation.

There is also the hypocrisy regarding how the neocons like to differentiate between “defensive” and “offensive” weapons when the question is about giving U.S.-backed governments weapons that have dual purposes, that can be used offensively as well as defensively.

For instance, in regard to Ukraine earlier this year, U.S. Assistant Secretary of State Victoria Nuland counseled U.S. officials to portray the delivery of sophisticated U.S. military hardware to the coup regime in Kiev as “defensive,” even though the weapons had an offensive capacity, such as targeting ethnic Russian rebels firing artillery or mortars at Ukrainian troops attacking eastern Ukraine.

According to the German newspaper, Bild, which published an intercepted conversation between Nuland and U.S. officials in Munich, Germany, she said, “I’d strongly urge you to use the phrase ‘defensive systems’ that we would deliver to oppose Putin’s ‘offensive systems.’”

However, NATO Commander and Air Force General Philip Breedlove left little doubt that these “defensive” weapons would help the Ukrainian government pursue its military objectives by enabling more effective concentration of fire. “Russian artillery is by far what kills most Ukrainian soldiers, so a system is needed that can localize the source of fire and repress it,” Breedlove reportedly said.

So, when “defensive” weapons help a U.S.-backed regime kill its opponents, that’s fine. However, if some truly defensive weapons, such as anti-aircraft missiles to protect a country’s cities, go to a nation that Israel might want to bomb, then that is unacceptable.
